Senator Patrick Brazeau charged with assault, sexual assault

Senator Patrick Brazeau was formally charged today with assault and
sexual assault when he appeared in court in Gatineau, Que., a day after
getting kicked out of the Conservative caucus.Brazeau, who appeared in court wearing a dark grey coat, did not have
his lawyer present for his first appearance at about 9:15 a.m. ET
Friday. The senator told the court he hadn't been able to reach his
counsel, and his case was suspended briefly.When he appeared again shortly before 10 a.m., he was released on $1,000 bail until his next court appearance on March 22.His release carries additional conditions:
- He cannot carry a firearm.
- He cannot communicate with or be within 150 metres of the complainant.
- He cannot change his address.
There is a publication ban on the complainant's name.In court, Brazeau gave an address in Maniwaki, Que., as his home. It
caused some confusion in the court when it did not match the Gatineau
address on the charge sheet.

prosecutor Sylvain Petitclerc told reporters outside the court that
Brazeau said he would live in Maniwaki for the remainder of the
proceedings. Petitclerc called the charges "serious."Brazeau
is under investigation for discrepancies in the living expenses he has
claimed as a senator. On Friday, the Senate committee overseeing an
audit into senators' expenses announced it has retained
the services of accounting firm Deloitte so external auditors can review the submissions of Brazeau and two other senators: Ontario's Mac Harb and P.E.I.'s Mike Duffy.The investigation stems from allegations that the senators live
primarily in Ottawa but claim to live more than 100 kilometres outside
the capital so they can collect a living allowance.
Brazeau was escorted by court security from a counter where he signed
off on the conditions to a stairwell leading to the exit. Surrounded by
journalists for the brief walk from the counter to the stairwell, he
said nothing.
Police called to dispute
Brazeau was arrested on Thursday morning at a Gatineau home, across the river from Ottawa, after a call to 911.Later in the day, he was kicked out of the Conservative caucus. He will now sit as an Independent.
Gatineau police Const. Pierre Lanthier told CBC News that a 38-year-old man spent the night in custody following his arrest.The two charges are summary conviction offences, which carry smaller
penalties and shorter jail sentences than indictable offences.Even if convicted, Brazeau may not be forced to give up his Senate seat if his sentence is less than two years.The senator has weathered several controversies since his appointment in 2009.

office and caucus members on Thursday morning informing them of his
removal."In light of the serious nature of the events reported today
[Thursday], Senator Brazeau has been removed from the Conservative

said in a statement.A senior government source said Prime Minister Stephen Harper was
saddened and shocked by the latest Brazeau developments, and took action
immediately.In question period, Harper called the matter serious."Obviously, Mr. Speaker, I think our understanding is that these are
matters of a personal nature rather than Senate business, but they are
very serious, and we expect they will be dealt with through the courts,"
he said.

The recent conflict between the Shas and Bayit Yehudi (Jewish Home) parties could impact Israel’s Jewish future,

reports. According to a source in the Bayit Yehudi party, the recent
tensions are the result of competition as both parties vie for the
Ministry of Religious Services.The source said that Bayit Yehudi would prefer that Shas not be
included in the coalition. “From our perspective it makes sense that
Shas be out, and Yahadut Hatorah be in,” they said.There were reports earlier this week that Bayit Yehudi had reached a
pact with the Yesh Atid party.
Yesh Atid seeks to require hareidi-religious men to enlist in the IDF
rather than receiving a deferral for Torah learning, a platform point
that Shas and Yahadut Hatorah reject. Bayit Yehudi, which naturally sees
Torah learning as the foundation of the state and says so, wishes to
reach an agreed-upon change in hareidi draft that is not coercive.Bayit Yehudi has openly said that it wants to bring change to the
Rabbinate, the state religious organization responsible for marriages,
conversions and other elements of Jewish life supervised by the
government. The party wants to see the Rabbinate revamped to make it
more accessible, and more relevant, to non-orthodox Jews. New Chief
Rabbis are to be chosen in June.In addition to overseeing the Rabbinate and courts of Jewish law, the
Ministry of Religious Services is responsible for oversight of
marriages, funerals, and the administration of public religious services
such as mikvaot (ritual baths).Shas has expressed concern that the change proposed would mean
violations of halakha (Jewish law). During the elections campaign the
party aired a
controversial ad
showing a woman obtaining a conversion to Judaism via fax, in an
attempt to portray Shas as the party that will ensure the state upholds

