BALI, Indonesia — Nearly 50,000 people have fled the Mount Agung volcano on the Indonesian tourist island of Bali, fearing an imminent eruption as dozens of tremors rattle the surrounding region, officials said Monday.Waskita Sutadewa, spokesman for the disaster mitigation agency in Bali, said people have scattered to all corners of the island and some have crossed to the neighbouring island of Lombok.Indonesian authorities raised the volcano's alert status to the highest level on Friday following a dramatic increase in seismic activity. It last erupted in 1963, killing about 1,100 people.Thousands of evacuees are living in temporary shelters, sports centres , village halls and with relatives or friends. Some return to the danger zone, which extends up to 12 kilometres (7.5 miles) from the crater, during the day to tend to livestock.Officials have said there's no immediate threat to tourists, but some are already cutting short their stays in Bali. A significant eruption would force the closure of Bali's international airport, stranding thousands."It's obviously an awful thing. MEXICO CITY — Our Lady of Angels Church has survived several major earthquakes, but Tuesday's magnitude 7.1 shake proved to be the final death knell for the Mexico City building's historic cupola.Violent cracks crisscrossed the dome, and stone from the roof continued to fall onto the church's wooden pews. On Sunday evening, the cupola split and half crashed to the floor."Each earthquake has left its mark," said Marco Antonio Fuentes, part of the church's ministry. "This one seems to be the straw that will break the camel's back."According to the Archdiocese of Mexico, more than 150 religious temples in this deeply Roman Catholic country were damaged by Tuesday's deadly quake. Statues of saints have been left maimed, missing hands and feet. Once towering, celestial church naves now open to the sky. Dust from fallen stone and concrete cover altars.Many of the battered churches are in the state of Puebla, where the quake's epicenter was located. There in the city of Atzala, a child's baptism turned into tragedy when the roof of a church collapsed, killing 11 family members inside, including the 2-month-old girl being christened.On the first Sunday since the earthquake, priests no longer able to say Mass inside collapsing churches instead held services outside paying homage to victims and survivors."Our religion is more than a building," Colin Noguez, the priest at Our Lady of Angels, told parishioners inside a tent with a table holding a cross and candles from the building.Many of the collapsed buildings where rescuers have been searching for survivors held offices and apartments, places where people worked and lived. "But we must go on."At Mass in Puebla and elsewhere, priests urged parishioners to use the painful moment as a time of reflection. Damaged churches held mass in plazas and auditoriums. In San Francisco Xochiteopan, clergy members moved broken statues of saints into a gym and proceeded with a service. At the Basilica of Our Lady of Guadalupe, a national shrine in Mexico City, Cardinal Norberto Rivera asked God to deliver peace."It pains us to see our city hurt, so many hopes lost," he said, speaking before a giant Mexican flag. "For that reason, we come to you, consoler of the afflicted."The origin of Our Lady of Angels dates back 433 years, when a painting of the Virgin Mary transported by a Spanish ship was found to have been damaged by water during the journey. A painter in the city's then-predominantly indigenous community was commissioned to create a replica.The replica, cracked and with progressively fading paint, has stood at the altar from the time the church was little more than a small hut to its present-day construction, built in the 19th century. The Virgin Mary painting has withstood seven floods and more earthquakes than parishioners can remember."I say Our Lady of Angels holds the miracle of perseverance," said Adela Corona, a member of the ministry.Engineers told the church's leaders that the cupola has a 60 per cent to 70 per cent chance of collapsing. It contains stained glass brought from Germany depicting singing archangels. Projecting above the roof, the cupola is meant to symbolize how the church brings those inside closer to God."It is an important part of our historical heritage," Fuentes said as the sound of small bits of the dome falling onto the floor echoed in the church. "Our idea is to save it."But just hours later, half the cupola came crashing down. No one was inside and the painting of the Virgin Mary, protected by a glass case, appeared unscathed."Hijole," Fuentes said after the dome fell, using a popular Spanish word to express astonishment. MEXICO CITY (AP) — Search teams were still digging in dangerous piles of rubble Monday, hoping against the odds to find survivors at collapsed buildings in Mexico City, where the death toll from the Sept. 19 earthquake rose to 186, and 324 nationwide.Officials said they had cleared only 103 of Mexico City's nearly 9,000 schools to reopen Monday.The