HONOLULU (Reuters) - Hurricane Iselle barreled west across the Pacific Ocean toward the Hawaiian Islands on Wednesday, where officials warned residents and tourists of possible flooding and mudslides and ordered schools closed.The storm was about 700 miles (1,130 km) east of Hilo, on the Island of Hawaii, at 7 a.m. Hawaiian Standard Time on Wednesday and heading west-northwest at 15 miles per hour (24 km per hour) with maximum sustained winds of 85 mph (137 kph), according to the National Hurricane Center.Iselle was expected to weaken into a tropical storm before reaching the islands sometime on Friday morning but forecasters said it could still bring high winds and 10-to-15-foot (three-to-4.5-meter) surf to the tourist haven."The Big Island has two peaks of up to 14,000 feet. If the hurricane makes a direct hit over the Big Island, how much of a blocking effect that has we don't know," said Ray Tanabe, acting director for the National Weather Service in the pacific region.Tracking about two days behind Iselle was hurricane Julio, which was upgraded from a tropical storm on Wednesday and could also bring heavy surf and high winds.Residents stocked up on basics as authorities in Honolulu advised them to prepare a seven-day disaster supply kit. N.W.T.'s chief medical official says healthy people whose lungs get irritated by forest fire smoke will recover a few days after the smoke clears.Dr. Andre Corriveau, the territory's chief medical officer of health, says data from previous wildfires in California and Australia help determine what effects smoke can have on a person's health.He says "prolonged" exposure to smoke is measured in years, not in weeks. "It does have a health impact that can be quite serious for people who have predisposing conditions but for the average person they seem to recover fairly well, and whether it's one week or six weeks it's still considered relatively short exposure," he says.Corriveau cautions people with pre-existing health conditions like heart problems, asthma or other lung problems, to stay indoors and limit outdoor activity when the smoke is noticeably thick.Corriveau says this applies especially to the elderly, pregnant women, newborn babies and young children. Air pollution levels in Yellowknife have frequently gone off the chart in recent weeks as smoke from some the territory's nearly 300 forest fires blows into the city.Earlier this week, Yellowknife resident Dale Bouchard said she was getting out of town so her kids could breathe some clean air."I'm getting sick of it and I'm really, really disappointed and actually very confused as to why the territorial government hasn't done something for the people of Yellowknife and the Northwest Territories," she said."The kids have been smelling this heavy smoke all summer. They're coughing, got headaches. But he warns that, besides being uncomfortable, the mask will stop working as soon as it gets humid and on a hot day, and an N95 or N99 mask will only last half an hour before it has to be changed.

LIKELY, B.C. - An early assessment of the environmental impact of a mine tailings pond failure in British Columbia is expected today when the first water-testing results may be released.Provincial Mines Minister Bill Bennett has so far said it's too soon to estimate the damage caused by the Mount Polley Mine breach, but says he hopes for positive news.The government has promised a thorough investigation into the actions of the provincial government and Imperial Metals in the wake of Monday's dam collapse.A tailings pond dam at the mine failed on Monday, sending 10 million cubic metres of water and 4.5 million cubic metres of toxic silt into Polley Lake and Quesnel Lake.The breach prompted a water-use ban along surrounding lakes and rivers and the B.C. environment ministry has collected water samples in the area.The company's president has said the water is already almost drinking quality, but a ministry official disagreed, based on metals found in the water at other times in recent years.Sharon Borkowski owns Northern Lights Lodge in the community closest to the disaster and she says while she's optimistic with the company's statements that the water is safe, she's still cautiously awaiting testing results.Imperial Metals was formally ordered Wednesday to clean up the site and prevent more material from escaping.

BRUSSELS - Moscow is slapping a ban on EU-imported fruit and vegetables and food from the US in retaliation for western economic sanctions.A Russian decree published Wednesday (6 August) called upon government officials to put forward a list of agricultural products and raw materials to be banned for up to one year.The decree does not list the specific products or name the countries although the government is expected to announce the full list on Thursday.But Russia's food safety watchdog VPSS, Alexei Alexeenko, was quoted by RIA Novosti as saying fruit and vegetables from member states backing the EU sanctions would be blacklisted."Fruits and vegetables from the European Union will also be under full ban," he said.According to RIA Novosti, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Italy, Lithuania, The Netherlands, Slovakia, and Spain could be on the Russian list.Among the products cited by country are meats, poultry, fish, drinks and coffee.Poland was already targeted last month when Moscow announced it would no longer import Polish apples, pears, cherries, nectarines, plums, and varieties of cabbage. The Russian government cited health and sanitary reasons.The latest ban also hits import products from the US, and possibly Canada, and Australia.The measures are seen as a tit-for-tat response to broad economic sanctions recently imposed on Russia by the European Union.The EU’s so-called stage three sanctions ban financial instruments by Russian-state-owned banks, enact a non-retroactive arms embargo, and impose export limitations on dual-use technologies.The European Commission says the EU stands to lose €40 billion this year alone from the stage three sanctions and that the amount is set to increase to €50 billion next year.The effect of the sanctions has already caused unease in some EU states, with Finland saying it will potentially seek compensation.“It is without doubt clear that, if sanctions hit Finland disproportionately, we will seek support from our European partners,” said Finland’s prime minister Alexander Stubb.Russia is Finland’s largest trading partner, according to the Finnish-Russian Chamber of Commerce. Quran (3:151) - "Soon shall We cast terror into the hearts of the Unbelievers, for that they joined companions with Allah, for which He had sent no authority".  This speaks directly of polytheists, yet it also includes Christians, since they believe in the Trinity (ie. what Muhammad incorrectly believed to be 'joining companions to Allah').

