Ireland’s President Mary McAleese signed the European Union's Lisbon Treaty on Thursday, two weeks after the nation’s voters approved the pact in a referendum held Oct. 2.McAleese’s signature completes the ratification process, removing almost the last barrier to what critics warn will be the installation of a mega-state in place of the present 27-member European Union: a continent-wide federated state centrally ruled from Brussels, with a full-time appointed president and a foreign policy minister authorized to sign treaties, its own judicial and law-enforcement systems, military presence, eventual power to tax the citizenry directly, increased regulatory powers, and the removal of any vestiges of national sovereignty.The vote wasn’t even close: 67.1 to 32.9 percent of the 58 percent turnout, a much wider margin than had been suggested by recent polls which showed the No side surging forward. It far exceeded the June 12, 2008, referendum when the Irish rejected the Lisbon Treaty 53.4 to 46.6 percent, with a turnout of only 53.1 percent.The size of the vote spread has raised strong suspicions of ballot box stuffing and vote-count fraud, prompting demands for an investigation. To date the government is ignoring the issue, and the count has been accepted as valid.The 346-page treaty (also called the Reform Treaty) cannot come into effect until all members of the EU have ratified it. Ireland – the only nation whose citizens have been allowed to vote on the matter -- was holding up the parade. With what French President Nicolas Sarkozy called the Irish problem now out of the way, the process is back on track and near the end of its journey.
EU leaders were ecstatic. Former Belgian Prime Minister Guy Verhofstadt, leader of the liberal group in the European Parliament, declared: Today is a beautiful day for Europe. Today is the first day of a new future for Europe, united, democratic, effective and strong. … We will be able to speak with one voice in the world and to provide the answers our citizens need.In a press statement Irish Taoiseach [Prime Minister] Brian Cowen essentially seconded Verhofstadt, claiming: We as a nation have taken a decisive step for a stronger, fairer and better Ireland, and a stronger, fairer and better Europe.Cowen applauded the Members of the European Parliament (MEP) who, he said: listened to the people of Ireland and acted in the spirit of partnership and mutual respect that defines the European Union. That helped us to secure the vital guarantees that made today’s victory possible.
Sad Day for Democracy-But not everyone saw cause for celebration.For those of us who believe in democracy, it is galling to hear officials in Brussels congratulate the Irish people for speaking with a clear voice on the Lisbon Treaty,declared Brendan O'Neill, editor of Spiked-Online.The Irish people have spoken, yes, but in the voice of someone put into a headlock by far more powerful forces.And Lorraine Mullally, director of the London-based think tankopen Europe, which strongly opposes the political consolidation of Europe, called it a sad day for democracy in Europe.The Lisbon Treaty transfers huge new powers to the EU and away from ordinary people and national parliaments,Mullally said.EU elites will be popping the champagne and slapping each other on the back for managing to bully Ireland in to reversing its first verdict on this undemocratic Treaty. But most ordinary people around Europe will not welcome this news, as they were never given a chance to have their say on the Treaty.Mullally and O’Neill were speaking particularly of the intense pressure placed on Ireland’s voters to get it right this time.On the Yes side was the entire power elite of Ireland and the EU -- virtually all government employees and the Irish Parliament, the entire Irish media, trade unions, the banking and financial community, the Irish bishops, and a slew of multinational corporations. EU critic and columnist Christopher Booker reports that the European Commission poured €1.5 million [$2.2 million] into an unprecedented advertising blitz,while EU Commission President Jose-Manuel Barroso (of Portugal), and an assortment of MEPs and officials have been flooding in to promote the cause.Even the U.S. Chamber of Commerce got involved, issuing a dire warning that a No would cost Ireland some 300,000 jobs.
These were well-positioned to oppose the politically disparate groups and individuals arrayed against them -- traditional Roman Catholics, nationalists, libertarians, conservatives, and socialists. These were all fiercely committed to the cause of defeating the treaty but for a galaxy of different reasons, and lacked the funding and organization necessary to win a contest of this importance and magnitude.It was a David-and-Goliath struggle. David had very little chance.
An Extraordinary Slow-Motion Coup d'Etat-It’s taken over 60 years to morph what was billed in the 1950s as a simple trade alliance of sovereign nations into a politically and economically consolidated bloc. Christopher Booker, who has been watching and reporting on the European Union for years, calls it the most extraordinary slow-motion coup d'état in history.Treaty by treaty, without most people recognising its true underlying agenda – and leaving the nation states and their institutions in place as if nothing too dramatic was happening – this new government gradually took over the powers of national parliaments,Booker wrote in a column shortly before referendum day.It already decides far more of our laws and how we are governed than any mainstream politician ever dares admit.He continued:In 2001, however, the EU's leaders decided the moment had at last arrived for their project to come out in the open. It was ready to take its place on the world stage as a sovereign power in its own right, complete with president, foreign minister, currency, armed forces and all the attributes of a fully-fledged state. What was needed above all to mark this historic step was a constitution.A constitution was drafted by a puppet convention, but in 2005 French and Dutch voters had the audacity to say No. Faced with the most serious reverse the project had ever suffered, the EU’s leaders went into catatonic shock.The setback was short-lived. The constitution was reformatted as a treaty which enabled the Dutch and French parliaments to ratify what the people of those countries had rejected. Former French president Valery Giscard d’Estaing, an architect of the constitution – who likens his work to that of the Founding Fathers -- admitted that the changes to the document were few and far between … and more cosmetic than real.It was signed in Lisbon on Dec. 13, 2007, by representatives of 27 nations. But there was a hitch. A 1987 ruling by the Irish High Court held that only the Irish people, not its politicians, can amend the country’s basic law, the Constitution. Any surrender of sovereignty to European institutions must be decided by the people themselves in a referendum, the Court ruled. That is why the Irish were able to vote on the matter, the only people with the right to do so.It’s no secret that EU leaders were determined that Ireland would not say No a second time. But what if Ireland not fallen into line? In an e-mail Ashley Mote, an English MEP from 2004-2009, told NewsWithViews: In theory the treaty fails. But we all know the EU bureaucrats do not understand the word No – look what happened when the French and Dutch threw out the last version. One of them actually said to me once Nothing is ever No for ever.
Things to Come
The treaty’s been sold to the public as a necessary means of streamlining decision-making within the European Union, but the media have chosen to ignore or given only a few specifics about the pending provisions, particularly the expansion and centralizing of police powers. Treaty promoters have made much of the negotiations with Ireland regarding the treaty, implying that all concerns were swept away – that the negotiators had listened to what the people said. But a recent study by Open Europe – titled How the Irish Government Lost in the Negotiations-- reports that of the 149 amendments Ireland proposed to the text, only 36 resulted in changes to the treaty, while 113 were rejected – a success rate of just 24 percent.Incredibly, Dick Roche, the Irish government’s representative to the European Convention who had proposed the amendments and presumably fought for them, describes the finished product as balanced,one that represents a particularly good deal for the small and medium-sized member states.Says Roche:The distance that are EU partners have traveled to meet the concerns of the Irish people demonstrate the remarkable solidarity that exists within the Union. It demonstrates also the respect that the Union has for this nation and for its citizens.The report details the 25 most important rejected amendments, and these cover a range of changes. For instance:
Appointment of a permanent EU President. At present, the EU presidency is on a rotation basis of six-month terms among the member states. This allows each country –no matter how small – to set the agenda in Europe for six months at a time on an equal basis with other states. The new president, will serve a five-year term and be appointed by ministers acting by majority vote and with no input from national parliaments. Former UK Prime Minister Tony Blair is a frontrunner for the job.Loss of the national veto in key policy areas. The treaty scraps the national veto that allows countries to block EU-wide measures in 60 areas of policy seen as not in their national interest, handing over to the EU the power to make laws regarding public services, jurisprudence, law enforcement, immigration, energy, transportation, tourism, sports, culture, public health, the EU budget, climate change, and so on.It’s not clear how often – if ever – national parliaments have exercised their veto power, so the point could be moot.Creation of a European Public Prosecutor. The Lisbon Treaty allows for creation of a European Public Prosecutor. The Irish government argued there was no convincing or compelling case for one, and that the proposed arrangements do not respect the different legal traditions of Member States.The Irish government was particularly concerned about new provisions allowing the EU to define criminal offences and sanctions, plans for the EU to mandate harmonization of the criminal codes of the various nations, and FBI-style powers for Europol.Neutrality and Obscene Militarization of the EU:Catherine Connally, a barrister and Galway city councilor, actively campaigned for a No vote particularly because of the set of new obligations for increased military development and participation.
Most frightening of all … is the obscene militarization of the EU,Connally wrote in a statement for the BBC.Indeed the 20-plus pages setting out our binding obligations are significantly the clearest part of the treaty.Under Lisbon, Ireland will be allowed to maintain its treasured neutrality, with a referendum required if the government wishes to participate in a common defense.However, Connally points out: member states are obliged to progressively improve their military capabilities, contribute to a start-up fund for military purposes, and are obliged to come to the assistance of another member state if it is subject to armed aggression on its territory -- without the need for a referendum. For the latter action, the government has merely to decide that it does not prejudice the specific character of our security and defense policy.Moreover, the European Defense Agency is enshrined in the treaty itself for the first time and in reality represents the green light for the arms industry.Return of the Death Penalty: This issue has generated a great deal of interest among EU critics. European nations have abolished capital punishment, but the Lisbon Treaty brings it back through the back door by way of some small print -- not for crimes against individuals, such as homicide, but for insurrection and rioting against the state.Karl A. Schachtschneider, Professor of Public Law at the University of Erlangen-Nürnberg in Germany, who has been actively opposing the new provisions, made some chilling observations in an interview with Zurich-based Current Concerns (some added emphasis).Schachtschneider: The Charter of Fundamental Rights of the European Union, in its explanations and negative definitions accompanying the fundamental rights, allows a reintroduction of the death penalty in case of war or imminent war, but also the killing of humans to suppress insurgency or riot. This is in contradiction to the abolishment of the death penalty in Germany (Article 102 of the German Constitution), in Austria and elsewhere which results from the principle of dignity. …

K.S. Obviously, the governments expect riots. Skepticism towards the governments and the EU apparatus is growing and growing. The financial and economic crisis increases the pressure on the population.

