There are 52 participants in total, from: Austria, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Romania, Slovak Republic, Slovenia, Spain, Sweden, Turkey, the United Kingdom, and the United States. VOLUNTARY HOSTING OF VISITS TO DISPEL CONCERNS ABOUT MILITARY ACTIVITIES

(18) In order to help to dispel concerns about military activities in the zone of application for CSBMs, participating States are encouraged to invite other participating States to take part in visits to areas on the territory of the host State in which there may be cause for such concerns. Such invitations will be without prejudice to any action taken under paragraphs (16) to (16.3).

(18.1) States invited to participate in such visits will include those which are understood to have concerns. At the time invitations are issued, the host State will communicate to all other participating States its intention to conduct the visit, indicating the reasons for the visit, the area to be visited, the States invited and the general arrangements to be adopted.

(18.2) Arrangements for such visits, including the number of the representatives from other participating States to be invited, will be at the discretion of the host State, which will bear the in-country costs. However, the host State should take appropriate account of the need to ensure the effectiveness of the visit, the maximum amount of openness and transparency  and the safety and security of the invited representatives. It should also take account, as far as practicable, of the wishes of visiting representatives as regards the itinerary of the visit. The host State and the States which provide visiting personnel may circulate joint or individual comments on the visit to all other participating States.

HANOI: Rescuers from several nations mounted an air and sea search Saturday for a Malaysia Airlines jet that has gone missing over Southeast Asia, with grave fears for the 239 people on board.Vietnam authorities said contact with Flight MH370 was lost near its airspace, but its exact location and fate remained a mystery more than 14 hours after it slipped off air-traffic control screens.The plane lost contact near Ca Mau province airspace as it was preparing to transfer to Ho Chi Minh City air traffic control,” the Vietnamese government said in a statement.Ca Mau province is in southernmost Vietnam, next to the Cambodian border.
The airline said the plane’s last known position was a point about 150 kilometres north of Malaysia’s eastern coast.

Vietnam spots oil slicks in hunt for missing jet

KUALA LUMPUR, Malaysia (AP) - Vietnamese air force planes on Saturday spotted two large oil slicks in the area where a Malaysia Airlines Boeing 777 vanished earlier in the day, the first sign that the aircraft carrying 239 people on board had crashed.The air force planes were part of a multinational search operation launched after Flight MH370 fell off radar screens less than an hour after it took off from Kuala Lumpur for Beijing early Saturday morning.A Vietnamese government statement said the slicks were spotted late Saturday off the southern tip of Vietnam and were each between 10 kilometers (6 miles) and 15 kilometers (9 miles) long. There was no confirmation that the slicks were related to the missing plane, but the statement said they were consistent with the kinds that would be produced by the two fuel tanks of a crashed jetliner.Two-thirds of the missing plane's passengers were from China, while others were from elsewhere in Asia, North America and Europe.

Malaysia Airlines CEO Ahmad Jauhari Yahya said there was no indication that the pilots had sent a distress signal, suggesting that whatever happened to the plane occurred quickly and possibly catastrophically.At Beijing's airport, authorities posted a notice asking relatives and friends of passengers to gather at a nearby hotel to wait for further information, and provided a shuttle bus service. A woman wept aboard the bus while saying on a mobile phone, "They want us to go to the hotel. It cannot be good."Relatives and friends of passengers were escorted into a private area at the Lido Hotel, and reporters were kept away. A man in a gray hooded sweatshirt later stormed out complaining about a lack of information. The man, who said he was a Beijing resident but declined to give his name, said he was anxious because his mother was on board the flight with a group of 10 tourists."We have been waiting for hours and there is still no verification," he said.The plane was last detected on radar at 1:30 a.m. (1730 GMT Friday) around where the South China Sea meets the Gulf of Thailand, authorities in Malaysia and Vietnam said.Lai Xuan Thanh, director of Vietnam's civil aviation authority, said air traffic officials in the country never made contact with the plane.The plane "lost all contact and radar signal one minute before it entered Vietnam's air traffic control," Lt. Gen. Vo Van Tuan, deputy chief of staff of the Vietnamese army, said in a statement.The South China Sea is a tense region with competing territorial claims that have led to several low-level conflicts, particularly between China and the Philippines. That antipathy briefly faded as China, the Philippines, Vietnam, Singapore and Malaysia all sent ships and planes to the region.Malaysian Prime Minister Najib Razak said that Malaysia had dispatched 15 planes and nine ships to the area, and that the U.S. Navy was sending some planes as well. Singapore, China and Vietnam also were sending aircraft.

