TOKYO (AP) — The foreign ministers of China, Japan and South Korea made a rare display of unity Wednesday to sharply criticize North Korea's latest submarine missile test.Japanese Foreign Minister Fumio Kishida, who chaired the meeting with China's Wang Yi and South Korea's Yun Byung-se, said the missile launch is a "provocation that simply cannot be tolerated."Kishida said the ministers reaffirmed their effort in prompting North Korea to use restraint. North Korean submarine missile launch shows improved ability-[The Canadian Press]-August 24, 2016-YAHOONEWS

SEOUL, Korea, Republic Of — A ballistic missile fired from a North Korean submarine on Wednesday flew about 500 kilometres (310 miles), the longest distance achieved by the North for such a weapon, Seoul officials said, putting all of South Korea, and possibly parts of Japan, within its striking distance.North Korea already has a variety of land-based missiles that can hit South Korea and Japan, including U.S. military bases in those countries. But its development of reliable submarine-launched missiles would add weapons that are harder to detect before liftoff.South Korea's military condemned the launch as an "armed protest" by North Korea against the start of annual South Korean-U.S. military drills, but acknowledged it was an improvement over previous tests of similar missiles."North Korea's nuclear and missile threats are not imaginary threats any longer, but they're now becoming real threats," South Korean President Park Geun-hye said of the launch. "Those threats are coming closer each moment."The missile, fired from a submarine off the eastern North Korean coastal town of Sinpo, reached into Japan's air defence identification zone, according to Seoul and Tokyo officials. MANILA (Reuters) - The Philippines' territorial dispute with China over the South China Sea has not caused Manila to rebalance diplomatic ties with either its ally, the United States, or neighboring China, Foreign Minister Perfecto Yasay said on Wednesday.An arbitration court in the Hague infuriated China in July by ruling that China had no historical title over the South China Sea and that it had breached the Philippines' sovereign rights with various actions there."We want to make close friendship with China. It does not mean that we'll weaken our friendship with the United States," Yasay told Reuters during a break in a meeting of the senate foreign relations committee."We're just saying that in spite of our disputes, as regards China on the South China Sea, there are other aspects of our relationship that can proceed without having to touch upon the South China Sea issue."On Tuesday evening, President Rodrigo Duterte said he expects talks with China over the maritime dispute within a year.Duterte, who has been in office for seven weeks, said the Philippines will not raise the issues next month at a summit in Laos of the 10-member Association of Southeast Asian Nations (ASEAN), which the Chinese foreign ministry welcomed."We look forward to China and the Philippines conducting dialogue at an early date." BRUSSELS, Today, 09:30-German chancellor Angela Merkel has kicked off a tour of EU capitals to forge a common position on the future of the EU after the UK’s exit.She has already held a mini-summit with France’s Francois Hollande and Italian leader Matteo Renzi earlier this week in a bid to “relaunch” the EU.The German leader, still the most powerful politician in Europe despite being weakened by her handling of the migration crisis, is aiming to lay the groundwork ahead of an informal EU summit in mid-September in Bratislava.The summit will be the first leaders' meeting without the UK. The remaining 27 leaders will attempt to hammer out a common position for the EU’s future after Brexit.Merkel, who will meet 15 leaders this week, is trying to bridge the gaps between the various groups among the EU member states.Some southern countries are keen to see more integration, especially in the economy, something that Merkel is cautious about after the euro crisis. However, eastern members have called for more powers to be repatriated to member states and vowed to come up with their own proposals for the crucial September summit.On Wednesday (24 August), Merkel kicks off the second leg of her tour with a visit to Estonia, where is she is meeting prime minister Taavi Roivas and see Nato’s cybersecurity centre in Tallinn.On Thursday, she will head to Prague to meet with Czech prime minister Bohuslav