Allah is forgiving and merciful.   And fight them until there is no more Fitnah [disbelief and worshipping of others along with Allah] and worship is for Allah alone.  But if they cease, let there be no transgression except against Az-Zalimun (the polytheists, and wrong-doers, etc.)"  (Translation is from the Noble Quran)  The historical context of this passage is not defensive warfare, since Muhammad and his Muslims had just relocated to Medina and were not under attack by their Meccan adversaries.  In fact, the verses urge offensive warfare, in that Muslims are to drive Meccans out of their own city (which they later did).  The use of the word "persecution" by some Muslim translators is thus disingenuous (the actual Muslim words for persecution - "idtihad" - and oppression - a variation of "z-l-m" - do not appear in the verse).  The actual Arabic comes from "fitna" which can mean disbelief, or the disorder that results from unbelief or temptation.  Taken as a whole, the context makes clear that violence is being authorized until "religion is for Allah" - ie. unbelievers desist in their unbelief.

ARBIL Iraq (Reuters) - Islamic State militants extended their gains in northern Iraq on Thursday, seizing more towns and strengthening a foothold near the Kurdish region in an offensive that has alarmed the Baghdad government and regional powers.The advance forced thousands of residents of Iraq's biggest Christian town to flee, fearing they would be subjected to the same demands the Sunni militants made in other captured areas - leave, convert to Islam or face death.The Islamic State, which is considered more extreme than al- Qaeda, sees Iraq's majority Shi'ites and minorities such as Christians and Yazidis, a Kurdish ethno-religious community, as infidels.In Rome, Pope Francis appealed to world leaders to help end the crisis in northern Iraq after the Islamic State advance forced thousands of Christians to flee.The militant group said in a statement on its Twitter account that its fighters had seized 15 towns, the strategic Mosul dam on the Tigris River and a military base, in an ongoing offensive that began at the weekend.Kurdish officials say their forces still control the dam, Iraq's biggest.On Thursday, two witnesses told Reuters by telephone that Islamic State fighters had hoisted the group's black flag over the dam, which could allow the militants to flood major cities or cut off significant water supplies and electricity.The Sunni militants inflicted a humiliating defeat on Kurdish forces in the weekend sweep, prompting tens of thousands from the ancient Yazidi community to flee the town of Sinjar for surrounding mountains.Some of the many thousands trapped by Islamic State fighters on Sinjar mountain have been rescued in the past 24 hours, a spokesman for the U.N. IRAQ'S INTEGRITY THREATENED

The Islamic State, which has declared a caliphate in the areas of Iraq and Syria it controls, clashed with Kurdish forces on Wednesday in the town of Makhmur, about 40 miles southwest of Arbil, the capital of the Kurdish autonomous zone.Witnesses said the militants had seized Makhmur, but Kurdish officials told local media their forces remained in control there, and television channels broadcast footage of Kurdish peshmerga fighters driving around the town.The mainly Christian town of Tilkaif, as well as Al Kwair, were overrun by militants, according to witnesses.The Islamic State poses the biggest threat to Iraq's integrity since the fall of Saddam Hussein in 2003. Its fighters and their Sunni allies also control a big chunk of western Iraq.The group has deepened sectarian tensions, pushing the country back to the dark days of the civil war that peaked in 2006-2007 under U.S.-led occupation.Bombings, kidnappings and executions are routine once again in Iraq, an OPEC member. BEIRUT, Lebanon — The self-proclaimed Islamic State, formerly known by the acronym ISIS, is actively recruiting Western women and girls. And in the process this “caliphate” that now occupies large swathes of Syria and Iraq is showing, once again, that it’s almost as shrewd with social media as it is ruthless on the battlefield.The tweets and blogs apparently are written by Western women married to jihadi warriors. They aim to persuade would-be “sisters” in Europe and the United States to travel to the Middle East to help this al-Qaeda spinoff build its extremist vision of an Islamic society. Potential caliph-ettes (as one is tempted to call them) are told their main contribution to the Islamic revolution will be through matrimony, not martyrdom; child-bearing, not gun-toting. One blogger called “Bird of Jannah” purrs: “Women are not equal to men. It can never be. Men are the leaders & women are [so] special that Allah has given them entire chapter in the Qur’an.”The propaganda usually eschews the gore and barbaric images often included in the general fare of jihadist online posts, such as the beheadings last month of dozens of Syrian army soldiers after a base was overrun in the northern Syrian province of Raqqa.Instead, the marketing focuses on what one analyst calls the “private sphere,” concentrating on the joys of jihadist family life and the “honor” of raising new fighters for Islam. The online recruiters stress the pleasure of providing the domesticity that a warrior waging jihad needs and by doing so serving Islam.“I will never be able to do justice with words as to how this place makes me feel,” tweets Umm Layth, purportedly a British woman in Syria married to a fighter. She cherishes, she says, the friendships she enjoys with “her fellow sisters and brothers in the Islamic State.”But throughout Umm Layth’s posts and those written by other jihadist women there is a morbid obsession with martyrdom. “Allahu Akbar, there’s no way to describe the feeling of sitting with the Akhawat [sisters] waiting on news of whose Husband has attained Shahadah [martyrdom],” writes Umm Layth.According to analysts at SITE Intelligence Group, a U.S.-based organization that tracks online activity by terrorists, the recruiting efforts may have had some success. “By creating content specifically targeting female jihadi supporters, the Islamic State is able to establish a pipeline to assist Western women in traveling to Syria to marry jihadi fighters and contribute to the formation of their new society,” the analysts argue.They add: “Significantly, these online networks have expanded in prominence and sophistication during the summer of 2014, suggesting that the Islamic State has already been successful in recruiting foreign women to leave their lives in the West, and is looking to build upon this strength.”“There’s no way to describe the feeling of sitting with the Akhawat [sisters] waiting on news of whose Husband has attained Shahadah [martyrdom].”

