Thousands still without power in Ontario, Quebec

Thousands of Canadians are still without power Monday in Quebec and Ontario, a day after violent windstorms blew across parts of the country, causing damage and knocking down power lines.

Sunday's storm system left as many as 200,000 homes and businesses without electricity in Central and Eastern Canada and parts of the U.S. as the region was blasted with winds gusting to more than 90 kilometres per hour. Hydro Quebec says more than 10,000 customers in Montreal, Quebec City, the Laurentians region north of Montreal and the Lac St.-Jean area were still without power on Monday morning.The storm left almost 49,000 people in the province without power Sunday.

In Ontario, Hydro One said Monday it has made significant progress in restoring power across the central part of the province. Spokesperson Laura Cooke told The Canadian Press that about 5,400 customers remain in the dark, meaning about 21,000 others now have their power back.Cooke says the vast majority of those still without hydro are in the Penetang (3,400) and Parry Sound (1,200) areas.It's estimated those areas will get their power back late this afternoon or early this evening. Scattered power outages were also reported in Toronto, where a west-end home under construction collapsed due to the wind. In New Brunswick, about 40 people in rural areas were still without power, according to the New Brunswick Power Corporation. At one point, the outages affected up to 3,000 N.B. Power customers in southeastern New Brunswick.Meanwhile, 40 forestry workers who were stranded when heavy snow hit northern B.C. and Alberta on Friday were finally rescued Sunday after surviving two nights in freezing temperatures.

West Fraser Timber company helicopters dropped 13 workers off in near Tumbler Ridge in B.C., about 190 kilometres northeast of Prince George, Friday morning.

Another 27 were dropped nearby on the Alberta side of the border. The workers were supposed to be picked up Friday night, but heavy snow prevented helicopters from returning for them until Sunday morning. The men are being treated for minor hyperthermia. The outages in Quebec, Ontario and B.C. followed on the heels of a storm system that hit Atlantic Canada, leaving 3,000 customers in southeastern New Brunswick without power Sunday. Isolated power outages were also reported around Halifax in Nova Scotia. The same wind and rain storm system that hit Atlantic Canada also left hundreds of thousands of people in the northeastern United States without power, as trees toppled and brought down power lines from Maine to New Jersey.

A quarter of a million people in the New York City area were in the dark Sunday, while 30,000 residences in Massachusetts went black.In western Canada, a snowfall warning was issued for East Kootenay in B.C. A weather system that brought snow to much of Alberta on Saturday is expected to move out of the province Sunday night, with five cm of snow expected for areas south of Canmore as the system pulls out. A snowfall warning is in place for Crowsnest Pass, Pincher Creek and Waterton Park in the province's southwest.A low pressure system now in northern Montana is expected to bring 10 cm of snow to south Saskatchewan by Monday.Southern Manitoba is expected to receive about 15 cm from the same weather system. Wind, snow leave nearly 41,000 homes without power

(Albany, NY - AP) - Wind gusts and heavy snowfall in parts of upstate New York downed trees and left nearly 41,000 homes without power today. Officials at the National Weather Service say parts of central and northern New York got heavy snowfall today, with nine inches reported in Old Forge. Up to 18 inches of snow are expected at higher elevations. Between six and ten inches were expected for Oswego, Jefferson and Lewis counties by tonight. Downed trees and power lines are making driving conditions hazardous. Winds were expected to reach up to 70 miles per hour at higher elevations in the Adirondacks, Catskills, Berkshires and southern Green Mountains. A National Grid spokesman says 36,700 customers were without power around 4 p-m, mostly along the eastern shores of lakes Erie and Ontario and in the Tug Hill region. He said power was expected to be restored by midnight.

Another 4500 customers of Rochester Gas and Electric were without power.

MOGADISHU (AFP) - Torrential rains have killed at least 17 people in the Somali capital overnight, bringing the death toll to 27 as a result of floods across the shattered African nation in the past week, officials and witnesses said. They said the victims, mainly children and the elderly, died after their mud-walled houses collapsed under heavy rain that pummelled several Mogadishu districts late Saturday, leaving hundreds homeless and destroying property of unknown value.Medics said relatives recovered more bodies from the the drenched debris after the overnight downpour.

The death toll has now reached 17. Some people have been recovered from houses that collapsed last night,said Abdullahi Sheikh Ali, nurse in the capital's Arafat hospital on Sunday.A pharmacist who treated injured victims said that a woman and one child were killed in the city's northern Suuq-Bacad district while five children were found dead inside a collapsed house in a nearby neighbourhood.It was a tragedy, said pharmacist Omar Mohamed Ali. I treated four family members but the mother and a three-year-old child had died by the time I arrived at the scene.The rain was so heavy and their house was old and collapsed,he added.The bodies of five children were recoved from another house in Wardhigley district south of Mogadishu.Abdulahi Shirwa Nur, a relative of the dead children, told AFP the walls of the house had caved in.

A neighbour, Amino Abduweli Rage, said: It was about 8:30 pm (1730 GMT) when I was awoken by people shouting help. I rushed to the scene and found people digging a collapsed part of a house and they recovered bodies of five children.Three of the casualties were among the elderly living in a displaced people's camp in northern Mogadishu.In this camp, three people were drowned. All of them were elder people, said Sheikh Nur Hilowle, the chairman of the camp. Mogadishu is home to at least 250,000 people displaced by the conflict that has raged across the Horn of Africa nation for the past 15 years.Residents said that at least 61 houses were destroyed by the heavy seven-hour downpour.

In August, thousands of Mogadishu residents were forced to flee to higher ground by flooding which destroyed dozens of makeshift homes.Last week, heavy rains also killed at least 10 people in the country's southern Gedo region, which was recently hit by a scorching drought that put millions on people on the verge of starvation.

The latest deaths came amid heightened tension between increasingly powerful Somali Islamists and the fragile government over territorial control. Several bouts of fighting has forced thousands to flee into neighbouring Kenya from the southern region.Humanitarian workers fear that the health of the displaced civilians would be affected since host aid agencies, including the United Nations, have pulled out of the country owing to deteroriating security.Somalia, a nation of about 10 million, has lacked any disaster response mechanism since the country plunged into bloodletting after the 1991 ouster of dictator Mohamed Siad Barre.

MANILA, Philippines - A powerful typhoon swept across the northern Philippines on Monday, killing more than 15 people in a barrage of landslides, uprooted trees and flooding.

Cimaron, the second major typhoon to hit the north in as many months, had maximum winds of 109 miles per hour and gusts of up to 130 mph when it came ashore. The storm stalled over the Philippines and was expected to stay in the area until Tuesday afternoon.Five people were reported drowned or killed by falling trees and 15 were injured in the coastal town of Dinapigue in Isabela province. Mayor Renato Candido said 90 percent of the houses were damaged in the town of 5,000 residents.Police in Isabela, about 210 miles northeast of Manila, also reported a 29-year-old farmer drowned when his boat overturned amid strong currents.

