Bluefin-21 has searched approximately 133 square kilometres to date. Data from the sixth mission is currently under analysis. No contacts of interest have been found to date.Bluefin-21 AUV's seventh mission has commenced. The weather forecast for today is isolated showers and south easterly winds.

SYDNEY/PERTH, Australia (Reuters) - The current underwater search for missing Malaysia Airlines Flight MH370, focused on a tight 10 km (6.2 mile) circle of the sea floor, could be completed within a week, Australian search officials said on Saturday.Malaysia said the search was at a "very critical juncture" and asked for prayers for its success.A U.S. Navy deep-sea autonomous underwater vehicle (AUV) is scouring a remote stretch of the Indian Ocean floor for signs of the plane, which disappeared from radars on March 8 with 239 people on board.After almost two months without a sign of wreckage, the current underwater search has been narrowed to a small area around the location in which one of four acoustic signals believed to be from the plane's black box recorders was detected on April 8, officials said."Provided the weather is favorable for launch and recovery of the AUV and we have a good run with the serviceability of the AUV, we should complete the search of the focused underwater area in five to seven days," the Joint Agency Coordination Centre told Reuters in an email.Officials did not indicate whether they were confident that this search area would yield any new information about the flight, nor did they state what steps they would take in the event that the underwater search were to prove fruitless.More than two dozen countries have been involved in the hunt.for the Boeing 777 disappeared from radar shortly into a Kuala Lumpur to Beijing flight in what officials believe was a deliberate act.Weeks of daily sorties have failed to turn up any trace of the plane, even after narrowing the search to an arc in the southern Indian Ocean, making this the most expensive such operation in aviation history."It is important to focus on today and tomorrow. Narrowing of the search area today and tomorrow is at a very critical juncture," Malaysian Acting Transport Minister Hishammuddin Hussein told a media conference in Kuala Lumpur, asking for people to pray for success. Malaysia was asking oil companies and others in the commercial sector to provide assets that might help in the search, Hishammuddin added, after earlier saying more AUVs might be used.

DRONE GOES DEEPER THAN EVER BEFORE
After almost two weeks without picking up any acoustic signals, and long past the black box battery's 30-day life expectancy, authorities are increasingly reliant on the $4 million U.S. Bluefin-21 drone, which on Saturday was expected to have dived to unprecedented depths.Because visual searches of the ocean surface have yielded no concrete evidence, the drone, with its ability to search deep beneath the ocean surface with "side scan" sonar, has become the focal point of the search 2,000 km (1,200 miles) northwest of the Australian city of Perth.The search has thus far centered on a city-sized area where a series of "pings" led authorities to believe the plane's black box may be located. The current refined search area is based on one such transmission.After the drone's searches were frustrated by an automatic safety mechanism which returns it to the surface when it exceeds a depth of 4.5 km (14,763 feet), authorities have adjusted the mechanism and have sent it as deep as 4,695 meters (15,403 feet), a record for the machine.But hopes that it might soon guide searchers to wreckage are dwindling with no sign of the plane after six deployments spanning 133 square kilometers (83 square miles). Footage from the drone's sixth mission was still being analyzed, the Joint Agency Coordination Centre said on Saturday.On Monday, the search coordinator, retired Air Chief Marshal Angus Houston, said the air and surface search for debris would likely end by midweek as the operation shifted its focus to the ocean floor.But the air and surface searches have continued daily, and on Saturday the Joint Agency Coordination Centre said up to 11 military aircraft and 12 ships would help with the Saturday's search covering about 50,200 square kilometers (31,000 square miles) across three areas."The search will always continue," Hishammuddin said. Five weeks into the search for missing Malaysia Airlines Flight 370, more than $30 million has been spent scouring great swatches of the southern Indian Ocean. Yet searchers have still not found a single piece of physical evidence such as wreckage or human remains. Last week, Australian authorities said they were confident that a series of acoustic pings detected 1,000 miles northwest of Perth had come from the aircraft’s black boxes, and that wreckage would soon be found. But repeated searches by a robotic submarine have so far failed to find the source of the pings, which experts say could have come from marine animals or even from the searching ships themselves. Prime Minister Tony Abbott admitted that if wreckage wasn’t located within a week or two “we stop, we regroup, we reconsider.”There remains only one publically available piece of evidence linking the plane to the southern Indian Ocean: a report issued by the Malaysian government on March 25 that described a new analysis carried out by the U.K.-based satellite operator Inmarsat. The report said that Inmarsat had developed an “innovative technique” to establish that the plane had most likely taken a southerly heading after vanishing. Yet independent experts who have analyzed the report say that it is riddled with inconsistencies and that the data it presents to justify its conclusion appears to have been fudged.

The mystery of MH370 is looking more impenetrable by the moment.

Some background: For the first few days after MH370 disappeared, no one had any idea what might have happened to the plane after it left Malaysian radar coverage around 2:30 a.m., local time, on March 8, 2014. Then, a week later, Inmarsat reported that its engineers had noticed that in the hours after the plane’s disappearance, the plane had continued to exchange data-less electronic handshakes, or “pings,” with a geostationary satellite over the Indian Ocean. In all, a total of eight pings were exchanged.Each ping conveyed only a tiny amount of data: the time it was received, the distance the airplane was from the satellite at that instant, and the relative velocity between the airplane and the satellite. Taken together, these tiny pieces of information made it possible to narrow down the range of possible routes that the plane might have taken. If the plane was presumed to have traveled to the south at a steady 450 knots, for instance, then Inmarsat could trace a curving route that wound up deep in the Indian Ocean southwest of Perth, Australia. Accordingly, ships and planes began to scour that part of the ocean, and when satellite imagery revealed a scattering of debris in the area, the Australian prime minister declared in front of parliament that it represented “new and credible information” about the fate of the airplane.The problem with this kind of analysis is that, taken by themselves, the ping data are ambiguous. Given a presumed starting point, any reconstructed route could have headed off in either direction. A plane following the speed and heading to arrive at the southern search area could have also headed to the north and wound up in Kazakhstan. Why, then, were investigators scouring the south and not the north? The March 25 report stated that Inmarsat had used a new kind of mathematical analysis to rule out a northern route. Without being very precise in its description, it implied that the analysis might have depended on a small but telling wobble of the Inmarsat satellite’s orbit. Accompanying the written report was an appendix, called Annex I, that consisted of three diagrams, the second of which was titled “MH370 measured data against predicted tracks" and appeared to sum up the case against the northern route in one compelling image. One line on the graph showed the predicted Doppler shift for a plane traveling along a northern route; another line showed the predicted Doppler shift for a plane flying along a southern route. A third line, showing the actual data received by Inmarsat, matched the southern route almost perfectly, and looked markedly different from the northern route. Case closed.