It's not uncommon for it to take several days to find the wreckage of aircraft floating on the ocean. Locating and then recovering the flight data recorders, vital to any investigation, can take months or even years."In times of emergencies like this, we have to show unity of efforts that transcends boundaries and issues," said Lt. Gen. Roy Deveraturda, commander of the Philippine military's Western Command.Thanh said Malaysian, Singaporean and Vietnamese search officials were coordinating operations in an 11,200-square-kilometer (4,324-square-mile) area where the plane was last known to be. He said Vietnamese fishermen in the area were asked to report any suspected sign of the missing plane.The air search was suspended for the night and was to resume Sunday morning, while the sea search was ongoing, the airline said.The plane was carrying 227 passengers, including two infants, and 12 crew members, the airline said. It said there were 152 passengers from China, 38 from Malaysia, seven from Indonesia, six from Australia, five from India, three from the U.S., and others from Indonesia, France, New Zealand, Canada, Ukraine, Russia, Italy, Taiwan, the Netherlands and Austria.In Kuala Lumpur, family members gathered at the airport, but were kept away from reporters."Our team is currently calling the next of kin of passengers and crew. Focus of the airline is to work with the emergency responders and authorities and mobilize its full support," said Yahya, the airline CEO. "Our thoughts and prayers are with all affected passengers and crew and their family members."Fuad Sharuji, Malaysia Airlines' vice president of operations control, told CNN that the plane was flying at an altitude of 35,000 feet (10,670 meters) and that the pilots had reported no problem with the aircraft.Asked whether terrorism was suspected, Malaysian Transport Minister Hishammuddin Hussein said authorities had "no information, but we are looking at all possibilities."Malaysia Airlines has a good safety record, as does the 777, which had not had a fatal crash in its 19-year history until an Asiana Airlines plane crashed in San Francisco in July 2013, killing three passengers, all teenagers from China.Airliner "black boxes" - the flight data and cockpit voice recorders - are equipped with "pingers" that emit ultrasonic signals that can be detected underwater. Under good conditions, the signals can be detected from several hundred miles away, said John Goglia, a former member of the U.S. National Transportation Safety Board. If the boxes are trapped inside the wreckage, the sound may not travel as far, he said. If the boxes are at the bottom of an underwater trench, that also hinders how far the sound can travel. The signals also weaken over time.Air France Flight 447, with 228 people on board, disappeared over the Atlantic Ocean en route from Rio de Janeiro to Paris on June 1, 2009. Some wreckage and bodies were recovered over the next two weeks, but it took nearly two years for the main wreckage of the Airbus 330 and its black boxes to be located and recovered.Malaysia Airlines said the 53-year-old pilot of Flight MH370, Zaharie Ahmad Shah, has more than 18,000 flying hours and has been flying for the airline since 1981. The first officer, 27-year-old Fariq Hamid, has about 2,800 hours of experience and has flown for the airline since 2007.The tip of the wing of the same Malaysian Airlines Boeing 777-200 broke off Aug. 9, 2012, as it was taxiing at Pudong International Airport outside Shanghai. The wingtip collided with the tail of a China Eastern Airlines A340 plane. No one was injured.Malaysia Airlines' last fatal incident was in 1995, when one its planes crashed near the Malaysian city of Tawau, killing 34 people. The deadliest crash in its history occurred in 1977, when a domestic Malaysian flight crashed after being hijacked, killing 100 people.In August 2005, a Malaysian Airlines 777 flying from Perth, Australia, to Kuala Lumpur suddenly shot up 900 meters (3,000 feet) before the pilot disengaged the autopilot and landed safely. The plane's software had incorrectly measured speed and acceleration, and the software was quickly updated on planes around the world.Malaysia Airlines has 15 Boeing 777-200s in its fleet of about 100 planes. One of the London region’s coldest unsolved murders is nearing a crucial anniversary, a point at which not only many key clues have vanished — but also people who could shed light on the slaying.But even now, almost 30 years since the badly beaten body of Donna Awcock was found near London’s Fanshawe Dam, family members have hope.That hope is renewed by a $50,000 reward — double its original value — for information leading to the conviction of the 17-year-old’s killer.But one expert says it’s not the number of zeros in a reward, but technological advances and forensic evidence that are the best bets to crack cold cases.Awcock’s family is undeterred.“Money talks,” said Tammy Dennett, who’s fought tirelessly to keep her sister’s case alive.This year, she pushed the Ontario Provincial Police to double the reward. She’s also plastered the new reward signs around East London.“I just feel in my heart that someone out there knows. Someone must know,” she said Wednesday.“She didn’t kill herself — someone did this to her and Donna deserves justice.”Awcock, a green-eyed teen with dirty blond hair, lived with her family in an apartment on Cheyenne Ave., now Oakville Ave., in northeast London.She loved children and they loved her. She often babysat for Dennett, who also lived with their parents in the apartment.The night she was last seen alive, Awcock had been babysitting for a woman who lived in the next-door building.The woman asked Awcock to run to a nearby store to pick her up some cigarettes, but Awcock never returned.The next morning, realizing she was missing, Awcock’s family called police. They told them she may have run away. But that wasn’t like her, so they began a search with neighbours.Seven or eight hours later, two boys said they came across the teen’s body, said Dennett, who’s relived the agonizing day thousands of times.Awcock had been raped and killed.“Both my parents fell to their knees,” said Dennett, her voice cracking. “My dad aged 10 years overnight.”Since that day, Oct. 13, 1983, Awcock’s case has routinely been included in police cold-case projects.High-profile killers Paul Bernardo and Tennessee fugitive Joe Shepherd were suspects, but eliminated.“It’s never a closed case,” said OPP spokesperson David Rektor, adding the Ontario government put up the reward money to generate tips.Awcock said she went to the OPP after she was told police will sometimes boost rewards if leads have gone cold and enough time has passed.But it’s not the size of the reward that determines good tips, said Michael Scott, a law professor at the University of Wisconsin and former police officer. Old cases are more likely to be solved by technology and forensic evidence, he said.“In many times there was some kind of a financial reward offered at the time, and that wasn’t enough to compel the person, so the offer of more money 30 years later doesn’t seem more likely,” he said.“There’s always hope,” he said.The passage of time “cuts in both directions” when it comes to unsolved murders, said Scott, who specializes in research and teaching in policing.“Memories fade with prolonged time,” he said. “But on the other hand, people who have a bit of a guilty conscience — it might catch up with them in life.”
But Dennett, encouraged by interest the case has attracted since she started a Facebook page a few years ago, said $50,000 could be just the incentive someone needs. “I hope so. I want this person caught.”
Their father never recovered, said Dennett, and died about 10 years ago. Their mom still doesn’t want to talk about the case.“My sister was raped and killed. That has changed everything about my family,” she said. “He killed us, too.“I still have trust issues . . . I don’t know who did this to her. It could be my neighbour,” she said.“To this day, I don’t go out in the dark.”

