The S&P 500 snapped a five-day winning streak and closed slightly lower Tuesday, as a selloff in biotechnology and health-care stocks outweighed gains in the energy and materials sectors. The Dow Jones Industrial Average eked out a small gain, mainly thanks to a surge in shares of DuPont Co. DD, +7.66% The S&P 500 SPX, -0.36% closed 7.13 points, or 0.4%, lower at 1,979.92. The Dow Jones Industrial Average DJIA, +0.08% added 13.76 points, or less than 0.1%, to 16,790.19. The Nasdaq Composite COMP, -0.69% ended the day down 32.90 points, or 0.7%, at 4,848.36.

ATLANTA (Reuters) - Pacific trade ministers have reached a deal on the most sweeping trade liberalization pact in a generation that will cut trade barriers and set common standards for 12 countries, an official familiar with the talks said on Monday.Leaders from a dozen Pacific Rim nations are poised to announce the pact later on Monday. The deal could reshape industries and influence everything from the price of cheese to the cost of cancer treatments.The Trans-Pacific Partnership would affect 40 percent of the world economy and would stand as a legacy-defining achievement for U.S. President Barack Obama, if it is ratified by Congress. Lawmakers in other TPP countries must also approve the deal.The final round of negotiations in Atlanta, which began on Wednesday, had snared on the question of how long a monopoly period should be allowed on next-generation biotech drugs, until the United States and Australia negotiated a compromise.The TPP deal has been controversial because of the secret negotiations that have shaped it over the past five years and the perceived threat to an array of interest groups from Mexican auto workers to Canadian dairy farmers.Although the complex deal sets tariff reduction schedules on hundreds of imported items from pork and beef in Japan to pickup trucks in the United States, one issue had threatened to derail talks until the end – the length of the monopolies awarded to the developers of new biological drugs.Negotiating teams had been deadlocked over the question of the minimum period of protection to the rights for data used to make biologic drugs, made by companies including Pfizer Inc, Roche Group’s Genentech and Japan's Takeda Pharmaceutical Co.The United States had sought 12 years of protection to encourage pharmaceutical companies to invest in expensive biological treatments like Genentech’s cancer treatment Avastin. ATLANTA - Twelve nations, including Canada, have reached a tentative deal on the so-called Trans-Pacific Partnership — a massive Pacific Rim trading bloc billed by Prime Minister Stephen Harper as the largest-ever deal of its kind.After five days of marathon, around-the-clock negotiations, a deal has been reached to create the Trans-Pacific Partnership, which would cover 40 per cent of the world's economy." Each one of us comes to the table with a clear goal of promoting and defending the interests of our own countries, of our own economies," International Trade Minister Ed Fast told the closing news conference." That often means there are very tough discussions that take place, (but) at the end of the day, here we are as 12 TPP partners, having achieved something that some time ago, people didn't think was achievable."The proposed agreement reduces or eliminates barriers in a wide range of sectors and could lead to more Canadian exports of pork, beef, canola, high-tech machinery and a variety of other product.It also entrenches new international trade standards in Asia, setting a template should any other countries in that fast-growing region — like China — want to join someday.Other parts will be controversial in Canada. WASHINGTON - The United States and 11 other Pacific Rim countries have agreed to an ambitious trade pact that cuts trade barriers, sets labour and environmental standards and protects multinational corporations' intellectual property.The agreement on the Trans Pacific Partnership was reached Monday after marathon negotiating sessions in Atlanta through the weekend."We think it helps define the rules of the road for the Asia-Pacific region," said U.S. Trade Representative Michael Froman.The TPP is designed to encourage trade between the United States, Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam.Japanese Prime Minister Shinzo Abe welcomed the basic agreement as "a farsighted policy for all