Four people drowned in Neuva Vizcaya province, while landslides killed a 4-year-old girl in Bugias, a mountain town in Benguet province, and a 53-year-old man in nearby Kalinga province. The Kalinga landslide injured 11 people, including seven children.
A woman and her 6-year-old son drowned Sunday night in Aurora province when their hut atop a riverbank was swept away by strong currents at the height of the typhoon's fury, said village leader Tito Padua. One man in the province was killed by a falling tree.President Gloria Macapagal Arroyo, on a visit to China, called for prayers Sunday as she ordered schools and government work suspended. Domestic flights to the north were canceled.Although Cimaron which means wild ox in the Philippine language did not appear to be drenching the mudslide-prone area as badly as feared, rising rivers made at least five bridges impassable. Officials said
water was released from at least one major dam to prevent overflowing.

The typhoon threatened commemorations for All Saints Day on Wednesday, a public holiday when millions travel to cemeteries to remember their dead, some leaving days in advance for outlying provinces. Officials warned people to cancel trips to threatened areas.Last month, Typhoon Xangsane left 230 people dead and missing as it ripped through Manila and neighboring provinces.

Abbas gives Hamas 2 weeks to join gov't (AP)

RAMALLAH, West Bank - Palestinian President Mahmoud Abbas said he'll replace the Hamas-led government in two weeks if the militant group doesn't agree to govern with his party.The moderate Palestinian president has raised the idea before but promised not to force it on a reluctant Hamas. His new position signaled a willingness to take a stronger stance in an effort to ease Western sanctions designed to force the Islamic group to moderate its militantly anti-Israel ideology.Fawzi Barhoum, a Hamas spokesman in Gaza, said Hamas was unaware of a two-week deadline cited by Abbas. I don't think it is wise of [him] to aggravate this crisis, Barhoum said.

Up to 5,000 Egyptian troops deployed near the Egypt-Gaza Strip border Saturday following reports of a possible Israeli smart bomb attack on suspected smuggling tunnels, security officials said. According to the AP, troops fanned out across the northern Sinai peninsula, patrolling roads in and out of border towns and setting up checkpoints, an Egyptian interior ministry official said in Cairo. Police were launching raids on suspected hideouts as well, he added. Last week, Israel said it had located 15 tunnels burrowed under the Egypt-Gaza Strip border.Tel Aviv-based newspaper Maariv reported Friday that Israel planned to use precision-guided weapons to destroy the tunnels. But the Egyptian interior ministry official denied the deployment of soldiers was in response to the report.This is considered a security precaution in Sinai, and it does not have anything to do with the latest media reports, he said.(www.albawaba.com)

Syria calls for more active EU role in Mideast peace process


Syrian Information Minister Mohsen Bilal on Saturday called on the European Union (EU) to play a more active and influential role in establishing peace in the Middle East, the official SANA news agency reported. During a meeting with a visiting media delegation from Spain, Bilal said the EU was able to play such a role through pressuring Israel to abide by international resolutions and the resume the peace process. He blamed the existing problems in the region on the Israeli occupation of the Arab lands and the invasion of Iraq.

As a former Syrian ambassador to Spain, Bilal also briefed the delegation his country's position on regional issues, especially on Lebanon and Iraq. He described the Syrian-Lebanese relations as fraternal and historical which could not be affected by any factors while praising the role of the Lebanese resistance in confronting continuous Israeli aggressions. As for Iraq, the minister indicated that Syria had tightened security measures and supervision of the joint borders with Iraq despite the absence of cooperation from the other side. Iran criticizes U.S.-led nuke exercise

DOHA, Qatar A naval training exercise led by the U.S. and aimed at blocking smuggling of nuclear weapons began Sunday in the Persian Gulf, the first of its kind since North Korea's atomic bomb test and the renewed U.S. drive for sanctions against Iran's nuclear program.Iran called the two-day maneuvers adventurist, but the Foreign Ministry said the Islamic Republic's response would be rational and wise.We are watching their movements very carefully, Foreign Ministry spokesman Mohammad Ali Hosseini said in Tehran, adding that the exercises would not improve security in the gulf, through which about 20 percent of the world's oil transits.

The maneuvers were taking place under the U.S.-led Proliferation Security Initiative, which is designed to counter trafficking in weapons of mass destruction, their delivery systems and related materials, the U.S. Navy said.Two previous exercises have taken place in this region under the 75-nation initiative, among two dozen held around the world since such maneuvers began in 2003.

It is the first such drill since North Korea exploded a nuclear device Oct. 9. Observers believe the PSI program could be used to halt North Korean weapons traffic in accordance with U.N. sanctions.South Korea, which has balked at joining the initiative, sent an observer delegation to the gulf but declined to participate.

We have not (fully) participated in the PSI because there is a high possibility of armed clashes if the PSI is carried out in waters around the Korean peninsula,South Korean Vice Foreign Minister Yu Myung-hwan told parliament Friday.The exercise comes as the United States seeks support for U.N. sanctions against Iran. On Friday, Iran stepped up its uranium enrichment in defiance of a Security Council demand that for a suspension in such work until Tehran eases suspicions it is trying to develop atomic weapons.

Iran insists its program has peaceful aims, saying it is intended only to produce fuel for nuclear reactors that will be used to generate electricity. The Iranians contend Washington seeks to punish them for opposing U.S. policies.A U.S. Coast Guard cutter is the only American ship among the nine vessels in the Leading Edge exercise. The ships are being commanded at sea from an Italian frigate, said Lt. Cmdr. Charlie Brown, spokesman for the Bahrain-based U.S. Fifth Fleet.

The exercise was set in the crowded international waters off Bahrain, an island kingdom and U.S. ally that lies across the Persian Gulf about 120 miles from Iranian territorial waters.Brown said the exercise was not openly aimed at any country and would not affect Iranian vessels or ships heading to Iran.Two U.S.-led multinational task forces already intercept and search suspicious ships in the gulf and nearby waters but focus on shipments headed to Iraq, not Iran.But a U.S. State Department official speaking on condition of anonymity, because of the sensitivity of the topic, said PSI members can halt and board Iran-bound ships if they are suspected of carrying banned shipments.Washington has sought deeper cooperation from its Arab allies in halting nuclear-related shipments to Iran, but many governments are loath to be seen publicly backing the Americans.

