WASHINGTON (Reuters) – Failure by global institutions to make a coordinated push to persuade countries such as China to let their currencies' value rise would endanger the global economy, U.S. Treasury Secretary Timothy Geithner said on Wednesday.

Geithner, laying out the U.S. position ahead of this weekend's semi-annual meetings of the International Monetary Fund and World Bank, made clear he sees the risk of a round of destructive competitive currency devaluations.This is a problem because when large economies with undervalued exchange rates act to keep the currency from appreciating, that encourages other countries to do the same, he said at the Brookings Institution, a Washington think tank.He told a questioner the Obama administration has ample backing for its efforts to get Beijing to move toward market-oriented exchange rates, which would make its exports more costly, but cautioned against expecting quick results.China will be less likely to move to allow its currency to rise more rapidly if it is not confident other countries will move with it,Geithner said, in a clear reference to risks that others are becoming more willing to keep their currencies' value down as a policy to boost exports.

FOCUS ON EMERGING MARKETS

Geithner's remarks were pointed, essentially saying that the United States was set to do its part to help rebalance global growth but that many others were not and that big emerging economies were specially reluctant.As America saves more, countries overly reliant on exports to us for their own growth will need to change their policies, or else global growth will slow and all of us will be worse off, he warned.Countries that chronically run large surpluses need to undertake policies that will boost their domestic demand, he added. China has run persistently big surpluses on its U.S. trade for years, prompting angry U.S. lawmakers to pass a legislative proposal threatening tariffs against its imports unless the yuan's value is allowed to rise.Geithner sounded a note of frustration that so many countries were apparently willing to use currencies as a policy tool.The main problem today is you have a set of emerging economies that both remain undervalued and are leaning heavily against appreciation, he said. That's not a viable strategy for them, it's not a sustainable strategy for their trading partners, for the countries they compete with, and it's not good for the system as a whole.Currencies have become a point of contention in recent weeks as the U.S. dollar, to which China links the yuan's value, has steadily fallen in anticipation of a further easing in U.S. monetary policy. This has sent investors into emerging markets in search of higher yields, driving those countries' currencies higher.Geithner said it will require coordinated action among trading partners to settle how to let markets determine currency values and warned the United States can't make the case alone.

EXISTENTIAL PROBLEM

Don't look for a near-term quick fix on this, he said. This is the central existential challenge of cooperation internationally and it will take a long period of time.Geithner refused to respond when asked directly whether some type of coordinated intervention was needed in currency markets, saying he would only answer the question if it was useful for him to do so.He also said the United States is going to have to move cautiously in removing economic stimulus because growth is still relatively soft, signaling it will be reluctant to take major steps quickly to cut its debts or raise interest rates.We believe the United States in particular needs to continue providing well-targeted support for the recovery in the near term even as we put in place plans to help ensure fiscal sustainability over the longer term, he said. Geithner said that the problem of undervalued currencies was inherently a multilateral problem that would take a cooperative effort to solve in the form of an effective multilateral mechanism to push countries with big current account surpluses to abandon export-oriented policies. IMF warns global recovery might not be sustained

WASHINGTON (AFP) – Rich and emerging economies must dramatically change the way they trade with each other or risk throttling the global economic recovery, the International Monetary Fund warned on Wednesday.In its latest economic outlook, the IMF said growth would slow more than previously expected in 2011, as the United States, Europe and Japan continue to struggle and China remains overly dependent on exports.The recovery is neither strong nor balanced and runs the risk of not being sustained, warned Olivier Blanchard, the IMF's chief economist.Painting a picture of a faltering developed world -- where business is still struggling to pick up where government crisis spending left off -- the IMF predicted global growth would be pared back to 4.2 percent next year.That is less than the 4.8 percent growth expected this year and 0.2 point below the IMF's July forecast for 2011.While restocking had helped short-term growth in the United States, Japan and some parts of Europe, the IMF said advanced economies were still reliant on dwindling government spending.For the past year or so, inventory accumulation and fiscal stimulus were driving the recovery. The first is coming to an end. The second is slowly being phased out, the IMF said in its twice-yearly World Economic Outlook.

