Cave of Patriarchs to Be Open 24 Hours a Day for High Holidays

The Cave of Patriarchs (the Biblical Cave of Machpela) in Hevron will be open to the devout all night long during the Ten Days of Repentance between Rosh HaShana and Yom Kippur. The Cave was closed to the public from 9:00 PM to 4:00 AM until now, and has not been open 24 hours a day at any time in recent memory.The IDF's top commander in the Hevron area, Col. Guy Hazout, approved a request by the Kiryat Arba Religious Council's to allow devout visitors into the Cave for nighttime Selichot prayers, which are recited on the High Holidays.Selichot are penitential poems and prayers that are recited in the weeks preceding Rosh HaShana and in the ten days that follow it. Elul, the month that precedes Rosh HaShana usually coincides with the Muslim month of Ramadan, which ends with the holiday of Eid el-Fitr. This year, Ramadan ends on September 10, and the Cave will not be open to Jews on that day. It will, however, be open on all of the other Ten Days of Repentance that precede Yom Kippur.

According to Yossi Dayan, Head of the Kiryat Arba Religious Council, Thousands of visitors come to Hevron during the month of Elul and this is even more meaningful on the Ten Days of Teshuva (Repentance) during which there are visits by organized groups, individuals, families and groups from abroad.In order to give additional possibilities for holding prayers and saying Selichot, we asked that the Cave be open during the nighttime hours and the request was approved. We are appreciate this and there are already plans for main sessions for Selichot recitation on those nights.Central Selichot events will include a night in which high school age Yeshiva boys and Ulpena girls from all over the country will gather to listen to Rabbi Shmuel Eliyahu of Tzfat. Malachi Levinger, Head of the Kiryat Arba – Hevron Council said that the decision to open the Cave at night is further evidence of the close and fruitful cooperation between the community of Kiryat Arba – Hevron and IDF commanders. The decision will enable thousands of devout people from all over Israel to connect with their roots during the holidays. We invite the general public to visit the Cave of Machpela and enjoy the spiritual and cultural treasures of Hevron.

A recent Rasmussen poll found that 52 per cent of Americans were concerned about the safety of vaccines as we approach the start of school and college terms, where many children and teenagers will be required to take shots before they can attend.Narcolepsy is a neurological disorder that can be triggered by a virus. A patient suffering from narcolepsy may suddenly fall asleep, for example, while, speaking or eating without prior warning. Their muscles may also suddenly weaken, causing them to suddenly collapse. There is no known cure for the disease,reports Finnish news website YLE.The National Institute for Health and Welfare (THL) decided on Tuesday to recommend that vaccinations against swine flu with the Pandemix vaccine should be suspended until it is established whether or not the vaccine is the cause of the surge in cases of narcolepsy among children and young people,reports Finland’s largest newspaper Helsingin Sanomat.

Narcolepsy is a very rare disorder, but 15 new cases of the disease have emerged in young people and children since December in Finland. There is a clear time correlation between the cases and the swine flu vaccinations,reports Helsingin Sanomat. An unusually large number of cases of narcolepsy have also emerged in Sweden in the aftermath of the H1N1 vaccination program.Pekka Puska, director-general of THL, said that the suspension would remain in place until the potential link between the vaccine and cases of narcolepsy could be properly investigated.
According to Kari Lankinen, head physician of the Finnish Medicines Agency, doctors were complicit in hiding the link between the swine flu shot and narcolepsy and did so to advance their careers.Lankinen suspects that the reason for the silence was the doctors’ concern about their own professional goals – such as getting their articles published in international medical journals. The doctors who made the observations in recent months now work with the National Institute for Health and Welfare (THL),reports YLE.fi.In total, around 750 Finns have experienced harmful side effects as a result of taking the H1N1 shot, according to the Helsinki Times.

