The U.S. is opening an embassy in Jerusalem. Why is there a furor?-[Reuters]-By Stephen Farrell-YAHOONEWS-May 23, 2018
JERUSALEM (Reuters) - The United States opens its embassy in Jerusalem on Monday, a move that has delighted Israel and infuriated Palestinians. The opening ceremony is at a U.S. consular building in the Arnona neighborhood. It will house an interim embassy for the ambassador and a small staff until a larger site is found. The compound cuts across the 1949 Armistice Line that separated West Jerusalem from No Man's Land, which Israel captured in the 1967 Six Day War and has held under occupation ever since. The embassy move follows U.S. President Donald Trump's decision last December to break with decades of U.S. policy and recognize Jerusalem as the capital of Israel.Israel's Prime Minister Benjamin Netanyahu welcomed the decision, saying it reflected that "the Jewish people have had a capital for 3,000 years, and that it is called Jerusalem."But the move upset the Arab world and Western allies. Palestinian President Mahmoud Abbas called it a "slap in the face" and said the United States can no longer be regarded as an honest broker in any peace talks with Israel.Trump said his administration has a peace proposal in the works and that by recognizing Jerusalem as the capital of America's closest ally he had "taken Jerusalem, the toughest part of the negotiation, off the table."WHY DID TRUMP RECOGNIZE JERUSALEM AS ISRAEL'S CAPITAL AND ANNOUNCE THE EMBASSY WILL BE MOVED THERE? There has long been pressure from pro-Israel politicians in Washington to move the U.S. Embassy from Tel Aviv to Jerusalem, and Trump made it a promise of his 2016 election campaign.Vice-President Mike Pence and David Friedman, the ambassador to Israel appointed by Trump, are thought to have pushed hard for both recognition and embassy relocation. The decision was popular with many conservative and evangelical Christians who voted for Trump and Pence.Trump acted under a 1995 law that requires the United States to move its embassy to Jerusalem. But Bill Clinton, George W. Bush and Barack Obama consistently signed waivers.Announcing his decision on Dec. 6, Trump cited the Jerusalem Embassy Act and suggested his predecessors had "lacked courage." He said: "They failed to deliver. Today, I am delivering."WHY DOES JERUSALEM PLAY SUCH AN IMPORTANT ROLE IN THE MIDDLE EAST CONFLICT? Religion, politics and history.Jerusalem is a city sacred to Judaism, Christianity and Islam, and each religion has sites of great significance there. Jerusalem has been fought over for millennia by its inhabitants, and by regional powers and invaders including the Egyptians, Babylonians, Romans, early Muslim rulers, Crusaders, Ottomans, the British Empire and by the modern states of Israel and its Arab neighbors.Israel's government regards Jerusalem as the eternal and indivisible capital of the country, although that is not recognized internationally. Palestinians say East Jerusalem must be the capital of a future Palestinian state. Jews call the city Jerusalem, or Yerushalayim, and Arabs call it Al-Quds ("The Holy").At the heart of Jerusalem’s Old City is the hill known to Jews as Har ha-Bayit, or Temple Mount, and to Muslims as al-Haram al-Sharif, or The Noble Sanctuary. It was home to the Jewish temples of antiquity. The Western Wall, a restraining wall for the foundations built by Herod the Great, is a sacred place of prayer for Jews.Within yards of the wall are two Muslim holy places, the Dome of the Rock and the Al-Aqsa Mosque, which was built in the 8th century. Muslims regard the site as the third holiest in Islam, after Mecca and Medina. The city is also a pilgrimage site for Christians, who revere it as the place where they believe Jesus Christ preached, died and was resurrected.WHAT IS THE CITY'S MODERN HISTORY AND STATUS? In 1947, the United Nations General Assembly decided the then British-ruled Palestine should be partitioned into an Arab state and a Jewish state. But it recognized that Jerusalem had special status and proposed international rule for the city, along with nearby Bethlehem, as a 'corpus separatum' to be administered by the United Nations. That never happened. When British rule ended in 1948, Jordanian forces occupied the Old City and Arab East Jerusalem. Israel captured East Jerusalem from Jordan in the 1967 Middle East war and annexed it in a move not recognized internationally. In 1980 the Israeli parliament passed a law declaring the "complete and united" city of Jerusalem to be the capital of Israel. But the United Nations regards East Jerusalem as occupied, and the city's status as disputed until resolved by negotiations between Israel and the Palestinians. The king of Jordan retains a role in ensuring the upkeep of the Muslim holy places.DOES ANY OTHER COUNTRY HAVE AN EMBASSY IN JERUSALEM? Guatemala will move its embassy from Tel Aviv to Jerusalem on May 16 and Paraguay later this month.Netanyahu said in April "at least half a dozen" countries were now "seriously discussing" following the U.S. lead. He did not identify them.In December, 128 countries voted in a non-binding U.N. General Assembly resolution calling on the United States to drop its recognition of Jerusalem as Israel’s capital. Nine voted against, 35 abstained and 21 did not cast a vote.WHAT IS LIKELY TO HAPPEN NEXT? HAS JERUSALEM BEEN A FLASHPOINT BEFORE? Since the announcement there has been tension, with Palestinian protests in Jerusalem, Gaza and the West Bank. More than 40 Palestinians have been killed by Israeli troops in Gaza during a six-week border protest. That protest culminates on May 15, a day Palestinians traditionally lament homes and land lost as Israel was created in 1948, given extra significance this year because it falls on