Renowned Israeli biblical scholar and historian David Solomon last week said that conditions in Israel today are ripe for replacing democracy with theocratic monarchy and appointing a king.Speaking to Israel National Radio, Solomon said that the leadership and religious crises currently facing Israel mirror those during the time of the Prophet Samuel.Millennia ago, the people of Israel turned to Samuel to help them replace their form of government with a monarchy in order to alleviate the nation's problems.Just as then, many Israelis today might view a theocratic monarchy as a viable answer to Israel's disastrous absence of genuine political and spiritual and religious leadership, said Solomon.

GEORGE TOWN, Cayman Islands – Paloma became an extremely dangerous Category 4 hurricane on Saturday and was threatening to strike hurricane-ravaged Cuba, after knocking out power across much of Grand Cayman Island.The National Hurricane Center in Miami predicted Paloma will make landfall in Cuba as a major hurricane late Saturday or early Sunday with maximum sustained winds of at least 111 mph (178 kph).
Cayman Brac, to the east of Grand Cayman, was still experiencing hurricane force winds that blew roofs off some buildings, although there were no reports of casualties, said Donovan Ebanks, chairman of the Hazard Management Committee.Cleva Jackson, a hotel owner on Grand Cayman, said she was still trying to get in touch with relatives in Cayman Brac who sought refuge in an emergency shelter where the roof partially collapsed.The roof had caved in and everyone was trying to find shelter in the kitchen, but I haven't heard anything from them, she said. We just can't get through.The late-season storm downed trees and flooded some low lying areas on Gran Cayman, but residents appeared to ride out the storm unscathed. Businesses reopened Saturday morning, and authorities were restoring power and water service.We have no reports of any injuries or casualties. Our indications are that there has been minimal if any damage on Grand Cayman, Ebanks said.Martin Richter, manager of a 100-year-old beachfront restaurant, said he was nonetheless relieved he spent most of Friday boarding up the business.We actually got very lucky on this one, he said. In central and eastern Cuba, people were advised to stay tuned to state media for news of Paloma's progress and be ready to evacuate.
The center of Paloma was about 130 miles (210 kilometers) northeast of Grand Cayman and 130 miles (210 kilometers) southwest of Camaguey, Cuba. BISMARCK, N.D. – Crews fought mud and water Friday as they tried to restore power after a fierce storm spread a wintry mix across the Dakotas, while authorities worked to remove snow-stranded vehicles that littered an interstate highway hours after their occupants were rescued.Blizzard warnings subsided, but thousands of customers in rural areas remained without power after freezing rain and high winds.
The Nodak Rural Electric Cooperative said it was trying to restore power to about 4,500 rural customers. Nodak President George Berg said that some areas got about 5 inches of rain, and that the freezing rain and winds toppled power lines and poles along a 40-mile path in five counties.Our biggest obstacle is not the snow, but all the mud and water, Berg said. One crew in northern Nelson County had to use a motorboat to reach a downed power pole submerged in water, he said.North Dakota's deer hunting season opened Friday, and Steele County Sheriff Wayne Beckman worried some hunters could mistake power crews for deer. Hunters and farmers should also be cautious of downed power lines, he said.It's dangerous out there; those fully charged lines could come down and, zappo, he said.Major North Dakota roads reopened Friday after blizzard conditions in the central and western parts of the state, but officials warned they were still icy and snow-covered.In South Dakota, the Highway Patrol worked through the night to rescue people stranded in their vehicles on snow-clogged highways in the western part of the state. Large earthquake strikes off Indonesia: seismologists Fri Nov 7, 12:55 pm ET
JAKARTA (AFP) – A 6.0-magnitude earthquake struck in waters off Indonesia's eastern Maluku Province early Saturday, seismologists said, but no tsunami warning was issued and there were no reports of damage.The quake hit at a shallow depth of 10 kilometres (six miles) at 1:04 am (1604 GMT Friday), the US Geological Survey said, 293 kilometres from Saumlaki, Tanimbar Islands.An official at the Indonesian Geophysics and Meteorological Agency confirmed there had been no reports of damage and the quake had not been felt anywhere.The agency measured the quake at 6.2 on the Richter scale, but the Pacific Tsunami Warning Center did not issue a warning.The same area was hit by a 5.8-magnitude earthquake a week ago, but again there were no reports of damage or a tsunami warning.Indonesia was the nation worst hit by the earthquake-triggered Asian tsunami in December 2004, which killed 168,000 people in the country's Aceh province.The Indonesian archipelago sits on the so-called Pacific Ring of Fire, where continental plates meet causing seismic and volcanic activity.

SYDNEY (AFP) – A strong earthquake with a magnitude of 6.4 struck off the south Pacific island of Vanuatu on Friday, but there was no immediate tsunami warning or reports of casualties, seismologists said.The quake struck at 6:19 pm (0719 GMT), 320kilometres (195 miles) north of the capital Port Vila, the US Geological Survey said.
The quake was registered at a depth of 35 kilometres.Two aftershocks with magnitudes of 5.4 and 5.3 struck roughly the same spot in the next half-hour.The Pacific Tsunami Warning Centre in Hawaii did not issue a tsunami alert for the region.
Vanuatu sits on the so-called Pacific Rim of Fire, where the meeting of continental plates causes high volcanic and seismic activity.

Sarah Palin denounced anonymous criticisms leveled at her by former John McCain aides as lies, including allegations that Republican lawyers were traveling to Alaska to reclaim her high-priced wardrobe and that she didn't know Africa was a continent.(see video clip)Those accounts are not true, the former Republican vice presidential candidate said in her first public comments on the matter since the election Tuesday.Palin returned Friday to her Anchorage governor's office and said she had no immediate plans to build on her newfound national name-recognition and popularity with the Republican base for a possible 2012 presidential run.Instead, Palin said, she wanted only to get back to the governor's desk to advance a proposed pipeline tapping Alaska's vast North Slope natural gas reserves and to prepare Alaska's proposed 2010 budget.As for the vice presidential campaign, Palin denounced criticism from unidentified McCain campaign aides as cowardly. She said she found it frustrating trying to respond to false allegations when she didn't know who was making them.It's ridiculous, she told reporters. SÃO PAULO, Nov 8 (IPS) - Brazilian President Luiz Inacio Lula da Silva called for a pact between governments to create a new global financial architecture, while stressing the need to open up the global financial bodies controlled by the industrialised world to emerging economies.In his opening speech to the G20 meeting of finance ministers and central bank presidents Saturday in Sao Paulo, Brazil's economic capital, President Lula described as irresponsible the disorder that has marked global finances in the past few years and is now threatening the real economy with a generalised recession, the loss of millions of jobs and a rise in poverty.
The Group of Seven richest nations (G7), where the crisis originatedàis no longer sufficient to govern the world's economic affairs, said Lula, who called for a new, more open and inclusive governance for the world's financial system.We are all paying for this adventure undertaken by speculators who made excessive profits, investing money that they didn't have, and turning the world into a gigantic casino, Lula complained.He also criticised the ”blind belief in the market's self-regulation capacity, pointing out that many of those who condemned state intervention in the economy are now turning to the state for help.Lula's address bolstered demands for greater participation in decision-making in institutions like the International Monetary Fund (IMF) by the emerging economies that make up the Group of 20 (G20), along with the members of the G7 and the European Union, represented as a bloc.The IMF itself has recognised that the emerging countries currently account for 75 percent of the world's economic growth, Lula underscored.Furthermore, the current financial crisis has revealed weakness in risk management, regulation and supervision in the financial sectors of some advanced economies, said a joint statement released by the finance ministers of the leading emerging markets --
Brazil, Russia, India and China (BRIC) -- after their first formal meeting, held on Friday ahead of the two-day G20 gathering.We call for the reform of multilateral institutions in order that they reflect the structural changes in the world economy and the increasingly central role that emerging markets now play, says the eight-point statement.BRIC, which has begun to act as a group, announced that it would hold another gathering of its ministers on the eve of the annual IMF and World Bank meetings in April.
Lula listed six principles that he said should govern the called-for institutional reforms. The first, representativeness and legitimacy, requires greater participation in decision-making by emerging and developing countries.The other five are collective action, given that the costs are shared; good governance in domestic markets, with greater regulation, supervision and risk evaluation; the responsibility of each country to avoid transferring risks and costs to others; transparency; and prevention.In the short term, developed countries and the IMF must come up with measures to restore liquidity in the international markets, said Lula, who rejected unilateral actions and added that Brazil believes countries must avoid the temptation of resorting to financial and trade protectionism as a mechanism to overcome the crisis.He also urged the quick completion of the Doha Round of World Trade Organisation multilateral trade negotiations, which he said were no longer an opportunity, but a need, because increased trade is an antidote to the crisis.The G20, whose action has so far been limited to the gathering of finance ministers and monetary authorities, is thus taking shape as a new scenario for North-South disputes, given the clear need for the creation of new regulatory bodies and concerted action with respect to the crisis, and for the overhaul of institutions whose credibility has been seriously undermined by the financial meltdown.The São Paulo meeting is drawing up proposals to be discussed at the Nov. 15 anti-crisis summit called in Washington by outgoing President George W. (11-07) 10:19 PST BRUSSELS, Belgium (AP)European Union leaders backed a 100-day deadline for world's leading economies to decide urgent global finance reforms, French President Nicolas Sarkozy said Friday.Sarkozy, who chaired a special meeting of EU nations, said the financial crisis and economic downturn required a quick deal on an overhaul at a Nov. 15 summit in Washington bringing together leaders of the world's 20 largest industrialized nations and emerging economies.We are in an economic crisis. We have to take this into account, Sarkozy said. We have to react and we have no time to lose.I'm not going to take part in a summit where there is just talk for talk's sake, Sarkozy told reporters after talks between the heads of the EU's 27 nations. We want to change the rules of the game in the financial world.
The EU is calling for a second global summit next spring to flesh out changes to the way the world economy is governed. They want to see far more supervision of big financial companies and are urging governments to jointly monitor them.They want to prevent a repeat of the Wall Street excesses that caused havoc in markets worldwide —and are bringing emerging economies China, India and Brazil on board for talks on shaping a new world economic order.British Prime Minister Gordon Brown said the Washington talks should be a decisive moment for the world economy.A text agreed by EU leaders says they want an early warning system that would watch for financial bubbles and prevent world imbalances — such as the swelling U.S. trade deficit.They also suggest making the International Monetary Fund the world's financial watchdog, giving it more power to curb financial crises, with more money to aid countries in trouble.The Europeans also want to close loopholes that allow some financial institutions to evade regulation, and ensure supervision for all major financial players, including ratings agencies or funds carrying high amounts of debt.The leaders in a declaration called for greater transparency in markets that would no longer omit vast swathes of financial activity from auditable, certifiable accounts. It also said excessive risk-taking must be overhauled, a reference to the sale of high-risk debt securities and executive pay that may reward risk-taking.
EU leaders will call on the Nov. 15 summit to agree immediately on five principles: submit ratings agencies to more surveillance; align accounting standards; close loopholes; set banking codes of conduct to reduce excessive risk-taking; and ask the International Monetary Fund to suggest ways of calming the turmoil.Brown also said more oversight of the world's 30 largest financial group can be set up very quickly. MOSCOW, Nov 7 (Reuters) - Russia will push for a diminished role for the International Monetary Fund (IMF) at the summit of G20 industrial and developing economies in Washington next week, a senior Kremlin official said on Friday.We are ready for a serious dialogue about it (the IMF role). We believe an overhaul of functions of the IMF as well as other international institutions is necessary, Arkady Dvorkovich, the Kremlin's top economic adviser, told a news conference.
Russia, which reaped the benefits of record high oil prices in recent years and accumulated the world's third largest gold and forex reserves, wants to change the existing global economic order and have more say in decisions.Dvorkovich said the IMF could continue to play a role in what he described as an anti-crisis early warning system performing analytical functions but said Russia lacked clear understanding of the IMF's role as the lender of last resort.
The IMF should work as a bank, not as a project finance institution. It should not act as a manager in countries it lends to. It should put forward financial conditions on loans, not political ones, Dvorkovich said.He said Russia wanted to create new global as well as regional institutions, which in future may take over the lender's role but in the next few months there was no immediate alternative to the IMF.This year falling oil prices have hit Russia's resource- based economy but the government has pledged more than $200 billion to support it. It says plans to diversify, float the rouble and liberalise trade are still on track.