In light of the recent rioting by French farmers over falling food prices, Schachtschneider’s words are especially ominous.UPDATE: After an initial reluctance, Polish President Lech Kaczynski signed the Lisbon Treaty on Oct. 10; some 557 days after the Polish parliament had passed it.Now only Czech President Vaclav Klaus is holding out, and he has confirmed that he wants the Czech Republic to seek an opt-out clause from the European Union's Charter of Fundamental Rights as a condition for his signature. Both Klaus and Kaczynski were reportedly waiting to see how the Irish would vote, hoping against hope for a No, that would provide a chance for possible reconsideration by all member states.NOTE: The Lisbon Treaty amends the Treaty on European Union (TEU, Maastricht; 1992) and the Treaty establishing the European Community (TEC, Rome; 1957). In the process, the TEC is renamed to Treaty on the Functioning of the European Union (TFEU). The Lisbon Treaty is the final treaty. When ratified by all the nations and fully implemented there will be no more treaties.

Doctor Denies Sharon Ready to Emerge From Coma

(IsraelNN.com) Dov Weisglass, a top aide to former Prime Minister Ariel Sharon, made headlines this morning (Thursday) when he quoted doctors as saying Sharon might soon emerge from his coma-like state. Doctors at Sheba Hospital, where he has been hospitalized for over three years, said afterwards there were no such indications.
Attorney Weisglass was a close friend and confidante of the former prime minister, and advised him extensively regarding the Disengagement/expulsion of Jews from communities in Gush Katif and northern Shomron in 2005. Weisglass told Voice of Israel government radio that doctors told him that Sharon is in a high place in terms of steps towards waking up.Sharon is in a not deep coma state,Weisglass said.
Other reports have said that Sharon’s eyes are often open, and it is hard to know whether he understands what is being said to him. At least one of four close relatives and friends - Sharon’s two sons, Omri and Gilad, Gilad’s wife, and Dr. Shlomo Segev, his personal physician - visits him every day.There is no particular reason for optimism,Segev said later on Thursday, adding that nothing has changed, and that there is no indication that Sharon will emerge from his semi-conscious state any time soon.Sharon was elected Prime Minister in February 2001, and was re-elected in early 2003. He was unseated from this position only by the massive brain hemorrhage and subsequent coma that struck him in January 2006, shortly before the national elections that brought Sharon’s Kadima party, headed at the time by Ehud Olmert, to power.

The excavations will create an archaeological park directly underneath the area where worshippers currently stand while praying at the Kotel. The current prayer area will remain open, supported by pillars, while a new area will be added underneath, at the level at which worshippers at the ancient Temple stood in the past.The dig may be met with harsh reactions from Muslim and Arab leaders in Israel and the Palestinian Authority, many of whom have accused Israel of attempting to damage the Al-Aksa Mosque on the Temple Mount. Sixty million people have gotten the winter flu vaccine — probably because they're paying more attention to flu warnings in general, thanks to swine flu. It's an unprecedented number of seasonal flu shots for October; most usually aren't given until later in the fall.Part of it is due to supply: There are already 85 million doses of seasonal flu vaccine available, a much larger amount than usual for this early in the fall. The weather bureau said in a nationally televised briefing Thursday evening that Lupit would ram into northeastern Cagayan province early Friday.But as of late Friday, the tropical storm was almost stationary northeast off Cagayan, packing winds of up to 65 miles (105 kilometers) per hour and gusts of up to 81 mph (130 kph).Prisco Nilo, the head of the weather bureau, said Lupit was expected to remain almost stationary for the next 12 hours, causing rains, strong winds and possible storm surges along the Philippines' northern tip.
Authorities said it was slowly drifting northward and may even spare the country.

The archipelago nation, known as the welcome mat for typhoons, gets about 20 a year during the rainy season from June to December.
Despite losing strength, Lupit was still a dangerous system that could drench the north of the main island of Luzon on the heels of the worst flooding in the Philippines in 40 years.Tropical Storm Ketsana on Sept. 26 inundated much of the capital, Manila, and nearby areas, including the country's largest Lake Laguna, killing 464 people. JAKARTA, Indonesia – A strong earthquake shook eastern Indonesia's remote Papua province Friday, sending panicked resident fleeing outdoors and reportedly toppling a building.There were no immediate reports of injuries in the eastern province.
Friday's quake came as Indonesia is still recovering from another, more powerful earthquake on western Sumatra that killed more than 1,000 people last month.The latest 5.8-magnitude quake was centered very near to the capital of West Papua province, Manokwari, and had a depth of about 22 miles (35 kilometers), the U.S. Geological Survey said. It struck at about 8:15 p.m. local time (1115GMT). The epicenter was about 1,900 miles (3,000 kilometers) east of the Indonesian capital, Jakarta.
Many of Manokwari's 130,000 residents ran out of their homes and were too frightened to go back inside, witnesses said.Local MetroTV channel said the temblor brought down a building. Officials could not immediately be reached to confirm the report and there were no other details.Indonesia straddles a series of fault lines that make the vast island nation prone to volcanic and seismic activity. A giant quake off the country on Dec. 26, 2004, triggered the Indian Ocean tsunami that killed 230,000 people, half of them in Indonesia's Aceh.

The U.S. Senate has passed the homosexual hate-crimes bill and will now send it to President Obama to sign it into law. This bill is a trojan horse to legitimize the creation of more laws that will completely obliterate the 1st amendment of the United States.Many homosexual organizations say this is a victory, however they are just being used to further infringe on Americans rights to free speech.In a 68-29 vote, senators passed 2010 National Defense Authorization Act, which includes the hate crimes measure that adds sexual orientation and gender identity, as well as disability, to the current categories — such as race, religion and gender — protected from hate crimes. The House of Representatives voted 281-146 on Oct. 8 for the same defense legislation, which was used as a vehicle for the hate-crimes measure though it is not directly related to the controversial provision. President Obama has said he would sign the bill.Any hate crimes bill is a disaster for the 1st amendment and leads into the direction of a nanny government… we are all grown-ups, correct? When someone puts you down whether it’s about race, gender, sexual orientation do we really want the federal government and the police to get involved in such petty affairs? And shouldn’t the police and the government be investing their time on more serious situations? Any hate crimes bill is just a step towards the end of the 1st amendment and stepping into the direction of a nanny government, handing out fines and putting people in prison for hate speech.I’m not implying that gay rights aren’t a good thing, I think anyone of any sexual orientation, gender, etc. should have a right to marry, but this hate crimes bill is nothing more than a foot-in-the-door for other tyrannical regulations that will criminalize any type of speech.
This bill could lead to an age of Pre-Crime and Preventative Detentions, if say the FBI suspects you of potentially committing a hate crime you can be prosecuted and detained even if no crime was even committed. It can also lead to cyber-bullying laws which could mean an expensive fine or prison-time for internet bullying, this bill can also lead to political hate laws where any dissent against the government or its policies could make you a political prisoner.The White House is already planning to create an enemies list where any dissent against its policies can land many into a permanent White House database. The U.S. Government and Homeland Security have established its hatred for dissidents in this country, they have established that anti-New World Order groups, Alternative Media Outlets (like this one) are potential violent terrorist tools. Anything about the U.S. Constitution, any partisan activists or any civil disobedience of any kind is now considered potential violent extremism by Homeland Security.The unclassified Homeland Security memo even says people who are concerned about loss of U.S. sovereignty, illegal immigration and gun-control who are genuinely upset about encroaching freedom may be considered a potential insurgents against the U.S. government! Even liberal environmental activism, anti-war activism is considered potential violent extremism.
When you think of the phrase hate crimes remember that hate speech is a form of free speech and protected by the 1st amendment of the Bill of Rights and Constitution. The whole point of free speech is to protect unpopular speech like hate speech. But then, of course, MSNBC is not interested in reporting the news.On October 22, two days after his disgraceful attack on the Oath Keepers, The Oakland Tribune reported on just that — foreign troops inside the United States.Armed officers in full battle gear will be scattered throughout the Bay Area this weekend, rescuing hostages, fighting bank robbers and quelling terrorism at the Oakland Airport, Lawrence Livermore Laboratory, the NASA Ames Research Center and 22 other high profile sites, writes Sophia Kazmi.For the first time in the three-year history of the Alameda County Sheriff’s Department-sponsored exercise, there will be a foreign team of officers taking part and international observers. An eight-member team representing the French National Police’s Research, Assistance, Intervention, and Dissuasion unit will compete (emphasis added).French police are technically speaking not troops. However, the French RAID unit — Recherche Assistance Intervention Dissuasion (Research, Assistance, Intervention, Deterrence) — is a militarized SWAT team that uses special forces techniques. It is accused of triple tapping a mentally disturbed man who took school children hostage in 1993. RAID killed the man while he slept.
It is interesting to note how terrorism is conflated with bank robbery in the article. The $1 million, two-day event begins Saturday and will test the training of 27 crack teams from throughout the state, elsewhere in the country and the world,the Tribune article reports.Urban Shield is funded by the Department of Homeland Security and at least one large corporation — BAE, a death merchant based in Britain. BAE stands accused of paying millions of dollars in bribes to secure contracts in Africa and Eastern Europe.BAE’s generous contributions to Urban Shield will get the residents of Alameda County acclimated to the sound of gunfire and blasts and the presence of militarized cops in full battle gear roaming the streets of the Bay Area this weekend.
Expansion of Hate-Crime Law Gets Final Congressional Approval