The news of yet more side-effects in the aftermath of the swine flu vaccination campaign should send another warning signal to parents across the world who are planning on having their child inoculated with seasonal flu vaccines this fall.Both the FDA and the World Health Organization have recommendedthat the H1N1 shot be included with the upcoming seasonal flu vaccine, and health departments across America as well as Europe will be combining the jabs.As we reported earlier this year, Chair of the Council of Europe’s Sub-committee on Health Wolfgang Wodarg’s investigation into the 2009 swine flu outbreak found that the pandemic was a fake hoax manufactured by pharmaceutical companies in league with the WHO to make vast profits while endangering public health.Wodarg said that governments were threatened by special interest groups within the pharmaceutical industry as well as the WHO to buy the vaccines and inject their populations without any reasonable scientific reason for doing so, and yet in countries like Germany and France only around 6 per cent took the vaccine despite enough being available to cover 90 per cent of the population.Wodarg said there was no other explanation for what happened than the fact that the WHO worked in cahoots with the pharmaceutical industry to manufacture the panic in order to generate vast profits, agreeing with host Alex Jones that the entire farce was a hoax.

A Report in TIME magazine details how it is now perfectly legal in nine states for the government to attach secret satellite tracking devices to your car and monitor you wherever you go, without a search warrant.As if that wasn’t bad enough, the report also details how The U.S. Court of Appeals for the Ninth Circuit, which made the ruling, essentially suggests that privacy should be reserved for rich people only.The law, which now applies in California and eight other Western states, stems from a case beginning in 2007 when federal agents of the DEA covertly attached a GPS tracking device to the vehicle of an Oregon man they suspected of growing marijuana.

The vehicle was parked in the man’s driveway, yet judges ruled that he did not have any reasonable expectation of privacy under the Fourth Amendment because they driveway was open to strangers such as delivery people and neighborhood children. This ruling transgresses long standing court rules that the area immediately surrounding a private property, known as the curtilage, should also be considered private.Judges also ruled that there was no reasonable expectation that the government was not tracking the man’s movements.All appeals against the court’s motion have failed.One Ninth Circuit judge has spoken out against the ruling however, noting that it essentially suggests that privacy is limited to those who can afford to completely close off their property with hi-tech security features such as electric gates, fences and security booths to stop anyone, including the government, sneaking around.Chief Judge Alex Kozinski raised the point and added that cultural elitism is rife within the justice system:There’s been much talk about diversity on the bench, but there’s one kind of diversity that doesn’t exist, he wrote. EUOBSERVER / BRUSSELS - A malicious foreign power could - given €86 million, 750 people and two years to prepare - launch a devastating cyber attack on the EU, a US security expert has said.The assault would begin with a member of staff at, say, the London Stock Exchange or the French electricity grid operator, RTE, opening a PDF attachment in an email which looks as if it had been sent by a colleague. The PDF would contain software enabling a hacker on a different continent to silently take over his computer. Over time, the hacker would monitor the employees' keystrokes, sniff out passwords, and use the information to take over computers higher up the command chain, eventually putting him in a position to switch off the target's firewalls, leaving it open to DOS (Denial of Service) attacks, and to install RATs (Remote Administration Tools), which control its hardware.Around 18 to 21 months down the line, with enough targets compromised, the assault could take place.The EU 27 countries would wake up to find electricity power stations shut down; communication by phone and Internet disabled; air, rail and road transport impossible; stock exchanges and day-to-day bank transactions frozen; crucial data in government and financial institutions scrambled and military units at home and abroad cut off from central command or sent fake orders.

