Loony Left's flotilla way off course

Once again, the loony Left is jumping at the chance to demonize Israel, this time with a ridiculous plan to organize a Canadian flotilla to try to break Israel’s blockade of terrorist-run Gaza.Where were these assorted peaceniks and naive social activists over the years as thousands of rockets were fired into Israel by Hamas and Hezbollah thugs? Where was the comfort for the families of all the Israelis killed, injured or maimed for life by neighbouring genocidal cheerleaders? How many peaceniks made common cause with the truly vulnerable by hunkering down with Israelis in bomb shelters to experience what it’s like to be under constant attack?

The incredible irony of the Turkish ship that tried to break the Israeli blockade of Gaza earlier this year is that the people in Gaza aren’t starving. They’re ruled by terrorists but they don’t have to eat tree bark and weeds to stay alive.Not like, say, the North Koreans, many of whom are literally starving to death. Theoretically, at least, the people in Gaza can vote Hamas out if they want to lead more normal lives. Not so with the poor North Koreans, who have been stuck with a dysfunctional dynasty of lunatic dictators, the latest being eternal president Kim Jong-il.Where’s the flotilla to save the oppressed North Koreans? Why isn’t the Canadian Union of Postal Workers, which is so gung-ho about a Canadian boat heading to Gaza, organizing a campaign to send food to North Korea? One wonders, too, when we’ll see a protester-packed flotilla on its way to Darfur to demonstrate against the slaughter of hundreds of thousands of tribal minorities by bloodthirsty militias backed by the racist Sudanese government. I await the cries of dismay from the loony Left over the terrible violence in the Democratic Republic of Congo, where untold thousands of women have been raped.

So worried are the peaceniks about the fate of Gazans that they apparently haven’t given a thought to the terrible persecution of the Kurds by Turkey over the years. A Turkish ship bound for Gaza to help the poor Palestinians was a cause celebre. But, for years, there has been a curious silence about how badly Turkey has treated its minority Kurds.Tens of thousands of Kurds have been killed and hundreds of thousands illegally displaced over the years as Turkey fought to repress the Kurds. Many other Kurdish activists simply disappeared without a trace.The criminalization of opinion remains a key obstacle to the protection of human rights in Turkey,Human Rights Watch observed in its 2010 world report.Der Spiegel recently published a story saying German experts believe Turkish forces used banned chemical weapons in the killing of eight Kurdish rebels in 2009. Why is there no outrage from peace activists about this? When will the Canadian Union of Postal Workers be organizing a

letter-writing campaign to Turkey’s leaders to demand an explanation?

Lastly, why has the loony Left expressed no concern about how badly the Palestinians are treated in Lebanon, where they have largely been kept in refugee camps for 60 years and denied good jobs? The Palestinians there can’t expand existing camps or build new ones. Where’s the flotilla for them? There’s no flotilla because it’s a very hypocritical world, notes Aurel Braun, an international relations prof at the University of Toronto. The (Gaza) flotillas are not about food. Law enforcement agencies in Washington D.C. have begun to use technology that they say can predict when crimes will be committed and who will commit them, before they actually happen.The Minority Report like pre-crime software has been developed by Richard Berk, a professor at the University of Pennsylvania.Previous incarnations of the software, already being used in Baltimore and Philadelphia were limited to predictions of murders by and among parolees and offenders on probation.According to a report by ABC News, however, the latest version, to be implemented in Washington D.C., can predict other future crimes as well.When a person goes on probation or parole they are supervised by an officer. The question that officer has to answer is what level of supervision do you provide? Berk told ABC News, intimating that the program could have a bearing on the length of sentences and/or bail amounts.The technology sifts through a database of thousands of crimes and uses algorithms and different variables, such as geographical location, criminal records and ages of previous offenders, to come up with predictions of where, when, and how a crime could possibly be committed and by who.The program operates without any direct evidence that a crime will be committed, it simply takes datasets and computes possibilities.

People assume that if someone murdered then they will murder in the future, Berk also states, But what really matters is what that person did as a young individual. If they committed armed robbery at age 14 that’s a good predictor. If they committed the same crime at age 30, that doesn’t predict very much.Critics have urged that the program encourages categorizing individuals on a risk scale via computer mathematics, rather than on real life, and that monitoring those people based on such a premise is antithetic to a justice system founded on the premise of the presumption of innocence.

Other police departments and law agencies across the country have begun to look into and use similar predictive technologies. The Memphis Police Department, for example uses a program called Operation Blue CRUSH, which uses predictive analytics developed by IBM.Other forms of pre-crime technology in use or under development include surveillance cameras that can predict when a crime is about to occur and alert police, and even neurological brain scanners that can read people’s intentions before they act, thus detecting whether or not a person has hostile intent.It is not too far fetched to imagine all these forms of the technology being used together in the future by law enforcement bodies.The British government has previously debated introducing pre-crime laws in the name of fighting terrorism. The idea was that suspects would be put on trial using MI5 or MI6 intelligence of an expected terror attack. This would be enough to convict if found to be true on the balance of probabilities, rather than beyond reasonable doubt.The government even has plans to collect lifelong records on all residents starting at the age of five, in order to screen for those who might be more likely to commit crimes in the future.Another disturbing possibility for such technology comes in the form of a financial alliance of sorts between Internet search engine giant Google and the investment arm of the CIA and the wider U.S. intelligence network.

