EU: Israeli occupation is 'root' cause of violence By Andrew Rettman-euobserver

BRUSSELS, 15. Jul, 09:22-EU states, in an internal report drafted last year, have said the outbreak of Palestinian knife and car-ramming attacks against Israelis in Jerusalem is due, in large part, to Israel’s occupation. They said the attacks began after right-wing Israeli politicians and religious groups began to question the status quo on Arab rights at the Temple Mount complex in the Old City. But they added that living conditions for Palestinians and the loss of hope in a two-state solution formed the psychological “root” of the violence. The report, drafted and endorsed in December 2015 by all the EU countries that have embassies in Jerusalem and Ramallah, said the Temple Mount developments were the “proximate cause” for the upsurge in violence that began after summer last year. But it said the “heart of the matter” was “the Israeli occupation since 1967 and a long-standing policy of political, economic and social marginalisation of Palestinians in Jerusalem”.It said that the “new reality” came “against a backdrop of deep frustration amongst Palestinians over the effects of the occupation, and a lack of hope that a negotiated solution can bring it to an end”.The 39-page paper, seen by EUobserver, is part of regular reporting by EU diplomats in the region. It is not meant to be published, but is designed to act as a reference document for meetings of EU foreign ministers in Brussels and for proposals put forth by the EU foreign service. The report noted that the attacks were “spontaneous in nature” and mostly involved “young Palestinian men and women … acting without the apparent direction of political factions or militant groups”.Inside Palestinian communities, the occupation has prompted higher levels of “drug abuse, division and displacement of families, domestic violence, loss of cultural identity, and high levels of stress and depression,” the EU report said.At the time the report was filed, in early December, Palestinian attackers had killed eight Israelis and Israeli forces had killed 24 Palestinians.By the start of June this year, those figures had climbed to 35 Israeli and more than 200 Palestinian deaths.-’Unlawful killings’-The EU diplomats warned that the resulting Israeli crackdown - which included widespread use of lethal force and house demolitions that amounted to “collective punishment” - made matters worse.“Some Palestinian perpetrators of individual attacks have apparently been shot and killed in situations where they no longer posed a threat”, the report said.It said that images circulated on social media fuelled the tension. In one incident captured on video, Israeli police “appeared” to shoot a Palestinian suspect walking away from a crime scene after Israeli bystanders had called on them to open fire.It added that “both sides” were guilty of “inflammatory rhetoric” and said EU states should “firmly condemn” the killing of civilians on both sides. But it also called on the EU to voice “deep concern” on “excessive use of force” by Israeli police, which were “possibly amounting in certain cases to unlawful killings”.Aside from the violence, which came to be called the Knife Intifada, meaning “knife uprising”, the EU paper chronicled: Israel’s ongoing settlement expansion; restrictions on Palestinian access to housing, education, healthcare, and jobs; and Israel’s manipulation of archeological digs to denigrate Palestinian people’s historical links to the city.It said that none of the trends were new and that all of them had “worsened” over the course of last year.It said that 84 percent of Palestinian children in the city live below the poverty line.It noted that up to 22,631 Palestinian children are not enrolled in school, while 36 percent of those who do go to school drop out before completing basic education. It said Israeli restrictions cost the Palestinian economy in the region $200 million (€179.6 million) a year in lost income and that 37 percent of young Palestinians are out of work.-Known violent settlers-The EU embassies said EU states should “ensure full and effective implementation” of a new EU code that requires Israeli settler exports to be labelled in European shops. It urged the EU to develop “further guidelines” that differentiate between Israel and its illegal settlements. It said that while the EU is against a “boycott” of Israel, member states should “raise awareness” of the “risks” for EU firms that operate in settlement areas. It also said that “known violent settlers and those calling for acts of violence” should be put under EU visa bans.EU ambassadors had already proposed similar measures in a leaked report drafted at the end of 2014.But the EU foreign relations chief, Federica Mogherini, at the time said: “There’s currently no question of sanctioning anybody. The question is rather how to motivate people to … restart peace talks”.-’Shameful, delusional’-The Israeli government has condemned the EU retail labelling code as “shameful” and “hypocritical”.When the Swedish foreign minister, Margot Wallstroem, in January echoed the 2015 EU report by calling for investigations into Israeli killings of Palestinian suspects, Israel called her “delusional” and accused her of inciting violence. For its part, France is trying to restart the peace process by holding an Arab-Israeli summit in Paris at the end of the year. But Israel has refused to take part.

Poland’s chief rabbi hails Pope’s upcoming Auschwitz visit-Michael Schudrich says Francis’s trip to Nazi camp, during which he will meet Holocaust survivors, is ‘example for humanity’-By AFP July 16, 2016, 10:12 am-THE TIMES OF ISRAEL

WARSAW, Poland — Poland’s chief rabbi on Friday hailed Pope Francis’s plan to visit the Auschwitz death camp during a trip to the country later this month, saying he would set “an example for humanity.”The Roman Catholic leader will meet Holocaust survivors at the former Nazi camp on July 29, on the third day of his visit to the country for World Youth Day.“It is important that everyone goes (to Auschwitz) to reflect on what happened there,” chief rabbi Michael Schudrich said.“It is the worst place in the world and the pope, the world’s most powerful religious leader, sets an example for humanity.”Schudrich also welcomed the pontiff’s intention to remain silent during his visit to the camp, where some 1.1 million people, including a million Jews from across Europe, were killed by Nazi Germany from 1940 to 1945.“You have to remain silent when you are there, to then shout out loud to the world about what you have seen,” he said. Two of the pope’s predecessors also visited the camp: John Paul II — a former archbishop of Krakow — in 1979 and Benedict XVI in 2006 respectively.Pope Francis will spend five days in Poland, arriving on July 27 and concluding his visit on July 31.A delegation of 30 members of Poland’s Jewish community will take part in the Auschwitz visit and Schudrich said he hopes that a smaller group will meet the pontiff in Krakow, although plans are not yet certain.

Whale spotted close to Tel Aviv beach-Marine Mammal Center asks Israelis to get in touch if they see the creature, which is believed to frequent the coastline-By Times of Israel staff July 16, 2016, 1:46 pm

Bathers on Tel Aviv beach were treated to a whale-watching experience Saturday, as one of the giant marine mammals was spotted in the water off the coast. The whale was spotted by a surfer at the Hilton Beach in the north of the city, who watched the animal for some 15 minutes, Army Radio reported. The whale, measuring some 10 meters long, was about 150 meters from the shore when it was spotted. It seems likely that the whale is the same animal that has been spotted swimming alone near the country’s coastline for the past short while, the radio said.Israel Marine Mammal Research and Assistance Center is seeking public assistance in locating the whale, and asks anyone who sees is to contact the center via its Facebook page.