At the last G7 finance ministers' meeting in Washington Russia's Alexei Kudrin was invited to join his counterparts at the dinner but was absent alongside President George W. Venezuela, Russia to Form Joint Bank With $4 Billion in Capital

Nov. 8 (Bloomberg) -- Venezuela and Russia agreed to form a $4 billion joint bank to pay for development projects, along with 14 other agreements between the oil-exporting countries. Officials from OAO Gazprombank and state energy company Petroleos de Venezuela SA signed a memorandum of understanding between the two countries yesterday in Caracas, in a ceremony on state television attended by President Hugo Chavez and Russian Deputy Prime Minister Igor Sechin. Venezuela, the biggest oil producer in South America, is seeking new funding sources as bonds and bank loans become more difficult to arrange amid a lack of buyers for emerging market debt. The country formed a $12 billion development fund largely with Chinese loans that are being repaid in oil. Finance Minister Ali Rodriguez will go to Russia this week to discuss the bank, Chavez said. It will primarily finance economic development in Venezuela, Elias Jaua, the South American country's minister of land and agriculture, said yesterday in an interview. Rodriguez will look into making it possible to engage in trade using bolivars and rubles rather than dollars or euros, Chavez said. We are also studying using the ruble as the reference for the international reserves, he said. United Co. Rusal is continuing efforts to open an alumina mill in Venzuela, Chavez said. The country will find a way to provide the 4 gigawatts of electricity that the plant needs, Chavez said, possibly by building electric plants that burn coke, a carbon-rich byproduct of oil refining.
Double Output
Rodolfo Sanz, Venezuela's minister of basic industries and mining, said the Rusal mill would process 1.4 million tons a year, double Venezuela's current output. Corp. Venezolana de Guayana, Venezuela's state commodities company, will form a venture with Russian partners to mill gold and copper out of ore and to explore new deposits, Chavez said. Vladimir Agapov, whose Rusoro Mining Ltd. owns Venezuelan gold mines, said at the event he and CVG plans to build five kaolin processing plants to make the clay into one of Venezuela's biggest exports. He didn't comment on a Nov. 6 report that Sanz had said Rusoro would become a partner in the country's biggest gold mine. Victory
The second effect of the born again experience is victory. First John 5:4, 5 states, For whatsoever is born of God overcometh the world: and this is the victory that overcometh the world, even our faith. Who is he that overcometh the world. but he that believeth that Jesus is the Son of God? Notice carefully that victory is accomplished through Christ-not self. Multitudes strive to overcome sin and temptation, but the flesh has no power to win the battle. The overcomer is ... he that believeth that Jesus is the Son of God . ...Christ in you... (Colossians 1:27) makes the difference. He promotes the desire for victory and provides the strength.
Paul knew this well. After describing the duel of the two natures-the old received at birth and new received at conversion-he cries, ...if ye live after the flesh, ye shall die: but if ye through the Spirit do mortify [put to death] the deeds of the body, ye shall live. For as many as are led by the Spirit of God, they are the sons of God (Romans 8:13.14). Then, having allowed God's Spirit to equip him for life's battle, he victoriously said as death approached, I have fought a good fight, I have finished my course, I have kept the faith: Henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, shall give me at that day... (2 Timothy 4:7).The new nature, controlled by the Spirit, makes believers ...more than conquerors through him that loved us (Romans 8:37). What do they conquer? First John 2:15-17 answers the question. Love not the world, neither the things that are in the world. If any man love the world, the love of the Father is not in him. For all that is in the world, the lust of the flesh, and the lust of the eyes, and the pride of life, is not of the Father, but is of the world. And the world passeth away, and the lust thereof: but he that doeth the will of God abideth forever. It is obvious, then, that they overcome the world or worldliness consisting of: A) the lust of the flesh, B) the lust of the eyes, and C) the pride of life. Let's consider these three items individually.The lust of the flesh concerns itself with the cravings of one's bodily appetites. This includes illicit sex, drinking, drug addiction, smoking, or any other vice that the flesh practices. I am not preaching perfection. Christians can slip and fall, but that is vastly different from becoming enslaved to fleshly lusts.The problem is not one's possession of an old nature, but the old nature's possession of a person. The latter means that one has not been born again, for regeneration endows one with a divine nature (see 2 Peter 1:4), which immediately begins an onslaught against the old corrupt flesh. When one never experiences victory, it becomes obvious that the new nature is missing, for the new birth is not a new label on a defiled product but the implantation of the divine nature which changes one instantaneously.
That's why 2 Corinthians 5:17 declares, ...if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new. Enslavement to sin points to an empty profession-just lip service-and leads one into helplessness for the ages of eternity, for ... the world passeth away, and the lust thereof: but he that doeth the will of God abideth for ever (1 John 2:17).Where do you stand? Are you a daily overcomer through the power of the indwelling Spirit? Or are you a slave to lust? Remember, if there is no desire for victory, no quest for victory, no evidence of victory, there will be no victory celebration in heaven.
Next, we discover that this new nature helps one to have victory over the cravings of the mind through the eye gate. Lust, via the eyes, is one of the greatest promoters of immorality today. This is why pornography and abominable sex movies are destroying lives, homes, and nations. Millions presently have ...eyes full of adultery...that cannot cease from sin (2 Peter 2:14). They mentally undress every woman they see and vice-versa. They purchase the latest sex magazines, hide them among their possessions, and secretly read them. They gaze at nude pictures and commit mental adultery with naked paper dolls.Jesus said in Matthew 5:28, ... whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart. This is what's wrong with Hollywood productions. This is why much of television's degrading influence should be opposed and stopped. Americans are becoming sex maniacs because of the manifold means created to produce excitation and lust. It is even affecting church members by the tens of thousands. Scores are walking the aisles in crusades to give up the sin which has plagued them-lustful eyes. How much farther will it go? Once I saw a four-foot picture of a naked woman hanging in a deacon's garage. I asked, Brother, aren't you a Christian and a deacon? He meekly answered, Yes. I pointed to his picture and said, What's that? He said, Art. I said, Art who? This actually happened! Though it appears humorous now, it won't be funny later.A day is coming when all lust-controlled sinners shall be eternally separated from God. First John 2:17 declares, ... the world passeth away, and the lust thereof: but he that doeth the will of God abideth for ever. Is it any wonder that Romans 13:14 states, ...put ye on the Lord Jesus Christ, and make not provision for the flesh, to fulfil the lusts thereof. And 1 Peter 2:11 warns, ...abstain from fleshly lusts, which war against the soul. Someone cries, That's easier said than done. Not if one depends upon the indwelling Spirit rather than self! Galatians 5:16 proves it. Walk in the Spirit, and [you] shall not fulfil the lust of the flesh.Another area over which one may enjoy victory is one's ego. This has to do with haughty, arrogant boasting over one's accomplishments and gains. How often one hears church members egotistically saying, We are now a three car family, or We are considering the purchase of our $500,000 dream home, or We have investments in stocks, bonds, and banks and are sitting pretty, financially.
Jesus said, ...out of the abundance of the heart the mouth speaketh and ... by thy words thou shalt be justified, and by thy words thou shalt be condemned (Matthew 12:34 and 37). Small wonder that James 4:4 warns, ...know ye not that the friendship of the world [composed of the lust of the flesh, the lust of the eyes, and the pride of life] is enmity with God? whosoever therefore will be a friend of the world is the ENEMY [Yes, the ENEMY] of God. Therefore, Paul pleads in Romans 12:2, ...be not conformed to this world: but be ye transformed by the renewing of your mind .... The ways of the world lead to doom and death. About-face for Christ!
Love
The third and final proof has to do with love. First John 4:7,8 states, Beloved, let us love one another: for love is of God; and every one that loveth is born of God, and knoweth God. He that loveth not knoweth not God; for God is love.May I repeat that? Are you listening? The statement is so important that one's eternal existence in heaven or hell depends on it. Hear it again. He that loveth not knoweth not God... (1 John 4:8).First John 3:14 declares, We know [not hope, guess or think-but know] that we have passed from death unto life, because we love the brethren. He that loveth not his brother abideth in death. The next verse says, Whosoever hateth his brother is a murderer: and (you) know that no murderer hath eternal life abiding in him (verse 15). Think of it! This is astonishing. Hatred becomes murder in God's eyes, and no murderer (hater of others) has eternal life abiding in him.A life of hate classifies one as a child of the devil, for God says in 1 John 3:10: In this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother. Imagine! Folks who fight, fuss, bicker, backbite, gossip, slander, malign, and criticize others are children of the devil! One cannot live a life of hate when God abides within, for God is love. Love is the evidence of one's born again experience. So,... if we love one another, God dwelleth in us... (1 John 4:12). That's why Jesus said in John 13:34, By this shall all men know that [you] are my disciples, [because] you have LOVE one for another.Sad, is it not, that hate-mongers who honestly believe that bigotry, prejudice, and malice are acceptable standards for church members fill the ranks of religion. What a shock they'll experience at the judgment day! Then they'll know God meant what He said in James 1:26, If any man among you seem to be religious and bridleth not his tongue, but deceiveth his own heart, this man's religion is vain.
Then they'll suffer judgment for the seven sins God hates. Perhaps these should be called the Seven Deadly Sins. They are, a proud look, a lying tongue, and hands that shed innocent blood, an heart that deviseth wicked imaginations, feet that be swift in running to mischief, a false witness that speaketh lies, and [please get the final one] HE THAT SOWETH DISCORD AMONG THE BRETHREN (Proverbs 6:16-19 emphasis mine). Then when it is eternally too late, they will discover that the unrighteous, including railers, do not inherit the kingdom of God (see 1 Corinthians 6:9).
Webster's Dictionary defines railers as individuals who revile or scold in harsh, insolent, or abusive language. God help us! Our ranks are full of members who carry on in this manner. Through their obnoxious, hateful insolence, churches are split and souls lost. Sinner, repent, change your mind and ways before it is too late! You need a born again experience! When this occurs, God's nature of love will become a part of you and His love will rule your heart.
Summary
We have concluded in this study that holiness, victory, and love prove one's salvation experience to be genuine. Where do you stand? Examine yourself to see whether or not you are in the faith (see 2 Corinthians 13:5). If the evidence is against you, settle the issue with God immediately. Eternity forever and forever and forever-is a long time to be lost!

LET THE DOVES SPEAK
We want to continue this week and look at the last five of the Beatitudes:Blessed are they which do hunger and thirst after righteousness: for they shall be filled (Matthew 5:6).
I believe this Beatitude refers to our having a desire to see justice around us, in our own country and around the world. Those who are blessed by God, foreseeing the needs of others, do things to help just because it is the right thing to do. They speak up for the poor and needy and for people in other lands who have not had the opportunity to live in freedom. Are we concerned enough about righteousness and holiness to be driven by these holy characteristics as urgently as our bodies respond to hunger and thirst? This verse also makes me a bit introspective. I read it and ask, How can I be righteous? How can I be right as I walk in this world?" I must die to self and selfishness and allow Christ to live His life in and through me! The apostle Paul said, the life which I now live in the flesh I live by the faith of the Son of God, who loved me, and gave himself for me (Galatians 2:20).I believe that you and I can claim this blessing only when we truly hunger and thirst after holiness and doing what is right. Then what happens? We shall be filled...with righteousness and with His glory.Blessed are the merciful: for they shall obtain mercy(Matthew 5:7).
Mercy and righteousness are inextricably linked together. If we truly want righteousness, we get involved, we extend help to the needy, we assist, and we forgive those who have sinned against us. If it is within our power, we must show this kind of mercy to those we encounter. Can we not share the mercy that we ourselves have received? The writer of Lamentations cried, It is of the Lord’s mercies that we are not consumed, because his compassions fail not. They are new every morning: great is thy faithfulness (3:22-23).What a blessing to have the promise of God’s mercy as we show tenderness to others. What a joy to realize that goodness and mercy shall follow me all the days of my life (Psalm 23:6).Blessed are the pure in heart: for they shall see God(Matthew 5:8).
Everything that we have seen and experienced so far is by faith. None of us has ever had the joy of really looking at God. We have seen His handiwork, we have witnessed His love for us by sending His Son, and we have seen the attributes in Christ that He wants us to have. But we have never seen Him.One day we will-if our hearts are pure. That is His promise.To me, that will be the best thing about heaven. I’m not the most excited about seeing the golden streets and magnificent surroundings. And as much as I love and miss my wonderful mom and dad who are there (and I do want to see them with all of my heart), the first one I want to see in heaven is the Lord, my Savior and my God!How, then, can my heart be pure? My pretenses and masks must go because purity of heart cannot be falsified-it must be genuine and sincere. My entire being cries out, Create in me a clean heart, O God; and renew a right spirit within me (Psalm 51:10).This Beatitude, to my mind, is a foundation stone. It gets down to the crux of everything, doesn’t it? If you don’t have a pure heart, where is the authenticity to want to do the right thing? Without a pure heart, how can you be merciful? Indeed, without a pure heart, I cannot see Him. And oh, more than anything in this world, I want to look upon His face!
Blessed are the peacemakers: for they shall be called the children of God (Matthew 5:9).The Bible teaches that we are to live peaceably with all men (see Romans 12:18). The Lord doesn’t want us to harbor hate, animosity, or intolerance. There will be no place in heaven for racists or exclusionary creeds. Humbly and gently, we are to seek solutions and to disarm hostility. The Bible says, A soft answer turneth away wrath (Proverbs 15:1). I believe that we should seek to be the kind of person who-at home, at church, at work, or wherever we go-can simply enter a room and change the atmosphere.Another way we can bring peace is to help bring order out of chaos. Where there is clutter and confusion, simply stepping in to help organize and restore order reduces stress and tension. And we can have the courage to do this by calling upon the wisdom and guidance of the Holy Spirit.The Word of God says that everywhere Jesus went He did good and destroyed the works of the devil-which produced peace (see Acts 10:38; 1 John 3:8). And Jesus said that if we believe on Him, the works He did we can do also, and even greater (see John 14:12). So as we go out and do what Jesus did, we will make peace, because He was, and is, the prince of peace, the greatest peacemaker the world has ever, or will ever know.If you give this a try, don’t be surprised if people start calling you a child of God. After all, that is the Lord’s promise!
Blessed are they which are persecuted for righteousness’ sake:for theirs is the kingdom of heaven. Blessed are ye, when men shall revile you, and persecute you, and shall say all manner of evil against you falsely, for my sake. Rejoice, and be exceeding glad: for great is your reward in heaven: for so persecuted they
the prophets which were before you (Matthew 5:10-12).
The idea of persecution being a blessing seems very strange, especially for believers in America. We have never experienced most of the things that missionaries and other Christians around the world have been forced to endure for the sake of the gospel. Yet Jesus said that we would have tribulation and suffering in this world. And for such monumental sacrifices, He said there would be great rewards and crowns.
I had great admiration for one of the girls in my home church. She married a minister and they went to South America as missionaries. The team with whom they were working was attacked by primitive warriors from the Auca Indian tribe, and my friend’s husband was one of the men who was killed.The incident attracted international news coverage, and I vividly recall seeing a television interview with the father of the martyred young man. He was asked, If you could have kept your son from going to South America and being killed as a missionary, would you have done so?
I’ll never forget his answer. He shook his head and said, Would I rob my son of the martyr’s crown? Of course that father felt grief for his son’s death, but he expressed no bitterness or regret. He genuinely believed that his son would be blessed with a great reward in heaven because of the persecution he endured for the Lord (Revelation 2:10).I truly believe all those who lose loved ones in God’s work receive a special measure of divine comfort. I believe God might well speak to their hearts saying, I understand how you feel-I sent My Son into the world, and they crucified Him also.The psalmist declared, weeping may endure for a night, but joy cometh in the morning (Psalm 30:5).
My challenge to you
I encourage you to underscore Matthew 5:3-11 in your Bible and read those few verses often. Life itself is in that short passage. Let the Holy Spirit impress each phrase of the Beatitudes on your heart and stamp them indelibly in your mind.Remember, this kind of living is possible! Jesus would not have spoken these truths if they were not accessible for all of us! I believe that when you and I hide these words within our hearts and then open our mouths to speak, the Holy Spirit will give us the words that we should say. And when these utterances come forth from our mouths...

