Pieces of rare biblical manuscript reunited

JERUSALEM – Two parts of an ancient biblical manuscript separated for centuries are going on display together for the first time.Friday's showing has been made possible by an accidental discovery that may help illuminate a dark period in the history of the Hebrew Bible.The pieces of the 1,300-year-old manuscript include the text of the Song of the Sea from the Book of Exodus. They were reunited after two scholars noticed in 2007 that the writing on one fragment known as the Ashkar manuscript matched another rare fragment known as the London manuscript.The two pieces are among a handful of surviving biblical manuscripts from the period between the early centuries A.D. and the 10th century A.D. They will be displayed at Israel's national museum in Jerusalem.

EU parliament chief considering action against British MEP

EUOBSERVER / BRUSSELS - EU parliament President Jerzy Buzek is considering disciplinary action against a British MEP who launched a verbal attack on EU council President Herman Van Rompuy.Mr Buzek has, via email, summoned the British eurosceptic deputy, Nigel Farage, to discuss the incident in his office at 13.45 Brussels time on Tuesday (2 March). The president is currently exploring which measures are the most appropriate to deal with this issue, Mr Buzek's spokeswoman, Inga Rosinska, told EUobserver.He would like to see vivid political debate but he will not tolerate that this chamber is disrespected, that people in it are personally insulted or comments about anyone's personal appearance,she added.Ms Rosinska's statement echoed the language of the parliament's rules of procedure, which say that: Members' conduct shall be characterised by mutual respect ...[and] respect the dignity of parliament.In exceptionally serious cases an MEP could face an official reprimand, a small fine, a few days' suspension of voting rights or removal from an official parliamentary function, such as membership of a committee.

Gawain Towler, a spokesman for Mr Farage's political faction, the Europe of Freedom and Democracy group, said the Farage side was surprised by the severity of the backlash. He said Mr Farage's remarks would be considered normal by the standards of the British House of Commons. So he was a little bit rude - this is politics, get over it,he said.The insults thrown around in the House of Commons are much more vicious.Mr Farage during a plenary debate in the EU capital on Wednesday said Mr Van Rompuy has the charisma of a damp rag and looks like a low-grade bank clerk. He also called him a quiet assassin of democracy and said that his native Belgium is a non-country.The feeling among some parliamentary officials is that he crossed the line of good taste. But that it would have been better if Mr Buzek, who chaired the debate, had simply switched off his microphone.I think I'm now public enemy number 1! Mr Farage commented on his Twitter account on Thursday as he was leaving Brussels.

EUOBSERVER / BRUSSELS - Herman Van Rompuy was subjected to a series of personal insults on Wednesday (24 February) spoiling his maiden appearance in the European Parliament as president of the European Council.Mid-way through a fairly tame exchange of views on EU policy, Mr Van Rompuy was visibly shocked and uncomfortable when comments by British eurosceptic MEP Nigel Farage took a personal turn.Speaking about Mr Van Rompuy's 15 minute introductory speech, Mr Farage said he had the charisma of a damp rag and the appearance of a low-grade bank clerk.I have never heard of you. Nobody in Europe had ever heard of you, the British politician continued, referring to the former Belgian prime minister's surprise appointment late last year to chair the regular meetings of EU leaders. Virtually unknown outside Belgium, Mr Van Rompuy's low-key manner coupled with not having any pretensions to limelight-stealing were widely seen as key to him securing the job - a new post created by the Lisbon Treaty, in place since 1 December.

Since then he has maintained the background approach but has started to make his presence felt by calling an informal economic summit earlier this month, suggesting EU leaders meet every month and making it clear that he intends to be a visible presence at the G20 meeting later this year. Mr Farage's outburst, which was rounded off with a back-handed compliment that Mr Van Rompuy was also competent and capable and dangerous, was immediately criticised by his colleagues.Joseph Daul, head of the centre-right EPP party, suggested the UK should leave the EU as it is apparently not pleased to be in the union.Socialist leader Martin Schulz said it would be better for Mr Farage to resign. Mr Schulz also rounded on parliament chief Jerzy Buzek, who did not intervene during Mr Farage's speech.I am very disappointed with you Mr Buzek. I expected you as president to call this person to order.Mr Buzek, who indicated he had his own behind-the-scenes way of dealing with such incidents, said character assassinations are inadmissible in the European parliament.Later in the debate, Mr Van Rompuy dismissed Mr Farage's comments. There was one contribution that i can only hold in contempt but I'm not going to comment on that further, he said.

