MEXICO CITY — Our Lady of Angels Church has survived several major earthquakes, but Tuesday's magnitude 7.1 shake proved to be the final death knell for the Mexico City building's historic cupola.Violent cracks crisscrossed the dome, and stone from the roof continued to fall onto the church's wooden pews. On Sunday evening, the cupola split and half crashed to the floor."Each earthquake has left its mark," said Marco Antonio Fuentes, part of the church's ministry. "This one seems to be the straw that will break the camel's back."According to the Archdiocese of Mexico, more than 150 religious temples in this deeply Roman Catholic country were damaged by Tuesday's deadly quake. Statues of saints have been left maimed, missing hands and feet. Once towering, celestial church naves now open to the sky. Dust from fallen stone and concrete cover altars.Many of the battered churches are in the state of Puebla, where the quake's epicenter was located. MEXICO CITY (AP) — Search teams were still digging in dangerous piles of rubble Monday, hoping against the odds to find survivors at collapsed buildings in Mexico City, where the death toll from the Sept. 19 earthquake rose to 186, and 324 nationwide.Officials said they had cleared only 103 of Mexico City's nearly 9,000 schools to reopen Monday.The need to inspect 98 percent of the capital's public and private schools nearly a week after a magnitude 7.1 earthquake was a stark indicator of just how long the path back to normalcy will be.Federal Education Secretary Aurelio Nuno said it could take a couple more weeks to inspect all of the schools, and the government will announce each day which schools have been cleared to resume classes. For schools found to have structural damage, students could be put in temporary classrooms."For the safety of the boys, the girls, the teachers and for the peace of mind, of course, of all the fathers and all the mothers, all schools will be inspected," Nuno said.Rescue operations aimed at finding living survivors remained active in at least three sites in Mexico City — two apartment buildings and an office building — but hope dimmed every time rescuers had to retreat due to instability of debris. But no one has been found alive since Wednesday, when a woman was pulled from debris.As darkness fell Sunday, prayers were held by families who have been gathered near the collapsed office hoping missing relatives will be found. A crowd of onlookers watching swelled, and so did the number of volunteer workers. Teachers at one corner tried to entertain children of some of the waiting families. There also appeared to be more people offering psychological support.Hugo Luna, whose cousin Erika Gabriela Albarran was believed trapped in the fallen building, complained that officials had not immediately informed families when two bodies were removed Saturday night. Health Canada to launch new campaign warning youth about risks of cannabis use-[CBC]-YAHOONEWS-September 24, 2017
Health Canada is planning to launch a new awareness campaign aimed at warning minors and young adults about the risks of using cannabis in the lead up to the drug becoming legal.A public tender indicates Ottawa is looking for a contractor with creative talent to host a series of events across the country to bring together young people to talk about the risks of smoking marijuana.Under the proposed Cannabis Act or B-C45, possession and consumption of recreational pot will become legal in Canada on July 1, 2018. The federal government has set the minimum legal age at 18, but provinces can decide to increase the age restriction, as some health officials recommend.Along with its plan to legalize pot, the federal government has committed to introducing new measures to keep cannabis out of the hands of minors and set aside $9.6 million in this year's budget for public education about the risks of cannabis use with a focus on young people."Canadians need to be educated about the use of cannabis in order to mitigate its potential risks and harms. NEW YORK — The UN Human Rights Council is set to discuss a report on issues affecting African-Canadians that makes recommendations to the federal government, including that it apologize for slavery and consider providing reparations for historical injustices.A UN working group will submit its final report on the human rights situation of people of African descent in Canada to the council Monday based on its consultations with government officials and interest groups during an October 2016 mission to Ottawa, Toronto, Halifax and Montreal.Some report findings released in August raised deep concerns about Canada's legacy of anti-black racism, which traces its origins to slavery in the 16th century and reverberates into the present day."History informs anti-black racism and racial stereotypes that are so deeply entrenched in institutions, policies and practices, that its institutional and systemic forms are either functionally normalized or rendered invisible, especially to the dominant group," the UN officials wrote."This contemporary form of racism replicates the historical ... conditions and effects of spatial segregation, economic disadvantage and social exclusion."Slavery was abolished in the British colonies in the 1830s.The working group laid out dozens of recommendations to redress past and present wrongs affecting African-Canadians, the first among which calls on the Canadian government