Clashes between Palestinians and Israeli police reignited on Sunday afternoon for the fifth day running, shortly after the Shin Bet confirmed that several Jewish suspects had been arrested in connection with the murder of East Jerusalem teenager Muhammed Abu Khdeir, 16.A number of riots erupted in northern Israel, off of Routes 70 and 65, and in areas near Nazareth. Police were dispatched to quell the violence, but police spokesman Micky Rosenfeld maintained the area was “relatively quiet.”Some 200 Israeli-Arabs demonstrated at the entrance of the northern Israel town of Tamra, as residents hurled stones and firebombs at riot police on the scene.Police arrested 11 people in Tamra, the Ynet news site reported.Concurrently, dozens of others rallied at the Yabor junction off of Route 70. Stretches of the highway, as well as the main road in Nazareth were closed to traffic.Meanwhile, three Palestinians laborers were attacked in the Israeli town of Hadera. One was lightly injured in the scuffle, and police are investigating the incident.Police have beefed up their presence in the capital and up north, and anticipate further clashes in the evening after observers of the Muslim Ramadan break their fasts.The most recent wave of violence comes hours after the police and Shin Bet confirmed that several Jewish suspects are in custody in connection with the abduction and killing of Abu Khdeir. The Shin Bet security service says the slaying was likely nationalistically motivated, in response to the killings of Gil-ad Shaar, 16, Naftali Fraenkel, 16, and Eyal Yifrach, 19.On Saturday, the Palestinian Authority attorney-general, Dr. Muhammed Abed al-Ghani al-Aweiwi, said that Abu Khdeir was burned alive, according to the preliminary findings of the autopsy.Abu Khdeir’s killing sparked widespread violent protests throughout East Jerusalem and in other parts of Israel since his body was found.

Intifadas, our history teaches us, aren’t declared; they just happen. And the rapidly unfolding events of the past few days feel very much like the start of a third Palestinian uprising.It was a car accident in Gaza that sparked the first intifada in December 1987. Four Palestinian laborers were killed in a collision with an Israeli truck south of the Erez crossing. But rumors quickly spread that the deaths were caused intentionally, to avenge the stabbing of Shlomo Sakal two days earlier in Gaza’s central market. The riots following the men’s funeral quickly spread from the refugee camps in the Strip to the West Bank, and to Jerusalem.The official casus belli for the Second Intifada in September 2000 — which began with sporadic rioting across the West Bank and quickly degenerated into a gruesome series of suicide bombings across Israel — was the televised visit of then-opposition leader Ariel Sharon to the Temple Mount. Tensions were already high following the collapse of the Camp David peace talks two months earlier.Palestinian uprisings never happen in a void. There are always political and social circumstances which serve as the proverbial powder keg when the spark is ignited. It should be the exact opposite. I have promised to work with the police and Transportation Ministry to strike at the rioters and release the city’s transportation.”Around the same time, MK Hanin Zoabi (Balad) shared a video of Jews shouting “Death to the Arabs” on Jerusalem’s Jaffa Street last Thursday, posted on a Facebook page titled “Photos of the Third Intifada.”Zoom out for a moment, and consider the diplomatic climate. Israeli-Palestinian peace negotiations having collapsed in April, American brokers are now engaged in a postmortem, releasing statements of desperation and dismay. With no prospect of renewed talks on the horizon, mistrust between the Palestinian and Israeli leaders is at an all-time high. In that regard, the current conjuncture is frighteningly reminiscent of September 2000.There are two main differences, however. The first, and more important, is the man at the Palestinian helm. Mahmoud Abbas, unlike his predecessor Yasser Arafat, is unabashedly and outspokenly opposed to a new violent intifada. True, he has remained worryingly mum in the last few days as violence has begun to spin out of control, but he will never give the political or logistical support for violence the likes of which Israel witnessed in the early years of the previous decade.Secondly, Palestinian society is still unprepared for a full-fledged intifada requiring both perseverance and a capable military leadership, both of which it currently lacks. As Palestinian legislator Khalida Jarar told a Hamas daily last October, the excellent security cooperation between Israel and the PA, coupled with the lack of Palestinian field command (most of which was arrested or killed during the second intifada), make the likelihood of a new protracted uprising unlikely.Meanwhile, some leaders are trying to calm spirits and prevent further escalation.“We need to regain the quiet, but the government cannot conduct itself like a talkbacker,” wrote Finance Minister Yair Lapid on his Facebook page Sunday afternoon. “Our role is to extinguish the flames, not fan them … we can’t allow the extremists, be they Jews or Arabs, to run the State of Israel.”Dov Khenin, the only Jewish member of Knesset in the socialist Hadash party, posted a photo of himself on Facebook during a joint Jewish-Arab demonstration in Haifa holding up a sign reading “Jews and Arabs refuse to be enemies.”Post by ‎דב חנין Dov Khenin‎.“If we do not stand together against this vile wave of incitement and hatred, it may drown us all,” he wrote.Meanwhile, MK Ahmad Tibi, the outspoken chairman of the Ra’am-Ta’al party, made a somewhat lopsided attempt to call for restraint.“It is our right to be angry and shout. Palestinian Authority President Mahmoud Abbas called on Sunday for an international investigation into attacks against Palestinians by Jewish settlers and Israeli security forces.During a meeting with UN Special Coordinator for the Middle East Peace Process Robert Serry in Ramallah on Sunday, Abbas called for the establishment of an international investigative committee to examine “the murder of the youth Muhammed Abu Khdeir, the assault [by Israeli border policemen] against his cousin, the killing of 16 Palestinians in the past two weeks and the continued kidnapping attempts.”Palestinian media have reported several kidnapping attempts of Palestinians by Jewish extremists in the days since the kidnapping and killing of three Israeli teens, Eyal Yifrach, Naftali Fraenkel and Gil-ad Shaar, on June 12.Tensions between Jews and Arabs were further inflamed with the kidnapping-murder last week of Abu Khdeir, a 16-year-old Palestinian from East Jerusalem, who police believe was burned alive by Jewish terrorists as a revenge attack for the murder of the Jewish teens.According to Abbas, attacks against Palestinians by West Bank Jewish settlers “have increased 41 percent since the beginning of the year, and Israel’s government refuses to seriously investigate and punish these groups, especially when it comes to treating [Jewish groups] called ‘price tag’ as terror organizations.” The Palestinian Authority was investigating every available avenue “to rein in the crimes of the settlers.”In his meeting with Serry, Abbas also asked that international organizations classify extremist Jewish “price tag” groups as illegal terrorist organizations.“I asked that international protection be given to the Palestinian people in all occupied Palestinian lands” against attacks by Jewish extremists and Israeli security forces, Abbas told Palestinian media following the meeting.