Sunday's training scenario focused on surveillance, with teams in 16 countries tracking a ship suspected of carrying outlawed weapons components, Brown said. A tanker from Britain's Royal Navy played the role of the suspicious vessel.On Monday, sailors on eight other ships are expected to stop, board and search the suspect ship, Brown said.Countries taking part are Italy, France, Australia, United States and Britain, with one ship each, and Bahrain with three vessels.Bahrain's participation marks the first time an Arab nation has joined an exercise under the three-year-old PSI.Kuwait, Qatar and the United Arab Emirates, three Arab countries on the gulf, offered a measure of support as observers. Globalisation must embrace Greater Mideast,Reuters

The world's failure to bring countries from the Greater Middle East into the global trade system has helped fuel unrest in Arab nations, a former top US diplomat said.The WTO must address the single most destabilising gap in international trade, and that is the Middle East,Charlene Barshefsky, US Trade Representative from 1996 to 2001, told a forum in Beijing.This is the single greatest failure of the global system and is critical to put on the agenda in a real way.The 57 countries in what Barshefsky termed the Greater Middle East including places like former Soviet central Asia made up 10 per cent of the world population but accounted for just one per cent of global trade.Its unemployment rates are double the world average. This is precisely the economic structure, above all when laid into the region's political tension and isolation, that produces rage and violence,Ms Barshefsky said.

The isolation of the Middle East, its reliance on oil alone, the absence of manufacturing trade and investment, its basic failure to develop, is not only the global economy's single greatest failure, it is the greatest risk to world peace.

Though regional heavyweights like Saudi Arabia and Egypt are World Trade Organisation members, countries with large energy resources and populations such as
Iran, Iraq, Algeria and Uzbekistan are not.It is up to the region, first and foremost, to solve its own problems, but their problems are all of our problems, and it is up to the great powers the US, Europe, Japan and China to rectify the situation by bringing these countries in, she said.

Merkel says Germany will not solve EU constitution limbo

EUOBSERVER / BRUSSELS - German chancellor Angela Merkel has said that her country's EU presidency in the first half of next year will not solve the problem of the shelved EU constitution, following discussions on the charter with Dutch leader Jan Peter Balkenende. Ms Merkel on a visit to The Hague on Friday (27 October) made some of her most downbeat statements so far on Berlin's chances of reviving the EU constitution.The German presidency will certainly not solve this problem, she said after talks with Mr Balkenende whose country rejected the charter in a popular referendum last year. German-Dutch ties over the issue are seen as problematic with Ms Merkel having frequently vowed to save as much of the existing text of the constitution as possible despite the Dutch no.

But after her meeting with Mr Balkenende, Ms Merkel highlighted the consensus between the two countries on the need for reform of the current EU treaty, while avoiding to call the EU constitution by name.I believe we find ourselves together here, because we agree that the Nice Treaty is not sufficient, that we need something that shows our further European commitment, she said. A quick-fix solution to the constitutional deadlock would be hard to find given the French and Dutch no votes, she explained. We had better not make too many prognoses given the situation in Europe at the moment, also considering the failed referenda in France and the Netherlands we better work a bit more intensively behind the scenes. But this problem will drag on for a while and will not be solved during the German presidency.

The comments suggest that Ms Merkel views the failed referenda in France and the Netherlands as a major political problem, despite officials in The Hague previously blaming her for not fully understanding the true impact of the two no votes.

When Ms Merkel took office in November last year, she vowed to push the adoption of the constitution as a whole, saying that the French and Dutch no votes should by no means lead to the idea of the constitution being given up.EU leaders in June tasked the German presidency, kicking off next January, to design a roadmap to overcome the constitutional stalemate which should lead to a consensus on a new EU treaty under the French presidency in the second half of 2008. Mr Balkenende, meanwhile, is in the midst of an election campaign with the latest polls suggesting he might win the 22 November elections.I believe we should draw lessons from the referendum, he said after the talks with Ms Merkel. Whatever the result of next month's elections will be there are several lessons one can draw. People want to be sure that we don't try and make a superstate out of Europe. People want to participate more in Europe. They want improved transparency, and they want to be good at areas which are of real importance, such as energy, security, environment and immigration.These are the points of departure in the discussion about the revision of the treaties, he said.

JERUSALEM - The Cabinet voted overwhelmingly Monday to bring into the government a hawkish party that opposes ceding territory to the Palestinians and wants to redraw Israel’s borders to exclude many Israeli Arabs.The vote, which still needs parliamentary approval, gives Prime Minister Ehud Olmert’s coalition a commanding majority in parliament. But the inclusion of the hard-line Yisrael Beiteinu party likely puts an end to Olmert’s election campaign promise to pull out of much of the West Bank.

Weakened badly by last summer’s war in Lebanon, Olmert agreed last week to bring in Yisrael Beiteinu to shore up his shaky coalition. The party’s blunt-talking leader, Avigdor Lieberman, will be deputy prime minister in charge of strategic threats, primarily how to deal with Iran’s nuclear ambitions.

The ministers voted 22-1 to accept Yisrael Beiteinu into the government.

In a final stamp of approval, the full parliament was expected to follow suit in a vote later in the day.With Yisrael Beiteinu’s 11 lawmakers on board, Olmert is expanding his parliamentary majority to 78 of 120 seats, bringing some much-needed stability to a coalition riven by infighting after the Lebanon war.Important that we act.However, Olmert appears to have little interest in reviving his West Bank withdrawal plan, which was put on hold after the Lebanon war, and does not appear close to reviving long-stalled peace efforts with the Palestinians.Olmert said Monday that Lieberman’s presence in the government would not result in any policy changes.

I think it is important that we act in the diplomatic arena, he told lawmakers in his Kadima party.This includes the Palestinian issue first and foremost.Israel has boycotted the Palestinian Authority since Hamas militants won legislative elections early this year and formed a Cabinet. Olmert has expressed willingness to talk to Palestinian President Mahmoud Abbas, a moderate rival of Hamas, but the two sides have been unable to agree on even a limited agenda.

Olmert also said the government will focus on keeping the peace with Lebanon after last summer’s monthlong war against Hezbollah guerrillas and blocking Iran’s nuclear ambitions. Israel accuses Iran of trying to develop a nuclear bomb. Iran says its nuclear program is for peaceful purposes.Lieberman, 48, became a national figure a decade ago as a top aide to then-Prime Minister Benjamin Netanyahu. A powerful behind-the-scenes mover, he became widely feared for his strong-arm tactics.He has grown into a potent political force since then, thanks to the support of Israel’s large community of immigrants from the former Soviet Union. Lieberman, a former bar bouncer, immigrated to Israel from the Soviet republic of Moldova in 1978.