The report did not explicitly enumerate the three data points for each ping, but around the world, enthusiasts from a variety of disciplines threw themselves into reverse-engineering that original data out of the charts and diagrams in the report. With this information in hand, they believed, it would be possible to construct any number of possible routes and check the assertion that the plane must have flown to the south.Unfortunately, it soon became clear that Inmarsat had presented its data in a way that made this goal impossible: “There simply isn't enough information in the report to reconstruct the original data,” says Scott Morgan, the former commander of the US Air Force Rescue Coordination Center. “We don’t know what their assumptions are going into this.”Another expert who tried to understand Inmarsat’s report was Mike Exner, CEO of the remote sensing company Radiometrics Inc. He mathematically processed the “Burst Frequency Offset” values on Page 2 of Annex 1 and was able to derive figures for relative velocity between the aircraft and the satellite. He found, however, that no matter how he tried, he could not get his values to match those implied by the possible routes shown on Page 3 of the annex. “They look like cartoons to me,” says Exner.Even more significantly, I haven’t found anybody who has independently analyzed the Inmarsat report and has been able to figure out what kind of northern route could yield the values shown on Page 2 of the annex. According to the March 25 report, Inmarsat teased out the small differences predicted to exist between the Doppler shift values between the northern and southern routes. This difference, presumably caused by the slight wobble in the satellite’s orbit that I mentioned above, should be tiny—according to Exner’s analysis, no more than a few percent of the total velocity value. And yet Page 2 of the annex shows a radically different set of values between the northern and southern routes. “Neither the northern or southern predicted routes make any sense,” says Exner.

Given the discrepancies and inaccuracies, it has proven impossible for independent observers to validate Inmarsat’s assertion that it can rule out a northern route for the airplane. “It’s really impossible to reproduce what the Inmarsat folks claim,” says Hans Kruse, a professor of telecommunications systems at Ohio University.This is not to say that Inmarsat’s conclusions are necessarily incorrect. (In the past I have made the case that the northern route might be possible, but I’m not trying to beat that drum here.) Its engineers are widely regarded as top-drawer, paragons of meticulousness in an industry that is obsessive about attention to detail. But their work has been presented to the public by authorities whose inconsistency and lack of transparency have time and again undermined public confidence. It’s worrying that the report appears to have been composed in such a way as to make it impossible for anyone to independently assess its validity—especially given that its ostensible purpose was to explain to the world Inmarsat’s momentous conclusions. What frustrated, grieving family members need from the authorities is clarity and trustworthiness, not a smokescreen.Inmarsat has not replied to my request for a clarification of their methods. This week, the Wall Street Journal reported that in recent days experts had “recalibrated data” in part by using “arcane new calculations reflecting changes in the operating temperatures of an Inmarsat satellite as well as the communications equipment aboard the Boeing when the two systems exchanged so-called digital handshakes.” But again, not enough information has been provided for the public to assess the validity of these methods.It would be nice if Inmarsat would throw open its spreadsheets and help resolve the issue right now, but that could be too much to expect. Inmarsat may be bound by confidentiality agreements with its customers, not to mention U.S. laws that restrict the release of information about sensitive technologies. The Malaysian authorities, however, can release what they want to—and they seem to be shifting their stance toward openness. After long resisting pressure to release the air traffic control transcript, they eventually relented. Now acting transport minister Hishammuddin Hussein says that if and when the black boxes are found, their data will be released to the public.With the search for surface debris winding down, the mystery of MH370 is looking more impenetrable by the moment. TK-A combination of cutting-edge science, dogged analysis and simple luck prompted searchers to focus the hunt for Malaysia Airlines 3786.KU -4.35% Flight 370 underwater, just days before the plane's black box recorders were expected to fall silent.Authorities got a first look at the sea floor Tuesday in an area that they believe is the jet's likely location, without detecting any wreckage. Hopes rest on a remote-controlled submersible from the U.S. Navy, which is seeking the first visual confirmation of wreckage that could lead investigators to the all-important recorders.It's a turn of events that seemed unimaginable less than two weeks ago, after an extensive air and sea hunt for surface debris had turned up little more than garbage. The frequent and seemingly fruitless shifts in the aerial search frustrated investigators and eroded the confidence of the public and families of the victims. Reuters.But over the past 11 days, an international team of experts has persistently recalibrated data and capitalized on new streams of information to zero in on a tight corridor in the southern Indian Ocean, according to senior Australian government officials, investigators from several countries and others briefed on the probe.The decision to narrow the search on April 4 amounted to a carefully calculated gamble. Investigators incorporated arcane new calculations reflecting changes in the operating temperatures of an Inmarsat ISAT.LN +0.07% PLC satellite as well as the communications equipment aboard the Boeing BA +1.49% 777 when the two systems exchanged so-called digital handshakes. Those links occurred regularly for some six hours after the plane deviated from its original flight path to Beijing from Kuala Lumpur, and then headed south.The new analysis provided investigators with a "sweet spot" to begin the underwater search, initially using a black-box detector in an area of sea some 500 kilometers to the north of where military aircraft and ships had previously been looking, said Martin Dolan, chief commissioner of the Australian Transport Safety Bureau.The international working group established by Malaysia to investigate the crash, which included U.S., British, and French technical experts, assembled the new analysis, which the ATSB vetted before incorporating into the Australian-lead search."There's a set of assumptions, some of which are factually checkable, others of which remain assumptions," Mr. Dolan told The Wall Street Journal. "We knew we were running out of time."The revised data also indicated the jet, carrying 239 people, may have been flying toward the Western Australian city of Perth and possibly traveling on autopilot when it crashed on March 8, though those specifics haven't been confirmed, he said.Nine days after the jet disappeared from civilian radar, search crews spent 10 days scouring an area of ocean for floating wreckage without success. Then the operation was abruptly moved to a new location some 1,100 kilometers northwest of Perth, based on new military radar data.