EPICENTER REACTS TO OBAMA VICTORY By Joel C. Rosenberg
(Washington, D.C., November 5, 2008) -- Congratulations to Sen. Obama. His victory last night was an historic moment, further evidence of how far Americans have come in moving beyond the racial divisions of the past. This is good, and should not be underestimated. It is now our solemn responsibility to pray faithfully and consistently for him, his wife, his family, and his advisor. We must pray for their safety, their wisdom, and their discernment. This is the right thing to do and honors the Lord. As the Apostle Paul teaches so clearly in I Timothy 2:1, I urge that entreaties, prayers and petitions and thanksgivings be made on behalf of all men, for kings and all who are in authority, so that we may lead a tranquil and quiet life in all godliness and dignity.We must also pray faithfully for the safety of our nation, for the peace of Jerusalem, and for the advancement of freedom and security throughout the world, and particularly in the Middle East. I am very concerned about what the next year to 18 months may hold. Vice President-elect Biden warned us that the world will test this young new president. We must therefore pray for peace while we prepare for war. I'm paying particular attention this morning to how people in the epicenter are reacting to Sen. Obama's victory. Leaders in Iran are thrilled since the likelihood of decisive U.S. action to stop Iran's nuclear weapons program has just dropped dramatically. Leaders in Iraq, by contrast, are trying not to be worried given that the likelihood of rapid withdrawal of U.S. forces has just increased dramatically.
Palestinians seem to be thrilled, since they seem Obama as pro-Palestinian and open to dividing Jerusalem and pressuring the Israelis to make further concessions of land for peace. Many Israelis feel quite unsettled this morning, concerned that they will be all alone in the Middle East as the U.S. begins to pack up and go home from Iraq. They are also concerned that Obama and his team do not appear to fully understand or appreciate the seriousness of the threat of Radical Islam. Sen. Obama told us during the campaign that Iran was a tiny country that did not pose much of a threat. Israelis are not convinced he will stand with them in a nuclear showdown with Tehran. A senior political strategist in Israel emailed me last night with this thought: "The State of Israel is now facing the most unfriendly American administration ever….Israel's will to live will be tested in ways that will not e pretty. Many of Obama's foreign policy team and Middle East advisors see Israel as the obstacle to peace. And we can not count on Jewish supporters of Obama to have any standing in setting policy in this administration. A new poll released yesterday also caught my attention: 46% of Israelis would have voted for McCain, while only 34% would have voted for Obama. That tells us something about the concern from Eilat to Haifa and from Tel Aviv to Jerusalem about losing a great friend of Israel and the Jewish people in President Bush to someone who has not indicated convincing support for Israel in the past. I know many of you are very worried about the direction of our country. I certainly understand this sentiment, but as I wrote yesterday, let us not lose heart. The Lord knew who would win. He allowed it to happen. He has a plan. He has a purpose. And now He is calling us to serve Him faithfully - to do whatever He tells us to do, to go wherever He tells us to go, to say whatever He tells us to say. Now is the time to draw close to Christ, to advance His kingdom, and prepare for His return. He is, after all, the King of kings and the Lord of lords. Now is certainly no time to forget, or to be discouraged.

The US elections are over ( thank goodness ) and Barak Obama is the clear winner. So CHANGE is definately coming to America and the rest of the world will be affected also. The people of America were given the choice and they voted for, and got the man they wanted to be their leader.

* He had the secular news media on his side right from the outset - He pretends to be a Christian while standing for many things that oppose the Word of God - YHVH & Allah are the same, Abortion, the division of Jerusalem, gay rights ....etc
* He appeals to those who are the enemies of God - many radical Muslim groups were in favour of him

Newsweek states, In country after country, polls show a record-high fascination with the outcome of the U.S. elections. end quote.Barack Obama is NOT the Anti-Christ as he does not qualify in some key points, however his election is an incredibly clear picture of how easy it will be for the real anti-Christ to delude the general population into thinking He is the Messiah. When the real Anti-Christ does show up on the world scene, he will have that same hypnotic appeal that will cause the great majority of people to be deluded into worshipping him as the Messiah. I believe this US election has been a preparation for the Anti-Christ to arise and be accepted by the Bible -ignorant multitudes.And consider this - the deluded secular population already dislikes Bible believing Christians now. Imagine how it will be for Christians when the Anti-Christ does arrive on the scene, we will have to stand against him and warn the world that he is not the Messiah but the false Messiah. Think of how they will react ! That is when we will see real persecution by the state and by the people. Not a pleasant thought, but that is what lies ahead.
So why did Obama win ? Why did the Lord not answer the prayer of multitudes of Christians ? I do not like anything about Obama and until last week I was very upset by the prospect of him being the president because of a number of reasons.

* His association with Rev Wright, Loius Farakan, Wllilam Ayers and other anti Israel / anti America individuals
* His very liberal attitude to what God calls SIN
* His two faced position concerning Israel
* I dont like it when Satan seems to get the victory
So I, along with every other God fearing Christian was actively opposed to an Obama victory and hoped that the birth certificate scandal would torpedo his chances. However as I was watching him deliver one of his speeches, I felt the Holy Spirit impress upon me what I wrote above about Obama being a perfect picture of the rise of the Anti-Christ, AND that maybe the Lord wanted to use Obama to fulfill His plans and purposes. For instance ...............
* To remove Israel's dependancy on the USA
* To bring His judgement on America
* To advance the coming of the lawless one
* To advance the climax of the clash of the kingdoms which, after the Great Tribulation is over, will see the Kingdom of God reigning on the Earth ( from Jerusalem )
Whether I am right or wrong in all of the above, one thing is for sure - America has made her choice and much of the Western world is rejoicing with the USA and looking forward to to Obama presidency. I will not be surprised if, like in the 7 year reign of the Anti-Christ, it all turns horribly bad along the way. But then it will be too late - no turning back the clocks on this one. Lets pray the Barak Obama will have a revelation of the Gospel and that He will make Yeshua his Messiah and Saviour & the same for his wife Michelle.I think the greatest lesson to be learnt for those who pray and intercede is to pray with the mind of the Lord, in sync with what HE is doing, not against it. We need to lay down what we want to see happen in this world, to allow God to do what He has already declared in His Word. Yes prayer changes things, but we cant change what is written in the word. We need to have a far more prophetic perspective than we currently have. Thats why we need to study the books of the Prophets and keep our eyes on Israel. Israel is the key to knowing where we are in God's plan; Israel is the key to revival; Israel is the key to the return of Yeshua; Israel is the key to your blessings;

MOSCOW (AFP) - More than 20 people were killed and another 20 injured when a fire extinguishing system was inadvertently activated aboard a Russian nuclear submarine in the Pacific Ocean, the Russian navy said Sunday.During sea trials of a nuclear-powered submarine of the Pacific Fleet the firefighting system went off unsanctioned, killing over 20 people, including servicemen and workers, said Captain Igor Dygalo, the navy's spokesman.Dygalo told AFP that President Dmitry Medvedev was being kept informed about the situation by Defence Minister Anatoly Serdyukov and had already ordered a full and meticulous investigation of the incident.The incident recalled the 2000 Kursk disaster, when 118 crewmen died when their nuclear submarine sank after an onboard explosion in the Barents Sea.The Kremlin was harshly criticised at home and abroad for its sluggish and secretive response to the Kursk disaster, but seemed to be moving quickly to avoid a repetition this time.Dygalo said Medvedev had also ordered the defence ministry to provide all possible aid and support to the victims' families.The accident did not apparently affect the submarine's nuclear reactor. The submarine is not damaged, its reactor works as normal, and background radiation levels are normal, Dygalo stated.The submarine was carrying out sea trials when the accident occurred and the stricken vessel was ordered to put in to a port on Russia's far east coast temporarily, he added.The spokesman did not say exactly where the incident occurred or specify which port the submarine would return to.Twenty-one people with varying degrees of injuries were evacuated from the submarine, Dygalo said.A total of 208 people were aboard the submarine when the accident happened, but of those only 81 were servicemen while the others were naval technicians and specialists.Fire suppression systems on submarines are relatively sophisticated and may rely on chemical liquids. It was unclear however how the accidental activation of the system on the Russian sub resulted in the deaths and injuries.The submarine, accompanied by the destroyer Admiral Tributs and a rescue ship, the Sayani, was steaming towards a Russian Pacific Ocean port for temporary basing, Dygalo said.Since the Kursk disaster in August 2000, Russia has seen a string of accidents and mishaps with its naval submarines.
Nine sailors died aboard a K-159 submarine when it sank in the Barents Sea in August 2003 while being towed to port for decommissioning. Only one of the seamen on board was rescued alive.In 2005, a mini-submarine of the Pacific Fleet got snared in a fishing net, leaving the crew trapped underwater with dwindling oxygen supplies.A British rescue team using a high-tech mini-submarine managed to extract the Russian vessel and there was no loss of life.

WASHINGTON - On Wednesday, August 24th, U.S. Senator Barack Obama (D-IL) will begin a trip to visit nuclear and biological weapons destruction sites in Russia, Ukraine, Azerbaijan with Senate Foreign Relations Committee Chairman Richard Lugar (R-IN). They will also meet with top political and military officials in each of these countries. The trip includes a strop in England and a meeting with British Prime Minister Tony Blair.In 1991, Senator Lugar (R-IN) and former Senator Sam Nunn (D-GA) authored the Nunn-Lugar Act, which established the Cooperative Threat Reduction (CTR) Program. This program has provided U.S. funding and expertise to help the former Soviet Union safeguard and dismantle its enormous stockpiles of nuclear, chemical and biological weapons, related materials, and delivery systems. Since the law was passed, the program has deactivated or destroyed: 6,760 nuclear warheads; 587 ICBMs; 483 ICBM silos; 32 ICBM mobile missile launchers; 150 bombers; 789 nuclear air-to-surface missiles; 436 submarine missile launchers; 549 submarine launched missiles; 28 nuclear submarines; and 194 nuclear test tunnels. Obama and Lugar will be reviewing the status of current CTR programs as well as looking for opportunities to expand the scope and reach of this highly effective program.

WASHINGTON — To the extent that he focused on Russia at all, Barack Obama’s attention was concentrated primarily on the need to keep Soviet nuclear weapons stockpiles out of the hands of terrorists. But now, President Dmitri A. Medvedev of Russia has thrown down a gauntlet intended to demonstrate to the American president-elect that the post-cold war era may not be so post after all.On Wednesday, while leaders around the world were falling over themselves to hail Mr. Obama’s election, Mr. Medvedev delivered a harsh welcome-to-the-new-cold-war speech in Moscow. He never mentioned Mr. Obama by name, but Mr. Medvedev said he would deploy short-range missiles near Poland capable of striking NATO territory if the United States pressed ahead with plans to build a missile defense shield in Europe, something that Mr. Obama has said he supports.Mr. Medvedev put Mr. Obama on notice on the Georgia crisis as well, vowing that we shall not retreat in the Caucasus.Even his one-paragraph congratulatory telegram to Mr. Obama was brusque. I hope for a constructive dialogue with you, based on trust and consideration of each other’s interests, Mr. Medvedev wrote.It was a giant, Hey, welcome to the game, said George Friedman, chief executive at Stratfor, a geopolitical risk analysis company. While Obama would like to deal sequentially with Iraq, Afghanistan and, when he gets to it, the Russians, the Russians themselves want to be a burning issue at the top of his list.

