Tayyip Erdogan’s harsh denunciation of the Jewish state’s recent actions
on the Temple Mount, drawing a fresh Israeli retort, as a bitter war of
words between the former allies entered a second day.In remarks
Wednesday, Turkey also took issue with Israel for implying that
religious tolerance was lacking during Ottoman rule in Jerusalem.“At the
Ottoman era, communities belonging to different religions and sects
lived in peaceful coexistence and enjoyed freedom of worship for
centuries. In this context, Jews would be expected to know best and
appreciate the unique tolerance during the Ottoman era,” Turkey’s
Foreign Ministry said in a statement.It was responding to a statement a
day earlier by Israel’s Foreign Ministry that rebuffed Ankara’s
criticism of Israeli security measure on the Temple Mount in the Old
City of Jerusalem.In Tuesday’s statement, Israel implied that Turkey had
no right to preach to Israel, since it restricted access to the holy
site during its 400-year control over the city in the previous
millennium.The area of today’s Israel was ruled by the Ottoman Empire

shot back with a fresh salvo, citing Turkey’s occupation of north

true democracy in the region. The days of the Ottoman Empire have

retort.The spat began Tuesday when Erdogan called on Muslims to come to
Israel to “protect” the Al-Aqsa Mosque after Israel installed metal
detectors there in the wake of a terror attack on July 14 that saw three

smuggled into the site.“If today Israeli soldiers are heedlessly able
to soil the compound of Al-Aqsa Mosque with their boots citing trivial
incidents as a pretext, and if Muslims’ blood is being easily shed
there, then the reason for it is our failure to defend al-Quds
[Jerusalem] strongly enough,” he told members of his AK Party in a
meeting in the parliament in Ankara.“Since Mecca is one half of our
heart and Medina the other half, with al-Quds draping over them like a
thin gauze, we should defend al-Quds together. Let’s defend it as if we

stressed that the Ottoman Empire ruled over the Al-Aqsa Mosque, Islam’s
third-holiest site, for four centuries. “Our ancestors had acted with

Jerusalem, West Bank and Gaza completed its 50th year, it is clear that
the efforts to disregard the fact that East Jerusalem is under
occupation will not contribute to the attainment of peace and stability
in the region as well as the resolution of the Palestinian-Israeli
conflict.”Israel must “urgently make common sense prevail, go back to
the status quo at Al-Haram Al-Sharif [the Temple Mount] and lift all the
restrictions on the freedom of worship,” the statement continued.It
also asserted that authorities in modern Turkey safeguard “freedom of
faith and worship.”In recent days, several demonstrations against
Israel’s actions on the Temple Mount were held outside an Istanbul
synagogue.Given the current atmosphere, Israel’s Foreign Ministry on
Monday instructed employees at Israel’s diplomatic facilities in Turkey
to work from home rather than coming into the office.Still, several
Israeli experts on Turkey said the heated verbal exchanges are unlikely
to unravel the reconciliation deal Jerusalem and Ankara struck in August
2016 after years of frozen diplomatic ties in the wake of the so-called
flotilla incident. In May 2010, Israeli troops raided the Gaza-bound
Mavi Marmara ship and killed nine Turkish nationals aboard who attacked
them violently. Israel has apologized and pledged to pay reparations to
the families of the deceased.“Currently it doesn’t look like there’s
reason for Erdogan to cut relations again,” said Efrat Aviv from the
Begin-Sadat Center for Strategic Studies. “Even after the reconciliation
deal was signed, nobody thought that Israel-Turkey relations would be
amazing from now on, and that Erdogan’s attitude had entirely
changed.”Turkey’s involvement in the ongoing standoff over access to the
Temple Mount should be viewed as part of Erdogan’s desire to become the
leader of the Muslim world, she said. “That’s a dangerous development
for Israel.”Following the July 14 shooting, Israel took the rare step of
closing the Temple Mount to Muslim worshipers on a Friday — the holiest
day of the week in Islam — in order to search for weapons. The site was
reopened two days later after Israel installed metal detectors at the
entrances to the compound. Previously, detectors were only at the
Mughrabi Gate, the entrance for non-Muslim visitors.The move led to
widespread anger among Muslims, who boycotted praying at the site in
protest of the metal detectors, and sparked a series of violent clashes
with Israeli security forces, during which five Palestinians were
killed. Three members of an Israeli family were stabbed to death during
their Sabbath meal at a West Bank settlement by a Palestinian terrorist
who, after being captured, said he had carried out the attack because of
the Temple Mount dispute.The metal detectors were removed overnight
Monday amid intense pressure from Muslim countries, including Turkey,
but worshipers have yet to declare the crisis over, insisting that
Israel do away with all new security arrangements put in place in the
wake of the July 14 attack before they return to the Mount.Erdogan
himself echoed those sentiments on Wednesday.“Israel took the right step
to remove the metal detectors to help lower tension,” he said at a