Google and In-Q-Tel have recently injected a sum of up to $10 million each into a company called Recorded Future, which uses analytics to scour Twitter accounts, blogs and websites for all sorts of information, which is used to assemble actual real-time dossiers on people.The company describes its analytics as the ultimate tool for open-source intelligence and says it can also predict the future.Recorded Future takes in vast amounts of personal information such as employment changes, personal education and family relations. Promotional material also shows categories covering pretty much everything else, including entertainment, music and movie releases, as well as other innocuous things like patent filings and product recalls.

Those detached from any kind of moral reality will say If you’ve got nothing to hide then what is the problem with being scanned for pre-crime? If it keeps us all safe from murderers, rapists and terrorists I’m all for it.How far towards a literal technological big brother police state will we slip before people wake up to the fact? Will the High Court Order Destruction of Mosques?

Two mosques in Judea and Samaria may soon be ordered to be torn down by Israel’s High Court. Ironically enough, this decision may actually come about as a result of many appeals by a left-wing organization dedicated to assisting Arabs.The Yesh Din organization was established in March of 2005 and is comprised of volunteers who, as its website states, have organized to oppose the continuing violation of Palestinian human rights in the Occupied Palestinian Territory. The organization’s mission, as stated on its website, is to achieve a long-term structural improvement in the human rights situation in the OPT.Yesh Din is run by volunteers yet also receives guidance from a team of lawyers, human rights experts and media consultants. Among its board members are former MK Shulamit Aloni, former Tel Aviv Mayor Shlomo Lahat, and former Deputy Attorney General Yehudit Karp.One year ago, Yesh Din appealed to Israel’s High Court on behalf of two Arabs who opposed the building of a synagogue in Ma’ale Shomron. The same day the appeal was filed, the court issued an interim order which prevented the construction of the synagogue. The residents of Ma’ale Shomron, however, were unaware of the court order and continued to build the synagogue, only finding out about it after a Torah scroll had already been dedicated and the synagogue had begun to be regularly used. The residents honored the court decree and ceased all construction on the synagogue.

Despite the fact that the residents honored the court order once they became aware of it, Yesh Din pressured the State Attorney’s Office into deciding that the court order was violated and as such the synagogue must be sealed off within 60 days. Attorney Doron Nir-Tzvi, who represents the residents, argued on the other hand that no proof was brought forward showing that the court order was indeed violated, and that no such proof could exist, as the court order was not directed at the residents who were not a side in the appeal. Nir-Tzvi explained that the neighborhood is 10 years old and is located on state-owned land. The synagogue, said Nir-Tzvi, was built in an area designated for public buildings. About a month ago, a Supreme Court Judge ordered the state to hold back any tearing down or sealing off of the synagogue.Meanwhile, the Regavim advocacy group has presented a counter-appeal to Yesh Din’s appeal, in which it requests that two mosques that have been illegally built on state-owned land and with no permit, be destroyed. One of the mosques is located in an Arab village north of Beit El, and the second one is located near Yitzhar.According to Attorney Amir Fisher who represents Regavim, the two mosques were built adjacent to housing units in Jewish neighborhoods, making them both illegal as well as a threat to residents’ security. The appeal requests that the Supreme Court instruct the State of Israel to explain why the mosques should not be destroyed.The Civil Administration ordered two months ago the destruction of the mosque near Beit El, yet the mosque has not been destroyed. Fisher said that the destruction of the mosque, as he was told in response to his appeal, is in the hands of the decision makers according to the priorities determined by them periodically.

He added that under the same priorities, the Civil Administration has refrained from destroying 30,000 Arab buildings which have been built without permits. He believes that citing priorities as the determining factor of when the mosque will be destroyed, means that there is no intention of ever destroying it. The Civil Administration's response indicates contempt towards the petitioners and a complete and unreasonable disregard for their claims of the danger hovering over the residents of the community of Beit El, when construction of the mosque is complete and it is populated,said Fisher.How can one presume to enforce the law equally in the Judea and Samaria, when the Administration inspectors do not enforce the law against huge public buildings, which have been established next to Jewish villages in a location which endangers residents? asked Fisher, and added that the Palestinian Authority’s plan to take over Israeli lands in Judea and Samaria is well-known, and has been publicly stated in the media by its Prime Minister Salam Fayad. Part of this plan, explained Fisher, is to establish large public buildings throughout Judea and Samaria, and to later use the buildings in future territorial arguments between Israel and the PA. The desire of the PA, explained Fisher, is to determine such arguments in a one-sided manner and present Israel with grounded facts.(IsraelNationalNews.com)

We cannot see a solution to the Palestinian issue when the Palestinians have been driven out to other countries, while occupiers and invaders have come from other countries (to Palestinian territories), Mehmanparast said.Israeli Prime Minister Benjamin Netanyahu and Palestinian president Mahmud Abbas have accepted a US invitation to relaunch direct peace negotiations in Washington on September 2 following a 20-month hiatus.The Palestinians insist talks should lead to the creation of an independent state, and sought an Israeli freeze on settlement activity for the talks to resume.Netanyahu has made it clear there should be no preconditions for the talks.The Islamic Republic of Iran does not recognise Israel and relations between the two have deteriorated under the presidency of Mahmoud Ahmadinejad, who has infuriated Western countries by claiming that the Holocaust was a myth.Israel, believed to be the sole nuclear weapons holder in the Middle East, has never ruled out a military strike against Tehran to stop its controversial atomic programme.