The IMF slashed its US growth forecast for 2011, to 2.3 percent, lopping 0.6 points off its July forecasts.The growth forecast was also trimmed for this year, down 0.7 points to 2.2 percent, with warnings of a weak recovery in coming quarters.The IMF recommended that some central banks, like the US Federal Reserve, continue their ultra-loose monetary policies, but warned the impact of such policies would now be limited.Not much more can be done, and one should not expect too much from further quantitative or credit easing.Increased exports must take up the slack, it added.
Many advanced economies, most notably the United States, which relied excessively on domestic demand, must now rely more on net exports.Meanwhile the IMF said that rich countries, many of which are heavily in debt, would have to trim spending and balance their books in the medium term.Fiscal stimulus has to eventually give way to fiscal consolidation, and private demand must be strong enough to take the lead and sustain growth.There was a particular warning for Europe, with severe external financing constraints forecast for debt-laden Greece, Ireland, Portugal and Spain.

The picture could not be more different for emerging markets like India and China, where growth continues, but is limited by an over-dependence on exports to Europe, Japan and the United States that must be addressed.Emerging market economies with large current account surpluses must accelerate rebalancing. This is not only in the world economy's interest, but also in their own.Wading into sensitive political waters, the IMF said China must allow its currency to strengthen to boost domestic demand and reduce its reliance on exports. To the extent that a stronger Chinese currency eases this process, other surplus countries in the region could follow suit, which would facilitate the needed shift towards domestic sources of growth, the IMF said.Emerging markets are expected to expand at a rate of 7.1 percent this year and 6.4 percent in 2011.Advanced economies are expected to grow more slowly, at 2.7 percent in 2010 and 2.2 percent next year.The WEO report came ahead of Friday's opening of a two-day annual meeting of the IMF, where its 187 member nations are set to focus on a looming currency war and the dangers of protectionist trading policies.

EUOBSERVER / BRUSSELS – A group of EU commissioners from smaller member states is growing increasingly angry with a number of their larger-state colleagues, perceiving their actions as being driven by national interests rather than the greater European good. We have sworn in front of the European Court not to work for our national governments back home and I am taking it seriously, a frustrated commissioner from a smaller EU country said in an off-the-record conversation last week.Of course it is much easier when you come from a small member state where national leaders don't really attempt to influence the course of EU history, the commissioner added.The implication that EU legislation is subject to the whims of powerful national capitals such as Berlin, Paris or Rome is nothing new. But the financial crisis and an enlarged union with greater powers for the Brussels-based institutions are all contributing to growing pressure, say seasoned observers. The bigger the EU becomes the more it becomes intergovernmental and the more the commission is regarded as an executive secretariat for the council,says Belgian MEP Derk Jan Eppink, a member of the European Conservatives and Reformists group in parliament.Author of Life of a European Mandarin – Inside the Commission, Mr Eppink previously worked in the cabinets of former commissioner Frits Bolkestein and subsequently that of Siim Kallas.Commissioners from larger member states frequently feel they have to produce the goods for their governments back home, while those from smaller countries realise they don't have the capacity to do this, he said, pointing to former commissioner Gunter Verheugen's willingness to stand up for German industry.Another official identified issues of public procurement, state aid and EU infringement cases as areas where national lobbying is frequently intense.

Senior Italian officials within the commission are known for arguing their national case overtly,the contact said. The source added that the practice of defending a member state view is not necessarily anti-European, as it can prevent blockages further down the EU legislative pipeline.

Targeting Barroso

Commission chief Jose Manuel Barroso's presidential style of running the EU executive - compared to the more prime ministerial approach adopted by his predecessor Romano Prodi – has reportedly led to greater lobbying efforts to gain his attention. Mr Barroso can stop a piece of legislation or push it through, so big member states will try to catch his ear, said Mr Eppink.When it doesn't happen they let him know about it,he added, pointing to the recent Roma squabble, in which Mr Barroso is seen as having backed down after French President Nicolas Sarkozy voiced his anger over the commission's approach to France at a recent EU summit.A number of commissioners are also known to be furious with Mr Barroso's recent attempts – under intense pressure from Germany - to stall an EU initiative to phase out subsidies to loss-making coal mines by 2014.