The North Atlantic Treaty

Washington D.C. - 4 April 1949

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the United Nations and their desire to live in peace with all peoples and all governments.
They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the North Atlantic area.
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this North Atlantic Treaty :

Article 1

The Parties undertake, as set forth in the Charter of the United Nations, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the United Nations.

Article 2

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article 3

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 4

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security .

Dublin - Despite their personal differences, Ukrainian opposition leaders Yulia Tymoshenko and Vitali Klitschko put up a united front at a meeting of centre-right EU leaders on Thursday (6 March), warning the West against allowing Russia to invade their country."Putin will go as far as the Western world will allow him to," Tymoshenko said in a speech at the Dublin congress of the European People's Party."If we allow Russia to hold a referendum under the barrel of Kalashnikovs on the annexation of Crimea, we will lose stability throughout the whole world," she said.Still in a frail state after more than two years in prison, Tymoshenko confirmed reports she will fly to Germany for medical treatment.In a wheelchair, she was accompanied on stage by her daughter, Eugenia, who campaigned tirelessly for her mother's release. They were both welcomed with standing ovations and flowers.The EPP has consistently pleaded for Tymoshenko's release, with the party's late chief, Hans Martens, a strong supporter of the Ukrainian politician.But other EPP leaders, notably Germany's Angela Merkel, were concerned about giving Tymoshenko too much of a platform. The former prime minister is a polarising figure in Ukraine, after controversial gas deals with Russia's Vladimir Putin.EUobserver has learned that Merkel insisted that other opposition figures be invited to the EPP congress. I will not accept a compromise at Ukraine's expense, and that includes its territorial integrity," she said.According to Russian media reports, Tymoshenko allegedly struck a deal with Putin so he can keep Crimea, while she gets his endorsement for becoming prime minister after the May elections.Tymoshenko responded to this by saying: "Don't watch Russian TV, don't read Russian press, it's full of anti-Ukrainian propaganda."
On recent remarks by Estonian foreign minister Urmas Paet (made in a leaked telephone call) that there was a "stronger understanding" among Maidan protesters that someone in the current interim government, and not ousted President Yanukovych, had hired snipers to shoot at civilians, Tymoshenko said she "fully supports an independent inquiry"."Experts are already on the ground," she added.

EU leaders freeze Russia visa talks, threaten trade sanctions

BRUSSELS - EU leaders have suspended talks on visa-free travel with Russia and threatened asset freezes and economic sanctions if the situation in Ukraine gets worse.The immediate cost of Russia’s invasion of Ukraine’s Crimea - described by UK Prime Minister David Cameron as “the one thing the Russians want more than anything with the EU” - is no quick prospect of Russian people visiting Europe without visas.EU leaders also shelved talks on a new bilateral treaty with Russia, but these had all-but petered out before the current crisis.They added that unless Russia starts negotiations with Ukraine’s new government “in the next few days” and agrees in “a limited timeframe” to pull back troops, the EU will impose visa bans and asset freezes on Kremlin officials and cancel the next EU-Russia summit.They also said if Russia “further … destabilise[s] the situation in Ukraine” there will be “far reaching consequences … which will include a broad range of economic areas.”The red line refers to Russian aggression in other partly Russophone regions of east and south Ukraine.Britain’s Cameron indicated the trade sanctions could cover Russian access to EU financial centres, such as the City of London, the energy market, and defence contracts.For her part, German Chancellor Angela Merkel, whose country buys vast amounts of Russian gas and sells tens of billions of euros of German products in Russia, noted she is ready to take "far reaching economic measures.”French leader Francois Hollande, who is due to deliver two warships to Russia, said “we respect all contracts that we have signed,” but added “we have to look at all domains … we have to forcefully evoke even this hypothesis [that the ships will not be sent].”On the Ukrainian side, EU leaders agreed to sign the “political” chapters of an EU-Ukraine treaty before Ukrainian elections in May and to unilaterally lower tariffs on Ukrainian imports.They also backed a European Commission proposal to pay Ukraine €11 billion in loans and grants in the next seven years in return for an ethnically “inclusive” government and austerity measures.With the Ukraine crisis originating in its former regime’s refusal to sign the EU accession treaty last year due, in part, to Russian pressure, the commission chief, Jose Manuel Barroso, said the early signature “will seal the association between Ukraine and the EU, as was the wish of the Ukrainian people.”

The EU summit accord was not plain sailing.

Polish Prime Minister Donald Tusk told press that when the meeting began “it looked like it would not be so simple” to get agreement on his proposal on the early EU treaty signature.France's Hollande noted the association treaty has nothing to do with EU enlargement. “For those of you [in the press] who are not specialists, ‘association’ does not mean ‘integration’ and it does not mean ‘accession’,” he said.He added that any Russia trade sanctions will require a “new decision” by the EU, creating the opportunity for national vetoes down the line.With the US earlier in the day already authorising a visa ban and asset freeze on Russian officials, the EU side rejected suggestions that its response is weaker.Van Rompuy noted the US executive order was “very general” and will be fleshed out later, while EU institutions are already drafting legal instruments for similar measures so that “this step can be taken much earlier ... than people think.”Barroso said the EU-Ukrainian association pact “is something that we can offer that some of our international partners cannot,” while Merkel added that America’s decision is part of a “co-ordinated approach between the US and Europe.”For its part, Nato, the West’s defence alliance, the same day also took action.The US said it is sending an extra six F-15 fighter jets to patrol Nato airspace in the Baltic region and 12 F-16s for a training exercise in Poland.Directly after attending the EU meeting, Ukrainian PM Arseniy Yatsenyuk spoke with Nato chief Anders Fogh Rasmussen, who promised to “step up our engagement with Ukraine’s political and military leadership, as we are doing just now.”He also said he will “strengthen our efforts to build the capacity of the Ukrainian military, including with more joint training and exercises, and we will do more to include Ukraine in our cutting-edge multinational projects to develop capabilities.”But in the meantime, Russia and pro-Russian groups in Crimea created their own new facts.The devolved Crimean parliament decreed the territory should join Russia and called a referendum on the question in 10 days’ time - a move the EU and the US dubbed “illegal.”Pro-Russian paramilitaries scuttled a ship to block Ukrainian vessels in Lake Donuzlav and made Crimea a no-go area for international monitors by refusing access to the Vienna-based multilateral club, the OSCE.Ukrainian civil society activists also reported that Russian nationals continued to come by bus from Russia to eastern Ukrainian cities, such as Donetsk and Kharkiv, to join pro-Russia protests, in which crowds hung Russian flags on municipal buildings in recent days.

