BERLIN (Reuters) - Former German chancellor Gerhard Schroeder on Sunday called for the creation of a United States of Europe, saying the bloc needed a common government to avoid future economic crises.Schroeder, a Social Democrat who ran the country from 1998 to 2005, said in an interview with Der Spiegel that European Union leaders were wrong to expect the euro to drive the bloc on its own.The current crisis makes it relentlessly clear that we cannot have a common currency zone without a common fiscal, economic and social policy, Schroeder said.He added: We will have to give up national sovereignty.From the European Commission, we should make a government which would be supervised by the European Parliament. And that means the United States of Europe.Schroeder, who nurtured a close relationship with France during his leadership, welcomed an initiative launched by German Chancellor Angela Merkel and French President Nicolas Sarkozy to move toward a fiscal union in 2012.Their proposal, which would mean giving up sovereignty over budgetary policies with the aim to shore up the 17-nation currency union, has received a lukewarm response from other euro zone countries.Germany and France have sent a strong signal with the plan for a European economic government, if it is meant seriously and receives suitable authority such as a European finance minister, Schroeder said.
That is the correct way forward and the precondition for the correct funding -- euro bonds, he said.Germany, which enjoys lower costs for issuing debt than its single currency partners, has led resistance to joint euro-denominated bonds.It is a huge bond market -- speculators would no longer harbor hopes of splitting it up, Schroeder said.In order to initiate these changes, Schroeder said EU member states would have to return to the negotiating table and hammer out a new treaty to replace the one agreed in Lisbon that currently serves as the bloc's institutional framework.
In the crisis lies a real opportunity to achieve a political union in Europe, he said.Schroeder, who says the EU can only respond to growing competition with the United States and Asia by being fully united, has long pointed to Britain as a hurdle to further EU integration.Great Britain causes the greatest problems. Hostility toward foreign affairs chief Catherine Ashton, confusion over what the Palestinians will ask for and how major EU countries will react marked behind-closed-doors talks of EU foreign ministers in Poland.Briefing press in the town of Sopot on Saturday (3 September) after the talks on Friday, Ashton said there is a strong EU position and a common belief that the Middle East conflict can only be solved via Arab-Israeli negotiations.She added: We do not have the resolution before the UN at the moment and therefore this was not the time to discuss the EU's repsonse to such a resolution.The EU meeting comes three weeks before Palestine is to submit a draft text to the UN General Assembly in New York asking the body to upgrade its status.While EU countries agree on basic principles - the importance of Arab-Israeli talks and the need for a two-state solution based on 1967 borders - Europe is split on whether or not to back Palestine's unilateral bid for statehood.
Some ministers put a positive spin on the Sopot talks.Sweden's Carl Bildt said they brought the EU closer to agreement on the issue. Vice Prime Minister and Minister for Regional Cooperation Silvan Shalom, hosted on Monday the first International Regional Cooperation Conference in Tel Aviv. The conference was attended by diplomats, Israeli politicians and Palestinian Authority Arab businessmen.Addressing the conference participants, Shalom said that the conference shows that regional cooperation can continue even when problems exist.
Shalom spoke of the peace treaties Israel has with Jordan and Egypt and said that one must remember the common people in those countries who want peace and not just look at the extremists who are against peace.I would like to believe that after the election in Egypt the new government will be committed to the peace treaty that was achieved between our two countries more than 30 years ago, he said. I was very happy to find out that all the candidates said very clearly that they are committed to the idea that the peace treaty between our two countries should last forever.Shalom said that the moderate regimes in Islamic countries should be supported rather than the extremist regimes led by Iran, including in his definition of moderate regimes also the current leaders of the Palestinian Authority.
I really believe that the current leadership of the Palestinians would like to achieve peace with Israel, he said. I talked to Abu Mazen (Mahmoud Abbas –ed.) as well as to Prime Minister Salaam Fayyad and I found them to be really committed to the idea of peace with Israel.Unfortunately, I don’t think that a unilateral move will be helpful to achieve an understanding that will move us toward peace, added Shalom, referring to the PA’s unilateral statehood bid at the United Nations on September 20.We have been trying to resume negotiations for a very long time. We have tried it since we took power. She writes a commentary for the Newspaper Enterprise Association and is the author of the non fiction book The Death of the Grown Up.Beyond the 10th anniversary of the 9/11 attacks looms another signal date in the annals of global jihad. That date is Sept. 20, when the Palestinian Authority's Mahmoud Abbas is expected to petition the United Nations for statehood.What would a U.N.-ordained Palestinian state have to do with global jihad? Practically everything, because such statehood would mark a major victory in the long war on Israel's existence. And, whether unadmitted or unimagined, it is Israel on which the axis of Islamic jihad turns.I've never been more convinced of this than after reading four, clarifying pages of Bat Ye'or's new book, Europe, Globalization, and the Coming Universal Caliphate (Lexington Books). In a first-chapter primer on the relationship between the European Union and the Organization of the Islamic Conference, much of which revolves around mutual animus toward Israel,Ye'or revisits the hateful perversion that passes for political normal: the relentless mission of the Islamic world, with EU encouragement, to appropriate a tiny piece of land -- Israel -- as a political and religious cause despite the fact, as she reminds us, no town, village or hamlet of Israel is mentioned in the Koran or early biographies of Muhammad.
Why Israel? Ye'or asks. Given the immense territories conquered and Islamized over thirteen centuries of expansion and war, she writes, why would Muslim countries keep plotting to destroy Israel? And further: Why does the immense oil wealth of Muslim nations nourish a flood of hatred that poisons the heart of humanity against such a small nation? Why is Israel considered so alarming? What Israel possesses is the Bible. It is Israel on which the axis of Islamic jihad turns.The well-read global citizen might regurgitate something about land, modern Zionism and the post-1948 plight of the Palestinians, but these are stock narratives overwriting the age-old reason. What Israel possesses,Ye'or explains, is the Bible.To appreciate the depth and breadth of this perhaps obvious but seldom pondered explanation, it's essential to realize that Jewish and Christian Bible characters, from Abraham to Moses to Jesus, pop up in the Koran as Muslim prophets who actually preach Islam, not Judaism or Christianity. This is the time-wrinkling, religion-morphing way in which Islam repudiates what it regards as falsifications in both the first (old) and second (new) testaments.Given that the Jewish and Christian religious books long predate the Islamic religious book, it's not surprising that in their Koranic guises the biblical characters wander, as Bat Ye'or writes, in uncertain space with no geographical or temporal references. Still, Muslims claim that these same Muslim characters lived in Palestine, Bat Ye'or writes, on the basis of the Jewish and Christian scriptures that they reject.
It follows from this highly unstable construct that Islam sees the biblical past as Islamic history usurped by Jews and Christians. Thus, the land in which it took place -- though ... never mentioned in the Koran -- is (considered) a Muslim land, and Jewish and Christian holy sites are all (considered) Muslim, writes Ye'or, the pre-eminent modern historian of dhimmitude, the diminished condition of non-Muslims under Islamic law (Shariah).The land of Israel itself -- whose every region, town and village is mentioned in the Bible with historical and chronological precision -- is thus sacrilegious to Muslims, she explains. They observe with destructive rage this unfolding return of history that they claim as their own. ... Any confirmation of the veracity of the Bible is seen as an attack on the Islamic authenticity of the Koranic figures taken from the Bible.So much for those slivers of real estate as being the driver of war on Israel. It is, in fact, a jihad, a religious war against Judaism and the land of the Bible, root of Christianity. As Ye'or puts it, Israel, in the land of its history, towns and villages, resuscitates the Bible, the book the Koran must supplant.This back-to-basics interpretation allows us to see through the masks and deceptions to a war on Israel that is also a jihad against Christianity. Remember that the Koranic Jesus, Isa, has Muslim, not Jewish roots. As Ye'or writes, Muslims see Christians as having gone astray by placing themselves in the lineage of the Hebrew Bible, because their real origin is Islam.The Islamic answer is to return Christianity to its supposedly Koranic origins.And then? Bat Ye'or believes the destruction of Christianity's sustaining Jewish roots (would) facilitate its Islamization.And the world's.

After seeing a list of the world's richest Jews (in JPost, gave rise to much controversy on why the list was made at all, ed.), I was inspired to create a list of my own -- not of Jews, but of non-Jews, specifically those that are having the most positive influence in shaping the Jewish future.A year later, much has changed, new figures have emerged, others have faded and some have remained. But the importance of bringing attention to this group is constant. For this reason I have sought to make this a regular endeavor, as such I present the second-annual list.
Similar to the criteria used by other list makers, I chose my candidates from around the world and from all walks of life. The list includes, politicians, activists, business giants and more, all of whom have made a significant constructive impact on Israel and the Jewish world. Last year I only listed the top six, but wanted to make the list slightly more comprehensive, so it is now expanded to include the top 10. They are in ascending order.Although by no means an exact science, my aim in this compilation, is to provide some insight into the playing field of this unique yet modest group. Additionally I aim to provide a glimpse at their often courageous, sometimes unacknowledged activities on behalf of Israel and the Jewish people.
10. Julie Burchill-Columnist and novelist
Currently a columnist for The Independent, she has written for newspapers such as The Sunday Times and The Guardian. The Jewish Chronicle described her in 2008 as Israel's staunchest supporter in the UK media.
9. Jon Voight-Actor
Supporter of Jewish causes, most notably Chabad, Voight is also a prolific spokesman for Israel. A rarity in Hollywood circles, he has advocated for Jewish values, consistently reaching an often indifferent audience.
8. Patrick Debois-Founder, Yahad-In Unum
A Roman Catholic priest, Debois is head of the Commission for Relations with Judaism of the French Bishops' Conference and Consultant to the Vatican. He is the co-founder and president of Yahad-In Unum, an organization whose mission is to document the murder of the 1.5 million Jews of Ukraine, shot dead by the Nazis and buried throughout the country. This work is vital in ensuring that the memory of these victims will not fade with the death of the last witnesses.
7. John Hagee-Founder, Christians United for Israel
Hagee's Christians United for Israel continues to experience rapid growth, now boasting upwards of 600,000 members. The group makes significant contributions to Jewish causes, and has become a potent political force in support of Israel. Author of Jerusalem Countdown and In Defense of Israel, the pastor from San Antonio has met with every Israeli prime minister since Menachem Begin and his ministries have given more than $8.5 million to bring Jews from the former Soviet Union to Israel.
6. Warren Buffet-Investor
The famed investor has been a strong supporter of Israeli innovation, and has bought into it significantly. Last year, while visiting the country, he famously said that Israel has shown that it has a disproportionate amount of brains and energy. Buffet's strong statement of confidence has gone a long way in encouraging significant foreign investment in the Jewish State.
5. Jose Maria Aznar-Former Prime Minister of Spain
In 2010, Aznar founded the Friends of Israel Initiative, with the stated goal to counter the attempts to delegitimize the State of Israel and its right to live in peace within safe and defensible borders. Referring to the ill-fated takeover of the Mavi Marmara by Israeli commandos, Aznar said in 2010 that the world must support Israel because if it goes down, we all go down. His unique organization provides a strong voice of reason in circles where it might otherwise not be heard.
4. Manmohan Singh-Prime Minister of India
The largest customer of Israeli military equipment and Israel's second-largest economic partner, Indian ties with Israel are now stronger than ever and advanced negotiations for an extensive bilateral trade pact are well under way. Singh is largely responsible for cultivating and developing this crucial alliance that is vital to Israel's economic stability and continued growth.
3. John Boehner-Speaker of the U.S. House of Representatives
Among the many friends of the Jewish community in the U.S. Congress, Boehner's recent actions have made him stand out. Centrally involved in the recent invitation of Israeli Prime Minister Benjamin Netanyahu to address a joint session of Congress, Boehner provided the platform for the Jewish narrative to be conveyed to a pivotal audience at an important time.