The narrowing of the search on April 4, which defined where the Australian naval vessel Ocean Shield would tow the U.S. black box locator, took into account factors including the position of the Inmarsat satellite relative to the sun.Crucial to Inmarsat's analysis of the pings was the Doppler effect: the change in frequency of sound or other waves depending on movement of their source relative to their recipient. Luck emerged when signals believed to come from the plane's recorders were detected past the equipment's intended 30-day useful life.Investigators relied on the principle that the satellite's temperature distorts the way it receives radio waves. The investigators analyzed changes in the temperature of the Inmarsat satellite on each occasion that the plane made contact and then made calculations about the jet's trajectory, according to Warren Truss, Australia's deputy prime minister.. Investigators also incorporated aircraft performance calculations from Boeing to fix the sweet spot, according to Mr. Dolan, developing the most precise projection yet of the jet's probable point of impact.At the same time, investigators further refined those projections by evaluating data from hundreds of other flights with similar equipment that crisscrossed the same region, according to Inmarsat officials. That established a baseline to better calculate where Flight 370 was presumed to have gone down."The Inmarsat model was designed for fine tuning," said Inmarsat Senior Vice President Chris McLaughlin, who said it revised the search area continually as new information arrived.The revelations about how the search proceeded help to explain why the Australia's Ocean Shield vessel was able to detect a string of acoustic signals, believed to have come from the plane's black box recorders, within 48 hours of starting its underwater search on April 4. And also why authorities, including Australia's Prime Minister Tony Abbott, were so quick to declare their confidence that they were closing in on the jet's location."We still haven't come up with a different alternative theory as to what it might be if it's not the pinger, but we're never going to give you a guarantee on this," Mr. Dolan said.When no new underwater signals from the recorders were detected in nearly a week, authorities deployed an unmanned submersible to scan the seabed for signs of plane wreckage Monday. The primary goal remains recovering Flight 370's flight-data and cockpit-voice recorders, in the hope they might reveal what befell the jet.After completing about six hours of its first mission Monday, the submersible reached its operating depth limit of about 3 miles, and its built-in safety feature returned it to the surface, underscoring just how difficult and protracted its mission is. The boundaries of the Bluefin-21's search zone encompass roughly 500 square miles. The device moves at a walking pace, and scanning the entire search area was expected to take between six weeks and two months.In the end, even Angus Houston, the former Australian military chief coordinating the search, acknowledges that luck has played a part in the effort. "The batteries of both devices are past their use-by date and they will very shortly fail. I think we are very fortunate in fact to get some transmissions on Day 33," he said last Wednesday.Describing the decision to switch to underwater searches, Mr. Houston told reporters "I think we have probably got to the end of the process of analysis." Foreign Minister Avigdor Liberman responded Friday to EU foreign affairs chief Catherine Ashton’s criticism of Israel’s recent settlement policies, saying sarcastically, “Lucky that the EU knows how to determine what the world’s critical problems are, and deal with them with speed and determination.”Ashton called on Israel Friday to reverse recent actions, such as announcing new settlements in the West Bank, to bolster faltering peace talks.“When the entire world is busy trying to solve the Ukraine crisis,” Liberman wrote on his Facebook page, “when innocents are slaughtered every day in Syria, when mass casualty attacks continue in Iraq, and when there are many other points of confrontation and conflict that take human life around the globe, EU foreign policy chief Catherine Ashton found the real threat to world peace, and called for Israel to reverse its policies toward the Palestinians, referring to the announcement that almost 1,000 dunams near Gush Etzion would be state land and that the Peace House in Hebron would be populated.”Ashton said she viewed with “great concern” the Israeli decision to declare an area near the Gush Etzion bloc south of Bethlehem as state land and approval of a new Jewish settlement in the southern city of Hebron, a statement from her office said.The continued demolition of Palestinian property and the confiscation of EU humanitarian aid were also worrying, Ashton added.Earlier this month, an EU official said Israel had demolished several EU-funded humanitarian housing shelters in a highly sensitive strip of West Bank land near Jerusalem.“The EU calls on the Israeli authorities to reverse these decisions,” Ashton said.Such events are “not conducive to the climate of trust and cooperation needed for the current peace negotiations to succeed,” she added.

