Turin-“First of all, the Pope’s main mission when he speaks about the IOR is how the Church, how the Holy See can continue to give increasingly more help to the poor and spread the faith,” the new French president of the Institute for the Works of Religion, Jean-Baptiste de Franssu, said in an interview with Vatican Radio. “The second thing sought, and this is a hallmark of the Holy Father, is greater transparency. Pope Benedict XVI had already started paving the path towards greater transparency: it was he who nominated Ernst von Freyberg.”“More transparency is therefore needed and above all, [the Holy See] needs to fully adhere to international standards,” de Franssu went on to say. According to the new president (who is 51 years old, married and a father of four) “the IOR must not be different from all the other banking institutions in any way. But a special focus needs to be given to clients: we need to make sure that we respond to clients’ expectations and to the needs of congregations and dioceses, in terms of the quality of service and the products offered. There will now be an even greater focus on this in Phase II of the IOR’s restructuring process compared to Phase 1.”Regarding the potential closure of the Institute, which some were in favour of in light of the past scandals, de Franssu stated: “I think the Holy Father was very clear on this in the statement he issued on 7 April. It was vital to look into the possibility of closing down the IOR because only by looking into this possibility did we realize how much we needed it.”“It is with joy that I accept this mission,” de Franssu said about his nomination as President of the IOR. “The task assigned to me is a very important one, especially as I will be continuing the work carried out by von Freyberg. The Institute for the Works of Religion is being restructured and its role will now be limited to managing current accounts. The role of the recently created Secretariat for the Economy led by Australian cardinal George Pell will be strengthened as it will now take over the tasks which have thus far been carried out by the “Ordinary Section” of the Administration of the Patrimony of the Apostolic See (APSA). APSA in turn will be transformed into a general Treasury. Two new committees have also now been created, one for the reform of the Vatican mass media (Chris Patten is president) and one for the Vatican pension fund (Mgr. Brian Ferme is president). The overall goal, Pell said, is to make the Vatican "a model of financial transparency instead of cause for occasional scandal.” Few Italians have been given leadership positions: “We are not the Vicariate of Rome but the universal Church,” the Australian cardinal noted.There are four chapters to the reform plan presented at today’s crowded press conference in the Vatican by Cardinal Pell, the Maltese deputy co-ordinator of the Council for the Economy, Joseph F.X. Zahra, Ernst von Freyberg and Jean-Baptiste de Franssu, respectively outgoing and incoming presidents of the Institute for the Works of Religion: the IOR, APSA and the Vatican pension fund and media. This plan of change was developed by the Secretariat for the Economy, the Vatican’s economic super dicastery and the Council for the Economy, the economic dicastery revived by Jorge Mario Bergoglio and led by the German cardinal Reinhard Marx, based on the suggestions made by the now dissolved commission for reference team (COSEA). He also said this someone needs to really know about asset management and that he was not an asset manager. “Over the next three years, the IOR’s Statutes will be revised and its operations redesigned, following a set of three strategic priorities: Strengthening the business foundation for IOR; Gradually shift assets under management to a newly created, central Vatican Asset Management (VAM), in order to overcome duplication of efforts in this field among Vatican institutions” and “focus IOR on financial advice and payment services for clergy, congregations, dioceses and lay Vatican employees.” Pell said he did not know the details regarding Tarcisio Bertone’s gift to television production company Lux Vide, which was recorded as a loss in the Vatican’s financial statement, published yesterday. He clarified, however, that “each of these accusations will be taken into serious consideration and efficiently and appropriately dealt with by the relevant authorities.” Joseph F.X. Zahra contested some press reports which cast him and de Franssu in a negative light: “Jean-Baptiste de Franssu and I are not involved in any business