EU President says leaders committed to euro zone

CANBERRA (Reuters) – The European Union's top official on Tuesday defended the political will of EU leaders to resolve the euro-zone debt crisis, despite concerns that they seem unable to halt a slide back into recession and avoid a fresh banking crisis.EU Commission President Jose Manuel Barroso was speaking at a conference in Australia, the morning after investors sold off European markets, sending the euro lower and causing spreads on Italian bond yields to surge.I believe we will solve it, Barroso said in a speech at the Australian National University in Canberra.A lot has been done and we are in the process of completing a very complex architecture. I can tell you very honestly I believe there is a strong determination of the leaders of the euro zone and the members states to support the financial stability of the euro zone and the euro, he added.The EU, with the backing of the International Monetary Fund, have set up a 440 billion euro ($621 billion) stability fund to help weaker member countries, fight financial market contagion and prevent a crisis of confidence among banks.However, markets have questioned the EU's resolve to see this plan through, with doubts over political support for it in Germany, Europe's biggest economy, and over the ability of major borrower Italy to implement an austerity package.

G7 to seek ways to prop up global growth: source

(Reuters) – Group of Seven financial leaders, worried about risks to global growth, are likely to agree this week to keep monetary policy accommodative, slow fiscal consolidation in countries where that is possible and implement structural reforms, a G7 source said.Finance ministers and central bank governors of the United States, Canada, Japan, Germany, France, Italy and Britain (G7) meet on Friday in the French port of Marseilles to discuss what action to take to prop up the slowing global economy.The main issue will be the slowdown in the global economy and what is the best way to tackle that, a G7 official with knowledge of the preparations for the meeting said.The source said that there was a sense among G7 countries that the global economy had entered the most difficult period since the collapse of Lehman Brothers and that there was a risk of recession -- either in technical terms, seen as two straight quarters of contraction, or with positive growth but a widening output gap.This was because temporary factors such as high oil prices were exacerbated by the sovereign debt crisis and the uncertainty created by the U.S. debt limit debate -- all dealing a major blow to confidence, the official said.
There will be an indication that monetary policy will remain accommodative, and that fiscal consolidation will go on, but in some countries at a slower pace in the short term, the G7 official said.The accommodative monetary policy stance discussions would include issues such as quantitative easing, the official said.No official communiqué was planned after the meeting, but there could be a briefing by France, which will chair the talks, the official said.The official said the slower pace of fiscal consolidation demanded in the short-term in countries that did not face immediate market pressure would be in return for more fiscal consolidation sought in 2013, 2014 and 2015, depending on economic developments in 2012.Italy is likely to come under pressure to implement structural reforms to boost its economic growth rate and therefore ease concerns in the market about its ability to pay back its public debt of 120 percent of GDP.The euro zone debt crisis will be discussed at the G7 because it is one of the major reasons for the fall in investor confidence, but it was unlikely that euro zone countries would be pressured to do more than already agreed, the source said.There was unlikely to be pressure, for instance, for the euro zone to further increase its emergency bailout fund, the EFSF, because more financial commitments to the fund from Germany and France could undermine their AAA credit rating.The mood is not for finger-pointing, but what we can do together to address the issues, that have become incredibly more complicated, the official said.

Germany’s highest court is on Wednesday (7 September) due to give its verdict on the legality of Berlin's contribution to both Greece's first bailout and the eurozone rescue fund.The court ruling comes at a sensitive time in the country's debate over the eurozone (Al Fed)Earlier statements by judges involved in the case suggest the court is unlikely to declare Germany's steps to secure the eurozone illegal but will demand that the parliament has more say – similar to a recent ruling it handed down on the EU's Lisbon Treaty.The central issue is whether the court believes the budget rights of the German parliament have been undermined by the huge sums involved, and the extent to which it can make guarantees for amounts that account for a substantial part of the country's budget.Constitutional court president Andreas Vosskuhle at the case hearing on 5 July spoke about whether precautionary measures need to be introduced to maintain the budget sovereignty of the Bundestag.He also said the case was about whether an absolute limit for the size of the loans should be set and whether parliament should have the right to approve each payout to troubled euro countries.Udo Di Fabio, another court judge, at the July hearing said that budgetary power represents the crown jewels of parliament.The legal challenge was brought by centre-right MP Peter Gauweiler and a group of academics. They argue that Berlin’s actions last year breach both the country's constitution and EU law.

Banks themselves, especially cash-strapped large European banks, were relieved at the long phase-in, which they hope will buy them time to get their financial houses in order.

AUSTIN, Texas (Reuters) - A massive wildfire east of the Texas state capital of Austin has destroyed 476 homes since Sunday and is still burning out of control, state officials said on Monday.I'm still seeing no containment, said April Saginor, public information officer for the Texas Forest Service, who confirmed that the Bastrop County Complex Fire has scorched more than 25,000 acres and burned 476 residences so far.That's a record in Texas for a single fire, she said of the homes destroyed.The Bastrop fire is one of more than sixty fires which have kindled across Texas since Sunday afternoon, fueled by the gusty winds generated as Tropical Storm Lee pushed by in the Gulf of Mexico as it made landfall in Louisiana.The winds and the number of fires that are happening around Central Texas has caused a real strain on firefighters around this area, Bastrop County Judge Ronnie McDonald told reporters.The Bastrop County area about 30 miles east of Austin is no stranger to wildfires, with rural brush common, residents said. But the speed the fire showed in spreading took everyone by surprise, and 19 subdivisions in the county of about 70,000 people saw evacuations in the last 24 hours.Many people who were evacuated said they left with only the clothes on their backs, while others managed to escape with a handful of family photos.There was a policeman that started hollering through a big megaphone, telling us to get out of our houses immediately, now! said a woman who lives in one of the Bastrop County subdivisions.
This fire is nowhere near being under control,Bastrop County Emergency Management Coordinator Mike Fisher said.Fisher said a second fire has broken out southwest of the main fire, in southwestern Bastrop County. Hurricane Katia grows to Category 3 storm

MIAMI – Hurricane Katia has grown to a Category 3 storm as it moves across the Atlantic Ocean.On Monday afternoon, Katia's maximum sustained winds had increased to 116 mph (185 kph). That makes Katia a major hurricane, and some additional strengthening is expected later in the day.Hurricane specialist Todd Kimberlain says it's looking less likely that Katia will hit land but that wind from the storm could still affect the U.S. East Coast as it moves north. Kimberlain also says the Mid-Atlantic and New England regions should still keep an eye on Katia.Katia is centered about 495 miles (795 kilometers) south of Bermuda and is moving northwest near 12 mph (19 kph).

ATLANTA (Reuters) – At least 100 homes were damaged by thundershowers and possible tornadoes that raked Atlanta's northern suburbs on Monday as the remnants of Tropical Storm Lee moved inland, but no serious injuries were reported.Local fire officials said the turbulent weather struck Cherokee County at about 3 p.m. local time, downing power lines, snapping utility poles, uprooting trees, shattering glass and shearing roofs and siding from buildings.The damage extended from the city of Woodstock at the south end of the county to the town of Ball Ground at its northern edge.It was a pretty long stretch, about 14, maybe 15 miles, said Tim Cavender, spokesman for the Cherokee County Fire Department.He said at least 100 homes sustained damage in the area, mostly from high winds, and there may be more.A fire department lieutenant reached by telephone said that number was about right.It's significant, added Howard Baker, a spokesman for the county sheriff's department. We've got numerous homes and commercial businesses with varying degrees of damage.
Fallen trees crushed cars and buildings, he added, describing the overall damage as widespread but far from devastating.I'm not aware of any homes that were demolished, he said.

ATLANTA – The slow-moving remnants of Tropical Storm Lee dumped rain across the South and whipped up twisters that damaged dozens of Georgia homes as the system pushed farther inland on Monday.In Mississippi, a man was swept away by floodwaters after trying to cross a swollen creek, while authorities called off the search for a missing swimmer presumed dead off Alabama. The system was sweeping through Alabama and pushing into Tennessee and Georgia by the evening.Suspected twisters ripped off siding and shingles and sent trees crashing through roofs in Cherokee County, about 30 miles north of Atlanta. The Georgia Emergency Management Agency said about 100 homes were damaged there. One man was taken to the hospital with superficial injuries after he was hit by flying debris.Tornadoes that caused minor damage were also reported in Alabama. Numerous roads were flooded in the Birmingham, Ala., and Chattanooga, Tenn., areas. More than 7 inches of rain had fallen in Chattanooga.

I knew when I heard it that if it touched down, it was going to be bad.Swims owns the Dixie Speedway, where he estimated the storm caused $500,000 worth of damage. That includes about 2,000 feet of chain-link fence uprooted from its concrete base, walls blown out of a bathroom and concession stands and tractor-trailer trucks turned into mangled messes.In other parts of the state, six families were evacuated from a Catoosa County apartment building because of flooding, while slick roads caused an 18-car pileup in Monroe County, said agency spokeswoman Lisa Janak. They were in there trying to get out and panicking. The power was out so everything was dark, Weeks recalled in a phone interview Monday.We threw them a rope and tied it to a tree, Weeks said.We got two of them to the bank and were trying to help the driver. Flash flood watches were in effect in along the coast until 7 p.m.Tornadoes spawned by the system have also touched down in Gulf coast states and are likely to threaten the Southeast through Tuesday, forecasters said.A Corinth, Mississippi man drowned late Sunday. A 16-year-old boy was swept out into the surf on Sunday afternoon just east of Fort Morgan, Alabama. The Baldwin County Sheriff's Office identified him as Conrad Charleston Hathcoat of Hoover, Alabama.Maj. Anthony Lowery with the Baldwin County Sheriff's Office said Hathcoat and two other teens were standing near the coastline when a large wave hit, carrying two of them into the surf. One was able to make it back to shore, and rescuers retrieved Hathcoat's mother who tried unsuccessfully to reach her son in the 10-foot waves. The U.S. Coast Guard suspended its search for the boy on Monday afternoon.Rupert Lacy, emergency management director in Harrison County, said at least five homes in the coastal Mississippi county were damaged on Sunday by suspected tornado activity in the Saucier community. No injuries were reported.Lacy said at least one Harrison County resident was taken to a local hospital after he was injured when lightning traveled through a phone line.Highway 90 is one of my big concerns. In some places you can't be sure if you're on the beach or the highway, he said.Lacy said the Mississippi Department of Transportation would be bringing in reinforcements from the Hattiesburg, Mississippi, area to assist in damage assessments on Monday.Response crews are attuned to the threat of tornadoes after devastating twisters ravaged northern Alabama on April 27, killing more than 230 people and leveling portions of Tuscaloosa, Concord and Pleasant Grove.

