increased scrutiny.Immigration-The logic behind America’s overhauled
approach to immigration enforcement is supplied by data-driven

automated, probability-based decision-making system does not appear to

TSA confirms passenger identity

Security (DHS), lawmakers expected to examine aviation security, cyber
threats, and emerging technologies. Instead, the hearing exposed a
deeper shift underway inside DHS: the transformation of routine air
travel identity checks into a domestic enforcement tool.As TSA prepares
to launch its new ConfirmID identity verification program and fully
enforces REAL ID requirements, a senior TSA official confirmed that
passenger data is “absolutely” being used to support Immigration and
Customs Enforcement (ICE) deportation operations — collapsing
long-standing boundaries between transportation security, biometric
authentication, and immigration enforcement.When Transportation Security
Administration (TSA) Acting Director Ha Nguyen McNeill was pressed on
reports that ICE is using domestic flight passenger information to
support deportation operations, she did not deny cooperation. Instead,
she defended it as legitimate intra-departmental coordination and framed
it as part of DHS’s overall mission set.In response to lawmakers’
questions, McNeill said TSA assistance to ICE is “absolutely within our
authorities” when it involves sharing passenger information for
immigration enforcement operations.At the same time, McNeill drew a line
between bulk transfers and case-by-case validation, pushing back on
claims that TSA routinely transmits all passengers’ personally
identifying data to ICE.“That is not what is occurring. We don’t send
the information to ICE; we help ICE check against information,” she shot
back at lawmakers.The distinction matters because it effectively
describes TSA’s role as a verification node inside DHS’s broader data
ecosystem. It’s not necessarily a pipeline that automatically feeds ICE
but is a mechanism ICE can query when it is attempting to confirm
identities tied to enforcement actions.McNeill’s broader justification
left little doubt about the purpose. “We are supporting the mission of
our colleagues at the Department of Homeland Security, and that includes
enforcement of immigration laws,” she told the committee.That framing —
DHS mission support first, aviation-traveler privacy second — is
exactly what civil liberties critics warn can normalize “mission creep,”
where systems built for transportation security become functional
infrastructure for domestic immigration enforcement, often without a
clear public record of the rules, auditability, or limits on use.When
questioning came around to REAL ID and ConfirmID, it became clear that
access to air travel is moving away from document-based identity alone
and toward layered identity verification systems that carry privacy,
equity, and civil liberties implications well beyond the airport
checkpoint.McNeill framed REAL ID enforcement as a direct outgrowth of
post-9/11 security doctrine. She reminded lawmakers that the REAL ID Act
of 2005 was enacted “in response to the 9/11 Commission Report
recommendations aimed at combatting fraudulent identity documents and
ensuring passengers are who they say they are.”McNeill explicitly
invoked the Commission’s core insight about the role of identity in
terrorism, quoting its conclusion that “for terrorists, travel documents
are as important as weapons.” That logic, she argued, remains
foundational to TSA’s approach two decades later.“Under the leadership
of Secretary Noem, since May 2025, TSA is fully enforcing its statutory
requirements under the REAL ID Act of 2005,” McNeill told lawmakers,
emphasizing that identity assurance is no longer a future goal, but
rather an active operational requirement at airport checkpoints
nationwide.According to McNeill, enforcement is already widespread.
“Currently, most travelers [about 94 percent] present either a REAL
ID-compliant or another acceptable form of ID,” she testified.That
remaining gap, however, has become increasingly consequential as
passenger volumes reach record levels and TSA prepares for large-scale
global events.To address REAL ID non-compliance without denying air
travel outright, TSA is rolling out a new alternative identity pathway.
McNeill described TSA ConfirmID as “a new modernized alternative
identity verification system to enhance and streamline identity
verification for travelers that do not have an acceptable form of
ID.”Beginning February 1, travelers who arrive at a checkpoint without
compliant identification will have the option of paying a $45 fee and
undergoing additional verification.“Travelers who do not present an
acceptable form of ID at TSA checkpoints and still want to fly, have the
option of paying a $45 fee and undergoing the TSA ConfirmID process,”
McNeill said.TSA has been careful to frame the program as a
cost-recovery measure rather than a penalty. “The fee ensures that the
cost to cover verification of an unacceptable ID will be borne by the
non-compliant traveler, not the American taxpayer,” McNeill said.From an
operational perspective, ConfirmID is designed to preserve throughput
at checkpoints while maintaining identity standards. From a
civil-liberties perspective, however, it represents a formalization of
pay-to-verify access to mobility, a development that lawmakers are only
beginning to scrutinize.Although McNeill’s testimony focused on
efficiency and security, lawmakers used the hearing to probe broader
implications of expanding identity verification regimes.Democrats on the
committee questioned whether identity-based screening systems could
burden travelers, normalize continuous identity checks, or create
inequities for those unable to afford additional fees.These concerns did
not hinge on the technical details of ConfirmID, which TSA has not
publicly disclosed in full, but on the principle embedded in McNeill’s
own framing: “We must ensure that everyone who flies is who they say

