In 1946, it was British Conservative Winston Churchill who famously called for the creation of a European family and the establishment of a United States of Europe. So perhaps it is fitting that another Tory may preside over the family’s dissolution, writes Anthony Silberfeld.Anthony Silberfeld is the director of transatlantic relations for the Bertelsmann Foundation.The upcoming British EU referendum is a step in the wrong direction for the European Union, but it certainly isn’t the first. What began as a dream of an ever-closer union has devolved into a collection of states in which national interest trumps unity.One foot in, one foot out-Bringing together 28 member states with diverse histories, cultures and languages naturally complicates a one-size-fits-all approach to policy. But the European Union has transformed the opt-out into an art form. From the Schengen zone to defense and justice, many countries have treated their EU obligations like an à-la-carte menu from which they can pick and choose at their leisure. But these member states are not entirely to blame; the EU has made a conscious decision to allow its members to adhere to the responsibilities that suit them and ignore those that do not. And while it was a deliberate decision to allow member states to strike a balance between its national and European commitments, the unpredictability it has engendered has weakened the ability of European institutions to act in concert when faced with crises that affect the entire continent. Member states have often fulfilled their EU obligations to the letter, but have selectively made choices that are out of step with the spirit of the EU.-Staying together for the kids-This fraying of the European family has been exposed by the recent flow of asylum seekers from Syria (and elsewhere) to the EU. With a population of more than 500 million, the EU should be able to absorb the approximately one million refugees who arrived on European shores in 2015. Yet, this history of selective participation gave member states the political cover to ignore their obligations, not just to the 1951 Refugee Convention, but to the EU itself. This played out in September 2015 with an EU agreement to relocate 120,000 migrants over a two-year period. The vote was contentious, and Romania, the Czech Republic, Slovakia and Hungary voted against the proposal. The UK, for its part, points to this migration crisis as yet another justification for a British exit from the EU. Nevertheless, the quota plan was adopted in principle, but has since been ignored in practice. According to the European Commission, the EU set a target to relocate 6,000 refugees by April 2016. But due to procedural challenges and resistance from some member states, only 208 people were relocated during that period.The inability of the EU to equitably share the burden of accepting refugees led to its decision to seek alternatives to stem the flow. With that in mind, the EU (led by Germany) struck an agreement with Turkey in which “irregular migrants” crossing from Turkey to Greece would be returned to Turkey and the European Union would, in turn, resettle Syrian refugees on a one to one ratio. In exchange, Turkey is poised to receive an additional €3 billion in economic aid and a commitment to visa-free travel for Turks visiting the EU.From a statistical perspective, this deal has been a success. Reports indicate that there has been a 90% decrease in the number of refugees entering the EU since this pact came into effect. But the numbers belie the true impact of this decision. In addition to moral questions raised by returning refugees to a country with a troubling human rights record, the EU has cleared a path for member states to side-step their commitments to the union, thereby further undermining it.-Breaking up is hard to do-There is an adage that if you give someone an inch, they’ll take a mile. If converted into the metric system, this would certainly apply to the current march toward a “Brexit”. The UK has had a long history of getting special treatment from the EU. Prime ministers at 10 Downing Street have featured prominently in the opt-out demands mentioned earlier, including, most notably, the eurozone and Schengen deals.  In a last ditch effort to make membership in the EU more enticing, European Council President Donald Tusk negotiated a series of sweeteners with British Prime Minister David Cameron to keep the UK in the EU. The tête-á-tête resulted in British exemptions from funding future euro bailouts and lower administrative burdens to improve the UK’s competitiveness in the EU, among other concessions.Perhaps most disturbingly, Cameron requested an opt-out from the EU’s founding ambition: an ever-closer union. The deal’s final language made clear that any references to that end, “do not apply to the United Kingdom”. The British vote for Brexit or Remain on 23 June will have significant economic repercussions, but the political and symbolic damage to the European family remains an open question. Will the British departure encourage other member states to seek their own exit, or will a chaotic unwinding from the EU discourage others from following a similar path? If the British people decide to leave the EU, there will be a process in place to make that divorce final. But if the UK decides to stay, what other opt-outs will it ask for down the line and when will it demand another referendum? -Blood is thicker than water-Despite the recent political, economic and social turmoil in Europe, the European Union has proven its resilience over time. Emerging from the 2008 economic crisis, coordinating and maintaining sanctions on Russia and rallying to the aid of neighbours targeted by terrorists are just the most recent examples.Like most families, this European one has at times been petty, selfish and has failed to live up to expectations. And like most families, this one is also built on a foundation of strong historic bonds, decades of trust and shared values. With so many challenges on the horizon, Europe has reached an inflection point. In an effort to create a sustainable union, the EU has given its members too much latitude in its decision-making processes. Rather than a debate about more Europe or less Europe, there should be a serious debate about a smart Europe. The crises ahead will demand collective action and unity on the continent, so member states need to re-commit themselves to the Union, not just on paper but in spirit too.