Oct. 23 (Bloomberg) -- Congress gave final approval and sent to President Barack Obama legislation to add gays to the list of groups covered by U.S. hate-crime laws.
The Senate voted 68 to 29 yesterday in favor of the plan as part of a defense policy measure. The House approved the bill earlier this month. Democrats, who had been pushing the expansion for a decade, hailed the legislation.Hate crimes affect not just the victim -- they victimize the entire community, said Senator Ben Cardin, a Maryland Democrat.We cannot allow our communities to be terrorized by hatred and violence.Republicans criticized the provision as unnecessary, saying violent crimes are illegal regardless of the offenders’ motivations.Hate crimes are wrong and that’s why they are already illegal,said Senator Jim DeMint, a South Carolina Republican.There’s no such thing as a criminal thought -- only criminal acts. Once we endorse the concept of a thought crime, where will we draw the line?
Attorney General Eric Holder called the measure a milestone in helping protect Americans from the most heinous bias-motivated violence.He said it has been one of my highest personal priorities to ensure that this legislation finally becomes law and I applaud the Senate for joining the House in its vote.

It would give the U.S. Justice Department expanded authority to prosecute such crimes when local authorities don’t act.The provision is named after Matthew Shepard, a Wyoming college student killed in 1998 because he was gay, and James Byrd Jr., a black man dragged to his death that year behind a pickup truck.The legislation authorizes the U.S. attorney general to provide grants to local police departments to pursue hate crimes. It also establishes a seven-year deadline to file charges in cases not involving death.

Joe Solmonese, president of the Washington-based Human Rights Campaign, which lobbies for gay rights, called the measure our nation’s first major piece of civil rights legislation for lesbian, gay, bisexual and transgender people,adding,too many in our community have been devastated by hate violence.Tony Perkins of the Family Research Council, a Washington group that promotes marriage and family, called on Obama to veto this legislation which violates the principle of equal justice under the law and also infringes on the free-speech rights of the American people.

