A symbolic showdown is underway at Toronto City Hall this morning, with councillors debating a motion that calls on Mayor Rob Ford to take a leave of absence amid the drug-related scandal that has roiled the city for months.
Ford has defied all calls to take a break from his job, despite the admission he smoked crack cocaine while serving as mayor and other high-profile "mistakes," some of them alcohol-related.On Wednesday, he faces a motion requesting that he apologize for some of his actions, and take time off to address his personal issues.
The mayor has made the motion his key item at Wednesday’s council meeting, which got underway at 9:30 a.m. ET. On Tuesday, he cited an iconic boxing match, insisting Wednesday's session would be City Hall's "rumble in the jungle."Coun. Denzil Minnan-Wong, a longtime mayoral ally who has become a vocal critic of Ford as the drug scandal unfolded in recent months, prepared the motion that council is debating.Before Minnan-Wong's motion came up on the agenda, Coun. Jaye Robinson presented a letter of petition signed by 30 of the 44 councillors that asks the mayor to step aside and take a leave of absence."Our city's reputation has been damaged," said Robinson while reading the letter. "Together we stand to ask you to step aside and take a leave of absence. Let's get on with city business."The reading of the letter was met with a round of applause.The vote to accept the petition into the record carried 41-2, with the mayor and Coun. Giorgio Mammoliti voting against it.Ford should step aside "for his own good, but also for the good of the city," Minnan-Wong said Wednesday morning on CBC's Metro Morning. "He's hurt our city's reputation and there's going to be more information that's going to come out that will hurt the city even more."The councillor has spoken to his colleagues and earlier said he believes "they're shocked, they're disappointed, they're surprised and they would like something to happen."Yet even if the motion passes, Ford will not be obliged to take the leave requested.Nor, said Coun. Gord Perks, is there anything on the books that would allow Ford to take a break."There's nothing in law that allows the mayor of Toronto to take a leave of absence," Perks said, also on Metro Morning. "If he doesn't show up for work, he's still the mayor."
Perks said he will vote against the motion, in part because "we know the mayor is not going to listen to us, and the last thing we need now is to take measures that further disempower council." Perks would rather see the matter referred to the province's integrity commissioner. Coun. Shelley Carroll, a critic of the mayor, predicted that he may be surprised by the number of councillors who have concerns about Ford, as well as the information that police gathered on him during a lengthy investigation that led to one of his friends being charged with extortion.The motion also calls on the mayor to co-operate with the police investigation, some details of which have become public through the partial disclosure of documents in court.

Months of questions

Throughout his three years at the helm of the city, Ford has constantly made headlines for his political stances, his outbursts and events in his private life. Questions about his personal drug use have raged for months, after the Toronto Star and the U.S. gossip website Gawker each reported that someone had been shopping a video allegedly showing Ford smoking crack cocaine.Ford long denied both using the drug and the video’s existence. But after Toronto police Chief Bill Blair revealed at the end of October that his investigators had seized a video of the mayor that was consistent with prior media reports, Ford began calling for that video’s release.The mayor also made apologies for mistakes such as getting "hammered" at the Taste of the Danforth street festival and to drunkenness after hours at city hall on St. Patrick’s Day last year.

Just over a week ago, Ford publicly admitted that he had smoked crack cocaine. The mayor said he was sorry, but that he intended to carry on and that he had "nothing left to hide."Two days later, the Toronto Star published a bizarre video on its website that showed Ford swearing and ranting. The mayor told reporters he was "extremely, extremely inebriated" on the video, though he did not explain the circumstances under which it was recorded.Despite the string of surprising statements, apologies and admissions from the mayor, Ford has shown no inclination to step aside. He gave a scheduled address on Remembrance Day and told a supporter he’s "not going anywhere." A day later, Ford spent hours signing lookalike bobbleheads, which are being sold to raise money for the United Way.The mayor still has a year to go in his current mandate. He has repeatedly said he will run for re-election, though he has predicted the coming campaign will be "a bloodbath."

