Jul, 18:26-About a year after the refugee crisis started to shake the EU, one of the most vocally critical countries over the response is now in charge with a promise to reduce divisions on the issue.Slovakia on Friday (1 July) took over the six-month presidency of the EU Council and migration, along with Brexit, will be the "predominant'" item on the agenda, its prime minister Robert Fico said.The country "has its own clear ideas" on the matter but will act as an "honest broker" in discussions, Fico insisted while setting out what would be his balancing act."Migration can be a divisive subject," he noted. But Slovakia wants to "create enough space for discussion" and avoid "exacerbat[ing] differences between member states".He said that his government would not drop its lawsuit at the European Court of Justice against the refugee relocation scheme that the European Commission designed last year.But he praised several policies pushed by the commission, like the "back to Schengen" plan, the border and coast guard and the blue card for foreign workers.At a joint-press conference in Bratislava, the commission president Jean-Claude Juncker said migration was "an issue that is a little more difficult in this country". Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman approved on Saturday the publication of a tender to build 42 additional homes in the West Bank settlement of Kiryat Arba.According to Channel 10, the tender was in the works six months ago but was essentially frozen by the government until Friday’s decision, announced a day later.The announcement came two days after 13-year-old Hallel Yaffa Ariel was stabbed to death by a Palestinian terrorist in her bedroom on Thursday morning in the settlement, close to the Palestinian town of Hebron. A civilian security guard who responded to the brutal attack was seriously injured by the Palestinian assailant, Muhammad Nasser Tarayrah, 17, from Bani Naim. Tarayrah was shot and killed by other guards.The new homes were a part of a series of measures announced by the Israeli government in response to the terror attack in Kiryat Arba, including a closure on Bani Naim and cancellation of work permits of the attacker’s relatives.Another terror attack on Friday near Hebron killed a rabbi, Miki Mark, and seriously injured his wife while they were driving on Route 60. Two of their children were also wounded in the shooting attack.In response, the IDF stepped up its troop presence in the West Bank, sending two battalions to help secure settlements and the main roads used by Israelis. The leader of an influential Palestinian organization threatened on Saturday to cause financial harm to any Palestinian businesses joining the first Israeli-Palestinian mall currently under construction in the northeastern Jerusalem.The Times of Israel reported last week that Israeli developer Rami Levy is building a shopping center a two-minute drive from the West Bank crossing that leads to Ramallah. Levy said he is seeking out Palestinian business owners to rent space in the shopping center, and hopes to attract customers from the big West Bank city.Responding to the report of Levy’s project, Saleh Haniyeh, head of the Palestinian Society for Consumer Protection, said his group, in partnership with a number of institutions, is “ready to reveal the names of any partners of ‘the settler’ businessman Rami Levy, put them on the blacklist and boycott their commercial interests.”Haniyeh said his group would also pressure the Palestinian Chamber of Commerce to freeze Levy’s Palestinian partners’ memberships, according to a report in the Palestinian news agency Ma’an.The head of the Palestinian organization reiterated his group’s complete boycott of any goods and services stemming from Israeli settlements.When reached by The Times of Israel, Levy declined to comment on the boycott effort.Levy earlier said the idea for the mall he is building in the industrial zone of Atarot, beyond the Green Line north of Jerusalem, came from his existing shopping centers and supermarkets in the West Bank, which have become unexpected points of friendly interaction between Jews and Arabs looking for jobs and the cheapest prices.If his mall succeeds, Levy said, “it can lead to an understanding that we can do everything together.”Levy’s project has already faced challenges due to political pressure. A shake-up this week at the United Nations Security Council promises a slightly improved situation for Jerusalem, even though arch-critic Sweden is among the new members, but the fresh constellation is unlikely to change the balance of power on issues related to the peace process with the Palestinians.Five new members were elected to the key decision-making body: Bolivia, Ethiopia, Sweden and Kazakhstan — and Italy and the Netherlands, which received the same number of votes and decided to split the two-year term (Italy will take 2017; the Netherlands 2018).Overall, the new Security Council mix, which takes effect on January 1, 2017, is unlikely to drastically improve or worsen the Palestinians’ chances to advance one-sided resolutions against Israel.Israeli diplomats are sure to be dismayed about Sweden, the first Western European country to formally recognize a Palestinian state, garnering a spot on the body — one of the few in the UN universe whose decisions are actually binding.Relations with Stockholm, which takes over Spain’s spot on the council, have also been particularly sour because of controversial comments by Swedish Foreign Minister Margot Wallström. Bolivia is replacing Venezuela, which