implemented blockchain technology into dozens of public systems over the
years, including those related to digital identity. The organization
has now published a primer on projects that have successfully integrated
tamper-resistant digital ledgers to support development across the
world.The paper, titled “New Tech, New Partners: Transforming
development in the digital era,” was created in collaboration with its
AltFinLab, which advocates alternative finance solutions. The UNDP hopes
that the document will demonstrate how new technologies,
experimentation and new partnership models for digital public
infrastructure can drive development. “When designed responsibly,
[blockchain] can complement wider digital public infrastructure and
digital transformation efforts by strengthening how data, value, and
accountability move through systems,” says the organization. “In
practical terms, this means rules, payments, and records can be
coordinated across public institutions, communities, and partners in
ways that are verifiable, auditable, and harder to manipulate.”The
document highlights 42 blockchain use cases from across the world,
including seven that involve digital identity and data.In Bosnia and
Herzegovina, for instance, the UNDP is supporting a program to issue
verifiable digital university diplomas with the help of the University
of Sarajevo Tele-Informatics Centre (UTIC) and EdTech company Sala.The
blockchain technology was used to export diploma data from the
university’s student records into the Sala platform which generates
digital credentials for graduates which are stored within a digital
wallet compatible with eIDAS standards. These credentials can be shared
through a QR code or a secure link to an employer or institution which
can verify them against its on-chain record.In Malawi, the organization
has developed a blockchain-supported digital verification system called
Genius Tags for registering and verifying households that require
humanitarian aid.Household registration records are converted into
secure digital codes and processed through Genius Tags’ deduplication
engine. Verified households receive a QR code they can present at
distribution points to collect cash, food and other assistance. Each
transaction is logged in real time in a shared digital record, giving
partners a view of who has received support and where.And in Kazakhstan,
the development agency is collaborating on a project that allows
anonymous access to pre-exposure prophylaxis (PrEP) for HIV. The system
is developed by blockchain company MystenLabs and the Sui Foundation to
create digital tokens that allow people to request the medicine without
revealing their identity.Other examples include projects in Georgia,
Ghana, Mauritius and Seychelles.Aside from digital identity, the
publication demonstrates how blockchain can be used in digital payments
and financial inclusion, climate and nature finance and community-led
investment models.The UN is also implementing blockchain in other
projects. Last year, the organization released a white paper detailing
how blockchain-based Digital Certificate of Entitlement (DCE) modernized
pension verification for more than 70,000 United Nations Joint Staff
Pension Fund (UNJSPF) beneficiaries. Aside from blockchain, the digital
system is powered by biometrics, AI and geo-location technologies.