participating countries that share the values and try to build a free and fair economic zone."The deal still has to be approved by the U.S. Congress, where opposition is widespread. President Obama has to wait 90 days after agreement before signing the pact, and only then will Congress begin to debate it.As a result, a vote on the agreement likely will not happen until well into 2016. Given the political sensitivity of the deal, supporters of the agreement may push to hold the vote as far ahead of next year's elections as possible. Congress can only give the deal an up-or-down vote; it can't amend the agreement. Many of the tariff reductions and other changes will be phased in over several years, so benefits to the U.S. economy could take time to materialize.Peter Petri, a professor of international finance at Brandeis University, says he doesn't expect the deal to lead to any U.S. job gains. ATLANTA - A historic new trade agreement was announced Monday, which is certain to prompt a spirited political debate in a number of countries — starting with Canada's election.Here are 10 questions about the Trans-Pacific Partnership, answered:Who's in it? Brunei, Chile, New Zealand and Singapore started the project years ago. The United States, Canada, Mexico, Japan, Vietnam, Australia, Peru and Malaysia are now joining, bringing the membership to 12 countries. More have expressed interest in entering later, including Colombia, Thailand and South Korea.How big is it? It's the biggest trade zone in the world, spanning four continents and representing 40 per cent of the world's economy — a far higher share than the European Union.Is it more important than the EU? Not even close. Europe has truly open borders, allowing a free flow of people and products from one country to another. This simply changes regulations, and reduces trade barriers across a larger area.What does it do, then? It reduces or eliminates barriers on a staggering array of Canadian exports to several countries, most notably Japan. This applies to everything from machines to canola, beef and pork, minerals, forestry products and seafood. It allows up to 3.25 per cent more foreign dairy into Canada. It allows more foreign car parts into North America without tariffs. It also creates new rules for the digital economy, such as restricting governments' right to shut off data flows. Why does it matter? This brings the economies of a fast-developing region into the American sphere of influence. It sets new trade standards in China's backyard. It sets precedents for future agreements, including any involving China and its state-owned-enterprises. It increases trade and establishes unique rules for the 21st-century, cloud-computing digital economy.So what's the problem? It also exposes middle-class workers to additional low-cost competition from foreign labour, notably in the auto sector. It would also cut into the profits on dairy farms, although the government promises a multibillion-dollar 10-year program to protect current farm revenues. Government decisions could be overturned in special tribunals, as they are in NAFTA and at the WTO, when companies sue over democratically adopted laws.Is it a done deal? No. It still needs to be ratified in national parliaments, including Canada's, once the federal election is over. A vote is expected early next year in the U.S. Congress, and it could prove difficult.So can we see the full text? No, not yet. It's undergoing a legal review. The details that have been released are coming from the various governments. One Canadian official expressed hope the parties would manage to release the agreement within a few days. But it's unclear whether Canadians will get to see it before they vote on Oct. 19.Does this end NAFTA? No. The North American Free Trade Agreement still exists, but in areas where the two agreements conflict the newer one will usually prevail. In a way, this is what Barack Obama promised when he first ran for president and said he'd revisit NAFTA — which prompted a controversy back in 2008. He promised new labour and environmental provisions, and this agreement has chapters on both those things.Does this end Canada Post and the CBC? No. There's a popular online theory to that effect, based on the provisions limiting the rights of state-owned-enterprises. But insiders insist those provisions were written with China in mind.