the day after the U.S. Embassy move.Although clashes between Palestinian protesters and Israeli forces have not been on the scale of the first and second Palestinian intifadas in 1987-1993 and 2000-2005, violence has erupted before over matters of sovereignty and religion. In 1969 an Australian Messianic Christian tried to burn down the Al-Aqsa Mosque, causing damage. So charged was the Middle East's political climate - just two years after the Six Day War - there was fury across the Arab world. In 2000, Israeli politician Ariel Sharon, then opposition leader, led a group of Israeli lawmakers onto the Temple Mount/al-Haram al-Sharif complex. Palestinians protested and there were clashes that quickly escalated into the second Palestinian uprising, known as the Al-Aqsa Intifada.Deadly confrontations took place last July after Israel installed metal detectors at the entrance to the complex after the killing of two Israeli policemen by Arab-Israeli gunmen.Arab leaders across the Middle East have warned that a unilateral American move could lead to turmoil and hamper U.S. efforts to restart long-stalled Israeli-Palestinian peace talks.(Reporting by Stephen Farrell; Editing by Janet Lawrence)
Netanyahu: Air force ‘crucial’ in thwarting Iran’s nuclear ambitions-PM tells visiting military officials that Trump's hardened position toward Tehran is 'broadly' appreciated in Middle East-By TOI staff-MAY 23,18
Prime Minister Benjamin Netanyahu hailed the Israeli Air Force’s “crucial role” in efforts to thwart Iranian efforts to obtain nuclear weapons and entrench itself in Syria.“We will not let Iran establish military bases in Syria and we will not let Iran develop nuclear weapons,” Netanyahu told visiting military officials at the International Air Force Commanders Conference on Wednesday. “The Israeli Air Force plays a crucial role in implementing this policy and it has done so consistently and effectively now for the past several years.”He was apparently alluding to multiple Israeli airstrikes in Syria geared at preventing the shipment of advanced weapons to Terhan’s proxy group Hezbollah. More recently, Israeli forces carried out strikes against Iranian targets in the country, the first ever, amid several direct flareups with the Islamic Republic. This week, Israel announced that it was the first country in the world to conduct airstrikes with the US-made F-35 stealth fighter jet. In the past, senior Israeli officials, including Netanyahu, have threatened to bomb Iranian nuclear installations. The prime minister also thanked the Trump administration for its dedication to combating Iranian “aggression” in the Middle East, and said the position was widely shared by others in the region.“Israel deeply appreciates the strong leadership of President Trump and Secretary Pompeo’s 12-point plan to block Iran’s aggression, and I can tell you with confidence that the appreciation that I just expressed is broadly shared by many others in the Middle East,” he said. “This is not just an Israeli position.”Defense Minister Avigdor Liberman, meanwhile, echoed Netanyahu’s remarks on Iran, and threatened further Israeli action against its forces in Syria if it continued to build up its military presence there. Israel has consistently warned that Iran, while helping its ally Bashar Assad fight a longstanding insurgency in Syria, has been working to establish a powerful military presence in the country.“We have no interest in a confrontation on Syrian soil, but at the same time, we won’t allow Iranian consolidation,” he said while touring an IDF base in the West Bank. “If we see continued attempts to establish itself, we will act again.”Israel’s airstrikes in recent months on Iran-backed military sites, which it rarely admits to openly, have led to increased tensions in the border region and earlier this month saw a barrage of several dozen missiles at northern Israel, apparently fired by Iranian-backed forces, drawing a massive Israeli reprisal attack.Earlier this week, US Secretary of State Mike Pompeo announced that the Trump administration was preparing to impose “the strongest sanctions in history” on Tehran after withdrawing from the nuclear deal with the Islamic Republic earlier this month, as he laid out a list of demands for a new treaty.Pompeo outlined 12 conditions that the US considers prerequisites for any firm agreement with Iran, including that it give up ballistic missiles, end support for terror and halt threats against Israel.“The sting of sanctions will only grow more painful if the regime does not change course from the unacceptable and unproductive path it has chosen for itself and the people of Iran,” Pompeo said in a speech Monday. On Wednesday, Pompeo told the House Foreign Affairs Committee the Trump administration would work with “as many partners, friends and allies as possible” to address Iran.Iranian officials widely dismissed Pompeo’s demands and vowed to push ahead with their military programs. On Wednesday, Mohammad Bagheri, the chief of staff of the Iranian army, called the US “a criminal and oppressor, isolated and angry with corrupted and oath-breaker leaders who are mercenaries of the Israeli regime.”Bagheri said the Iranian army was “more prepared than ever and will not wait for the permission or approval of any foreign power to develop defense capabilities,” in an apparent reference to the country’s missile program.Meanwhile, Foreign Minister Mohammad Javad Zarif dismissed US charges against Iran as “untrue” and alleged that Pompeo was merely repeating old allegations, “only with a stronger and more indecent tone,” Reuters reported.“Pompeo and other US officials are trapped in old illusions … They are taken hostage by corrupt pressure groups,” he added in an interview on state television.
