FAMINE COULD KILL MILLIONS IN SOMALIA

Less Invasive TSA Body Scanners Do Nothing To Address Radiation Risk Paul Joseph Watson Infowars.com Thursday, July 21, 2011

The TSA has saturated mainstream media with its unveiling of new less invasive security scanners that do not show images of a person’s naked body, but the new devices do nothing to address concerns voiced by numerous health authorities – the fact that the machines rely on firing cancer-causing radiation to produce the image in the first place. The Transportation Security Administration (TSA) Administrator John Pistole announced today that the agency will install new software on some body-scanning machines to make images less revealing and air passengers feel less stripped down, reports Time. The new technology, called Automated Target Recognition, will be installed on millimeter wave machines, which make up about half of the 488 full-body scanners in use at U.S. airports. Images will no longer be passenger-specific, but instead will auto-detect items that could pose a potential threat using a generic outline of a person for all passengers, according to the TSA statement. The new technology is expected to be installed in all US airports that use the millimeter wave scanners by the end of the year. It will then be added to the other type of device used which relies on backscatter x-ray technology to produce the image.

However, both the millimeter wave and backscatter x-ray devices will continue to emit radiation that respected health authorities have warned will cause cancer. Despite claims to the contrary, the millimeter wave machines tear apart DNA to produce their image, while the backscatter devices fire ionizing radiation into the body.Numerous highly respected universities and health bodies, including Johns Hopkins, Columbia University, the University of California, and the Inter-Agency Committee on Radiation Safety, have all warned that the health threat posed by the scanners has not been properly studied and could lead to increased cancer rates.Despite the TSA lying in claiming that Johns Hopkins had verified the safety of the scanners, Dr Michael Love, who runs an X-ray lab at the department of biophysics and biophysical chemistry at the Johns Hopkins school of medicine, has publicly warned that statistically someone is going to get skin cancer from these X-rays.A study conducted last year by Dr David Brenner, head of Columbia University’s center for radiological research, also found that the body scanners are likely to lead to an increase in a common type of skin cancer called basal cell carcinoma, which affects the head and neck.As we reported last month, leaked documents published by the Electronic Privacy Information Center revealed how TSA workers became concerned over a cancer cluster amongst screening agents at Boston Logan International Airport, and how the federal agency tried to cover-up the complaints.

Despite these massive health concerns, the TSA has ignored calls for it to use readily available scanners that do not emit any form of radiation whatsoever, and are already successfully being used for security applications by corporations such as Sony.So why is the TSA reticent to switch to using devices that do not emit harmful radiation? Because it would require more than a software upgrade to do so, the whole machine would have to be replaced, and thousands of Americans getting cancer just isn’t a good enough reason for the federal agency to spend a few million dollars making the change.Another reason is the fact that the radiation-free scanners being used by Sony are not owned by companies like Rapiscan who are clients of the massive post-9/11 private shadow Homeland Security industry. People like former DHS director Michael Chertoff, who aggressively pushed body scanners in the days after the highly suspicious Christmas Day bomber incident, do not make money out out radiation-free scanners, which is probably a very good reason why you don’t see the TSA in any rush to use them in airports.

Legions Of Biometric Face Scanning Cameras To Be Installed At Heathrow Airport Within Weeks Steve Watson Prisonplanet.com July 21, 2011

In addition to full body scanners and enhanced grope downs, the latest big brother nightmare to hit airports comes in the form of biometric facial recognition cameras, set to be rolled out in terminals at London’s Heathrow Airport in September. After an eighteen month trial, the Aurora Imaging Recognition (AIR) biometric system with enhanced image infrared cameras has been approved for use in the airport at terminals 1 and 5, reports the London Evening Standard.Heathrow Skyport describes the process that travelers will have to undergo after the system is adopted:
Passengers are enrolled into the system and the biometric photo is linked with the boarding pass number on entry into the common user lounge, otherwise known as the departure lounge, at the first security check point. Each passenger is then verified against their previous enrolment when the airside area before heading towards their departure gate.It has the ability to identify people from a distance of 40cm to one metre, meaning that personal space is not imposed upon, and has been designed for people of different heights, including wheelchair users and children.Tests conducted by the independent airport operator BAA and the UK Border Agency found that each face scan takes approximately 4-5 seconds. There is no indication that anyone will be allowed to opt out of the procedure, meaning that for all travelers it will be compulsory to have a face scan and be added to the database in order to fly out of the terminal. The justification for the system is to prevent passengers swapping tickets in the departure lounge, potentially allowing an international passenger to fly domestically, thus bypassing immigration checks.