Rabbi Yoel Schwartz was among those who founded the Nahal Hareidi
(Netzach Yehuda) battalion, which opened the IDF to
hareidi-religious soldiers by providing an environment suited to their
religious lifestyle.
Now Rabbi Schwartz has issued a warning to the IDF: if army leaders
do not keep their promises to hareidi soldiers, it will be impossible to
enlist hareidi Jews.Speaking to

leaders for, he said, violating their promises. “It’s worse than you can
possibly imagine. They do not keep their word,” he charged.“We had a hareidi unit in the navy, a torpedo unit that worked with the
submarines. The IDF did not fulfill the conditions [promised], they brought in girls,” he related. “We closed the unit immediately.”Hareidi communities
live with
separation of the genders, particularly among young single men and
women. One thing hareidi rabbis have insisted on regarding hareidi units
in the IDF is that the units remain for men only, and that the men be
allowed to perform their duties without close interaction with female
soldiers.Religious Zionist soldiers and their rabbis complain about the same
problem, exacerbated in recent years when separate units for Hesder
religious Zionist soldiers were all.The religious-Zionist Hesder soldiers have also faced more conflict
over their religious principles in recent years, due to the abolishing

and feminist groups' insistence on allowing girls to serve in any
capacity - even out in the field where conditions make separation

female soldiers sing during cultural events, creating a problem for

took the wrong approach
to the issue. “I yelled at them, I said they need to stand on their
feet and tell the IDF, ‘if you want us to serve, you serve us,’” he
recalled.“People who aren’t religious need to understand that they need to be flexible with us,” he
continued.
“Prime Minister Binyamin Netanyahu needs to go sit with [Sephardi
hareidi leader] Rabbi Ovadia Yosef and [Ashkenazi hareidi leader] Rabbi
Shteinman and brainstorm together.”Most conflicts regarding hareidi lifestyles and the army involve
women, the rabbi noted. He and other hareidi leaders offered several
ideas that would allow hareidi soldiers to serve without interacting with female soldiers, he said, but “they rejected all of them.”“There’s a stupid concept today of ‘segregating women’ [hadarat
nashim]” he said. “Women need to push themselves into every place.”What the army must understand is that hareidi parents’ primary fear
is that their sons will leave their hareidi lifestyle if they join the
army, Rabbi Schwartz said. “And what causes that is girls. They need to
establish units with no girls, and with stringent kashrut – without
that, there will not be anything.”

Breakthrough at EU budget summit

BRUSSELS - After eighteen hours of
talks EU leaders early Friday morning (8 February) agreed to a total EU
budget of €960 billion for the next seven years, which is smaller than
the current €1 trillion budget.
The farm budget is to be cut from the current €421bn to €373bn.
Cohesion funds, the second largest part of the budget, is to be cut from
the current €355bn to €325bn.If the overall figures are finally agreed, it would be the first time the bloc has cut its budget in its 56-year history.The only part of the budget to be secured substantially more money is
'competitiveness for growth and jobs' part, up from the current €91bn
to €126bn. This is less than proposed originally by the Commission and
also less than the €140bn proposed by Van Rompuy in November, when EU
leaders failed to reach agreement on the new budget. It remains,
however, the biggest hike on any part of the budget.One of the key initiatives is the European Commission's flagship
project, 'Connecting Europe', a plan to invest over €50bn in European
transport, energy and internet infrastructures is to take a big hit in
the draft budget, with only €29bn made available for it.Of this €23bn is allocated for transport, €5bn for energy and €1bn
for internet infrastructures. For other flag projects, Gallileo, ITER
and GMES total €13bn is allocated.In the budget tabled on Friday morning administration costs are also
accepted to go up, from currently €57bn to €62bn in the future budget,
which covers a period where EU will take on board minimum one new
country, Croatia.The EU institutions will have to reduce staff by five percent over
the next four years. The remaining staff will have to work more for the
same amount of money. Also, salaries of EU officials are set to be
frozen for the next two years: "As part of the reform of the staff
regulation, the adjustment of salaries and pensions will be suspended
for two years."The document tabled by EU president Herman van Rompuy keeps the
rebates for Germany, the UK, the Netherlands and Sweden. Denmark is
added to the list of countries getting an annual rebate of €130 million,
while there is no mention of the Austrian annual €179 million rebate
enjoyed over the last seven years.The talks among all EU leaders resumed in the early morning hours of Friday and are still ongoing.
ECB gives blessing to 'historic' debt deal for Ireland

