Health Unit is pleading with residents of Grey-Bruce to stay home after
reporting 73 new COVID-19 cases Wednesday involving hundreds of
high-risk close contacts.Dr. Ian Arra, Grey-Bruce’s medical officer of
health, said everyone in the region should act as if they have COVID-19
or are a close contact and stay home unless for an essential purpose.“If
the public helps us right now there’s a chance, I don’t know if it’s a
good chance, but a chance we can build capacity to contain this and
hopefully turn the ship around,” Arra said. “If we don’t do this, really
it’s over but for the shouting. The spread of the virus will be
uncontrolled.”Arra said the health unit needs at least a 48-hour buffer
period to complete the contact tracing with such a large number of new
cases reported in the past 36 hours.Health unit staff are being
reassigned to help manage the contact tracing effort, and a planned
vaccination clinic Saturday has been cancelled as a result. Vaccination
clinics planned for next week may be cancelled or rescheduled as
well.“We need to take drastic measures,” Arra said. “As soon as you
abandon contact tracing it spirals out of control. There’s no way to
stop it.”Arra said most of the cases are a direct result of people
gathering and partying, including recent high-school bush parties. He
said it’s being worsened by people lying or omitting details when
contacted by the health unit, and by people not isolating as ordered.The
health unit is preparing to issue a class action order to further
reinforce the need for confirmed cases to isolate and for close contacts
to follow health unit direction.Previously, the health unit has written
individual orders for people with confirmed cases who did not comply
with the health unit’s direction. Arra said days are wasted in that
scenario and any chance at early intervention whittle away.Now, the
order will cover all confirmed cases the first day they’re identified.
The fine is up to $5,000 per day if convicted.The health unit’s
situation report listed 25 new confirmed cases reported as of 11:59 p.m.
Tuesday, but a note above the report said 48 additional cases have been
added. Arra said those cases were confirmed in the following 12 hours,
and more cases are expected to be reported Thursday.Of the 25 first
reported, 11 were found in Owen Sound, three in The Blue Mountains, two
in Grey Highlands, two in Hanover, two in Meaford, and single cases in
Arran-Elderslie, Brockton, Huron-Kinloss, South Bruce Peninsula and West
Grey.According to the report, there are now 111 active cases in the
region including 25 involving variants of concern, though it seems the
report of active cases may not include the 48 additional cases.One case
being followed by the health unit is in hospital locally, and three are
hospitalized outside Grey-Bruce.The health unit added another death to
the local total Thursday as well and explained the person acquired
COVID-19 in Grey-Bruce but passed away outside of the region. Five
people in total have died with COVID-19 since the start of the pandemic
and are listed on the health unit’s report.Notre Dame and Queen of
Hearts nursery school in Owen Sound are the only facilities under a
declared COVID-19 outbreak. The outbreak at Notre Dame was declared
Monday. Three students have tested positive.The health unit said it has
administered 8,352 COVID-19 vaccines in the past seven days for a total
of 41,076 vaccines now administered in total. The health unit has
received 6,380 doses for the Week of April 12.Public health units
throughout Ontario reported 4,156 new COVID-19 cases Wednesday as more
patients were admitted into intensive care units.Another 28 deaths were
added to the provincial total.According to the province’s report, 642
COVID-19 patients are in the ICU, the highest number since the beginning

of a blood clot in a patient who received the AstraZeneca vaccine in
Quebec.Health Canada says there is no evidence showing certain people
are more at risk than others and the vaccine will remain authorized for
all adults in Canada.The National Advisory Committee on Immunization
(NACI) is reviewing this information and will decide if it needs to
change its recommendation that the vaccine not be used on anyone under

alphabetic inscription has been found by archaeologists during
excavations at the ancient Canaanite town of Tel Lachish, with
researchers saying the pottery sherd is the oldest in the region with
alphabetic text.They described the discovery as the “missing link” in
the history of the early alphabetic writing in the Southern Levant, the
system of writing that most, if not all, alphabetic scripts can be
traced back to.The clay fragment, measuring just 40 millimeters by 35
millimeters, is said to have been part of a milk bowl imported from

Thursday.The sherd was found during renewed excavations by an Austrian

Cairo, where they discussed neighboring Libya, and a massive dam
Ethiopia is building over the Nile River’s main tributary.Tunisian
President Kais Saied arrived in Cairo on Friday for a three-day visit.