Absence of a political process

His comments about Arabs have made him a divisive figure.At the height of fighting against Palestinians in 2002, Lieberman, then a Cabinet minister, called for the bombing of Palestinian gas stations, banks and commercial centers.More recently, he called for trading Israeli Arab towns for West Bank settlements in effect stripping Israeli Arabs of citizenship and executing Israeli Arab lawmakers who met with leaders of the Palestinians’ Hamas rulers, who are sworn to Israel’s destruction.His comments have drawn accusations of racism.Israel’s No. 1 fascist has been upgraded to deputy prime minister and minister, said Ahmed Tibi, an Arab Israeli lawmaker. With world powers locked in talks in New York over a draft resolution that would impose sanctions over Iran's failure to halt uranium enrichment, Tehran has defiantly expanded work on the process at a key nuclear plant.But Iran's foreign ministry spokesman Mohammad Ali Hosseini did not appear concerned that sanctions were imminent, saying there was a split between the stances of China and Russia on one hand and Europe and the US on the other.Splits between the parties are very visible, that is to say between the United States and the Europeans on one side and Russia and China on the other, foreign ministry spokesman told reporters.These two countries have completely different positions to the Europeans. Russia does not want sanctions and does not want to close the path of negotiations, and the Chinese have a similar position, he added.

Enriched uranium lies at the centre of the dispute over Iran's nuclear programme, as it can be used both to make nuclear fuel and, in highly refined form, the core of a nuclear bomb.Iran would need thousands more such centrifuges to enrich uranium on an industrial scale and its current uranium enrichment work is on a research level only.Officials have said that uranium was successfully enriched from the second cascade of centrifuges to a level of 3-5 percent and has now been put into storage.

To make a nuclear bomb, the uranium needs to be enriched to around 90 percent, far above the level needed for nuclear fuel.

LONDON, England (Reuters) -- Britain wants tighter limits on greenhouse gases by Europe and other rich countries as a first step toward establishing a global carbon trading system to help reduce the cost of climate change.The main argument of a British report published on Monday is that the benefits of determined worldwide steps to tackle global warming will massively outweigh the costs.

But the report's author, former World Bank chief economist Nicholas Stern, concludes that ignoring climate change could lead to economic upheaval on the scale of the 1930s depression.British Prime Minister Tony Blair described the findings as a wake up call to every country in the world.

The report is clear: We are heading towards catastrophic tipping points in our climate unless we act, Blair wrote in an article for the Sun newspaper. Creating cleaner energy whilst using less has to be the key.Finance minister Gordon Brown will argue at the launch of the report that harnessing the power of markets is the best way to find new methods to curb the output of polluting gases, Treasury officials said.Sharing a platform with Blair and Stern, Brown will propose a new EU-wide target for emissions reductions of 30 percent by 2020 and 60 percent by 2050 and expansion of the carbon trading scheme to cover more than 50 percent of emissions.Stern's report sees climate change as a global challenge that demands a global solution. The truth is we must tackle climate change internationally or we will not tackle it at all, Brown will say.Brown wants the EU scheme which sets overall limits for carbon emissions but then allows businesses to trade their quotas to be linked with Australia, California, Japan, Norway and Switzerland with a view to setting a global price for carbon that fixes a clear cost for pollution.

Poor countries would be hit most as melting glaciers initially increase flood risk and then reduce water supplies eventually threatening one-sixth of the world's population.U.S. President George W. Bush pulled out of the Kyoto Protocol which obliges 35 rich nations to cut carbon emissions from burning fossil fuels in power plants, factories and cars in part because he said it hit jobs.

But the Stern report estimates stabilizing greenhouse gases in the atmosphere will cost about 1 percent of annual global output by 2050. Inaction, however, could cut global consumption per person by between five and 20 percent.Our actions over the coming few decades could create risks of major disruption to economic and social activity, later in this century and in the next, on a scale similar to those associated with the great wars and the economic depression of the first half of the 20th century, the report says.

It precedes U.N. climate talks, starting in Nairobi on Nov. 6, focusing on finding a successor to Kyoto which ends in 2012.Britain is pushing for a post-Kyoto framework that would include the United States the world's biggest producer of greenhouse gases that cause climate change as well as major developing countries such as China and India.Brown will also set out proposals to back the development of bio-fuels and signal the government's commitment to give statutory backing to reduction targets through a new bill.

450 quakes recorded on Russian peninsula

Moscow./ An erupting volcano on Russia's Kamchatka Peninsula set off as many as 450 earthquakes in the local area on a single day.

The Itar-Tass news agency reported the earthquakes were recorded Wednesday around the Karymsky volcano, which is spewing ash to an altitude of up to about 3 miles into the atmosphere and that the ash cloud could be seen from hundreds of miles away. The report said scientists have determined the volcano poses no threat to nearby settlements, but the population has been urged not to go near it. The Russian Emergency Situations Ministry warned of a threat to planes flying in the area. The Karymsky volcano, which has been erupting for years, is currently the most active of 28 volcanoes in the region, the report said.

MANILA, Philippines - One of the strongest typhoons to hit the storm-prone Philippines in years battered the mountainous north late Sunday, and the country's president urged people to prepare for the worst.Let us all pray, President Gloria Macapagal Arroyo said in a message on nationwide radio as she ordered schools and government offices closed in the affected area and temporarily banned bus trips there.Typhoon Cimaron lashed Isabela province with sustained winds of 121 mph and gusts of up to 143 mph, the Philippine weather bureau said. Hours earlier, the region was placed under the highest of a four-step warning system to advise residents to abandon vulnerable coasts and mountains.

The wind is really blowing strong. Trees are swaying and I can hear tin roof sheets banging about. Large areas are without light. We're expecting the worst, Armand Araneta, a provincial Office of Civil Defense officer, told The Associated Press by phone from Isabela.The storm was expected to disrupt the national All Saints' Day holiday, on Wednesday, when millions travel to cemeteries to remember their dead, some leaving days in advance for outlying provinces.

Officials warned people to cancel trips to threatened areas.We know in our culture that we should visit our dead, but this is not an ordinary typhoon, it's a super typhoon, a government official, Graciano Yumul, warned. People could figure in many accidents if they don't listen.Arroyo, who is visiting China, urged authorities and residents in the four northern provinces to stay home during the 16th typhoon to hit the country this year.

Heavy snow in northern British Columbia downed power lines Saturday, leaving about 15,000 people without electricity around Smithers, Burns Lake and Fort St. James.

Wet snow is still falling, hampering efforts by BC Hydro to restore power, according to David Conway, a spokesman for the utility. An estimated 15,000 people are without electricity around Smithers, Burns Lake and Fort St. James B.C. (CBC) This looks like an extensive outage,Conway told CBC Newsworld, We have lost two transmission lines and have damage to other low voltage lines.

We can't give an restoration time and would urge customers to be careful around downed power lines and to turn off electrical appliances in their homes for when power is restored.Conway said the wet, heavy snow had knocked down trees and power cables. He said emergency crews were still investigating the extent and exact cause of the outage.Between 30 and 60 centimetres of snow have fallen around the area affected by the power cuts, Environment Canada said. At Smithers airport, there were reports of 49 cm of snow on the ground.