22 Gazans injured in border clashes taken to Jordan for treatment-Move comes at request of King Abdullah, a week after Israel refused initiative to airlift Palestinians to Turkey-By Michael Bachner and TOI staff-MAY 23,18
Israel has allowed 22 Palestinian wounded in clashes on the Gaza border with IDF troops to travel to Jordan to receive medical treatment, the army said Wednesday, posting a video of the transfer. The move was coordinated by the Coordinator of Government Activities in the Territories, the Defense Ministry’s liaison unit to the West Bank and Gaza.It followed a request made by Jordan’s King Abdullah II, and was coordinated with the Israeli government, the IDF said. The 22 people join seven other injured Gazans with Jordanian citizenship who were transferred last week from the Strip to Jordan for the same reason, according to the military.Israel last week rejected a request from Turkey that it be allowed to send a plane to airlift Palestinians wounded in the border riots, Israeli and Turkish official confirmed.Turkey sent the request to Israel via international medical organizations, asking for permission to send a plane to Ben Gurion Airport and take wounded Palestinians back to Turkey for treatment.Senior sources told Channel 10 news that after discussions between the Prime Minister’s Office and Deputy Health Minister Yaakov Litzman, the request was denied for political and security reasons.Israel and Turkey traded tit-for-tat measures over Israel’s response to the Gaza riots, with the countries expelling and humiliating each others’ envoys.Last month Israel initially rejected a request to transfer two patients wounded in Gaza border clashes with IDF soldiers to the West Bank for treatment. The High Court ultimately ruled that Israel had to allow the patients to receive treatment, but by that time both patients had required leg amputations because Gaza doctors did not have the proper equipment to treat them.Since March 30, tens of thousands of Palestinians have taken part in weekly protests, which Israel says are orchestrated by the ruling Hamas terror group in Gaza as cover for attempted attacks and breaches of the border fence. The new US embassy in Jerusalem was inaugurated last Monday in the capital’s Arnona neighborhood, on a day that saw massive clashes and riots on the Gaza border. On Saturday, Gaza’s Hamas-run health ministry said the number of Palestinians killed by Israeli forces during Monday’s border clashes had risen to 64, with more than 2,700 wounded in the violence. Hamas, which openly seeks to destroy Israel, has admitted that 50 of the dead were members of the terror group. Three others were Islamic Jihad members. The weeks-long campaign of protests against Israel, known collectively as the “March of Return,” were to end last week, but Hamas leaders have said they want them to continue. About 1,000 protesters took part in demonstrations last Friday.
Palestinians expand bid for recognition, join world chemical arms watchdog-Organization for the Prohibition of Chemical Weapons says state of Palestine to become its 193rd member-By AFP and TOI staff-MAY 23,18
THE HAGUE, Netherlands — The Palestinians have joined the global convention to halt the spread of toxic arms, the Organization for the Prohibition of Chemical Weapons (OPCW) announced on Wednesday.“The State of Palestine deposited on 17 May 2018 its instrument of accession to the Chemical Weapons Convention,” the OPCW, based in The Hague, said in a statement.“This means that Palestine will become the 193rd state to join the CWC” when its accession enters into force on June 16, 2018, an OPCW official told AFP.The chemical arms watchdog said its technical secretariat received a notice from UN Secretary-General Antonio Guterres last week to inform it that the Palestinian Authority has “deposited its instrument of accession.”Palestinians are campaigning for the creation of their own state, and have stepped up a campaign in recent years to win recognition from international organizations.Israel, however, is vehemently opposed to these attempts and has pursued intense diplomatic efforts to stop them.State of Palestine Accedes to the Chemical Weapons Convention. Press Release: https://t.co/R2kQoM3n0t pic.twitter.com/6BlEJ1gtkC— OPCW (@OPCW) May 23, 2018-In 2012, the United Nations upgraded the Palestinians to a non-member observer state. Interpol, the International Criminal Court, UNESCO, and now the OPCW all refer to the Palestinian territories as a state.According to the Palestinian foreign ministry, they have joined or signed up to more than 50 organizations and agreements.Only four countries, including Israel, have yet to sign up to the CWC, which aims to eliminate an entire category of weapons of mass destruction. It prohibits the development, production, acquisition and stockpiling of chemical weapons by its member states. The announcement comes in the wake of a visit by Palestinian officials Tuesday to the Hague-based International Criminal Court, where they urged its prosecutor to probe alleged war crimes committed against Palestinians by Israel.Palestinian Authority Foreign Minister Riyad al-Malki said the complaint seeks an investigation into Israeli policies in the West Bank, Gaza Strip, and East Jerusalem since the Palestinians joined the ICC in June 2014.Israel rejected the Palestinian request as “cynical” and “absurd.”In response to Tuesday’s move at the ICC, Israel said it took a “severe view” of the Palestinian request. It accused the Palestinians of violent incitement against Israel and exploiting women and children as human shields.Jerusalem also said the ICC had no jurisdiction in the case because Israel is not a member of the court.
