SYDNEY (Reuters) - Dutch engineering firm Fugro will lead the search of the Indian Ocean seafloor where missing Malaysia Airlines Flight MH370 is believed to have crashed, hoping to unlock the greatest mystery in modern aviation.Australia on Wednesday awarded Fugro the lead commercial contract for the search, after months of hunting by up to two dozen countries revealed no trace of the missing Boeing 777.The jetliner, carrying 239 passengers and crew, disappeared on March 8 shortly after taking off from Kuala Lumpur bound for Beijing.Investigators say what little evidence they have to work with suggests the aeroplane was deliberately diverted thousands of kilometers before eventually crashing into the Indian Ocean off the coast of Western Australia.The next phase of the search is expected to start within a month and take up to a year, focusing on a 60,000 sq km (23,000 square miles) patch of ocean some 1,600 km (1,000 miles) west of Perth.Australian Transport Minister and Deputy Prime Minister Warren Truss said Fugro was selected after "offering the best value-for-money technical solution" for the seafloor search."I remain cautiously optimistic that we will locate the missing aircraft within the priority search area," he told reporters in Canberra.Fugro will use two vessels equipped with towed deep water vehicles carrying side scan sonar, multi beam echo sounders and video cameras to scour the seafloor, which is close to 5,000 m (16,400 ft) deep in places.The Dutch company is already conducting a detailed underwater mapping of the search area, along with a Chinese naval vessel."We haven't completed the mapping, so we are still discovering detailed features that we had no knowledge of, underwater volcanoes and various other things," said Martin Dolan, the head of the Australian Transport Safety Board, which is heading the search."We are finding some surprises as we go through."Malaysia will provide four vessels and gear to aid seafloor mapping and the search of the storm-lashed and isolated area.Truss said he would talk to his Malaysian counterpart later this month about sharing search costs. Australia has set aside up to A$90 million ($83.66 million) and estimates a 12-month search of the area will cost around A$52 million.The search is already the most expensive ever undertaken.China, which had 153 nationals on board MH370, has been heavily involved, providing ships, aircraft and satellite technology. MONROVIA/DAKAR (Reuters) - Relatives of Ebola victims in Liberia defied government orders and dumped infected bodies in the streets as West African governments struggled to enforce tough measures to curb an outbreak of the virus that has killed 887 people.In Nigeria, which recorded its first death from Ebola in late July, authorities in Lagos said eight people who came in contact with the deceased U.S. citizen Patrick Sawyer were showing signs of the deadly disease.The outbreak was detected in March in the remote forest regions of Guinea, where the death toll is rising. In neighboring Sierra Leone and Liberia, where the outbreak is now spreading fastest, authorities deployed troops to quarantine the border areas where 70 percent of cases have been detected.Those three countries announced a raft of tough measures last week to contain the disease, shutting schools and imposing quarantines on victim's homes, amid fears the incurable virus would overrun healthcare systems in one of the world's poorest regions.In Liberia's ramshackle ocean-front capital Monrovia, still scarred by a 1989-2003 civil war, relatives of Ebola victims were dragging bodies onto the dirt streets rather than face quarantine, officials said.Information Minister Lewis Brown said some people may be alarmed by regulations imposing the decontamination of victims' homes and the tracking of their friends and relatives. With less than half of those infected surviving the disease, many Africans regard Ebola isolation wards as death traps."They are therefore removing the bodies from their homes and are putting them out in the street. They're exposing themselves to the risk of being contaminated," Brown told Reuters. "We're asking people to please leave the bodies in their homes and we'll pick them up."Brown said authorities had begun cremating bodies on Sunday, after local communities opposed burials in their neighborhoods, and had carried out 12 cremations on Monday. Meanwhile, in the border region of Lofa County, troops were deployed on Monday night to start isolating effected communities there."We hope it will not require excessive force, but we have to do whatever we can to restrict the movement of people out of affected areas," Brown said.Finance minister Amara Konneh said the country's growth forecast for the year was no longer looking realistic as a result of the outbreak. Sierra Leone's foreign minister Samura Kamara also said that the virus had cost the government $10 million so far and was hampering efforts to stimulate growth.British Airways said it was suspending flights to and from Liberia and Sierra Leone until the end of the month due to public health concerns.Germany joined France and the United States in advising against travel to Guinea, Liberia and Sierra Leone, saying there was still no end in sight to the spread of the disease.