EU parliament keen to hire more staff

EUOBSERVER / BRUSSELS - MEPs have voted to give themselves an extra €1,500 a month in allowances and to hire 150 more staff.Due to the parliament's vastly increased powers and tasks under the Lisbon Treaty, extra staff are needed in parliament's political groups, its administration, and to work with MEPs, it said in a statement justifying the €13.4 million proposal.Seventy five of the new officials will go to work in the parliament's law-making committees and 75 will be gobbled up by its political groups.The statement said the €1,500 allowance will be used to hire more or better-qualified assistants for MEPs. It noted that assistants' fees are handled by the parliamentary administration, not by individual deputies, in a nod to a mini- scandal last year which saw some British members exposed for siphoning cash to relatives.The house plans to cut an internal rainy-day fund for its buildings by €4 million to help pay for the increases.The staffing proposal was passed by 430 votes against 117 with 58 abstentions on Thursday (25 February). But it must now be approved by the European Commission and by EU states in developments expected in April.

MEPs already get €17,540 a month to pay for assistants on top of wages of €7,665 per month.Thursday's resolution comes ahead of an upcoming report by Belgian Green MEP Bart Staes criticising the house's accounting standards.It also comes amid crisis-related austerity measures imposed in several EU states, not least Greece, which has been hit by strikes and protests over budgetary cuts for in recent days.

Latvia and Lithuania call for tighter EU rules on arms sales

EUOBSERVER / BRUSSELS - Latvia and Lithuania have called for tighter EU rules on arms exports amid French plans to sell a state-of-the-art warship to Russia.The Baltic countries made their appeal during an informal EU defence ministers' meeting in Majorca on Thursday (25 February).The EU and Nato should only sell their military equipment and weapons to third countries if it does not create risks of regional security tension,Latvian defence minister Imants Liegis said, according to his press statement.EU member states should consult among themselves on issues that might compromise the security of other member states before clinching strategic and military deals.I said I supported my Latvian colleague, Lithuanian defence minister Rasa Jukneviciene told EUobserver in a phone interview. It is time for the EU and Nato to formulate a more clear and firm policy on rules for military export control. There are no clear rules now.The two former Soviet republics raised the alarm earlier this month when they found out via media that France is in talks to sell a Mistral class warship to Russia.The vessel can be used to launch large-scale amphibious assaults, with a Russian admiral recently remarking that he could have won the 2008 war against Georgia in 40 minutes with the help of such a ship.The Latvian and Lithuanian ministers also voiced their concerns in bilateral meetings with French defence minister Herve Morin at the Spanish event.They don't understand our relationship with Russia. They don't see a problem. France said that times have changed, that we should forget about the past, a Latvian official said.The Lithuanian meeting was friendlier. We left with different positions on the subject. But I was told that no final decision [on the sale] has been made yet, Ms Jukneviciene said. A number of EU states, including Poland, voiced support for her proposals on new rules in the margins of the Majorca gathering, the Lithuanian minister added. The EU already has a Code of Conduct on arms exports, adopted in 2008.But it is not legally binding and is routinely flouted by EU states.

Defence ministers eye new powers

EU foreign relations chief Catherine Ashton skipped the Majorca meeting to be at the inauguration of President Viktor Yanukovych in Kiev. But her proposals for an institutional shake-up on EU defence policy, put forward in a letter, gained wide support. Currently, EU defence ministers meet just four times a year and do not take formal decisions, which are left up to EU foreign ministers. But Ms Ashton said they should meet as often as once a month and to have executive powers. This should happen. I don't see any problems at all, an EU official said. The proposal is to be discussed again in April.EU defence ministers also sketched out plans for expanding the EU's anti-piracy mission in the Gulf of Aden. The Atalanta mission may in future seek to establish control over Somalian ports which support pirate activity and target assailants' refueling boats. The maritime mission has to look landward now to see what is happening there, Spanish defence minister Carme Chacon said. It's very important for our fishing vessels that we neutralise them [the pirates] and their refueling vessels,she added, referring to Spanish tuna boats which operate in the region.

