IMF chief warns of new Great Depression

BRUSSELS - International Monetary Fund (IMF) chief Christine Lagarde has warned the Great Depression of the 1930s may repeat itself unless the EU pulls together and gets foreign help. Fresh unemployment statistics added to the gloom by highlighting the social cost of austerity.If the international community does not work together, the risk from an economic point of view is that of retraction, rising protectionism, isolation. This is exactly the description of what happened in the Thirties and what followed is not something we are looking forward to,Lagarde said in a speech delivered to the US State Department on Thursday (15 December).She said eurozone countries obviously need to make adjustments in order to overcome the debt crisis, but also appealed to non-European donors, just one day after the US Federal Reserve said it had no plans in contributing to a eurozone bail-out.It is really that Gordian Knot that needs to be cracked, that needs to be addressed as collectively as possible, starting with those at the centre but with the support of the international community probably channelled through the IMF,Lagarde said, in reference to a pledge by all EU leaders except Britain to boost their contribution to the IMF by a total of €200 billion and also look for non-EU aid.Russia has been so far the only country to come forward, pledging to support the IMF eurozone bail-out with $10 billion. Germany's central bank meanwhile has said it will agree to pay its share of the €200 billion sum - €45 billion - only if non-EU countries participate as well.

BRUSSELS - EU countries have criticised a Russian draft UN resolution on Syria for morally equating security forces and rebels, but say the text can go through with amendments.Russian UN ambassador Vitaly Churkin circulated the paper to the 14 other UN Security Council (UNSC) members - including France, Germany, Portugal and the UK - in a surprise move on Thursday (15 December).

German envoy Peter Wittig said: To put the Syrian authorities and the peaceful demonstrators and the opposition on the same level is totally unacceptable.UK ambassador Michael Tatham and US secretary of state echoed the line. Clinton said the seeming parity between the government and peaceful protesters is unfortunate.
Russia's move comes hot on the heels of two reports highlighting atrocities by the Syrian regime.UN human rights envoy Navi Pillay on Monday noted that Assad's forces have killed more than 5,000 people in the past nine months and said crimes against humanity are likely to have been committed.Human Rights Watch named 74 Syrian officers involved in murder and torture of civilians in a study out Thursday. It quoted army defectors, such as one sniper in Homs who was ordered to kill 15 to 20 people out of every 5,000 protesters in a crowd. These abuses constitute crimes against humanity,it said.Security specialists in the EU diplomatic service have told EUobserver that Assad's position in the country is much stronger than some analysts believe.Syria is still a slow burner, one contact said.The question remains whether Assad will in the end seek refuge externally or go out with a bang.Another contact said it is a genuine problem that if Assad falls, it will tip the balance of power in the region, giving Sunni-Muslim countries such as Saudi Arabia the upper hand against Shia-Muslim Iran in a situation that could provoke future conflicts.For his part, Russia's ambassador to the EU, Vladimir Chizhov on Monday told reporters in Brussels that Nato countries' regime change in Libya crossed red lines by excessive bombing of Gaddafi forces, arms transfers to rebels and special forces' boots on the ground.The last thing we want is a repetition of this in Syria,he said.A Reuters report out Friday indicated that Nato countries waged war in Libya for the sake of oil interests as well as humanitarian concerns.The story quoted a senior source at Libya's national oil company, NOC. as saying that oil firms linked to Nato countries - BP, ConocoPhillips, Eni, Exxon Mobil, Galp, OMV, Repsol, Saras, Shell and Total - will get priority in crude oil sales next year.
Russian President: EU Parliament means nothing

They mean nothing to me ... The European Parliament should deal with internal issues because the EU has a lot of problems of its own, Medvedev told press in Brussels on Thursday (15 December).He was more gallant about the euro crisis in other remarks.He said a powerful EU is very important to Russia and called the euro one of its most important contributions to the world.Forty one percent of Russian foreign currency reserves are in euros or in euro-denominated securities. This is why we will keep on backing the EU ... We are ready to invest all the necessary financial means to back the European economy and the eurozone,he added.On Thursday morning, Medvedev aide Arkady Dvorkovich had said Russia might deliver an extra $10 billion to the International Monetary Fund to be used for EU bail-outs.The summit took place amid the biggest test of Kremlin authority in the past 20 years. Last weekend, some 50,000 people protested in Moscow against rigged elections. Majority of French oppose fiscal treaty

BRUSSELS - A majority of French people are opposed to the recently agreed EU plans for a fiscal compact treaty, with opposition Socialist presidential candidate Francois Hollande calling for a renegotiation of the text.Some 52 percent of French people oppose the proposed fiscal compact, according to a poll by BVA and reported in the domestic regional press, while 45 percent back the plan.Opposition and support for the fiscal compact in the country appears to be cleanly split along right-left lines, unlike in a number of other countries, where resistance to the accord is bubbling up from a variety of ideological quarters.Some eight out of 10 left-wing voters back Socialist candidate Hollande’s aim to renegotiate the text if elected, while eight out of 10 conservative voters oppose the idea.And 55 percent of managers back the text while just 36 percent of workers approve.The poll comes as the discourse over the eurozone debt crisis response is hardening ahead of elections in 2012.On Monday (12 December), Hollande announced that he would renegotiate the document.If I am elected president, I will renegotiate the agreement to put what it lacks today, he told RTL.He said that he would add what is missing, mentioning he would push to include intervention from the European Central Bank, the creation of eurobonds and a financial relief fund.Finally, there must also be growth, he added. Without growth, we will not reach any of our objectives of deficit reduction.
The Frenchman attacked the core concept of the new agreement, a golden rule, or balanced budget amendment that should be inscribed into constitutions, in effect preventing future governments from exercising expansionary fiscal policies.Asked about the golden rule, the candidate said he would not vote for it under this logic.
Hollande however has not so far called for a referendum on the subject, a development the Irish government may be forced to accept.

On Wednesday, Irish finance minister Michael Noonan suggested in an interview with Bloomberg that while the government must first assess whether such a plebiscite is necessary after it receives a first draft of the text some time in the coming days, he warned that any referendum would have to be not on the substance of the agreement, but on membership in the single currency.It really comes down on this occasion to a very simple issue; do you want to continue in the euro or not, he said, echoing the demands of EU leaders after former Greek prime minister George Papandreou said he would hold a referendum on further austerity and structural adjustment.At the time, EU power-brokers insisted that if a referendum were to take place, it must be a simple up-and-down vote on the euro.Faced with that question, I think the Irish people will pass such a referendum, Noonan added.The similarity of the formulation with that of demands on fellow bail-out country Greece was quickly picked up by the opposition.The fact that the minister’s language mirrors almost exactly the proposition used by France and Germany to scupper recent plans for a referendum in Greece will not be lost on people, Michael McGrath, the finance spokesperson for the opposition centre-right Fianna Fail party told the newswire.
McGrath also accused Noonan of attempting to silence legitimate criticism of the fiscal compact agreement.
EU leaders to meet again at end of January

BRUSSELS - All 27 EU leaders are to meet again in Brussels at the end of January or in early February to take stock of work on the new inter-governmental treaty and discuss measures aimed at boosting economic growth, EU Council chief Herman Van Rompuy said on Thursday (15 December).I informed the 27 member states this morning that I will convene a meeting by the end of January or beginning of February, he said during a press conference after a summit with Russian President Dimitri Medvedev.Apart from thrashing out the details of the inter-governmental agreement on fiscal discipline to which 26 countries apart from the UK signed up to last week, Van Rompuy also said growth and jobs would be a topic of discussion.In times of stagnation, in times even of quasi-recession, it is very important to have those topics on the agenda and not to be speaking only of fiscal consolidation, the former Belgian premier said.On this issue, he sided with employment commissioner Laszlo Andor who last week called the so-called fiscal compact a joke because it focuses solely on budget deficits and sanctions, completely ignoring the need to boost employment and economic growth.Van Rompuy also said he had consulted with the prime ministers of Poland and Denmark - the outgoing and incoming rotating EU presidencies - and with the head of the European Commission, a statement meant to underline the primacy of these institutions when organising meetings of EU leaders, after the leaders of France and Germany said they had agreed on the need to have monthly summits during the euro-crisis.
It is not up to Paris or Berlin to call for EU summits. That is the job of Van Rompuy,one EU diplomat from a non-euro country told this website. But, the source added, whatever the two capitals agree is usually the course Van Rompuy takes anyway.
Another EU official meanwhile said Van Rompuy will decide on the final date after consulting with all 27 leaders in the coming days. We had a summit on 9 December. There will be the regular one in March. So this one will be somewhere in between, the official said, noting that it comes pretty close to the Franco-German call for monthly summits.On the treaty-drafting calendar, a first draft is set to be put forward at the end of this week by the legal service of the European Council, with a Franco-German paper likely to follow next week. Since Paris and Berlin hope to finish and adopt the new inter-governmental treaty in March, everything has to go quickly, one EU diplomat said.One idea floated by German Chancellor Angela Merkel in a press conference earlier this week is to put both the fiscal compact and the legal text establishing the permanent bail-out fund - the European Stability Mechanism (ESM) - into one single document.But Paris is against this idea, EUobserver understands, because the ESM treaty is for the 17 eurozone members, while the other treaty would be signed and ratified by 26 or fewer, as some elements in the Czech Republic, Sweden, Denmark and others have begun to question the sovereignty-related implications of this treaty.The ESM legal mix could also see a greater role for the bail-out institution in scrutinising countries that have subscribed to the inter-governmental treaty, instead of the European Commission, which is responsible for all 27 members.This is an idea that was in one of the drafts at the 9 December summit,says one diplomat.We are entering the creative phase, the source added.It is going to be quite hectic until the text is finished.But the UK, whose premier, David Cameron, has been phoning leaders of the treaty-wary countries, may challenge the legality of using EU institutions such as the commission or the European Court of Justice in processes linked to the inter-governmental treaty. Le Figaro's London correspondent quoted Downing Street sources as saying they are looking into potential conflicts of interests of these institutions, which should serve the EU treaties only and all 27 member states.In Berlin, the British views are not being viewed kindly, not only by the government side, but also the opposition. The leader of the German Social Democrats and former foreign minister Frank-Walther Steinmeier told the Rheinische Post that he can see the day coming when the UK will leave the EU altogether.I fear that the decisive step for a British exit from the EU has already been accomplished, Steinmeier said in reference to Cameron's veto last week.
Parliament on board
Meanwhile, the European Parliament has selected three members from different groups to participate in the negotiations of the inter-governmental treaty: German MEP Elmar Brok from the centre-right European People's Party, Italian Social-Democrat Roberto Gualtieri and Belgian Liberal Guy Verhofstadt.French Green MEP Daniel-Cohn Bendit will be a substitute member, replacing one of the other three when they are unable to participate to the sessions of the working group comprising of national diplomats and EU officials, which will start on Monday. The three will brief both the economic and the constitutional affairs committee in the parliament the next day.
Brok, who represented the Parliament in all EU treaty negotiations in the last 20 years, said he would work to secure as much as possible under the community method, meaning EU institutions.