EU states promote settler boycott amid Israel crisis

BRUSSELS - Twelve EU countries have warned investors not to do business with Israeli settler entities, amid a security crisis in Israel and Palestine.The group includes: Austria; Belgium; Croatia; Denmark; Finland; Greece; Ireland; Luxembourg; Malta; Portugal; Slovakia; and Slovenia.Portugal published its statement on Wednesday (2 July) and the others came out on Thursday. France, Italy, and Spain put out similar communiques earlier this week. Germany and the UK already did it months ago. Poland is expected to publish a warning shortly.The Irish foreign ministry said the action “has been co-ordinated at EU level”.The 12 warnings make similar points, with the Irish one, for instance, saying that “economic activities (including in services like tourism) in Israeli settlements or benefiting Israeli settlements, entail legal and economic risks”.It said investors could face lawsuits over “disputed titles to the land, water, mineral, or other natural resources”. It added that: “In case of disputes, it could be very difficult for [EU] member states to ensure national protection of their interests”.The communique noted that Ireland does not endorse “any form of boycott directed against Israel”.But it also said Irish businesses should beware of the “reputational implications” of indirect support for “possible abuses of the rights of individuals”.The warnings come after the EU last year blocked grants for Israeli projects on the other side of the Green Line - Israel's old border with Palestine.EU diplomats have also threatened to publish a code for retail labels on Israeli settler exports if Israel does not stop building more houses on Palestinian land.The new wave of business warnings come amid a security crisis caused by the murder of three Jewish teenagers in the West bank and the murder of a Palestinian boy in Jerusalem.They also come amid an escalating exchange of fire between Israel and Palestinian militants in Gaza, including Hamas.Israel blames Hamas for the three murders and arrested more than 400 of its members in the West Bank in a crackdown which also saw Israeli soldiers shoot dead five Palestinians.It has long blamed the EU for what it says is taking the Palestinian side in the on-off peace talks, making it harder for the two parties to come to their own accord.On Friday, it also criticised the timing of the business warnings.A foreign ministry spokesman, Paul Hirschson, told EUobserver from Tel Aviv - a town in range of Hamas rockets - the EU “is renowned for bad timing. We’ve got a very delicate situation here and the last thing you should be doing is antagonising either side”.He said some Israeli calls for revenge against Hamas are “ugly” but represent a “fringe” view.“I don’t think we’re heading for a third intifada [Palestinian uprising] and we don’t want to enter Gaza [in a ground assault] if it can be avoided. But there’s a very sombre mood here. It’s a very tough time”.He added: “We don’t want to get dragged back into a fully fledged conflict, but we’re not scared of it either - the balance of power is such that Israel is the strongest country in the region and we do not face an existential threat”.The Palestinian Authority could not be reached for a comment on Friday.

