EUOBSERVER / BRUSSELS – European Commission President Jose Manuel Barroso has said he is confident that the Lisbon Treaty will be ratified shortly, despite comments made by Slovakia's prime minister over the weekend regarding a possible opt-out from the Charter of Fundamental Rights.All the countries of the EU have now approved the Lisbon Treaty, either by referendum in Ireland or by parliament in all the others, said Mr Barroso in Brussels on Monday (19 October).Now we have to complete the procedures of ratification and I'm sure that will be done relatively soon. I'm very confident,he added, with Czech President Vaclav Klaus still to sign off on the pact on behalf of Prague.Slovakia's Prime Minister Robert Fico told national television over the weekend that any special terms negotiated by the Czech Republic regarding the charter - which is attached to Lisbon and will become legally-binding when the treaty comes into force - would also have to apply to Slovakia. Although the Charter of Fundamental Rights was barely mentioned during Slovakia's internal debate on the ratification of Lisbon, a decision last week by Mr Klaus to seek an opt-out or Irish-style legal guarantee on the charter has raised fresh concerns in Slovakia.If one says that the Czechs are exempted from the rule then there is a rule, and Slovaks need to be exempted as well to have parity and to reduce any ambiguity,Radoslav Prochazka, a Slovak lawyer specialising in community law, told this website.The debate surrounds the Benes Decrees – a set of laws issued during and immediately after World War II, under which enemies of the state were expelled from Czechoslovakia and their land was confiscated.

Mr Klaus has said that charter clauses on property rights would open the door to land claims by Germans who lost territory under the Benes Decrees, while in Slovakia any such hypothetical claims would more likely be made by ethnic Hungarians.The Czech Republic's chances of securing some form of opt-out from the charter appear small, but Slovakia's are almost non-existent due to the fact that the country has already ratified the Lisbon Treaty, Mr Prochazka said. Although still part of the body of official legislation in Slovakia, Mr Prochazka explained that the Benes Decrees are now largely redundant in their effect.Most analysts believe that Mr Klaus' sudden decision to raise the issue last week is little more than a new delaying tactic to put off his Lisbon signature for even longer.A nightmare scenario for Lisbon enthusiasts is that the eurosceptic Mr Klaus successfully holds off on signing the document until UK elections next year, which the Conservative Party is expected to win.Conservative party leader David Cameron has promised a referendum on the treaty if it has not already been ratified by every other EU member state when he comes into power. UK citizens would most likely vote against the treaty.

The beginning of trouble?

Whatever the motivations behind current requests for opt-outs, the debate has brought the Charter of Fundamental Rights back into the public spotlight and may signal the first in a long line of awkward situations created by the document. One senior legal Irish figure described the charter as being very poorly drafted, opening up a series of unexplained questions for the future such as how the document will interact with national constitutional law, a point noted by the Czech constitutional court last year.Another is the failure of the authors to fully clarify between the rights and principles listed in the charter.The reality is that a lot of this was drafted by diplomats and politicians who loved the high-sounding phrases and who basked in what they thought reflected Jeffersonian-style glory, but without really understanding what they were doing,said the source.

Poland sets out vision for EU diplomatic corps

EUOBSERVER / BRUSSELS - Poland is keen for the EU's new diplomatic corps to be a unique type of institution, to take half its staff from national capitals and to gobble up parts of the European Commission's development department.The proposals - obtained by EUobserver - were put forward in a two page-long paper dated 5 October and are currently doing the rounds in Brussels together with competing ideas from other member states.The Polish paper calls for the European External Action Service (EEAS) to be a sui generis institution similar to an executive agency instead of a normal EU institution such as the EU parliament or the commission itself. EU executive agencies, such as the European Research Council or the Agency for Health and Consumers, are set up for a fixed period of time, do not have their own section in the EU budget and have their formal seat in Brussels or Luxembourg.In a sign of just how much room for interpretation is left in the Lisbon Treaty, the Polish paper says the EEAS should handle EU foreign, security and defence policy and - at a later stage - some types of consular work such as consular assistance or common visa application centres.It should not deal with trade, enlargement or development.In terms of staff, 50 percent of personnel are to come from member states and 50 percent from the commission and from the Council, the Brussels-based secretariat which prepares EU member states' regular meetings.Despite staying out of development policy, the EEAS should poach the commission's experts on the 79 African, Caribbean and Pacific countries which currently fall under the development portfolio, on top of the 6,000 or so commission staff who work in the foreign relations department.

The Polish paper makes clear who will be in charge despite the commission's sacrifice.Poland is of the opinion that in the process of creation of the EEAS, both in the planning and implementation phase, it is the member states which should play the key role.Quarterly human resources reports and regular staff turnover are to ensure that the diplomatic corps is not run by French, German and British officials to the detriment of smaller or newer EU countries.

The race of the least encumbered

Several names have been linked with the powerful new post of EU foreign minister, who is to head up the diplomatic service. But each one of the unofficial candidates has something going against them.UK foreign minister David Miliband is on the young-ish side and comes from an EU-lukewarm country.Britain's former EU commissioner for foreign relations, Chris Patten, is highly confrontational on Russia and Israel. Swedish foreign minister Carl Bildt is guilty of the same crime. And the Dutch former head of Nato, Jaap de Hoop Scheffer, oversaw a historic low in Nato-Russia relations.On the other hand, Germany's ex-foreign minister Frank-Walter Steinmeier is too Russia-friendly by half for the former Communist EU states.The candidate with the least amount of negative baggage is Finland's outgoing EU commissioner for enlargement, Olli Rehn. Mr Rehn has upset nobody in the past five years, knows how Brussels works, would reassure pro-enlargement states such as Poland and comes from a country which knows how to get along with Russia.He is not, however, from the centre-left political family, which is claiming the post for one of its own.

MANILA, Philippines – The Philippines put seven northern coastal areas on alert Tuesday for fast-approaching Typhoon Lupit, as the church offered prayers that the storm will spare the battered country still reeling from deadly floods and landslides.Lupit is forecast to make landfall Thursday in the extreme north of the main island of Luzon with winds of 120 miles (195 kilometers) per hour and gusts of up to 143 mph (230 kph), the weather bureau reported.The third storm in a month was projected to slice through northeastern Cagayan and neighboring provinces toward the South China Sea, dumping heavy rainfall in and around the mountainous north where mudslides set off by back-to-back storms since Sept. 26 killed more than 850 people.

Philippines starts evacuation ahead of new typhoon OCT 19,09

MANILA (Reuters) – The Philippines began evacuating thousands of people in northern areas prone to floods and landslides on Tuesday ahead of a powerful typhoon that has gained strength over the Pacific, officials said.Typhoon Lupit, which means fierce in Filipino, was expected to make landfall around the far northern tip of the Luzon region by Thursday and dump more rain on typhoon-weary provinces, said Prisco Nilo, head of the weather bureau.The Philippines is still recovering from two recent typhoons -- Ketsana and Parma -- which brought record-high rainfall that flooded the capital Manila and large swathes of farmland in northern provinces. Rick weakens to tropical storm in Pacific OCT 19,09