Mount until Israel removes the new railings and cameras it installed
after a deadly terror attack there, prolonging a crisis that Israel
hoped it had resolved by making concessions at the site.Ikrema Sabri,
head of the Supreme Islamic Committee, said that even after Israel
removed metal detectors and cameras from the site, more steps were
required to restore calm. He said mass prayer protests would continue
until the gates of the compound were opened, metal railings and an iron
bridge removed and all cameras taken down.He said a lawyer working on
behalf of the Muslim administration of the holy site would be in touch
with Israeli police about it.“We will not enter the mosque until these
things are implemented,” he told The Associated Press. “Now we are
awaiting the response of the police.”Israel’s security cabinet announced
Monday that in place of the metal detectors it would employ
non-intrusive “advanced technologies,” reportedly smart cameras that can
detect hidden objects. The new security system is said to be set up in
the next six months at a cost of $28 million.Cameras at the entrance to
the Temple Mount set up after the July 14 terror attack were also taken
down, though cameras that had been in place around the Old City already
remain in place, a police official said Tuesday.Netanyahu appeared to be
doubling back again Wednesday when he instructed police forces to
conduct thorough inspections at the site.The demands set off the
prospect of a renewed showdown ahead of Friday prayers at the site, when
a large number of worshipers arrive for the centerpiece of the Muslim

popular struggle” over the Temple Mount on the holy day.Israel installed
the new security measures earlier this month in the wake of the July 14

officers to death with guns that had been smuggled onto the Mount. It
said they were necessary to prevent further attacks, while Palestinians
claimed Israel was trying to expand its control over the site. The issue
sparked some of the worst street clashes in years and threatened to
draw Israel into conflict with other Arab and Muslim nations.Under
intense pressure, Israel removed the metal detectors and said it planned
to install sophisticated security cameras instead.But Palestinian
politicians and Muslim clerics say that wasn’t enough and demanded that
Israel restore the situation at the shrine in Jerusalem’s Old City to
what it was before the July 14 deadly attack.In response to that attack,
Israel closed the site for two days for weapons searches and installed
the metal detectors. The decision quickly triggered Muslim protests amid
rumors that Israel was trying to expand its control at the site under
the guise of security — a claim Israel strongly denied.Low-level clashes
have continued in and around Jerusalem. After Tuesday evening prayers,
violence once again broke out in East Jerusalem, with rocks thrown at
police officers who responded with tear gas and other “nonlethal crowd
disposal methods,” police said in a statement. The Red Crescent said 13
people were treated that night after being hit by rubber bullets during
protests.On Wednesday, police spokesman Mickey Rosenfeld said
journalists were being prevented from entering parts of Jerusalem’s Old

special Knesset committee on Wednesday kicked off its first debate on
the contested Jewish nation-state bill, in a heated meeting that saw
ministers and coalition lawmakers vowing to “make history” and
opposition members warning the proposal could tip Israel into
“apartheid” or “fascist” territory.The at-times-stormy meeting saw three
opposition MKs — the Joint (Arab) List’s Ahmad Tibi and Osama Saadi and
Meretz’s Ilan Gilon — removed for disruptions. Prime Minister Benjamin
Netanyahu, who was slated to attend, backed out minutes before it began
due to security consultations.From the coalition, Justice Minister
Ayelet Shaked defended the bill — approved in its preliminary reading on
May 10 — which would for the first time enshrine Israel’s Jewish
character in its constitutional Basic Laws.Israel’s national identity is
mentioned in a number of the country’s laws, but the 11 existing Basic
Laws deal mostly with state institutions and the state’s democratic
character. The nation-state bill, proponents say, would put Jewish
values and democratic values on equal footing. Critics, however, say the
bill effectively discriminates against Israel’s Arab and other minority
communities.Some 120 countries have their anthems, 136 have references
to the flag, and 170 have a national language anchored in their
respective constitutions, Shaked said. Moreover, she added, many
countries detail their national values in their constitutional laws and
some, mainly European countries, explicitly give the church official
standing.“Every ‘the’ is important in this law, every comma,” said
Shaked, urging the committee to work diligently on the law as “it will
remain with us forever.” She also urged dialogue with the opposition to