Israeli researchers use stem cells to treat age-related blindness-Initial clinical trials show new therapy could treat macular degeneration, helping millions to keep their sight-By JTA July 16, 2016, 3:47 am-THE TIMES OF ISRAEL

Israeli researchers say they have developed a promising stem-cell therapy to treat age-related macular degeneration, or AMD, potentially saving the sight of millions of people.Jerusalem-based Cell Cure Neurosciences reports that its OpRegen therapy infusion has shown encouraging potential in the first phase of its clinical trials.Age-related macular degeneration is the leading cause of irreversible vision loss in people over 60, and is estimated to affect 11 million people in the US in various forms, asserts the Bright Focus Foundation’s fact sheet. In a healthy retina, one layer of retinal pigment epithelial cells functions to help support nutrition to photoreceptors, cells that process light to provide vision. When the RPE cells deteriorate in people with macular degeneration, photoreceptors lose their support system and deteriorate, ultimately leading to blindness. The Israeli firm’s therapy involves an injection of RPE cells, derived from human embryonic stem cells, underneath the patient’s retina.Dr. Eyal Banin, one of the lead developers of the technology and director of degenerative diseases at the Retina Center at Hadassah Ein Kerem Hospital, believes that the OpRegen infusion will replace the patient’s dysfunctional RPE cells. It also may help support the remaining healthy cells.“The biggest advantage of this type of therapy may be its communication with the surrounding cells and environment,” he said. “This two-way interaction may help these remaining cells to survive and function properly.”Based on the encouraging results of the first phase, the researchers will move on to a second trial in which new patients will receive an upped dose. The news was announced via the Columbia, Maryland-based Foundation Fighting Blindness, which provides funding and pre-clinical research for the trials.

Rabbinical court sends man to jail for refusing to divorce wife-Unnamed intransigent husband still has 10 days to overturn 5-year sentence if he relents and gives his wife a get-By JTA July 15, 2016, 6:57 pm-THE TIMES OF ISRAEL

A rabbinical court in Israel on Thursday sentenced to five years in prison a man who for years has refused to give his wife a divorce. The High Rabbinical Court in Jerusalem passed the sentence, which is one of the harshest meted out in recent years to an intransigent spouse, the news site NRG reported. In Orthodox Judaism, a marriage cannot be undone unless the man consents to a get — the Hebrew word for divorce. Rabbinical courts — which in Israel function as family courts as part of the judiciary and have executive powers — cannot force a man to give his wife a get but they can impose harsh punishments on men the judges determine are unjustly withholding a get and turning their wives into what is known in Judaism as agunot, or “chained women.”Orthodox rabbis will not allow a chained woman remarry. Any children born to an agunah out of wedlock will in turn be ineligible for an Orthodox Jewish wedding. In recent years, the Israeli rabbinate has adopted a policy of stringent punishments against husbands who keep their wives chained, including publishing their names and other identifying details, including their place of work, with the stated goal of shaming them into unchaining their wives. In the case discussed Thursday, “the husband leaves the court no other alternative” to jailing him, wrote the judicial panel comprising rabbis Eliyahu Haishreik, Aharon Katz and Michael Amos. The jail sentence comes one year after the court determined the man, who is Haredi, must unchain his wife. After failing to comply, the court froze the man’s bank accounts and issued an injunction forbidding him from leaving Israel and ordering him to surrender his passport. But the man, who was not named in the NRG report, persisted and vowed not to give his wife a get.“I will never give her a get. Even if she gives me back the apartment and the property, my tefillin and prayer shawl, she will not receive a get,” he told the court. The rabbinical court suspended the arrest warrant for 10 days in the hope that the husband will reconsider and unchain his wife – a scenario which would lead the court to scrap the punishment.“Imprisoning a person is not easy and is in fact an extraordinary and harsh measure,” the judges wrote. “But the husband leaves the court no other alternative as outweighing the pain that the sentence involves is the halacha [Jewish law] given to the sages of Israel, which requires the court to do everything within its power to redeem a woman from her chains.”

Regional rival Iran expresses support for Turkey over coup attempt-[Reuters]-July 16, 2016-YAHOONEWS

DUBAI/ANKARA (Reuters) - Iran said on Saturday it fully supported the government of neighboring Turkey against an attempted military coup launched on Friday night, despite Tehran and Ankara's differences over Syria and other issues. The senior aide to Iran's Supreme Leader Ayatollah Ali Khamenei said that Tehran backed Turkey's elected government against the coup but it expected Ankara to do the same when it came to Syria.Iran, a Shi'ite Muslim nation, is a main ally of President Bashar al-Assad in Syria's civil war while Sunni-majority Turkey has been one of his fiercest critics and has supported his opponents."We disagree with Turkey on some issues, like Syria. We are hopeful that the Turkish government respects the Syrian people's opinion and votes and lets the Syrian nation choose their government," Ali Akbar Velayati was quoted as saying by the Tasnim news agency.Iranian President Hassan Rouhani spoke on the telephone with Turkish President Tayyip Erdogan."Iran is ready to expand ties with Turkey in all fields more than before," Rouhani was quoted as saying by Tasnim.Rouhani also chaired a meeting of Iran's National Security Council on Saturday to discuss the latest developments in Turkey."We support Turkey's legal government and oppose any type of coup - either initiated domestically or supported by foreigners," National Security Council secretary Ali Shamkhani said after the meeting, quoted by state news agency IRNA.Foreign Minister Mohammad Javad Zarif has spoken three times on the telephone with Turkish Foreign Minister Mevlut Cavusoglu, Iranian news agencies said.Zarif said in a tweet he was "deeply concerned about the crisis in Turkey. Stability, democracy and safety of Turkish people are paramount".He later praised Erdogan supporters who took to the streets to oppose the military move."Turkish people's brave defense of democracy and their elected government proves that coups have no place in our region and are doomed to fail," he said.(Reporting by Bozorgmehr Sharafedin in Dubai and Parisa Hafezi in Ankara; Editing by Sami Aboudi and Angus MacSwan)

Turkey reopens key route for oil, grains transit after coup attempt-[Reuters]-By Ayla Jean Yackley-July 16, 2016-YAHOONEWS

