89 Gazans said injured in weekly border clashes-Two grenades thrown at troops along security fence; incendiary devices flown into Israel from Strip spark 10 fires-By TOI staff-JUN 24,18
Palestinians took part in clashes on Israel’s border with the Gaza Strip for a thirteenth consecutive week Friday, with the Hamas-run health ministry reporting 89 injured. The army said two grenades was thrown during the clashes toward Israeli troops at the border fence near Kibbutz Nahal Oz. No soldiers were injured.Reports put turnout at Friday’s violent protests around 1,000 people, a steep drop from participation at the height of the rallies, when tens of thousands took part.During the clashes, Palestinians launched incendiary devices toward Israel. The Walla news site reported 10 fires broke out in the Gaza periphery during the day as a result of the flaming balloons and kites. All the blazes were extinguished.Since the start of the violent “March of Return” protests on March 30, more than 130 Palestinians have been killed and thousands wounded by Israeli military fire. Dozens of the fatalities were members of terror groups, Hamas and Islamic Jihad have acknowledged.Israel says its troops are defending the border and has accused Hamas of trying to carry out terror attacks under the cover of the protests. The border protests peaked on May 14, when some 40,000 Gazans protested along the fence and violent clashes took place between troops and Palestinians. The protest came on the same day that the US opened its embassy in Jerusalem. Some 60 Gazans died in the May 14 violence; Hamas acknowledged that 50 of them were its members.Palestinian protesters have hurled grenades, improvised explosives and rocks at soldiers, burned tires and flown hundreds of incendiary kites and balloons into Israeli territory, sparking multiple fires. In recent days, the military has attempted to force Hamas to rein in the aerial arsonists by carrying out airstrikes on the organization’s positions in response to kite and balloon attacks.Around midnight on Tuesday, Israeli jets bombed three Hamas positions in the Strip in response to numerous airborne arson attacks by Gazans earlier in the day.Minutes later, Palestinians in the Strip launched the first of many rocket and mortar barrages at southern Israel, triggering sirens throughout the area and sending thousands into bomb shelters. Over the course of the next four hours, some 45 rockets and mortar shells were fired at southern Israel, with at least six exploding inside communities, causing damage but no injuries, including one that landed just outside a kindergarten. In response, the Israeli military carried out two more rounds of airstrikes in Gaza, hitting a total of approximately 25 targets on a number of Hamas compounds.AFP contributed to this report.
Kushner, Greenblatt meet with Netanyahu on peace push, Gaza-US envoys wrap up Middle East tour after whirlwind visits to Egypt, Jordan, Qatar, Saudi Arabia-By TOI staff and Agencies-JUN 24,18
US President Donald Trump’s son-in-law and adviser Jared Kushner and his special envoy Jason Greenblatt met with Prime Minister Benjamin Netanyahu on Friday in Jerusalem, on the final leg of a Middle East tour aimed at promoting the US administration’s as-yet-unveiled Israeli-Palestinian peace plan and securing humanitarian relief for the Gaza Strip.“They discussed the means by which the humanitarian situation in Gaza can be alleviated, while maintaining Israel’s security. They further discussed the continued commitment of the Trump Administration and Israel to advance peace between the Israelis and the Palestinians,” the White House said in a statement after the meeting. The Prime Minister’s Office said Netanyahu expressed his admiration for Trump and the US president’s support of Israel during the meeting.“The teams discussed advancing the peace process, regional developments and the security and humanitarian situation in Gaza,” the PMO said.Netanyahu called the meeting “very important” to Israel’s security and future. In addition to Netanyahu, Kushner and Greenblatt, US Ambassador to Israel David Friedman and Israeli Ambassador to the US Ron Dermer also took part in the meeting..@IsraeliPM Benjamin Netanyahu met today in Jerusalem w/ Senior Advisor @JaredKusher, Special Representative for International Negotiations @jdgreenblatt45 & @USAmbIsrael Friedman. But it faces resistance from the Palestinians, who have cut off ties with the US since Trump recognized Jerusalem as Israel’s capital in December, and then moved the US embassy there in May.No talks with the Palestinians are scheduled during Kushner and Greenblatt’s trip. The Trump administration is seeking to convince moderate Arab allies to put pressure on the Palestinians to negotiate on the basis of the US peace proposal. On Thursday, Kushner and Greenblatt met with Egypt’s President Abdel Fattah el-Sissi. The Egyptian leader called for a “just and comprehensive settlement” to the conflict, which he said would mean a “two-state solution on the 1967 borders with East Jerusalem as the capital of the state of Palestine.”Later in the day, the pair also sat down with Qatar’s Emir Sheikh Tamim Bin Hamad Al Thani. On Wednesday, the team met with Saudi Arabia’s crown prince.Kushner and Greenblatt’s trip also comes after weeks of deadly violence along the Gaza border, with tens of thousands of Palestinians taking part in the ongoing Hamas-backed “March of Return” protests at the border. Before they left for the visit, a senior administration official told The Times of Israel the two envoys would meet with regional stakeholders to discuss “the situation in Gaza and to discuss the next stages of the peace effort, as well as get some ideas from players in the region about some remaining questions the White House peace team has.”Gaza faces shortages of electricity and drinkable water. Israel and Egypt maintain a blockade on the Strip that they say is designed to prevent Hamas from importing weapons and other goods that could be used to build military equipment or cross-border tunnels.Eric Cortellessa contributed to this report.