BRUSSELS - The Irish government has
secured the tacit blessing of the European Central Bank (ECB) on a
long-awaited deal extending the debt repayment on its bailed out banks.
"Today's outcome is an historic step on the road to economic
recovery," Irish Prime Minister Enda Kenny said on Thursday (7 February)
in the Irish parliament."The new plan will likely materially improve perceptions of our debt
sustainability in the eyes of potential investors in Ireland," Kenny
added.Meanwhile, in Frankfurt, the wording was everything but spectacular."We took note of the actions of the Irish government," ECB chief
Mario Draghi said in a press conference following the monthly meeting of
the bank's governing council.
Yet the statement was everything Ireland wanted to hear. It also
stood in stark contrast with what Draghi had said in a similar press
conference in December: that the ECB is forbidden to engage in "monetary
financing" in any deal on extending the maturity of the so-called
promissory notes which Ireland had to pay to the ECB every year as part
of its bailout deal.The Irish government has for a long time argued that the deal it
agreed to in consultation with the ECB back in 2010, when trying to save
the Anglo Irish Bank from going bust, was weighing too much on its
overall efforts to cut back the public deficit and return to financial
markets.
Back then, it issued so-called promissory notes stating that the
government will pay back about €47 billion over the next 10 years - the
estimated cost of bailing out Anglo Irish Bank and Irish Nationwide,
including interest payments.On Wednesday, the Irish parliament passed an emergency bill liquidating the Anglo Irish Bank's successor.Draghi rejected the idea that this was a "choreography" agreed
between Dublin and Frankfurt. The central banker commended the Irish
government for its "progress on the financial policy front.""That is what really mattered to re-establish the reputation of Ireland on financial markets," Draghi added.Under the deal, the Anglo Irish promissory notes will be transformed
into long term government bonds held by the Irish central bank.
Initially, the Irish government sought to keep the bonds until maturity -
between 2038 and 2053 - but the ECB opposed this idea, as it would have
amounted to direct government funding. Instead, Dublin agreed to pay
interests on the bonds which can be traded.The deal will allow Dublin to return to markets this year and exit the EU-International-Monetary-Fund bailout programme.EU economics commissioner Olli Rehn on Thursday also welcomed the
"major steps taken by Irish authorities regarding the promissory notes
[that] should further boost confidence and help to facilitate a
successful outcome."

People in southern Ontario are being warned to expect another wintry
blast, as a major snowstorm passes through the region Thursday and

Canada has issued a winter storm watch for much of southern and parts
of eastern Ontario, extending from London to Peterborough, and including