need to inspect 98 percent of the capital's public and private schools nearly a week after a magnitude 7.1 earthquake was a stark indicator of just how long the path back to normalcy will be.Federal Education Secretary Aurelio Nuno said it could take a couple more weeks to inspect all of the schools, and the government will announce each day which schools have been cleared to resume classes. For schools found to have structural damage, students could be put in temporary classrooms."For the safety of the boys, the girls, the teachers and for the peace of mind, of course, of all the fathers and all the mothers, all schools will be inspected," Nuno said.Rescue operations aimed at finding living survivors remained active in at least three sites in Mexico City — two apartment buildings and an office building — but hope dimmed every time rescuers had to retreat due to instability of debris. But no one has been found alive since Wednesday, when a woman was pulled from debris.As darkness fell Sunday, prayers were held by families who have been gathered near the collapsed office hoping missing relatives will be found. A crowd of onlookers watching swelled, and so did the number of volunteer workers. Teachers at one corner tried to entertain children of some of the waiting families. There also appeared to be more people offering psychological support.Hugo Luna, whose cousin Erika Gabriela Albarran was believed trapped in the fallen building, complained that officials had not immediately informed families when two bodies were removed Saturday night. "There is a lot of distrust of authorities," he said.His aunt, who was also inside the building when the quake hit but escaped, is traumatized, he said."Nothing happened to her, but now she has panic attacks," Luna said. "You open the door, she hears a noise and she gets scared."For the family of Adrian Moreno, a missing 26-year-old human resources worker at an accounting firm, the emotional roller coaster is getting to be too much. Moreno's mother had a look of anguish and largely stopped being able to speak. His boyfriend, Dario Hernandez, also looked lost, his gaze tear-stained and unfocused."Just hearing the earthquake alarm was horrible," Hernandez said of a siren that rang during a 6.1 quake Saturday morning that was an aftershock of an even bigger temblor that struck in southern Mexico on Sept. 7.Looking at the huge pile of rubble, Hernandez started to comment. "Something moves and ...," he said, his voice trailing away at the unspeakable thought that the whole pile could suddenly collapse."There is a lot of nervousness, a lot of desperation," he finally said. "... This is the worst thing I have ever seen in my life, the worst."A total of 38 buildings in the Mexican capital — mostly apartment blocks or office buildings — collapsed in Tuesday's earthquake.The first days saw a dramatic scramble with picks, shovels and bare hands to reach survivors, and well over 100 were saved.Thousands of people are homeless because their houses or apartment buildings, while still standing, are too dangerous.Mexico City Mayor Miguel Angel Mancera said about 9,000 damaged properties had been examined so far and more than 8,000 were deemed safe, needing only minor repairs.Mancera told the Televisa network that about 700 were going to need some repairs but would be habitable again. About 300 either needed major structural reinforcement or would have to be demolished.One by one, the searches have closed down in recent days, after sniffer dogs were sent in and didn't find life and thermal imaging devices turned up no body heat signatures. Heavy machinery moved in to begin removing the mountains of debris. Empty lots began to appear where just days ago a building stood.At one of the collapsed apartment buildings still being searched, members of a Japanese search and rescue team pulled a small white dog from the rubble alive Sunday, cradling and petting it as they brought it down.The dog's rescue gave hope to residents and neighbors of the building who successfully got an injunction from a judge Saturday night requiring the rescue operation continue for at least five more days.Isaac Garcia, spokesman for the neighbors, said the injunction was a precautionary measure to make sure the search continues at the site wrecked by Tuesday's earthquake.He said residents and neighbors had maintained a good relationship with the navy and civil defense authorities running the search operation at the site. Health Canada to launch new campaign warning youth about risks of cannabis use-[CBC]-YAHOONEWS-September 24, 2017