We say they are woefully underestimating this country and what it can do," Johnson said. As Britain is caught up in its domestic woes, interest in what the world thinks about the prospects of a Brexit has taken a back seat again.The media stir Barack Obama caused during his April state visit to the UK when he let it be known that he is no fan of a Brexit seems like a distant memory.Outside of Whitehall there is also hardly any recollection of Chinese president Xi Jinping expressing discontent with the British EU referendum during his visit to the UK in late October 2015.However, China remains concerned about the prospect of Britain finding itself outside the EU.In recent months, high-ranking Chinese officials have repeatedly expressed their government’s worries about the prospect of a British EU exit.Beijing’s diplomatic campaign constitutes an unusual departure from the Chinese foreign policy principle of not interfering with the domestic matters of other countries. It shows how much Chinese investors in Britain worry about access to the single market and how much Beijing fears losing the UK as an advocate in Brussels.-Prime destination for investments-Over the past 15 years, the UK has become the prime destination for Chinese investments in Europe.Total greenfield and mergers and acquisitions transactions since 2000 amount to €15.1 billion, making up for about 25 percent of Chinese investment into all 28 EU member states.But uncertainty about the future of Britain’s relations with the rest of Europe now calls the value of these investments into question.A post-Brexit scenario that entails the loss of unrestricted access to the EU’s single market would align poorly with the business plans of many Chinese-owned companies operating in the UK.A recent analysis of UK-based companies set up by emerging market investors since 2003 suggests that access to the single market was a key reason for Chinese investors to establish business operations in Britain.Out of 508 companies surveyed, almost half of them Chinese-owned, more than 58 percent specified continental Europe as the actual market for the goods and services they sell, compared with 33 per cent who cited the UK market.One of China’s richest citizens and owner of various UK-based businesses, Wang Jianlin, warned that a Brexit could prompt Chinese businesses to abandon their UK operations.This may be an empty threat since relocating companies to continental Europe would be a costly venture. But many Chinese investors will think twice about setting up new operations in the UK as long as access to EU markets remains in limbo.-Strategic partner in the EU-Apart from concerns over China’s investments in Britain, Beijing’s political leadership fears the deterioration of the strategic value of its relationship with London. Over the past two years, Beijing has increasingly relied on London as an advocate for its interests within the EU.The conservative government has placed specific priority on the expansion of trade and investment relations with China.Prime minister David Cameron became the first EU head of state and government to publicly push for the conclusion of a free trade deal between Beijing and the EU - much to the dismay of Brussels bureaucrats who considered the statement "premature".The UK was also the first EU member state to support granting China the status of a full market economy (MES), which would make it more difficult for the EU to impose tariffs on cheap Chinese imports.Even though the Tory government has recently toned down its support for this move in light of protests from the national steel industry, London continues to block proposals by the European Commission and other EU member states to raise tariffs on Chinese steel imports.In another first, the UK also led the way in Europe in signing up to China’s Asian Infrastructure Investment Bank, which was perceived in the past as a rival to the World Bank.In doing so, the British government publicly defied its ally Washington, triggering complaints from within the US administration about London’s "constant accommodation of China."If the UK were to leave the EU, neither of the other two big member states Germany and France would make for obvious substitutes as advocates of Chinese interests.Berlin has a track record of criticising China’s human rights situation. Moreover, senior members of the German administration have lately called for an "aggressive position against China" on the MES issue – a stance that was echoed by prominent members of the French government.Of course, there are also those in Beijing who underline the positive effects that a British departure from the EU would have for China.Some Chinese experts have suggested that once outside of the EU, the UK may be free to sell arms to China. PORT ST. LUCIE, Fla. (Reuters) - On the morning before the massacre at Orlando’s Pulse gay nightclub, shooter Omar Mateen drastically altered his appearance, shaving his head and face, and seemed agitated and surly, said an acquaintance who saw him that day.Mateen also talked about staying up all night to do online research into anti-psychosis medication, the