MIAMI – Forecasters say Hurricane Rick that once had winds up to 180 mph has weakened to a tropical storm as it approaches the southern tip of Baja California.
Meanwhile, forecasters have issued a hurricane watch for an island far south of Hawaii for Tropical Storm Neki.Forecasters say winds from Rick have died down to 70 mph (90 kph). It was once a Category 5 storm.As of 11 p.m. EDT Monday, the center was about 290 miles (465 km) south-southwest of Cabo San Lucas, Mexico.Neki was about 700 miles south-southwest of Honolulu and about 670 miles east-southeast of tiny Johnston Island. LOS CABOS, Mexico (AP) — Hurricane Rick was more than a day away from the resorts of Baja California on Monday but the 13-foot (4-meter) waves it kicked up already killed two people in Los Cabos, which lies almost directly in the Category 1 storm's forecast path.State police commander Sergio Castro said a 16-year-old boy swimming at El Medano beach in Cabo San Lucas drowned Monday when a wave dragged him into the ocean.The first victim was a 38-year-old man who was fishing from a rocky point when he was swept away by a big wave Sunday. Bystanders went to help the man, but by the time they got him out of the water he was dead, said Francisco Cota, the Los Cabos civil defense director.We have established patrols on the beaches to keep people from going into the sea,Cota said.Storm shelters were being opened at local schools and patrol vehicles were making the rounds of low-lying neighborhoods with loudspeakers urging people to evacuate.The port is closed ... and people are getting their boats our of the bay,Cota said.Rick's maximum sustained winds decreased Monday to 85 mph (140 kph), down from a peak of 180 mph (285 kph) as a Category 5 storm during the weekend, the U.S. National Hurricane Center in Miami said. Rick was moving north-northwest at about 7 mph (11 kph).

The storm was expected to continue weakening and near the southern tip of the Baja California peninsula late Tuesday or early Wednesday, forecasters said.Rick was centered about 305 miles (495 kilometers) south-southwest of Cabo San Lucas, one of the two towns that make up the municipality of Los Cabos.At the beach-side SolMar resort in Cabo San Lucas, manager Silvia Carlos said the hotel was taking precautions but had not evacuated guests.We are covering up windows in the entranceway and sealing doors, Carlos said.The waves are starting to get high.Rick also threatened to disrupt a major sport-fishing tournament scheduled to start Wednesday. About 800 sports fishermen were scheduled to gather for the Bisbee's Los Cabos tournament. Canadian provinces get 2 million H1N1 vaccines Mon Oct 19, 1:18 pm ET

OTTAWA (Reuters) – GlaxoSmithKline Plc has shipped two million doses of H1N1 vaccines to Canada's provinces and more will be sent this week, Health Minister Leona Aglukkaq said on Monday.She said the vaccines would be offered to the public once clinical trials have been concluded and the federal regulator gives its approval.Chief Public Health Officer Dr. David Butler-Jones said he expected the public roll out to begin as expected in the first week of November.A handful of countries may have access to some vaccine for some of their citizens before we do. However, we will have vaccines available for every Canadian who needs and wants it, he told a news conference with Aglukkaq.Butler-Jones said 3 million doses or more would be sent out every week. Canada has a population of 33.7 million and has ordered 50.4 million doses from GlaxoSmithKline.Opposition politicians have criticized the government for not starting vaccinations earlier, but Butler-Jones said Canada followed World Health Organization recommendations in beginning H1N1 vaccine production immediately after seasonal flu vaccine production was complete.

People throughout Europe are rejecting the H1N1 vaccine en mass, despite huge campaigns by their governments to get them to take the shot when it becomes available within the next week.In Germany uproar continues to grow concerning the fact that German Chancellor Angela Merkel and government ministers, as well as the armed forces there, will receive a special, additive-free H1N1 vaccine.The soldiers and the German government elites will receive Celvapan, an adjuvant-free vaccine manufactured by Baxter. The German public, however, will receive a vaccine produced by GlaxoSmithKline which contains squalene and the mercury based preservative thimerosal.A report yesterday in the leading German newspaper Die Welt describes the public sentiment towards the news:That throws a treacherous light on the announcements of the German health ministry and the Paul Ehrlich Institute (PEI) responsible for vaccines. Why should the government and high-ranking officials get special treatment, the people who they rule over are asking. The dirty word of a two-tier medicine comes to mind. And then thoughts turn to Orwell’s novel Animal Farm where all are equal but some are more equal.Polls in Germany, even before this news, have indicated that only one third of the population are interested in receiving the H1N1 vaccination.Last week Spiegel reported that there has been an open rebellion by general medical professionals and child physicians in Germany over use of the toxic vaccine. Dieter Ludwig, chairman of the drug commission of the German medical profession, told Spiegel that health authorities have colluded with pharmaceutical companies.GlaxoSmithKline itself has issued a press statement in which the company defends the decision by the German government.Across the border in Denmark, public officials and health care workers chosen as primary recipients of the vaccine are declining it, saying that the virus is too mild to warrant taking the shot.

Of 360,000 police officers, nurses, doctors and others identified as holding key positions, only around 30% have applied for vaccination appointments, according to Denmark’s largest vaccination agency.Danske Lægers Vaccinations Service (DLVS, Danish Doctors Vaccination Service) Chairman Karsten Østergaard revealed that under a third of those chosen will take the vaccine.The news comes despite extensive planning for a massive swine flu immunization campaign on behalf of the Danish Government this Fall to inoculate one fifth of the total population.Meanwhile, the vast majority of Scandinavian neighbours in Finland have indicated that they have no interest in taking the vaccine.Results of three major nationwide polls held by Finnish media outlets Ilta-Sanomat, MTV3 and Helsingin Sanomat reveal that up to 75% of people there will refuse to take the H1N1 shot when it becomes available in the next few days.The Finnish government has also launched a mass campaign to vaccinate the public there. Healthcare workers in Finland are due to receive the first inoculations next week.Rejection of the vaccine is also prevalent In the Netherlands, with two thirds of nursing staff saying they do not want to be inoculated against the H1N1 virus. Large portions of the populations of France, Belgium and Spain have also indicated they want no part of the jab.The feeling of the people in Europe reflect those of the populations of the UK, the US and Canada, large portions of which have indicted great reservations over the safety of the vaccine.

Bedouin Town Plans to Expel Illegal Arabs: They are a Nuisance

(IsraelNN.com) The Bedouin town of Rahat in the Negev is suffering from a wave of Arabs who illegally entered Israel from areas of Yehudah (Judea) and Shomron (Samaria) that are under Arab control, and from Gaza. They have rented homes and stores and are primarily employed at trade and construction work. According to Arutz Sheva's Hebrew service, their reputation as a cheap work force tempted the local Arabs to let them into the town.The locals say, however, that the illegal migrants' presence has become a nuisance and is causing a spike in crime, including arms dealing and drug trade. There are about 2,000 illegal Arabs in Rahat, according to police estimates. Rahat elders and leaders are concerned that their very presence could damage the fabric of the Bedouin family unit.Rahat mayor Faez Abu-Sahiban (Islamic Movement) recently announced a total war against the illegals.I have received reports from hundreds of young men and women complaining of harassment of the young women by the illegals,he said.This behavior contradicts our religion and tradition. We will not let those who want to trample our values stay in our town.

Abu-Sahiban announced that he intends to use a heavy hand together with the police and to kick out the migrants in two weeks' time. 93.5% of Jews Say Goldstone Report is Biased

(IsraelNN.com) Seventy-nine percent of Israel's Jewish public disagrees with the Goldstone report's claim that the IDF committed war crimes in Operation Cast Lead in Gaza, according to a new survey by Tel Aviv University. Only 5% of the Arab sector disagreed with the war crimes claim.The poll found that Israeli Jews familiar with the Goldstone report's main conclusion were almost unanimous in the opinion that the report was biased against the IDF: 61% of the Jews were aware of Goldstone's major finding, and 93.5% of these believed the report was biased. This opinion crossed political lines between Right and Left.