The reasons are twofold.

More significantly, Mr. Obama himself is still making the transition from campaign oratory — and in the case of Russia, very strong campaign oratory — to the more nuanced approach that many advisers say will be necessary for him to navigate what are bound to be contentious relationships.But some of his comments during the campaign may already have boxed him in. When Russia invaded Georgia in August, Mr. Obama’s initial response, drafted just before he left for vacation in Hawaii, was nuanced, urging both nations to exercise restraint. His statement was similar to the State Department’s initial, equally nuanced response, which also did not immediately blame Russia.The Republicans’ presumptive nominee, Senator John McCain, responded with a hard-line approach, saying that Russia had crossed an internationally recognized border into the sovereign territory of Georgia and should unconditionally cease its military operations and withdraw all forces.When the McCain camp criticized Mr. Obama’s response as too measured, Mr. Obama hardened his position. His next statement accused Russia of encroaching on Georgia’s sovereignty. The next day, he said that Russia bore responsibility for the escalation.By the time of the presidential debates in the fall, Mr. Obama had moved even closer to Mr. McCain on Russia and Georgia, voicing support for Georgia’s entry into NATO, a line in the sand that Russia had dared the West to cross. Stephen Sestanovich, who was President Clinton’s ambassador at large for the former Soviet Union from 1997 to 2001, said that Mr. Obama’s election may have caused some disquiet in Russia. This is a leadership that is not super-comfortable with grass-roots politics, Mr. Sestanovich, a senior fellow with the Council on Foreign Relations who advised the Obama campaign, said of the Russians. I had a Russian friend e-mail me right afterwards, a short e-mail, and one of the one-word sentences used was envy. So that’s how a real democracy works.Mr. Obama has options to distance himself from his hawkish remarks on Russia during the campaign, foreign policy experts said. For one thing, while he can continue to support the idea of Georgia becoming part of NATO, the reality is that for now the Europeans will not go along.
Beyond that, Mr. Obama could try to strike more benign agreements that Russians might find soothing, like pushing again for Russia’s entry into the World Trade Organization and working with Moscow toward a way out of the missile defense morass. One possibility would be to offer to delay deployment of a missile shield in Poland until an Iranian nuclear threat — which Washington says is its reason for existing — has actually materialized, instead of doing so immediately.The Bush administration might even lend a hand; it offered several new proposals to the Russians on Friday, including an offer for Russian military officials to inspect the new installations planned in Poland and the Czech Republic for the new missile defense system.What Mr. Obama will not be able to do, foreign policy experts said, is cede the former Soviet republics and satellites in Eastern Europe back into the orbit of what the Russians like to call their near abroad. Jean, chief executive officer of the L.A. Gay & Lesbian Center, was at yesterday's massive demonstration, which swarmed the Mormon temple with an angry mob of an estimated 2,000 protesters.It is a travesty that the Mormon church bought this election and used a campaign of lies and deception to manipulate voters in the great state of California, Jean told the crowd, according to KTTV-TV in Los Angeles. Today we will send a message to (LDS) President Monson that we will not tolerate being stripped of our equal rights in the name of religious bigotry.Jeff Flint, strategist for Yes on 8, however, told the Times, I am appalled at the level of Mormon-bashing that went on during the Proposition 8 campaign and continues to this day.

2 And he lift up his eyes and looked, and, lo, three men stood by him: and when he saw them, he ran to meet them from the tent door, and bowed himself toward the ground,
3 And said, My Lord, if now I have found favour in thy sight, pass not away, I pray thee, from thy servant:
4 Let a little water, I pray you, be fetched, and wash your feet, and rest yourselves under the tree:
5 And I will fetch a morsel of bread, and comfort ye your hearts; after that ye shall pass on: for therefore are ye come to your servant. And they said, So do, as thou hast said.

12 Therefore Sarah laughed within herself, saying, After I am waxed old shall I have pleasure, my lord being old also?
13 And the LORD said unto Abraham, Wherefore did Sarah laugh, saying, Shall I of a surety bear a child, which am old?
14 Is any thing too hard for the LORD? At the time appointed I will return unto thee, according to the time of life, and Sarah shall have a son.
15 Then Sarah denied, saying, I laughed not; for she was afraid. And he said, Nay; but thou didst laugh.
16 And the men rose up from thence, and looked toward Sodom: and Abraham went with them to bring them on the way.
17 And the LORD said, Shall I hide from Abraham that thing which I do;

19 For I know him, that he will command his children and his household after him, and they shall keep the way of the LORD, to do justice and judgment; that the LORD may bring upon Abraham that which he hath spoken of him.

21 I will go down now, and see whether they have done altogether according to the cry of it, which is come unto me; and if not, I will know.

23 And Abraham drew near, and said, Wilt thou also destroy the righteous with the wicked?
24 Peradventure there be fifty righteous within the city: wilt thou also destroy and not spare the place for the fifty righteous that are therein?
25 That be far from thee to do after this manner, to slay the righteous with the wicked: and that the righteous should be as the wicked, that be far from thee: Shall not the Judge of all the earth do right?
26 And the LORD said, If I find in Sodom fifty righteous within the city, then I will spare all the place for their sakes.
27 And Abraham answered and said, Behold now, I have taken upon me to speak unto the Lord, which am but dust and ashes:
28 Peradventure there shall lack five of the fifty righteous: wilt thou destroy all the city for lack of five? And he said, If I find there forty and five, I will not destroy it.
29 And he spake unto him yet again, and said, Peradventure there shall be forty found there. And he said, I will not do it for forty's sake.
30 And he said unto him, Oh let not the Lord be angry, and I will speak: Peradventure there shall thirty be found there. And he said, I will not do it, if I find thirty there.
31 And he said, Behold now, I have taken upon me to speak unto the Lord: Peradventure there shall be twenty found there. And he said, I will not destroy it for twenty's sake.
32 And he said, Oh let not the Lord be angry, and I will speak yet but this once: Peradventure ten shall be found there. And he said, I will not destroy it for ten's sake.
33 And the LORD went his way, as soon as he had left communing with Abraham: and Abraham returned unto his place.

9 And they said, Stand back. And they said again, This one fellow came in to sojourn, and he will needs be a judge: now will we deal worse with thee, than with them. And they pressed sore upon the man, even Lot, and came near to break the door.
10 But the men put forth their hand, and pulled Lot into the house to them, and shut to the door.
11 And they smote the men that were at the door of the house with blindness, both small and great: so that they wearied themselves to find the door.
12 And the men said unto Lot, Hast thou here any besides? son in law, and thy sons, and thy daughters, and whatsoever thou hast in the city, bring them out of this place:
13 For we will destroy this place, because the cry of them is waxen great before the face of the LORD; and the LORD hath sent us to destroy it.
14 And Lot went out, and spake unto his sons in law, which married his daughters, and said, Up, get you out of this place; for the LORD will destroy this city. But he seemed as one that mocked unto his sons in law.
15 And when the morning arose, then the angels hastened Lot, saying, Arise, take thy wife, and thy two daughters, which are here; lest thou be consumed in the iniquity of the city.
16 And while he lingered, the men laid hold upon his hand, and upon the hand of his wife, and upon the hand of his two daughters; the LORD being merciful unto him: and they brought him forth, and set him without the city.
17 And it came to pass, when they had brought them forth abroad, that he said, Escape for thy life; look not behind thee, neither stay thou in all the plain; escape to the mountain, lest thou be consumed.
18 And Lot said unto them, Oh, not so, my Lord:
19 Behold now, thy servant hath found grace in thy sight, and thou hast magnified thy mercy, which thou hast shewed unto me in saving my life; and I cannot escape to the mountain, lest some evil take me, and I die:
20 Behold now, this city is near to flee unto, and it is a little one: Oh, let me escape thither, (is it not a little one?) and my soul shall live.
21 And he said unto him, See, I have accepted thee concerning this thing also, that I will not overthrow this city, for the which thou hast spoken.
22 Haste thee, escape thither; for I cannot do any thing till thou be come thither. Therefore the name of the city was called Zoar.
23 The sun was risen upon the earth when Lot entered into Zoar.
24 Then the LORD rained upon Sodom and upon Gomorrah brimstone and fire from the LORD out of heaven;
25 And he overthrew those cities, and all the plain, and all the inhabitants of the cities, and that which grew upon the ground.
26 But his wife looked back from behind him, and she became a pillar of salt.
27 And Abraham gat up early in the morning to the place where he stood before the LORD:
28 And he looked toward Sodom and Gomorrah, and toward all the land of the plain, and beheld, and, lo, the smoke of the country went up as the smoke of a furnace.
29 And it came to pass, when God destroyed the cities of the plain, that God remembered Abraham, and sent Lot out of the midst of the overthrow, when he overthrew the cities in the which Lot dwelt.
30 And Lot went up out of Zoar, and dwelt in the mountain, and his two daughters with him; for he feared to dwell in Zoar: and he dwelt in a cave, he and his two daughters.
31 And the firstborn said unto the younger, Our father is old, and there is not a man in the earth to come in unto us after the manner of all the earth:
32 Come, let us make our father drink wine, and we will lie with him, that we may preserve seed of our father.

9 Then Abimelech called Abraham, and said unto him, What hast thou done unto us? and what have I offended thee, that thou hast brought on me and on my kingdom a great sin? thou hast done deeds unto me that ought not to be done.
10 And Abimelech said unto Abraham, What sawest thou, that thou hast done this thing?
11 And Abraham said, Because I thought, Surely the fear of God is not in this place; and they will slay me for my wife's sake.
12 And yet indeed she is my sister; she is the daughter of my father, but not the daughter of my mother; and she became my wife.
13 And it came to pass, when God caused me to wander from my father's house, that I said unto her, This is thy kindness which thou shalt shew unto me; at every place whither we shall come, say of me, He is my brother.
14 And Abimelech took sheep, and oxen, and menservants, and womenservants, and gave them unto Abraham, and restored him Sarah his wife.
15 And Abimelech said, Behold, my land is before thee: dwell where it pleaseth thee.
16 And unto Sarah he said, Behold, I have given thy brother a thousand pieces of silver: behold, he is to thee a covering of the eyes, unto all that are with thee, and with all other: thus she was reproved.
17 So Abraham prayed unto God: and God healed Abimelech, and his wife, and his maidservants; and they bare children.
18 For the LORD had fast closed up all the wombs of the house of Abimelech, because of Sarah Abraham's wife.
GENESIS 21:1-34
1 And the LORD visited Sarah as he had said, and the LORD did unto Sarah as he had spoken.
2 For Sarah conceived, and bare Abraham a son in his old age, at the set time of which God had spoken to him.
3 And Abraham called the name of his son that was born unto him, whom Sarah bare to him, Isaac.
4 And Abraham circumcised his son Isaac being eight days old, as God had commanded him.
5 And Abraham was an hundred years old, when his son Isaac was born unto him.
6 And Sarah said, God hath made me to laugh, so that all that hear will laugh with me.