acquaintance said in a interview. The acquaintance requested anonymity, saying authorities had asked him to keep quiet.The 29-year-old gunman, who killed 49 people and wounded 53 in the deadliest mass shooting in modern U.S. history, called himself an "Islamic soldier" and pledged allegiance to the Islamic State militant group before being fatally shot by police after a three-hour siege. The FBI would not comment on the acquaintance’s remarks, but several senior U.S. sources told Reuters the investigation was moving more toward the belief that Mateen's motives were personal rather than political."It looks increasingly like this may have been the act of a seriously troubled individual whose personal problems dwarfed any last-minute inspiration from radical groups," said a senior U.S. official familiar with the investigation, speaking on condition of anonymity.Authorities believe Mateen, a U.S. citizen of Afghan descent, was self-radicalized and acted alone in the rampage. He seems to have been a troubled youth, disciplined dozens of times in school and had his aspirations to become a policeman dashed when he was expelled from the academy. The acquaintance, a resident at the PGA Village in Port St. Lucie, Florida, where Mateen worked as a gate security guard, said he noticed signs of deteriorating behavior a few weeks before the massacre.He had passed the gate for three years, meeting Mateen several times a week and exchanging friendly small talk. WASHINGTON (Reuters) - A Republican-backed proposal in the Senate to expand the FBI's secretive surveillance powers after the mass shooting at an Orlando gay nightclub last week fell two votes short on Wednesday of the 60 needed to advance.The measure was a Republican response to the massacre after a push for gun-control measures sponsored by both major U.S. parties failed earlier this week.Senate Republican leader Mitch McConnell switched his vote to 'no' at the end of the unusually long hour vote to allow him the opportunity to bring it up for consideration again.The legislation would broaden the type of telephone and internet records the Federal Bureau of Investigation could request from companies such as the Google unit of Alphabet Inc and Verizon Communications Inc without a warrant. FORT MCMURRAY, Alta. - Councillors from a northeastern Alberta municipality severely damaged by a huge forest fire have voted themselves a hefty raise.The Rural Municipality of Wood Buffalo includes the city of Fort McMurray, which saw more than 80,000 residents flee from the wildfire that destroyed several neighbourhoods seven weeks ago.Council voted Tuesday night to pay three of its members and Mayor Melissa Blake $150,000 a year to work full time on a recovery committee.The other seven councillors, whose positions are considered part time, will see their pay rise to $75,000 a year from $36,000.Councillors on the recovery committee are Keith McGrath, Sheldon Germain, Allan Vinni and the mayor.The bylaw passed 7-4, with Blake and councillors Jane Stroud, Phil Meagher and Tyran Ault opposed.Blake, Stroud and Ault said after the council meeting they will not take the salary increase.The bylaw states committee members who are also councillors "shall devote their effort and attention to the work of the committee as they would to a full-time job, and thus shall take steps to reduce their time commitment to their other business interests or employment as may be required in order to devote such level of effort and attention to their committee duties for so long as the post-wildfire recovery period lasts.”It says the other councillors “will be required to devote an increased level of effort and attention to their council duties and activities since the normal council and council committee work will continue.”The committee begins work Wednesday and six members of the public are to be appointed following a selection process.Once all members have been chosen, a chair and vice-chair will be selected.Coun. Lockheed Martin is unveiling the first F-35 Lightning II stealth fighter jet coming off the production line for Israeli delivery at a ceremony in Forth Worth, Texas.Israel will be the first foreign partner to receive the F-35, which US officials stressed will play a key role in maintaining Israel’s qualitative military edge in the Middle East. Campus anti-Semitic incidents accounted for 10 percent of the total incidents reported in the in 2015.The report showed a general increase in violent anti-Semitic assaults in the United States in 2015 compared with the 2014. According to the annual audit there were 941 incidents in the US in 2015, an increase of about 3 percent from the 912 incidents recorded in 2014.Fifty-six incidents were assaults, the most violent category – representing a more than 50 percent rise from the 36 assaults reported in 2014, the report says.“We are disturbed that violent anti-Semitic incidents are rising,” says Jonathan A. Greenblatt, head of ADL. “And we know that for every incident reported, there’s likely another that goes unreported. The United Nations has lost it-June 20, 2016, 3:11 pm-THE TIMES OF ISRAEL