He was received at the airport by President Abdel Fattah el-Sissi.The
two leaders held “extensive and constructive” talks Saturday at Cairo’s
Ittihadiya palace, which serves as the Egyptian president's office,
Saied said.“We hope that Libya goes down the correct path... There’s no
way of dividing Libya," he told a joint news conference with el-Sissi.
Libya is a neighbor to Egypt and Tunisia. The country plunged into chaos
after a NATO-backed uprising in 2011 toppled longtime ruler Moammar
Gadhafi.The two leaders also discussed a massive dam Ethiopia is
building on the Nile River’s main tributary. Egypt and Sudan consider
the project a major threat if it is filled and operated without a
legally binding agreement.The Tunisian president said his country
supports Egypt’s position in the yearslong dispute. He said any damage
to Egypt’s water security is unacceptable.“We are looking for just

Washington’s assistance in facilitating negotiations between Israel and
Lebanon to resolve their maritime border dispute.“These negotiations
have potential to unlock significant economic benefits for Lebanon,”
said US Undersecretary of State for Political Affairs David Hale in a
statement to the press after meeting with Lebanese President Michel
Aoun, at the presidential palace, in Baabda, east of Beirut.“This is all
the more critical against the backdrop of the severe economic crisis
the country is facing. As needed, international experts can be brought
in to help inform all of us,” Hale added.Lebanon is undergoing through
its worst economic and financial crisis in its modern history and has
plans to start drilling in search of oil and gas in the disputed area
this year.Hale’s comments appeared to be the first by an official from
the Biden administration on an issue that was picked up by the Trump
administration during its final days, though few analysts expected the
lame-duck president to have success at opening up the logjam.Days
earlier, Lebanon’s outgoing minister of public works said that he has
signed a decree that would increase the area claimed by his country in
the maritime border dispute with Israel. Israel’s Energy Minister Yuval
Steinitz responded by accusing Lebanon of “blowing up” negotiations
between the two countries to resolve the issue.Lebanese Public Works
Minister Michel Najjar told reporters that he had signed an amendment of
the decree that would formally extend Lebanon’s claims by 1,430 square
kilometers (550 square miles).Najjar said, however, that his decree
still required the signatures of the defense minister, prime minister
and president to go into effect.In addition to angering Israel, the
unilateral move likely annoyed the US, as neither of the allies is
expected to recognize Beirut’s extension of the disputed area.“It seems
that Lebanon prefers to blow up the talks instead of trying to reach

this won’t be the first time in the past 20 years that the Lebanese

Israel.”Lebanon and Israel began indirect talks with US mediation in
October to reach a deal over the disputed area that is believed to be
rich with oil and natural gas deposits. The meetings, which stopped few
weeks later, were held at a UN post along the border of the two
nations.The negotiations were the first non-security talks to be held
between the two countries, which remain technically in a state of war
and have no diplomatic relations following decades of conflict.
Resolving the border issue could pave the way for lucrative oil and gas
deals on both sides.Israel has already developed offshore natural gas
rigs, producing enough for domestic consumption and export abroad.