Explaining he reasons behind NDAA 2012
Was the timing merely serendipitous or is something else at play? Yesterday was the “birthday” of the United States Bill of Rights, which our forefathers ratified exactly 220 years ago. The same people who believe the constitution is a living, breathing document just put it on a respirator, metaphorically speaking, by passing the National Defense Authorization Act of 2012 (NDAA). Obama has declared his intent to sign the legislation, despite initial indications from the White House of a veto (more on that dog and pony show later in this writing).
NDAA: The 2012 version
Every year, a new version of the defense authorization bill is crafted and ultimately enacted into law. It is an extensive piece of legislation that appropriates funds to defense projects. The current bill provides for a $662 billion defense budget and places the chief of the National Guard Bureau on the Joint Chiefs of Staff despite strong opposition of some military leaders. The massive budget allocation and the creation of a cabinet position for the chief of the U.S. National Guard is not at issue, however. The somewhat muted public frenzy over this bill stems from controversial and seemingly contradictory language that will have an impact on all United States citizens.The language of the bill is readily available on numerous open source government sites, so it will not be included here. It was detailed in my previous article titled Connecting the dots of the National Defense Authorization Act, and its implications discussed in Judi McLeod’s article Disappearing dissenters in Obama’s new Amerika.Yet, there seems to be a full frontal assault by Democrats and Republicans alike to whitewash the bill’s actual ability and intent.
Clearing the controversy
While one section of the bill seems to exclude U.S. citizens from all aspects of this legislation, the key lies in the placement of discretion of exactly who fits the broad definition of a terrorist or broader still, someone who has engaged in a belligerent act. The bottom line is that the NDAA bill contains language that will codify, or make into law, the much debated act of defining U.S. citizens as enemy combatants. It will leave that discretionary power to the executive branch.While many readers have contended that nothing in this bill applies to U.S. citizens, Senator Carl Levin, the bill’s sponsor, explicitly disagrees. Even more alarming, it was Senator Levin who announced in Senate chambers that it was Barack Obama himself who demanded the verbiage that includes U.S. citizens as fair game by our own military on U.S. soil. This followed Senator Lindsey Graham’s gleeful announcement that through the passage of this draconian legislation, the whole of America is now a battlefield and a venue in which the U.S. military may operate against its own.Even in the face of such official pronouncements, there are many legislators who insist that this bit of lawyer-speak does not apply to citizens, and to think it does is just plain silly. Republican Congressman Tim Griffin, for example, has dedicated a Face Book site to decry the myths of the NDAA, showing readers in that venue where he is correct and others are not. Griffin is just one of many attempting to convince an unsuspecting public to relax, continue shopping and allow the government to handle such matters.
Coordinated confusion
Don’t be fooled into thinking that what is taking place in Washington is without purpose. The contradictory language, the circular arguments, and the much publicized threats of veto by this administration are intended as smokescreens as the collective attention of a nation is diverted as America prepares to shut down for the Christmas holiday. The bipartisan support for this bill adds to this confusion by convincing the American people that their Tea Party Republicans or their civil rights watchdogs would never betray the trust of the people. Unfortunately, they have. But few are asking the most important question of them all: why?
Information from intelligence sources: Follow the money
Within the last five weeks, I’ve been in contact with highly placed sources, their staffers and associates who work inside of the beltway. I’ve also engaged in dialogue with top security officials, all who state that this legislation is not about the security of our nation, but the ultimate control of the American people. According to these sources, the administration and congress are anticipating an apocalyptic scenario in the not-too-distant future.While all eyes are on some type of unspeakable nuclear, biological or chemical event at the hands of homegrown terrorists, the real event is already in progress, although America has not yet experienced the full fallout from what is taking place. The terrorists are indeed homegrown actors, and they are engaged in actively destroying the United States, but not with bullets or bombs. Bullets and bombs are effective, but do not have the long-term capacity to effect every citizen from shore to shore. Additionally, such non-state terrorists don’t have the capacity to so effectively infiltrate the administration, the majority of congress, as well as the various regulatory agencies that exist in the U.S.Driven not by a third world theology, the true terrorists are those whose god is greed, power and control, and who have effectively destroyed our monetary and economic system. For years they have been facilitated by all three branches of the American government, although they have been empowered by this administration in particular. Perhaps that’s why we have a man in the Oval Office who lacks the bona-fides of his predecessors, and why those in power refuse to address the lack of due diligence in that venue.
Who benefits?
After all, it is Obama and his closest political supporters who have been the largest financial benefactor of the incestuous Goldman Sachs-Federal Reserve-U.S. Treasury-IMF-World Bank Ponzi scheme, and it is Eric Holder, as attorney general, who has declined to prosecute the criminal behavior of the money changers. One has to look no farther than the MF Global rape of American citizens, where upwards of $1.2 billion turned up missing from customer accounts under the leadership of Obama administration confidant and Goldman Sachs alumni Jon Corzine. Testifying before congress, Corzine was stricken with a case of idiocy when questioned about where the money went.The most telling part of those hearings was not Corzine’s display of hubris through amnesia, but statements made by the panel charged with the inquiry. Instead of ordering Corzine into custody to allow his memory to revive, the congressional panel spoke of learning from mistakes and moving forward. That’s akin to asking a masked bank robber about the location of stolen money, and when he fails to tell his questioners, they look at the bank to determine what steps could have been taken to prevent the robbery.The MF Global and the Jon Corzines of the world are the mere tip of the iceberg. Money is being systematically stolen from each and every American at wholesale levels while this administration and this congress sits by, themselves the benefactors of the actions of the global banking takeover of our country and the world.
As the majority of American people are told by the nightly news that things are improving in Camelot and consequently continue their needless shopping at big box stores for items they don’t need and can’t afford, they are oblivious to what is coming. When the inevitable happens, they will be surprised, shocked and outraged.Of course, that’s all hyperbole, according to the very people who created and perpetuate this madness. And if it were true, wouldn’t the GOP nominees be talking about this in their debates? Oh, wait, considering who’s asking and answering the carefully scripted questions, why would they? As watchmen begin to expose the people, companies and even lawmakers behind this money and power grab, they could be considered dangers to the security of the United States, or engaging in belligerent acts. So too could the people who will protest in anger about the bank holidays, the overnight evaporation of their retirement accounts, and even the fire sale of national assets to manage the unmanageable and unsustainable debt. Their anger must be controlled in the name of national security.To be certain, their warnings will not be heard nor will protests be allowed from a detention facility.You know, the facilities that don’t exist?

The greatest challenge facing mankind is the challenge of distinguishing reality from fantasy, truth from propaganda. The late science writer Michael Crichton certainly put his finger on the spirit of our age.If you don’t believe Crichton was right, consider this. Our smartphones collate and spit out our diet of fast-news, while Twitter’s 140 characters provide much of our analysis. The 30-second sound-bite and 24/7 news is all we have time for, especially where the latest claims of transient science are concerned. Never has a generation been so vulnerable to superficial thought and, in consequence, the pro-activism of the propagandist social engineer; hence Crichton’s assessment. Step forward a pseudo-scientific movement with an agenda—and the very latest technology able to help them take advantage.
Remember the media furor in 2006 when astute bloggers—note, not paid journalists—exposed a photoshop of horrors? How it was that a Reuters photographer was able to Photoshop billowing smoke into a picture proving an Israeli airstrike had hit civilian targets? How the German newspaper Bildt and others ran a staged shot of an Israeli soldier carrying a dead girl—part of a Hezbollah PR stunt? How the New York Times front page ran a pic of a Pakistani family standing around an artillery shell in front of a derelict house—until it was pointed out the shell had clearly never been fired?
All kids stuff for today’s propagandist. Why use primitive techniques when you can utilise the latest state-of-the-art technology and compliant mass media organisations that share your agenda? Millions around the world admired the supreme photography of the BBC’s natural history flagship series Frozen Planet. Until, that is, a British newspaper exposé revealed how the BBC faked key sequences including the intimate filming of a polar bear and its cubs in the Arctic. Duped viewers could hardly believe it when they were told the sequence was actually shot in a Dutch zoo—and using fake snow. Writer and broadcaster David Attenborough was unrepentant, pointing out that, in fact, the BBC fakes it all the time.When other sequences from Frozen Planet were also revealed to have been staged, BBC bosses were forced to admit that staging shots was in fact standard practice. For a man billed as one of the world’s foremost environmental film-makers, Attenborough, as subsequent interviews revealed, entirely fails to see the irony of faking natural history and hood-winking viewers into believing that what they are watching is natural and in context. Come on, we’re making movies, pleads Attenborough. Unlike movies, however, BBC documentaries do not appear to carry fictional disclaimers.In November, an investigation by the Independent newspaper further discovered that the BBC has been selling airtime slots to climate crusading organisations in breach of its guidelines. One BBC World program was actually sponsored by green campaigners Envirotrade. Also, the BBC’s environmental analyst Roger Harrabin admitted that he had accepted £15,000 in grants from East Anglia University, the university at the heart of the Climate-gate scandal—a scandal on which Harrabin regularly reported without disclosing said payment.But the BBC is not alone in subscribing to a growing culture of environmentalist duplicity. In our book Energy and Climate Wars, Michael Economides and I drew attention to the growing lack of integrity running as a theme through the use of data and facts by many environmental campaigners. If you have not actually read any of the damning Climate-gate I and II leaked emails, you really should. It’s an education. Unfortunately, however, largely an education into how far publicly-funded environmental researchers are prepared to go in twisting, hiding, deleting, bullying and generally perverting facts and data. Examples of the culture of climate cons are mounting monthly. They include, Michael Mann’s iconic ‘hockey stick’ graph, a major expos√© of the ‚Äòconflict of interest’ culture within the UN IPCC, and of course, the finding by a British court of eight un-scientific statements in Al Gore’s An Inconvenient Truth.
Last year, Josh Fox’s Gasland movie was nominated for an Oscar in the Best Documentary category as an expose of fracking in shale gas. However, many suggested it be moved to the Best Fiction category when it was revealed that, factually, Gasland’s amounted to fracking nonsense as process has been used safely in mining for 60 years; that the 1 percent of fracking fluid that is not water is well regulated; and, oh yes, that methane in faucet water is a fairly common, entirely harmless, phenomenon.Which brings us to Chevron’s upcoming criminal lawsuit against leading U.S. environmental scientists caught red-handed faking data and planning outright lies in their upcoming report. If it’s hard to believe, watch the video for yourself.The case involves the alleged proliferation of allegedly polluted groundwater leaking beyond the waste reservoir. Essentially, Dr Ann Maest, managing scientist at Straus Consulting, and ex-Harvard pal of President Obama, Stephen Donziger, are seen in the video agreeing to ignore their own data to enable them to win a landmark environmental case aimed at closing down an Ecuadorian mining and petroleum operation. While admitting their own evidence actually revealed they had no case, the two discuss drumming up enough local antagonism to prejudice the court case, while proposing their study amount to, smoke, mirrors and bullshit.
As a report by the New York Times in April 2011 pointed out, Dr Maest happens to be involved in another high-profile case: BP’s Deepwater Horizon oil spill investigation. Maest’s firm, it seems, is a long-term contractor with the National Oceanic and Atmospheric Administration. The NOAA is, of course, heavily involved in providing data relating to climate change. Amazing as it may seem, Dr Maest has recently been reappointed by the National Academy of Sciences and is still being used by the current U.S. administration even though her work has been thoroughly debunked by an independent team of scientists.The French philosopher Jacques Ellul, in his definitive book on the subject, warned, The propagandist uses a keyboard and composes a symphony.When it comes to the shameful culture of enviro-spinning it seems they have adopted the art of sleight-of-hand and illusion, too.The Economist laments that the public has fallen out of love with environmentalism. Political union beginning to take shape, Merkel says