The operators also say that the system will help identify potential terrorists, however it is not clear how this is possible given that they also claim that all data collected will be stored for up to 24 hours and then destroyed. It is exactly this kind of loose justification and the bandying about of the word terrorism to sell nothing more than pure security theatre that has led to such a rampant backlash against the TSA takeover in the US.The British government has been moving toward the use of such systems for some time. Three years ago we reported that passport control officers at UK airports were to be phased out in favour of the biometric cameras. It was then revealed two months later that Interpol, the International Criminal Police Organization, wishes to integrate a facial database with its already existing fingerprint and DNA databases. The organization, is planning to expand its role into the mass screening of passengers moving around the world by creating a face recognition database to catch wanted suspects, reported the London Guardian at the time.Such a database will hold the records of every citizen who has ever traveled in and out of virtually every country in the world, representing intelligence agency style bulk interception of information. We have previously noted that the vast array of databases currently being employed by intelligence agencies, government and law enforcement agencies worldwide were designed to be linked together in a system which will tie in the management and control of all facets of life for citizens to one central hub.2008 saw the announcement of a vast intelligence program to establish a global biometric database known as Server in the Sky that will collate and provide an International Information Consortium with access to the biometric measurements and personal information of citizens across the globe in the name of fighting the war on terror. As reported by the London Guardian, the long term plan is being formulated by the FBI with the cooperation of the home offices and law enforcement agencies of American allies. The technology is being supplied by the US defense company Northrop Grumman.Furthermore, the use of such technology, as we have already seen, will not be limited to the passport control office.

A 2007 British government report muted an extensive upgrade to cctv systems all across the country to incorporate facial scanning technology. The report suggested a central database of every camera and a network allowing access to it could be beneficial. In the US there are several schemes that use Facial Recognition Technology in conjunction with Federal agencies, tying the technology to traditional documents such as drivers licenses, passports and credit cards.A biometric face recognition system has already been approved in China and is expected to be used at airports, customs entrances, banks, post offices, residential areas and other public places in the near future.Other proposals include placing the cameras in every seat on aircraft and installing software to try and automatically detect terrorists or other dangers caused by passengers. We are assured that cigarette vending machines will employ the technology in order to enforce smoking laws. Similarly, supermarkets in the UK have already started trialing the technology with the justification being a crackdown on underage drinking. In Japan facial scanning cameras are being installed in train and bus stations to replace tickets in a move to make the individual features of the face a unique bar code as part of an antiterrorism and anticrime initiative.Police in Tokyo are also asking home and shop owners to mount the cameras outside their properties. Police investigating an incident in the neighborhood would have access to these images.according to reports.Cell phones and computers are now also being produced with face scanning cameras, and even facebook has now integrated facial recognition software. The prospect of the technology being so widely used was recently even critisized by Google Executive Chairman Eric Schmidt. A prominent Bilderberger and a man who once said that internet users should have no expectation of privacy, Schmidt said Show us 14 photos of yourself and we can identify who you are, before warning governments of adopting any foolish legislation that would see facial recognition technology become a part of everyday life.

Exclusive: Fed planning for potential default
By Kristina Cooke and Tim Ahmann – Wed Jul 20, 5:07 pm ET

PHILADELPHIA (Reuters) – The Federal Reserve is actively preparing for the possibility that the United States could default as a deadline for raising the government's $14.3 trillion borrowing limit looms, a top Fed policymaker said on Wednesday.Charles Plosser, president of the Philadelphia Federal Reserve Bank, said the U.S. central bank has for the past few months been working closely with Treasury, ironing out what to do if the world's biggest economy runs out of cash on August 2.We are in contingency planning mode, Plosser told Reuters in an interview at the regional central bank's headquarters in Philadelphia. We are all engaged. ... It's a very active process.Plosser said his gut feeling was that President Barack Obama and Congress will come to an agreement to increase the Treasury's borrowing authority in time to avert a default on government obligations.Obama was due to meet with top Republicans in Congress on Wednesday to discuss the latest attempts to end the dispute over raising the country's debt ceiling, a row which has raised the prospect of the Treasury Department running out of money to pay its bills next month.

The Treasury has repeatedly said default was unthinkable and that there was no alternative to raising the debt ceiling. Plosser's remarks marked the most extensive public comments yet on preparations for a default from a U.S. official.A Treasury spokesperson could not be immediately reached for comment. One aspect of the Fed's contingency planning is purely operational: the Fed is developing procedures about how the Treasury would notify it on which checks would get cleared and which wouldn't, Plosser said. The Fed effectively acts as the Treasury's bank -- it clears the government's checks to everyone from social security recipients to government workers. We are developing processes and procedures by which the Treasury communicates to us what we are going to do, Plosser said, adding that the task was manageable. How the Fed is going to go about clearing government checks. Which ones are going to be good? Which ones are not going to be good? There are a lot of people working on what we would do and how we would do it,he said.Plosser added that there are difficult questions that the Fed itself had to grapple with. The Fed lends to banks at the discount window against good collateral. But what happens if U.S. Treasuries no longer fit that bill? Do we treat them as if they didn't default, in which case we would be saying we are pretending it never happened? Or do we treat them as if they defaulted and don't lend against them? Plosser said. Those are more policy questions.Plosser, who was a vocal critic of some of the Fed's extraordinary lending during the financial crisis -- which he said veered into fiscal policy and risked the central bank's independence -- warned it would be crucial for the Fed not to do the Treasury's work for it.We have to be very careful that we don't become, that we don't conduct fiscal policy in this context, he said. That we don't substitute for the inability of the Treasury to borrow in some circumstances.