Lebanon hopes that its own oil and gas discoveries will help alleviate
its long-running economic troubles.US warns Lebanon of punitive
actions-Also in his Thursday statement, Hale warned that Lebanese
politicians who continue to block reforms in the crisis-hit country
could face punitive actions by Washington and its allies.Hale did not
provide details on the nature of the potential actions. But appeared to
refer to reports that the US and its allies may impose sanctions on
Lebanese politicians in order to force them to end a monthslong
political deadlock and start badly needed reforms to fight
corruption.Political bickering has delayed the formation of a new
cabinet as the country sinks deeper into its worst economic and
financial crisis in its modern history. The economic crisis is the
gravest threat to Lebanon’s stability since the 15-year civil war ended
in 1990.The outgoing government resigned last August, following a
massive explosion at Beirut’s port that killed 211 people, injured more
than 6,000 and damaged entire neighborhoods in the capital.Prime
Minister-designate Saad Hariri has failed to form a new government since
he was named for the post in October. Hariri has been insisting on
forming a Cabinet of experts whose main job will be to get Lebanon out
of its paralyzing economic crisis.Other groups, including the powerful
Iran-backed Hezbollah, insist on a mixed cabinet of politicians and
experts.“Those who continue to obstruct progress on the reform agenda

not too late,” Hale said, adding that Washington has long called for
Lebanon’s leaders to show sufficient flexibility to form a government
that “is willing and capable to reversing the collapse that is

now. The time to build a government is now. The time for comprehensive
reform is now.”The local currency has been in freefall since late 2019,
losing around 90 percent of its value. The government defaulted on its

The Cold War could be coming back with a vengeance, and the U.S.’s top adversaries are dusting off some old-school Soviet tactics.Russian and Chinese government officials have recently teamed up to publicly accuse the U.S. of creating biological weapons near their borders and suggesting that Americans are responsible for creating COVID-19.Speaking to the Russian daily newspaper Kommersant on Thursday, Nikolai Patrushev, Russia’s Security Council secretary, said: “I suggest that you pay attention to the fact that biological laboratories under U.S. control are growing by leaps and bounds all over the world. And—by a strange coincidence—mainly near the Russian and Chinese borders.”Patrushev, who formerly served as director of the Russian Federal Security Service (FSB)—the main successor organization to the Soviet KGB—added that “outbreaks of diseases uncharacteristic of these regions” have been recorded in areas adjacent to these alleged bio-labs. He then openly accused the U.S. of developing biological weapons in those facilities.Like clockwork, Russian state media echoed and disseminated Patrushev’s accusations against the U.S. But this time, they were accompanied by an official statement from China’s Foreign Ministry’s spokesman, Lijian Zhao, who tweeted: “The US bio-military activities are not transparent, safe or justified. In Ukraine alone, the US has set up 16 bio-labs. Why does the US need so many labs all over the world? What activities are carried out in those labs, including the one in Fort Detrick?”Russia State Media Gears Up for a War ‘Against the West’Zhao voiced the same accusations during an official press briefing, where he identified Russia as his source on the matter. “I noticed that Russia recently asked the US again about their military and biological activities in Fort Detrick and in Ukraine,” said Zhao. “Other countries also expressed similar concerns.”The unsubstantiated allegations against the U.S. and Ukraine have come at a particularly convenient time for Putin, who has recently intensified Kremlin efforts to absorb the Donbas region. In February of this year, the Russian president ominously promised that “[The Kremlin] will never turn [its] back on Donbas, no matter what."Margarita Simonyan, editor-in-chief of the Kremlin-funded RT and Sputnik, doubled down on promoting Russia’s takeover of Eastern Ukraine, with repeated urges for “Mother Russia” to “take Donbas home.” By presenting Ukraine as a national security threat to Russia, and alleging its involvement in the manufacturing of deadly bio-weapons, the Kremlin is able further justify its increasingly aggressive posture towards its highly coveted neighboring territory-Just as Trump had aided an outbreak of violence against Asian-Americans by calling COVID-19 the “China virus” and spreading unsubstantiated claims that the virus was made in a Wuhan lab, opponents of the U.S. have strived to cultivate that type of hostility against America on a global scale. Both Russia and China stand to benefit from pinning the blame for the pandemic on the U.S., and if Ukraine can be theoretically implicated, too—all the better for the Kremlin.It’s not the first time Russia claims that the U.S. is creating and disseminating deadly diseases around the world. In 1992, Russia perpetuated a KGB disinformation campaign that falsely alleged that the virus that caused AIDS was the product of biological weapons experiments conducted by the U.S. During the 2014-2016 Ebola epidemic in West Africa, Russian propaganda outlets spread conspiracy theories that the virus had been created by the U.S. in collaboration with Great Britain and South Africa.There is another common denominator to these disinformation tactics: In addition to accusing the U.S. of engaging in worldwide biological warfare, the Kremlin is simultaneously positioning itself as a lone savior.