ISTANBUL, Turkey (AFP) — Turkey vowed Sunday to take measures later to calm market fears sparked by the precipitous plunge in the lira’s value as its president accused Washington of spearheading an “underhand plot” against his country.The dispute between the two NATO allies — which reached new intensity over the detention of an American pastor in Turkey — has hammered the lira and also raised questions over the future partnership between Washington and Ankara.It caused global market jitters last week as investors fretted over potential economic contagion from Turkey, particularly to European banks.The already embattled Turkish lira tumbled some 16 percent against the dollar on Friday as US President Donald Trump said he had doubled steel and aluminium tariffs on Turkey.Overnight it fell to a new record low of 7.2362 to the dollar before recovering to around 6.8222 in early Asian trading, similar to its trading price on Friday.In a call with reporters late Sunday, Turkey’s finance minister Berat Albayrak said Ankara was planning to roll out an “action plan” on Monday in response to the crisis.“Our institutions will take necessary action from Monday in order to relieve the markets,” he said, adding that the plan would center on “the state of our banks and the small and medium size enterprises” most affected by the lira’s plunge.Albayrak’s comments came as his father-in-law, President Recep Tayyip Erdogan, said he was in no mood to offer concessions to the United States in one of the worst spats between the two NATO allies in years.“The aim of the operation is to make Turkey surrender in all areas, from finance to politics,” Erdogan told ruling party members in the Black Sea city of Trabzon.“We are once again facing a political, underhand plot. The top-level security cabinet met on Sunday to discuss the ongoing Gaza Strip violence and the military options available, hours after Prime Minister Benjamin Netanyahu made it clear that Israel wants a full ceasefire and nothing less.Netanyahu met with his senior ministers at the military headquarters in Tel Aviv. The meeting came as the status of an Egyptian and UN-brokered ceasefire, which Gaza’s Hamas rulers claim came into effect at the end of last week, remained unclear.The meeting ended late Sunday, with no announcements or details released.There was a significant drop Sunday in arson attacks from Gaza.On Sunday evening a spokesman for the Israeli Fire and Rescue Services said that Sunday marked the first day in several months that no fires were caused by incendiary balloons flown from Gaza toward Israeli communities bordering the coastal enclave. However, he later said it appeared that at least one fire was started by the the arson devices.Earlier Netanyahu warned Hamas that Israel will continue to operate against the terrorism stemming from Gaza, apparently confirming that no official ceasefire agreement had been reached with the terrorist group.“We are in the midst of a campaign against terror in Gaza. It entails an exchange of blows; it will not end in one strike. Our demand is clear – a complete ceasefire. We will not suffice with less than this,” Netanyahu said at the opening of the weekly full cabinet meeting.Senior Israel officials maintain the country has not agreed to the ceasefire which Hamas announced late Thursday and said went into effect at midnight. Hamas, a terror group which seeks to destroy Israel, claims the deal was mediated by Egypt and other regional players.The apparent truce came after two days of spiraling violence that saw the heaviest exchanges of fire between Israel and the Gaza terrorist organization since 2014’s Operation Protective Edge. During the flareup Hamas fired over 150 rockets and mortars into southern Israel which responded with about the same number of air strikes on Hamas targets in Gaza.Energy Minister Yuval Steinitz said earlier on Sunday that Israel could overthrow Hamas, as a report indicated that Israel was mulling assassinating the leaders of the terrorist group which seized control of Gaza from the Palestinian Authority in 2007.Haaretz daily reported that Israel has formulated a plan to assassinate members of the senior Hamas leadership, but is waiting to see the outcome of the Egypt and UN-brokered negotiations before implementing it.Defense sources told the newspaper that it is believed that assassinations are preferable to a wide-scale ground offensive in Gaza, while acknowledging that targeted killings could lead to the start of a military campaign.Sources also told the paper that the Israeli defense establishment hopes to delay any broad conflict until at least the end of 2019, when construction of a technological above- and below-ground barrier along the Gaza border will be completed.Senior Israeli officials have said that “quiet will be met by quiet,” implying that the country is not seeking an escalation of violence, but has not openly committed to an end to hostilities. Instead, military officials hope the terror group has internalized the damage Israel can cause to its infrastructure.