privacy preservation.Tom Bäckström, an associate professor at Aalto
University in Finland, recently published a research paper on privacy in
speech technology in the IEEE Xplore digital library. The paper argues
that although the current technology may not be able to extract all this
information just yet, researchers should develop protective measures
before it becomes a threat to privacy.The paper notes that speech
signals can yield information on the speaker’s biology, including health
and whether they are intoxicated, their psychological state,
affiliations, relationships and physical environment.Potential threats
to privacy include insurance companies that can detect that someone has a
health condition such as Parkinson’s, advertising that exploits
people’s emotional state, or extracting information from voice
conversations that could be used for harassment, stalking and
extortion.Attackers can obtain both the target information, or the
message of the speech, or the speech signals, which contain additional
information beyond the core message. Aside from their health and
emotional state, the speech could potentially reveal whether the speaker
is intoxicated, their socioeconomic background, gender, ethnicity, as
well as affiliations.Background sounds can also reveal not just the
location but also the distance from the sensor and what kind of hardware
or software is being used.The paper lists three categories of attacks:
motivated, opportunistic, and incidental.In motivated attacks, hackers
target specific individuals in two ways. They may extract private
details — such as health information — from public speeches or
recordings. Alternatively, they may scan databases of anonymous speakers
to identify and reidentify their target, effectively unmasking someone
whose identity was supposed to remain hidden by anonymizing their
information.The third category is incidental attacks, where systems
accidentally expose information. A speech device might misinterpret a
command and trigger functions that reveal private data to unauthorized
users.The research also classifies attack scenarios based on the extent
to which the speech is associated with other data and the attacker has
access to this additional information. The report describes attempts in
the VoicePrivacy 2022 challenge to break anonymization and
pseudonymization protections shielding different elements and amounts of
identity information.The research also proposes several measures to
secure the privacy of speech, including filtering private information,
securing processing through cryptography and implementing
privacy-preserving architectures in which information is only stored
locally or on a distributed network of devices.One of the protection
measures suggested is implementing privacy-by-design principles. Even if
individual modules of a system can assure privacy, their interaction
can still lead to information leaks. Privacy, therefore, must be ensured
at a more basic level.A biometric reference, which stores a user’s
attributes such as identity, should be unlinkable, meaning that
comparing two or more biometric references will not reveal whether they
are from the same or different persons. It should also be irreversible,
meaning that the biometric sample cannot be derived from the biometric
reference.Finally, the principle of renewability should ensure that
multiple, unlinkable biometric references can be created from the same
biometric samples and used to identify the person without revealing
information about the biometric samples.“Together, unlinkability and
irreversibility, thus, minimize the amount of information leaked if
biometric references are revealed,” the paper notes. “At the same time,
renewability ensures that leaked references can be revoked and new ones
created to replace them.”Privacy issues related to speech technology are
expected to gain more attention in the future, as the technology
becomes widely adopted.Biometric speaker recognition and verification
are used in banking apps and to recognize a user of a device.
Speech-to-text is now integrated to dozens of applications, while
wake-word detection for voice-enabled devices such as “Hey Siri” or
“Alexa” has become ubiquitous. Another technology that may extract
information is speech enhancement, which removes background noises and
distortions.A senior member of the Institute of Electrical and
Electronics Engineers (IEEE). Bäckström has been working on the issue of
privacy in speech technology as part of the International Speech
Communication Association (ISCA) special interest group on security and
privacy in speech communication (SPSC).The researcher believes that
ensuring privacy does not have to become a burden for companies, but
could even improve products and services. Removing private information
from speech, for instance, could mean less data transfer and network
traffic costs, Bäckström said in an interview with Aalto
University.Bäckström ultimately concludes that the range of privacy
threats and the attack surface are “vast” and dynamic, and that ethical
issues around speech largely overlap with privacy concerns. The field is
still fairly new, and more research is needed, but stronger protections
are likely on the way, as he says research into speech privacy is “in a
phase of rapid development.”
Scale of AI fraud makes legacy
identity verification inadequate-Room for improvement as organizations

Sometimes, you just have to tell yourself, “I’m good
enough.” Then again, if you’re a digital identity security system,
you’d be wrong. A new report from PYMNTS Intelligence and Trulioo looks
at “When ‘Good Enough’ Isn’t Enough” – which is to say, when deploying
digital identity verification in the age of bots and agents.The report
says the bare minimum approach costs financial institutions up to 34
billion dollars a year, as they expand into digital channels without
accounting for the amplified risk of fraud at scale.“Just over three in
four institutions say identity processes prevent them from expanding
customers, markets or geographies, while revenue losses from KYC/KYB
failures average 3 percent,” says the report. “Synthetic identity fraud,
regulatory violations and account takeover represent the costliest
threats.”Perhaps even worse than the measurable losses are the missed
opportunities. “‘Good enough’ identity systems keep financial services
firms confident, but not competitive,” the report says.The overarching
message is, don’t get too comfortable with your legacy KYC systems, even
if they seem fine to you.Wise to cool market jets on agentic AI-An
article in Payments Journal looks at the “considerable fanfare
surrounding the emergence of agentic commerce, followed by a race to
build the supporting infrastructure.” Specifically, it seeks insights
from the evolution of biometric authentication and digital ID
cards.“None of these technologies,” it says, “are close to achieving
ubiquity. That said, this year will bring more frequent and tangible
interactions with each of them for consumers, merchants, and financial
institutions alike.” 2026 could be the year that biometric payments
finally take off, as the technological capability aligns with customer
experience, demand and comfort.The expectation, however, should not for
them to become commonplace. “The point is that people will start to see
this in the wild and not just in very controlled environments,” such as
pilots and trials.The same goes for digital identity, according to
Christopher Miller, lead emerging payments analyst at Javelin Strategy
& Research. Miller says the rollout of digital ID has been “a
classic case of uneven awareness and uneven availability. Some states
have had this for almost 10 years, and then other states still can’t get
out of their own way.”“You had a chicken and the egg problem,” he said.
“Why should merchants go to the trouble of building the infrastructure
to accept digital IDs if nobody had digital IDs? Well, why should I get a
digital ID if nobody’s going to accept it? It’s a classic problem, but
the availability problem is mostly over. We can say with reasonable
confidence that within a decade or so, every state is going to issue
something.”Lights brighter than expected for much-hyped agentic
commerce-The lessons for agentic commerce point to choice as a
necessity, and tempered expectations for adoption – or, in other words,
“a more methodical rollout of agentic commerce than some reporting has
suggested.”“Almost nothing was even remotely in production in 2025,
which is an important call-out because people talked like it was
happening and there were these huge growth waves,” Miller says. “No,
false. That sets up 2026 to be the first encounter that many people
across the entirety of agentic tech will have with the products, ranging
from the consumers using them to the merchants accepting them to the
payment processes interacting with them.”There will be hiccups and
corrections. That, he says “is a natural part of the development of
emerging tools – but this is happening under a pretty bright glare.”Are
AI agents the next big insider threat? Geoff Shcomburgk, Yubico’s VP for
Asia Pacific and Japan, published a piece late last year citing
statistics from the Office of the Australian Information Commissioner
(OAIC) for July to December 2024, showing that human error accounted for
nearly 30 per cent of data breaches, highlighting the severity of
insider risk.As cyber tactics become more sophisticated, AI agents could
easily become the next big insider threat. “The intersection of human
error and increasingly advanced cyber tactics emphasises the fundamental
importance of strong identity verification in effective cyber
resilience, and especially within the financial services sector,”
Schomburgk says.“Failing to adopt stronger identity verification exposes
institutions to regulatory scrutiny, financial losses and reputational
damage. In the banking sector, where customer trust is paramount, the
impacts of a breach are especially severe.”Jimmy Astle, director of
machine learning at Red Canary, has the following to say regarding
agentic AI, in comments sent to Biometric Update:“Agentic AI is moving
out of the lab and into real-world corporate systems – used for scanning
documents, augmenting workflows, and taking actions once reserved for
humans. That shift has significant ramifications for data privacy,
especially if AI tools are deployed without clear governance, strong
access controls, and careful oversight.“Data privacy in the agentic era
starts with treating AI like any other user that accesses corporate
systems – it must be secured at the identity layer. Organizations should
keep their access privileges tight, maintain clear visibility into
which data AI agents can retrieve and act on, and control which users
are able to prompt them. From there, employees need clear usage policies
and security teams should regularly review how their AI systems behave
in practice. Privacy checks should also be built directly into user
workflows from day one to ensure consistent and widespread compliance.”