ISTANBUL (Reuters) - Turkish maritime authorities have reopened Istanbul's Bosphorus Strait to transiting tankers after shutting it earlier on Saturday for several hours following what the government said was an attempted coup by a faction in the military. The Bosphorus is one of world's most important chokepoints for the maritime transit of oil with over three percent of global supply - mainly from Russia and the Caspian Sea - passing through the 17-mile waterway that connects the Black Sea to the Mediterranean. It also ships vast amounts of grains from Russia and Kazakhstan to world markets. On Saturday, forces loyal to the Turkish government fought to crush the remnants of a military coup attempt, following violence and clashes in Ankara and Istanbul.Shipping agent GAC said traffic had reopened after being shut for several hours for security reasons and ships were now being able to travel again through the Bosphorus which divides Istanbul into European and Asian sides.A spokesman for Russia's pipeline monopoly Transneft said the main Black Sea port of Novorossiisk was operating normally and had enough tankers near the port to continue loading operations uninterrupted until July 25 regardless of what happens in the Bosphorus.Reuters ship tracking data showed that around 10 oil tankers were anchored off the coast of Istanbul on the southern side of the strait, still waiting for instructions to sail through the narrow passage.-CEYHAN OIL FLOWS-Turkey is also shipping significant volumes of oil from the Caspian Sea region and countries such as Azerbaijan and Kazakhstan via its territory directly to its export terminals on the Mediterranean like the port of Ceyhan bypassing Bosphorus.A BP-led group operating oil and gas pipelines running from Azerbaijan to Turkey via Georgia said there had been no disruptions to shipments."Both pipelines are working normally," BP-Georgia said.A source at Azeri state energy company SOCAR also told Reuters oil shipping to Ceyhan was uninterrupted.Iranian Mehr news agency said Iran had temporarily stopped exports of petrochemical products to Turkey due to border closure between the two countries.Oil shipments through the Turkish Straits have decreased over the past decade as Russia shifted flows towards the Baltic ports. The Baltic ports currently operate well below capacity, which means Russia could divert flows away from the Black Sea in case of prolonged disruptions.Only half a mile wide at the narrowest point, the Turkish Straits are among the world's most difficult waterways.About 48,000 vessels transit the straits each year, making this area one of the world's busiest maritime chokepoints, according to the U.S. government.Commercial shipping has the right of free passage through the straits in peacetime, although Turkey claims the right to impose regulations for safety and environmental purposes.Besides transit, Turkey is also a very important consumer of commodities itself. It is one of top five gas users in Europe on a par with France, a large grains importer and is one of the top 10 biggest gold markets. For U.S. government analysis of the role of the Bosphorus and Turkey as energy transitor and consumer:http://tinyurl.com/j5szs5c-http://tinyurl.com/z53uv5n-(Additional reporting by Vladimir Soldatkin and Olga Yagova in Moscow, Margarita Antidze in Tbilisi, Ron Bousso, Clara Denina and Nigel Hunt in London; writing by Dmitry Zhdannikov in London,London, editing by David Evans)

Istanbul's airport reopens, flights resume after coup attempt-[Reuters]-By Elaine Hardcastle-July 16, 2016-YAHOONEWS

(Reuters) - Turkish Airlines resumed flights from Istanbul's international airport on Saturday following a failed coup attempt while some foreign carriers canceled weekend flights.Forces loyal to Turkey's government fought on Saturday to crush the last remnants of a military coup attempt. Television images late Friday had shown tanks parked in front of the airport.A spokesman for Turkish Airlines said flights had now returned to their normal schedule from Europe's third largest hub, though delays were to be expected.Turkish budget carrier Pegasus said its flights were also experiencing minor delays. The closure of Istanbul's Ataturk Airport late on Friday had caused the diversion of 35 airplanes and canceled 32 flights, Turkish Airlines chairman Ilker Ayci told broadcaster CNN Turk.British Airways said in a statement it was halting all flights to Turkey on Saturday and one on Sunday as a precaution."The safety and security of our customers and crew are always our top priority and we would never operate a flight unless it was safe to do so."Over 2,500,000 British nationals visit Turkey every year according to the Foreign and Commonwealth Office.EasyJet said its advice from British authorities was to continue flying, although it was monitoring developments. The attempted coup follows a series of bombings that hit Turkey this year, including a suicide attack in June that killed 45 people at Istanbul's main airport. They have weighed on international travel to the country. The number of foreign visitors to Turkey fell by 28 percent in April, data showed on Friday, the biggest drop in 17 years. The decline signals more pain for Turkey's economy, which is smarting from slowing exports and weak investment. Some economists have forecast that tourism revenue will drop by a quarter this year, costing around $8 billion.German airline Lufthansa canceled all its flights to Istanbul and Ankara on Saturday and pared back the number flights to holiday destinations Bodrum and Antalya.TUI which owns the Thomson and First Choice holiday companies, said its flights to Dalaman, Antalya and Izmir were operating as normal.Tour operator Thomas Cook said most German guests who had booked a holiday to Antalya or Bodrum had taken their flights on Saturday. It said flights from the UK were operating as normal but, given the circumstances, free cancellations or amendments were possible for customers due to fly to Turkey this weekend.Russia also suspended passenger flights to the country on the orders of President Vladimir Putin, TASS news agency said.Turkish and Russian officials had met this week to discuss the restarting of charter flights between the two countries and tourism security after relations soured following Turkey's downing of a Russian jet last year.State airline EgyptAir also canceled all flights on Saturday to Istanbul, the company said in a statement. The company, which has 14 flights to Istanbul per week, did not say when they were expected to resume. All flights from Istanbul to Sofia for Saturday had been canceled, according to Sofia airport's website.(Additional reporting by David Dolan and Ayla Jean Yackley in Istanbul, Peter Maushagen in Frankfurt, Kate Holton in London, Eric Knecht in Cairo and Dmitry Solovyov in Moscow; Editing by David Evans)

EU and US urge restraint as dozens killed in Turkey coup attempt By Andrew Rettman-july 16,16-euobserver