to apologize for slavery and consider issuing reparations."It is important to underline that the experience of African Canadians is unique because of the particular history of anti-black racism in Canada," the report said. "(The government of Canada should) take concrete steps to preserve the history of enslavement and the political, social and economic contributions of African Canadians by establishing monuments in their honour." The report draws a through-line between Canada's history of racial segregation to the structural racism that "lies at the core" of many Canadian institutions today, manifesting itself in the form of poverty, health problems, low educational attainment, higher rates of unemployment and overrepresentation if African-Canadians in the criminal justice system.This history is particularly poignant in Nova Scotia, where over the course of generations, African-Nova Scotian have demonstrated "resistance and resilience" to develop a distinct culture, the report said.In Halifax, the community of Africville thrived despite "the harshest opposition," the report said, and most of its residents were landowners.The working group said city officials employed "deplorable tactics" to displace Africville's black residents when the neighbourhood was razed in the late 1960s, marking a "dark period" in Nova Scotian history.The city offered a formal apology in 2010 and allocated $3 million to build a museum on the site, which members of the working group welcomed as a recognition of its significance to the African-Nova Scotian community.Socioeconomic conditions in African-Nova Scotian communities remain "deplorable," they said, and the provincial government is falling short in its efforts to establish land titles for the descendants of the black loyalists.The authors appealed to the federal government to provide financial support to help claimants cover the costs involved in resolving land disputes, centuries after their ancestors were denied title to the rocky plots where they settled.The report also suggested that Ottawa work with provincial and municipal authorities to develop legislation regarding what it called "environmental racism" — the risks created by environmental hazards like landfills, waste dumps and pollutants that are disproportionately situated near black communities.The Nova Scotia Human Rights Commission is expect to address the UN report on Monday.At the national level, the working group said the Canadian government should develop a strategy to address anti-black racism in the criminal justice system.Between 2005 and 2015, the number of black inmates in federal prisons rose by more than 71 per cent, the report said.The authors were troubled by statistics suggesting that black people are "extraordinarily overrepresented" when it comes police use of lethal force, and noted that the lack of race-based data about these incidents makes its difficult to assess the scope of the problem.Racial profiling is "endemic" in strategies used by Canadian law enforcement, the working group said, and called for practices they said disproportionately affect black Canadians — such as street checks and solitary confinement — to be abolished.The report recommended the creation of a federal department of African-Canadian affairs and create special measures to compensate for the impacts of discrimination, such as targeted hiring policies similar to those for Indigenous Peoples.It said existing federal anti-discrimination legislation relies on terms such as "visible minority" that obscure the degrees of disparity faced by different ethnic groups and fails to fully account for the specific human rights concerns of African-Canadians.The working group encouraged federal lawmakers to legally recognize African-Canadians as a distinct group "who have made and continue to make profound economic, political, social, cultural and spiritual contributions to Canadian society."The Canadian Press.

YANGON, Myanmar — Myanmar officials said Monday they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country's conflict-torn northern Rakhine state. The government blames Muslim insurgents for the killings.Two of the graves were found Sunday and contained the bodies of 20 females and eight males, Border Guard Police Maj. Zayar Nyein said. The government's Information Committee said on its Facebook page that all eight males were boys, including six who were under 10 years old.It said another mass grave was discovered 200 metres (200 yards) away on Monday that contained the bodies of 17 more Hindu villagers.Police blame the Arakan Rohingya Salvation Army insurgent group, or ARSA. Security forces say the bodies are among about 100 Hindus missing since ARSA attacked at least 30 police outposts Aug. 25.There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh. The government has said most of the hundreds of people who were killed were insurgents.The Information Committee said the bodies were found in Yebawkya village of Maungdaw township, which was hardest hit by the violence.It said a Hindu man who lived in the village and has since fled to Bangladesh told a local leader that ARSA insurgents took about 100 Hindus from the village and killed all of them except for eight women who were forced to convert to Islam and brought to Bangladesh.The committee said nearby residents searched and found the pits holding the bodies in the northwest part of the village.The Associated Press.