“Hamas understands very well what it has lost in the past few months; it can’t ignore it,” a senior IDF officer told the newspaper.Despite the apparent truce and reprieve in rocket fire, violence has continued on the border, and Israeli tanks struck two Hamas posts in the Gaza Strip Friday evening after a grenade was hurled at troops and amid intense violence during mass riots in several locations along the border.Around 9,000 Palestinians participated Friday in violent weekly border protests. Some protesters rioted near the fence, threw makeshift bombs, Molotov cocktails and rocks at Israeli soldiers, and burned tires to create a smokescreen. In one incident a grenade was thrown at Israeli troops, but caused no casualties. Several attempts were made to breach the security fence.The Hamas-run Gaza health ministry said three Palestinians were killed in Friday’s violence.Meanwhile, incendiary kites and balloons from Gaza have continued to plague Israeli border communities, with a large incendiary kite landing on power lines near Kibbutz Sufa on Friday, causing blackouts in surrounding homes.On Saturday afternoon the IDF said it targeted a cell responsible for launching incendiary balloons in the northern Gaza Strip. Reports in Palestinian media said two people were injured in the Israeli strikes in El-Bureij.There were also Palestinian reports of a second IDF strike elsewhere in the Gaza Strip.Southern Israel has experienced hundreds of fires as a result of incendiary kites and balloons flown over the border from Gaza in recent months. Over 7,000 acres of land have been burned, causing millions of shekels in damages, according to Israeli officials.Since March, there have been near-weekly, violent protests along the Israel-Gaza border organized by Gaza’s Hamas rulers, leading to escalations involving rockets fire on Israel and reprisal air strikes.The deadly border clashes have seen Israeli security forces facing gunfire, grenades, Molotov cocktails, and efforts — sometimes successful — to damage or penetrate the border fence. Last month, an Israeli soldier was killed by a sniper. According to the Hamas-run Gaza health ministry, over 150 Palestinian haves been killed in the violence. I think the substance got lost because of his throwaway line.”Johnson has been criticized by Muslim groups and politicians, including Prime Minister Theresa May, who urged Johnson to apologize. Johnson’s representatives have said he won’t apologize.“The hysterical mainstream media can never separate the ‘signal from the noise’— fortunately, the populists can,” Bannon said.Bannon has said he wants to establish a Europe-wide movement uniting populist and nationalist voters in the European elections next year. RENNES, France — Some 1,800 people were ordered to evacuate their homes in northwest France on Sunday as a bomb squad defused a British bomb from World War II, officials said.The 220-kilogram (485-pound) bomb was found in late June during construction work near the center of Rouen in Normandy.Residents living within a 270-meter (nearly 900-foot) radius of the site were told to leave the area early Sunday ahead of the operation, which wound up shortly after 11:00 a.m.Discoveries of bombs and shells from World War II are common in France and elsewhere on the continent.Last month, the French navy defused an unexploded shell found in the sea near a popular beach in Cannes on the Mediterranean coast.In May, nearly 9,000 people had to be evacuated after a bomb was uncovered in Dresden, Germany, a city which was heavily bombed toward the end of the war.

MOSCOW (Reuters) - Russia will further decrease its holdings of U.S. securities in response to new sanctions against Moscow but has no plans to shut down U.S. companies in Russia, Finance Minister Anton Siluanov said on state TV on Sunday, RIA news agency reported.On Friday, Prime Minister Dmitry Medvedev said Russia would regard any U.S. move to curb the activities of its banks as a "declaration of economic war" and would take retaliatory action.Washington said on Wednesday it would impose fresh sanctions by the end of August after it determined that Moscow had used a nerve agent against a former Russian agent and his daughter in Britain, sending Russia's rouble currency to a two-year low.Speaking on a weekly TV talk show, Siluanov said the new U.S. sanctions, some of which could restrict purchases of Russian government bonds, were "unpleasant but not fatal"."We have lowered to the minimum level and will further decrease our investment in the U.S. economy, in the U.S. securities," Siluanov said, shedding light on the nature of an unexpected drop in Russia's holdings of U.S. Treasury bonds.Russia has ditched its holdings of U.S. Treasuries in the past few months as relations between Moscow and Washington have deteriorated, data showed last month.Russia will also have more settlement in roubles and other currencies, such as the euro, than in dollars, Siluanov said."Eventually, this will negatively impact U.S. investors. It's been a scorching weekend in Saskatchewan as the province bakes in a heatwave.Three all-time heat records were broken on Saturday, along with five monthly records, according to Environment Canada.All-time recordsThe hottest all-time record beater was in the Val Marie area, with the mercury hitting 40.9 C. The old record, set in 1949, was 40.6 C.The Assiniboia area hit 41.1 C, beating the previous record of 40.5 C set in 1988.A high of 39.4 C was recorded in the Broadview area, compared to the 38.7 C record from 1981.Monthly records-The Moose Jaw area saw temperatures hit 42.3 C, beating out the old August record of 41.7 C in 1949. Regina and surrounding areas hit 41 C, slightly higher than the 40.6 C also set in August 1949.Swift Current area's previous heat record was just set on Friday at 40 C, but was narrowly beat on Saturday by 40.1 C.The Weyburn area also broke a monthly record with 40.9 C, with the old record at 40 C set in 1958.Environment Canada says the information is preliminary and does not constitute a final report.Other records-Saskatchewan wasn't the only place in Canada to set records. BC broke 23 daily records on Friday, while Calgary broke an all-time heat record on the same day.