together.”APSA’s “Ordinary Section” is being “transferred to the Secretariat for the Economy”. The decision was confirmed in a Motu Proprio which Pope Francis signed yesterday and was published today. The Motu Proprio states that Pell’s dicastery will “manage the assets owned by the Holy See in order to finance the activities of the Roman Curia” and all property entrusted to it by other entities of the Holy See. So APSA is now in charge of the “extraordinary Section” – as it has thus far been referred to – which is to deal with investments. The dicastery, which is currently led by Cardinal Domenico Carcagno, will “focus exclusively on its role as a Treasury for the Holy See and the Vatican City State.” This Vatican Treasury will be akin to a central bank. “A key early task will be continuing the work of establishing close relationships with all major Central banks.” Pell also announced the creation of a small Project Management Office (PMO), led by Danny Casey, former business manager of the Archdiocese of Sydney. The cardinal noted that “if necessary” the Vatican will turn to external consultancy firms in the future, as it did in the past few months.Finally, two new committees were created today: the first is headed by Lord Chris Patten and will be required to propose reforms and present a reform plan for the Vatican media (L’Osservatore Romano, Vatican Radio, Holy See Press Office and Pontifical Council for Social Communications) within the next 12 months. Lord Patten, who has not been well recently, will take up his duties fully after the summer. What we are talking about the universal Church,” Pell said when asked whether the spoils system marginalises Italians in the Curia. “When I came to Rome to study 50 years ago, it was not possible for cardinals from Northern Europe or the United States to come here frequently. Now it is possible and it seems to me that those of us who come from different cultural backgrounds have much to offer here. We are a universal Church and it seems to me that our leaders should be universal too and naturally this includes many very competent Italians.”

BRUSSELS - Most of the EU’s top arms exporters have imposed a quiet ban on sales to Russia, but Ukraine’s military embargo could have a bigger impact on the crisis.EU countries are still in talks on whether to impose a collective arms ban as part of “stage three” sanctions if Russia escalates.The indecisiveness has seen France press ahead with delivery of two “Mistral” warships to the Russian navy in a deal worth €1.2 billion.France has also not ruled out approving new defence contracts so long as there is no EU-level policy.Spain, which has no ongoing Russia contracts, is taking the same line. Miguel Morer Errea, a Spanish defence ministry spokesman, told EUobserver “it couldn’t be said an embargo has been imposed on Russia [by Spain]”. He added that any new request for an export licence would be treated “on a case-by-case basis”.By contrast, Germany and the UK froze licences after Russia annexed Crimea in March.Berlin said in April that “due to the current political situation no permits for the export of arms to Russia are … being granted”. A British spokesman told this website on Friday (4 July) the UK “suspension remains in place”.The German decision saw it halt a pre-crisis deal to build a €125 million combat training facility in Mulino, central Russia, although most of the contract had already been fulfilled.Italy also had an €800 million contract to make armoured vehicles for Russia. But Moscow cancelled it last year, saying its own vehicles are cheaper and more robust.Rome declined to say officially how it would treat new licence applications.

Its best air-to-air missile, the AA-11 Archer, uses Ukrainian guidance technology.With Ukraine over the weekend capturing the rebel stronghold of Sloviansk, pro-Russia forces reportedly regrouped in Donetsk in what could be the stage for a decisive battle.Some analysts believe rebel losses might see Russia intervene more heavily to save face.Mark Galeotti, a Moscow-based US expert on Russia affairs, told EUobserver: “[Russian leader] Putin’s preference would be for a federal, but united Ukraine which remains in Russia’s sphere of influence. Maintaining a frozen conflict in east Ukraine would be too expensive economically and politically. Germany clears path for EU to directly fund ailing banks

BRUSSELS - The EU’s bailout fund has moved closer to being able to directly pump money into troubled banks after the German government introduced a bill allowing direct bank recapitalisation.
