If President Obama — or his successor — replaces the late Justice Antonin Scalia with a strong liberal, the Supreme Court’s balance will swing dramatically to the left in the coming years. It might well be the biggest ideological swing in recent memory.Indeed, American politics has not seen a moment like this one since 1987. That was when the retirement of moderate Justice Lewis Powell, who was the pivotal vote on many big issues, left the court with four strong conservatives and four strong liberals. (The latter included Sandra Day O’Connor, whose votes through 1987 had been quite conservative.) It was clear then that if the Democratic-majority Senate confirmed President Ronald Reagan’s first nominee, the very conservative Judge Robert Bork — as at first seemed likely — the court would swing hard to the right.Bork himself later told me and others that he would have been the fifth vote to overrule Roe v. Wade and a lot more liberal precedents. But Democratic senators and liberal interest groups went all out to stop him and succeeded by a 58-42 vote.Now the court has four strong liberals, three strong conservatives and one less consistent conservative, Justice Anthony Kennedy. He sometimes joins the liberal bloc on issues including abortion, gay rights and the death penalty. Kennedy also happens to be the Reagan nominee whom the Senate confirmed after Bork’s defeat.If and when a liberal replaces Scalia, therefore, the court will likely overrule or cut back sharply major conservative precedents including those limiting abortion rights, those restricting race-based affirmative action (in theory if not so much in practice) and those giving strong First Amendment protection to unlimited spending in election campaigns.Below is a quick rundown of what the court might do — not necessarily in the next year or two, but perhaps within five or so years — if a fifth liberal tips the balance.Race. A liberal replacement for Scalia would make a dramatic difference on racial issues, on which the court has long been deeply divided by 5-4, with conservatives in the majority, usually including Kennedy.These issues include racial affirmative action preferences in state university admissions, government hiring and employment, and other walks of life; Justice Department supervision of state and local voting rights laws; and efforts to make it easier for poor and black people to vote.Indeed, a liberal majority would almost certainly overrule the court’s application of “strict scrutiny” to “benign” racial preferences since 1978 and disregard its 2003 suggestion that racial preferences in state university admissions must end within 25 years, by 2028.The effect could be to ensure that racial preferences — a major priority of Democratic interest groups — will continue well past 2050 and perhaps far into the next century.Eric Holder, Obama’s first attorney general, spoke for many liberals when he asserted in 2012 that the previous 40 years of racial preference programs had been “a relatively small period of time in which African-Americans and other people of color have truly had the benefits to which they are entitled.”Holder continued: “I can’t actually imagine a time in which the need for diversity” — engineered, he implied, by racial preferences — “will ever cease.”Kennedy has sought (without much impact) to limit racial preferences in state college admissions and other government programs, while stopping short of joining Scalia and other conservatives in seeking to outlaw preferences. A liberal replacement for Scalia would cement a solid 5-4 majority for broad approval of racial preferences.Aggressive federal judicial efforts to force more spending on inner-city schools, which the court blocked in a big 1973 decision, might also be revived. On the other hand, liberals might be restrained by the fact that many urban school districts already spend more per student than ever before, and more than many prosperous suburban schools.Campaign finance regulation. A liberal replacement for Scalia would probably work a sea change on campaign finance regulation. The 5-4 Citizens United decision in 2010, a target of liberal disdain for upholding corporations’ First Amendment rights to spend unlimited amounts on campaigns, would almost surely be overruled.The court would also likely sweep away other precedents upholding unlimited “independent” campaign spending. This would gratify Democrats and to a large extent protect incumbent elected officials.But it would be seen by many Republicans as designed to solidify the Democratic advantage that, they say, comes for free from campaign coverage and commentary the unregulated, predominantly liberal mainstream news media. Congress has exempted media corporations from restrictions on spending in support of candidates.Other free speech issues. A liberal replacement for Scalia might well foreshadow Supreme Court support for speech codes and