KYIV, 6 March 2014 – The OSCE Representative on Freedom of the Media, Dunja Mijatović, is cancelling her press conference on Friday due to additional information gathering and meetings with authorities and media organizations in Ukraine.

Stop attacks on journalists, de-escalate situation by allowing media to report freely in Ukraine, says OSCE representative

KYIV, 7 March 2014 – OSCE Representative on Freedom of the Media Dunja Mijatović today warned that the current situation in Ukraine has led to a media freedom crisis as she ended a four-day visit to the country. “I am extremely worried about the media freedom situation, we are seeing cases of intimidation, beatings and media censorship every day. I call on all those responsible to stop the information war, ensure journalists’ safety in Crimea and elsewhere and immediately start to de-escalate the situation by allowing media to report freely,” Mijatović said.“In times of crisis, members of the media are among the first to be attacked to deprive citizens from receiving information from a variety of sources. The recent demonstrations in Kyiv and other cities and what we are seeing across Crimea are clear examples of this. Mijatović met with media associations and local journalists in Simferopol on Wednesday to discuss media freedom issues. “The biggest problem is journalists’ safety. In addition, signals of Ukrainian television stations have been cut in Crimea, including the signal of the independent Chernomorskaya TV,” Mijatović said.

She said Tatar journalists at the state broadcaster Krym are under political pressure from the broadcaster’s administration and that access to official information from local authorities is provided only to loyal journalists.“History has shown that attempts to silence critical voices are never successful and restrictions on media can have disastrous consequences. From personal experience I know very well what the destructive power of controlled media can be,” Mijatović said.During her meetings in Kyiv with senior government officials Mijatović stressed that there must be no impunity for attacks against journalists, and she raised the case of the murder of Vesti journalist Vyacheslav Veremyi. “I noted that the public prosecutor will focus on these cases and I expect justice to be served”, she said. “Veremyi's family, friends and colleagues deserve it.”In her meetings with government officials Mijatović also noted that recent proposals by some parliamentarians to ban Russian television channels have been withdrawn.“These are positive steps. KYIV, 6 March 2014 – OSCE High Commissioner on National Minorities Astrid Thors is alarmed about the situation in Crimea.On her return to Kyiv today, she said: “I am alarmed about the risk of violent conflict on the Crimean peninsula and the effects this could have on all communities, particularly the Ukrainian and Crimean Tatar groups.”Thors said the situation remains precarious. “Rash decisions on the future status of Crimea are a major source of tension and expose divisions between the peninsula’s communities that have been left unaddressed for decades. Like the Ukrainian community, Crimean Tatars have taken a different position to the majority population, which increases their vulnerability. Relations between ethnic groups on the peninsula are characterized by a growing climate of fear,” she said.“I remind the authorities in effective control of the Crimean peninsula that they are obliged to ensure security and respect for human rights, including minority rights, for all those present on the territory, regardless of whether they are of Russian, Ukrainian or Crimean Tatar or other origin.”“There is a real risk of bloodshed. All decisions on essential issues, such as the status of Crimea, language policy or national minority policy, must be taken in dialogue with all parties and be consistent with international law,” said Thors. During her visit to Kyiv and Crimea, the High Commissioner found no evidence of violations or threats to the rights of Russian speakers.

KYIV, 6 March 2014 - The Personal Envoy of the OSCE Chairperson-in-Office, Ambassador Tim Guldimann, briefing media in Kyiv today, commended the Ukrainian authorities for their efforts to de-escalate the situation on Crimea, adding that “the situation is calm, but very tense.”Guldimann, together with the High Commissioner of National Minorities, Astrid Thors, visited Crimea over the last two days and had the opportunity to meet with various stakeholders.“It is a miracle that there has been no blood-shed yet,” he said.Guldimann deplored the fact that, while in Crimea, he was not able to secure a meeting with Sergey Aksyonov and the commander of the Black Sea Fleet of the Russian Federation. He and Thors, however, had extensive talks with representatives from the Crimean Parliament as well as from public administration and civil society, including from the community of the Crimean Tatars. He also met with the representative of the acting Ukrainian President in Crimea.Guldimann’s visit to Crimea, as well as various meetings with officials in Kyiv during his trip, were an essential step for preparations of further OSCE activities to assist Ukraine to overcome the crisis.