bill was merely designed to rectify an “imbalance” in the country’s
Basic Laws, which largely focus on its democratic character.“This law,
ladies and gentlemen, does not establish anything new,” he said.He said

paragraph-long affirmation that Israel is the homeland of the Jewish
people.According to the language of Dichter’s bill, which forms the
basis of the current discussions, the law is needed “to protect the
status of Israel as the nation-state of the Jewish people in order to
anchor in Israel’s Basic Laws the values of the State of Israel as a
Jewish and democratic state, in the spirit of the Declaration of
Independence.”According to the proposal, while every individual has the
right “to preserve his culture, heritage, language and identity,” the
right to realize self-determination “is unique to the Jewish people.” In
another controversial clause, Arabic is changed from an official
language to one with “special status,” which would ensure its speakers
the “right to language-accessible state services.”Dichter, a former
chief of the Shin Bet security agency, has lamented the “disinformation”
about the bill, denying the bill downgrades the status of Arabic in
Israel as an official language. He also dismissed claims the law
compromises the rights of Israel’s Arab minority, saying it merely
anchors Israel’s Jewish status while protecting the rights of other
groups.Another clause that has been the subject of scrutiny is one that
appears to suggest the High Court of Justice favor Israel’s Jewish
character over its democratic one. The attorney general has opposed this
clause, according to Hebrew reports this month.Netanyahu has thrown his
support behind the bill. However, while the prime minister had
initially predicted the bill would pass its three readings and become
law by the Knesset session’s end this week, the committee only began

The Court of
Justice of the European Union on Wednesday decided to keep Hamas on the
EU blacklist of terrorist organizations.The court thus surprisingly
disqualified a 2014 ruling by a lower EU court that said Hamas should be
removed from the list on procedural grounds, a move that sparked
vehement protests from the Israeli government at the time.EU Ambassador
to Israel Lars Faaborg-Andersen welcomed the decision.“The current
listing of Hamas remains in force and the European Union continues to
consider Hamas a terrorist organization,” he told The Times of Israel on
Wednesday morning, minutes after the court issued its ruling. All
restrictive measures against the group — an asset freeze and a ban
against soliciting or mobilizing funds — remain in force, he added.Even
if the court had decided differently, its ruling would have only applied
to the Hamas’s status between 2010 and 2014 and would not have affected
its current status, he stressed.In 2010, Hamas appealed its placement
on the union’s list of terrorist organizations. Four years later, the
EU’s General Court ruled in the group’s favor, arguing that insufficient
evidence had been presented to merit the blacklisting. Hamas had been
placed on the list based “not on acts examined and confirmed in
decisions of competent authorities but on factual imputations derived
from the press and the internet,” the court ruled in December 2014.The
EU Council immediately appealed that decision. Wednesday’s ruling by the
Luxembourg-based EU Court of Justice ruled in the Council’s favor.“We
welcome the fact that the ECJ has upheld the EU Council’s appeal and set
aside the judgment of the General Court concerning the listing of Hamas
from 2010 to 2014. The EJC has thus confirmed the legality of those
listings,” Faaborg-Andersen said.“We recall that the appeal and the
General Court’s judgment did not concern the EU’s subsequent listings of

surprise to many in Jerusalem, since in September Eleanor Sharpston, an
advocate general of the Court of Justice, said that the General Court
was correct to remove Hamas from the blacklist in 2014.The ECJ usually
follows the recommendations of its top lawyers.But on Wednesday, it
ruled that the General Court in 2014 “made an error of law,” according
to a press release.“With regard to Hamas, the Court observes that the
General Court annulled the continued freezing of funds solely on the
ground that the Council had not referred, by way of justification, to
national decisions by competent authorities,” the press release stated.
But such “national decisions” were only required for a group’s initial
listing, not for their subsequent retention on the list, the court
ruled. Hamas had been on the EU’s list of terrorist organizations since
it was created in 2001.“The Court of Justice therefore sets aside the