Rather, he said, it's a sacred, protected space where God shows the way for the good of the church.The bishops are debating how the church can better care for Catholic families at a time when marriage rates are falling, divorce is common and civil unions are on the rise. The main sticking points include how the church should welcome gays and divorced and civilly remarried Catholics.Conservatives have been insisting that the gathering strongly reassert church doctrine on homosexuality and the indissolubility of marriage. Beirut (AFP) - More than 40 of Syria's most powerful rebel factions said on Monday that Russia's air campaign had made a political solution to the country's bloody conflict impossible.In a statement posted online, 41 groups including Jaish al-Islam near Damascus, Ahrar al-Sham in northwest Syria, and the Northern Front said that Russia's "brutal occupation has cut the road to any political solution".The statement also urged the creation of a regional coalition to combat both the Syrian regime and its allies Iran and Russia.Russian warplanes have been flying over Syrian territory since Wednesday, conducting air strikes on what Moscow says are Islamic State group targets in the northern and central provinces.Although some of the raids have struck IS bastions in Raqa and Homs provinces, many have hit bases held by other rebel and Islamist groups.Some of the statement's signatories, like Ahrar al-Sham and Jaish al-Izzah, have been targeted by Russian strikes."Russia jumped in to rescue the Assad regime after it was clinically dead, in order to prevent it from suffering a sweeping defeat," the statement read.It accused Russia of killing at least 50 civilians in Homs province "in Russia's first war crime on Syrian territory".The statement also called for a regional coalition to help fight back at the Syrian regime and its two steadfast allies, Iran and Russia."This new reality makes it imperative that regional countries, and allies in particular, hasten to form a regional alliance in the face of the Russian-Iranian alliance of occupation," the groups wrote."Any occupation force in the land of our beloved country is a legitimate target for us," the statement added.It followed a statement at the weekend by many of the same rebel groups and the opposition National Coalition "rejecting Russia's direct military escalation in Syria"."This escalation undoubtedly proves that Russia was not serious or genuine in its commitment to a political process, and that it cannot be an impartial intermediary because it is party to the conflict."Syria's conflict began as an uprising against the rule of President Bashar al-Assad, but has transformed into a multi-party civil war with Kurds, the regime, rebels and jihadists carving out zones of influence.Russia and Iran have provided substantial financial and military aid to Damascus.

“And it will come to pass on that day, when Gog comes against the land of Israel, declares the Lord God, that My blazing indignation will flame in My nostrils.” (Ezekiel 38:18)-There are signs, both in current events and in Jewish tradition, that point to the possibility that the War of Gog and Magog, prophesied in the Books of Ezekiel and Zechariah, will happen this year on the Jewish holiday of Sukkot (Festival of Tabernacles).As has been widely reported, the final Blood Moon of the most recent tetrad occurred on the first night of Sukkot, September 28, 2015. Each time a Blood Moon tetrad has fallen on Jewish holidays in the past 500 years, there has been a significant Messianic advancement. Is the War of Gog and Magog connected to the Blood Moon? Each of these 70 oxen represented one of the original 70 nations.Second, on the Sabbath that falls during the week of Sukkot, the section of the Books of Prophets that is read in synagogues all across the world comes from the Book of Ezekiel (38:18-39:16). This passage discusses the war of Gog and Magog which is predicted to come before the Final Redemption of the Jewish people.Third, Mizrachi states that the only reference to Gog and Magog in the Talmud, Judaism’s enormous reservoir of rabbinic teachings, is in the tractate named Sukkot. Amidst a discussion of the death of the Yetzer Hara (Evil Inclination) in Messianic times, the Talmud speaks of the mourning that will accompany the death of Moshiach ben Yosef (the first Messiah from the Tribe of Joseph) who will be killed in the War of Gog and Magog.Mizrachi puts these pieces together and emphasizes that, based on the mystical tradition of Judaism known as Kabbalah, the rabbis of the Talmud understood, “that the time that has the highest chance to have this war is Sukkot, and especially this year, when it is the end of Shmittah.”“The Gemara (Talmud) says that in the end of shvyit (the seventh year, which is a Shmittah year), Moshiach ben David (Messiah, son of David) [will] come,” Mizrachi told Breaking Israel News, emphasizing that “all the signs that the Gemara gave [for the era preceding the Messiah] already happened.”