SevisWallet will transform how government issues personal
credentials-Multifunctional digital identity wallet now available on

Guinea (PNG) has officially made available the SevisWallet digital
identity wallet for download, allowing Papuans to use the app to store
ID cards, documents and access digital government services. The Papuan
government says that the multifunctional digital wallet could help save
millions in public funds by replacing costly paper documents with
decentralized Verifiable Credentials (VCs).“There is no longer any
practical justification for the government to continue spending public
funds on printing personal credentials such as driver’s licences, Grade
12 certificates, and other official documents,” says Steven Matainaho,
secretary for the Department of Information and Communications
Technology (DICT).“The government can save tens of millions of kina by
transitioning to digital, verifiable credentials issued through the
SevisWallet App,” he adds.The government first launched the SevisWallet
alongside the country’s digital ID system, SevisPass, in November last
year, after piloting the systems in 2024. The ecosystem is built by
Swiss company Tech5, which provides the decentralized identity
technology behind the platforms.DICT is holding a SevisWallet workshop
next month, where government departments will be encouraged to begin
placing key documents into the digital system. These include public
service IDs, Grade 12 certificates, police clearance certificates,
academic records, driver’s licences, national IDs, land titles and
digital travel documents.The first in the line will be the
digitalization of Grade 12 certificates, which will be conducted by the
National Department of Education. The only physical document remaining
will be the national ID card.The department also says SevisWallet will
help government agencies work better together by linking systems that
currently operate separately.The system will enable citizens access both
private and public services such as police clearance applications and
crime reporting. DICT has already formed partnerships with multiple
banks to fast-track the implementation of the platform for private
services such as bank account openings and loan applications. The
SevisPass Verifiable Credential will also be used to register online for
SIM cards.Services available in the wallet will be rolled out
progressively. The first tier of the SevisPass, which is available now,
allows both citizens with or without a physical ID to enroll and access
basic services such as opening a bank account, registering for school
and purchasing an air ticket.The second tier will be introduced after
existing national ID and passport records are integrated, according to
Secretary Matainaho.The government promises that user information will
be protected. Citizens will be able to use the SevisWallet to store
decentralized verifiable credentials issued under the SevisPass digital
identity framework and exchanged through the SevisDEx platform.“This
design gives citizens full control over their personal data –
credentials are held by the individual and shared only with consent,”
says Matainaho.The project is supported by organizations such as the
United Nations Department of Economic and Social Affairs, the Australian
High Commission for New Guinea, the International Telecommunications
Union (ITU) and GovStack.
Lack of visibility into AI agents and identities brings threats to orgs, says Permiso-Jan 23, 2026, 10:07 am EST | Masha Borak