Special chefs

While clashes during the weekly college meetings are not unknown, the real shouting matches frequently take place at gatherings of the commission special chefs - officials in each of the 27 cabinets in charge of a certain area.These highly political meetings take place roughly one week before the college adopts a given proposal, with participants keen to secure all-important last minute changes according to their masters' wills.Based in Brussels, member state permanent representations to the EU are known to play a key role in national lobbying efforts, frequently preparing notes for the cabinet of their commissioner, outlining which position officials should take on a particular issue.Not all capitals get their way however, with a change of government back home frequently leaving the new administration with a commissioner from a different political family who may be less inclined to adopt the national line.As such, commission vice president Catherine Ashton – a Labour politician - could be less likely to listen to the new Tory-Liberal administration in London. Sources say Dutch commissioner Neelie Kroes is among those who rarely take direct orders from back home.

US terror alert nothing new, EU commissioner says

EUOBSERVER / BRUSSELS - The US terrorism alert on Europe is not based on any new security developments and should not lead to changes in the way EU governments handle the terrorist threat, justice and fundamental rights commissioner Viviane Reding has said.On the terror alert in the US, some European ministers have given the answer already - they have said there is nothing new and that threats have been on the table for several years,Ms Reding said at a roundtable discussion organised in Brussels on Tuesday (6 October) by the Konrad Adenauer Foundation, a German think-tank.So, of course if there is nothing new, we don't have to do anything new, we can continue in the way we have proceeded until now - a very serious analysis of possible threats and reactions in order to avoid that those threats become terror attacks.The commissioner was referring to earlier comments made by German interior minister Thomas de Maiziere, who warned against being alarmist over the US alert issued on Sunday, which reportedly concerned tourist attractions in Berlin.Asked if she feared the US alert may lead to requests from the US side for EU governments to share even more data on their citizens, Ms Reding pointed to the overarching agreement on data transfer with Washington on which negotiations are due to start shortly.I know where I want to go, but in order to arrive there I need partners. The American government is a real partner, they are going to accompany us. Congress will take up new rules on protection of data, so things are going in the right direction, she said. Ms Reding's cool attitude towards the US alert is not shared by all.

Sweden and the UK have in recent days issued similar warnings to their citizens travelling to Germany and France. Japan and Australia have also joined the move. In the US itself, the alert has seen the number of US citizens overseas registering their whereabouts with consulates as a precautionary measure jump up from 2,000 per day to 8,000.EU interior ministers gathering in Luxembourg on Thursday will meet with the deputy secretary of US homeland security, Jane Holl Lute, who is to give more details about the terror warning.Meanwhile, US efforts to disrupt the alleged plot on European targets has been linked to an increase in drone missile attacks in Pakistan.European, Pakistani and American intelligence services are working together to foil these plots,Pakistan's ambassador to the US, Hussein Haqqani, told the BBC.

The strikes, targeting the border region with Afghanistan, include one on Monday which killed eight militants, among them five German nationals, he added.A British man killed in a strike last month was to head an al-Qaeda faction in the UK, BBC's Newsnight reported. EU citizens who were trained in terrorist camps in Pakistan are suspected of being part of the plots, according to EU sources quoted by AFP.

U.S. Offers Tax Breaks for Terror Funding

The United States government has been allowing citizens to take a tax deduction for donations to Viva Palestina, a group that aids the anti-Israel and anti-America terrorist group Hamas. Now a U.S. Congressman is trying to put a stop to it, as reported by the International Business Times.Congressman Brad Sherman (D-CA) told the paper that he has written to the State Department, the Department of Justice, and the IRS, informing them that Viva Palestina funds terrorism and is soliciting donations in America. The Patriot Act and other counter-terror laws prohibit soliciting funds for a recognized terrorist organization.His letters were sent several months ago, but nothing has been done. Sherman said the State Department forwarded his complaint to the Department of Justice, which has yet to respond. The IRS said they would look into the matter, he added. The congressman said he plans to keep pushing the matter until something is done.Viva Palestina is run by former British MP George Galloway, who openly supports Hamas and has made direct donations to the group. In 2009 Galloway gave Hamas leaders cash and vehicles, and taunted his government, saying, If you want to take me to court, I promise you there is no jury in all of Britain who will convict me.