means that one country that has no diplomatic relations with Israel is replacing another. But while Bolivian leader Evo Morales has called Israel a “terrorist state” committing a “genocide” on the Palestinians, Bolivia’s term on the Security Council is unlikely to be more challenging for Israel than that of Venezuela, which used its position to launch repeated aggressive attacks against the Jewish state.All told, Israel’s position at the Security Council is likely to remain extremely volatile in 2017.A renewed Palestinian effort to pass a resolution calling for an Israeli withdrawal from beyond the pre-1967 lines would require nine votes from the council’s 15 members. If that were to occur, one of its five permanent members — the US, the UK, China, France and Russia — could veto the resolution.China, Russia, Egypt, Senegal, Bolivia, France, Sweden and Kazakhstan are certain to support any Palestinian text. CAIRO - Egyptian investigators said Saturday they would be able to access the cockpit voice recordings of the EgyptAir flight that crashed in May despite damage to the black box."None of the memory chips of the electronic board were damaged," the Egyptians participating in the examination of the device in France said in a statement, adding that only some connecting components had to be replaced."Test results were satisfactory as (they) enabled the reading of the recorders of the CVR memory unit," they added. The Egyptians now plan to bring the recorder to Cairo for further analysis.The flight from Paris to Cairo crashed into the Mediterranean on May 19, killing all 66 people on board. DHAKA, Bangladesh - Security officials searched on Sunday for evidence and the possible masterminds of the weekend hostage-taking in an upscale restaurant in Bangladesh's capital. The government has denied the Islamic State group's claim of responsibility for the attack that left 28 dead, including six attackers and 20 of the hostages.Police released photographs of the bodies of five attackers, along with their first names: Akash, Badhon, Bikash, Don and Ripon. The men belonged to the banned domestic group Jumatul Mujahedeen Bangladesh, or JMB, and their families hadn't heard from them in months, according to police. Asked whether they might also have had Islamic State ties, Police Inspector General A.K.M. Shahidul Hoque said authorities were investigating that possibility.Despite the police saying IS links were being investigated, the home minister refuted the possibility that the Islamic State directed the attack from abroad. "But this does not show a direct link to ISIS. "We did respond with fire and the attackers stopped. MANILA, Philippines - Philippine troops on Saturday dug up what they believe is the body of Canadian hostage Robert Hall, who was beheaded by Abu Sayyaf extremists more than two weeks ago in the south after a ransom deadline lapsed.Villagers led the troops to a hinterland near Kamuntayan village in Sulu province's Talipao town where the militants buried Hall's body after killing him on June 13. Hall's head was found abandoned outside a Roman Catholic cathedral, regional military spokesman Maj. Filemon Tan said.Chances were high that it was Hall's body, Tan said, citing intelligence reports and help from villagers. BERLIN (Reuters) - German arms exports almost doubled last year to their highest level since the beginning of this century, a German newspaper said on Sunday, citing a report from the Economy Ministry that is due to be presented to the cabinet on Wednesday.Newspaper Welt am Sonntag said the value of individual approvals granted for exporting arms was 7.86 billion euros ($8.75 billion) last year compared with 3.97 billion euros worth of arms exports in 2014.It said the Economy Ministry had pointed to special factors that boosted arms exports such as the approval of four tanker aircraft for Britain worth 1.1 billion euros.It also pointed to the approval of battle tanks and tank howitzers along with munitions and accompanying vehicles worth 1.6 billion euros for Qatar - a controversial deal that the report said was approved in 2013 by the previous government.The Economy Ministry declined to comment on the report.In February German Economy Minister Sigmar Gabriel said preliminary figures showed that Germany had given approval for around 7.5 billion euros worth of arms shipments in 2015.The Federal Office for Economics and Export Control (Bafa), a subsidiary of the economy ministry, is responsible for licensing arms export deals and Gabriel had promised to take a much more cautious approach to licensing arms exports, especially with regard to the Middle East.Germany is one of the world's main arms exporters to EU and NATO countries and has been cutting its sales of light weapons outside those states.Last year the government rejected 100 applications for arms export approvals – the same number as in the previous year, Welt am Sonntag reported. AMMAN (Reuters) - Syria's al Qaeda-linked Nusra Front has abducted the commander of the Western-backed Jaish al-Tahrir brigade, along with several of his aides and scores of fighters in coordinated raids in northern Syria, Jaish al Tahrir said on Sunday.Jaish al Tahrir was set up in February as part of an effort to forge unity among moderate rebels in the Free Syrian Army (FSA) alliance at a time when a major Islamic State advance threatened their main stronghold near the Turkish border.The powerful Islamist Nusra Front is ideologically opposed to the more moderate FSA rebels and their Western supporters, but occasionally fights alongside them against Islamist State.Jaish al Tahrir, which has 4,000 well trained fighters, said their leader Mohammad al Ghabi and a number of his aides were taken in a house raid in Kfr Nubl in Idlib province Saturday night."They were injured and kidnapped and taken to an unknown location," Jaish al Tahrir said in a statement.Nusra Front fighters stormed several locations in coordinated raids and set up checkpoints to arrest around 40 fighters, the group said.The Nusra Front has previously targeted rebel groups supported by the West, leading to the dissolution of the Syria Revolutionaries Front and the Hazzm movement last year.In March, the al Qaeda offshoot seized the bases and weapons of the 13th Division rebel group, one of the factions that has received foreign military aid, capturing U.S.