PARIS (AP) — The co-pilot of Germanwings Flight 9525 appeared to have practiced a controlled descent on his flight into Barcelona just two hours before he intentionally crashed the A320 jet into a mountainside on the return flight to Duesseldorf, air accident investigators said Wednesday.Authorities are still puzzling over why co-pilot Andreas Lubitz, who had suffered from suicidal tendencies and depression in the past, sent the Barcelona-to-Duesseldorf flight straight into the French Alps on March 24, killing all 150 people on board.This latest development about an earlier flight appears to support the assumption that the crash was not only deliberate but also premeditated, and raises questions about all of the flights where Lubitz was in the cockpit.Lubitz seemed to be toying with the plane's settings on a March 24 flight from Duesseldorf to Barcelona, programming it for sharp descent multiple times in a 4 1/2-minute period while the pilot was out of the cockpit before resetting the controls, France's BEA investigation agency said in an interim report on the crash.Prosecutors have said that Lubitz intentionally locked the pilot out of the cockpit and crashed the plane on its return flight to Duesseldorf.Wednesday's 30-page report said the same crew was aboard both flights — and the pilot appeared to have left the cockpit during the earlier flight as well, for about 4 ½ minutes.On the first flight into Barcelona, shortly after the pilot left, the "selected altitude" of the flight changed repeatedly, including several times being set as low as 100 feet (30 meters) above the ground. The report says co-pilot Lubitz also put the engines on idle, which gives the plane the ability to quickly descend.It would be highly unusual for a pilot to repeatedly set a plane for such a low altitude for no apparent reason. However, the report says that Lubitz did so while he was being asked by air traffic controllers to bring the plane down gradually from 35,000 feet to 21,000 feet for its scheduled descent to Barcelona.A chart released by the BEA showed the plane didn't actually descend sharply while Lubitz was repeatedly adjusting the settings, so the passengers and crew might not have noticed any change. The BEA report did not make it clear whether all the steps needed for the repeated descents were taken by Lubitz."The captain didn't realize at all, because the co-pilot's tests during the outgoing flight took place during a normal, preprogrammed descent and it never had an impact on the plane's trajectory," said Remi Jouty, the director of BEA.Aviation experts said the findings were clearly unusual."The process of going up and down with the selected altitude is not normal — but I can't tell you what was going on in his head," said Antoine Amar, a top official in France's main pilots union SNPL and an Air France pilot who has flown the A320, the same type of plane in the Germanwings crash.Germanwings' parent company Lufthansa technically could have known about Lubitz' apparent rehearsal on the outbound flight, but only if it had looked at the flight data in the short period while the plane was unloading and loading passengers in Barcelona.Germanwings said it "welcomed any new information that can help clarify what happened" but said it would not comment on the BEA report because of the ongoing investigation. It would also not comment on whether other flights involving Lubitz were now under review. The airline referred all questions to French prosecutors and the French civil aviation authority. Amar, the French union official, suggested there was little that air authorities could have done between the two flight legs. Authorities would need access to the cockpit recorders and the data downloaded to know whether Lubitz had repeatedly chosen a 100-foot altitude during the flight.Duesseldorf prosecutors who are investigating the co-pilot said they don't know if any passengers on the first flight into Barcelona were even questioned.Lufthansa spokesman Helmut Tolksdorf said Wednesday by phone that the airline had not yet had time to analyze the new details released by the French authorities and planned no immediate comment. The BEA report didn't analyze why Lubitz repeatedly tried to descend the plane going into Barcelona and did not say if it would be looking into other flights where Lubitz was in the cockpit. However, the agency said it is continuing to look at the "systemic failings that may have led to this accident or similar events."The investigators are focusing on "the current balance between medical confidentiality and flight safety," a reference to whether German rules on patient privacy may have prevented Lufthansa from being fully aware of Lubitz' mental health issues.The BEA said investigators are also looking at "compromises" made on security after the Sept. 11 attacks in the U.S., notably on cockpit door locking systems meant to protect pilots from terrorists. Since the Germanwings crash, several airlines have imposed rules requiring two people in the cockpit at all times.French prosecutors are conducting a separate criminal investigation into the crash.It remains unclear why Lubitz would have wanted to crash the plane. The organizer of the Mohammed cartoon contest attacked by two ISIS terrorists on Sunday has vowed to continue her campaign - even if it turns out to be a losing battle.Pamela Geller - who is the founder and president of the American Freedom Defense Initiative (AFDI) - was at the event in Texas when it was targeted by two Muslim gunmen. Like other event participants she escaped unharmed thanks to police, who shot dead the gunmen almost immediately.But she expressed her frustration in a series of interviews with US media outlets, in which she was accused of having provoked the attack via her actions. Geller in turn accused the press of abandoning the First Amendment and the