JAKARTA, Indonesia – A powerful earthquake jolted the western Indonesian island of Sumatra early Tuesday, killing a 12-year-old boy and sending people streaming from houses, hotels and at least one hospital in panic.The magnitude-6.6 quake was centered 60 miles (100 kilometers) southwest of the city of Medan and 62 miles (110 kilometers) beneath the earth's crust, according to the U.S. Geological Survey.It was too far inland to generate a tsunami.The quake hit at about 1 a.m. (1800 GMT Monday), rattling people from their sleep in towns and villages across the island's northern tip.Maura Sakti, a mayor in Subulussalam, told local station TVOne a 12-year-old boy had been killed. Libyans say China, Europe sent arms to Gaddafi

TRIPOLI (Reuters) – Libya's new leadership has evidence Muammar Gaddafi bought arms this year from sanctions-busting traders in China and Europe, many of them via Algeria, but are split over how far to retaliate against governments who failed to stop it.In interviews with Reuters in Tripoli on Monday, officials of the National Transitional Council (NTC) also accused Algeria of acting as Gaddafi's lifeline, providing him with vital supplies and fighters during Libya's six-month war.Libya may seek legal and diplomatic redress against suppliers and governments.But representatives of the NTC, which is still forging its common policies two weeks after ending 42 years of one-man rule, also stressed a need to work with major powers like China, and to let bygones be bygones, even if that included selling the guns Gaddafi used against the rebels or CIA and MI6 cooperation with his agents.We have gathered evidence from many sources, including the main documents that were gathered here in Tripoli, that point the finger at several countries that had been supplying Gaddafi with weapons and arms, as well as intelligence officers, said Abdul Rahman Busin, an NTC military spokesman.China, anxious that its lukewarm stance on the uprising not cost it oil and contracts in the new Libya, responded on Monday to the publication of unearthed Libyan documents seeming to show that state firms offered Gaddafi weaponry. It confirmed some staff met Libyan envoys in July without the state's knowledge.
In July the Gaddafi government sent personnel to China without the knowledge of the Chinese government and they engaged in contact with a handful of people from the companies concerned, Foreign Minister spokeswoman Jiang Yu said.The Chinese companies did not sign arms trade contacts, nor did they export military items to Libya, she added, saying those Chinese involved would be dealt with in a serious way.
Busin said it was unclear if the weaponry detailed in the documents -- about $200 million of guns, bullets and rockets for shipping via Algeria -- ever arrived before the war ended. But arms did reach Gaddafi from abroad despite a U.N. embargo tightened after the rebellion broke out in the east in mid-February.Supplies did get to Gaddafi from several sources, Busin said.There are things that we found on the battlefield that he didn't have before. New things.He and other NTC officials acknowledged that governments of countries from which arms were exported, and even manufacturers themselves, might not have been aware that goods were bound for Libya due to the use of intermediaries. But Busin said he thought some political authorities would have known.A lot of it was done through a middle man, he said. Both middle men and with the countries.Aside from China, he said: We are looking into several countries in eastern Europe. He also said Western suppliers may have been involved, though probably not from NATO members.He did not know the firms involved, but believed it would be possible to identify them: We don't actually have a list of companies. But there are only so many companies in the world that produce arms still. That narrows it down quite a lot.Saving particular scorn for Algeria, the only North African state yet to recognize the NTC and which has given refuge to Gaddafi's wife and daughter, Busin said: I guess you can call them his right hand man. They were his main lifeline for everything. From basics of food and water supplies to weapons, ammunition, mercenaries, fuel. They were providing him with everything. And we have plenty of evidence for that.The ousted Libyan leader's wife Safia, daughter Aisha and sons Mohammed and Hannibal entered Algeria on August 29 after the Libyan leader was toppled from power.Libya's interim rulers have described Algeria's decision to shelter Gaddafi's family as an act of aggression.On moves against those involved in smuggling, he said: We'll be going through legal channels, through international courts, as well as the United Nations itself, either to prosecute them or to come to a diplomatic understanding.Others stressed a need for reconciliation.
Jalal al-Gallal, a spokesman for the NTC, said I believe Chinese assurances that Beijing was unaware of arms sales.The persons who are trying to bring it into Libya are the ones to blame, he said. Algeria is more to blame than the Chinese themselves, with all honesty. Even if the Chinese knew it was destined for Libya, they weren't delivering it there.It's a mistake. We regret it very much. But we need to look forward, we need to progress, we can't dwell on these things.Asked if the affair could affect current and future trade, he said: We need to honor the contracts that are already signed. We have maintained that claim. It will reflect very badly on the NTC if it does not honor those statements.He added that in future, That's up to the elected government at the time. It's very premature to say that future governments will punish them.We all need to remember that China is a superpower. We all rely on products that come from China. We would have hoped they would have been on our side ... But if it is the interests of the Libyan people to deal with China, then we will deal with Chin ... It is very expensive and time consuming trying to settle old scores.But Gallal also added: Of course there will be some reaction. We will favor certain countries who stood by us.Busin, too, addressing documents indicating U.S. and British intelligence cooperated with Gaddafi against Libyan dissidents, said past disputes should not color Libya's future: There's a lot of work to be done, both diplomatically, politically. Sometimes to forgive and forget is the best course of action.Aref el-Nayed, a senior NTC official and director of a unit known as the Libyan Stabilisation Team, said: Free Libya is keen on great relations with all of humanity ... Different countries had different attitudes toward the Gaddafi regime. The NTC will not be discriminatory because of this.He added: China is a very important member of the international community and we look forward to great relations with China and we look forward to great relations with Russia and all other countries. Wildfires erupt again in parts of parched Texas

DALLAS (AP) – Wildfires continued to spread Sunday across East and Central Texas due partly to high winds caused by Tropical Storm Lee and the passage of a cool front, authorities said.Local and state firefighting crews scrambled to contain the blazes, which have destroyed homes and forced evacuations in the parched sections of Texas. Winds were from the north to northeast at 20 to 30 mph with gusts to 40 mph and relative humidity at 20 to 30 percent.The National Weather Service said South, Central and East Texas were all under red flag warnings for critical fire conditions until late Sunday night. No injuries were reported.The wildfire threat became so dire in the Austin area of Central Texas that the Austin Fire Department issued a public appeal for any and all available firefighters in the area to report for duty.
Wildfires scorched more than 6,000 acres in Bastrop County, just southeast of Austin. Bastrop police spokesman Michal Hubbard told the Austin American-Statesman that hundreds of homes were evacuated in the vicinity of the county seat and several structures were lost.A wildfire in the Austin suburb of Cedar Park destroyed two homes and damaged two others Sunday. Wildfires also prompted evacuations of other neighborhoods in Cedar Park and some in the nearby Austin suburbs of Pflugerville, Bastrop and near Briarcliff.In Corsicana, about 50 miles south of Dallas, a wildfire spread to and destroyed eight metal industrial shop buildings inside the city. Mayor Chuck McClanahan said fire crews were fighting to keep the flames from reaching wooden structures.Navarro County Judge H.M. Davenport said three wildfires had spread to a total of 2,000 acres and prompted an evacuation of Navarro, a town of about 200 residents about eight miles southeast of Corsicana, and a sparsely settled rural area close to the nearby town of Mildred.Ronnie Willis owns a pasture just east of the Corsicana fire. Embers from the industrial park fire burned his field, and Willis could only watch as the fires leaped across his pastures toward his two massive indoor arenas.My prayer is it doesn't burn up the buildings,he told the Corsicana Daily Sun. The grass will grow back. If it doesn't hurt an animal or burn up the buildings, we can live through it. I just feel sorry for the people whose businesses are being destroyed.Rural neighborhoods in the East Texas counties of Smith, Van Zandt, Gregg and Houston also were evacuated because of scattered, fast-moving wildfires in those areas. There were no immediate reports of home losses.

Firefighters said that the hot, dry, windy conditions make this weather, the perfect storm for a fire.All 13 Travis County fire departments worked on grass or brush fires Sunday. Two of the major fires were in Pflugerville. One was located at Hodde Lane and the other was off of Pfluger Street. The fires are not yet contained.A Bastrop fire caused several people to be evacuated. People in the areas of Wilderness Ridge, Cedar Creek and Alan Creek are being asked to leave. The fire is near FM 1441 and Highway 21.A new fire on Griffin League Ranch is moving south and will join with the wildfire. A mandatory evacuation has been issued for all circle D County -- all homes on Schwantz Ranch Road, Old Potato Road and all Highway 21 homes east to Paige.The Bastrop fire has now reached 14,000 acres.A large fire also started in Spicewood. It's off of Haynie Flat Road near the Barton Springs Lake area. All crews in the area are battling the fire. Evacuations are being issued at this time.620 at Steiner Ranch is closed due to the fire. Steiner Ranch is also evacuating. Evacuees may go to Vandergrift High School on 9500 McNeil Dr.A Cedar Park fire has already been contained and extinguished. The fire started behind two houses around 11:30 a.m. When firefighters arrived, the fire had already spread to one backyard. The winds then pushed the flames to the house next door.Residents were home in both houses and escaped in a matter of seconds.Central Texas is still in a red flag warning.