Normal life could be restarted in a few days' time. But the damage done to administrative capacity, consumer confidence and the economy by loss of vital data would last years.Charlie Miller, a mathematician who served for five years at the US' National Security Agency stress-testing foreign targets' computer systems and designing network intrusion detection tools, calculated the EU scenario on the basis of a more detailed study of US vulnerability.Mr Miller said the bulk of the money, €83 million, would be used to pay an army of 750 hackers, with just €3 million spent on hardware - a testing lab with 50 computers, another two computers each per hacker and assorted smartphones and network equipment.An elite corps would consist of 20 world class experts whose main job would be to find 0-day exploits - previously undetected security gaps in popular software such as Windows, Java or Adobe. The experts would have to be paid a small fortune, over €200,000 each a year, or extorted.Another 40 people, drawn from the enemy country's secret services or recruited inside EU member states, would get inside air-gapped facilities - the most secure targets, such as military command structures or air traffic control bodies, which are physically cut-off from the Internet in order to prevent cyber attacks. When the time came, the agents would un-airgap targets by connecting them to the Internet via 3G modems and satellite phones.The rest of the cyber army, 690 people, mostly computer science graduates and post-graduates from inside the hostile state, would use the 0-day exploits to take over target networks. They would also collect, maintain, create and test bots - software which secretly uses computers in ordinary people's homes to run automated tasks, such as DOS attacks, which bombard target systems with overwhelming amounts of data. The final assault would require 500 million bots in diverse locations.Dr Miller, who currently works for the Baltimore, US-based company, Independent Security Evaluators, admitted that Internet scare stories help firms like his to get business. But he noted that classic intelligence gathering, rather than hiring IT experts, is the best line of defence.It's really hard to defend against an attack that's well equipped and carried out by smart people. But you do have years to detect it before it happens. If you have an elaborate intelligence gathering network you could detect it, not technically because you can see it, but because you have human intel,he said.If you want to spend your money well, spend it on your intelligence services.

Learning from Estonia

The threat of cyber war against EU targets became a reality on 27 April 2007 when hackers crashed Estonian online news agencies with DOS attacks in the middle of an Estonia-Russia political dispute. The assault gathered pace over the next three weeks disrupting online banking services and government communications. Three and a half years down the line there is no hard evidence linking the attack to a foreign power, although activists in the pro-Kremlin youth group, Nashi, claim to have taken part. If these cyber attacks were used to test the Estonian cyber defense capabilities, much more sophisticated attacks could possibly follow, based on the knowledge acquired during the attacks,a report on the 2007 events by the Estonian government's Computer Emergency Response Team said.

Nato and EU countries are putting more resources into joint cyber-defence projects.

Liisa Tallinn, a spokeswoman for Nato's Tallinn-based Cooperative Cyber Defence Centre of Excellence (CCDCOE), told this website that Turkey and the US are about to send staff to join personnel from its eight current participating countries - Estonia, Germany, Hungary, Italy, Latvia, Lithuania, Slovakia and Spain.The CCDCOE in May ran a Baltic Cyber Shield exercise in which a red team of friendly hackers took on a blue team of defenders to try and disable factories and communications infrastructure. Part of the results will be made public in September.

The EU's own cyber-defence unit, the Crete-based European Network and Information Security Agency (Enisa), will in late October or early November carry out the first ever pan-EU cyber war game. Enisa spokesman, Ulf Bergstrom, said the exercise will look at disabling Internet infrastructure in the EU's internal market and the way EU member states' authorities co-operate across the union's internal borders. Mr Bergstrom noted that Enisa's initial mandate, which covers security of ecommerce, online banking and mobile phones, is being expanded to more sensitive areas.We have been given political signals, for example by [information society] commissioner Neelie Kroes, to work more closely with agencies like Europol and Interpol, he said. Cyber security is vital for the economy of Europe, to protect the businesses and operations of ordinary citizens. This is the digital society that we take for granted, like water out of the tap, which we need to defend.The original text quoted Liisa Tallinn as saying France is about to join the CCDCOE. Old boys club dominates EU diplomacy

EUOBSERVER / BRUSSELS - Belgian, Dutch, Italian, French and German men make up the lion's share of EU ambassadors abroad, a new study timed to coincide with a major recruitment round for the European External Action Service (EEAS), has said.The five founding members of the EU together have 66 heads of delegation out of the EU's 115 foreign missions which are run by an official with the top-level grade. The UK and Spain, two large countries which joined the EU later down the line, hold another 20, the report, by the Polish Institute for Foreign Relations, has shown. In contrast, the 10 countries which joined after 2004 have just two.The current distribution of top-level foreign posts reflects old colonial ties. Portugal and Spain between them lead five EU embassies in Latin America. Former colonial powers have all but three out of the EU's national representations in Africa.