Sherman said he has faced difficulty due to the fact that Viva Palestina's branch in the U.S. is partnered with the charity group Interreligious Foundation for Community Organizations (IFCO) and receives money through them.In addition, Viva Palestina USA claims that it does not give to Hamas. However, Sherman disputes that claim, pointing out that the group openly supports Galloway's aid convoys to Gaza. An expert on terrorism, Stephen Landman, was quoted by IBT as saying that Viva Palestina USA openly used its resources to prop up Hamas' government in the Gaza Strip.Landman recently addressed the House Financial Services Subcommittee on Oversight and Investigations. He told committee members that there is overwhelming evidence that Viva Palestina supports terrorism, and that the group has raised at least $200,000 in America.Galloway and Viva Palestina are currently planning a flotilla to sail for Gaza, in an attempt to break Israel's naval blockade of Hamas. A previous attempt to break the blockade ended with nine deaths and several injuries after armed passengers attacked IDF soldiers who attempted to redirect their boats, and soldiers opened fire in response.(IsraelNationalNews.com)

Fatah Pushes Boycott of OECD Meeting in Western Jerusalem

The Fatah faction led by Palestinian Authority Chairman Mahmoud Abbas is pushing a boycott of an event to be held in western Jerusalem, in a part of the capital that has been in Israeli hands since the creation of the state. Turkey may join in.The event in question is the OECD's biannual tourism conference, scheduled for October 20-22. The conference will be the first OECD event held in Israel since the Jewish State joined the organization.Abbas' Fatah released a statement accusing Israel of blocking tourism to PA-controlled areas. The statement claimed that Minister of Tourism Stas Misezhnikov's party, Yisrael Beiteinu (Israel Our Home) is a racist party that calls for a mass expulsion of Palestinians.Yisrael Beiteinu head Avigdor Lieberman has stated that Israel should strip citizenship from those who are not loyal to the state, regardless of their ethnic or religious background.

Misezhnikov said that the participation in the Summit ratifies that Jerusalem is the recognized capital of Israel. Are the rest of the OECD countries going to legitimize that? Fatah asked.Britain and Spain do not plan to attend the conference, in what was originally thought to be a protest of the decision to hold the event in Jerusalem. Misezhnikov indicated that Britain would not attend due to PA pressure.

However, British officials later clarified that their country's absence was not due to a boycott, but rather, due to the fact that the relevant officials were busy. Foreign Office spokespersons said British representatives plan to attend future Jerusalem events.Misezhnikov also said that OECD officials asked that delegates at the conference not travel to parts of Jerusalem that were under Jordanian control between 1948 and 1967.The PA claims those parts of the city, including many neighborhoods that are historically Jewish, as the capital of its hoped-for future Arab country.The OECD even suggested that the conference be moved to Tel Aviv, Misezhnikov said. Many countries maintain their embassies in the coastal city, despite the fact that Jerusalem is the nation's capital and is the location of most Israeli government offices.More than 14 countries have said they plan to send representatives to the conference, among them France, Germany, South Africa, Switzerland, Austria and Denmark.Turkish officials originally said they planned to attend the conference, but backtracked one day later, saying they planned to evaluate our options before making a final decision.(IsraelNationalNews.com)

September 2010 saw more missile and mortar attacks against Israel by Gaza terrorists than any other month since the period immediately following IDF Operation Cast Lead in early 2009. The motivation for the attacks appears to be Hamas's intent to disrupt negotiations between Israel and the Palestinian Authority. The IDF Website reported that a total of 30 missiles and shells were fired in September 2010. These included 14 short-range Kassam rockets, 15 mortar shells and one Grad medium range missile. This was more than double the 13 launches that were recorded in the preceding month of August.To date, there have been 163 launches of projectiles against Israel in 2010. Of these, 106 were Kassams, 50 mortar shells and seven were Grads.Despite the September peak, the total numbers for 2010 are – for now – lower than those of any other year since routine Gazan rocket attacks on Israel began in 2002. All in all, terrorists have fired 11,293 rockets at Israel in almost nine years.These attacks increased in 2003 and in 2004 – a year in which there were over 1,500 launches – and then decreased sharply in 2005, the year in which Israel carried out its Disengagement from Gaza.In 2006 the rocket attacks began to climb sharply again, surpassing 3,000 in 2008. Terrorists in Hamas-controlled Gaza resumed rocket attacks on Israeli civilians Wednesday afternoon, firing two missiles. One of them struck the separation-security barrier and the second one landed in an open agricultural field. No injuries were reported.Israeli armed forces usually carry out a retaliatory attack shortly after terrorist attacks, which have continued despite a ceasefire in January 2009 following Israel’s three-week Operation Cast Lead counterterrorist campaign.More than 150 rockets and mortars have been fired at Israeli civilians since the beginning of 2010, and more than 440 rockets were fired at Israel since the end of Operation Cast Lead.Two weeks ago, the Air Force targeted and identified hitting a number of terrorists preparing to fire rockets from the central Gaza region.