The draft law will now require approval in the Bundestag, but is planned to enter into force in November.“This is an important step to stabilise our financial sector … and to increase further the trust in our common European currency,” said finance minister Wolfgang Schaeuble on Wednesday (9 July).He added that the law would help “rule out the risk that the taxpayer would have to accept liability, as in the financial crisis”.EU leaders agreed in 2012 that the bloc’s bailout fund, the so-called European Stability Mechanism (ESM), should be able to directly buy a stake in a struggling bank if a country failed to raise money from private investors and national funds.They later earmarked €60 billion of the ESM’s €500 billion fund for an “instrument” to handle direct bank recapitalisation.But Germany blocked the scheme from entering into life, amid fears that allowing the ESM to pump money directly to banks would increase the liabilities of German taxpayers.Its change of heart comes after MEPs and ministers set up an arsenal of financial fire-fighting tools, including national and EU-based resolution funds, as well as rules setting out who will assume losses if a bank gets into difficulties.The ESM instrument is of particular interest to the likes of Ireland, which pumped billions into its stricken banks between 2009 and 2011 and was ultimately forced into a €67 billion EU bailout as a result.One of the provisions of the instrument is that funding could be applied retroactively, relieving the burden on governments, although this would have to be agreed on a case by case basis by the governors of the bailout fund.Putting the direct recapitalisation rules into law this year was a key demand of the European Central Bank (ECB), which assumes its responsibilities as the eurozone’s chief banking supervisor in the coming months.Elsewhere, ECB chief Mario Draghi called for the eurozone’s economic laggards to be compelled to change policies to increase their competitiveness in a speech on Wednesday in London.Noting that Finland was ranked third in the World Economic Forum’s competitiveness ranking, compared to Greece on 91, he added that struggling economies were a threat to the bloc.“There is a case for some form of common governance over structural reforms,” Draghi said, adding that “a continuously high level of productivity and competitiveness - is not merely in a country’s own interest. BRUSSELS - Brazil, Russia, India, China, and South Africa (the so-called Brics) are to establish alternatives to the World Bank and the International Monetary Fund, which they find too biased towards Europe and the US.The "New Development Bank" to rival the World Bank will be launched at a Brics summit in the Brazilian city of Fortaleza next week, with all agreed except where to put the main headquarters, Russian finance minister Anton Siluanov said Wednesday (9 July).The two options currently being considered are Shanghai or New Delhi, Siluanov said. Russia didn’t push to get the bank in Moscow, but will seek management posts instead, he said.The project will see each of the Brics contribute €1.4 billion to the bank’s funds over the next seven years, with the bank’s maximum capital set at €73 billion. The bank will fund mainly infrastructure projects.Other countries that want to join will be able to do so once the new bank opens for lending, in 2016, the minister added.It will be a small rival to the €163 billion-strong World Bank, but it marks the departure of a US and Europe-dominated international financial system.Siluanov also confirmed plans for a separate Brics project: an alternative to the International Monetary Fund (IMF).This would be set up as a joint contingency pool between the five Brics countries to the tune of €73 billion."We have reached an agreement that, in the current conditions of capital volatility, it is important for our countries to have this buffer a so-called “mini-IMF” - a financial organisation which could quickly react to capital outflow, providing liquidity in hard currency, in particular in US dollars,” Siluanov said.The pool will become available in 2015 and will see each of the Brics countries putting in as much of a proportion of the total capital as it would be allowed to withdraw, except for China (the largest donor) and South Africa (the smallest), which will be allowed to withdraw half and double their contributions, respectively.Brics nations have grown increasingly frustrated at the priorities of the IMF, particularly during the euro-crisis, where a disproportionate amount of the fund's money went to bailouts in southern europe.