The gross imbalance also goes against women.Just 11 out of the 115 ambassadors are women, accounting for less than 10 percent, even though women make up 52 percent of European Commission personnel overall and 37 percent of staff in the commission's foreign relations department. From personal experience, not even having a Western education (or being a female from Central and Eastern Europe) helps when heads of units are consistently German, French, Italian or Belgian,Ana (not her real name), an EU commission applicant who passed the entry exam but can not find a placement, told EUobserver. The Polish survey comes at a crucial moment in EEAS recruitment, with the EU's foreign relations chief, Catherine Ashton, who has made numerous rhetorical pledges to hire more people from eastern Europe and more women, about to take on an extra 111 diplomats.The first tranche of posts, for 31 heads of delegation and deputy heads of delegation, is due to be doled out in September, with interviews ahead of Brussels' summer recess already narrowing the field to just 65 candidates.The second tranche, for a head of delegation in Belarus, and 79 political officers, policy officers, heads of political section and deputy heads of delegation across the world, is due to be finalised in October and November.

Ms Ashton will at the same time be giving out the 20-or-so top administrative jobs in the EEAS in Brussels, with new member states Poland and Romania in the running for influential roles.The competition between men, women and individual EU countries stands alongside a competition between existing commission staff and member states' diplomats keen to get into the prestigious new service.EU officials' trade unions have voiced annoyance that the vacancy notice for the 80 posts in question seem to have a bias in favour of member states.Most member states' diplomats who take up policy officer jobs will start out at the AD12 grade in the EU civil service system, while commission staff taking the same positions will keep their old (lower) grade, earning less pay.National diplomats are being asked for fewer years of experience relative to higher grades. And several posts are being offered to commission applicants with a minimum AD9/AD14 grade, while the same posts are open to national diplomats with an A7 or equivalent grade. We wonder how this difference can be compatible with the agreed principle of equal treatment of all EEAS staff, irrespective of origin, reflected in the Decision establishing the service? a trade union official said.

Paris demands Brussels intervene in Roma question

EUOBSERVER / BRUSSELS - After weeks of carefully staying in the background of the Roma expulsion question, the European Commission has been shoved to the forefront of the issue after French Prime Minister Francois Fillon called on President Jose Manuel Barroso to co-ordinate the subject at the EU level.While warning member states to ensure that any expulsions are done on a case-by-case basis and in line with European law, the commission has in the past few weeks consistently argued that it has no responsibility in the area.But in the wake of an avalanche of criticism in recent days of the French policy of round-ups and expulsions of Roma from human rights groups, the Council of Europe, French protestant churches and the Pope, Mr Fillon sent a letter to the EU executive, calling on Brussels to to improve co-ordination with the Romanian and Bulgarian authorities and accentuate initiatives within a European framework.Issuing the letter after an unscheduled meeting of France's interior, Europe, immigration and justice ministers, the French prime minister said he wants Mr Barroso to emphasise EU action on the subject and for the bloc to harmonise its practices regarding the Roma question.

Reding: Europe is not just a common market

In response on Wednesday, commissioner for justice and fundamental rights Viviane Reding in her first direct intervention in the controversy announced that she is drafting a report on the question to be issued next week, investigating specifically whether France is respecting EU law.She said that while respecting member states' responsibility in the area, the commission was ready and willing to take up the reins.The European Commission is prepared to have a very open, frank and honest dialogue with all member states on how best to take on – using the [EU] Treaties and the EU Charter of Fundamental Rights as the basis – our joint responsibility for the Roma.

She emphasised the root causes of Roma exclusion must be tackled.

What is needed now are concrete and forward-looking measures to improve the social integration of Roma. We need, in particular, to tackle the root-causes leading Roma to abandon their homes and move across borders.Ms Reding also warned: I regret that some of the rhetoric that has been used in some member states in the past weeks has been openly discriminatory.It is clear that those who break the law need to face the consequences. It is equally clear that nobody should face expulsion just for being Roma.I call notably on the French authorities to engage in such a dialogue with all EU member states. If needed, the European Commission stands ready to act as a broker between member states and to monitor and assess progress being made.Europe is not just a common market – it is at the same time a community of values and fundamental rights. The European Commission will watch over this.