Minister: EU can ‘go to a thousand thousand hells’ for demanding police probe-Yuval Steinitz says it's 'height of insolence, hypocrisy' for Europe to demand review of alleged police brutality in case of Arab activist whose knee was broken after Haifa protest-By Sue Surkes-TOI-MAY 23,18
Energy Minister Yuval Steinitz on Wednesday said that the European Union could “go to a thousand, thousand hells” for asking Israel to probe an incident last week during which an Arab human rights activist protesting against Israeli actions at the Gaza border was injured, allegedly in police custody.“I’m still talking in a friendly tone, but it’s the height of insolence, the height of hypocrisy,” Steinitz told Radio 103.Twenty-one people were arrested when the demonstration, in the northern city of Haifa, was dispersed on Friday night, but all were subsequently released. One activist — Jafar Farah, chairman of the Mossawa rights group — sustained a broken knee and had to be hospitalized. He has claimed that a police officer kicked his leg, shattering his knee, while he was held in a detention facility.Referring to EU efforts to save the nuclear deal with Tehran after the US withdrew and to US plans to reimpose sanctions on the Islamic Republic, Steinitz, who is a member of the security cabinet, said, “The same EU which is now pandering to Iran and which will help Iran [cope] with US sanctions… but they bully us? A law-abiding state where the incident is being investigated in any case by a body that is external to the police — the internal investigations department — it just shows how much there is that’s contemptible at the EU.”On Sunday, it was announced that the Justice Ministry’s police internal investigations department would be looking into allegations of police violence during the protest in the northern city of Haifa. On Monday, Joint (Arab) List party MK Youssef Jabareen met with EU Ambassador to Israel Emanuele Giaufret to draw his attention to the matter, Hadashot news reported. On Tuesday, an EU spokesperson, Maja Kocijancic, said in a statement that it was “important, as supported by the Israeli government, to conduct a swift investigation into circumstances surrounding events last week in Haifa…The European Union continues to stand for an open and conducive environment for civil society, within Europe, in Israel, the occupied Palestinian territory and around the world.”Also on Tuesday, the police officer who was allegedly involved gave his testimony to investigators under caution.Steinitz blamed the Palestinians for the EU’s recent interest in what Israel is doing, saying that the Hamas terror group, together with Palestinian Authority leader Mahmoud Abbas, had succeeded in bringing about and “leveraging” the deaths of around 100 Palestinians during violent clashes between Gazans and Israeli forces along the security fence since March 30.Most of the dead were members of Hamas and other terror groups, the groups themselves admitted. But he went on, “I don’t see any change or new trend as far as Israel is concerned. Europe, over recent years, has sometimes been very annoying, but has been more friendly toward Israel than ever before.”Asked whether this was compatible with telling the EU to “go to hell,” he said that the EU “does not really represent the important countries in Europe. It’s less friendly than Europe itself.”Since March 30, tens of thousands of Palestinians have taken part in weekly “March of Return” protests, which Israel says are orchestrated by the ruling Hamas terror group in Gaza and used as cover for attempted attacks and breaches of the border fence. The Palestinian deaths during the protests were met with international outrage. On Friday, the UN Human Rights Council ordered an investigation into the killings. Israel said it would not cooperate, and the US castigated the UN move as “shameful.”

