Manson’s call for a one world order to manage the planet on an environmentally sound basis mirrors the thoughts of James Lovelock, top environmentalist and creator of the Gaia hypothesis, who told the Guardian earlier this year that democracy must be put on hold to combat global warming and that a few people with authority should be allowed to run the planet.Another Manson fan website, again named after the Air, Trees, Water and Animals acronym, proudly displays the mutilated corpse of pregnant victim Sharon Tate on its front page, declaring that Manson is both the God and the devil.

In 1975, one of Manson’s family, known as Squeaky Fromme, attempted to murder President Gerald Ford in the name of saving California’s redwood trees. In resorting to violence for the sake of environmentalism, Fromme shared the same motivations invoked by James Jay Lee some 35 years later.Manson’s belief that humans need to be killed in large numbers in order to preserve the environment is one shared and promoted by many prominent academics and scientists, people like Dr. Eric R. Pianka, an American biologist based at the University of Texas in Austin. During a speech to the Texas Academy of Science in March 2006, Pianka advocated the need to exterminate 90% of the world’s population through the airborne ebola virus. The Impact of Fiat Money as the World’s Reserve Currency

The creation of fiat official government money has had a profound effect in history and on our nation and the world today. Fiat means it is worth whatever the government says it is (its face value), although the material of which it is made may have more or less intrinsic market value. Examples would include both valuable silver dollars and worthless paper, each declared to be worth $1; and today’s American Eagle bullion coin with a face value of $50 for one ounce of gold.When a country creates too much fake money, sellers avoid it for payment. Photo: David Muir.Normally, when a country creates too much fake money, sellers avoid it for payment, or stop buying its bonds due to its falling value, and the party is soon over. However, the U.S. is in a unique position never seen in the history of the world. Our fiat paper money is the primary de facto world’s reserve currency (anyone will accept it for payment and keep it as cash, or as a dollar-denominated asset; banks keep it as their reserves, like gold). We can create new money out of thin-air, and sellers of goods and services worldwide will accept it.We can also pay our debts with it, even as the federal government spends to excess.We have abused the privileged status of the U.S. dollar in many immoral and counterproductive ways. It is the underlying cause of our major problems, such as jobs being exported due to excess imports of goods (other countries would run out of money; the U.S. can create more as needed!), strange banking and securities deals based on loose money, excess personal spending and debt, and wars.One cannot underestimate the importance of our ability to pay debts to other nations, and not be required to convert to their money. This conversion would normally trigger market valuation, which could collapse the value of the U.S. dollar. Conversely, other nations must buy dollars to pay for most imports, and face declining exchange rates if they have expanded their money supply too much. We have abused this reserve status, and as of mid-2009 other nations started seeking alternatives (yuan, yen, a basket of currencies, etc.).

Most people are not aware that the reserve currency is used for most payments between other nations; for example, India pays Brazil for coffee with U.S. dollars. Hence, all nations keep a supply of U.S. dollars to use in trade. All banks are required to have sufficient reserves in order to show a strong asset base for the bank’s obligations (mainly demand and time deposits). Since the USD has been valued by the world system to be as good as gold, it is known as a reserve currency and used instead of gold to fund these bank reserves. The Dollar has been used in about 90% of international transactions since its ascendancy in the 1920s, but has become weaker since 2000, and declined to 70% or less by 2009. About 30% of international deals are now done in Euros and Yen, but that is increasing as the economies and currencies of China and others grow stronger. Indeed, China started using its yuan for international transactions in 2010, and also allowed foreign firms to create yuan-denominated private equity funds.There have been a series of international agreements to manage currency. The International Monetary Fund (IMF) and World Bank were born of these deals. Both are counterproductive causes of spending and distortions (including feeding corrupt governments), and should be abolished along with the Federal Reserve.Redeemability was restricted more and more until the 1944 Bretton Woods agreement, which set rules to: 1) Allow only nations to redeem paper for gold between each other (not people; a form of the Gold Bullion Exchange standard). 2) Create the International Monetary Fund (IMF) to handle its transactions. 3) Set the USD as the world’s official reserve currency, with a fixed value of $35 per ounce of gold.The US engaged in so much monetary expansion (inflation of the money supply) after WW2 it lost much of its value and flooded Europe with so-called Euro-dollars. France finally started demanding gold for most of their paper dollars, which peaked with De Gaulle’s famous press conference on Feb. 4, 1965 where he described the U.S. as having an exorbitant privilege as the world’s reserve currency, which allowed us to pay our debts with money created out of thin air! De Gaulle said:There can be no other criterion, no other standard, than gold. Gold that never changes, that can be shaped into ingots, bars, coins . . . that has no nationality and that is eternally and universally accepted as the ultimate fiduciary value par excellence.France started redeeming their paper dollars to gold, but Nixon soon refused to remit gold to any nation (we were running out), and then abrogated Bretton Woods on Aug. 15, 1971, setting the dollar afloat with no redeemability. Within a few years, all nations had done the same, including conservative Switzerland. Whoopee! Everybody could make money out of thin air! The Fed destroys the value of our money by excess expansion of the money supply. Proof is shown in the start and end purchase power amounts below, which are from www.measuringworth.com:

It took $1,202.05 in the year 1912 for the same purchase power as $1,000 in the year 1774 (a 17.7% loss in 138 yrs, or 0.13 % per yr).It took $22,427.40 in the year 2008 for the same purchase power as $1,000 in the year 1913 (a 95.5% loss in 95 yrs, or 1.0% per yr). Almost eight times worse than before the Fed! A decline in purchasing power of the dollar, and thus price increases, always follow a rapid and excess (over 5% per year) increase in the money supply (monetary inflation). As shown below, the dollar has lost 95% of its value from 1913 (when the Fed started) to 2010, but 80% of that loss occurred after Nixon cut the Bretton Woods tie to gold in 1971, increasing the money supply even faster. Other factors, such as a reduced supply of goods and services, can cause price increases, but monetary inflation clearly has caused the most harm:Source: Byron King, www.agorafinancial.com.The US dollar has lost over 95% of its purchasing power since 1913 due to excess monetary inflation by the Fed by creating new money to pay bills. This has been the main cause of the 2,000% increase in prices since 1913. Excess money creation prior to 1913 resulted in short-term inflation and panic runs on insolvent banks, but the Fed allowed long-term abuse by bailing-out such banks, which in turn caused the moral hazard of the banks taking excess risks by seeking casino profits for the last 97 years and counting! A special monetary expansion event occurred in late 2008 when Bernanke produced the now infamous Bailout Spike by injecting almost $1 trillion of new money into the U.S. economy. On April 15, 2008, the Fed held $866 billion in assets, which served as the monetary base for the nation. On April 15, 2009, it held $2.2 trillion. A decline in purchasing power of the dollar will follow this increase in the money supply.Internationally, the USD emerged as the world’s reserve currency after WWI because all fiat paper money is actually viewed as a share in the economy of the issuer. Thus, the paper of a large and stable government and economy has good value; it is the best choice within the world’s fake money system. Until recently, the U.S. was without question the world’s strongest economy, and thus the USD had good value as a share in USA, Inc. Since 1971, however, the U.S. has abused its currency by inflating its supply even more than other countries, borrowed and spent to excess, and the dollars’ value has subsequently decreased (prices increased) rapidly ever since on both the international exchange basis (about 4:1 against western Europe legacy currencies from 1971 to 1999, then a loss of about 2:1 against the Euro from 1999 to 2008; 0.8 to 1.5 US$ per Euro), and by about 10:1 domestically (price increase of cars, pizza, etc.; things not subsidized or under price controls). Thus our share of USA Inc. is decreasing in value and confidence as viewed by other nations, and they are seeking less dependency on the USD as the primary reserve currency for the world. This has massive implications on our ability to create new money to pay our bills to other countries, and could result in a crash (loss of 50% or more of purchasing power) of the U.S. dollar.