BRUSSELS - German Chancellor Angela Merkel has said a political union is beginning to take shape in the EU, but the Socialist opposition has accused her of putting the Union on an incalculable path after last week’s summit.Speaking to German MPs five days (14 December) after an EU summit whose outcome has already been panned by the markets, Merkel said the crisis had seen Europeans move closer than ever before.
Referring to a sense of determination in other EU leaders to overcome the eurozone problems, the chancellor said: I am sure that this common sense of responsibility will remain with us far beyond the crisis.This means nothing else than that a real political union is beginning to take shape.She said this would mean that all countries will eventually have to work more closely on laws together even if that is not yet legally required and enforced.This will require a change in thinking in national parliaments and the willingness to put themselves in the place of others. We should learn from the best in all areas,said the chancellor.Her speech in the Bundestag comes as the summit agreement by EU leaders has already been criticised for causing legal confusion while not convincing markets that the eurozone crisis is on the way to being properly solved.At the meeting, up to 26 member states agreed to make an intergovernmental treaty on centralising budgetary surveillance, with only Britain remaining outside after it failed in its bid to get special exemptions for its financial services sector.Promising MEPs that they would have observer status in the negotiations, Merkel said the treaty should be ready by March and then should pass through parliamentary ratification as fast as possible.Drawing a line under the division with London, Merkel said that while she regretted the outcome, the UK is and will in future remain an important partner.However she was fiercely criticised by the Socialist opposition leader, Frank-Walter Steinmeier.
Not harmless
Mocking the chancellor for her pursuit of EU treaty change ahead of the summit, Steinmeier, he said the intergovernmental path chosen sounded harmless at first glance, but it is not.With this (solution) we are putting Europe on a politically and legally fully incalculable path.He pointed out that the Czech Republic, Hungary, Denmark and Finland could have problems with the agreement while noting that the European Commission will be making sure that the Lisbon Treaty, over which the commission is the guardian, will take precedence over the new pact as much as possible.The centre-left politician also said he believed that the alienation process with Britain will prove unstoppable and that Germany will come to regret the situation in a few months' time.The opposition criticism comes amid in-fighting within Merkel's own coalition partner, the business-friendly Free Democrats, over the extent to which troubled eurozone countries should be helped.On Wednesday, General Secretary Christian Lindner resigned as a result of the party's deep divisions on the issue.

BRUSSELS - EU politicians praised Poland on Wednesday (14 December) for the way it has handled the six-month rotating presidency during what is considered the biggest crisis in European Union history.The Polish presidency was without a doubt one of the very best presidencies we have had, German MEP Martin Schultz, leader of the centre-left Socialists and Democrats, told conservative Prime Minister Donald Tusk in the European Parliament in Strasbourg.Schultz praised Tusk and his cabinet for the high level of professionalism during the six-month period that saw an ever worsening eurozone debt crisis, and, last week, a highly controversial decision to forge ahead with an intergovernmental treaty with only Britain refusing to take part.
I cannot say that at the end of 2011, Europe is more united than six months ago, said Tusk.He refused to blame anybody for the current state of affairs, but did say that too many politicians want to convince us that the way to exit from the crisis is a departure from communitarian actions.You are discharged from your duties with honour,said Swedish MEP Olle Schmidt, speaking on behalf of the liberal group in the parliament. I salute you, Mr Tusk.Praise also came from the European Commission, whose president, Jose Manuel Barroso, said: Poland demonstrated extraordinary capacity [during] probably the most difficult period since the European integration started.Yet for all the backslapping, EU leaders also seemed relieved that despite difficulties, the first-ever Polish presidency did not present any major organisational problems.Poland has shown that it is not a country that is badly organised,said Jerzy Buzek, president of the European Parliament, and a Polish national.

Denmark stuck in EU treaty quagmire

BRUSSELS - Days away from taking over the EU's rotating presidency that will be responsible in part for steering through a new intergovernmental treaty, the Danish government has become stuck in a quagmire of resistance to the so-called fiscal compact.Copenhagen's centre-left governing coalition, led by the Social Democrats alongside the Socialist People's Party to their left and the Danish Social-Liberal Party to their right, does not have a majority in the parliament and must depend on the support of the eurosceptic and hard-left Red Green Alliance.In the September 2011 elections, the Red Greens enjoyed the largest gains out of all the parties while the Social Democrats, whose leader Helle Thorning-Schmidt is now prime minister, actually lost a seat.The Red Greens have come out firmly against the deal, calling for a referendum in which they intend to campaign for the No side, and so the government will need the backing of the opposition Conservatives and Liberals to push through the new treaty.But the right is also divided on the issue, with the Liberal Alliance, a new libertarian party also calling for a referendum. The hard-right Danish People's Party has come out in favour of a plebiscite as well. Both parties sit on the opposition benches.
Soren Sondergaard, an MEP who sits alongside the Red-Greens and fresh out of a meeting with the Danish finance minister explaining the party's position, told EUobserver why the alliance opposes the government line on the compact.We only just had an election where the central topic of debate was how to exit the crisis. There were two options on the table: austerity or public investment, and it was the public-investment side that won,he said, adding that there are also concerns about a transfer of sovereignty, although the fine print has yet to be unveiled.If we are going to bind ourselves to such policies, it is clear the people must have a say.
Concerns about sovereignty also came from Anders Samuelsen, of the Liberal Alliance, normally the ideological polar opposite of the hard-left Red-Greens.We are calling for a referendum because the issue is too important to be decided by politicians alone,Samuelsen told this website.It involves a de facto surrender of some of our sovereignty, and we believe the Danish people should decide whether this should happen.If there is a referendum, the party will recommend a No vote because it believes that the pact links the Danish economy closer to the euro, even if it supports the principles of greater fiscal discipline contained in the compact.It is not that we are opposed to the specific economic tools that are suggested. In fact, we believe many of them should definitely be implemented in Denmark. But we oppose giving up the sovereign ability to decide for ourselves whether to do so.
The Socialist People's Party (SPP) sits to the left of the Social Democrats, and with the European Greens at the EU level.Thomas Nystrom, a policy advisor with the SPP, told this website that his party will stand with the Social Democrats so long as the country's opt-out on the euro is respected.The SPP disagrees with the Red-Greens that there is no room to manoeuvre in the new fiscal compact.We agree that there needs to be a structural balanced budget, and you can do this either by cuts or increased taxation. There is a focus on balance here within the fiscal compact,he said.As with the Euro-plus pact[a similar agreement to tighten up centralised EU oversight of fiscal policy], we still think there is some political room for national fiscal policy. National parliaments can still decide.Although even here, the SPP signalled its concern over the fiscal compact's requirement of a balanced budget inscribed in constitutions, defined as no structural deficits above 0.5 percent.Does this mean every year, or over the medium term? We will have to see after an analysis of the text.