The social networking giant Facebook.com has labeled Alex Jones’ new documentary film Fall Of The Republic to be abusive and is blocking some links to the film from its website, preventing the movie from spreading virally like the Obama Deception, which received tens of millions of viewers despite a Facebook policy to block it too.
A You Tube video illustrates that when a Facebook user attempts to share a link to the video, that is post it as a status update on their Facebook page, they get a message telling them the function has been blocked because the video is abusive.The full message reads, Warning: This Message Contains Blocked Content – Some content in this message has been reported as abusive by Facebook users.There seems little doubt that the Facebook users who reported the film as abusive are Obama kool-aid drinkers who think it’s a hate crime to point out that their demagogue has broken every single promise he made before the election, as Fall Of The Republic masterfully documents.It is important to stress that this does not occur for all versions of Fall Of The Republic posted on Facebook. For example, the link posted at the top of http://www.facebook.com/FallOfTheRepublic can still be shared. WASHINGTON – The cascade of bank failures this year surpassed 100 on Friday, the most in nearly two decades. And the trouble in the banking system from bad loans and the recession goes even deeper than the number suggests.Dozens, perhaps hundreds, of other banks remain open even though they are as weak as many that have been shuttered. Regulators are seizing banks slowly and selectively — partly to avoid inciting panic and partly because buyers for bad banks are hard to find.Going slow buys time. An economic recovery could save some banks that would otherwise go under. But if the recovery is slow and smaller banks' finances get even worse, it could wind up costing even more.The bank failures, 106 in all, are the most in any year since 181 collapsed in 1992, at the end of the savings-and-loan crisis. On Friday, regulators took over three small Florida banks — Partners Bank and Hillcrest Bank Florida, both of Naples, and Flagship National Bank in Bradenton — along with American United Bank of Lawrenceville, Ga., Bank of Elmwood in Racine, Wis., Riverview Community Bank in Otsego, Minn., and First Dupage Bank in Westmont, Ill.
When a bank fails, the Federal Deposit Insurance Corp. swoops in, usually on a Friday afternoon. It tries to sell off the bank's assets to buyers and cover its liabilities, primarily customer deposits. It taps the insurance fund to cover the rest.Bank failures have cost the FDIC's fund that insures deposits an estimated $25 billion this year and are expected to cost $100 billion through 2013. To replenish the fund, the agency wants banks to pay in advance $45 billion in premiums that would have been due over the next three years.The FDIC won't say how deep a hole its deposit insurance fund is in. It can tap a credit line from the Treasury of up to a half-trillion dollars to cover the gap.The list of banks in trouble is getting longer. At the end of June, the FDIC had flagged 416 as being at risk of failure, up from 305 at the end of March and 252 at the beginning of the year.Yet the pace of actual bank failures appears to be slowing. The FDIC seized 24 banks in July, 11 in September and 11 in October.If any bank poses an immediate danger to customers or the broader financial system, regulators close it immediately, bank supervisors said. The issue is murkier for troubled banks that might qualify to close but whose closings might still be postponed or even prevented.The FDIC's first priority, spokesman Andrew Gray said, is to maintain public confidence in the banking system. As evidenced by the stability of insured deposits throughout last year, this mission has been a success,he said.
He said public confidence isn't reason enough to delay a bank closing, because legally the decision to close rests with whoever chartered the bank — a state or federal agency.But more than a dozen experts, including current and former regulators, bankers and lawyers, say the FDIC's mission to maintain public confidence in the banking system contributes to the go-slow approach.The FDIC was set up to create confidence and prevent bank runs,says Mark Williams, a former bank examiner for the Federal Reserve. Being too aggressive about bank closings can be counter to the mission.Sarah Bloom Raskin, Maryland's top banking regulator, said: Technically it's the states who decide, but in reality it's the FDIC calling you to say when the bank will be closed.Last fall, the financial turmoil was rooted in bad bets that the nation's biggest banks, like Citigroup Inc. and Bank of America Corp., had made on complicated, high-risk mortgage investments.Smaller banks have been undone by something more conventional — real estate, construction and industrial loans that have soured as the recession has deepened. Defaults are up as developers abandon failing projects and landlords can't meet their loan payments.Small- and mid-sized banks hold lots of those loans and have been hurt more than big ones by the sinking commercial real estate market, especially in states like California, Georgia and Illinois. As defaults rise, these banks must set aside more money to cover losses.
For the banks, this means mounting losses and shrinking reserves.
In a healthy economy, Williams said, the Fed and the FDIC would be inclined to close such weak banks. But these days, those agencies and other regulators prefer to hold off, hoping an economic recovery will eventually restore the health of some of the banks. But the recovery is expected to be slow. Americans remain hesitant to spend money because of job losses, flat wages, tight credit and high debt. Their cutbacks have triggered tens of thousands of business failures. Abandoned retail space in downtowns and suburban malls means no rental income for property owners. As landlords default on real estate loans, they weaken the banks that hold the loans.
The situation now is especially grave in Southern California, Georgia and Illinois, which have some of the highest home foreclosure rates. Twenty banks have closed in Georgia alone.Individual bank depositors aren't at risk when a bank fails. Their money is guaranteed up to $250,000 by the government. Ever conscious of maintaining public confidence, agency officials hammer this point in public statements.When weak banks are allowed to stay open, their growing losses potentially can drain the FDIC's deposit insurance fund faster, says Bert Ely, an independent banking consultant.Federal agencies aren't the only ones with an interest in slowing the pace of bank closings. State regulators with closer ties to local communities want to avoid the ripple effects when a town loses its main source of consumer and business credit, Williams said.
But finding buyers for wobbly banks has been tough.
FDIC Chairman Sheila Bair acknowledged as much in testimony this month before a Senate panel. The FDIC has been offering to share buyers' losses on the assets being transferred, she said.In the past several months investor interest has been low, she said in prepared testimony.In an effort to find more potential buyers, the FDIC has relaxed the rules for private-equity firms to buy banks. In the past, regulators had feared such a move would allow investors to protect themselves from the cost of bank failures, escaping serious consequences while drawing down the FDIC's fund. An early success of the new strategy was a deal announced this month to sell assets from Corus Bank of Chicago to a group of private investors. But there still aren't enough buyers to absorb quickly all the assets held by at-risk banks.That's because there are so many weak and failing banks on the market — and so few others strong enough to buy them. That's one reason it's hard to know how many more banks could be closed in coming months, said Daniel Alpert, Managing Partner of the New York investment bank Westwood Capital LLC.How many banks will survive? Alpert asked. Loans are still deteriorating, but there are glimmers of hope in the economy. NEW YORK – It's the boldest idea yet to rein in Wall Street recklessness: Put the Federal Reserve in charge of policing not just the nation's banks, but also how much their employees are paid.But can it work? Some experts say the plan might help correct a pay system that has long rewarded those who make the sort of high-risk bets that triggered the financial crisis. Others see it as merely a short-term fix that wilil have little effect on making banks act more prudently.The biggest concern is that as long as the government stands ready to rescue troubled banking giants, there's little to discourage traders from making potentially calamitous gambles on stocks, bonds and exotic financial products.Outsized pay that is a result of taking lots of risk is a problem," said Bill Fleckstein, a Seattle-based hedge fund manager.But the real problem is the fact that these institutions have a setup where it's heads they win, tails the taxpayer loses.
Signs suggest that system still exists today. Only a year after the financial crisis peaked, the biggest banks are already making billions again placing risky bets with help from cheap government loans and other federal subsidies.If those bets were to go bad, the loss to taxpayers could be immense. That's led some critics to call on the government to ban big commercial banks from trading risky securities — or shrink them so their collapse wouldn't jeopardize the economy.The Obama administration and the Federal Reserve have resisted such calls, opting instead to seek the authority to take over and wind down large banks that get into serious trouble.On Thursday, the Fed took a different tack, detailing plans to address the outsized compensation and risk-taking blamed for fueling the worst financial crisis since the Great Depression.Under the plan, the central bank wouldn't set compensation, but it would review pay polices — and veto those found to encourage excessive risk-taking by executives, traders or loan officers. Even banks that didn't benefit from the taxpayer-financed bailout would be subject to the Fed's compensation oversight.
The Fed plan would require the 28 biggest banks — including Goldman Sachs Group Inc., Citigroup Inc., Bank of America Corp. and Wells Fargo & Co. — to submit compensation plans for review. Thousands of smaller banks would also face supervision.It's the latest in a string of proposals by the administration, Congress and banking regulators to crack down on the problem.Simon Johnson, a former chief economist with the International Monetary Fund, said the plan might reduce excessive risk-taking at banks under the Fed's watch — but not at firms beyond the Fed's authority, including hedge funds and other securities firms that trade billions of dollars in complex securities and whose collapse could hurt the economy.This is a good start, but it's not enough,said Johnson, now a professor at the Massachusetts Institute of Technology's Sloan School of Management.The Fed's plan was unveiled the same day that the Treasury's pay czar, Kenneth Feinberg, announced plans to slash pay at seven big firms that haven't repaid their government bailout money.Those companies must to cut their top executives' average total compensation — salary and bonuses — in half, starting in November. Under the plan, cash salaries for the top 25highest-paid executives will be limited in most cases to $500,000 and, in most cases, perks will be capped at $25,000.Speaking Friday, Feinberg said he will now turn to designing compensation structures for 75 additional high-paid employees at the companies that received extraordinary bailouts: Bank of America, American International Group Inc., Citigroup, General Motors, GMAC, Chrysler and Chrysler Financial.
For the executives ranking 26 through 100 in pay, Feinberg will set up a general plan to govern their pay, rather than specific terms. Feinberg also has the authority to claw back compensation at any firm that received money from the $700 billion bailout program and still hasn't paid it back. But he said he's reluctant to do that.The government's involvement in determining Wall Street pay has raised concerns that top performers could flee to companies or industries with less restrictive pay rules.At some of the seven firms under Feinberg's authority, more than half of the 25 top earners had already left. They include 14 at Bank of America and 13 at American International Group. But Feinberg said he will set pay for their replacements at the beginning of next year.Other analysts said the Fed, meanwhile, would find it hard to define exactly what constitutes excessive risk-taking. Banks and regulators themselves missed the warning signs before the housing bubble popped last year.What is excessive risk and who knows? said David Yermack, finance professor at the Stern School of Business at New York University.From a logistical standpoint, he called the Fed's proposal to gauge the level of risk-taking at thousands of banks ridiculous.You would need thousands of experts, and to think you can identify which traders are taking on too much risk may be impossible,he said.