46% justify government decision
The Jewish public is divided on the question of whether the government was right not to cooperate with the Goldstone committee. 46% thought it was right to do so, 20% believed it was mistaken and 34% did not know. The pollsters estimated that those who favored cooperation with the committee did so because they believed that cooperation with the committee could have softened its findings.Among the Arab public in Israel, only 6% thought Israel's decision not to cooperate was right. 22% said it was wrong and about 70% had no opinion.Asked whether Hamas's transfer of a video of soldier-hostage Gilad Shalit improved the chances of success in the negotiations for his freedom, 50% of the Jewish public said that it did not increase the chances, but nor did it decrease them. 37% said it increased the chances and 4% said it reduced them.

CAIRO (AFP) – Egypt's Muslim Brotherhood was swift in its rejection of reports that its leader resigned after a row with conservatives, but the crisis exposed a profound rift among the Islamists, analysts said.The Brotherhood was reacting to front page reports in the Egyptian press on Monday that Supreme Guide Mohammed Mahdi Akef stormed out of a meeting at the weekend, saying he quit.Akef reportedly clashed with conservative leaders over the appointment of senior member Essam al-Erian, who is associated with the Islamist group's reformist wing, to the Brotherhood's politburo.The dispute has been brewing since the recent death of Mohammed Hilal, which opened a seat in the group's politburo. The conservatives reportedly blocked Erian when he was nominated.On the face of it, analysts said, it was a mere power struggle, pitting an old guard that survived the harsh crackdown by former president Gamal Abdel Nasser in the 1960s against relatively new and moderate newcomers such as Erian.There was a conflict, that was for sure,said Diaa Rashwan, an expert on the Brotherhood with the Ahram Centre for Political and Strategic Studies.It is an organisational conflict. There is a group that does not want newcomers, and there could be an ideological aspect as well,he said.But it fed into a widespread discontent among a younger generation that complains of rigid, antiquated command that stifles views differing from the conservative's austere political vision.

There's a problem of ideas. Sultan Abu al-Ghneim, who represents Fatah in the refugee camps of Lebanon, gave a speech last week at a Ramallah rally and called on Fatah to resume suicide bombings against Israel, according to the report in the London-based Al-Quds al-Arabi. But how reliable the report is remains unclear.Abu al-Ghneim reportedly called on Fatah to use the doom's day weapon that the group used at the peak of the second intifada and has not employed for the past three years.Palestinian sources in the West Bank could not confirm it. The statement being attributed to Abu al-Ghneim is just the latest of a series of statements by Fatah members, some more important than others, who threaten to resume the armed struggle. Similar ideas were heard during the sixth Fatah conference in Bethlehem in August, and also in recent talks between Fatah and Hamas. Such talk is certainly a subject of concern for Israelis.The threat of a third intifada, which was discussed at length during the Sukkot holiday and the troubles at the Temple Mount, incited by third-rate activists of the Palestinian Authority and the Islamic Movement in Israel, apparently died down as the clashes ebbed. There are still plenty of reasons for concern, mainly because of the dead end in which the two sides have found themselves.

From this viewpoint, the situation between Israel and the Palestinians, specifically in the West Bank, may be ready to explode, despite the improvement in the economy there, the relatively effective governance of Mahmoud Abbas and Salam Fayyad and the improved security coordination between the Israeli Defense Forces and the PA's organs. The relations between all the sides - Israel and the U.S., Israel and the PA, Fatah and Hamas and the various other groups in the PA - are characterized now by seriously bad blood. Herein are some of the more obvious trends:

1. Israeli-Palestinian negotiations are stuck. The PA has climbed up too high a tree; when American pressure managed to force Israel to contain its building in the West Bank, it demanded a complete freeze in settlements as a precondition for resuming the negotiations with the Netanyahu government.The rushed (and quick) about-face on the Goldstone Commission report caused Abbas confusion and embarrassment, and he fears any concession to Israel on this matter will cost him further attacks from Hamas, which will charge he is adding further betrayal to his original selling-out.

2. A dead end between Fatah and Hamas. Even the Egyptian mediators are now refusing to name a new date for a meeting of the Palestinian factions so a reconciliation agreement can be signed. Hamas' list of excuses for refusing is bordering on the absurd. First, it opposed the principles of the agreement, and then based its opposition on the fact that the PA had delayed appealing to the UN on the Goldstone report, and now it's bringing up reservations on points in the agreement. Hamas apparently fears parliamentary and presidential elections, and notwithstanding its declarations to the contrary, it is not convinced it can defeat Fatah at the polls.

3. An internal crisis in Fatah. The situation in Fatah is not necessarily better. A survey published yesterday by the Jerusalem Media and Communications Center shows that only 12.1 percent of those asked trust Abbas. The Hamas prime minister in the Gaza Strip, Ismail Haniyeh, received 14.2 percent support. Many Fatah members are troubled and angered by Abbas' handling of the Goldstone report. The internal criticism may create instability in Fatah and affect Abbas' ties with Israel.Fatah members are, therefore, going to great efforts to distinguish themselves from the PA and Abbas. According to the survey, their efforts are paying off: 34.6 percent of those asked expressed support for Fatah, compared to only 17.9 percent for Hamas. However, their pronouncements may come at a price: Grassroots operatives may take their words literally as justification for violent attacks - first and foremost, for carrying out sporadic shootings in the West Bank.

4. Israeli hesitation. The behavior of the PA on the issues mentioned, along with the improved capabilities of its security forces and the fear this could turn, one day, against Israelis, have raised questions among the political and IDF leadership on the wisdom of further efforts to bolster the PA. So Israel is not eager to authorize the transfer of further security control to the PA, allowing more units to be trained by the Americans in Jordan or the equipping of PA security forces with more sophisticated means.

5. Jerusalem.It's true those were French tourists,said a Fatah activist this week, in a belated acknowledgment on the Temple Mount incident that sparked riots earlier this month. But he immediately played dumb: But how could we have known? The issue of Jerusalem, and the Temple Mount specifically, remains quite sensitive. In Israel, there are concerns the accumulation of pressures from various sources may entice the PA to break ahead and heat up the discourse by ignoring troublemakers in Jerusalem. The ground is far from calm, indicated by the clear increase in stone-throwing incidents aimed at Israeli drivers in the West Bank.haaretz

Molcho and Herzog returned last weekend after meeting with U.S. Middle East envoy George Mitchell and his staff. The central point of the discussions was the conditions for opening negotiations between Israel and the Palestinians, as well as the how the talks will be conducted, their goals and schedule for reaching an agreement.Molcho and Herzog are expected to fly back to Washington this week for another round of talks. A Palestinian delegation headed by Palestinian chief negotiator Saeb Erekat will also be there at the same time.Mitchell and U.S. Secretary of State Hillary Clinton will write their report to Obama after this round of talks has ended. Obama asked the two to report on the chances of the negotiations between Israel and the Palestinians, and Obama is expected to receive the report next week. After reading the report and consulting his staff, Obama is expected to make a speech announcing his next steps to advance the negotiations.haaretz

WASHINGTON (Reuters) – U.S. Vice President Joe Biden heads to central and eastern Europe on Tuesday to soothe concerns from Poland and the Czech Republic about Washington's revamped plans for a missile defense system there.The two countries are still smarting from President Barack Obama's decision to shelve a Bush-era plan to install elements of a missile shield on their territory to protect against possible long-range missile attacks by Iran.Obama's plan, which the White House says is designed to face more immediate threats from Tehran, would start by deploying sea-based interceptors and then, in a second phase, land-based systems that would target short and medium-range missiles.The United States has already told Poland it could be one of the sites for the interceptors, and that topic -- along with general concerns about the new plan -- is likely to come up at meetings Biden will hold with leaders in Warsaw and Prague.