other limitations on controversial speech — seen by some as sexual or racial harassment — that the Obama Education Department and many universities have imposed on students.The court has not so far been active in this area. But the issue is bound to come before it in the next few years. More generally, while liberals were more friendly to free speech than conservatives for most of the 20th century, the reverse is now true.Abortion. Constitutional abortion rights have long rested on a precarious 5-4 majority, with Kennedy joining the four liberals on some (not all) key votes. A liberal replacement for Scalia would guarantee almost unlimited abortion rights, probably far into the future.Freedom of religion. A liberal replacement for Scalia would probably be the fifth vote to overrule the 2014 Hobby Lobby decision and require religious employers and other groups to provide health insurance including free contraceptives and take other actions that they say violates their freedom of religion.Environment. A liberal replacement for Scalia might well reverse decisions including the court’s 5-4 ruling last week temporarily blocking the Obama administration’s effort to combat global warming by regulating emissions from coal-fired power plants.Federal power. A liberal replacement for Scalia would cement a majority to sweep away virtually all limits on federal regulation of the economy, many of which have been dismantled already in the Obamacare decisions, with John Roberts, the usually conservative chief justice, writing for the otherwise-liberal majority.Gun rights. A liberal replacement for Scalia might be the fifth vote to cut back on or overrule the 2008 Scalia majority opinion in District of Columbia v. Heller and subsequent Supreme Court decisions recognizing a constitutional right to keep and bear arms.Death penalty. A liberal replacement for Scalia would insure invalidation of more death penalty laws, although not necessarily complete abolition of the penalty. The court has already struck down various death penalty provisions while narrowly upholding others, such as a 2015 decision allowing use of execution drugs that were alleged to cause excruciating pain. That decision, among others, could be overruled or pared back to its specific facts.National security. A liberal replacement for Scalia might increase the already unprecedented judicial intervention into national security matters that the court pioneered in three liberal decisions (joined by Kennedy) involving the George W. Bush administration’s detention of suspected terrorists in Guantanamo.For most of our history, national security issues were treated by the court as almost the exclusive province of the president and Congress. That changed under Bush. If a liberal replaces Scalia, the justices might well become bolder in second-guessing presidents — Republicans especially.Importing foreign law into constitutional interpretation. A liberal replacement for Scalia would open wider the doors to using foreign law to interpret (some say “amend”) the meaning of the U.S. Constitution. This has been a trend favored by the liberals (and Kennedy). Scalia has been the most vocal opponent.Would respect for precedent restrain a liberal majority? Not much, or not for long, probably. While nominees habitually and sincerely vow to respect precedents during their confirmation hearings, the vows have been a bit misleading. Liberal and conservative justices alike have long been ready severely (if respectfully) to limit or to overrule constitutional precedents they don’t like, while seeking to avoid outright overruling until the precedent has been on the books for a few years.This is consistent with the views of many legal scholars that because constitutional precedents cannot normally be overruled by Congress, and should not be treated as though written in stone, they should be subject to reconsideration by the court.To be sure, the justices have traditionally been very reluctant to overrule the court’s statutory interpretations, on the theory that Congress can overrule any statutory precedents it does not like and that therefore the court should leave them alone for the sake of stability and predictability in the law. Constitutional precedents are different.Furthermore, both liberals and conservatives have proved adept, when they have the votes, at the technique sometimes called “stealth overruling.” Precedents once thought to sweep broadly are read so narrowly that the dominant thrust of the law becomes the exact opposite of what it was before.Might there be a compromise on a moderate nominee? Unlikely, in these polarized times, unless one side holds out an olive branch to the other early in the process. Behind the scenes, Republicans are well aware that both of President Bill Clinton’s appointees — Ruth Bader Ginsburg and Stephen Breyer — seemed to be moderate liberals when nominated but have ended up