TOKYO (AP) — Stigma, pay cuts, and risk of radiation exposure are among the reasons why 3,000 employees have left the utility at the center of Japan's 2011 nuclear disaster. Now there's an additional factor: better paying jobs in the feel good solar energy industry.Engineers and other employees at TEPCO, or Tokyo Electric Power Co., were once typical of Japan's corporate culture that is famous for prizing loyalty to a single company and lifetime employment with it. But the March 2011 tsunami that swamped the coastal Fukushima Dai-ichi plant, sending three reactors into meltdown, changed that.TEPCO was widely criticized for being inadequately prepared for a tsunami despite Japan's long history of being hit by giant waves and for its confused response to the disaster. The public turned hostile toward the nuclear industry and TEPCO, or "Toh-den," as the Japanese say it, became a dirty word.Only 134 people quit TEPCO the year before the disaster. The departures ballooned to 465 in 2011, another 712 in 2012 and 488 last year. Seventy percent of those leaving were younger than 40. When the company offered voluntary retirement for the first time earlier this year, some 1,151 workers applied for the 1,000 available redundancy packages.The exodus, which has reduced staff to about 35,700 people, adds to the challenges of the ongoing work at Fukushima Dai-ichi to keep meltdowns under control, remove the fuel cores and safely decommission the reactors, which is expected to take decades.The factors pushing workers out have piled up. The financial strain of the disaster has led to brutal salary cuts while ongoing problems at Fukushima, such as substantial leaks of irradiated water, have reinforced the image of a bumbling and irresponsible organization."No one is going to want to work there, if they can help it, said Akihiro Yoshikawa, who quit TEPCO in 2012.After leaving he started a campaign called "Appreciate Fukushima Workers," trying to counter what he calls the "giant social stigma" attached to working at the Fukushima plant.Many of the workers were also victims of the nuclear disaster, as residents of the area, and lost their homes to no-go zones, adding to personal hardships. They also worry about the health effects of radiation on their children.The Fukushima stigma is such that some employees hide the fact they work at the plant. They even worry they will be turned away at restaurants or that their children will be bullied at school after a government report documented dozens of cases of discrimination.While TEPCO is out of favor with the public, the skills and experience of its employees that span the gamut of engineers, project managers, maintenance workers and construction and financial professionals, are not.Energy industry experience is in particular demand as the development of solar and other green energy businesses is pushed along in Japan by generous government subsidies.Currently the government pays solar plants 32 yen ($0.31) per kilowatt hour of energy. SAO PAUL0 (AP) — The civil defense office in Brazil's southern state of Rio Grande do Sul says floods caused by torrential rains have displaced more than 18,000 people across more than 100 cities.The civil defense website says most of those who fled their homes were being sheltered by relatives and friends. Others were finding refuge in sports arenas, schools and other public buildings.The federal government declared a state of emergency Thursday for more than 124 cities. The declaration allows federal funds to be sent to the flooded areas. Turin-“First of all, the Pope’s main mission when he speaks about the IOR is how the Church, how the Holy See can continue to give increasingly more help to the poor and spread the faith,” the new French president of the Institute for the Works of Religion, Jean-Baptiste de Franssu, said in an interview with Vatican Radio. “The second thing sought, and this is a hallmark of the Holy Father, is greater transparency. Pope Benedict XVI had already started paving the path towards greater transparency: it was he who nominated Ernst von Freyberg.”“More transparency is therefore needed and above all, [the Holy See] needs to fully adhere to international standards,” de Franssu went on to say. According to the new president (who is 51 years old, married and a father of four) “the IOR must not be different from all the other banking institutions in any way. But a special focus needs to be given to clients: we need to make sure that we respond to clients’ expectations and to the needs of congregations and dioceses, in terms of the quality of service and the products offered. There will now be an even greater focus on this in Phase II of the IOR’s restructuring process compared to Phase 1.”Regarding the potential closure of the Institute, which some were in favour of in light of the past scandals, de Franssu stated: “I think the Holy Father was very clear on this in the statement he issued on 7 April. It was vital to look into the possibility of closing down the IOR because only by looking into this possibility did we realize how much we needed it.”