values of free speech "so as not to offend savages."In interviews with outlets from CNN to Fox News, Geller accused her interviewers of blaming the victim."We have to have this conversation, and the fact that we have to spend upwards of $50,000 dollars in security speaks to how dangerous and how in trouble freedom of speech is in this country," she said. PARIS (AP) — The co-pilot of Germanwings Flight 9525 appeared to have practiced a controlled descent on his flight into Barcelona just two hours before he intentionally crashed the A320 jet into a mountainside on the return flight to Duesseldorf, air accident investigators said Wednesday.Authorities are still puzzling over why co-pilot Andreas Lubitz, who had suffered from suicidal tendencies and depression in the past, sent the Barcelona-to-Duesseldorf flight straight into the French Alps on March 24, killing all 150 people on board.This latest development about an earlier flight appears to support the assumption that the crash was not only deliberate but also premeditated, and raises questions about all of the flights where Lubitz was in the cockpit.Lubitz seemed to be toying with the plane's settings on a March 24 flight from Duesseldorf to Barcelona, programming it for sharp descent multiple times in a 4 1/2-minute period while the pilot was out of the cockpit before resetting the controls, France's BEA investigation agency said in an interim report on the crash.Prosecutors have said that Lubitz intentionally locked the pilot out of the cockpit and crashed the plane on its return flight to Duesseldorf.Wednesday's 30-page report said the same crew was aboard both flights — and the pilot appeared to have left the cockpit during the earlier flight as well, for about 4 ½ minutes.On the first flight into Barcelona, shortly after the pilot left, the "selected altitude" of the flight changed repeatedly, including several times being set as low as 100 feet (30 meters) above the ground. The report says co-pilot Lubitz also put the engines on idle, which gives the plane the ability to quickly descend.It would be highly unusual for a pilot to repeatedly set a plane for such a low altitude for no apparent reason. However, the report says that Lubitz did so while he was being asked by air traffic controllers to bring the plane down gradually from 35,000 feet to 21,000 feet for its scheduled descent to Barcelona.A chart released by the BEA showed the plane didn't actually descend sharply while Lubitz was repeatedly adjusting the settings, so the passengers and crew might not have noticed any change. The BEA report did not make it clear whether all the steps needed for the repeated descents were taken by Lubitz."The captain didn't realize at all, because the co-pilot's tests during the outgoing flight took place during a normal, preprogrammed descent and it never had an impact on the plane's trajectory," said Remi Jouty, the director of BEA.Aviation experts said the findings were clearly unusual."The process of going up and down with the selected altitude is not normal — but I can't tell you what was going on in his head," said Antoine Amar, a top official in France's main pilots union SNPL and an Air France pilot who has flown the A320, the same type of plane in the Germanwings crash.Germanwings' parent company Lufthansa technically could have known about Lubitz' apparent rehearsal on the outbound flight, but only if it had looked at the flight data in the short period while the plane was unloading and loading passengers in Barcelona.Germanwings said it "welcomed any new information that can help clarify what happened" but said it would not comment on the BEA report because of the ongoing investigation. It would also not comment on whether other flights involving Lubitz were now under review. The airline referred all questions to French prosecutors and the French civil aviation authority. Amar, the French union official, suggested there was little that air authorities could have done between the two flight legs. Authorities would need access to the cockpit recorders and the data downloaded to know whether Lubitz had repeatedly chosen a 100-foot altitude during the flight.Duesseldorf prosecutors who are investigating the co-pilot said they don't know if any passengers on the first flight into Barcelona were even questioned.Lufthansa spokesman Helmut Tolksdorf said Wednesday by phone that the airline had not yet had time to analyze the new details released by the French authorities and planned no immediate comment. The BEA report didn't analyze why Lubitz repeatedly tried to descend the plane going into Barcelona and did not say if it would be looking into other flights where Lubitz was in the cockpit. However, the agency said it is continuing to look at the "systemic failings that may have led to this accident or similar events."The investigators are focusing on "the current balance between medical confidentiality and flight safety," a reference to whether German rules on patient privacy may have prevented Lufthansa from being fully aware of Lubitz' mental health issues.The BEA said investigators are also looking at "compromises" made on security after the Sept. 11 attacks in the U.S., notably on cockpit door locking systems meant to protect pilots from terrorists. Since the Germanwings crash, several airlines have imposed rules requiring two people in the cockpit at all times.French prosecutors are conducting a separate criminal investigation into the crash.It remains unclear why Lubitz would have wanted to crash the plane. (Reuters) - California water regulators on Tuesday adopted the state's first rules for mandatory cutbacks in urban water use as the region's catastrophic drought enters its fourth year.The emergency regulations, which require some communities to trim water use by as much as 36 percent, were approved unanimously late