NEW YORK – Supporters of a Greek Orthodox church destroyed on Sept. 11 say officials willing to speak out about a planned community center and mosque near ground zero have been silent on efforts to get the church rebuilt.But the World Trade Center site's owner says a deal to help rebuild St. Nicholas Greek Orthodox Church was offered and rejected, after years of negotiations, over money and other issues.
Though the projects are not related, supporters — including George Pataki, New York's governor at the time of the Sept. 11 attacks — have questioned why public officials have not addressed St. Nicholas' future while they lead a debate on whether and where the Islamic cultural center should be built.What about us? Why have they forgotten or abandoned their commitment to us? asked Father Alex Karloutsos, assistant to the archbishop of the Greek Orthodox Archdiocese of America. When I see them raising issues about the mosque and not thinking about the church that was destroyed, it does bother us.In an effort to deal with the furor over the planned location of the Islamic center, Gov. David Paterson has suggested that state land farther away from ground zero be used. He was scheduled to meet with New York Archbishop Timothy Dolan on Tuesday to discuss the Park51 project, which is planned for two blocks north of the 16-acre World Trade Center site.Rather than focus his attention on the mosque, Gov. Paterson should step in right away to ensure that the state of New York and the Port Authority uphold the agreement with the Greek Orthodox church so this project can go forward without further delay, state Sen. Dean Skelos said Monday.

Paterson declined to comment on the issue.

The 300-member congregation lost its 90-year-old parish just south of the World Trade Center when the twin towers collapsed on Sept. 11, 2001, leaving only a handful of artifacts that were removed from the rubble, including a small bell and cross, a crucifix and wax candles that had not melted.Leaders of the church and the Port Authority of New York and New Jersey — the agency that owns ground zero — have spent years negotiating a deal that would let the church rebuild on land a bit farther south than the 1,200-square-foot lot it sat on, in exchange for financial help to rebuild it.The agency said the church stopped negotiating after rejecting an offer in 2008 of $20 million in financing, plus up to an additional $40 million to cover costs related to the construction of a parking lot underneath the church.Port Authority officials said the church wanted final approval on the design of the parking lot and the potential for an additional $20 million in public money. The agency said it made a final offer in 2009 that was rejected.St. Nicholas Church continues to retain the right to build on its original location, the agency said in a statement Monday. It said work could begin in 2013 if the church helped finance it.

Karloutsos, the archbishop's assistant, denied that any offer had been rejected, instead saying that Port Authority pulled the deal and has since ignored the church's attempts at dialogue. This is about the Port Authority reneging on a promise, he said.Pataki, who as governor promised that St. Nicholas would be rebuilt after the 2001 attacks, said Monday that the Port Authority needed to reach out to church officials.It's just wrong that the rebuilding of St. Nicholas Church, which was there, which was part of the master plan ... has basically been ignored, he said.

George Demos, a Long Island Republican congressional candidate seeking to unseat Rep. Tim Bishop, said he wrote President Barack Obama a letter lobbying for the church.All of our political leadership seems intent on assisting the mosque, at the same time they have taken no steps to make sure St. Nicholas is rebuilt,he said.Both Demos and Pataki are opposed to building an Islamic center and mosque at a building two blocks north of the World Trade Center site. The uproar over the proposed $100 million center has become a national campaign issue and led hundreds to rally in front of ground zero over the weekend. Critics of the project say it's an affront to the memories of the more than 2,700 people killed at ground zero on Sept. 11 to locate the center so close to the site. Proponents say accepting the center respects religious freedom and tolerance.

DUBAI, United Arab Emirates – On the streets of lower Manhattan, there's no mistaking how the passions flow: One side saying its their patriotic duty to block a planned Islamic center and the other insisting America cannot curtail freedoms as revenge for the Sept. 11 attacks.But in the Middle East — where the imam spearheading the plans is now touring on a U.S.-funded outreach mission — the proposed mosque and community center near the former World Trade Center towers is viewed in less stark tones.Much of it circles back to what the showdown says about Islam's identity in the West, theories about the roots of Islamophobia or even whether the plans in New York are worth the fight.Mideast commentators argue that many in the region view the clash as a wholly American spectacle — about political posturing and the lingering wounds of 9/11 — that distracts from genuine troubles such as Iran's growing clout or Israel's pressure on Gaza.The mosque is not an issue for Muslims and they don't care about it being built, wrote Saudi columnist Abdel Rahman Rashed in the pan-Arab Asharq al-Awsat newspaper.Some Muslims would even consider building a mosque there would be a permanent reminder of the acts of terrorists, who carried out their crime in the name of Islam, he added.Despite the power of the 9/11 memories, other Muslim struggles in the West have brought far greater public outcry in the Middle East — such as Switzerland's ban on new minaret construction and the growing European moves to outlaw burqas and other Islamic coverings.

