He was aggressive," she told WHNS-TV."Ma'am, you need to cover up," District Court Judge Peter Knight said according to an audio recording obtained by local media. "For you not to realize that is absolutely ridiculous."Step outside and cover up, right now. Stand up and go," Parker said. MANILA, Philippines - In a military buildup certain to inflame tensions with China, the United States said Thursday it will send troops and combat aircraft to the Philippines for regular, more frequent rotations, and will conduct more joint sea and air patrols with Philippine forces in the South China Sea.The announcement by U.S. Defence Secretary Ash Carter in a news conference with Philippine Defence Secretary Voltaire Gazmin was the first time the U.S. disclosed that its ships had carried out sea patrols with the Philippines in the South China Sea, a somewhat rare move not done with many other partners in the region.Carter insisted that the U.S. did not intend to be provocative and was "trying to tamp down tensions here." But Gazmin said he expected that U.S. forces, "with their presence here, will deter uncalled-for actions by the Chinese."The increased troop presence is part of a broader U.S. campaign to expand its assistance to the Philippines as America shores up its allies in the Asia-Pacific that are roiled by China's building of man-made islands in the South China Sea. While the military boost does not include permanent basing for U.S. troops, China views any increased U.S. military presence and activities in the region as a threat."Military exchanges by relevant countries should not target third parties, much less support a few countries in challenging China's sovereignty and security, inciting regional contradictions and sabotaging regional peace and stability," the Chinese Foreign Ministry said in a statement in response to Carter's announcement.Carter said the U.S. will keep nearly 300 troops, including Air Force special operations forces armed with combat aircraft and helicopters, in the Philippines through the end of the month. OTTAWA - Aboriginal leaders painted a bleak picture of dire and deadly conditions on reserves during testimony Thursday before a parliamentary committee.First Nations leaders, including Nishnawbe Aski Nation Grand Chief Alvin Fiddler, urged the federal government to address tragedies playing out on the ground."I cannot count how many funerals I have gone to in our communities," Fiddler said.His organization, which represents northern Ontario communities, declared a public health emergency in February.Dr. Michael Kirlew, a physician based in Sioux Lookout, Ont., also pleaded with the committee to ensure there is "drastic change, quickly.""The longer we wait, the more people will die," he said."The more time that we wait, the more children will die. I appeal to you today, not as politicians, not as members of political parties ... let's return the humanity to this process. The donors are to meet next week in Brussels.He said they were able to repair more than 100,000 partially damaged homes, while giving compensation to businesses damaged in the war between Israel and Hamas and other Palestinian factions.But he warned that funding was drying up.“We call upon you to honor your obligations and effectively contribute to saving Gaza,” he told the conference of donors, United Nations officials and others in the city of Ramallah in the West Bank.Conditions in Gaza, home to 1.8 million people, have steadily deteriorated since the Hamas terror group seized control of the territory in 2007 and prompted an Israeli and Egyptian blockade which limits the import and export of goods and restricts many basic materials, such as wood and concrete.Israel and Egypt fear such material will be used to attack Israel. Alscheich said that Hakrush, and the Israel Police, will work to crack down on illegal weapons in the Arab community.Earlier this year, Alsheich announced a new initiative to fight the “frighteningly high” rates of domestic violence, murder, illegal weapons possession, and other crimes in the Arab sector.The new program, the brainchild of Alsheich and Public Security Minister Gilad Erdan, seeks to recruit 1,300 new officers and build dozens of new stations in Arab population centers.“This issue is not only of concern to the police, but also to the Arab community itself,” Alsheich said at the time.“There is a strong desire to strengthen policing in the Arab community. Limmud FSU had its inaugural event in Moscow.The keynote address Thursday will be delivered by Russian Chief Rabbi Berel Lazar, whose last appearance at a Limmud Moscow event was in 2007, Chesler said Wednesday. VAN, Turkey — An Iranian pilot who defected to Turkey last year is threatening to seek asylum in Israel and work openly to undermine the regime in Iran if it does not cease what he says are its intimidation tactics against the wife and son he left behind.Major Ahmad-Reza Khosravi, 39, a pilot in the helicopter unit of the Iranian Security Services, fled Iran to Turkey in March 2015 after he was refused repeated requests to be discharged from the military, requests he made due to ideological differences with the regime. Recently the subject of an apparent kidnap plan to bring him back to Iran, Khosravi has now gone public with his criticism of the Iranian leadership.In a face-to-face interview with The Times of Israel in the Turkish city of Van where he is now residing, Khosravi said if the regime does not stop threatening his wife and son, who are still in Iran, he will seek to harm the regime in any way he can.“If you do not leave me alone and stop harassing my family, I will seek asylum in Israel and start fighting you, even with arms,” Khosravi said, in a message to Iran’s leaders that he delivered in the interview with the Times of Israel’s Persian edition.Born in 1977 in Khomein in central Iran, Khosravi entered the Iranian Police Academy at age of 18 and went on to join the security services’ helicopter unit.Khosravi told The Times of Israel that after serving 19 years in the Security Services and struggling with the ideological beliefs of the oppressive Iranian regime, he put in a request to be discharged.“I wanted to resign due to the differences in beliefs and opinions with the regime, and since I do not believe in the religion of Islam,” he said. “I had problems with the regime’s policies, because they are based on deception, duplicity and lies.”After he tried to resign several times and was rebuffed, Khosravi said, the Iranian security services began to harass him and his family.