Tuesday by the State Water Resources Control Board weeks after Democratic Governor Jerry Brown stood in a drying mountain meadow and ordered statewide rationing."This is a community crisis," said water resources board chair Felicia Marcus as testimony began in a daylong hearing on the rules on Tuesday. WASHINGTON (Reuters) - When U.S. Attorney General Loretta Lynch visited Baltimore on Tuesday, in the wake of rioting over the death in police custody of Freddie Gray, she made a deliberate attempt to cast herself as different from her predecessor. She visited police headquarters.Former attorney general Eric Holder faced eerily similar circumstances to Lynch in August 2014, amid civil unrest in Ferguson, Missouri, after Michael Brown was killed by a police officer. While Holder met with many people, including Brown's parents, he did not visit the police station.Lynch first met with Gray's family and then the police."Thanks to all of you," she told the policemen, "I'm looking at the hardest working police officers in America."Police unions and law enforcement officers who have worked with Lynch said this outreach in Baltimore was characteristic of a different style from Holder's."We are optimistic that we've hit the ground positively and we have every hope that it will stay that way," said Jim Pasco, executive director of the national Fraternal Order of Police.Pasco said that while he respected Holder, he often disagreed with him. However, his two meetings with Lynch, even before she was officially confirmed as attorney general, were positive.The two violent outbreaks of rioting were not identical, of course. Ferguson police vigorously defended Darren Wilson, the local officer who shot Brown. In Baltimore, officers involved in the death of 25-year-old Gray while in police custody were swiftly charged by the chief prosecutor and the city quieted down.On Lynch's first day on the job, which coincided with the worst day of rioting in Baltimore, she held meetings that were focused on outreach to police as well as community members, a Justice Department official said.People who have worked with Lynch in previous positions said she was more focused on being a balanced prosecutor than the kind of civil rights advocate Holder was sometimes perceived to be.Former New York City Police Commissioner Raymond Kelly, who worked with Lynch when she was U.S. Attorney for the Eastern District of New York, said she has tried to be seen as a vigorous prosecutor rather than an advocate for any side.He recalled her work to secure the death penalty in the case of Ronell Wilson, a man who shot two New York officers in 2003. (Reuters) - Following a week of racially charged protests in Baltimore, U.S. President Barack Obama on Monday said that the residual effects of racism have built up over time and created inequality.Speaking on one of the final episodes of the Late Show with David Letterman, Obama said the effects of slavery, Jim Crow laws and discrimination in American history have left minority communities at a disadvantage."We don’t have to accuse everybody of racism today to acknowledge that as part of our past. Baltimore asks U.S. Justice Department to review police practices-Reuters By Ian Simpson-may 6,15-yahoonews
(Reuters) - Baltimore officials asked the U.S. Justice Department to investigate its police department for civil rights violations after the death of a black man from injuries sustained in police custody, Mayor Stephanie Rawlings-Blake said on Wednesday.The review will look into police practices such as frisks, street stops of suspects and arrests to see if they violate the U.S. Constitution, Rawlings-Blake said at a news conference. The request follows the April 19 death of Freddie Gray, 25, who sustained spinal injuries after being arrested by police. His death sparked protests and a day of arson and looting in the largely black city."We cannot be timid in addressing this problem and I am a mayor that does not shy away from our city's big challenges," Rawlings-Blake said.Six officers were charged last week in a case that is the latest in a series of deaths in the United States of unarmed black men involving police officers.The mayor said the city would seek to have its 3,200-member police department equipped with body cameras by the end of the year. Cameras are seen by advocates as a way to monitor police encounters with civilians.Attorney General Loretta Lynch is considering Rawlings-Blake's request, the Justice Department said in a statement. Lynch met the mayor, police officials and community leaders on Tuesday.Rawlings-Blake, a Democrat who took office in 2010, said the request was part of her years-long effort to reform police.She said the department had made progress, with complaints last year of excessive force down by 46 percent. But improvements had not gone far enough, Rawlings-Blake said.Maryland Governor Larry Hogan lifted a state of emergency for Baltimore on Wednesday. He activated the National Guard and about 130 police officers were hurt and some 250 businesses and 170 cars were damaged in unrest, his office said in a statement.The Justice Department has carried out similar reviews of U.S. police departments. An investigation of police in Ferguson, Missouri, where an officer shot dead an unarmed black teenager last year, concluded in March that the department routinely engaged in racially biased practices.The department is investigating possible civil rights violations in Gray's death.Justice also is reviewing the police department at Baltimore officials' request. British computer hacker-turned jihadi Junaid Hussain.Twitter-As investigators probe the background of the two gunmen shot dead in an attack on a Texas competition of cartoons of the Prophet Mohammed, online links are emerging to a British Islamic (Isis) State jihadist believed to be the group's hacking and propaganda kingpin. Jihadist group Isis, which controls parts of Syria and Iraq, claimed responsibility for the attack, but offered no evidence for its involvement."We tell America that what is coming will be even bigger and more bitter, and that you will see the soldiers of the Islamic State do terrible things. The future is just around the corner," the group announced on its radio station.But a web of connections is emerging on social media between gunman Elton Simpson and supporters of the jihadist group, and at its centre is British jihadist Junaid Hussain.On Twitter, Simpson allegedly urged people to follow the account of Abu Hussain al-Britani, which experts believe is Hussain's online moniker.Hussain in turn hailed the Texas attacks."Allahu Akbar!!!! 