During the 2000 to 2007 boom times, Wall Street had been securitizing bundles of various weak and bad debt instruments (subprime mortgages, credit card debt, etc.), then getting their complicit rating agencies (Moodys, S&P, etc.) to falsely label them AAA. By doing so, they could sell them worldwide to get them off their books, and then make more money by making new loans to other weak borrowers. Foreign banks and investors happily bought trillions of dollars of these securities because they were primarily based on U.S. real estate, had high interest income, and were apparently backed by the U.S. government. The process was corrupt from the start, but was pushed by Congress and Wall Street elites, many of whom made hundreds of millions each in bonuses. As the false prosperity slowed, and caused loss of U.S. jobs, then mortgage foreclosures, these fake securities lost value, and the worldwide crash started in late 2008.The countries we buy imports from (China leads) accumulate billions of U.S. dollars and buy our T-bills to get some interest (and help feed future purchases?). This is a recycling of fake money, with interest paid by fake money, with all parties hoping it will last forever! There are signs that the game might be up: China and Russia suggested at the Jan-2009 World Economic Forum in Davos that a new system is needed to replace the USD as the world’s primary reserve currency. It has been a fun party since 1944, but our era of financing wars, Empire-USA, foreign aid, imports, and homeland spending with fake money is about to end. EU banks throw their weight behind Nabucco pipeline

EUOBSERVER / BRUSSELS – The EU's Nabucco gas pipeline received a boost on Monday as the European Investment Bank, the European Bank for Reconstruction and Development and the World Bank made a first written commitment that may lend the project up to €4billion, half of its total cost.International financing institutions are very conservative in their assessments, so if they indicate they are ready to commit funding, they usually end up doing it, Thomas Barrett from the EIB said during a joint press briefing in Brussels.The potential financing package, pending approval of the environmental and social feasibility studies, will consist of up to €2 billion from the EIB, €1.2 billion from the EBRD and around €800 million from the World Bank. The European Commission has already earmarked €200 million for the project, provided the green light from investors is given by the end of this year or beginning of 2011. The total cost of the project is estimated at €7.9 billion. The financial commitment from international banks is aimed at alleviating fears in supplier countries – notably Azerbaijan and Iraq – that the consortium lacks the proper funding for the 3,300 to 4,000 km long pipeline aimed at breaking the Russian monopoly on gas exports from the Caspian Sea region via an alternative route.

Construction will start in 2012, operation of the pipeline is expected to start in 2015,Nabucco managing director Reinhard Mitschek said during the same briefing, while also signalling flexibility on the date of one year earlier or later, depending on the customers' needs. The 2 million tonnes of steel will be laid through Turkey, Bulgaria, Romania, Hungary and Austria, and secure a maximum of 31 billion cubic metres a year. The gas demand of the EU's 27 member states is expected to rise from 483 billion cubic metres in 2009 to 603 billion in 2020. The Nabucco project has developed only slowly since 2002, when gas officials from the five countries involved gathered in Vienna and dubbed the pipeline Nabucco after listening to Verdi's eponymous opera.Lack of political support, haggles over transit conditions with Turkey and a pricing dispute with supplier country Azerbaijan have delayed construction. Mr Mitschek repeatedly stressed that Nabucco is a transporting company and that gas supplies and pipeline capacity will be bid on through open tender.We have to synchronise Nabucco first to the gas supply sources, Mr Mitschek said. Once the gas supply has been secured, the open season tender process for transporting gas will begin by the end of the year or in the first quarter of next year, he said.Some 16 billion cubic metres could be secured from Azerbaijan, in talks which are scheduled to start this week in Baku. But company officials from the German energy firm RWE say that the first Azeri gas could only start flowing in 2017. A much earlier prospect would be Iraqi gas from the northern Kurdish region, starting in 2015.RWE has already initiated prospective talks with the regional government from autonomous Kurdistan and offered support in developing export capacity, along with an internal grid, as the northern Iraqis still rely on gas canisters to prepare their meals and heat up their homes.The government in Baghdad on Sunday however slammed as illegal the memorandum of understanding, stressing that all gas export agreements need to be signed by the central authorities.Of course we'll talk with the central government in Iraq, Stefan Jurdisch from RWE said during a separate briefing on Monday. But he also pointed to the fact that since March, the government in Baghdad is in formation phase.We'll see how the political talks go. We need a mature government to deal with this issue."

Mr Jurdisch stressed that by the end of the year investors will have to know on which gas to count first – either from Azerbaijan or from Irak – because there are technical issues related to how these connecting branches are fed into the main pipeline.Meanwhile, Bankwatch, a watchdog monitoring the way public funds are spent on energy projects, has lambasted the decision of the three international lenders.

Ireland insists not on same road as Greece despite ballooning bank debt

EUOBSERVER / BRUSSELS - Ireland's finance minister, Brian Lenihan, in Brussels for discussions with the European Commission over the bail-out of nationalised Anglo Irish Bank, whose costs are ballooning, insisted the debt black hole at the heart of the company will not bankrupt the government.The bank has recently announced that it will probably need some €25 billion in fresh capital, equivalent to a full 19 percent of the country's GNP. Credit rating agency Standard & Poor's has said that it believes this to be low-balling the true figure, estimating that the real cost could come to €35 billion.The vast sums have frightened markets, which worry Dublin will have trouble paying its debt.Finance minister Brian Lenihan met with competition commissioner Joaquin Almunia on Monday (6 September) to discuss options for the bank, which recently posted the largest loss in Irish corporate history.