Sobotka. Later on she will also meet with the country’s staunchly eurosceptic president, Milos Zeman.Zeman has also been a fierce critic of Merkel’s welcoming policy towards refugees, and has called for a total ban of migrants entering the Czech Republic.The migration crisis is another topic that is bound to come up during Merkel’s discussions, as she attempts to salvage the previously agreed EU policies on taking in and distributing refugees across Europe in an attempt to calm critics and concerned voters ahead of next year’s general election in Germany.Germany has taken in over a million asylum seekers since last summer, and has suffered two terrorist attacks this summer, reinforcing a shift in mood among Germans who initially welcomed migrants from war-torn, destitute areas.Merkel is heading for some tough talks on Friday in Warsaw, whose nationalist government, led by the Law and Justice party has been increasingly critical of Berlin’s leadership and its migration policy.In Poland, Merkel will hold talks with the prime ministers of the Visegrad countries, the Czech Republic, Hungary, Poland, Slovakia. BRUSSELS, Today, 09:05-Economic activity in the eurozone reached a seven-month high in August and British industry was supported by exports, despite uncertainties following the British vote to leave the EU, according to reports published on Tuesday (23 August). For the eurozone, the composite Purchasing Managers' Index (PMI), an indicator of activity in manufacturing and services, rose to 53.3 in August from 53.2 in July and 53.1 in June, when the UK referendum took place.The index relies on analysis of output, new orders, deliveries, employment and prices to evaluate private sector economy. A PMI of 50 or more indicates a growth of activity, while a PMI under 50 indicates a contraction.The August figures show that the eurozone "remains on a steady growth path in the third quarter, with no signs of the recovery being derailed by ‘Brexit’ uncertainty", said Chris Williamson, chief business economist at IHS Markit, the company that produces the PMI.Growth remains fragile, however. Activity in August was driven by demand in services, but Markit found that "business expectations about the year ahead among service providers fell to its lowest since December 2014".Meanwhile, manufacturing activity fell to a three-month low, and "although employment rose again in August, the rate of increase slowed to a three-month low", the report noted.Germany once again was "a key engine of the eurozone’s overall expansion", with France "on course for its best quarter of growth so far this year".-ECB will 'do more'-“While the resilience of the PMI in August will add to the belief that the ECB [the European Central Bank] will see no need for any immediate further stimulus, the weakness of the overall pace of expansion and disappointing trends in hiring, order books, business optimism and prices all suggest that policymakers will keep the door open for more stimulus later in the year,” Chris Williamson said.Last month, ECB president Mario Draghi said the institutions would be ready to use "all instruments" to maintain economic activity.Ahead of the next meeting of the ECB's governing council on 8 September, executive board member Benoit Coeure said the ECB could "do more" if governments did not act.“If there is not much taking place on the structural reform front, if there is not much taking place on the fiscal policy front ... then the ECB will do more,” he said at a conference in Geneva on Tuesday.-UK exports-In the UK, figures published by the Confederation of British Industry (CBI) showed that export orders for British manufacturing firms reached a two-year high in August.The trend suggests that "the depreciation of sterling since the end of last year may be feeding through to stronger overseas demand", the CBI said.The boost in exports also helped British manufacturing to maintain its level after the Brexit vote.The CBI noted that 19 percent of businesses reported that total orders were above normal in August, compared with 18 percent in July, but 24 percent reported that orders were below normal."The pound’s weakness is a double-edged sword, as it benefits exporters but also pushes up costs and prices," the CBI said.The business association added that British industry was waiting for "ambitious decisions" from the government to "secure the UK’s economic future as changes to trade, regulation and access to skills loom on the horizon".