Between 15 and 25 centimetres of snow along with strong easterly

over the southwest.It's expected the storm will deliver the Greater Toronto Area's most significant snowfall in five years.CBC meteorologist Claire Martin said the last time Toronto
experienced similar snow accumulations was Feb. 6, 2008, when 30.4 cm
hit the city."It's been a long time since we've seen a snowfall this heavy," said
another CBC meteorologist, Jay Scotland. "And we're not just looking at
snow. Things will be really bad in terms of visibility for Friday
morning."
Possible flight cancellations
The storm is
expected to start on Thursday evening, with the bulk of the snow, about
20 cm, expected to fall between 9 p.m. and 9 a.m. ET.The City of Toronto has issued a cold weather alert, a move that
opens additional spaces at homeless shelters. City officials were also
busy readying snow-clearing equipment, including plows that weren't used
even once last winter.The City of Hamilton has issued a
winter storm warning, and officials say there are more than 400 snow-clearing vehicles ready to go when the storm arrives.Pearson International Airport posted a weather alert on its website,
warning that those scheduled to travel on Thursday or Friday should
check the status of their flight before leaving for the airport."Toronto Pearson has invested in infrastructure, equipment and staff
training for effective snow clearing, de-icing of aircraft and
in-terminal assistance for passengers," it said in a statement.WestJet issued a similar travel warning for Thursday and Friday, that
a winter storm may cause the delay or cancellation of flights to and
from Toronto.Air Canada has issued an alert for Thursday, warning that flights may be "impacted by forecasted snow."
Difficult morning drive
That
will make for a difficult Friday morning rush-hour commute anywhere
along the Highway 401 corridor from London to the GTA and through the
Golden Horseshoe.
CBC News reporter Trevor Dunn said commuters should prepare for a difficult drive or arrange to take transit.“The worst is coming overnight and it will continue through early
Friday," Dunn reported Thursday. "By all appearances, tomorrow morning
looks treacherous.”The storm will also bring heavy snowfall to eastern Ontario, parts of Quebec and Eastern Canada.The storm is the combination of two weather systems that will merge
in the eastern United States. Many cities in the northeast corridor are
expecting blizzard conditions on Friday. Parts of New England are
predicting accumulations of up to 60 cm.Friday night's storm will be a far cry from the one that hit Toronto
in January 1999, when the city famously called in the army to help with
the cleanup. Thirty-eight centimetres fell in one day and more than 100
cm accumulated within a week.Things will be quite different come Monday, when much of the weather will turn to a slushy mess.
Monday forecasts for much of Ontario are calling for rain and above-zero temperatures, including:
- Toronto daytime highs that are expected to hit 7 C.
- Windsor experiencing above-zero temperatures

The National Council on U.S.-Arab Relations recently published a
recording of a speech given by former senator Chuck Hagel, President
Barack Obama’s highly controversial nominee for secretary of defense, in
which he said that the United States has to "reverse optics" in its
relationship with the state of Israel.
In order to restore its credibility as an honest broker between
Israelis and Palestinians, America has to “reverse optics” in its ties
with the Jewish state, the former Republican senator from Nebraska said
in 2007, as first reported by
Breitbart.com."There's no question in the Arab-Israeli issue that Israel is a
nation today as a result of the United States," he said, possibly
referring to the decision by President Harry Truman to recognize the
establishment of the State of Israel, as well as
continued military, financial and diplomatic ties between the two countries.While his
remarks are not entirely clear, in context, it seems that Hagel was intending to reinforce perceptions of Israel as a
client state of the United States, according to
Breitbart.
It was recently revealed that Hagel made further staggering
accusations against Israel, alleging that the Jewish state is keeping
the “Palestinians caged up like animals.”The highly controversial nominee does not elaborate on the claim or explain how he believes Israel is keeping “Palestinians
caged up like animals,” according to the
Journal Star report. The comment is, however, consistent with his long anti-Israel and anti-Jewish record.The two-term senator chosen by President Barack Obama to replace
current secretary of defense Leon Panetta, has come under intense fire
for his record on Israel, Iran, Hamas, as well as his comments about
“the Jewish lobby,” homosexuals and a myriad of other issues.The Senate Armed Services Committee
postponed
a panel vote that was expected to take place Thursday on the
contentious nomination after Republicans demanded that he release
additional financial information, including details regarding
compensation for speeches he delivered since leaving Capitol Hill.
Lebanon, Hezbollah ‘upping preparedness for attack’

The Lebanese Army and the
terrorist group Hezbollah are reportedly upping their preparedness in
the southern part of Lebanon in response to flyovers by the Israeli Air
Force this past week.The pan-Arab London-based daily al-Quds
al-Arabi reported Friday that Lebanese officials fear that an Israeli
strike, similar to Israel’s alleged strike on Syrian targets last month,
is imminent in light of multiple “mock raids.”
According to the report, there is also
suspicion among Hezbollah’s ranks that Israel intends to kidnap one of
the organization’s senior members. The paper cites sources in southern
Lebanon who said the suspicion is based on increased Israeli threats,
and Bulgaria’s blaming of a July bombing in Burgas — in which 5 Israelis
were killed — on the Shiite terror group.Hezbollah has denied any involvement in the bombing, despite the
Bulgarian report released Tuesday fingering the group.The European Union has
refused to label the Lebanese-based militia a terrorist organization,
a position that has attracted significant criticism of late, but has
said it may reconsider in the light of the Burgas allegations.Officially labeling Hezbollah a terrorist
entity would significantly hamper the group’s ability to operate. But
doing so requires unanimity among the EU’s 27 member states.“We strongly urge other governments around the
world — and particularly our partners in Europe — to take immediate
action to crack down on Hezbollah,” incoming US Secretary of State John
Kerry said Tuesday.The chairman of the House Foreign Affairs
Committee, Ed Royce, made it even clearer. “Now that Hezbollah has been
found responsible for an attack on a European Union member nation, the
EU must designate it as a terrorist organization,” he demanded Tuesday,
calling the EU’s refusal to do so “indefensible.”