vatican city-“Evil will not have the last word, only God’s love and mercy will have that” Pope Francis said at the end of an more than one hour long, profoundly prayerful and moving Way of the Cross at Rome’s  Coliseum on Good Friday evening. “In the Cross we see the monstrosity of man when he allows himself to be guided by evil, but we also see there the immense mercy and love of God for us”, he told the thousands of pilgrims from all continents who had come to participate in this simple, traditional Good Friday ceremony.He spoke briefly, and unexpectedly, at the end of a candle-lit ceremony of Scripture readings, prayer and hymns,  accompanied by incisive meditations, written by an anti-mafia bishop, that linked Jesus’s passion and death to the sufferings of men, women and children in the 21st century caused by various forms of injustice including economic crisis, poverty, war, violence, human trafficking, abuse of children, exploitation of women and rejection of immigrants.A choir led the singing as the Cross, flanked by torchbearers, was ceremoniously carried from inside the Coliseum, where early Christians were martyred, to the Palatine Hill, where the Pope followed the service and prayed.  It was carried by different people through fourteen stages that traditionally mark the significant moments on the route Jesus took, carrying his cross, from his condemnation to his crucifixion and burial in Jerusalem almost two thousand years ago.Cardinal Agostino Vallini, the Vicar of Rome, carried the Cross for the first and last stations. Then different people carried it for the other twelve stations as follows:  a workman and employer, two foreigners, a couple from a drug rehabilitation center, two men with no fixed abode, a family, two prisoners, two women, two sick people, two children, two elderly people, two Franciscan custodians of the Christian shrines in the Holy Land, and two members of religious orders.From the beginning of his pontificate, Francis has focused on the poverty and suffering on people on the existential peripheries of life and, on this track, this year he asked  Mgr. Giancarlo Bregantini, an Italian bishop known for his strong anti-Mafia stance in a diocese in Calabria, Southern Italy,  to write the meditations.The bishop’s  brief mediations were read out at fourteen moments during the ceremony. They brought into sharp relief the great sufferings people endure worldwide where there is unemployment, poverty, corruption, violence - against immigrants and also against women and children.  His meditations also emphasized positive ways in which Christians can respond to such realities, through accompanying people and showing solidarity.The first meditation linked the unjust condemnation of Jesus with “the easy accusations, the superficial judgments of the crowd, the insinuations and the prejudices which harden hearts and create a culture of racism and exclusion, a throw-away culture of anonymous letters and vicious slanders. Once we are accused, our name is immediately splayed across the front page; once acquitted, it ends up on the last!”As a worker and employer carried the cross the meditation said Jesus carries a “heavy” cross “because he bears the sins of us all, and that includes the burden of all those wrongs which created the economic crisis and its grave social consequences: job insecurity, unemployment, dismissals, an economy that rules rather than serves, financial speculation, suicide among business owners, corruption and usury, the loss of local industry".“This is the cross which weighs upon the world of labor, the injustice shouldered by workers”, the meditation said; “ it is the cross that Jesus shoulders on himself “and teaches us to reject injustice and to learn, with his help, to build bridges of solidarity and of hope”.Two foreigners carried the cross when the meditation recalled how “a frail, utterly human Jesus”, falling under his cross and teaches us “to accept our weaknesses, not to be disheartened by failures”, and helps us to “accept the failings of others, to show mercy to the fallen” and “not to shut the door to those who knock and ask for asylum, dignity and a homeland”, in other words, the immigrants.A couple from a rehabilitation center carried the cross, as the meditation recalled that Mary meets her suffering son Jesus on the road to his death, and said her gaze “gathers up the tears shed by every mother for her distant children, for young people condemned to death, slaughtered or sent off to war, especially child soldiers”. It said her gaze is also connected with “the grief-stricken lament of mothers for their children who are dying of tumors caused by the burning of toxic waste” or the worries of mothers “worried for their young who lack prospects or who fall into the abyss of drugs or alcohol, especially on Saturday nights!”A man and woman prisoner took the cross as the reading said that in Jesus’ imprisonment, anguish and torture “we glimpse the bitter experience of those locked in prisons of every sort” and even “tortured” or confined in overcrowded cells, and “when one of our brothers and sisters is released...we bar before them the doors of social and economic redemption”.Two women held the cross as another meditation made the connection between the weeping women of Jerusalem whom Jesus met on his way to Calvary and the suffering of those women on whom “men vent their pent-up violence, and those “who are enslaved by fear and exploitation”.Three children carried the cross when tenth meditation said that “in Jesus, innocent, stripped and tortured, we see the outraged dignity of all the innocent, especially the little ones”.  Significantly it added that “God did not prevent his naked body from being exposed on the cross. He did this in order to redeem every abuse wrongly concealed, and to show that he, God, is irrevocably and unreservedly on the side of victims.”When Jesus was crucified, two elderly people carried the cross while the reflection recalled that “today many of our brothers and sisters, like Jesus, are nailed to a bed of pain, at hospital, in homes for the elderly, in our families. It is a time of hardship, with bitter days of solitude and even despair”.  The meditation called people “to draw near, to comfort and to accompany the sick, raising them from their bed of pain”.And when the last reading recalled how Jesus burial, it emphasized that from here, “From on high, Jesus will bring everything back to life".

Nato increases military presence in eastern Europe

As the United States and Russia face off publicly over Ukraine, behind the scenes, Obama’s national security cabinet is having its own quiet feud over a long-standing agreement to allow Russian surveillance flights over U.S. air space.The spies and the generals want to deny the Russians the overflight rights for its latest surveillance planes. The State Department, which ultimately makes that decision, has favored such certification. On Wednesday an interagency meeting of senior officials failed to reach consensus, delaying the decision until Obama takes it up with the National Security Council, according to U.S. officials involved in the dispute.At issue is the Open Skies Treaty. First signed in 1992 and finally ratified in 2002, the treaty adopted by 34 nations allows the safe passage of planes equipped with advanced cameras and sensors that give governments the imagery and data they use to assess everything from compliance with arms control treaties to troop movements.On April 15, the Republican chairman of the House Armed Services Committee, Rep. Howard “Buck” McKeon, and the Republican chairman of that panel’s subcommittee that oversees the U.S. nuclear arsenal, Rep. Mike Rogers, urged President Obama to deny Russia the right to fly its new planes over U.S. airspace.In their letter, the two lawmakers write, “We agree with the concerns expressed by the Intelligence Community and the military leadership of the Department of Defense” in their opposition to certifying the new Russian planes under the treaty.The State Department on the other hand has argued the United States should live up to the treaty's obligations and approve the new Russian aircraft. The decision to certify the planes and their sensors has been pending since late last year, long before the Ukraine crisis began. One senior U.S. official said, "This isn't just an issue between the United States and Russia. Our allies and partners depend on this treaty for insight into Russia because they don't have the same capabilities as the United States." The Russians use the aircraft today to monitor U.S. nuclear weapons as part of arms control agreements between both countries. The Russian planes, according to U.S. officials involved in the dispute, contain a new sensor package that would allow Moscow to surveil American nuclear assets with a level of precision and detail that makes U.S. military and intelligence leaders deeply uncomfortable.A letter first published by the Weekly Standard on April 13 from two Republican and two Democratic members of the Senate Select Committee on Intelligence said the Russian Federation had just completed construction of aircraft that will “support digital photograph equipment, sideways-looking synthetic aperture radar, and infrared equipment.”A U.S. official familiar with the dispute and sympathetic to the concerns of the military and intelligence community told The Daily Beast that the worry over the new Russian aircraft is independent of the standoff in Ukraine. “This would have been an issue even if there was no Ukraine crisis,” this official said.In some ways, however, the Ukraine showdown has placed pressure the White House to hold off on further angering the Russians though. The State Department, which has worked with Russia to iron out at least an agreement in principle to begin to disarm the pro-Russian militias that have seized eastern Ukrainian cities wants to allow the new Russian aircraft to fly over U.S. airspace.The Ukraine crisis has complicated the decision making process on the Open Skies issue. Ukraine's military has still failed to take back cities that have fallen to militias that western leaders have said publicly are orchestrated by Russia's special operations units known as the Spetsnaz. In Geneva, Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov announced the beginning of a process to de-escalate the crisis. But Lavrov also promised Kerry there were no military plans to take Crimea in late February only to see Spetsnaz soldiers in uniforms without insignia take the peninsula's airports and government buildings. In Moscow on Thursday there was the most bizarre spectacle. Edward Snowden, the NSA contractor now wanted in U.S. court to face Espionage Act charges, asked Russia's president whether his government collected as much internet data as his old government did. Over the weekend in nearby Moldova inside the quasi-independent region of Transnistria, the United States observed Russian troop movements that looked like they may be preparing to launch stealth operations into southern Ukraine.