are already integrating non-human identities, such as AI agents, and
the trend is likely to continue throughout 2026. The introduction of
these technologies is opening new security frontiers: A recent survey
from identity security company Permiso Security shows that 82 percent of
surveyed organizations say that AI agents or automated systems have
direct access to production or sensitive data.Although the vast majority
of organizations (95 percent) believe they can track non-human
identities (NHIs), Permiso’s research suggests that they likely lack
visibility into their operations. NHIs include service accounts, API
keys, access tokens, certificates and AI agents.“Organizations are
deploying AI systems faster than they can secure them, granting access
faster than they can track it, and generating identities faster than
they can manage them,” Paul Nguyen, the firm’s co-CEO, says in a
statement. “Most organizations don’t have visibility into which AI
systems have access, what permissions they hold, or what they’re doing
with the data they can access.”Almost all organizations participating in
the survey said that their AI systems can create or modify identities
and permissions. Despite this, organizations rank non-human identities
as least risky despite managing thousands of them. While they don’t fall
for phishing, these identities often get hardcoded in repositories and
retain excessive permissions indefinitely. This represents a significant
perception gap, says Permiso.The issue is not just non-human
identities. Organizations generally lack insight into their identity
infrastructure, resulting in serious impacts on security, according to
the Permiso State of Identity Security 2026 report.The research, which
surveyed 512 organizations, showed that companies use an average of two
to three identity providers, such as Okta, Ping Identity and Microsoft
Entra, and an equal number of cloud service providers.This results in a
fragmented authentication landscape with limited visibility into
potential threats to identity. Despite a large number of security
incidents related to identity, only 43 percent of organizations can
detect identity-based risks before incidents occur.“Organizations keep
asking us for faster threat detection,” said Jason Martin, co-CEO at
Permiso Security. “But when we dig into what’s slowing them down, it’s
always the same answer: fragmented visibility. You can’t detect what you
can’t see, and you can’t respond quickly when you’re spending hours
correlating data manually.”Permiso claims that organizations have other
security misconceptions when it comes to identity
threats.Identity-related attacks happen when threat actors gain
unauthorized access to an organization’s data and systems by using
stolen login credentials belonging to employees, external vendors, or
automated accounts like AI agents.Most companies believe that the
majority of risks come from employees, but concerns about third-party
vendors have risen sharply after major breaches, such as SolarWinds,
Okta, MOVEit, which involved compromised vendor credentials.SaaS
continues to have the worst visibility when it comes to identities,
compared to IaaS, PaaS, on-premise systems and identity providers, which
score lowest on the risk level, according to the research.“If employees
are your biggest risk and SaaS is your biggest visibility gap, then the
intersection represents your highest-risk, lowest-visibility attack
surface. That’s precisely where attackers operate,” says the
report.According to Permiso’s data, 79 percent of organizations can
confirm identity-based threats within 24 hours, while 18 percent say
they can do the same within one hour. These numbers represent a large
improvement compared to 2024, when only 61 percent claimed they could
detect a threat within one day. However, 16 percent still need up to
seven days, while four percent need more than a week to detect identity
threats.Another task organizations face is assessing the potential
fallout of a security threat, which determines the next steps. Less than
a third can determine the complete blast radius within minutes when
compromise is detected, while more than half need hours. A minority of
16 percent need days.Visibility into identity accounts also plays a role
in this. More than 80 percent of organizations say that security alerts
are triggered by unmanaged accounts, shadow identities and
misconfigured permissions. As security teams investigate false alarms,
this takes away time from dealing with real threats and creates “alert
fatigue.”

has its first factory dedicated to manufacturing vein biometrics
hardware, which will produce up to 2 million vein modules and devices a
year. The factory is built by biometric technology firm Saint Deem,
which develops vein recognition algorithms, software and hardware.The
production line is located in the eastern province of Anhui in the
Huainan Modern Industrial Park, covering more than 100,000 square feet.
The factory is a step towards large-scale commercialization of the
technology, according to the firm.The company has been developing vein
recognition since 2014, implementing the tech in the automotive sector,
public transportation, financial industry and access control. It has
cooperated with car makers such as Mercedes-Benz, Audi and Volkswagen to
develop keyless unlocking and intelligent gesture recognition.The firm
also develops FPGA (Field-Programmable Gate Array) chips for vein
recognition algorithms. Saint Deem’s goal, however, is not just to sell
hardware but to make vein recognition trusted and universal, according
to co-CEO Qian Haomin.“Vein recognition offers what other biometric
technologies struggle to guarantee: it is internal, live and extremely
difficult to replicate,” says Qian. “With this production line, the
company is shifting from an R&D-driven model to a new stage driven
by the dual engines of R&D and manufacturing.”Saint Deem is one of
the enterprises responsible for formulating national public safety
standards for vein recognition in China.In 2022, it completed a 193
million yuan (US$27.6 million according to today’s rate) strategic
financing round backed by state-owned funds, placing its valuation at
nearly 3 billion yuan ($430.1 million).The company has collaborated with
the Chengde Public Transport Group in Hebei province to roll out palm
vein payments for bus passengers, according to China Daily.It has also
developed palm vein recognition and authentication software for mobile
banking, which has been tested in multiple banks, according to the firm.
Saint Deen is also exploring applying the technology in non-invasive
blood sugar monitoring and human-computer interactions.