There is indifference, complained Sheik Fawzi el-Zefzaf, a member of Egypt's Islamic Scholars Association. The Arab and Muslim worlds should be supporting the imam, he said, referring to Imam Feisal Abdul Rauf, whose Cordoba Initiative is behind plans for the $100 million, 13-story project about two blocks from where the Twin Towers once stood.Rauf plans to travel Tuesday to Qatar — home of the influential Al-Jazeera television network — as part of a State Department-funded trip that began last week in Bahrain. Rauf has avoided any extensive comments of the New York project. Instead, he has stuck closely to less-volatile subjects such as battling extremism and Islam's compatibility with the U.S. Constitution and other Western values of freedom and open debate.In an interview with Bahrain's Al Wasat newspaper published Monday, Rauf said he was trying to reach out to Islamic scholars to urge Muslims worldwide to become more effective members of their communities and have complete nationalism — apparently meaning integration with local laws and standards.

He stressed that Muslims can remain faithful as well as actively engaged in the affairs of the countries where they live.I see that every religious community faces challenges, but the real challenge lies in keeping true to the core values of the faith and how to express these values in a specific time and place,the imam was quoted as saying.But Rauf's refusal to publicly answer questions about the New York mosque on his 15-day Mideast trip stands in stark counterpoint to the scenes Sunday near Ground Zero.Hundreds of demonstrators squared off — sometimes in nose-to-nose confrontations. Rauf's wife, Daisy Khan, said the rage against the project is like a metastasized anti-Semitism.Fear is back, with a vengeance, wrote James Zogby, president of the Arab American Institute in a commentary published in The National, which is supported by Abu Dhabi's government.It rules the street and we have every right to be concerned. Two professors at Al-Azhar, Sunni Islam's leading scholarly institution, stated in a widely read editorial in the Egyptian daily Al-Masry Al-Youm, that the real damage has been to the international perception of Islam since the New York battles can only end up reinforcing the memory of 9/11. From Kuwait, Egyptian publisher Ahmed el-Adly said Muslims' image in the West has been ravaged time and again after 9/11 and other jihad-inspired attacks in London, Madrid and elsewhere. He wondered if the New York mosque proposal is the right goal at the right time. US mindful of Palestinian stand on settlements

WASHINGTON (AFP) – The United States said Monday it is mindful of the Palestinian call for Israel to halt settlements, but stopped short of saying it will back such a demand at new peace talks here next month.In the West Bank town of Ramallah, Palestinian chief negotiator Saeb Erakat warned earlier in the day that Israel must chose between settlements or peace when direct negotiations resume in Washington.In the first direct talks between the two sides in 20 months, Palestinian leader Mahmud Abbas and Israeli Prime Minister Benjamin Netanyahu will meet in Washington on September 2 with US Secretary of State Hillary Clinton.The issue of settlements, the issue of the moratorium... has been a topic of discussion and will be a topic of discussion when the leaders meet with Secretary Clinton on September 2, State Department spokesman Philip Crowley said.When she announced Friday the resumption of the peace talks, Clinton said the negotiations will take place without conditions, or without Israel having to heed the Palestinian call to halt settlements.In a letter to the European Union, Palestinian president Mahmud Abbas expressed fears about the impact on peace talks if Israel resumes settlements, particularly in East Jerusalem, which is not part of an Israeli moratorium.It also remains to be seen whether Israel will renew a 10-month moratorium on settlement construction in the West Bank that it imposed in November last year.

The move, attacked by Ramallah as disingenuous, as it excluded public buildings and construction in East Jerusalem, ends on 26 September.Mr Netanyahu for his part told ministers of his right-wing Likud party on Sunday that the end-date to the partial freeze will be adhered to, giving the freshly announced direct peace talks, which are due to begin 2 September, a very brief window to achieve results unless there is pressure from the US, EU and other members of the quartet to convince Israel to extend the moratorium.The Israeli leader said he believed that if Ramallah is a real partner, then peace could be achieved.If we find we have a real partner on the Palestinian side, an honest and earnest partner in negotiations that will need both sides to make the necessary steps - not just the Israeli side but also the Palestinian side - if we find we have a partner like that, we can soon reach a historic peace agreement between the two peoples.He set out three elements of a final agreement: realistic security arrangements, recognition of Israel as a Jewish state and an end to the conflict. We all want to see a two-state solution with the State of Israel and an independent, democratic, contiguous and viable State of Palestine, living side by side in peace and security with each other and their neighbours.Hamas, the governors of the Gaza Strip and excluded from the talks, have called the negotiations a waste of time, however.Hamas is not against the principle of negotiation. But is Israel really interested in making these talks successful? Ghazi Hamad, the group's spokesman, told EUobserver. We need Israel to say from the outset: We are an occupying force; all 1967 borders are not part of Israel and we are ready to give up, to withdraw from these territories.Mr Hamad said that Israel will use the talks to consolidate its hold over East Jerusalem.But Israel will say: Jerusalem is our capital. Jericho is part of Israel. We have to keep a security zone in the West Bank. We have to keep building the wall and to keep our border checkpoints.This means they are wasting time.