INCLINED TO TIGHTEN

Plosser, a noted policy hawk on inflation, argued the Fed might need to raise interest rates before the end of the year, despite recent evidence of renewed economic weakness. He said he expects the economy to grow at a 3-3.5 percent annual rate over the second half of 2011 with the jobless rate declining to around 8.5 percent by year's end.The more my forecast comes to fruition the more I'm going to feel like we may have to act, said Plosser, who is a voting member of the Fed's monetary policy-setting committee this year.I'd like to have a little more confidence in that forecast.Plosser pinned the slowdown in economic growth over the first half of the year to easily identifiable factors, such as weather, a spike in oil prices and supply disruptions from Japan's earthquake. He also cited uncertainty stemming from Europe's fiscal morass and the wrangling over U.S. debt in Washington.

I don't see the fundamentals of the economy as changed that much,he said.Yeah, there's been some shocks and disruptions, but the underlying forces that are going to cause us to continue a slow, moderate recovery are still in place. That said, the Fed, which is charged with ensuring financial stability, would clearly feel the responsibility to step in as a lender of last resort if markets seized up after a U.S. default, he added.Fed Chairman Ben Bernanke last week warned that a default could have catastrophic effects on financial markets.Plosser, a former dean of the Simon School of Business at Rochester University, was more circumspect. It could be very bad. At some level we don't really know what the consequences could be. It could be very serious. It could be less serious. Do we really want to run that experiment?(Editing by Chizu Nomiyama and Leslie Adler)

Latest DHS Fear-mongering: al-Qaeda Plans to Take Out Nuke Plant Infowars.com July 21, 2011 Kirt Nimmo

The Department of Homeland Security has issued a report warning that insiders are likely to conduct a terror attack on a major utility facility, including a chemical or oil refinery. The warning was sent out on Tuesday.Based on the reliable reporting of previous incidents, we have high confidence in our judgment that insiders and their actions pose a significant threat to the infrastructure and information systems of U.S. facilities, the bulletin states.Past events and reporting also provide high confidence in our judgment that insider information on sites, infrastructure, networks, and personnel is valuable to our adversaries and may increase the impact of any attack on the utilities infrastructure. The feds cite a supposed intelligence trove discovered at a house in Pakistan where Osama bin Laden was allegedly killed by Navy SEALS. The government has yet to provide conclusive evidence of the assassination and changed important details of its narrative numerous times. Neighbors in Abbottabad said they never saw the six foot five terrorist at the compound where he was allegedly killed and describe the much lauded assassination as a hoax.Information supposedly gleaned from this unsubstantiated trove is at the heart of the latest DHS effort to frighten Americans into accepting the ongoing conversion of America into a Gestapo police state. The only way you can actually kill the large scale number of Americans that [bin Laden] literally was calculating was through the use of this critical infrastructure, Chad Sweet, former DHS chief of staff and co-founder of the Chertoff Group, told ABC News. The Chertoff Group was at the forefront of the effort to sell dangerous radiation emitting naked body scanners to the government and install them at airports. Warnings of impending terrorist attacks from the co-founder of a group that has profited handsomely in the contrived war on manufactured terror and has endangered the public health in the process should be considered suspicious.

There are a lot of very sensitive facilities where someone can get a job on the inside, can get access to a control room, flip a switch which causes an electric power grid to short circuit, and causes a pipeline to explode, said another war on terror opportunist, former national security official Richard Clarke. In order to make the case a terrorist working for cave dwellers may pitch the nation into the dark ages at any minute, the corporate media is exploiting the case of Sharif Mobley, portrayed as an American recruit to al-Qaeda.The corporate media characterized Mobley as a terrorist after he was arrested in Yemen and later killed a guard during an escape attempt. After it was discovered the New Jersey man had worked as a contract laborer at several U.S. nuclear power plants between 2002 and 2008, the establishment media went into a feeding frenzy of hysterical reporting on imagined threats by al-Qaeda.Mobley’s lawyer, Cori Crider of the London-based human rights group Reprieve, told the Atlantic City Press he did not behave like a plotting terrorist. He was making plans to return to the United States with his Philadelphia-native wife, his 3-year-old daughter and his newborn son.Mobley was not conspiring with al-Qaeda, but was in fact attempting to get out of Yemen after authorities allowed the inept so-called underwear bomber to fly from Amsterdam to Detroit. Following the botched (choreographed) attack, Muslims in Yemen faced increased scrutiny. It was never established that Mobley posed a threat to the nuclear plant where he worked. The threat is purely insinuation and propaganda hyped-up by the corporate media as it reads from a Pentagon generated script.