Trump seethes over Russia probe, calls for end to 'SPYGATE'-[The Canadian Press]-YAHOONEWS-May 23, 2018
WASHINGTON — President Donald Trump escalated his efforts to discredit the Russia investigation Wednesday, saying the FBI has been caught in a "MAJOR spy scandal" over its use of a secret informant to determine whether some of Trump's campaign aides were working with Russia ahead of the 2016 election."SPYGATE could be one of the biggest political scandals in history!" Trump tweeted.Former FBI Director James Comey, who was fired by Trump last year, said the agency's use of secret informants was "tightly regulated and essential to protecting the country.""Attacks on the FBI and lying about its work will do lasting damage to our country. How will Republicans explain this to their grandchildren?" tweeted Comey, a former Republican who now identifies as an independent. At issue are reports that a longtime U.S. government informant approached members of Trump's campaign in a possible bid to glean intelligence on Russian efforts to sway the election.Trump and his GOP supporters in Congress are now demanding information on the outside informant, claiming it as proof that the Obama administration was trying to spy on his Republican campaign for political reasons. The White House has negotiated rare access to classified documents for Trump's congressional allies in a briefing expected Thursday."Look how things have turned around on the Criminal Deep State," Trump tweeted Wednesday. "They go after Phony Collusion with Russia, a made up Scam, and end up getting caught in a major SPY scandal the likes of which this country may never have seen before! What goes around, comes around!"The president's comments came a day after he increased pressure on the Justice Department, declining to say whether he has confidence in Deputy Attorney General Rod Rosenstein. Over the weekend, Trump demanded that the Justice Department investigate the FBI and Justice Department's handling of the Russia probe. The Justice Department agreed by expanding an open, internal investigation to determine whether there was any politically motivated surveillance. And the White House said that Trump chief of staff John Kelly would organize the meeting with House lawmakers to review the documents, although he and other White House staffers would not be present.FBI Director Christopher Wray, National Intelligence Director Dan Coats and Justice Department official Edward O'Callaghan will meet with House Intelligence Committee Chairman Devin Nunes and House Oversight and Government Reform Chairman Trey Gowdy.White House press secretary Sarah Sanders said no Democrats were invited because they had not requested the information, despite calls from lawmakers for the briefing to be bipartisan. The top Democrat on the House intelligence panel, California Rep. Adam Schiff, said the briefing should have been done through the bipartisan "Gang of 8," which includes Republican and Democratic leaders and the top Republicans and Democrats on the House and Senate intelligence panels. That group regularly receives classified briefings. The New York Times was the first to report that the FBI had an informant who met several times with Trump campaign officials who had suspicious contacts linked to Russia. The Justice Department's internal probe began in March at the request of Attorney General Jeff Sessions and congressional Republicans. Sessions and the lawmakers urged Inspector General Michael Horowitz to review whether FBI and Justice Department officials abused their surveillance powers by using information compiled by Christopher Steele, a former British spy, and paid for by Democrats to justify monitoring Carter Page, a former campaign adviser to Trump.Horowitz said his office will look at those claims as well as communications between Steele and Justice and FBI officials.___Associated Press writers Mary Clare Jalonick, Jill Colvin, Eric Tucker, Darlene Superville and Jonathan Lemire contributed to this report.Anne Flaherty, Desmond Butler And Chad Day, The Associated Press
Pompeo: US will fight Russian interference in 2018 elections-[The Canadian Press]-YAHOONEWS-May 23, 2018
WASHINGTON — Secretary of State Mike Pompeo said Wednesday the Trump administration will not tolerate Russian interference in the 2018 congressional midterm elections.Pompeo told the House Foreign Affairs Committee that the administration will take "appropriate countermeasures" to fight what he called "continued efforts" by Russia to meddle in November's vote. He did not elaborate on the Russian interference or say what the countermeasures would be but said there was much more work to be done to stop Russia's efforts. He said the U.S. had not yet been able to establish "effective deterrence" to halt them. The top-ranking Democrat on the committee, Eliot Engel, however, contended that the Trump administration "is giving Russia a pass" because Russian President Vladimir Putin "supported President Trump over Hillary Clinton" in the 2016 presidential election."If we allow foreign interference in our elections so long as it supports our political objectives, then we've put party before country and put our democracy in crisis," Engel said.Russian meddling in the presidential election remains a touchy topic for President Donald Trump, as the White House tries to combat the threat posed by special counsel Robert Mueller's investigation into potential ties between Russia and the Trump campaign. Trump denies there was any collusion.Pompeo was making his first congressional appearance since becoming top diplomat nearly a month ago, after Trump fired his predecessor, Rex Tillerson.Pompeo was testifying on the State Department's budget, operations and policy priorities, but was asked about a wide range of issues, ranging from diplomacy with North Korea, the pullout from the Iran nuclear deal, and Russia."We will not tolerate Russian interference in the 2018 elections," he told lawmakers. "We will take appropriate countermeasures to continued Russian efforts."He defended the Trump administration's "enormous efforts to push back against Russia," which he claimed were "light-years better than what was done in the previous administration."Matthew Lee, The Associated Press.

