The IDF said Wednesday it had captured the terror squad responsible for a shooting at the Beit El settlement last month.The army did not offer many details about the arrests, including the number of suspects nabbed in the operation, but said they hailed from the Jalazoun refugee camp in Ramallah, which is not far from Beit El.“The Jalazoun refugee camp is a focal point for terror from which a number of cells have originated,” the IDF said in a statement.The July 10 attack attributed to the terror cell ended without casualties. At the time, the army said spent bullet casings were found outside the settlement.Security forces launched a search of the area in the wake of the shooting.The army’s Wednesday statement did not indicate when the suspects were caught.

The US ambassador to Israel visited the Gaza border area on Wednesday to meet with Israeli and American firefighters jointly battling the daily blazes in the region caused by incendiary kites and balloons launched from the Gaza Strip.The visit came as local firefighters battled four fires started by incendiary balloons near Israeli communities in the area.Ten American firefighters are volunteering with the rescue services in the south through the Emergency Volunteers Project, a group that sends American volunteers to train and help Israeli rescue services.The firefighters “demonstrated an amazing solidarity between the American people and the Israeli people,” Ambassador David Friedman said in a statement after the visit.“It’s an act of true friendship and true love and I think the people here know that if the United States would need help, the Israelis would come to the United States to help.”He added: “I don’t think there is a better way to demonstrate solidarity, love, and cooperation between the United States and Israel.”Friedman visited the Sderot fire station, meeting with Fire and Rescue Services chief Dedi Simhi and local firefighters.Hundreds of fires caused by Gazan incendiary kites and balloons flown over the border have burned thousands of acres of park land and forests in the south of Israel in recent months.Gaza is ruled by Hamas, an Islamist terror group that seeks the destruction of Israel.

High Court: No avoiding evacuation of West Bank Bedouin village-State offers a second location for Khan al-Ahmar residents if they agree to leave current site peacefully, but they reject proposal-By Jacob Magid-TOI-AUG 1,18

The High Court of Justice on Wednesday said that there is no avoiding the demolition of Khan al-Ahmar and implored the legal representatives of the West Bank Bedouin village to reach a compromise with the state on a new alternative location to move the residents.After gaining the green light from the top court in May to demolish the Palestinian hamlet adjacent to the Kfar Adumim settlement, the state had planned to move the residents to a site near a garbage dump belonging to the Palestinian town of Abu Dis.Residents of Khan al-Ahmar — 180 in number, according to the UN — have vehemently opposed moving there, saying they were never consulted, the location is unsuitable for their rural way of life, and residents of Abu Dis have warned them to stay away.Wednesday’s hearing was convened following a pair of last-ditch petitions submitted by attorneys representing the Bedouin village to prevent the demolition.The panel of judges appeared to stand by the May ruling allowing the state to evict the residents, but they urged the state to offer an alternative site that would be more suitable to the residents.The judges called a one-hour recess in order to give the sides a final opportunity to reach a compromise.During that time, the state offered to install tents for the residents at the government’s expense at the originally proposed site near Abu Dis. It would also hook up the school there to water and electricity.Additionally, the state vowed to advance an additional alternative site for the Khan al-Ahmar residents that would be located east of the Mitzpe Jericho settlement, on the condition that the villagers would agree to peacefully leave their current location within a week.The attorneys for the Bedouin hamlet rejected the offer, asserting that the High Court still had the power to overturn its May decision and saying there were technical problems in the state’s plans to clear the village.The Khan al-Ahmar residents are uninterested in the site near Abu Dis, even temporarily. They have stated that they are willing to move either a couple hundred feet further from the highway along which they currently are situated, or to their original grounds in the Negev.With the sides unable to reach a compromise, the panel of judges ordered the state to submit, within five days, its new alternative proposal for rehousing the residents east of Mitzpe Jericho.The Khan al-Ahmar villagers will then have five days to officially respond to the proposal, though they are expected to quickly reject it as they did verbally in court on Wednesday.In the meantime, the top legal body ordered the state not to demolish the village.In the beginning of July, the state had begun its preparations to raze the hamlet, where none of the structures have been granted permits. Security forces were deployed to the village and construction workers began paving an access road that would facilitate the demolition and evacuation.The state says the structures, mostly makeshift shacks and tents, were built without the relevant building permits and pose a threat to the village residents because of their proximity to a highway.But the villagers — who have lived at the site, then in Jordan, since the 1950s, after the state evicted them from their Negev homes — argue that they had little alternative but to build without Israeli construction permits, as they are almost never issued to Palestinians for building in parts of the West Bank, such as Khan al-Ahmar, where Israel has full control over civilian affairs.Opponents of the demolition also argue that it is part of an effort to enable the expansion of the nearby settlement of Kfar Adumim, and to create a region of contiguous Israeli control from Jerusalem almost to the Dead Sea, a move critics say will bisect the West Bank, and make a contiguous Palestinian state impossible.Officials from over ten governments in Europe, including Britain and France, have visited Khan al-Ahmar in recent weeks and have called on the Israeli government to avoid razing the village. Anti-abortion centre reopens next door to Clinic 554-[CBC]-YAHOONEWS-July 31, 2018