10 Wherefore she said unto Abraham, Cast out this bondwoman and her son: for the son of this bondwoman shall not be heir with my son, even with Isaac.
11 And the thing was very grievous in Abraham's sight because of his son.
12 And God said unto Abraham, Let it not be grievous in thy sight because of the lad, and because of thy bondwoman; in all that Sarah hath said unto thee, hearken unto her voice; for in Isaac shall thy seed be called.
13 And also of the son of the bondwoman will I make a nation, because he is thy seed.
14 And Abraham rose up early in the morning, and took bread, and a bottle of water, and gave it unto Hagar, putting it on her shoulder, and the child, and sent her away: and she departed, and wandered in the wilderness of Beersheba.
15 And the water was spent in the bottle, and she cast the child under one of the shrubs.
16 And she went, and sat her down over against him a good way off, as it were a bowshot: for she said, Let me not see the death of the child. And she sat over against him, and lift up her voice, and wept.
17 And God heard the voice of the lad; and the angel of God called to Hagar out of heaven, and said unto her, What aileth thee, Hagar? fear not; for God hath heard the voice of the lad where he is.
18 Arise, lift up the lad, and hold him in thine hand; for I will make him a great nation.
19 And God opened her eyes, and she saw a well of water; and she went, and filled the bottle with water, and gave the lad drink.
20 And God was with the lad; and he grew, and dwelt in the wilderness, and became an archer.
21 And he dwelt in the wilderness of Paran: and his mother took him a wife out of the land of Egypt.
22 And it came to pass at that time, that Abimelech and Phichol the chief captain of his host spake unto Abraham, saying, God is with thee in all that thou doest:
23 Now therefore swear unto me here by God that thou wilt not deal falsely with me, nor with my son, nor with my son's son: but according to the kindness that I have done unto thee, thou shalt do unto me, and to the land wherein thou hast sojourned.
24 And Abraham said, I will swear.
25 And Abraham reproved Abimelech because of a well of water, which Abimelech's servants had violently taken away.
26 And Abimelech said, I wot not who hath done this thing: neither didst thou tell me, neither yet heard I of it, but to day.
27 And Abraham took sheep and oxen, and gave them unto Abimelech; and both of them made a covenant.
28 And Abraham set seven ewe lambs of the flock by themselves.
29 And Abimelech said unto Abraham, What mean these seven ewe lambs which thou hast set by themselves?
30 And he said, For these seven ewe lambs shalt thou take of my hand, that they may be a witness unto me, that I have digged this well.
31 Wherefore he called that place Beersheba; because there they sware both of them.
32 Thus they made a covenant at Beersheba: then Abimelech rose up, and Phichol the chief captain of his host, and they returned into the land of the Philistines.
33 And Abraham planted a grove in Beersheba, and called there on the name of the LORD, the everlasting God.
34 And Abraham sojourned in the Philistines' land many days.
GENESIS 22:1-24
1 And it came to pass after these things, that God did tempt Abraham, and said unto him, Abraham: and he said, Behold, here I am.
2 And he said, Take now thy son, thine only son Isaac, whom thou lovest, and get thee into the land of Moriah; and offer him there for a burnt offering upon one of the mountains which I will tell thee of.
3 And Abraham rose up early in the morning, and saddled his ass, and took two of his young men with him, and Isaac his son, and clave the wood for the burnt offering, and rose up, and went unto the place of which God had told him.
4 Then on the third day Abraham lifted up his eyes, and saw the place afar off.
5 And Abraham said unto his young men, Abide ye here with the ass; and I and the lad will go yonder and worship, and come again to you.
6 And Abraham took the wood of the burnt offering, and laid it upon Isaac his son; and he took the fire in his hand, and a knife; and they went both of them together.
7 And Isaac spake unto Abraham his father, and said, My father: and he said, Here am I, my son. And he said, Behold the fire and the wood: but where is the lamb for a burnt offering?
8 And Abraham said, My son, God will provide himself a lamb for a burnt offering: so they went both of them together.
9 And they came to the place which God had told him of; and Abraham built an altar there, and laid the wood in order, and bound Isaac his son, and laid him on the altar upon the wood.
10 And Abraham stretched forth his hand, and took the knife to slay his son.
11 And the angel of the LORD called unto him out of heaven, and said, Abraham, Abraham: and he said, Here am I.
12 And he said, Lay not thine hand upon the lad, neither do thou any thing unto him: for now I know that thou fearest God, seeing thou hast not withheld thy son, thine only son from me.
13 And Abraham lifted up his eyes, and looked, and behold behind him a ram caught in a thicket by his horns: and Abraham went and took the ram, and offered him up for a burnt offering in the stead of his son.
14 And Abraham called the name of that place Jehovahjireh: as it is said to this day, In the mount of the LORD it shall be seen.
15 And the angel of the LORD called unto Abraham out of heaven the second time,
16 And said, By myself have I sworn, saith the LORD, for because thou hast done this thing, and hast not withheld thy son, thine only son:
17 That in blessing I will bless thee, and in multiplying I will multiply thy seed as the stars of the heaven, and as the sand which is upon the sea shore; and thy seed shall possess the gate of his enemies;
18 And in thy seed shall all the nations of the earth be blessed; because thou hast obeyed my voice.
19 So Abraham returned unto his young men, and they rose up and went together to Beersheba; and Abraham dwelt at Beersheba.
20 And it came to pass after these things, that it was told Abraham, saying, Behold, Milcah, she hath also born children unto thy brother Nahor;
21 Huz his firstborn, and Buz his brother, and Kemuel the father of Aram,
22 And Chesed, and Hazo, and Pildash, and Jidlaph, and Bethuel.
23 And Bethuel begat Rebekah: these eight Milcah did bear to Nahor, Abraham's brother.
24 And his concubine, whose name was Reumah, she bare also Tebah, and Gaham, and Thahash, and Maachah.

2 KINGS 4:1-37
1 Now there cried a certain woman of the wives of the sons of the prophets unto Elisha, saying, Thy servant my husband is dead; and thou knowest that thy servant did fear the LORD: and the creditor is come to take unto him my two sons to be bondmen.
2 And Elisha said unto her, What shall I do for thee? tell me, what hast thou in the house? And she said, Thine handmaid hath not any thing in the house, save a pot of oil.
3 Then he said, Go, borrow thee vessels abroad of all thy neighbours, even empty vessels; borrow not a few.
4 And when thou art come in, thou shalt shut the door upon thee and upon thy sons, and shalt pour out into all those vessels, and thou shalt set aside that which is full.
5 So she went from him, and shut the door upon her and upon her sons, who brought the vessels to her; and she poured out.
6 And it came to pass, when the vessels were full, that she said unto her son, Bring me yet a vessel. And he said unto her, There is not a vessel more. And the oil stayed.
7 Then she came and told the man of God. And he said, Go, sell the oil, and pay thy debt, and live thou and thy children of the rest.
8 And it fell on a day, that Elisha passed to Shunem, where was a great woman; and she constrained him to eat bread. And so it was, that as oft as he passed by, he turned in thither to eat bread.
9 And she said unto her husband, Behold now, I perceive that this is an holy man of God, which passeth by us continually.
10 Let us make a little chamber, I pray thee, on the wall; and let us set for him there a bed, and a table, and a stool, and a candlestick: and it shall be, when he cometh to us, that he shall turn in thither.
11 And it fell on a day, that he came thither, and he turned into the chamber, and lay there.
12 And he said to Gehazi his servant, Call this Shunammite. And when he had called her, she stood before him.
13 And he said unto him, Say now unto her, Behold, thou hast been careful for us with all this care; what is to be done for thee? wouldest thou be spoken for to the king, or to the captain of the host? And she answered, I dwell among mine own people.
14 And he said, What then is to be done for her? And Gehazi answered, Verily she hath no child, and her husband is old.
15 And he said, Call her. And when he had called her, she stood in the door.
16 And he said, About this season, according to the time of life, thou shalt embrace a son. And she said, Nay, my lord, thou man of God, do not lie unto thine handmaid.
17 And the woman conceived, and bare a son at that season that Elisha had said unto her, according to the time of life.
18 And when the child was grown, it fell on a day, that he went out to his father to the reapers.
19 And he said unto his father, My head, my head. And he said to a lad, Carry him to his mother.
20 And when he had taken him, and brought him to his mother, he sat on her knees till noon, and then died.
21 And she went up, and laid him on the bed of the man of God, and shut the door upon him, and went out.
22 And she called unto her husband, and said, Send me, I pray thee, one of the young men, and one of the asses, that I may run to the man of God, and come again.
23 And he said, Wherefore wilt thou go to him to day? it is neither new moon, nor sabbath. And she said, It shall be well.
24 Then she saddled an ass, and said to her servant, Drive, and go forward; slack not thy riding for me, except I bid thee.
25 So she went and came unto the man of God to mount Carmel. And it came to pass, when the man of God saw her afar off, that he said to Gehazi his servant, Behold, yonder is that Shunammite:
26 Run now, I pray thee, to meet her, and say unto her, Is it well with thee? is it well with thy husband? is it well with the child? And she answered, It is well.
27 And when she came to the man of God to the hill, she caught him by the feet: but Gehazi came near to thrust her away. And the man of God said, Let her alone; for her soul is vexed within her: and the LORD hath hid it from me, and hath not told me.
28 Then she said, Did I desire a son of my lord? did I not say, Do not deceive me?
29 Then he said to Gehazi, Gird up thy loins, and take my staff in thine hand, and go thy way: if thou meet any man, salute him not; and if any salute thee, answer him not again: and lay my staff upon the face of the child.
30 And the mother of the child said, As the LORD liveth, and as thy soul liveth, I will not leave thee. And he arose, and followed her.
31 And Gehazi passed on before them, and laid the staff upon the face of the child; but there was neither voice, nor hearing. Wherefore he went again to meet him, and told him, saying, The child is not awaked.
32 And when Elisha was come into the house, behold, the child was dead, and laid upon his bed.
33 He went in therefore, and shut the door upon them twain, and prayed unto the LORD.
34 And he went up, and lay upon the child, and put his mouth upon his mouth, and his eyes upon his eyes, and his hands upon his hands: and he stretched himself upon the child; and the flesh of the child waxed warm.
35 Then he returned, and walked in the house to and fro; and went up, and stretched himself upon him: and the child sneezed seven times, and the child opened his eyes.
36 And he called Gehazi, and said, Call this Shunammite. So he called her. And when she was come in unto him, he said, Take up thy son.
37 Then she went in, and fell at his feet, and bowed herself to the ground, and took up her son, and went out.

26 And as it was in the days of Noe, so shall it be also in the days of the Son of man.

37 And they answered and said unto him, Where, Lord? And he said unto them, Wheresoever the body is, thither will the eagles be gathered together.
ROMANS 9:6-9
6 Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel:
7 Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.
8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
9 For this is the word of promise, At this time will I come, and Sara shall have a son.
GALATIONS 4:21-31
21 Tell me, ye that desire to be under the law, do ye not hear the law?
22 For it is written, that Abraham had two sons, the one by a bondmaid, the other by a freewoman.
23 But he who was of the bondwoman was born after the flesh; but he of the freewoman was by promise.
24 Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.
25 For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children.
26 But Jerusalem which is above is free, which is the mother of us all.
27 For it is written, Rejoice, thou barren that bearest not; break forth and cry, thou that travailest not: for the desolate hath many more children than she which hath an husband.
28 Now we, brethren, as Isaac was, are the children of promise.
29 But as then he that was born after the flesh persecuted him that was born after the Spirit, even so it is now.
30 Nevertheless what saith the scripture? Cast out the bondwoman and her son: for the son of the bondwoman shall not be heir with the son of the freewoman.
31 So then, brethren, we are not children of the bondwoman, but of the free.
HEBREWS 6:13-20
13 For when God made promise to Abraham, because he could swear by no greater, he sware by himself,
14 Saying, Surely blessing I will bless thee, and multiplying I will multiply thee.
15 And so, after he had patiently endured, he obtained the promise.
16 For men verily swear by the greater: and an oath for confirmation is to them an end of all strife.
17 Wherein God, willing more abundantly to shew unto the heirs of promise the immutability of his counsel, confirmed it by an oath:
18 That by two immutable things, in which it was impossible for God to lie, we might have a strong consolation, who have fled for refuge to lay hold upon the hope set before us:
19 Which hope we have as an anchor of the soul, both sure and stedfast, and which entereth into that within the veil;

HEBREWS 11:13-19
13 These all died in faith, not having received the promises, but having seen them afar off, and were persuaded of them, and embraced them, and confessed that they were strangers and pilgrims on the earth.

15 And truly, if they had been mindful of that country from whence they came out, they might have had opportunity to have returned.

JAMES 2:14-24
14 What doth it profit, my brethren, though a man say he hath faith, and have not works? can faith save him?
15 If a brother or sister be naked, and destitute of daily food,
16 And one of you say unto them, Depart in peace, be ye warmed and filled; notwithstanding ye give them not those things which are needful to the body; what doth it profit?
17 Even so faith, if it hath not works, is dead, being alone.
18 Yea, a man may say, Thou hast faith, and I have works: shew me thy faith without thy works, and I will shew thee my faith by my works.
19 Thou believest that there is one God; thou doest well: the devils also believe, and tremble.
20 But wilt thou know, O vain man, that faith without works is dead?
21 Was not Abraham our father justified by works, when he had offered Isaac his son upon the altar?
22 Seest thou how faith wrought with his works, and by works was faith made perfect?
23 And the scripture was fulfilled which saith, Abraham believed God, and it was imputed unto him for righteousness: and he was called the Friend of God.
24 Ye see then how that by works a man is justified, and not by faith only.
2 PETER 2:4-10
4 For if God spared not the angels that sinned, but cast them down to hell, and delivered them into chains of darkness, to be reserved unto judgment;
5 And spared not the old world, but saved Noah the eighth person, a preacher of righteousness, bringing in the flood upon the world of the ungodly;
6 And turning the cities of Sodom and Gomorrha into ashes condemned them with an overthrow, making them an ensample unto those that after should live ungodly;
7 And delivered just Lot, vexed with the filthy conversation of the wicked:
8 (For that righteous man dwelling among them, in seeing and hearing, vexed his righteous soul from day to day with their unlawful deeds;)
9 The Lord knoweth how to deliver the godly out of temptations, and to reserve the unjust unto the day of judgment to be punished:
10 But chiefly them that walk after the flesh in the lust of uncleanness, and despise government. Presumptuous are they, selfwilled, they are not afraid to speak evil of dignities.