Sporadic fighting also continued in eastern Ukrainian cities on Thursday.

But nonetheless there were some signs that the fighting is coming to a pause. Lavrov on Thursday agreed to support the demobilization of the militias that Kerry himself said his government was responsible for helping organize.President Obama expressed cautious optimism that the agreement in Geneva could bring the region away from the brink of war. "I don't think we can be sure of anything (in the Ukrainian crisis). I think there is the possibility, the prospect, that diplomacy may de-escalate the situation," he said at the White House. The White House convened a meeting of top deputies of its national security cabinet to discuss the issue on Wednesday. National Security Council spokeswoman, Caitlin Hayden declined to comment on that meeting.“Without prejudging the outcome of that review, I would note that the Open Skies Treaty enhances confidence and transparency by allowing the 34 countries that are parties to it to obtain information on the military forces and activities of other Treaty partners,” she said. “It contributes to European security by providing images and information on Russian forces, and by permitting observation flights to verify compliance with arms control agreements.”  U.S. officials said the State Department favored granting the Open Skies certification for the new Russian aircraft. Jennifer Elzea, a Defense Department spokesperson, said, "The Defense Department does not have a comment to provide at this time. Treaty compliance issues are the purview of the State Department. Department of Defense components, specifically the Defense Threat Reduction Agency and the Air Force, do provide personnel and aircraft for Open Skies observation flights, but overall treaty compliance issues fall to our colleagues at State."