The following is an edited version of a speech delivered by Yair Lapid to the Israel Law Center conference in Jerusalem.The United Nations has lost it. When it comes to Israel the UN has lost credibility, lost common sense, and more than anything lost its most important asset – its integrity.At the end of March, I stood in Geneva, with hundreds of protesters, wrapped in Israeli flags. We stood beneath the Broken Chair Monument which stands opposite the United Nations Human Rights Council. Inside, in the elegant hall, there was a debate, another debate, about Israel.The UN Human Rights Council’s treatment of Israel strayed from the boundaries of legitimate criticism long ago. In the past decade the council has voted for 61 resolutions condemning human rights abuses across the world and 67 resolutions which condemned Israel.Let me repeat that — The council has condemned Israel, a democratic country which upholds international law, more times than the rest of the world combined.Israel is the only country on earth which warrants its own agenda item in the UN Human Rights Council. Agenda item 7 dictates that every time the council meets there will be a ‘discussion of the human rights situation in Israel’. This discussion happens irrespective of whether or not there have been reports of human rights violations. It happens without a factual examination of the complaints lodged by Palestinians, usually allies or members of the various terror organizations that are sworn to destroy Israel.For the United Nations, this just doesn’t matter.Together with me, under the Broken Chair, stood some of the victims: An impressive young man whose father, an Israeli peace activist, was murdered by a suicide bomber on a Jerusalem bus. A woman who went for a hike with a friend and her Labrador and was attacked by Palestinian terrorists. They stabbed her friend to death, stabbed her dozens of times and then stabbed her dog as well. “I don’t know why” she said to me quietly, “but most people are more shocked that they killed the dog than my friend.”After the demonstration, they went to speak before the council. They received a cold reception. While they bore witness to the loss of their loved ones, the delegates ate, intentionally spoke loudly, and walked in and out. No one said a word about Israel defending women’s rights and gay rights. No one said a word about Israel’s Arab citizens, sitting in its parliament and on its Supreme Court. In short, no one said a word about Israel being a thriving democracy embodying as its way of life everything the UN exists to promote.Israel’s enemies, on the other hand, hang gay people from telephone poles, believe women are the property of their husbands and obviously don’t believe in institutions like the United Nations.A few months after the embarrassing meeting in Geneva, the World Health Organization, another organ of the UN, held its annual meeting. As expected, the meeting dealt with questions of mortality, life expectancy, spread of disease and the need for vaccines. But the assembly also included one weird exception: It included a harsh condemnation of only one country, Israel.The resolution condemned what it termed the “Israeli occupation of the Golan Heights.” There was no explanation how this might be relevant to health issues. Two hundred meters from the Israeli Golan, in Syria, hundreds of thousands of men, women and children are being massacred and that wasn’t mentioned even once.In fact, the only connection between the Israeli Golan and health issues is that for the past few years Israel has quietly rescued hundreds of Syrian children who were injured in the fighting and treated them in our hospitals.The resolution also contained a series of false “facts” based on disgraceful Palestinian propaganda in a report presented to the WHO. For example the report argues that “Israel injects Palestinians with viruses which cause cancer.” This is a monstrous accusation which wouldn’t be out of place in Der Sturmer, and yet it was published without a shred of proof.The report was also decorated with photographs meant to enhance the drama. One, which was captioned “Taken during the Israeli war on Gaza 2014,” is an image of a simulated attack on Tehran which appeared on a popular blog a few years ago. The mountains surrounding the Iranian capital were removed using Photoshop to increase credibility. Another photograph is captioned, “The devastation caused by the Israeli war on Gaza in 2014.” It was actually taken in Beirut in early 2000s.All this, in an official United Nations report.If you’re still not convinced that something twisted and irrational is happening you can visit the United Nations headquarters in New York.There you will find a permanent exhibition which deals with the Palestinian refugee problem. If you look carefully at the statistics, you’ll notice something strange: In 1948, during Israel’s War of Independence, around seven hundred thousand Palestinians fled or were exiled. Each one is an individual tragedy but it’s worth remembering that Israel wasn’t the aggressor in that war.The United Nations voted for the creation of a Jewish state and in response the young State of Israel