Health Canada is planning to launch a new awareness campaign aimed at warning minors and young adults about the risks of using cannabis in the lead up to the drug becoming legal.A public tender indicates Ottawa is looking for a contractor with creative talent to host a series of events across the country to bring together young people to talk about the risks of smoking marijuana.Under the proposed Cannabis Act or B-C45, possession and consumption of recreational pot will become legal in Canada on July 1, 2018. The federal government has set the minimum legal age at 18, but provinces can decide to increase the age restriction, as some health officials recommend.Along with its plan to legalize pot, the federal government has committed to introducing new measures to keep cannabis out of the hands of minors and set aside $9.6 million in this year's budget for public education about the risks of cannabis use with a focus on young people."Canadians need to be educated about the use of cannabis in order to mitigate its potential risks and harms. They generally view cannabis use as socially acceptable, but are ill-informed about the health and safety risks; this is especially true for youth," the tender reads."To get ready for and to support the new system, public awareness and education are critical to ensuring that Canadians, especially youth, are well-informed about the health and safety risks of cannabis use and about current laws."A spokesperson from Health Canada declined to comment, saying the public tender has not yet closed.Target audiences 13-17, 18-24-The campaign's messaging will target teens aged 13-17 and young adults 18-24, as well as their parents and teachers.It will focus on driving home messages such as, "like alcohol, cannabis is not without risks," and "the younger cannabis use starts and the more it is used, the higher the health risks"Meanwhile, parents and older adults will be encouraged to talk to teens about cannabis use.Concerts could be venues to talk about pot-The document outlines how Health Canada is asking for two educational campaigns — one aimed at minors, the other young adults.The marketing will be done through a series of events, like concerts, to be hosted across the country, where information about the health and safety risks will be delivered to youth. According to the tender, it will be up to the contractor to book venues and find ways to entice young people to attend, possibly through social media or contests.Events would run from December until March 2019.Youth at higher risk of harm from cannabis, says research-Dr. Amy Porath, of the Canadian Centre on Substance Abuse and Addiction, says cannabis remains the drug of choice for Canadians aged 15-24 and young people in Canada have some of the highest rates of cannabis use in the world.In a presentation to the federal government's health committee on the Cannabis Act, Porath, the centre's director of research and policy, called for a comprehensive public education campaign for young people before the recreational use of cannabis is legalized.She also said teens face greater health risks from ingesting cannabis than adults because of their brains are still developing.

"(The government of Canada should) take concrete steps to preserve the history of enslavement and the political, social and economic contributions of African Canadians by establishing monuments in their honour." YANGON, Myanmar — Myanmar officials said Monday they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country's conflict-torn northern Rakhine state. The government blames Muslim insurgents for the killings.Two of the graves were found Sunday and contained the bodies of 20 females and eight males, Border Guard Police Maj. Zayar Nyein said. The government's Information Committee said on its Facebook page that all eight males were boys, including six who were under 10 years old.It said another mass grave was discovered 200 metres (200 yards) away on Monday that contained the bodies of 17 more Hindu villagers.Police blame the Arakan Rohingya Salvation Army insurgent group, or ARSA. Security forces say the bodies are among about 100 Hindus missing since ARSA attacked at least 30 police outposts Aug. 25.There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh. Abu Dhabi (AFP) - The United Arab Emirates on Monday announced plans to open a nuclear power plant next year, in what would be a first for the emirate and the Arab Gulf region.The $20-billion Barakah plant west of Abu Dhabi is being constructed by a consortium led by Korea Electric Power Corp."We have reached the advanced stages," UAE Energy Minister Suhail Mohammed al-Mazrouei said.Mazrouei said the first of four UAE nuclear reactors was 96 percent complete and would "definitely" start up next year after delays following safety checks.He gave no exact date.When fully operational, the four reactors will produce 5,600 megawatts of electricity.Mazrouei said that "clean" energy was slated to make up 27 percent of the UAE's energy sources by 2021.The oil-rich UAE aims to continue diversifying toward its goal of 50-percent clean energy by 2050.Mazrouei announced that Abu Dhabi would soon host another first of its kind for the Gulf region: the International Ministerial Conference on Nuclear Power in the 21st Century.The three-day conference starting October 30 would be organised by the International Atomic Energy Agency and discuss challenges related to nuclear power as well as innovations and technological advances.Representatives from around 150 countries are expected to attend.