Besson: Not an anti-Roma summit

In a related development, stung by accusations that France was organising an anti-Roma summit, Eric Besson, France's immigration minister, issued a communique on Wednesday stressing that the upcoming meeting of interior ministers from major EU economies was to cover broader issues than the Roma subject, in particular irregular immigration.No point of order is specifically dedicated to this or that nationality or ethnic community, he wrote.It is instead a working seminar on the themes of asylum and the struggle against irregular immigration, inviting those ministers responsible from the principle European countries concerned with these problems.He also announced for the first time that a US cabinet member has also been invited to the informal bilateral meeting, which is to take place 6 September in Paris. French officials from the Immigration Ministry told EUobserver they did not yet know who in particular they had invited from Washington.Italian, German, UK, Spanish, Greek and Belgian ministers have been invited, but Belgium is ready to boycott the meeting if it becomes apparent that the meeting will be a France-Italy show intended to give the impression that the EU is giving its imprimatur to the Roma expulsion policies of France and Italy. The meeting appears to be politically toxic to many invitees, with the UK and Germany saying they will send minor officials instead of ministers. The Hungarian economy ministry confirmed on Tuesday (24 August) that Budapest will resume talks with the International Monetary Fund over the country's loan program in the autumn.The negotiations will likely continue in the autumn and an agreement will be reached, the economy ministry told Bloomberg in an email statement. Talks between the two sides collapsed in mid-July as a result of serious disagreements over Hungary's attempt to win greater leeway from international lenders in ratcheting down its budget deficit in 2011.It wasn't a collapse of negotiations, it was just the end of a round of talks, the ministry said. What is likely to be the content of any agreement was not specified.

The EU is also to take part in the negotiations.The IMF, for its part, confirmed an ongoing interest in talks with Hungary. We continue to engage with the authorities with a view to bridging remaining differences,the Fund's spokesperson said in a statement quoted by Reuters. IDF to Establish Anti-Chemical Unit

As chemical weapons become a concern of more and more individuals around the world, Israel’s army is looking at how to deal with this threat.The IDF already has a Center for Atomic, Biological and Chemical Warfare (ABCW) which operates a unit of soldiers. What makes this year different from previous years is that the IDF is now placing a greater focus on this unit, by designating in advance the soldiers who will be enlisted in it, as well as by extending the length of their specialized training.Starting this year, the soldiers of the ABCW unit were enlisted separately from the rest of the Combat Engineering Corps, said Col. Ari Hoze, Head of the Center for ABCW. “They knew from the beginning of the enlistment process where they would be placed, familiarized themselves with the Center, and were aware of its importance. As such, we are in the process of extending the training course from five to eight months, and are increasing the intensity of the Battalion's training courses, so that it will be identical to every other battalion course.Hoze added that the idea behind the move is to make the battalion a part of a training force. The idea is that the Battalion will be part of a training force, with constant cooperation between them. The Battalion will enable other forces to continue their combat operations despite an ongoing ABC attack. It will evacuate, decontaminate, and protect the forces. The Battalion knows how to detect and identify chemical warfare materials, and will help soldiers to decontaminate and return to the field. We are also strengthening the professional identity of the Battalion soldiers so that they will understand the need and the importance of their work.

Currently the unit takes part in operational activities in the Judea and Samaria region. In addition, the Center for ABCW does much behind-the-scenes type of work, such as training various other combat units. The Center constantly studies the field and updates combat doctrine in accordance with the innovations and developments in the field. The ABCW instructors teach soldiers how to protect themselves during a chemical attack.As Col. Haze said, the threat to IDF soldiers has changed. The combat soldiers are used to normative warfare, but they must know how to protect themselves and operate during a chemical attack, he said. We know that our neighboring states have the means, and thus the threat has changed in a way that demands a response.In addition to the worldwide concerns over Iran, there are also concerns of chemical weapons in Syria. According to a report by GlobalSecurity.org, Syria has been developing a chemical weapons program since the Yom Kippur War in 1973. An decision by the Syrian government in the 1980s, says the report, led to a rapid development of non-conventional weapons. The Syrian arsenal is said to be comprised mostly of large amounts of Sarin in addition to tabun, mustard gas and is reportedly producing and weaponizing VX, though the exact volumes of weapons in the arsenal are unknown.The report also says that Syria cannot produce internally any necessary precursors to create chemical weapons, and as such relies heavily on supplies from other countries. It is believed that the most significant assistance to the Syrian chemical weapons program has come from Russia and France. In September of 2007, Israeli forces bombed a nuclear reactor in Syria. The Los Angeles Times reported that the bombed site was meant to produce plutonium, and was partially funded by North Korea. Israel bombed the reactor before it attained its planned capacity to manufacture plutonium for nuclear weapons. Though the CIA has confirmed that it was a nuclear reactor that was bombed, Syria has denied that it possesses any nuclear capacities or chemical warfare.There is also evidence of chemical weapons in Turkey, whose relations with Israel have been strained lately. In a recent report in the German magazine Der Spiegel, German experts confirmed the authenticity of photographs that show that PKK fighters in Turkey were killed by chemical weapons.