To Julia Gillard (Prime Minister) & Tony Abbott (Leader of the Opposition) ...You BOTH Worry me ! ( In fact both of your Political parties worry the hell out of me !!!)Over the last three years, I find myself becoming more and more fearful of the pair of you, and between you, you are turning this country into a place that I no longer feel at home in, or feel a part of! I watch you in parliament, and no, not just the two of you, but every politician that I see, stand up in parliament sneering at each other, and acting like children !!! (..and if you were my children, I would be ashamed of you all ... What an example to set!)Although you would like us all to believe that you are putting the needs of this country at the forefront, NEITHER of you are doing that, you seem more interested in one-up-manship , in scoring off each other, & denigrating each other, to the detriment of this country & its people !!!It seems to be all about YOU as individuals, and not about what you can DO for this country ! It is fast becoming a place that I do not recognize, as the place I always thought, was the best place in the world to be !!! But no longer !!! You are not listening to the people of this country !!!
And here in South Australia , your counterparts are afflicted with the same disease - is it endemic in all politicians ? I am watching the deterioration of living standards in this country, (and according to you, on a world stage we are doing better than most countries ... REALLY ???) ... And yet the gap is widening between the haves and the have-nots .. I see our homeless on the streets, our hospitals under-funded, and understaffed, our health system is an absolute mess and a disgrace ... And yet I see multi-millions of dollars being sent off shore, in aid to other countries, before attending to this country’s needs ! I see the selling off of the farm, in large amounts, to foreign interests, (In Every State ) including water rights to foreign interests too .... And WHY…? Especially when you go to great lengths to tell us that water is a finite resource, & supposedly, we must ALL be careful with how we use it, so that we ensure we have it for the future ? Foreign interests Fracking for coal seam gas, and riding rough shod over farmers’ rights to their own land, AND USING QUESTIONABLE CHEMICALS. (You don’t even KNOW what chemicals they use), and possibly causing damage to the water table in the process !!!
And those foreign interests I believe, do NOT have to pay anything in royalties back to this country, for the first five years of their tenure ... IS THIS CORRECT ???
A Carbon Tax,( which you KNOW is just another tax with a Starting Point dollar value) which will make NO appreciable difference, to carbon emissions, AT ALL! A tax, which in spite of all your arguments FOR it, you are doing alone, when other major countries will NOT & DO NOT embrace it, or believe in it! All that it will do for this country is put working families and small businesses behind the eight ball, .....what planet are you on, if you think that your few hundred dollars a year, will make even a scrap of difference to the effect of the carbon tax on people ?Blind Freddy can see the holes in that argument !!! Do you really think we are that dumb ??? Have you any idea , how sickening it is for our Vets to see you both, ( Labor or Liberal ) turn up to the funerals of our current young vets for a photo opportunity, to be seen to be caring in the public eye, but only to turn your backs on them all, when they need you ??? SO , in light of the above, WILL BOTH OF YOU ......Please tell me WHY, when some of our Vietnam Veterans FINALLY received (in the last 6 months) the recognition that they should have had after the Vietnam War, (and which they received from the USA & South Vietnam, during and immediately after the Vietnam War), that the families of those Veterans, were refused assistance by this Government, to attend that award ceremony, and yet this Government ...flew , accommodated , and even took on bus tours , to the the families of asylum seekers, after the funerals of those who were killed in the boat which sunk off Christmas Island ? What does that say, about just who are this government’s priorities ? The Australian people that I speak to have genuine concerns about becoming a second class minority in our own country, and the reasons for it, are some of the above, ..... Are you so blind that you cannot see this ? And no , I am NOT racist !!!..(if I did not like Catholics or Protestants would I be considered racist ?) Of course not ! Why is it, that if we object to what is happening in our country ... we are immediately labelled RACIST, in an attempt to shut us up ? We are fighting Radical Muslims, in Afghanistan & Iraq , are we not ?I hear you say, yes but the Muslims we have here are Not like that ... well how would we know ? ...do we hear ANY of them coming out & speaking AGAINST radicals ?? I haven’t ...have you ??? Islam is not compatible with ANY of the values that we hold here in Australia ! .....Are not the experiences of Britain , France , and the Netherlands an example of that? Remember – it was Obama’s White House that demanded the law apply to U.S. citizens in the first place.The bill which would codify into law the indefinite detention without trial of American citizens is about to be passed and sent to Obama’s desk to be signed into law, even as some news outlets still erroneously report that the legislation does not apply to U.S. citizens.The House on Wednesday afternoon approved the rule for the 2012 National Defense Authorization Act (NDAA), setting up an hour of debate and a vote in the House later this afternoon, reports the Hill.Mainstream news outlets like The Hill, as well as neo-con blogs like Red State, are still pretending the indefinite detention provision doesn’t apply to American citizens, even though three of the bill’s primary sponsors, Senator Carl Levin, Senator John McCain, and Senator Lindsey Graham, said it does during speeches on the Senate floor.
It is not unfair to make an American citizen account for the fact that they decided to help Al Qaeda to kill us all and hold them as long as it takes to find intelligence about what may be coming next,remarked Graham. And when they say,I want my lawyer,you tell them,Shut up. You don’t get a lawyer.As Levin said last week, it was the White House itself that demanded Section 1031 apply to American citizens.
The language which precluded the application of Section 1031 to American citizens was in the bill that we originally approved…and the administration asked us to remove the language which says that U.S. citizens and lawful residents would not be subject to this section,said Levin, Chairman of the Armed Services Committee.
Senator McCain also told Rand Paul during a hearing on the bill that American citizens could be declared an enemy combatant, sent to Guantanamo Bay and detained indefinitely, no matter who they are.Quite how those still in denial could even entertain the notion that the bill would not apply to American citizens when the Obama administration is already enforcing a policy of state assassination and killing American citizens it claims are terrorists, without having to present any evidence or go through any legal process, is beyond naive.With the White House having largely resolved its concerns with the bill, which had nothing to do with the indefinite detention provision, Obama could put pen to paper as early as tomorrow on a law that if recognized will nullify the bill of rights – ironically tomorrow is Bill of Rights Day.

Even at this 11th hour – when all of our liberties and freedom are about to go down the drain – many people still don’t understand that the indefinite detention bill passed by Congress allows indefinite detention of Americans on American soil.The bill is confusing. As Wired noted on December 1st:It’s confusing, because two different sections of the bill seem to contradict each other, but in the judgment of the University of Texas’ Robert Chesney — a nonpartisan authority on military detention — U.S. citizens are included in the grant of detention authority.A retired admiral, Judge Advocate General and Dean Emeritus of the University of New Hampshire School of Law also says that it applies to American citizens on American soil.
The ACLU notes:Don’t be confused by anyone claiming that the indefinite detention legislation does not apply to American citizens. It does. There is an exemption for American citizens from the mandatory detention requirement (section 1032 of the bill), but no exemption for American citizens from the authorization to use the military to indefinitely detain people without charge or trial (section 1031 of the bill). So, the result is that, under the bill, the military has the power to indefinitely imprison American citizens, but it does not have to use its power unless ordered to do so.But you don’t have to believe us. Instead, read what one of the bill’s sponsors, Sen. ***They will say that American citizens are specifically exempted under the following language in Sec. 1032: The requirement to detain a person in military custody under this section does not extend to citizens of the United States.Don’t be fooled. BRUSSELS - German Chancellor Angela Merkel has said a political union is beginning to take shape in the EU, but the Socialist opposition has accused her of putting the Union on an incalculable path after last week’s summit.Speaking to German MPs five days (14 December) after an EU summit whose outcome has already been panned by the markets, Merkel said the crisis had seen Europeans move closer than ever before.
Referring to a sense of determination in other EU leaders to overcome the eurozone problems, the chancellor said: I am sure that this common sense of responsibility will remain with us far beyond the crisis.This means nothing else than that a real political union is beginning to take shape.She said this would mean that all countries will eventually have to work more closely on laws together even if that is not yet legally required and enforced.This will require a change in thinking in national parliaments and the willingness to put themselves in the place of others. We should learn from the best in all areas,said the chancellor.Her speech in the Bundestag comes as the summit agreement by EU leaders has already been criticised for causing legal confusion while not convincing markets that the eurozone crisis is on the way to being properly solved.At the meeting, up to 26 member states agreed to make an intergovernmental treaty on centralising budgetary surveillance, with only Britain remaining outside after it failed in its bid to get special exemptions for its financial services sector.Promising MEPs that they would have observer status in the negotiations, Merkel said the treaty should be ready by March and then should pass through parliamentary ratification as fast as possible.Drawing a line under the division with London, Merkel said that while she regretted the outcome, the UK is and will in future remain an important partner.However she was fiercely criticised by the Socialist opposition leader, Frank-Walter Steinmeier.

Mocking the chancellor for her pursuit of EU treaty change ahead of the summit, Steinmeier, he said the intergovernmental path chosen sounded harmless at first glance, but it is not.With this (solution) we are putting Europe on a politically and legally fully incalculable path.He pointed out that the Czech Republic, Hungary, Denmark and Finland could have problems with the agreement while noting that the European Commission will be making sure that the Lisbon Treaty, over which the commission is the guardian, will take precedence over the new pact as much as possible.The centre-left politician also said he believed that the alienation process with Britain will prove unstoppable and that Germany will come to regret the situation in a few months' time.The opposition criticism comes amid in-fighting within Merkel's own coalition partner, the business-friendly Free Democrats, over the extent to which troubled eurozone countries should be helped.On Wednesday, General Secretary Christian Lindner resigned as a result of the party's deep divisions on the issue.

BRUSSELS - EU politicians praised Poland on Wednesday (14 December) for the way it has handled the six-month rotating presidency during what is considered the biggest crisis in European Union history.The Polish presidency was without a doubt one of the very best presidencies we have had, German MEP Martin Schultz, leader of the centre-left Socialists and Democrats, told conservative Prime Minister Donald Tusk in the European Parliament in Strasbourg.Schultz praised Tusk and his cabinet for the high level of professionalism during the six-month period that saw an ever worsening eurozone debt crisis, and, last week, a highly controversial decision to forge ahead with an intergovernmental treaty with only Britain refusing to take part.

Denmark stuck in EU treaty quagmire

BRUSSELS - Days away from taking over the EU's rotating presidency that will be responsible in part for steering through a new intergovernmental treaty, the Danish government has become stuck in a quagmire of resistance to the so-called fiscal compact.Copenhagen's centre-left governing coalition, led by the Social Democrats alongside the Socialist People's Party to their left and the Danish Social-Liberal Party to their right, does not have a majority in the parliament and must depend on the support of the eurosceptic and hard-left Red Green Alliance.In the September 2011 elections, the Red Greens enjoyed the largest gains out of all the parties while the Social Democrats, whose leader Helle Thorning-Schmidt is now prime minister, actually lost a seat.The Red Greens have come out firmly against the deal, calling for a referendum in which they intend to campaign for the No side, and so the government will need the backing of the opposition Conservatives and Liberals to push through the new treaty.But the right is also divided on the issue, with the Liberal Alliance, a new libertarian party also calling for a referendum. The hard-right Danish People's Party has come out in favour of a plebiscite as well. Both parties sit on the opposition benches.
Soren Sondergaard, an MEP who sits alongside the Red-Greens and fresh out of a meeting with the Danish finance minister explaining the party's position, told EUobserver why the alliance opposes the government line on the compact.We only just had an election where the central topic of debate was how to exit the crisis. There were two options on the table: austerity or public investment, and it was the public-investment side that won,he said, adding that there are also concerns about a transfer of sovereignty, although the fine print has yet to be unveiled.If we are going to bind ourselves to such policies, it is clear the people must have a say.
Concerns about sovereignty also came from Anders Samuelsen, of the Liberal Alliance, normally the ideological polar opposite of the hard-left Red-Greens.We are calling for a referendum because the issue is too important to be decided by politicians alone,Samuelsen told this website.It involves a de facto surrender of some of our sovereignty, and we believe the Danish people should decide whether this should happen.If there is a referendum, the party will recommend a No vote because it believes that the pact links the Danish economy closer to the euro, even if it supports the principles of greater fiscal discipline contained in the compact.It is not that we are opposed to the specific economic tools that are suggested. In fact, we believe many of them should definitely be implemented in Denmark. But we oppose giving up the sovereign ability to decide for ourselves whether to do so.
The Socialist People's Party (SPP) sits to the left of the Social Democrats, and with the European Greens at the EU level.Thomas Nystrom, a policy advisor with the SPP, told this website that his party will stand with the Social Democrats so long as the country's opt-out on the euro is respected.The SPP disagrees with the Red-Greens that there is no room to manoeuvre in the new fiscal compact.We agree that there needs to be a structural balanced budget, and you can do this either by cuts or increased taxation. There is a focus on balance here within the fiscal compact,he said.As with the Euro-plus pact[a similar agreement to tighten up centralised EU oversight of fiscal policy], we still think there is some political room for national fiscal policy. National parliaments can still decide.Although even here, the SPP signalled its concern over the fiscal compact's requirement of a balanced budget inscribed in constitutions, defined as no structural deficits above 0.5 percent.Does this mean every year, or over the medium term? We will have to see after an analysis of the text.