Controversy has followed Ford

Ford, 44, came to power vowing to watch taxpayers' money and to "stop the gravy train," a rallying cry he has often invoked to describe his intent to rein in waste and spending by the city.And while Ford has claimed some victories along the way, seeing the city reach key labour deals and the partial privatization of trash pickup in Toronto, he has struggled to lead the divided council that surrounds him.Ford’s attempt to kill the controversial plastic-bag “tax” nearly led to an outright ban of single-use bags in general. In the end, the mandatory levy on disposable bags was ended and the proposed ban was shelved — in part, due to legal concerns that the mayor had predicted.Barely a year into his term, Ford weathered a conflict-of-interest challenge that nearly forced him from his job. But he won an appeal that reversed a judge’s order to remove him from office.Ford also faced a defamation lawsuit that related to remarks he made on a radio station while running for mayor. He also triumphed in court in that case, when the lawsuit was eventually dismissed.
A noted football fan, Ford previously coached a team at Don Bosco Catholic Secondary School while holding down the job as mayor. He lost that opportunity when the school board said it would go in a different direction this year after reviewing remarks the mayor made on a television station.The mayor served as a city councillor for a decade before he was elected as chief magistrate.He lives in Etobicoke, a Toronto suburb, with his wife and two young children.

An Israeli soldier died after he was stabbed multiple times in the neck Wednesday morning by a Palestinian youth on a bus at the central bus station in Afula.The soldier, 19-year-old Eden Atias of Nazareth Illit, was evacuated to the city’s Haemek Hospital. Doctors operated on him in an attempt to stabilize his condition but he succumbed to his injuries a few hours later.Passengers on the bus, which was en route from Nazareth Illit to Tel Aviv and had stopped at the Afula station, captured the stabber and turned him over to security guards, who in turn delivered him to police.“The bus stopped for a break and the few passengers had stepped out,” Yaffa Mara, who works in a candy store nearby, told Haaretz. “Only the terrorist and two soldiers stayed on board. Suddenly I saw one of the soldiers run out and she yelled that the other soldier had been stabbed. The terrorist tried to flee out the back door but border policemen caught and arrested him. The soldier was covered in blood. It was a terrible sight.”The suspect is a 16-year-old Palestinian resident of Jenin who did not have a permit to work or reside in Israel, according to police.Police’s Northern District Commander Roni Atti said “police had no specific alerts regarding the attack, though general warnings exist at all times. The terrorist boarded the bus and it is unclear whether he originally intended to commit the stabbing or if he was on his way to work. He eventually stabbed the soldier sitting beside him.”“We heard shouting in the bus, and screaming,” Tomer, a worker at a nearby kiosk who witnessed the attack, told Yedioth Ahronoth. “Soldiers then jumped [the attacker], I saw them take him off the bus and then security guards waited with him. He looked like a child.”Defense officials and analysts have warned in recent weeks that the West Bank may be heading for another violent uprising, citing a rise in the number of rock-throwing and Molotov cocktail attacks.On Monday, former Shin Bet chief Yuval Diskin said the Palestinians were ripe for a third intifada. However, Defense Minister Moshe Ya’alon said that recent attacks were isolated incidents, insisting that “there is no sign of a popular uprising or so-called third intifada.”

Afula, located some 10 kilometers (6 miles) inside the Green Line in the Jezreel Valley, has been hit by multiple terror attacks over the years. In a 2001 shooting in the city’s central bus station, where Wednesday’s stabbing occurred, three people were killed and 18 were wounded.Last month, a Palestinian man pulled a knife on a public bus outside Jerusalem and threatened passengers before fleeing the scene.

New Iran sanctions will lead to war, White House warns

Administration ups efforts to prevent Congress from passing new penalties against Tehran that could put kibosh on nuclear deal