Saudi Arabia was also testing a man for suspected Ebola infection after he returned recently from a business trip to Sierra Leone.Concern grew over an outbreak in Lagos, Africa's largest city, after medical authorities there said they had quarantined 14 people who came into contact with Sawyer after he arrived on a regional flight from Liberia. The airline Asky has since been barred from Nigeria."Of the 14 who have had serious contact with the victim, eight have serious symptoms," Lagos Health Commissioner Jide Idris told a news conference. "Only one of those quarantined has tested positive ... MOSCOW/DONETSK Ukraine (Reuters) - Russia has massed around 20,000 combat-ready troops on Ukraine's border and could use the pretext of a humanitarian mission to invade, NATO said on Wednesday, its starkest warning yet that Moscow could soon mount a ground assault against its neighbor.President Vladimir Putin announced Moscow's biggest economic response to Western sanctions, launching a tit-for-tat trade war by ordering his government to restrict imports of food from countries that have imposed sanctions on Russia.With fighting escalating and rebels losing ground in the weeks since a Malaysian airliner was shot down over separatist-held territory, Russia has announced military exercises this week in the border region."We're not going to guess what's on Russia's mind, but we can see what Russia is doing on the ground – and that is of great concern. Russia has amassed around 20,000 combat-ready troops on Ukraine’s eastern border," NATO spokeswoman Oana Lungescu said in an emailed statement.Moscow could use "the pretext of a humanitarian or peace-keeping mission as an excuse to send troops into Eastern Ukraine", she said. WASHINGTON (Reuters) - The United States will announce on Wednesday plans to spend $110 million a year over the next three to five years to help African nations develop peacekeeping forces that can be rapidly deployed to head off militant threats and other crises, an Obama administration official told Reuters.President Barack Obama is expected to unveil the program during the third day of a summit of African heads of state in Washington, along with another U.S. plan to spend an initial $65 million to bolster security institutions in Ghana, Kenya, Mali, Niger, Nigeria and Tunisia, the official said.The United States would partner with Senegal, Ghana, Ethiopia, Rwanda, Tanzania, Uganda to develop rapid response forces. Those forces would be ready to deploy as part of United Nations' or African Union missions, the official said."We've seen over time increasingly capable African peacekeepers who are deploying to address crises across the continent," the official told Reuters, speaking on condition of anonymity."But there continues to be a gap in systematically supporting these peacekeepers to help them deploy more quickly and to help them better sustain themselves once deployed."From Somalia to the Sahel, the United States has been increasingly backing African-led military efforts to counter Islamist militants, while avoiding direct involvement in those conflicts.
It says it has trained more than a quarter-million African troops and police for service in U.N. and African Union peacekeeping operations. Recently, it sent a specialist team to help Nigeria search for the more than 200 schoolgirls kidnapped by Islamist group Boko Haram.The new funds would start bolstering U.S. military efforts in Africa during the next fiscal year, which starts in October. BRUSSELS - The EU and Canada Tuesday (5 August) reached agreement on a free trade pact which is likely to be a blueprint for a larger such deal with the US.Billed as a historic by Canada, the deal aims to boost trade and cut tariffs and is due to be signed at a bilateral summit next month in Ottawa.
“The text is now being seen by EU member states and the Canadian provinces and territories and it will be formally concluded in September,” a European commission spokesperson told reporters in Brussels.An initial political agreement last October with Ottawa led to months of wrangling over issues like dairy agricultural quotas, financial services, maritime transport, and investors' ability to sue governments in special arbitration proceedings outside national court systems.Canadian Prime Minister Stephen Harper at the time announced the partial agreement in Brussels alongside EU commission president Jose Manuel Barroso.The deal, talks on which started in May 2009, still needs the final approval of 28 member states in order to be ratified.The Financial Times earlier this week reported Germany had opposed the investor protection clauses in the agreement over fears its standards on environment and consumer protection would be weakened.But an unnamed Canadian official told the Wall Street Journal that Germany's concerns over the so-called "investor-state dispute settlement" had been settled months ago.Last year, Romania also threatened to block the deal unless Ottawa lifted visa requirements for Romanian citizens.Once enacted, bilateral trade between Canada and EU is expected to increase by some 20 percent while 98 percent of existing tariff lines are to be cut. Most industrial, agricultural and fisheries duties would be eliminated.Canada’s trade ministry in a statement said it would create almost 80,000 jobs in the country and increase its annual income by around €8.2 billion.The European Commission, for its part, estimates an annual GDP increase in the EU of €11.6 billion within seven years following the implementation of the agreement.Details of the pact will not be made public until the September summit.Canada’s provinces and territories have already received the complete text and have been briefed on its content as well as on next steps, notes Canada's trade ministry.The 1,500 page document still needs to be translated into 23 different EU languages and then poured over by lawyers before final ratification, possibly in 2016.The EU-Canada pact is widely viewed as a blue-print for a much larger free trade agreement, still under negotiation, with the US.