Ocean, jungle explosions new risks from Hawaii eruption-[Reuters]-By Jolyn Rosa-YAHOONEWS-May 23, 2018
HONOLULU (Reuters) - Lava from Hawaii's erupting Kilauea volcano is exploding as it pours into the ocean, shooting rock fragments that are a danger to boaters. Inland, where molten rock is burning through jungle, methane explosions are hurling boulders while toxic gas is reaching some of the highest levels seen in recent times. These were new risks geologists warned of on Tuesday as Kilauea's 19-day eruption showed no sign of easing, with repeated explosions at its summit and fountains of lava up to 160 feet (50 m) from giant cracks or fissures on its flank.Lava edged towards a geothermal power plant on Tuesday after destroying an old warehouse near the facility, County of Hawaii Civil Defense said.Workers at the closed Puna Geothermal Venture, which provided around 25 percent of electricity on Hawaii's Big Island, worked to cap the last of three pressurized wells to reduce the risk of an uncontrolled release of toxic gases should they be inundated by lava. The race at the site marked the latest challenge facing authorities during what geologists call an unprecedented, simultaneous eruption at Kilauea's summit and from giant fissures 25 miles (40 km) down its eastern side."Fissures near Puna Geothermal Venture are active and producing lava slowly flowing onto the property," Civil Defense said in a statement. "This activity has destroyed the former Hawaii Geothermal Project site," it said referring to the warehouse. An explosive eruption at the Kilauea summit at 3:45 a.m. (9:45 a.m. EST) sent ash to a height of 8,000 feet (2,438 meters) over Hawaii's Big Island, civil defense said. Communities southwest of the summit were dusted with ash, said National Weather Service meteorologist John Bravender. On the volcano's east flank, nearly two-dozen fissures are producing 15,000 tons a day of toxic sulfur dioxide, a level "much higher than seen in recent times," Bravender said.MORE VIOLENT PHASE-The Puna district's geothermal plant has been closed since shortly after lava began erupting on May 3 through newly opened fissures in the ground running through neighborhoods and roads in an area near the community of Pahoa.About 3 miles (4.8 km) to the east of the plant on the coast, noxious clouds of acid fumes, steam and fine glass-like particles billowed into the sky as lava poured into the ocean from two lava flows. At least 47 homes and other structures have been destroyed by nearly two dozen fissures in the Leilani Estates and Lanipuna Gardens, and a man was seriously injured on Saturday by flying lava. Around two thousand people have been forced to evacuate, and many others have voluntarily left their homes.(Reporting by Jolyn Rosa; Writing by Andrew Hay; Editing by Bill Tarrant and Sandra Maler)
Hawaii volcano eruption driving away millions in tourism dollars-[Reuters]-By Jolyn Rosa-YAHOONEWS-May 23, 2018
HONOLULU, Hawaii (Reuters) - Cruise ships have canceled stops on Hawaii's Big Island. Hotel rooms will sit vacant this summer despite price cuts. And guest house owners and tour guides that depend on the 2 million visitors each year to Hawaii Volcanoes National Park are wondering how long their families will go without any income.Tourism authorities say summer bookings for hotels on Hawaii's Big Island have fallen almost 50 percent since the volcano began spewing lava and toxic gases on May 3.The closure of the park, the state's top tourist destination, alone is costing the island $166 million, the National Park Service said on Monday. The lost revenue rises to $222 million when some 2,000 jobs indirectly impacted by park tourists are included, according to a park service report. (https://bit.ly/1NoB40V) Tourism is the Big Island's largest industry, and by far, biggest employer, providing more than 30 percent of private sector jobs in 2017, according to the Hawaii Visitors Bureau.Erik Storm's EcoGuides business, which conducts tours of Hawaii Volcanoes National Park, ground to a halt a month ago when volcanic conditions made it too dangerous to visit lava areas."We have a family to support so we hope that the National Park will reopen again soon, otherwise this could have a serious impact on our life."SPOOKED BY LAVA-The volcano, however, shows no sign of quieting down. Geologists say the current cycle of eruption is among the worst events in a century from one of the world's most active volcanoes. A series of Kilauea eruptions in 1955 lasted 88 days.Potential visitors to the Big Island have been spooked by images of lava torching homes, soldiers wearing gas masks and now deadly white clouds of acid and glass shards as molten rock streams into the Pacific. While Kilauea's lava flows are in a small, roughly 10-square-mile rural area in the southeast Puna district, the volcano is having an impact on tourism across the Big Island, home to 200,000 people.Beverly Oka’s family-run Uncle Billy’s Kona Bay Hotel is 120 miles (193 km) west of the lava flows, but bookings through the summer months are down around 40 percent."We are not affected. We have some vog, but not more than usual," said Oka of the volcanic smog that routinely blows from Kilauea, which has been in a near constant state of eruption since 1983. Her hotel is offering a 30 percent discount to try to lure customers.Norwegian Cruise Line canceled stops on the Big Island for its cruise ships due to "adverse conditions." Royal Caribbean Cruises nixed a port call in Hilo, the island's largest city, which is about 20 miles (32 km) northeast of the volcano.Rob Guzman and his husband Bob Kirk fled their guest-house rental business just 6 miles (10 km) from the lava flows, unnerved by near constant tremors, clouds of toxic sulfur dioxide gas and risks highway escape routes would be cut off."We’ve lost more than half of our household income and many other people will be in the same situation indefinitely," said Guzman, a resident of Kalapana Seaview Estates, who is staying with friends north of Hilo.(Reporting by Jolyn Rosa; Writing by Andrew Hay in Taos, New Mexico; Editing by Bill Tarrant and Lisa Shumaker)