The Obama administration Tuesday stepped up lobbying against congressional action for new sanctions on Iran, with the White House warning such a move would lead to war.“The American people justifiably and understandably prefer a peaceful solution that prevents Iran from obtaining a nuclear weapon, and this agreement, if it’s achieved, has the potential to do that,” White House spokesman Jay Carney told reporters. “The alternative is military action.”Earlier in the day State Department spokeswoman Jen Psaki said John Kerry would use a closed door briefing with the Senate Banking Committee Wednesday to warn that passing new sanctions would be a “mistake.”The intensified effort to head off any new penalties against Iran come days after a meeting between Tehran and six world powers — the US, Britain, France, China, Russia and Germany — failed to produce a deal that would see eased sanctions in return for a promise to curb nuclear activity. Another meeting is scheduled for next week.US President Barack Obama and British Prime Minister David Cameron spoke by phone Tuesday to discuss the Iran talks and affirm their support for continuing the diplomatic track.Carney told reporters that Americans did not want a “march to war,” which is what new sanctions would bring, indicating that lawmakers could pay politically if diplomacy with Iran failed.
Fresh from the nuclear talks, Kerry will defend the administration stance during a meeting with lawmakers Wednesday, where he will face a tough crowd.Senator Mark Kirk (R-Illinois) said Tuesday that the administration is boxing Americans into a lose-lose situation.“The American people should not be forced to choose between military action and a bad deal that accepts a nuclear Iran,” he said according to AFP.
In recent years, Congress has been fertile ground for tough sanctions against Tehran, with the latest such bill clearing the House of Representatives by a vote of 400 to 20. Even in cases in which the administration has demonstrated reluctance, members of both parties in Congress have enthusiastically voted in an increasingly stringent sanctions regime.Senate Foreign Relations Committee Chairman Sen. Robert Menendez (D-NJ) warned Sunday, as details of the talks filtered out of Geneva, against a situation in which “we seem to want the deal almost more than the Iranians. And you can’t want the deal more than the Iranians, especially when the Iranians are on the ropes.”Menendez suggested that any deal should include a cessation of enrichment and an increase in the transparency of Iran’s nuclear program. He also congratulated the French negotiators for taking a tough tone toward the Arak heavy water plant — noting that “its only purpose in a country with such large oil reserves is to make nuclear fuel for nuclear weapons.”Menendez, who has been a key supporter of previous Iran sanctions initiatives, announced during the interview on ABC’s “This Week” that the time had come for movement on Senate legislation to increase sanctions against Iran.“I think that the possibility of moving ahead with new sanctions, including wording it in such a way that if there is a deal that is acceptable that those sanctions could cease upon such a deal, is possible,” Menendez said. “I look forward to working with my colleagues in the Senate to move forward on a package that ultimately would send a very clear message where we intend to be if the Iranians don’t strike a deal and stop their nuclear weapons program,” he added.The Obama administration had asked, before the recent round of talks began, that the Senate delay action on sanctions to allow negotiations to take their course.In the wake of last week’s negotiations, there is now a three-way split in terms of priorities. In addition to the pro-sanctions and anti-sanctions camps, Sen. Robert Corker (R-TN), the ranking member on Menendez’s committee has a third direction — not to focus on pushing for harsher sanctions, but on preventing the administration from giving away too much.Asked over the weekend about sanctions, Corker was uncharacteristically noncommittal. “I don’t know,” he began, noting that “new sanctions would not kick in for several months” and emphasizing that “the administration has dialed back the rheostat since Rouhani’s election on the existing sanctions that we have. They have a lot of ability to waive and turn down and conduct these operations in lesser or stronger ways.”Rather than offer a strong voice for the new sanctions, Corker is instead pushing an idea that he hinted at last week — legislation that would block the president from using any of those waivers that he mentioned unless Iran meets a number of key conditions — all of which are more stringent than the reported terms of the agreement proposed in Geneva.

Netanyahu: Iran proposal ‘worse than a bad deal’

As PM demands that Washington keep up the economic pressure on Tehran, Kerry prepares to ward off new sanctions bills

Prime Minister Benjamin Netanyahu on Tuesday fired another volley in what has turned into an ongoing, very public war of words with the Obama administration, saying that from what he had seen of a proposed interim solution to the Iranian nuclear standoff, the terms would allow Tehran to advance toward an atomic weapons capability while throwing off the yoke of economic sanctions.“Israel prefers a diplomatic option to other options, but we demand a real diplomatic solution in order to dismantle the military nuclear capability of Iran,” Netanayahu said at an alternative energy conference in Tel Aviv. “The proposal on the table, which we have come to know in detail, is worse than a bad deal. It leaves Iran with nuclear capabilities for military purposes, and gives it significant relief in sanctions. An additional danger is that it gives legitimacy to Iran as a nuclear threshold state. This is against the interest of the international community.”US Secretary of State John Kerry has stated several times this week that Netanyahu’s acerbic criticism of the proposed deal with Iran, which fell through during nuclear talks over the weekend in Geneva, was premature, as the Israeli leader was unaware of the terms under discussion. Netanyahu’s reiteration Tuesday that Israel had “come to know in detail” the terms of the proposal appeared to come in response to Kerry’s accusations.One of the prime minister’s primary objections to the proposed deal was that it would provide sanctions relief to Tehran while allowing it to continue to enrich uranium, thus providing the economic solace, and the time, it needed to work toward a nuclear weapon. Iran insists its nuclear program is peaceful in nature.“Each passing day Iran is under increasing financial pressure,” said Netanyahu. ”There is no need to rush into a bad deal. We should use the time to obtain a good deal that halts the nuclear capabilities of Iran’s military. The deadline for achieving a deal like this one is the day when such an agreement is reached.”Kerry said Tuesday that he did not want Congress to approve any new sanctions on Iran while negotiations were ongoing. Aiming to calm critics, Netanyahu cancels massive settlement plan