MEPs to seal agreement on committee chair jobs

BRUSSELS - After electing a new(ish) President and most of their administrative posts, MEPs will return to Brussels next week to complete unfinished election business – the chairperson positions of the Parliament’s 20 standing committees.The membership of committees was confirmed by MEPs in Strasbourg on Thursday (3 July) but the chairs will be formally elected when the committees hold their constitutive meetings on Monday.Under a deal between the Parliament’s seven political groups based on their size, the centre-right EPP group, which remains the largest faction with 221 of the Parliament’s 751 MEPs, has claimed eight chairman positions.German christian democrat Elmar Brok is expected to retain the chairmanship of the foreign affairs committee which, despite having no legislative powers, has long been regarded by deputies as a trophy.Elsewhere, Italian MEPs will be elected to chair the economic affairs and environment committees, two of the EU assembly’s main law-making committees. Preventing a religious war in the Mideast-Attacks on sacred Shiite sites by the Sunni militants creating an 'Islamic State" in Iraq and Syria are risking a wider war in the Middle East. The Sunni militant group that has created an “Islamic State” across a swath of the Middle East has begun to attack the sacred shrines of Islam’s minority Shiites. This tactic aims to incite a violent response by the perceived heretics and help unite all Sunnis behind the group’s leader, who calls himself “Khalifa Ibrahim,” or caliph Abraham, after the ancient prophet.The attacks run the risk of igniting a wider war of religion, perhaps drawing in Iran, which is largely Shiite, and Saudi Arabia, which is mainly Sunni. This would be a dangerous course. A major war of religion has not occurred on the world scene since the Thirty Years’ War in 17th-century Europe. That war saw different Christian faiths driving a conflict that ended up wiping out entire populations.If the Middle East now descends into a Sunni-Shiite conflagration over defining the true faith of Islam, the rest of the world can hardly remain as a bystander. For one, wars over theology and religious traditions are particularly brutal. Each side, in claiming divine superiority and setting up certain individuals as God’s chosen, may be prone to more easily fight to the death.A good example was the video released Saturday that shows a sermon by Khalifa Ibrahim (who has also used the name Abu Bakr al-Baghdadi). In it he tells Muslims: “I was placed as your caretaker.” By claiming he speaks for God to others, he in effect denies each person’s individual relationship with God. And by resorting to the force of arms, he denies that a person’s spiritual commitment should be won by peaceful means, such as invitation, grace, or by example of good works.World leaders must persuade those Muslims eager to fight over doctrinal differences to learn from previous religious wars. In Europe, the treaties that ended the Thirty Years’ War, known as the Peace of Westphalia, set the seeds not only for modern ideas about the role of state but also other ideas that blossomed during the Enlightenment. These included a charitable tolerance between faiths, the avoidance of using state power to impose particular religious views, and achieving national unity based on civic values that transcend demonstrations. In America, those lessons were enshrined in a constitutional provision to protect the free exercise of religion against government intrusion.Europe still grapples today with the challenges of religious tolerance and the rivalry of doctrines, such as whether Muslim women should be allowed to wear face veils in all public situations. In the United States, religious groups that oppose abortion are struggling not to be forced to participate in paying for abortions under Obamacare, even indirectly. Defining the boundary between private faith and public expressions of it, or between temporal authority and spiritual authority, is sometimes difficult. But resorting to violence to settle such disputes has been largely given up in the West and many other places.In the 1648 pact that helped end the Thirty Years’ War, the various parties agreed on a “universal peace” that would rely on seeking the welfare of one another and creating “a good and faithful Neighbourhood.” That remain a higher truth for all to learn. Europe had to pay a high price for its mistake. Yet the experience led to progress in embracing a more universal view of humanity. That lesson can now serve Shiites and Sunnis who may be drifting toward a larger war.