Who would win in a fight: North Korea, Iran, or an earthquake? That seems to be the question at the center of Israel’s print press Sunday morning, after a long hiatus thanks to the Rosh Hoshanah holiday and amid ever-rising tensions between Washington and Pyongyang, and maybe Tehran too.With US President Donald Trump and North Korea’s leadership trading barbs and Iran testing a new missile, two out of the three main dailies (Haaretz and Yedioth Ahronoth) focus mostly on nuclear saber-rattling with North Korea, while only Israel Hayom makes a mostly silly debate explicit with a front-page headline reading “North Korea is dangerous, Iran is much more so.”The headline sounds like a continuation of Prime Minister Benjamin Netanyahu’s attempts to lobby the US to deal with Iran and forget about North Korea, and the column attached to the headline (because who wants news on the front page after 4 days without?), by former Netanyahu national security aide Yaakov Amidror, continues that theme.“If you want to understand Iran you need to look at what North Korea is doing, except Iran is bigger, stronger and has much more potential,” he writes, before issuing what sounds like a challenge to the US. “It seems that if the US won’t do anything about countries like Iran and North Korea, no other power will. And the US is wavering. It will be interesting to see what it will do now, after the aggressive things said by the president at the UN, before the Iranians showed their disregard for them by launching a missile test right afterward. For Israel this is a critical question, since an American decision not to do anything will force Israel to think differently on what it should do in the future, on its own.”Both Yedioth and Haaretz, meanwhile, focus on what might be entertaining if it weren’t so scary, the intercontinental insult and threat battle taking place between Trump and North Korean leader Kim Jong-un.Yedioth quotes from some of the best one-liners on its front page, but inside the paper it also links North Korea to Iran, calling it a “double, immediate threat,” which sounds worse than the double secret probation in “Animal House.” In an accompanying column, Alex Fishman writes that the Iranians are learning what to do from the North Koreans, calling the Khoramshahr ballistic missile tested by Iran “clearly North Korean, and showing the close cooperation between the countries.”Fishman’s own column appears to reveal close cooperation between him and Israeli officials with an agenda/bone to pick, with him blaming that ayatollah-lover Barack Obama for Israel’s Iran woes.“Back in 2013, when an interim deal was signed between the powers and Iran, it was known to Israel that representatives of Obama and Iran put together a secret side deal, and even then it was known the Iranian got secret American agreement to develop missiles with a range of up to 2,000 kilometers. At the same time, Iran was developing missiles with a range of between 2,500 and 5,000 kilometers, which could get to the Europe and the US,” Fishman writes, apparently not realizing that Iran would need twice that distance to reach the US. “The Americans put a red line on the Iranians in the secret talks: Not to the US and not to Europe, but up to 2,000 kilometers, the exact effective distance to Iran’s main enemy: Israel. And if you want, also Saudi Arabia.”While Haaretz gives plenty of space to the North Korean taunt-fest and the Iranian missile, it also shows that it didn’t stop paying attention to the UN once Netanyahu left, covering Trump’s meeting with Palestinian Authority President Mahmoud Abbas. The paper reports that not much is known about what happened in the meeting beyond Trump telling Abbas the US is working on a new peace plan but needs more time. At the same time, it notes that Ramallah believes the US is on-board with reconciliation between Abbas and the Hamas terror group.“The PA attaches great importance to the fact that both the White House and State Department have thus far said nothing in response to media reports of a new Egyptian effort to reconcile the PA and Hamas. The Palestinian leadership sees the absence of US criticism of the reconciliation effort as a de facto green light for the move,” the paper reports.Looking at Abbas’s speech to the UN, Jacky Khoury notes that the Palestinian leader put the one-state solution on the table, and while this isn’t the first time he’s threatened to throw it all in, frustration is certainly growing.