The EU and the Quartet want to impose some conditions on Hamas, like recognition of Israel and renunciation of violent resistance [as a pre-condition to including it in the talks]. It's not fair - when they ask Hamas to recognise Israel but do not ask Israel to recognise the Palestinian state. How can victims be asked to give recognition to the thief? How? The militant Islamist Hamas was joined in its scepticism by anti-corruption campaigner and critic of the Palestinian Authority Mustafa Barghouti.In a statement last week he criticised the new talks for not containing clear terms of reference, a timetable, a binding mechanism for implementation, an active role from the international community, American or other international guarantees, and a firm Israeli commitment to international law and UN resolutions.Mr Barghouti, a popular democracy activist that rejects both autocracy and corruption of the governing Fatah party, nor the fundamentalism of Hamas warned that the talks' terms of reference should have be based on international law and UN resolutions.He said he feared the talks would result in an even larger failure than that of the Camp David negotiations, 17 years ago.

JERUSALEM – The U.N.'s atomic watchdog chief held talks with Israeli officials Tuesday in what was expected to be an effort to push the country to open its secretive nuclear program to international scrutiny.Yukiya Amano's low-profile visit to Israel comes ahead of the International Atomic Energy Agency's September board meeting and general conference. Israel will likely be a central topic at the meeting, at which Arab countries are expected to continue a recent push for more scrutiny of Israel's nuclear capabilities.Israel refuses to confirm it possesses a nuclear arsenal, following a long-standing policy it terms nuclear ambiguity. But it is widely considered to be the Mideast's only nuclear power.During the two-day visit, Amano was set to hold talks with Cabinet ministers in charge of atomic energy and strategic affairs, as well as with President Shimon Peres, Israeli officials said.

He was not slated to meet Prime Minister Benjamin Netanyahu.

The officials said talks were expected to focus on the desire by the U.N.'s Vienna-based watchdog, the IAEA, to see Israel join the Nuclear Nonproliferation Treaty. The officials spoke on condition of anonymity because Amano's schedule was not officially announced.Earlier this year, The Associated Press learned that Amano had sent a letter soliciting proposals from the agency's 151 member states on how to persuade Israel to sign the nonproliferation treaty.The latest pressure has put the Jewish state in an uncomfortable position. It wants the international community to take stern action to prevent Iran from getting atomic weapons but at the same time brushes off calls to come clean about its own nuclear capabilities.In Vienna, IAEA spokesman Ayhan Evrensel said Tuesday only that Amano would exchange views on issues of mutual interest while in Israel.Amano replaced the IAEA's former chief, Nobel Peace Prize laureate Mohamed ElBaradei, in December.

Kuwait concerned over Iran's Bushehr nuclear plant

KUWAIT CITY (AFP) – Kuwait has expressed safety concerns over Iran's new nuclear reactor on the opposite side of the Gulf, fearing fallout from possible leaks, the official news agency KUNA reported.Kuwait's concern is based on fears of any leaks due to natural causes that may have future consequences, foreign ministry undersecretary Khaled al-Jarallah said, quoted by KUNA late on Monday.Kuwait is the nearest country to the Russian-built nuclear plant in the Iranian city of Bushehr, located like Kuwait in the northern Gulf.Iran loaded the Bushehr facility with nuclear fuel last Saturday and the United States said there was no proliferation risk from the civilian plant because of Russian involvement.A number of Kuwaiti MPs, however, have called on the government to take precautionary measures against any incident from Iran's first nuclear plant.But Iran's foreign ministry spokesman Ramin Mehmanparast told reporters at his weekly press conference on Tuesday that the Bushehr plant adheres to high standards and had the seal of approval of the UN nuclear watchdog.Due to the high standards with regards to safeguards in the Bushehr nuclear power plant, there should be no concern about it, he said. TEHRAN (AFP) – Iran began mass-producing two high-speed variants of missile-launching assault boats on Monday, warning its enemies not to play with fire as it boosts security along its coastline.The inauguration of the production lines for the Seraj and Zolfaqar speedboats comes a day after President Mahmoud Ahmadinejad unveiled Iran's home-built bomber drone, which he said would deliver death to Iran's enemies.The United States expressed concern about the Islamic republic's growing military capabilities.Iran's state news agency IRNA reported that the Seraj (Lamp) and Zolfaqar (named after Shiite Imam Ali's sword) boats would be manufactured at the marine industries complex of the defence ministry.Defence Minister Ahmad Vahidi opened the assembly lines, saying the vessels would help to strengthen Iran's defences, IRNA said.Today, the Islamic Republic of Iran is relying on a great defence industry and the powerful forces of Sepah (Revolutionary Guards) and the army, with their utmost strength, can provide security to the Persian Gulf, the Sea of Oman and Strait of Hormuz,Vahidi said.