“This step does not contribute to settlement. On the contrary, there is damage here for settlement,” Netanyahu told Housing and Construction Minister Uri Ariel, according to the Prime Minister’s Office. “This is a meaningless step – legally and in practice – and an action that creates an unnecessary confrontation with the international community at a time when we are making an effort to persuade elements in the international community to reach a better deal with Iran.”Earlier in the day, the Housing Ministry published tenders for the planning of some 20,000 settlement units — an unprecedented number — including 1,200 homes in the controversial E1 corridor linking Jerusalem with Ma’ale Adumim to the east, drawing harsh responses from the US and Palestinian Authority.Ariel accepted the request to cancel the plans, according to the statement from the PMO.Netanyahu indicated that his motivation for scrambling to have the plans undone was connected to his ongoing efforts to lobby the international community against making a deal with Iran to ease sanctions in return for curbing nuclear activity. Netanyahu has been harshly critical of efforts to reach a deal between Tehran and the West, calling a proposed agreement “bad and dangerous” over the weekend, and declaring Tuesday that it was “worse than bad.”“The attention of the international community must not be diverted from the main effort – preventing Iran from receiving an agreement that will allow it to continue its military nuclear program,” Netanyahu said late Tuesday, according to the PMO statement.In a rare public reprimand of Ariel, who comes from the nationalist Jewish Home party, Netanyahu said the move to push forward with the new units was made without prior coordination with the government, and implied it was not thought through.

The US had also said the announcement of the plans had caught it off guard.“We were surprised by these announcements, and are currently seeking further explanation from the government of Israel… Our position on settlements is quite clear — we do not accept the legitimacy of continued settlement activity,” State Department spokesperson Jen Psaki said.Saeb Erekat, the chief Palestinian negotiator, said he had called the United States, Russia, the European Union, the United Nations and the Arab League to voice his protest. “I informed them that if Israel implements this decision, then this means the end of the negotiations and the end of the peace process,” he said.Netanyahu earlier canceled the plan to publish tenders for the 1,2000 units in E1, a controversial strip of land which critics say would slice land the Palestinians want for a state in two.
Sources in the Prime Minister’s Office said building up E1 was “unwise” at the current juncture.The other tenders applied to settlements both inside and outside major settlement blocs. Those included Kokhav Ya’akov (5,000 units), Ma’aleh Adumim (2,000), Efrat (840), Tekoa (1,180), Shiloh (1,250), Gevaot (1,000) and others, Haaretz reported.Ariel defended his actions on Tuesday, saying that the publication of the tenders was a standard, purely procedural matter.“Plans for the construction of 600,000 housing units across the country are announced each year; it is a process that takes seven years,” a ministry spokesperson told Haaretz. ”This is not a marketing campaign for housing units, but the planning of an inventory. Rice looted in Philippines amid aid shortage