10 And he said, I will certainly return unto thee according to the time of life; and, lo, Sarah thy wife shall have a son. And Sarah heard it in the tent door, which was behind him.
11 Now Abraham and Sarah were old and well stricken in age; and it ceased to be with Sarah after the manner of women.
12 Therefore Sarah laughed within herself, saying, After I am waxed old shall I have pleasure, my lord being old also?
13 And the LORD said unto Abraham, Wherefore did Sarah laugh, saying, Shall I of a surety bear a child, which am old?
14 Is any thing too hard for the LORD? At the time appointed I will return unto thee, according to the time of life, and Sarah shall have a son.
15 Then Sarah denied, saying, I laughed not; for she was afraid. And he said, Nay; but thou didst laugh.
16 And the men rose up from thence, and looked toward Sodom: and Abraham went with them to bring them on the way.
17 And the LORD said, Shall I hide from Abraham that thing which I do;
18 Seeing that Abraham shall surely become a great and mighty nation, and all the nations of the earth shall be blessed in him?
19 For I know him, that he will command his children and his household after him, and they shall keep the way of the LORD, to do justice and judgment; that the LORD may bring upon Abraham that which he hath spoken of him.
20 And the LORD said, Because the cry of Sodom and Gomorrah is great, and because their sin is very grievous;
21 I will go down now, and see whether they have done altogether according to the cry of it, which is come unto me; and if not, I will know.
22 And the men turned their faces from thence, and went toward Sodom: but Abraham stood yet before the LORD.
23 And Abraham drew near, and said, Wilt thou also destroy the righteous with the wicked?
24 Peradventure there be fifty righteous within the city: wilt thou also destroy and not spare the place for the fifty righteous that are therein?
25 That be far from thee to do after this manner, to slay the righteous with the wicked: and that the righteous should be as the wicked, that be far from thee: Shall not the Judge of all the earth do right?
26 And the LORD said, If I find in Sodom fifty righteous within the city, then I will spare all the place for their sakes.
27 And Abraham answered and said, Behold now, I have taken upon me to speak unto the Lord, which am but dust and ashes:
28 Peradventure there shall lack five of the fifty righteous: wilt thou destroy all the city for lack of five? And he said, If I find there forty and five, I will not destroy it.
29 And he spake unto him yet again, and said, Peradventure there shall be forty found there. And he said, I will not do it for forty's sake.
30 And he said unto him, Oh let not the Lord be angry, and I will speak: Peradventure there shall thirty be found there. And he said, I will not do it, if I find thirty there.
31 And he said, Behold now, I have taken upon me to speak unto the Lord: Peradventure there shall be twenty found there. And he said, I will not destroy it for twenty's sake.
32 And he said, Oh let not the Lord be angry, and I will speak yet but this once: Peradventure ten shall be found there. And he said, I will not destroy it for ten's sake.
33 And the LORD went his way, as soon as he had left communing with Abraham: and Abraham returned unto his place.

9 And they said, Stand back. And they said again, This one fellow came in to sojourn, and he will needs be a judge: now will we deal worse with thee, than with them. And they pressed sore upon the man, even Lot, and came near to break the door.

11 And they smote the men that were at the door of the house with blindness, both small and great: so that they wearied themselves to find the door.
12 And the men said unto Lot, Hast thou here any besides? son in law, and thy sons, and thy daughters, and whatsoever thou hast in the city, bring them out of this place:
13 For we will destroy this place, because the cry of them is waxen great before the face of the LORD; and the LORD hath sent us to destroy it.
14 And Lot went out, and spake unto his sons in law, which married his daughters, and said, Up, get you out of this place; for the LORD will destroy this city. But he seemed as one that mocked unto his sons in law.
15 And when the morning arose, then the angels hastened Lot, saying, Arise, take thy wife, and thy two daughters, which are here; lest thou be consumed in the iniquity of the city.
16 And while he lingered, the men laid hold upon his hand, and upon the hand of his wife, and upon the hand of his two daughters; the LORD being merciful unto him: and they brought him forth, and set him without the city.
17 And it came to pass, when they had brought them forth abroad, that he said, Escape for thy life; look not behind thee, neither stay thou in all the plain; escape to the mountain, lest thou be consumed.
18 And Lot said unto them, Oh, not so, my Lord:
19 Behold now, thy servant hath found grace in thy sight, and thou hast magnified thy mercy, which thou hast shewed unto me in saving my life; and I cannot escape to the mountain, lest some evil take me, and I die:
20 Behold now, this city is near to flee unto, and it is a little one: Oh, let me escape thither, (is it not a little one?) and my soul shall live.
21 And he said unto him, See, I have accepted thee concerning this thing also, that I will not overthrow this city, for the which thou hast spoken.
22 Haste thee, escape thither; for I cannot do any thing till thou be come thither. Therefore the name of the city was called Zoar.
23 The sun was risen upon the earth when Lot entered into Zoar.
24 Then the LORD rained upon Sodom and upon Gomorrah brimstone and fire from the LORD out of heaven;
25 And he overthrew those cities, and all the plain, and all the inhabitants of the cities, and that which grew upon the ground.
26 But his wife looked back from behind him, and she became a pillar of salt.
27 And Abraham gat up early in the morning to the place where he stood before the LORD:
28 And he looked toward Sodom and Gomorrah, and toward all the land of the plain, and beheld, and, lo, the smoke of the country went up as the smoke of a furnace.
29 And it came to pass, when God destroyed the cities of the plain, that God remembered Abraham, and sent Lot out of the midst of the overthrow, when he overthrew the cities in the which Lot dwelt.
30 And Lot went up out of Zoar, and dwelt in the mountain, and his two daughters with him; for he feared to dwell in Zoar: and he dwelt in a cave, he and his two daughters.
31 And the firstborn said unto the younger, Our father is old, and there is not a man in the earth to come in unto us after the manner of all the earth:
32 Come, let us make our father drink wine, and we will lie with him, that we may preserve seed of our father.
33 And they made their father drink wine that night: and the firstborn went in, and lay with her father; and he perceived not when she lay down, nor when she arose.
34 And it came to pass on the morrow, that the firstborn said unto the younger, Behold, I lay yesternight with my father: let us make him drink wine this night also; and go thou in, and lie with him, that we may preserve seed of our father.
35 And they made their father drink wine that night also: and the younger arose, and lay with him; and he perceived not when she lay down, nor when she arose.

28 And Abraham set seven ewe lambs of the flock by themselves.

MARSEILLE, France (AP) Countries bordering the Mediterranean edged closer to establishing their Euro-Med Union on Tuesday by finessing an Israeli-Arab dispute over the role of the Arab League.The union — a pet project of French President Nicolas Sarkozy that is more ambitious in symbolism than content — is envisaged primarily as a forum for cooperation and dialogue. Unlike the similarly named European Union, the 43 countries from Europe, the Middle East and North Africa probably will not have open borders, common regulations or truly interlocked economies.Still, the group is important to the participants as a bridge between Europe and its poorer neighbors.French Foreign Minister Bernard Kouchner, the host, declared the two-day meeting a success even though thorny issues, like the naming of a secretary-general, remained unresolved.People said this wasn't going to be a success. It has been, Kouchner said.Under the agreement, the 22-member Arab league will participate in the new union as an observer but will not have voting rights, a condition sought by Israel. Israel and the Palestinian Authority will each hold deputy secretary general posts, giving them a stake in the success of the venture.
For a Europe that fears unchecked immigration from Africa and hostility from the Muslim world, the new organization is an important outreach program. The institutional structures of the Barcelona Process: Union for the Mediterranean, its work programme for 2009, the fields of cooperation to be pursued in 2009 and the state of progress in the implementation of projects listed in the Annex to the Paris Declaration, are the four issues addressed in the 28-page Final Declaration adopted by the Euro-Med Foreign Ministers at their meeting in Marseilles.The Ministers propose that as from the Marseille meeting (3-4 November) the Barcelona Process: Union for the Mediterranean should be called Union for the Mediterranean and decided that the League of Arab States shall participate in all meetings at all levels contributing positively to the objectives of the process, namely the achievement of peace, prosperity and stability in the Mediterranean region.On the structure of the Union for the Mediterranean, one of the decisions taken is that the co-presidency shall apply to summits and meetings and that one of the co-presidents will be from the EU and the other from the Mediterranean partner countries. The seat of its Secretariat will be in Barcelona.The Ministers propose an indicative list of ministerial meetings for 2009, including four that would be held for the first time, on Sustainable Development Projects, Food Security, Agriculture and Rural Development, Justice, Liberty and Security and Human Development.The fields of cooperation to be pursued are: political and security dialogue, maritime safety, economic and financial partnership (energy, transport, environment, information society, tourism), and social, human and cultural cooperation. The Ministers decided the actions to be taken towards the goal of establishing a Euro-Mediterranean Free Trade Area. They also refer to the important role of reliable statistics as an important factor in decision making and note the statistical services in the partner countries are receiving technical assistance from the regional MEDSTAT II programme, that will run until September 2009.Mention is also made to the role of other regional programmes funded under the priority fields of cooperation, such as Euro-Med Justice II and Euro-Med Police II.On strengthening the role of women in society, they decided that in order to prepare for the coming Ministerial Conference two working groups should be organized during 2009, while on youth cooperation they say the Euro Med Youth IV Programme will continue to run in conjunction with the Youth in Action Programme.
References are made to other issues on the agenda, such as the need for more visibility to the Partnership to achieve understanding and acceptance, as well as its accountability and legitimacy, and tackling migration issues, on which they note the launching of the regional Euro-Med Migration II Programme (2008-2011).Taking note of a recommendation from the Euro-Mediterranean Parliamentary Assembly, the Ministers underline that the position of the EMPA should be further consolidated and its work better articulated with the other institutions of the Partnership. Foreign Ministers from all 43 states of the Euro-Mediterranean partnership meet in Marseille on 3-4 November to endorse plans for the mandate, structure and institutional governance of the Barcelona Process: Union for the Mediterranean. The initiative, launched at the Paris Summit of 13th July, aims at injecting a renewed political momentum into the EU’s relations with the Mediterranean through the reinforcement of shared ownership and the achievement of wider visibility through a far-reaching programme of projects. To these ends, Ministers will examine the details of the Commission's proposals for the functioning of the co-presidency as well as the composition, seat and funding of the Secretariat. In efforts to advance the regional integration process, Ministers will also agree on priorities for the 2009 working programme
Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner said: The global and regional challenges we jointly face underline the political and practical imperatives of upgrading our relations with our neighbours. The Barcelona Process has served us well over the past thirteen years; the achievements testify to this – but certain setbacks and limitations remind us also that there is still much to do. And she added: At the Summit of the Union for the Mediterranean in Paris we agreed to continue working on and to reinforce the positive elements of the Barcelona Process, through closer ties between all members, enhancing their sense of ownership of the process and delivering more concrete benefits for citizens of the region. Now, in Marseille, we will take the next steps forward by confirming the new institutional arrangements and agreeing on a work programme for 2009. I am confident that this will add new direction and dynamism to our relations.Ministers will decide on the remit and governance of the new institutional structure, the functioning of the co-Presidency and the composition, seat and funding of the Secretariat, taking into account the discussions and proposals submitted by partners. The new proposed architecture will build on the existing foundations and structures of the Barcelona Process. Projects are at the core of the restructured Partnership, and in their sourcing and administration, the Secretariat will strive to ensure that the selected projects promote growth, employment, regional cohesion and socio-economic integration. The Paris Summit has already identified a number of key areas: de-pollution of the Mediterranean; maritime and land highways; civil protection; Mediterranean Solar Plan; Euro-Mediterranean University; and a Mediterranean business development initiative.
Following the Ministers’ endorsement the Secretariat will seek the necessary additional funding from outside the traditional existing budget allocations. These funds are expected to come from the private sector, international financial institutions and bilateral cooperation as well as contributions from EU member States and Mediterranean Partners.Bearing in mind the Barcelona 5-year work programme and the Declaration of the Paris Summit, ministers will outline their Ministerial meetings agenda and agree on the priorities for the 2009 work programme, in line with the key areas identified in Paris. Ministerials are planned for 2009 in the following sectors: Transport; Higher Education; Environment; Trade; Justice, Liberty and Security; Economy and Finance; Sustainable development; and Strengthening the role of women in society. Sarkozy loses voodoo doll case
A French judge has rejected President Nicolas Sarkozy's attempt to stop sales of a voodoo doll in his image. Dismissing the case, the Paris judge said the doll was within the authorised limits of free expression and the right to humour. Mr Sarkozy's lawyer said the president would appeal against the decision. The doll comes with pins which users can stick into memorable quotes from the president printed on the doll, such as work more to earn more. Mr Sarkozy took the makers of the kit - publishing company K&B - to the courts after it went on sale on 9 October. His lawyer said Mr Sarkozy had exclusive and absolute rights over his own image.
Sales boost
The company refused to stop selling the kit, saying Mr Sarkozy's reaction was totally disproportionate. The case has attracted a fair amount of mockery in France and boosted sales of the kit, says the BBC's Alasdair Sandford in Paris. K&B also released a similar doll of Segolene Royal, Mr Sarkozy's rival in the presidential elections last year. She has decided not to take action against K&B, saying: I have a sense of humour. This is Mr Sarkozy's sixth legal action since he was elected last year, but it is the first case the courts have rejected. Voodoo has become associated with zombies and sticking pins into dolls to curse an enemy, but practitioners say this misrepresents their religion.

