It was reopened by Israel on August 15 after it was closed on July 9 to everything but food and medical equipment, following weeks of violence along the border, including arson attacks.Some 5,000 Palestinians protested last Friday along the border between the Gaza Strip and Israel, according to Palestinian reports. LONDON, United Kingdom (AP) — Even men and women of the cloth aren’t safe from 21st-century cyberspies.The Associated Press has found that the same hackers charged with intervening in the 2016 US presidential election also spent years trying to eavesdrop on Ecumenical Patriarch Bartholomew I, often described as the first among equals of the world’s Eastern Orthodox Christian leaders.The spying illustrates the high stakes as Kiev and Moscow wrestle over the religious future of Ukraine, where many are trying to tear that country’s church away from its association with Russia. It would be a religious split fueled by harsh on-the-ground realities: Fighting between Ukrainian military forces and Russia-backed separatists in eastern Ukraine has claimed more than 10,000 lives since 2014.Evidence of the espionage comes from a hit list of 4,700 email addresses supplied to the AP last year by Secureworks, a subsidiary of Dell Technologies.The AP has been mining the data for months, uncovering how a group of Russian hackers widely known as Fancy Bear tried to break into the emails of US Democrats, defense contractors, intelligence workers, international journalists and even American military wives.In July, as part of special counsel Robert Mueller’s ongoing investigation into Russian interference in the 2016 US election, a US grand jury identified 12 Russian intelligence agents as being behind the group’s hack-and-leak assault against Hillary Clinton’s presidential campaign.The targeting of religious figures demonstrates the wide net cast by the cyberspies.Patriarch Bartholomew claims the exclusive right to grant the “Tomos of Autocephaly,” or full ecclesiastic independence, sought by the Ukrainians. David Katz, the gunman who shot up a video game tournament on Sunday, killing two people and injuring 11 before turning the gun on himself, may have pinpointed his victims with a laser dot.Investigators were looking into an online video that appeared to capture the scene right before the shooting began, the local sheriff said in the northern Florida city of Jacksonville.A red dot that appears to be a laser pointer is visible on the chest of a player seconds before the first of about a dozen gunshots rings out.“I was actually one of the people who beat him,” one of gamers at the tournament told Action News Jax. “There was another guy… who beat him. After a period in which a dramatic, significant agreement between Israel and Hamas seemed to some to be imminent, such a notion now looks like a distant fantasy.Intra-Palestinian reconciliation talks have stalled, for a start, with another round of discussions in Cairo between senior Fatah officials and Egyptian intelligence on the topic having ended recently without yielding results. As in the past, the leaderships of Fatah and Hamas have been trading accusations for that failure.Violence on the Israel-Gaza border has significantly decreased, with fewer protesters demonstrating near the border fence with Israel on Friday, and fewer incendiary balloons sent to Israeli territory.Another of the factors preventing a long-term Israel-Hamas agreement is the diplomatic war being waged between Qatar and Egypt over the credit: which of them will be considered the “godfather” of a period of calm or a more substantive deal between the Jewish state and the Islamist terror group that seeks its destruction.But the real problem is more substantive: Doha and Cairo are taking two very different paths to a calmer future — and those paths do not even end up at the same destination.The Egyptian stance is that an intra-Palestinian reconciliation deal must first be reached between Hamas and Fatah, and that only after the Fatah-dominated Palestinian Authority government returns to the Gaza Strip can a wider agreement be negotiated between Israel and Gaza.The big problem with that approach is that intra-Palestinian reconciliation hinges on the good will of PA President Mahmoud Abbas, who is setting conditions he knows full well the terror group that rules the Strip has no intention of conceding: Hamas relinquishing all elements of its rule, disarming its military wing, and handing all its weapons to the PA. As Abbas likes to call it: “One law, one weapon.”That is pretty much Israel’s dream scenario, although for some reason there are some in Israel who are blaming Abbas for delaying an agreement, instead of encouraging him to stick to his position.The Qatari plan is almost the other way around. Doha does not want to wait any longer for Abbas, and has been sending countless messages that it is willing to massively invest in the Gaza Strip, including to build an airport for Gazans near Eilat in southern Israel — with Israeli security supervision — from which flights would go to Qatar and Turkey.Additionally, the Qataris would like to create a maritime route from Gaza to Cyprus, with a port in Cyprus transferring goods to and from the Strip, again under Israeli security supervision.That possibility has alarmed Abbas, whose associates have made clear that if Hamas agrees to those terms and signs such a deal, it would mean that Gaza was permanently disengaging from the West Bank and therefore the PA would halt all its payments to Gaza. That funding is significant, totaling some $95 million per month.Egypt, too, strongly opposes those ideas — since its rival Qatar would get all the credit, and since Gaza’s dependence on Cairo would significantly decrease. While the Egyptians would not like to see all two million Gazans dependent upon Cairo, they would also not like to be completely cut out of the picture.End result, as so often before: Deadlock.