TACLOBAN, Philippines (AP) — Thousands of people stormed a rice warehouse on an island devastated by Typhoon Haiyan, authorities said Wednesday, highlighting the urgent need to get water, food and medical supplies into an increasingly desperate region.Five days after one of the strongest tropical storms on record leveled tens of thousands of houses in the central Philippines, relief operations were only starting to pick up pace, with two more airports in the region reopening, allowing for more aid flights.But minimal food and water was reaching people in the devastated city of Tacloban, on Leyte island, which bore the brunt of the storm, and outlying regions due to a lack of trucks and blocked roads."There's a bit of a logjam to be absolutely honest getting stuff in here," said Sebastian Rhodes Stampa, from the United Nations Office for the Coordination of Humanitarian Affairs."You've had quite a lot of security coming in over the last couple of days, less so other things. So then it gets here and then we're going to have a real challenge with logistics in terms of getting things out of here, into town, out of town, into the other areas," he said from the airport in Tacloban."The reason for that essentially is that there are no trucks, the roads are all closed."In the first reported deaths as a result of looting, eight people were crushed to death Tuesday when a wall collapsed as they and thousands of others stormed a rice warehouse on Leyte Island, said National Food Authority spokesman Rex Estoperez.The looters in Alangalang municipality carted away up to 100,000 sacks of rice, he said.Since the storm, people have broken into homes, malls and garages, where they have stripped the shelves of food, water and other goods. Authorities have struggled to stop the looting. There have been unconfirmed reports of armed gangs involved in some instances.Police were working to keep order across the ravaged wasteland. An 8 p.m. to 5 a.m. curfew was in place."We have restored order," said Carmelo Espina Valmoria, director of the Philippine National Police special action force. U.S. Brig Gen. Paul Kennedy said that later Wednesday his troops would install equipment at Tacloban airport to allow planes to land at night. Tacloban, a city of 220,000, was almost completely destroyed in Friday's typhoon and has become the main relief hub."You are not just going to see Marines and a few planes and some helicopters," Kennedy said. "You will see the entire Pacific Command respond to this crisis."A Norwegian ship carrying supplies left from Manila, while an Australian air force transport plane took off from Canberra carrying a medical team. British and American navy vessels are also en route to the region.At the damaged airport in Tacloban, makeshift clinics have been set up and thousands of people were looking for a flight out. At least 580,000 people have been displaced by the disaster. In some places, tsunami-like storm surges swept up to one-kilometer (mile) inland, causing more destruction and loss of life. Most of the death and destruction appears concentrated on the islands of Samar and Leyte.The damaged infrastructure and bad communications links made a conclusive death toll difficult to estimate.The official toll from a national disaster agency rose to 2,275 on Wednesday. Putin in Seoul pushes new 'Silk Road' via North Korea

The ambitious scheme envisages an "Iron Silk Road" uniting the rail networks of South and North Korea and connecting them to Europe via the Trans-Siberian Railway.But it faces huge political obstacles, given the volatility of inter-Korean relations and the international community's struggle to contain the North's nuclear ambitions through UN sanctions.Speaking to a South Korea-Russia business conference during his one-day visit, Putin acknowledged the difficulties but said they were outweighed by the project's potential advantages.
"I hope political problems will be solved at an early date, as South Korea, North Korea and Russia will reap great economic benefits when it's completed," Putin said, urging South Korean investors to come on board.

Raytheon, Lockheed consider fresh bid for Turkey missile defense

WASHINGTON (Reuters) - U.S. arms makers Raytheon Co and Lockheed Martin Corp are considering ways to sweeten their offer to build a Patriot missile defense system for Turkey after Ankara said it could still back away from a provisional $3.4 billion deal with China, sources familiar with the issue said on Tuesday.
"There are internal discussions going on about improving the Patriot offer," said one source, who is familiar with the talks but not authorized to speak publicly.A second source confirmed that preliminary discussions were under way within industry and the U.S. government about how the offer could be adjusted to be more competitive with bids submitted by the Chinese firm, and a European group.Both sources said no decisions had been made and it was important to allow Turkey - a member of NATO - time to make up its mind.
Turkey announced in September it had chosen China's FD-2000 long-range air and missile defense system against rival offers from Franco/Italian Eurosam SAMP/T and Raytheon.It said China offered the most competitive terms and would allow co-production in Turkey, but the decision caused alarm in NATO countries worried about China's growing clout.Secretary of State John Kerry and other U.S. government officials raised concerns after Ankara's choice of the missile defense system built by China Precision Machinery Import and Export Corp, a firm that is under U.S. sanctions for violating the Iran, North Korea and Syria Nonproliferation Act."We continue to convey our serious concerns about the Turkish government's contract discussions with a Chinese company - which is currently sanctioned by the United States - for an air and missile defense system that will not be inter-operable with NATO systems or collective defense capabilities," said one State Department official.State Department officials said Kerry had expressed his concerns to Turkish Foreign Minister Ahmet Davutoglu in New York, and Assistant Secretary of State Victoria Nuland, who oversees European and Eurasian affairs, has discussed the issue with senior Turkish officials.Washington sees Turkey as a key partner in the Middle East, with common interests from energy security to counter-terrorism, but Ankara is not the deferential ally it once was as it seeks an increasingly independent role on the world stage.One of the sources said the U.S. companies were examining whether they could scale back their bid to bring it more in line with what was offered by the Chinese firm, which did not include the capability to target medium-range missiles.That may involve changes in the missiles that would be provided with the Patriot system.The companies are also reviewing the offset agreements and co-production deals involved in the U.S. bid, the sources said.Turkey was seeking some space launch capabilities, but it was unclear if U.S. officials would approve the export of such sensitive technologies as part of an offset package accompanying the missile defense deal, said one of the sources.The sources said the U.S. proposal was more comprehensive and offered Turkey greater capabilities than the Chinese system, as well as ongoing maintenance and technical support for the Patriot missile defense system. Sources familiar with the discussions have said the deal could affect Turkey's plans to buy radar-evading F-35 fighter jets built by Lockheed.
Turkey helped fund development of the F-35 and hopes its participation results in component orders for Turkish firms.
Pentagon officials have confirmed that the Defense Department's policy chief, James Miller, visited Turkey this month, but declined to give any details about his discussions with Turkish officials about the missile defense deal.
Turkish Defense Minister Ismet Yilmaz last week said Turkey has asked bidders for the missile defense system to extend the their bids and offer improved terms - in case talks with the Chinese firm failed.