BRUSSELS, Today, 11:44-The EU and US have urged Turkish leader Recep Tayyip Erdogan to show restraint after a failed coup d’etat led to military clashes and dozens of deaths in Ankara and Istanbul.Turkish officials told local media on Saturday (16 July) that at least 90 civilians and 104 military personnel lost their lives in overnight violence, with more than 1,000 people injured. The clashes included strikes by Erdogan-loyal F-16 jets against tanks that had taken up positions outside parliament in the capital city.A bomb inside parliament killed 12 people. Soldiers from the military faction that tried to seize power reportedly also fired live ammunition at Erdogan-loyal crowds on a bridge across the Bosphorus in Istanbul and in Taksim square in the city centre.Speaking from an EU-Asia summit in Mongolia the same day, EU Council leader Donald Tusk said: “Turkey is a key partner for the European Union. The EU fully supports the democratically elected government [of Erdogan], the institutions of the country and the rule of law”.He called for a “swift return to Turkey’s constitutional order" and said the situation cannot be resolved by firepower alone. The EU foreign service said "any escalation of violence involving civilians has to be avoided".The White House said in a statement “all parties in Turkey should support the democratically-elected government of Turkey, show restraint, and avoid any violence or bloodshed”.The Nato military alliance, of which Turkey is a member, also called for "full respect" for Turkey's democratic institutions. The shocking events unfolded late on Friday when tanks and soldiers rolled into Turkey’s two main cities, taking control of Istanbul’s main airport, bridges, public squares and some state-run media. The rogue military group said in a statement that they did it "to ensure and restore constitutional order, democracy, human rights and freedoms".It promised to create a “peace council” to rule the country and to draft a new constitution.Erdogan was at the time on holiday in the seaside resort of Marmaris in south-west Turkey. He said in a message broadcast by videophone on CNN-Turk from an unknown location: “I urge the Turkish people to convene at public squares and airports. There is no power higher than the power of the people”.He added that the “chain of command has been violated. This is a step against the higher ranks, and the judiciary will swiftly respond to this attack.”He then flew to Istanbul on Saturday morning, amid reports that the rogue soldiers had begun to surrender en masse to Erdogan-loyal crowds.Addressing one gathering of people in the city, he said: “The government is in control … We are in charge and we will continue exercising our powers until the end. We will not abandon our country to these invaders.”He later said on TV “It will end well… The most important thing right now is that millions of Turkish citizens are on the streets.”His office added in a statement that the plotters would “pay a heavy price for their treason to Turkey”, amid reports that more than 1,500 military personnel had been detained.Turkey’s acting military chief, Umit Dundar, said on TV: “The coup attempt was rejected by the chain of command immediately. The people have taken to the streets and voiced their support for democracy”.Speaking from exile in the US, Fethullah Gulen, an influential Islamic teacher who is hostile to Erdogan, said he “categorically” rejected accusations of his involvement in the events. The attempted coup is the fifth such event in the country since 1960.Erdogan’s party, the AKP, won recent elections in a mostly free and fair ballot. But the president has in the past two years cracked down on opposition parties, journalists, independent judges and prosecutors in developments criticised by the EU.

Turkey reopens border with Bulgaria, reassures on refugees: PM-[Reuters]-July 16, 2016-YAHOONEWS

SOFIA (Reuters) - Turkey has reopened border crossings with neighboring Bulgaria after closing them in the early hours of Saturday following an attempted coup, Bulgarian Prime Minister Boiko Borisov said. There were no signs of an increase in refugee flows into Bulgaria, and Turkey's government has given assurances that the border will not be overwhelmed, Borisov told reporters after meeting with the Turkish ambassador. An additional 230 Bulgarian soldiers have been sent to the border to bolster patrols and help prevent a possible surge in refugee arrivals, he said. A fence to stop illegal crossings into the country from Turkey is already in place."We have been in communication with the Turkish government, with the prime minister, with the ambassador," Borisov said. "I have full assurances from all that the border will not be put under pressure."Refugee camps in Turkey, which host more than three million people from Syria, Iraq and Afghanistan, are calm and Turkish authorities have also agreed to bolster border controls, Borisov said.Flights from Sofia to the Turkish cities of Istanbul and Antalya were canceled on Saturday, according to the departure schedule on Sofia Airport's website.(Reporting by Tsvetelia Tsolova; editing by David Clarke and Nerys Avery)

Egypt's pro-army media jump gun, welcome Turkey coup-[Associated Press]-July 16, 2016-YAHOONEWS

CAIRO (AP) — Some of Egypt's pro-army media jumped the gun in their reporting on the attempted coup in Turkey, declaring it a success and welcoming the overthrow of President Recep Tayyip Erdogan. At least three newspapers ran headlines Saturday declaring that Turkey's army had overthrown Erdogan. But by the time their print editions came out, Turkey's government had largely succeeded in quashing the coup after a night of clashes that left dozens dead.As the events unfolded, Egyptian TV personality Ahmed Moussa declared "this isn't a military coup," but "a revolution within the Turkish armed forces."Moussa was an avid supporter of Egypt's military overthrow of Islamist President Mohammed Morsi in 2013. Erdogan harshly condemned Morsi's overthrow, and the two countries have had tense relations since.

50 people 'between life and death' after attack in France-By EUOBSERVER

15. Jul, 15:50-French president Francois Hollande said Friday afternoon that 50 people were "between life and death" after Thursday's lorry attack in Nice that killed 84 people and injured about 120. Visiting a hospital in the city, he said that "many foreigners and many children" were among the injured people who are considered to be in "absolute emergency".

Islamic State group claims Nice attacker as a 'soldier'-[Associated Press]-COLLEEN BARRY-July 16, 2016-YAHOONEWS

NICE, France (AP) — The Islamic State group claimed Saturday that the Tunisian man who barreled his truck into a crowd in the French resort city of Nice was a "soldier" of the group. It's the first claim of responsibility for an attack that claimed 84 lives at a July 14 fireworks display for France's national holiday. The claim — circulated on social media by a news outlet affiliated with the group — didn't name Mohamed Lahouaiej Bouhlel, the 31-year-old Tunisian who authorities say was behind the wheel as a truck crashed into revelers Thursday night. But the statement quoting an IS security member said the man was following calls from the group to target citizens of countries fighting it.The veracity of the group's claim couldn't immediately be determined, but French officials didn't dispute it.What is known publicly about Bouhlel so far suggests a troubled, angry man with little interest in the group's ultra-puritanical brand of Islam. But, in a statement to reporters, Interior Minister Bernard Cazeneuve hinted that Bouhlel may have had a last-minute adoption of a more extremist worldview."It seems he was radicalized very quickly," Cazeneuve said following a ministerial meeting at the Elysee Palace in Paris. It's also unclear whether or not Bouhlel, who was shot dead by police that night, had been acting alone. The Paris prosecutor's office said Saturday that five people are in custody following the attack. The identities of most of those taken into custody were not clear. But neighbors in the Nice neighborhood where the Bouhlel used to live told The Associated Press that his estranged wife had been taken away Friday by police. The claim of responsibility came as French security chiefs met in Paris and as Nice's seaside boulevard, the famous Promenade des Anglais, was slowly coming back to life. A makeshift memorial of bouquets, candles and messages had been set up near one end of the expansive avenue."It's satisfying to see life coming back," lawmaker Eric Ciotti told France's iTele broadcaster from the promenade. "It's a sign that life is coming back even if, naturally, nothing will erase those images of horror. ... Never since World War II has Nice ever seen such horror."The suffering is far from over. Two days after the atrocity, many families are still hunting for missing loved ones, going from hospital to hospital in an effort to find people who've disappeared in the chaos of the truck's rampage-Officials said 202 people had been wounded in the attack, with 25 of them on life support as of late Friday.France on Saturday began three days of national mourning in homage to the victims — although that hasn't stopped politicians from sniping at each other over who bore responsibility for the failing to stop the attack. In an open letter published on the Nice Matin newspaper's website, regional council President Christian Estrosi — a member of France's opposition Republicans — described the country's current Socialist leadership as "incapable." He said he had requested that the police presence be reinforced in Nice ahead of the fireworks display but was told there was no need.Cazeneuve, speaking at the Elysee, disagreed, saying that high security had been assured in the region — including at the Cannes Film Festival and the Nice Carnival. Government spokesman Stephane Le Foll warned against attempts to divide the country, calling for "unity and cohesion."France is heading into elections next year, and the deeply unpopular President Francois Hollande is facing multiple challengers, from within his own Socialist Party, from the right-wing Republicans and from the far-right National Front.___Sarah El Deeb in Beirut and Raphael Satter in Paris contributed to this report.