Edmonton police officers won't be wearing uniforms for Pride parade-[The Canadian Press]-YAHOONEWS-May 23, 2018
EDMONTON — Police officers will march in this year's Edmonton Pride festival, but not in their uniforms. The Edmonton Pride Festival Society said it restricted police vehicles from participating, as well as lights and sirens in the 2017 parade after a similar move in Toronto."Many pride organizations in other communities started talking with their marginalized members, trying to do more to include them in the conversation around Pride," the society said in a news release. "In many communities, because police enforcement agencies were seen to make marginalized people feel unsafe, police were asked (or told) to step back and not be involved in Pride celebrations."In 2017, Supt. Brad Doucette said the Edmonton Police Service had more work to do if the community wasn't comfortable with a police presence. The service later met with the festival society to discuss what could be done to build bridges. As a result, both city police and Alberta RCMP have decided to walk in civilian clothing in this year's parade."We can highlight the individuals that are beyond the badge — the people who actually make up the Edmonton Police Service," said Doucette. "We are individuals. We are parents, we're grandparents, we're siblings, we're allies with the LGBTQ, we're oftentimes parents of, or are members of the community itself and that gets lost with the uniform."He said each of the 50 or so officers who participate will wear an individualized T-shirt."We're not putting any parameters about what any individual are going to put on their shirt," he said. "We have people from the LGBTQ community in our service, so you may see people put that on there — that they're gay, that they're lesbian, that they're married to a man or that they are the mother of a gay youth."RCMP officers from the Edmonton area will also attend the parade out of uniform."Participants will be wearing RCMP Pride T-shirts, as proud employees of the RCMP, in support of the LGBTQ2S+ community," said Staff Sgt. Jeremie Landry of the RCMP.Clayton Hitchcock, who's the community engagement committee chair for the Edmonton Pride Festival Society, said they are hopeful the initiative by the Edmonton Police Service and RCMP will help marginalized members of the community feel safer."The members and officers who attend the parade and festival volunteer to be there," he said. "They are often allies and members of the LGBTQ2S+ community."Better connections between them and marginalized folks will help them bring about change within their organizations."Colette Derworiz, The Canadian Press.

Three Ebola patients slip out of Congo hospital, medics race to control outbreak-[Reuters]-By Patient Ligodi-YAHOONEWS-May 23, 2018
MBANDAKA, Democratic Republic of Congo (Reuters) - Three patients infected with the deadly Ebola virus slipped out of an isolation ward at a hospital in the Congolese city of Mbandaka, an aid group said, as medics raced to stop the disease spreading in the busy river port. Two patients left the hospital on Monday, said Henry Gray, head of the Medecins Sans Frontieres (MSF) mission in the city, before being located the following day.The World Health Organization's (WHO) representative in Congo, Yokouide Allarangar, said one was found dead and another was sent back to hospital and died shortly afterwards.Allarangar, speaking to reporters in the capital Kinshasa, said the two patients had left the hospital with the help of family members before heading to a "place of prayer".Health Ministry sources, who asked not to be named, said two police officers had been deployed to help track them down.Another patient left on Saturday, but was found alive the same day and is under observation, he said."This is a hospital. It's not a prison. We can't lock everything," he said.WHO spokesman Tarik Jasarevic said health workers had redoubled efforts to trace contacts with the patients. Health workers have drawn up a list of 628 people who have had contact with known cases who will need to be vaccinated."It is unfortunate but not unexpected," he said. "It is normal for people to want the loved ones to be at home during what could be the last moments of life."The cases represent a setback to costly efforts to contain the virus, including the use of experimental vaccines, and shows efforts to stem its spread can be hampered by age-old customs or scepticism about the threat it poses. The report came as another WHO official warned that the fight to stop Democratic Republic of Congo's ninth confirmed outbreak of the hemorrhagic fever had reached a critical point."The next few weeks will really tell if this outbreak is going to expand to urban areas or if we’re going to be able to keep it under control," WHO's emergency response chief Peter Salama said at the U.N. body's annual assembly."We’re on the epidemiological knife edge of this response."-KINSHASA FEARS-Health officials are particularly concerned by the disease's presence in Mbandaka, a crowded trading hub upstream from Kinshasa, a city of 10 million people. The river runs along the border with the Republic of Congo.Allarangar said health officials received an alert on Wednesday from Kinshasa's main hospital about a patient and had dispatched a team to investigate. However, he said this was not yet considered a suspected Ebola case and two or three other such alerts had turned out to be false alarms. The outbreak, first spotted near the town of Bikoro, about 100 km (60 miles) south of the city, is believed to have killed at least 27 people so far.The WHO said health workers were following up on three separate transmission chains for cases in Mbandaka's Wangata neighborhood - one linked to a funeral, one to a church and another to a rural health facility."It’s really the detective work of epidemiology that will make or break the response to this outbreak," Salama said. The disease was first discovered in Congo in the 1970s. It is spread through direct contact with body fluids from an infected person, who suffers severe bouts of vomiting and diarrhea.More than 11,300 people died in an Ebola outbreak in the West African countries of Guinea, Liberia and Sierra Leone between 2013 and 2016.(Additional reporting by Tom Miles in Geneva and Aaron Ross in Dakar; Writing by Joe Bavier and Aaron Ross; Editing by Edward McAllister and Janet Lawrence)