LAKE ELSINORE, Calif. — Firefighters made significant progress trying to tamp down a wildfire that threatened homes and has been raging for days south of Los Angeles, officials said Saturday.Aircraft have been making flight after flight, dumping water and bright pink retardant to protect Lake Elsinore and other foothill communities as the fire sweeps through the dense, bone-dry brush of the Cleveland National Forest.The Holy Fire — named for Holy Jim Canyon, where it began Monday — grew to nearly 33 square miles (85 square kilometres ) by Saturday morning. CAIRO (AP) — Egyptian authorities have detained another monk as part of their investigation into the death of an abbot in a monastery north of Cairo last month.The state-run MENA news agency identified the 33-year-old monk by his monastic name, Valtos, and said Sunday that he is under police guard after an attempted suicide.Word of the arrest came a day after prosecutors said a detained and recently defrocked monk, identified as Isaiah, confessed to collaborating with others to kill Bishop Epiphanius, abbot of St. Macarius Monastery. The bishop was found dead on July 29.His funeral was attended by Pope Tawadros II, the spiritual leader of Egypt’s Coptic Orthodox Christians, one the world’s oldest Christian communities.Earlier this month the church announced a dozen measures related to monks’ activities after a meeting called “to discuss monastic order in light of the painful incident and martyrdom of Bishop Epiphanius,” a church statement said.It said the number of monks at each monastery would be limited “to ensure monastic order” and they would be restricted from going outside without the abbot’s permission.They are being warned against making media appearances “in any form” or involvement in unauthorized financial transactions.Monks are also being given one month “to deactivate and close any social media pages or accounts and voluntarily renounce these behaviors that are not true to monastic life.”It did not elaborate on why it decided the measures — which were ratified by Coptic Pope Tawadros II — were necessary in response to the bishop’s death.Coptic Christians make up about 10 percent of Egypt’s predominantly Sunni Muslim population of 100 million.They have long complained of discrimination and have been previously targeted by the Islamic State group although there is no evidence suggesting the bishop’s death was related to sectarian tensions.

Four people are dead, one suspect is in custody and a city is in mourning.Details of the Friday morning shooting that left two Fredericton police officers and two civilians dead are trickling out amid rumours and speculation in the two days since the first gunshots were reported.Here what's we know:The shooting- - Witnesses report hearing the first shots in the 200 block of Brookside Drive on Fredericton's north side shortly after 7 a.m. - The total number of shots fired varies between witness accounts. Most reports say the final shots were heard around 8:30 a.m. - Officers Lawrence Robert Costello, 45, and Sara Burns, 43, respond at 7:10 a.m. They are the first on scene and shot trying to help two civilians — later identified as Donald Adam Robichaud, 42, and Bobbie Lee Wright, 32 — lying on the ground outside an apartment complex. All four individuals are shot and killed. - The apartment complex at 237 Brookside Drive is made of four three-storey buildings in the shape of a "J," with a grass courtyard in the middle and a parking lot and wooded area in back. The third-storey window riddled with bullet holes faces the courtyard. - At about 9:30 a.m., officers enter an apartment and arrest a suspect, who is taken to hospital after being shot by police. - The area was put on lockdown for about four hours and more than two dozen households were evacuated. Dozens of displaced residents will be able to return home Monday. - The complex remains cordoned off by police as the investigation continues. New Brunswick RCMP have taken the lead on the homicide investigation with the Fredericton Police Force assisting. RCMP are asking for photos and video of the shooting. The suspect-- Matthew Vincent Raymond, 48, is in police custody and has been charged with four counts of first-degree murder. - Raymond is in "serious but stable" condition, according to police. - So far, police haven't established a link between the alleged gunman and any of the victims. - Raymond had been living in the complex's C building for four months, says the office manager for the apartment rental company. The top-level security cabinet met on Sunday to discuss the ongoing Gaza Strip violence and the military options available, hours after Prime Minister Benjamin Netanyahu made it clear that Israel wants a full ceasefire and nothing less.Netanyahu met with his senior ministers at the military headquarters in Tel Aviv. The meeting came as the status of an Egyptian and UN-brokered ceasefire, which Gaza’s Hamas rulers claim came into effect at the end of last week, remained unclear.The meeting ended late Sunday, with no announcements or details released.There was a significant drop Sunday in arson attacks from Gaza.On Sunday evening a spokesman for the Israeli Fire and Rescue Services said that Sunday marked the first day in several months that no fires were caused by incendiary balloons flown from Gaza toward Israeli communities bordering the coastal enclave. However, he later said it appeared that at least one fire was started by the the arson devices.Earlier Netanyahu warned Hamas that Israel will continue to operate against the terrorism stemming from Gaza, apparently confirming that no official ceasefire agreement had been reached with the terrorist group.