The whole thing seems very murky to me. There were stories at the time of dozens of foreigners who were rounded up in Yemen. But there was never any follow-up about what happened to them, said Christopher Boucek, an associate at the Carnegie Endowment for International Peace. The fact Mobley had contact with the new face of Islamic evil, Anwar al-Awlaki, is cited as proof of his connection to al-Qaeda. The former resident of Las Cruces, New Mexico, is said to be the new Osama bin Laden. Not mentioned is the fact al-Awlaki was a popular Islamic lecturer who sold millions of CDs before taking a more radical stance toward non-Muslims during the Iraq War. Also not mentioned is the fact he dined at the Pentgagon and his recent behavior demonstrates that he is an intelligence operative recuriting patsies who are used to score propaganda victories in the war on manufactured terror.Awlaki is a CIA operative Webster Tarpley told Alex Jones in October. Part 2.DHS spokesman Matthew Chandler admitted that the agency has no specific, credible intelligence of an imminent threat posed to the private-sector utilities, but said several recent incidents [Mobley working at a nuclear plant] highlight the ongoing threat to infrastructure in the utility sectors. The DHS bulletin dovetails with government claims that hacker terrorists plan to take out America’s vulnerable power grid. Like the supposed threat to nuclear plants based on an imaginary treasure trove of intelligence grabbed from a CIA created terrorist who in fact died in late 2001, the hacker narrative is based on insinuation, ideologically driven conjecture, and half truth. The ghost of Osama bin Laden and al-Qaeda have had almost a decade to launch attacks on the United States, but have failed to do so. The government claims it has foiled a number of terror plots in the making, but when these are more closely examined it is discovered that most were arranged by the FBI through informants and agents provocateurs. The government has a dismal record when it comes to terror related convictions. In fact, there is little threat to the United States by terrorists. In a free an open society, it would be relatively easy for terrorists to accomplish any number of horrific terror attacks, but this has not happened.

Although it remains heretical to say so, the evidence so far suggests that fears of the omnipotent terrorist — reminiscent of those inspired by images of the 20-foot-tall Japanese after Pearl Harbor or the 20-foot-tall Communists at various points in the Cold War (particularly after Sputnik) — may have been overblown, the threat presented within the United States by al Qaeda greatly exaggerated, writes John Mueller, a professor of political science at Ohio State University. The massive and expensive homeland security apparatus erected since 9/11 may be persecuting some, spying on many, inconveniencing most, and taxing all to defend the United States against an enemy that scarcely exists.More to the point, the DHS keeps releasing these patently absurd terror bulletins and warnings primarily to condition the public to the fantasy that al-Qaeda is still out there. An exaggerated ten foot tall al-Qaeda has been used now for over a decade – since Clinton and the embassy bombings in Africa – to propagandize the public as the government continues to build a massive police state (complete with a high-tech surveillance apparatus) and conduct bogus and illegal wars in geostrategic regions of the world.

UN bid will not affect peace process: Abbas
JULY 20,11

Spain's Prime Minister Jose Luis Rodriguez Zapatero (R) welcomes Palestinian president Mahmud Abbas (L) at the Moncloa palace in Madrid. Abbas said his efforts to seek UN membership for the Palestinians would not affect negotiations that we want to continue to have with Israel.Spain's Prime Minister Jose Luis Rodriguez Zapatero (R) welcomes Palestinian president …Palestinian president Mahmud Abbas said his efforts to seek UN membership for the Palestinians would not affect negotiations that we want to continue to have with Israel.Abbas is in Spain as part of a foreign tour aimed at drumming up support for United Nations recognition of a Palestinian state amid a long stalemate in peace talks between Israel and the Palestinians. But the Palestinians' plan to seek UN membership for a state on the lines that existed before the 1967 Six Day War is opposed by among others Israel and the United States. It risks being blocked by a US veto at the UN Security Council.

Whatever happens and whatever the reaction and the result of our action in the UN, we know conclusively that we will return to the negotiating table to reach the best solutions with the Israelis, Abbas said in a speech in Arabic at the headquarters of the Union for the Mediterranean in Barcelona. The efforts that we have taken to go to the United Nations in September will not be detrimental to peace nor to negotiations that we want to continue to have. The speech came hours after Israeli Prime Minister Benjamin Netanyahu said Israel was willing to hold peace talks with the Palestinians immediately.I'm prepared to negotiate with president Abbas directly for peace between our two peoples right now. We can do it here in my home in Jerusalem, we can do it in Ramallah (in the West Bank), we can do it anywhere, he told Arabic-language television station Al-Arabiya.Talks between Israel and the Palestinians have been on hold since September over the issue of settlement construction. The negotiations broke down shortly after they started when a partial settlement freeze expired, which Israel refused to renew.Since then, the Palestinians have said they will not talk while Israel builds on land they want for their future state, turning instead to the United Nations where they hope to obtain recognition and membership for a state on the lines that existed before the Six Day War.The United States has been cool to the idea of UN recognition and has urged the Palestinians and Israel not to take unilateral steps that could jeopardise a final peace settlement.During talks with Abbas in Madrid earlier, Spanish Prime Minister Jose Luis Rodriguez Zapatero urged Israel and the Palestinians to return to the negotiating table.Zapatero called for work to continue on finding a consensual solution that will allow both sides to resume their dialogue and return to the bargaining table, the Spanish government said in a statement.Spanish Foreign Minister Trinidad Jimenez later said Spain was linking any recognition of a Palestinian state to efforts by the Israelis and Palestinians to agree on the basic elements of a solution.