Col. Hoze believes that the gap between the reality of chemical warfare and the knowledge of IDF soldiers on how to deal with it will disappear by 2011. “Today there is an extensive system of inspections in which routine visits to all units are made once a year to ensure soldiers know how to deal with a Non-Conventional attack, he said. The IDF also plans on introducing special vehicles for ABCW decontamination and detection purposes. Egypt's President Hosni Mubarak announced Wednesday afternoon that the country's first nuclear power plant will be built at El Dabaa on the Mediterranean coast.The Associated Press reported that Energy Minister Hassan Younis said the decision is intended to prioritize national interests and gives a big boost to the Egyptian nuclear program.The plant will cost an estimated $1.5 billion, some of which will be financed by the government. Tenders will be issued by the end of the year. In 2007, Mubarak announced his intention to revive Egypt's nuclear program, which was put on hold after the 1986 disaster at Chernobyl, in the Ukraine. He said at the time that his government would cooperate fully with the International Atomic Energy Agency and that Cairo does not desire to develop nuclear weapons.In Lebanon, Hizbullah head Hassan Nasrallah said Tuesday that the country should consider building a nuclear power plant to provide it with energy. TEHRAN, Iran – Iran said Wednesday it is making the search for new uranium deposits in the country a top priority now that it has started up its first in a planned network of nuclear power plants.The head of Iran's atomic energy agency did not explain why Iran was intensifying the exploration at home. Tehran has in the past denied its uranium stockpile was running low, as some international nuclear experts have concluded.U.N. Security Council sanctions bar countries from selling uranium to Iran in response to its refusal to stop uranium enrichment, a process that can be used to produce fuel for power plants or material for bombs.The most important priority, after the Bushehr nuclear power plant, is the exploration and discovery of uranium throughout the country, the official IRNA news agency quoted nuclear chief Ali Akbar Salehi as saying.The United States and other nations have tried to persuade Iran to stop enriching uranium out of concern Tehran is seeking a pathway to weapons production under the cover of its civil nuclear power program. Iran denies such an aim and says it only wants to enrich uranium to fuel a future network of power plants.With Russian help, Iran began loading uranium fuel into its first nuclear power plant in the southern city of Bushehr on Saturday after years of delays.

Salehi, who is also Iran's vice president, said only one-third of the country has been explored for uranium deposits. Iran's own principal source of uranium is the Saghand mine in the center of the country, which has the capacity to produce 132,000 tons (120,000 metric tons) of ore per year. Located about 300 miles (480 kilometers) south of Tehran, the mine consists of an open pit with minimal reserves and a deep mine. BEIRUT – Lebanon moved to address the widespread possession and use of weapons in the country Wednesday after Shiite and Sunni groups used machine guns and rocket-propelled grenades in a deadly, hours-long street battle that was the worst clash in Beirut since 2008.The Information Ministry announced the formation of a committee headed by Prime Minister Saad Hariri to come up with proposals for confronting the problem, a day after the fighting in a residential neighborhood of Beirut killed three members of the Shiite Hezbollah group and a follower of the conservative Sunni al-Ahbash group.The announcement touches on one of Lebanon's most enduring problems: private, well-armed militias that operate outside the control of the central government.Hezbollah, the country's most powerful military force, maintains its own massive arsenal even though the group is now part of the government. At the end of Lebanon's 1975-1990 civil war, Hezbollah was the only group allowed to retain its weapons as protection against Israel.Nevertheless, many other groups held onto their weapons too and in recent years have been amassing more arms.Lebanon has always been a very volatile society, said Rami Khouri, director of the Issam Fares Institute of Public Policy and International Affairs at the American University of Beirut.There are a lot of arms around. The central government never really had a monopoly on arms.