According to domestic media reports, before heading to Brussels on Monday, Mr Lenihan stressed that it is simply not the case the bail-out could bankrupt the state and that the debts that have effectively transferred from private hands to the public were infuriating but manageable.Management have put forward a case that if the bank were allowed to engage in lending, it might reduce the cost to the taxpayer further, he said. The government's two options are to wind the bank down over a certain period of time or break up the institution in two, into a good bank and a bad bank, a proposal put forward by Anglo Irish management.

The EU executive is to give its opinion by the end of September.The minister's words came after an ex-chief-economist of the International Monetary Fund, writing in the New York Times last week, warned that markets are beginning to see Ireland as Europe's next Greece.Ireland, simply put, appears insolvent under plausible possibilities with current policies, Simon Johnson wrote in a blog posting co-authored with Peter Boone, a London School of Economics professor.The total debts of Irish banks could result in a charge to government debt equivalent to a third of GNP, he said, atop a fiscal debt currently on 15 percent of national income. With GNP falling, he said that even with the planned government cuts of 2-3 percent of GNP, a similar deficit is envisaged for 2011.The nation probably cannot afford these debts, he added.Standard & Poor's last week cut Ireland's credit rating to AA-, its lowest position in 15 years. Credit-default-swap markets are now pricing in a 25 percent risk that the country will default some time in the next five years. The government is in a tricky situation. Long held up as a model for other indebted countries by Brussels and Frankfurt for its stubborn commitment to impose cuts to public spending, the promised return to growth has failed to materialise. Tom McDonnell, an analyst with Irish economic think-tank Tasc, told this website that initial estimates of the size of Anglo Irish's debt in 2009 of €4 billion had climbed to €12 billion by March this year and now €25 billion, a figure that represents a cost over the next 10 years of €6,000 for every Irish citizen or €14,000for everyone of working age - or €3 billion a year to the taxpayer.It is higher than what a pensioner or someone on minimum wage earns in a year, he said. It is exactly equivalent to the cuts to the budget. One year of Anglo Irish cancels out a year of savings.For each of the next 10 years, Anglo Irish will be the fourth biggest government expenditure after social welfare, health and education.

The analyst said it was time for the government to develop a definitive policy, with a timescale for paying off the debt as well as public acknowledgement of the true scale of the cost and renegotiation of with bond holders.The commission today did not offer comment on the subject of the various options for Anglo Irish Bank today other than to say We do not carry out our state aid enquiries in public.Speaking to EUobserver following the meeting, commission competition spokeswoman Amelia Torres said that the meeting with Mr Lenihan, which in the end covered the Irish banking sector as a whole, had been constructive and enabled us to progress.Any broader concerns about the state of Irish government finances are purely speculative.

Troubles mount for EU bid to re-draw economic government

BRUSSELS (AFP) – Plans to radically re-draw cross-border economic government across Europe hit a stumbling block on Monday 10 days from a deadline for concrete action set by European Union leaders.The fourth meeting of EU president Herman Van Rompuy's task force, charged with learning the lessons of the global financial crisis and the debt chaos it left in its wake across the eurozone, ended with too many voices, too may views, in the words of one minister, Slovakia's Ivan Miklos.The discussions are stuck, there's a block, admitted a European diplomat after some four hours of talks. It can't be ruled out that with signs of economic trouble up ahead, certain governments are less inclined than before to toughen budgetary discipline.An in-depth discussion on national fiscal frameworks, macro-economic surveillance and sanctions, according to Van Rompuy, resulted in an order for experts to pursue their work enabling him to complete his oral report to national leaders at a summit on September 16.However, a six-line statement made no reference to detailed ideas repeatedly raised over recent months including potential financial sanctions for persistently wayward eurozone countries.Miklos' country is one of nine eastern European member states that have newly issued a demand that the costs of pension reform be written off in their deficit and debt reporting, adding a new complication to the drive to craft automatic sanctions for offenders.

He stressed that if we want to consider debt as part of the sanctions, this is connected, but warned that there are a lot of open questions which resulted in what he termed insufficient progress.Ministers broadly agree that the EU's Stability and Growth Pact, which restricts room for maneouvre with national finances, needs strengthened, but they appear no closer to seeing eye-to-eye on when automatic penalties should kick in.Germany's Wolfgang Schaeuble said Europe would have to be a little bit patient in order to come up with creative better rules for the preventive character of the (pact).On his way into the talks, he had already conceded that with each passing week it seemed that the enthusiasm for learning the lessons is weakening bit by bit.Sanctions ideas including penalties for poorer countries or the suspension of voting rights -- the favoured mechanism in Berlin and Paris -- are do-able but very complex to put in motion, warned a top-level diplomat who requested anonymity.The first (idea) risks being seen as discrimination by Europe's poor nations because they are the biggest recipients of grants, the source added. EU economic task force reconvenes as disquiet returns to markets

EUOBSERVER / BRUSSELS - As EU Council President Herman Van Rompuy's economic governance task force reconvenes on Monday (6 September), the fiscal situation of many in the bloc remains parlous. Concerns of a double-dip recession echo across the Atlantic, and bond yields for the EU's more troubled countries stubbornly keep rising as if the promise made in May of a €750-billion eurozone bail-out should things go truly wrong had never been made.Having first met toward the end of May and a further two times before the summer recess, the task-force set itself four goals under the rubric of stronger economic cohesion of the union - a phrase that from the beginning produced conflicting interpretations from London, France and Berlin.Beyond the construction of new crisis-response mechanisms - some of which are now already being imposed - the task force is also to come up with proposals for strengthening economic governance, to give teeth to EU rules on budget discipline that have historically been flouted with impunity and, finally, a way to reduce the divergences in competitiveness.While in principle all member states back the idea of tougher discipline for countries that break any new rules put in place, there are wide divergences as to what form such sanctions should take. Germany backs the idea of a suspension of voting rights in the Council.