US says dedicated to ‘multilateralism’ despite leaving UN rights council-Geneva envoy stresses Washington is 'engaged across the board in international organizations'-By AFP and TOI staff-JUN 24,18
GENEVA, Switzerland — Washington remains committed to working diplomatically with other countries to solve problems, despite its decision this week to withdraw from the UN Human Rights Council, a US ambassador said Friday.“Multilateralism works, and we are engaged across the board in a number of international organizations and entities,” Robert Wood, the US ambassador to the Geneva-based Conference on Disarmament, told reporters. His comment came days after Washington withdrew from the UN’s top rights body, branding it an anti-Israel “cesspool,” in a widely-criticized move. The council was established in 2006 to protect human rights worldwide, but its actions have clashed with US priorities. In particular, the council’s focus on Israeli behavior towards Palestinians in the West Bank and in Gaza has infuriated Washington, which says the body disproportionately targets the Jewish state. The US, which has also criticized the fact that abusive regimes such as Venezuela and Burundi are permitted to sit on the rotating 47-seat council, had demanded deep reforms. This week, US ambassador to the UN Nikki Haley and Secretary of State Mike Pompeo announced Washington was done waiting for reform.“We gave it a year, we talked to countries and tried to get reform going,” Wood said Friday, insisting: “We had to leave.”He said Washington “still hopes that there will be an opportunity to come back (to the rights council), but we need to see real reform.”Wood meanwhile said Washington had no plans to pull out of other international bodies that have been the targets of US criticism, including the Conference on Disarmament. He again voiced outrage that Syria, a country accused of using chemical weapons against its own people, had been permitted to hold the rotating presidency of the disarmament body.“This was a colossal failure,” he said on the last day of Syria’s four-week presidency, during which time the US led a boycott of the sessions, insisting it did not want to “normalize” the regime.“They have done real damage to this body by serving as president just for the four weeks,” Wood said, adding the US would “try now to rectify that, but it will be difficult.”According to a decades-old practice among the conference’s 65 member states, the presidency follows the alphabetical order of country name in English. But while Wood was critical of Syria’s presidency, he said the US was not pushing for new rules to block countries like Syria from taking the reins.Instead, he said, the US hoped to improve the workings of the disarmament body from within by speaking out loudly “against those who are undermining the credibility of the body.”