Iceland debt talks collapse

EUOBSERVER / BRUSSELS - Talks between Iceland and the UK and the Netherlands over the Icesave banking dispute collapsed late on Thursday, making a referendum on a previously agreed deal more likely, a vote the government in Reykjavik is almost certain to lose.The Icelandic finance ministry announced on Thursday evening that the latest round of talks between the parties had adjourned without a final resolution.Representatives of the three parties had been meeting in London for the last two weeks.We had hoped to be able to reach a consensual resolution of this issue on improved terms, said Icelandic finance minister Steingrímur Sigfússon, but this has not as yet been possible.Constructive proposals were made by both sides during these talks, but significant differences remain, he added.Icelandic negotiators are to return to Reykavik to discuss what is to be the government's next move.After the Icelandic Icesave internet bank collapsed in 2008, depositers in the UK and the Netherlands were compensated by their governments to the tune of €3.8 billion. The Hague and London now are demanding Reykjavik pay them back.The government has agreed to do so, but the terms are considered onerous by a majority of the population. Under the terms of the agreement the loan will be paid back over 15 years with interest, with estimates suggesting every household will have to contribute around €45,000.The UK-Dutch side had reportedly offered reduced interest rates and a suspension of interest for two years, an position described by the Dutch as their best offer.The Icelandic side felt that the interest applied would still be too high to be palatable domestically.

The Icelandic president had refused to sign the government bill that approved a schedule of payments to the two governments, provoking a referendum on the matter due on 6 March, which analysts and pollsters expect the government to lose.In trying to negotiate better terms for payback of the debt, the government had hoped to avoid the vote, as it is certain to threaten the supply of international financial aid.The referendum is now likely to proceed and a No vote all but assured.The development further threatens the likelihood of Iceland acceding to the European Union, as the UK and the Netherlands have hinted that they will block accession talks with the north Atlantic nation if the Icesave issue is not resolved.

Greek woes increase as US looks into hidden debt

Greek woes continued on Thursday (25 February) as threats of further credit rating downgrades had a negative impact on the country's bond market. Just 24 hours after a similar statement by Standard & Poor's, rival credit rating agency Moody's said Greece was in danger of seeing its rating cut, causing Greek bond prices to fall and yields to rise. Rumours that Greece is preparing further austerity measures in a bid to reduce its budget deficit did not appear to allay investors' fears, despite an announcement by EU economy commissioner Olli Rehn that he would fly to Greece next week. I'm planning to go to Greece next week to discuss the fiscal and economic situation and the future financial stability of the eurozone, Mr Rehn told a news conference in Brussels. He added that he was looking forward to reading the report from the latest EU monitoring visit. Commission, European Central Bank and International Monetary Fund officials wrapped up a three-day expedition to Greece on Thursday during which they closely inspected the country's finances. The officials will have seen the mass protests that spilled over into violent clashes on Wednesday, as Greek citizens displayed their unhappiness with the government's programme of spending cuts, tax increases and plans to raise the retirement age.

Mr Rehn is likely to discuss the need for further austerity measures during his visit to Athens, together with allegations that Greece used financial derivative products, including currency swaps, to hide the true extent of its debt pile over the past decade. On Thursday, the US Federal Reserve announced it would look into the role played by Wall Street investment bank Goldman Sachs in providing Greece with the currency swaps, which reportedly helped Athens to keep a multi-billion euro loan hidden from EU monitors. We are looking into a number of questions relating to Goldman Sachs and other companies and their derivatives arrangements with Greece, said Federal Reserve chairman Ben Bernanke Bernanke before a hearing in Congress. The EU requested that Greece hand over information regarding the currency swaps to the bloc's statistics agency by last Friday, but the deadline was missed.