Unless there are any last minute surprises, next Wednesday, the Secretary for the Economy (the Vatican’s new “finance minister”), Australian cardinal George Pell, will announce the names of the men who are to become the new heads of the Institute for the Works of Religion (IOR). The IOR is about to publish its second certified financial statement. The content is not positive: its net profit for 2013 fell from 86, 6 million to just barely 2, 8 million Euros. Many now see German lawyer-industrialist Ernst von Freyberg’s exit as a certainty. He was nominated in extremis, as Ettore Gotti Tedeschi’s successor at the helm of the “Vatican bank”, in the days following Benedict XVI’s resignation. The entire lay board of superintendence that has been running the Institute since September 2009 is also going.Von Freyberg should be replaced by the Frenchman Jean-Baptiste de Franssu, former Chief Executive Officer of Invesco Continental Europe and a former member of the now dissolved Pontifical Commission for Reference on the Organization of the Economic-Administrative Structure of the Holy See and currently a member of the Council for the Economy. He has been part of the Vatican family for over a year, having been one of the possible candidates for the presidency of the IOR during the long selection process that followed Gotti Tedeschi’s ousting. The process was concluded at the end of the sede vacante period, with Von Freyberg being selected as the “Vatican bank’s” head in February last year. This decision, which was fervently supported by Cardinal Pell, was taken following discussions held by the Council of Cardinals (the C8, renamed C9 after Pietro Parolin became a regular contributing member).The entire director’s board is being replaced and it is highly likely that structures will change as well as the people: the commission of cardinals overseeing the IOR, for example, could change name and set-up. As in the case of the Council for the Economy, which is made up of professional lay experts and cardinals, it is possible that in the future, the “Vatican bank’s” board could also have a mix of lay and religious members.All this officially stems from the reform of the Institute for the Works of Religion, which has sadly received quite a bit of bad press and whose activities have often been far from holy. Pope Francis and the cardinal advisors helping him with Curia reform decided it was opportune to keep the Institute going: it does in fact provide an invaluable service in terms of financial transactions with religious orders and institutes around the world. But in the future it will no longer handle big investments directly: this is why the new Vatican asset manager role has been introduced. Under the supervision of the Secretariat for the Economy, this figure will be in charge of optimizing the IOR’s assets, as well as those of the Administration of the Patrimony of Apostolic See, which is increasingly acting as a “central bank”.Efforts to increase transparency continue, with checks on current accounts, certified financial statements and the implementation of anti-money laundering regulations. Von Freyberg, who has been the embodiment of transparency in recent months, could stay for a week or so to guide the new president-designate and ensure a smooth transition. Circles close to the Institute’s current leadership put the major drop in the IOR’s profits down to mistakes made by the previous management. However, the fact remains that last year the IOR was able to donate an impressive 50 million Euros to the Pope, which went towards evangelization efforts. This year this kind of capital will not be available. If de Franssu is confirmed at the IOR’s new head next Wednesday, it will be a sign of Cardinal Pell’s consolidated power within the Institute. He wa stsrongly in favour of this solution and of choosing another up-and-coming figure in the world of Vatican finances, the Maltese Joseph F. X. Zahra, who also has ties with the Australian cardinal and is a member of the Council for the Economy.