Russia and China forge closer ties, as EU explores sanctions

BRUSSELS - Russia is rolling out two major projects – a gas pipeline and a Crimea deep water port – with China, as EU countries and the US weigh options on economic sanctions.Russia’s ambassador to the EU, Vladimir Chizhov, told EUobserver on Wednesday (16 April) that work on the “Power of Siberia” pipeline and the Chinese construction of a 25-metre-deep port in Crimea are proceeding as normal despite the Ukraine crisis.Describing the pipeline as a “mega-project”, he said it will pump 60 billion cubic metres (bcm) of gas a year from the Kovykta and Tchayandinskoe gas fields to Russia’s far east, with a branch line to deliver up to 38 bcm a year to China.He noted that Gazprom and China’s CNPC have a “legally binding” agreement from 2013 and that exploitation of the Tchayandinskoe field should start in 2019.“One important issue is still pending – that of price. Gazprom and CNPC are negotiating on this subject, and their positions are gradually drawing closer together,” he said.“The project is aimed primarily at delivery of gas to Russian regions and at developing industry in the Russian far east. The export of gas is considered in this context as a factor which improves (significantly, one should admit) the economics of the project, but not as a prerequisite for its realisation,” he added.Chizhov said Moscow and Beijing are also going ahead with plans for Chinese firms to build a deep water port in Crimea as part of “a new transport corridor from Asia to Europe – ‘The Economic Belt of the Great Silk Route’.”He indicated that Russia’s annexation of Crimea – deemed illegitimate by the UN – has done nothing to stop the port investment, worth $3 billion in the “first stage” alone.The Russian diplomat said the main concern is environmental rather than political.The current plans envisage the excavation of an “enormous trench” near the Crimean town of Frunze and the filling of it with sea water by demolishing a dam.“A number of ecologists and environmental organisations protested against the project arguing that it would create unrepairable damage to the ecological systems and environment of the region, which is famous as a seaside resort … Environmental concerns must be addressed as a priority,” he noted.He added the Ukraine crisis has also done nothing to slow Russia’s plan to launch a “Eurasian Union” with Armenia, Belarus, Kazakhstan and Kyrgyzstan next year.“The Eurasian Economic Union is due to be launched on 1 January 2015 regardless of the situation in Ukraine or any other country not involved at this stage in the integration process … Negotiations on accession of Armenia are expected to be completed soon and those with Kyrgyzstan are also under way,” he said.His statements came on the eve of high-level talks between the EU, Russia, Ukraine and the US in Geneva on Thursday.The EU and US have warned they will blacklist more Russian officials and companies unless Russia de-escalates by pulling back its troops from the Ukrainian border and by denouncing separatists in eastern Ukraine.The EU has also warned it will impose economic sanctions on Russian energy, minerals, banking, and high-tech firms if its army invades mainland Ukraine. But the Nato allies made clear they will not go to war with Russia no matter what it does to the former Soviet state.“Talk doesn’t replace actions when it comes to what’s happening on the ground, and that we will continue to prepare, as we’ve said, additional sanctions and other steps, if we can’t get some de-escalation here,” US state department spokeswoman Marie Harf told press on Wednesday.She added: “We’ve said that we’re not considering lethal assistance to Ukraine at this time … and the [US] President has said there is no military solution here.”For their part, European Commission officials in Brussels on Wednesday distributed sealed envelopes to EU states’ ambassadors describing the potential impact of EU-Russia sanctions on their countries if the Union goes ahead.Reuters reports that member states have until 22 April to reply before the commission finalises its sanctions proposal. It quoted one EU official as saying: “We can't have a situation where a set of sanctions ends up having a retaliatory impact on one member state or two or three member states. If there are going to be repercussions from this, they have to be shared out."The UK and former Soviet and communist EU countries are the most hawkish. BRUSSELS - Pro-Russian separatists in eastern Ukraine have declined to honour a peace deal brokered in Geneva by the EU and US with Russia.Denis Pushilin, the leader of the self-proclaimed Donetsk People's Republic, told press on Friday (18 April) his forces will not surrender arms, vacate government buildings, or put off a referendum on independence on 11 May.“[Russian foreign minister Sergei Lavrov] did not sign anything for us, he signed on behalf of the Russian Federation … We will persevere until the end,” he said, according to Reuters, in a reference to the Geneva accord.“As far as vacating of buildings and areas is concerned - everyone must leave them including [Ukraine’s interim PM] Yatsenyuk and [interim President] Turchynov - as they also took them illegally … We are ready to do it after them."In Kiev, the militant Ukrainian nationalist group, Pravy Sektor, also said the Geneva deal does not apply to it. “We don't have any illegal weapons and so the call to disarm will not apply to us. The press conference saw a question phoned in by Edward Snowden, the former US intelligence contractor who leaked US secrets before going into hiding in Russia.He asked Putin whether his intelligence services snoop on Russian citizens the way the US’ National Security Agency does on Americans and Europeans.“ We will never act in this manner,” Putin said.Snowden later wrote an op-ed for The Guardian, the British daily which published many of his leaks, to defend his part in Putin’s TV show.“I expected that some would object to my participation in an annual forum that is largely comprised of softball questions to a leader unaccustomed to being challenged. MOKPO, South Korea (AP) — The captain of the ferry that sank off South Korea, leaving more than 300 missing or dead, was arrested Saturday on suspicion of negligence and abandoning people in need. Two crew members also were taken into custody, including a rookie third mate who a prosecutor said was steering in challenging waters unfamiliar to her when the accident occurred.The number of confirmed dead rose to 32 when three bodies were found in the murky water near the ferry, said coast guard spokesman Kim Jae-in. Divers know at least some bodies remain inside the vessel, but they have been unable to get inside.The ferry's captain, Lee Joon-seok, 68, was arrested along with one of the Sewol's three helmsmen and the 25-year-old third mate, prosecutors said."I am sorry to the people of South Korea for causing a disturbance and I bow my head in apology to the families of the victims," Lee told reporters Saturday morning as he left the Mokpo Branch of Gwangju District Court to be jailed. But he defended his much-criticized decision to wait about 30 minutes before ordering an evacuation."At the time, the current was very strong, the temperature of the ocean water was cold, and I thought that if people left the ferry without (proper) judgment, if they were not wearing a life jacket, and even if they were, they would drift away and face many other difficulties," Lee said. "The rescue boats had not arrived yet, nor were there any civilian fishing ships or other boats nearby at that time."The Sewol sank off South Korea's southern coast Wednesday with 476 people aboard, most of them students on holiday from a single high school. About 270 people are still missing, and most are believed to be trapped inside the 6,852-ton vessel.By the time the evacuation order was issued, the ship was listing at too steep an angle for many people to escape the tight hallways and stairs inside. Several survivors told The Associated Press that they never heard any evacuation order.Divers fighting strong currents and rain have been unable to get inside the ferry. A civilian diver saw three bodies inside the ship Saturday but was unable to break the windows, said Kwon Yong-deok, a coast guard official. Hundreds of civilian, government and military divers were involved in the search Saturday. Senior prosecutor Yang Jung-jin told reporters that the third mate was steering the ship Wednesday morning as it passed through an area with lots of islands clustered close together and fast currents. Investigators said the accident came at a point where the ship had to make a turn, and prosecutor Park Jae-eok said investigators were looking at whether the third mate ordered a turn so sharp that it caused the vessel to list.Yang said the third mate has six months of experience, and hadn't steered in the area before because another mate usually handles those duties. She took the wheel this time because heavy fog caused a departure delay, Yang said, adding that investigators do not know whether the ship was going faster than usual.Helmsman Park Kyung-nam identified the third mate as Park Han-kyul. The helmsman who was arrested, 55-year-old Cho Joon-ki, spoke to reporters outside court and accepted some responsibility." There was a mistake on my part as well, but the steering had been turned much more than usual," Cho said.Lee has four decades of experience at sea. He had been captaining ferries for 10 years by the time he was interviewed by the Jeju Today website in 2004, and said he had sailed on ocean freighters for 20 years before that.But he was not the Sewol's main captain, and worked on the ship about 10 days a month, helmsman Oh Yong-seok said.Lee was not on the bridge when the ship began to list. "I gave instructions on the route, then briefly went to the bedroom when it happened," he told reporters.According to the court, Lee faces five charges, including negligence of duty and violation of maritime law, and the two other crew members each face three related charges.Lee was required by law to be on the bridge helping his crew when the ferry passed through tough-to-navigate areas, said Yang, the senior prosecutor.Yang said Lee also abandoned people in need of help and rescue, saying, "The captain escaped before the passengers." Video aired by Yonhap news agency showed Lee among the first people to reach the shore by rescue boat.Yang said the two crew members arrested failed to reduce speed near the islands and failed to carry out necessary measures to save lives.It's not clear why the two crew members made the sharp turn, Yang said. He said prosecutors would continue to look into whether something other than the turn could have made the ferry sink, but he added that there were no strong waves that could have knocked down the ferry at the time.Prosecutors will have 10 days to decide whether to indict the captain and crew, but can request a 10-day extension from the court.The Sewol had left the northwestern port of Incheon on Tuesday on an overnight journey to the holiday island of Jeju in the south with 323 students from Danwon High School in Ansan among its passengers. It capsized within hours of the crew making a distress call to the shore a little before 9 a.m. Wednesday.A transcript of a ship-to-shore radio exchange shows that an official at the Jeju Vessel Traffic Services Center recommended evacuation just five minutes after the Sewol's distress call. But helmsman Oh told the AP that it took 30 minutes for the captain to give the evacuation order as the boat listed.With only 174 known survivors and the chances of survival increasingly slim, it is shaping up to be one of South Korea's worst disasters, made all the more heartbreaking by the likely loss of so many young people, aged 16 or 17. The country's last major ferry disaster was in 1993, when 292 people were killed.The last bit of the ferry that had been above water — the dark blue keel — disappeared below the surface Friday night. Navy divers attached underwater air bags to the ferry to prevent it from sinking deeper, the Defense Ministry said.Three vessels with cranes arrived at the accident site to prepare to salvage the ferry, but they will not hoist the ship before getting approval from family members of those still believed inside because the lifting could endanger any survivors, said a coast guard officer, speaking on condition of anonymity, citing department rules.Coast guard official Ko Myung-seok said 176 ships and 28 planes were mobilized to search the area around the sunken ship Saturday, and that more than 650 divers were trying to search the interior of the ship. JINDO/MOKPO, South Korea (Reuters) - Some relatives of the more than 200 children missing in a sunken South Korean ferry offered DNA swabs on Saturday to help identify the dead as the rescue turned into a mission to recover the vessel and the bodies of those on board.The Sewol, carrying 476 passengers and crew, capsized on Wednesday on a journey from the port of Incheon to the southern holiday island of Jeju. Thirty-two people are known to have died.The 69-year-old captain, Lee Joon-seok, was arrested in the early hours of Saturday on charges of negligence along with two other crew members, including the third mate who was steering at the time of the capsize.Prosecutors later said the mate was steering the Sewol through the waters where it listed and capsized - for the first time in her career.Asked why the children had been ordered to stay put in their cabins instead of abandoning ship, Lee, apparently overwhelmed by the scale of the disaster, told reporters he feared they would have been swept out to sea in the strong, cold current.Early reports said that the ferry turned sharply and listed, perhaps due to a shift in the cargo it was carrying and crew members said the captain, who was not initially on the bridge, had tried to right the ship but failed.Some 500 relatives of the 270 people listed as missing watched a murky underwater video shot after divers reported they had seen three bodies through the windows.The official number of those missing was revised up from an earlier estimate of 269.Packed in a gymnasium in the port city of Jindo day and night since Wednesday, tempers frayed and fist fights broke out after the video was shown. The video, viewed by relatives and journalists, did not appear to show any corpses."Please lift the ship, so we can get the bodies out," a woman who identified herself as the mother of a child called Kang Hyuck said, using a microphone. Relatives have criticized what they say is the slow response of the government and contradictory information given out by authorities in the early stages of the rescue mission.