BRUSSELS - The turnout for the European election in May fell to a record low, dealing a blow to claims by politicians - based on initial results - that a three-decade downward trend in voter participation had finally been halted.The definitive turnout for the elections is 42.5 percent, down from 43 percent at the 2009 EU elections and down from the estimated 43.09 percent announced on 25 May, shortly after polls closed.The supposed upward spike, although small, was seized upon by several politicians as a highly symbolic break with the past where the percentage of those going to the polls continued to decrease as the parliament's legislative powers increased.“The first good news of the night is that we have finally broken the downward trend of falling participation in European elections,” liberal leader Guy Verhofstadt said on 25 May in Brussels.“The European Parliament will be more representative than the previous one as average turnout across Europe is an improvement on 2009.”Parliament spokesperson Jaume Duch at the time said the result, in view of the trend, was "historic".The parliament quietly put the revised statistic on the EP website on 25 July, two months after the elections.A spokesperson said the change was due to differences in estimated and final results in Spain and Italy. BRUSSELS - Russia may restrict or impose a ban on Asian-bound European airlines from flying over its Siberian territory as part of a retaliatory move against western-imposed sanctions.On Tuesday (5 August), President Vladimir Putin asked his government to draw up counter measures to EU/US sanctions.Putin was quoted by Russian news agencies as saying any retaliatory measures “should be done very carefully to support domestic producers but not hurt consumers”.He described the western sanctions as “policy instruments aimed at putting pressure on the economy are contrary to all rules and regulations,” reports the Financial Times.The EU imposed tougher economic sanctions on Russia following the shooting down of a passenger plane over separatist-held territory in eastern Ukraine last month.The effect of these sanctions is already being felt by Russian tourist agencies, many of which have gone bust, due in part to fluctuating exchange rates. Up to 15,000 Russian tourists are reportedly stranded abroad, with many in Greece, Turkey, and Tunisia, reports the Wall Street Journal.But the trans-Siberian ban idea was floated after EU sanctions grounded low-cost carrier Dobrolyot, operated by Aeroflot, because it flies to Russia’s annexed Crimea.The sanctions cancelled the carrier’s leasing agreements, technical maintenance, insurance, and aero-navigation contracts. The budget airline operates two Boeings 737-800 NG and one Sukhoi Superjet-100.Prime minister Dmitry Medvedev met the Russian transport minister and a deputy chief executive of Aeroflot on Tuesday (5 August) to discuss the possible fall-out from western sanctions on Russian airlines.Vedomosti, a business daily in Russia, reported talks were underway to restrict or ban European airlines en route to Asia from flying through Russian airspace.The restrictions or ban would require the airlines to divert their flight paths via the much longer Gulf or polar routes, substantially increasing travel time and fuel costs.
Russia’s air transport agency says the Siberia routes cut travel distance by 4,000 km and fuel and fee costs by €22,000. Lufthansa operates about 180 flights a week through Siberian airspace.According to experts cited by Reuters, the ban would increase European airline operational costs from 25 to 50 percent or up to €150 million per year.But it would also mean Aeroflot would lose out on a special overflight fee imposed on European airlines, which fly through Russian airspace.The paper says Aeroflot stands to lose some €225 million a year in overflight fees if the Russian government follows through with the proposal.The reported announcement saw Aeroflot shares tumble on Tuesday.Meanwhile, Putin is calling for “an international humanitarian mission” in eastern Ukraine, seen by Kiev as an excuse to send in Russian troops as peacekeepers.Around 1,500 Russian troops are stationed in the separatist Moldovan region of Transnistria. Moldova’s pro-EU government on Tuesday told Russia to withdraw its soldiers and weapons.

ON THE OUTSKIRTS OF ARSAL Lebanon (Reuters) - Lebanon's army surrounded a border town occupied by Islamist militants on Wednesday as mediators reported progress in negotiations to end to the most serious spillover of Syria's civil war yet onto Lebanese soil.Soldiers arrested men and evacuated refugees from the hill town of Arsal on the border with Syria. One Syrian refugee said she had seen fighters' bodies lying in the streets."We saw death with our own eyes," said Mariam Seifeddin, a 35-year-old mother of nine, who said she had sheltered with about 50 others in a single room without food or water for three days amid intense fighting.Saudi Arabian King Abdullah granted $1 billion to help the Lebanese army bolster security as they battle militants in Arsal on the Syrian frontier.Sunni Muslim clerics trying to mediate an end to the fighting said a ceasefire frequently violated since it was agreed on Tuesday was extended for a second day. Fighting flared just one hour into the extension: the army fired artillery when soldiers came under fire, security sources said.Political sources said the army was not planning immediately to retake Arsal but to evacuate civilians. A security official and a doctor in Arsal said many militants had fled into the surrounding mountains following the army bombardment.Arsal is the first major incursion into Lebanon by hardline Sunni militants - leading players in Sunni-Shi'ite violence unfolding across the Levant - which threatens the stability of Lebanon by inflaming its own sectarian tensions.While Lebanon has officially tried to distance itself from Syria's conflict, the country's powerful Shi'ite movement, Hezbollah, has sent fighters to aid President Bashar al-Assad.Dozens of armoured-personnel carriers and tanks were seen on the road heading towards the area. CIVILIANS SUFFERING

At least 17 soldiers have been killed in the violence. Reports from inside the town suggest dozens of civilians and militants have been killed.The Syrian Observatory for Human Rights, which monitors violence in Syria's war, said it had confirmed that at least 41 people had been killed in Arsal, including at least 14 civilians.The militants have been identified by officials as members of the Nusra Front, al Qaeda's branch in Syria, and of the Islamic State, which has seized large areas of Iraq and Syria.Rebel sources told Reuters several members of the Islamic State had been killed in the fighting, including senior leader Abu Hassan al-Homsi.Local officials in Arsal said it was completely surrounded by the army apart from a corridor apparently left for gunmen who want to retreat.The town was the first stop for many civilians fleeing the bloodshed in Syria. Refugee camps in Arsal that provide shelter to tens of thousands of Syrians who fled the war have been badly damaged in the fighting, forcing refugees to seek shelter in the town itself, Syrian activists in the area have said.Qassem al-Zein, a Syrian doctor at the field hospital in Arsal said militants "wanted to leave since yesterday but they haven't been able to because of the shelling.""The important thing is to stop the shelling. The wounded and dead are still coming. Since this morning we've had 30 wounded, all from shelling and snipers. All civilians," he said.He said the hospital had counted 36 dead civilians since the fighting began. The army has been using artillery to shell Arsal, which is densely populated by tented settlements.On Wednesday, the army was taking women and children out of the Arsal area. A convoy stopped near Labwa to feed them, carrying water, bread and cheese. Barefoot and dirt-stained children, clearly hungry, devoured the food."Since the fighting started, we haven't eaten, drunk or slept. The fighters were firing all the time. We were stuck in one room, then the army came and evacuated us today," said Seifeddin, the 35-year-old mother of nine.Men had been taken away for interrogation by the army, but insisted they were farmers, not fighters, she said. Some teenage men said the army had questioned them and let them go."Shells and bullets were raining all around us, we've been under siege for three days," said Sabah Omar, a 40-year-old Syrian woman with three children who said she had been displaced three times before.The clashes in Arsal began on Saturday after security forces arrested an Islamist commander popular with local rebels who often move across the porous border with Syria.