Putin rebuffs Obama as Ukraine crisis escalates

MOSCOW/SIMFEROPOL, Ukraine (Reuters) - President Vladimir Putin rebuffed a warning from U.S. President Barack Obama over Moscow's military intervention in Crimea, saying on Friday that Russia could not ignore calls for help from Russian speakers in Ukraine.After an hour-long telephone call, Putin said in a statement that Moscow and Washington were still far apart on the situation in the former Soviet republic, where he said the new authorities had taken "absolutely illegitimate decisions on the eastern, southeastern and Crimea regions."Russia cannot ignore calls for help and it acts accordingly, in full compliance with international law," Putin said.Ukraine's border guards said Moscow had poured troops into the southern peninsula where Russian forces have seized control.Serhiy Astakhov, an aide to the border guards' commander, said there were now 30,000 Russian soldiers in Crimea, compared to 11,000 permanently based with the Russian Black Sea fleet in the port of Sevastopol before the crisis.Putin denies that the forces with no national insignia that are surrounding Ukrainian troops in their bases are under Moscow's command, although their vehicles have Russian military plates. The West has ridiculed this claim.The most serious east-west confrontation since the end of the Cold War - resulting from the overthrow last month of President Viktor Yanukovich after violent protests in Kiev - escalated on Thursday when Crimea's parliament, dominated by ethnic Russians, voted to join Russia. The region's government set a referendum for March 16 - in just nine days' time.European Union leaders and Obama denounced the referendum as illegitimate, saying it would violate Ukraine's constitution.The head of Russia's upper house of parliament said after meeting visiting Crimean lawmakers on Friday that Crimea had a right to self-determination, and ruled out any risk of war between "the two brotherly nations".Before calling Putin, Obama announced the first sanctions against Russia since the start of the crisis, ordering visa bans and asset freezes against so far unidentified persons deemed responsible for threatening Ukraine's sovereignty.Japan endorsed the Western position that the actions of Russia, whose forces have seized control of the Crimean peninsula, constitute "a threat to international peace and security", after Obama spoke to Prime Minister Shinzo Abe.China, often a Russian ally in blocking Western moves in the U.N. Security Council, was more cautious, saying that economic sanctions were not the best way to solve the crisis and avoiding comment on the legality of a Crimean referendum on secession.The EU, Russia's biggest economic partner and energy customer, adopted a three-stage plan to try to force a negotiated solution but stopped short of immediate sanctions.The Russian Foreign Ministry responded angrily on Friday, calling the EU decision to freeze talks on visa-free travel "extremely unconstructive" and warning that Moscow would retaliate against any sanctions.Brussels and Washington also rushed to strengthen the new authorities in economically shattered Ukraine, announcing both political and financial assistance.Promises of billions of dollars in Western aid for the Kiev government, and the perception that Russian troops are not likely to go beyond Crimea into other parts of Ukraine, have helped reverse a rout in the local hryvnia currency.In the past two days it has traded above 9.0 to the dollar for the first time since the Crimea crisis began last week. IMPORTANT DIFFERENCES
In their telephone call, Obama said he urged Putin to accept the terms of a potential diplomatic solution to the dispute over Crimea that would take account of Russia's legitimate interests in the region.Putin was defiant on Ukraine, where he said the pro-Russian Yanukovich had been ousted in an "anti-constitutional coup". But he underlined what he called "the paramount important of Russian-American relations to ensure stability and security in the world", the Kremlin said."These relations should not be sacrificed for individual differences, albeit very important ones, over international problems," Putin said.The 28-nation EU welcomed Ukrainian Prime Minister Arseny Yatseniuk to an emergency summit, even though Kiev is neither a member nor a recognized candidate to join the bloc, and agreed to bring forward the signing of the political parts of an agreement on closer ties before Ukraine's May 25 elections.Yatseniuk said after returning to Ukraine that no one in the civilized world would recognize the result of the "so-called referendum" in Crimea. He repeated Kiev's willingness to negotiate with Russia and said he had requested a telephone call with Russian Prime Minister Dmitry Medvedev.The European Commission said Ukraine could receive up to 11 billion euros ($15 billion) in the next couple of years provided it reaches agreement with the International Monetary Fund, which requires painful economic reforms like ending gas subsidies.
UKRAINIANS CONFIDENT
Despite Putin's tough words, demonstrators who have remained encamped in Kiev's central Independence Square to defend the revolution that ousted Yanukovich said they did not believe Crimea would be allowed to secede.Some said they were willing to go to war with Russia, despite the mismatch between the two countries' armed forces."We are optimists. Crimea will stand with us and we will fight for it," said Taras Yurkiv, 35, from the eastern city of Lviv. "How we will fight depends on the decisions of our leadership. If necessary, we will go with force. If you want peace, you must prepare for war."Alexander Zaporozhets, 40, from central Ukraine's Kirovograd region, put his faith in international pressure."I don't think the Russians will be allowed to take Crimea from us: you can't behave like that to an independent state. We have the support of the whole world. But I think we are losing time. While the Russians are preparing, we are just talking."
On the ground in Crimea, the situation was calm although 35 unarmed military observers dispatched by the pan-European Organisation for Security and Cooperation in Europe were denied entry into the peninsula on Thursday after landing in the southern Ukrainian port of Odessa.A U.N. special envoy who traveled to the regional capital Simferopol on Tuesday was surrounded by pro-Russian protesters, some of them armed, and forced to leave on Tuesday. The United Nations said it had sent its assistant secretary-general for human rights, Ivan Simonovic, to Kiev to conduct a preliminary humans rights assessment.Ukrainian television was switched off in Crimea on Thursday and replaced with Russian state channels.The streets largely belong to people who support Moscow's rule, some of whom have become increasingly aggressive in the past week, harassing journalists and occasional pro-Kiev protesters.Part of the Crimea's 2 million population opposes Moscow's rule, including members of the region's ethnic Russian majority. The last time Crimeans were asked, in 1991, they voted narrowly for independence along with the rest of Ukraine."This announcement that we are already part of Russia provokes nothing but tears," said Tatyana, 41, an ethnic Russian. "With all these soldiers here, it is like we are living in a zoo. RAMALLAH, West Bank (AP) — Palestinian President Mahmoud Abbas said there is "no way" he will recognize Israel as a Jewish state and accept a Palestinian capital in just a portion of Israeli-annexed east Jerusalem, rebuffing what Palestinians fear will be key elements of a U.S. peace proposal.Abbas' comments signaled that the gaps between him and Israeli Prime Minister Benjamin Netanyahu remain wide after seven months of mediation efforts by U.S. Secretary of State John Kerry.Abbas, whose remarks were published on Friday by the Palestinian news agency WAFA, said he withstood international pressure in the past, when he sought U.N. recognition of a state of Palestine over Washington's objections.Speaking to youth activists of his Fatah party, he suggested he would stand firm again, particularly over the demand that the Palestinians recognize Israel as a Jewish state."They are pressing and saying, 'no peace without the Jewish state'," he said, though not spelling out who is applying the pressure. Palestinians fear the demand is an Israel attempt to restrict possible return options of Palestinian refugees and the rights of Israel's large Arab minority.Kerry is expected to present his ideas for the contours of an Israeli-Palestinian peace deal soon, but it appears increasingly unlikely he can get Abbas and Netanyahu to accept such a framework by an April 29 deadline.Abbas is meeting with U.S. President Barack Obama at the White House on March 17, as part of U.S. efforts to press both sides. RAMALLAH — Gaps between Israeli and Palestinian negotiators only have widened in seven months and an extension of talks appears unlikely after what is bound to be a missed April 29 deadline for a framework deal, an aide to Palestinian President Mahmoud Abbas said Thursday.Abbas is meeting with US President Barack Obama on March 17 as the US tries to press both sides to agree on a framework, or the ground rules for future negotiations. Obama held talks with Israeli Prime Minister Benjamin Netanyahu at the White House earlier this week.The Abbas aide, Mohammed Ishtayeh, on Thursday laid out the Israeli and Palestinian negotiating positions and the expected US proposal for a framework deal.“What we have seen in the talks is that the gap is growing, rather than narrowing,” Ishtayeh told foreign diplomats and representatives of international organizations. Ishtayeh resigned as a negotiator in November to protest accelerated Israeli settlement building.For the Palestinians, the biggest obstacle is a new demand — introduced only in this round of negotiations — that they accept Israel as a Jewish state, Ishtayeh said. The PLO recognized the state of Israel when peace efforts began two decades ago and Abbas has argued this is sufficient.Abbas cannot “under any circumstances” recognize Israel as a Jewish state because this would restrict the return options of Palestinian refugees and potentially pave the way for a gradual expulsion of Israel’s large Arab minority, Ishtayeh said.Israel argues that such recognition would provide proof that the Palestinians are serious about peace.Israel’s land demands pose another serious obstacle, Ishtayeh said.