NEW YORK – Oil prices surged 25 percent in less than a month, dredging up memories of last year's spike and gas prices could soon eclipse summer highs.Crude is being tugged higher for different reasons this time, rising primarily as the dollar gets weaker. Oil is traded in the dollar, which allows investors holding euros or other strong currencies to buy more as the dollar falls.The dollar hit an annual low on Friday, and anyone holding a euro could trade it in for more than $1.50.By Friday, even the plunging value of the dollar could not push prices higher as it had throughout the week, most likely because there is little to suggest that all of that oil will be used.Energy demand is extremely weak and the country's storage tanks are brimming with crude, said Peter Beutel, an analyst at Cameron Hanover.There are also whispers that the Organization of the Petroleum Exporting Countries, which supplies more than 35 percent of the world's crude, will decide to open up the spigots when it meets in December.
At some point, the bubble has to burst,Beutel said.The dollar had also weakened during last year's run-up to $147 per barrel, but there were other reasons for buying oil. Petroleum companies were nearing their peak production levels and traders fretted about the growing energy appetites of China and other developing countries.This year, there is no immediate danger of an oil shortage with the U.S. and other countries mired in recession.Benchmark crude for December delivery gave up 69 cents Friday to settle at $80.50 a barrel on the New York Mercantile Exchange. Oil was trading at less than $70 per barrel to start the month.In London, Brent crude for December delivery lost 59 cents to settle at $78.92 on the ICE Futures exchange.Just like last summer when soaring oil prices dragged gasoline prices higher, prices at the pump have been rising steadily.At the pump, retail gas prices added 2 cents to a new national average of $2.636, according to auto club AAA, Wright Express and Oil Price Information Service.A gallon of regular unleaded is 9.6 cents more expensive than last month, and is closing in on the 2009 high of $2.693 per gallon that was reached on June 21. Gas prices right now are still 18.6 cents cheaper than the same time last year.That will probably change next week. At this time last year, gasoline prices were in free fall and by the end of the year, a gallon cost about $1.61.In other Nymex trading, heating oil dropped about 2 cents to settle at $2.0438 a gallon. TORONTO (Reuters) – The TSX fell more than 1 percent in a broad slump on Friday, dragged lower by softer oil prices and a weak outlook from fertilizer producer Agrium Inc.Every one of the 10 main groups of the benchmark paced lower, including the heavyweight energy and financials groups, which lost 2.01 percent and 1.23 percent, respectively.The resources-laden materials group gave up 0.94 percent.The weak trading session came after Agrium said it expects quarterly earnings to be 90 percent to 95 percent below those of the year-earlier period. The shares dropped 7.1 percent.Obviously, it's a big blow,said Gavin Graham, director of investments at BMO Asset Management. However, he added that after a weak profit report from rival Potash Corp of Saskatchewan on Thursday it shouldn't have been a major surprise.
Agrium was the second-biggest net loser, shedding C$4.21 to finish at C$55.52. Potash fell 2 percent to C$105.95.Meanwhile, oil fell toward $80 a barrel as a stronger U.S. dollar and doubts over the pace of economic recovery choked crude's recent rally.Canadian energy giant EnCana Corp dropped 2.73 percent to C$63.10. Suncor Energy gave up 2.12 percent to finish at C$38.37.Overall, the S&P/TSX composite index dropped 151.24 points, or 1.31 percent, to end at 11,382.13.The S&P/TSX 60 index of big Canadian blue chips fell 1.46 percent to finish at 676.67.
Among financials, Canadian Imperial Bank of Commerce dropped 1.7 percent to close at C$64.36. Toronto-Dominion Bank fell 1 percent to C$64.97.BlackBerry maker Research In Motion also had a weaker session, dropping 2.3 percent to finish at C$69.20.Sal Masionis, a stockbroker at Brant Securities, said that profit-taking played a role in Friday's session, after the market's recent rally.In early October, the index retreated to about 10,900. This week, it almost crested 11,600.Masionis said the recent surge doesn't necessarily mean that investor confidence has returned to the market.I think there's still a tremendous amount of nervousness out there,he said. NEW YORK – Investors dumped stocks and locked in profits Friday after the glow of a week full of strong earnings reports faded.The retreat came as cautious forecasts from railroads caused unease about the economy and a rising dollar pushed prices of commodities lower, which hurt materials and energy stocks. The Dow Jones industrial average fell 109 points to end the week with a modest loss.Traders appeared eager to collect gains after earnings reports for the July-September quarter came in far stronger than forecast, which had pushed stock indexes up more than 6 percent in the three weeks leading into Friday.We've had such a great run that you're going to get people taking money off the table, especially at the end of the week,said Dr. Bob Froehlich, senior managing director at Hartford Financial Services.Analysts have been calling for stocks to take more breaks after a seven-month rally that raised questions about whether the market was getting ahead of itself. The Standard & Poor's 500 index is up 59.6 percent since March, though it's still down 31 percent from its peak two years ago.The day's drop came despite some pieces of good news. The National Association of Realtors reported that existing home sales posted their biggest increase in 26 years in September, while shares of Amazon.com rode to a new high after the Internet retailer's earnings and forecasts came in much stronger than expected. Amazon's gains as well as a jump in Microsoft Corp. after its own strong earnings helped limit the losses of the technology-heavy Nasdaq composite index.
However, the strong results from Amazon and Microsoft couldn't erase concerns over a poor outlook and sharp profit drop from chipmaker Broadcom Corp. or the pessimistic forecasts from railroad CEOs.Union Pacific's CEO Jim Young said he expects the economy to limp along until unemployment starts to fall, while Burlington Northern also issued a tepid forecast. Railroads are seen as an early indicator of economic activity because of the key role they play in shipping goods to manufacturers and markets.Linda Duessel, equity market strategist at Federated Investors, said the market needed to pause after the massive surge it has made over the past seven months.The run-up has been too fast,she said.You need to consolidate.The Dow fell 109.13, or 1.1 percent, to 9,972.18. The S&P 500 index fell 13.31, or 1.2 percent, to 1,079.60. The Nasdaq fell 10.82, or 0.5 percent, to 2,154.47.For the week, the Dow lost 24 points, or 0.2 percent. The S&P 500 index fell 0.7 percent and the Nasdaq lost 0.1 percent.The major indexes closed at their highest levels in a year on Monday but zigzagged the rest of the week as investors digested a rush of earnings reports and grappled with worries that stocks are overheated.Bond prices fell Friday, sending their yields higher. The yield on the benchmark 10-year Treasury note rose to 3.49 percent from 3.42 percent late Thursday.The dollar rose against most other major currencies. That pushed down oil, which becomes more expensive for overseas buyers when the dollar strengthens. Fewer than half of the companies in the S&P 500 index have reported third-quarter earnings, but so far earnings from eight of 10 companies have exceeded analysts' forecasts, according to Thomson Reuters.Next week brings reports from Kellogg Co., Procter & Gamble Co. and Exxon Mobil Corp. Reports are due on sales of new homes, consumer confidence and demand for big-ticket manufactured items.Friday's report from the National Association of Realtors was seen by some as an aberration. Existing home sales rose 9.4 percent as buyers raced to complete purchases before a tax credit expires at the end of November. The pace of the gain was the strongest in two years and nearly double what analysts had expected.Among companies posting earnings, Union Pacific fell $3.39, or 5.6 percent, to $57.73 and Burlington Northern fell $5.50, or 6.5 percent, to $79.12.Amazon jumped $25.04, or 26.8 percent, to $118.49 after its third-quarter earnings jumped 68 percent and it forecast more than 20 percent growth for the current quarter. The stock logged a high of $119.65.Microsoft's earnings fell 18 percent, largely because it deferred revenue when it let buyers of PC's over the summer get free upgrades to Windows 7, which the company released this week. The stock rose $1.43, 5.4 percent, to $28.02.
Broadcom fell $2.23, or 7.3 percent, to $28.50 after the company's earnings fell by half. CEO Scott A. McGregor disappointed investors with a cautious forecast. There's a little concern about whether Santa's coming this year or not,he said on a conference call.Three stocks fell for every one that rose on the New York Stock Exchange, where consolidated volume came to 4.8 billion shares, compared with 5.3 billion Thursday.Overseas, Britain's FTSE 100 climbed 0.7 percent, Germany's DAX index fell 0.4 percent and France's CAC-40 lost 0.3 percent. Japan's Nikkei stock average rose 0.2 percent.The Dow Jones industrial average closed the week down 23.73, or 0.2 percent, at 9,972.18. WASHINGTON – Health care legislation taking shape in the House carries a price tag of at least $1 trillion over a decade, significantly higher than the target President Barack Obama has set, congressional officials said Friday as they struggled to finish work on the measure for a vote early next month.Democrats have touted an unreleased Congressional Budget Office estimate of $871 billion in recent days, a total that numerous officials acknowledge understates the bill's true cost by $150 billion or more. That figure excludes several items designed to improve benefits for Medicare and Medicaid recipients and providers, as well as public health programs and more, they added.The officials who disclosed the details did so on condition of anonymity, saying they were not authorized to discuss them publicly.
Some moderate Democrats have expressed reluctance to support a bill as high as $1 trillion. Last month, Obama said in a nationally televised address before a joint session of Congress that he preferred a package with a price tag of around $900 billion.Obama also said he would not sign a bill that raised deficits, and the CBO estimates the emerging House bill meets that objective. Officials said the measure would reduce deficits by at least $50 billion over 10 years and perhaps as much as $120 billion.Democrats also said the bill would slow the rate of growth of the giant Medicare program from 6.6 percent annually to 5.3 percent.The bill will be paid for over 10 years. It will reduce costs but also will not add a dime to the deficit in future years, House Speaker Nancy Pelosi, D-Calif., said at a news conference.Still, Obama's speech provoked enough concern among House Democrats that senior presidential aides were called to a meeting in the Capitol to explain precisely what the president had in mind when he set the $900 billion target.The figure of $871 billion is a coverage number. In addition, Pelosi said,as of Jan. 1, 2010, our legislation will give a 50 percent discount for brand-name drugs to recipients in the donut hole and it will reduce the size of the donut hole by $500.After months of delay, Democrats in the House and Senate are aiming for votes next month on legislation to fulfill Obama's goal of expanding coverage to millions who lack it, banning insurance industry practices such as denying coverage for pre-existing conditions and slowing the growth in health care spending nationally. The House bill will also lift the insurance industry's exemption from federal anti-trust laws, a provision under consideration in Senate negotiations as well.With time growing short, Pelosi and Senate Majority Leader Harry Reid are struggling independently with the most controversial of all issues involved with health care, proposals for a government-run insurance option to compete with private industry.In the House, Democrats have tentatively concluded they cannot win passage of the provisions favored by most liberals, one calling for a nationwide government-run plan with payments to doctors and hospitals linked to rates paid by Medicare. It was unclear what fall-back plan was under consideration, but the internal disagreement cast doubt on plans to publicly unveil legislation early next week.Across the Capitol, Reid, D-Nev., assessed support for a nationwide government-run insurance option that would allow states to opt out of the system. Democrats hold 60 votes in the Senate, but one, Sen. Ben Nelson, D-Neb., has spoken out strongly against a so-called public option. Treasury puts North Korean bank on blacklist Fri Oct 23, 4:55 pm ET
WASHINGTON (Reuters) – The U.S. Treasury Department blacklisted a North Korean bank on Friday, saying it was involved in North Korea's arms dealing.Treasury said in a statement that Amroggang Development Bank was being added to a list of proliferators of mass destruction because it was owned or controlled by North Korea's Tanchon Commercial Bank.Tanchon was previously hit with sanctions by both the United States and the United Nations Security Council for its involvement in Pyongyang's proliferation activities.Treasury said assets of Tanchon under U.S. jurisdiction are frozen and Americans are banned from any dealing with it. It said that Tanchon's president, Kim Tong Myong, also was being added to the list of weapons proliferators.
Treasury described Amroggang as a Tanchon-related company run by Tanchon officials. NEW DELHI – Denmark urged the European Union, the United States and other rich countries to commit to financing for a new climate change deal, saying Friday that billions of dollars are needed.The appeal came days after the EU failed to agree on how much it should offer poor nations for their cooperation in trying to cut carbon emissions and how to spread the burden among the group's 27 member states.Developing countries argue that rich countries produced most of the heat-trapping greenhouse gases on their march to development and should bear the costs of fixing the problem. Wealthy nations say all countries — including growing polluters India and China — have to agree to broad cuts in emissions.Danish Climate and Energy Minister Connie Hedegaard said it was important to make a politically binding deal at a December U.N. conference in Copenhagen.She said it was very, very important for EU leaders to reach agreement at a summit next week.But I also would strongly urge other partners — the United States, Japan and others — to come forward with finance,she added.
Rich countries agree they should offer developing nations financial incentives to cut emissions, but differ on the amounts.Hedegaard, who spoke at an international meeting on technology and climate change in New Delhi, declined to specify an amount, saying only that it would be billions of dollars.She and other environment officials also stressed the need to generate private funding for environmentally friendly technology.The Copenhagen conference will seek to reach a new global climate change treaty to replace the 1997 Kyoto Protocol on carbon dioxide emissions. Madam President. Dear countrymen. We have a choice to make. We are never faced with just one way, one solution. To assert so is a testimony to incredible tunnel vision on the reality that we live in. We are far from being the first and only nation that has had to deal with crisis and economic collapse. Perhaps what makes our position unique is that we are in an economic war a war with nations that are using their positions of power to get what they want. Does that mean that all other avenues are closed? Are there perhaps other possibilities than chaining us with the burdens of foreign debt far into the future? It certainly makes sense to lower our interest payments as soon as possible but is there perhaps another way? Why can’t we look at, or at least discuss, the possible solution of declaring a debt moratorium? The numbers I hear on the national debt are so huge and such a high percentage of our GDP, that according to all the standards we use, we are technically bankrupt. Is it maybe better to face reality before it is too late? Is it maybe better for our nation to take the crunch immediately instead of continuously adding to our foreign debt? Do we want to offer our children the hopeless conditions that many underdeveloped countries have had to offer their future generations? Do we want to be just another country that does not do anything other than pay off interest on foreign debts? What is the worst thing that could happen if we declare debt moratorium? Will the sky fall? Will we starve? Will we never again be able to get loans from the international community? Of course not.
We have heard from many experts that horrendous tales of the International Monetary Fund. They warn us against continuing on the road we are on. Do these fine individuals know what they are talking about? One of them is a Nobel Prize winner in economics and worked for the IMF a long time, the other was an economic hit man and yet another one is a world renowned economist. Some experts have proposed that we join other nations that have defied the IMF, or at least seek advice from nations that have fared badly under IMF conditions. Will we be able to preserve economic independence, if we continue to believe that the only possible solution to the debt problem is to create more debt? People who are dealing with excessive consumption of some sort should probably not use this cure since the solution seems to be to consume more to cure the over consumption. I simply don’t understand this methodology.Unfortunately, the reality is that if we continue on the way the government is going our nation will be crushed under the interest burdens of foreign debt. Payment of foreign debt will take a big chunk of our economic growth and our GDP. The government proposes two ways out of this problem, slashing our welfare state and increasing taxes. Furthermore, we have not seen any reasonable proposal to correct the injustice that the public has suffered. How can you expect the nation to shoulder such burdens as the proposed cuts and tax increase suggests if you can not trust that the hardship will have positive results in the end? It simply can not be expected.We now need to make decisions based on hope, justice, and the resurrection of pride which comes from living in a country which many people believe is almost uninhabitable. We can and should seek all possible ways to find common solutions. Britain declared war on our nation when they labeled us as terrorists the British authorities have used economic terrorism against us by misusing the IMF, and using our EU membership application as leverage in order to extort from us what they want in the Icesave [1] debate. It is morally wrong to lay debts on the shoulders of the public which it had nothing to do with in the first place.Our government doesn’t seem to realize that we are indeed in an economic war and that the nation has been attacked in such a way which makes a courteous response impossible, and it being impossible as well to state without blinking that we should pay the debts of financiers that mortgaged the work of the nation undisturbed while the administration slept.
The demands of Britain and Holland regarding Icesave have to be rejected on the basis of national well being and security. If the government tries to honor the Icesave agreement and follow the IMF program it could lead to mass emigration, damage our healthcare and education system, diminish the workforce, inhibit productive investments and usher in a period of permanent national decline.I object when our leaders claim that we the people are obliged to pay debts we never incurred. On what basis should every man, woman and child be forced to pay ¤20,000 each? I have heard that we have to pay the British and the Dutch because they are using their strong position to stop our loan from the IMF. I have heard that their MPs were ruthless and rude to our visiting MPs last week in the European Parliament, and had said more than once that if we didn’t pay we could not join the European Union. I don’t know about you, respected government and prime minister, but I think the time has come to get out of this bind and seek alternative solutions.The Movement supports the following ideas for action to bring us out of the economic calamity we are in:First, we should rid ourselves of the IMF presence in our country using all available means. The European Union has also been hostile to Iceland in the Icesave debate and hence it would be inadvisable to continue with our membership application at this time.Secondly, we should initiate measures to control speculative trading, first by placing a 1% Tobin-tax on all financial transactions and profits, including derivatives, stocks, currency transactions and commodity speculation. Additionally we should halt the repossession of homes and businesses and update our regulatory framework for banks and financial markets.We are now heading into familiar territory where left and right are positioning themselves in the usual opposing trenches. Lament is now heard from a familiar corner about how the cutbacks aren’t large enough or that its unfair to tax those more who can afford to pay more.We have often heard that we need to get around this left-right paradigm which places people in opposing camps. It has never been more important than right now to lift the discussion on a higher plane than the trench warfare of obsolete values.
When I see the task of this government I see a number of important issues on the agenda and I pledge our support to much of the legislation being proposed. Much has been discussed about a broad based national coalition government and a non-parliamentary government . Such arrangements have not fared well in the past, but the total collapse of our financial system may justify that all elected representatives shoulder collective responsibility of resuscitating our economy. Unfortunately our president has lost his symbol of unity and any such government appointed by him would leave much to be desired.This year I and my friends in The Movement have have thought about what could unite us to seek a way out of our troubles. What could make us believe that it was sensible to try working our way out of these trying times and injustice. Is it realistic to expect that the public take on the difficult times ahead if they can not unite on something to work through this? It is often said that we parliamentarians are a disparate group of people reflecting the different views of society. Maybe our next big task should be to find a common way which we all can go. Maybe we need to think beyond the next four years. Maybe we need to really discuss what kind of nation we want to be. Many people walk wounded from the boom time in which they took part, they got swept by the current and now feel guilty. Others never took part in any of this and feel its unfair that now they are called on to pay for this whole mess when they never were rich in the first place. The pulse of the nation is rapid and raging.The new Iceland isn’t the Iceland that the people called for. They wanted democratic reforms, but legislation now being proposed in this area is weak and not in tune with the people’s demands. The nation needs a constitutional convention in which citizens take part but the expensive advisory convention for a chosen few which the government proposes is a distortion of the unity such a convention could bring if a different metheod were used. In November a few energetic individuals will call together a national convention and it is my hope this endeavor will guide us on this path.
We parliamentarians are here to represent the will of the people. But the people have to make up their minds as to what it is that they want. It is clear that no matter which government will be in charge, they will always be unpopular in the trying times ahead If we are not to have a persistent government crisis it is important that Parliament take back the powers it was originally intended to have. At the moment the executive branch holds Parliament hostage. It is healthy for democracy that the executive branch refrain from using its MPs as a rubber stamp for their decisions. The government has set an example for all and called for the parliamentary minority to work according to their conviction, cf. European Union application – it must apply to the majority as well. Heard mentality and leader adulation brought us down. Let’s make sure it doesn’t happen again. The Movement wants to speak for the public; we have no interests to guard but your own.Halldór Laxness[2] had a unique insight into our nation’s soul. In order for this to happen we must square up with the past and implement real changes. If we can see a purpose with our sacrifices this nation can continue to perform small miracles and make the impossible possible, then this depression will perhaps not last as long as it seems at the moment. It is unrealistic to argue that next year we will see the end of the crisis. But it is realistic to set goals that we can all agree on. What these goals are is yours to decide and ours to implement.