Ministers want to give EU-US bank data deal another try

EUOBSERVER / BRUSSELS – EU interior ministers want to negotiate a new agreement with the US on bank data transfers after the European Parliament struck down an interim deal earlier this month, blocking American authorities from tracking down terrorism funding via Europe.We want to have an agreement with the US. We see this as being a fundamental element of our co-operation in attempts to combat international terrorism, Spanish interior minister Alfredo Rubalcaba said during a press conference on Thursday (25 February).He added that from the contacts they had so far with the American side, Washington seemed to be in favour of a new agreement with the EU as a whole. Ahead of the parliament's negative vote on 11 February, the US had indicated that it could opt for bilateral deals with Belgium and Netherlands - the countries that host the data bases of the main company facilitating international bank transfers: the Society for Worldwide Interbank Financial Telecommunication (Swift). This path is seen as offering even less data protection guarantees than an EU-wide agreement, which requires the approval of the European Parliament.There were some discussions about bilateral agreements, but the Council [of Ministers, representing the member states] is quite clear: We want something for Europe as a whole, an agreement tbat includes restrictions and allays concerns of the European Parliament, Mr Rubalcaba stressed.When asked if the Belgian and Dutch minister promised not to strike bilateral deals with the US, the Spanish official replied that they made clear statements in favour of an EU agreement - a view that was unanimous among the bloc's ministers.EU diplomats however point to the fact the bilateral option is not off the table, given the time pressure and the security gap created by the rejection of the interim deal.

A new deal - if the US agrees to go through the process again - is not expected to be struck before autumn this year. And the problem is that the parliament can still say no in the end, despite being informed all along,one EU official told this website.The temporary agreement negotiated last year by the Swedish EU presidency and briefly enacted from 1 to 11 February until the parliament struck it down, was aimed at keeping the data flow going, as Swift reconfigured its databases on 1 January so that the one on US soil would no longer mirror European data. The reconfiguration was prompted by a media scandal back in 2006 when it emerged that Swift was allowing US authorities to access its American database as part of the War on Terror following the attacks on New York and Washington of 11 September 2001.

Apart from data protection issues, the interim agreement was also a victim of the power struggle between the EU's three bodies once the new legal framework came into force on 1 December 2009. The European Parliament argued that it had been sidelined during negotiations on the interim agreement last year and that the EU executive and the Council of Ministers rushed to sign the deal on 30 November, just one day before the Lisbon Treaty was enacted, granting lawmakers a bigger say on the matter.
Meanwhile, the commission is currently drafting a negotiating mandate on behalf of the EU, which would include some of the concerns expressed by MEPs, such as the fact that data is transmitted in bulk, not in individual cases.The interim agreement was not perfect, we'll come up with something better, home affairs commissioner Cecilia Malmstrom said during the same press conference, while pledging to keep the parliament informed from the very beginning and throughout the whole process.

EU court strikes blow against Israeli settlers

EUOBSERVER / BRUSSELS - The EU court in Luxembourg has ruled that Israel cannot pass off products made by settlers on occupied Palestinian land as its own in order to get customs perks. The verdict on Thursday (25 February) came in the case of German soft drinks firm Brita, which buys syrups from Israeli company Soda-Club in Mishor Adumin in the occupied West Bank.Israeli customs authorities had put forward documents saying that the goods were made in Israel and fell under the customs rules of the EU-Israel Association Agreement. But the court said Soda-Club should have obtained papers from the Palestinian Authority instead if it wanted any customs breaks. Products obtained in locations which have been placed under Israeli administration since 1967 do not qualify for the preferential treatment provided for under that [EU-Israel] agreement, the court explained in a statement, referring to the 1967 Six-Day War. The ruling sets an EU-wide precedent for Israeli imports to the union, worth €8.8 billion last year. It is unlikely to have a big financial impact, however. The European Commission says that exports from settlements currently account for just 0.87 percent of the trade volume.But the judgement has a political significance in the context of long-standing EU complaints that Israeli support for settlers is damaging the Middle East peace process.