SHI'ITE FIGHTERS

The Islamists freed three policemen on Tuesday in what one militant called a "goodwill gesture" in response to the clerics' mediation. The gunmen told the clerics they were willing to withdraw if the army agreed to man checkpoints only outside Arsal and not enter the town itself.A political source, speaking on condition of anonymity, said the army aimed to retake the hills around Arsal.Lebanon - a country of about 4 million bordering Israel - has avoided the kind of war afflicting Syria and Iraq, but regional conflicts have rekindled decades-old tensions.Rocket fire, suicide attacks and gun battles connected to Syria's war have plagued Lebanon and the conflict has worsened Lebanon's perennial political deadlock, with officials divided largely along sectarian lines.More than 170,000 people have been killed in Syria's war, which started in 2011 as a peaceful protest movement, then degenerated into civil war after a government crackdown.Syria's President Bashar al-Assad, like Hezbollah, is backed by Shi'ite power Iran, Saudi Arabia's rival in the Gulf.In the Shi'ite town of al-Labwa downhill from Arsal, men wearing black shirts and khaki trousers with walkie talkies and pistols tucked into their belts were on the streets.One Hezbollah member who refused to give his name said many of the Sunni militants in Arsal were foreigners."They will kill anybody who is not like them. A pro-Israel blog post written last week by Paul Estrin, president of the Green Party of Canada, has caught the attention of Canadians and others as it has been widely shared on social media.The essay, published on the Green Party of Canada’s website, is titled, “Why Gaza Makes Me Sad.” In a departure from the party’s widely perceived leftist and pro-Palestinian stance, Estrin’s words are supportive of Israel and critical of Palestinians and their leadership.In his blog post, Estrin places the blame for the current escalation between Israel and Gaza squarely on Hamas. He also emphasizes that the Gazans themselves allowed Hamas to take control.“Since August 2005, Gazans have been in control of their own destiny. Some might say otherwise, yet Gazans have their own government and they are their own people: If their neighbors, Egypt and Israel, close their borders to Gaza, one must look to a Gaza run by a terrorist organization cum government that teaches and propagates hate, death and destruction to understand why,” he writes.“The Gazan government has had ample opportunity over these past years, nearly a decade, to alter its ways, change its mantra of death to the Jews, and become respectable caretakers of the people in their charge. They have not,” he continues.Estrin, who chairs the party’s board of directors and administration, usually leaves the public pronouncements on positions and policies to Elizabeth May, a Member of Parliament, and the Green Party of Canada’s political leader.Estrin’s blog post has angered some of his Green Party of Canada members, and on Monday, May distanced herself from Estrin’s expressed views, emphasizing that he does not speak for the party.“His views are contrary to Green Party of Canada position. ‘People need a rounder understanding of the situation’

“At this point, I thought it would behoove me to speak up to members of our party and to the Canadian public. People need a rounder understanding of the situation,” Estrin tells The Times of Israel.He is concerned about what he sees as a prevailing anti-Israel focus among his party’s 12,000 official members and Canadians in general. He has noticed a lack of knowledge about the conflict and its history on the part of those who are quick to defend the Palestinians and point fingers at the Israelis.“The Green Party internationally has six core principals, one of which is non-violence. When we consider the violence going on, we need to look at Hamas and not just Israel,” he says.Estrin, who is 35 and lives in Quebec City, feels qualified to speak up as a Jewish person with a long-term, keen personal and academic interests in the conflict. He has been to Israel twice to volunteer on a kibbutz, learn Hebrew, and study at a yeshiva.“I’m not coming out of nowhere,” he says.‘The Gazan government has been emboldened to continue on its terrorist course’In the blog, Estrin challenges the support given by citizens of countries around the world to the Palestinian leadership in Gaza, whom he claims is indifferent to the injury and death of their own civilian population.“And yet, these are the same people who are embraced and loved by the international community, with marches on Parliament Hill in Canada’s capital, and in cities throughout the world, holding banners and chanting about the destruction of the State of Israel and of death to the Jews,” Estrin writes.Calling the “noble” actions of international activists “grossly misplaced,” Estrin fears that the Gazan government has been emboldened to continue on its terrorist course, and that Israel could consequently (and justifiably) be forced to take more extreme measures against it.Estrin admits that, although he disagrees with many policies of Prime Minister Stephen Harper’s Conservative government, he is pleased that it supports Israel’s right to defend itself.He is also quick to point out that the Green Party of Canada is not as leftist and pro-Palestinian as the Green Party in other countries.“We are centrists with most of our policies. It’s true that some of our policies scream ‘leftist,’ but others do not,” he says.Estrin, who has held out hope for peace ever since the Oslo Accords were signed by Israel and the PLO two decades ago, is pleased that people who would usually never read a blog post from the Green Party are taking the time to consider what he has written.“People can still march for Gaza, but they should do it for the Palestinian civilians there, and not for Hamas,” he says.