mobile network operators in Mauritania have been given two months to
fully comply with existing SIM card identification rules in the country
or face sanctions.Industry regulator, the Mauritania Telecommunications
Regulatory Authority (ARE), issued the warning recently after an
inspection found that Mattel, Mauritel and Chinguitel were not fully
compliant with SIM card identification procedures.After the two-month
deadline, teams will be dispatched to verify compliance and impose
financial sanctions on defaulters which could amount to between three
and five percent of the operators’ annual turnover, Ecofin Agency
reports. The sanctions could also involve partial or total suspension of
operating licence if the non-compliance persists.Mauritania mandated
SIM identification in 2023 and planned to register at least 6.5 million
SIM cards. Since then, it has been tightening the rules as the
government says the objective is to curb fraud and ensure compliance
with national security regulations.The rules require anyone buying or
registering a SIM card to confirm their identity using biometrics,
securely collected and stored by telecoms.SIM card identification is a
growing trend especially in Africa where several countries including
Nigeria have been implementing the policy.Malawi to enforce nationwide
SIM registration-Meanwhile, Malawi also announced that it is moving to
enforce the policy nationwide. The Malawi Communications Regulatory
Authority (MACRA) is quoted by ITWeb as saying that a mandatory
biometric registration will soon begin across the country.Going by the
plan, all citizens are expected to identify their SIM cards by linking
them to their national ID, and to confirm with their face and
fingerprint biometrics stored in the database of the National
Registration Bureau (NRB).Malawi started the idea of SIM registration as
far back as 2018, as reported then by Nyasa Times.Last year, the
government intended to begin full enforcement, but it was put on hold
due to worries raised by some stakeholders. In the meantime, there has
been an awareness campaign going on to let citizens get familiar with
the new policy and its importance in strengthening national
security.“The initiative is being implemented to ensure that all SIM
card holders are the legitimate owners of the National ID cards used
during registration,” a spokesperson at MACRA was quote by ITWeb as
saying.
Congress deepens investment in DHS biometrics-Spending
bill sustains biometric programs across enforcement and travel-Jan 22,