“[Russia] saved Africa from Ebola,” Olga Skabeeva of Russia’s state-TV’s 60 Minutes proudly declared last month. While attempting to discredit COVID-19 vaccines created by Western countries, Russian state media outlets have frequently praised “Sputnik V” as the world’s best coronavirus vaccine, even as troubling information about the Russian-made vaccine continues to emerge.To overcome the suspension of disbelief and promote the idea that the U.S. is capable of the worst kind of abuses against humanity, Russian propagandists are now resorting to an all-too-familiar dehumanization tactic: painting America as a super-villain.“[Americans] don’t even have the word “soulfulness” in the English language,” RT’s Margarita Simonyan recently proclaimed on Russian television. “We’re soulful. The Israeli Pediatric Association is planning to publish a call for parents and family doctors to vaccinate their children as soon as the Pfizer vaccine is approved for those under 16, Israel’s Kan public broadcaster reported Sunday.According to the report the association is waiting for regulators to approve the shot. On Friday Pfizer-BioNTech asked for authorization to use their COVID-19 vaccine on 12-15-year-olds in the United States.The letter plans to state that the vaccine is safe and effective for children and will help drive down virus rates in the country.The plan to publish the letter comes after a group of 93 doctors signed on to a letter urging the government to hold off on vaccinating children below the age of 16 until more is learned about the coronavirus and the inoculation’s impact.In their letter, the doctors called for the continued vaccination of vulnerable populations and claimed that it is still possible to fully reopen the economy even without vaccinating children who are less likely to become ill from the virus.“There must be a recognition that we do not understand everything about the virus, the vaccine against it and that the first commandment of medicine is ‘first do no harm,’” the doctors say.Among the letter’s signatories were Dr. Amir Shachar, emergency room director at Netanya’s Laniado Hospital, Dr. Yoav Yehezkeli, an expert in internal medicine and a lecturer at Tel Aviv University, and Dr. Avi Mizrahi, intensive care unit director at Rehovot’s Kaplan Medical Center.On Friday Pfizer-BioNTech asked for US authorization and said in a statement that they planned to make similar requests of other regulatory authorities worldwide in coming days.Their request to the Food and Drug Administration in the US comes after Phase 3 clinical trials of the Pfizer vaccine in 12-15 year olds were 100 percent effective in warding off the disease, according to the companies.In late March they published the results of trials carried out with 2,260 adolescents in the US who the companies said showed “robust anti-body responses.”The vaccine was “well tolerated with side effects generally consistent with those observed in participants 16 to 25 years of age,” the companies said Friday.For now the vaccine has emergency authorization for use in people 16 and older.Children are less likely to develop severe COVID so vaccinating them has been less of a priority than getting older people inoculated.The BioNTech/Pfizer shot is based on novel mRNA technology and was the first COVID-19 vaccine to be approved in the West late last year.Israel has so far vaccinated some 600 children between the ages of 12 and 16 in at-risk groups against the coronavirus with the Pfizer-BioNTech vaccine and has seen no significant side effects from the shot, a top health official said last month.“We have so far immunized somewhere around 600 children,” Dr. Boaz Lev, a top member of the Health Ministry’s advisory team to the cabinet, told the Guardian. “We didn’t see any major side effects; even minor ones are quite rare. JTA — When the University of Iowa student senate debated a bill to give special representation to Jews on campus, Nick Nachtman voted no.Other minority groups had been given their own seats in the Undergraduate Student Government, chosen by their respective student organizations. The Jewish senator would be chosen by students at Hillel.In Nachtman’s view, that was a problem.