The Palestinian Authority (PA) is continuing its efforts to join the International Criminal Court (ICC), the Ma’an news agency reported on Tuesday.According to the report, the PA’s Foreign Affairs Minister, Riyad al-Maliki, met with ICC officials to discuss the Israeli operation in Gaza.During his visit, Al-Maliki inquired about the legal procedures necessary for the PA to join the ICC and sign the Rome Statute in order to take action against possible Israeli war crimes in Gaza, according to the report.Al-Maliki said he would consult members of the Palestinian Authority government on the matter after his visit.He noted that the PA should now qualify for ICC membership due to its status as a UN non-member observer state.PA officials realize, however, that joining the ICC is a calculated risk because it would give Israel a forum to pursue war crimes charges against the PA as well and particularly against Hamas.In a recent interview, the PA's envoy to the United Nations Human Rights Council (UNHRC) admitted the PA has no hope of pressing charges against Israel in international courts - because Palestinian terrorist groups are far worse violators of international law themselves.Noting concerns that Israel could launch legal offensives of its own against the PA should it sign up to the ICC, the presenter asked whether such a move would be realistic. The response was unequivocal."The missiles that are now being launched against Israel - each and every missile constitutes a crime against humanity, whether it hits or misses, because it is directed at civilian targets," he said.Shurat Hadin, a non-governmental organization that operates against terrorists through the courts, has warned it would lodge 'a tsunami' of criminal complaints against senior PA officials, should the PA go through with its application to join the ICC.

A phone call between Prime Minister Binyamin Netanyahu and U.S. Secretary of State John Kerry was mysteriously disconnected on Sunday, Channel 2 News reports.According to the report, State Department spokeswoman Jen Psaki admitted to reporters on Tuesday that the call was disconnected, though she said it was due to a “communications issue”.Psaki did, however, say that the two have not spoken since the phone call was cut off.“Their phone call was cut off,” she said, adding when asked whether she thinks Netanyahu hung up on Kerry, “Sometimes calls get cut off...it was a brief call, is what I’m trying to convey.”While there is no indication that there was any reason other than a technical one for the call being cut off, there have been tensions between Washington and Jerusalem recently.Last week it was reported that President Barack Obama had placed heavy pressure on Netanyahu to concede to Hamas's unprecedented demands for a ceasefire. The IDF has published excerpts from a captured Hamas combat manual on "Urban Warfare", showing how the Islamist terrorist group exploits civilian casualties - and the knowledge that the IDF will seek to avoid them - to its advantage.The IDF says the manual was captured in Shujaiya suburb of Gaza City, which was the scene of particularly heavy fighting between Israeli forces and Hamas and Islamic Jihad terrorists.Among other things, the manual urges Hamas fighters to exploit the IDF's desire to minimize civilian casualties, noting:"The soldiers and commanders (of the IDF) must limit their use of weapons and tactics that lead to the harm and unnecessary loss of people and [destruction of] civilian facilities. It is difficult for them to get the most use out of their firearms, especially of supporting fire [e.g. artillery]."Echoing official Hamas rhetoric, which glorifies civilians used as human shields as "holy warriors" and "martyrs", the manual says that the "presence of civilians are pockets of resistance", in that their presence can contribute to the organization's war effort in three specific ways:

    (1) Problems with opening fire
    (2) Problems in controlling the civilian population during operations and afterward
    (3) Assurance of supplying medical care to civilians who need it