“It is with joy that I accept this mission,” de Franssu said about his nomination as President of the IOR. “The task assigned to me is a very important one, especially as I will be continuing the work carried out by von Freyberg. This is a task that also requires a great deal of humility as the IOR plays an important role in the lives of many congregations and dioceses across the world.”De Franssu stressed that the Institute also has a significant role to play” in the context of the Holy See’s entire administrative and financial organisation. vatican city-Today the Vatican announced a radical reform of its economic and administrative structures, nominating Jean-Baptiste de Fransssu as the new president of the IOR. The Institute for the Works of Religion is being restructured and its role will now be limited to managing current accounts. The role of the recently created Secretariat for the Economy led by Australian cardinal George Pell will be strengthened as it will now take over the tasks which have thus far been carried out by the “Ordinary Section” of the Administration of the Patrimony of the Apostolic See (APSA). APSA in turn will be transformed into a general Treasury. Two new committees have also now been created, one for the reform of the Vatican mass media (Chris Patten is president) and one for the Vatican pension fund (Mgr. Brian Ferme is president). The overall goal, Pell said, is to make the Vatican "a model of financial transparency instead of cause for occasional scandal.” Few Italians have been given leadership positions: “We are not the Vicariate of Rome but the universal Church,” the Australian cardinal noted.There are four chapters to the reform plan presented at today’s crowded press conference in the Vatican by Cardinal Pell, the Maltese deputy co-ordinator of the Council for the Economy, Joseph F.X. Zahra, Ernst von Freyberg and Jean-Baptiste de Franssu, respectively outgoing and incoming presidents of the Institute for the Works of Religion: the IOR, APSA and the Vatican pension fund and media. This plan of change was developed by the Secretariat for the Economy, the Vatican’s economic super dicastery and the Council for the Economy, the economic dicastery revived by Jorge Mario Bergoglio and led by the German cardinal Reinhard Marx, based on the suggestions made by the now dissolved commission for reference team (COSEA). The two bodies were backed by the nine-member Council of Cardinals, the “C9” as it is called, which advises the Pope on the reform of the Curia and the plan was finally approved by the Holy Father himself.As of today, Jean-Baptiste de Franssu is officially the new president of the IOR. Enter now: Clemens Boersig (Germany), Mary Ann Glendon (US) and Sir Michael Hintze (Britain). Von Freyberg, who was nominated at the very end of Joseph Ratzinger’s pontificate said that phase one has now been concluded so phase 2 can begin. He added it was only right that this next phase be managed by someone who is able to commit full time and that he was not. He also said this someone needs to really know about asset management and that he was not an asset manager. “Over the next three years, the IOR’s Statutes will be revised and its operations redesigned, following a set of three strategic priorities: Strengthening the business foundation for IOR; Gradually shift assets under management to a newly created, central Vatican Asset Management (VAM), in order to overcome duplication of efforts in this field among Vatican institutions” and “focus IOR on financial advice and payment services for clergy, congregations, dioceses and lay Vatican employees.” Pell said he did not know the details regarding Tarcisio Bertone’s gift to television production company Lux Vide, which was recorded as a loss in the Vatican’s financial statement, published yesterday. He clarified, however, that “each of these accusations will be taken into serious consideration and efficiently and appropriately dealt with by the relevant authorities.” Joseph F.X. Zahra contested some press reports which cast him and de Franssu in a negative light: “Jean-Baptiste de Franssu and I are not involved in any business together.”APSA’s “Ordinary Section” is being “transferred to the Secretariat for the Economy”. The decision was confirmed in a Motu Proprio which Pope Francis signed yesterday and was published today. The Motu Proprio states that Pell’s dicastery will “manage the assets owned by the Holy See in order to finance the activities of the Roman Curia” and all property entrusted to it by other entities of the Holy See. So APSA is now in charge of the “extraordinary Section” – as it has thus far been referred to – which is to deal with investments. The dicastery, which is currently led