Following US exit, Israel ‘lowers’ participation in UN Human Rights Council-Israeli seat empty in plenary session Friday. Diplomats in Geneva say Jerusalem has reduced its ties with the controversial rights body since US quit on Tuesday-By AP and TOI staff-JUN 24,18
Diplomats say Israel has temporarily reduced its participation in the UN Human Rights Council, days after the United States pulled out.The diplomats in Geneva, speaking on condition of anonymity because they were not authorized to discuss the matter publicly, said Israel had “lowered” its participation in the council’s ongoing activities.Israel was not participating in the council plenary Friday, where its seat sat empty. The diplomats noted that the move was not definitive and could change from day-to-day.Israeli diplomats have not participated in UNHRC events since a council discussion Thursday on discrimination against women, they said.Prime Minister Benjamin Netanyahu applauded the US walkout announced Tuesday. The Trump administration insists the council is biased against Israel.Since Israel is not a member of the 47-nation UNHRC, it cannot follow suit this time. But Israeli sources maintained Wednesday that it was possible and even likely that Netanyahu would soon announce that Israel was ceasing all contacts with the council.Jerusalem welcomed the US decision to leave the council, with Netanyahu hailing it as “courageous” and calling the council a “biased, hostile, anti-Israel organization that has betrayed its mission of protecting human rights.”Options for measures Israel can take against the council are limited, but in the past it has found ways to express its displeasure with the Geneva-based body.In 2012 Israel announced it was cutting all ties with the UNHRC after member states voted for the establishment of a fact-finding mission into Israel’s settlement activity in the West Bank. It restored contact less than a year later.Last month the council voted for a probe into Israel’s recent military actions to fend off protests at the Gaza border, which was vehemently denounced by Israeli politicians.Just two months ago Aviva Raz Shechter, Israel’s envoy to UN institutions in Geneva, assumed a position representing the Western States and Others Group at the so-called Consultative Group to the Council, a body nominating and appointing special mandate holders. She is currently set to serve in that position until April 2019.The US exit was the first time in the council’s history that a member state quit voluntarily. (Libya was kicked out seven years ago.) The US, whose term was to expire at the end of 2019, will now have to be replaced by another state from the West European and Others Group. Member states are elected by the UN General Assembly; it is currently unclear when and how a replacement for the US will be selected, or whether formally the US will remain an observer until December 31, 2019.While many Israeli politicians have expressed satisfaction at the US withdrawal, Foreign Ministry officials told Channel 10 that America’s absence would make it much more difficult to block or influence anti-Israel initiatives at the council.Raphael Ahren contributed to this report.
Border Police in Hebron defuse 2 bombs planted near Tomb of the Patriarchs-Devices discovered near security checkpoints; incident comes after 2 IEDs thrown at forces in city this week-By TOI staff-JUN 24,18

Economic collapse or war: Hamas’s cynical, desperate bid to pressure Israel, PA-The terror group is holding its subjects in Gaza hostage in a dangerous gambit to improve their lot while retaining its military strength-By Avi Issacharoff-TOI-JUN 24,18
Israel and Hamas have been conducting negotiations in recent weeks for a ceasefire along the Gaza border — sort of.Gaza’s incendiary kites, rockets, protests and riots on the border, and the Israeli strikes in the Strip, have been the most important forms of communication in the “dialogue” forged between the sides. In addition there are diplomatic messages sent by Hamas through various channels explaining that it is interested in reaching an arrangement with Israel. But at this stage in the negotiations, it is the weapons (including the kites and balloons) that are doing most of the talking. The good news is that both Hamas and Israel appear to want a ceasefire. The less good news is that they don’t seem able to agree on what such a ceasefire would look like. The various emissaries shuttling between the sides — UN envoy Nickolay Mladenov, Qatari envoy Muhammad al-Amadi, and as always, officials from Egyptian intelligence — have told Israel more than once that Hamas is not interested in war. Hamas, rather, wants a long-term arrangement that would give Israel years of quiet. In return, it seeks the lifting of what it calls the “Israeli blockade” of the Strip, meaning the manner in which Gaza is cut off from the Israeli economy. Hamas would like to see a resumption of trade with Israel, Gazans being allowed to work in Israel, and other measures that would revive the territory’s ailing economy. There are many on the Israeli side who are advocating a similar arrangement. The problem, as always, is security. Hamas is willing to discuss a freeze on attacks against Israel, but not dismantling its military infrastructure in Gaza. It won’t destroy its rocket arsenals and it won’t stop building tunnels, including attack tunnels that reach across the border into Israeli territory and under Israeli towns. To this Hamas insistence, conveyed by the international envoys, Israel has said it views Hamas’s military infrastructure as a standing threat and will not discuss any long-term ceasefire that does