This is an unpopular position as it would likely require treaty change, although Finland appears to have signed up to the idea.Finland and Germany will negotiate very hard in the Van Rompuy group (to ensure) that sanctions are imposed not after the three percent limit has been exceeded for a long time, but that we learn from history and act quickly and decisively, German chancellor Angela Merkel told reporters after speaking to Prime Minister Mari Kiviniemi last week.Meanwhile, the lesser sanctions being mooted, such as a restriction on structural funds, are raising hackles in the eastern, poorer states, who receive the bulk of such monies. The wealthier West would be less likely to be hurt by such a penalty, as they do not receive as much from these sources, and Poland and other newer member states have in the last few weeks given notice that this is a red line for them.Other proposals have also provoked much debate. EU leaders have backed plans to submit budget outlines to Brussels, but drew the line at handing over the full draft budget to the EU commission for approval before national parliaments have had their say.Finally, and perhaps most controversially, Mr Van Rompuy's wish to reduce divergences in competitiveness is likely to hit the biggest hurdles as this points towards a harmonisation of taxation, social spending and labour laws. But such big concepts may have to be put on the back burner even before they begin to provoke controversy as leaders return to a reality not indistinct from the height of the sovereign debt crisis that shook the union in the spring.Although Greece has been guaranteed a €110-billion lifeline and the rest of the eurozone €750 billion, bond yields continue to be exacting, with investors looking for nine percentage points more in interest to buy Greek issuances than for their German equivalent, similar to the situation Athens found itself in a few months ago, while Ireland is up 3.5 percent on German bonds. This comes as eurozone governments look to raise some €80 billion from capital markets this month, twice what they had looked to do in August. Some analysts fear they may have difficulties raising the cash.The shift of private debt from the banks to the state has left many in a grim situation. Dublin in particular faces the black hole of debt that is the nationalised Anglo Irish Bank. If the commercial property market continues to suffer, the bank could require as much as €35 billion, a likelihood that has resulting in Ireland's credit rating to be ratcheted downward.

Finally the big unknown is how citizens will react. Already the austerity measures imposed on the so-called PIIGS economies has provoked widespread opposition, and, in Greece, civil unrest. On 29 September, when European economics commissioner Olli Rehn is scheduled to unveil the EU executives own proposals for sanctions parallel to those being discussed by Mr Van Rompuy's task force, trade unions across the bloc will hold an pan-European 'day of action' against austerity, with general strikes already announced in a number of states.Investors, national parliaments and EU citizens will all be keeping an eye on how the taskforce, the commission and finance ministers navigate these waters.President Van Rompuy is to deliver a preliminary task force report next Thursday as premiers and presidents meet in Brussels Following this, he will try to achieve agreement on an economic governance package with concrete proposals ahead of an official submission to be delivered ahead of the regular autumn summit.

Tory MEP to co-chair EU parliament group

EUOBSERVER / BRUSSELS - The anti-federalist European Conservatives and Reformists (ECR) group in the EU parliament is preparing to elect a British co-leader to share power with its Polish chief.British Conservative MEP Timothy Kirkhope already does the co-chair job informally, but his role is to be formalised under a proposal likely to be voted on by the group in late September, ECR spokesman James Hultum told EUobserver.Mr Kirkhope is a 65-year-old lawyer from Newcastle-upon-Tyne in northeast England. He has been in the EU parliament for the past 10 years and has led the Conservative delegation for most of the past five years.He is a critic of the Lisbon Treaty, which he has called a dramatic step towards the superstate feared by many. He is currently a member of the civil liberties committee, where he has worked on issues such as freedom of information in Italy and US access to EU citizens' bank data. Mr Kaminski, from Poland's Law and Justice party, has had a hard time in his past year at the helm of the group. He has battled allegations of anti-Semitism and homophobia in the British press. He has also cited family problems as a reason for his low participation in parliamentary activity - according to the votewatch.eu project, Mr Kaminski has an attendance record of just 65 percent, placing him in the bottom 30 out of 736 deputies.The Law and Justice party was itself weakened when many of its top members died in the Smolensk air crash in April and when its leader, Jaroslaw Kaczynski, later lost the presidential elections.Some commentators have linked the change in the leadership structure to the change in fortune of the ECR parties. Piotr Maciej Kaczynski, an analyst at the Brussels-based think-tank CEPS, told this website: This is the price Law and Justice had to pay for the Tories' not leaving the ECR after [winning] the spring UK elections. The position of [British Conservative party leader] Cameron in Europe has improved and the incentive for the Tories to leave is stronger.

The ECR group spokesman, Mr Hultum, said there is no truth in the speculation. Mr Kirkhope was to have to run the ECR group from its very inception last year. But a fellow Tory MEP, Edward McMillan-Scott, ran against Mr Kaminski for a parliament vice-president job in violation of a deal. The move saw the Tories expel Mr McMillan-Scott and give the group leader post to Mr Kaminski to make peace. Mr Hultum noted that when the EU parliament President, Jerzy Buzek, steps down at the end of his mandate in 2011, Mr Kaminski will be the only MEP from the former Communist member states who will have access to the Conference of Presidents, the parliament's highest decision-making body.

SOCHI, Russia (Reuters) – Russian Prime Minister Vladimir Putin gave a strong hint on Monday that he would run for president in 2012, a step that would almost certainly give him a second spell as Kremlin chief.Putin is the dominant partner in a ruling tandem with President Dmitry Medvedev, the younger man he tapped as his favored successor when a constitutional two-term limit kept the former KGB spy out of the 2008 presidential race.When asked if running for president in the 2012 election would damage Russia's political system, Putin cited Franklin Roosevelt who led the United States from 1933 until his death in office in April 1945, before a two-term limit was imposed.U.S. President Roosevelt was voted in four times in a row because this did not contradict the American constitution, Putin told Russia experts from the Valdai discussion group at a meeting in the Black Sea resort of Sochi.

The Russian constitution prevented Putin from running in 2008 after serving a second consecutive four-year term as president, but he will be free to run again in 2012. Medvedev changed the constitution in late 2008 to extend future presidential terms to six years.Neither I nor President Medvedev will do anything which contradicts current Russian legislation or the country's fundamental law -- the constitution, Putin said.How we will act in 2011 or at the start of 2012 we -- I and President Medvedev -- have said this repeatedly: we will act based on the real situation in the country, on what we have done, on the mood in society, Putin said.It is too early to speak about this, though, Putin said. Barak Meets Putin in Russia, Clinches Military Deals

Defense Minister Ehud Barak paid a 24-hour visit to Russia Monday, meeting visit with Russian Prime Minister Vladimir Putin. The contents of the talks are not being publicized, but it was announced that Russia agreed to buy Israeli military equipment.The 90-minute meeting took place in Putin’s official residence. Russian Defense Minister Anatoly Serdyukov was also present. The talks are assumed to have centered on Iran's nuclear program and Russia’s role in fueling the Bushehr reactor, Russian arms sales to Damascus and Tehran, and on combating extreme Islamist terrorist groups. Serdvukov’s spokesperson said the two defense ministers were planning to sign an agreement on military cooperation that will regulate cooperation between the two countries in the military sphere over the next five years. The agreement stipulates that Russia and Israel will exchange experiences and information in the spheres of mutual interest, including international security, she said.It was announced afterwards that Russia had purchased 12 Israeli unmanned aerial vehicles, and that some 50 servicemen are being trained to operate them.