MEXICO CITY — Our Lady of Angels Church has survived several major earthquakes, but Tuesday's magnitude 7.1 shake proved to be the final death knell for the Mexico City building's historic cupola.Violent cracks crisscrossed the dome, and stone from the roof continued to fall onto the church's wooden pews. On Sunday evening, the cupola split and half crashed to the floor."Each earthquake has left its mark," said Marco Antonio Fuentes, part of the church's ministry. "This one seems to be the straw that will break the camel's back."According to the Archdiocese of Mexico, more than 150 religious temples in this deeply Roman Catholic country were damaged by Tuesday's deadly quake. Statues of saints have been left maimed, missing hands and feet. Once towering, celestial church naves now open to the sky. MEXICO CITY (AP) — Search teams were still digging in dangerous piles of rubble Monday, hoping against the odds to find survivors at collapsed buildings in Mexico City, where the death toll from the Sept. 19 earthquake rose to 186, and 324 nationwide.Officials said they had cleared only 103 of Mexico City's nearly 9,000 schools to reopen Monday.The need to inspect 98 percent of the capital's public and private schools nearly a week after a magnitude 7.1 earthquake was a stark indicator of just how long the path back to normalcy will be.Federal Education Secretary Aurelio Nuno said it could take a couple more weeks to inspect all of the schools, and the government will announce each day which schools have been cleared to resume classes. For schools found to have structural damage, students could be put in temporary classrooms."For the safety of the boys, the girls, the teachers and for the peace of mind, of course, of all the fathers and all the mothers, all schools will be inspected," Nuno said.Rescue operations aimed at finding living survivors remained active in at least three sites in Mexico City — two apartment buildings and an office building — but hope dimmed every time rescuers had to retreat due to instability of debris. But no one has been found alive since Wednesday, when a woman was pulled from debris.As darkness fell Sunday, prayers were held by families who have been gathered near the collapsed office hoping missing relatives will be found. A crowd of onlookers watching swelled, and so did the number of volunteer workers. Teachers at one corner tried to entertain children of some of the waiting families. Health Canada is planning to launch a new awareness campaign aimed at warning minors and young adults about the risks of using cannabis in the lead up to the drug becoming legal.A public tender indicates Ottawa is looking for a contractor with creative talent to host a series of events across the country to bring together young people to talk about the risks of smoking marijuana.Under the proposed Cannabis Act or B-C45, possession and consumption of recreational pot will become legal in Canada on July 1, 2018. The federal government has set the minimum legal age at 18, but provinces can decide to increase the age restriction, as some health officials recommend.Along with its plan to legalize pot, the federal government has committed to introducing new measures to keep cannabis out of the hands of minors and set aside $9.6 million in this year's budget for public education about the risks of cannabis use with a focus on young people."Canadians need to be educated about the use of cannabis in order to mitigate its potential risks and harms. NEW YORK — The UN Human Rights Council is set to discuss a report on issues affecting African-Canadians that makes recommendations to the federal government, including that it apologize for slavery and consider providing reparations for historical injustices.A UN working group will submit its final report on the human rights situation of people of African descent in Canada to the council Monday based on its consultations with government officials and interest groups during an October 2016 mission to Ottawa, Toronto, Halifax and Montreal.Some report findings released in August raised deep concerns about Canada's legacy of anti-black racism, which traces its origins to slavery in the 16th century and reverberates into the present day."History informs anti-black racism and racial stereotypes that are so deeply entrenched in institutions, policies and practices, that its institutional and systemic forms are either functionally normalized or rendered invisible, especially to the dominant group," the UN officials wrote."This contemporary form of racism replicates the historical ... conditions and effects of spatial segregation, economic disadvantage and social exclusion."Slavery was abolished in the British colonies in the 1830s.The working group laid out dozens of recommendations to redress past and present wrongs affecting African-Canadians, the first among which calls on the Canadian government to apologize for slavery and consider issuing reparations."It is important to underline that the experience of African Canadians is unique because of the particular history of anti-black racism in Canada," the report said. "(The government of Canada should) take concrete steps to preserve the history of enslavement and the political, social and economic contributions of African Canadians by establishing monuments in their honour." The report draws a through-line between Canada's history of racial segregation to the structural racism that "lies at the core" of many Canadian institutions today, manifesting itself in the form of poverty, health problems, low educational attainment, higher rates of unemployment and overrepresentation if African-Canadians in the criminal justice system.This history is particularly poignant in Nova Scotia, where over the course of generations, African-Nova Scotian have demonstrated "resistance and resilience" to develop a distinct culture, the report said.In Halifax, the community of Africville thrived despite "the harshest opposition," the report said, and most of its residents were landowners.The working group said city officials employed "deplorable tactics" to displace Africville's black residents when the neighbourhood was razed in the late 1960s, marking a "dark period" in Nova Scotian history.The city offered a formal apology in 2010 and allocated $3 million to build a museum on the site, which members of the working group welcomed as a recognition of its significance to the African-Nova Scotian community.Socioeconomic conditions in African-Nova Scotian communities remain "deplorable," they said, and the provincial government is falling short in its efforts to establish land titles for the descendants of the black loyalists.The authors appealed to the federal government to provide financial support to help claimants cover the costs involved in resolving land disputes, centuries after their ancestors were denied title to the rocky plots where they settled.The report also suggested that Ottawa work with provincial and municipal authorities to develop legislation regarding what it called "environmental racism" — the risks created by environmental hazards like landfills, waste dumps and pollutants that are disproportionately situated near black communities.The Nova Scotia Human Rights Commission is expect to address the UN report on Monday.At the national level, the working group said the Canadian government should develop a strategy to address anti-black racism in the criminal justice system.Between 2005 and 2015, the number of black inmates in federal prisons rose by more than 71 per cent, the report said.The authors were troubled by statistics suggesting that black people are "extraordinarily overrepresented" when it comes police use of lethal force, and noted that the lack of race-based data about these incidents makes its difficult to assess the scope of the problem.Racial profiling is "endemic" in strategies used by Canadian law enforcement, the working group said, and called for practices they said disproportionately affect black Canadians — such as street checks and solitary confinement — to be abolished.The report recommended the creation of a federal department of African-Canadian affairs and create special measures to compensate for the impacts of discrimination, such as targeted hiring policies similar to those for Indigenous Peoples.It said existing federal anti-discrimination legislation relies on terms such as "visible minority" that obscure the degrees of disparity faced by different ethnic groups and fails to fully account for the specific human rights concerns of African-Canadians.The working group encouraged federal lawmakers to legally recognize African-Canadians as a distinct group "who have made and continue to make profound economic, political, social, cultural and spiritual contributions to Canadian society."The Canadian Press.