not lead to the group’s disarmament.Pressure on Israel to pressure the PA-On Wednesday afternoon, a small mushroom cloud could be seen, by residents of the Israeli villages of Kissufim and Ein Hashlosha, billowing over central Gaza at the site of the Bureij refugee camp.It wasn’t garbage burning in the summer heat, but rather the remnant of an incident that took place just moments earlier – a warning rocket fired by Israel at a group of Palestinians trying to deploy incendiary kites. No one was hurt in the incident, and no kites were launched in its immediate aftermath, but the lull lasted only a few hours. By Wednesday evening, several new brush fires were burning on the Israeli side.Fires often take their toll at this time of year in the agricultural areas around the Gaza Strip, though the damage from the hundreds of incendiary devices flown over the border in recent weeks looks to the untrained eye to be immense, and many areas around Gaza still smell like smoke.Yet for Hamas, the kite and balloon initiative is less an attack on Israel than an attempt to prevent one. It’s a relatively low-impact way for young operatives to strike out at Israel and thereby let off steam that would otherwise be directed toward deadlier operations — to which Israel’s response would be far more painful. It also helps divert frustration away from the Hamas regime itself. It was Hamas that decided — in light of Gaza’s dire economic situation and the realization that continuing the border protests could lead to war — to switch to a relatively primitive means of attack that mostly damaged property. Hamas officials seem to be hoping that their kites and balloons will allow the organization to maintain its image as aggressive toward Israel, while ensuring that Israel can’t slip back into ignoring Gaza as it did before the spring protests began – and do this without drawing Israel into a conflict. There is nothing spontaneous about the kite and balloon attacks. It’s an effort arranged and managed by Hamas. Its purpose is to force Israelis to pay attention to Gaza as part of Hamas’s bid for ceasefire talks — and to pressure the Netanyahu government to, ironically, pressure the Palestinian Authority in the West Bank to lift the PA’s own blockade on Gaza, which has worsened the Strip’s financial crisis significantly in recent months.Hamas expects Israel, its greatest enemy, to cause another of Hamas’s enemies, PA President Mahmoud Abbas, to ease the economic stress in Gaza. The PA froze salary payments to its clerks in the Strip in March. In May, following an outcry, it resumed paying half the salaries. That’s about 60,000 employees who sit at home in Gaza without jobs in the Hamas-run government. Add to that the 40,000 or so Hamas employees who have been living off just 40 percent of their income for several years now and one begins to see the broader picture of an economy that isn’t just stalled; it’s collapsing. Then there’s the latest news from UNRWA, the UN’s Palestinian refugee agency, which announced it will find it difficult to pay full salaries to its employees in the coming months – that’s some 15,000 workers in Gaza alone. Before the crisis, Gaza faced an unemployment rate somewhere around 44%; with it, the situation may be becoming genuinely untenable. It is no wonder, then, that Hamas is willing to risk war to pressure Israel to, in turn, put pressure on the PA to release the salaries to its Gazan employees, most of whom are Fatah members.Abbas has so far refused to do so, and has even delayed payments to the Israeli healthcare system for Gazans who are treated in Israeli hospitals, a policy that is leading to some denials of service by Israeli hospitals and, in some cases, could lead to unnecessary deaths in Gaza. That’s happening even as Gaza is experiencing a shortage in vital medicines and while the Gazan health system is still reeling from the burden of treating the thousands who were wounded in the border clashes with IDF troops. As if that weren’t enough, Gazans continue to face chronic electricity shortages, despite the Egyptian decision to start sending regular shipments of fuel for the Strip’s power station. Here the complex nature of Hamas’s rule becomes even more evident. Something astounding has happened with each Egyptian shipment over the past month – it has disappeared. Far from the eyes of the international media, where Hamas has moaned ceaselessly about the Israeli blockade, the organization has been confiscating the diesel fuel shipments for its own purposes, including selling them on Gaza’s black market for easy cash. It is doing this even as Egypt’s own power lines into the Strip have suddenly, without explanation, stopped sending electricity to Gaza’s grid over the last month. Gazans are now left in a recurring cycle of four hours of electricity followed by 12 to 16 hours without it, day in and day out.Hamas is thus on both sides of the problem. Its organizational needs must be served, even at the cost of further draining Gaza’s economy and sending desperate Gazans into ever deeper distress, while it works hard to pressure Gaza’s neighbors – Israel, the PA and Egypt – to ease their economic pressure in exchange for quiet.Hamas’s only reprieve in recent weeks has been Egypt’s decision to open its border crossing in Rafah for the duration of Ramadan and beyond. In Gaza’s despair and under Hamas’s mismanagement, while the group conducts a low-level conflict with Israel that is meant to relieve the economic crisis but which could just as easily escalate into all-out war, that partially open western border is the pinnacle of Hamas’s achievements for its struggling subjects.