Since the beginning of the year more than 163,000 have arrived in Greece and 100,000 in Italy, UNHCR figures show.Both countries are struggling to provide a proper reception. Fort McMurray food bank will dump about $200K worth of food after 'suspicious' fire-[CBC]-CBCAugust 24, 2016-YAHOONEWS

The Wood Buffalo food bank says it will have to dump nearly $200,000 worth of stock after a "suspicious" fire Sunday at its warehouse in downtown Fort McMurray."It's a heartbreaking event for us," said Arianna Johnson, executive director of the food bank. "It's hard for us, because we spend so much raising money." It's the second time the food bank has had to throw away food in recent months. When it reopened in June after massive wildfires, Alberta Health Services mandated that the food bank throw away anything that wasn't in a can.On Sunday, firefighters responded to a fire at the food bank's warehouse, at 8116 Manning Avenue. No one was injured, Wood Buffalo's Regional Emergency Services said in an email.The fire department has turned over the investigation to the RCMP, and police are calling the fire "suspicious."Inside the warehouse, a thin layer of soot covers boxes, cans of food and toiletries.The food bank said it has enough stock at its main location, not far from the damaged warehouse, to meet demand. It also said the damaged food is covered by insurance.But it has a call out for volunteers this weekend to help with cleanup.

(Reuters) - Florida officials on Tuesday announced the first case of Zika transmitted by mosquitoes in Pinellas County, located some 265 miles (425 km) from Miami, where the first locally transmitted U.S. cases were reported.Steve Huard, acting spokesman for Florida Department of Health in Pinellas County, said the case involves a woman without a significant travel history, indicating the virus was contracted locally.He did not know the timeline on the case, only that it had been confirmed within the past day. He did not have any more details on the patient's illness."At this point, it's a single case. It’s a one-off,” Huard said. “We don’t know where it originated, and we are doing appropriate testing and medical surveillance.”Florida Governor Rick Scott said the state department of health has begun door-to-door outreach in Pinellas County, testing individuals to find other cases.Pinellas County is home to St. Petersburg, Clearwater and a number of Gulf Coast beaches that are popular tourist destinations.Scott said the health department and Pinellas County Mosquito Control have begun "aggressive spraying and mosquito abatement efforts," and he said any pregnant woman who wants a free Zika test or a Zika prevention kit should contact the health department.The Zika virus was first detected in Brazil last year and has since spread across the Americas. Local officials said they believe ground-level efforts will be most effective against the type of mosquito that transmits Zika, which can breed in small containers.Rob Krueger, an entomology and education support specialist with Pinellas County Mosquito Control, compared aerial spraying to dropping golf balls on a football field. While chemical droplets may get close to the mosquito habitat, there is no way to know that every possible breeding spot has been reached through a diffuse, overhead approach.“Our method is strictly boots-on-the-ground, and going door to door to make sure that we can find every Aedes aegypti mosquito that is out there and eradicate it,” Krueger said.He said mosquito control districts in Florida have flexibility to use the approach and chemical agents best suited for the local population and financial resources. Pinellas, which is Florida’s most densely developed county, does not typically use aerial spray products against this type of mosquito.Krueger said there is no "magic bullet" for eradicating Aedes aegypti. Granby lion attack caused by human error, investigation finds-[CBC]-CBCAugust 24, 2016-YAHOONEWS

Quebec's workplace health and safety board (CNESST) has confirmed the initial hypothesis on how a 14-year-old lion at the Granby Zoo mauled a zookeeper earlier this month.According to the CNESST's findings, the incident happened during mealtime. The zookeeper brought the lion's food into an isolated corridor.Normally, once the food is there, the worker leaves the corridor, and the animal is let inside.However, in this case, the hydraulic door separating the worker and the lion was accidentally left open.The lion attacked the woman, leaving her with a broken neck and serious lacerations.A few days after the incident, she was discharged from the hospital, and the director of the zoo told CNESST she plans to return to work shortly.The CNESST found the door was left open due to human error.Additional security measures-Granby Zoo has already boosted security measures following the attack. Now there are two guards handling the lion, instead of one.As well, additional measures are in place to make sure the lion's trap door isn't left open by accident again.

Riyadh (AFP) - A stoning ritual which led to the deaths of about 2,300 people during last year's hajj will be more tightly controlled during next month's pilgrimage, Saudi newspapers reported on Wednesday.The period during which pilgrims can perform the Jamarat ritual will be reduced by 12 hours, the Saudi Gazette and Arab News said.The symbolic stoning of the devil will be performed as usual over three days beginning September 11 at Mina, about five kilometres (three miles) east of Mecca's Grand Mosque, Islam's holiest site.But this year there will be no stoning allowed from 6:00 to 10:30 am on the first day, from 2:00 to 6:00 pm on the second day and from 10:30 am to 2:00 pm on the final day, the hajj ministry said."This procedure will enable the pilgrims to throw stones easily and will prevent any stampede that may result from overcrowding," the Saudi Gazette quoted ministry undersecretary Hussain al-Sharif as saying.He did not elaborate on how the new time restrictions would reduce the potential for overcrowding.The stampede was the worst disaster in hajj history.It occurred outside the five-storey Jamarat Bridge, a structure resembling a huge parking garage which hosts the stoning ritual and cost more than $1 billion to build.It is almost one kilometre (more than half a mile) long and allows 300,000 pilgrims an hour to carry out the ritual.Pilgrims blamed the stampede on police road closures and poor management of the flow of hundreds of thousands of pilgrims in searing temperatures.Crown Prince Mohammed bin Nayef, the interior minister who also chairs the hajj committee, ordered a probe immediately after the disaster but there has been no word on its findings.However, officials have announced a number of safety measures including the revised stoning schedules.At least 2,297 pilgrims died during the stampede on September 24, according to data from foreign officials, some of whom expressed concerns about difficulty in identifying the victims.Saudi Arabia issued a death toll of 769.In another crowd control move, pilgrims are not allowed to circumambulate the holy Kaaba one hour before or after regular prayers at the Grand Mosque when they begin their hajj, Saudi Gazette and Arab News said.This year's pilgrimage begins on September 9 but hundreds of thousands have already arrived from around the world.It is among the five pillars of Islam and every capable Muslim must perform it at least once in a lifetime.