Canada granting refugee status to fewer illegal border crossers-[Reuters]-By Anna Mehler Paperny-YAHOONEWS-May 22, 2018
TORONTO (Reuters) - Canada is rejecting more refugee claims from people who crossed its border illegally as Prime Minister Justin Trudeau's government seeks to dissuade, block and turn back thousands more, according to new data obtained by Reuters.Forty percent of such border crossers whose claims were finalised in the first three months of this year were granted refugee status, down from 53 percent for all of 2017, according to data provided by Canada's Immigration and Refugee Board. There were no claims finalised in the first three months of 2017.The Immigration and Refugee Board said on Tuesday it has received no directives or guidance on how to deal with these border crossers. The government's "first priority remains the safety and security of Canadians and the integrity of our immigration system," a spokesman for Immigration and Refugee Minister Ahmed Hussen said in an email. The wave of border crossings started up in January 2017 and ramped up over the summer as many Haitian immigrants in the United States who were at risk of losing their temporary legal status streamed into Canada on expectations they could find a safe haven. In the months since, thousands of Nigerians have made the same crossing.More than 27,000 asylum seekers have walked across the Canada-U.S. border since President Donald Trump took office, some of whom have told Reuters they left the United States because of Trump's policies and anti-immigrant rhetoric. The influx has strained Canada's backlogged system for assisting people seeking refugee status, leaving aid agencies scrambling to meet growing demand for housing and social services.Trudeau's government has sought to stem the influx by amending a U.S.-Canadian border pact that turns back asylum seekers at border crossings, but allows immigrants who enter the country outside of an official border crossing to apply for refugee status.Canada sent its immigration and refugee minister to Nigeria, asking the Nigerian government to help discourage its citizens from crossing into Canada, and asking the United States to deny visas to people who might then go to Canada.Immigration and Refugee Board data shows that while only a small number of border-crosser claims have been processed, acceptance rates are down for all groups seeking refugee status. The success rate is especially low for Haitians and Nigerians, with overall acceptance rates of 9 percent and 33.5 percent, respectively.(Reporting by Anna Mehler Paperny; editing by Jim Finkle, Leslie Adler and Bill Berkrot)
Syria says Iranian withdrawal not up for discussion-[Reuters]-YAHOONEWS-May 23, 2018
BEIRUT (Reuters) - The withdrawal of Iranian forces from Syria, demanded by the United States, is not up for discussion, a top Syrian official was quoted as saying on Wednesday, adding that Damascus was deciding on its next campaign against rebels."Whether Iranian forces or Hezbollah withdraw or stay in Syria is not up for discussion because it's the (business) of the Syrian government," Deputy Foreign Minister Faisal Mekdad said in an interview with Russia's Sputnik state news agency.Backed by Russian warplanes, ground forces from Iran and allied militia, including Lebanon's Hezbollah, have helped President Bashar al-Assad drive rebels from Syria's biggest cities, putting him in an unassailable military position. In recent weeks, they have recaptured all remaining insurgent areas near Damascus, including the densely populated eastern Ghouta area, as well as big enclaves in central Syria. The government is now in its strongest position since the early months of the war in 2011, although still a long way from achieving Assad's aim of reasserting sway over all of Syria.Anti-Assad rebels still control two large contiguous areas of territory in the northwest and southwest. Kurdish and allied Arab militia backed by the United States hold the quarter of Syria east of the Euphrates. The government's gains have brought it to a point where any new military campaign risks putting it in conflict with foreign powers.Turkey has sent forces into northwest Syria and set up observation posts there as part of a ceasefire deal agreed with Assad's allies Russia and Iran. In the southwest, Russia has agreed another ceasefire deal with the United States and Jordan. Israel, which holds territory bordering the rebel enclave there, has also targeted Iran-backed forces to keep them away."After ending the direct terrorist danger to Damascus, the door is open to heading north or south," Mekdad said, adding that this would be a military decision.A war monitor, the Britain-based Syrian Observatory for Human Rights, reported that Syrian government forces fresh from their victory this week against an Islamic State pocket in south Damascus were moving into the southern province of Deraa. The pro-Syrian government Damascus newspaper al-Watan has reported that leaflets have been dropped over rebel areas near Deraa urging people to reconcile with the state. On Monday, U.S. Secretary of State Mike Pompeo demanded Iran pull out of Syria, alongside other changes like dropping its ballistic missile programme, or face sharp sanctions.Iran has provided vital support to Assad, adding economic assistance to its extensive military role in taking back swathes of the country.Pompeo said Iran must withdraw all forces under its command in Syria. Tehran dismissed the U.S. ultimatum and one senior official said it showed the United States seeks "regime change" in Iran. The Syrian conflict has lasted seven years, killed half a million people and driven more than half the country's pre-war population from their homes, many to become refugees abroad.(Reporting by Ellen Francis and Lisa Barrington; Writing by Angus McDowall; Editing by Catherine Evans)