Police have already been called once to Brunswick Street since the Right to Life centre began reopening next to Clinic 554, the province's only private abortion clinic.The anti-abortion charity New Brunswick Right to Life runs the Women's Care Centre, where it offers pregnancy counselling, pregnancy tests and free ultrasounds.The centre burned down two years ago and completed rebuilding this spring after obtaining a variance from the city for a redesign. - Fredericton anti-abortion group to rebuild controversial downtown office, clinic Elizabeth Crouchman, chair of the Right to Life board, said the centre has been operating in a limited capacity for two months.It has a new ultrasound machine, which a hired sonographer will start using once the centre fully reopens in the next few months. It's an upgraded machine compared to the one used before the 2016 fire.Clinic 554 manager Valerie Edelman said the Right to Life centre's high-tech ultrasound machine prompts concerns about the impact it will have on women trying to get accurate information about abortion."It's easy for patients seeking an abortion to mistake them for us," Edelman said. "I have no doubt that this centre emotionally tried to trick people."She said this is because the building's signs only identify it as the Women's Care Centre, and there are currently no Right to Life logos or identifiers displayed anywhere on the outside of the building.This was the case in the past as well.Fears centre will judge women-The ultrasound machine could be used to "guilt" women, she said, and there have been many patients who have left the centre in tears after being "intimidated" and "judged."Crouchman denied the anti-abortion group purposely misleads women. She said the Right to Life mandate is to "protect life at every stage," and the ultrasound machine is used to help women understand their situation."We tell [women] what their options are we give them information in order to make an informed decision," she said."Of course, we know abortion is available … we tell them what the risks are."-Trespass report-Alycia Bartlett, a spokesperson for the Fredericton police, said they responded to a report of an unwanted person on Clinic 554 property in June. The conflict was resolved, said Bartlett, who did not know if the person was with the anti-abortion group.Edelman said that because police were handling the case she couldn't comment on what happened but did say the person was associated with Right to Life.She said Clinic 554 staff will always call the police if they see someone from the Right to Life clinic try to "intimidate" staff or patients on Clinic 554 property.Crouchman said she cannot comment on the incident because she doesn't have enough information.'Misinformation'-Edelman said some patients who went to the Right to Life centre were told that abortion causes infertility and breast cancer, which is not scientifically accurate."On a day-to-day basis there are people seeking abortion services, and these folks already face so much stigma," she said. "They have to face all kinds of barriers already in government regulation."People who are asking about abortions need accurate information, they need compassion, they need support and they need their legal right to choose abortion if they want one."Joyce Arthur, executive director of Abortion Rights Coalition of Canada, said there are 160 clinics similar to the Right to Life one in Canada, but only 30 private abortion clinics similar to Clinic 554.She said of those 160, only a handful have ultrasound machines, which she said can be used to spread "dangerous medical misinformation."She said the Society of Obstetricians and Gynaecologists of Canada recommends against using ultrasounds for sex determination only or recreational purposes only.Arthur said the Right to Life centre's use of the ultrasound machine falls under "recreational" because the centre is not a medical clinic.A solution-"Given the anti-abortion stance of these places they're not going to be willing to, or maybe not be qualified to give any medical information," Arthur said."If they detect an anomaly in the fetus, there's possibly some dangerous medical misinformation or lack of information that may be going along with the use of this ultrasound machine."Edelman said in an ideal world the Right to Life centre wouldn't be so close to the clinic, or at least "when they encounter someone, [would] let people know what their agenda is.""If a patient would go there, I'd like them to say 'Oh, we are Right to Life, we are an anti-choice, pro-life organization and we want to stop you from having an abortion, so if you like more information come on it,'" she said."But they don't."