Top Iranian official warns: Syria will be America’s ‘second Vietnam’-Under pressure to withdraw its forces, Tehran tries to turn spotlight on US-By TOI staff-JUN 24,18
A top aide to Iranian Supreme Leader Ali Khamenei warned that the US presence in Syria will turn the country into America’s “second Vietnam,” according to the official Fars news agency.“The Americans themselves have created the ISIL [Islamic State] and the al-Nusra in Syria and now they have come onto the scene and occupied Eastern Euphrates,” Ali Akbar Velayati was quoted as saying to reporters in a Tehran meeting on Wednesday.“They should know that Syria and Eastern Euphrates will be another Vietnam for the US,” he reportedly added. The comments came as Iran resists pressure to remove its own forces from Syria and accuses the US in turn of digging in to support its allies in the war-riven country.A Syrian war monitor group said Thursday that Hezbollah units deployed in Syria were pulling back dozens of kilometers from the Israeli border in response to a request from Russia, but that Iran was refusing to do the same with its forces in the area. The UK-based Syrian Observatory for Human Rights, citing what it described as “reliable sources,” said that the Lebanese terror group and its allied gunmen have begun withdrawing to positions 40 kilometers (25 miles) away from the border, and a similar distance from the Jordanian-Syrian border.Russia, Iran and its proxy Hezbollah have been providing military assistance to the regime of Syrian President Bashar Assad as it battles against rebel groups in a civil war that is in its eighth year.Israel has repeatedly said it wants Iran and the militias it is backing to withdraw from the border area, and recent media reports have said that Jerusalem had reached an agreement on the matter with Moscow. The reported Hezbollah retreat came in response to a Russian demand that Iran and Hezbollah pull back, the Observatory said, and was the result of Moscow’s talks with “regional parties.”However, the report said, Iran is refusing to pull back its own military forces from southern Syria unless there is a corresponding evacuation of US and international coalition forces from the al-Tanf base on the Syrian-Iraqi border. The US and its allies have been backing moderate rebel groups in the civil war as well as carrying out strikes against the Islamic State group.

Lone woman digs for family lost under Guatemalan volcanic rubble-[Reuters]-By Carlos Jasso and Sofia Menchu-YAHOONEWS-June 22, 2018
SAN MIGUEL LOS LOTES, Guatemala (Reuters) - Eleven days after the Fuego volcano rained down on the Guatemalan village of San Miguel Los Lotes, a backhoe ripped the roof off one of the homes buried by ash, revealing a corpse in the still-hot dust."It's my sister Lola," said Eufemia Garcia Ixpata, a 48-year-old fruit vendor who lost dozens of family members in the eruption.Mexican volunteer rescue workers grabbed their shovels and rushed in to recover the body from the rubble and dust.Garcia ran to find a sheet of paper and a marker to prepare a name tag before the body was taken to a grade school that was being used as a makeshift morgue. She had lost her family and her home, and had been sleeping in a school room with other survivors. Reuters photographer Carlos Jasso accompanied her for seven days.Getting up at 5 a.m., she jumped out of a narrow blue folding bed, and washed one of only two changes of clothing that she had left before bathing. She gathered her hair into a ponytail and set out to look for her lost and buried family. Fito, her boyfriend of eight years, was her only companion."You see, last Sunday, we found remains of my mom. We found one of the children yesterday. So, we are getting results," she said.At her mother's house, she had found only a tooth and a pair of bones.Every day, she made her way up the mountain slope to where Los Lotes used to be, waiting for one of the bulldozers tasked with clearing the area to arrive. She pointed down at the strange, new ground where half of a tree peeked out."This was my house," Garcia said as she walked across the gray desert, pointing out where her mother used to live, and where the homes of her sisters and in-laws had stood. Everything was buried. And still, the volcano smoldered. An alarm sounded, warning of another potential wave of hot ash, lava fragments, and gases exploding from the volcano and rolling down the mountain, swallowing everything in its path.Whenever those alarms suspend the search for more bodies, Garcia returns to the morgue or checks the hospitals. The same routine, every day. She eats as an afterthought, or when an aid worker shoves a bowl of food in front of her.Guatemalan rescue workers had only searched during the first three days after the tragedy, calling off efforts as the volcano continued to rumble and hot vapors melted the soles of their shoes. That was when Garcia decided to search on her own. She had no goggles to protect her eyes, rarely wore a mask on her face, and walked impatiently in the rubble, in sandals."The volcano has calmed down. It is nothing to worry about, because everything that it had to blow has already been blown out. So now, with the permission of our Lord and the volcano, we are working," she said.Fuego had slept for 40 years, but on Sunday, June 3, it ejected tons of earth, ash and colossal stones that buried hundreds of homes and left at least 112 people dead.In the early days after the eruption, Garcia thought she had lost all her children. However, as the days passed, three of her six children, 31, 22 and 19 years old, plus a granddaughter, appeared at different shelters.Four of her nine brothers that she feared were dead also turned up alive. Some called her on the phone when they found out that she was looking for them, while she found others in hospitals. But the bodies of three of her children remained missing."I will finish my search when I find them," she said, drying her tears.During the seven days that Reuters accompanied Garcia, she had found one body in the house of her former father-in-law, two at her sister's house, and the partial remains at her mother’s home.(Editing by Bernadette Baum)
Falling tree branch kills Polish official in heavy storm-[Associated Press]-YAHOONEWS-June 22, 2018

The storm left 10 other people injured and damaged 300 buildings.Police on Friday said Robert Makowski, deputy mayor of Wolomin, a town near Warsaw, died as a result of his injuries sustained late Thursday.Pawel Fratczak, a spokesman for firefighters, said they responded more than 4,300 times as a result of the storms and that on Friday morning 74,000 households were without electricity.Among the injured was a firefighter hurt while trying to secure a roof in northern Poland.About a dozen fires also broke when the storm damaged power lines.