“We are in the midst of a campaign against terror in Gaza. It entails an exchange of blows; it will not end in one strike. Our demand is clear – a complete ceasefire. We will not suffice with less than this,” Netanyahu said at the opening of the weekly full cabinet meeting.Senior Israel officials maintain the country has not agreed to the ceasefire which Hamas announced late Thursday and said went into effect at midnight. Hamas, a terror group which seeks to destroy Israel, claims the deal was mediated by Egypt and other regional players.The apparent truce came after two days of spiraling violence that saw the heaviest exchanges of fire between Israel and the Gaza terrorist organization since 2014’s Operation Protective Edge. During the flareup Hamas fired over 150 rockets and mortars into southern Israel which responded with about the same number of air strikes on Hamas targets in Gaza.Energy Minister Yuval Steinitz said earlier on Sunday that Israel could overthrow Hamas, as a report indicated that Israel was mulling assassinating the leaders of the terrorist group which seized control of Gaza from the Palestinian Authority in 2007.Haaretz daily reported that Israel has formulated a plan to assassinate members of the senior Hamas leadership, but is waiting to see the outcome of the Egypt and UN-brokered negotiations before implementing it.Defense sources told the newspaper that it is believed that assassinations are preferable to a wide-scale ground offensive in Gaza, while acknowledging that targeted killings could lead to the start of a military campaign.Sources also told the paper that the Israeli defense establishment hopes to delay any broad conflict until at least the end of 2019, when construction of a technological above- and below-ground barrier along the Gaza border will be completed.Senior Israeli officials have said that “quiet will be met by quiet,” implying that the country is not seeking an escalation of violence, but has not openly committed to an end to hostilities. Instead, military officials hope the terror group has internalized the damage Israel can cause to its infrastructure.“Hamas understands very well what it has lost in the past few months; it can’t ignore it,” a senior IDF officer told the newspaper.Despite the apparent truce and reprieve in rocket fire, violence has continued on the border, and Israeli tanks struck two Hamas posts in the Gaza Strip Friday evening after a grenade was hurled at troops and amid intense violence during mass riots in several locations along the border.Around 9,000 Palestinians participated Friday in violent weekly border protests. Over 7,000 acres of land have been burned, causing millions of shekels in damages, according to Israeli officials.Since March, there have been near-weekly, violent protests along the Israel-Gaza border organized by Gaza’s Hamas rulers, leading to escalations involving rockets fire on Israel and reprisal air strikes.The deadly border clashes have seen Israeli security forces facing gunfire, grenades, Molotov cocktails, and efforts — sometimes successful — to damage or penetrate the border fence. I think the substance got lost because of his throwaway line.”Johnson has been criticized by Muslim groups and politicians, including Prime Minister Theresa May, who urged Johnson to apologize. It's been a scorching weekend in Saskatchewan as the province bakes in a heatwave.Three all-time heat records were broken on Saturday, along with five monthly records, according to Environment Canada.All-time recordsThe hottest all-time record beater was in the Val Marie area, with the mercury hitting 40.9 C. The old record, set in 1949, was 40.6 C.The Assiniboia area hit 41.1 C, beating the previous record of 40.5 C set in 1988.A high of 39.4 C was recorded in the Broadview area, compared to the 38.7 C record from 1981.Monthly records-The Moose Jaw area saw temperatures hit 42.3 C, beating out the old August record of 41.7 C in 1949. Regina and surrounding areas hit 41 C, slightly higher than the 40.6 C also set in August 1949.Swift Current area's previous heat record was just set on Friday at 40 C, but was narrowly beat on Saturday by 40.1 C.The Weyburn area also broke a monthly record with 40.9 C, with the old record at 40 C set in 1958.Environment Canada says the information is preliminary and does not constitute a final report.Other records-Saskatchewan wasn't the only place in Canada to set records. BC broke 23 daily records on Friday, while Calgary broke an all-time heat record on the same day.