WASHINGTON, DC — The United States will “vigorously defend” itself in the International Court of Justice against Iran’s challenge to the reimposition of US sanctions, Secretary of State Mike Pompeo said Monday.Iran demanded in The Hague that the top UN court suspend the unilateral US sanctions, which were slapped back on three weeks ago following the US withdrawal from a landmark 2015 nuclear accord with Tehran.“We will vigorously defend against Iran’s merit-less claims this week in The Hague,” Pompeo said.He said Iran’s filing with the International Court of Justice was “an attempt to interfere with the sovereign rights of the United States to take lawful actions, including re-imposition of sanctions, which are necessary to protect our national security.“The proceedings instituted by Iran are a misuse of the court,” he contended.In oral arguments in The Hague, Iran’s representative Mohsen Mohebi accused Washington of plotting his country’s “economic strangulation.”Pompeo countered: “President Trump withdrew from the JCPOA for a simple reason: it failed to guarantee the safety of the American people from the risk created by Iran’s leaders.”The Joint Comprehensive Plan of Action (JCPOA) is the name given to the 2015 international agreement under which sanctions on Iran were lifted in return for curbs on its nuclear program.In its lawsuit, Iran claims Trump’s move breaches a 1955 treaty. He said they were needed to ensure Iran never builds a nuclear bomb.A second wave of punitive measures are due to hit Iran in early November, targeting its vital energy sector including oil exports.The US measures have added to Iran’s economic woes, helping to fuel strikes and protests from across the country and political spectrum.Iran’s currency the rial has lost around half its value since April.International companies including France’s Total, Peugeot and Renault, and Germany’s Siemens and Daimler, have suspended operations in Iran since Trump announced the US withdrawal from the nuclear deal in May.Air France and British Airways announced Thursday they would halt flights to Tehran next month, saying they were not commercially viable. Amman (AFP) - Jordanian Foreign Minister Ayman Safadi said Monday his country has exceeded its capacity to host refugees from Syria and is backing their voluntary return home.Amman estimates that it has taken in close to 1.3 million refugees from its war-torn neighbour and says it has already spent more than $10 billion to host them.It has repeatedly complained that hosting Syrian refugees is a burden on the country's infrastructure and limited resources."The kingdom encourages the voluntary return of Syrian refugees to their homeland. It is inevitable," Safadi said during a meeting with UN refugee chief Filippo Grandi in Amman, according to his office.In the statement, Safadi said Jordan had "exceeded its capacity" to host any more refugees from Syria and that the international community should shoulder its responsibilities.In a tweet, Safadi also said that the "voluntary return of Syrians" is "an ultimate goal all must support".Some 650,000 Syrian refugees have registered with the United Nations in Jordan since fleeing their country's conflict, which started with anti-government protests in 2011, although Amman gives a higher figure.Earlier Monday King Abdullah II told Grandi that hosting hundreds of thousands of Syrian refugees is putting "increasing pressure" on Jordan's infrastructure.

GENEVA (AP) — Experts from scores of countries are meeting to discuss ways to define and deal with "killer robots" — futuristic weapons systems that could conduct war without human intervention.The weeklong gathering that opened Monday is the second at U.N. offices in Geneva this year to focus on such lethal autonomous weapons systems and to explore possibilities for regulating them, among other issues.In theory, fully autonomous, computer-controlled weapons don't exist yet, U.N. officials say. The debate is still in its infancy, and the experts have at times grappled with basic definitions. The United States has argued that it's premature to establish a definition of such systems, much less regulate them.Some top advocacy groups say governments and militaries should be prevented from developing such systems, which have sparked fears and led some critics to envisage harrowing scenarios about their use.As the meeting got underway, Amnesty International urged countries to work toward a ban.Killer robots are "no longer the stuff of science fiction," Rasha Abdul Rahim, an artificial intelligence researcher for the human rights organization, said. Rahim warned that technological advances are outpacing international law.Part of the trouble for activists, however, is that the U.N.-backed conference that convened the meeting works by consensus. A single participating country — like a big military power — therefore could scuttle efforts to reach an international ban.Amandeep Gill, who is chairing the meeting and a former Indian ambassador to the U.N.-backed Conference on Disarmament, said progress is being made. He summarized three general camps of countries: One seeks a formal, legal ban on such weapons; another wants a political, but non-binding agreement; and a third wants no changes at all."We are coming closer to an agreement on what should be the guiding principles — guiding the behavior of states and guiding the development and deployment of such systems around the world," Gill told reporters Monday.