YANGON, Myanmar — Myanmar officials said Monday they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country's conflict-torn northern Rakhine state. The government blames Muslim insurgents for the killings.Two of the graves were found Sunday and contained the bodies of 20 females and eight males, Border Guard Police Maj. Zayar Nyein said. The government's Information Committee said on its Facebook page that all eight males were boys, including six who were under 10 years old.It said another mass grave was discovered 200 metres (200 yards) away on Monday that contained the bodies of 17 more Hindu villagers.Police blame the Arakan Rohingya Salvation Army insurgent group, or ARSA. Security forces say the bodies are among about 100 Hindus missing since ARSA attacked at least 30 police outposts Aug. 25.There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh. The government has said most of the hundreds of people who were killed were insurgents.The Information Committee said the bodies were found in Yebawkya village of Maungdaw township, which was hardest hit by the violence.It said a Hindu man who lived in the village and has since fled to Bangladesh told a local leader that ARSA insurgents took about 100 Hindus from the village and killed all of them except for eight women who were forced to convert to Islam and brought to Bangladesh.The committee said nearby residents searched and found the pits holding the bodies in the northwest part of the village.The Associated Press.

The last attempt at forging a unity government fell apart in 2015, with the two sides exchanging blame.Both Hamas and Fatah are signalling caution.On Monday, Hamas spokesman Fawzi Barhum said "we welcome the arrival of the government of consensus to the Gaza Strip, but it must reassure the Palestinian street through practical steps".Ahmed Majdalani, a senior figure in the Fatah-dominated Palestine Liberation Organisation, said Egyptian officials will also travel to Gaza to monitor how the government assumes its duties there.Hamas has run Gaza since 2007, having seized it in a near civil war from Fatah following a dispute over parliamentary elections won by the Islamist movement the previous year.It formed the administrative committee in March, and since then Abbas has sought to put further pressure on the Islamist movement, reducing electricity payments for the Gaza Strip and cutting salaries for public employees.The West Bank and Gaza have not participated in an election together since 2006.Abbas, whose term was meant to end in 2009, has remained in office with no election held.The Gaza Strip has meanwhile faced deteriorating humanitarian conditions, including a severe electricity crisis and a lack of clean water.The coastal enclave of some two million people also has one of the world's highest unemployment rates and has seen three wars with Israel since 2008.It has been under an Israeli blockade for around a decade, while its border with Egypt has also remained largely closed in recent years.Facing those conditions, Hamas has turned to Egypt for assistance, particularly for fuel to produce power and with hopes of opening the border -- and has faced pressure to take steps toward Palestinian reconciliation in return.

Abu Dhabi (AFP) - The United Arab Emirates on Monday announced plans to open a nuclear power plant next year, in what would be a first for the emirate and the Arab Gulf region.The $20-billion Barakah plant west of Abu Dhabi is being constructed by a consortium led by Korea Electric Power Corp."We have reached the advanced stages," UAE Energy Minister Suhail Mohammed al-Mazrouei said.Mazrouei said the first of four UAE nuclear reactors was 96 percent complete and would "definitely" start up next year after delays following safety checks.He gave no exact date.When fully operational, the four reactors will produce 5,600 megawatts of electricity.Mazrouei said that "clean" energy was slated to make up 27 percent of the UAE's energy sources by 2021.The oil-rich UAE aims to continue diversifying toward its goal of 50-percent clean energy by 2050.Mazrouei announced that Abu Dhabi would soon host another first of its kind for the Gulf region: the International Ministerial Conference on Nuclear Power in the 21st Century.The three-day conference starting October 30 would be organised by the International Atomic Energy Agency and discuss challenges related to nuclear power as well as innovations and technological advances.Representatives from around 150 countries are expected to attend.