Terrorists also have struck in Judea and Samaria, where rock-throwing Arabs try to break windshields and cause Jewish drivers to overturn in a fatal crash. Earlier this week, a car was damaged by rocks on the road that leads from Jewish communities in Samaria to Kfar Saba, part of metropolitan Tel Aviv. Several days earlier, a Molotov cocktail was hurled at a car on the same highway.Two weeks ago, several terrorist groups claimed responsibility for shooting a pregnant woman and her husband in a suburban Be’er Sheva community in the southern Hevron Hills. The woman was wounded, but she was able to deliver a baby boy through a Caesarean section, who was circumcised several days ago.The military wing of the Palestinian Islamic Jihad and the Imad Mughniyeh Squad of Fatah's Al-Aqsa Martyrs Brigades claimed joint responsibility for the attack. MIAMI – The National Hurricane Center says Subtropical Storm Otto has formed east of the Turks and Caicos Islands and is heading farther into the Atlantic.The storm had maximum sustained winds Wednesday near 60 mph (95 kph). Its center was located about 215 miles (345 kilometers) northeast of Grand Turk Island and it was moving north near 5 mph (7 kph).Forecasters say the storm could strengthen in the next two days as it turns eastward and heads farther out to sea. Heavy rainfall is possible in Puerto Rico, the Virgin Islands and northern Leeward Islands.Subtropical storms share the characteristics of tropical storms, which get their power from the warm ocean, and extratropical storms that form when warm and cold fronts collide.

KOLONTAR, Hungary – There was no stopping the avalanche of toxic red sludge: It smashed through the door of Kati Holczer's house, trapping the mother and her toddler in a sea of caustic waste.She saved her 3-year-old son, Bence, by placing him on a sofa that was floating in the muck. Then she called her husband Balazs, who was working in Austria, to say goodbye.We're going to die, she told him, chest-deep in the acrid mud.After the terror came the pain: Holczer and her two rescuers were among dozens of villagers suffering from deep chemical burns following Monday's spill.Their fox terrier Mazli — his name means Luck in Hungarian — lay dead in the yard Wednesday, still chained to a stake. Luca, their Labrador, was swept away by the 9-foot-high wave of toxic waste that poured from a breached reservoir at a nearby alumina factory.The ecological catastrophe that is threatening the Danube River — one of Europe's main waterways — has left a trail of shattered lives.On Wednesday, furious villagers, their shoes splattered with the caustic red mud, crowded around an official of the company blamed for the disaster and demanded compensation for destroyed homes, fields and livelihoods. Authorities have ordered a criminal inquiry into the accident, which killed at least four people, injured 120 and left three people missing.

After bursting from the reservoir and flooding three villages Monday, the sludge — a waste product of aluminum production that can contain heavy metals — ended up in the Marcal River, part of the tributary system feeding the Danube, some 45 miles to the north. Hundreds of people were evacuated.Local streams were swollen Wednesday and tinted ochre by the sludge, and residents said they were empty of fish.Imre Szakacs, head of the county crisis management committee, told the state-run MTI news agency the lye-like slurry was expected to reach the Danube by the weekend or early next week. Chemical analyses of the sludge were ongoing Wednesday.However, Kolontar Mayor Karoly Tili told The Associated Press the material was not radioactive as feared. We can say for sure that according to the measurements there is no radioactivity, he said.Still, concerns grew about damage to marine life in the region and beyond. South of Hungary, the 1,775-mile Danube flows through Croatia, Serbia, Romania, Bulgaria, Ukraine and Moldova before emptying into the Black Sea.Hungary's National Rescue Service said engineers considered diverting the Marcal River into nearby fields but decided not to, fearing the damage would be too great.Workers were extracting sludge from the river and using plaster and acid to try to neutralize it. Initial measurements showed the sludge was extremely alkaline, with a pH value of 13, the agency said.The European Union said it feared the toxic flood could turn into an ecological disaster and urged Hungarian authorities to focus on keeping the sludge from reaching the Danube.It is important that we do .... everything possible that it would not endanger the Danube, EU Environment Commissioner Janez Potocnik told the AP in Brussels. Angry villagers gathered outside the mayor's office in Kolontar late Wednesday had more immediate concerns, as they berated a senior official of MAL Rt., the Hungarian Aluminum Production and Trade Company that owns the Ajkai Timfoldgyar plant, demanding compensation. Local officials said 34 homes in the village were unlivable. However, furious residents said the disaster had destroyed the whole community by making their real estate valueless.The whole settlement should be bulldozed into the ground,bellowed Janos Potza, straining to be heard above his neighbors. There's no point for anyone to go back home.Those who can, will move out of Kolontar. From now on, this is a dead town, fumed Beata Gasko Monek. Visibly shaken, Jozsef Deak, the company's operations manager, said it would not shy away from taking responsibility if found guilty. Hungarian company officials have insisted the sludge is not considered hazardous waste according to EU standards. The company has also rejected criticism that it should have taken more precautions at the reservoir.