“Unfortunately as I was researching Hillel International, I’ve seen quite a connection that holds a specifically positive view of the State of Israel,” said Nachtman, a first-year student at the university who is not Jewish. “I worry that having such a strong power connected to the people who are making this decision could influence them to hold a political belief in an office that shouldn’t have a political belief.”That night, the student senate rejected the proposal. But two weeks later, after Nachtman and other senators gave the matter more thought, they met again to reconsider their decision. This time, Nachtman did not raise any reservations with the idea of having a designated Jewish senator. The bill passed with 95% support.The reversal reflects a remarkable episode that unfolded over the past two weeks at the University of Iowa. Student leaders have worked through thorny questions about how to define anti-Semitism, whether Judaism is primarily a religion or ethnicity, what role Zionism plays in Jewish identity and whether Jews get more attention than other persecuted minority groups. And they have done so with little of the vitriol, or involvement by off-campus advocates, that often accompanies campus fights over bigotry against Jews.“A lot of us feel differently on different things regarding protecting speech of people that may speak on the Israel-Palestine conflict,” Maria Martin, a Jewish student who said she is involved in Hillel and also critical of Israel, said Tuesday at the senate meeting. “And we also agree on a lot of things regarding the really old nature of anti-Semitism.”The idea to create a Jewish “constituency senator” post arose when Kendall Michaels, a Jewish senior, searched for a way to address anti-Semitism she had encountered on the Iowa City campus. Several other minority groups there, such as LGBTQ+ students, veterans and Black students, have been afforded similar seats, and she thought a senator representing Jewish students could advocate for them.Michaels is a leader of her school’s Students Supporting Israel group, which has made public waves on other campuses. But the anti-Semitism that Michaels hoped to confront wasn’t connected to Israel, as it has been on other many campuses where debates about anti-Semitism have garnered national attention.Instead, she was alarmed by ignorant comments and tasteless jokes that she had heard on campus. Michaels has been asked where her horns are and saw an acquaintance, who knows she is Jewish, post a swastika to social media along with the message “I hate all Jews.” She worries about wearing a Jewish necklace around campus.“Most students, when these things happen, they’re scared to ask for help,” Michaels said. “I wouldn’t say it happens every day, but it happens enough that there’s something that needs to be done. It shouldn’t happen at all.”She attributed the anti-Semitism to the divide between Jewish students from places like the suburbs of Chicago, like her, and peers from rural Iowa who had little prior exposure to Jews. The school’s Hillel estimates that there are about 600 Jews amid a total undergraduate student body of over 22,000.Two senators worked with Michaels to craft the bill giving those students representation in the student government. Some of the other groups afforded constituency senators have populations that are smaller than or equivalent to that of Jews on campus.The bill stipulated that the Jewish senator, like other constituency senators, would be chosen by a student group that represents them — in this case by the students affiliated with the campus Hillel.But at the senate session on March 23, several student senators raised objections to the bill. Some, including Nachtman, worried about appointing a senator affiliated with a pro-Israel institution because the Senate does not generally comment on international issues.Others wondered whether by creating a post for Jews, the senate was unfairly privileging a religion at a public state university.“I know that it’s more than just a religion, and I know that it extends to ethnic ties and all of that,” said Marco Oceguera, who noted that he has Jewish ancestry. “I feel like the Jewish identity, Judaism as a whole, is one of the three major Abrahamic religions, and the fact that we’d be giving them a voice and giving a platform for that identity, even though it extends beyond the religious aspect, like I said, it’s impossible to represent the ethnic aspect without representing the religious aspect.”More than an hour into the March 23 debate, Elke Heckner, a professor who teaches about the Holocaust, said that she was “a little bit horrified” by what she was hearing. She was distressed that some students were arguing that Jews should not be entitled to the same kind of representation as LGBTQ students or Black students because Judaism is a religion.