Czech President Vaclav Klaus, a fierce critic of all things related to the European Union, is the only thing standing between Europe's élite club and its mighty future. Until he signs the Lisbon Treaty — the Czech Republic is the last holdout among E.U. members — the E.U.'s grand reform plan remains in limbo. While politicians across the continent have spent weeks wringing their hands, trying to figure out how to compel Klaus to sign the document, the majority of Czechs are standing behind their leader.I actually like him. He is an intelligent man who knows what he is talking about,says Anna Hrubesova, a 17-year-old student in the northern town of Vratislavice nad Nisou.Although Klaus is fiercely opposed to the treaty, which aims to overhaul the E.U.'s decision-making procedures and establish a full-time President of the union, it's looking more likely that he will grudgingly sign it. He is bound by the Czech constitution to approve the document after the parliament endorsed it and he indicated in an interview last weekend that it was probably too late to derail the process. However, the deeply Euroskeptic President has devised a shrewd face-saving plan which allows him to still emerge a winner — at least in the public eye. He has demanded that an exemption be added to the treaty to protect Czechs from potential property claims by the families of ethnic Germans who were expelled from the former Czechoslovakia after World War II. Klaus claims that the E.U. Charter of Fundamental Rights, which is part of the Lisbon Treaty, could become the basis for such property-restitution lawsuits.
The demand has vexed European lawmakers who see it merely as a stalling tactic. The E.U. has no power over issues of private property and the Charter of Fundamental Rights cannot be applied retrospectively. But in parts of the Czech Republic, where the wounds of the war are still surprisingly fresh, the property-claim issue has deep resonance. In a national poll published in the Lidove Noviny newspaper on Oct. 16, 65% of Czechs said they backed Klaus' stance on the exemption. On a recent drizzly afternoon in Vratislavice nad Nisou, not far from the German border, red apples were peeping out from beneath heaps of early snow on the trees. In the 16th century, Germans settled alongside Czechs in the town and built flourishing factories, one of which is said to have produced a carpet for the Waldorf Astoria Hotel in New York City that was deemed the world's largest in the 1920s. But Czechoslovakia's German minority suffered greatly in the Depression on the eve of World War II and many threw their support behind Konrad Henlein, leader of the country's pro-Nazi ethnic German party. As punishment, the Czechoslovak government ordered most German-speaking citizens in the country to be deported after the war and their property seized.Today, Anna Hrubesova and her family live in a worn municipal villa, divided into four apartments, which once belonged to the Henlein family. They also own a weekend house the government confiscated from other German residents.You can tell yourself 10 times that nothing can happen, says Anna's mother, Iva, a 37-year-old brunette on maternity leave.But court proceedings may take half a year and you will lose your nerves.Iva's grandmother was a local German who avoided expulsion because she was married to a Russian. Despite having German lineage, though, her daughter Anna doesn't want to see Germans return to the area. I don't mind if they come to visit but I am not keen on them settling here again,she says.
A few snow-filled streets away, Milan Bezucha, a 53-year-old ambulance driver, isn't afraid he'll lose his 1905 Art Nouveau villa to the descendants of the original German owners without the Lisbon Treaty exemption. But he still agrees with Klaus, who is seen by many as being more empathetic to the concerns of ordinary Czechs than his chief critic, former President Vaclav Havel. Given my experience with Czech authorities, there could be a gap and one could lose anything,he says with a bitter laugh.Vaclav Houzvicka, a sociology lecturer at J. E. Purkyne University in the northern city of Usti nad Labem, says he's not surprised by the public response. Numerous surveys in recent years have shown that around two-thirds of Czechs remain wary of Germany, despite their country having entered the E.U. and NATO, he said. Moreover, the issue of the deported Germans is still emotionally charged.The layer is so thin that it is sufficient to press one button and it is all back,he says. Not everyone stands with the populist Klaus, though. Havel has blasted the President's holdout position as irresponsible and dangerous.Author Jaroslav Rudis, who has written about the expelled Germans, also questioned Klaus' motives.Every time I hear someone play this card I feel like the war has never ended,he tells TIME.It's like it's from a different planet.Diplomats have griped that the Czech Republic's standing in the E.U. has hit a new low, with some talking about how the country could be denied a seat in the next European Commission.Whether Klaus gets the exemption he is demanding in exchange for his signature will likely be determined on Oct. 29-30 when E.U. leaders gather for a summit in Brussels. But even if he fails to wrangle any concessions from the E.U., Klaus has succeeded on one front: shoring up his support among the Czech people. PRAGUE – Vice President Joe Biden made significant strides during a trip to Central Europe this week in relieving anxieties the Obama administration stirred up last month when it scrapped a Bush-era plan for missile defense.Biden won agreement Friday from the Czech Republic to join Obama's reconfigured missile defense system, just two days after Poland said it also would take part. The NATO chief, meanwhile, praised the new plan as offering good defense for the West from future Iranian threats.Ministers welcomed the fact the new approach puts European missile defense more into a NATO context,NATO Secretary-General Anders Fogh Rasmussen said in nearby Bratislava after U.S. Defense Minister Robert Gates briefed alliance defense ministers on the system. It is good for solidarity.Russia vehemently opposed the Bush-era plan, which would have put missile interceptors in Poland near Russian territory and in the Czech Republic — areas in its Cold War sphere of influence. When Obama suddenly announced last month that he was scrapping that plan for a reduced missile defense system linked to NATO, many Poles, Czechs and others in the region feared it marked a capitulation to Moscow — a power still viewed with deep suspicion in much of the former Eastern Bloc.Warsaw and some in Prague were also stung because the new system would give them reduced roles, a disheartening prospect because they counted on Bush's plan to tie their security destinies closer to the U.S., which is still viewed as the only credible guarantor of stability as Russia grows more assertive.But those fears seem to have dispersed with Biden's stops this week in Poland, Romania and the Czech Republic.Charles Kupchan, a senior fellow at the Council on Foreign Relations, said Biden appeared to achieve Washington's objective of reaffirming U.S. interest in Central Europe.The Biden trip was principally an effort to calm nerves and to reassure countries of Central Europe that the U.S. was not losing interest and pursuing rapprochement with Russia at their expense,Kupchan said.