Raped and tortured by IS, Yazidi women recover in Germany-[Associated Press]-DAVID RISING-August 24, 2016-YAHOONEWS

VILLINGEN-SCHWENNINGEN, Germany (AP) — The Yazidi girl had been in the safety of a refugee camp in Iraq for two weeks when she imagined she heard the voices of Islamic State fighters outside her tent.Petrified by the thought of again facing rape and abuse at their hands, 17-year-old Yasmin vowed to make herself undesirable. So she doused herself in gasoline and lit a match. The flames burned her hair and face, peeling away her nose, lips and ears.That was her state when German doctor Jan Ilhan Kizilhan found her in a refugee camp in northern Iraq last year — physically disfigured and mentally so scarred that she had falsely thought her former captors were coming for her.Now 18, Yasmin is one of 1,100 women, mainly of the Yazidi religious minority, who have escaped IS captivity and are in Germany for psychological treatment. The pioneering program that Kizilhan helps run, which has attracted international attention, tries to address a basic problem: Long after the women are rescued, the trauma remains.Recalling her ordeal today, Yasmin hunches over in her chair, grips her gnarled hands together and looks down at the floor. But she straightens up and her face brightens as she remembers when Kizilhan first entered her tent in the refugee camp and told her and her mother, in their own language, how he could help in Germany."I said, of course I want to go there and be safe, and be the old Yasmin again," she recounts. She asks that her last name not be used out of ongoing fear of possible reprisal from Islamic State sympathizers.It was on Aug. 3, 2014, that IS fighters swept into the Sinjar region of northern Iraq, home to the majority of the world's Yazidis. They rounded up the Yazidis into three groups: Young boys who were made to fight for IS, older males who were killed if they didn't convert to Islam, and women and girls sold into slavery, like Yasmin.Tens of thousands of Yazidis fled to the mountains, where the militants surrounded them in the scorching summer heat. The U.S., Iraq, Britain, France and Australia flew in water and other supplies, but many Yazidis died before they could be rescued.Following the IS assault, "no free Yazidis remained in the Sinjar region," a United Nations expert panel wrote. "The 400,000-strong community had all been displaced, captured or killed." An estimated 3,200 are still in IS captivity in Syria, where they were taken after being captured.As the attack unfolded, members of the estimated 100,000-strong Yazidi community in Germany approached politicians in Berlin for help. Winfried Kretschmann, the governor of the prosperous western state of Baden Wuerttemberg, was moved and decided to act."He asked us, 'what can we do?' We're a state, we don't have an army," recalls Michael Blume, the state's expert on minority issues. "We looked into it and said, no state's ever done it, but we could bring a special quota here."The state parliament committed 95 million euros ($107 million) over three years to bring women abused by IS — mostly Yazidis but also Christians and Shiite Muslims — to Germany. Blume reached out to Kizilhan, a psychologist specializing in trauma and also a university professor and Mideast expert. Kizilhan, who is of Kurdish background, was born in Turkey and speaks Kurdish, including the Yazidi dialect, German, Turkish, Farsi, English and even some Arabic.From February 2015 to January 2016, small teams of experts, including Blume and Kizilhan, went to refugee camps in northern Iraq. Kizilhan made 14 trips and personally interviewed the women and girls, trying to determine who would benefit best from the limited program."It was an evil that I had never seen in my life," he says. "I'm experienced in trauma, I had already worked with patients from Rwanda, from Bosnia, but this was very different. If you have an 8-year-old girl in front of you and she's saying she was sold eight times by IS and raped 100 times during 10 months, how can humankind be so evil?"In the end, he decided upon 1,100 women and girls ranging in age today from 4 to 56.Kizilhan and others then met with the head religious leader of the Yazidis, the Baba Sheikh, at the holy site of Lalish. He agreed not to ostracize the victims, despite the perceived affront to honor in their culture."The Baba Sheikh talked with each one of them, kissed them on the head and said, 'You belong to our society, you are still Yazidis and we are very proud of you, that you could come through this kind of horror and torture back to our society,'" Kizilhan says. Finally escaping, she walked barefoot and without food east across Syria to the Iraqi border."In the view of the Islamic State ideology, these people are not human beings," Kizilhan says. "We experienced that also in the Nazi regime in Germany, they did the same with the Jews."All of the women and girls have permission to remain in Germany for two years. Kizilhan notes that after what they have gone through, they could probably get asylum permanently if they want.For Yasmin, there's no reason to go back.Yasmin was 16 when she and her sister were separated from their family as they fled into the mountains, and spent seven days in IS captivity. Men were killed, and women and children taken, she says. After they escaped, she was still terrified and always crying.She falters when trying to describe what led her to set fire to herself, talking vaguely rather than reliving the memory."Their voice was in my ears," she says. "I could hear their voice, I was so scared."Then she heard what she thought was a shell exploding nearby."I couldn't take it anymore," she says. "And this is what happened to me."Today she shares a modest single-family home with her parents, sister and two brothers. Her sister, a year older, won't talk about what happened to her, and nor will most of the other women in the program. But for Yasmin, the desire for people to know outweighs her hesitance to dredge up horrific memories."It is very important to tell our stories because the world should know what happened to us, so that it doesn't happen again," she says.Yasmin wears loose-fitting clothing to protect her sensitive skin, and a machine at her bedside helps her breathe because of her damaged nose and airways. She hopes to eventually go to school, improve her German, learn English, and get a job involving computers. Yet she still fears the Islamic State, especially after two recent attacks in Germany claimed by the group.She has somewhere between five and 15 surgeries ahead of her, Kizilhan says. She dreams of going out in public again without turning heads, without children looking at her and crying."I want to be through the surgeries and be healthy again," she says. "My family is here and I want to start a new life."