Tropical storm Lee hits Texas with wind, some rain

(Reuters) - James Taylor once sang, I've seen fire, and I've seen rain, and Texas was seeing some of both on Sunday, courtesy of Tropical Storm Lee.But unfortunately for the drought-weary state, what Texas got most was the wind: Strong, gusty winds whipping up the wildfires that have burned more than 3.5 million acres of the parched state this season.On Sunday evening, some 1,000 homes were being threatened in Bastrop County, just east of Austin, as a 14,000-acre wildfire raged out of control and caused evacuations.In neighboring Travis County, fires caused evacuations and burned homes in neighborhoods to the north and west of Austin, Texas. The fires have caused officials in Austin to ask local media for help in contacting every available firefighter in the area to help with the blazes.We're a little on edge right now,Texas Forest Service spokesman Tom Berglund told Reuters on Sunday. We have several fires that we thought we had put out, but these winds came up today and started them up again.As for rain, most Texans are going to have to wait a little longer to see the end of a drought that has already caused more than $5 billion in economic losses.Lee flirted with the Texas-Lousiana border but ultimately is expected to avoid the Lone Star State.It sure would have been nice had this storm moved a little to the west and parked itself over Texas for a couple of days,said Ed Levy, a meteorologist at the Weather Channel.The wind is causing problems for firefighters who are battling a dozen brush and grass fires all over the state.Berglund said that in addition to feeding the fires, the winds are also drying out any humidity brought in by the tropical storm, prompting officials to issue a critical fire danger alert for the eastern two thirds of Texas. A red-flag wind advisory was also in effect for parts of Texas.
Adding to the danger are thousands of dove hunters fanning into the woods on the first weekend of the state's huge mourning dove season, and the increased outdoor activities caused by the Labor Day Weekend, officials said.The fire danger we are experiencing poses a severe threat to lives and property, said Texas Forest Service Assistant Director Mark Stanford. This, along with the outdoor activities due to the holiday weekend, will increase the probability for the development of huge and destructive brush fires.Berglund said firefighters had responded to at least two fires Sunday caused by barbecue pits that went out of control due to the wind.One brush fire that scorched several acres was caused by a juvenile burning love letters,Berglund said.I think he was a little surprised that more than the letters ended up burning,he said.Portions of extreme southeastern Texas have gotten several bands of rain from Lee.But Capt. Chris Phillips, who runs fishing charter boats into the Gulf of Mexico with Sabine Outdoor in Sabine Pass, Texas, next to the Louisiana border, said the storm has done little but whip up the waves.We're not going to get out into the Gulf today. The winds are just too strong -- 30 to 40 miles per hour, Phillips said. We did get some rain, and we can sure use it.Phillips said the rain will be good for duck hunters, when Texas duck hunting season begins next weekend.
The problem is, around here, we don't have any fresh water left at all.Southeast Texas as far west as parts of Houston got showers from Lee, Levy said, but they caused more trouble than good.At one point, about 18,000 CenterPoint Energy customers in the Houston area were without electricity, due mainly to power lines downed by gusty winds.The winds should die down across the eastern two thirds of the state by Sunday evening as Lee continues its slow trek eastward, Levy said.
A cold front coming into Texas, while it will not bring rain, will bring another kind of relief: the end of triple-digit temperatures.August in Texas was the hottest single month ever recorded in the state, capping what climatologists say could be the hottest summer on record in the U.S. Most areas have seen little respite from daily highs over 100 degrees since mid-July.High temperatures for most of the state will be in the 90s, but that will feel like a January blizzard to heat weary Texans, Levy said. Forecasts called for lows dipping into the 50s and 60s across Texas throughout the sunny, dry week.We'll get rain one of these days,Levy promised.We need a lot, and the problem is, we'll probably get it all at once.(Edited by Karen Brooks and Greg McCune)

(Reuters) - Hurricane Katia intensified over the open Atlantic on Sunday, bulking up to a powerful Category 2 storm, the National Hurricane Center said.The Miami-based hurricane center said it was still too soon to gauge the potential threat to land or to the East Coast with any degree of certainty.But most computer models showed it veering on a northeast track out to sea after moving safely west of the mid-Atlantic island of Bermuda later this week.(Ocean) swells associated with Katia are already approaching parts of the east coast of the United States. Even if Katia does not directly impact the United States, the threat for high surf and rip currents along east coast beaches is expected to increase over the next few days, the hurricane center said.At 5 p.m. EDT, Katia had top sustained winds of 105 miles per hour and was about 365 miles north-northeast of the northern Leeward Islands, the hurricane center said.It said Katia could become a major hurricane on Monday, with maximum sustained winds of at least 111 mph.Uncertainty over the storm's definitive track was partly due to Tropical Storm Lee's presence over the Gulf of Mexico and the effect it could have on Katia's circulation later this week, forecasters said.Katia is the second hurricane of the June-through-November Atlantic hurricane season. The season is entering what has traditionally been its most active period.Several states, including New Jersey and Vermont, are still recovering from extensive flooding caused by Hurricane Irene, which rampaged up the East Coast a week ago.

Tropical Storm Lee spawns tornadoes on Gulf Coast

(Reuters) - Tropical Storm Lee spawned tornado sightings and alerts from the Louisiana Gulf Coast to the Florida panhandle on Sunday, and at least one death was reported from a traffic accident related to the storm.More than a dozen tornado sightings were reported, and tornado warnings were in effect Sunday afternoon for portions of Baldwin and Mobile counties in southwest Alabama and Greene, Jasper, Perry and Wayne counties in southern Mississippi, according to the National Weather Service.Weather officials had not confirmed any tornadoes touching down in the area on Sunday afternoon, but were tracking at least three twisters and funnel clouds near Mobile, Alabama, and central Mississippi near Hattiesburg.Tornado watches stretched from southeast Mississippi, through a dozen counties in southwest Alabama and several more in the Florida Panhandle. (Reuters) - Tropical Storm Lee moved slowly across southern Louisiana on Sunday as New Orleans' flood defenses appeared to pass one of their biggest tests since Hurricane Katrina devastated the city in 2005.The National Hurricane Center said Lee's center was about 110 miles west-northwest of New Orleans, with maximum sustained winds of 45 mph at around 5 p.m. EDT, and tropical storm-force winds extending 275 miles. The storm was moving at 5 mph.Winds were expected to weaken gradually in the next couple of days and up to 20 inches of rain was expected to fall on southeast Louisiana, the Miami-based center said.The storm has temporarily shut over 60 percent of offshore oil production.In New Orleans, the storm recalled Hurricane Katrina, which flooded 80 percent of the city, killed 1,500 people and caused more than $80 billion in damage to the tourist destination. Lee has dropped up to 13 inches of rain on New Orleans since it developed late last week.Half the city lies below sea level and is protected by a system of levees and flood gates.

Drought intensifies in the South, no end in sight

(Reuters) - Record-breaking triple-digit temperatures were prolonging a devastating drought that has been baking the South and the dry spell could extend into next year and beyond, climate experts said on Thursday.Just when you thought it couldn't get any worse... we are seeing expansion of this drought. This drought will continue to persist and likely intensify, said climatologist Mark Svoboda, with the University of Nebraska's National Drought Mitigation Center.The drought is edging its way to the east even as it intensifies in the southern states, according to a weekly report released Thursday by a consortium of state and federal climatologists dubbed the U.S. Drought Monitor.We are seeing intensification in the southeast, in particular Georgia, eastern Alabama, said Svoboda.The drought increasingly looks likely to extend into next year, he said.Hurricane Irene offered only a little respite for some areas to the east, he said. But the rest of the nation was contending with mostly dry, warmer-than-normal weather.A strong tropical storm in the Gulf of Mexico was needed to provide enough precipitation to relieve the parched soils in the southern Plains, according to Svoboda.Texas has been the hardest hit, and 2011 was expected to be the driest calendar year since records were first kept in the late 19th century. In that key agricultural state, levels of extreme and exceptional drought totaled 95.04 percent of area this week, up from 94.42 percent a week ago, the Drought Monitor reported.The parched soils and rangeland and lack of rainfall have decimated crops, left livestock with little to eat or drink and sparked wildfires across thousands of acres. Texas officials peg damages at more than $5 billion.
Oklahoma was also suffering, with extreme an exceptional levels of drought now across 85.37 percent of the state. And nearly a third of Kansas is in extreme or exceptional drought, according to the Drought Monitor.Wheat farmers are questioning whether or not to even try to plant their new crop this autumn with soils lacking moisture the plants need to grow.The drought was starting to engulf Louisiana, where extreme and exceptional drought grew to 59.50 percent of the state, up from 55.97 percent a week earlier.The drought grows worse with each 100 degree Fahrenheit-plus (40 degree Celsius-plus) day, breaking records and bringing more misery. DALLAS (AP) – Wildfires continued to spread Sunday across East and Central Texas due partly to high winds caused by Tropical Storm Lee and the passage of a cool front, authorities said.Local and state firefighting crews scrambled to contain the blazes, which have destroyed homes and forced evacuations in the parched sections of Texas. Winds were from the north to northeast at 20 to 30 mph with gusts to 40 mph and relative humidity at 20 to 30 percent.The National Weather Service said South, Central and East Texas were all under red flag warnings for critical fire conditions until late Sunday night. No injuries were reported.The wildfire threat became so dire in the Austin area of Central Texas that the Austin Fire Department issued a public appeal for any and all available firefighters in the area to report for duty.
Wildfires scorched more than 6,000 acres in Bastrop County, just southeast of Austin. Bastrop police spokesman Michal Hubbard told the Austin American-Statesman that hundreds of homes were evacuated in the vicinity of the county seat and several structures were lost.A wildfire in the Austin suburb of Cedar Park destroyed two homes and damaged two others Sunday. The grass will grow back. If it doesn't hurt an animal or burn up the buildings, we can live through it. Two of the major fires were in Pflugerville. One was located at Hodde Lane and the other was off of Pfluger Street. The fires are not yet contained.A Bastrop fire caused several people to be evacuated. People in the areas of Wilderness Ridge, Cedar Creek and Alan Creek are being asked to leave. The fire is near FM 1441 and Highway 21.A new fire on Griffin League Ranch is moving south and will join with the wildfire. A mandatory evacuation has been issued for all circle D County -- all homes on Schwantz Ranch Road, Old Potato Road and all Highway 21 homes east to Paige.The Bastrop fire has now reached 14,000 acres.A large fire also started in Spicewood. It's off of Haynie Flat Road near the Barton Springs Lake area. All crews in the area are battling the fire. Evacuations are being issued at this time.620 at Steiner Ranch is closed due to the fire. Steiner Ranch is also evacuating. Evacuees may go to Vandergrift High School on 9500 McNeil Dr.A Cedar Park fire has already been contained and extinguished. The fire started behind two houses around 11:30 a.m. When firefighters arrived, the fire had already spread to one backyard. The winds then pushed the flames to the house next door.Residents were home in both houses and escaped in a matter of seconds.Central Texas is still in a red flag warning.