Abbas’ Threats May Throw Direct Talks in Clinton’s Lap

Palestinian Authority officials continued to hammer home a hard line on its demands from Israel, raising the possibility that U.S. Secretary of State Hillary Clinton may be left holding the bag in the next round of talks in Egypt next week.Despite PA Chairman Mahmoud Abbas’ tough talk last week, U.S. President Barack Obama and his advisors carefully choreographed talks with him and Prime Minister Binyamin Netanyahu without a hitch. However, the only substantial outcome was an agreement for a new round of discussions, this time to be overseen by U.S. Secretary of State Hillary Clinton in Sharm el-Sheikh, Egypt next week.Key issues--the building freeze against new Jewish homes in Judea and Samaria, the status of Jerusalem and recognizing Israel as a Jewish state--were not publicly discussed in Washington.

Abbas and Netanyahu couched their positions in polite diplomatic language, but PA leaders have made it clear the past two days they are determined as ever that Israel meet all of their conditions for talks for a new Arab country headed by the PA.Abbas told the Jerusalem-based Al-Quds al-Arabi newspaper Monday he would pack my bags and leave before compromising on the borders of a future PA state. He also left no room for discussion on the Arab demand that Israel allow several million Arabs living in foreign countries to move to Israel on the basis of ancestral claims.As reported by Israel National News Sunday, Abbas reiterated demands he did not state publicly in Washington, particularly that Israel extend its 10-month temporary moratorium on building new Jewish homes in Judea and Samaria. The International Atomic Energy Agency (IAEA) said on Monday that a refusal by Syria to allow UN inspectors access to a site where secret nuclear activity may have taken place is endangering potential evidence in the investigation, according to a Reuters report.In a confidential report obtained by Reuters, the IAEA said that it has not been allowed to inspect the site for two years.With time, some of the necessary information may deteriorate or be lost entirely, wrote IAEA chief Yukiya Amano in the report.The site in question is the same site bombed by Israeli Air Forces exactly three years ago, in September of 2007. The CIA confirmed that the site, known as al-Kibar or Dair Alzour, was a nuclear facility meant to produce plutonium and partially funded by North Korea. Israel bombed the reactor before it attained its planned capacity to manufacture plutonium for nuclear weapons.The IAEA has already said earlier this year that some illicit atomic activity had taken place at the site, when it reported that inspectors found uranium traces during a 2008 visit to the site. IAEA now wishes to re-examine the site and take samples from rubble removed immediately after the air strike.

In the report, Amano urges Syria to cooperate in respect to Dair Alzour, and also calls on Syria to allow the IAEA access to three other Syrian sites under military control whose appearance was altered by landscaping after inspectors requested access to them.Earlier on Monday, the IAEA reported that Iran continues to snub the United Nations and has produced 2.8 tons of enriched uranium, and added that the Islamic Republic refuses to allow UN inspectors into the country, noting it recently took away the rights of two experienced inspectors to monitor Iran’s nuclear projects after they reported that Iran conducted undeclared nuclear experiments. VIENNA – The U.N. atomic agency expressed alarm Monday about Iran's decision to bar some of its inspectors, suggesting that its efforts to monitor the country's nuclear program were suffering as a result.The unusually blunt International Atomic Energy Agency warning was voiced in a restricted report on Iran made available to The Associated Press that otherwise contained few surprises. It followed Iran's recent decision to strip two experienced inspectors of the right to monitor its nuclear activities after the two reported what they said were undeclared nuclear experiments.

The Islamic Republic says the reporting by the two was inaccurate, but the IAEA stands by the findings. And the 11-page IAEA document issued Monday devoted a special section to the complaint, reflecting the importance attached to it by IAEA chief Yukiya Amano.Such a section was included in only one previous report, after Iran stripped the right of dozens of inspectors in 2006 and 2007 — most of them in order to show displeasure over recently passed U.N. Israel’s Prime Minister may soon be able to fly overseas with the same comfort and amenities used by the American president.According to a report in Yediot Aharonot on Sunday, Israel’s Finance Ministry has issued a tender asking commercial airlines to submit offers for Israel’s version of Air Force One, the official call sign of the Boeing aircraft that transports the US President.The decision comes after many years of reliance on El-Al aircraft that are converted into an official plane, by removing seats and installing a bed for the use of the Prime Minister and his wife. A plane is refitted each time the PM has to make an official trip abroad.The tender for Israel’s version of Air Force One calls for offering one of three alternatives: an aircraft exclusively designated for VIP transport with around-the-clock availability, an aircraft that will continue commercial flights but be available for state use at a moment's notice, or a long-term lease with an airline that will be able to configure one of its fleet for state use within 72 hours. Also being taken into consideration is the option of using an Air Force plane, which would be in regular use but be available on 24 hours' notice.According to experts, the Prime Minister's Office will likely choose to sign a contract for alternative number two: a Boeing 767 that will continue to fly regular commercial flights and be converted for state use on short notice. The winning plane will have to offer high availability over the next 15 years and be able to fly at least 10,000 km without having to land for refueling.

The Israeli Air Force One will reportedly feature rooms built into modular platforms and connectable in segments for easy reconfiguration, and will also include sporting amenities. The Israeli Prime Minister will enjoy a personal suite with a bathroom and shower. The plane will feature a business suite for senior officials, a multi-media conference room, encrypted satellite communication gear, an infirmary and special seating for aides and body guards, and measures against to counter shoulder-fired missiles. The plane will be divided into different sections: A VIP section at the front for the Prime Minister, a section similar to the first class section of a commercial jet with 20 reclining seats for the entourage, and a third section with some 80 economy-class seats for security personnel, junior assistants, and the like. The plane will have secure partitions between sections in order to ensure privacy for the Prime Minister.According to the report, companies which have already expressed interest include Israir, Arkia and LeadAir. TANAH KARO, Indonesia – An Indonesian volcano shot black ash three miles (5,000 meters) into the air early Tuesday — its most powerful eruption since springing back to life after four centuries of dormancy.The force of Mount Sinabung's explosion could be felt five miles (eight kilometers) away.This one was really terrifying, said Anissa Siregar, 30, as she and her two sleepy children arrived by truck at an emergency shelter near the base, adding that the whole mountain shook violently for at least three minutes. It just keeps getting worse.The volcano in North Sumatra province erupted last week for the first time since 1600, catching many scientists off guard. With more than 129 active volcanoes to watch, local vulcanologists had failed to monitor it for rising magma, slight uplifts in land and other signs of seismic activity.There are fears that current activity could foreshadow a much more destructive explosion in the next few weeks or months, though it is possible, too, that the mountain will go back to sleep after letting off steam.More than 30,000 people living along the volcano's fertile slopes have been relocated to cramped refugee camps, mosques and churches in nearby villages.But some — like Siregar, the mother who fled with her children — have insisted on returning to the danger zone to check on their homes and their dust covered crops.The government sent trucks to the mountain before Tuesday's eruption to help carry them back to safety.