Barroso lays down the line for EU summit
HONOR MAHONY 20.07.2011 @ 14:24 CET

EUOBSERVER / BRUSSELS - Amid continued uncertainty over whether Thursday's (20 July) summit will be a success, European Commission president Jose Manuel Barroso has stepped into the breach with a list of five must-do tasks for eurozone leaders to achieve at the emergency meeting.Calling on the 17 eurozone countries to show European responsibility, Barroso said that the summit must at a minimum provide clarity on a second bailout for Greece and on the feasibility and limits of private sector involvement.Leaders need to come to the table saying what they can do and what they want to do and what they will do. Not what they can't do and won't do (Photo: consilium.europa.eu)Leaders should also be clear on how the European Financial Stability Facility, the eurozone's rescue fund, can be made more flexible, on what still needs to be done to repair the banking sector, and on measures to keep the banking system in liquidity.Barroso's laying down of the line is a direct challenge to German chancellor Angela Merkel, who has been playing for time as she insists on involving the private sector in a second Greek bailout, with Germans deeply unhappy at the prospect of more loans going to the Mediterranean country.

I urge all the leaders to show the ethics of European responsibility. I have been making the case that it is in the self-interest of every member state to commit. It is true for those who have to reduce deficit and debt, and it is also true for those who are asked for support and solidarity.A summit without a response will mean negative consequences will be felt in all corners of Europe and beyond.Barroso is the first leading EU politician both to spell out the seriousness of the eurozone crisis, which lately has been lapping at the heels of Spain and Italy, and what is needed as a response. The EU got a major fright in recent days when borrowing costs rose in Italy and Spain with markets simply doubting the political commitment behind the public assurances that member states would do whatever it takes to manage the crisis. The International Monetary Fund, which will be part of any new bailout for Greece, has been clamouring for some clarity from the EU and has warned about the global consequences of inaction.Angela Merkel, however, yesterday put the brakes on any suggestions that Thursday's meeting would see a comprehensive solution to the debt crisis.Further steps will be necessary and not just one spectacular event which solves everything, she said.

Stricter bank rules

Barroso also used the press conference to announce the setting up of a special taskforce on Greece, to support delivery of the EU-IMF programme and accelerate absorption of EU funds. The task, which will be based in Brussels but have a support team in Athens, will make its first report in October.Meanwhile, EU financial services commissioner Michel Barnier on Wednesday announced another flank in the bloc's attempt to prevent a recurrence of the financial crisis.Under the proposals, which have to be agreed by member states and parliament, banks will be forced to raise some €460 billion in capital by 2019 to act as a buffer against another crisis.
We cannot let such a crisis occur again and we cannot allow the actions of a few in the financial world to jeopardize our prosperity, said Barnier.

BERLIN/PARIS (Reuters) – Germany and France have reached a common position on a second bailout of Greece in their effort to prevent the country's debt crisis from spreading through Europe, officials said on Thursday. The accord came after seven hours of talks late into Wednesday night between German Chancellor Angela Merkel and French President Nicolas Sarkozy in Berlin, sources in both governments said.Details of the common position were not revealed. European Central Bank President Jean-Claude Trichet joined Merkel and Sarkozy for part of their talks. The accord between the two most powerful states in the euro zone will now be presented to a crisis summit in Brussels on Thursday of all 17 leaders of the bloc, who are trying to prevent fears of a Greek debt default from poisoning access to the bond market for bigger states such as Italy and Spain. The new bailout would supplement a 110 billion euro ($156 billion) rescue plan for Greece launched in May last year. It is expected to include fresh emergency loans to Athens from euro zone governments and the International Monetary Fund, and possibly a range of other measures.Worried about the impact on financial markets and wary of angering their own taxpayers, euro zone governments have struggled for several weeks to agree on major aspects of the plan, especially a contribution by private sector investors.

The euro rose moderately against the dollar in response to the Franco-German announcement, but markets may remain nervous until the details are revealed. Providing fresh money to Greece and arranging for commercial banks to participate could face legal and technical obstacles. The head of the European Commission, Jose Manuel Barroso, warned on Wednesday the global economy would suffer if Europe could not summon the political will to act decisively on Greece.Nobody should be under any illusion: the situation is very serious. It requires a response, otherwise the negative consequences will be felt in all corners of Europe and beyond, Barroso told a news conference.Britain's finance minister George Osborne, in an interview with the Financial Times published on Thursday, urged euro zone leaders to "get a grip" on the debt crisis when they met on Thursday and said failure could produce an economic crisis as serious as the recession which followed the global credit crash of 2008.