He issued a stern warning to Iran's foes.The enemy must be careful of its adventurous behaviour and not play with fire because the Islamic Republic of Iran's response would be unpredictable, IRNA quoted him as saying.If enemies attack Iran, the Islamic Republic of Iran's reaction will not be restricted to one area. IRNA said Seraj, designed for a tropical climate, was also a swift assault vessel for use in the Caspian sea, the Gulf and the Gulf of Oman, adding that it can also fire rockets. Seraj is a fast-moving assault rocket launcher using sophisticated and modern technology, Vahidi was cited as saying by IRNA. The launch of the production lines comes as Iran marks its annual government week, when it traditionally showcases its latest technological achievements. The naval commander of Iran's elite Revolutionary Guards, Ali Fadavi, was quoted by IRNA as saying that the missile-launching boats are the world's fastest. The Iranian-made missile-launching boats rank first in the world when it comes to their velocity, he said. Ahmadinejad on Sunday unveiled a bomber drone with a range of up to 1,000 kilometres (620 miles), which he dubbed the ambassador of death.State media said the drone, Karar (Assailant), can carry four stealth cruise missiles, two bombs of 250 pounds (115 kilos) each or a precision missile of 500 pounds (230 kilos). Tehran on Friday test-fired a surface-to-surface missile named Qiam (Rising), and more announcements are expected over the next few days, including the test-firing of a third-generation Fateh (Conqueror) 110 missile. Iran also recently took delivery of four domestically built Ghadir mini-submarines, stealth vessels designed to operate in shallow waters such as the Gulf.

JOHANNESBURG – Rwandan and Congolese rebels gang-raped nearly 200 women and some baby boys over four days within miles of a U.N. peacekeepers' base in an eastern Congo mining district, an American aid worker and a Congolese doctor said Monday.

Will F. Cragin of the International Medical Corps said aid and U.N. workers knew rebels had occupied Luvungi town and surrounding villages in eastern Congo the day after the attack began on July 30.More than three weeks later, the U.N. peacekeeping mission in Congo has issued no statement about the atrocities and said Monday it still is investigating.Cragin told The Associated Press by telephone that his organization was only able to get into the town, which he said is about 10 miles (16 kilometers) from a U.N. military camp, after rebels ended their brutal spree of raping and looting and withdrew of their own accord on Aug. 4.At U.N. headquarters in New York, spokesman Martin Nesirky said Monday that a U.N. Joint Human Rights team verified allegations of the rape of at least 154 women by combatants from the Rwandan rebel FDLR group and Congolese Mai-Mai rebels in the village of Bunangiri. He said the victims are receiving medical and psycho-social care.Nesirky said the U.N. peacekeeping mission has a military company operating base in Kibua, some 30 kilometers (about 19 miles) east of the village, but he said FDLR attackers blocked the road and prevented villagers from reaching the nearest communication point.Civil society leader Charles Masudi Kisa said there were only about 25 peacekeepers and that they did what they could against some 200 to 400 rebels who occupied the town of about 2,200 people and five nearby villages.When the peacekeepers approached a village, the rebels would run into the forest, but then the Blue Helmets had to move on to another area, and the rebels would just return, Masudi said.

There was no fighting and no deaths, Cragin said, just lots of pillaging and the systematic raping of women.Four young boys also were raped, said Dr. Kasimbo Charles Kacha, the district medical chief. Masudi said they were babies aged one month, six months, a year and 18 months.Many women said they were raped in their homes in front of their children and husbands, and many said they were raped repeatedly by three to six men,Cragin said. Others were dragged into the nearby forest.International and local health workers have treated 179 women but the number raped could be much higher as terrified civilians still are hiding, he said.We keep going back and identifying more and more cases, he said. Many of the women are returning from the forest naked, with no clothes.He said that by the time they got help it was too late to administer medication against AIDS and contraception to all but three of the survivors.Spokeswoman Stefania Trassari said her U.N. Organization for the Coordination of Humanitarian Aid was monitoring the situation but that access for humanitarian workers remains very limited due to insecurity.Luvungi is a farming center on the main road between Goma, the eastern provincial capital, and the major mining town of Walikale.Kacha said on one day during the rebel occupation Indian peacekeepers had provided a military escort against the rebels to a large commercial truck traveling from Kemba to Luvungi, which is near a cassiterite mine and about 88 miles (140 kilometers) south of Goma.U.N. mission spokesman Madnodje Mounoubai promised to get military comment on the assumption that the peacekeepers were protecting commercial goods but not civilians, which is their primary mandate.