Biden will also make a top in Romania.

The vice president will talk about ... a strong commitment to missile defense and to a better system, a more effective system than the one we had originally proposed, Tony Blinken, Biden's national security adviser, told reporters.He acknowledged lingering concerns about the new U.S. plans but said European nations had shown greater support for them as more details had been explained.The more allies have been focused on the details and the specifics, the stronger the support has been, he said.Blinken said the Obama administration was eager to have both nations involved in the new system.What we need to do though is work with Poland to find a role that they find suitable, and then we can discuss how we move forward on it,he said, declining to elaborate on the Polish response to a U.S. offer that Warsaw have the right of first refusal to host the land-based interceptors.The Czech government has expressed a strong interest in continuing to play a leadership role as we work with our NATO allies on this issue. And that's something that we welcome.Russia opposed the original U.S. plan and welcomed Obama's shift. TEHRAN, Iran – Iran vowed retaliation Monday after accusing Pakistan, the U.S. and Britain of aiding Sunni militants who stunned the Islamic regime with a suicide bombing that killed top Revolutionary Guard commanders and dozens of others.A commentary by the official news agency called on Iranian security forces to seriously deal with Pakistan once and for all.And President Mahmoud Ahmadinejad told his Pakistani counterpart that his nation must hunt down suspected members of Jundallah, or Soldiers of God.The presence of terrorist elements in Pakistan is not justifiable and the Pakistani government needs to help arrest and punish the criminals as soon as possible,state TV quoted Ahmadinejad as telling President Asif Ali Zardari on Monday.Iran made no specific threats against the U.S. or Britain, but the accusations came as talks began in Vienna over Iran's nuclear program. The U.S. is part of those talks, which observers said made little headway Monday beyond spelling out each side's position.Iran has often claimed that Western powers use groups such as Jundallah to try to destabilize the country. But the direct finger-pointing at Pakistan — and the warnings of a stepped-up offensive — present a different and risky scenario for Iran's leaders.Sunday's attack occurred in a region that is home to several minority Sunni tribes in rugged southeastern Iran. It is one of the country's most restive areas. Until now, authorities have avoided widespread security offensives that could draw in outside extremists such as al-Qaida.

Sharper tensions with Pakistan could severely hurt Iran's efforts to battle drug trafficking and jeopardize important trade deals at a time when Tehran could face more sanctions over its nuclear program. In May, the two countries signed a landmark pact for a natural gas pipeline into Pakistan.Pakistan's president quickly condemned the attack that killed at least 42 people — including five senior Revolutionary Guard officers — in a district near Iran's border with Pakistan. The U.N. General Assembly has approved a defamation of religious resolution in each of the three sessions from 2005 to 2007. The text always has been similar, and it always has had major support from Islamic nations with opposition from Western democracies, including the U.S.Groves' evaluation noted that even offensive speech and expression is protected by the U.S. Constitution except in narrow areas such as obscenity and libel.

Blasphemy, sacrilegious statements, and any other speech or expression that insults or denigrates organized religion is, for better or worse, protected by the First Amendment,he wrote.Online critics of the administration were alarmed that it now is the United States pursuing a plan that would protect freedom of opinion and expression by cracking down on statements critical of issues, groups or religions. Speaking for the United States on behalf of the plan, Chargé ad interim Douglas M. Griffiths said the effort was intended to build on the commitment from President Obama in a Cairo speech that the U.S. was ready to help bridg[e] the unhelpful divide regarding freedom of opinion and expression,according to the U.N.Zamir Akram of Pakistan, speaking on behalf of the Organization of the Islamic Conference noted the duties and responsibilities of nations to fight hate speech. He cited the need to protect not only individuals but religious and belief systems from negative stereotyping.Now no less distinguished a personage than the president of the United States has given his imprimatur to this tyranny; the implications are grave,Spencer continued.The resolution also condemns negative stereotyping of religions and racial groups,which is of course an oblique reference to accurate reporting about the jihad doctrine and Islamic supremacism – for that, not actual negative stereotyping or hateful language, is always the focus of whining by the Organization of the Islamic Conference (OIC) and allied groups. Beyond that, I'm worried that the executive branch's endorsement of speech-restrictive international human rights' norms will affect how the courts interpret the First Amendment, so that over time, an international norm against hate speech ... [would] supply a basis for prohibiting [hate speech], the First Amendment notwithstanding,he said.Spencer reported in 2008 the Secretary General of the Organization of Islamic States, Ekmeleddin Ihsanoglu, warned,We sent a clear message to the West regarding the red lines that should not be crossed regarding free speech about Islam and terrorism.The official West and its public opinion are all now well-aware of the sensitivities of these issues. We also believe that any resolution on this topic must include mention of the need to change educational systems that promote hatred of other religions, as well as the problem of state-sponsored media that negatively targets any one religion.

When a daring young man named James O'Keefe and a 20-year-old young woman named Hannah Giles rigged up some hidden video recorders and revealed the true depths of depravity of Barack Obama's ACORN, you might have expected these whistleblowers to be treated like heroes in the media. After all, they were doing the media's work – the work the media had failed to do for so long, as this corrosive and corrupt gangster organization got fatter and meaner while collecting hundreds of millions from taxpayers. Instead of welcoming O'Keefe and Giles into the fraternity and giving them awards for courage and making job offers, the media were downright hostile to the pair.They weren't asked how they did it. They weren't even asked why they did it. They weren't asked about the objects of their sting. There was little outrage or even concern expressed about ACORN officials willingly participating in exploiting under-age foreign girls as prostitutes or their eagerness to break other laws.

What did the media want to know about the ACORN tapes? They wanted to know if O'Keefe, the 25-year-old mastermind of the operation, had been trained at the infamous Leadership Institute, a conservative political organization in Washington.
It was as if his motivations were somehow the issue.Who cares where he was trained? It's not like they taught Obi Won Kenobi Jedi-style mind control tricks at the Leadership Institute.But that's the point. To most of my colleagues in the media, it's perfectly all right to lie about what Rush Limbaugh says and believes. It's just not OK to give ACORN members an opportunity to reveal the kind of monsters they truly are.

I'm ashamed of my profession.At least I'm ashamed of most of those who claim to be practitioners of my profession. The arrogance, self-righteousness and cluelessness they exhibit is truly breathtaking.I saw it again last week when we rolled out the new book Muslim Mafia: Inside the Secret Underworld That's Conspiring to Islamize America.Here is a story about three brave men – authors Paul Sperry, P. A typical story is one written by the Politico. It was so biased toward the unindicted terrorist co-conspirators that it was actually posted on CAIR's website.
Nobody at Politico dreamed of talking to the authors to see what they had actually found. The entire story was constructed around the wrongs perpetrated against the innocent bystanders who make up one of the most important American beachheads of the Muslim Brotherhood, the same organization that spawned al-Qaida, Hamas and Hezbollah.It's like a collective madness has overcome my colleagues. They've lost the ability to think clearly, reason and recognize real threats to freedom, justice and decency.The worst threat they can see is an imaginary one – that always comes from that vast right-wing conspiracy.The extremists they see are not people like Van Jones and John Holdren and Cass Sunstein and Kevin Jennings – people serving in the highest levels of government. Instead, the extremists they see are people like me – running an independent news agency on a virtual shoestring, or people like Sperry and the Gaubatzes, or people like O'Keefe and Giles. Let me tell you something. I'm no threat to your freedom. Neither are Sperry, the Gaubatzes, O'Keefe or Giles.But if you want to discourage people like us from doing what we do, who is going to do it? If you want to give carte blanche to the ACORNs and CAIRs of the world to do their thing immune from exposure, where do you think that will lead?