“They will call peoples to the mountain; There they will offer righteous sacrifices. For they will draw out the abundance of the seas, and the hidden treasures of the sand.” (Deuteronomy 33:19)-Throughout the ages, Biblical scholars have grappled with a question similar to the age-old riddle about the chicken and egg that has stumped generations of scientists: What will come first – the Messiah or the Third Temple?Will the Messiah precede and facilitate the building of the Third Temple, which will be an everlasting house of prayer for all nations, or will the rebuilding of the Temple herald in the final coming of the Messiah? The building of the Temple on the Temple Mount in Jerusalem is prophesied in Ezekiel as part of the messianic process:“In the visions of God He brought me into the land of Israel and set me on a very high mountain, and on it to the south there was a structure like a city.” (Ezekiel 40:2)-However, the messianic process is not always a precisely defined sequence of events. The answer is not simple since there are many differing perspectives. There are two classic opinions surrounding this Biblical debate. Some believe the Third Temple will be built by the Messiah while others say the Temple will miraculously float down from heaven and settle into place after the messianic process is complete. A third, less talked about answer, believes that the Jews should build the Temple now before either the Messiah or heaven intervenes.The concepts of the Messiah and the Third Temple are inextricably connected throughout history. When, in 132 CE, Shimon Bar Kochba led the Jewish revolt against the Romans, many Jews, most notably the renowned Rabbi Akiva, believed him to be the Messiah. In addition to leading the military campaign, Bar Kochba fostered support by reinstating sacrifices at the site of the Temple and making plans to rebuild it.Similarly, Bereshit Rabbah, a collection of classic rabbinic interpretations of Genesis, relates that in the era of the sage mentioned in the Talmud, Rabbi Yehoshua ben Chananiah, following the destruction of the First Temple, the Romans granted the Jews permission to rebuild the Temple. The people rushed to begin the preparations for building, but were stopped by the intervention of the Samaritans. It is interesting to note that there was no hesitation; the people did not wait for the Messiah to arrive first. Even in the absence of any messianic personality, the Jews united to build the Temple.Maimonides, also known as the Rambam, a preeminent Torah scholar of the 12th century, teaches in his book the Mishna Torah (Hilchot Malachim 11:4) that one of the major functions of the Messiah is to reinstate the Temple. Moreover, he states that the construction of the Temple is one of the signs that the messianic process is beginning. However, Maimonides seems to contradict himself when he quotes a verse from the prophecy of Malachi (3:1) in his Letter to Yemen. The verse reads, “For suddenly the master whom you are seeking will come to his sanctuary.” Maimonides explains this verse to mean that the Messiah will arrive only when the Temple is rebuilt.Bring the Temple Mount to Millions Around the World-Rashi, a French rabbinic authority and renowned Bible commentator who lived 100 years before Maimonides, offers a different answer. He explains in the Talmud (Sukka 41a) that the Third Temple has al­ready been constructed by God and exists in the heavenly realms, waiting for the time when it will descend to the earth. Another scholar, the Midrash Yalkut Shimoni, commenting on Isaiah, writes, “Our rabbis taught: when the Messiah arrives, he will stand on the roof of the Holy Temple, and shout out to Israel: ‘Humble ones! The time of your redemption is at hand!'” This would seem to imply that the Temple already exists when the Messiah arrives, either having descended from heaven or been built by the people of Israel.Another aspect of the “which comes first” debate is that anticipating the arrival of the Messiah is a commandment incumbent upon Jews at all times. Other than mitzvot (Torah commandments), there is nothing the Jewish nation can do to directly hasten the coming of the Messiah. However, the commandment to build a Temple and perform the Temple service is also incumbent upon Jews at all times, and when given the opportunity, the people of Israel did not hesitate to actively build the Temple. It is only in modern times that the Jews have refrained from this and waited for a messianic imperative.One of the explanations for this reluctance is uncertainty about the Temple’s precise location. Another problem is that though the Talmud is quite explicit and precise about the dimensions of the Temple, measurements are given in cubits and there is controversy over the precise length of a cubit. For that reason, many Jews prefer to wait for the Messiah to settle that argument before building the Third Temple. A Sanhedrin (High Court) could also settle this uncertainty, but the present Sanhedrin is not universally recognized, preventing this from occurring.In Kol Hatur, a guidebook for the messianic process in Israel written by Rabbi Hillel Rivlin of Shklov, Rivlin explains that if Israel has sufficient