An internal EU report of November 2009 written by the 21 EU embassies located in Ramallah said the union should put pressure on settler products from the most sensitive occupied regions as a mini-sanction.It outlined a number of measures under the rubric Recommendations to re-inforce the EU policy on East Jerusalem, including to ensure that products manufactured in East Jerusalem are not exported to the EU under the EU-Israel Association Agreement, and to provide guidance on origin labeling for settlement products to major EU retailers.The recommendations were not taken up by EU foreign ministers.

Mayor Mike Bloomberg, who had said Thursday that the nation's largest public school district would stay open, changed his mind. A European luxury cruise ship smashed into a pier in the resort town of Sharm el-Sheikh early morning as the bad weather continued overnight into Friday, killing three sailors and injuring four tourists, maritime officials said.Officials from the General Authority for Red Sea Ports said the sailors aboard the Costa Europa, an Indian, a Honduran and a Brazilian, died from the impact. They did not elaborate.

Officials said bad weather caused the crash.The four tourists, three British women and an Italian man, were taken to hospital in stable condition.In other weather-related casualties, media reports said that one person was killed and more than 50 injured in a spate of car collisions nationwide.Cairo was cloudy and breezy by Friday noon, with weather experts expecting more inclement weather over the next three days.

Stocks firmer; euro zone yields fall

IEA warns of return to oil price volatility

TOKYO (AFP) – Countries must brace for a return to wild oil price swings as the global economy recovers, the head of the International Energy Agency (IEA) warned Friday.Crude oil prices surged to 147.50 dollars per barrel in July 2008 before tumbling to 35 dollars five months later in the eye of the financial storm. Price are now hovering between 70 and 80 dollars per barrel.Volatility has receded compared to the roller-coaster of 2007 and 2008, Nobuo Tanaka told reporters on the sidelines of an energy forum in Tokyo.But the market could easily become again more volatile once the world economy grows again and the supply tightens.Among factors that would induce volatility, Tanaka cited the absence of fruitful negotiations over tackling climate change as well as persistent uncertainty over the outlook of many economies.According to a scenario offered by the Paris-based IEA, which represents the energy interests of 28 developed economies, oil prices may climb to 100 dollars a barrel in 2020 and up to 200 dollars in 2030.The rise would be less if measures are taken at a global level to improve energy efficiency, according to the agency.

UK court orders disclosure of spy agency criticism

LONDON – A British court on Friday made public a ruling criticizing domestic intelligence agency MI5's handling of alleged victim of torture overseas, rejecting a government attempt to keep it secret.A three-judge panel at Britain's Court of Appeal published a paragraph of a judge's draft ruling that was previously withheld after government lawyer Jonathan Sumption complained it contained unsubstantiated criticism.That ruling published details of the mistreatment of ex-Guantanamo Bay detainee Binyam Mohamed, who alleges he was tortured in Pakistan in 2002.MI5 has previously denied it was aware of Mohamed's mistreatment, a claim rejected by David Neuberger, one of the country's most senior judges, in a first draft of his ruling.

In the paragraph disclosed Friday, Neuberger questions MI5's claim to operate to the highest standard of human rights.As the evidence in this case shows, at least some SyS (security service) officials appear to have a dubious record when it comes to human rights and coercive techniques, his original ruling said. The paragraph was part of the information disclosed Friday.He also criticized MI5 for seeking to suppress information about the case, suggesting it called into question evidence the agency had provided to a Parliamentary oversight committee.Lawyers acting for Mohamed, and media organizations — including The Associated Press — had demanded the details of Neuberger's original ruling be released. They said they were not made aware a government lawyer had been in contact with the court over the judgment until shortly before the ruling was issued.The attorneys said that Sumption's letter may have violated a long-standing legal precedent that governments should not secretly communicate with judges over legal rulings. Britain's government denied any precedent had been breached.Police are currently investigating whether one MI5 officer is guilty of criminal wrongdoing in relation to the alleged torture of Mohamed.

Neuberger said in both his original ruling, and an amended version published Friday, that other officials were likely implicated. Some Security Services officials appear to have a dubious record relating to actual involvement, and frankness about any such involvment, with the mistreatment of Mr. Mohamed, when he was held at the behest of U.S. officials, the judge's latest ruling said.Ethiopian-born Mohamed, a British resident, was arrested in Pakistan in 2002 and says he was tortured there and in Morocco before being flown to Guantanamo Bay. He was released in February 2009, having never faced a trial.