HAVANA – Spain's foreign minister met with Cuban leader Raul Castro and other government leaders Monday during an official visit that has caused a stir for who he wouldn't see: top political opposition leaders on the island.Miguel Angel Moratinos met for nearly three hours with Castro at Havana's convention center, discussing human rights and winning a promise from the Cuban leader to repay nearly $300 million Cuba owes to Spanish companies that do business in the country. The Spanish diplomat declared himself satisfied with the talks.

We have achieved our objectives,he said.Moratinos passed on a chance to visit dissidents, political activists, independent Cuban journalists or members of Havana-based human rights organizations, a break with the past when Spanish leaders often held such meetings and enraged the Cuban government.Critics back home claimed he had stayed away for fear of angering President Castro — and that he had little to show for the effort. But that was before the sit-down with the Cuban head of state, which had not been announced beforehand by either side.Of his decision to skip talks with the dissidents, Moratinos said he had not come to Cuba to meet with any particular segment of Cuban society.Moratinos also held brief discussions with Cuban Foreign Minister Bruno Rodriguez. The Spanish diplomat arrived Saturday for a visit that stretched into Monday evening, but included just one day of work activities.Today, thanks to a new political reality between Cuba and Spain, we have the chance to support and foster efforts at cooperation,Moratinos said, adding later that all relations between the countries were normalized.Madrid and Havana had been on testy terms before the trip. The visit was all but ignored on Monday in Cuba's official press — highly unusual in a country where the resumes and speeches of even low-level guests from tiny or far away nations are reprinted verbatim.News of his visit wasn't in any of the main newspapers Monday, though it was carried on the Web site of the government-run National News Agency and that dispatch eventually was posted on Cubadebate, an Internet page where Fidel Castro publishes opinion columns.

Spanish-Cuban relations have remained chilly since former conservative Spanish President Jose Maria Aznar helped prompt a decision by the EU to impose sanctions on Cuba in 2003, after the 75 dissidents were rounded up on rather dubious charges of working with the United States to undermine the Cuban government.Moratinos visited in 2007, however, and the EU voted to lift sanctions last summer. If President Obama signs the global climate treaty in Copenhagen, he will unravel the U.S. Constitution and usher in a one-world government. That, at least, is the dire warning of global warming skeptic Christopher Monckton in a speech to the Minnesota Free Market Institute. The video of his speech has been circulating through the conservative blogosphere at a breakneck pace.

Clearly, his conspiracy theories struck a nerve:

And the third purpose of this new entity, this government, is enforcement.While Monckton's words were swiftly dismissed by the few liberals who bothered to react, a slew of conservative pundits approvingly linked to the video, including blogger Michelle Malkin, radio host Alex Jones, birther lawyer Orly Taitz, and that clearinghouse of conservative news, World Net Daily. If nothing else, the burst of reaction illustrates how far right-wing fears about Obama's loyalties have gone, with many playing on the theme of whether the president is planning to cede U.S. sovereignty.

In February of 2009 Ron Paul warned of a US Dollar collapse when China stops buying out debt in this video. There are many good points that Mr. Paul points out in the video but none were more prophetic then calling for the dollar bubble to burst. When the video was recorded the US Dollar index was around 86. Today the US Dollar Index is currently at 75.5.Another ironic fact about this video is that shortly after this video was recorded President Obama went on 60 Minutes and made the statement that the dollar is still strong.Unfortunately the dollar was not strong and we have seen that as a 10% drop has happened since the president’s statement. For those of you wondering why the value of the dollar continues to decline it is truly supply and demand.The Federal Reserve Bank continues to print money at will. The billions of dollars that have been created out of thin air because of the stimulus package are only decreasing the value of the dollar. Not only is the value of the dollar decreasing, the Federal Reserve Bank is causing people to do things that they normally would not do. With extremely low interest rates people are going to buy homes. There is no problem with people buying homes except that many of these home buyers cannot truly afford homes. For reference to this take a look at the subprime mortgage crisis.

Ron Paul has hope that things will get better though as many Americans are educating themselves to the situation at hand. Yet, they are overseeing the handout of hundreds of billions of dollars of taxpayer funds to their former employers.A record number of Americans, more than one in nine, are on food stamps.The gifts of billions of dollars of taxpayers’ money provided the banks with an abundance of low-cost capital that has boosted the banks’ profits, while the taxpayers who provided the capital are increasingly unemployed and homeless.JPMorgan Chase announced that it has earned $3.6 billion in the third quarter of this year.Goldman Sachs has made so much money during this year of economic crisis that enormous bonuses are in the works. The London Evening Standard reports that Goldman Sachs’ 5,500 London staff can look forward to record average payouts of around 500,000 pounds ($800,000) each. Senior executives will get bonuses of several million pounds each, with the highest paid as much as 10 million pounds ($16 million).In the event the banksters can’t figure out how to enjoy the riches, the Financial Times is offering a new magazine — How To Spend It.New York City’s retailers are praying for some of it, suffering a 15.3 percent vacancy rate on Fifth Avenue. Statistician John Williams (shadowstats.com) reports that retail sales adjusted for inflation have declined to the level of 10 years ago: Virtually 10 years worth of real retail sales growth has been destroyed in the still unfolding depression.Meanwhile, New York City’s homeless shelters have reached the all-time high of 39,000, 16,000 of whom are children.

New York City government is so overwhelmed that it is paying $90 per night per apartment to rent unsold new apartments for the homeless. Desperate, the city government is offering one-way free airline tickets to the homeless if they will leave the city and charging rent to shelter residents who have jobs. A single mother earning $800 per month is paying $336 in shelter rent.Long-term unemployment has become a serious problem across the country, doubling the unemployment rate from the reported 10 percent to 20 percent. Now hundreds of thousands more Americans are beginning to run out of extended unemployment benefits. High unemployment has made 2009 a banner year for military recruitment. A record number of Americans, more than one in nine, are on food stamps. Mortgage delinquencies are rising as home prices fall. According to Jay Brinkmann of the Mortgage Bankers Association, job losses have spread the problem from subprime loans to prime fixed-rate loans. On a Wise, Va., fairgrounds, 2,000 people waited in lines for free dental and health care. While the U.S. speeds plans for the ultimate bunker-buster bomb and President Obama prepares to send another 45,000 troops into Afghanistan, 44,789 Americans die every year from lack of medical treatment. National Guardsmen say they would rather face the Taliban than the U.S. economy.Little wonder. In the midst of the worst unemployment since the Great Depression, US corporations continue to offshore jobs and to replace their remaining US employees with lower paid foreigners on work visas. While jobs decline, high rates of legal immigration continue, bringing more competition for fewer jobs.

The offshoring of jobs, the bailout of rich banksters and war deficits are destroying the value of the U.S. dollar. Since last spring, the U.S. dollar has been rapidly losing value. The currency of the hegemonic superpower has declined 14 percent against the Botswana pula, 22 percent against Brazil’s real and 11 percent against the Russian ruble. Once the dollar loses its reserve currency status, the U.S. will be unable to pay for its imports or finance its government budget deficits.Offshoring has made Americans heavily dependent on imports, and the dollar’s loss of purchasing power will further erode American incomes. As the Federal Reserve is forced to monetize Treasury debt issues, domestic inflation will break out. Except for the banksters and the offshoring CEOs, there is no source of consumer demand to drive the U.S. economy.The political system is unresponsive to the American people. It is monopolized by a few powerful interest groups that control campaign contributions. Interest groups have exercised their power to monopolize the economy for the benefit of themselves, the American people be damned.