I think I set out on behalf of the president to convey to three central European allies that we're committed.He said he was absolutely convinced after the trip that the three countries' governments and opposition leaders now have no doubt about the commitment,adding that missile architecture was more sort of a metaphor for 'are we committed? Under Obama's new missile defense plan, U.S. Navy ships equipped with anti-missile weapons — such as the Navy's Standard Missile-3 — would form a front line of defense in the eastern Mediterranean. Those would be combined with land-based anti-missile systems to be placed in Europe.Poles in particular were appalled the U.S. announced its plans for a reconfigured missile defense system on Sept. 17, the 70th anniversary of the Soviet invasion of Poland at the start of World War II. They felt that timing showed a lack of sensitivity, and Polish tabloids accused the U.S. of stabbing Poland in the back while political experts described Obama's plan as a slight.Obama's proposal calls for a focus on short- and medium-range interceptors to better counter expected threats from rogue states such as Iran. A new Czech government will be formed after elections in May.In Russia, the Foreign Ministry spokesman Andrei Nesterenko on Thursday welcomed Obama's decision to dump the Bush-era plan, and said Moscow will carefully watch the next U.S. moves on missile defense. He said Russia was still conducting a thorough analysis of the new proposal.Gates, the U.S. defense secretary, said he hopes Moscow will join the new missile defense system, saying it will be much easier to tie it in with Russian capabilities.Vanessa Gera reported from Bratislava. Secretary of Russia’s National Security Council Nikolai Patrushev says the country should be ready for large-scale conflicts.In 1993, we said that military conflicts have been ruled out, but life has shown this is not the case,AFP quoted Patrushev, as saying on Thursday.There have been regional and local conflicts, and we cannot rule out large-scale conflicts and we need to be ready for this,he added.Patrushev made the comments while discussing a new version of Russia’s military doctrine, which officials have been drafting in recent months.Last week, Patrushev said the new doctrine would allow Russia to carry out a preventative nuclear strike against would-be aggressors.