Galactic Supervolcano Seen Erupting With X-Rays

A galactic supervolcano in the massive galaxy M87 is erupting, blasting gas outwards. The cosmic volcano — driven by a giant black hole in M87's center — is preventing hundreds of millions of new stars from forming. An image, taken by NASA's Chandra X-ray Observatory and the National Radio Astronomy Observatory's Very Large Array, captures the drama in action. [Photo of the galactic supervolcano.]Our results show in great detail that supermassive black holes have a surprisingly good control over the evolution of the galaxies in which they live, said Norbert Werner of the SLAC National Accelerator Laboratory in Melo Park, Calif., who led one of two studies of M87's black hole and its effects. The black hole's reach extends ever farther into the entire cluster, similar to how one small volcano can affect practically an entire hemisphere on Earth.

X-ray galaxy

M87 is about 50 million light-years from Earth and lies at the center of the Virgo cluster, which contains thousands of galaxies. M87 is filled with hot gas that emits X-ray light, which is detectable by Chandra. As the gas cools, it can fall toward the galaxy's center, where it should continue to cool even faster and form new stars.
Yet, radio observations from the Very Large Array suggest that in M87, jets of very energetic particles produced by the black hole interrupt this process. These jets lift up the relatively cool gas near the galaxy's center and produce shock waves in the galaxy's atmosphere from their supersonic speed.Scientists have found that the interaction of this cosmic eruption with the galaxy's environment is very similar to volcanic processes on Earth. In particular, the researchers compared it to the aftermath of the Eyjafjallajokull volcanic eruption, which forced much of Europe to close its airports earlier this year.The energetic particles produced near the black hole rise through the X-ray-emitting atmosphere of the cluster, lifting up the coolest gas near the center of M87 in their wake, similar to the way hot volcanic gases drag up clouds of dark ash.

Galaxy's gas plumes

In M87, the plumes of cooler gas being lifted upward contain as much mass as all of the gas contained within 12,000 light-years of the center of the galaxy cluster. The black hole-powered supervolcano is thus very efficient at blasting the galaxy free of the gas that would otherwise cool and form stars. This gas could have formed hundreds of millions of stars as massive as our own sun, if the black hole had not removed it from the center of the galaxy, said Evan Million, a graduate student at Stanford University in Palo Alto, Calif., and lead author of a second paper to be published about M87.The eruption within M87 that lifted up the cooler gas likely occurred about 150 million years ago, but a smaller eruption only about 11 million years earlier produced the shock wave, the researchers said. The Chandra image was based on an observation lasting almost 7 days.The two papers describing these results will appear in the journal of the Monthly Notices of the Royal Astronomical Society.

GUATEMALA CITY – Searchers on Monday pulled five more bodies from a mud-covered highway where back-to-back landslides buried bus passengers and then the people trying to save them. The deaths raised the confirmed toll from mudslides in Guatemala to 45 as torrential rains pounded the country.Authorities said 25 people are confirmed dead and at least 15 are believed to be still buried beneath the debris in the village of Nahuala, where a first mudslide buried a bus and other vehicles, then a second one turned would-be rescuers into victims.At least 20 others died over the weekend elsewhere as a tropical depression saturated the ground and set off more than a dozen landslides around the country, according to the national disaster agency. The most recent slide, on a highway in northern Guatemala, killed one person and injured 26 on Sunday.In southern Guatemala, meanwhile, rescue workers used motorboats to reach about 100 families cut off by massive flooding in the town of Santa Ana Mixtan. Some residents sat on their roofs waiting to be evacuated, while others tried to drag bundles of their belongings through neck-deep water.In Nahuala, emergency crews and villagers rushed to the Inter-American highway on Saturday, picks and shovels in hand, after radio reports of the deadly slide — only to be swamped by the second cascade of rock and earth.Search and rescue efforts were suspended Sunday for fear that the mountainside could give way yet again, but digging resumed Monday with heavy machinery and fewer workers, said Sergio Cabanas, a Civil Protection director.Of the 100 people originally searching for bodies and survivors, only 33 remained, all of them soldiers and firefighters, Cabanas said.

MIAMI (Reuters) – The remnants of Tropical Storm Gaston look very likely to strengthen again as a tropical cyclone in the Atlantic and could threaten the Caribbean's Leeward Islands in coming days on a westward track, U.S. forecasters said on Sunday.The National Hurricane Center gave Gaston, which weakened to a remnant low-pressure area on Thursday soon after becoming a tropical cyclone, an 80 percent chance of redeveloping over the next 48 hours.An area of low pressure over the extreme southwestern Gulf of Mexico became a tropical depression on Sunday night with top sustained winds of 30 miles per hour, the Miami-based hurricane center said. The depression could strengthen to a tropical storm on Monday as it moves northwestward inland.The Mexican government issued a tropical storm warning for the Gulf coast from Tampico to the border with Texas.If they become tropical storms, these systems could be the new focus of weather concern in a recent flurry of 2010 Atlantic hurricane season activity, which saw Hurricane Earl brush the U.S. East Coast last week before coming ashore in Canada on Saturday and fizzling out.

MONTREAL (AFP) – Earl lost its tropical storm status over Canada, US government forecasters announced, but the storm still left one person dead and nearly one million people without power in northeastern Canada.The storm also menaced the US East Coast but left it largely undamaged. Earl is now post-tropical, and weakening is expected during the next 48 hours, the Miami-based National Hurricane Center said.

Early Sunday, the center of the storm was located 180 miles (295 kilometers southwest of Mary's Harbour, in the Canadian region of Labrador, the NHC said.It was packing sustained winds of 65 miles (100 kilometers) an hour and moving north-northeast at 46 miles (74 kilometers) an hour.The center of the storm made landfall in southern Nova Scotia shortly after 11:00 am (1400 GMT) on Saturday, but the Canadian Hurricane Centre (CHC) later said its strength steadily fell as it buffeted the craggy coastline.Although weakened, Earl still pounded Halifax, the region's largest city, with high winds and rain.By late afternoon, one man was killed after falling off his boat in Nova Scotia and some 210,000 homes and 940,000 people in the region were without power.Greater Moncton International Airport canceled all flights Saturday, and Halifax Stanfield International Airport was under partial operation.