Ideas such a settlement freeze and a release of additional Palestinian prisoners by Israel have been floated. Since late July, Israel has released 78 veteran prisoners in three groups and the fourth is to be freed at the end of March.However, a full settlement freeze is unlikely since Netanyahu rejected such a demand in the past. A partial freeze would be problematic for Abbas because it would imply he indirectly sanctions some settlement construction.

An ongoing partial strike of the Foreign Ministry may make Pope Francis's first visit to Israel in May "impossible," according to Yigal Palmor, a spokesman of the ministry."Imminent planned visits by foreign leaders, including (British Prime Minister) David Cameron next week or the pope in May, will be complicated, and perhaps impossible," Palmor told AFP on Friday. The strike stepped up a notch on Tuesday, potentially shutting off the state to diplomatic visits.Palmor, speaking as an employee and not representing the ministry as spokesman, noted "the leaders could come as tourists, but diplomats will not take care of logistics, protocol or the political dimension of these visits."The pope announced his visit in January. In response to the strike the Vatican has clarified it has no plans to cancel the trip. Vatican spokesman Federico Lombardi noted the strike "is likely to cause complications in preparing for the trip. There's nothing more to it."In February, Rabbi Sergio Bergman, a member of the Argentinian parliament and close friend of Pope Francis, reported that the pope intends to define himself as the "Che Guevera of the Palestinians" and support their "struggle and rights" during his visit, turning it into a propaganda tour.As for Cameron, a delay next week would add insult to injury given that the British prime minister already delayed his planned Israel visit in mid-February to deal with massive flooding in England.Cameron was scheduled to speak at the Knesset next Wednesday, in what would have been his first visit to the Jewish state since taking office in 2010.

And then the angel showed me all of Papua New Guinea, Irian Jaya and down to Australia and New Zealand.I am the angel of Asia, he said. And in his hand I saw a tremendous trumpet that he is going to blow all over Asia. Whatever the angel said, it's going to happen with the trumpet of the Lord all over Asia. Millions are going to hear the mighty voice of the Lord. Then the angel said, There shall be disaster, starvation - many will die from hunger. Strong winds will be looked like has never happened before. A great part shall be shaken and destroyed. Earthquakes will take place all over Asia and the sea will cover the earth.I saw this on June 20. Today is August 16. A few weeks ago I heard the news of villages completely wiped out and washed into the sea in Papua New Guinea. Thousand of lives in great jeopardy. That happened a few weeks ago, and the angel told me it is going to happen all over Asia. The earth will fall into the sea, I heard the angel say, part of  Australia will be shaken. Australia will be divided, and a great part will go under the ocean. This was frightening - I wondered whether I was hearing right. But the angel said,Millions will die in China and in India. Nation will be against nation, brother against brother. Asians will fight each other. Nuclear weapons shall be used, killing millions. Twice I heard the words,  Catastrophic! Catastrophic! then the angel said, Financial crisis will come to Asia. I will shake the world.I was trembling while the angel was speaking. Then he looked at me and smiled and said, There shall be the greatest spiritual awakening - bondage will be broken. Barriers will be removed. And all over Asia - China - India - people will turn to Christ. In Australia there shall be tremendous revival. I heard the angel of Asia say, It is the last harvest.Then as if the Lord were speaking, he said, I shall prepare My church for the return of Christ. I was happy with such good news after the message of judgment. All the time the five angels were in my room I could feel their presence - it was tremendous.