was attacked by seven Arab armies. During the fighting, many Palestinians left, because they were told that Israel was on the verge of collapse, that all the Jews would be massacred, and the Palestinians would get their homes and cities. Thank God that didn’t happen. The refugees had nowhere to return to. A tragedy for them, but one that happens in war. Actually, at that particular time it happened all around the globe, on much bigger scales.This is where the bizarre process starts: Since 1948 not a single Palestinian has been expelled from Israel. In 1950 UNRWA – the United Nation organization in charge of helping the Palestinian refugees, was founded. At that time, it listed seven hundred and fifty thousand Palestinians. That number is most likely inflated but let’s use it for the sake of discussion. The absurdity comes next: As of 2014, UNRWA lists no less than five million Palestinian refugees.In other words, without the expulsion of a single Palestinian, the UN has listed four million new Palestinian refugees. How did that happen? The answer is that the Palestinians are the only nation in the world – the only one! – Where the status of refugee can be passed down the generations.Palestinians become refugees irrespective of whether they were born in a refugee camp in Lebanon, the Latin Quarter in Paris or a Villa in Qatar. It is total insanity.My father was expelled from his home in Novi Sad in Serbia by the Nazis. He moved to Israel and built his home here. Does anyone in the world treat me or my children as Serbian refugees? Israel has over a million citizens who lived in the Arab world and were expelled or chased out of their homes just for being Jewish. Why does no-one treat them as refugees worthy of compensation? Why is it that only the Palestinians can be born in one country but instantly be granted refugee status from a country they’ve never been to? And if we’re on the subject – what is the justification for the existence of UNRWA? Why do they have their own organization while all the other refugees in the world – from Darfur to Rwanda to Syria to ISIS controlled territories – do not? It’s worth mentioning that UNRWA’s work is mostly in the Palestinian territories and that UNRWA employs Palestinian workers on western salaries. As the number of refugees grows, so too does UNRWA. If they accept the reality – that there are very few refugees left from those who fled in 1948 – the organization would shrink and they would lose their place of work.To prevent that they built a new and cynical industry: they manufacture refugees. The UN encourages this distortion to continue.So, what’s actually happening? The answer is that the United Nations has become a hostage to its own structure. Non-democratic countries have a huge majority in the General Assembly and in most of the committees.What used to be the “non-aligned movement” has grown to include 136 countries, many of which are Islamic states, or dependent on oil money. These countries distorted the aims of the UN. They totally altered its way of functioning. They are partners with BDS organizations.Instead of an organization which protects freedom, democracy, liberal values and world peace, parts of the UN have become the opposite. They have become collaborators with fundamentalist Islam.The automatic majority of the non-democratic countries has become an automatic majority against Israel.In this context, the relative silence of the United States and other democracies is distressing. The United States funds 22% of the UN budget. In fact six countries – the United States, Japan, France, Britain, Italy and Germany – fund around 65% of the budget.All that is needed is for those countries to raise their voice and say — loud and clear — they are unwilling to allow this to continue. The wild and fabricated attacks on Israel need to stop.The UN can’t take American money, American resources and American support and use them for a campaign that supports the destruction of the Jewish state. If the UN Human Rights Council wants democratic countries to continue to support it, it should act according to democratic values. It should be based first and foremost on the truth.Attacks on a democratic country committed to human rights in the service of murderous terror organizations is not in the UN mandate. There is no reason the United States and other democracies should agree to fund it.During my last visit to Washington I discussed this with Senators and Members of Congress, both Democrats and Republicans. They all agreed that the situation is intolerable.The American taxpayer should no longer consent to their money being used in this way. They don’t work hard and pay taxes for that.On the other hand, when I discussed it with a senior American diplomat at the United Nations he argued that “it’s better to change from within.”That sounds reasonable enough but we’re too late.Those who hate Israel and hate democracy have beaten us to it.They’ve already changed the UN from within.The organization which preached justice and equality has been the subject of a hostile takeover.It’s time for the world democracies to regain control on the UN.