Gold at $2,000 Becomes Inflation-Adjusted Bullseye for 80 High

Oct. 19 (Bloomberg) -- Gold’s rally to a record means prices are still 53 percent below the 1980 inflation-adjusted peak. While gold rose 19 percent this year to $1,072 an ounce on Oct. 14, consumer prices almost tripled in the past three decades, eroding the metal’s value. Bullion hasn’t kept pace with the cost of bread, fuel or medical care. In 1980, gold hit a then-record $873 an ounce. In today’s dollars, that would be $2,287, according to the U.S. Labor Department’s inflation calculator. Record government debt and interest rates close to zero percent are pushing gold higher for a ninth straight year, and options show investors expect the rally to continue. When prices reached all-time highs, the contract with the most open interest was the December call to buy the metal at $1,200. The contract to purchase at $1,500 an ounce was the third biggest. Gold is not at any peak,said Martin Murenbeeld, the chief economist at Toronto-based DundeeWealth Inc., which manages $58.5 billion in mutual funds and brokerage accounts. The world’s money supply has increased and gold hasn’t kept pace,he said.We’re now in a period where gold is catching up.The U.S. Dollar Index, which measures the currency against those of six major trading partners, fell on Oct. 15 to the lowest level in 14 months, and has dropped about 7 percent this year. President Barack Obama has increased the nation’s marketable debt 22 percent to $7.01 trillion to revive growth.

Preserving Value

Gold bulls say today’s record borrowing and low interest rates mean the government will have to accept faster inflation as the economy recovers. Investors buy bullion to preserve value during times of turmoil and economic stress. Financial institutions worldwide have reported credit losses and writedowns of about $1.62 trillion since the start of 2007, when the credit crisis began. Group of 20 governments have pledged about $11.9 trillion to ease credit and revive economic growth, according to the International Monetary Fund. Gold is the hedge against currency devaluation,John Brynjolfsson, of hedge fund Armored Wolf LLC, said in a Bloomberg Television interview from Aliso Viejo, California, on Oct. 7. He predicted bullion will top $2,000.Banks have raised their gold estimates. On Oct. 9, JPMorgan Chase & Co. said the metal will average $1,006 an ounce next year, compared with an earlier projection of $950. Deutsche Bank AG forecast an average of $1,150, up 32 percent from its estimate in July. Barclays Capital said Oct. 12 that prospects for a run at $1,500 should not be underestimated next year.

Understated CPI

Gold would need to rise more than sixfold to top the 1980 record, using a more accurate inflation-adjustment, said John Williams, an economist and the editor of Berkeley, California- based Shadowstats.com. He said the government has understated the cost of living over the past two decades with adjustments in the way it measures the basket of goods and services monitored by the U.S. consumer price index, or CPI.
Gold futures for December delivery closed Oct. 16 at $1,051.50 an ounce on the New York Mercantile Exchange’s Comex division, gaining for a third straight week. If the methodologies of measuring inflation in 1980 had been kept intact, gold would have to hit $7,150 to be the equivalent of the 1980 record,Williams said.The cost of living in the U.S. rose 0.2 percent last month, the Labor Department said on Oct. 16. Compared with a year earlier, consumer prices fell 1.3 percent. The CPI will drop 0.5 percent this year, before rising 1.9 percent in 2010, reflected by the median estimates of 61 economists in a Bloomberg survey. Annual increases averaged 2.8 percent a year in the past decade.

Purchasing-Power Adjustment

In March 1980, inflation surged to a 14.8 percent annual rate, two months after gold capped a four-year rally. Adjusted for the decline in the dollar’s purchasing power since then, gold’s Oct. 14 record of $1,072 represents the equivalent of $409 in 1980dollars, the Labor Department calculator shows.Since January 1980, the average price of a pound of white bread has risen almost threefold, from about 50 cents to $1.38 in August, and medical care has surged more than fivefold, Labor Department figures show. Gasoline and electricity prices have more than doubled.Today, the gap between gold’s spot price and its CPI- adjusted equivalent is the widest ever.Gold hasn’t been as effective a hedge against inflation as oil since the 1980s, said Matt Zeman, of LaSalle Futures Group LLC in Chicago.

Oil Beats Gold

Crude passed its 1981 inflation-adjusted record two years ago. The cost of imported oil averaged $39 a barrel in February 1981, after Iran cut exports, according to the Energy Department. That’s $89 in 2007 dollars, the Labor Department calculator shows. Oil reached a record $147.27 on July 11, 2008, and closed at $78.53 on Oct. 16in New York trading.If you bought gold in the 1980s, you’re still losing money today,said Zeman, a metals trader. Gold prices in New York languished for two decades after declining from the 1980 record, dropping to a 20-year low of $253.20 on July 20, 1999.While bulls say gold is cheap, the inflation-adjusted price is 15 percent above its 30-year average, Bloomberg data show.The Federal Reserve may limit gains by raising interest rates before inflation balloons, analysts said. Fed Chairman Ben S. Bernanke said on Oct. 8 that policy makers will need to raise interest rates at some point to control inflation.

Prepared to Tighten

When the economic outlook has improved sufficiently, we will be prepared to tighten, Bernanke said in remarks prepared for an Oct. 8 conference in Washington. Fed moves to cool inflation and the government’s revenue needs will stop gold, according to Jon Nadler, a senior analyst for Montreal metals dealer and refiner Kitco Inc. These wild calls for several-thousand-dollar gold are typical of times when gold goes into uncharted territory,Nadler said.The Fed will pull the interest-rate trigger and the Obama administration will, in addition, pull the tax-hike trigger before we get into any serious inflation. Once the man on the street gets in, the gold rally is likely over.Gold held in exchange-traded funds climbed to records this month at Zuercher Kantonalbank and ETF Securities Ltd. Holdings in the SPDR Gold Trust, the biggest exchange-traded fund backed by bullion, are up 42 percent this year. Hedge funds and other large speculators hold their most-bullish position ever in gold futures. So-called net-long positions, or bets prices will rise, increased by 6 percent to 253,955 contracts in the week ended Oct. 13, according to the Commodity Futures Trading Commission.

Gold Producers

The Philadelphia Stock Exchange Gold & Silver Index jumped 43 percent this year, as Phoenix-based Freeport-McMoRan Copper & Gold Inc. tripled. Toronto-based Barrick Gold Corp., the world’s largest producer, fell 10 percent. Barrick said Sept. 8 it will record $5.6 billion in third-quarter costs to eliminate fixed- price contracts as the company bets gold’s value will climb.At Jersey, Channel Islands-based GoldMoney.com, which held $759 million of gold and silver for investors as of Sept. 30, founder James Turk said bullion can climb eightfold based on the historical relationship between the metal and the Dow Jones Industrial Average. The Dow is up 10-fold since January 1980.Gold and the Dow, which has gained 14 percent this year to 9,995.91, were at about the same level during the Great Depression and the early 1980s, he said. On Jan. 21, 1980, as gold futures surged to $873, the Dow slipped to 946.25.The dollar is constantly being debased and inflated,Turk said.By 2013, gold is going to be at $8,000 and the Dow will be at 8,000.