GOMA, Democratic Republic of Congo (Reuters) - Four people have tested positive for Ebola in eastern Democratic Republic of Congo just days after another outbreak that killed 33 people in the northwest was declared over, the health ministry said on Wednesday.Twenty people have already died from hemorrhagic fevers in and around Mangina, a densely populated town about 30 km (18 miles) southwest of the city of Beni and 100 km from the Ugandan border, the ministry said in its statement, without saying when the deaths occurred.The ministry said no evidence linked this outbreak with the last one, which began in April and occurred over 2,500 km (1,553 miles) away in northwestern Congo .But the latest flare-up is a reminder of how elusive the virus can be, especially in the teeming equatorial forests of Congo where it finds a natural home.This is the central African country's 10th outbreak since 1976, when the virus was discovered near the eponymous river in the north. That is more than twice as many as any other country.It is believed to be spread over long distances by bats and can turn up in bush meat, available at food markets throughout Congo. Russia’s chief Syria negotiator said in an interview Wednesday that his country has convinced the Iranian forces in Syria to withdraw to at least 85 kilometers (53 miles) from the Israeli border, despite Israel’s insistence that no Iranian troops be permitted anywhere in the war-torn country.Alexander Lavrentyev told Sputnik news site, “We took into account the Israeli concerns, we managed to attain the pullout of Iranian units 85 kilometers (53 miles) from the Israeli border.”Asked if Israel was becoming less concerned over the pro-Iranian units’ presence near its border, Lavrentyev replied: “Yes, of course, we are certain of this.”It was not clear what prompted him to say this as Israel has repeatedly and forcefully stated that it will not accept any Iranian presence at all in Syria. Israel is furthermore demanding that all long-range missiles be removed from the country and that any factories producing precision-guided missiles there be shut, the official said.The Russian “aspiration” of creating a 100-kilometer zone in which neither Iranian forces nor Tehran’s proxy militias are present is insufficient for Israel, the senior official went on. “Iran wants to turn Syria into a second Lebanon. And we’re determined to prevent that.”Earlier this month, during a call between Netanyahu and Russian President Vladimir Putin, the prime minister noted “that Israel would continue to act against the establishment of an Iranian military presence in Syria,” according to a statement from his office.Netanyahu has spoken and met with Putin regularly in recent years about Syria and military coordination between the two countries there, most recently during his visit to Moscow last week. Along with Iran, Russian forces are backing the regime of President Bashar Assad in the country’s civil war.On Monday Russia’s ambassador to Israel Anatoly Viktorov told Channel 10 news that the Iranians were “playing a very, very important role in our common and joint efforts to eliminate terrorists in Syria.Like Iran, Russia is providing military backing Assad with backing in the Syrian civil war.“The Iranian presence in Syria… is fully legitimate according to the UN principles and the UN charter,” he added.The Syrian army and its Russian and Iran-backed allies since June have been on an offensive in southern Syria, raising concerns Iranian proxies could take up positions in formerly rebel-held areas bordering the Golan Heights. Israel has called for the 1974 disengagement agreement between it and Syria to be upheld and warned Syrian forces against entering the demilitarized buffer zone along the border.

The Liberal government is curtailing its plan to price carbon pollution after hearing concerns from Canadian industry officials about how the tax would impact competitiveness.As the Globe and Mail first reported Wednesday morning, Environment and Climate Change Canada plans to release new guidelines that lower the percentage of emissions some polluters will have to pay the carbon tax on.The decision to raise the cutoff point for carbon taxes will have the biggest impact on companies that are already more efficient than the industry average, or close to the average. They should see their tax bill decline substantially, and some of the most efficient could find themselves paying no carbon tax at all.The worst polluters, whose emissions far exceed the average in their industries, will see their carbon tax liability shrink too, but their tax savings will be proportionately much smaller.Back in January, Environment Minister Catherine McKenna set the benchmark at 70 per cent of an industry's average emissions performance, meaning companies would have to pay a tax on emissions they produced in excess of that benchmark.McKenna's office confirmed to CBC News that they've adjusted the proposal to set the benchmark at 80 per cent of the industry average of emissions — and 90 per cent for producers of cement, iron and steel, lime and nitrogen fertilizer. Emissions produced beyond that point would still be subject to the tax.That plan is scheduled to come into effect in early 2019, and will be imposed on provinces that do not have a carbon pricing system of their own. The tax is set for $20 a tonne in 2019 and will rise to $50 in 2022.The federal government says it's still talking to industries and will have more details this fall.McKenna said today it's important to make big polluters pay, and that it will force them to reduce emissions and innovate."But we have to do it in a smart way," she said during a visit to the Gaspésie region of Quebec. "I've always said the environment and economy go together, and we don't want to drive industry out of our country. We want to have the most energy efficient, smart industries here that create good jobs, at the same time do what we need to do to tackle emissions. And that's exactly what we're doing."In one of his first moves as Ontario's new premier, Doug Ford announced the province would be getting out of the cap-and-trade system, and vowed to go to court, along with Saskatchewan, to fight Ottawa's carbon-tax plan.Manitoba was reluctant to sign on to the federal government's plan until recently.New Brunswick has an emissions reduction plan, but it has been criticized as inadequate by the federal government.Alberta and B.C. already have a carbon tax, while Quebec is part of the cap-and-trade system Ontario plans to leave.Nova Scotia is developing its own internal cap-and-trade system.P.E.I. says its approach will be to lower the price of renewable energy to motivate people to do the right thing.