NICOSIA, Cyprus (AP) — Cyprus’s
foreign minister said the Palestinian diplomatic mission to her country
has been upgraded to embassy status.Erato Kozakou-Marcoullis said after talks with
Palestinian Foreign Minister Riad Malki on Friday that the upgrade is
in line with Cyprus’s recognition of Palestinian statehood in 1988 along
with seven other European countries that have also since become
European Union members.
Cyprus supported the Palestinians’ successful
bid last year in the United Nations General Assembly to elevate their
status from UN observer to nonmember observer state.Malki said there are some 100 Palestinian diplomatic missions around the world, most of which have full embassy status.In July, Cyprus authorities detained a
Lebanese man carrying a Saudi Arabian passport on suspicion of being
involved in planning a terrorist attack on Israeli tourists on the
island. The man is suspected of trying to blow up a plane or a bus
carrying Israelis. He had allegedly obtained details about an Israeli
plane and had taken pictures of Israeli targets in the southern coastal
town of Limassol.Foreign reports said the Mossad had helped the Cypriot authorities in thwarting the plot.Prime Minister Benjamin Netanyahu described the suspect as a Hezbollah terrorist and said Iran bore responsibility for the plot.

Palestinian officials: Obama must pressure Israel

RAMALLAH, West Bank (AP) — The Palestinians on Thursday responded coolly to a White House announcement that President Barack Obama
will not bring any bold new peace initiatives to the region next month,
saying there is no hope for reviving serious negotiations unless the
U.S. leader is personally involved.
The Palestinians' comments reflected their sense of desperation after four years of deadlocked peace efforts with
Israel, and raised the pressure on Obama to extract new concessions from
Israeli Prime Minister Benjamin Netanyahu.In a setback for
Netanyahu, a close political ally criticized Israel's
settlement
policies, saying continued construction deep inside the West Bank has
undermined Israel's credibility and could threaten the country's
long-term survival."We could pay a great price,"
Deputy Prime Minister Dan Meridor, a senior member of Netanyahu's Likud Party, warned on Israeli Radio.The White House said this week that Obama would make his first
presidential visit to Israel and the Palestinian territories this
spring, setting off speculation that he was coming to restart
peace efforts.On Wednesday, the White House moved quickly to play down
expectations, saying the primary goal of the visit was to repair the
strained relationship with Netanyahu, not to present a new diplomatic
initiative. Both Obama and Netanyahu are just beginning new terms in
office.The Palestinians welcomed news of the visit, but implored Obama to
take a more hands-on approach than he did during his first term."We believe he has good intentions, but in order for him to succeed,
he should realize the reasons for the failure of the previous round of

pressure on Israel."Peace efforts remained frozen throughout Netanyahu's previous term,
in large part because of Israeli settlement construction in the West

Israel in the 1967 Mideast war, for a future state.The Palestinians have refused to negotiate while Israel continues to
build settlements, saying it is a sign of bad faith. With more than
500,000 Israelis living in the settlements, the Palestinians say hopes
for partitioning the land into two separate countries are running out.The Palestinians say the pre-1967 boundaries must be the basis for
the border between Israel and a future Palestine, a position that has
been endorsed by Obama and most of the international community. While
Netanyahu has endorsed Palestinian statehood, he rejects a return to the
1967 lines and says talks should resume without any preconditions.The Palestinians have blamed Obama in part for the current
predicament. When Obama took office in early 2009, he promised to make
Mideast peace a top priority and spoke out sharply against
settlement construction.Obama even managed to persuade Israel to impose a temporary slowdown
on settlement building. But when the 10-month moratorium expired in late
2010, a new round of peace talks collapsed just weeks after they were
launched. Negotiations have remained frozen.Netanyahu has argued that the Palestinians have negotiated with
previous Israeli governments while settlements were being built, and
that even when he imposed a slowdown on construction, they waited for
months before relaunching the short-lived talks.But there has been little international sympathy.In November, the U.N. General Assembly voted overwhelmingly to
recognize a Palestinian state in the 1967 lines. Netanyahu responded by
announcing plans to build thousands of new homes in the West Bank and