France relaunches security debate after Bastille Day attack By Eric Maurice-euobserver

BRUSSELS, 15. Jul, 15:59-France has renewed its debate over security measures in the wake of the lorry attack that killed at least 84 people and injured more than 100 in Nice on Thursday (14 July)."It is clear that we must do everything to fight against the plague of terrorism," president Francois Hollande said in a speech a few hours after the attack. He said national security would remain at the highest level, with up 10,000 military personnel mobilised, and that reservists would be recalled for duty.He also decided to extend for three months the state of emergency that was declared after the Paris attacks last November and that was to have been lifted on 26 July. The parliament's two houses are expected to adopt next Wednesday and Thursday (20-21 July) an extension until 26 October. But several politicians have said these measures were inadequate.Francois Fillon, a former center-right prime minister, said Friday morning that the state of emergency was "not enough" and that authorities should "use all intruments of [France's] law … to prevent attacks".Eric Ciotti, an MP from the same center-right Republicans (LR) party and the chairman of a parliament inquiry on jihadist networks, said that France should be under a "permanent state of emergency because the threat is permanent".A center-left MP, Olivier Falorni, said that "the state of emergency cannot be exceptional anymore, it must be permanent as long as we have a war to wage".Meanwhile, the French government faced criticism over its general handling of the threat. The charmain of the parliament inquiry on the Paris attacks, LR MP Georges Fenech, said that the attack in Nice was a "predictable tragedy" and that authorities should act "more strongly and differently".Last week, the inquiry committee handed in its report and made 40 propositions to improve the fight against terrorism. In the foreword of the report, Fenech said that existing measures were "not up to the challenge" posed by terrorism, which he said was "hardened by new fighting methods that were so far unexpected".One of the inquiry committee's proposals was the creation of a unified national intelligence agency. But interior minister Bernard Cazeneuve rejected the idea, saying that it would serve only to add a layer of bureaucracy."We feel we worked for nothing," Fenech said Friday, adding that the inquiry committee wanted to "be listened to by the government".-'We need deeds'-The government is also under pressure from far-right leader Marine Le Pen, who is leading opinion polls ahead of next year's presidential election."Nothing of what we proposed has been done," she said Friday."Enough is enough, now we need deeds," she said. She said that France should introduce a so-called double-sentence - when a foreign citizen is deported to his country of origin after serving a prison term. She also said it should close mosques where radicals preach and ban some Muslim organisations.Le Pen called for terrorist convicts to be stripped of their French citizenship. The measure had been announced by Hollande after the November attacks. But the justice minister resigned in protest and the government had to give up because there was no majority in parliament to adopt the step.

IS claims Nice massacre as France defends security-[AFP]-Catherine Marciano with Fran Blandy in Paris-July 16, 2016-YAHOONEWS

Nice (France) (AFP) - The Islamic State group claimed responsibility Saturday for the truck massacre in Nice which France said was "a new kind of attack," as it faced hard questions over security failures. In a statement via its Amaq news service, IS said one of its "soldiers" carried out Thursday night's attack "in response to calls to target nations of coalition states that are fighting (IS)".Tunisian Mohamed Lahouaiej-Bouhlel, 31, ploughed a 19-tonne truck into a crowd of people which had been watching Bastille Day fireworks in the Riviera city, killing 84 and injuring 200 people. After crisis talks in Paris, French Defence Minister Jean-Yves Le Drian recalled that IS had recently repeated calls to supporters to "directly attack the French, Americans, wherever they are and by whatever means.""Even if Daesh (Arabic name for IS) does not organise, Daesh breathes life into the terrorist spirit that we are fighting," he said, adding this meant France must keep up its fight against the jihadists in Iraq and Syria.- 'Radicalised quickly' -Facing its third major terror attack within 18 months, the French government is coming under fire from opposition politicians and newspapers demanding more than "the same old solemn declarations".Interior Minister Bernard Cazeneuve said that, after gunmen and suicide bombings, France was facing "a new kind of attack".Speaking as France began three days of mourning on Saturday, he said Lahouaiej-Bouhlel "had not been known to the intelligence services because he did not stand out... by being linked with radical Islamic ideology".Police said Saturday they have arrested four more people linked to Lahouaiej-Bouhlel, as well as his estranged wife.Cazeneuve said that the father-of-three "seemed to have been radicalised very quickly, from what his friends and family" have told police."We are now confronted with individuals open to IS's message to engage in extremely violent actions without necessarily having been trained or having the weapons to carry out a mass (casualty) attack."Some 30,000 people had thronged the palm tree-lined Promenade des Anglais on Thursday night to watch a fireworks display with their friends and families, but the night turned to horror as the truck left mangled bodies strewn in its wake.On Saturday Nice's seaside streets and beaches that would normally be bustling on a summer weekend were near-deserted, with teary residents making their way to the promenade to lay down flowers in memory of the dead.- France 'deeply shocked' -At least 10 children and teenagers were among the dead as well as tourists from the United States, Russia, Ukraine, Switzerland and Germany.A spokeswoman for the Nice hospital said 16 bodies had not yet been identified. She said five children were still in a "critical condition", and an eight-year-old in a stable condition had not been identified.Cazeneuve said the carnage had "deeply shocked the French and at the same time shows the extreme difficulty of the anti-terrorism fight."IS also claimed responsibility for the November 13 attacks which killed 130 people in Paris, while gunmen in January 2015 attacks on the Charlie Hebdo weekly and a Jewish supermarket were linked to both IS and Al-Qaeda.A French parliamentary inquiry last week criticised numerous failings by the intelligence services over the Paris attacks.France, which has a Muslim population of nearly five million, is also home to hundreds of jihadists who have flocked to fight alongside IS.Presidential contender and former prime minister Alain Juppe said Friday that the latest carnage could have been prevented if "all measures" had been taken. But government spokesman Stephane Le Foll slammed Juppe's comments, saying there was as much security present for the fireworks display as there had been for the Euro 2016 football tournament in the city.He said there were more than 185 police, gendarmes and soldiers on the ground, as well as municipal police and a vast network of surveillance cameras."Despite all of that, this man's decisions... created the drama and horror we experienced."Cazeneuve also defended the security measures taken for the celebrations of France's national day.He said police cars were unable to follow the truck onto the seaside walkway after it had "violently forced through the barriers" and onto the sidewalk. The truck zigzagged for two kilometres into the crowd before police bullets killed the driver and brought an end to the carnage.- Depressed loner -A statement from IS's official radio bulletin Al-Bayan said the attacker had carried out a "new, special operation using a truck".Al-Bayan warned that Western countries "will not be spared from the blows of the mujahideen" no matter how much they increase their security measures. While some attacks on the West -- such as the November assault on Paris and the March bombings in Brussels -- were carried out by jihadists who have been to the centre of IS operations in Iraq and Syria, others have been led by so-called "lone-wolf" attackers.Lahouaiej-Bouhlel's father said he had suffered from depression and had "no links" to religion."From 2002 to 2004, he had problems that caused a nervous breakdown. He would become angry and he shouted... he would break anything he saw in front of him," Mohamed Mondher Lahouaiej-Bouhlel said in Tunisia.Neighbours described the attacker, who worked as a delivery man, as a loner who never responded to their greetings. He and his wife had three children, but she had demanded a divorce after a "violent argument", one neighbour said.