NOT CLEAR

Barroso said a solution to Greece's problems must include steps to ensure the sustainability of Greek public finances, private sector involvement in funding for Athens, more flexible use of the euro zone's bailout fund, repair of the region's banking system, and liquidity to keep the Greek economy going. It was not clear how many of these steps were included in the Franco-German accord.Four competing proposals have been circulating for private sector involvement: a rollover of Greek government bonds as they mature, a swap of bonds for debt with longer maturities, a buy-back of Greek debt at a discount to its face value, and a tax on European banks.
Germany and France have been at odds on these proposals, with Berlin promoting a bond swap and France suggesting a rollover or a tax. The ECB has complicated the argument by opposing any step that might cause credit rating agencies to declare Greek debt in default; this would probably be the case for all proposals except the tax, which the banks hate.German newspaper Bild, citing diplomatic sources, reported that top European commercial bankers including Deutsche Bank Chief Executive Josef Ackermann and the head of a large French private bank would attend Thursday's summit to discuss the private sector contribution. The IMF, whose new head Christine Lagarde will also attend, has told euro zone leaders they should put more money into their bailout fund, the 440 billion euro European Financial Stability Facility, and let it buy government bonds of weak states on the secondary market. Investors also hope it will be permitted to extend precautionary credit lines to countries at risk. But Germany previously blocked these steps and while a source close to euro zone talks told Reuters earlier this week the ideas were back on the table, there has been no clear sign that Berlin has changed its mind. The steps would require changes in the EFSF's rules that would have to be ratified by national parliaments, and could fall foul of critics in Germany, the Netherlands and Finland.Regardless of the details of the Franco-German accord, Thursday's summit is very unlikely to mark a complete resolution of the crisis, as Merkel herself acknowledged earlier this week.

Officials have estimated the private sector contribution may total only about 30 billion euros, a tiny amount compared to Greece's 340 billion euro mountain of sovereign debt. So the second bailout may simply keep Greece afloat for a number of months before a tougher decision has to be made on writing off more of its debt.In any case, many economists believe the only way out of the euro zone's debt crisis in the long run may be closer integration of national fiscal policies -- for example, a joint euro zone guarantee for countries' bonds, or issuance of a joint euro zone bond to finance all countries.Germany has firmly ruled out such steps, but Osborne said the second Greek bailout would only be a step toward a necessary fiscal union in the euro zone.(Writing by Andrew Torchia; Editing by Matthew Jones)

IMF says property bubble in China a concern
– JULY 20,11

WASHINGTON, Jul (Reuters) – The International Monetary Fund said on Wednesday it remains concerned with the potential for a property price bubble in China even though the country's elevated inflation rate may peak within the next month or two.
While efforts by China to cool the real estate sector have reduced transaction volumes and property price increases, prices in some larger cities still look bubbly, Nigel Chalk, IMF mission chief to China, told reporters while discussing the IMF's annual health check of the Chinese economy. As long as the cost of financing is low and other investment options are sparse, the propensity for property bubbles will remain and the government will have to take progressively tighter administrative measures to stem demand and dampen house price inflation, the IMF review said.Chalk said China could address the risk of recurring property price bubbles by raising the cost of capital, introducing property taxes and developing alternate household savings vehicles. While inflation, which has become a pressing social and economic issue in China, was set to ease in coming months, unpredictable shocks from higher food and commodity prices were a risk that could push inflation higher again, the fund said. Some part of current inflation was likely being suppressed by administrative measures, it cautioned, adding: This may stifle the appropriate supply response to higher prices and could lead to the inflationary dynamic showing more inertia and persistence during this cycle. He said Chinese officials had raised during discussions the issue of high public debt in the United States, Britain and elsewhere as a risk that could impact Chinese policies going forward.

Beijing has pressed the United States to take responsible measures to boost market confidence in the dollar and U.S. government debt, underscoring investor worries that Washington could default on its debt unless lawmakers raise a $14.3 trillion debt ceiling by an August 2 deadline. The IMF repeated that the Chinese currency remains substantially below medium-term fundamentals. It said allowing the yuan currency to rise was vital for planned financial reforms and rebalancing demand in China.A footnote in the report by an IMF internal group put the yuan as undervalued somewhere between 3 percent to 23 percent against a basket of currencies, depending on the type of methodology used to calculate its value. For the first time ever, the IMF has this year evaluated how policies of five largest economies including China, the United States, Euro zone, Japan and Britain are affecting the global economy. It said China's exchange rate regime alone may only have modest direct effects in tackling global economic imbalances. But the undervaluation of the currency held back progress in promoting economic rebalancing within China, away from an export-led growth model toward more domestic consumption. The IMF said the Chinese authorities disagreed with staff exchange rate assessment and emphasized there had been progress in improving the mechanism for setting the exchange rate. The fund urged China to immediately move ahead with its five-year plan for financial reforms although warned that it was a complicated and risky exercise that needs to be managed carefully and sequenced correctly. In order to move ahead with financial reform, a prerequisite for that will be to have a more appreciated renminbi which will reduce the pace of reserve accumulation, lessen the amount of liquidity injected into the financial system and allow China to move ahead in a safe way, said Chalk.(Reporting by Lesley Wroughton; Editing by Ramya Venugopal)