“This is meant to be a representation of an ethnicity,” Heckner told the students. “Can you guys please think about what your resistance is to conceiving of being Jewish in terms of cultural terms? What’s up with that? Why do you guys have such an investment in trying to show that there can only be quote-unquote religious Jews? I find that proposition in itself really problematic.”When the bill narrowly failed to reach the two-thirds needed for approval, by a vote of 24-14 with one abstention, it was a shock to Jewish students. The next night, dozens of students attended a town hall where speakers complained that Jewish calls for support in the face of hate were going unheard. That is false,” she said.But unlike in episodes at other universities, the weeks-long debate did not attract the attention of the national Jewish organizations that typically weigh in when they feel Jews or Zionists face discrimination on campus. On other campuses, including the University of Illinois at Urbana-Champaign, also a Big Ten school, complaints of anti-Zionism and anti-Semitism have drawn in a range of groups who have engaged in public, coordinated activist campaigns. They have lobbied the schools’ administrations, sought media coverage and even successfully petitioned the federal government to open investigations into civil rights violations.Instead, largely out of the public eye, the Iowa students worked out the issues by themselves. The debate was civil if passionate. The university administration did not get involved (and did not respond to a JTA request for comment). The executive director of the campus Hillel let students take the lead.“Students are still meeting and getting together, and figuring out all of this and what it means, and it’s kind of beginning, if that makes sense,” Iowa Hillel Executive Director Ashley Carol-Fingerhut told JTA last week amid the ongoing debate. “They’re concentrated on creating educational opportunities for senators and other students to learn about Judaism.”Things have started to change. Following the outcry, the senators, who are mostly not Jewish, decided to vote again. Nachtman, who did not respond to multiple interview requests, told JTA via email that “a great deal of us feel that the bill did not have an opportunity to be properly considered, discussed, debated, and amended by the student senate.”When the senate debated the bill again, the discussion took only 45 minutes and mostly concerned technical matters. One extended conversation, about whether to use a specific definition of anti-Semitism as the Jewish senator’s guide in identifying anti-Semitism on campus, made quick work of a question that has locked politicians and activists around the world in debate.Their debate has centered on the way that the document, popularly called the IHRA Working Definition, includes some forms of criticizing Israel in its examples of anti-Semitism. In early March, after an Israel-owned ship was damaged by limpet mines in the Gulf of Oman, The Times of Israel wrote that “Israel could send its own message by targeting an Iranian ship in the Red Sea, such as the Saviz.”Last Tuesday, Israel is believed to have done just that, attacking that very Iranian vessel, with mines of its own, according to reports.As detailed in that story a month ago, “since 2017, the Saudis have alleged the Saviz served as a maritime base and weapons transshipment point for the [Islamic Revolutionary Guards Corps].”In many ways, the Saviz was the perfect target. After the covert maritime struggle between Israel and Iran burst into the open this year, with Tehran displaying new audaciousness in its attacks on Israeli-owned vessels, Israel had to respond in a way that would send a clear message.But in so doing, Israel risks getting in a fight in which it has some glaring vulnerabilities. It also runs the danger of irritating a US administration intent on restarting nuclear talks with Iran, negotiations that could be scuppered, should the struggle between Iran and its regional foes heat up.The IRGC mothership-The Saviz, anchored in international waters just off Eritrea’s Dahlak archipelago, lay vulnerable and relatively close to Israel. In that regard, it was an obvious choice as a target.The vessel – formerly known as the Azalea, Iran Ocean Candle, Lantana, and Ocean Candle — was initially put under sanctions by the US government, but was removed from the list of designated vessels on January 16, 2016, the day the 2015 JCPOA nuclear deal went into effect. In April 2020, the Treasury Department announced that the Saviz was back on the list.The “mothership,” as described in a Washington Institute report, came to public attention in 2017, when the Saudi-led Arab Coalition fighting Iran-backed Houthi rebels in Yemen released a dossier showing uniformed personnel on the ostensibly civilian vessel. Coalition spokesman Col. Turki Al-Maliki accused the Saviz of supporting Houthi naval attacks. In 2018, the Saudi-owned Al Arabiya channel aired footage of the ship, as well as Boston Whaler-type speedboats on deck, typically used by the Iranian Revolutionary Guards Corps Navy.