China reports at least 29 injured in Yunnan quake

BEIJING – At least 29 people were injured and hundreds of buildings damaged in an earthquake in southwestern China's Yunnan province, reports said Friday.Dozens of aftershocks continued to rock the area around Chuxiong prefecture where the quake struck shortly before 1 p.m. Thursday.Some registered as high as magnitude 5.0, equaling the strength of the original quake, according to the prefectural government and state media.Among structures damaged were at least 100 schools, 72 clinics and 1,446 houses. Scores of damaged buildings were being pulled down to guard against collapse.More than 700 soldiers were dispatched to aid the rescue. Quilts, clothing and thousands of tents were rushed to the area, about 60 miles (95 kilometers) northwest of the provincial capital of Kunming. More than 3,000 people were being provided temporary shelter in tents.In May 2008, a massive 7.9-magnitude temblor struck Sichuan province just north of Yunnan, leaving 90,000 dead or missing and another 5 million homeless.Meanwhile, a magnitude-5.0 quake struck southern Tibet on Friday but there were no immediate reports of damage or injuries.The quake hit Tingri county, about 200 miles (320 kilometers) west of the regional capital Lhasa, at 12:42 p.m. (0442 GMT), the Tibetan earthquake monitoring center said.The U.S. Geological survey gave the magnitude as 5.4, enough to do serious damage, although the area is remote and lightly populated.

KATHMANDU (Reuters) – An earthquake measuring magnitude 5.4 struck eastern Nepal on Thursday, but there were no immediate reports of casualties, the United States Geological Survey and Nepali authorities said.The quake was centred 70 km (40 miles) north of Namche Bazar, and had a depth of 10 km. Authorities in Nepal said the quake measured 6.0 and was felt in Solukhumbu area where Mount Everest is located.Nepali villages south of Mount Everest felt the earthquake but there was no report of any damage or injuries yet,the district governor of Solukhumbu told Reuters.(Reporting by Gopal Sharma; Editing by Sanjeev Miglani)

PORT-AU-PRINCE, Haiti – Relief officials have changed tack and are urging Haiti's earthquake homeless to return to their destroyed neighborhoods as the rainy season fast approaches.Officials had initially planned to build big camps outside Port-au-Prince. They still anticipate creating some settlements, but they decided this week to instead emphasize getting people to pack up their tents and tarps and go home.For that to be possible, authorities will need to demolish hundreds if not thousands of buildings and remove mountains of rubble.A 20-minute downpour Thursday evening gave a taste of the approaching rainy season and the problems it will bring. People dashed for shelter down streets streaming with runoff while trash clogged gutters and turned depressions into ponds.Although the season doesn't officially start for a month, forecasters warned that a potential weekend storm could cause floods and mudslides in a city in a perilous state. Many dwellings are severely damaged or clinging to the sides of hillsides.At a camp housing 40,000 people in the hills overlooking the capital, Matin Bussreth ran for cover from his bedsheet-tent to a neighbor's plastic tarpaulin during the drenching Thursday night.

It's a deplorable moment, Bussreth said.I heard they might be giving out tents. I hope someone will be giving me one.Some of the hundreds of Haitians who lined up at a downtown site Thursday to register for the new campaign to resettle many of the 1.2 million homeless back in their old neighborhoods expressed skepticism about the plan. Relief officials also acknowledged the immense challenges.There will be flooding. There will be discomfort, misery. And that's not avoidable, a top U.N. official for Haiti, Anthony Banbury, told a New York news conference this week.
Gerald-Emile Brun, an architect with the government's reconstruction committee, agreed. Everything has to be done before the start of the rainy season, and we will not be able to do it, he said Thursday.Brun suggested that Haitians, who expect little of their corrupt and inefficient government, may largely be left to sort it out themselves.Camp dwellers — the capital alone has some 770,000 — welcomed the idea of swapping flimsy makeshift tents in the city's fetid center for something more stable. But that didn't mean they wanted to return to their quake-ravaged neighborhoods.Jean Petion Simplice, a 44-year-old father living with his two boys, wife and mother-in-law under a scrap of sheet in the capital, said he feared returning to his district, which is a shambles.