( In fact both of your Political parties worry the hell out of me !!!)Over the last three years, I find myself becoming more and more fearful of the pair of you, and between you, you are turning this country into a place that I no longer feel at home in, or feel a part of! I watch you in parliament, and no, not just the two of you, but every politician that I see, stand up in parliament sneering at each other, and acting like children !!! (..and if you were my children, I would be ashamed of you all ... What an example to set!)Although you would like us all to believe that you are putting the needs of this country at the forefront, NEITHER of you are doing that, you seem more interested in one-up-manship , in scoring off each other, & denigrating each other, to the detriment of this country & its people !!!It seems to be all about YOU as individuals, and not about what you can DO for this country ! It is fast becoming a place that I do not recognize, as the place I always thought, was the best place in the world to be !!! But no longer !!! You are not listening to the people of this country !!!
And here in South Australia , your counterparts are afflicted with the same disease - is it endemic in all politicians ? I am watching the deterioration of living standards in this country, (and according to you, on a world stage we are doing better than most countries ... REALLY ???) ... And yet the gap is widening between the haves and the have-nots .. I see our homeless on the streets, our hospitals under-funded, and understaffed, our health system is an absolute mess and a disgrace ... And yet I see multi-millions of dollars being sent off shore, in aid to other countries, before attending to this country’s needs ! I see the selling off of the farm, in large amounts, to foreign interests, (In Every State ) including water rights to foreign interests too .... And WHY…? Especially when you go to great lengths to tell us that water is a finite resource, & supposedly, we must ALL be careful with how we use it, so that we ensure we have it for the future ? Foreign interests Fracking for coal seam gas, and riding rough shod over farmers’ rights to their own land, AND USING QUESTIONABLE CHEMICALS. (You don’t even KNOW what chemicals they use), and possibly causing damage to the water table in the process !!!
And those foreign interests I believe, do NOT have to pay anything in royalties back to this country, for the first five years of their tenure ... IS THIS CORRECT ???
A Carbon Tax,( which you KNOW is just another tax with a Starting Point dollar value) which will make NO appreciable difference, to carbon emissions, AT ALL! A tax, which in spite of all your arguments FOR it, you are doing alone, when other major countries will NOT & DO NOT embrace it, or believe in it! All that it will do for this country is put working families and small businesses behind the eight ball, .....what planet are you on, if you think that your few hundred dollars a year, will make even a scrap of difference to the effect of the carbon tax on people ?Blind Freddy can see the holes in that argument !!! What does that say, about just who are this government’s priorities ? The Australian people that I speak to have genuine concerns about becoming a second class minority in our own country, and the reasons for it, are some of the above, ..... Are you so blind that you cannot see this ? And no , I am NOT racist !!!..(if I did not like Catholics or Protestants would I be considered racist ?) Of course not ! Why is it, that if we object to what is happening in our country ... we are immediately labelled RACIST, in an attempt to shut us up ? Remember – it was Obama’s White House that demanded the law apply to U.S. citizens in the first place.The bill which would codify into law the indefinite detention without trial of American citizens is about to be passed and sent to Obama’s desk to be signed into law, even as some news outlets still erroneously report that the legislation does not apply to U.S. citizens.The House on Wednesday afternoon approved the rule for the 2012 National Defense Authorization Act (NDAA), setting up an hour of debate and a vote in the House later this afternoon, reports the Hill.Mainstream news outlets like The Hill, as well as neo-con blogs like Red State, are still pretending the indefinite detention provision doesn’t apply to American citizens, even though three of the bill’s primary sponsors, Senator Carl Levin, Senator John McCain, and Senator Lindsey Graham, said it does during speeches on the Senate floor.
It is not unfair to make an American citizen account for the fact that they decided to help Al Qaeda to kill us all and hold them as long as it takes to find intelligence about what may be coming next,remarked Graham. And when they say,I want my lawyer,you tell them,Shut up. You don’t get a lawyer.As Levin said last week, it was the White House itself that demanded Section 1031 apply to American citizens.
The language which precluded the application of Section 1031 to American citizens was in the bill that we originally approved…and the administration asked us to remove the language which says that U.S. citizens and lawful residents would not be subject to this section,said Levin, Chairman of the Armed Services Committee.
Senator McCain also told Rand Paul during a hearing on the bill that American citizens could be declared an enemy combatant, sent to Guantanamo Bay and detained indefinitely, no matter who they are.Quite how those still in denial could even entertain the notion that the bill would not apply to American citizens when the Obama administration is already enforcing a policy of state assassination and killing American citizens it claims are terrorists, without having to present any evidence or go through any legal process, is beyond naive.With the White House having largely resolved its concerns with the bill, which had nothing to do with the indefinite detention provision, Obama could put pen to paper as early as tomorrow on a law that if recognized will nullify the bill of rights – ironically tomorrow is Bill of Rights Day.

Even at this 11th hour – when all of our liberties and freedom are about to go down the drain – many people still don’t understand that the indefinite detention bill passed by Congress allows indefinite detention of Americans on American soil.The bill is confusing. As Wired noted on December 1st:It’s confusing, because two different sections of the bill seem to contradict each other, but in the judgment of the University of Texas’ Robert Chesney — a nonpartisan authority on military detention — U.S. citizens are included in the grant of detention authority.A retired admiral, Judge Advocate General and Dean Emeritus of the University of New Hampshire School of Law also says that it applies to American citizens on American soil.
The ACLU notes:Don’t be confused by anyone claiming that the indefinite detention legislation does not apply to American citizens. It does. There is an exemption for American citizens from the mandatory detention requirement (section 1032 of the bill), but no exemption for American citizens from the authorization to use the military to indefinitely detain people without charge or trial (section 1031 of the bill). So, the result is that, under the bill, the military has the power to indefinitely imprison American citizens, but it does not have to use its power unless ordered to do so.But you don’t have to believe us. Instead, read what one of the bill’s sponsors, Sen. Lindsey Graham said about it on the Senate floor: 1031, the statement of authority to detain, does apply to American citizens and it designates the world as the battlefield, including the homeland.Another sponsor of the bill – Senator Levin – has also repeatedly said that the bill applies to American citizens on American soil, citing the Supreme Court case of Hamdi which ruled that American citizens can be treated as enemy combatants:The Supreme Court has recently ruled there is no bar to the United States holding one of its own citizens as an enemy combatant,said Levin.This is the Supreme Court speaking.Levin again stressed recently that the bill applies to American citizens, and said that it was president Obama who requested that it do so.Under questioning from Rand Paul, another co-sponsor – John McCain – said that Americans suspected of terrorism could not only be indefinitely detained, but could be sent to Guantanamo:

Congressman Ron Paul says that it will establish martial law in America.Indeed, Amash accuses lawmakers of attempting to intentionally mislead the American people by writing a bill which appears at first glance to exclude U.S. citizens, when it actually includes us:Pres. Obama and many Members of Congress believe the President ALREADY has the authority the bill grants him. Legally, of course, he does not. This language was inserted to keep proponents and opponents of the bill appeased, while permitting the President to assert that the improper power he has claimed all along is now in statute.
***They will say that American citizens are specifically exempted under the following language in Sec. 1032: The requirement to detain a person in military custody under this section does not extend to citizens of the United States.Don’t be fooled. All this says is that the President is not REQUIRED to indefinitely detain American citizens without charge or trial. It still PERMITS him to do so.

QUEBEC – Quebec’s Public Security Minister Robert Dutil announced Tuesday that the province will go to court to keep the Quebec portion of the federal long-gun registry in service.Ottawa’s Bill C-19 would abolish the federal registry.Quebec believes a system of registering weapons is essential in crime prevention, Dutil told reporters at a news conference, also attended by representatives of Quebec police forces, their unions, crime experts and crime victims.In the event Quebec wins its court battle and gets its hands on the gun records, Quebec would then adopt a bill to create its own arms registry.The Liberals established the gun registry in the mid-1990s but its origins date back to December 1989, when Marc Lepine walked into the engineering school of the University of Montreal with a semi-automatic rifle and shot 28 people, killing 14. He then took his own life.Dutil noted that 2,561 weapons were ordered seized across the province during the past year out of concerns for the safety of the owner or another person.Bill C-19 proposes that the arms registry be not only abolished but that all the records will be destroyed.
Dutil made his case for preserving the registry at House of Commons hearings on Bill C-19 in Ottawa, but his federal counterpart, Vic Toews, has said plans to destroy the registry would go ahead.The long-gun registry has long been a political hot button — wildly unpopular in much of the West and in rural Canada but enjoying broad support in Quebec. Advocates have argued it’s a much-needed tool for police to keep Canadian communities safe while critics call it a costly intrusion into the lives of law-abiding gun-owners.The Conservatives introduced Bill C-19 in October.With their majority in both the Commons and the Senate, the Tories now have the power to ensure the bill will be passed and that the long-gun registry will be abolished.A year ago, the minority Conservative government attempted to repeal the long-gun registry through a private member’s bill introduced by Tory MP Candice Hoeppner.That bill was narrowly defeated once the Liberals whipped all their MPs to vote as a block against it, and when some NDP MPs who had opposed the registry previously changed their votes to help keep it alive.During the spring election campaign, Prime Minister Stephen Harper vowed to introduce legislation if re-elected to kill the registry.We must stop targeting law-abiding gun owners, and instead focus our resources on real criminals,he said in a statement while campaigning in April.The RCMP has argued it’s an important tool used by police to keep track of firearms.The RCMP says the registry costs about $4-million to run but it was plagued by cost overruns when it was being launched in 2002. Then-auditor general Sheila Fraser pegged the costs at $1-billion.
EU Commission pushing for narrowest possible treaty