After Orlando, LGBTQ Jews seek more than ‘solidarity’-June 22, 2016, 5:29 pm-THE TIMES OF ISRAEL

BOSTON (JTA) — In the wake of the Orlando shooting, statements of solidarity with the LGBTQ community quickly tumbled forth. Some expressions of support came from unlikely sources such as the Orthodox Union and the Catholic Church. But what does a statement of solidarity mean in response to a crisis when it is not expressed in ordinary times? Surely there were LGBTQ Catholics, evangelicals, Orthodox Jews and Muslims who were moved to hear their faith community leaders condemn the attack. For many of these faith leaders, it may have felt momentous and bold, risky even, to express empathy with the LGBTQ community.I appreciate the progress represented by these expressions of support, but as a lesbian, I do not actually feel supported by them. The Orthodox Union issued a statement saying “it is clear that those people who were murdered … were targeted because of their identification with the LGBT community. … No American should be assailed due to his or her personal identity.” Yet this same group lobbied against marriage equality and supports religious exemption laws that would allow businesses to discriminate against LGBTQ people.An assurance of solidarity must move beyond compassion for loss of life to affirming the dignity of those who are alive. Without the resolve to support cultural change and policy reform, expressions of solidarity may provide immediate solace but, ultimately, they leave LGBTQ people standing alone.In the aftermath of Orlando, this is especially true for LGBTQ Jews of color, particularly Latin queer Jews. I’ve noticed that most of the Jewish media’s coverage about the Orlando shooting has not acknowledged the experience of Latin LGBTQ Jews who may see themselves in the victims more acutely than Jews of other backgrounds. This erasure adds to their pain and sense of isolation in the wake of this tragedy. True solidarity means honoring the diversity of our community both in the media and in our communal discourse.Solidarity also means reflective accountability. It means asking questions: What enables such hatred to flourish? How have I been a bystander in a culture of bigotry? How have I been complicit in a legal system that perpetuates second-class status for LGBTQ people? Abraham Joshua Heschel famously wrote, “In a free society where terrible wrongs exist, few are guilty, but all are responsible.” The challenge of Heschel’s observation is that words alone are not enough to right the wrongs all around us. Responsibility requires both words and action — not only in the aftermath of a crisis but all the time.Unfortunately, after horrific acts motivated by ideology or committed in the name of religion, religious communities are often quick to disassociate from the perpetrator. When Yishai Schlissel, a haredi Orthodox ex-convict, stabbed six marchers at the Jerusalem Pride Parade last summer­ — murdering 16-year-old Shira Banki — Jewish community leaders, including many Orthodox voices, did not hesitate to condemn the attack. Yet many of these leaders asserted that Schlissel’s views do not represent Judaism or Torah. I disagree. As a committed Jew, I acknowledge with sadness that Schlissel’s views do represent certain aspects of our religious tradition. We have critical work to do to challenge these currents of bigotry rather than disregard them.As a queer Jew, the solidarity I seek from other Jews is not simply ignoring the passages of Torah that are used to discriminate against LGBTQ people. I seek recognition that homophobia and transphobia actively exist in our modern Jewish community and are perversions within our interpretive tradition. I seek the acknowledgment that religion is too often used to justify discrimination against LGBTQ people. By acknowledging this painful reality, we have the opportunity to condemn the ugliness in our tradition and still hold up all that is beautiful.As part of my work at Keshet, a national organization working for LGBTQ equality and inclusion in Jewish life, my colleagues and I host a series of Shabbatonim for LGBTQ and ally teens. Each time we host a Shabbaton, I am struck by how many of the teens share that they’ve never before felt so validated, seen and free.