solidifying the liberal bloc.Only that disappearing breed — the moderate senator willing to work across the aisle in the larger national interest, or a president more interested in actually getting someone onto the court than in getting his ideal candidate — could begin to broker a deal.In the absence of a quietly brokered deal involving sacrifice by both sides, anyone whose views on any big issue are known could probably not get past both the White House and the Senate, this year or in the foreseeable future. BERLIN (AP) — Most of the suspects identified in connection with a series of robberies and sexual assaults in Cologne during New Year's celebrations are refugees, prosecutors said Monday.The crimes, described as unprecedented by authorities, sparked uproar in Germany and a heated debate about the country's ability to integrate almost 1.1 million people who sought asylum there last year.Cologne prosecutor Ulrich Bremer said 73 suspects have been identified so far — most of them from North Africa. A total of 1,075 criminal complaints have been filed, including 467 alleging crimes of a sexual nature ranging from insults to rape."The overwhelming majority of persons fall into the general category of refugees," Bremer told The Associated Press, saying recent reports describing only three of the suspects as refugees were "total nonsense."Initially, authorities in Cologne were accused of downplaying the fact that the attackers included many asylum-seekers because of the political sensitivity of the issue.The suspects included 30 Moroccan nationals, 27 Algerians, four Iraqis, three Germans, three Syrians, three Tunisians, and one each from Libya, Iran and Montenegro, Bremer said."They have various legal statuses, including illegal entry, asylum-seekers and asylum applicants," he said of the foreign suspects. "That covers the overwhelming majority of suspects."Twelve of the 73 suspects are linked to sexual crimes, though only one of those — a Moroccan asylum-seeker who entered Germany in November — is in custody, he said.

AMMAN/BEIRUT (Reuters) - About 50 civilians were killed when missiles hit five medical centers and two schools in rebel-held Syrian towns on Monday, the United Nations and residents said.The carnage occurred as Russian-backed Syrian troops intensified their push toward the rebel stronghold of Aleppo.Fourteen people were killed in the town of Azaz near the Turkish border when missiles slammed into a school sheltering families fleeing the offensive and a children's hospital, two residents and a medic said.Bombs also hit another refugee shelter south of the town and a convoy of trucks, another resident said."We have been moving scores of screaming children from the hospital," medic Juma Rahal said.At least two children were killed and scores of people injured, he said.Activists posted video online purporting to show the damaged hospital. Three crying babies lay in incubators in a ward littered with broken medical equipment. GENEVA (Reuters) - A U.N. expert on human rights in North Korea has asked the United Nations to officially notify North Korean leader Kim Jong Un that he may be investigated for crimes against humanity.A landmark 2014 report on North Korean human rights, co-authored by Marzuki Darusman, concluded that North Korean security chiefs and possibly Kim himself should face justice for overseeing a system of Nazi-style atrocities.Pyongyang has consistently brushed off the allegations and rejected any responsibility for human rights violations.In a report to the U.N. Human Rights Council, Darusman recommended that the Council arrange an official communication, sent directly to Kim and signed by Darusman or U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein."(It should) advise him and other senior leaders that they may be investigated and, if found to be responsible, held accountable for crimes against humanity committed under their leadership," Darusman wrote.His report, dated Jan. 19 but published on Monday, also said three experts should be appointed to find the best legal path to hold North Korea to account and find "creative and practical" ways to establish the truth and ensure justice for victims.Darusman stressed the importance of using the International Criminal Court but said it was "able to handle only the uppermost leadership".Only the U.N. North Korean leader Kim Jong Un has praised scientists involved in the country's recent rocket launch that he said struck a "telling blow" to enemies and ordered them to press ahead with more launches, state media reported Monday.Earlier this month, North Korea ignored repeated international warnings and launched what it said was an Earth observation satellite aboard a rocket. Washington, Seoul and other view the launch as a prohibited test of missile technology and are pushing hard to have Pyongyang slapped with strong sanctions.The North's official Korean Central News