by Cardinal Domenico Carcagno, will “focus exclusively on its role as a Treasury for the Holy See and the Vatican City State.” This Vatican Treasury will be akin to a central bank. “A key early task will be continuing the work of establishing close relationships with all major Central banks.” Pell also announced the creation of a small Project Management Office (PMO), led by Danny Casey, former business manager of the Archdiocese of Sydney. The cardinal noted that “if necessary” the Vatican will turn to external consultancy firms in the future, as it did in the past few months.Finally, two new committees were created today: the first is headed by Lord Chris Patten and will be required to propose reforms and present a reform plan for the Vatican media (L’Osservatore Romano, Vatican Radio, Holy See Press Office and Pontifical Council for Social Communications) within the next 12 months. Lord Patten, who has not been well recently, will take up his duties fully after the summer. The members of this committee are: Gregory Erlandson (US), Daniela Frank (Germany), padre Eric Salobir (France), Leticia Soberon (Spain, Mexico) and George Yeo (Singapore); Mgr. Paul Tighe and Giacomo Ghisani (Vatican Radio), Mgr. Carlo Maria Polvani (Secretariat of State), Mgr. "The priority is not economic," Pell assured, "we do not want to diminish our outreach." The second committee headed by Mgr. Brian Ferme, Prelate Secretary of the Council for the Economy, will be in charge of ensuring that “there are sufficient funds for future generations in a changing environment.” This committee has four expert lay members: Bernhard Kotanko (Austria), Andrea Lesca (Italy), Antoine de Salins (France), Nino Savelli (Italy). “This is not the Vicariate of Rome we are talking about, this is the Church of Rome. What we are talking about the universal Church,” Pell said when asked whether the spoils system marginalises Italians in the Curia. “When I came to Rome to study 50 years ago, it was not possible for cardinals from Northern Europe or the United States to come here frequently. Now it is possible and it seems to me that those of us who come from different cultural backgrounds have much to offer here. We are a universal Church and it seems to me that our leaders should be universal too and naturally this includes many very competent Italians.”

Several EU states impose arms ban on Russia

BRUSSELS - Most of the EU’s top arms exporters have imposed a quiet ban on sales to Russia, but Ukraine’s military embargo could have a bigger impact on the crisis.EU countries are still in talks on whether to impose a collective arms ban as part of “stage three” sanctions if Russia escalates.The indecisiveness has seen France press ahead with delivery of two “Mistral” warships to the Russian navy in a deal worth €1.2 billion.France has also not ruled out approving new defence contracts so long as there is no EU-level policy.Spain, which has no ongoing Russia contracts, is taking the same line. Miguel Morer Errea, a Spanish defence ministry spokesman, told EUobserver “it couldn’t be said an embargo has been imposed on Russia [by Spain]”. He added that any new request for an export licence would be treated “on a case-by-case basis”.By contrast, Germany and the UK froze licences after Russia annexed Crimea in March.Berlin said in April that “due to the current political situation no permits for the export of arms to Russia are … being granted”. A British spokesman told this website on Friday (4 July) the UK “suspension remains in place”.The German decision saw it halt a pre-crisis deal to build a €125 million combat training facility in Mulino, central Russia, although most of the contract had already been fulfilled.Italy also had an €800 million contract to make armoured vehicles for Russia. But Moscow cancelled it last year, saying its own vehicles are cheaper and more robust.Rome declined to say officially how it would treat new licence applications.

Its combat helicopters, warships, and fighter jets use Ukrainian engines. Its best air-to-air missile, the AA-11 Archer, uses Ukrainian guidance technology.With Ukraine over the weekend capturing the rebel stronghold of Sloviansk, pro-Russia forces reportedly regrouped in Donetsk in what could be the stage for a decisive battle.Some analysts believe rebel losses might see Russia intervene more heavily to save face.Mark Galeotti, a Moscow-based US expert on Russia affairs, told EUobserver: “[Russian leader] Putin’s preference would be for a federal, but united Ukraine which remains in Russia’s sphere of influence. Maintaining a frozen conflict in east Ukraine would be too expensive economically and politically. Germany clears path for EU to directly fund ailing banks

BRUSSELS - The EU’s bailout fund has moved closer to being able to directly pump money into troubled banks after the German government introduced a bill allowing direct bank recapitalisation.