merit, the Messiah will be a miraculous occurrence, coming from heaven instantaneously. If Israel does not have the merit, it will be a long process involving much human labor. The Temple would follow suit; if the Messiah is a miraculous occurrence as a result of our great merit, the Temple will descend from heaven. Concept for cyber attack.Nuclear power plants around the world are harbouring a “culture of denial” about the risks of cyber hacking, with many failing to protect themselves against digital attacks, a review of the industry has warned.A focus on safety and high physical security means that many nuclear facilities are blind to the risks of cyber attacks, according to the report by think-tank Chatham House, citing 50 incidents globally of which only a handful have been made public.The findings are drawn from 18 months of research and 30 interviews with senior nuclear officials at plants and in government in Canada, France, Germany, Japan, the UK, Ukraine and the US.“Cyber security is still new to many in the nuclear industry,” said Caroline Baylon, the report’s author. “They are really good at safety and, after 9/11, they’ve got really good at physical security. But they have barely grappled with cyber.”The report cites officials who describe the industry as being “far behind” other industrial sectors when it comes to insulating themselves against digital attacks.Ms Baylon said there was a “culture of denial” at many nuclear plants, with a standard response from engineers and officials being that because their systems were not connected to the internet, it would be very hard to compromise them.“Many people said it was simply not possible to cause a major incident like a release of ionising radiation with a cyber attack . . . but that’s not necessarily true.”Ms Baylon described how systems and back-ups powering reactor cooling systems could be compromised, for example, to trigger an incident similar to that seen at Fukushima Daichi in Japan in 2011, the worst nuclear failure since Chernobyl.Dozens of nuclear power stations have control systems accessible through the internet even though many plant operators believe a persistent “myth” that their facilities are “air gapped” with physically separated computer networks, the report says.It points to a 2003 incident at the Davis-Besse plant in Ohio, when an engineer accessed the plant from his home laptop through an encrypted VPN connection. His home computer had become infected with the nuisance self- replicating “slammer” worm. The trojan infected the nuclear plant’s computer system, causing a key safety control system to be overwhelmed with traffic from the worm and trip out.A more serious 2006 incident occurred at Browns Ferry in Alabama when a key safety system was similarly overwhelmed with network traffic and nearly led to a meltdown.The report points to a 2008 incident at the Hatch plant in Georgia to illustrate how vulnerable plants could be to deliberate digital disruption: though not an attack, when a contractor issued a routine patch to a business network system, it triggered a shutdown.Most facilities still do not take cyber security seriously enough in spite of such instances, Ms Baylon said. Officials interviewed for the report, for example, described default vendor logins — the standard factory-set passwords such as “1234” — as being “everywhere” when it comes to the computer systems that regulate nuclear processes. Companies that own plants are also increasing the number of digital “backdoors” into facilities by putting in more monitoring systems to gather data and try to become more efficient businesses. Engineers and contractors at facilities around the globe also routinely bring their own computers into nuclear plants to perform their jobs, officials told Chatham House. One described the control room at his nuclear plant as routinely having external laptops plugged in to its systems — sometimes left there overnight.“It would be extremely difficult to cause a meltdown at a plant or compromise one but it would be possible for a state actor to do, certainly,” said Ms Baylon “The point is that risk is probability times consequence. WASHINGTON – Iran’s development of a nuclear weapon that complies with Islamic law should be grounds enough for Congress to kill the agreement between Iran and the West, since just “Shariah-compliant” bomb could “threaten the existence of the United States,” according to two experts.The agreement would not prevent Iran from obtaining a nuclear device that it could detonate at high altitude over the U.S. to create an electromagnetic pulse, or EMP, that would destroy the nation’s critical infrastructure, write James Woolsey, former director of the Central Intelligence Agency, and Peter Vincent Pry, executive director of the EMP task Force on National and Homeland Security, in the Washington Times.Iran could obtain such a device relatively easily “by cheating in the use of the nuclear infrastructure permitted them under the agreement,” they assert.Because an EMP destroys electronics directly but people indirectly, it is regarded by some Muslim scholars as a “Shariah-compliant” use of a nuclear weapon,” Woolsey and Pry explain.