As lawmakers race to avert a
government shutdown ahead of the January 30 funding deadline,
negotiators have released the FY 2026 Homeland Security Appropriations
Act agreement text, quietly cementing biometrics as one of the most
structurally embedded and politically sensitive technology pillars
inside the Department of Homeland Security (DHS).Spread across DHS
components and funding mechanisms, biometric identity systems now sit at
the center of immigration enforcement, border processing, aviation
security, and identity vetting, with Congress using appropriations
language not only to fund these systems, but also to impose guardrails
on how they may be modernized, shared, or reorganized.The bill text,
published as part of the joint explanatory statement accompanying the
consolidated appropriations package, reflects a striking dual posture.On
the one hand, Congress continues to pour billions of dollars into
biometric infrastructure, advanced identity verification, and AI-enabled
screening tools. And on the other hand, lawmakers repeatedly signal
concern that poorly planned reorganizations, opaque data-sharing
practices, or mission creep could weaken accountability, civil liberties
protections, and operational continuity.Nowhere is that tension more
evident than in Congress’s treatment of the DHS Office of Biometric
Identity Management, or OBIM, which operates the department’s core
biometric systems, including the Automated Biometric Identification
System (IDENT) and its successor, the Homeland Advanced Recognition
Technology (HART) platform.The agreement provides $271 million for OBIM
in FY 2026, underscoring its continued centrality to DHS operations. At
the same time, lawmakers included explicit language warning against any
abrupt transfer or restructuring of biometric authorities without
detailed planning and congressional notification.Under the agreement,
DHS may not move biometric identity functions out of OBIM or
substantially reorganize them without first submitting a detailed plan
demonstrating that any transfer would be seamless, preserve mission
effectiveness, and maintain oversight, privacy, and civil liberties
protections.The language reflects growing congressional unease with
proposals floated within the executive branch to consolidate or realign
biometric authorities, particularly if such changes could dilute
accountability or fragment control over some of the federal government’s
most sensitive identity systems.The bill also continues targeted
investment in modernizing DHS’s biometric backbone. Within the
Management Directorate’s Procurement, Construction, and Improvements
account, the agreement includes $25 million specifically to support
continued development of HART.That funding reinforces Congress’s intent
to see the long-delayed replacement for IDENT move forward, even as
lawmakers remain cautious about expanding HART’s role without stronger
oversight mechanisms in place. Congress’ civil liberties concerns are
especially pronounced in provisions governing how biometric data may be
used in high-stakes immigration and family separation contexts.The
agreement requires DHS to notify the Office of Inspector General and the
Office for Civil Rights and Civil Liberties within 24 hours if
biometric information from HART or foreign biometric intelligence
sharing is used to separate a minor child from a parent or legal
guardian, subject to limited exceptions.The unusually direct reporting
mandate reflects sustained scrutiny of DHS’ use of biometric data in
enforcement decisions involving families.At the Transportation Security
Administration (TSA), Congress continues to back biometric identity
verification as a core element of aviation security, while layering in
new oversight expectations. The agreement provides $10.6 billion for TSA
Operations and Support, alongside $330.2 million for procurement,
construction, and improvements and $24 million for research and
development.Within those totals, lawmakers allocate $15 million for
Credential Authentication Technology (CAT) systems used at airport
checkpoints, $300 million for checkpoint screening modernization, and
$12 million for research into AI-enhanced screening technologies.CAT
systems are designed to validate the authenticity of identity documents
and interface with Secure Flight and other backend systems, forming the
technical foundation upon which biometric matching can be layered.TSA is
also directed to continue piloting biometric identity verification
technologies at checkpoints, but only with robust privacy safeguards in
place and with a required report to Congress within 180 days of
enactment that details data use, retention practices, and impact to
civil liberties.The bill’s language makes clear that biometric expansion
in aviation security is no longer viewed as experimental or peripheral.
Instead, Congress treats biometric identity verification as a permanent
feature of TSA operations, while simultaneously signaling that
unchecked deployment without transparency or public accountability will
not be tolerated.Customs and Border Protection’s (CBP) biometric
programs receive similarly sustained backing, particularly those tied to
entry-exit tracking and traveler identity verification. The CBP
fee-funded programs table explicitly lists the 9-11 Response and
Biometric Exit Account, placing biometric exit alongside passenger
inspection and agriculture inspection fees as a standing operational
cost.The continued reliance on fee-funded mechanisms underscores how
deeply biometric exit has been integrated into CBP’s core mission, even
as full nationwide deployment has faced persistent operational and
infrastructure challenges documented by DHS oversight bodies.Despite its
central role in CBP’s biometric exit strategy, the 9-11 Response and
Biometric Exit Account has long been a source of structural friction
rather than a stable foundation for nationwide deployment. The account
is funded through passenger fees rather than direct appropriations,
tying biometric exit operations to fluctuations in air travel volume and
airline compliance.Oversight bodies have repeatedly found that this
funding model complicates long-term planning, limits CBP’s ability to
scale infrastructure consistently across airports, and leaves biometric
exit deployments unevenly distributed.Rather than supporting a uniform
national system, the fee-funded structure has contributed to a patchwork
of deployments that vary by airport, airline participation, and
available technology, undermining the goal of comprehensive exit
tracking.Operational challenges compound these funding constraints. A
Government Accountability Office audit and DHS Inspector General review
found that while CBP’s biometric exit systems generally perform well
under controlled conditions, real-world deployment at boarding gates has
struggled to meet program performance targets.Photo capture rates
during departures have fallen short of CBP’s stated goals, reflecting
the reality that biometric exit relies on coordination among airlines,
airport authorities, and CBP systems that do not operate under unified
control.Congestion, staffing constraints, airline boarding practices,
and inconsistent technology integration all affect capture rates,
creating gaps in exit data even at airports where biometric systems are
nominally deployed.These limitations help explain why Congress continues
to fund biometric exit while simultaneously signaling caution,
embedding the program within fee-funded accounts and requiring ongoing
reporting rather than mandating rapid or universal expansion.Congress
also directs the U.S. Citizenship and Immigration Services (USCIS), in
coordination with CBP, to submit a report within 180 days assessing the
feasibility and cost of collecting biometrics at certain CBP-controlled
locations. The requirement highlights lawmakers’ interest in tighter
integration across DHS components, while stopping short of mandating new
collection regimes without further analysis.Taken together, the FY 2026

authorities launched a deadly crackdown on protesters that killed
thousands, is not France's preferred option, its armed forces minister
said Sunday."I think we must support the Iranian people in any way we

military intervention is not the preferred option" for France, she said,
adding it was "up to the Iranian people to rid themselves of this