ERCOT expects Texas power demand to break June record in heat wave-[Reuters]-YAHOONEWS-June 22, 2018
(Reuters) - Homes and businesses in Texas are expected to set a daily electricity consumption record for June on Friday as consumers crank up their air conditioners to escape a brutal heat wave, according to the operator of most of the state's power grid. The Electric Reliability Council of Texas, or ERCOT, forecast demand will peak at 68,374 MW on Friday, topping the record for the month, 67,887 MW, set on June 1.Summer came early to Texas this year. Peak demand also broke monthly records in May when demand hit a high of 67,271 MW on May 29. [nL2N1T60B5] ERCOT, however, projected that demand will decline after Friday as businesses shut for the weekend, cutting corporate energy use, and temperatures drop next week, which will reduce air conditioning use.Temperatures in Houston were expected to reach the mid-90s Fahrenheit (mid-30s Celsius) on Friday, Saturday and Sunday before declining to the low 90s and upper 80s next week, according to meteorologists at forecaster AccuWeather. Those temperatures are not unusual. The normal high in Houston at this time of year is 93 degrees F. * ERCOT said in April that it was preparing for record-breaking peak usage of around 72,756 MW this summer, which would top the grid's all-time high of 71,110 MW in August 2016. * Despite the retirement of three big coal plants over the past six months, ERCOT said it expects to have sufficient operational tools to manage tight reserves and maintain system reliability this summer. UN’s top court to hear Iran row with US over frozen assets-Tehran is seeking to recover billions in frozen assets that American courts say should go to victims of terror attacks-By AFP-TOI-JUN 24,18
THE HAGUE, Netherlands — The UN’s top court will in October hear a complex case brought by Iran against the United States seeking to recover billions in frozen assets, which US courts say should go to American victims of terror attacks. The International Court of Justice (ICJ) said in a statement Friday it will “hold public hearings in the case concerning Certain Iranian Assets (Islamic Republic of Iran v. United States of America), from Monday 8 to Friday 12 October 2018” at its seat in The Hague. The hearings “will be devoted to preliminary objections raised by the United States,” the statement added, after which judges will decide whether or not they can rule in the dispute. The case was lodged by Tehran in June 2016 accusing the US of breaking a decades-old bilateral treaty, dating from the time of the Shah, by seizing Iranian financial assets and those of Iranian companies.US courts have “awarded total damages of over $56 billion … against Iran in respect of its alleged involvement in various terrorist acts mainly outside the US,” Iran said. The case was filed just weeks after the US Supreme Court ruled in April 2016 that $2 billion in frozen Iranian assets should be paid to about 1,000 survivors and relatives of those killed in attacks blamed on the Islamic republic. These included the 1983 bombing of a US Marine barracks in Beirut and the 1996 Khobar Towers bombing in Saudi Arabia. But Tehran reacted angrily to the ruling which came almost a year after the landmark nuclear deal with world powers which led to the unblocking of other frozen funds. To the dismay of the other world powers, US President Donald Trump has since walked away from the nuclear deal, and the United States in 2017 raised objections to the court’s hearing of the case. The four days of public audiences are expected to focus on whether the ICJ judges can take up the case under the strict rules governing their procedures.Set up in 1946, the ICJ rules in disputes between states on the basis of existing treaties and international law.Iran argues that the US is breaking the terms of the 1955 Treaty of Amity signed with the then regime of the Shah long before he was ousted in the 1979 Islamic Revolution. The treaty governs economic ties and consular rights. But the US severed bilateral diplomatic ties with Iran in 1979 after 52 Americans were taken hostage in the US embassy in Tehran. They have not yet been fully restored.Iran meanwhile is also demanding that the United States “make full reparations to Iran for the violation of its international legal obligations in an amount to be determined by the court at a subsequent stage of the proceedings.”