Economic outlook: finding the way up
There are increasing signs that the world economy has turned the corner and has steered clear of a global recession. Amidst positive projections for this and particularly next year, it is easy to forget how close a call it was. As some observers have noticed, it's the recession that wasn't. Although Japan experienced its most severe recession of the last decade, the US and the euro area still registered positive growth in 2001, whilst the financial system displayed its resilence in the aftermath of some global shocks. Today there seems to be a growing denial that the global economy was ever in any real danger. Although good prospects are preferable to bad memories, the current optimism bears two serious risks.
First, structural imbalances have largely remained. Containing the US current account and private sector debts, restructuring the Japanese financial and corporate system, and reforming Europe's product and labour markets will be crucial to put the world economy on a high and sustainable growth path. Besides, there are a number of potential threats to a strong economic recovery in the short run, notably the uncertainties related to the war against terrorism, the instability in the Middle-East, which has already pushed up oil prices, and possible risks of the economic situation in Latin America.
Secondly, it should be noted that while global growth was still positive in 2001, world trade growth slowed almost to zero from no less than 12 percent in the previous year. This was a considerably sharper fall than in 1991, which registered as a year of global recession. Although the current trade outlook is far more positive, it risks being undermined by indications that major economies are not committed to free international trade. The US curbs on steels imports not only disrupt world trade, but also send a wrong signal to the developing world. They might even overshadow the powerful impetus that was given to the start of the global trade liberalisation round last year. Together with our European partners, we therefore call on the US administration to also remain committed to free trade principles and practices, as well as to the rules of the WTO.
The international financial architecture: work in progress
In response to the various crises of the nineties, the IMF has played a crucial and constructive role in reforming the international financial architecture. But this architecture - consisting of measures to prevent and resolve financial crises - needs continuous maintenance and fortification, as illustrated by recent cases of Argentina and Turkey. There are three main players in the resolution of financial crises: the national authorities, the international community, notably the IMF and, last but not least, the private creditors. Financial crises should therefore also be managed by these three parties. As outlined below, strengthening the international financial architecture implies a stronger role for the Fund in surveillance, more private sector involvement in crisis resolution and greater country ownership of adjustment programs through a streamlined conditionality. Incentives need to be created to get all three parties on board.
IMF surveillance: the key pillar of crisis prevention
The effectiveness of surveillance as a crisis prevention tool depends on its ability to detect potential vulnerabilities in member countries. In this context, significant progress has been made in adapting the IMF surveillance to the changes in the global financial environment, particularly to the stronger integration of financial markets. Against this background, we support the work aimed at strengthening the financial sectors via the FSAPs and the Netherlands is keen to participate in such a program in 2003. We also welcome the Fund's efforts to intensify its assessments of offshore financial centres, since these centres play an increasingly large role in the intermediation of international capital. Cyprus was the first country to complete a full OFC-assessment, while also the Netherlands Antilles and Aruba are in the process of doing so. Moreover, we attach great significance to an effective Fund surveillance and invite the MD to develop proposals to making it more transparent, accountable and objective.
To this end, we would like to share five concrete and practical suggestions. First, we propose that every Article IV report contains debt sustainability analyses (including stress tests) as well as an assessment of the soundness of the financial sector. Second, in order to enhance transparency vis-à-vis private parties and the public at large, we encourage the Fund and its member states to move towards full publication of Article IV reports. If needed, the reports published might be filtered for market sensitive information. Third, to give Article IV consultations more bite, missions should be planned less on the basis of staff schedules and more on the basis of the agenda of the national policy debate. For example, missions could be held in the initial stages of the country's budget preparation or after rather than before national elections. Fourth, each program document could start with a brief account of past surveillance. This would directly promote the accountability of the IMF surveillance, indicate to what extent national authorities have adhered to IMF advice in the past as well as indicate to what extent earlier surveillance had rightly signalled risks. Finally, we call for enhanced co-ordination between the different surveillance activities of the Fund, such as Article IV consultations, FSAPs and ROSCs, which would foster its overall effectiveness.
Resolving financial crises: from bail-outs to work-outs
The application of the PSI-principles, agreed in Prague in 2000, in the management of the crises in Argentina and Turkey has been disappointing. In both cases, the Fund supplied exceptionally large financing packages, while the private sector was not involved in a systematic manner. However, in crisis management, it takes three to tango. Against this background, we strongly welcome the initiative taken by Fund management for a formal mechanism to facilitate an orderly restructuring of sovereign debt (SDRM). The rationale for such a mechanism is four-fold: it could help solve creditor coordination problems, prevent the building up of excessive debt positions, strengthen crisis management and enhance the credibility of the Fund's access policies. Although the IMF's diagnosis is widely shared, there is unfortunately less agreement on the proposed cure. In this regard, we are particularly puzzled by assertions that the proposed bankruptcy mechanism would not be market-oriented. Something that is a cornerstone of a market economy on a national level cannot suddenly become market-unfriendly when implemented on a global level1. This is not to deny that there are considerable differences between corporate and sovereign bankruptcy procedures.
We encourage the elaboration of the SDRM-proposal, aiming at a statutory solution to the restructuring problem. In this context, we feel that the role of the Fund in the various stages of application of the mechanism could remain `light', as recently suggested by Ms. Krueger. Key decision-making powers would then be placed in the hands of the member country and the supermajority of the creditors. At the same time of course, the interests of debtor countries should not be overlooked. While supporting the SDRM, we acknowledge that, in light of the political and legal challenges it raises, it should be seen as a medium term goal. In the meantime, other complementary approaches to enhance the application of PSI should be pursued with urgency. In particular, it is important that a widespread use of collective action clauses is actively promoted. These clauses can play a key role in facilitating restructuring in the interim period before the new debt restructuring mechanism is in place and in restructuring in the `shadow of the law' once it has been established. Indeed, the two approaches should be viewed as mutually supportive, since collective action clauses will only bind in holders of the same bond issue, and thus will take us only part of the way. Other complementary measures are also needed: ensuring that predetermined access limits are adhered to; fleshing out the `lending into arrears policy in order to facilitate informal standstills; and deepening the analytical basis for the assessments of debt sustainability.
Boosting ownership through streamlining conditionality
In 2000, the majority of the IMF membership supported proposals of MD Köhler to focus and streamline conditionality and enhance country ownership of IMF-supported programs. One year and a half down the road, following profound discussions on both the coverage and the instruments of conditionality, the commitment to these objectives seems to be dwindling. This is the more worrying since actual progress has been limited so far, and the burden of conditionality on debtor countries remains considerable. We strongly encourage further efforts to deliver results in this field and are in favour of revising the conditionality guidelines, which is scheduled for this year's Annual Meeting.
Against this background, we would like to share four suggestions to promote national ownership. This would, in turn, enhance the effectiveness of IMF-lending and clean up IMF's reputation as an institution that micro manages on a macro-scale. First, in designing adjustment programs, missions should discuss with the national authorities alternative policy scenarios to achieve the agreed program objectives and should spell out the trade-offs involved rather than prescribing a single set of detailed policy actions. Second, outcome-based conditionality should be promoted as much as possible. At the same time, we recognize that in the first phase of a program, monitoring may often still need to be based on the implementation of policy measures, which are considered time sensitive as well as essential. Thereafter, more emphasis may be placed on outcomes achieved. Outcome-based conditionality is therefore especially suitable for programs with their focus on structural policies, sustained economic growth and poverty reduction. In certain cases, this may be combined with so-called floating tranche disbursements, which would further increase the scope for ownership. Third, restraint should be exercised in using prior actions. The IMF should always justify why certain prior actions have been included in the program by spelling out why these are crucial for macro-economic and financial stability. Consideration could be given to setting a specific threshold with respect to the number of prior actions above which formal reporting to the Board would become mandatory. The use of prior actions could further be reduced by specifying these measures, if possible, as floating tranche conditions. Finally, important measures outside the Fund's mandate should primarily be dealt with by other institutions, notably the World Bank. We therefore support a further improvement in the mutual co-operation on this account. We hope these suggestions further stimulate a discussion on what we earlier labelled the four M's of conditionality: Mandate, Macro-management, Motivation and Multilateral cooperation.
Other areas of concern
The role of the IMF in poor countries. The Financing for Development conference was a success. We commend the IMF and the World Bank on their key roles to mobilise support to increase development assistance in order to achieve the Millennium Development Goals (MDGs). The PRSP/PRGF review has revealed significant progress. But local capacity and genuine country ownership often remain the Achilles' heel of the PRSP-process and need to be addressed energetically. In order to sustain the success of the HIPC-initiative over the next years, its expected financing gap of at least US$ 0.7 bln needs to be dealt with soon.
Money laundering and financing of terrorism. We strongly back the international fight against money-laundering and the financing of terrorism. Given their potential adverse impact of these subversive activities on national and international financial stability, the IMF, together with the World Bank and FATF, is encouraged to keep playing an active role in this field. In order to be effective the role of the IMF should remain within its mandate and expertise. A strict division of labor and responsibilities with other relevant organizations should guarantee a comprehensive assessment of all aspects of money laundering and terrorist financing in individual country assessments, based on the ROSC principles of being uniform, cooperative and voluntary. A possible extension of IMF conditionality critically rests on the assumption that measures with respect to money laundering and financing of terrorism are essential for macro-economic and financial stability.
Independent Evaluation Office. We believe that the newly established Evaluation Office can play an important and constructive role in further shaping the role of the IMF in strengthening the international financial architecture. In this respect, we hope that it will pay due attention to all three parties involved, especially to ways the IMF has attempted to involve the private sector, when it analyses recent capital account crises.

MARSEILLE, France (AP) Countries bordering the Mediterranean edged closer to establishing their Euro-Med Union on Tuesday by finessing an Israeli-Arab dispute over the role of the Arab League.The union — a pet project of French President Nicolas Sarkozy that is more ambitious in symbolism than content — is envisaged primarily as a forum for cooperation and dialogue. Unlike the similarly named European Union, the 43 countries from Europe, the Middle East and North Africa probably will not have open borders, common regulations or truly interlocked economies.Still, the group is important to the participants as a bridge between Europe and its poorer neighbors.French Foreign Minister Bernard Kouchner, the host, declared the two-day meeting a success even though thorny issues, like the naming of a secretary-general, remained unresolved.People said this wasn't going to be a success. It has been, Kouchner said.Under the agreement, the 22-member Arab league will participate in the new union as an observer but will not have voting rights, a condition sought by Israel. Israel and the Palestinian Authority will each hold deputy secretary general posts, giving them a stake in the success of the venture.
For a Europe that fears unchecked immigration from Africa and hostility from the Muslim world, the new organization is an important outreach program. The institutional structures of the Barcelona Process: Union for the Mediterranean, its work programme for 2009, the fields of cooperation to be pursued in 2009 and the state of progress in the implementation of projects listed in the Annex to the Paris Declaration, are the four issues addressed in the 28-page Final Declaration adopted by the Euro-Med Foreign Ministers at their meeting in Marseilles.The Ministers propose that as from the Marseille meeting (3-4 November) the Barcelona Process: Union for the Mediterranean should be called Union for the Mediterranean and decided that the League of Arab States shall participate in all meetings at all levels contributing positively to the objectives of the process, namely the achievement of peace, prosperity and stability in the Mediterranean region.On the structure of the Union for the Mediterranean, one of the decisions taken is that the co-presidency shall apply to summits and meetings and that one of the co-presidents will be from the EU and the other from the Mediterranean partner countries. The seat of its Secretariat will be in Barcelona.The Ministers propose an indicative list of ministerial meetings for 2009, including four that would be held for the first time, on Sustainable Development Projects, Food Security, Agriculture and Rural Development, Justice, Liberty and Security and Human Development.The fields of cooperation to be pursued are: political and security dialogue, maritime safety, economic and financial partnership (energy, transport, environment, information society, tourism), and social, human and cultural cooperation. The Ministers decided the actions to be taken towards the goal of establishing a Euro-Mediterranean Free Trade Area. They also refer to the important role of reliable statistics as an important factor in decision making and note the statistical services in the partner countries are receiving technical assistance from the regional MEDSTAT II programme, that will run until September 2009.Mention is also made to the role of other regional programmes funded under the priority fields of cooperation, such as Euro-Med Justice II and Euro-Med Police II.On strengthening the role of women in society, they decided that in order to prepare for the coming Ministerial Conference two working groups should be organized during 2009, while on youth cooperation they say the Euro Med Youth IV Programme will continue to run in conjunction with the Youth in Action Programme.
References are made to other issues on the agenda, such as the need for more visibility to the Partnership to achieve understanding and acceptance, as well as its accountability and legitimacy, and tackling migration issues, on which they note the launching of the regional Euro-Med Migration II Programme (2008-2011).Taking note of a recommendation from the Euro-Mediterranean Parliamentary Assembly, the Ministers underline that the position of the EMPA should be further consolidated and its work better articulated with the other institutions of the Partnership. They also stress the need to promote the implementation of concrete action at local and regional level and take note of the important role and contribution of civil society as well as the Economic and Social Councils and Similar institutions.With regard the implementation of projects included in the Paris Declaration (13 July), they welcome the progress on de-pollution of the Mediterranean, they note the work done towards developing a Motorway of the sea project, and make references to progress made and suggestions on civil protection, alternative energies: Mediterranean Solar Plan, higher education and research and the Mediterranean Business Development Initiative
Furthermore, the Ministers reaffirm their commitment to achieve a just, comprehensive, and lasting solution to the Arab-Israeli conflict and mention other relevant issues, including the indirect talks between Israel and Syria, under Turkey’s auspices and the establishment of relations between Lebanon and Syria.They also welcome the dedication and interest expressed by three new members of the Barcelona Process: Union for the Mediterranean – Bosnia and Herzegovina, Republic of Croatia and Montenegro, together with Albania, to add their efforts in contributing to a successful integration of the Adriatic countries in the existing and future initiatives and projects in the Euro-Mediterranean region.The Ministers of Foreign Affairs of the Barcelona Process: Union for the Mediterranean will meet in the second half of 2009 in order to take stock of the progress achieved in the implementation of the working programme for 2009, and the projects agreed and in particular the key initiatives as agreed at the Paris Summit, as well as prepare for the next summit in 2010.