The draft law will now require approval in the Bundestag, but is planned to enter into force in November.“This is an important step to stabilise our financial sector … and to increase further the trust in our common European currency,” said finance minister Wolfgang Schaeuble on Wednesday (9 July).He added that the law would help “rule out the risk that the taxpayer would have to accept liability, as in the financial crisis”.EU leaders agreed in 2012 that the bloc’s bailout fund, the so-called European Stability Mechanism (ESM), should be able to directly buy a stake in a struggling bank if a country failed to raise money from private investors and national funds.They later earmarked €60 billion of the ESM’s €500 billion fund for an “instrument” to handle direct bank recapitalisation.But Germany blocked the scheme from entering into life, amid fears that allowing the ESM to pump money directly to banks would increase the liabilities of German taxpayers.Its change of heart comes after MEPs and ministers set up an arsenal of financial fire-fighting tools, including national and EU-based resolution funds, as well as rules setting out who will assume losses if a bank gets into difficulties.The ESM instrument is of particular interest to the likes of Ireland, which pumped billions into its stricken banks between 2009 and 2011 and was ultimately forced into a €67 billion EU bailout as a result.One of the provisions of the instrument is that funding could be applied retroactively, relieving the burden on governments, although this would have to be agreed on a case by case basis by the governors of the bailout fund.Putting the direct recapitalisation rules into law this year was a key demand of the European Central Bank (ECB), which assumes its responsibilities as the eurozone’s chief banking supervisor in the coming months.Elsewhere, ECB chief Mario Draghi called for the eurozone’s economic laggards to be compelled to change policies to increase their competitiveness in a speech on Wednesday in London.Noting that Finland was ranked third in the World Economic Forum’s competitiveness ranking, compared to Greece on 91, he added that struggling economies were a threat to the bloc.“There is a case for some form of common governance over structural reforms,” Draghi said, adding that “a continuously high level of productivity and competitiveness - is not merely in a country’s own interest. BRUSSELS - Brazil, Russia, India, China, and South Africa (the so-called Brics) are to establish alternatives to the World Bank and the International Monetary Fund, which they find too biased towards Europe and the US.The "New Development Bank" to rival the World Bank will be launched at a Brics summit in the Brazilian city of Fortaleza next week, with all agreed except where to put the main headquarters, Russian finance minister Anton Siluanov said Wednesday (9 July).The two options currently being considered are Shanghai or New Delhi, Siluanov said. Russia didn’t push to get the bank in Moscow, but will seek management posts instead, he said.The project will see each of the Brics contribute €1.4 billion to the bank’s funds over the next seven years, with the bank’s maximum capital set at €73 billion. TOKYO (AP) — Stigma, pay cuts, and risk of radiation exposure are among the reasons why 3,000 employees have left the utility at the center of Japan's 2011 nuclear disaster. Now there's an additional factor: better paying jobs in the feel good solar energy industry.Engineers and other employees at TEPCO, or Tokyo Electric Power Co., were once typical of Japan's corporate culture that is famous for prizing loyalty to a single company and lifetime employment with it. But the March 2011 tsunami that swamped the coastal Fukushima Dai-ichi plant, sending three reactors into meltdown, changed that.TEPCO was widely criticized for being inadequately prepared for a tsunami despite Japan's long history of being hit by giant waves and for its confused response to the disaster. The public turned hostile toward the nuclear industry and TEPCO, or "Toh-den," as the Japanese say it, became a dirty word.Only 134 people quit TEPCO the year before the disaster. The departures ballooned to 465 in 2011, another 712 in 2012 and 488 last year. Seventy percent of those leaving were younger than 40. When the company offered voluntary retirement for the first time earlier this year, some 1,151 workers applied for the 1,000 available redundancy packages.The exodus, which has reduced staff to about 35,700 people, adds to the challenges of the ongoing work at Fukushima Dai-ichi to keep meltdowns under control, remove the fuel cores and safely decommission the reactors, which is expected to take decades.The factors pushing workers out have piled up. SAO PAUL0 (AP) — The civil defense office in Brazil's southern state of Rio Grande do Sul says floods caused by torrential rains have displaced more than 18,000 people across more than 100 cities.The civil defense website says most of those who fled their homes were being sheltered by relatives and friends. Others were finding refuge in sports arenas, schools and other public buildings.The federal government declared a state of emergency Thursday for more than 124 cities. The declaration allows federal funds to be sent to the flooded areas. The amount of these funds has not been disclosed.The rains have stopped, but the Uruguay River and its tributaries remain swollen.