Chabad is Zionist, Rabbi Says-A spokesman for the Chabad-Lubavitch Chassidic movement says the sect is Zionist in its support for Israel.by Chana Ya'ar Last Update: 20/07/11, 8:48 AM

A spokesman for the Chabad-Lubavitch worldwide Chassidic movement says the sect is Zionist in its support for Israel.Rabbi Menachem Brod of Kfar Chabad told Arutz Sheva in an exclusive interview Tuesday that the traditional definition of the term has morphed into one that has become unclear.Brod set about clarifying what the Chabad-Lubavitch movement defines Zionism to mean in the practical sense of the word, making it clear that its Jewish origins have not changed. If the definition of 'Zionism' is defined as detachment from Jewish roots and becoming a nation like any other, we oppose that – and so did all the great Torah leaders. But if Zionism is about loving the land, about national security, settling the land, then Chabad definitely supports those important activities, he declared.Brod, who serves as the movement's spokesman in Israel, was responding to criticism from the Reform movement-affiliated group Hiddush (Hebrew for innovation). The group had attempted to persuade Knesset members to call off a Knesset event – an evening to celebrate the 20th anniversary of the Federation of Jewish Communities of the CIS. The event was held to honor Chabad for its decades-long outreach to Jews in the former Soviet Union.

Hiddush argued that the Knesset should not support Chabad because it is anti-Zionist.
No MKs responded to the appeal, however, and the event was held as scheduled.Prime Minister Binyamin Netanyahu, who addressed a Tel Aviv hall filled to capacity at the event, told the Chabad emissaries, You stand atop of the mountain, and the Jewish people gathered at its base salute you. I am the first .Among the hundreds of Chabad emissaries from the former Soviet Union to attend the event were Russia's Chief Rabbi, Berel Lazar and philanthropist Lev Leviev, head of Africa-Israel.

UN: Famine in Somalia; Millions Could Die-The United Nations has declared a famine in Somalia as the worst drought in 60 years endangers some 12 million people. by Chana Ya'ar Published: 20/07/11, 7:10 PM

The United Nations has officially declared a famine in Somalia as the worst drought in 60 years endangers some 12 million people in the African nation. At least 20 percent of households face extreme food shortages, more than 30 percent of the population is affected by acute malnutrition and there are at least two deaths per 10,000 people each day, according to the UN definition of famine.Al-Qaeda-linked rebels known as the Shebab control southern Bakool and Lower Shabelle – two specific regions in the south also known as Somalia's breadbasket -- which have been especially hard-hit by the drought. The terror-linked rebels expelled relief groups two years ago, accusing them of being Christian crusaders and Western spies, sealing the fate of many of those who now find themselves trapped there.Aid groups are now warning that many will die without urgent action -- and funding -- according to a statement issued by the UN Office for the Coordination of Humanitarian Affairs for Somalia. An estimated 3.7 million people – nearly half of the war-ravaged nation's population – face a food crisis, according to the UN agency. Of those, an estimated 2.8 million people are living in the south, said Mark Bowden, UN humanitarian coordinator for Somalia.

If we don't act now, famine will spread to all eight regions of southern Somalia within two months due to poor harvests and outbreaks of infectious diseases, said Bowden. If we are not able to intervene immediately, tens of thousands more Somalis may die, he said, adding that malnutrition rates there are currently the highest in the world, with peaks of 50 percent in some southern areas.More than 78,000 Somalis have fled to nearby Ethiopia and Kenya in the past two months to escape the conflict and famine. The Food and Agricultural Organization appealed Wednesday for $120 million for the 12 million drought victims in the Horn of Africa.UN agencies are set to meet Monday in Rome to discuss the crisis as world leaders call for mass mobilization to contain what is being referred to as one of the planet's worst unfolding humanitarian disasters.Somalia, a nation in ongoing conflict for 20 years, has been by far the hardest-hit but by no means the only African nation to be affected by the drought. Kenya, Ethiopia, Uganda and Djibouti are suffering the effects of a drought as well.It has been impossible to determine whether neighboring Eritrea is also affected, according to the AFP news agency, since it is one of the most secretive countries in the world. The US has urged the country to reveal whether its own food situation is at risk as well.