Hundreds of thousands of people in the northeastern United States lacked power Sunday as utility crews scrambled to clear power lines of tree branches toppled by a windstorm.Heavy rains and winds clocked at 80 kilometres per hour knocked over power lines in Maine, New Jersey, Massachusetts, Maryland and New York state on Saturday.The area most seriously affected was Long Island, N.Y., where nearly 230,000 people were left without electricity.Crews had managed to restore power to many of those by Sunday afternoon, but then winds knocked down more wires.The storm moved quickly through New Jersey and across Long Island.A wind advisory issued for the entire state of New Jersey was expected to remain in effect through Sunday night, forecasters said.

APALACHICOLA, Fla. - This seaside town was without power Saturday after a tornado tore through the area, damaging nearly 50 buildings and slightly injuring two people, authorities said. All 1,600 customers in the area remained in the dark late Saturday but were expected to have power at some point Sunday morning, said Progress Energy spokeswoman Tanya Evans.By Saturday evening, George E. Weems Hospital had reopened its lab using generator power; workers covered the roof with tarps and the broken windows with boards.American Red Cross damage assessors said three homes were destroyed and 43 were damaged in Friday afternoon's tornado.

Terror Group Claims Progress in Talks for Shalit´s Release.

Terrorist factions responsible for the kidnapping of Israeli soldier Gilad Shalit claimed, on Saturday, that significant progress had been made in negotiations to free Shalit within days. The claim, announced publicly by Abu Mujahed, PRC (Popular Resistance Committee) spokesperson, is based on an Egyptian proposal advocating a prisoner swap deal with Israel.

Progress has been made, and it is possible that we will know the extent of that progress in just a few more days, said Abu Mujahed, adding, There is an Egyptian proposal that would include the release of our Palestinian prisoners and we agreed on this proposal. We expect a solution to our prisoners case in the near future. Egyptian negotiators have been working to iron out a deal that would result in Shalit's release. Israeli cabinet minister Binyamin Ben-Eliezer has made statements advising Israel to accept the Egyptian proposal, however Israeli diplomatic sources stated that they had no official knowledge of progress to secure the release of the kidnapped soldier.

The diplomatic sources claim that Israel is willing to consider the release of approximately one hundred Palestinian prisoners only after Shalit's release is secured, while Palestinian groups are calling for simultaneous release of their prisoners and Shalit. Osama al-Muzaini, Hamas spokesperson, stated on Saturday that real progress has been made over the issue of Shalit, but that progress did not get to the point where we can say a swap was imminent.Egyptian officials and Mashaal's deputy Moussa Abu Marzouk denied an earlier report that Hamas leader Khaled Mashaal, planned to go to Egypt from Syria to take part in the ongoing negotiations. Egyptian police deployed twice the number of forces they had posted along Gaza's Philadelphi route, totaling some 1,500 officers, as a response to Israel's push to increase efforts to block the smuggling of weapons into Gaza.

Germany confirms new Lebanon incident with Israel

BERLIN (Reuters) - Germany said on Sunday its navy, which is patrolling the Lebanese coast as part of an international peacekeeping force, had been involved in a second incident involving Israeli fighter planes.

The Defence Ministry said it occurred on Thursday and involved a German navy helicopter and Israeli F-16 fighters.We are aware of the episode, but it was not menacing, the spokesman said, after the Bild am Sonntag newspaper reported the Israeli planes had dangerously badgered the helicopter.The spokesman said the area was used by the Israeli air force for training, adding: Perhaps other standards apply for them than for us.

On Wednesday, Israel denied a German newspaper report that two of its air force planes had fired twice as they flew over a German navy ship patrolling the Lebanon coast. But it did say jets had been scrambled when a helicopter took off from a German aircraft carrier without identifying itself.Germany confirmed at the time that that an incident had occurred, but gave no details. It subsequently received assurances from Israeli Defence Minister Amir Peretz that the air force would not carry out any hostile fire or manoeuvres around German vessels.Germany assumed command of a U.N. naval force off Lebanon this month, and has sent eight ships and 1,000 service personnel to join the international peace operation in the region.The naval force is charged with preventing weapons smuggling and helping maintain a cease-fire between Israel and Lebanese Hezbollah guerrillas.

Italy expects GCC-EU trade pact this year

Dubai: The Gulf Cooperation Council (GCC) and the European Union (EU) will be able to thrash out their differences over a free trade pact by the end of this year, an Italian minister said yesterday.The two blocs have been working towards a free trade agreement (FTA) since 1990, but they have expressed optimism recently that a deal may be finalised soon.I hope that the agreement will be signed by the end of the year. I am urging both sides to show flexibility. No agreement is ever perfect, but I think it can be approved.

It is high time we both put signatures on this agreement,said Emma Bonino, Italian Minister for International Trade and European Affairs She was speaking at the Dubai Press Club, as part of a tour through the Gulf to promote trade ties.

Progress

Both sides renewed their efforts for a trade pact in 1999 when the GCC moved to create a Gulf customs union.

Since March 2002, discussions have been progressing well despite several unresolved issues.She said European Trade Commissioner Peter Mandelson will be touring the region in the coming weeks to resolve the outstanding issues. Among the issues was a GCC demand that exports of aluminium and petrochemicals from the Gulf would not face European tariffs once an FTA was reached. Due to cheap availability of energy, the GCC has a competitive advantage in aluminium production. The UAE and Bahrain are major aluminium exporters.The two sides are also addressing the issues of market access, rules of origin, procurement and application of the investment protection and guarantees criteria.

Scientists reconcile discrepancy with Big Bang theory

Using 3-D models, physicists have created a mathematical code that cracks a mystery about stellar development and reconciles a discrepancy with the Big Bang theory of the universe's evolution.The discrepancy with the Big Bang theory revolves around the amount of helium-3 gas present in the universe. The theory predicts a certain amount of the gas in the universe, but low-mass stars about one to two times the size of our sun also make helium-3 as a side product of burning the hydrogen in their cores, according to Professor John Lattanzio from Monash's School of Mathematical Sciences and director of the Centre for Stellar and Planetary Astrophysics.

It's been thought that when the star becomes a giant it mixes the helium-3 to its surface and, near the end of its life, spews the helium-3 into space just before it becomes a planetary nebula.But there are inconsistencies with the amount of helium-3 predicted to be in the universe and the amount that's actually there; there's much less than expected, said Lattanzio.Some scientists theorized that stars destroy this helium-3 by assuming that nearly all stars were rapidly rotating, but this still conflicted with the Big Bang theory.

UK paper: Israel used uranium bombs

The IDF on Saturday denied a report by the British newspaper The Independent claiming that Israel used uranium-based munitions, including uranium-tipped bunker-buster bombs, during its war against Hizbullah in Lebanon this summer. The IDF Spokesman's Office wants to make it clear that no munitions containing uranium were used in the war in Lebanon,an IDF spokesman told The Jerusalem Post. According to the report, scientists found two soil samples thrown up by Israeli heavy or guided bombs which showed elevated radiation signatures Scientific evidence gathered from at least two bomb craters in Khiam and At-Tiri, the scene of fierce fighting between Hizbullah guerrillas and Israeli troops last July and August suggests that uranium-based munitions may now also be included in Israel's weapons inventory and were used against targets in Lebanon,it said.