BRUSSELS - The European Commission is pushing to have the narrowest possible treaty to tightening budgetary rules among member states, arguing that most measures can be made using normal EU law-making procedures.EU officials are still digesting the implications of last week's decision by all member states, except the UK, to pursue an intergovernmental treaty, with the route currently raising more legal and political questions than it answers.One of main questions concerns the content of the agreement. Last week's summit agreement is very similar in tone and nature to the so-called six-pack of legislation, centralising budgetary surveillance, which came into force on Tuesday (13 December) and to the further moves announced in that direction by the commission late last month.Our legal analysis is that by far the vast majority of measures decided on Friday can be introduced through [EU] legislation,EU economic affairs commissioner Olli Rehn said Monday.At moment commission officials suggest that only the debt brake rule - requiring countries to have balanced budgets - and making sanctions easier to impose by changing the voting system would need to be in the new intergovernmental text.If you want to introduce and implement automatic sanctions, to which there is a reference in the new fiscal compact, it may be that you may require a treaty change for that, Rehn said.
Speaking to MEPs on Tuesday, European Commission President Jose Manuel Barroso pledged to make full use of Article 136 in the treaty - governing budgetary surveillance in eurozone countries - to see that most changes are made via the normal process of a commission proposal, which passes approval to parliament and member states.It could actually be reasonably limited, one source said, but added it depends how far member states will actually go.But even where the treaty will be drawn up remains in question. The secretariat of member states - the council - is expected to draw up the legal text, with work to start by the end of the week. A draft may already be on the table by next Tuesday, one diplomat said.This may then be discussed by the so-called euro-working group which consists of eurozone treasury officials as well as a representative from the commission's finance department.The group would have to be extended to those who wish to be involved said a diplomat from one non-euro country.But the diplomat added:No one knows the details yet.There is talk of using the Economic and Financial Committee, which has also includes representatives from the European Central Bank, or the regular meetings of EU ambassadors. However, this is complicated because these are bodies for all 27 member states, when only up to 26 are to be involved.
Ratification questions
One central question will be the ratification process. It remains unclear what will happen if one of the countries rejects the treaty.Meanwhile, non-euro countries are likely to push to be able to choose during the ratification process which measures would apply from the treaty coming into force and which will follow actual entry into the eurozone.The commission is also fighting to make sure that it would have the powers to oversee any agreement while the court could enforce it, something of a legal minefield, although commission officials say there is already legal precedent.
Euro-deputies are also looking for a seat at the negotiating table. So far, they have been offered the nebulous term of being associated with drawing up the text.
Joseph Daul, leader of the centre-right European People's Party, the largest group in the EU assembly, called for parliament to have its rightful role in the process, while his socialist counterpart Martin Schulz said it should be on the same level as the commission and the council.Governments want the treaty to be signed by the March EU summit at the latest. But much is expected to depend not only on how the legal and political questions are answered but also on what France and Germany expect from the text.French President Nicolas Sarkozy recently repeated that no new powers should be transferred to EU level. France may be keen to widen the scope of the text to include other issues dear to Paris, but which it only wants dealt with among states.

However, discussions on visas and trade are likely to dominate.The meeting comes a few days after tens of thousands of Russians on the streets of Moscow and St Petersburg called for Russian Prime Minister Vladimir Putin to go. The protest against rigged parliamentary elections was the biggest in 20 years.EU foreign relations spokeswoman Maja Kocjancic said on Tuesday EU officials will complain about electoral violations and urge Moscow to let people protest in peace.Russia's EU ambassador Vladimir Chizhov, in a press briefing on Monday gave a foretaste of what they are likely to hear back.There was quite a mixed group of people - some waving orange flags [in reference to the Orange Revolution in Ukraine], others waving imperialist flags, some waving red and black anarchist flags. There were parallel protests in support of the president and the prime minister ... all these are expressions of democracy, he said.There is one concern for the authorities - abiding by the law. And I can assure you that the laws regulating protests and rallies are no different to those in EU countries.The title of the EU's official press release on the Medvedev meeting - EU and Russia Move Strategic Partnership Forwards - indicates that its priorities lie elsewhere.
Russia will in Geneva the day after the EU summit sign up to join the World Trade Organisation (WTO) after 18 years of talks in what the EU hopes will end some commercial disputes, such as Siberian overflight fees for EU airlines, and provide impetus for stalled talks on a new EU-Russia partnership treaty.Apart from congratulating Medvedev on the move, the EU will on Thursday also agree a set of common steps for visa-free travel in future.WTO ratification is expected to take until mid-2012 and the visa talks are likely to take years.But EU countries are this week also planning to let Poland and Russia already drop visas for people living near the border of the Russian exclave of Kaliningrad, creating an immediate feel-good factor.On foreign policy, Chizhov said Russia will repeat warnings for EU countries to avoid military action in Iran and Syria.On the financial crisis, he said Russia is considering giving more money to the International Monetary Fund to help pay for future EU bail-outs in a sign of the EU's weakened position on the international stage.The veteran diplomat - this will be Chizhov's 26th EU summit - alluded to the open secret that neither the EU nor Russia want to hold two summits a year but are forced to under the terms of their old bilateral treaty.He referred to the event as yet another EU-Russia summit, adding: It is somewhat difficult to expect every summit to act as a major reassessment of bilateral relations.

Several countries have criticised Canada for formally withdrawing from the Kyoto Protocol on climate change.A spokesman for France's foreign ministry called the move bad news for the fight against climate change, a sentiment echoed by other officials.
Peter Kent, Canada's minister of the environment, has said the protocol does not represent a way forward.The move, which is legal and was expected, makes Canada the first nation to pull out of the global treaty.A spokesman for China's foreign ministry told reporters that the decision was regrettable and flies in the face of the efforts of the international community, Reuters news agency reported.The protocol, initially adopted in Kyoto, Japan, in 1997, is aimed at fighting global warming. Through the agreement, countries like China and India take voluntary, but non-binding steps to reduce their carbon emissions.Japan's own environment minister, Goshi Hosono, urged Canada to stay in the protocol.
That Canada would withdraw from the Kyoto Protocol has been the worst-kept recent secret in climate change politics.On taking office in 2007, Stephen Harper's government found their predecessors, for all their green rhetoric, had done little to cut Canada's emissions.Rather than heading for a 6% cut from 1990 levels by 2020, the Kyoto pledge, it was and still is set for a rise of about 16% - more like 30% if you include forestry. The obvious answer, to huge distain from critics, was to say they wouldn't try meeting the target.Since then, the approach has been to copy the US line. Canada's current pledge is exactly the same as the US one - a cut of 17% from 2005 levels by 2020 - with the proviso that the number will change if the US passes legislation with a different target.And as the US is outside Kyoto, Canada's last act of mimicry was to leave as well.A burning question at the recent UN talks in Durban was whether Japan, Russia, Australia or New Zealand would follow Canada's lead - which would effectively leave just European countries inside.For the moment, it appears unlikely, as all like the flexibility Kyoto offers for meeting emission targets. But it's not impossible.But that will not happen, Mr Kent said. Kyoto, for Canada, is in the past, and as such we are invoking our legal right to withdraw from Kyoto,Mr Kent said.He said he would be formally advising the United Nations of his country's intention to pull out.
Impediment
He said meeting Canada's obligations under Kyoto would cost $13.6bn (10.3bn euros; £8.7bn): That's $1,600 from every Canadian family - that's the Kyoto cost to Canadians, that was the legacy of an incompetent Liberal government.Despite that cost, greenhouse emissions would continue to rise as two of the world's largest polluters - the US and China - were not covered by the Kyoto agreement, Mr Kent said.
We believe that a new agreement that will allow us to generate jobs and economic growth represents the way forward.Mr Kent's announcement came just hours after a last-minute deal on climate change was agreed in Durban.Talks on a new legal deal covering all countries will begin next year and end by 2015, coming into effect by 2020, the UN climate conference decided.Some countries, including India, were worried that the first nation to formally remove itself from the binding Kyoto agreement would jeopardise the future conferences.For low-lying island nation Tuvalu, most at-risk for rising sea levels, the withdrawal was more personal.For a vulnerable country like Tuvalu, its an act of sabotage on our future, Ian Fry, Tuvalu's lead negotiator told Reuters. Australia's lead delegate, Minister of Climate Change Greg Combet has defended Canada's decision.The Canadian decision to withdraw from the protocol should not be used to suggest Canada does not intend to play its part in global efforts to tackle climate change, a spokesman told the Sydney Morning Herald.Mr Kent said that Kyoto was a dated document but said there was good will demonstrated in Durban, the agreement that we ended up with provides the basis for an agreement by 2015.Though the text of the Durban agreement provides a loophole for China and India, the Canadian minister said, it represents the way forward.Canada's previous Liberal government signed the accord but Prime Minister Stephen Harper's Conservative government never embraced it.Canada declared four years ago that it did not intend to meet its existing Kyoto Protocol commitments and its annual emissions have risen by about a third since 1990.
Canadian reaction on Kyoto withdrawal
Canada's withdrawal from Kyoto from not unexpected. In early December, Canada's The Globe and Mail looked at the likely costs or penalties of either failing to meet the 2012 Kyoto targets or withdrawing from the protocol. The question which remains is whether the effect on Canada's international reputation would be greater as a result of withdrawal or non-compliance, Andrew Leach writes.A CBC analysis argues that the original Kyoto protocol did its job, if only in the narrow sense of reducing the emissions of signatories. However, at the time same emissions levels in other countries grew. Robert Sheppard writes that Canada set naive set targets last time and by failing to live up to them has damaged its position.It's a legitimate argument: China needs to step up.he says.But how do you make it with a straight face when you haven't come anywhere close to meeting your own international obligations and you also want to turn around and sell China as much oil sands petroleum as it is willing to take? Globe and Mail opinion columnist Margaret Wente dismisses the Durban talks as absurd and says climate change conferences are more about power and money and the opportunity for growing economies to extract billions from rich countries.Meanwhile, Craig McInnes at the Vancouver Sun sees the Kyoto withdrawal as part of a larger abandonment by the Canadian government on the climate issue, and worries that while his fellow citizens say they care about the environment, they lack the will as consumers and citizens to make significant changes.

Is the Canadian citizenship ceremony a place where Muslim women should show up with their faces covered to take the oath? Prime Minister Stephen Harper’s Conservative government thinks not. And it’s a fair bet that a lot of Canadians would agree.Even in the Muslim community, the niqab and burqa are controversial. Only a tiny fraction of Muslim women go about veiled. The few who do deliberately hold themselves aloof from the wider community and display beliefs that run counter to ideals about equality between men and women. These are jarring signals to be sending at the very moment when one is joining the Canadian family.As Immigration Minister Jason Kenney sees it, the veil reflects a certain view about women that we don’t accept in Canada. We want women to be full and equal members of Canadian society and certainly when they’re taking the citizenship oath, that’s the right place to start. Again, most people would probably agree.All that said, should Canada be coercing women to fit into the mainstream, whatever that may be in our pluralistic society, by withholding citizenship, along with the right to vote, run for public office and hold some jobs? Is the citizenship ceremony the place to demand that newcomers give up deeply held religious or cultural practices that are perfectly legal and don’t hurt anyone else? Is it the place to be telling newcomers to behave and look just like us, or pay the price?
What matter of deep principle is Kenney trying to affirm here? And how does it square with Canada’s vaunted image as an open, tolerant, welcoming society? Indeed, where does the Conservative government get off by denying otherwise qualified people citizenship without benefit of a debate in Parliament and the appropriate legislation? It’s one thing to expect newcomers to speak English or French, to grasp something of our history and to respect our laws. It’s quite another to demand that they pay obeisance to mainstream cultural preferences. Where could this leave any minority? Ironically, this comes as the Supreme Court is weighing the case of a Muslim woman who wants to wear a niqab in court as she testifies against relatives whom she says sexually assaulted her. The issues are quite different: in a courtroom, a woman’s right to cover her face must be weighed against the accused’s right to a fair trial. But the high court is rightly giving due consideration to cultural accommodation even as the immigration ministry brushes the notion aside in a situation where no one else’s rights are at stake. There’s a gaping disconnect here.Unfortunately, the Harper government has never seen a Muslim veil that it didn’t want to ban. Kenney has also said he thinks it reasonable that Muslim women be forced to show their faces when they vote, even though hundreds of thousands of people have voted in past elections by mail-in ballot, sight unseen. He’d like to fix a problem that exists only in his mind.The remedy, in the case of citizenship oaths, should not be hard to find. Why not have the few veiled women who want to swear the oath unveil themselves before women judges, in private, or before a male judge if they are willing? (This would also address Kenney’s unpersuasive concern that some judges find it hard to tell whether veiled women are reciting the oath.) We know of no cases in Canada where women have refused to show their faces to obtain passports, driver’s licences and other documents, or to clear security and immigration at ports of entry. Why should administering a citizenship oath be so problematic? Unless, of course, the government is simply singling out a tiny number of women to curry favour with the majority. But that would be bigotry. Kenney believes in full and equal membership in society. A good place to begin would be to resist the impulse to punish those who are different – however much we disagree with their beliefs.