Tropical storm Lee hits Texas with wind, some rain

(Reuters) - James Taylor once sang, I've seen fire, and I've seen rain, and Texas was seeing some of both on Sunday, courtesy of Tropical Storm Lee.But unfortunately for the drought-weary state, what Texas got most was the wind: Strong, gusty winds whipping up the wildfires that have burned more than 3.5 million acres of the parched state this season.On Sunday evening, some 1,000 homes were being threatened in Bastrop County, just east of Austin, as a 14,000-acre wildfire raged out of control and caused evacuations.In neighboring Travis County, fires caused evacuations and burned homes in neighborhoods to the north and west of Austin, Texas. The fires have caused officials in Austin to ask local media for help in contacting every available firefighter in the area to help with the blazes.We're a little on edge right now,Texas Forest Service spokesman Tom Berglund told Reuters on Sunday. We have several fires that we thought we had put out, but these winds came up today and started them up again.As for rain, most Texans are going to have to wait a little longer to see the end of a drought that has already caused more than $5 billion in economic losses.Lee flirted with the Texas-Lousiana border but ultimately is expected to avoid the Lone Star State.It sure would have been nice had this storm moved a little to the west and parked itself over Texas for a couple of days,said Ed Levy, a meteorologist at the Weather Channel.The wind is causing problems for firefighters who are battling a dozen brush and grass fires all over the state.Berglund said that in addition to feeding the fires, the winds are also drying out any humidity brought in by the tropical storm, prompting officials to issue a critical fire danger alert for the eastern two thirds of Texas. A red-flag wind advisory was also in effect for parts of Texas.
Adding to the danger are thousands of dove hunters fanning into the woods on the first weekend of the state's huge mourning dove season, and the increased outdoor activities caused by the Labor Day Weekend, officials said.The fire danger we are experiencing poses a severe threat to lives and property, said Texas Forest Service Assistant Director Mark Stanford. This, along with the outdoor activities due to the holiday weekend, will increase the probability for the development of huge and destructive brush fires.Berglund said firefighters had responded to at least two fires Sunday caused by barbecue pits that went out of control due to the wind.One brush fire that scorched several acres was caused by a juvenile burning love letters,Berglund said.I think he was a little surprised that more than the letters ended up burning,he said.Portions of extreme southeastern Texas have gotten several bands of rain from Lee.But Capt. Chris Phillips, who runs fishing charter boats into the Gulf of Mexico with Sabine Outdoor in Sabine Pass, Texas, next to the Louisiana border, said the storm has done little but whip up the waves.We're not going to get out into the Gulf today. The winds are just too strong -- 30 to 40 miles per hour, Phillips said. We did get some rain, and we can sure use it.Phillips said the rain will be good for duck hunters, when Texas duck hunting season begins next weekend.
The problem is, around here, we don't have any fresh water left at all.Southeast Texas as far west as parts of Houston got showers from Lee, Levy said, but they caused more trouble than good.At one point, about 18,000 CenterPoint Energy customers in the Houston area were without electricity, due mainly to power lines downed by gusty winds.The winds should die down across the eastern two thirds of the state by Sunday evening as Lee continues its slow trek eastward, Levy said.
A cold front coming into Texas, while it will not bring rain, will bring another kind of relief: the end of triple-digit temperatures.August in Texas was the hottest single month ever recorded in the state, capping what climatologists say could be the hottest summer on record in the U.S. Most areas have seen little respite from daily highs over 100 degrees since mid-July.High temperatures for most of the state will be in the 90s, but that will feel like a January blizzard to heat weary Texans, Levy said. (Reuters) - Hurricane Katia intensified over the open Atlantic on Sunday, bulking up to a powerful Category 2 storm, the National Hurricane Center said.The Miami-based hurricane center said it was still too soon to gauge the potential threat to land or to the East Coast with any degree of certainty.But most computer models showed it veering on a northeast track out to sea after moving safely west of the mid-Atlantic island of Bermuda later this week.(Ocean) swells associated with Katia are already approaching parts of the east coast of the United States. Even if Katia does not directly impact the United States, the threat for high surf and rip currents along east coast beaches is expected to increase over the next few days, the hurricane center said.At 5 p.m. EDT, Katia had top sustained winds of 105 miles per hour and was about 365 miles north-northeast of the northern Leeward Islands, the hurricane center said.It said Katia could become a major hurricane on Monday, with maximum sustained winds of at least 111 mph.Uncertainty over the storm's definitive track was partly due to Tropical Storm Lee's presence over the Gulf of Mexico and the effect it could have on Katia's circulation later this week, forecasters said.Katia is the second hurricane of the June-through-November Atlantic hurricane season. The season is entering what has traditionally been its most active period.Several states, including New Jersey and Vermont, are still recovering from extensive flooding caused by Hurricane Irene, which rampaged up the East Coast a week ago.

(Reuters) - Tropical Storm Lee moved slowly across southern Louisiana on Sunday as New Orleans' flood defenses appeared to pass one of their biggest tests since Hurricane Katrina devastated the city in 2005.The National Hurricane Center said Lee's center was about 110 miles west-northwest of New Orleans, with maximum sustained winds of 45 mph at around 5 p.m. EDT, and tropical storm-force winds extending 275 miles. The storm was moving at 5 mph.Winds were expected to weaken gradually in the next couple of days and up to 20 inches of rain was expected to fall on southeast Louisiana, the Miami-based center said.The storm has temporarily shut over 60 percent of offshore oil production.In New Orleans, the storm recalled Hurricane Katrina, which flooded 80 percent of the city, killed 1,500 people and caused more than $80 billion in damage to the tourist destination. Lee has dropped up to 13 inches of rain on New Orleans since it developed late last week.Half the city lies below sea level and is protected by a system of levees and flood gates.

(Reuters) - Record-breaking triple-digit temperatures were prolonging a devastating drought that has been baking the South and the dry spell could extend into next year and beyond, climate experts said on Thursday.Just when you thought it couldn't get any worse... we are seeing expansion of this drought. This drought will continue to persist and likely intensify, said climatologist Mark Svoboda, with the University of Nebraska's National Drought Mitigation Center.The drought is edging its way to the east even as it intensifies in the southern states, according to a weekly report released Thursday by a consortium of state and federal climatologists dubbed the U.S. Drought Monitor.We are seeing intensification in the southeast, in particular Georgia, eastern Alabama, said Svoboda.The drought increasingly looks likely to extend into next year, he said.Hurricane Irene offered only a little respite for some areas to the east, he said. But the rest of the nation was contending with mostly dry, warmer-than-normal weather.A strong tropical storm in the Gulf of Mexico was needed to provide enough precipitation to relieve the parched soils in the southern Plains, according to Svoboda.Texas has been the hardest hit, and 2011 was expected to be the driest calendar year since records were first kept in the late 19th century. The Komemiyut movement will be holding on Wednesday its annual event marking the destruction of Gush Katif, the expulsion of its 8000 Jewish residents and the burning of the synagogues there, in what was euphemistically called the disengagement from Gaza by Prime MInister Ariel Sharon's government.The event, which will be held in the Hurva Synagogue in Jerusalem’s Old City, will be attended by leading rabbis and public figures and a large crowd from among the general public is expected to be present as well.This is the fifth year in a row that the event will be held, and the second time it will be held in the Hurva Synagogue, a fact which Komemiyut chairman Rabbi Musa Cohen told Arutz Sheva on Sunday is symbolic of the desire and longing to return to the uprooted Gush Katif, just as the Hurva was rebuilt after destruction by a Jordanian shell.The event will begin at 3:30 p.m. (Israel time) and will begin with a seminar led by rabbis, followed by a mincha (afternoon) service which will also be attended by those in the crowd who mark the day of Gush Katif’s destruction by fasting. Following the prayer service participants will hold a rally at the Western Wall.During the seminar the speakers will discuss the issue of the expulsion from Gush Katif and the lessons to be learned for the future, including how to deal with those who even today call for the uprooting of Jews from their homes in Judea and Samaria.

Security forces resumed early Monday morning the evacuation and demolition of three homes in the community of Migron in Binyamin, previously slated for demolition which had been stopped when the issue of the entire community came before the Supreme Court.The evacuation resumed after having been stopped earlier when Supreme Court Justice Neil Handel issued a temporary injunction prohibiting the demolition of the three homes. The petition was submitted by the Binyamin Residents Council and the Regavim movement. The injunction was presented to the IDF commander in the area, but a short time later the forces were instructed to go ahead with the demolition after the prosecution announced in an unprecedented move that it would petition the injunction.Rightist groups have reportedly called on the public to come to Migron and help stop the demolition.Yassam forces arrived already late Sunday night at Migron and began surrounding the three homes that had been slated for demolition.
Local residents told Arutz Sheva that police officers were violently distancing anyone who tried to come near the homes. The families living in the three homes were reportedly being forcefully removed from them.The Honenu legal aid association reported that at least seven people had been detained in clashes that broke out in the area during the attempted demolition. According to the report, the detainees include five teenage girls, a resident of Samaria, and a resident of the Binyamin region in his thirties.It was also reported that security forces were blocking Highway 60 between Jerusalem and the Tapuach junction. IDF and police also closed the road to the media, including an Arutz Sheva team that was making its way to the area.MK Dr. Michael Ben-Ari (National Union) blamed Prime Minister Binyamin Netanyahu for the Migron evacuation and said, It is fitting for Bibi to try and distract public opinion from the public protest against him by beating settlers. Netanyahu has too many advisors who tell him to use the strike the settlers and save yourself method just to avoid further criticism about the public protest against him.
Last month, the High Court told the government to destroy the community, home to 47 families, by next March.Migron has been a constant target for Peace Now, which has claimed that Jewish homes there are located on property belonging to PA Arabs.

As Israel's relations with Turkey deteriorate, the United States is apparently getting ready to maintain two parallel systems of defense relations with Turkey and Israel instead of combining the two.This can be seen in the Turkish agreement to take part of the NATO anti-defense missile shield.Negotiations over Turkish participation have apparently moved ahead as a result of growing friction between Turkey and Iran.The specific cause of tension has been the disagreement over the Assad regime's brutal suppression of demonstrations in Syria.The general cause of tension has been the growing competition between Iran and Turkey over influence in the Middle East. While Iran has maintained relations with the Sunni Hamas and Al Qaeda, part of the Iranian ideology has been fueled by the hopes that Iran could now reverse Shiite Islam's subordinate position to Sunni Islam and the Muslim world.
Iran's support for Assad is in part repayment for the fact that Hafiz Assad was the only major Arab leader who supported Iran during the Iran-Iraq war during the 1980s. There is also the religious element in that the Alawites of Syria are considered heretics by the majority Sunnis just as the Shiites are considered heretics by the Sunnis.While there have been some reservations expressed in Iran over the wisdom of total backing for Assad, a decision has been made as the daily Kayhan, the mouthpiece for Supreme Leader Ali Khamenei’s, editorialized: Those targeting Syria are, in fact, targeting the Islamic Revolution in Iran.The paper also warned specifically: Turkey must know that the Islamic Republic will use all means at its disposal to ensure the failure of plots against Syria.Hence Turkey, hitherto reluctant to support sanctions against Iran over the nuclear program, has become alarmed and is seeking NATO protection. The main sticking point was whether information would be shared with Israel. The Turkish government objected to any such sharing.Both Iran and Turkey have used anti-Israel policies and rhetoric to promote their penetration of the Middle East. Turkey could not allow Iran to contend that Turkey and Israel were engaged in military collaboration.The US according to the Wall Street Journal, apparently provided the assurance as U.S. officials told Turkish counterparts that the U.S. has a separate and robust missile defense relationship with Israel, where the U.S. based its high-powered X-Band radar in 2008 to bolster Israel’s missile defenses|.
Russia officially does not object to Turkish participation. Turkey, as opposed to Poland and the Czech Republic, is geographically distant from Russia's European heartland.Russia, however, is opposed to an anti-missile system if it will not be a joint NATO-Russian system and the Turkish system means that the missile shield has gained further traction.This has prompted Russia's ambassador to NATO, Dimitry Rogozin, to announce on Friday plans to travel to Iran later this month to discuss its ballistic missile program and the U.S.-led missile shield in Europe.We, in turn, are interested in getting clarification from the Iranian side over its plans to develop missiles which are often referred to with alarm by our U.S. and European partners,Rogozin said.Russia is belatedly realizing that the missile shield will go ahead irrespective of her objections unless the Iranian missile threat is neutralized.