German coalition talks split on EU referendums

Berlin - A new bargaining chip has emerged in the ongoing German coalition talks: the idea of holding referendums on major EU decisions - be it bailouts, enlargement or more transfers of sovereignty to Brussels.The idea was formulated in a joint working paper drafted by Hans-Peter Friedrich, a member of Angela Merkel's Bavarian sister party (CSU) and currently the country's interior minister, and Thomas Oppermann, a member of the opposition Social Democrats (SPD).A grand coalition would be a unique opportunity for "modernising our democracy," they wrote.More referendums - which currently can be held only on constitutional matters or if the country's borders are changed - would give voters the chance to "influence political decisions also in-between elections," they added.In their leaked paper, the two politicians argue for a "careful transition to direct democracy," for instance when 1 million people gather signatures on a matter or if the parliament wants to consult the population on a specific law.The paper also argues that referendums should be held on EU matters of "great significance" - such as EU enlargement, transfer of powers to Brussels or another eurozone bailout.Merkel's Christian Democrat party (CDU) was quick to dismiss such wide-ranging plebiscites, saying there was a risk of them being hijacked by populist campaigns.
"There are still serious doubts about the introduction of referendums at national level," said Guenter Krings, the deputy leader of the CDU in the Bundestag.The chairman of the EU affairs committee in the parliament, Guenther Krichbaum, said such a change would bring about the "advent of populism" in Germany.The Social Democrats have also distanced themselves from referendums on EU matters.They say plebiscites should be held on internal matters and formulated in a way that would not give a platform for anti-European campaigns.

Over 130 scholars have added their signatures to a letter denouncing a document that tends to standardise study courses, doing “a grave disservice to Catholic education”

Marco Tosatti Rome More than 130 distinguished Catholic scholars have signed a letter denouncing the Common Core State Standards document, a U.S. education initiative that seeks to bring diverse state curricula into alignment with each other. The scholars claim the text does “a grave disservice to Catholic education.”One of the instigators of the letter sent to US bishops is Professor Gerard Bradley who teaches at the Notre Dame Law School. “We believe that implementing Common Core would be a grave disservice to Catholic education in America,” the letter reads. “In fact, we are convinced that Common Core is so deeply flawed that it should not be adopted by Catholic schools which have yet to approve it, and that those schools which have already endorsed it should seek an orderly withdrawal now.” The Common Core initiative was introduced in an attempt by the National Governors and the Council of Chief State School Officers to establish standardised educational criteria across all states in the Union. The Bill and Melinda Gates foundation provided most of the funding for Common Core pumping more than $160 million into the programme. The Obama administration is a big supporter of Common Core.Over the past 3 years, more than 100 Catholic dioceses decided to implement Common Core, along with 45 other States and the District of Columbia, including Washington. The letter calls the Core “a recipe for standardized workforce preparation” which “shortchanges the central goals of all sound education and surely those of Catholic education.” The programme reduces the study of “classic, narrative fiction” in favour of “informational texts”. This transforms “literacy” into a “critical” skill set, at the expense of sustained and heartfelt encounters with great works of literature. “Rather than explore the creativity of man, the great lessons of life, tragedy, love, good and evil, the rich textures of history that underlie great works of fiction and the tales of self-sacrifice and mercy in the works of the great writers that have shaped our cultural literacy over the centuries, Common Core reduces reading to a servile activity.”Signatories include Robert George of Princeton University, Anthony Esolen of Providence College, Scott Hahn of University of Steubenville, Patrick Deneen of the University of Notre Dame, David Schindler of the Catholic University of America, and Janet Smith of Sacred Heart Major Seminary. The letter’s authors complain that Common Core lacks America’s Catholic schools’ rich tradition of helping to form children’s hearts and minds. In that tradition, education brings children to the Word of God. It provides students with a sound foundation of knowledge and sharpens their faculties of reason. Education in this tradition forms men and women capable of discerning and pursuing their path in life and who stand ready to defend truth, their church, their families, and their country.”Sister John Mary Fleming, the executive director of the Secretariat of Catholic Education of the U.S. stated that Common Core should not be seen as a ceiling but as a floor, adding “we see the Common Core as a minimum, just as we’ve seen other state standards in the past as a minimum, and we intend to go way beyond that.” But the debate is very much open and heated, partly because only maths and English Common Core standards have been released for now. But standards in other areas will likely “promote the prevailing philosophical orthodoxies,” including a “materialist metaphysics” incompatible with Catholic spiritual values.