Sudden destruction - men destroying one another.I heard these words, Israel, Oh Israel, the great judgment has come.The angel said, The chosen, the church, the remnant, shall be purified. The Spirit of God shall prepare the children of God. I saw fires rising to heaven. The angel said, This is the final judgment. My church shall be purified, protected and ready for the final day. Men will die from thirst. Water shall be scarce all over the Middle East. Rivers shall dry up, and men will fight for water in those countries.The angel showed me that the United Nations shall be broken in pieces because of the crisis in the Middle East. There shall be no more United Nations. The angel with the sickle shall reap the harvest.

THIRD ANGEL TO DR DOCTORIAN
Then one of the angels with wings showed me Europe from one end to the other - from the north all the way down to Spain and Portugal. In his hand he had a scale of measurement. I saw him fly over Europe, and I heard the words, I am grieved. I am grieved. Unrighteousness, uncleanness, ungodliness - all over Europe. The sin has risen to heaven. The Holy Spirit is grieved. I saw the rivers of Europe flooding and covering millions of houses. Millions drown. After seeing this, I read the news a few weeks ago. Czechoslovakia had the worst flooding ever. I also heard that the big river in China is in tremendous danger of thousands of houses being destroyed in flooding. I didn't know all this news until after I had seen the vision and heard what the angels told me.Suddenly I heard earthquakes all over Europe.  Countries that have had no earthquakes shall be shaken, said the angel. And suddenly, in my spirit, I saw the Eiffel Tower in Paris crumbling falling down. A great part of Germany destroyed. The great city of London - destruction everywhere. I saw floods all over Scandinavia. I looked to the south and saw Spain and Portugal passing through hunger and great destruction.Many will die from hunger all over Spain and Portugal. I was disturbed by all this news, and I said, Lord, what about your children? The angel said, I shall prepare them. They shall be looking for the appearing of the Lord. Many will cry to me in those days and I will save them. I shall perform mighty miracles for them and show them My power. So in the midst of great destruction, there will be the grace of God in those countries. I was happy that God has His protection over His children.

FOURTH ANGEL TO DR DOCTORIAN
Now we go to Africa. I saw the fourth angel with wings fly over Africa, and I could see from Capetown in the south all the way to the north of Cairo - I saw all the countries there, more than fifty of them. The angel of Africa had a sword in his hand - a tremendous, sharp sword. Suddenly I heard him say, Innocent blood has been shed. Divisions amongst the people generations far from the Lord - they have killed one another, thousands of people. I have seen my faithful children in Africa, and I shall reward all the faithful in the continent of Africa. I shall bless them abundantly. I shall control the weather - scorching and burning of the sun in some parts. Great rivers shall dry up, and millions will die from starvation. In other parts, flooding. Foundations shall be shaken. My sword shall judge the unrighteous and the bloodthirsty. So many earthquakes shall happen that rivers shall flow different directions in the continent, flooding many villages. I saw great pieces falling from the sky over different parts of Africa .There shall be trembling of the earth like has not been seen since the creation. None shall escape the sword of the Lord. I saw the River Nile drying up. It is the god of Egypt. Fishes dead and stinking all over Egypt. A great part of the middle of Africa will be covered with water - millions dying. Lord, I said, It is all bad news. All destruction. Any good news? The Lord said, The final day has come. Judgment day is here. My love has been refused now, and the end has come. I was shaking and trembling. I thought I cannot bear it.

FIFTH ANGEL TO DR DOCTORIAN
Then I saw the last angel flying over North and South America - all the way from the North Pole down to Argentina. From the east of the U.S.A. to California. I saw in his hand a bowl. The angel said he would pour out over these countries the judgments that were in the bowl. Then I heard the angel say, No justice anymore. No righteousness. No holiness. Idolatry. Materialism. Drunkenness. Bondage of sin. Shedding of innocent blood - millions of babies being killed before they are born. Families are broken. An adulterous generation. Sodom and Gomorrah is here. The days of Noah are here. False preachers. False prophets. Refusing of my love. Many of them have the imitation of religion, but denying the real power.When I heard all that, I begged the angel, Can you not wait for a little while? Don't pour it. Give a chance for repentance.The angel said, Many times God has spared and has spoken, but they have not listened. His patience has come to an end. Beware, the time has come. They have loved money and pleasure more than they have loved Me. As the angel began to pour from the bowl in his hand, I saw tremendous icebergs melting. When that happened I saw floods all over Canada and North America - all the rivers flood; destruction everywhere. I heard the world market collapsing with mighty earthquakes, and New York skyscrapers were tumbling - millions dying.I saw ships in the ocean sinking. I heard explosions all over the north country. I saw the angel pouring over Mexico and two oceans joining together- the Atlantic and the Pacific. A great part of north Brazil covered with water, the Amazon River turning into a great sea. Forests destroyed and flooded. Major cities in Brazil destroyed; earthquakes in many places. As the angel poured, great destruction took place in Chile and Argentina as never before. The whole world was shaking. Then I heard the angel say, This will happen in a very short time.I said, Can't you postpone? Don't pour these things out all over the globe. And suddenly I saw the five angels standing around the globe lifting up their hands and their wings towards heaven and saying, All glory to the Lord of heaven and earth. Now the time has come and He will glorify His Son. The earth shall be burned and destroyed. All things shall pass away. The new Heaven and New Earth shall come. God shall destroy the works of the devil forever. I shall show My power - how I will protect My children in the midst of all this destruction.