“It has been equipped with four 50-caliber machine guns that have been hidden by the ships’ crew…” alleges the report. “It also has a satellite and highly-developed military communications system.” Al Arabiya cameras captured one of the speedboats transferring equipment from a passing Iranian ship to the Saviz.The ship drew the ire of locals as well. Deniable attacks on civilian shipping fit into Iran’s broader, asymmetric naval strategy.An attack that makes attribution difficult “creates ambiguity that serves Iran’s interests,” said Anthony Cordesman, the Arleigh A. Burke Chair in Strategy at the Washington, DC-based Center for Strategic and International Studies. “If you can use gray zone operations to achieve your objectives without escalating to more serious conflict, these kinds of operations offer you advantages and a level of security that higher intensity combat doesn’t. It has sent allied forces to the Syrian Golan Heights to set up infrastructure for carrying out attacks on Israeli targets. Iran has also been working to arm its Hezbollah proxy terrorist group with precision rocket capabilities, shipping weapons through Syria to Lebanon.However, Israel has displayed competence in sniffing out Iranian actions and a firm willingness to disrupt them using military force. Israel’s air force has launched hundreds, even thousands, of strikes against Iran and its proxies in Syria and Iraq since 2011.There has been naval theater in this struggle as well, though it only came to light recently. In March, the Wall Street Journal reported that Israel has targeted at least 12 ships bound for Syria, most of them transporting Iranian oil, with mines and other weapons, starting in late 2019.In likely retaliation, Iran reportedly struck two Israeli-owned ships in March, both in the Gulf of Oman.An Israeli response in the Red Sea seems entirely plausible, said Yaakov Amidror, former national security advisor and senior fellow at the Jerusalem Institute for Strategic Studies.“It’s a range in which Israel knows how to operate,” he told The Times of Israel.The attack, if Israel was behind it, also makes strategic sense, he argued. “The endgame is to make it clear to the Iranians that they cannot strike civilian ships that have a connection to Israel that haven’t violated any international law,” he said. “And if they continue to do that, then Israel knows how to operate very from its borders.”“It’s an area that we don’t want to stop sailing in… The Iranians should know that there’s a price for these types of actions,” he added.Others aren’t so sanguine about the operation. “Even though on the operational level, this is fascinating, but trying to evaluate what the strategic goal is, I’m not sure it’s defined well,” said Prof. Shaul Chorev, head of the University Of Haifa’s Maritime Policy & Strategy Research Center. “It might be some kind of deterrence to the IRGC not to attack again an Israeli ship.”But deterrence is not an easy goal to achieve or even measure. While Israel’s operations in Syria seem to have forced decision-makers in Tehran to accept that they would be wise to avoid attacking Israeli soldiers and infrastructure from across the border, the Persian Gulf and Gulf of Oman are different stories entirely. Israel has little capacity – beyond submarines — to project power there, while Iran has invested heavily in pursuing hegemony over the seas in its neighborhood, which includes the Strait of Hormuz, a shipping lane no less important than the Bab el-Mandab.“The experience that we have is that the Iranians are not hesitating to escalate in an area where the Israeli navy has no capability to operate,” said Chorev, a former deputy chief of the Israel Navy.Iran will “definitely” respond to a recent attack on an Iranian ship in the Red Sea, a spokesman for the Islamic Republic’s military said last week.Splitting the seas-Israel cannot put its soldiers on Israeli civilian ships in the Persian Gulf, as they could be captured by Iran. The most promising avenue for Israel is to seek some sort of security guarantees by the US and Arab Gulf states to protect Israeli shipping. The Pentagon’s January decision to include Israel in its Central Command will make it easier for the Jewish state to work closely with the US Fifth Fleet and its Arab partners in the Persian Gulf.A centerpiece of Israel’s normalization with the Gulf states was increased trade, especially with the global shipping hub of Dubai. If Israel is not careful, it might cause an escalation that leads to increased attacks where Iran knows Israel is quite vulnerable.“This situation endangers other Israeli civilian ships, and the fear is that the Iranians will try to strike other vessels. Someone must take this into consideration,” a defense official told Walla! news. The balance of power between Israel and Iran in the Red Sea, where the Saviz is anchored, is much more even. Israel’s Eilat naval base is closer to the Red Sea theater than the nearest Iranian base, but Iranian-backed Houthi rebels control coastline and islands near the Bab al-Mandeb straits. The Houthis have targeted civilian and military ships from their bases there.The Red Sea is a difficult area for any navy to operate in. Its narrow sea lanes mean ships sail near each other and near the coastline of countries like Egypt, Sudan, Eritrea, and Yemen, which have all struggled to impose control over swathes of their territory. KINGSTOWN, St. Vincent (AP) — People who