In Hungary's hardest-hit towns, emergency workers and construction crews in respirators and other hazmat gear worked Wednesday to clear roads and homes coated by thick red sludge and caustic muddy water.In Kolontar, a military construction crew assembled a pontoon bridge across a toxic stream so residents could briefly return to their homes and retrieve some belongings.In sharp contrast to the emergency workers, villagers salvaged possessions with little more than rubber gloves for protection. Women with pants coated in red mud cleared the muck away from their homes with snow shovels.The International Commission for the Protection of the Danube, which manages the river and its tributaries, said that sludge spill could trigger long-term damaging effects for both wildlife and humans.It is a very serious accident and has potential implications for other countries, Philip Weller, the group's executive secretary, said from Brussels.Weller said the commission's early warning alarm system was triggered by the spill, which means factories and towns along the Danube may have to shut down their water intake systems.He said large fish in the Danube could ingest any heavy metals carried downstream, potentially endangering people who eat them.Alumina plants are scattered around the world, with the 12 largest concentrated in Australia, Brazil and China. RAMALLAH, West Bank – Israel's prime minister has been sounding out key Cabinet members on extending a freeze on new construction in West Bank settlements in hopes of keeping peace talks with the Palestinians alive, but he is encountering stiff resistance, Israeli officials said Wednesday.In Ramallah, key members of the Palestinian leadership — in an increasingly tense waiting mode — expressed optimism that an extension nonetheless was imminent.The future of President Barack Obama's ambitious Mideast peace effort remained uncertain Wednesday as the U.S. pressed ahead with efforts to broker a compromise over the settlement issue, which has threatened to derail negotiations just a month after they were launched at the White House.Israel's normally talkative leadership has been almost completely silent in recent days as Prime Minister Benjamin Netanyahu wrestled with what appeared to be significant U.S. pressure to agree to some sort of extension of the construction slowdown — which was in effect 10 months and expired on Sept. 26, just weeks after the resumption of peace talks.The Palestinians have threatened to walk out of the talks if Israel refuses to reinstate it — and another deadline of sorts has emerged with Friday's planned summit of the 22-nation Arab League, where the Palestinians expect support for whatever they decide.Obama's Middle East envoy, George Mitchell, has been shuttling between the sides in an effort to find a magic formula — sparking a variety of contradictory media reports about sweeteners the United States is prepared to offer Netanyahu if he reverses his promises to hard-line backers that the slowdown would not be renewed.There are ongoing efforts to ensure the continuation of the direct peace talks, said an Israeli official.

Israel refused to extend the slowdown, saying it was a one-time gesture, but the U.S. has been pressing publicly and privately for its reinstatement to ensure continuation of the talks. IMF: Mideast recovering well from global slump

CAIRO – The International Monetary Fund says the Middle East and North Africa region is recovering strongly following the global financial meltdown, with sizable stimulus packages and continued strength in oil prices supporting the rebound.The IMF said in its World Economic Outlook released Wednesday that the MENA region's GDP growth is projected to be 4.1 percent this year and 5.1 percent in 2011. GDP growth for the region was 2 percent in 2009.The sustained rebound in oil prices since 2009 has benefited Mideast oil exporters, as well as oil importers that sell about 25 percent of their products to those nations. But the IMF said uncertainties remain, linked to the volatility in the overall global economic recovery.