The weapon was [either] some novel small experimental nuclear fission device or other experimental weapon (e.g., a thermobaric weapon) based on the high temperature of a uranium oxidation flash ...[or it] was a bunker-busting conventional uranium penetrator weapon employing enriched uranium rather than depleted uranium, Dr. Chris Busby, the British Scientific Secretary of the European Committee on Radiation Risk, told The Independent. A photograph of the explosion of the first bomb shows large clouds of black smoke that might result from burning uranium. Enriched uranium is produced from natural uranium ore and is used as fuel for nuclear reactors. A waste product of the enrichment process is depleted uranium, an extremely hard metal used in anti-tank missiles for penetrating armor. Depleted uranium is less radioactive than natural uranium, which is less radioactive than enriched uranium.

The paper said American and British forces used hundreds of tons of depleted uranium (DU) shells in Iraq in 1991 - their hardened penetrator warheads manufactured from the waste products of the nuclear industry - and five years later, a plague of cancers emerged across the south of Iraq. When a uranium penetrator hits a hard target, the particles of the explosion are very long-lived in the environment, Busby was quoted as saying. They spread over long distances. They can be inhaled into the lungs. The military really seem to believe that this stuff is not as dangerous as it is. Yet, the paper asked, why would Israel use such a weapon when its targets - in the case of Khiam, for example - were only two miles from the Israeli border? The dust ignited by DU munitions can be blown across international borders, just as the chlorine gas used in attacks by both sides in the First World War often blew back
on its perpetrators.

Chris Bellamy, the professor of military science and doctrine at Cranfield University, who has reviewed the Busby report, told The Independent: At worst it's some sort of experimental weapon with an enriched uranium component the purpose of which we don't yet know. At best if you can say that it shows a remarkably cavalier attitude to the use of nuclear waste products. Asked by The Independent if the IDF had used uranium-based munitions in Lebanon, Foreign Ministry spokesman Mark Regev said: Israel does not use any weaponry which is not authorized by international law or international conventions.Currently, international law does not cover modern uranium weapons because they had not yet been invented when the Geneva Convention rules were written.Despite the denial, the Independent report, written by Robert Fisk, asserted that Israel has a poor reputation for telling the truth about its use of weapons in Lebanon.

ANKARA (AFP) - A wife and a husband were killed in the mainly Kurdish province of Sanliurfa in Turkey's southeast as floods caused by torrential rain hit the region. The bodies of the victims, who went missing overnight, were recovered by the security forces in a stream near the village of Sarikuyu on Saturday, Anatolia news agency reported on Saturday.The floods damaged many homes, shops, roads and bridges across the impoverished province and dozens of livestock perished, Anatolia reported.Electricity and telephone services were cut in several villages, it said, adding that civil defense teams and security forces were dispatched to help residents.

ADDIS ABABA (AFP) - Thousands of people may be displaced in southeast Ethiopia after raging floods washed away their homes in the wake of torrential rains that have pounded the region in recent days. Sesay Tadesse, spokesman for the Disaster Prevention and Preparedness Agency (DPPA) said that up to 10,000 people may have been displaced in one area in the Kibre Dehar region, about 700 kilometres (435 miles) southeast of the capital Addis Ababa.We received the reports about the toll of this river flooding, but we need to confirm with our organisation in the region of Kibre Dehar, Sesay told AFP Saturday.He said they had sent a team to the region to assess the situation after the River Wabe Shabelle breached its banks.

We are following up carefully the situation. We have a regional office there and they will verify and monitor the situation and check the figures, he said.According to our team there, which has not yet been able to go on the ground to check, an estimated 10,000 people could be affected only in Kelafo,Sesay said, in reference to one of the affected areas in the region.In addition, he said they were preparing to send some 1,800 tonnes of food supplies to those affected.At least 639 people were killed when unusually heavy rains sparked massive flooding in the country's eastern, northern and southern regions in August, at the height of the July to September rainy season.And a total of 357,000 people were affected by those floods, said to be the the worst in decades, according to the United Nations humanitarian agency.

Ethiopia, home to some 70 million people, has faced heavy floods and droughts in recent years along with other countries in the Horn of Africa which have endured cycles of deadly weather for decades.

Drought persists in parts of Spain after storms

Oct 27, 2006 — MADRID (Reuters) - Even after 10 days of rainstorms across the country, four regions of Spain are still suffering a severe drought, the government said on Friday, after ministers approved an emergency transfer of water to some of them.Reservoirs at the head of the Tagus river, which are themselves low, will send 12 cubic hectometers of water to the Segura basin in the southeast, which is even worse off, to provide drinking water for towns there. A cubic hectometer a cube with 100 meter (yard) sides is roughly the size of a football stadium.

Two years of drought, the first of them the worst ever recorded, have left many of Spain's autonomous regions short of water and bickering about any transfers the central government tries to impose.

Farming regions in central Spain, like Castilla-La Mancha, are increasingly unwilling to send water to the southeast coast to cover the needs of new homes, golf courses or fruit farmers. The Castilla-La Mancha government this week won agreement from the two main political parties to stop transfers from the Tagus to the Segura river for good in 2015. The government said it had invested more than 600 million euros ($760 million) since the drought began in emergency measures to avoid water restrictions to homes.

The Socialists threw out the previous government's plan to divert water from the Ebro river to the dry southeast and is instead building desalination plants all along the Mediterranean and investing heavily in improvements to farm irrigation systems. Despite the recent rain, the situation is still very different from one basin to another. While some areas are suffering from flooding, the drought is still concentrated in the Jucar and Segura basins, it said in a statement. Those rivers run through the regions of Valencia and Murcia.

Climate change models show Spain is likely to get less rain overall in the future and that what does fall will be more unevenly distributed.

FLOODS CHAOS CLEAR-UP BEGINS


AHUGE clear-up operation was launched yesterday after storms wreaked havoc in the Highlands. Torrential rain and gale-force winds battered the north-east on Thursday, causing the worst flooding in the area for 70 years. The storms cut off power to 50,000 homes. Yesterday, 8000 were still blacked out. Several roads, including stretches of the A9, remained closed by flood water, fallen trees and landslides. Ross-shire, Caithness, Moray, Aberdeenshire and the Northern Isles were hit. Dingwall and the nearby village of Evanton were worst affected, with the floodwater 6ft deep in places.