Agency said the ruling Workers' Party on Saturday gave a banquet in honor of scientists, officials and others who it said contributed to the Feb. 7 rocket launch. Kim and his top deputies were present.In a speech, Kim said the launch gave confidence and courage to his people and dealt a "telling blow to the enemies seeking to block the advance of our country," KCNA said, in an apparent reference to Seoul and Washington.Kim said the North's launch decision was made when "the hostile forces were getting evermore frantic to suffocate" North Korea, and called for launching more working satellites in the future.The launch, which followed the North's fourth nuclear test last month, aggravated already-strained ties between the rival Koreas. Last week, Pyongyang expelled all South Korean workers from a jointly run factory park in the North and put the area in charge of the military in retaliation for Seoul's decision to suspend operations there.Seoul on Sunday accused North Korea of having channeled about 70 percent of the money it received for workers at the Kaesong park into its weapons programs and to buy luxury goods for the impoverished nation's tiny elite.North Korea was able to divert the money because the workers in Kaesong were not paid directly. HARARE, Zimbabwe (AP) — Zimbabwean aviation authorities impounded a U.S.-registered cargo jet, a senior official said Monday, after a dead body later believed to be a stowaway and millions of South African rand were found on board.The Herald, a state-run newspaper, reported that the MD-11 trijet was traveling from Germany to South Africa "with millions of rands." At today's exchange rate, 1 million rand is worth $62,500.Authorities here learned the money belonged to the South Africa Reserve Bank, the country's central bank. Police planned to issue a statement later Monday.The plane had landed in Harare for refueling, said Civil Aviation Authority of Zimbabwe general manager David Chawota. He said the jet, registered with Western Global Airlines, was impounded at Harare airport on Sunday. A web site says Western Global Airlines is based in Estero, Florida. The airline on Monday said the cargo belonged to the South African Reserve Bank and the dead body belonged presumably to a stowaway. Zimbabwe police said it was still investigating the matter.The crew did not know there was someone else on the plane, according to a police officer, who insisted on anonymity because he is not authorized to speak to the press. It appears from photos on social media that the dead person had sneaked into the plane's landing gear which severed his arm when it contracted, causing blood to splatter onto the fuselage and arousing suspicion of the ground crew when the flight landed here.In a response to AP queries, Western Global Airlines said it didn't have the identity of the dead person, believed to be a stowaway."The aircraft is leased to Network Airline Management, a longtime customer based in the UK, and the shipment consignee was the South African Reserve Bank. This particular flight was from Germany to South Africa, we are told for the South African government. During a routine fuel stop in Zimbabwe, a body was found in the lower compartment. The body is presumed to be a stowaway who may have entered the airplane during a previous stop. The situation is currently under review," the airline said in an e-mail response to The Associated Press.South Africa's ambassador to Zimbabwe Vusi Mavimbela confirmed that the cargo belonged to the South African Reserve Bank but refused to divulge further details, saying he was still liaising with the Zimbabwe government to resolve the matter. Nablus (Palestinian Territories) (AFP) - Two 15-year-old Palestinians fired on Israeli soldiers before being killed in the occupied West Bank Sunday, and another two were shot -- one fatally -- in attempted stabbings, Israeli authorities said.The incidents were the latest in a wave of Palestinian knife, gun and car-ramming assaults that erupted in October.They came as US Ambassador to the United Nations Samantha Power visited Israel and the Palestinian territories for talks with leaders from both sides.In the first incident, the two teenagers attacked an Israeli patrol west of the city of Jenin with rocks before firing on soldiers with a rifle, an army statement said."The force responded to the shooting and fired towards the attackers, resulting in their deaths," it said.The Palestinian health ministry named those killed as Nihad Waked and Fuad Waked, both 15 years old. They were not thought to be closely related.Later in the day, a Palestinian tried to stab Israeli border police between Jerusalem and Bethlehem in the West Bank before being shot dead, Israeli authorities said.The Palestinian health ministry identified the assailant as Naim Safi, 17, who was from a village near Bethlehem.Also on Sunday, a young Palestinian woman tried to stab an Israeli policeman but was shot in the attempt in the flashpoint West Bank city of Hebron, Israeli police said.She was taken to hospital in critical condition.Police said the attacker drew a knife on a border police officer at a checkpoint and the officer, who was unharmed, shot her. Prime Minister Benjamin Netanyahu on Sunday said it was time for some Arab states with which Israel has covert ties to publicly acknowledge those relationships.Addressing the Conference of Presidents of Major American Jewish Organizations, the prime minister maintained that most moderate Arab countries see Israel as their ally, not their enemy, as they share a common struggle against Iran and the Islamic State.