CHANCES OF FINDING SURVIVORS "ALMOST ZERO"

President Park Geun-hye was jeered by some when she visited on Thursday. "Park Geun-hye should come here again," Kang Hyuck's mother said.Three cranes were moved close to the sunken ship on Saturday but were not deployed. Strong tides and rough weather again impeded efforts to get inside.Coastguard spokesman Kim Jae-in said the cranes would be deployed when the divers say it is safe."Lifting the ship does not mean they will remove it completely from the sea. They can lift it two to three meters off the seabed," he said.Coastguard officials said that divers would make another attempt to enter the ship in the evening."The chances of finding anyone alive now are almost zero," said Bruce Reid, Chief Executive Officer of the International Maritime Rescue Foundation."There will still be a search operation on the water, a surface search, but it would be more of a recovery exercise now. They'll be looking for bodies."The capsize occurred in calm weather on a well-travelled 400 km (300 mile) sea route from Incheon to Jeju some 25 km (15 miles) from land.Lee, the ship's captain, was described by officials from Chonghaejin Marine Co Ltd, the owner of the vessel, as a "veteran"."I had ordered (passengers) to leave the ferry, but (later) I said to them to stay because there was no rescue ship," he told South Korean television as he was led away by police.Police also raided Chonghaejin offices in Incheon and Yang Joong-jin, a prosecutor in the city of Mokpo, said ten people were being questioned over the loading and stowing of the Sewol's cargo.Yonhap news agency said 180 vehicles were onboard the ferry along with 1,157 tons of freight. At least some of the freight was in containers stacked on the foredeck.Relatives and friends of the schoolchildren have also gathered at the Danwon High School in the commuter town of Ansan.The vice-principal of the school, Kang Min-gyu, 52, was one of those rescued as the children followed orders and stayed aboard. He hanged himself outside the gym in Jindo, police said.His body was discovered on Friday and police released part of a two-page suicide note."Burn my body and scatter my ashes at the site of the sunken ferry," he wrote. KATHMANDU (Reuters) - Rescuers recovered the body of one mountain guide on Saturday after an ice avalanche swept the lower slopes of Mount Everest, bringing the death toll to at least 13 in the deadliest accident on the world's highest mountain.The avalanche struck a perilous passage called the Khumbu Icefall, which is riddled with crevasses and piled with serac - or huge chunks of ice - that can break free without warning."We were tied on a rope and carrying gas to camp when there was a sudden hrrrr sound," said Ang Kami Sherpa, 25, one of at least three survivors flown by helicopter to Kathmandu. "We knew it was an avalanche but we couldn't run away or do anything."There was a big chunk of snow that fell over us and swept us away. It looked like clouds, all white," he said in a hospital intensive care unit where he was being treated for a blood clot on his leg and facial injuries.Climbers declared a four-day halt to efforts to scale the 8,848-metre (29,029-ft) summit and, while some decided to abandon their mission, others said they would go ahead after talking to their guides. All of the victims were sherpa mountain guides."Everyone is shaken here at Base Camp. Some climbers are packing up and calling it quits, they want nothing to do with this," Tim Rippel of Peak Freaks Expeditions wrote in a blog.Shocked relatives wondered how they would cope without the men who take huge risks to earn up to $5,000 for a two-month expedition - around 10 times average annual pay in Nepal."He was the only breadwinner in the family," said 17-year-old Phinjum Sherpa, as she waited for the body of her uncle, Tenji Sherpa, at a Buddhist monastery in Kathmandu. "We have no one to take care of us."Although relatively low on the mountain, climbers say the icefall is one of the most dangerous places on Mount Everest. There are, however, no safer paths along the famous South Col route scaled by Sir Edmund Hillary and Tenzing Norgay in 1953.Around 100 climbers and guides had already passed beyond the Khumbu Icefall to prepare their attempts on the summit. They are safe, but a new path will have to be made to make it possible to continue the expeditions.Rippel's sherpas had lucky escapes - two returned to base camp five minutes before the avalanche hit, while two were briefly trapped above the avalanche but managed to make their way down, he wrote.Officials said that one body had been recovered in Saturday's rescue effort, leaving three sherpas still missing.