“At the Shabbaton, I finally felt like there was no part of myself I needed to hide, and I was able to embrace myself in its entirety,” a gay teen recently wrote to me.Nearly all the teens who participate in our Shabbatonim are part of Jewish communities that would describe themselves as inclusive. Most of them have very supportive parents. They attend high schools with gay-straight alliances. So how is it that kids who have so much support in their lives still feel so alone in the world as queer Jewish teens? Our leaders are clearly falling short. The sign posts for inclusion must be more visible. The language of support must be audible all year round, not only during Pride month or after a tragedy.It shouldn’t take a crisis like the Orlando shooting to catalyze religious leaders’ support for LGBTQ people. In the coming weeks and months, I hope to see people in faith communities — and political leaders of many religious backgrounds — take a bold step toward equality for LGBTQ people beyond attending a vigil or producing a statement.Just as we are hearing a growing chorus of voices reject the “thoughts and prayers” of politicians and demand action for gun reform, I call on all who offer solidarity with the LGBTQ community to continue to stand with us as we move forward. Proposals to curb online speech viewed as threat to open internet-[Reuters]-By Yasmeen Abutaleb and Alastair Sharp-June 21, 2016-YAHOONEWS

SAN FRANCISCO/ TORONTO (Reuters) - At least a dozen countries are considering or have enacted laws restricting online speech, a trend that is alarming policymakers and others who see the internet as a valuable medium for debate and expression.Such curbs are called out as a threat to the open internet in a report on internet governance set to be released today at an Organization for Economic Cooperation and Development meeting in Cancun, Mexico.The report, reviewed by Reuters, warns of dangers for the global internet, including intrusive surveillance, rising cybercrime and fragmentation as governments exert control of online content.It was prepared by the London-based Chatham House think tank and the Centre for International Governance Innovation, founded by former BlackBerry Ltd co-chief Jim Balsillie.China and Iran long have restricted online speech. Now limitations are under discussion in countries that have had a more open approach to speech, including Brazil, Malaysia, Pakistan, Bolivia, Kenya and Nigeria.Advocates said some of the proposals would criminalize conversations online that otherwise would be protected under the countries' constitutions. Some use broad language to outlaw online postings that "disturb the public order" or "convey false statements" - formulations that could enable crackdowns on political speech, critics said."Free expression is one of the foundational elements of the internet," said Michael Chertoff, former U.S. secretary of Homeland Security and a co-author of the internet governance report. "It shouldn't be protecting the political interests of the ruling party or something of that sort."Turkey and Thailand also have cracked down on online speech, and a number of developing world countries have unplugged social media sites altogether during elections and other sensitive moments. In the U.S. as well, some have called for restrictions on Internet communications.Speech limitations create business and ethical conflicts for companies like Facebook Inc, Twitter Inc and Alphabet Inc's Google, platforms for debate and political organizing."This is the next evolution of political suppression," said Richard Forno, assistant director of the University of Maryland, Baltimore County Center for Cybersecurity. "Technology facilitates freedom of expression, and politicians don't like that."-"FIGHTING DELINQUENCY"-Tanzania and Ethiopia have passed laws restricting online speech. In others, including Pakistan, Brazil, Bolivia and Kenya, proposals are under discussion or under legislative consideration, according to a review of laws by Reuters and reports by Internet activist groups.In Bolivia, President Evo Morales earlier this year said that the country needs to "regulate the social networks." A bill has been drafted and is ready for introduction in the legislature, said Leonardo Loza, head of one of Bolivia's coca growers unions, a supporter of the proposal."It is aimed at educating and disciplining people, particularly young Bolivians, and fighting delinquency on social networks," Loza said. "Freedom of expression can't be lying to the people or insulting citizens and politicians."A bill in Pakistan would allow the government to block internet content to protect the "integrity, security or defense" of the state. The legislation, which has passed a vote in Pakistan's lower house of parliament, is supposed to target terrorism, but critics said the language is broad.It comes after Pakistan blocked YouTube in 2012 when a video it deemed inflammatory sparked protests across the country and much of the Muslim world.Earlier this year, YouTube, which is owned by Google, agreed to launch a local version of its site in the country. But now, the internet report said, the Pakistan Telecommunications Authority can ask the company to remove any material it finds offensive.-COMPANIES IN THE CROSSFIRE-U.S. internet companies have faced mounting pressure in recent years to restrict content. Companies' terms of service lay out what users can and cannot post, and they said they apply a single standard globally. Brother of Orlando shooting victim apologizes for thinking 'dying I love u' text was a joke-[CBC]-June 20, 2016-YAHOONEWS