[Note: Regarding my recent article mentioning Benazir Bhutto's December 27, 2007 assassination, in a November 2, 2007 interview with David Frost she mentioned that an earlier assassination attempt by a former military officer connected with Omar Sheikh, the man who murdered Osama bin Laden. Have you heard the power elite-controlled American press or media mention this? Bhutto was the woman the U.S. State Department wanted to become Prime Minister of Pakistan. Now why would the U.S. want someone to head Pakistan who has and publicly uses very bad information (Osama's murder) if she was wrong? Or, if she was correct, why would the press and media censor such important news from the American people? Could it be that the power elite doesn't want the public to know Osama's dead because that would decrease interest in the war on terror? And could Bhutto's spilling the beans have played a role in her own assassination? Concerning another of my recent articles,The Power Elite's Use of Wars and Crises (January 28), someone may have gotten the impression that the First World War was planned beginning around 1910. Actually wars are planned by the power elite far in advance, and the First World War, followed by a world government, was planned long before 1910. For example, in 1908 THE JOURNAL OF AMERICAN HISTORY (Vol. 2, No. 4) begins with these words: The most fearful war of the century is coming soon. After the war, will come world-peace--the highest development of the race in this cycle.This is the prediction made a few days ago by a distinguished political economist.]I was listening to a discussion regarding the Middle East and thought to myself Don't they understand that what's happening has been planned? This is not only true in geopolitics (FDR said nothing happened in politics by accident) but in all facets of life. In music in the 1950s and 1960s, rock music didn't just happen by accident. Theodor Adorno and others theorized years earlier how it could change people. Similarly in art, Bertolt Brecht said,Art is not a mirror held up to reality, but a hammer with which to shape it.Many people are familiar with the impact of the Leipzig and Frankfurt Schools upon society, but relatively few understand the impact of Tavistock. Therefore, this article will look at that organization and how it has shaped/planned our lives and the course of the world.The name Tavistock is associated with human relations and psychiatry (see statue of Freud in front of Tavistock Institute). Charles Dickens (who had written of pencils of light,which is similar to the term points of light) moved to Tavistock House in October 1951. Tavistock is an area in southwest Devon in England, but the story begins elsewhere.The term psychiatry was first used in 1808 by Johann Christian Reil, and it means doctoring of the soul.The primary schools of psychiatry were established in the early 1800s in Leipzig and Berlin.
At Leipzig University in 1879, Wilhelm Wundt established the first psychological laboratory, and among his students were Ivan Pavlov, William James (the Father of American Psychology), and G. Stanley Hall (who would become the mentor of John Dewey, the Father of Progressive Education). Pavlov is well-known for his stimulus-response experiments with dogs. In Clarence Karier's SCIENTISTS OF THE MIND (1986), one reads concerning James that we pass from a culture with God at its center to a culture with man at its center.James was also noted for his famous description of reality as one great blooming, buzzing confusion.Of possible interest in this regard is that a symbol of Rosicrucianism is buzzing bees seeking the nectar (wisdom) of a (blooming) rose. And Hall founded genetic psychology while also using Wundt's experimental psychology in the area of child development. Hall and James meshed in John Dewey, an educational psychologist, who co-authored the first man-centered HUMANIST MANIFESTO in 1933. Dewey, John B. Watson and other leading psychologists in the early 20th century were interested in the behavior of people. They didn't believe that man had a soul in the Biblical sense of the word. Thus it was not surprising that at the 6th International Congress of Philosophy, which took place at Harvard University in 1926, it was stated that the soul or consciousness... now is of very little importance.... Behaviorism sang their funeral dirge while materialism--the smiling heir-- arranges a suitable funeral for them.What does all this have to do with Tavistock? In 1920, the Tavistock Institute of Medical Psychology (TIMP) was founded. It was involved in psychotherapy, and psychiatrists at the Tavistock Clinic wanted to apply their findings to the general public in the form of certain social service programs.John Rawlings Rees (who would be a co-founder of the World Federation for Mental Health in 1948) was Deputy Director of Tavistock at this time (he would become Director in 1932). Rees developed the Tavistock Method, which induces and controls stress via what Rees called psychologically controlled environments in order to make people give up firmly held beliefs under peer pressure.
Rees' Tavistock Method was based on work done by British psychoanalyst Wilfrid Bion regarding the roles of individuals within groups. This design was later shifted in a series of conferences (1957-1965) led by A. Kenneth Rice, chairman of Tavistock's Centre for the Applied Social Research. The shift was to the dynamics of leadership and authority relations in groups. According to the A.K. Rice Institute,In 1965 Rice led a conference in the United States, as the Tavistock Method began to be developed in the U.S. by Margaret Rioch and others. The A.K. Rice Institute is now the U.S. equivalent of the Tavistock Institute.In 1930, TIMP had been involved with the second biennial Conference on Mental Health, where psychiatrist J.R. Lord advocated challenging old values, saying the aim should be to control not only nature, but human nature.And he spoke of the necessity to disarm the mind.Rees went even further than this on June 18, 1940 at the annual meeting of the National Council for Mental Hygiene of the United Kingdom. In his speech on Strategic Planning for Mental Health,he proclaimed:We can therefore justifiably stress our particular point of view with regard to the proper development of the human psyche, even though our knowledge be incomplete. We must aim to make it permeate every educational activity in our national life.... We have made a useful attack upon a number of professions. The two easiest of them naturally are the teaching profession and the Church: the two most difficult are law and medicine.... Public life, politics and industry should all of them be within our sphere of influence.... If we are to infiltrate the professional and social activities of other people, I think we must imitate the Totalitarians and organize some kind of fifth column activity! If better ideas on mental health are to progress and spread we, as the salesmen, must lose our identity.... Let us all, therefore, very secretly be 'fifth columnists.(See MENTAL HEALTH, Vol. 1, No. 4, October 1940)
In 1935, Harvard psychologist (1930-1967) Gordon Allport co-authored THE PSYCHOLOGY OF RADIO with Hadley Cantril. Allport would be a leading agent in the U.S. for the Tavistock Institute, and Cantril in 1937 would be a member of the Rockefeller Foundation-funded Office of Radio Research at Princeton University established to study the influence of radio on different groups of listeners. In 1940, Cantril would author THE INVASION FROM MARS: A STUDY IN THE PSYCHOLOGY OF PANIC regarding the radio broadcast of H.G. Wells' THE WAR OF THE WORLDS. Tavistock senior staffer, Fred Emery, would later (HUMAN RELATIONS, Vol. 12, No. 3, August 1959) begin his article on Working Hypotheses on the Psychology of Television with the words:The psychological after-effects of television are of considerable interest to the would-be social engineer.During the Second World War, Tavistock was part of Great Britain's Psychological Warfare Department. On May 7, 1944, Dr. Rees of Tavistock and the British War Ministry injected Nazi prisoner Rudolf Hess with the narcotic Evipan. According to Lt. Col. Eugene Bird in PRISONER NO. 7: RUDOLF HESS (in the chapter titled A Secret Drug), Rees examined Hess 35 times. Rees and his associates via chemicals caused Hess's memory to fail and then explained that they could bring back the memory with an injection of Evipan.Hess was told that while under its influence he would remember the past he had forgotten.In 1945, Rockefeller Foundation medical director Alan Gregg was touring various institutions that had been involved in war medicine to see if any group would commit to undertake the kind of social psychiatry that had been developed by the Army during wartime (e.g., cultural psychiatry for the analysis of the enemy mentality), and see if it could be relevant for the civilian society (on April 11, 1933, Rockefeller Foundation president Max Mason assured trustees that in their program, the Social Sciences will concern themselves with the rationalization of social control,... the control of human behavior). This led to a Rockefeller grant that resulted in the birth of the Tavistock Institute of Human Relations in London in 1947. Tavistock would join with Kurt Lewin's Research Center for Group Dynamics (RCGD) at the University of Michigan the next year to begin publication of the international journal, HUMAN RELATIONS, relating theory to pracice. The first volume contained articles such as Overcoming Resistance to Change,and A Comparison of the Aims of the Hitler Youth and the Boy Scouts of America.The Tavistock Institute would use Lewin's techniques to arrange therapeutic communities.
Lewin had received his Ph.D. from Berlin University in 1914, and in 1932 came to the U.S. in the area of child psychology. During the Second World War, he worked for the U.S. Office of Strategic Services (which would become the CIA) in psychological warfare. He founded the RCGD in 1946. The next year his research center along with a division of the National Education Association (NEA) began the National Training Laboratories (NTL) which furthered Lewin's social engineering via T-groups (training groups), where group consensus is facilitated by trained individuals.Over the next two decades, the NTL would spread its operations to various countries around the world. And in its ISSUES IN (HUMAN RELATIONS) TRAINING (1962), its sensitivity training is referred to as brainwashing.Recently, NTL has conducted programs relevant to Tavistock such as NTL and Tavistock: Two Traditions of Group Work,Tavistock Program: Re-Thinking and Planning for Organizational Change,and The Tavistock--Task Working Conference which is a program structured around various group configurations.... Periodically each group will review its actions and results to learn from processes, roles, values, and methods as they evolve.Other recent NTL programs have featured people such as New Ager Jean Houston and the witch Starhawk.
The year after Tavistock and the RCGD began publishing HUMAN RELATIONS, the journal (Vol. II, No. 3, 1949), published Some Principles of Mass Persuasion by Dorwin Cartwright who helped establish the Institute for Social Research at the University of Michigan. In this article, Cartwright reveals: It is conceivable that one persuasive person could, through the use of mass media, bend the world's population to his will.The article goes on to describe the modification of cognitive structure in individuals by means of mass media and how a person can be induced to do voluntarily something that he would otherwise not do.The article also provides a list of essential requirements for the success of any campaign of mass persuasion.
Seven years after Cartwright's article appeared, prominent psychiatrist R.D. Laing was appointed senior registrar at the Tavistock Clinic in 1956, three years after he left the British Army Psychiatric Unit. He began experimenting with LSD in 1960, and then in 1962 when he became a family therapist at the Tavistock Institute of Human Relations, he also met Gregory Bateson while visiting the U.S. Bateson had been with the Office of Strategic Services (forerunner of the CIA), and then led the MK-Ultra hallucinogen (LSD) project. The study was carried out in the U.S. and parts of Europe. The project involved assessing and validating students' skills, with information placed on personal skills Smart Cards which become real passports to employment.The implication, of course, is that without this real passport,one will not be employed.

Public school students are taught (without reference to God's moral authority) to decide for themselves what's right or wrong based on the situation. And so-called Christians are letting this religion be taught in public schools while the Supreme Court has banned the God of THE HOLY BIBLE as moral authority in the same schools. Over four decades of this has produced more secular humanists than God's holy people,whose dwindling ranks will be vastly outnumbered by secular humanists who will destroy them as a result of their situation.God, please help us!