Iran says it's ready to sell arms to Lebanon

TEHRAN, Iran – Iran is prepared to sell weapons to Lebanon if Beirut asks for help in equipping its military, Iran's defense minister said Wednesday.Gen. Ahmad Vahidi's comments come a day after the leader of Lebanon's Shiite Hezbollah group, Sheik Hassan Nasrallah, called on the Lebanese government to formally seek military assistance from Iran.Lebanon is our friend, Vahidi was quoted as saying by the official IRNA news agency. If there is a demand in this respect, we are ready to help that country and conduct weapons transactions with it.In a televised speech on Tuesday, Nasrallah vowed that his Iranian-backed group could help secure the aid for Lebanon's poorly equipped army.The Hezbollah leader made his suggestion after a U.S. congressman suspended $100 million of American military aid to Lebanon earlier this month over concerns the weapons could be used against Israel and that Hezbollah may have influence over the Lebanese army.Lebanon's government has since opened an account at the central bank to receive donations to help it purchase weapons for the military.But Beirut is not entirely dependent on U.S. military assistance, and has turned to other countries, including Russia and Arab nations, for assistance in the past.Iran is a key supporter of Hezbollah, believed to funnel it weapons and millions of dollars in funding, though Tehran denies arming the Shiite group. Tropical Storm Earl forms in eastern Atlantic

NEW YORK (Reuters) – Tropical Depression Seven in the far eastern Atlantic Ocean strengthened into Tropical Storm Earl late Wednesday, the U.S. National Hurricane Center said in its latest advisory.Early computer models show the system eventually steering northwest toward Bermuda and away from key oil and gas producing areas in the Gulf of Mexico.Earl was located about 520 miles west of the Cape Verde Islands, moving west at 16 miles per hour with winds up to about 40 mph from 35 mph earlier.

Some strengthening was forecast during the next 48 hours and Earl could become the Atlantic storm season's third hurricane by Friday.The NHC said Hurricane Danielle was still a Category 1 storm, packing winds near 85 mph, unchanged from earlier, but slow strengthening was still possible during the next 48 hours.Danielle was located in the central Atlantic about 685 miles east-northeast of the northern Leeward Islands, now moving northwest at about 17 mph.Computer models still show this system heading northwest and then in a more northerly direction, eventually passing just east of Bermuda.(Reporting by Joe Silha; Editing by Lisa Shumaker)

Hurricane Frank spins away from Mexico west coast

MEXICO CITY (Reuters) – Hurricane Frank formed in the Pacific Wednesday off the southwestern coast of Mexico but was headed out to sea, the U.S. National Hurricane Center said.Sustained wind speeds reached 75 mph and the storm could strengthen in the next two days. However, it was not seen posing any threat to land, the storm center said.Mexico, which has many oil platforms in the Gulf of Mexico, does not have oil operations in the path of the storm.Frank, the third Pacific hurricane of the season, is expected to swing west, northwest of Baja California through the weekend.At 1400 PDT/2100 GMT, Hurricane Frank was about 240 miles south of Cabos Corrientes, which is near the beach resort of Puerto Vallarta.The storm has left at least three people dead in the southern Mexican state of Oaxaca.(Reporting by Patrick Rucker)

ASHLAND, Ore. – A wind-whipped wildfire ripped through the outskirts of this southern Oregon college and tourist town Tuesday, igniting a string of homes one after the other, setting off explosions and sending up tornadoes of black smoke, fire officials and a resident said.When the flames were finally controlled around dusk, 11 homes were destroyed and two others damaged in the Oak Knoll neighborhood east of Interstate 5.Residents along four streets in the neighborhood of 1970s-era homes were evacuated. No injuries were reported, city Fire Marshal and Division Chief Margueritte Hickman said. A shelter was set up for displaced residents.Cindy and Matt Walker were home getting ready to go on vacation when they saw homes across the street catching fire one after the other.Cindy Walker got a phone call from a friend who saw smoke. I looked out, and the sky was just burning, she said. Right across the street it was on fire.