Gold-Dollar Link

Deutsche Bank said early this month that the dollar will fall to $1.60 per euro next year, a drop of 7.3 percent from last week, because of rising fiscal deficits and loose monetary policy.Gold has moved in the opposite direction of the dollar over most of the past decade. The metal’s correlation coefficient to the U.S. Dollar Index is minus 0.8539, Bloomberg data show. A correlation of minus 1 indicates two assets move inversely to each other, while a 1 would show they move in tandem. A reading of zero shows no correlation.Philip Gotthelf, the president of Equidex Brokerage Group Inc. in Closter, New Jersey, says he expects gold to trade at $1,250 by year-end.Gold has been pushing higher because it’s no longer just a hedge against commodity inflation, it’s also a hedge against a change in world-monetary standards.

EU funds still vulnerable to fraud in Bulgaria

EUOBSERVER / BRUSSELS – Most EU funds are still on hold in Bulgaria due to weak financial supervision and scant follow-up on irregularities, while Romania seems to manage the monies better, a special report by the EU commission seen by this website reveals.The document is a review of all EU financing programmes in Bulgaria and Romania from the date of their accession on 1 January 2007 until 31 July 2009. It was requested by the European Parliament in April, after the EU commission decided to freeze €500 million of payments due to fraud and corruption.The 17-page long update finds that the same problems which led to the suspension of pre-accession funds in 2008 were encountered with the regional and agricultural funds which Bulgaria began receiving after joining the EU: conflicts of interest, no follow-up on irregularities and fraud and lack of efficient oversight in the management of funds.With every financing programme, the EU commission stresses the importance of assuring that lessons are learnt in the transition form pre-accession funds, for instance in beefing up the administrative capacity and following-up on fraud and corruption cases.All the national programmes which need to be in place for securing structural funds worth over €3 billion in 2007-2009 were rejected twice by the commission due to shortcomings in the management system and for lack of consistency between audit findings and the overall audit opinion.The absorption rate of EU funds in Bulgaria is therefore particularly low: only a third of the €1.3 billion of so-called pre-accession funds have been paid out and €109 million are still frozen.

Out of the €1.03 billion Bulgaria was entitled to in the last two years for regional and infrastructure projects under the so-called European Regional Development Fund (ERDF), Sofia only got €288 million as advance payments, but no further funds can be cleared until the national programmes are approved. The commission also found some fraud cases linked to this fund and advised Bulgaria to cancel the launch of a number of inadequately designed grant schemes.As an extra-safety measure, the commission said that its services will make on-the-spot checks before the next payments are made, in order to verify that the Bulgarian authorities have actually implemented all the requested measures.The new centre-right premier, Boyko Borissov, who took office during the summer, has promised to tackle crime and graft and convince Brussels that his country can properly manage EU funds.Former Prime Minister Sergey Stanishev on Sunday (18 October) admitted that together with fellow Socialists we look more like a gang of villains rather than adherents to a cause.He also confessed that public funds and resources were not distributed in the best possible way, that he failed to crack down on corruption and to provide for the absorption of EU funds.The Bulgarian government needs to show a credible and long-term engagement in the management of EU funds and fight against fraud, German Christian-Democrat MEP Ingeborg Grassle told EUobserver.Ms Grassle was the MEP who requested the report. She said it was particularly worrying that none of the fraud cases involving EU money ended in a conviction in a Bulgarian court. Ms Grassle also criticised the commission for paying a lot of money to Bulgaria despite suspicions and criticism concerning the control systems.

Romania better off

Despite similar problems with high-level corruption and lack of criminal convictions, Romania seems to have performed better in the first two years of EU membership when it comes to the management of EU funds.All of its operational programmes for structural funds have been approved and money has already started flowing for different regional and infrastructure projects. Out of the roughly €8 billion it can get reimbursed for payments made in 2007-2009, Romania already received some €2.6 billion in regional aid.When it comes to pre-accession funds, Romania failed to absorb only €169 million out of a total of €3 billion.However, the commission remains concerned over the low capacity for financial management and control at local level and also stresses the importance of applying lessons learnt from the pre-accession programmes to the structural and agriculture funds.

Canada May Keep Key Rate at 0.25%, Say Dollar a Risk to Growth

Oct. 20 (Bloomberg) -- The Bank of Canada will probably keep its key interest rate at a record low today and say that the Canadian dollar’s rise toward parity with the U.S. currency threatens an economic recovery. The target rate for overnight loans between commercial banks will stay at 0.25 percent in a decision due at 9 a.m. New York time, said all 26 economists surveyed by Bloomberg. Money markets have priced in no chance of a rate increase. The bank will also probably repeat a commitment to keep the rate unchanged through June 2010 unless the inflation outlook shifts, economists said.The Canadian currency has gained as much as 5.1 percent since the bank’s last decision Sept. 10, when policy makers said its persistent strength could delay the return of inflation to the 2 percent target. Governor Mark Carneysaid Sept. 28 that the stronger currency reflects a rebound in commodity prices and a more generalized weakening of the U.S. dollar.The onus is on the Bank of Canada sending a signal that it does not plan on hiking rates in the near term,said Eric Lascelles, chief economics and rates strategist at TD Securities Inc. in Toronto, a unit of Canada’s second-biggest bank.That probably will take a little bit of the wind out of the currency’s sails,he said, adding the effect is likely to be only temporary.The Canadian dollar traded at C$1.03 per U.S. dollar late yesterday, leaving it 18 percent stronger than at the start of this year, and about 10 percent above the exchange rate assumed in the central bank’s July economic forecast. The appreciation makes the country’s shipments of automobiles, lumber and metals to the U.S. less competitive and restrains inflation by making imports cheaper.

Weaker Inflation

Consumer prices have been weaker than the bank projected in July, with an average annual decrease of 0.9 percent in the third quarter, compared with the bank’s July forecast for prices to fall 0.7 percent.The Bank of Canada has little to fear from inflation anytime soon,” said Stewart Hall, an economist at HSBC Securities in Toronto.The currency last traded at parity with U.S. dollar in July 2008, and rising commodity prices and a general U.S. dollar decline may take it to a record high, David Rosenberg, chief economist and strategist at Toronto-based wealth manager Gluskin Sheff & Associates Inc., said in an interview in Bloomberg’s Toronto office. The currency closed at a record 92.03 Canadian cents per U.S. dollar on Nov. 6, 2007.

Much More Painful

A Canadian dollar trading above parity may be much more painful to the economy than two years ago, said Doug Porter, deputy chief economist with BMO Capital Markets in Toronto. Last time we were at parity, oil prices were closer to $100 a barrel and commodity prices in general were a lot stronger and U.S. demand was a lot healthier, Porter said.Still, the central bank will probably just stick to its pledge to keep rates low instead of driving down the currency by selling Canadian dollars in exchange markets or doing so-called quantitative easing, Porter said. It probably increases the chance the Bank of Canada will stay on hold until the middle part of 2010,he said.Canada reported an unexpected drop in the unemployment rate for September as employers added 30,600 jobs, and home resales and prices have also increased in the past few months. Prices for commodities that make up half the country’s exports have also risen 15 percent so far this year, after last year’s 31 percent plunge.

Australia’s Rate

Investors increased bets that the central bank will raise borrowing costs within the next year after Australia became the first Group of 20 country to raise interest rates since the global crisis began. Bank of Canada Senior Deputy Governor Paul Jenkins stressed that Australia is more tied to China, where orders are stronger, while Canada’s main customer is the U.S.One shouldn’t draw a very tight comparison between what’s happening in Australia and Canada,Jenkins said. Prime Minister Stephen Harper has called the economic recovery fragile and echoed Carney’s comments about the currency, while fending off Liberal Leader Michael Ignatieff’s effort to force an early election. Harper has said an election now would threaten government stimulus spending.The central bank may increase its prediction for growth in the second half of this year. The bank has said there has been progress in reviving automobile production and reducing inventories of unsold goods. Jenkins said Oct. 8 that some of this stronger growth reflects the effects of temporary factors, such as the impact of the U.S. cash-for-clunkers program on Canadian automotive production.