Apart from the use of human shields, the manual also sheds light on Hamas's use of the civilian infrastructure of Gaza to rally support.Much of Hamas's military infrastructure and hardware is stored in residential homes - usually of its members - complicating the IDF's efforts to reach them in aerial strikes.An expose by Indian NDTV highlighted how terrorists deliberately set up rocket launchpads in heavily-populated residential areas, risking severe collateral damage in the event of an IDF retaliation. Thee manual illustrates how even if civilians heed IDF warning to leave - which Hamas encourages them to ignore - the destruction to homes can be used to their advantage as well:"The destruction of civilian homes: This increases the hatred of the citizens towards the attackers [the IDF] and increases their gathering [support] around the city defenders (resistance forces[i.e. Hamas])."Illustrating the point, a recent AFP report told of how a Palestinian civilian returned to his house following the 72-hour ceasefire currently in effect - only to find evidence it had been taken over and used as a military position by terrorists."Is this is really my town?" asked Khayri Hasan al-Masri, a father of three who returned to heavily-damaged Beit Hanun in the north for the first time since fleeing for his life when the ground offensive began on July 17. GAZA CITY, Gaza Strip (AP) — The outlines of a solution for battered, blockaded Gaza are emerging after Tuesday's tentative Israel-Hamas cease-fire: Norway is organizing a donor conference and Western-backed Palestinian President Mahmoud Abbas aims to oversee rebuilding and reassert his authority in the territory, lost to Hamas in 2007.Forces loyal to Abbas would be deployed at Gaza's crossings to encourage Israel and Egypt to lift the closure they imposed after the Hamas takeover.Indirect Israel-Hamas talks in Cairo are to tackle the details. CALGARY - Police investigators are in Mexico as part of an ongoing investigation into the disappearance of a five-year-old boy and his grandparents.The bodies of Nathan O'Brien and Alvin and Kathy Liknes have not been recovered since the three disappeared from the couple's Calgary home June 29, but police have laid three murder charges.The couple had been having an estate sale that weekend as they downsized ahead of a move to Edmonton and then to a residence in Mexico. Nathan was at his grandparents' house for a sleepover.A police spokeswoman confirmed Tuesday that officers are in Mexico."It's just making sure that all the avenues are covered. There's nothing to it other than just crossing t's and dotting the i's," said Calgary police spokeswoman Emma Poole. "We're not going to get into details of how long they've been down there, where they are or how many went."Douglas Garland, 54, is facing two charges of first-degree murder and one count of second-degree murder.Garland was initially considered a person of interest in the case and was held on an identity theft charge unrelated to the disappearance of the trio.Garland had lived for several years in Vancouver using the identity of a dead person. Police alleged he was using that identity again when they brought him in for questioning in the missing persons case.That charge has now been stayed by the Crown. KIEV (Reuters) - Ukrainian government forces, backed by warplanes, kept up a military offensive to claw back lost territory from pro-Russian separatists on Tuesday while casting a nervous eye at Russian military exercises over the border.Kiev's military said government forces had clashed 26 times with separatists in the Russian-speaking east in the 24 hours up to Tuesday morning, while fighter jets had struck at rebel positions and concentrations of military equipment.But it acknowledged that separatist forces had pushed it out of Yasynuvata, a railway junction near the main rebel-controlled city of Donetsk that it seized from separatists on Sunday.Tension rose further with Ukraine denouncing Russian war games near the joint border as a "provocation" and alleging violations of Ukrainian air space by Russian warplanes and drones, as well as cross-border shelling from Russia.Defence officials said separatists had also opened fire on unarmed Ukrainian soldiers on Tuesday as they crossed back into Ukraine from Russia, where they had taken shelter from fighting.Ukraine acknowledged on Monday that 311 soldiers and border guards had been forced by fighting with separatists to cross into Russia. It said they had destroyed their weapons before crossing the border, but the rebels said they had left them behind, enabling separatists to seize them. A military spokesman said there had been no casualties from the attack, though he said three Ukrainian soldiers had been killed and 46 wounded in action against the separatists in the past 24 hours.Government troops have been battling the rebels since April in a war in the Russian-speaking east in which the United Nations High Commissioner for Human Rights says more than 1,100 people including government forces, rebels and civilians have died.Ukraine and its Western allies accuse Russia of orchestrating the revolt and arming the rebels - something denied by Moscow. The United States and the European Union have imposed sanctions on Russia. Fighting has intensified since the shooting down of a Malaysian airliner last month, killing all 298 people on board - an act the West laid at the door of the rebels. Russia and the rebels blame the disaster on Kiev's military offensive. Ukrainian forces say they have been making steady gains and have virtually encircled the separatists' second-largest stronghold of Luhansk, while rebels have declared a "state of siege" in Donetsk, the largest city they hold.