They also may vote in elections without showing their face.But Kenney said as of Monday, all women must remove any face coverings before crossing the final hurdle to becoming a Canadian citizen.
Abdullah Khan, a member of the North Shore Islamic Information Centre, said a majority of B.C. Muslims likely won’t fight too strenuously against the new regulation.I think it’s fine, as long as you take it from the legal context, Khan told The Province.If you go in front of a judge to give testimony, you would be required to reveal your identity, so I think there’s nothing wrong with it legally.
Islam is also flexible to accommodate these needs, he added.But I’m sure there might be people that might try to make a political point out of it, but I think it would be hard to prove.But Waqar Jan, a settlement worker with the Progressive Intercultural Community Services Society, was upset by the minister’s proclamation.
The real issue is poverty among Muslim women, said Jan, who works with new immigrants in helping to find them jobs and integrate into Canadian society.It looks like the biggest threat to Canada is now the niqab or hijab.I’m disgusted, he added. My colleagues and friends, born and raised Canadians, are angry over it.Jan pointed to a recent Gallop survey among Muslims around the world that rated Canada the best country in which to live.

Muslim Association (BCMA) issued a statement on the new regulation.We feel the government should have consulted experts on Islamic law before enforcing the regulation,it said.The minister’s remarks about niqab being a completely cultural practice are inaccurate.. . . [the] minister’s public comments about Muslim women’s previous practice as being ridiculous or frankly bizarre do not exude finesse and inclusiveness, said the statement authored by Mufti Aasim Rashid, spokesman on religious affairs for the BCMA.Karen Busby, a professor of law at the University of Manitoba, said Kenney’s announcement won’t survive a challenge, either in court or at a human rights tribunal.I have no doubt that the regulation will be struck down as a violation of the Charter [of Rights and Freedoms] or that the Canadian Human Rights Tribunal will find that the regulation violates the Canadian Human Rights code,Busby told The Province.

QUEBEC – Quebec’s Public Security Minister Robert Dutil announced Tuesday that the province will go to court to keep the Quebec portion of the federal long-gun registry in service.Ottawa’s Bill C-19 would abolish the federal registry.Quebec believes a system of registering weapons is essential in crime prevention, Dutil told reporters at a news conference, also attended by representatives of Quebec police forces, their unions, crime experts and crime victims.In the event Quebec wins its court battle and gets its hands on the gun records, Quebec would then adopt a bill to create its own arms registry.The Liberals established the gun registry in the mid-1990s but its origins date back to December 1989, when Marc Lepine walked into the engineering school of the University of Montreal with a semi-automatic rifle and shot 28 people, killing 14. He then took his own life.Dutil noted that 2,561 weapons were ordered seized across the province during the past year out of concerns for the safety of the owner or another person.Bill C-19 proposes that the arms registry be not only abolished but that all the records will be destroyed.
Dutil made his case for preserving the registry at House of Commons hearings on Bill C-19 in Ottawa, but his federal counterpart, Vic Toews, has said plans to destroy the registry would go ahead.The long-gun registry has long been a political hot button — wildly unpopular in much of the West and in rural Canada but enjoying broad support in Quebec. Advocates have argued it’s a much-needed tool for police to keep Canadian communities safe while critics call it a costly intrusion into the lives of law-abiding gun-owners.The Conservatives introduced Bill C-19 in October.With their majority in both the Commons and the Senate, the Tories now have the power to ensure the bill will be passed and that the long-gun registry will be abolished.A year ago, the minority Conservative government attempted to repeal the long-gun registry through a private member’s bill introduced by Tory MP Candice Hoeppner.That bill was narrowly defeated once the Liberals whipped all their MPs to vote as a block against it, and when some NDP MPs who had opposed the registry previously changed their votes to help keep it alive.During the spring election campaign, Prime Minister Stephen Harper vowed to introduce legislation if re-elected to kill the registry.We must stop targeting law-abiding gun owners, and instead focus our resources on real criminals,he said in a statement while campaigning in April.The RCMP has argued it’s an important tool used by police to keep track of firearms.The RCMP says the registry costs about $4-million to run but it was plagued by cost overruns when it was being launched in 2002. Then-auditor general Sheila Fraser pegged the costs at $1-billion.
EU Commission pushing for narrowest possible treaty

BRUSSELS - The European Commission is pushing to have the narrowest possible treaty to tightening budgetary rules among member states, arguing that most measures can be made using normal EU law-making procedures.EU officials are still digesting the implications of last week's decision by all member states, except the UK, to pursue an intergovernmental treaty, with the route currently raising more legal and political questions than it answers.One of main questions concerns the content of the agreement. Last week's summit agreement is very similar in tone and nature to the so-called six-pack of legislation, centralising budgetary surveillance, which came into force on Tuesday (13 December) and to the further moves announced in that direction by the commission late last month.Our legal analysis is that by far the vast majority of measures decided on Friday can be introduced through [EU] legislation,EU economic affairs commissioner Olli Rehn said Monday.At moment commission officials suggest that only the debt brake rule - requiring countries to have balanced budgets - and making sanctions easier to impose by changing the voting system would need to be in the new intergovernmental text.If you want to introduce and implement automatic sanctions, to which there is a reference in the new fiscal compact, it may be that you may require a treaty change for that, Rehn said.
Speaking to MEPs on Tuesday, European Commission President Jose Manuel Barroso pledged to make full use of Article 136 in the treaty - governing budgetary surveillance in eurozone countries - to see that most changes are made via the normal process of a commission proposal, which passes approval to parliament and member states.It could actually be reasonably limited, one source said, but added it depends how far member states will actually go.But even where the treaty will be drawn up remains in question. The secretariat of member states - the council - is expected to draw up the legal text, with work to start by the end of the week. A draft may already be on the table by next Tuesday, one diplomat said.This may then be discussed by the so-called euro-working group which consists of eurozone treasury officials as well as a representative from the commission's finance department.The group would have to be extended to those who wish to be involved said a diplomat from one non-euro country.But the diplomat added:No one knows the details yet.There is talk of using the Economic and Financial Committee, which has also includes representatives from the European Central Bank, or the regular meetings of EU ambassadors. However, this is complicated because these are bodies for all 27 member states, when only up to 26 are to be involved.
Ratification questions
One central question will be the ratification process. It remains unclear what will happen if one of the countries rejects the treaty.Meanwhile, non-euro countries are likely to push to be able to choose during the ratification process which measures would apply from the treaty coming into force and which will follow actual entry into the eurozone.The commission is also fighting to make sure that it would have the powers to oversee any agreement while the court could enforce it, something of a legal minefield, although commission officials say there is already legal precedent.
Euro-deputies are also looking for a seat at the negotiating table. So far, they have been offered the nebulous term of being associated with drawing up the text.
Joseph Daul, leader of the centre-right European People's Party, the largest group in the EU assembly, called for parliament to have its rightful role in the process, while his socialist counterpart Martin Schulz said it should be on the same level as the commission and the council.Governments want the treaty to be signed by the March EU summit at the latest. But much is expected to depend not only on how the legal and political questions are answered but also on what France and Germany expect from the text.French President Nicolas Sarkozy recently repeated that no new powers should be transferred to EU level. France may be keen to widen the scope of the text to include other issues dear to Paris, but which it only wants dealt with among states.

BRUSSELS - EU officials will tell Russian President Dmitry Medvedev in Brussels on Thursday (15 December) they have serious concerns about recent elections. However, discussions on visas and trade are likely to dominate.The meeting comes a few days after tens of thousands of Russians on the streets of Moscow and St Petersburg called for Russian Prime Minister Vladimir Putin to go. The protest against rigged parliamentary elections was the biggest in 20 years.EU foreign relations spokeswoman Maja Kocjancic said on Tuesday EU officials will complain about electoral violations and urge Moscow to let people protest in peace.Russia's EU ambassador Vladimir Chizhov, in a press briefing on Monday gave a foretaste of what they are likely to hear back.There was quite a mixed group of people - some waving orange flags [in reference to the Orange Revolution in Ukraine], others waving imperialist flags, some waving red and black anarchist flags. There were parallel protests in support of the president and the prime minister ... all these are expressions of democracy, he said.There is one concern for the authorities - abiding by the law. And I can assure you that the laws regulating protests and rallies are no different to those in EU countries.The title of the EU's official press release on the Medvedev meeting - EU and Russia Move Strategic Partnership Forwards - indicates that its priorities lie elsewhere.
Russia will in Geneva the day after the EU summit sign up to join the World Trade Organisation (WTO) after 18 years of talks in what the EU hopes will end some commercial disputes, such as Siberian overflight fees for EU airlines, and provide impetus for stalled talks on a new EU-Russia partnership treaty.Apart from congratulating Medvedev on the move, the EU will on Thursday also agree a set of common steps for visa-free travel in future.WTO ratification is expected to take until mid-2012 and the visa talks are likely to take years.But EU countries are this week also planning to let Poland and Russia already drop visas for people living near the border of the Russian exclave of Kaliningrad, creating an immediate feel-good factor.On foreign policy, Chizhov said Russia will repeat warnings for EU countries to avoid military action in Iran and Syria.On the financial crisis, he said Russia is considering giving more money to the International Monetary Fund to help pay for future EU bail-outs in a sign of the EU's weakened position on the international stage.The veteran diplomat - this will be Chizhov's 26th EU summit - alluded to the open secret that neither the EU nor Russia want to hold two summits a year but are forced to under the terms of their old bilateral treaty.He referred to the event as yet another EU-Russia summit, adding: It is somewhat difficult to expect every summit to act as a major reassessment of bilateral relations.