“Major Arab countries are changing their view of Israel … they don’t see Israel anymore as their enemy, but they see Israel as their ally, especially in the battle against militant Islam with its two fountainheads,” he said in English. “Now, this is something that is forging new ties, many of them discreet, some of them open. And I think there too we can expect and should expect and should ask to see a change.”The prime minister did not elaborate on that issue.Netanyahu, who was addressing more than 100 leaders from the Conference’s 53 member organizations, thanked the delegates for “taking the message of Israel far and wide” — a reference to recent visits to Turkey and Egypt by Conference members. He emphasized his commitment to the unity of the Jewish people saying, “All Jews must feel at home and welcome in Israel.”Netanyahu identified two parallel contradictory trends worldwide. Two Palestinians opened fire on police officers in Jerusalem late Sunday, and were killed in the ensuing gunbattle, police said.The gunmen, carrying automatic weapons, shot at a group of Border Police officers near the Old City’s Damascus Gate. The officers were receiving their nightly briefing before beginning patrols in the area.The officers fired back, hitting one assailant instantly and beginning a pursuit after the second, who was still shooting at the officers. The second attacker was soon hit by police fire.Both attackers were residents of the West Bank and were killed in the battle, police said. There were no injuries among officers or bystanders.No explosives were found on the gunmen’s bodies or in the area, police said, after roping off the area over fears they could have been carrying bombs. Palestinian media reported that one Palestinian man was arrested in the area shortly after the incident.The site was the scene of a fatal attack on February 3, in which Border Police officer Hadar Cohen, 19, was killed in a Palestinian shooting and stabbing attack. Security forces were investigating the incident and searching the area. A bullet penetrated the window of a residential home, according to initial reports. The bus driver involved in Sunday’s deadly collision on Highway 1 crashed on the same route in 2013, also smashing into a truck and overturning the vehicle on the main Jerusalem-Tel Aviv artery.Six died and a dozen were injured in Sunday evening’s collision between the crowded intercity bus 402 and a truck near the city of Ramle.Several passengers were injured in the bus driver’s previous incident, and as a result the Egged bus company banned him from intercity routes.The ban was only lifted a few weeks ago and he was permitted to drive the Jerusalem to Tel Aviv line once again, Channel 2 reported.The bus driver told police Sunday that he didn’t notice the truck stopped on the side of the highway, and investigators believe the bus driver’s inattention to traffic caused him to swerve out of his lane and collide with the truck parked on the side of the road.Photos of the collision showed the right side of the bus wrenched apart. Channel 2 reported that the truck’s crane ripped the bus open, injuring and killing passengers seated on the right side.The truck driver told police investigators he heard noises coming from his engine, so he had stopped on the right shoulder of the highway. “Just as I got out of the truck, the same minute, the bus came and slammed into the rear end.”The driver of the truck, an East Jerusalem native, suffered light injuries and was detained by police. The bus driver was later held for questioning as well.The bus was the 402 line from Jerusalem to Bnei Brak. It was filled to capacity with passengers, according to Channel 2.A regular passenger on the 402 line who was familiar with the driver said he was often reckless and claimed he frequently broke safety codes. The passenger cited excessive speed, a failure to maintain a safe distance from other vehicles, and a failure to stay focused on the road. The passenger told Channel 2 that an accident like Sunday’s was merely a matter of time.Yaakov Hashin, 27, Yisrael Weinberg, 26, Haya Frankel, 23, and Levi Yitzhak Amdadi, 17, were named as four of the fatalities.Hashin, a young ultra-Orthodox