“The hope Abbas instilled in the international community has vanished. He made clear that even if the world gives up on the two-state solution, some 6.5 million Palestinians still live between the Mediterranean Sea and the Jordan River,” he writes. “In his speech, Abbas implied that they will not disappear, evaporate or be expelled. Instead, they will demand their full rights. Israel, the United States and the international community will have to figure out how to accomplish that.”For all of the fights Trump is waging, or possibly trying to end, the one he’ll never win is against mother nature, as evidenced by the havoc wreaked by an earthquake in Mexico that also continues to gain top real estate in the Israeli press, mostly thanks to Israeli rescuers dispatched to the Latin American country.A rah-rah Yedioth calls the rescuers “Angels in orange” in a two-page spread that is mostly pictures, and Israel Hayom is no less proud with its own double page spread, including an article focusing on the six females in the group of 70 rescuers.“We do exactly the same as any other officer in a rescue corps,” one tells the paper. “I trained for this three and a half years, to carry equipment, to see unpleasant sights and to work with heavy tools, just like any other rescue officer or soldier. A rescue female does the exact same as a rescue man.”-Back to the brownshirts?-The papers are less excited about German elections, where Chancellor Angela Merkel is expected to keep her seat and the far-right AfD is expected to enter the Bundestag.It’s the first victory that mostly concerns Israel Hayom columnist Eldad Beck, who says that with Merkel likely not going anywhere soon, Israel will need to work on finding a way to improve its ties with Berlin.Meanwhile, it’s the rise of the anti-Semitic AfD that forms the crux of worries in Haaretz and Yedioth, informed by the weight of the country’s history.In Haaretz, Ofer Aderet says AfD’s rise isn’t just about getting rid of migrants or Jews, but speaks to a larger malaise against the establishment in Germany.“Not all AfD candidates or voters are anti-Semites, neo-Nazis and racists (although some definitely are). But as in other places in the past and present, anger and disgust have united different groups against a common enemy, whether real or imagined,” he writes.A column in Yedioth by Ofra Pasdar, one of tens of thousands of Israelis living in Berlin, meanwhile, speaks to the strange feeling of being in Germany at a time when a party seen as the forebears of Nazi ideology are back in business.“Seventy years after my grandmother on my mother’s side, who grew up in Germany in a German family, decided to leave her heritage and her nation and tie her fate to the Jewish people in Israel so that she would never be complacent, I find myself going around in a country where the noise in the streets comes from Oktoberfest celebrations and not from campaign advertising and rallies, a land where the streets are clean, quiet, decorated with little election pamphlets, colorful and aesthetic,” she writes. “It’s hard not to move in this beautiful country with discomfort from the voices coming out of the campaign.”

NEW YORK — Iraq’s foreign minister asked nuclear countries for help building a nuclear reactor Saturday, over 35 years after Israeli jets destroyed the country’s first attempt to build a nuclear program.Ibrahim al-Jaafari made the request in his speech Saturday to the UN General Assembly’s annual meeting of presidents, prime ministers and monarchs. He called for assistance “to build a nuclear reactor for peaceful purposes in Iraq, to acquire this nuclear technology.”Former Iraqi strongman Saddam Hussein’s previous efforts to build a nuclear reactor were met with an Israeli airstrike on the Osirak nuclear facility in 1981 and years of suspicion about his nuclear intentions.While the international community initially condemned Israel for the airstrike, some 10 years later, Dick Cheney, the US secretary of defense at the time, thanked Israel for the raid, according to David Ivry, who was the head of Israel’s air force at the time.Israeli Air Force footage taken during the strike on Osirak:The US cited concerns that Saddam had weapons of mass destruction as the basis for invading Iraq in 2003, but none were ever found.Al-Jaafari cited the Nuclear Nonproliferation Treaty’s provisions allowing countries to pursue peaceful nuclear energy projects.