quoted Netanyahu's national security adviser, Yaakov Amidror, as warning
that Israel's settlement policies were hurting its standing with key

settlements has become a diplomatic problem and is causing Israel to
lose support even among its friends in the West."Netanyahu's office refused comment. But on the radio, Meridor said
the government was sending mixed signals to the world by speaking in
favor of Palestinian independence while settling Israelis on lands
claimed by the Palestinians.He said Israel should limit construction to major settlement "blocs"
and existing Jewish settlements in east Jerusalem, and halt construction
in outlying areas. Israel is expected to keep these settlements under
any future peace deal."There is a lack of consistency between our claim of wanting two
states ... and the fact that we don't limit building to the blocs only,"
he said. By sending this mixed message, "we cast doubt on our
intentions and statements, and this is costing us a very high price."Meridor stressed that establishment of a Palestinian state is in
Israel's interests. Without a partition, most demographers believe that
the Arab population under Israeli control could soon outnumber Jews.The Palestinians have warned this could turn Israel into an
"apartheid-style" state with a Jewish minority ruling over a
disenfranchised Arab majority. The Arabs would turn their struggle away
from independence and instead seek equality in a single mixed state.A recent report by the anti-settlement watchdog group Peace Now found
that nearly 40 percent of settlement construction under Netanyahu took
place deep inside the West Bank.Netanyahu, who is building a new coalition government following
elections last month, has pledged to revive peace efforts in his new
term and is courting centrist parties to join him. But he has given no
sign that he is planning to soften his key positions on borders and
settlement construction.Ishtayeh said the Palestinians would not budge on their demands for a
settlement freeze or their insistence that the 1967 borders remain the
baseline for negotiations. He also ruled out an interim agreement while
final borders can be worked out.This could signal tough times ahead for the Obama administration.
Newly sworn-in U.S. Secretary of State John Kerry is expected to visit
Israel, the Palestinian territories and other countries in the region
this month ahead of Obama's trip.In a separate development, a Gaza man who carried out the longest-ever hunger strike by a Palestinian prisoner returned home.Akram Rikhawi ended his 103-day hunger strike last July in exchange
for Israel's pledged to release him five months earlier than his
scheduled release in June.Rikhawi, 40, who claimed to be suffering from asthma and diabetes,
was taken to a hospital. He served a nine-year sentence for transporting
suicide bombers."I am happy to be back home after this long suffering. It's a victory
for prisoners who are fighting with their empty stomachs," he told
reporters.

Iran denied on Friday any connection to the
July bombing in Burgas, Bulgaria, that killed six people, including five Israelis.Bulgarian investigators on Tuesday released
a report on the bombing, which blamed the Lebanese-based terrorist group Hezbollah, a known agent of the Islamic Republic.The Iranian ambassador to Bulgaria, Gholamreza
Bageri, told reporters in Sofia that Tehran opposes all forms of
terrorism. “This has nothing to do with Iran,” he said. “We are against
any form of terrorism and strongly condemn such actions.”
The Bulgarian report made no mention of an Iranian connection to the bombing, despite Israeli expectations.
Hezbollah receives military training, financial support and weapons from Iran. According
to the Middle East Forum, a conservative American think tank, the US
estimates that Iran provides the Shi’ite terror organization with
$60-100 million annually. Hezbollah is also backed by the Bashar Assad
regime in Syria.
The group has been accused of several major
terror attacks in the past 20 years, including the 1994 bombing of a
Jewish community center in Buenos Aires, Argentina, that killed 85
people.
Fifty killed in Syria bombing: monitor group