man, was on his way to a match-making date in Bnei Brak, Walla news reported. Weinberg was heading to a family wedding in the same city. Frankel and her husband just celebrated their second wedding anniversary; her husband was also aboard and was lightly injured in the accident. All three were residents of Jerusalem. Amdadi was from the town of Yavne’el, near the Sea of Galilee.The names of the other two victims were not immediately released for publication. They were reportedly children.Sara Shpringer, 20, of Jerusalem, remained in serious condition at Assaf Harofeh Medical Center in Rishon Lezion early Monday morning. She was undergoing surgery, but a doctor told Ynet that there was no immediate risk to her life.Shpringer’s sister was among the dozen people lightly injured in the collision, which occurred, near the Anava Interchange, east of Ramle.“It is a difficult scene, with a bus that likely crashed into a truck on the shoulder [of the highway],” said United Hatzalah paramedic Yehiel Miller. “Unfortunately, when I arrived on the scene, I came across a boy and two girls who were unconscious, with no pulse and who were not breathing. BEIRUT (Reuters) - The Syrian Kurdish PYD party on Sunday rejected Turkish demands that allied militia withdraw from positions near the border that are being shelled by Turkish army, and warned that Syrians would resist any Turkish intervention in the country.Saleh Muslim, the co-chair of the PYD, told Reuters Turkey had no right to intervene in Syria's internal affairs, adding that an air base shelled by the Turkish army on Saturday had been in the hands of the al Qaeda-linked Nusra Front until forces allied to the PYD captured it last week."Do they want the Nusra Front to stay there, or for the regime to come and occupy it?" SEOUL (Reuters) - South Korea said 70 percent of the U.S. dollars paid as wages and fees for the suspended Kaesong industrial project, run jointly with the North, had been diverted for Pyongyang's weapons program and luxury goods for leader Kim Jong Un.It is the first formal acknowledgement by the South that the 55,000 North Korean workers at the Kaesong complex saw little of the $160 they were paid on average a month.South Korea on Wednesday suspended the project as punishment for the North's long-range rocket launch on Feb. 7 saying it would no longer allow the funds paid to Kaesong to be used in the North's missile and nuclear programs.The North conducted its fourth nuclear test last month.The North called the South's move to suspend operations "a declaration of war" and kicked out all South Korean workers on Thursday and froze the assets of the South Korean firms."The wages for the North's workers and other fees were paid in cash in U.S. dollars to the North's authorities and not to the workers," South Korea's Unification Ministry said on Sunday. "This is believed to be channeled in the same way as other foreign currency it earned."The cash is then kept and managed by the ruling Workers' Party's Office 39 and other agencies, the ministry said. The ministry said it had confirmed the movement of the money through various sources but did not specify them.Office 39 is widely believed to exist to finance the luxurious lifestyle of the North's leader. BATH, Maine (AP) — Development of a futuristic weapon depicted in video games and science fiction is going well enough that a Navy admiral wants to skip an at-sea prototype in favor of installing an operational unit aboard a destroyer planned to go into service in 2018.The Navy has been testing an electromagnetic railgun and could have an operational unit ready to go on one of the new Zumwalt-class destroyers under construction at Bath Iron Works.Adm. Pete Fanta, the Navy's director of surface warfare, has floated the idea of foregoing the current plan to put a prototype on another vessel this year and instead put it directly on future USS Lyndon B. Johnson, though no final decision has been made."The Zumwalt-class is one of a number of options being explored for the electromagnetic railgun," said Lt. Cmdr. Hayley Sims, a Navy spokeswoman. "Due to the size, weight and power requirements, some platforms will be better suited for the technology than others."Railguns use electricity instead of gunpowder to accelerate a projectile at six or seven times the speed of sound — creating enough kinetic energy to destroy targets.It's literal whiz-bang technology that holds the possibility of providing an effective weapon at pennies on the dollars compared to smart bombs and missiles.There has been talk since the inception of the Zumwalt program that the massive destroyers would be a likely candidate for the weapon because of its power plant. The USS Johnson will be the third and final destroyer in the Zumwalt class.The 600-foot-long warship uses marine turbines similar to those that propel the Boeing 777 to help produce up to 78 megawatts of electricity for