Netanyahu and wife join Meatless Monday initiative

Prime Minister Binyamin Netanyahu and his wife Sara have decided to join the Meatless Monday initiative, a statement by the Prime Minister's Office said Monday."With my responsibility as prime minister to protect the lives of people here, I feel committed to increase awareness to fight cruelty toward animals," Netanyahu said.
Netanyahu and his wife met with Micki Haimovich, who launched the Meatless Monday campaign in Israel a year ago.Haimovich told the prime minister and his wife about the international imitative and about the health and environmental aspects of consuming meat.The couple said they eat very little meat and added that their son Yair has become a vegetarian in the past few years.

The top Jordanian government official responsible for the custodianship of religious holy sites in Jerusalem is quoted in local press on Tuesday as saying that he is “adamantly opposed” to any Jewish worship atop the Temple Mount.Abd Al-Nasser Nassar, who serves as Amman’s top legal adviser for Islamic and Christian property in Jerusalem, is quoted as telling the Jordanian daily al-Rad that his government rejected an Israeli request to allow for Jews to pray in a small, designated area atop the site.
In the peace treaty signed between the two governments nearly 20 years ago, Israel acknowledged the Hashemite Kingdom’s “special role” in the custodianship of the holy sites in Jerusalem. In any final-status arrangement, the Israeli government pledged to “give high priority to the Jordanian historic role” when weighing any deal.Last week, Arab lawmakers stormed out of a meeting of the Knesset Committee for the Interior which was devoted to the issue of Jewish visitation rights on the Temple Mount.The Arab MKs wildly and ferociously denounced Bayit Yehudi and Likud lawmakers before exiting the proceedings.
Committee chairwoman Miri Regev (Likud) called the session to discuss the continued problems Jewish visitors experience on the Temple Mount.In addition, Deputy Religious Services Minister Eli Ben-Dahan (Bayit Yehudi) announced during the hearing he was seeking to reach an agreement with the Chief Rabbinate, which is opposed to Jewish visitation at the site, for approved and agreed procedures for Jews wishing to pray there.The Chief Rabbinate has historically prohibited Jews from visiting the Temple Mount due to the concern that someone may walk into an area of the compound that should not be entered unless certain rituals have been performed.Increasing numbers of devout Orthodox Jews, largely from the conservative wing of the national-religious movement, now visit the site, however, citing the opinions of senior rabbis who argue it is possible to visit the Temple Mount while avoiding the prohibited areas.But MKs Ahmed Tibi (United Arab List-Ta’al), Jamal Zahalka (Balad) and other Arab lawmakers present at the hearing reacted furiously to the notion of standardizing procedures for less restricted Jewish access to the Temple Mount and shouted warnings of dire consequences, including a new intifada, should such proposals be advanced.
Tibi was ejected from the hearing but reappeared a short time later only to continue shouting, along with several other Arab MKs as they stormed out of the hearing.“There is no Temple Mount,” shouted Zahalka. “There is only the Aksa Mosque, I don’t see a Temple Mount, it’s something virtual” he shouted, and continued to call out “al-Aksa” every time anyone in the hearing said the words “Temple Mount.”
Zahalka accused the Bayit Yehudi lawmakers present, along with Likud MK Moshe Feiglin, an ardent supporter of Jewish prayer rights on the Temple Mount, of being “pyromaniacs.”