-made anti-tank missiles.Jaish al Tahrir called on Syria's main rebel groups al Ahrar al Sham and others to put pressure on Nusra to release their leader and prevent an escalation in tensions.They also said they wanted a judicial court that would arbitrate their differences. BAGHDAD - At least 83 people have been killed and 176 wounded in two separate bomb attacks in the Iraqi capital Sunday morning, Iraqi officials said.In the deadliest attack, a car bomb hit Karada, a busy shopping district in the centre of Baghdad, killing 78 people and wounding 160, according to police and hospital officials. It struck as families and young people were out on the streets after breaking their daylight fast for the holy month of Ramadan.The Islamic State group claimed responsibility for the bombing in a statement posted online, saying they had deliberately targeted Shiite Muslims. The statement could not be independently verified.At dawn Sunday, fire fighters were still working to extinguish the blazes and bodies were still being recovered from charred buildings. Many of the dead were children, according to Associated Press reporters at the scene. Ambulances could be heard rushing to the site for hours after the blast. It only identified him by his initials.The English language The National said the receptionist at the Fairfield Inn hotel called the police after she heard the man talking on his phone in the hotel lobby.Gulf News, another UAE newspaper, published photos of the Emirati man in white robes being wrestled to the ground and handcuffed before being led away by police.In a message on a Foreign Ministry Twitter account focusing on citizens traveling abroad, the ministry said on Saturday:"For citizens traveling outside the country, and in order to ensure their safety, we point out not to wear formal dress while traveling, especially in public places," the message dated July 2 stated, without referring to the Avon incident.The Foreign Ministry, in a message posted on its website in Arabic and English, urged citizens to abide by the laws of countries they are visiting. Riyadh (AFP) - Eighteen pilgrims have been injured in a stampede near Islam's holiest site, Saudi media reported on Saturday, as the kingdom continues to review safety after a deadly crush during last year's hajj.The incident happened on Friday night near the Grand Mosque in Mecca, the Al-Riyadh newspaper said, as Muslims gathered in large numbers to mark the Night of Destiny, one of the high points of the holy fasting month of Ramadan.All the injured were treated at the scene and none required admission to hospital, the newspaper cited a health official as saying.Every year, hundreds of thousands of pilgrims flock to Mecca to carry out the lesser umra pilgrimage during Ramadan -- especially during its last 10 days.They include the Night of Destiny, when the angel Gabriel is believed to have given the Prophet Mohammed the verses of the Koran.The incident comes as Saudi authorities continue to unveil new safety measures for this year's hajj in September.A crush at last year's hajj killed more than 2,000 pilgrims in the worst disaster to ever strike the annual ritual.According to figures from foreign officials, at least 2,297 pilgrims died. "It's an direct insult to the Quebec nation, an insult to everything our heritage represents," Ouellet wrote in the post. "Justin Trudeau has to retract and recognize the Quebec nation."Is Quebec a nation? Whether Quebec constitutes a nation has long been a source of controversy. The question is related to the province's constitutional status and was at the heart of the failed Meech Lake Accord.In 2006, then prime minister Stephen Harper introduced a motion calling on the House of Commons to recognize that "Québécois form a nation within a united Canada."The motion passed by a large majority, though there were several holdouts within the Liberal party, which was holding its own leadership race at the time. At the time, Trudeau, who was not yet an MP, criticized Michael Ignatieff for endorsing the motion. Trudeau ended up backing Gerard Kennedy in the leadership race, which was eventually won by Stéphane Dion. Kennedy also opposed the motion. NEW DELHI (Reuters) - At least 40 people were feared dead following a downpour that triggered flash floods and landslides in northern Indian Uttarakhand state over the weekend, a state official said.Several more people were still missing, a spokesman at the state chief minister's office, Om Prakash Sati, said on Sunday, with remote Chamoli and Pithoragarh being the worst affected districts in the state.The state has so far confirmed 18 deaths, of whom 15 were from Pithoragarh. The official toll was expected to rise.Thousands were feared stranded as landslides blocked hundreds of roads.