A senior New Israel Fund officer told a U.S. official in 2010 that the disappearance of the Jewish state would not be a tragedy, according to a document that was leaked by Wikileaks.The officer is Hedva Radovanitz, who was at the time (February 2010) NIF Associate Director in Israel, according to the document.The document relates to the attempts to pass a law that would demand transparency of political NGOs operating in Israel that are funded by foreign countries. An American diplomatic officer interviewed Radovanitz and heard her bemoaning the state of Israel's Left:
New Israel Fund (NIF) Associate Director in Israel Hedva Radovanitz, who manages grants to 350 NGOs totaling about 18 million dollars per year, told PolOff [presumably an abbreviation for political office or political officer – Ed.] on February 23 that the campaign against the NGOs was due to the disappearance of the political left wing in Israel and the lack of domestic constituency for the NGOs. She noted that when she headed ACRI's Tel Aviv office, ACRI had 5,000 members, while today it has less than 800, and it was only able to muster about 5,000 people to its December human rights march by relying on the active staff of the 120 NGOs that participated. Radovanitz commented that the NIF was working behind the scenes through many NGOs to prevent the NGO legislation from passing in its current form.
The cable then quotes Radovanitz's prediction for Israel's future thus:She commented that she believed that in 100 years Israel would be majority Arab and that the disappearance of a Jewish state would not be the tragedy that Israelis fear since it would become more democratic. Radovanitz also outlines the future plans of the NIF:
She also said the NIF was currently re-evaluating its strategy and was hoping to create a movement rather than just a lot of NGOs. She said the NIF had no plans to build a human rights constituency within the right wing of Israeli society, though she believed politics had shifted to the right for the foreseeable future.
The NIF has been operating since the 1980s and has been at the focus of extreme controversy in the last three years. It was accused of manufacturing unfounded and damning anti-IDF quotes that were used extensively by the UN's Goldstone Commission to blame Israel for the Gaza counter-terror campaign that began in late 2008. Israel's leading pro-Arab NGOs are funded by the NIF.

The death toll for Gaza terrorists' massive rocket barrage on southern Israel two weeks ago has risen to three. Eliyahu Naim, 79, died Sunday in a Jerusalem hospital, two weeks after hitting his head while running for shelter in Ashkelon.Naim lost consciousness immediately after the accident, and did not wake up.A second victim of the attacks, 62-year-old Varda Nachmias, suffered a similar fate. Nachmias fell while running for shelter during a rocket attack and injured her neck. She passed away two days later.The first victim of the attacks was 38-year-old Yossi Shushan, who was killed by a missile strike in Be'er Sheva. Shushan was survived by two young daughters and by his wife Lilach, who is in her ninth month of pregnancy.
Israeli army, settlers brace for West Bank unrest

ELAZAR, West Bank (AP) — Israeli forces are seeking to prevent bloodshed when Palestinians march in support of a statehood drive this month, but they are preparing for worst-case scenarios, even authorizing West Bank settlers to shoot at Palestinians who approach their communities.Palestinians say the rallies will be peaceful — a view shared by Israel's own security assessments — and will steer clear of any settlements. Yet, the combustible atmosphere and the long and deadly history of Israeli-Palestinian violence are raising the specter that events might spin out of control.For the Palestinians, the mass marches are intended to boost their campaign to get the U.N. to recognize an independent state, a strategy they are trying because negotiations aimed at bringing about a state through a peace deal with Israel have been stalled for two years.Settlers living on land the Palestinians want for their future state have long been targets for militant attacks; likewise, some settlers have attacked Palestinian civilians. The fear among settlers now is that even unarmed crowds — if large enough — could overrun their communities.Ilan Paz, a retired Israeli general who served in the West Bank for a decade, said a scenario with hundreds of casualties was not unthinkable.You can't know how this sort of protest will end, Paz said.All sorts of local incidents can lead to injuries, and this can cause a deterioration in the situation.Israel's army is training soldiers used to battling gunmen in non-lethal riot control tactics and inviting settlers to watch the drills at a military camp in a rural part of central Israel.The mass demonstrations are set for around the time of the Sept. 13-22 United Nations General Assembly session, where the Palestinians hope to be granted official endorsement as a state. Preparations undertaken by police are expected to cost Israel about $20 million, according to a senior police officer. Purchases include 16 long-range tear gas launchers, 15 trained Belgian horses to bolster the police's mounted forces, and a weeklong riot training course for a quarter of the nation's 28,000 police officers, he said.Police expect Israeli-controlled east Jerusalem, home to 250,000 Palestinians, to be a flash point, he added. He spoke on condition of anonymity because of the sensitive nature of the precautions.Security forces are stockpiling tear gas, stun grenades, water cannons and other non-lethal weapons. At a military camp about an hour's drive from Israel's metropolitan center in Tel Aviv, troops are practicing civilian crowd control.But in the West Bank, some settlers say they do not fully trust the army to handle any unrest.The army doesn't always know how to deal with this sort of event, said Avraham Binyamin, a spokesman for Yitzhar, a settlement considered extreme even by many settlers.Palestinians marching toward settlements are a threat even if they are not carrying firearms, he said:You can kill with a rock or a knife, and you can burn with a match.There are 300,000 Israeli settlers in the West Bank, living among around 2.5 million Palestinians. In addition, many settlers carry private firearms, and clashes between settlers and Palestinians are common.The Palestinian Authority, the Western-backed government that has partial authority in the West Bank, has released a schedule of planned September protests slated to be held in city centers and villages. The list includes no planned marches toward settlements.Saeb Erekat, the chief Palestinian negotiator, said fears of Palestinian violence were absolutely unfounded.The real fear of the settlers and (Prime Minister Benjamin) Netanyahu is that they know that once Palestine is admitted as a member of the U.N., their days of occupation and settlements are numbered,he said.In coordination with the military, each Israeli settlement has identified a response line around its perimeter, said Shlomo Vaknin, security officer for a settler umbrella group known as the Yesha Council. Should Palestinians cross that line, the military will shoot at marchers' feet or in the air. If soldiers are not on hand, responsibility to react will fall on the settlements' civilian guards, Vaknin said.
In response, the Association for Civil Rights in Israel sent a complaint last week to the military's advocate general claiming the settler training amounts to inciting vigilante violence against unarmed civilians exercising their right to protest. The army did not immediately comment on the complaint.Mike Guzafsky, 47, a settler who trains guard and attack dogs for settlements, noted that the army appeared to have been caught by surprise last month when militants crossed the Egypt-Israel border and ambushed vehicles in southern Israel, killing eight people. He said he got 100 requests for dogs ahead of September, far above the usual.What happens,he said, speaking at the West Bank settlement of Elazar, if the army is once again caught off guard when 500 hostile Arabs are trying to penetrate a settlement with knives and guns? Iran plugs first nuclear power plant into grid

TEHRAN (Reuters) – Iran's first nuclear power plant has finally begun to provide electricity to the national grid, official media reported on Sunday, a long-delayed milestone in the nuclear ambitions of a country the West fears is covertly try to develop atomic bombs.The Atomic Energy Agency announced that atomic electricity from Bushehr power plant joined the national grid with a power of around 60 megawatts on Saturday at 2329 (1859 GMT), the official news agency IRNA reported.The start-up will come as a relief to Tehran after many years of delays and false starts at the plant it hopes will show the world it has joined the nuclear club despite sanctions imposed in an attempt to curb its disputed nuclear progress.The $1-billion, 1,000-megawatt Bushehr plant will be formally inaugurated on September 12, by which time it will be operating at 40 percent capacity, Hamid-Khadem Qaemi, spokesman for the Atomic Energy Organization of Iran (AEOI), told the state-controlled Arabic language TV station al-Alam.The AEOI was not immediately available to comment.The plant on the Gulf coast is the first of what Iran says will become a network of nuclear facilities that will reduce its reliance on its abundant fossil fuels and is a showpiece of what it says is a purely peaceful atomic programme.Bushehr's start-up comes with Russia pushing to revive talks between global powers and Iran about its separate uranium enrichment work, seen abroad as a potential proliferation threat since highly refined uranium fuels atomic bombs.Iran says it is enriching uranium only to lower levels suitable for power plant fuel or medical and agricultural uses.