Each batch of emails released by the State Department has given journalists and conservative activists more to pore over,” notes Andrea Peterson of the Washington Post technology and policy blog The Switch.The FBI turned up the latest tranche of emails by a forensic examination of Clinton’s personal server, and by combing through the email records of government officials Clinton may have communicated with while secretary of State. Clinton started serving as a senator for New York in January 2001 and started working as President Barack Obama's secretary of state in January 2009.Powell's comments come after portions of Clinton's interview with the FBI over her email practices were released to Congress last week.In the FBI notes, The New York Times reported, Clinton alleged that Powell advised her to use a private email account and that in 2009 he emailed her about his email practices at the State Department but by that point she was already using her own server.In a yet-to-be-released book about former President Bill Clinton's post-presidency, author Joe Conason writes that former Secretary of State Madeleine Albright held a dinner party for former secretaries of state in the early months of Hillary Clinton's tenure and Albright asked the other guests to give Clinton one piece of advice."Powell told her to use her own email, as he had done, except for classified communications, which he had sent and received via a State Department computer," Conason writes, according to The Times.Powell's team did not confirm that version of events."Gen. THERES AT LEAST 123 KILLED IN THE ITALY QUAKE.AS WHOLE MOUNTAIN AREAS CITIES AND HOUSES WERE DESTROYED IN ITALY. THERE WAS ALSO A 6.2 QUAKE IN BURMA AND A 6.0 QUAKE IN INDONESIA ALSO.

Powerful 6.8 magnitude quake hits Myanmar: USGS-[AFP]-August 24, 2016-YAHOONEWS

Yangon (AFP) - A powerful 6.8 magnitude earthquake hit central Myanmar Wednesday, the US Geological Survey reported, just south of the ancient city of Bagan, a major tourist destination.The quake, which the agency said struck at a depth of 84 kilometres (52 miles), swayed high-rise buildings in the Thai capital of Bangkok, AFP journalists reported.It was also felt in the Indian city of Kolkata, rocking tall structures and sending panicked residents out onto the streets."Services of the underground railway have been suspended fearing aftershocks of the quake," Kolkata Metro Railway spokesman Indrani Banerjee told AFP.The quake was felt throughout south and southwestern Bangladesh close to the border with Myanmar, with television footage showing residents running into the streets.At least 20 people were injured as panicked workers tried to flee a building in the industrial area of Savar outside Dhaka, ATN Bangla television reported."All of us ran to the streets leaving the houses and shops unsecured as the quake seemed very dangerous," Nazmus Sakib from the southern city of Chittagong close to the Myanmar border wrote on his Facebook wall.There were no immediate reports of casualties in Myanmar, but officials said they were checking early reports of damage to several pagodas in the Buddhist-majority country.The epicentre struck near Chauk, a town on the Irrawaddy River around 30 kilometres south of Bagan, Myanmar's most famous archaeological site and home to more than 2,500 Buddhist monuments.A police officer from Bagan told AFP his team is looking into reports that several temples were damaged."We received initial information that several famous pagodas were damaged. We need more confirmation from our team on the ground. We haven't heard of anyone being hurt," he said, requesting anonymity.Soe Win, a regional MP from Chauk, the town near the epicentre in central Magway region, told AFP the tremors lasted for several minutes."There was also some sound as well. A pagoda collapsed in Salay and a building also collapsed," he told AFP, adding that he has not yet heard of any casualties.The USGS estimated that the impact would be "relatively localised" but noted that many buildings in the region are "highly vulnerable" to earthquake shaking.Earthquakes are relatively common in Myanmar, though the country has not seen a major quake since 2012.The last major quake struck in a nearby region in April and caused minor damages but no casualties.