Several countries have criticised Canada for formally withdrawing from the Kyoto Protocol on climate change.A spokesman for France's foreign ministry called the move bad news for the fight against climate change, a sentiment echoed by other officials.
Peter Kent, Canada's minister of the environment, has said the protocol does not represent a way forward.The move, which is legal and was expected, makes Canada the first nation to pull out of the global treaty.A spokesman for China's foreign ministry told reporters that the decision was regrettable and flies in the face of the efforts of the international community, Reuters news agency reported.The protocol, initially adopted in Kyoto, Japan, in 1997, is aimed at fighting global warming. Through the agreement, countries like China and India take voluntary, but non-binding steps to reduce their carbon emissions.Japan's own environment minister, Goshi Hosono, urged Canada to stay in the protocol.
That Canada would withdraw from the Kyoto Protocol has been the worst-kept recent secret in climate change politics.On taking office in 2007, Stephen Harper's government found their predecessors, for all their green rhetoric, had done little to cut Canada's emissions.Rather than heading for a 6% cut from 1990 levels by 2020, the Kyoto pledge, it was and still is set for a rise of about 16% - more like 30% if you include forestry. The obvious answer, to huge distain from critics, was to say they wouldn't try meeting the target.Since then, the approach has been to copy the US line. Canada's current pledge is exactly the same as the US one - a cut of 17% from 2005 levels by 2020 - with the proviso that the number will change if the US passes legislation with a different target.And as the US is outside Kyoto, Canada's last act of mimicry was to leave as well.A burning question at the recent UN talks in Durban was whether Japan, Russia, Australia or New Zealand would follow Canada's lead - which would effectively leave just European countries inside.For the moment, it appears unlikely, as all like the flexibility Kyoto offers for meeting emission targets. But it's not impossible.But that will not happen, Mr Kent said. Kyoto, for Canada, is in the past, and as such we are invoking our legal right to withdraw from Kyoto,Mr Kent said.He said he would be formally advising the United Nations of his country's intention to pull out.
Impediment
He said meeting Canada's obligations under Kyoto would cost $13.6bn (10.3bn euros; £8.7bn): That's $1,600 from every Canadian family - that's the Kyoto cost to Canadians, that was the legacy of an incompetent Liberal government.Despite that cost, greenhouse emissions would continue to rise as two of the world's largest polluters - the US and China - were not covered by the Kyoto agreement, Mr Kent said.
We believe that a new agreement that will allow us to generate jobs and economic growth represents the way forward.Mr Kent's announcement came just hours after a last-minute deal on climate change was agreed in Durban.Talks on a new legal deal covering all countries will begin next year and end by 2015, coming into effect by 2020, the UN climate conference decided.Some countries, including India, were worried that the first nation to formally remove itself from the binding Kyoto agreement would jeopardise the future conferences.For low-lying island nation Tuvalu, most at-risk for rising sea levels, the withdrawal was more personal.For a vulnerable country like Tuvalu, its an act of sabotage on our future, Ian Fry, Tuvalu's lead negotiator told Reuters. Australia's lead delegate, Minister of Climate Change Greg Combet has defended Canada's decision.The Canadian decision to withdraw from the protocol should not be used to suggest Canada does not intend to play its part in global efforts to tackle climate change, a spokesman told the Sydney Morning Herald.Mr Kent said that Kyoto was a dated document but said there was good will demonstrated in Durban, the agreement that we ended up with provides the basis for an agreement by 2015.Though the text of the Durban agreement provides a loophole for China and India, the Canadian minister said, it represents the way forward.Canada's previous Liberal government signed the accord but Prime Minister Stephen Harper's Conservative government never embraced it.Canada declared four years ago that it did not intend to meet its existing Kyoto Protocol commitments and its annual emissions have risen by about a third since 1990.
Canadian reaction on Kyoto withdrawal
Canada's withdrawal from Kyoto from not unexpected. In early December, Canada's The Globe and Mail looked at the likely costs or penalties of either failing to meet the 2012 Kyoto targets or withdrawing from the protocol. The question which remains is whether the effect on Canada's international reputation would be greater as a result of withdrawal or non-compliance, Andrew Leach writes.A CBC analysis argues that the original Kyoto protocol did its job, if only in the narrow sense of reducing the emissions of signatories. However, at the time same emissions levels in other countries grew. Robert Sheppard writes that Canada set naive set targets last time and by failing to live up to them has damaged its position.It's a legitimate argument: China needs to step up.he says.But how do you make it with a straight face when you haven't come anywhere close to meeting your own international obligations and you also want to turn around and sell China as much oil sands petroleum as it is willing to take? Globe and Mail opinion columnist Margaret Wente dismisses the Durban talks as absurd and says climate change conferences are more about power and money and the opportunity for growing economies to extract billions from rich countries.Meanwhile, Craig McInnes at the Vancouver Sun sees the Kyoto withdrawal as part of a larger abandonment by the Canadian government on the climate issue, and worries that while his fellow citizens say they care about the environment, they lack the will as consumers and citizens to make significant changes.

Is the Canadian citizenship ceremony a place where Muslim women should show up with their faces covered to take the oath? Prime Minister Stephen Harper’s Conservative government thinks not. And it’s a fair bet that a lot of Canadians would agree.Even in the Muslim community, the niqab and burqa are controversial. Only a tiny fraction of Muslim women go about veiled. The few who do deliberately hold themselves aloof from the wider community and display beliefs that run counter to ideals about equality between men and women. These are jarring signals to be sending at the very moment when one is joining the Canadian family.As Immigration Minister Jason Kenney sees it, the veil reflects a certain view about women that we don’t accept in Canada. We want women to be full and equal members of Canadian society and certainly when they’re taking the citizenship oath, that’s the right place to start. Again, most people would probably agree.All that said, should Canada be coercing women to fit into the mainstream, whatever that may be in our pluralistic society, by withholding citizenship, along with the right to vote, run for public office and hold some jobs? Is the citizenship ceremony the place to demand that newcomers give up deeply held religious or cultural practices that are perfectly legal and don’t hurt anyone else? Is it the place to be telling newcomers to behave and look just like us, or pay the price?
What matter of deep principle is Kenney trying to affirm here? And how does it square with Canada’s vaunted image as an open, tolerant, welcoming society? Indeed, where does the Conservative government get off by denying otherwise qualified people citizenship without benefit of a debate in Parliament and the appropriate legislation? It’s one thing to expect newcomers to speak English or French, to grasp something of our history and to respect our laws. It’s quite another to demand that they pay obeisance to mainstream cultural preferences. Where could this leave any minority? Ironically, this comes as the Supreme Court is weighing the case of a Muslim woman who wants to wear a niqab in court as she testifies against relatives whom she says sexually assaulted her. The issues are quite different: in a courtroom, a woman’s right to cover her face must be weighed against the accused’s right to a fair trial. But the high court is rightly giving due consideration to cultural accommodation even as the immigration ministry brushes the notion aside in a situation where no one else’s rights are at stake. There’s a gaping disconnect here.Unfortunately, the Harper government has never seen a Muslim veil that it didn’t want to ban. Kenney has also said he thinks it reasonable that Muslim women be forced to show their faces when they vote, even though hundreds of thousands of people have voted in past elections by mail-in ballot, sight unseen. He’d like to fix a problem that exists only in his mind.The remedy, in the case of citizenship oaths, should not be hard to find. Why not have the few veiled women who want to swear the oath unveil themselves before women judges, in private, or before a male judge if they are willing? (This would also address Kenney’s unpersuasive concern that some judges find it hard to tell whether veiled women are reciting the oath.) We know of no cases in Canada where women have refused to show their faces to obtain passports, driver’s licences and other documents, or to clear security and immigration at ports of entry. Why should administering a citizenship oath be so problematic? Unless, of course, the government is simply singling out a tiny number of women to curry favour with the majority. But that would be bigotry. Kenney believes in full and equal membership in society. A good place to begin would be to resist the impulse to punish those who are different – however much we disagree with their beliefs.

Photograph by: Odd Andersen, AFP/Getty Images.Women will be banned from wearing face coverings such as burka and niqab veils when swearing the oath of citizenship, under new rules announced Monday.Starting today, any individual will have to show his or her face when taking the oath of citizenship, Immigration Minister Jason Kenney announced in Montreal.Allowing a group to hide their faces while they are becoming members of our community is counter to Canada’s commitment to openness, equality and social cohesion, he said.Currently at airports, veiled Muslim women may opt to show their face only to a female security screener. They also may vote in elections without showing their face.But Kenney said as of Monday, all women must remove any face coverings before crossing the final hurdle to becoming a Canadian citizen.
Abdullah Khan, a member of the North Shore Islamic Information Centre, said a majority of B.C. Muslims likely won’t fight too strenuously against the new regulation.I think it’s fine, as long as you take it from the legal context, Khan told The Province.If you go in front of a judge to give testimony, you would be required to reveal your identity, so I think there’s nothing wrong with it legally.
Islam is also flexible to accommodate these needs, he added.But I’m sure there might be people that might try to make a political point out of it, but I think it would be hard to prove.But Waqar Jan, a settlement worker with the Progressive Intercultural Community Services Society, was upset by the minister’s proclamation.
The real issue is poverty among Muslim women, said Jan, who works with new immigrants in helping to find them jobs and integrate into Canadian society.It looks like the biggest threat to Canada is now the niqab or hijab.I’m disgusted, he added. My colleagues and friends, born and raised Canadians, are angry over it.Jan pointed to a recent Gallop survey among Muslims around the world that rated Canada the best country in which to live.
These views of Muslims about Canada, and you target them like this — this is alienating,said Jan.Late Monday, the B.C. Muslim Association (BCMA) issued a statement on the new regulation.We feel the government should have consulted experts on Islamic law before enforcing the regulation,it said.The minister’s remarks about niqab being a completely cultural practice are inaccurate.. . . [the] minister’s public comments about Muslim women’s previous practice as being ridiculous or frankly bizarre do not exude finesse and inclusiveness, said the statement authored by Mufti Aasim Rashid, spokesman on religious affairs for the BCMA.Karen Busby, a professor of law at the University of Manitoba, said Kenney’s announcement won’t survive a challenge, either in court or at a human rights tribunal.I have no doubt that the regulation will be struck down as a violation of the Charter [of Rights and Freedoms] or that the Canadian Human Rights Tribunal will find that the regulation violates the Canadian Human Rights code,Busby told The Province.