In June, Britain’s interior minister, Theresa May, warned that it isn’t just young Western men leaving to join the Islamic State in Syria. “We think around 400 U.K.-linked individuals have gone out to fight in Syria, mainly young men but also some women,” she told ITV News. U.K. officials say only about a dozen British women have gone thus far, but they worry the numbers will rise with the increased online activity luring vulnerable women to Syria.There have been several reports of European women traveling to Syria to join up with jihadists there. In April, two Austrian girls, aged 15 and 16, went missing in Vienna and resurfaced in Syria. They are being sought by Interpol. In May, 16-year-old British twins sneaked out of their home in Manchester and traveled to Syria to become jihadi brides. Salma and Zahra Halane telephoned their parents to tell them they had arrived in the war-torn country and told them “we’re not coming back.” And in July, the FBI arrested Denver nurse Shannon Maureen Conley, a 19-year-old Muslim convert, as she boarded a plane to fly to Turkey for onward travel to Syria—she was recruited online, although in her case by a Tunisian man who claimed he was fighting for ISIS.Not all women, it seems, are put off by the morbid prospect of sitting around waiting for husbands to achieve martyrdom. Women do respond to the tweets extolling the joys of the Islamic revolution. Many seek advice using both Twitter and ask.fm, a Latvian-based question-and-answer platform, about how to get to Syria or Iraq. Umm Layth urges them: “Biggest tip to sisters: don’t take detours, take the quickest route, don’t play around with your Hijrah [religious migration] by staying longer than 1 day for safety and get in touch with your contacts as soon as you reach your destination.”In April, Umm Layth, who has more than 2,000 Twitter followers, distributed online an English-language “Diary of a Muhajirah [migrant]” providing point-by-point guidance on what these brides-to-be can should expect. There are no mentions of the public stoning that IS advocates for adultery, nor of the punishments for transgressing strict dress codes, but the constrained lifestyle and the material hardships Western women will face aren’t entirely glossed over.Umm Layth warns prospective recruits that the biggest problem in deciding to take the plunge and head to Syria might be opposition from family. “Even if you know how right this path and decision is and how your love for Allah comes before anything and everything, this is still an ache which only one [who] has been through and experienced it can understand. The first phone call you make once you cross the borders is one of the most difficult things you will ever have to do…when you hear them sob and beg like crazy on the phone for you to come back it’s so hard,” she writes.She adds: “Many people in present day do not understand…why a female would choose to make this decision. They will point fingers and say behind your back and to your families’ faces that you are taking part in…sexual jihad.” But there is no question that extremist groups try to reward their fighters with brides, however they can be obtained. One obvious example elsewhere is the mass kidnapping of schoolgirls by Boko Haram in Nigeria.Islamic State has opened a “marriage bureau” in the northern Syrian town of Al Bab for women who want to wed jihadist fighters in territory they control, according to the Syrian Observatory for Human Rights, a UK-based pro-opposition group that relies on activists on the ground for its information.A key topic for discussion in the Tweets and online advice is what to do if parents oppose plans to go to Syria or refuse to bless a wedding—both major hurdles for believers who need parental consent to travel and marry.  The online recruiters say IS can appoint a guardian for them to provide permission. Speaking to Fides, the cardinal called on the international community to take responsibility for these Christians in what he defined as “a serious humanitarian situation. These people are left to their own devices, the border is closed and they don’t know where to go. Some have already died, three or four young people have lost their lives. Immediate intervention is needed.”In the past two months, since Mosul was taken over by Sunni rebels led by fighters of the Islamic State of Iraq and the Levant (ISIL) - on 9 June – most of the Christians living in Iraq’s second major city had sought refuge in villages in the Nineveh Plain.In Mosul, militants of the self-proclaimed Islamic Caliphate had gone on to occupy churches and convents, destroy Marian statues, pull down crosses, burn the Syro-Catholic archbishopric and impose an ultimatum on Christians; either you go, leaving your homes and property behind, or you pay the “protection tax” or you convert to Islam, or you die.Up until now, Kurdish Pashmerga militia had acted as a buffer, protecting the villages in the Nineveh Plain from Islamist raids. In June they managed to hold off an offensive which jihadists attempted to launch against the city of Qaraqosh. “We will all die together or we will all continue to live together with dignity,” this is what Masud Barzani, President of the autonomous region of Iraqi Kurdistan, told the Patriarch of Babylon of the Chaldeans, Louis Raphael I Sako and other representatives of other churches in northern Iraq.  