Facebook star killed 'by brother for honour' in Pakistan-[AFP]-Shazia Bhatti-July 15, 2016-yahoonews

Muzaffarabad (Pakistan) (AFP) - A Pakistani social media celebrity whose selfies polarised the deeply conservative Muslim country has been murdered by her brother in a suspected honour killing, officials said Saturday, prompting shock and revulsion.Qandeel Baloch, praised by many of the country's youth for her willingness to break social taboos but condemned by conservatives, was strangled near the city of Multan, police said."Qandeel Baloch has been killed, she was strangled to death by her brother. Apparently it was an incident of honour killing," Sultan Azam, senior police officer in Multan, told AFP.Baloch, believed to be in her twenties and whose real name was Fauzia Azeem, had travelled with her family to Muzzafarabad village in central Punjab province for the recent Eid holiday. She was killed there Friday, police said, adding that the brother, Wasim, was now on the run.Up to 100 officers were gathered outside her family's home in Muzzafarabad, an AFP reporter there said. Five ambulances were also parked nearby."My daughter was innocent, we are innocent, we want justice, why was my daughter killed?" Baloch's father Azeem Ahmad told reporters there.Hundreds of women are murdered for "honour" every year in Pakistan. The killers overwhelmingly walk free because of a law that allows the family of the victim to forgive the murderer -- who is often also a relative.Filmmaker Sharmeemn Obaid-Chinoy, whose documentary on honour killings won an Oscar earlier this year, slammed Baloch's murder as symptomatic of an "epidemic" of violence against women in Pakistan.News of the murder was trending on social media in Pakistan, with liberal users praising Baloch's bravery, but some conservatives -- including users identified as women -- condemning her relentless self-promotion.In one typical comment, Twitter user @JiaAli wrote: "Someone had to do it. She was a disgrace."But Facebook user Zaair Hussain said: "RIP Qandeel Baloch. You made us laugh, and you made us applaud," adding that history would remember her as a "provocateur".- 'No woman is safe' -Baloch shot to fame in Pakistan in 2014 after a video of her pouting at the camera and asking "How em looking?" went viral. Her defiance of tradition and defence of liberal views won her many admirers among Pakistan's overwhelmingly young population. But in a country where women have fought for rights for decades, and acid attacks and honour killings remain commonplace, she was also reviled by many and frequently subject to misogynist abuse.Baloch provoked controversy last month after posing for selfies with a high-profile cleric, who was sternly rebuked by the country's religious affairs ministry.Earlier this year she vowed to perform a striptease if Pakistan's cricket team beat India at the World T20, though they later lost."People are going crazy -- especially girls. I get so many calls where they tell me I'm their inspiration and they want to be like me," she told AFP after posting a provocative selfie on Valentine's Day.In her last interview with Pakistan's biggest English-language newspaper Dawn she spoke of being married against her will at age 17 to "an uneducated man" with whom she had a child, adding that they later divorced. She had reportedly spoken of leaving the country out of fear for her safety, with Dawn reporting that her request to officials for protection had been ignored.Obaid-Chinoy told AFP the murder showed no women in Pakistan would be safe "until we start sending men who kill women to jail"."There is not a single day where you don't pick up a paper and see a woman hasn't been killed," the maker of "A Girl in the River: The Price of Forgiveness" told AFP, adding: "This is an epidemic".Obaid-Chinoy's film was hailed by Pakistan's Prime Minister Nawaz Sharif, who in February vowed to push through anti-honour killing legislation. No action has been taken since then, despite a recent fresh wave of attacks on women."Activists have screamed themselves hoarse," said Obaid-Chinoy. "When will it stop?"

Nigeria says arms deals irregularities had serious consequences-[Reuters]-July 15, 2016-yahoonews

ABUJA (Reuters) - Irregularities in Nigerian military procurement deals as armed forces were fighting Islamist militant group Boko Haram had serious consequences, Information Minister Lai Mohammed said on Friday.President Muhammadu Buhari, a former military ruler, took office last year after pledging in his election campaign to crack down on corruption and defeat Boko Haram, which has killed more than 15,000 people and displaced about two million in the last seven years.Military procurement over the last few years is being investigated by the country's Economic and Financial Crimes Commission (EFCC).A committee recommended the "further investigation" of 18 serving and retired military personnel, 12 serving and retired public officials and 24 chief executive officers of companies involved in arms deals.Mohammed said findings released by the Presidential Committee on the Audit of Defence Equipment, which said contracts awarded by the army had been "characterized by lack of due process" and were "tainted by corrupt practices", covered the period from 2011 to 2015."The irregularities in the awards ensured that the military did not get value for money, with very serious consequences," Mohammed said in a statement, adding a total of $685,349,692 was spent on procurement and operations in the period.Mohammed did not respond to phone calls and a text message asking him to elaborate on the "serious consequences".Boko Haram took over a swathe of northeast Nigeria in 2014 in its attempt to create an Islamic state adhering to strict sharia law.Nigeria's army, aided by troops from neighboring countries, has recaptured most of the territory but the jihadist group, which last year pledged loyalty to Islamic State, still regularly stages suicide bombings. The committee was set up to carry out an audit of arms and equipment procurement from 2007 to 2015. Mohammed said the period from 2007 to 2010 would be assessed when documents were available.(Reporting by Camillus Eboh; Writing by Alexis Akwagyiram; Editing by Janet Lawrence)