Yesterday, residents who had been evacuated overnight returned home to chaotic scenes. James Kelt, 50, of Dingwall, said the downstairs of his home had been destroyed by floodwater. He added: I've never seen anything like this before. The water is away, but everything has turned to sludge. Everything is ruined. We've no power, so we can't get anyone in to fix things. Yesterday, forecasters said the worst of the weather was over, with only light winds and rain expected today and tomorrow.

When the Santa Ana winds blow, all bets are off and it is very difficult to predict,Riverside County Fire Dept. JERUSALEM (Reuters) - Israel may soon use smart bombs on the narrow border between Egypt and the Gaza Strip to destroy tunnels used to smuggle weapons into the Palestinian territory, an Israeli newspaper reported on Friday. Maariv daily said the precision-guided weapons would be used to penetrate deep underground in the hope of destroying the tunnel network that Israel says riddles the narrow border area.The border strip, known as the Philadelphi Corridor, is 11 km long (6.5 miles) and approximately 100 metres wide.The plan (as it was presented) includes detailed reference to the proximity to the Egyptian border and the surrounding civilian population,Maariv said.

An Israeli army spokesman declined to comment on the report, saying that private discussions of the army chief of staff could not be disclosed.Egyptian officials were unavailable for comment.Israel says it has been unable to control weapons smuggling into Gaza since it withdrew its forces from the coastal strip last year.The decision to use smart bombs may be a substitute to reoccupying the entire region, the newspaper said.Egyptian police recently seized 195 crates of automatic weapons and ammunition meant to be smuggled across the border.Israel estimates that tons of munitions, including advanced shoulder-fire missiles, have been smuggled into Gaza through the tunnels, though they have presented scarce evidence that such weaponry is being used by Gaza militants.

The Israeli army said its troops discovered 15 tunnels along the border during the past week.Maariv said the air force was given the green light to drop bombs after a similar campaign successfully destroyed tunnels along the northern Gaza border with Israel.The army began targeting underground passages in Gaza after Palestinian militants tunneled into Israel and abducted one of its soldiers in a raid on June 25.Israel has since launched an expanded offensive to retrieve the captured soldier. Christian Zionism: An Egregious Threat to US- Middle East Understanding

Christian Zionism, a belief that paradise for Christians can only be achieved once Jews are in control of the Holy Land, is gathering strength in the United States and forging alliances that are giving increasingly weird shape to American policy toward the Middle East. The nature of the movement and its detrimental impact on policy was the subject of the 22nd Capitol Hill public hearing presented by the Council for the National Interest yesterday.

A new Zogby International poll commissioned by the CNI Foundation shows that 31 percent of those surveyed in the national poll strongly believe or somewhat believe in the ideas behind Christian Zionism, defined as the belief that Jews must have all of the promised land, including all of Jerusalem, to facilitate the second coming of the messiah.Other polls bear similar messages, that 53% of Americans believe that Israel was given by God to the Jews, and that 59% of the American public believes the prophecies contained in the Book of Revelations will come true

The international implications of such beliefs are profound, as an increasing number of Americans believe that God sets foreign policy goals. Rev. Robert O. Smith, Lutheran pastor at the University of Chicago, one of the speakers at the hearing, discussed the development of this belief that dates to the 19th century and how it has received a powerful new impetus with the founding this year of a new group of the Christian right called Christians United for Israel (CUFI).

And yet while it works closely with Jewish Zionist organizations in the US, including the American Israel Public Affairs Committee, to promote the continued occupation of Palestine by the Israel (land God has given the Jews), it works just as effectively in dehumanizing the original inhabitants of the Holy Land, both Muslims and Christians.

Another speaker, Rammy Haija, who teaches at Radford University, drew attention to the necessity in the Christian Zionist dogma for the Israelis to retain control not only of the whole of the occupied territory but also all of Jerusalem. Christian Zionists have pushed the militarist policies of both Israel and the U.S. in an effort to secure the Holy Land in preparation for the coming of the promised land. As part of this strategy, the U.S. occupation of Iraq is deemed absolutely necessary.

The irony of the alliance between Christian Zionists and Jewish Zionists is that the one ideology promotes the ultimate destruction of the other. As Smith pointed out, the Christians United for Israel is all about Israel, not about the Israelis, and only a little surface digging into Christian Zionism shows how anti-Semitic it really is. So much so that Abraham Foxman, the head of the Anti-Defamation League, one of the ceaseless champions of Zionism in this country, has called the Christian right one of the direst threats to American Jews.

This has not prevented top Israeli officials from paying homage to the Christian right, including Ariel Sharon (before he descended into a comatose state brought on by the withdrawal of the settlers from Gaza, Pat Robertson opined), the Israeli ambassador Daniel Ayalon, and Benjamin Netanyahu, and a host of others. The ability of CUFI and other far right Christian religious leaders like Jerry Farwell and Pat Robertson to raise money for Israel, including Israeli settlements, is well documented.

Christian Zionism, Smith concluded, has a fundamental lack of earthly concerns, is divorced from reality, and undermines the work of politics. Its practical impact is the killing of people in the Holy Land. The recent statement by the Christian religious leaders of Jerusalem that warned against Christian Zionism's policies of racist intolerance and perpetual war was much needed, but it should have come from America's religious leaders.(www.cnionline.net)

Spain plans new Middle East peace conference


MADRID — Spain plans to float the idea of a Mideast peace conference, similar to that held in Madrid in 1991, at a meeting this week of ministers from Mediterranean countries, diplomatic sources said yesterday. The suggestion could be made at the Mediterranean Forum (Foromed) meeting in Alicante in southeast Spain being held and attended by ministers from 11 states. The forum is a consultative body associated with the so-called Barcelona Euro-Mediterranean process, a framework for political, economic and social relations in the region.

A declaration is due to be issued at the end of the meeting, to be attended by foreign ministers or their deputies from Algeria, Egypt, France, Greece, Italy, Malta, Morocco, Portugal, Spain, Turkey and Tunisia. Libya has observer status. Spain’s Foreign Minister Miguel Angel Moratinos told the country’s parliament this week that the roadmap for a search for peace in the Middle East was no longer adequate and that a major initiative, of the type of the 1991 Madrid conference, now appeared necessary. The October 1991 Madrid conference was attended by Israel and Arab states under the aegis of the United States and the Soviet Union.

It set out a framework for a Middle East peace process and opened the way to the 1993 Oslo accords on Palestinian self-rule. Moratinos knows the region well, has been a European Union special envoy and visited the area frequently recently. He told the Spanish parliament that it was still too early to say where or in what framework a new conference might be held. — AFP

Mediterranean leaders to push for relaunch of peace process

ALICANTE, Spain - Top diplomats from 11 countries bordering the Mediterranean will produce a new batch of proposals for reviving the Middle East peace process at a two-day meeting in Spain beginning Friday, a leading Spanish diplomat said.