That's the deal.It's a gamble for Obama and his party, and it's far from certain that Democratic congressional leaders can rally their members to muscle a bill through on their own. He said the measure was compatible with EU subsidy rules taken after the financial crisis that hit Ireland particularly hard.The state-owned National Asset Management Agency is meant to restore stability to the Irish banking system that is now burdened with assets of uncertain value.These are loans issued notably for the purchase or development of land at a time when the Irish economy was booming. S.Africa confirms reporting N.Korean arms to UN

JOHANNESBURG (AFP) – South Africa on Friday confirmed that it had reported to the UN Security Council the seizure of North Korean arms destined for Congo, in violation of UN sanctions.A statement from the foreign ministry confirms reporting the Democratic People's Republic of Korea ship to the United Nations.The South African government has taken note of media interest and reports on the search and seizure of military equipment on board a vessel from the Democratic People?s Republic of Korea (DPRK) destined for the Republic of Congo, it said.The South Africa government wishes to place on record that the shipment of this nature is in contravention of the UN resolutions... which prohibit the supply, sale, transfer or export of, inter alia, all arms and related material from the DPRK, it added.The government will, as the member of the United Nations, continue to contribute to efforts to prevent the production and proliferation of illicit weapons that could endanger the lives of world citizens and create conditions of insecurity and instability in some regions of the world.The statement gave no details about the shipment, but a diplomat at the United Nations said this week that South Africa on Monday informed a Security Council panel that spare parts for North Korean tanks were seized last November.
Security Council Resolution 1874, which was imposed last June in the wake of North Korea's underground nuclear test, bans all North Korean arms exports and authorizes UN member states to inspect North Korean cargo on land, sea, and air.

NEW DELHI (AFP) – India and Pakistan's first official talks since the 2008 Mumbai attacks moved relations out of the diplomatic deep freeze, but left both sides at loggerheads on how to take the dialogue forward.Expectations had been low even before Indian Foreign Secretary Nirupama Rao sat down with her Pakistani counterpart Salman Bashir on Thursday, and their subsequent briefings made it clear that there had been little attempt to address any substantive issues.The Indian side, aware that its offer of talks had been criticised in some quarters as a sign of weakness, stressed that the bulk of the meeting had consisted of pressing Islamabad to combat militancy.Pakistan complained about India's narrow focus on terrorism and highlighted its attempt to bring the conversation around to other issues, including the long-running dispute over the divided region of Kashmir.New round, old story, was the front-page verdict of the Hindustan Times on the discussions that ended with vague promises to remain in touch, despite Pakistan's desire for a return to a comprehensive peace dialogue.Pakistani newspapers were even more dismissive and largely critical of India's refusal to resume a full dialogue.Meaningless talks end in meaningless way, said the English-language The Nation.

Washington, which was widely seen as playing a key role in bringing the two sides back together, put a positive spin on the outcome, describing it as an important step towards normalisation.We certainly hope that both countries will build on this dialogue in the weeks and months ahead, State Department spokesman Philip Crowley said.US encouragement is largely based on concerns that an unstable relationship with India will force Pakistan to divert resources from the fight with the Taliban on its border with Afghanistan.Analysts also saw some cause for optimism, despite the absence of any framework for taking the talks forward.I think that under the circumstances, this is as positive an outcome as was possible. Pakistani analysts said Islamabad would feel aggrieved at India's reluctance to resume a full dialogue immediately, but suggested that lingering public outrage in India over the Mumbai attacks compelled New Delhi to move slowly. Flexibility from India will come only after a few more rounds of negotiations. They have to cater to their domestic political needs, which demand showing hesitancy, said political analyst A.H. Nayyar. Security analyst Hasan Askari was more sceptical, describing Pakistan's failure to get a comprehensive dialogue back on track as a major disappointment.The door of dialogue has not been closed, but I don't expect them to meet very soon, Askari said.