Discord over South China Sea clouds Asia-Europe summit-[Reuters]-By Sue-Lin Wong and Terrence Edwards-July 16, 2016-YAHOONEWS

ULAANBAATAR (Reuters) - A key summit between Asian and European leaders in Mongolia ended on Saturday without direct mention of the South China Sea dispute in its closing statement, with diplomats describing intense discord over the issue between Europe and Asia.China has refused to recognize Tuesday's ruling by an arbitration court in The Hague invalidating its vast claims in the South China Sea and did not take part in the proceedings brought by the Philippines. It has reacted angrily to calls by Western countries and Japan for the decision to be adhered to.China had flagged ahead of the Ulaanbaatar get-together that it did not want the South China Sea to be discussed, saying it was not an appropriate venue. The closing statement said leaders reaffirmed a commitment to promote maritime security, safety and cooperation, freedom of navigation and overflight and to refrain from using threatening force. It also said disputes should be resolved via international law, the United Nations charter and U.N. Convention on the Law of the Sea, or UNCLOS.European Council President Donald Tusk told reporters he hoped the court's decision would create positive momentum in finding a solution to the dispute."Still, it's not so easy to agree with our Chinese partners when it comes to these issues but our talks were difficult, tough but also promising," he said.On Friday, the European Union issued a statement noting China's legal defeat but avoided direct reference to Beijing, reflecting discord among EU governments over how strongly to respond to the court ruling. While the European Union is neutral in China's dispute with its Asian neighbors in the South China Sea, Britain, France and Germany want to make clear that Beijing must uphold international law as it seeks a bigger global role. But speaking with one European voice has become difficult as some smaller governments, including Hungary and Greece, rely on Chinese investment and are unwilling to criticize Beijing.-NO BILATERAL-The panel ruled Beijing's actions in the South China Sea, through which more than $5 trillion of trade moves annually, had interfered with the Philippines' sovereign rights. Brunei, Malaysia, Taiwan and Vietnam also have claims to the strategic waterway. There was no bilateral meeting between the Chinese and Philippines foreign ministers, a Philippine diplomatic source told Reuters, though the Chinese initially requested a meeting at the beginning of the summit.Chinese officials did not speak to foreign reporters during the summit. China's Foreign Ministry did not immediately respond to a request for comment on the summit and the South China Sea.State news agency Xinhua quoted Chinese Premier Li Keqiang as saying on Saturday in Ulaanbaatar that the court's decision would have "no impact whatsoever" on Chinese sovereignty and maritime rights and interests in the South China Sea.Li had told Japanese Prime Minister Shinzo Abe the previous day that Japan should stop interfering in the issue.Japan met with several countries including the Philippines and Vietnam and told them Japan would cooperate with them to enforce the decision, a foreign ministry spokesman said.A diplomat from Russia, which has close ties with China and has supported its position over the arbitration case, said the West was hectoring. "If you understand how the other side lives, you're more tolerant," he said. "The West always starts with teaching. Asians never do that."A Mongolian diplomat said negotiations over the closing statement were "intense"."The Europeans wanted lots on the South China Sea but the Asians didn't."(Writing by Ben Blanchard; Editing by Lincoln Feast)

3 officers dead, 3 hurt in Baton Rouge shooting-[The Canadian Press]-Mike Kunzelman, The Associated Press-July 17, 2016-YAHOONEWS

BATON ROUGE, La. - Three officers are confirmed dead and three others wounded after a shooting in Baton Rouge, a sheriff's office spokeswoman said Sunday. One suspect is dead and law enforcement officials believe two others are still at large, the spokeswoman said.Casey Rayborn Hicks, a spokeswoman for the East Baton Rouge Sheriff's Office, said in a statement that the public should call 911 immediately if they see anything suspicious. The shooting — which happened just before 9 a.m., less than 1 mile from police headquarters — comes amid spiraling tensions across the city — and the country — between the black community and police. The races of the suspect or suspects and the officers were not immediately known.Baton Rouge Police Sgt. Don Coppola told The Associated Press earlier that the officers were rushed to a local hospital. Coppola said authorities are asking people to stay away from the area.Multiple police units were stationed at Our Lady of the Lake Regional Medical Center, where stricken officers were believed to be undergoing treatment at a trauma centre. A police officer with a long gun was blocking the parking lot at the emergency room.Spokeswoman Ashley Mendoza said the hospital received five patients from the police shooting, all "law enforcement professionals." Of the two who survived the shooting, one is in critical condition and the other is in fair condition.Officers and deputies from the Baton Rouge Police Department and East Baton Rouge Sheriff's Office were involved, according to Hicks.Gov. John Bel Edwards asked the public to pray for the officers involved nad their families."Rest assured, every resource available to the State of Louisiana will be used to ensure the perpetrators are swiftly brought to justice," Edwards said in a statement. An Associated Press reporter on the scene saw police vehicles with lights flashing massed about a half mile from the police headquarters on Airline Highway. Police armed with long guns on the road stopped at least two vehicles driving away from the scene and checked their trunks and vehicles before allowing them to drive away.Police-community relations in Baton Rouge have been especially tense since the killing of 37-year-old Alton Sterling, a black man killed by white officers earlier this month after a scuffle at a convenience store. The killing was captured on cellphone video and circulated widely on the internet. It was followed a day later by the shooting death of another black man in Minnesota, whose girlfriend livestreamed the aftermath of his death on Facebook. Then on Thursday, a black gunman in Dallas opened fire on police at a protest about the police shootings, killing five officers and heightening tensions even further.Over the weekend, thousands of people took to the streets in Baton Rouge to condemn Sterling's death, including hundreds of demonstrators who congregated outside the police station. Authorities arrested about 200 people over the three-day weekend.Michelle Rogers, 56, said the pastor at her church had led prayers Sunday for Sterling's family and police officers, asking members of the congregation to stand up if they knew an officer.Rogers said an officer in the congregation hastily left the church near the end of the service, and a pastor announced that "something had happened.""But he didn't say what. Then we started getting texts about officers down," she said.Rogers and her husband drove near the scene, but were blocked at an intersection closed down by police."I can't explain what brought us here," she said. "We just said a prayer in the car for the families."

Officials confirm 2 law enforcement officers dead, others injured during shooting-Sunday, July 17th 2016, 11:31 am EDT-Sunday, July 17th 2016, 11:31 am EDT-By WAFB Staff-KSLA12 NEWS

Officials have confirmed that two law enforcement officers have died and others were injured during an early morning shooting on Airline Highway near Old Hammond Highway in Baton Rouge.“The scene seems to be contained right now,” said Sgt. Don Coppola, Baton Rouge Police Department. “We’re asking everyone to stay out of the area.” Multiple agencies responded to the B Quick store on Airline Hwy shortly before 9 a.m. Sunday morning. Officials confirm that several Baton Rouge Police Officers were struck during gunfire."I do not have the extent of the injuries," Sgt. Coppola explained. “We’re hearing that it may also include some deputies [with the East Baton Rouge Parish Sheriff’s Office], but that’s preliminary information and I’m waiting on confirmation.”The Louisiana Department of Transportation and Development reported Airline North and South is closed between Goodwood Boulevard and I-12.