During his meeting with the Patriarch and bishops, the Kurdish leader had also underlined the autonomous region’s willingness to welcome and save refugees and protect “their lives and their land” against those whom he called “terrorists”.The Chaldean Patriarch and the bishops of the Christian in northern Iraq, had proposed the creation of a “joint committee made up of members of the regional government and representatives of our people, in order to help suffering refugee families and improve their living conditions.” At the end of June, however, Marzio Babille, the head of UNICEF in Iraq, outlined the political plan behind the jihadist offensive: “The areas that are attacked are “cleansed” of ethnic and religious minority groups. Some sections of the Iraqi Christian community had dreamed for a long time of transforming the Nineveh Plain into an autonomous region to be assigned to Christians. They hoped to make the ancestral dream of an independent home for Assyrian and Syrian Chaldean communities within Iraq, a reality. “It has not become clear that there is no future for Christians in that part of Iraq, which was home to the Christian faith since the very beginning. Western governments are also partly to blame for this because they have kept silent and have engaged in thoughtless policies in Iraq and across the Middle East, their only interest being to defend their own economic interests. I hope national and international community leaders will at least spare us from the ridiculous spectacle of their declarations of solidarity and their hollow indignation. IDF Chief of Staff Benny Gantz said Wednesday that Israel is prepared to strike Hamas leaders when they emerge from hiding, and warned that the IDF would retaliate strongly if the terror organization resumes its attacks on Israel.“Its commanders sit in their bunkers in hiding, and everywhere we can hit them, we will hit, if we want to,” he said on Wednesday, the second day of a three-day truce, during a press briefing near the Gaza Strip. “They will go outside when they please — if they do, they will see the extent of the damage to their fighters and the damage in the Gaza Strip, which unfortunately, is Hamas’s fault.”“I hope this lesson will be internalized in the Gaza Strip, because we will not hesitate to continue to mobilize our forces as necessary to ensure the security of Israeli citizens,” he said.The IDF’s top commander said that the responsibility for the civilian casualties lies with Hamas, which embedded its combat forces in civilian areas, and added the IDF had struck a significant blow to the terror organization.“We aren’t done,” he said. “If there are incidents, we will respond to them.”Gantz also urged the residents of the Gaza border towns to return home.“I am convinced the residents can return to their houses, till their fields, live well here, just as it was before,” he said.“Just as there was peace here before, it will be even quieter after [the operation],” Gantz asserted. “The IDF is not going anywhere. Gaza, like the cities of Israel, is slowly returning to normal. Kind of.There are cars on its roads once more, and shoppers are flooding its markets. “We became accustomed very quickly to war – and even faster to peace,” Sameh, a prominent political analyst in Gaza, told The Times of Israel Wednesday.But the quiet, he said, is deceptive. “It’s not over yet. Hamas is under a lot of pressure to return to fighting if Egypt and Israel don’t allow the blockade to be lifted,” Sameh said.The residents of the Gaza Strip are torn between wanting the fighting to go on and wanting it to stop, he added.“Those who have lost their children and relatives actually want the fighting to continue. So do those whose houses were destroyed,” he said. “They don’t have anything to lose anymore, and they are pressuring [Hamas] not to stop now unless the blockade is lifted completely. On the other hand, those whose houses are still standing want it to end.”Sameh added, “You are sorely mistaken if you think it’s over. Have you seen any of the Hamas top brass leave the bunkers? From the political or the military wing? Yesterday, they said in no uncertain terms: We’re in the middle stage, not at the end of the war. And they are already preparing for the renewal of the clashes. They can’t stop now without a significant achievement in Cairo.”I asked him if easing the restrictions on movement through the border crossings with Israel would prevent Hamas from renewing the fighting.“Forget about it,” he said. “If they don’t get the opening of the Rafah crossing or agreement to build a port, they’ll start firing rockets again – and then we’ll have a tougher war ahead of us.”Other analysts sounded more hesitant. One of them explained that Gaza was like a soldier who was seriously wounded in battle, but in the heat of the moment, continued to attack. “Now that the clashes have come to a halt, Gaza will start screaming with pain. And I doubt it can stand on its feet long enough for another round of clashes.”Indeed, much of Gaza lies in ruins, particularly in areas such as Shejaiya, Beit Hanoun and Hiza. Like many other Gazans, Bassem went to see what remained of his destroyed house in Shejaiya on Tuesday — or rather, what didn’t remain of it.“There was nothing to see,” he told me. “Rubble. I tried to work out which heap of rubble belonged to my house and which pile of wrecked walls was the neighbor’s.”He has managed to rent a small apartment in a different neighborhood in Gaza City. There, he and his family have been living along with 45 other Gazans, without electricity or a working toilet.That’s not unusual. Reporters in Gaza estimate that nearly 300,000 Gazans were displaced during the war. Their houses were completely destroyed or too badly damaged to return to.“Who will rebuild your house?” I asked Bassem.“I have no idea,” he replied. “Nobody knows. This is the question everyone in Gaza wants answered now. We’re trying to see what will come out of [the talks in] Cairo. Maybe we’ll get some word from there. Otherwise, I don’t know what to say.”Bassem and his family are relatively lucky; not everyone is able to rent an alternative house or apartment. Most of the displaced Gazans who went out Tuesday to see the ruins of their houses returned to their relatives’ houses, or to UNRWA schools, where they’ve been staying in recent days.Imad, a friend from Gaza, told me that at least 50 people were currently living in his house in the Sheikh Radwan district of Gaza City.“There’s nothing else to be done; everyone has to help one another. But go see what’s happening in the yard of [the] Shifa [Hospital]. You’ll see what truly wretched people look like. There’s a tent city there, a real ‘nakba’ (catastrophe) – hundreds of families that live in tents and have nowhere to go now.”Imad, too, doesn’t know who will rehabilitate, who will rebuild.“We understand that an international summit on the rehabilitation of Gaza will be held in Norway at the beginning of September. Maybe we’ll get some answers then,” he said, sounding anything but confident.