use in propulsion, weapons and sensors. That's more than enough juice for the railgun.If it's placed on the warship, the system could replace one of the forward turrets housing a 155mm gun that fires rocket-propelled projectiles.For now, however, the official plan remains for the railgun prototype to be tested aboard a joint high speed vessel this year. But there are concerns that the plan may be pushed back into 2017, and Fanta suggested skipping it altogether.The railgun, along with laser weaponry, are two futuristic technologies that Fanta said have evolved from being a matter of scientific research to one of practical engineering.The Navy is interested in those weapons — along with smart munitions that can improve existing naval guns — because of their low cost as well as lethality."The Navy is determined to increase the offensive punch of the surface warships," said Loren Thompson, a defense analyst at the Lexington Institute. Therefore, this vacancy should not be filled until we have a new president,” McConnell said.Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, as well as current Republican presidential candidates and Sens. Marco Rubio and Ted Cruz, also came out of the gate opposing confirmation of a final Obama Supreme Court nominee.The Republican majority in the Senate gives the party leverage for a battle with Obama over a new Supreme Court nomination, but would not be without risks. Any nominee would need 60 affirmative votes on cloture to proceed to final confirmation, meaning that Obama would be under pressure to choose a more moderate versus liberal justice in order to win the at least 14 Republicans he would need to support his nominee.That pressure would vanish if Republicans cannot retake the White House in 2016 or hold their majority in the Senate. Many Republicans in D.C. are skeptical that the party will be able to do either, especially if Donald J. Trump or Ted Cruz win the GOP presidential nomination. These establishment Republicans have seen evidence that Trump or Cruz would create a drag on races lower down the ballot, such as the Senate races in November, and are worried Republicans could lose the Senate.Republicans currently hold the Senate majority with 54 members, but 24 of those seats are being contested this year — including seven in states where Obama won twice.If Republicans wait and Democrats win the White House and regain the Senate majority, a hypothetical President Hillary Clinton, for example, would have greater leeway to select a more liberal justice than Obama might have submitted.But the politics could also work in Republicans’ favor, as mobilization for a Supreme Court nomination by a Republican president could cause conservative voter turnout to spike in 2016, helping candidates across the board. They are that close," said Florida Atlantic University biological sciences professor Dr. Stephen Kajiura.Kajiura is part of a team that's researchers who tag and observe the blacktips in an attempt to better understand their migration habits. FREDERICKSBURG, Pa. (AP) — A pileup involving dozens of vehicles on a Pennsylvania interstate that killed three people and sent dozens to hospitals appears to have been related to a passing snow squall, authorities said Saturday.Trooper Justin Summa said three fatalities had been confirmed following the 9:45 a.m. Saturday crash which involved at least 50 commercial and private vehicles. Police said more than 40 people were transported to several hospitals following the crash in Interstate 78 in Bethel Township.The pileup left tractor-trailers, box trucks and cars tangled together across three traffic lanes and into the snow-covered median about 75 miles northwest of Philadelphia.Megan Manlove of Penn State Hershey Medical Center said 10 patients had been brought in from the crash, three in critical condition, three with moderate to severe injuries and four with minor injuries.Trooper Adam Reed said investigators believe that "passing snow squalls played a role in causing the crash."PennLive.com reported that some witnesses reported sudden whiteout conditions on the interstate before the crash."It just turned real white," Raul Jardine of Allentown said, adding that all he could see were the brake lights of the car in front of him, so he slowed down and was hit from behind.Nearby resident James Steffy told WHP-TV that the crash "sounded like two bombs went off.""We thought it was thunderclouds, and my wife ran up over the hill and saw the accident," he said.Police said more than 70 people were taken to a warming shelter operated by the American Red Cross at a firehouse in the area."We're keeping them warm, keeping them fed and hopefully going to provide them with some rental cars," Summa said.The Penn State-Lehigh Valley men's basketball team was heading to a game in New Kensington when the team's chartered bus was hit by a tractor-trailer, the university said.