“All my actions and my private life were watched and my phone conversations were listened to. I did not have any personal life; even my wife’s phone was under surveillance.”In the end, under duress and fearing for his life, Khosravi decided to flee the country, and embarked on a daring escape to reach neighboring Turkey.After crossing the border in March 2015, he managed to secure a meeting with a senior UN official. Khosravi explained that as a member of Iran’s defense personnel he had not been allowed to own a passport, and therefore had to escape Iran with no identification.“Since I was a military person who had defected from Iran, and therefore my life was in danger, the UN and the Turkish police took care of my issue with extra sensitivity and guarded me very carefully,” he said. “The Turkish police looked after me, and called me every few hours asking about my situation.”When the Iranian authorities found out he had escaped, they contacted his wife and threatened to have him extradited from Turkey, he said.In September 2015, Turkish authorities arrested two Iranians who were allegedly sent to Turkey to kidnap Khosravi and return him to Iran.Abdolsalam Tatari and Mohammad Mohammadian reportedly arrived in Turkey planning to make their way to the city of Van, in eastern Turkey, where Khosravi was residing.Two weeks ago they were both sentenced by a Turkish court to six years and eight months in jail, according to Turkish media reports. Mohammadian denied the accusation but Tatari acknowledged that an Iranian man named “Hajji” had commissioned him to find “the pilot.”The Turkish reports on the sentencing do not name Khosravi. Rather, they refer to the pilot by his initials “A.R.K.”Khosravi said that the regime is worried his defection could inspire other pilots or military officers to do the same.“I can tell you that there are other pilots like me who are forced to work and live the way they do. High-tech handwriting analysis of First Temple period writings inscribed on pottery shards indicates the Bible may have been written earlier than some scholars believe, Tel Aviv University researchers have found.Most scholars agree that key biblical texts were written in the 6th century BCE, during the Babylonian exile after the destruction of the First Temple.But a collection of military orders written in ancient Hebrew dated to the end of the First Temple period uncovered in the Negev Desert is shedding new light on the age of the oldest biblical texts.With the help of sophisticated imaging tools and complex software, Tel Aviv University researchers determined the series of 2,600-year-old inscriptions were written by at least six different authors, indicating that literacy in the Kingdom of Judah may have been far more widespread than commonly believed.This finding, published Monday in the US journal Proceedings of the National Academy of Sciences, makes it possible for the earliest books of the bible to have been written before the exile and during the First Temple period, TAU archaeology professor Israel Finkelstein said.“There’s a heated discussion regarding the timing of the composition of a critical mass of biblical texts,” said Finkelstein, who led the team of researchers together with physics professor Eliezer Piasetzky. “But to answer this, one must ask a broader question: What were the literacy rates in Judah at the end of the First Temple period? And what were the literacy rates later on, under Persian rule?”Known as the Arad ostraca, the writings were discovered in the ruin of an ancient Judahite military fortress near the Negev city in the 1960s, and mainly consist of mundane military orders including commands regarding the movement of troops and the provision of supplies for the small garrison stationed there.The TAU team of archaeologists, physicists and mathematicians developed specialized imaging tools and algorithms to photograph, digitize and analyze the handwriting of the missives — 16 ink inscriptions on ceramic shards. The team used multispectral imaging to reconstruct Hebrew letters that had been partially erased over time, and then used a computer algorithm to analyze the writings to detect differences in handwriting strokes.Doctoral student Arie Shaus, who helped develop the algorithm, said it was the first time such technology has been used to reconstruct and perform handwriting analysis on ancient Hebrew inscriptions.“We designed an algorithm to distinguish between different authors, then composed a statistical mechanism to assess our findings,” said researcher Barak Sober. “Through probability analysis, we eliminated the likelihood that the texts were written by a single author.”Multiple writers indicates that reading and writing abilities existed throughout the military chain of command, from commanders all the way down to petty officers.“Literacy existed at all levels of the administrative, military and priestly systems of Judah. Reading and writing were not limited to a tiny elite,” said Piasetzky.While it’s uncertain how many in the 100,000-strong Kingdom of Judah could read and write, the researchers estimates that hundreds were literate.According to Piasetzky, the existence of an educational infrastructure could have enabled the composition and compilation of biblical texts that constitute the basis of Judahite history and theology.However, a higher literacy rate does not necessarily mean the Bible was written during a certain period.“Biblical texts did not have to have been written by many people, or read by many people, to have been written down,” Prof. Edward Greenstein of Bar-Ilan University told The New York Times.In recent years, many scholars have attributed the composition of a group of biblical texts, from the Book of Joshua to the second Book of Kings, to the period after the siege, according to Finkelstein. That theory holds that the biblical texts were written as a result of the exile to Babylon, when the composers began to think about their past and put their history to parchment.Finkelstein, however, said he has long believed those texts were written in the late 7th century BC in Jerusalem, before the siege. He said the study offers support for that theory.“It’s the first time we have something empirical in our hands,” said Finkelstein.Shmuel Ahituv, an Israeli bible scholar who did not participate in the study, also believes literacy in ancient Judah was widespread before 586 BC and that the biblical texts in question were written before the siege of Jerusalem. He said he believes this is apparent through a literary analysis of the biblical texts alone. “I don’t need algorithms,” Ahituv chuckled.