Prime Minister Benjamin Netanyahu on Wednesday night set out a moral justification for the way the IDF has dealt with the Hamas strategy of firing rockets at Israel, and tunneling under the Israeli border, from the heart of Palestinian residential neighborhoods in Gaza.Arguing that Israel’s battle over the past month against terrorists in Gaza using civilians as human shields came during a critical test period, he said it would be a “moral mistake” as well as a practical one to not take action against terrorists operating from mosques, schools and other civilian areas.Such behavior would represent “an enormous victory for terrorists everywhere,” he said, and would result in more and more civilian deaths around the world.“What’s happening now is not only a test for Israel but for the international community, for the civilized world itself, [for] how it is to defend itself,” Netanyahu declared at a press conference on the second day of a 72-hour ceasefire that began on Tuesday morning.Terrorists must not be allowed to “fight from civilian areas with impunity” and rely on world condemnation of the victimized nation — in this case, Israel — for responding to attacks, he warned.The prime minister blamed Hamas for Gaza’s civilian deaths, due to its rejection of various ceasefire proposals throughout the campaign and its deliberate basing of its military infrastructure in the heart of Gaza population centers.Palestinian sources in Gaza say that over 1,800 people were killed in the past month during Operation Protective Edge; Israel says it killed some 900 combatants, and Netanyahu stressed that Israel “regrets” every civilian death. Israel entered the campaign in order to stem rocket fire from Gaza at Israeli towns and cities as well as to destroy a network of tunnels, dug by Hamas under the border, and used to launch attacks inside Israeli territory.“Ninety percent of the fatalities could have been avoided had Hamas not rejected then the ceasefire it accepts now,” he said of an Egyptian ceasefire proposal that Israel accepted three weeks ago. “Hamas needs to be blamed for these deaths, ostracized from the family of nations.”Israel’s response to the Hamas rocket and tunnel threat was “justified and proportionate” Netanyahu asserted, adding that “every civilian casualty is a tragedy — a tragedy of Hamas’s making.”It would have been “disproportionate” not to act, he reasoned, and therefore “to get our people killed.”Hamas fired over 3,000 rockets at Israel, including 600 from near to schools, mosques and homes, the Israeli army said Tuesday. He also described a “terror tunnel” near a school and many tunnels dug from inside homes.“I think it’s very important for the truth to come out,” he said, devoting a section of his press conference to remarks in English, taking questions from foreign journalists, and saying Hamas had subjected foreign journalists to intimidation in Gaza in recent weeks.He also screened footage from indian, Finnish and French TV of Hamas firing rockets from civilian areas, including the outskirts of Gaza City’s main hospital — footage that was only broadcast in the last few days.Netanyahu offered condolences for the Palestinian citizens harmed or killed during the operation.“Israel deeply regrets every civilian casualty, every single one. We do not target them. People of Gaza are not our enemies. Our enemy is Hamas,” the prime minister said.The decision to pull forces out of Gaza last weekend was made only once the 30-plus sophisticated Hamas tunnels had been destroyed, he said. The ceasefire agreement was coordinated with them.”Despite reports of bitter differences between Israel and the Obama administration throughout the war, Netanyahu thanked US Secretary of State John Kerry for his support, saying he had another “very good” conversation with Kerry on Wednesday afternoon. The spill from Imperial Metals’ Mount Polley copper/gold mine in B.C.’s Cariboo region on Monday happened just weeks after the mining company asked provincial authorities for permission to increase the amount of treated waste water it could release from the tailings pond. Ministry officials said in a statement on Tuesday they were considering the request when the breach occurred.On Tuesday, with the spill appearing to have stabilized, Imperial Metals president Brian Kynoch apologized, calling the event “a gut-wrenching experience.”“If you asked me two weeks ago if that could happen, I would have said it couldn’t happen,” he said at a media update in a community hall in Likely, B.C. “I know that for our company, it’s going to take a long time to earn the community’s trust back.”The tailings dam breached early on Monday morning, prompting the Cariboo Regional District to issue a strict water use ban for the Quesnel Lake, Cariboo Creek, Hazeltine Creek and Polley Lake areas. It was eventually expanded to include the entire Quesnel and Cariboo Rivers systems right to the Fraser River – an arterial waterway known for its large salmon runs. The district advised against humans or livestock drinking the water; it said swimming and other activities “are at your own risk.”According to preliminary data from Environment Canada’s 2013 National Pollutant Release Inventory, the Mount Polley mine disposed of substances including arsenic (406,122 kg in 2013), lead (177,041 kg) and mercury (3,114 kg). Mr. Kynoch attempted to alleviate fears of a contaminated water supply, saying the discharged tailings water “is very close to drinking water quality.”“Specifically, mercury has never been detected in our water and arsenic levels are about one-fifth of drinking water quality,” he said. “We regularly perform toxicity tests and we know this water is not toxic to rainbow trout.”When asked why then a water ban was put into effect, Mr. Kynoch said it was a precautionary measure.As many as 300 people have been forced to use bottled water and to avoid bathing or giving pets and livestock tap water as a result of tailings pond burst. Residents’ worries go beyond environmental – some say the impact will include lost jobs in tourism and mining.Darlene Biggs, who owns the High Country Inn in Likely, said businesses in the community are “doomed,” and many young residents will not be able to find jobs in the area and will be forced to move away. “It’s going to stop our tourism industry,” Ms. Biggs said. “It’s going to stop the town because none of these kids are going to be able to work here any more. What’s going to bring people into Likely? You can’t swim in our lake at this point. And you can’t fish. It’s going to really, really hurt us.”Brian Olding, president of environmental planning company Brian Olding & Associates Ltd., was hired as an independent consultant in 2011 to review a technical report from Imperial Metals, which at the time was seeking an effluent discharge permit for the Mount Polley mine.“We went through it and found discrepancies and provided recommendations,” Mr. Olding said. Those recommendations included developing a sedimentation pond for testing water from the tailings pond, and a ground water monitoring system so the mine could detect any leaks from the tailings pond.The mine, under no legal obligation to act on recommendations, did not follow through on all of them, Mr. Olding said. The company did receive an effluent release permit, allowing it to discharge some water, but it was seeking another permit that would allow it to discharge more water by treating it first.“They know that they have faced a problem – a concern with more water coming in than water going out,” Mr. Olding said. “If they had started discharging the water and treating it some time ago, then it would take the pressures off the dam. … Clearly, a buildup of water is not a good thing.”B.C. Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. Turkey seeks 'air corridor' to treat Gaza wounded-Aug. 7, 2014 5:05 AM EDT