SUKKUR, Pakistan – As the disastrous floods recede in Pakistan, something new is rising: suspicions and rumors that powerful officials and landowners used their influence to divert water away from their property and inundate the villages and fields of millions of poor Pakistanis.The claims are difficult to verify and in some cases may be exaggerated. Yet they have spread like wildfire across the waterlogged countryside, further outraging many flood victims already upset at the government's failure to provide enough food, clean water and shelter.One of the risks is that Islamist militants could seize on growing anger to increase support for their war against the state. Even before the floods, many Pakistanis harbored a deep mistrust toward their government and the landowning elite.The politicians and the rich and powerful just sacrificed the people, said 30-year-old farmer Mohammed Yousuf, who lost his home and 11 cattle last month when floodwaters surging down the Indus River swept across southern Sindh province.The floods, which were triggered by extremely heavy monsoon rains in the northwest at the end of July, have killed more than 1,600 people across Pakistan and affected some 17 million others. At its peak, the flood covered one-fifth of the country — an area larger than England.Many people suspect powerful Pakistanis were able to manipulate the flow of water by influencing which levees were breached. Levees are tall dirt and rock embankments meant to prevent a river from overflowing and can be intentionally breached using explosives or heavy machinery.

It was impossible to verify the validity of the different accusations, but it was clear that many of the allegations were being leveled at the powerful by the largely powerless.Outrage has been especially pronounced in northern Sindh where hundreds of thousands of people — including Yousuf — watched floods swamp their fields and destroy their homes as the lands of a federal minister on the opposite side of the Indus remained dry.Many of these flood victims are convinced Labor Minister Khursheed Shah pushed the government to deliberately breach a levee upriver to save his property. The water that surged through the Tori Bund levee inundated dozens of villages and towns west of the river, an area that is more densely populated than the eastern side, where Shah's lands are located.Khursheed Shah is a tyrant! shouted Masood Ahmed, a 25-year-old vegetable vendor in Karampur, a town near the western bank of the Indus that was entirely surrounded by water. He is the enemy of humanity!
The labor minister denied any wrongdoing and Sindh Irrigation Minister Jam Saifullah Dharejo has said Tori Bund was not breached by the government but ruptured when water flowing down the Indus surged unexpectedly.Residents said they were unprepared for the sudden influx of water because they had assumed authorities would breach the Ali Wan levee on the eastern bank just as they had done when floods threatened the area in 1976 — a move they accused Shah of opposing.I had to choose between saving my family or my cattle, said Shafi Mohammed, 30, sitting beneath a makeshift shelter beside a road near Karampur. He rescued his wife and six children but lost his home, most of his possessions and two of his five water buffalo.Noor Mohammad Baloch, an engineer and former chairman of Pakistan's Indus River System Authority, supported the government's explanation of the Tori Bund breach and said it reduced the water pressure enough so that the Ali Wan levee could remain intact.But flood victims dismissed the explanation and demanded an independent investigation.There was more controversy as high water headed farther west. Mir Zafarullah Khan Jamali, a former prime minister, criticized members of the Sindh government for breaching a levee to divert water toward Baluchistan, Pakistan's poorest province.The decision saved the city of Jacobabad, with about 300,000 residents, and a nearby air base, but it swamped homes and fields of 1 million people in Baluchistan.If it's a national calamity, we bow down our heads in front of the almighty, but if it is mismanagement, let an inquiry be held, said Jamali.

Farther north, lawmaker Jamshed Dasti from Muzaffargargh district in central Punjab province accused two powerful landowning families — the Khosas and the Hanjras — of persuading authorities not to breach levees on the western side of the Indus that would have swamped their property. As a result, water broke through a levee on the eastern side of the river and inundated much of Muzaffargargh, a more densely populated area of some 3 million people, he said. They wouldn't care even if thousands of people had died, said Dasti, who is seen as a champion of the poor in a district dominated by landowners. Their only interest is to secure their lands. They treat common people as animals.Ali Ahmad, a farmer in the town of Sanawan in Muzaffargargh, said the flooding caught people by surprise because everyone expected the water to be directed to the western side of the river. But one morning at around 5 a.m. we woke up to a chaotic situation, Ahmad said. There was water everywhere and we had to run to safety.The two landowning families have denied Dasti's allegations, saying the decision about which levees should be breached was a technical matter that was decided independently by the government. DENVER – A wind-driven wildfire in the rugged Colorado foothills spread across 5 1/2 square miles Monday, destroying an unknown number of homes and triggering the evacuation of 1,000 others, authorities said.

No injuries have been reported.

Authorities didn't immediately know how many structures burned down. But at least some were houses, including four that belonged to firefighters battling the blaze, said Laura McConnell, a spokeswoman for the fire management team.

Video from KUSA-TV showed at least one home engulfed in flames.

The fire started Monday morning in Four Mile Canyon northwest of Boulder, and erratic winds gusting to 45 mph spread the flames quickly, sometimes in two directions at once.About 100 firefighters were on the scene, and the winds calmed enough by late afternoon that three aerial tankers could start dropping fire retardant before darkness.Some crews remained at the fire through the night. Four more aerial tankers were requested to join the fight Tuesday morning.At least a half-dozen roads in the area were closed, and a billowing, white plume of heavy smoke was visible for miles before sunset. County health officials advised residents to stay indoors if the smoky air became irritating.The fire's cause was unknown. Officials said it was too early to say how much, if any, of the fire was contained.Boulder County sheriff's Cmdr. Rick Brough said the fire moved quickly through difficult country.It's very rocky, hilly, mountainous terrain, he said.

CHRISTCHURCH, New Zealand – A sharp series of about 20 aftershocks rattled New Zealand's earthquake-hit city of Christchurch overnight, and earthquake experts warned Tuesday that another powerful temblor might hammer the region in coming days.