RISING ALARM

Defence spokesman Andriy Lysenko said Ukrainian forces, apart from engaging separatists, had come under mortar and artillery attack from Russia and there had been violations of Ukrainian airspace by Russian planes.He expressed alarm at Russian military exercises this week near their long joint border, including deployment of 100 fighter aircraft."Ukraine regards the carrying out of such unprecedented military exercises on the border with Ukraine as a provocation," he said, while a foreign ministry statement called for Russia to pull its forces back.Ukrainian security officials said separatist fighters were launching counter-attacks to break a tightening noose around the rebels who seek to set up pro-Russian 'people's republics' in the east of Ukraine.Lysenko conceded that Ukrainian troops had abandoned control of Yasynuvata, a railway hub whose recapture from the separatists had been trumpeted.Rebels at the scene on Tuesday told Reuters said they had lost at least one fighter, with three others injured, to shelling by Ukrainian forces."Every 15 minutes a shell comes over. They (the Ukrainians) fire from a distance and avoid fighting us directly," one separatist fighter said.Lysenko told reporters that Ukraine had moved up its main troops near Donetsk and Luhansk, but he would not be drawn on when they would launch an operation to storm the towns."We'll not talk about starting an offensive. rome-Cardinal Fernando Filoni is getting ready to pay what will be his second visit to Seoul in the space of just a few months. The Italian cardinal, who is the current Prefect of the Congregation for the Evangelisation of Peoples went on a pastoral visit to the country last October, to take part in the celebrations for the 50th anniversary of the foundation of the diocese of Suwon. During this visit he found out about the source of the Korean Catholic community’s extraordinary missionary energy and the forms in which this was expressed. Now, the head of the Vatican dicastery is preparing to accompany the Pope on his mid-August visit to the Asian country. Focus will also be directed at China. What lessons can be learnt from the experience of Korean Catholics and other Christian communities? “The Korean Church has a missionary verve in its DNA which has always manifested itself in a unique way in the country’s laity. Many years ago, when I was secretary at the Nunciature of Teheran, I remember a Korean couple came to see me and the lady said to me: I would like to ask you to be my husband’s godfather. I am Catholic, he is not, but he wants to be baptized. It was obviously not a priest or a missionary who was responsible for the apostolic work of the initial proclamation followed by the preparation period, but the wife. The husband’s decision to join the Catholic faith had come about within the context of everyday family life. These dynamics have always been the main vehicle for the transmission of the faith in Korea. Historically, it has always been baptized individuals who have proclaimed the Christian message by virtue of their baptism. There has never been a perception of the Korean Church being “imposed” from the outside, for example through traditional means of evangelization. When the Gospel reached Korea 300 years ag, there were five wise men who asked to get to know it better and then they invited Propaganda Fide to send the first missionaries. So event he first evangelizing body was local. These dynamics prefigure the pastoral vision and image of a Church that is in a “permanent state of mission” in an individual way. Pope Francis suggested everyone should be in a “permanent state of mission” in the “Evangelii Gaudium”.And yet, campaigns that seem to present evangelization as a business expansion strategy have crept in, even in Korea. Some have referred to it as “spiritual marketing”. “This temptation can spread anywhere, not just in Korea. It happens when so-called pastoral programmes – which are indeed useful tools – are seen as proselytism strategies modelled on publicity campaigns. This turns into a battle to see who can get the most “clients”. The apostolic mission is of a wholly different nature. What makes it attractive is the enthusiasm baptized individuals show in announcing the Christian message. This enthusiasm is often stronger among novices. These dynamics are very must alive in Korea and are a good antidote for those who wrongly view the Church as some kind of “product” of pastoral documents or identify it as some kind of service business run by bishops and priests, a business in which the laity are mere spectators or “users”. In Korea as in any other country, the Church grows like yeast – an image used in the Gospel - which ferments the dough silently, with an internal energy that changes the nature of a shapeless mass, transforming it into a clearly defined object.”Which elements of Christian martyrdom must remain fixed in people’s minds in order to avoid over-simplified interpretations and manipulation of information regarding Christian persecution? “In Korea, as in other countries, Christians were killed for being baptized. But becoming a Christian was also seen as an act of breaking away from ancestral customs and traditions based on the Confucian tradition. By becoming martyrs Christians demonstrated the impossibility of refusing the gift they had received in their own lives. Those who persecuted Christians, on the other hand, mostly perceived martyrdom as a punishment for what they saw as a rejection of tradition and the established order. Both of these inseparable factors need to be taken into consideration when interpreting martyrdom. Beatification is the gesture with which the Church emphasizes that baptism and the gift of faith grant an individual the grace to bear witness to the glory of God, even giving up their life to do so.  In today’s culture, people often lose sight of this aspect of Christian martyrdom which risks being seen only as a violation of human rights or as a means of avenging related wrongdoings.”In the Apostolic Exhortation “Evangelii Gaudium” Pope Francis stresses that the Christian message cannot be identified exclusively with any one culture, not even with those that “have been closely associated with the preaching of the Gospel and the development of Christian thought.” Bearing this in mind, what are your thoughts regarding the Korea? “I was saying that in the beginning, the first scholars and academics who were interested in Christianity clearly perceived it as wisdom that had come from the outside, from the West. But with Matteo Ricci and his Chinese pupil Xu Quangqi we see a reflection on the very nature of this new Christian experience which is seen as distinct from the cultural and scientific elements typical of Western Christianity which China and the East came into contact with when Christianity was introduced here. When the Chinese emperor asked Xu Guangqi what led him to search for something outside China’s immense cultural heritage and thus become a Christian, Xu replied that in Christianity, he found something that could not possibly have come from humans; something which could not be conceived by any human culture, no matter how great: the doctrine of forgiveness, forgiving your own enemy! Xu intimated that this is how he intuited that Christianity does not originate from humans. That it is something totally different.”

Korea will naturally look at China. Many Chinese websites publish Pope Francis’ messages on a daily basis.“The attention Pope Francis receives in many spheres of Chinese society is an encouraging sign. The fact that many of his homilies and speeches are readily available offers spiritual comfort to Catholics in a country where the government still exercises control over religious life. The phenomenology the Pope refers to when expressing himself on social questions amongst other things, even gets the government thinking. China is a vast and complex reality which favours careful study and analysis of a situation over instant action.”What would be a sign of China opening up and showing a genuine interest? “One would hope that besides the curiosity the country feels towards the Holy Father, we will also see the implementation of the religious rights of the Chinese people, which are ratified by the Constitution. This recognizes the freedoms of the five main religious faiths. As far as Catholics are concerned, the country needs to ensure it applies the principles of the Constitution according to which the Catholic Church must not be considered as a foreign body that is seeking to “interfere” from the outside. Instead it should be seen as an essential part of many Chinese people’s lives, something which is ingrained in their culture and in the system of social relations.”Seeing religion as “subjected” to politics is misleading and represents a typically Marxist vision. It is still a negative vision people should be wary of. It is a dated and backward thinking vision based on fear.”Which criteria should be followed as a means of fostering fruitful relations between the local Church, the Holy See and civil authorities? “The communion between faithful and other Catholics around the world is part of the Catholic experience. Given the dynamic nature of the Catholic faith, one cannot say: you can think what you want in terms of principles but when it comes to the practical side of things, you must behave as I tell you. The hope is that the People’s Republic of China and the Holy See will also reach an agreement based on commitment, mutual respect and positive relations. In this agreement, the Holy See would have to recognize the limits facing its presence in the country, while the Chinese State would need to recognize that within its own spiritual and organisational environment, the Church must be allowed its own freedom. No Chinese Catholic can renounce his or her visible communion with the Bishop of Rome, the Successor of Peter, and his role within the Church.”