Survivors said their attackers were from the FDLR that includes perpetrators of the Rwandan genocide who fled across the border to Congo in 1994 and have been terrorizing the population in eastern Congo ever since, according to Cragin. The Rwandans were accompanied by Mai-Mai rebels, he said, quoting survivors. Masudi, the civil society leader, said the rebels arrived after Congolese army troops without explanation redeployed from Luvungi and its surroundings to Walikale. He said this happened after some soldiers deserted and joined rebels in the forest. Rape as a weapon of war has become shockingly commonplace in eastern Congo, where at least 8,300 rapes were reported last year, according to the United Nations. It is believed that many more rapes go unreported.Congo's army and U.N. peacekeepers have been unable to defeat the many rebel groups responsible for the long drawn-out conflict in eastern Congo, which is fueled by the area's massive mineral reserves. Gold, cassiterite and coltan are some of the minerals mined in the area near Luvungi, with soldiers and rebels competing for control of lucrative mines that give them little incentive to end the fighting. The minerals are our curse with the FDLR looting on one side and the soldiers looting on the other,said Masudi. The Congolese government this year has demanded the withdrawal of the $1.35 billion-a-year U.N. mission, the largest peacekeeping force in the world with more than 20,000 soldiers, saying it has failed in its primary mandate to protect civilians.Mission officials have said that the peacekeeping army is too small to police this sprawling nation the size of Western Europe, and that its peacekeepers are handicapped by rebels using civilians as shields and operating in rugged terrain where they are difficult to pursue.The mission also has a difficult mandate of supporting the Congolese army, whose troops often also are accused of raping and pillaging.Associated Press Writer Edith M. EUOBSERVER / BRUSSELS - The EU is in talks to lease the so-called Triangle building in Brussels for its new diplomatic service, with Catherine Ashton's likely new digs to overlook the comings and goings in the EU Council and European Commission.The commission's talks with the building's owners, the financial services firm Axa, have dragged on for 18 months, but are now very close to the signature, a contact involved in the process said.The commission is expected to lease 50,000 square metres of the 60,000 square metre block for at least 15 years at a cost of around €10 million a year. Ms Ashton's European External Action Service (EEAS) will fill most of the space, with some room left for assorted commission departments. The EU institutions' careers office, Epso, has in a separate contract already leased a 10,000 square metre chunk from July.If the EEAS is to open up shop on 1 December as planned, Ms Ashton will have to move fast. Axa estimates it would take three to four months to kit out its shell into working offices, not counting special security arrangements for EEAS branches such as the SitCen intelligence-sharing bureau. Axa is to continue to run parts of the ground floor, installing sandwich shops and cafes. But the shops are to be accessible from the street side only and are even to have separate heating and electrical systems for tax and security reasons.Foreign ministers visiting the EU external relations chief would enter through a towering hallway that opens onto a leafy atrium full of mingling EU officials.The finest space and Ms Ashton's likely new office is on the seventh floor of the so-called Hague wing, overlooking the Schuman roundabout, which is also home to the EU Council and the commission, and which sees frequent protests by groups ranging from Belgian old age pensioners to Iranian pro-democracy activists. Another option is the seventh floor of the Luxembourg wing, with views on the Parc du Cinquantenaire.

This side is much more beautiful. But the other side is better if she likes to oversee where everyone is going, Axa spokeswoman, Sabine Van Depoele, told EUobserver on a recent tour of the building.It's important for [Ms Ashton] to have her own premises, so that if she calls a meeting everybody is close to hand, but also to make the right impression when visitors come, an EU official said. The baroness is currently squashed into a corridor on the 12th floor of the commission headquarters. Unlike the commission president, Jose Manuel Barroso, the EU foreign relations chief will not have a rooftop helicopter pad (unless she rips up Axa's solar panels) or an underground tunnel to get to her parking spot. If she needs to come and go without Chinese and Russian spies seeing, there is an option - a bricked-up pedestrian tunnel running under Avenue De Cortenbergh to the European Commission building, dating back from when the Triangle site was used by commission translators. It could be opened up. Why not? Axa real estate manager, Bruno Detollenaere, said.The Triangle building was constructed with an EU clientele in mind. It conforms with the commission's health and safety code. It has the latest green credentials and its six wings are each named after the capital city of one of the union's six founding countries.

The final plan is a far cry from Axa's original concept, however.The firm up until one year ago was planning to split the property between the commission, national embassies and private companies. The Dutch and Finnish EU embassies and lobbyist firm Hill and Knowlton got into talks before pulling out after the commission made it clear it did not want to share.The EU Council's new Lex building and the Charlemagne building, the current home of the commission's foreign relations department, fondly called the Death Star by some EU officials due to its physical resemblance to an evil weapon in the Star Wars films, have also been considered for the EEAS' new home.Both are located a stone's throw from the Triangle building on the Rue de la Loi. But EU officials' trade unions said the EU Council translators who recently moved into the Lex block are unwilling to budge, while the Death Star is a bit too small. There is no real alternative [to the Triangle], another EU official said.No decision has yet been taken on where the EEAS will be situated since we are still creating the service and it is a work in progress. It is correct that we will need additional office space since the EEAS is a bigger body than the current external relations directorate of the European Commission, Ms Ashton's spokesman, Darren Ennis, added.I can categorically tell you that we will not be purchasing a new building. Regarding the additional office space we are currently looking at some options, notably current EU buildings (already leased or being used) and vacant space.

Germany and France lead way in two-speed recovery

The economic recovery of the eurozone slightly lost its momentum in August, with most of the growth dependent on the performance of Germany and France, a purchasing managers' index survey published on Monday (23 August) showed.According to the preliminary figures from Markit, a UK-based research firm, the eurozone composite output index, which measures activity across the private sector, including the manufacturing and services sectors, fell to a two-month low of 56.1 in August, down from 56.7 in July.While the outcome of the whole single currency bloc is solid, Markit wrote in a press release, there are worrying divergences between national economies, as growth is largely dependent on Germany and France.Growth in the rest of the euro area slowed to near stagnation, and services even contracted again as austerity measures bite, Chris Williamson, the company's chief economist said.There is little evidence to suggest that buoyant business conditions from France and Germany are spilling over to the benefit of the periphery, he added, noting that this could spell further divergence in the euro area's two-speed recovery.The German composite purchasing managers' index, which rose to 59.3 in August, up from 59 in July, was boosted by an acceleration in the services sector. The services activity index rose to its 36- month maximum at 58.5, up from 56,5 in July. The manufacturing index reached its two-month low at 60.9 in August, compared with 63.6 in July,
France's composite index fell to 59 from 59.7 in July, but Markit said a recovery is still on the way.