She called 911.

Immediately a second house ignited, and then a third while I was on a line to dispatch, Cindy Walker said. Then I hung up and started to water my yard and neighbors' houses, til the Fire Department showed up.It was just inferno — black smoke, RV, things blowing up, gas tanks, tires, she said. Propane tanks, I don't know. It sounded like bombs going off. Like tornados of black smoke coming out of garages and backyards.Firefighters were busy across the freeway battling a six-acre grass fire that destroyed two shacks, a trailer and an old barn when they got the call that flames were running up a grassy hill and igniting a line of homes, said Hickman.Firefighters and engines from two counties rushed to the neighborhood and started dousing homes, said Dennis Keife, chief of Lake Creek Rural Fire Department.

It was just surround and drown, he said. Two helicopters also responded and dropped water on the blaze.Hickman said officials have not yet determined the fire's cause and were unsure whether it was two fires or one that jumped the freeway on the edge of Ashland, which has a population of about 21,000 and is best known as home to the Oregon Shakespeare Festival.The wind was pretty strong, she said.Cindy Walker said many people have stopped watering their lawns and landscaping due to drought conditions and the high price of city water. The daughter whose home was destroyed, Michelle Ogier, was camping with her husband and daughter and decided not to return right away.They are in shock, Carey said after calling them with the news. It is terrible. It's awful. Hopefully I can walk up and see if anything is there. At least no people died.

BERLIN – Germany's government on Wednesday adopted an overhaul of the financial system that proposes an orderly way to restructure ailing banks and requires all banks to contribute to a bailout fund to ward off future crises.Government spokesman Steffen Seibert said the legislation, approved by Chancellor Angela Merkel's cabinet and passed on to parliament for debate, is aimed at enhancing Germany's financial regulation capabilities to make sure a big bank's failure could be handled without endangering the stability of the entire financial system.The German proposal follows similar measures agreed to in Britain and France as part of European efforts to prevent taxpayers from having to foot the bill should banks fail in the future.The draft law envisions requiring banks to make an annual contribution that will be based on the size of their balance sheets, their interconnectivity and risk exposure, expected to amount to about euro1 billion ($1.27 billion).Finance ministry spokesman Michael Offer said calculations showed had such a levy been in existence in 2006 before the financial crisis, it would have brought the government about euro1.2 to euro1.3 billion in additional taxes.The law, more than 100 pages long, also foresees expanding the powers of Germany's financial regulator over troubled banks, including an orderly restructuring process that could see a bank's property being transferred to another private bank or a state-run institution as a last resort.

Finance Minister Wolfgang Schaeuble said the measures are a lesson from the financial crisis and will put Germany in a good position to deal with a possible future banking crisis.He stressed that the law will facilitate an orderly restructuring of big ailing banks having complex ties with other financial institutions. It's not so much about too big to fail, but more about too interconnected too fail, Schaeuble told journalists.The bank levy will go toward a new fund that would handle any future bailouts without using taxpayers' money. However, the fund will also have access to a part of the much larger bailout fund the government has set up in the wake of the financial crisis, Schaeuble said.This fund will be able to fulfill its duty from its first day on, Schaeuble said.Opposition lawmaker Joachim Poss criticized the bank levy as too low. The Social Democrat said the new fund was therefore insufficient to shoulder the bankruptcy of any major bank.European countries had sought at the last Group of 20 meeting to establish an international bank levy, but failed to garner the support of Canada, Australia and Japan, whose banks did not fail in the crisis.Offer said, however, that EU finance ministers would discuss the possibility of a Europe-wide levy at a meeting next month.Schaeuble also said that Germany is still promoting the introduction of a financial transaction tax within the EU, after a global tax was officially nixed by the G-20 summit in Toronto.I hope for a common solution within the European Union.