Merkel's woes cast shadow on EU's future-By Eric Maurice-JUN 20,18-EUOBSERVER
Luxembourg, Today, 15:29-Three days have passed since a Franco-German agreement in favour of a eurozone budget triggered hopes for a relaunch of EU reforms, and already the mood is already souring over fears of a political crisis in Berlin."It's the elephant in the room," a top European source said on Friday (22 June)."The weakening of Angela Merkel and the possibility of a real crisis worries everyone," he said. Together with the situation in Italy, "it is in the background of all discussions" within the EU.In Luxembourg, where the French and German finance ministers presented the common proposal for a eurozone budget, a European unemployment stabilisation fund, and instruments to help countries in crisis, the reactions were not all positive."When it comes to fiscal capacity, I didn't say for nothing that I do not see which issue this will solve," said Dutch finance minister Wopke Hoekstra. The Netherlands is the "most hostile country," a French official noted, admitting that there were "very strong oppositions to the budget idea."According to the Financial Times, Hoekstra even sent a letter to the Eurogroup chairman Mario Centeno, in the name of 12 sceptical countries, to oppose the budget idea. But in a context of other uncertainties, in Europe and globally, the official insisted that the possibility of a new economic crisis was real and that status quo in the eurozone would be "irresponsible""France's determination to push for a eurozone budget is total," the source said. But for Paris, and other supporters of the budget and other reforms, Merkel's capacity to convince her own government coalition with the CSU, the Bavarian branch of her Christian Democrats party, plus the Social Democrats has become a concern."The anxiety is there," the French official noted, adding that his government waited "with concern" the reactions in Berlin over the deal to close the Greek bailout agreed during the night from Thursday to Friday.Depleted capital? "Merkel put all her political capacity on solving migration," pointed out Nicolai von Ondarza, from the German Institute for International and Security Affairs."The question is whether she has enough political capital left to, at the same time, convince her own party to also move on the eurozone," he added, noting that "some in the CSU want to open a second front" against the chancellor.Nicolai von Ondarza noted that a year and a half after the election of Emmanuel Macron in France, Merkel's woes have made the Franco-German relationship "more symmetric".But the prospect of Macron taking the upper hand is not yet reassuring other European leaders.-'Survivor'-"The chancellor is excellent in maintaining the balance in Europe. It is difficult to imagine anyone else who would be capable of that," a top European diplomat told EUobserver. The French official, for his part, argued that France was now "the only [EU] country that is stable, politically strong and clear on its positions," but he admitted that "no country wants to be left face-to-face with France or France and Germany."On Sunday, at a controversial migration mini-summit organised by the European Commission, and next week at a regular EU summit, Merkel will try to find a solution on migration and save her leadership at home.In Brussels, "it's business as usual," an EU source told this website referring to the preparatory work for the summit."There is always a country with a coalition and this kind of domestic difficulties," the source said, noting however that a German government led by one of Merkel's political foes would make things more difficult for the EU.Ultimately, a prolonged weakening of Merkel is seen as more likely than a sudden fall of Merkel."We'll see after Sunday," the diplomat said. "But I don't think it will lead to the end of her term. She survived many things already."