2 of our brothers just opened fire" he tweeted. "They Thought They Was Safe In Texas From The Soldiers of The Islamic State"."If there is no check on the freedom of your speech, then let your hearts be open to the freedom of our actions," he continues.The old account appears to have been closed down in the wake of the attacks, but under a new account he tweeted "You ain't seen nothing yet".Originally from Birmingham, Hussain, who is in his early 20s, escaped to Syria in 2013 while on police bail, after allegedly hacking personal information of former Prime Minister Tony Blair.Authorities believe that Hussain is the mastermind behind the jihadist group's cyber campaigns, including the hacking of the US Central Command's Twitter account last year.From the account featuring a picture of a masked man holding a Kalashnikov rifle, experts believe that Hussain has tweeted a series of messages imploring others to join the jihadist group and urging violence against the West.Simpson, it emerged, had been known to US authorities since 2006, when he was in contact with a man attempting to form a terror cell in Arizona, and in 2011 was found guilty of lying over plans to travel to Somalia to wage jihad.Authorities are now investigating whether the two were in direct contact, with counter-terrorism officials having long argued that instead of forming terror cells on the model of al-Qaeda to commit attacks in the West, Isis seeks to inspire sympathisers to carry out their own 'lone wolf' attacks with its online propaganda."They're developing that with a very, very determined approach to exploiting social media and propaganda and the like," Scotland Yard Assistant Commissioner Mark Rowley recently said."The real aim being to kill and get footage of that to propagate the message and propagate themselves to their cause," he added.

The organizer of the Mohammed cartoon contest attacked by two ISIS terrorists on Sunday has vowed to continue her campaign - even if it turns out to be a losing battle.Pamela Geller - who is the founder and president of the American Freedom Defense Initiative (AFDI) - was at the event in Texas when it was targeted by two Muslim gunmen. Like other event participants she escaped unharmed thanks to police, who shot dead the gunmen almost immediately.But she expressed her frustration in a series of interviews with US media outlets, in which she was accused of having provoked the attack via her actions. Geller in turn accused the press of abandoning the First Amendment and the values of free speech "so as not to offend savages."In interviews with outlets from CNN to Fox News, Geller accused her interviewers of blaming the victim."We have to have this conversation, and the fact that we have to spend upwards of $50,000 dollars in security speaks to how dangerous and how in trouble freedom of speech is in this country," she said. "And then we have to get on these news shows and somehow we - those who are targeted, those who were going to be slaughtered - are the ones who get attacked, speaks to how morally inverted this conversation is."However, Geller told Arutz Sheva that she is unfazed by both the physical and media attacks on her and her campaign - and vowed to carry on regardless."We will continue to defend freedom with various initiatives," the controversial campaigner declared, refuting claims in the media that the AFDI is anti-Muslim."AFDI started to provide an organizational basis for my efforts to defend the freedom of speech, the freedom of conscience, the equality of rights for all before the law, and individual rights, and its objective is to do exactly that."Her critics counter that her campaign - which has also featured prominent bus ads criticizing Muslim anti-Semitism - focuses on criticizing and ridiculing Islam alone, but Geller insists that is merely because criticism of Islam - and the violent, often murderous response to it - has become the "defining issue" for free speech."It was not I who chose Muhammad cartoons as the defining issue for the freedom of speech; it was the jihadis when they massacred the Charlie Hebdo cartoonists," Geller told Arutz Sheva."They made it clear that they would kill if we expressed our freedom of speech in this way. That made it imperative that we defend the freedom of speech by drawing Muhammad cartoons and thereby showing that we would not capitulate to violent intimidation."And she noted that despite the overwhelmingly hostile reception given to her by the media, there were a few prominent dissenting voices."There have been some supportive responses. Sean Hannity and Megyn Kelly, among others, have understood what is at stake," she said, naming two Fox News presenters who lashed out at pundits - including their own colleagues - who stated that Geller had brought the attack on herself.But when asked if the otherwise overwhelmingly negative response to her campaign by the mainstream media made her feel she was fighting a losing battle, Geller struck a defiant tone."I don't care if I win or lose. I care about doing the right thing, and will continue to do so, come what may," she said.