The first scholars who took an interest in Christianity welcomed it right from the start as knowledge that had come from outside; this knowledge had come from China where it had arrived thanks to Matteo Ricci and the Jesuits. The first converts embraced the faith as a “light” that came to Korea from the outside and was not part of the cultural framework, based on Confucianism and Buddhism, that shaped local society. Troika set to be dismantled

But on Monday, Reuters reported that senior EU officials are now in early discussions on disbanding the troika and allowing Greece greater freedom to formulate and pursue its own policies."There would be no troika," an unnamed official told the news agency."There must be Greek ownership of reform. The Greeks have until October to come up with a programme, which would be decided by December for the start of 2015,” added the source.Greece obtained two bailouts totalling €240 billion.But the cash-strapped Greek government is still facing €320 billion in debt or the equivalent to 175 percent of its entire annual economic. One idea, reports Reuters, is to award Greece some debt relief for every milestone achieved once it commits to a six-year plan of reform. The IMF would still supervise the country until 2016.The troika would be scrapped in favour of a special European Commission taskforce. The taskforce would then check up on Greek reforms twice a year.In case things go wrong, Greece would get a precautionary eurozone loan and tighter supervision.

Since then, the number of insider attacks has fallen sharply.According to an April 2014 Pentagon report on the war, there were 15 insider attacks against foreign troops in 2013, down from 48 in 2012."Despite this sharp decline, these attacks may still have strategic effects on the campaign and could jeopardize the relationship between coalition and ANSF personnel," the report stated. "Insurgents remain intent on utilizing insider attacks as an integral component of their asymmetric strategy."The report concluded that armed guards known as 'guardian angels' accompanying coalition officials had reduced casualties by counter-attacking those who tried to kill foreigners.Meanwhile, insider attacks against Afghan forces were on the rise, the report said.Like other western nations, the United States is planning to leave a residual force in Afghanistan after the NATO mission ends this year, mainly focused on supporting Afghan forces. General Assembly (UNGA) in September, the state news agency IRNA quoted a senior Iranian negotiator as saying.Negotiations are to resume in Europe next month after Iran agreed with the powers - the United States, France, Germany, Britain, Russia and China - in July to extend the process by four months after they failed to meet a July 20 deadline."A meeting between Iran and the (powers) is very likely to take place around the UNGA, but the level of the meeting has yet to be determined," IRNA quoted senior Iranian negotiator Abbas Araghchi, a deputy foreign minister, as saying on Monday.He said the Islamic Republic would take advantage of the opportunity provided by the General Assembly, where the main high-level session usually attended by senior officials starts on Sept. 24.Araghchi said it was possible that one or two bilateral meetings would be held between Iranian Foreign Minister Javad Zarif and his European Union counterpart, Catherine Ashton, who coordinates the six powers' approach to Iran.The senior diplomat added that multilateral and expert-level meetings could be held before the General Assembly.Iran and the six world powers struck an interim agreement last November under which Tehran agreed to suspend some of its sensitive nuclear activity in return for the easing of some international sanctions imposed on it.Araghchi said the next round of negotiations would probably be launched in Vienna or Geneva, but gave no precise date."In reality, we have found that, after eight months of negotiations, this is a very complicated process," he said.Iran wants a permanent agreement that would quickly remove all sanctions that have crippled its oil-based economy, but has balked at the powers' overriding demand that it greatly reduce its capacity to stockpile enriched uranium for nuclear fuel.Western powers suspect Iran's refusal to place strict limits on uranium enrichment capacity reflects an underlying agenda to preserve the option of accumulating enough fissile material to fuel nuclear bombs. Burlington is cleaning up after two months' worth of rain fell Monday night as thunderstorms swept through much of southern Ontario.And after highways were flooded and motorists were left stranded, police described the situation as "absolutely dangerous."Several sections of the Queen Elizabeth Way and Highway 407 were closed due to flooding around 7 p.m., wreaking havoc for motorists and cottage-goers heading home from Ontario's Civic Holiday long weekend.OPP Sgt. Kerry Schmidt called the situation "absolutely dangerous.”"I've been hearing reports of water, you know, up to the tops of vehicles, people are actually swimming from their cars," he told CBC News on Monday night.The catch basins were inundated with water and some of them were clogged, Schmidt said.At the height of the storm, much of Burlington — from Appleby Line to Brant Street, both north and south of the Qeen Elizabeth Way — was under water, Halton police said. "What happened was a number of the creeks and small little rivers throughout the city just got inundated with the amount of water we received, and so unfortunately they had nowhere to go and a number of them crested at the same time," said Staff Sgt. Stephanie Jamieson.

Rob Born, who was trapped in his car until a tow truck came to haul him out, kept his sense of humour and said the flood saved him a shower."The water came in up to the bottom of the steering wheel, so I'm pretty much soaked right now." he told CBC News Monday night. "Never had that happen before. You see it on TV all the time."Environment Canada issued a series of severe thunderstorm warnings and watches for much of southern Ontario Monday afternoon.It has not been a great Civic Holiday weekend for commuters in the region.The flood-related closures on the highways came less than an hour after the Burlington Skyway bridge reopened.The Toronto-bound lanes of the bridge were closed for four days after a dump truck with its bucket raised slammed through the bridge on Thursday, severely damaging its structure.In addition to highways, some residential streets in Burlington experienced flooding. Halton Region fielded about 2,200 calls, and city officials estimate that more than 500 basements were flooded.Mayor Rick Goldring's home was among those flooded. "I’ve lived in my home for 20 years," he said. "This is the first time I’ve had water in the basement."The city is assessing the damage, he said, and will take a closer look in the fall at whether it needs to improve its infrastructure to prevent this from happening again. Its immediate priority is to ensure that all roads are passable."There's obviously a concern about contamination in the water and a concern about some elderly residents who've been affected this year," Goldring said.