The annual informal gathering of the so-called Foromed group comes after Foreign Minister Miguel Angel Moratinos, a leading European voice on the Middle East, said Tuesday he felt the road map peace plan no longer provided the answers to resolving the Israeli-Palestinian conflict. He urged the European Union to take the lead in pushing for a fresh approach.Israeli and Palestinian officials said Moratinos was overly pessimistic and expressed their continuing faith in the road map.

The Foromed group will issue a closing declaration Saturday offering a new vision of how things are going in the Middle East, said a Spanish foreign ministry diplomat involved in organizing the meeting. He stressed that the declaration would not oppose the road map.It's not that the road map is of no use, but it's not enough.

A lot more needs to be done, more proposals need to be made, said the diplomat, who spoke on condition of anonymity because ministry ground rules forbid him to be identified.Described as a group of like-minded countries, Foromed was formed on the initiative of Egypt and France in 1994 to boost political, economic and cultural cooperation in the Mediterranean region long hindered by the Middle East conflict. Neither Israel nor the Palestinians are represented in the group.

The Spanish official did not rule out the possibility that Foromed would call for the staging of another Middle East summit along the lines of the Madrid summit in 1991, as has been mooted by Moratinos.EU foreign policy chief Javier Solana, meanwhile, is touring the Middle East to sound out countries on reviving the peace process.Joining Moratinos at the meeting in the Spanish Mediterranean port city will be the foreign ministers for Egypt, Greece, Italy, Malta, Morocco, Portugal and Turkey. Algeria, France and Tunisia were to send state secretaries.The group will hold a working dinner late Friday followed by a meeting Saturday before Moratinos presents the declaration to reporters at an early-afternoon news conference.

Moratinos has long offered to have Spain play a role in resolving the Israeli-Palestinian dispute, but has had little response from either side in recent years.Madrid hosted a landmark conference in 1991, bringing together Israel and many of its Arab enemies for the first time. Those talks helped lay the foundation for the Oslo peace process, which resulted in the establishment of the Palestinian Authority.Moratinos argues that any new talks should involve Syria - a longtime foe of Washington and that Iran's nuclear program would also need to be addressed at such a conference.

Egypt to develop roadmap plan with specific timetable: FM


Egyptian Foreign Minister Ahmed Abul Gheit said Friday that Egypt was seeking to develop the roadmap peace plan in order to reach means of putting the plan into effect with a specific timetable, the official news agency MENA reported. The top Egyptian diplomat made the remarks before leaving for Alicante in southeast Spain, where he would attend the Mediterranean Forum meeting along with foreign ministers from Spain, Algeria, France, Greece, Italy, Malta, Morocco, Portugal, Turkey and Tunisia. Libya, which has an observer status, is taking part in the forum for the first time. Abul Gheit was quoted as saying that talks at the Mediterranean Forum meeting will focus on the situation in the Mideast, noting that the forum meeting would tackle Mideast issues including the Palestinian issue along with the situation in Lebanon and Syria. He said that Spain had a certain view in this regard, asserting that Egypt would highlight the importance of pushing forward the Mideast peace process.

According to MENA, the forum meeting will address the Middle East peace process, especially the roadmap plan initiated by the international Quartet of the United States, Russia, the European Union and the United Nations. Launched in 2003, the roadmap peace plan was aimed to establish a viable Palestinian state living alongside Israel in peace by 2005. Egypt, as a regional power long since playing a mediating role between Israel and the Palestinians, has since May urged the roadmap plan to be revised.

Talks of the forum will also take up the dialogue among civilizations, said Abul Gheit, warning of the dangers of a clash of civilizations. He called for peaceful coexistence and mutual understanding among various civilizations, a matter that would positively affect future relations.About the Darfur crisis and Sudan's expulsion of the United Nations envoy, Abul Gheit said that the Sudanese government rejected certain statements by UN envoy Jan Pronk.

He said he believed that the UN will send another envoy to Sudan for cooperation between the international organization and the Sudanese government to continue. He stressed that there was no place for deterioration in UN- Sudanese relations in light of the current situation in Darfur. The attendees of the forum could reach an agreement if negotiated on the basis of keeping the African troops in Darfur and reinforcing them with UN forces, according to Abul Gheit.

The Sudanese Foreign Ministry on Oct. 22 ordered Pronk to leave the country in three days. Earlier, the Sudanese army announced that Pronk was not welcomed in this country for his flagrant interference in the army's affairs. The Sudanese side also accused the UN top envoy in Sudan of launching a psychological war on the Sudanese army by spreading fabricated false information doubting the army's capability to maintain the security and stability of the country. The UN Security Council adopted resolution 1706 on Aug.

31, calling for the deployment of more than 20,000 international peacekeepers to replace the 7,800 AU forces in Darfur. But the Sudanese government has rejected the mission transfer, saying it was a violation of Sudan's sovereignty and an effort by the West to re-colonize the African oil producing country. Experts Warn Israel to Prepare for War

Ganor also advised that one of the threats will be from an alliance between Iran and terrorist Hezbollah, which will cause a terrible deterioration along Israel’s northern border.Speaking to YnetNews.com, Ganor said: The year 2007 is going to be a critical year, as the international arena will do its utmost to narrow down the nuclear capabilities of Iran. It could be done by using more affirmative sanctions, or even a military campaign. And the ramification of such an attempt, even if it's only sanctions, will cause a terrible deterioration of the situation on the northern border, where Iran will use its proxy Hizbullah to retaliate against Israel, and make clear that Israel has to pay for any activities against Iran.

Mubarak to ask China for help with nuclear program

Egyptian president to visit China, Russia and Kazakhstan, expected to appeal to China for help on nuclear energy program.

Mubarak is also expected to sign agreements with China regarding technological information sharing. While in Beijing, the president will take part in a ceremony honoring half a century of diplomatic relations between the two countries.

The Egyptian ambassador to Moscow Ezzat Saad said in an interview to government-affiliated newspaper al-Ahram that Egypt could benefit a great deal from Russian knowledge of peace-oriented nuclear energy, in preparation for building power stations to produce electricity.Over a month ago, Mubarak surprised the world by declaring that his state wished to develop nuclear energy for peaceful purposes.The announcement came days after his son Jamal's statement that he wished to utilize the existing knowledge in the country to advance technological development. In a speech that concluded the fourth meeting this year of the National Democratic Party the nation's ruling party Mubarak emphasized that nuclear energy was intended to compensate for Egypt's lack of oil and natural gas reserves. Several days later, the a-Sharq al-Awsat paper reported that Egypt had formally declared its intention to build three nuclear reactors for the purpose of providing electricity. The Egyptian Energy Ministry decided that the reactors would be built in the northwest part of the country, along the Mediterranean. The reactors would theoretically be able to provide 1800 megawatts of electricity jointly (600 megawatts each). The reactors would be built according to western models, which are considered very safe.