In U.S. cities hit by killings, shared concerns over cops' tactics, race-[Reuters]-By Tom Polansek-July 17, 2016-yahoonews

(Reuters) - Nekima Levy-Pounds, president of the Minneapolis chapter of the National Association for the Advancement of Colored People, compares the city's mostly white police department to "an occupying force" when its officers go into black neighborhoods. In Baton Rouge, minorities are "very wary of police and often afraid of them," says Michele Fournet, a veteran criminal defense lawyer there.Long before they were rocked this month by local police killings of black men, the two U.S. cities were grappling with similar problems - police forces viewed by many as overly aggressive and unrepresentative of black communities.Activists and residents in both places have urged law enforcement to spend more time in neighborhoods building relationships and trust as part of "community policing" efforts. Many would also like the cities to hire more black officers.Such calls having been growing across the country since the fatal police shooting of Michael Brown, a black teenager, by a white officer in Ferguson, Mo., in 2014. Since then, a wave of anti-police protests has spread across the country fueled by high-profile police killings of other black men, including Baltimore police detainee Freddie Gray last year.“Whether it’s Baton Rouge or Ferguson or Baltimore or Minnesota, we need more community policing," said Cleve Dunn Jr., a black business man and political consultant in Baton Rouge.Police spokesmen from Baton Rouge and Minneapolis, in statements, said their departments had each made significant strides toward diversity in their forces. The Minneapolis Police Department said it has been "a national leader and has set national 'best practice' standards in community engagement and community policing."Officials from St. Anthony, Minn., which provides police service to Falcon Heights and employs the officer who shot Castile, did not respond to questions.Alton Sterling, the Baton Rouge man who was shot by police on July 5, had peddled CDs for years and law enforcement officers would have known he was not a threat if they were more familiar with the area, local residents said. One officer is notorious for harassing local black residents, to the point where he has been given a street nickname of “Bro Stupid,” said Burnell Williams, who works with at-risk youth and ex-prisoners for the nonprofit group Against All Odds.Blacks made up about 55 percent of Baton Rouge’s population in 2010, but only 30 percent of the police force in 2013, according to U.S. government data.Similar disparities affect Minneapolis, near the tiny city of Falcon Heights where Philando Castile was killed by a police officer during a traffic stop on July 6.-STAFFING PROBLEMS-Blacks in Minneapolis were 8.7 times more likely than whites to be arrested for low-level offenses, such as trespassing and disorderly conduct, according to a study of arrests from 2012 to 2014 that the American Civil Liberties Union of Minnesota published last year.Blacks accounted for about 19 percent of Minneapolis' population in 2010 but just about 9 percent of the city's police officers in 2013, according to U.S. data.Black residents of Minneapolis and nearby towns said the lack of a requirement for police to live in the jurisdictions they patrol has kept officers disconnected from neighborhoods. Some U.S. cities have instituted residency requirements for police."You have mostly white officers patrolling a poor black neighborhood where they have no real nexus to the community, where there are high rates of complaints against the use of excessive force by police and the over-criminalization of the African American community," Levy-Pounds said. Some Minneapolis police and residents said staffing shortages limited officers' ability to do more community policing.Bob Kroll, president of the city's police union, said the department needs to increase its numbers by about 20 percent. Without more officers, "you're just going call to call to call, 9-1-1," he said.Ronald Edwards, a black civil rights activist in Minneapolis who contacted Reuters at the request of the police department, said he believed the city's police chief was doing her best to improve race relations. However, he said "you don't have enough officers to deploy them and do the things that really begin to break down the barriers between people of different colors."In Dallas, where five police officers were murdered in the wake of the shootings in Minnesota and Louisiana, police Chief David Brown told reporters on July 11 that community policing was the best way to deter crime and protect officers.Brown, a 33-year department veteran, noted that 2015 was the 12th year of crime reduction in Dallas, more than any other major American city.Police "have done this by also protecting the civil rights of our citizens," Brown said of the decline.(Reporting by Lawrence Hurley, Ernest Scheyder, Letitia Stein, Nick Carey and Tom Polansek; editing by Stuart Grudgings)

Word 'fire' heard on voice recorder of doomed EgyptAir-[AFP]-Samer Al-Atrush-July 16, 2016-YAHOONEWS

Cairo (AFP) - The word "fire" is heard on the cockpit voice recorder of EgyptAir 804 before the plane crashed into the Mediterranean in May, an Egyptian-led investigative committee said Saturday.Investigators had earlier said the other black box retrieved from the crash site, the data recorder, confirmed that smoke alarms had sounded on board, while soot on wreckage indicates a fire."The committee had... started listening to the cockpit voice recordings before the occurrence of the accident; where the existence of 'fire' was mentioned," it said in a statement."Still it is too early to determine the reason or the place where that fire started," it said. The data recorder points to smoke signals indicating fires in the lavatory and avionics section of the plane, according to the committee. The data on the voice recorder had been downloaded earlier this month after it was repaired. The Airbus A320 was carrying 40 Egyptians, 15 French, two Iraqis, two Canadians and one passenger each from Algeria, Belgium, Britain, Chad, Portugal, Saudi Arabia and Sudan. It had set off from Paris to Cairo when it disappeared from radar over the Mediterranean.Egyptian investigators have confirmed the aircraft made a 90-degree left turn followed by a 360-degree turn to the right before hitting the sea.The latest committee statement said the search for the remains of passengers has ended. The ship conducting the search "reached the port of Alexandria today after the end of its mission, which had been extended for the second time, after making sure of the recovery of all human remains at the site of the accident", it said. Both Egyptian and French judiciary have opened investigations into the mysterious incident, without ruling out a terrorist attack. The crash followed the bombing of a Russian passenger plane over Egypt's restive Sinai Peninsula last October, killing all 224 passengers and crew. The Islamic State jihadist group claimed responsibility for that attack, but there has been no such claim linked to the EgyptAir crash.Egypt's aviation minister had initially said an attack was the more likely explanation, but President Abdel Fattah al-Sisi said there was no theory being favoured yet.EgyptAir said last week that advance compensation payments of $25,000 will be offered to families of the 66 people killed in the crash. The payments are separate to those expected from insurance companies on behalf of various parties depending on the investigation into the disaster.

13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.