US: Ahmadinejad trip to Lebanon is not a good idea

BEIRUT – The U.S. has raised concerns about Iranian President Mahmoud Ahmadinejad's visit to Lebanon next week.U.S. State Department spokesman P.J. Crowley told reporters in Washington on Tuesday that Iran is undermining Lebanon's sovereignty through its association with groups like Hezbollah.He said U.S. Secretary of State Hillary Clinton has raised the issue with the Lebanese president.But Crowley said it's up to the Lebanese government if Ahmadinejad makes the trip.Iran is a key supporter of Lebanon's militant group Hezbollah, believed to funnel it weapons and millions of dollars in funding, though Tehran denies arming the Shiite group. Hezbollah, also closely allied to Syria, boasts a heavy arsenal of rockets capable of reaching deep inside Israel.

SEOUL, South Korea – The threat posed by North Korea's nuclear program has reached an extremely dangerous level, an adviser to South Korea's president said in comments published Wednesday.It was not clear whether the comments by Kim Tae-hyo, President Lee Myung-bak's deputy national security adviser, were based on new intelligence.

They followed a report last week by the Washington-based Institute for Science and International Security that satellite images from Sept. 29 showed new construction activity in the area surrounding North Korea's nuclear reactor.Kim's comments were reported Wednesday in the JoongAng Ilbo newspaper. Kim confirmed to The Associated Press that he made the comments Tuesday at a forum on Northeast Asia, but declined to elaborate.The North Korean nuclear threat has, in reality, been accelerating and has now reached an extremely dangerous level, Kim said.North Korea, which has active nuclear and missile programs, conducted underground atomic tests in 2006 and 2009, drawing tough international sanctions in response.South Korea, along with the United States, China, Japan and Russia, have been negotiating with the impoverished country since 2003 to get it to dismantle its nuclear facilities, which they consider a threat to regional security.North Korea, however, pulled out of the talks last year amid an international row over its firing of a suspected long-range missile that the North said was a satellite launch.Should North Korea reduce the size of nuclear warheads and use them in actual battle, regardless of their accuracy, they will cause an unbelievable amount of damage, Kim said.

Most security experts think North Korea remains unable to deliver a nuclear warhead on a missile, but it is believed to be trying to develop this capability and some observers think it may have come close already.Although the North Koreans carried out two nuclear tests, analysts in the West doubt that they have successfully loaded warheads onto missiles, said Kim Tae-woo, a senior research fellow at the state-run Korea Institute for Defense Analysis in Seoul. But I can say with certainty that they are extremely close. They might have done so already.Presidential adviser Kim said that the North is operating not only its plutonium-producing Yongbyon nuclear facility, but also highly enriched uranium activities elsewhere in the country.He also suggested that there is potential danger in the emergence of North Korean leader Kim Jong Il's youngest son, Kim Jong Un, as his heir apparent. The younger Kim made his public debut last week after being promoted to four-star general and vice chairman of the ruling Workers' Party of Korea's Central Military Commission.

He said Kim was 26 years old and was born on Jan. 8, 1984.Kim is young and lacks experience, so there is a chance that he might develop an appetite for yet another risk or be tempted to engage in provocation to prove himself to the outside world, the presidential adviser said.Little is known about Kim Jong Un. For the first time, state media reported Tuesday on him observing military exercises with his father. The Korean Central News Agency also said in a report released early Thursday that he attended a concert with Kim Jong Il and other top party, state and military officials.Under a 2007 deal, North Korea agreed to disable its main nuclear complex in Yongbyon north of Pyongyang in return for 1 million tons of fuel oil and other concessions and in June 2008 blew up the cooling tower. But the disablement came to halt as the North wrangled with Washington over how to verify its past atomic activities.The Institute for Science and International Security said the satellite images showed heavy construction and excavation equipment and trucks at the Yongbyon site and construction of two small buildings near the site of the destroyed cooling tower.It is unclear if the activity seen in this image represents preparation for construction of a new cooling tower or preparation for construction of other buildings or structures for some other purpose, ISIS said.North Korean Vice Foreign Minister Pak Kil Yon vowed at the United Nations last week that the North would strengthen its nuclear capability in response to what he described as hostile moves by the United States.North Korea is believed to have enough weaponized plutonium for at least a half dozen atomic bombs.The North's plutonium was extracted over a number of years from spent fuel rods from its Yongbyon reactor.In Tokyo, U.S. Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell called for clear signs from the North Koreans that they are prepared to take the steps that they've committed themselves to in the past regarding denuclearization.