Sunday that over 36,000 people were killed by the regime at the height
of protests earlier this month, numbers similar to those also reported
by Time magazine.The Iranian opposition outlet said its estimate for the
death toll in the brutal repression of January 8-9 is based on
extensive data it compiled from “classified documents, field reports,
and accounts from medical staff, witnesses, and victims’ families.”It
said the numbers make the killings the “bloodiest massacre of civilians
during street protests, over a two-day period, in history.”Most of the
killings were done by the Islamic Revolutionary Guard Corps and its
allied Basij militia, though proxies brought in from Iraq and Syria were
also used, according to the report.Sources in the country’s interior
ministry, speaking on condition of anonymity, told the outlet that
figures from provincial security councils, submitted January 20, put the
toll at over 30,000.Iran International also said it saw a report
presented on January 21 to the Iranian parliament’s National Security
and Foreign Policy Committee that put the number of dead at over
27,500.In addition, two sources from the Supreme National Security
Council told the outlet that the IRGC last week compiled two reports,
one that put the number at over 33,000, and another at over
36,500.Beyond the mass killings at protests, the outlet said it received
evidence, including photos, that some people were executed by security
forces while receiving treatment for injuries at hospitals.“The
organized killings across Iran indicate the brutal crackdown was carried
out with the agreement and cooperation of state institutions and on the

ministry. Time said it was unable to independently verify the figures,

government official is no longer an employee of Emory,” said the

opening of the seafaring and farming season: while its dawn autumnal

migration seasons in Israel.It would not surprise me if Israeli wars are

Southeast were left without electricity.The ice and snowfall were
expected to continue into Monday in much of the country, followed by
very low temperatures, which could cause “dangerous travel and
infrastructure impacts” to linger for several days, the National Weather
Service said.Heavy snow was forecast from the Ohio Valley to the
Northeast, while “catastrophic ice accumulation” threatened from the
Lower Mississippi Valley to the Mid-Atlantic and Southeast.“It is a
unique storm in the sense that it is so widespread,” weather service
meteorologist Allison Santorelli said in a phone interview. “It was
affecting areas all the way from New Mexico, Texas, all the way into New

of accumulated snow and sleet likely caused the collapse of an awning
onto several houseboats. Six people were rescued and 22 were evacuated,
Pulaski County officials said.Robert Williams, a porter at a residential
building in Queens, said the snow plow he was using broke down just as
he was beginning to clear the sidewalks early this morning. He and a
co-worker have instead had to go out nearly every hour with shovels and
salt to clear a path around the building, which takes up the entire
block.“No matter the elements, we still have to put on our big boy shoes
and come out here and do what we have to do,” Williams said.Storm
knocks out power and snarls flights-As of Sunday morning, about 213
million people were under some sort of winter weather warning,

the US population — in a path stretching from the southern Rocky
Mountains to New England, the National Weather Service said Saturday
night. After sweeping through the South, forecasters said the storm was
expected to move into the Northeast, dumping about 1 to 2 feet (30 to 60
centimeters) of snow from Washington through New York and Boston.More
than 13,500 flights have been canceled across the US since Saturday,
according to flight-tracking site FlightAware. About 9,600 of those were
scheduled for Sunday. Aviation analytics company Cirium says its data
shows that Sunday will be the highest cancellation event since the

Iraqi lawmakers to elect president Tuesday, PM appointment next.

elect the country's new president, who will then appoint a prime
minister expected to be Nouri al-Maliki after he was endorsed by the
largest Shiite bloc.By convention, a Shiite Muslim holds the post of
prime minister, the parliament speaker is Sunni and the largely
ceremonial presidency goes to a Kurd.Parliamentary speaker Haibat
al-Halbussi announced on Sunday that the new parliament will convene on
Tuesday to elect a president, according to the official INA press
agency.The president will then have 15 days to appoint a prime minister,
who is usually nominated by the largest Shiite bloc formed through

Nicolas Maduro was taken to America by US forces in a January 3 bombing

critical supplier of oil and money, which Trump has vowed to cut

US warship makes first call at Cambodia's Chinese-renovated naval base.

March 12B reusable carrier rocket at the Jiuquan Satellite Launch Center
in Northwest China.The company said engines on the Long March 12B first
stage were ignited on Friday afternoon and sustained combustion for a
period while ground teams monitored performance and control
parameters.Engineers used the test to verify fueling, ignition and
subsequent operating procedures for the new booster, confirming that
propulsion and support systems worked stably and smoothly under planned
conditions.The successful run is intended to validate key elements of
the rocket's design and pave the way for upcoming flight tests of the
Long March 12B.According to the company, the Long March 12B features two
stages, each 4 meters in diameter, powered by engines burning liquid
oxygen and kerosene propellants.In its baseline configuration, the
launcher is designed to deliver payloads with a combined mass of about