BEIRUT (Reuters) - More than 50 workers at a military factory in central
Syria were killed in a bombing earlier this week, an opposition watchdog which monitors violence in Syria said on Friday.The Syrian
Observatory for Human Rights
said 54 people died in Wednesday's explosion which struck their bus as
they were preparing to return home at the end of their shift, and the
number could rise further.
The Observatory said 11 of the victims from the bombing in Buraq, about 10 km (six miles) south of the city of
Hama, were women. The workers were from cities of Homs, Hama and the town of Salamiyah.There has been no claim of responsibility for the
bombing, which angered many Syrian activists, who blamed Islamist
hardliners for the attack. Some described it as "terrorist" attack which
targeted civilians."They are workers, they are civilians. Some people need
to work to feed their families. This does not make them criminals,"
said an activist from Hama province who declined to be named.The Islamist Nusra
Front last month said it was behind a car bombing which killed 42
people, including women and children in
Salamiyah.
The target of that attack was a pro-government militia, they said.
Activists in Salamiyah posted pictures of children and young people who

China, Japan engage in new invective over disputed isles

engaged on Friday in a fresh round of invective over military movements
near a disputed group of uninhabited islands, fuelling tension that for
months has bedeviled relations between the Asian powers.An increasingly muscular China
has been repeatedly at odds with others in the region over rival claims
to small clusters of islands, most recently with fellow economic giant Japan
which accused a Chinese navy vessel of locking radar normally used to
aim weapons on a Japanese naval ship in the East China Sea.China's Defence Ministry
rejected Japan's complaint about the radar, its first comment on the
January 30 incident. It said Japan's intrusive tracking of Chinese
vessels was the "root cause" of the renewed tension.A Japanese official dismissed the Chinese explanation
for incident saying China's actions could be dangerous in the waters
around the islets, known as Diaoyu in China and Senkaku in Japan,
believed to be rich in oil and gas.Japanese Prime Minister Shinzo Abe led his conservative
party to a landslide election victory in December, promising to beef up
the military and stand tough in territorial disputes.On Thursday, another border problem was brought into
focus when Japan said two Russian fighter jets briefly entered its air
space near long-disputed northern islands, prompting Japan to scramble
combat fighters. Russia denied the accusation.The commander of U.S. forces in the Asia-Pacific said
the squabble between Japan and China underlined the pressing need for
rules to prevent such incidents turning into serious conflict."What we need in the South China Sea
is a mechanism that prevents us turning our diplomacy over to young
majors and young (naval) commanders ... to make decisions at sea that
cause a problem (that escalates) into a military conflict that we might
not be able to control," Admiral Samuel Locklear told a conference in
the Indonesian capital.China is in dispute with several Southeast Asian
countries including the Philippines and Vietnam over parts of the South
China Sea, which is potentially rich in natural resources.
Locklear said governments and their leaders had to understand the potential for things to get out of hand.
"In this case, I think that point has been made pretty
clear," he said in reference to international reaction to the dispute
between China and Japan.
"IRRESPONSIBLE"
China's Defence
Ministry, in a faxed statement late on Thursday, said Japan's complaints
did not "match the facts". The Chinese ship's radar, it said, had
maintained regular alerting operations and the ship "did not use fire control radar".The ministry said the Chinese ship was tracked by a
Japanese destroyer during routine training exercises. Fire control radar
pinpoints the location of a target for missiles or shells and its use
can be considered a step short of actual firing.Japan, the ministry said, had "made irresponsible
remarks that hyped up a so-called China threat, recklessly created
tension and misled international public opinion".
"Japanese warships and airplanes have often conducted
long periods of close-range tracking and surveillance of China's naval
ships and airplanes," the Chinese Defence Ministry said."This is the root cause of air and maritime security issues between China and Japan."In Tokyo, Japan's Chief Cabinet Secretary Yoshihide
Suga told a news conference Japan could not accept China's explanation
and Japan's accusation came after careful analysis."We urge China to take sincere measures to prevent
dangerous actions which could cause a contingency situation," Suga said.Japanese Defence Minister Itsunori Onodera said this
week that the radar incident could have become very dangerous very
quickly, and it could have been seen as a threat of military force under
U.N. rules.Hopes had been rising recently for an easing of the
tension, which was sparked, in part, by Japan's nationalization of three
of the privately owned islets last September.Fears that encounters between aircraft and ships could
bring an unintended clash have given impetus to efforts to improve
links, including a possible summit between Abe and Chinese leader Xi