ICE RELEASE

The fatal incident was the result, some climbers said, of a so-called ice release and not a more typical snow avalanche."When the serac hovering off the West Shoulder of Everest collapsed, it sent house-sized ice blocks all over the route," Alan Arnette, a climber and motivational speaker, wrote in an updated blog post from Base Camp."With hanging ice, it may stay there for decades or fall tomorrow - there is no way of knowing or predicting."Sherpas often make 20-25 round trips to carry kit and supplies to advanced camps, exposing them to greater risk. The most endangered are the so-called Icefall Doctors - a team that maintains and  fixes the route."It's always the most dangerous part of the mountain to climb, because the ice is constantly moving, there are so many crevasses and seracs where you need to use ladders and ropes to get through the very technical terrain," Californian climber Adrian Ballinger, of Alpenglow Expeditions, told Reuters.

DEATH RISK

It was first major avalanche of this year's climbing season on Everest, which has been scaled by more than 4,000 climbers.Some 250 mountaineers have died on the mountain, which is on the border between Nepal and the Chinese region of Tibet and can be climbed from both sides in a season that is cut short in late May by rainy-season clouds cloaking the Himalayas.Expedition leaders reported that there was anger among some guides after the government announced immediate payments of $400 to the victims' families to cover funeral costs. Dependents of guides killed in the past said compensation did not nearly cover loss of income from the main family breadwinner."The government doesn't do anything for the welfare of sherpas," said Chhechi Sherpa, a sister of 37-year-old Ang Kaji Sherpa, who was killed on Friday and leaves elderly parents and a family with six children."It makes good money from tourists and climbers but doesn't care about the sherpas who struggle to support their families. The government must look after the kids and old parents of those sherpas who died in the avalanche."The government has issued permits to 334 foreign climbers this season, up from 328 for all of last year. Search and recovery continues for Malaysian flight MH370

Up to 11 military aircraft and 12 ships will assist in today's search for missing Malaysia Airlines flight MH370.Today the Australian Maritime Safety Authority has planned a visual search area totalling approximately 51,870 square kilometres, across three areas.Overnight Bluefin-21 AUV completed another mission in the underwater search area and has commenced mission five. Bluefin-21 has searched approximately 110 square kilometres to date. Data analysis from the fourth mission did not provide any contacts of interest.The weather forecast for today is isolated showers and south easterly winds.
 


Drone risks damage at record depth in search for Malaysian plane

PERTH, Australia (Reuters) - An underwater drone scouring the Indian Ocean floor for a missing Malaysian jetliner has dived to its deepest ever level, putting its equipment at unprecedented risk, as hopes dwindled that it might soon turn up some sign of wreckage.The U.S. Navy's Bluefin-21 and its "side scan" sonar has become the focal point of the search some 2,000 km (1,200 miles) west of the Australian city of Perth, where authorities believe Malaysia Airlines flight MH370 hit the ocean after disappearing from radars on March 8 with 239 people on board.The search has centered on a city-sized area where a series of "pings" led authorities to believe the plane's black box may be located. But after more than a week without a signal, and almost two weeks past the black box battery's life expectancy, authorities have turned to the Bluefin-21.But the Bluefin-21's searches of the largely unmapped ocean floor have been frustrated by an automatic safety mechanism which sends it to the surface when it exceeds a depth of 4.5 km (14,763 feet). Its searches have yet to find any sign of the plane.On Friday, as searchers waited for the remote-control submarine to return from its fifth mission, the U.S. Navy said the Bluefin-21 had gone to a record depth of 4,695 meters (15,403 feet) in its previous mission."This is the first time the Bluefin-21 has descended to this depth," U.S. Navy spokesman Lieutenant Junior Grade Daniel S. Marciniak said in a statement."Diving to such depths does carry with it some residual risk to the equipment and this is being carefully monitored by the U.S. Navy and (Bluefin-21 owner) Phoenix International."He also confirmed that the Bluefin-21's search area had been reduced based on further analysis of the initial signals believed to have come from the plane's black box. Authorities have said the U.S. Navy's previous estimate, that the Bluefin-21's hunt may take two months, was also wrong and the drone was focusing on a "reduced and more focused underwater search area".

NO END IN SIGHT

On Monday, the search coordinator, retired Air Chief Marshal Angus Houston, said the air and surface search for debris would likely end in three days as the operation shifted its focus to the ocean floor.But on Friday, the Perth-based Joint Agency Coordination Centre said that up to 11 military aircraft and 12 ships would join in the search across 52,000 square km (32 square miles) of ocean. Marciniak said U.S. patrol aircraft "continue to support the search effort".That would suggest searchers, under pressure from the families of those on board the plane that was on a flight from Kuala Lumpur to Beijing when it disappeared, still hold some hope of finding floating wreckage.Australian Prime Minister Tony Abbott was quoted by the Wall Street Journal on Wednesday as saying that "we believe that (underwater) search will be completed within a week or so. If we don't find wreckage, we stop, we regroup, we reconsider".Asked by Reuters to clarify Abbott's comments to the newspaper, his office said he was only suggesting that authorities may change the area being searched by the Bluefin-21 drone, not that the search would be called off.Malaysia's defence minister, Hishammuddin Hussein, vowed that the search would continue even if there could be a pause to regroup and reconsider the best area to scour."The search will always continue.