Started by Germany's Siemens in the 1970s before the 1979 Islamic Revolution, the Bushehr project was taken over by Russian engineers in the 1990s. Delays fueled speculation Moscow was using the project as a diplomatic lever over Iran.Nuclear fuel rods were transported into the reactor building amid great media fanfare more than a year ago, but were not loaded into the reactor until later in 2010 and even then had to be removed due to technical problems.As recently as last month Iran told U.N. inspectors it had temporarily shut down the Bushehr reactor for technical reasons and, separately, a special said the plant was still a long way from joining the grid.But analysts were not entirely surprised by Sunday's news.They have been doing the tests on it for some time. It is certainly no surprise that they are doing it around now,said Malcolm Grimston, a nuclear expert at London's Chatham House.It is a milestone in the sense that it is their first full scale power reactor but it doesn't change any of the major arguments (about Iran's wider nuclear programme), he said.London-based nuclear proliferation expert Mark Fitzpatrick said: So many announcements have been made about imminent plans to connect Bushehr to the grid that it's hardly newsworthy now that it has actually happened.On the fact that Bushehr was only running at 6 percent capacity, he said: They are wise, of course, to take it slow. Iceland says it was bullied over bank debt

REYKJAVIK (Reuters) – Iceland's president accused European countries on Sunday of having bullied it into agreeing to guarantee repayment of the debts of a failed bank, reviving a dispute with Britain and the Netherlands whose citizens are owed billions.When Iceland's banking sector collapsed in the 2008 global financial crisis, accounts were frozen at the bank Landsbanki, which had accepted deposits from British and Dutch savers through online funds called Icesave.Iceland says the estate of the failed bank will be enough to repay about $5 billion of debt to the British and the Dutch. And I’m convinced that once this sleeping giant wakes, it could ignite the gold market like nothing we’ve ever seen.The fund management industry handles the bulk of the world’s wealth. These institutions include insurance companies, hedge funds, mutual funds, sovereign wealth funds, etc. But the elephant in the room is pension funds. These are institutions that provide retirement income, both public and private.Global pension assets are estimated to be – drum roll, please – $31.1 trillion. No, that is not a misprint. It is more than twice the size of last year’s GDP in the U.S. ($14.7 trillion).We know a few hedge fund managers have invested in gold, like John Paulson, David Einhorn, Jean-Marie Eveillard. There are close to twenty mutual funds devoted to gold and precious metals. Lots of gold and silver bugs have been buying.So, what about pension funds? According to estimates by Shayne McGuire in his new book, Hard Money; Taking Gold to a Higher Investment Level, the typical pension fund holds about 0.15% of its assets in gold. He estimates another 0.15% is devoted to gold mining stocks, giving us a total of 0.30% – that is, less than one third of one percent of assets committed to the gold sector.Shayne is head of global research at the Teacher Retirement System of Texas. He bases his estimate on the fact that commodities represent about 3% of the total assets in the average pension fund. And of that 3%, about 5% is devoted to gold. It is, by any account, a negligible portion of a fund’s asset allocation.Now here’s the fun part. Let’s say fund managers as a group realize that bonds, equities, and real estate have become poor or risky investments and so decide to increase their allocation to the gold market. If they doubled their exposure to gold and gold stocks – which would still represent only 0.6% of their total assets – it would amount to $93.3 billion in new purchases.
How much is that? The assets of GLD total $55.2 billion, so this amount of money is 1.7 times bigger than the largest gold ETF. SLV, the largest silver ETF, has net assets of $9.3 billion, a mere one-tenth of that extra allocation.The market cap of the entire sector of gold stocks (producers only) is about $234 billion. The gold industry would see a 40% increase in new money to the sector. Its market cap would double if pension institutions allocated just 1.2% of their assets to it.But what if currency issues spiral out of control? What if bonds wither and die? What if real estate takes ten years to recover? What if inflation becomes a rabid dog like it has every other time in history when governments have diluted their currency to this degree? If these funds allocate just 5% of their assets to gold – which would amount to $1.5 trillion – it would overwhelm the system and rocket prices skyward.And let’s not forget that this is only one class of institution. Insurance companies have about $18.7 trillion in assets. Hedge funds manage approximately $1.7 trillion. Sovereign wealth funds control $3.8 trillion. Then there are mutual funds, ETFs, private equity funds, and private wealth funds. Throw in millions of retail investors like you and me and Joe Sixpack and Jiao Sixpack, and we’re looking in the rear view mirror at $100 trillion.I don’t know if pension funds will devote that much money to this sector or not. What I do know is that sovereign debt risks are far from over, the U.S. dollar and other currencies will lose considerably more value against gold, interest rates will most certainly rise in the years ahead, and inflation is just getting started. The Komemiyut movement will be holding on Wednesday its annual event marking the destruction of Gush Katif, the expulsion of its 8000 Jewish residents and the burning of the synagogues there, in what was euphemistically called the disengagement from Gaza by Prime MInister Ariel Sharon's government.The event, which will be held in the Hurva Synagogue in Jerusalem’s Old City, will be attended by leading rabbis and public figures and a large crowd from among the general public is expected to be present as well.This is the fifth year in a row that the event will be held, and the second time it will be held in the Hurva Synagogue, a fact which Komemiyut chairman Rabbi Musa Cohen told Arutz Sheva on Sunday is symbolic of the desire and longing to return to the uprooted Gush Katif, just as the Hurva was rebuilt after destruction by a Jordanian shell.The event will begin at 3:30 p.m. (Israel time) and will begin with a seminar led by rabbis, followed by a mincha (afternoon) service which will also be attended by those in the crowd who mark the day of Gush Katif’s destruction by fasting. Security forces resumed early Monday morning the evacuation and demolition of three homes in the community of Migron in Binyamin, previously slated for demolition which had been stopped when the issue of the entire community came before the Supreme Court.The evacuation resumed after having been stopped earlier when Supreme Court Justice Neil Handel issued a temporary injunction prohibiting the demolition of the three homes. The petition was submitted by the Binyamin Residents Council and the Regavim movement. The injunction was presented to the IDF commander in the area, but a short time later the forces were instructed to go ahead with the demolition after the prosecution announced in an unprecedented move that it would petition the injunction.Rightist groups have reportedly called on the public to come to Migron and help stop the demolition.Yassam forces arrived already late Sunday night at Migron and began surrounding the three homes that had been slated for demolition.
Local residents told Arutz Sheva that police officers were violently distancing anyone who tried to come near the homes. The families living in the three homes were reportedly being forcefully removed from them.The Honenu legal aid association reported that at least seven people had been detained in clashes that broke out in the area during the attempted demolition. According to the report, the detainees include five teenage girls, a resident of Samaria, and a resident of the Binyamin region in his thirties.It was also reported that security forces were blocking Highway 60 between Jerusalem and the Tapuach junction. IDF and police also closed the road to the media, including an Arutz Sheva team that was making its way to the area.MK Dr. Michael Ben-Ari (National Union) blamed Prime Minister Binyamin Netanyahu for the Migron evacuation and said, It is fitting for Bibi to try and distract public opinion from the public protest against him by beating settlers. Netanyahu has too many advisors who tell him to use the strike the settlers and save yourself method just to avoid further criticism about the public protest against him.

As Israel's relations with Turkey deteriorate, the United States is apparently getting ready to maintain two parallel systems of defense relations with Turkey and Israel instead of combining the two.This can be seen in the Turkish agreement to take part of the NATO anti-defense missile shield.Negotiations over Turkish participation have apparently moved ahead as a result of growing friction between Turkey and Iran.The specific cause of tension has been the disagreement over the Assad regime's brutal suppression of demonstrations in Syria.The general cause of tension has been the growing competition between Iran and Turkey over influence in the Middle East. While Iran has maintained relations with the Sunni Hamas and Al Qaeda, part of the Iranian ideology has been fueled by the hopes that Iran could now reverse Shiite Islam's subordinate position to Sunni Islam and the Muslim world.
Iran's support for Assad is in part repayment for the fact that Hafiz Assad was the only major Arab leader who supported Iran during the Iran-Iraq war during the 1980s. There is also the religious element in that the Alawites of Syria are considered heretics by the majority Sunnis just as the Shiites are considered heretics by the Sunnis.While there have been some reservations expressed in Iran over the wisdom of total backing for Assad, a decision has been made as the daily Kayhan, the mouthpiece for Supreme Leader Ali Khamenei’s, editorialized: Those targeting Syria are, in fact, targeting the Islamic Revolution in Iran.The paper also warned specifically: Turkey must know that the Islamic Republic will use all means at its disposal to ensure the failure of plots against Syria.Hence Turkey, hitherto reluctant to support sanctions against Iran over the nuclear program, has become alarmed and is seeking NATO protection. The main sticking point was whether information would be shared with Israel. The Turkish government objected to any such sharing.Both Iran and Turkey have used anti-Israel policies and rhetoric to promote their penetration of the Middle East. Turkey could not allow Iran to contend that Turkey and Israel were engaged in military collaboration.The US according to the Wall Street Journal, apparently provided the assurance as U.S. officials told Turkish counterparts that the U.S. has a separate and robust missile defense relationship with Israel, where the U.S. based its high-powered X-Band radar in 2008 to bolster Israel’s missile defenses|.
Russia officially does not object to Turkish participation. Turkey, as opposed to Poland and the Czech Republic, is geographically distant from Russia's European heartland.Russia, however, is opposed to an anti-missile system if it will not be a joint NATO-Russian system and the Turkish system means that the missile shield has gained further traction.This has prompted Russia's ambassador to NATO, Dimitry Rogozin, to announce on Friday plans to travel to Iran later this month to discuss its ballistic missile program and the U.S.-led missile shield in Europe.We, in turn, are interested in getting clarification from the Iranian side over its plans to develop missiles which are often referred to with alarm by our U.S. and European partners,Rogozin said.Russia is belatedly realizing that the missile shield will go ahead irrespective of her objections unless the Iranian missile threat is neutralized.

A senior New Israel Fund officer told a U.S. official in 2010 that the disappearance of the Jewish state would not be a tragedy, according to a document that was leaked by Wikileaks.The officer is Hedva Radovanitz, who was at the time (February 2010) NIF Associate Director in Israel, according to the document.The document relates to the attempts to pass a law that would demand transparency of political NGOs operating in Israel that are funded by foreign countries. An American diplomatic officer interviewed Radovanitz and heard her bemoaning the state of Israel's Left:
New Israel Fund (NIF) Associate Director in Israel Hedva Radovanitz, who manages grants to 350 NGOs totaling about 18 million dollars per year, told PolOff [presumably an abbreviation for political office or political officer – Ed.] on February 23 that the campaign against the NGOs was due to the disappearance of the political left wing in Israel and the lack of domestic constituency for the NGOs. She noted that when she headed ACRI's Tel Aviv office, ACRI had 5,000 members, while today it has less than 800, and it was only able to muster about 5,000 people to its December human rights march by relying on the active staff of the 120 NGOs that participated. Radovanitz commented that the NIF was working behind the scenes through many NGOs to prevent the NGO legislation from passing in its current form.
The cable then quotes Radovanitz's prediction for Israel's future thus:She commented that she believed that in 100 years Israel would be majority Arab and that the disappearance of a Jewish state would not be the tragedy that Israelis fear since it would become more democratic. Radovanitz also outlines the future plans of the NIF:
She also said the NIF was currently re-evaluating its strategy and was hoping to create a movement rather than just a lot of NGOs. She said the NIF had no plans to build a human rights constituency within the right wing of Israeli society, though she believed politics had shifted to the right for the foreseeable future.
The NIF has been operating since the 1980s and has been at the focus of extreme controversy in the last three years. It was accused of manufacturing unfounded and damning anti-IDF quotes that were used extensively by the UN's Goldstone Commission to blame Israel for the Gaza counter-terror campaign that began in late 2008. Israel's leading pro-Arab NGOs are funded by the NIF.