In July, the Bank of Canada said the economy would grow at a 1.3 percent annualized third-quarter pace, ending a recession that began at the end of last year, and forecast fourth-quarter growth of 3 percent.We have seen some recent recovery,Ian Cameron, chief financial officer of methanol producer Methanex Corp., said last month on an earnings call.Demand in Asia has increased and we are seeing some modest signs of recovery in demand also in North America and Europe just recently. Oil and gold rise as US dollar's slide continues October 21, 2009 .

OIL rose above $US80 a barrel for the first time since last October in New York early yesterday while gold traded near a one-year high as the US dollar slipped to a 14-month low against the euro, adding to the investment appeal of commodities.The US dollar index, which measures the greenback against six major currencies, fell to its lowest since August last year, declining 0.4 per cent to 75.25 points last night. Other commodities also posted gains, with copper making a six-week high in Shanghai, rubber advancing to the most in a year and corn reaching its highest in three months.

Strong commodities helped to push the Australian sharemarket higher, with the benchmark S&P/ASX 200 index climbing 53.4 points, or 1.11 per cent, to 4846.2.Crude oil for November delivery rose as much as US44¢, or 0.6 per cent, to $US80.05 a barrel in electronic trading on the New York Mercantile Exchange, the first time the front-month contract has traded above $US80 since October 14 last year. Gold for immediate delivery was down 0.2 per cent at $US1062.46.In US trading early yesterday, oil advanced 1.4 per cent while gold rose 1.1 per cent as US equities climbed on better than estimated earnings and speculation that the economy was healthy enough for policymakers to unwind efforts to shore up the financial system.

Hedge funds and other large speculators hold their most bullish position ever in futures, helping to propel gold's gains for the year to 21 per cent as a weaker dollar and rising government debt spur concern that inflation may accelerate. Spot gold touched a record high of $US1070.80 last Wednesday.There are long positions building up,said Darren Heathcote, head of trading at Investec Bank in Sydney. There's a pretty good reason for it as we continue to see the US dollar weaken daily. The market is becoming more comfortable with diversification and more people are looking to get gold.According to technical analysis by ANZ, crude oil could rise to $US89.95 a barrel now that it has breached a key resistance level of $US76.28 a barrel. EUOBSERVER / BRUSSELS – Senior EU financial personalities expressed deep concern, bordering on amazement, on Monday night (19 October) over recently revised Greek deficit forecasts.At a Luxembourg meeting of the euro area's 16 finance ministers, Greek minister George Papaconstantinou from the newly elected Socialist government gave a presentation on his country's shaky situation.Forecasts released earlier this year by the former centre-right government predicted a deficit of 3.7 percent of GDP for 2009. But new figures released by the country's central bank now say it is more likely to exceed 10 percent of GDP, and could hit 12 percent. I have to say that I am very impressed by the difference between the old and the new figures,said the meeting's chairman, Jean-Claude Juncker, with characteristically dry sense of humour.It happens occasionally but if it happens again we risk putting all Eurostat data at risk of credibility,he added more seriously.Greek deficit forecasts made by Eurostat – the EU's statistic's office – have also been off the mark due to the poor quality of information provided to them by the southeastern European country.The EU's economy commissioner, Joaquin Almunia, was straight to the point in the news conference after the meeting.We want to know what has happened and why it has happened,he said, indicating that the commission, Eurostat and the Greek statistics office would be getting together shortly to discuss the issue.Serious discrepancies will require an open and deep investigation,he added.

Large states told to respect budget pact

While one of Europe's big spenders was given a thorough chastising, France and Germany were also told to get their finances in order. EU economies are bound by the Stability and Growth Pact which limits budget deficits to three percent of GDP. However a 2005 revision of the pact allows government's to exceed this level under exceptional circumstances, an alteration they have taken full advantage of in the current climate.Twenty of the EU's 27 members have now been the subject of some form of deficit action from the European Commission, meaning a report with a timetable to bring deficits down.France expects its overall public deficit to reach 8.2 percent of GDP in 2009, rising to 8.5 percent in 2010. Germany - the euro area's biggest economy - expects its deficit to swell from 3.7 percent of GDP this year to 6 percent in 2010.Mr Juncker said smaller member states would have great difficulty in explaining to their citizens why spending cuts and tax rises were needed to bring deficits down, if their bigger neighbours did not take similar action. Jean-Claude Trichet, president of the European Central Bank, agreed. France and Germany have to be treated in the same fashion,he said.Euro area finance ministers now agree that exit strategies to end the current stimulus measures should commence in 2011, assuming commission figures out next month point to economic recovery in 2010.The precondition is that any forecast euro area growth is based on normal economic drivers and not the current stimulus spending which is inflating demand.Once that condition is met, budget consolidation through spending cuts and tax rises will need to exceed the normal 0.5 percent of GDP warned Mr Juncker, while Mr Almunia indicated that for several member states the process will need to start before 2011.

LONDON – The world has less than two months to agree on how to avoid catastrophic global warming whose impact would be felt for generations, British Prime Minister Gordon Brown said Monday, a stark warning that puts pressure on the United States to finalize its position before this year's global climate conference in Denmark.Brown told delegates to the Major Economies Forum talks in London that countries need to compromise with one another to reach a deal at December's conference to avoid the catastrophe of unchecked climate change.There are now fewer than 50 days to set the course of the next few decades,Brown said. We cannot afford to fail. If we fail now, we will pay a heavy price. ... If we falter, the Earth will itself be at risk.The U.N. conference in Copenhagen will cap two years of negotiations on a global climate change treaty to replace the U.N.'s 1997 Kyoto Protocol on carbon dioxide emissions. Brown, who plans to attend the U.N. conference, called on fellow leaders to join him in hammering out an urgent agreement.If we do not reach a deal at this time, let us be in no doubt: Once the damage from unchecked emissions growth is done, no retrospective global agreement in some future period can undo that choice. By then it will be irretrievably too late.Despite Brown's grim warning, the Swedish and British environment ministers said progress had been made on figuring out how funds will be handled to help poor countries adapt to climate change and slow the growth of their own emissions.We are more in agreement about how the financial system should be managed, and there is also shared support for the idea that developing countries should be included and have their say in the management of the system, Sweden's Andreas Carlgren told The Associated Press.The financial architecture is a key element of a Copenhagen agreement, though not one of the most contentious issues.

More pressing is the demand by developing countries to know how much money the wealthy countries are prepared to pay. The environmental group Greenpeace said Monday at least $140 billion a year will be needed. British Climate Change Secretary Ed Miliband said clinching a new pact was proving to be an uphill struggle.This is absolutely not a done deal,he said after the 17-nation London meeting. Still, he said, I feel it's more doable today than I did yesterday.Wealthy nations are seeking broad controls on emissions from all countries in the new pact.Developing countries say industrialized nations should carry most of the burden, saying tough limits on their emissions would likely hamper their economic growth. The British leader appealed to both the industrialized and developing world, saying they each could take advantage of business opportunities in creating new energy sources and improving energy efficiency.The two-day talks in London, ending Monday, were attended by representatives from Australia, Brazil, Canada, China, Denmark, the European Union, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Russia, South Africa, Sweden, Britain and the United States.Pressure has been mounting for the U.S. to put together a position before the U.N. conference.