ANKARA, Turkey (AP) — Turkish Foreign Minister Ahmet Davutogolu says his country wants to establish an air corridor to bring seriously wounded people from Gaza to Turkey for treatment.In a television interview late Wednesday, Davutoglu said either Israel or Egypt would need to make an airport available for Turkey's use. If that's not possible, he says Turkey would set up a field hospital in the region to treat the wounded. Davutoglu said: "We want to build an air corridor made up of air ambulances to bring the seriously wounded."Nearly 1,900 Palestinians have been killed in the fighting between Israel and Hamas, three-quarters of them civilians, according to the United Nations. Israel says some 900 Palestinian militants were among the dead. Sixty-four Israeli soldiers and three civilians inside Israel were also killed.

Israeli ambassador to the UN Ron Prosor sharply criticized the UN on Wednesday, after Secretary General Ban Ki Moon accused Israel of "war crimes" against Palestinian Arabs in Gaza during Operation Protective Edge. "If the UN assembly had invested a tenth of the energy invested in investigating Israel, it would reveal horrific war crimes on the part of Hamas," Prosor fired."The international community has lost its way," he continued. "This organization was founded to promote morality, truth and justice. Unfortunately, that is not its mission now."Earlier, Ban accused Israel of "war crimes" in Gaza. "The fighting has raised difficult questions of proportionality, attacks on civilians and whether Israel abided by international humanitarian law," Ban stated.He claimed that Israel knew of the presence of civilians in UN facilities, and that it did not justify hitting Hamas terrorists hiding within those buildings."A suspicion of armed activity does not justify the risk of hundreds of thousands of civilians," Ban said.Ban opened a special meeting of the United Nations General Assembly with an appeal for a lasting peace as a 72-hour ceasefire between Israel and Hamas was holding for a second day."The senseless cycle of suffering in Gaza and the West Bank [Palestinian Authority - ed.], as well as in Israel must end," he told the 193-nation assembly.After three wars in Gaza in six years, the UN secretary general warned that the world's patience with the Israelis and the Palestinians was being tested."Do we have to continue like this - build, destroy, and build and destroy?" This must stop now."The UN General Assembly was convened at the request of Arab countries, who have criticized the Security Council for failing to adopt a strongly-worded resolution to press Israel and Hamas to stop.Jordan has circulated a draft resolution in the Security Council calling for a ceasefire, a lifting of all travel and import restrictions on Gaza, and an investigation of attacks on UN-run schools that were being used as headquarters by Hamas and Islamic Jihad. Israel has conditionally agreed to extend a ceasefire that ended the month-long self-defense operation in Gaza, an Israeli official stated on condition of anonymity.Reuters reports Wednesday night that the official did not give details about the extension, only that it had been agreed upon."Israel has expressed its readiness to extend the truce under its current terms," the official merely stated, referring to the 72-hour "humanitarian ceasefire" brokered by Egypt overnight Monday/Tuesday. The ceasefire took effect at 8:00 am Tuesday and was accepted by both Israel and Hamas; it is due to expire Friday.Israel has yet to officially confirm its extension of the ceasefire agreement.In the meantime, Hamas has rejected the idea of an extension entirely. "Israel and Hamas will resume fighting immediately at the end of the 72-hour ceasefire, at 8:00 am Friday," a Hamas spokesperson stated Wednesday night.Earlier Wednesday, the IDF announced a limited pullout of the Gaza border area, leaving 55,000 soldiers near the fence and discharging some 30,000 reservists. IDF forces already officially left Gaza itself earlier this week.On Wednesday night, Prime Minister Binyamin Netanyahu stressed in an international press conference that the IDF stands at the ready in the event the current ceasefire is violated, however."We closely monitor the implementation of the ceasefire on the ground, and we are holding position in the event it is violated," he stated. "The army is in the field, with reinforcements, to meet any scenario."Thirty days have passed since Operation Protective Edge was launched on July 8. Sixty-four IDF soldiers and three civilians were killed since the fighting began, and Hamas fired more than 3,500 rockets on Israel.