Putin, Moon agree that Trump-Kim summit to help denuclearization-[Reuters]-YAHOONEWS-June 22, 2018
MOSCOW/SEOUL (Reuters) - Russian President Vladimir Putin and South Korean President Moon Jae-in agreed on Friday to support "efforts to establish complete denuclearization on the Korean peninsula" following the U.S.-North Korea summit last week.A joint statement signed by the two leaders during a state visit by Moon to Russia was released by South Korea's presidential Blue House. Moon arrived in Russia on Thursday, the first official visit by a South Korean president since 1999.The Russian and South Korean leaders agreed that last week's historic summit in Singapore between U.S. President Donald Trump and North Korean leader Kim Jong Un would contribute to denuclearization of the Korean peninsula.Putin and Moon agreed to "continue joint efforts to establish complete denuclearization on the Korean peninsula and secure permanent peace and stability on the peninsula and (in)Northeast Asia."Both Moscow and Seoul are hoping that reduced tensions with Pyongyang will open up opportunities for economic and infrastructure projects that would directly link South Korea with Russia through North Korea. Those plans are currently blocked by international sanctions on North Korea which international leaders have said will not be lifted until North Korea makes significant moves to give up its nuclear weapons and ballistic missiles.Trump said on Thursday that a process of "total denuclearization ... has already started" in North Korea, but U.S. officials familiar with current intelligence on North Korea’s nuclear and missile test sites said there was no evidence of new moves to dismantle any sites.A number of countries, including South Korea and Russia, have nevertheless begun looking for ways to engage with North Korea economically should sanctions be lifted.Putin and Moon agreed to joint research in the fields of electricity, gas and railways in order to advance cooperative projects between North Korea, Russia and South Korea.Their statement said "large-scale infrastructure projects will contribute to Northeast Asia's peace and prosperity."Railway projects were an area of common interest, the statement said, noting the development of a railway link between the Russian eastern border town of Khasan and the North Korean port of Rajin.Putin and Moon also agreed to cooperate on joint research to connect the Trans-Siberian Railway and the Trans-Korean Railway.Moon invited Putin to South Korea at a convenient time, which Putin accepted, the statement said.(Reporting by Joyce Lee in SEOUL and Polina Nikolskaya in MOSCOW; Editing by Catherine Evans)
White House accuses Democrats and media of exploiting toddler photo-[Reuters]-YAHOONEWS-June 22, 2018
(Reuters) - After weeks of criticism over the separation of immigrant families, the White House seized on a photo of a Honduran toddler seen sobbing at the U.S.-Mexican border to accuse Democrats and the media on Friday of exploiting the picture to push their agenda on immigration. The photograph, taken by Getty Images photographer John Moore at the scene of a border detention this month, became a powerful image in the media coverage of the separation of families at the U.S.-Mexican border.Dozens of newspapers and magazines including Time and the Washington Post published the image. The image, widely seen as showing the girl crying over being parted from her mother, helped swell outrage at home and abroad that pushed President Donald Trump to back down on Wednesday on his administration's policy of separating children from their families while the adults were prosecuted for illegally crossing the border.Getty's caption on the June 12 picture taken at the Texas border town of McAllen said the photo showed a 2-year-old Honduran asylum seeker crying as her mother was searched and detained. The caption said the detention could lead to possible separation, not that this had occurred.White House spokeswoman Sarah Sanders said on Friday the mother and child had not been separated, and accused Democrats and the media of exploiting the picture."It’s shameful that dems and the media exploited this photo of a little girl to push their agenda. She was not separated from her mom. The separation here is from the facts. Dems should join POTUS (the president) and fix our broken immigration system," she tweeted. In an article https://www.washingtonpost.com/news/post-nation/wp/2018/06/18/i-wanted-to-stop-her-crying-the-image-of-a-migrant-child-that-broke-a-photographers-heart/?utm_term=.432f5fdaa398 about the picture, the Washington Post quoted Moore as saying that after he took the picture he feared the girl and her mother might be separated, but he did not know what happened to them.Representatives from Getty Images did not immediately respond to requests for comment on Friday. For its cover this week, titled "Welcome to America," Time magazine cropped the picture to show just the girl, juxtaposing it with a picture of Trump, as though he were looking down at her.On Friday, Time published a correction saying: "The original version of this story misstated what happened to the girl in the photo after she (was) taken from the scene. The girl was not carried away screaming by U.S. Border Patrol agents; her mother picked her up and the two were taken away together."In Honduras, Denis Valera said on Thursday that his daughter and her mother, Sandra Sanchez, were detained together in McAllen, where Sanchez has applied for asylum, and they were not separated. Nevertheless, "My daughter has become a symbol of the ... separation of children at the U.S. border," Valera told Reuters in a phone interview.Honduras' deputy foreign minister, Nelly Jerez, confirmed Valera's version of events.Trump, a Republican, persistently accuses Democrats of being weak on immigration. He said in a tweet on Friday that "We cannot allow our Country to be overrun by illegal immigrants as the Democrats tell their phony stories of sadness and grief, hoping it will help them in the (November) elections."It was not clear if he was referring to the photo of the Honduran toddler.Varela said Sanchez and her daughter had left Puerto Cortes, a Honduran port north of the capital city, Tegucigalpa, without telling him or the couple's three other children.(Reporting by Gina Cherelus in New York, Frances Kerry in London, Gustavo Palencia in Tegucigalpa; Writing by Frances Kerry; Editing by Howard Goller)