Here comes El Nino; good news for US weather woes

WASHINGTON (AP) — Relief may be on the way for a weather-weary United States with the predicted warming of the central Pacific Ocean brewing this year that will likely change weather worldwide. But it won't be for the better everywhere.The warming, called an El Nino, is expected to lead to fewer Atlantic hurricanes and more rain next winter for drought-stricken California and southern states, and even a milder winter for the nation's frigid northern tier next year, meteorologists say.While it could be good news to lessen the southwestern U.S. drought and shrink heating bills next winter in the far north, "worldwide it can be quite a different story," said North Carolina State University atmospheric sciences professor Ken Kunkel. "Some areas benefit. Some don't."Globally, it can mean an even hotter year coming up and billions of dollars in losses for food crops.The National Oceanic Atmospheric and Administration issued an official El Nino watch Thursday. An El Nino is a warming of the central Pacific once every few years, from a combination of wind and waves in the tropics. It shakes up climate around the world, changing rain and temperature patterns.
Mike Halpert, acting director of NOAA's Climate Prediction Center, says the El Nino warming should develop by this summer, but that there are no guarantees. Although early signs are appearing already a few hundred feet below the ocean surface, meteorologists say an El Nino started to brew in 2012 and then shut down suddenly and unexpectedly.The flip side of El Nino is called a La Nina, which has a general cooling effect. It has been much more frequent than El Ninos lately, with five La Ninas and two small-to-moderate El Ninos in the past nine years. The last big El Nino was 1997-1998. Neither has appeared since mid-2012. El Ninos are usually strongest from December to April.Kevin Trenberth, a senior scientist at the National Center for Atmospheric Research, who wasn't part of NOAA's forecast, agreed that an El Nino is brewing.
"This could be a substantial event and I think we're due," Trenberth said. "And I think it could have major consequences."Halpert said it is too early to say how strong this El Nino will be. The last four have been weak or moderate and those have fewer effects on weather.Scientific studies have tied El Ninos to farming and fishing problems and to upticks in insect-born disease, such as malaria. Commodity traders even track El Nino cycles. A study by Texas A&M University economics professor Bruce McCarl found the last big El Nino of 1997-1998 cost about $3 billion in agricultural damage.Trenberth said this El Nino may even push the globe out of a decade-long slowdown in temperature increase, "so suddenly global warming kicks into a whole new level."Kunkel said if this El Nino is a strong one, global temperatures, probably in 2015, could "be in near record breaking territory."Halpert, however, says El Ninos can be beneficial, and that the one being forecast is "a perfect case."After years of dryness and low reservoirs, an El Nino's wet weather would be welcome in places like California, Halpert said."If they get too much rain, I think they'd rather have that situation rather than another year of drought," Halpert said. "Sometimes you have to pick your poison."
Australia and South Africa should be dry while parts of South America become dry and parts become wet in an El Nino. Peru suffers the most, getting floods and poorer fishing.The climate event got the name El Nino, meaning the boy in Spanish, when it was first noticed off the coast of Peru and Ecuador around Christmas time and was named after Christ child, according to Trenberth.___Online:

Scorcher summers predicted for Europe

Paris (AFP) - Europe is headed for scorching summers with temperatures well over 40 degrees Celsius (104 deg Fahrenheit) and droughts in the south within the next 40 years, climate scientists said Friday.Europe is expected to witness some of the most dramatic climatic changes due to global warming, according to research published in the journal Environmental Research Letters.As well as hotter summers, Europe's north should see considerably milder winters -- some 5 C to 8 C warmer in Scandinavia and Russia."Most of Europe will experience higher warming than the global average" of 2 C, said the team.UN negotiators are aiming to keep global warming at only 2 C above pre-Industrial Revolution surface temperatures, saying that it threatens rising sea levels, more droughts and floods, and an increasing spread of disease.If only "moderate actions" are taken to curb Earth-warming greenhouse gas emissions, the 2 C warming will already have been reached by mid-century, the team said, and even sooner if current trends continue."Even the achievement of the 2 C goal will be accompanied by a significantly changed climate from today, and will necessitate adaptation," they wrote.A global increase of 2 C will mean particularly large increases in Europe, except for the UK which will have lower relative warming.In summer, daily maximum temperatures could be 3-4 C higher over southeast Europe and the Iberian Peninsula "and rise well above 40 C in regions that already experience some of the highest temperatures in Europe, such as Spain, Portugal and France," said the statement."Such higher temperatures will increase evaporation and drought", and increase heat stroke risk.
In winter, maximum daily temperatures could be 2-3 C higher in central and southern Europe, and 5-8 C in Scandinavia and Russia."The higher winter warming in Northern Europe will have a mix of positive as well as negative effects, including reduced winter heating" and a drop in cold-related deaths, said the study.It would negatively impact winter tourism and ecosystems.Rainfall may decline by up to 10 percent in southern Europe on average, and increase by the same margin in the north, said the study."Most of the continent will experience an increase in instances of extreme precipitation, increasing the flood risks which are already having significant economic consequences," such as in England at the moment.The team used climate models to simulate changes under a warming scenario of rapid economic growth and moderate greenhouse gas emissions.The average global temperature has already increased by 0.8 C on pre-industrial levels.According to the UN's Intergovernmental Panel on Climate Change (IPCC), it could rise an added 2.6 to 4.8 C by the end of this century, on a high-emissions scenario.