The death toll for Gaza terrorists' massive rocket barrage on southern Israel two weeks ago has risen to three. Eliyahu Naim, 79, died Sunday in a Jerusalem hospital, two weeks after hitting his head while running for shelter in Ashkelon.Naim lost consciousness immediately after the accident, and did not wake up.A second victim of the attacks, 62-year-old Varda Nachmias, suffered a similar fate. Nachmias fell while running for shelter during a rocket attack and injured her neck. She passed away two days later.The first victim of the attacks was 38-year-old Yossi Shushan, who was killed by a missile strike in Be'er Sheva. Shushan was survived by two young daughters and by his wife Lilach, who is in her ninth month of pregnancy.
Israeli army, settlers brace for West Bank unrest

ELAZAR, West Bank (AP) — Israeli forces are seeking to prevent bloodshed when Palestinians march in support of a statehood drive this month, but they are preparing for worst-case scenarios, even authorizing West Bank settlers to shoot at Palestinians who approach their communities.Palestinians say the rallies will be peaceful — a view shared by Israel's own security assessments — and will steer clear of any settlements. Yet, the combustible atmosphere and the long and deadly history of Israeli-Palestinian violence are raising the specter that events might spin out of control.For the Palestinians, the mass marches are intended to boost their campaign to get the U.N. to recognize an independent state, a strategy they are trying because negotiations aimed at bringing about a state through a peace deal with Israel have been stalled for two years.Settlers living on land the Palestinians want for their future state have long been targets for militant attacks; likewise, some settlers have attacked Palestinian civilians. The fear among settlers now is that even unarmed crowds — if large enough — could overrun their communities.Ilan Paz, a retired Israeli general who served in the West Bank for a decade, said a scenario with hundreds of casualties was not unthinkable.You can't know how this sort of protest will end, Paz said.All sorts of local incidents can lead to injuries, and this can cause a deterioration in the situation.Israel's army is training soldiers used to battling gunmen in non-lethal riot control tactics and inviting settlers to watch the drills at a military camp in a rural part of central Israel.The mass demonstrations are set for around the time of the Sept. 13-22 United Nations General Assembly session, where the Palestinians hope to be granted official endorsement as a state. Preparations undertaken by police are expected to cost Israel about $20 million, according to a senior police officer. Purchases include 16 long-range tear gas launchers, 15 trained Belgian horses to bolster the police's mounted forces, and a weeklong riot training course for a quarter of the nation's 28,000 police officers, he said.Police expect Israeli-controlled east Jerusalem, home to 250,000 Palestinians, to be a flash point, he added. He spoke on condition of anonymity because of the sensitive nature of the precautions.Security forces are stockpiling tear gas, stun grenades, water cannons and other non-lethal weapons. At a military camp about an hour's drive from Israel's metropolitan center in Tel Aviv, troops are practicing civilian crowd control.But in the West Bank, some settlers say they do not fully trust the army to handle any unrest.The army doesn't always know how to deal with this sort of event, said Avraham Binyamin, a spokesman for Yitzhar, a settlement considered extreme even by many settlers.Palestinians marching toward settlements are a threat even if they are not carrying firearms, he said:You can kill with a rock or a knife, and you can burn with a match.There are 300,000 Israeli settlers in the West Bank, living among around 2.5 million Palestinians. The list includes no planned marches toward settlements.Saeb Erekat, the chief Palestinian negotiator, said fears of Palestinian violence were absolutely unfounded.The real fear of the settlers and (Prime Minister Benjamin) Netanyahu is that they know that once Palestine is admitted as a member of the U.N., their days of occupation and settlements are numbered,he said.In coordination with the military, each Israeli settlement has identified a response line around its perimeter, said Shlomo Vaknin, security officer for a settler umbrella group known as the Yesha Council. Should Palestinians cross that line, the military will shoot at marchers' feet or in the air. If soldiers are not on hand, responsibility to react will fall on the settlements' civilian guards, Vaknin said.
In response, the Association for Civil Rights in Israel sent a complaint last week to the military's advocate general claiming the settler training amounts to inciting vigilante violence against unarmed civilians exercising their right to protest. The army did not immediately comment on the complaint.Mike Guzafsky, 47, a settler who trains guard and attack dogs for settlements, noted that the army appeared to have been caught by surprise last month when militants crossed the Egypt-Israel border and ambushed vehicles in southern Israel, killing eight people. Iran plugs first nuclear power plant into grid

TEHRAN (Reuters) – Iran's first nuclear power plant has finally begun to provide electricity to the national grid, official media reported on Sunday, a long-delayed milestone in the nuclear ambitions of a country the West fears is covertly try to develop atomic bombs.The Atomic Energy Agency announced that atomic electricity from Bushehr power plant joined the national grid with a power of around 60 megawatts on Saturday at 2329 (1859 GMT), the official news agency IRNA reported.The start-up will come as a relief to Tehran after many years of delays and false starts at the plant it hopes will show the world it has joined the nuclear club despite sanctions imposed in an attempt to curb its disputed nuclear progress.The $1-billion, 1,000-megawatt Bushehr plant will be formally inaugurated on September 12, by which time it will be operating at 40 percent capacity, Hamid-Khadem Qaemi, spokesman for the Atomic Energy Organization of Iran (AEOI), told the state-controlled Arabic language TV station al-Alam.The AEOI was not immediately available to comment.The plant on the Gulf coast is the first of what Iran says will become a network of nuclear facilities that will reduce its reliance on its abundant fossil fuels and is a showpiece of what it says is a purely peaceful atomic programme.Bushehr's start-up comes with Russia pushing to revive talks between global powers and Iran about its separate uranium enrichment work, seen abroad as a potential proliferation threat since highly refined uranium fuels atomic bombs.Iran says it is enriching uranium only to lower levels suitable for power plant fuel or medical and agricultural uses.

Started by Germany's Siemens in the 1970s before the 1979 Islamic Revolution, the Bushehr project was taken over by Russian engineers in the 1990s. Delays fueled speculation Moscow was using the project as a diplomatic lever over Iran.Nuclear fuel rods were transported into the reactor building amid great media fanfare more than a year ago, but were not loaded into the reactor until later in 2010 and even then had to be removed due to technical problems.As recently as last month Iran told U.N. inspectors it had temporarily shut down the Bushehr reactor for technical reasons and, separately, a special said the plant was still a long way from joining the grid.But analysts were not entirely surprised by Sunday's news.They have been doing the tests on it for some time. REYKJAVIK (Reuters) – Iceland's president accused European countries on Sunday of having bullied it into agreeing to guarantee repayment of the debts of a failed bank, reviving a dispute with Britain and the Netherlands whose citizens are owed billions.When Iceland's banking sector collapsed in the 2008 global financial crisis, accounts were frozen at the bank Landsbanki, which had accepted deposits from British and Dutch savers through online funds called Icesave.Iceland says the estate of the failed bank will be enough to repay about $5 billion of debt to the British and the Dutch. The two countries had wanted the government in Reykjavik to give a state guarantee to the repayment.In a referendum earlier this year, Icelanders rejected for a second time giving a guarantee.People (in the government) bowed to the bullying of the Europeans ..., President Olafur Ragnar Grimsson told RUV public radio. China’s increased gold reserves will thus act as a model and lead other countries towards reserving more gold. You already know the basic reasons for owning gold – currency protection, inflation hedge, store of value, calamity insurance – many of which are becoming cliches even in mainstream articles. Throw in the supply and demand imbalance, and you’ve got the basic arguments for why one should hold gold for the foreseeable future.All of these factors remain very bullish, in spite of gold’s 450% rise over the past 10 years. No, it’s not too late to buy, especially if you don’t own a meaningful amount; and yes, I’m convinced the price is headed much higher, regardless of the corrections we’ll inevitably see. Each of the aforementioned catalysts will force gold’s price higher and higher in the years ahead, especially the currency issues.But there’s another driver of the price that escapes many gold watchers and certainly the mainstream media. And I’m convinced that once this sleeping giant wakes, it could ignite the gold market like nothing we’ve ever seen.The fund management industry handles the bulk of the world’s wealth. These institutions include insurance companies, hedge funds, mutual funds, sovereign wealth funds, etc. But the elephant in the room is pension funds. These are institutions that provide retirement income, both public and private.Global pension assets are estimated to be – drum roll, please – $31.1 trillion. No, that is not a misprint. It is more than twice the size of last year’s GDP in the U.S. ($14.7 trillion).We know a few hedge fund managers have invested in gold, like John Paulson, David Einhorn, Jean-Marie Eveillard. There are close to twenty mutual funds devoted to gold and precious metals. Lots of gold and silver bugs have been buying.So, what about pension funds? According to estimates by Shayne McGuire in his new book, Hard Money; Taking Gold to a Higher Investment Level, the typical pension fund holds about 0.15% of its assets in gold. He estimates another 0.15% is devoted to gold mining stocks, giving us a total of 0.30% – that is, less than one third of one percent of assets committed to the gold sector.Shayne is head of global research at the Teacher Retirement System of Texas. He bases his estimate on the fact that commodities represent about 3% of the total assets in the average pension fund. And of that 3%, about 5% is devoted to gold. It is, by any account, a negligible portion of a fund’s asset allocation.Now here’s the fun part. Let’s say fund managers as a group realize that bonds, equities, and real estate have become poor or risky investments and so decide to increase their allocation to the gold market. If they doubled their exposure to gold and gold stocks – which would still represent only 0.6% of their total assets – it would amount to $93.3 billion in new purchases.
How much is that? The assets of GLD total $55.2 billion, so this amount of money is 1.7 times bigger than the largest gold ETF. SLV, the largest silver ETF, has net assets of $9.3 billion, a mere one-tenth of that extra allocation.The market cap of the entire sector of gold stocks (producers only) is about $234 billion. The gold industry would see a 40% increase in new money to the sector. Its market cap would double if pension institutions allocated just 1.2% of their assets to it.But what if currency issues spiral out of control? What if bonds wither and die? What if real estate takes ten years to recover? What if inflation becomes a rabid dog like it has every other time in history when governments have diluted their currency to this degree? If these funds allocate just 5% of their assets to gold – which would amount to $1.5 trillion – it would overwhelm the system and rocket prices skyward.And let’s not forget that this is only one class of institution. Insurance companies have about $18.7 trillion in assets. Hedge funds manage approximately $1.7 trillion. Sovereign wealth funds control $3.8 trillion. Then there are mutual funds, ETFs, private equity funds, and private wealth funds. Throw in millions of retail investors like you and me and Joe Sixpack and Jiao Sixpack, and we’re looking in the rear view mirror at $100 trillion.I don’t know if pension funds will devote that much money to this sector or not. What I do know is that sovereign debt risks are far from over, the U.S. dollar and other currencies will lose considerably more value against gold, interest rates will most certainly rise in the years ahead, and inflation is just getting started. These forces are in place and building, and if there’s a paradigm shift in how these managers view gold, look out! I thought of titling this piece, Why $5,000 Gold May Be Too Low. Because once fund managers enter the gold market in mass, this tiny sector will light on fire with blazing speed.