LAKE ELSINORE, Calif. — Firefighters made significant progress trying to tamp down a wildfire that threatened homes and has been raging for days south of Los Angeles, officials said Saturday.Aircraft have been making flight after flight, dumping water and bright pink retardant to protect Lake Elsinore and other foothill communities as the fire sweeps through the dense, bone-dry brush of the Cleveland National Forest.The Holy Fire — named for Holy Jim Canyon, where it began Monday — grew to nearly 33 square miles (85 square kilometres ) by Saturday morning. CAIRO (AP) — Egyptian authorities have detained another monk as part of their investigation into the death of an abbot in a monastery north of Cairo last month.The state-run MENA news agency identified the 33-year-old monk by his monastic name, Valtos, and said Sunday that he is under police guard after an attempted suicide.Word of the arrest came a day after prosecutors said a detained and recently defrocked monk, identified as Isaiah, confessed to collaborating with others to kill Bishop Epiphanius, abbot of St. Macarius Monastery. Four people are dead, one suspect is in custody and a city is in mourning.Details of the Friday morning shooting that left two Fredericton police officers and two civilians dead are trickling out amid rumours and speculation in the two days since the first gunshots were reported.Here what's we know:The shooting- - Witnesses report hearing the first shots in the 200 block of Brookside Drive on Fredericton's north side shortly after 7 a.m. - The total number of shots fired varies between witness accounts. Most reports say the final shots were heard around 8:30 a.m. - Officers Lawrence Robert Costello, 45, and Sara Burns, 43, respond at 7:10 a.m. They are the first on scene and shot trying to help two civilians — later identified as Donald Adam Robichaud, 42, and Bobbie Lee Wright, 32 — lying on the ground outside an apartment complex. All four individuals are shot and killed. - The apartment complex at 237 Brookside Drive is made of four three-storey buildings in the shape of a "J," with a grass courtyard in the middle and a parking lot and wooded area in back. The third-storey window riddled with bullet holes faces the courtyard. - At about 9:30 a.m., officers enter an apartment and arrest a suspect, who is taken to hospital after being shot by police. - The area was put on lockdown for about four hours and more than two dozen households were evacuated. Dozens of displaced residents will be able to return home Monday. - The complex remains cordoned off by police as the investigation continues. New Brunswick RCMP have taken the lead on the homicide investigation with the Fredericton Police Force assisting. RCMP are asking for photos and video of the shooting. The suspect-- Matthew Vincent Raymond, 48, is in police custody and has been charged with four counts of first-degree murder. - Raymond is in "serious but stable" condition, according to police. - So far, police haven't established a link between the alleged gunman and any of the victims. - Raymond had been living in the complex's C building for four months, says the office manager for the apartment rental company. Judith Aguilar said he seemed "utterly normal." - Few details have been released by police, only that he allegedly shot the victims from an elevated position using a long gun. Police do not know if the gun belonged to him. - He was not known to police. - Raymond is scheduled to make a court appearance Aug. 27. The victims- - Const. Lawrence Robert (Robb) Costello, 45, was a 20-year veteran of the Fredericton Police Force who worked on various teams throughout his career, including as a detective. - He grew up in Sussex Corner. - He is survived by his partner, Jackie McLean, and four children. - He worked tough cases while seconded to the RCMP's Internet child exploitation unit and was said to have enjoyed being on patrol. - Costello often spoke of the on-the-job dangers facing police. - Const. Sara Mae Helen Burns, 43, joined the force in 2016 after two years of serving as auxiliary officer. - She decided to chase her dream of policing at the age of 35 after years of being a stay-at-home mom. - Born in Scotland, Burns moved to Canada at the age of seven. She is a graduate of Fredericton High School. - She is survived by her husband and three sons. - She's being remembered as dedicated officer who went the extra mile in her work. - Burns had worked an overnight shift and was getting something she had forgotten in the police car when the call from Brookside Drive came in Friday morning. She shared the car with Costello and decided to go with him. - Donald Adam Robichaud, 42, was a local bass player who also specialized in auto body work. - He was a father to three children. - He grew up in Geary and spent his time riding his Harley-Davidson motorcycle and playing in local bands. - Robichaud, known as Donnie, moved into the apartment complex where the shooting occurred about three months ago. - He recently entered a relationship with the other civilian who was killed Friday. - Bobbie Lee Wright, 32, was the last person identified by police. - On August 2, she shared on Facebook that she was in a relationship with Robichaud. - Her family has yet to speak publicly about her death.