Iran: US Drone Shot Down over Nuclear Site-Iran says it shot down an unmanned US drone that was gathering information on a uranium enrichment facility. The US has not commented.by Tzvi Ben Gedalyahu Published: 20/07/11, 5:29 PM

Iran says it shot down an unmanned U.S. drone that was gathering information of a uranium enrichment facility at the Fordo nuclear site in the central Qom region, according to official government media. The United States has not commented.National Security and Foreign Policy Commission Ali Aqazadeh Dafsari announced that the Revolutionary Guards air defense officers brought down the drone.Iran's Foreign Ministry said that the Islamic Republic is installing a new generation of uranium enrichment centrifuges in the country's nuclear facilities for what he called Iran’s peaceful nuclear program. The Fordo site is situated adjacent to a military complex for protection in case of an attack, and Iran did not admit that the site existed until Western intelligence sources identified it two years ago.It reportedly is buried nearly 300 feet underground in a mountainous region. Israel and the Saudi Arabia suspect that Iran is using the facility for 20-percewnt low-enriched uranium that could allow it to produce a nuclear weapon.Estimates of when Iran will be able to manufacture and to deliver a nuclear warhead vary from several months to three years.

Jailed Barghouti Urges Millions to Rally-Jailed terrorist Marwan Barghouti appeals to Palestinian Authority Arabs to stage a million-man march for a pro-PA resolution in the UN. by Tzvi Ben Gedalyahu Published: 20/07/11, 6:06 PM

Terrorist Marwan Barghouti has written from his jail cell an appeal for millions of Palestinian Authority Arabs to march in September to show support for a United Nations resolution to declare the PA an independent country based on its own definition of borders.Barghouti, serving five life sentences for planning mass-murder suicide attacks against Jews, is unarguably the most popular figure n the Palestinian Authority, including PA Chairman Mahmoud Abbas and Prime Minister Salam Fayyad. He previously has called for a mass march on Jerusalem, but this week his letter to Arabs was published in full in Palestinian Authority media.Promoting his self-styled image of a terrorist-turned intellectual peace-seeker through peaceful resistance, Barghouti called on Arabs to stage a peaceful million-man march during the United Nations General Assembly in September.

Nearly two dozen dead as heat wave moves east
By Karin Matz – Wed Jul 20, 4:55 pm ET

CHICAGO (Reuters) – A heat wave baking the central and southern United States was blamed on Wednesday for at least 22 deaths this week as forecasters warned that the abnormally hot weather could last into August as it moves east. The National Weather Service said 141 million people in more than two dozen states were under a heat advisory or warning because of the soaring temperatures, the most recent in a series of heat waves that have scorched the country's midsection off and on since late May.

In Wichita, Kansas, where temperatures have reached 100 degrees or more on 24 days so far this year, forecasters warned that the mercury would hit at least 100 degrees each day through next Tuesday. It's just draining, physically draining, said Chris Vaccaro, a Weather Service spokesman.AccuWeather.com predicted the effects of the current heat wave -- in terms of stress on the power grid, damage to roads and bridges, and lost lives -- could eclipse the effects of the deadly heat wave of the summer of 1995, which claimed hundreds of lives in Chicago alone. When all is said and done, with the number of days of extreme heat and humidity of the current heat wave, it may be more significant and impact a larger area, said AccuWeather's Jim Andrews.Hospitals in Wichita treated 25 heat-related illnesses, according to the National Weather Service. In Des Moines, Iowa, 16 people have been hospitalized because of this week's high temperatures. The high heat and humidity have been stressing U.S. crops, particularly corn, which is now in a key growth stage when heat and moisture can cut final yields.

Grain traders in Chicago and Kansas City also said the drought and heat in the Plains was beginning to cause concern about the fate of next year's output of hard red winter wheat crop, the primary bread wheat of the United States, which is grown in a parched swath from Texas to South Dakota.Farmers plant that crop each autumn and harvest the following summer. But if rains did not come soon, farmers may not plant wheat because of the powdery dry soil. The prolonged brutal heat was also endangering livestock. Up to 1,500 cattle have died in South Dakota because of the heat wave, according to the state's veterinarian, Dustin Oedekoven, and he expects that number to rise. The weather is certainly extraordinary, Oedekoven said, adding that high day-time heat and humidity with little relief at night has made it a challenge to keep livestock comfortable. In Wisconsin, dairy farmers like Dave Daniels, the owner of Mighty Grand Dairy farm in Kenosha County, were blaming the prolonged heat for a drop in his herd's milk production. In Indianapolis, homeowners were being asked to stop watering their lawns through at least Sunday. We are asking our customers to curtail lawn-watering activities in order to maintain adequate water pressure for our customers and firefighting activities, said Matthew Klein, executive director of the Indianapolis Department of Waterworks, owner of Indianapolis Water.(Reporting by Karin Matz, Sam Nelson, Bob Burgdorfer, Meredith Davis, Steve Olafson, Tim Ghianni, Kevin Murphy, Daniel Lovering, Susan Guyett and Brendan O'Brien; Writing by James B.