Although the headline composite activity index fell to its lowest level since March, stronger rises in both new business and backlogs offer reassurance that the recovery in France remains robust, Markit economist Jack Kennedy was quoted as saying.Flash estimates from the EU statistic office Eurostat, published on 13 August, confirmed Germany as a leader of Europe's economic recovery with a GDP growth rate of 2.2 percent in the second quarter of 2010, the best German result since re-unification in 1990.France's GDP increased by 0.6 percent, while Spain, Italy and Portugal each reported increases of less than 0.5 percent. The EU's overall growth was 1.7 percent.

Reykjavik: ECB must prop up krona until Iceland joins euro

The Icelandic foreign minister has said that the European Central Bank must prop up the krona, the country's bedevilled currency, once the island joins the European Union and until it adopts the euro.Ossur Skarphedinsson made the comments on Sunday to Visir, a local tabloid newspaper, saying that during the ongoing accession talks with Brussels, he was underlining this point with European negotiators.He told the paper of the need to reach a conclusion about the manner in which the European Union and Europe Central Bank could improve the Icelandic foreign exchange market. It would immediately begin to improve the situation here at home and prepare for introduction of the euro.He added however that negotiations will almost certainly take longer than anticipated so that the 18-month time frame some had hoped for will probably be exceeded.Mr Skarphedinsson said the two trickiest issues are proving to be fisheries, as expected, and agriculture.Talks on both subjects should begin by next Easter, he said, and conclude by autumn 2011.I am now optimist as you know, but I think these will not go so quickly, said Mr Skarphedinsson. And I think this means that talks will be longer and harder than many expected.

Energy commissioner sides with Merkel on nuclear tax

EU energy commissioner Guenther Oettinger over the weekend sided with German Chancellor Angela Merkel in what has become a heated debate over taxing energy companies which profit from extending the life of nuclear plants.To the outrage of big energy companies, Ms Merkel wants to tax nuclear power plant operators in exchange for an extension of the plants' lifetimes, which under current legislation is to end in 2020.Mr Oettinger, himself a German politician from Ms Merkel's Christian Democratic Union (CDU), said he supported the idea. It's quite normal for nuclear groups to protest at the idea of a tax, but they should give the authorities a large part of the sizeable profits accruing from the (extended) operation of nuclear plants, he said in an interview with the Sueddeutsche Zeitung on Saturday, just as several big German companies signed a joint protest letter against the tax.

I consider that at least 50 percent would be appropriate, Mr Oettinger added. His endorsement comes a month after Ms Merkel reportedly vented her anger at him after he missed an important meeting within the EU commission where Brussels decided to end coal-mine subsidies earlier than had been expected, taking Germany and others by surprise.The proposed nuclear tax could generate €2.3 billion a year, a much needed source of revenue for the German budget, as the government in June signed up to €80 billion worth of cuts over the next three years.But Ms Merkel's plan to tax the energy giants has angered her supporters in the big-business circles. In the joint letter, heads of energy giants E.oN, RWE, Vattenfall, along with other big companies such as Bayer, Metro and Deutsche Bank argued that the levy would block important future investments.A lot is at stake: Securing our livelihood for tomorrow and Germany's future as a place of business. That concerns us all, said the letter, published as a full-page advertisement in major German newspapers and magazines over the weekend.Traditionally CDU backers, the signatories referred to the letter as a warning shot for the government, Sueddeutsche reports. They also warned against a precipitate exit from nuclear power, as it would destroy billions of euros of investment. The center-right government pledged in 2009 to reverse the phasing out of nuclear energy agreed by the previous Green-Social Democratic coalition – a move initially welcomed by big business, until the tax idea came along.

In her weekly address on Saturday, Ms Merkel argued that keeping nuclear plants going for a longer period should foster the transition to an age of renewable energy as quickly as possible.Her spokesman played down the importance of the public protest letter, by saying it was a completely legitimate contribution to the discussion and that the chancellor had no objection to that.Meanwhile, finding a majority for extending the lifespan of energy plants may prove difficult, as Ms Merkel's political support is waning even within her own party, Financial Times Deutschland writes. In addition, legal constrictions limit the extension to a maximum of 10 years.

SEOUL, South Korea – North Korea is deploying troops, artillery and tanks near Pyongyang in apparent preparation for a massive military parade marking key national events later this year, South Korea said Tuesday.The military buildup near the capital began in mid-July amid high tensions on the peninsula, South Korea's Defense Ministry said in a report submitted to a parliamentary committee.Preparation for a massive national event is under way in North Korea and the move is presumably related to a key Workers' Party meeting in September and the 65th anniversary of the party's founding in October, it said.North Korea would likely use the military assets to stage a parade in Pyongyang, a ministry official said on condition of anonymity citing department policy.North Korea often marks important national holidays with military parades, often featuring newly developed missiles and weapons.

North Korea said in June that it would elect new ruling Workers' Party leaders in a party conference in early September, sparking speculation that the move is aimed at boosting a government campaign to hand over power from leader Kim Jong Il to a son.