The weekend's powerful 7.1-magnitude earthquake smashed buildings and homes, wrecked roads and disrupted the central city, though nobody was killed and only two people were seriously injured — which authorities attributed to good building codes and the quake's early-morning timing.It was as strong as the earthquake in Haiti earlier this year, which caused widespread devastation and is estimated to have killed approximately 230,000 people, Prime Minister John Key said Tuesday. Although no one lost their life ... families have been traumatized and lost their valued possessions.
The city center remained cordoned off by troops Tuesday, with only building owners and workers allowed in to begin clearing up the mess — with much of the center taking on the mantle of a ghost town.More than 100 aftershocks, ranging from magnitude 3.2 to 5.4, have rocked the region since Saturday's major quake.Overnight, about 20 shocks including two of magnitude 5.4 rattled the city, and quake experts said aftershocks likely will continue for several weeks — and the worst of them may be yet to come.It is still possible that we'll have a magnitude-6 in the next week, and people ought to be aware of that, particularly if they are around structures which are already damaged, said Ken Gledhill, a monitor at the geological agency GNS Science. TEHRAN, Iran – The lawyer for an Iranian woman sentenced to be stoned on an adultery conviction said Monday that he and her children are worried the delayed execution could be carried out soon with the end of a moratorium on death sentences for the Muslim holy month of Ramadan.In an unusual turn in the case, the lawyer also confirmed that Sakineh Mohammadi Ashtiani was lashed 99 times last week in a separate punishment meted out because a British newspaper ran a picture of an unveiled woman mistakenly identified as her. Under Iran's clerical rule, women must cover their hair in public. The newspaper later apologized for the error.With the end of Ramadan this week, the mother of two could be executed any moment, said her lawyer, Javid Houtan Kian.The sentence was put on hold in July after an international outcry over the brutality of the punishment, and it is now being reviewed by Iran's supreme court.Ashtiani was convicted in 2006 of having an illicit relationship with two men after the murder of her husband the year before and was sentenced at that time to 99 lashes. Later that year, she was also convicted of adultery and sentenced to be stoned, even though she retracted a confession that she says was made under duress.The possibility of stoning still exists, any moment, Kian told The Associated Press. Her stoning sentence was only delayed; it has not been lifted yet.

Italy is among several countries pressing for Iran to show flexibility in the case. The country's foreign minister, Franco Frattini, said the Italian ambassador in Iran met with authorities in Tehran who confirmed to us that no decision has been made about the stoning sentence.I interpret that in the sense that the stoning, for now, won't take place, Frattini said in an interview on Italian state TV.After putting the stoning sentence on hold, Iran suddenly announced that the woman had also been brought to trial and convicted of playing a role in her husband's 2005 murder. Her lawyer disputes that, saying no charges against her in the killing have ever been part of her case file.In early August, Iranian authorities broadcast a purported confession from Ashtiani on state-run television. In it, a woman identified as Ashtiani admits to being an unwitting accomplice in her husband's killing.

Kian says he believes she was tortured into confessing.In the latest twist, authorities are said to have flogged her for the publication of a photo of a woman without her hair covered in the Times of London newspaper. The woman in the photo was misidentified as Ashtiani.She was lashed on Thursday, Kian said, citing information from a fellow prisoner who was released last week. JERUSALEM – Israel's hard-line foreign minister said Monday that his party will try to block any extension of Israel's settlement slowdown, a move that could derail the recently launched Mideast peace negotiations.Avigdor Lieberman said the Israeli government must keep its promise to voters that the 10-month slowdown, declared last November under U.S. pressure in order to draw the Palestinians to the negotiating table, will end as scheduled at the end of the month.The Sept. 26 deadline is a challenge for the fragile talks launched in Washington last week. The Palestinians say they will quit the talks if settlement construction accelerates, but not ending the slowdown could potentially bring down the Israeli government. Prime Minister Benjamin Netanyahu has yet to say how he will handle the deadline.A promise is a promise, Lieberman told Israel Radio. We will not agree to any extension.I promise that if there's a proposal that we don't accept it will not pass, he added.

Lieberman's Yisrael Beitenu party is a key member of Israel's governing coalition, which is led by Netanyahu's Likud party.It holds 15 seats in parliament, making it the second-largest member of the coalition and giving it the ability to rob the government of its parliamentary majority if it pulls out. Other coalition partners, and members of Netanyahu's own party, also favor resuming construction.In a sign that compromise was possible, however, Lieberman told the daily Yediot Ahronot that he would not quit the coalition even if he does not get his way.We will not leave or bring down the government. We will fight from the inside for what we believe, he told the paper.At the summit marking the relaunch of peace talks in Washington last week, Netanyahu used unusually warm language about the Palestinian leadership and the chances for peace. But the Israeli foreign minister has been vocal in his pessimism.Speaking to diplomats in Jerusalem on Monday, Lieberman said the stated goal of the talks — a peace agreement within one year — was unrealistic.The Israeli government says construction in settlements continued during previous rounds of peace talks, and that building does not compromise a future deal.Lieberman's party ran on a platform that questioned the loyalty of Israel's one-fifth Arab minority, and Lieberman, known for blunt and often unpredictable language, is perhaps Israel's most polarizing politician. A resident of a West Bank settlement himself, he has absented himself from active involvement in the peace talks, which are being conducted by Netanyahu's office.

Vice Prime Minister Silvan Shalom, a prominent member of Netanyahu's party, said extending the slowdown would pose a huge danger to the coalition.Within the coalition, there is a huge majority against it, Shalom told reporters late Sunday. He said the issue could only be resolved through negotiations.Netanyahu is seeking a way to get through the Sept. 26 deadline without dismantling his coalition, alienating the Palestinians or angering the U.S. administration, which is backing the talks and has invested time and political capital in their success.Netanyahu is slated to meet Palestinian President Mahmoud Abbas for a second round of talks next week in Egypt and Jerusalem. U.S. Secretary of State Hillary Clinton is also scheduled to attend.About 300,000 Israelis live in West Bank settlements, among the territory's some 2.5 million Palestinians. In addition, almost 200,000 Israelis live in east Jerusalem, the section of the holy city claimed by the Palestinians. The Palestinians and the international community say the settlements are obstacles to peace because they eat up land the Palestinians want for a future state. The slowdown has cut the construction in the settlements, though the extent of the drop is the subject of disagreement. According to official government statistics released last week, a total of only five new building projects were begun in settlements in the first half of 2010, compared to 673 in the first half of 2009.

Israeli advocacy groups tracking settlement construction dispute those numbers. The group Peace Now says building has begun on around 450 new housing units since the slowdown went into effect last November, around 300 of them in violation of the terms of the freeze. Peace Now says those numbers mark a drop of about 50 percent in new projects. Settlement expert Dror Etkes said government statistics show the number of units under construction overall in the first quarter of this year was 2,517, a drop of only 15 percent compared to the last quarter of 2009.Groups critical of settlement building say if the slowdown is revoked now it will have had nearly no effect on settlement construction in the long term. US artists support Israelis' settlement protest

JERUSALEM – A dovish U.S. Jewish group says more than 150 film and theater artists have signed a letter of support for Israeli actors who refused to perform in a West Bank settlement.The names on the letter include Oscar-winning actress Vanessa Redgrave, Cynthia Nixon of Sex and the City and playwright Tony Kushner. It was organized by the Jewish Voice for Peace.A group of Israeli actors sparked a vocal debate in Israel last month when they said they would refuse to perform at a new theater in the settlement of Ariel. They aimed to protest Israeli control of the West Bank.The actors' boycott drew support from a group of 150 Israeli academics and dozens of authors, including well-known writers Amos Oz and David Grossman.