Several foreign journalists have claimed to have been harassed by Hamas during Operation Protective Edge, the Government Press Office (GPO) announced Wednesday."Upon the conclusion of the operation, the GPO accumulated testimony by foreign journalists regarding harassment by Hamas activists regarding the carrying out of their assignments," the GPO stated."Journalists said that during their coverage of the fighting they received threats and – in several cases – were the victims of violence that included destruction of their equipment because they had documented criminal activity by Hamas such as the launching of rockets from the heart of civilian areas."According to the GPO statement, 705 foreign journalists from over 42 countries have been covering the conflict since it began on July 8. It did not specify how many of those journalists filed the complaints.Rumors of Hamas suppressing foreign journalists from reporting on their use of human shields in Gaza - or on their inclusion of Hamas terrorists in the number of "civilian casualties" there - have persisted since the conflict broke. However, at least one journalist confirmed this harassment policy last week, after safely returning home from reporting on the clashes.Italian journalist Gabriele Barbati noted he was safe from "Hamas retaliation" after he returned home to Italy, tweeting that a misfired rocket - not Israel - was behind ten reported deaths in the Shati refugee camp.Other incidents of suppressed reporting have surfaced as well. Earlier in the fighting, Wall Street Journal reported Nick Casey tweeted evidence - and veiled criticism - over Hamas's leadership's use of Shifa Hospital in Gaza as a command center, shedding more light on the group's use of human shields.Hamas reacted furiously, and a Hamas-affiliated twitter account blacklisted him as a journalist "who lies for Israel" - a potentially deadly accusation for anyone in Gaza, let alone a foreigner. Shortly afterwards, Casey promptly removed the tweet.

Prime Minister Binyamin Netanyahu gave a press conference to foreign journalists on Wednesday, to provide an update on Operation Protective Edge after a 72-hour ceasefire. Netanyahu began by noting that Israel is ready if the ceasefire is violated, saying the situation has improved since the war and that more units have been employed along the Gaza border."We closely monitor the implementation of the ceasefire on the ground, and we are holding position in the event it is violated," he stated. "The army is in the field, with reinforcements, to meet any scenario.""In any case, around the Gaza vicinity communities we have stationed forces that were not there before the operation, in order to provide better protection for local residents," he added. "In recent years, Hamas dug a tunnel system in order to carry out attacks against Israeli citizens," the Prime Minister continued, adding that "we left the area only after making sure that the IDF destroyed the tunnel systems that we knew about.""Hamas also built a rocket system designed to harm Israeli citizens," he continued. "It is the Iron Dome, along with the iron discipline of the citizens of Israel, which prevented this [from succeeding]." Regarding the future, Netanyahu said that the IDF is working “to create technology means to locate new tunnels that will reach into our territory,” Netanyahu stated.The Prime Minister also thanked the IDF for its progress.“The IDF is an amazing army," he said. "It’s a strong army [which] had major achievements. It stood and stands by all the requirements.""The entire nation is behind the IDF, during peace and during war," he added. "I am proud of the IDF. I am proud to be the prime minister of such united a people.”

Operation Protective Edge was 'proportionate'

The Prime Minister also refuted smears against the IDF and Israel and the mission behind the operation, stating that the offensive was "proportionate.""I think it was justified. I think it was proportionate and that doesn't in any way take away the deep regret we have for the loss of a single civilian casualty," he said.Netanyahu emphasized that Hamas, not Israel, is responsible for civilian casualties."The person responsible for destruction and death in Gaza is Hamas," he stated.Netanyahu then showed footage of rocket attacks suppressed by Hamas terrorists, confirming several reports - including from the Government Press Office - that foreign journalists were abused by Hamas terrorists, as well as the UN's role in the conflict. "This is the UNRWA's elementary school for boys," he explains. "You see around that five mortars fired, four mortars fired . . .it's important to see that, to understand what our forces are facing in Gaza."He also showed terror tunnels and shafts next to mosques and schools."This is where terror tunnels are dug. In many places, they are dug from homes," he noted. "This is as example, again, of terror tunnels used to fire at, kidnap, and kill our civilians." Now that journalists have left Gaza, he said, "I expect to see even more documentation of Hamas terrorists hiding behind civilian population [. . .] I think the truth should come out."To that end, Netanyahu emphasized that Israel's goals - unlike what has been represented in foreign media - were to protect Israelis, not harm Palestinians."The goal of Operation Protective Edge was to protect Israeli civilians - to protect them from 3,500 rockets [. . .] and from terror tunnels and death squads," he stated. Skewed coverage of conflict a 'mistake'