Foreign Ministers from all 43 states of the Euro-Mediterranean partnership meet in Marseille on 3-4 November to endorse plans for the mandate, structure and institutional governance of the Barcelona Process: Union for the Mediterranean. The initiative, launched at the Paris Summit of 13th July, aims at injecting a renewed political momentum into the EU’s relations with the Mediterranean through the reinforcement of shared ownership and the achievement of wider visibility through a far-reaching programme of projects. To these ends, Ministers will examine the details of the Commission's proposals for the functioning of the co-presidency as well as the composition, seat and funding of the Secretariat. In efforts to advance the regional integration process, Ministers will also agree on priorities for the 2009 working programme
Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner said: The global and regional challenges we jointly face underline the political and practical imperatives of upgrading our relations with our neighbours. The Barcelona Process has served us well over the past thirteen years; the achievements testify to this – but certain setbacks and limitations remind us also that there is still much to do. And she added: At the Summit of the Union for the Mediterranean in Paris we agreed to continue working on and to reinforce the positive elements of the Barcelona Process, through closer ties between all members, enhancing their sense of ownership of the process and delivering more concrete benefits for citizens of the region. Following the Ministers’ endorsement the Secretariat will seek the necessary additional funding from outside the traditional existing budget allocations. These funds are expected to come from the private sector, international financial institutions and bilateral cooperation as well as contributions from EU member States and Mediterranean Partners.Bearing in mind the Barcelona 5-year work programme and the Declaration of the Paris Summit, ministers will outline their Ministerial meetings agenda and agree on the priorities for the 2009 work programme, in line with the key areas identified in Paris. Sarkozy loses voodoo doll case
A French judge has rejected President Nicolas Sarkozy's attempt to stop sales of a voodoo doll in his image. Dismissing the case, the Paris judge said the doll was within the authorised limits of free expression and the right to humour. Mr Sarkozy's lawyer said the president would appeal against the decision. The doll comes with pins which users can stick into memorable quotes from the president printed on the doll, such as work more to earn more. Mr Sarkozy took the makers of the kit - publishing company K&B - to the courts after it went on sale on 9 October. His lawyer said Mr Sarkozy had exclusive and absolute rights over his own image.
Sales boost
The company refused to stop selling the kit, saying Mr Sarkozy's reaction was totally disproportionate. The case has attracted a fair amount of mockery in France and boosted sales of the kit, says the BBC's Alasdair Sandford in Paris. K&B also released a similar doll of Segolene Royal, Mr Sarkozy's rival in the presidential elections last year. She has decided not to take action against K&B, saying: I have a sense of humour. This is Mr Sarkozy's sixth legal action since he was elected last year, but it is the first case the courts have rejected. Voodoo has become associated with zombies and sticking pins into dolls to curse an enemy, but practitioners say this misrepresents their religion.

But his more ambitious remedies, he said, must wait until he takes office Jan. 20.Obama displayed an air of authority and confidence, standing before a dozen economic advisers and rows of American flags as he spoke for 20 minutes. He mixed lighthearted remarks about family pets (even calling himself a mutt) with grim-faced assessments of the nation's economic predicament.Some of the choices that we make are going to be difficult, he said, reading a statement before taking several questions. It is not going to be easy for us to dig ourselves out of the hole that we are in. But America is a strong and resilient country.Obama urged Congress to pass an economic stimulus measure and extend unemployment benefits either before or just after he takes office. Economic outlook: finding the way up
There are increasing signs that the world economy has turned the corner and has steered clear of a global recession. Amidst positive projections for this and particularly next year, it is easy to forget how close a call it was. As some observers have noticed, it's the recession that wasn't. Although Japan experienced its most severe recession of the last decade, the US and the euro area still registered positive growth in 2001, whilst the financial system displayed its resilence in the aftermath of some global shocks. Today there seems to be a growing denial that the global economy was ever in any real danger. Although good prospects are preferable to bad memories, the current optimism bears two serious risks.
First, structural imbalances have largely remained. Containing the US current account and private sector debts, restructuring the Japanese financial and corporate system, and reforming Europe's product and labour markets will be crucial to put the world economy on a high and sustainable growth path. Besides, there are a number of potential threats to a strong economic recovery in the short run, notably the uncertainties related to the war against terrorism, the instability in the Middle-East, which has already pushed up oil prices, and possible risks of the economic situation in Latin America.
Secondly, it should be noted that while global growth was still positive in 2001, world trade growth slowed almost to zero from no less than 12 percent in the previous year. This was a considerably sharper fall than in 1991, which registered as a year of global recession. Although the current trade outlook is far more positive, it risks being undermined by indications that major economies are not committed to free international trade. The US curbs on steels imports not only disrupt world trade, but also send a wrong signal to the developing world. They might even overshadow the powerful impetus that was given to the start of the global trade liberalisation round last year. Together with our European partners, we therefore call on the US administration to also remain committed to free trade principles and practices, as well as to the rules of the WTO.
The international financial architecture: work in progress
In response to the various crises of the nineties, the IMF has played a crucial and constructive role in reforming the international financial architecture. But this architecture - consisting of measures to prevent and resolve financial crises - needs continuous maintenance and fortification, as illustrated by recent cases of Argentina and Turkey. There are three main players in the resolution of financial crises: the national authorities, the international community, notably the IMF and, last but not least, the private creditors. Financial crises should therefore also be managed by these three parties. As outlined below, strengthening the international financial architecture implies a stronger role for the Fund in surveillance, more private sector involvement in crisis resolution and greater country ownership of adjustment programs through a streamlined conditionality. Incentives need to be created to get all three parties on board.
IMF surveillance: the key pillar of crisis prevention
The effectiveness of surveillance as a crisis prevention tool depends on its ability to detect potential vulnerabilities in member countries. In this context, significant progress has been made in adapting the IMF surveillance to the changes in the global financial environment, particularly to the stronger integration of financial markets. Against this background, we support the work aimed at strengthening the financial sectors via the FSAPs and the Netherlands is keen to participate in such a program in 2003. We also welcome the Fund's efforts to intensify its assessments of offshore financial centres, since these centres play an increasingly large role in the intermediation of international capital. Cyprus was the first country to complete a full OFC-assessment, while also the Netherlands Antilles and Aruba are in the process of doing so. Moreover, we attach great significance to an effective Fund surveillance and invite the MD to develop proposals to making it more transparent, accountable and objective.
To this end, we would like to share five concrete and practical suggestions. First, we propose that every Article IV report contains debt sustainability analyses (including stress tests) as well as an assessment of the soundness of the financial sector. Second, in order to enhance transparency vis-à-vis private parties and the public at large, we encourage the Fund and its member states to move towards full publication of Article IV reports. If needed, the reports published might be filtered for market sensitive information. Third, to give Article IV consultations more bite, missions should be planned less on the basis of staff schedules and more on the basis of the agenda of the national policy debate. For example, missions could be held in the initial stages of the country's budget preparation or after rather than before national elections. Fourth, each program document could start with a brief account of past surveillance. This would directly promote the accountability of the IMF surveillance, indicate to what extent national authorities have adhered to IMF advice in the past as well as indicate to what extent earlier surveillance had rightly signalled risks. Finally, we call for enhanced co-ordination between the different surveillance activities of the Fund, such as Article IV consultations, FSAPs and ROSCs, which would foster its overall effectiveness.
Resolving financial crises: from bail-outs to work-outs
The application of the PSI-principles, agreed in Prague in 2000, in the management of the crises in Argentina and Turkey has been disappointing. In both cases, the Fund supplied exceptionally large financing packages, while the private sector was not involved in a systematic manner. However, in crisis management, it takes three to tango. Against this background, we strongly welcome the initiative taken by Fund management for a formal mechanism to facilitate an orderly restructuring of sovereign debt (SDRM). The rationale for such a mechanism is four-fold: it could help solve creditor coordination problems, prevent the building up of excessive debt positions, strengthen crisis management and enhance the credibility of the Fund's access policies. Although the IMF's diagnosis is widely shared, there is unfortunately less agreement on the proposed cure. In this regard, we are particularly puzzled by assertions that the proposed bankruptcy mechanism would not be market-oriented. Something that is a cornerstone of a market economy on a national level cannot suddenly become market-unfriendly when implemented on a global level1. This is not to deny that there are considerable differences between corporate and sovereign bankruptcy procedures.
We encourage the elaboration of the SDRM-proposal, aiming at a statutory solution to the restructuring problem. In this context, we feel that the role of the Fund in the various stages of application of the mechanism could remain `light', as recently suggested by Ms. Krueger. Key decision-making powers would then be placed in the hands of the member country and the supermajority of the creditors. At the same time of course, the interests of debtor countries should not be overlooked. While supporting the SDRM, we acknowledge that, in light of the political and legal challenges it raises, it should be seen as a medium term goal. In the meantime, other complementary approaches to enhance the application of PSI should be pursued with urgency. In particular, it is important that a widespread use of collective action clauses is actively promoted. These clauses can play a key role in facilitating restructuring in the interim period before the new debt restructuring mechanism is in place and in restructuring in the `shadow of the law' once it has been established. Indeed, the two approaches should be viewed as mutually supportive, since collective action clauses will only bind in holders of the same bond issue, and thus will take us only part of the way. Other complementary measures are also needed: ensuring that predetermined access limits are adhered to; fleshing out the `lending into arrears policy in order to facilitate informal standstills; and deepening the analytical basis for the assessments of debt sustainability.
Boosting ownership through streamlining conditionality
In 2000, the majority of the IMF membership supported proposals of MD Köhler to focus and streamline conditionality and enhance country ownership of IMF-supported programs. One year and a half down the road, following profound discussions on both the coverage and the instruments of conditionality, the commitment to these objectives seems to be dwindling. This is the more worrying since actual progress has been limited so far, and the burden of conditionality on debtor countries remains considerable. We strongly encourage further efforts to deliver results in this field and are in favour of revising the conditionality guidelines, which is scheduled for this year's Annual Meeting.
Against this background, we would like to share four suggestions to promote national ownership. This would, in turn, enhance the effectiveness of IMF-lending and clean up IMF's reputation as an institution that micro manages on a macro-scale. First, in designing adjustment programs, missions should discuss with the national authorities alternative policy scenarios to achieve the agreed program objectives and should spell out the trade-offs involved rather than prescribing a single set of detailed policy actions. Second, outcome-based conditionality should be promoted as much as possible. At the same time, we recognize that in the first phase of a program, monitoring may often still need to be based on the implementation of policy measures, which are considered time sensitive as well as essential. Thereafter, more emphasis may be placed on outcomes achieved. Outcome-based conditionality is therefore especially suitable for programs with their focus on structural policies, sustained economic growth and poverty reduction. In certain cases, this may be combined with so-called floating tranche disbursements, which would further increase the scope for ownership. Third, restraint should be exercised in using prior actions. The IMF should always justify why certain prior actions have been included in the program by spelling out why these are crucial for macro-economic and financial stability. Consideration could be given to setting a specific threshold with respect to the number of prior actions above which formal reporting to the Board would become mandatory. The use of prior actions could further be reduced by specifying these measures, if possible, as floating tranche conditions. Finally, important measures outside the Fund's mandate should primarily be dealt with by other institutions, notably the World Bank. We therefore support a further improvement in the mutual co-operation on this account. We hope these suggestions further stimulate a discussion on what we earlier labelled the four M's of conditionality: Mandate, Macro-management, Motivation and Multilateral cooperation.
Other areas of concern
The role of the IMF in poor countries. The Financing for Development conference was a success. We commend the IMF and the World Bank on their key roles to mobilise support to increase development assistance in order to achieve the Millennium Development Goals (MDGs). The PRSP/PRGF review has revealed significant progress. But local capacity and genuine country ownership often remain the Achilles' heel of the PRSP-process and need to be addressed energetically. In order to sustain the success of the HIPC-initiative over the next years, its expected financing gap of at least US$ 0.7 bln needs to be dealt with soon.
Money laundering and financing of terrorism. We strongly back the international fight against money-laundering and the financing of terrorism. Given their potential adverse impact of these subversive activities on national and international financial stability, the IMF, together with the World Bank and FATF, is encouraged to keep playing an active role in this field. In order to be effective the role of the IMF should remain within its mandate and expertise. A strict division of labor and responsibilities with other relevant organizations should guarantee a comprehensive assessment of all aspects of money laundering and terrorist financing in individual country assessments, based on the ROSC principles of being uniform, cooperative and voluntary. A possible extension of IMF conditionality critically rests on the assumption that measures with respect to money laundering and financing of terrorism are essential for macro-economic and financial stability.
Independent Evaluation Office. We believe that the newly established Evaluation Office can play an important and constructive role in further shaping the role of the IMF in strengthening the international financial architecture. In this respect, we hope that it will pay due attention to all three parties involved, especially to ways the IMF has attempted to involve the private sector, when it analyses recent capital account crises.