ignored an initial warning to evacuate the area closest to a volcano on the eastern Caribbean island of St. Vincent raced to get clear Saturday, a day after it erupted with an explosion that shook the ground, spewed ash skyward and blanketed the island in a layer of fine volcanic rock.The eruption Friday of La Soufrière — its first large one since 1979 — transformed the island's lush towns and villages into gloomy, gray versions of themselves. A strong sulfur smell was unavoidable Saturday and ash covered everything, creeping into homes, cars and noses, and obscuring the sunshine that makes the island so popular with tourists.Chellise Rogers, who lives in the village of Biabou, which is in an area of St. Vincent that's considered safe, said she could hear continuous rumbling.“It’s exhilarating and scary at the same time,” she said. “(It’s the) first time I am witnessing a volcano eruption.”Scientists warn that the explosions could continue for days or even weeks, and that the worst could be yet to come.“The first bang is not necessarily the biggest bang this volcano will give,” Richard Robertson, a geologist with the University of the West Indies’ Seismic Research Center, said during a news conference.About 16,000 people have had to flee their ash-covered communities with as many belongings as they could stuff into suitcases and backpacks. However, there have been no reports of anyone being killed or injured by the initial blast or those that followed. Before it blew, the government ordered people to evacuate the most high-risk area around the 4,003-foot (1,220-meter) volcano after scientists warned that magma was moving close to the surface.Ralph Gonsalves, the prime minister of the 32 islands that make up the country of St. Vincent and the Grenadines, said on local station NBC Radio that people should remain calm, be patient and keep trying to protect themselves from the coronavirus. He said officials were trying to figure out the best way to collect and dispose of the ash, which covered an airport runway near the capital of Kingstown, about 20 miles (32 kilometers) south, and fell as far away as Barbados, about 120 miles (190 kilometers) to the east.“It’s difficult to breathe,” the prime minister said, adding that although the volcano was venting less, a big plume of ash remained. “What goes up, must come down.”Although Gonsalves said it could take up to four months for life to return to normal, he's confident it will.“Agriculture will be badly affected, and we may have some loss of animals, and we will have to do repairs to houses. At least a few ash-covered evacuees escaped in small boats and headed to other parts of the main island, which makes up 90% of the country's total land.About 3,200 people took refuge at 78 government-run shelters, and four empty cruise ships stood ready to take other evacuees to nearby islands, with a group of more than 130 already taken to St. Lucia. Those staying at the shelters were tested for COVID-19, with anyone testing positive being taken to an isolation center.Nearby nations, including Antigua and Grenada, also offered to take in evacuees.On Saturday, some people swept outside their homes and taped their doors and windows shut in the hopes of keeping out the ash.“We’re hearing rumbling from here and witnessed the lightning flashes last night,” said Rukersha Jackson, a 22-year-old marketing specialist who lives with her family a little outside the mandatory evacuation zone. That zone covers the northern third of St. Vincent and is on the opposite side than Kingstown, where most of the country's more than 100,000 people live.The ash has forced the cancellation of several flights, and poor visibility limited evacuations in some areas. Officials warned that St. Lucia to the north and Grenada to the south could get light ash fall, though most of it was expected to head northeast into the Atlantic Ocean.Although the ash can seem scary, it won't harm healthy people in the short term, said Claire Horwell, a professor at Durham University in the United Kingdom who will be analyzing the ash emitted by La Soufrière. She recommended that people wear face masks, long sleeves and pants to avoid irritation.“Volcanic ash looks really scary, and it is really terrifying to people who have never been exposed to it before, but for most healthy people, it is more of a nuisance,” said Horwell, who is also director of the International Volcanic Health Hazard Network.However, she warned that the ash and gases, particularly sulfur dioxide, could affect asthmatics and others with chronic health conditions.La Soufrière last had a sizable eruption in 1979. An eruption in 1902 killed roughly 1,600 people.The volcano had a minor eruption in December, which led regional experts to fly in to analyze the formation of a new volcanic dome and changes to its crater lake, among other things.The eastern Caribbean has 19 live volcanoes, including two underwater near Grenada. One of those, Kick ’Em Jenny, has been active in recent years. But the most active volcano of all is Soufrière Hills in Montserrat.