Netanyahu warned that the international community's condemnation of Israel sets a dangerous precedent for the global war against Islamist terrorism."Nearly everyone says that they support Israel's right to defends itself, and we appreciate it," he said. "But there are those who say that Israel should not implement that right." "But this is a mistake - it would justify Hamas's use of civilians as human shields," he said, and make it harder for the Western world to fight terrorism.Netanyahu connects this strategy to Hezbollah, Boko Haram, and ISIS takeovers worldwide."The test is for the civilized world itself: how it is able to defend itself," he stated.In connection to this, Netanyahu noted Hamas's timing. More than just rejected six cease-fires, the final cease-fire - which was implemented Tuesday at 8:00 am - is the same that was offered, and rejected, very early on in the fighting."90% of the fatalities in this conflict could have been avoided if Hamas had not rejected then the ceasefire it accepts now," Netanyahu fired, calling for Hamas to "be ostracized" by the international community."It must be ostracised from the family of nations for its callous abuse of civilians," he stated."Every civilian casualty is a tragedy of Hamas's own making," he continued. GAZA/CAIRO (Reuters) - A Gaza ceasefire was holding on Wednesday as Egyptian mediators pursued talks with Israeli and Palestinian representatives on an enduring end to a war that has devastated the Islamist Hamas- dominated enclave.Egypt's intelligence chief met a Palestinian delegation in Cairo, the state news agency MENA said, a day after he conferred with Israeli representatives. The Palestinian team, led by an official from Western-backed President Mahmoud Abbas's Fatah party, includes envoys from Hamas and the Islamic Jihad group."The indirect talks between the Palestinians and Israelis are moving forward," one Egyptian official said, making clear that the opposing sides were not meeting face to face. "It is still too early to talk about outcomes but we are optimistic."Israel's delegation to the talks arrived in Cairo later on Wednesday, sources at the airport in the Egyptian capital said.Egypt’s Foreign Minister Sameh Shukri told reporters his country was working hard for a deal and sought "solutions to protect the Palestinian people and their interests."But a senior official with Hamas's armed wing said the group may quit the Cairo talks if progress was not made toward meeting its main demands to lift a blockade on Gaza and free Palestinian prisoners."Unless the conditions of the resistance are met the negotiating team will withdraw from Cairo and then it will be up to the resistance in the field," a senior commander of Hamas's armed wing told Reuters, speaking on condition of anonymity.Israel's military chief, Lieutenant-General Benny Gantz, said in televised remarks that should Hamas disrupt the calm "we will not hesitate to continue to use our force wherever necessary and with whatever force necessary to ensure the security of Israeli citizens near and far."Egyptian and Palestinian sources said they expected an initial response by Israel to the Palestinian demands, which it has so far shown no signs of accepting, later on Wednesday.Israel withdrew ground forces from the Gaza Strip on Tuesday morning and started a 72-hour Egyptian-brokered ceasefire with Hamas as a first step towards a long-term deal.It showed signs of expecting the truce to last by lifting official emergency restrictions on civilians living in the country's south, permitting more public activities and urging everyone to resume their routines.Streets in towns in southern Israel, which had been under daily rocket fire from the Gaza Strip, were filled again with playing children. The military said that a rocket-warning siren that sounded in the south in the afternoon was a false alarm.In Gaza, where some half-million people have been displaced by a month of bloodshed, some residents left U.N. shelters to trek back to neighbourhoods where whole blocks have been destroyed by Israeli shelling and the smell of decomposing bodies fills the air.

BLOCKADE

Palestinians want an end to the Israeli-Egyptian blockade on impoverished Gaza and the release of prisoners, including those Israel arrested in a June crackdown in the occupied West Bank after three Jewish seminary students were kidnapped and killed.Israel has resisted those demands."For Israel the most important issue is the issue of demilitarisation. We must prevent Hamas from rearming, we must demilitarise the Gaza Strip," Mark Regev, a spokesman for Prime Minister Benjamin Netanyahu, told Reuters television.U.S. Secretary of State John Kerry, in an interview on the BBC's HARDtalk programme, also spoke of a need for Hamas to decommission its rocket arsenal."What we want to do is support the Palestinians and their desire to improve their lives and to be able to open crossings and get food in and reconstruct and have greater freedom," Kerry said."But that has to come with a greater responsibility towards Israel, which means giving up rockets, moving into a different plane," he said.Kerry said, however, all this would "finally come together" as part of wider Israeli-Palestinian peace efforts that he has spearheaded but which have been frozen since April over Israel's opposition to a unity deal between Hamas and Abbas's Palestine Liberation Organization.Hamas, which rules Gaza, has ruled out giving up its weapons.

HUMANITARIAN AID

An Israeli official, who declined to be identified, said Israel wanted humanitarian aid to flow to the Palestinian enclave's 1.8 million inhabitants as soon as possible.But, the official said, the import of cement - vital for reconstruction - would depend on achieving guarantees that it would not be used by militants to construct more infiltration tunnels leading into Israel and other fortifications.Gaza officials say the war has killed 1,867 Palestinians, most of them civilians. Israel says 64 of its soldiers and three civilians have been killed since fighting began on July 8, after a surge in Palestinian rocket launches.An Israeli opinion poll, conducted after the ceasefire went into effect, said Israelis, while not regarding the Gaza war as a victory for their country's powerful military, remained highly supportive of Netanyahu.According to the poll in the Haaretz newspaper, 51 percent of those surveyed said neither side won, while 36 percent believe that Israel emerged victorious. Six percent said Hamas was the victor.Of the 442 people who took part in the poll, 77 percent described Netanyahu's performance during the war as excellent or good.Efforts to turn the ceasefire into a lasting truce could prove difficult, with the sides far apart on their central demands, and each rejecting the other's legitimacy. Hamas rejects Israel's existence and vows to destroy it, while Israel denounces Hamas as a terrorist group and eschews any ties.Egypt has positioned itself as a mediator in successive Gaza conflicts but, like Israel, its current administration views Hamas as a security threat.Besides the loss of life, the war has cost both sides economically. Gaza faces a massive $6-billion price tag to rebuild devastated infrastructure.