U.S. bishops adjust to Francis by choosing pragmatic leaders

Catholic bishops in the United States, who are perceived in recent years to have moved somewhat to the right, today find themselves coming to terms with a Pope whose words and deeds have emboldened the Church’s progressive wing. Logically speaking, that seems to present the American bishops with three core options:- Resistance, pushing back against the new papal line.- - Adjustment, not watering down their pro-life concerns or vigilance about orthodoxy, but locating those matters within the new vision presented by Francis.·  
- Capitulation, utterly overhauling their priorities and ways of doing business to satisfy popular expectations of the ‘Francis effect.’In effect, at their Nov. 11-14 meeting in Baltimore the bishops appear to have chosen the middle path. By electing Archbishop Joseph Kurtz of Louisville as the conference president, replacing the charismatic Cardinal Timothy Dolan of New York, the bishops chose a centrist known both as a champion of the church’s pro-life teachings but also a flexible pragmatist capable of adjusting course in light of the new direction being set in Rome.The bishops also turned to Cardinal Daniel DiNardo of Galveston-Houston as their vice-president, electing him by 147-87 votes over Archbishop Charles Chaput of Philadelphia. Chaput is seen as the leader of the American church’s conservative wing, and his election likely would have been interpreted in media circles as a vote for resistance to the moderate line associated with Pope Francis.
In reality, however, many bishops may have chosen not to vote for Chaput to spare him the burden, since the financial and administrative situation in his Philadelphia archdiocese is widely perceived as among the most challenging facing any American prelate.Kurtz, 67, was born in Pennsylvania and served as a priest in the Diocese of Allentown. Aside from the usual studies in theology, Kurtz also earned a master’s degree in social work. He served as a teacher and a pastor before being named Bishop of Knoxville, Tennessee, in 1999. 
Transferred to Louisville in 2007, Kurtz earned a reputation as an effective administrator and a gregarious personality, which positioned him to play a leadership role beyond the boundaries of his archdiocese. He was named the head of the U.S. bishops’ Committee on Marriage and Family Life, and was elected vice-president of the conference in 2010.In his role as head of the family life committee, Kurtz was often called upon to comment on debates over gay marriage, always staunchly defending church teaching. In 2010, for instance, he said that legalizing gay marriage would represent the same “stain” on American’s conscience as the 1973 Roe v. Wade decision of the U.S. Supreme Court legalizing abortion.Because of that reputation, critics such as the liberal activist group Catholics United termed Kurtz a “culture warrior” associated with “divisive, right-wing social issues” and delivered a petition in Baltimore with 32,000 signatures urging the bishops to pick someone else.Most Catholic insiders, however, do not see Kurtz in those terms. Instead, they view him as a solidly orthodox yet practical leader.In 2011 and 2010, for instance, Kurtz signed off on a complex merger of three health care systems in Kentucky, including a Catholic system, allowing one of the previously independent hospitals to continue to operate a “Center for Women and Infants” offering birth control and tubal ligations. He said at the time he was satisfied that no Catholic facility would be involved in those procedures and that Church teaching had been upheld.Kurtz also was not among the American bishops who publicly threatened to deny communion to pro-choice Catholic politicians, saying instead that “the proper moment to deal with that is in personal conversation, giving that particular politician the opportunity to help shape his or her conscience.”As the head of a local church, Kurtz has won high marks. While he was still in Knoxville, the diocese topped a ranking of American dioceses by Crisismagazine
based on numerical criteria such as active priests, vocations, and adults received into the church. After just a year in Louisville, he launched an aggressive stewardship campaign with a goal of raising $66 million to foster “vibrant parishes.”In a 2010 interview with the National Catholic Reporter, Kurtz laid out his pastoral vision vis-à-vis debates over Vatican II.The church, he said, must maintain “the distinctive things about the Second Vatican Council, which we in no way want to lose, but without this sense that we found ourselves at a cliff, with some saying ‘we’re not going there,’ and others happily jumping off to leave the past and enter into the future.”As for DiNardo, the 64-year-old cardinal has a similar profile to Kurtz: Unquestionably orthodox but not ideologically charged, a pragmatic and effective administrator, combined with a low-key and gracious personality.As Kurtz’s number two, DiNardo brings a bit of background that the new president lacks: Roman, and Vatican, experience. DiNardo studied at both the Gregorian and Augustinian universities as a young priest, and later served as an official of the all-important Congregation for Bishops from 1984 to 1990 under the late Cardinal Bernardin Gantin.With today’s votes, the bishops gave a nod to geographical diversity of the American church, electing their president from the South and their vice-president from the Southwest.On another level, one could say that the election actually was a triumph for the Eastern state of Pennsylvania, since Kurtz hails from there and DiNardo, though actually born in Ohio, grew up in Pennsylvania and served as a priest in the Diocese of Pittsburgh.* John L.