Other meetings will also be held in December and February but it is not certain that the February gathering will give birth to the new apostolic constitution that would replace the “Pastor Bonus”, the blueprint for the Vatican’s various congregations, pontifical councils and offices.  The Pope and his cardinal advisors discussed the role of women, lay people and married couples in the Roman Curia and of the Nunciatures, with a focus on the process for the nomination of bishops. In terms of the IOR, changes are expected in the Institute’s governance and these will be presented at a press conference  with Cardinal George Pell, the Vatican Secretary of the Economy, next Wednesday.The C9 will next meet from 15 to 17 September, from 9 to 11 December and from 9 to 11 February, the Vatican spokesman Fr. Federico Lombardi said during a press briefing. But Fr. Lombardi did not confirm whether the Council of Cardinals would conclude its work at the last of these meetings: “It is too premature to say whether it is the final meeting,” he said.  “No drafts have been produced for a new apostolic constitution,” Fr. Lombardi said. “We are moving along at a steady pace but more time is needed” before the Council concludes its work. The Vatican spokesman denied one journalist’s suggestion that the work of the C9 is slowing down. The downside of an assembly that “represents the Church and all its various components across various continents and throughout the world” is that meetings cannot “last that long” and the group’s work “cannot be completed quickly.” There is no sense of urgency in the process of Church reform but the Pope is, of course, free to decide to speed things up.The nine-member Council of Cardinals started off this week’s meeting by examining the Vatican Governorate, the Secretariat of State and the IOR. It ended by focusing on “the role of lay people, married couples and women” in the Vatican dicasteries that deal with the laity and the family, Lombardi said. He also mentioned the possibility of the two Pontifical Councils being merged into one single dicastery, stressing that the discussion about “the issue of the laity and the family” focused on the future “of these bodies, or this body, depending on how the project unfolds.”Following an initial screening of the Vatican dicasteries – Congregations and Pontifical Councils –the C9 is now looking at each individual dicastery to try to come up with a solution that may involve mergers and cutting back on Vatican bureaucracy. Another area of focus in the C9’s latest meetings (the last work session takes place this afternoon), were “the nunciatures and their work, and the procedures for the appointment of bishops,” Fr. Lombardi said. So far, Apostolic Nunciatures in individual countries have acted as the Holy See’s peripheral offices for the pre-selection of bishops from various parts of the world, who are then chosen by the Vatican Congregation for Bishops and appointed by the Pope.During the press briefing, Fr. HALIFAX - The remnants of a waning post-tropical storm Arthur were moving across Newfoundland on Sunday as an official at the Canadian Hurricane Centre said the worst is over for Atlantic Canada.
Environment Canada lifted all storm warnings in the Atlantic region in the wake of the potent storm, which brought with it near-hurricane strength winds and torrential rains across the Maritimes.

"The storm has weakened significantly from 12 hours ago," said Chris Fogarty, manager of Canada's Halifax-based hurricane centre. "Most of the impacts are over, with just a few heavy showers lingering in Newfoundland. They do have some gusty winds there, but nothing like we saw yesterday."
Forecasters predicted strong winds of up to 70 kilometres per hour would linger around Cape Breton on Sunday, but only five-to-10 millimetres of rainfall was expected for Newfoundland, concentrated mostly on the Avalon Peninsula.Environment Canada downgraded the powerful weather system from hurricane status right before it slammed into the Maritimes on Saturday morning, but the storm still packed a punch, drenching parts of New Brunswick, toppling trees and knocking out power for more than a quarter-million people at its peak intensity.The strongest winds were measured at Greenwood, N.S., which was hit with gale-force gusts reaching nearly 140 kilometres per hour.Fogarty described these strong inland winds as unexpected and exceptional, saying the heaviest winds usually occur in coastal settings.New Brunswick experienced the most severe rainfall, including the southwest town of Saint Stephen, which by Sunday morning was soaked with more than 140 millimetres of rain.A number of communities in the province's southwest suffered from localized flooding — including Fredericton and Saint John — though none of the larger rivers rose to dangerous levels."They dodged a bullet in terms of the potential that was certainly there for some more extreme flooding," said Fogarty.Crews set to work on Sunday to restore power to nearly 140-thousand customers in New Brunswick, and more than 90-thousand in Nova Scotia. P.E.I.'s power utility estimates nearly five-thousand customers are in the dark on the Island.Some customers have been told it will likely be a few days before they are reconnected.

(CNN) -- A large, powerful typhoon is growing in force as it barrels toward the Japanese island of Okinawa.Typhoon Neoguri is expected to strengthen into a super typhoon over the course of Sunday, meteorologists say.By the time it nears Okinawa early Tuesday, it's likely to be generating winds as strong as a Category 5 hurricane.Okinawa, where multiple U.S. military facilities are situated, regularly finds itself in the path of big typhoons. Many of the buildings on the island are designed to weather the powerful winds that come roaring in off the Western Pacific.But CNN International Meteorologist Ivan Cabrera warned that Typhoon Neoguri could still be cause for concern for Okinawa residents."This is scary stuff because what could happen is that this storm could move just to the west of Okinawa," he said. "That would put Okinawa in the worst possible situation."Cabrera explained that such a trajectory could drive a significant storm surge over Okinawa's shores.The Joint Typhoon Warning Center projects that by Tuesday, Neoguri could be producing sustained winds as strong as 160 mph (260 kph) with gusts as powerful as 195 mph (315 kph). It could stir up waves as high as 30 feet (9 meters), the center predicted."There's nothing in its way" before it reaches Okinawa, Cabrera said. The storm is also expected to bring torrential rains with it.Astronaut Reid Wiseman in the International Space Center tweeted a dramatic photo of the typhoon viewed from above, showing vast bands of cloud spiraling out from its center."#Typhoon Neoguri nearing Japan.