Santos Rodriguez sobbed when he first saw his older brother Jeff semi-conscious and hooked up to machines in an Orlando hospital. Jeff, 37, had taken multiple gunshots in Pulse nightclub and nearly bled to death on the bathroom floor waiting for police to rescue him.Early on in the siege, he'd texted his two younger brothers, Santos and Jai."I been shot at club..dying I love u." One minute later, at 2:26 a.m., he wrote: "Dead bodies on top of me …tell everyone..love them."But Santos didn't believe him."We are always joking around," he told CBC News in an interview about those nightmarish early-morning hours on June 12."I just texted him back LMAO [laughing hysterically]; you'd be taking pictures and posting it," he told his brother."Not a joke santy," came the reply. That was the last message Santos received from Jeff.Santos was 150 kilometres from Orlando, up late playing video games. By the time his curiosity got the better of him and he went online and saw the terror at Pulse nightclub, his brother wasn't texting anymore."My heart just dropped ... just sank," said Santos, who tried frantically to reach his brother."I was like, 'I'm so sorry — please, I love you.'"Jeff Rodriguez was one of the more than 100 people killed or injured in the nightclub. The wounded waited 3½ hours while police tried first to negotiate with the shooter, and then blasted through a wall to force the gunman out.A couple friends huddled with Jeff in the bathroom, including a pal named "Vee," who asked to keep her identity private.Santos and his wife Anna credit Vee for saving Jeff's life.'I just see blood everywhere'-At one point during the ordeal, Anna called Jeff's phone and Vee answered."She was very frantic and kind of whispering, 'We're hiding in the bathroom and he's been shot,'" Anna told CBC News. "'I just see blood everywhere and I'm putting pressure on [the wound] and kind of joking with him — we're going on a trip to Puerto Rico.'"As Anna relates the sequence of events, her eyes fill to the brim, the memory still so fresh."Then the shooter came into the bathroom, and Vee hung up."For nearly two hours, the Rodriguez family had no idea what was going on. Then, at around 6 a.m. Sunday morning, Vee called  Anna and said Jeff had been rescued and was on his way to the hospital. She didn't know his condition.-Five surgeries-Jeff was in surgery most of Sunday. He had three bullet entry wounds: above his left lung, in his abdomen and at the top of his right leg. Surgeons determined two of the bullets couldn't be removed because the risk was too great.The family was allowed to see Jeff Sunday night, as he lay in critical condition. They thought it might be their last chance."He could hear you but he couldn't talk," Santos said. "I said, 'Hey, I believe your texts.' He just shook his head like, 'You idiot.'"Over the last week, Jeff has gone in for surgery five times. He's weak, and most days he's exhausted. The family visits two at a time, when he's feeling strong enough.During the first visit, he used his hands and eyes to ask questions: Did his friends survive? Who was the shooter?  Santos has started a Go Fund Me page to cover some of the large expenses to come as his brother recovers. Jeff loves to dance but will have to work hard to recover movement in his right leg. It will take a lot of time, the nurse has told the family.'Still a big gun-rights believer'-Last Thursday, Jeff's father and Santos were part of the family group invited to meet with President Barack Obama and Vice-President Joe Biden in Orlando. The shooting has re-ignited the divisive debate over gun rights in America."I'm still a big gun-rights believer," Santos said. "Even with this, with my brother, I'm still with gun rights, with the Second Amendment."Santos said he knows a lot about guns."I'm all about the ARs and the Glocks. People should arm themselves, but you know if someone's been investigated (by the FBI) for connections with whomever then they should never have been allowed them in the first place."The Pulse gunman, Omar Mateen, was armed with a Glock 9mm handgun and a SIG Sauer MCX rifle.The Rodriguez family visits Jeff daily. He remains in critical condition. Santos can't shake the memories of those first three hours of hell."Apparently he was the last, or close to the last person to be saved," he said, shaking his head.
