Future EU foreign policy dependent on personal chemistry

EUOBSERVER / BRUSSELS - The future of EU foreign policy under the new Lisbon Treaty will depend on the personal chemistry between its main players, says Benita Ferrero-Waldner, the EU commissioner currently in charge of external relations.Speaking at the Konrad Adenauer Foundation on Monday evening (19 October) on the challenges for foreign policy under the new institutional rules, the Austrian diplomat noted that the European Commission president as well as the proposed new foreign minister and president of the European Council will all be very visible.It is very important that the right personalities be nominated. Let us hope that we can have the right balance and that all three have the right chemistry with one another. This is important for the future working of the European Union.The commissioner speaks from experience, having for the past five years been part of an external relations balancing act along with EU foreign policy chief Javier Solana. While Ms Ferrero-Waldner sits in the commission and holds the purse strings for external relations, Mr Solana, answerable to member states, is in charge of diplomacy.The delicate set-up, with each figure supported by a separate administration, sees them operate in the same countries but not always with the same message. The fact that the overlapping functions have not led to more frequent policy clashes is largely seen as a result of their more discreet personalities.While the Lisbon Treaty tidies up this situation by merging the posts of High Representative and External Relations commissioner - effectively creating a Ferrero-Solana - it creates new uncertainties on the future possibility of reaching a cohesive foreign policy together with the post of council president.At present it is not clear exactly where the boundaries between the two posts will lie and what sort of role the president should have - purely organisational or something with more international clout.

Ms Ferrero-Waldner would not be drawn on which she thought would be the better set up for the EU. But she suggested the foreign minister post would be strong by virtue of being an agenda-setting job. The foreign minister will be both vice-president of the commission and chair the monthly meetings of EU foreign ministers, while being backed up by a new diplomatic service.Speaking about the diplomatic service, the commissioner said she believed it would take five years to establish it properly. She pointed to the difficulties of trying to find places for the different experts from the commission, council and national diplomatic services, who often have overlapping areas of expertise.Referring to the high-level experts on the Middle East in both the commission and the council secretariat, she asked: What do you do with these people? Suddenly they are not good enough when the member state diplomats come in? With the future of the EU's common foreign policy still in flux, the commissioner warned against large member states trying to run it for themselves.We have to be careful that we don't go for a directoire [management board], she said, noting that this would cause smaller member states to revolt.

Swedish EU presidency still hopes for fruitful summit

EUOBSERVER / BRUSSELS – The Swedish EU presidency is still hoping to fix the line-up of the new college of commissioners and the shape of the bloc's future diplomatic service at next week's summit. But the plans hang on a Czech court decision on the Lisbon Treaty. We hope the Lisbon Treaty comes into force as soon as possible, so we can continue the work with appointing a new European Commission,Swedish minister for European affairs Cecilia Malmstrom told MEPs in Strasbourg on Wednesday (21 October).

The commission's current term expires at the end of this month. But negotiations on the new team of commissioners have been hampered by Czech problems with ratification of the union's proposed new institutional rulebook. The Czech constitutional court is currently examining a legal challenge on whether the Lisbon Treaty is compatible with national law. It is due to hold a hearing on the issue on 27 October, just two days before the EU summit on 29 October.Ms Malmstrom said she expects the court to reach a verdict very soon after that, but we don't have a date yet.The Lisbon Treaty has been ratified by the Czech parliament but the country's president, Vaclav Klaus, has said he will not sign off the document until after the court decision. He has also put in an 11th hour demand for the Czech Republic to get an opt-out from a human rights charter attached to the treaty. Ms Malmstrom said the presidency was preparing a report to be presented to the EU leaders at the summit, which will include an update on the Czech situation and proposals for the set-up of the new EU diplomatic corps.Speaking at the same EU parliament debate on Wednesday, EU commission president Jose Manuel Barroso appealed for EU leaders to take up their responsibilities at the upcoming summit.There must be a recognition of urgency, a realisation that there will be a real cost to Europe for as long as the EU institutions cannot function properly,he said. The commission can still go on in a caretaker capacity after its mandate ends on 31 October, but with limited powers.

The leader of the Liberal MEPs, Guy Verhofstadt, said that the EU presidency should not wait and see what the Czech president does, but should instead move ahead with the appointment of a new EU commission and with agreeing a job description for the new European Council president and the diplomatic corps.In reply, Ms Malmstrom rejected any suggestions that the Swedish presidency was in stand-by mode, insisting that there is intensive telephone diplomacy between Stockholm and Prague.We hope that very soon we'll be able to give a more detailed answer to what is going to happen to the treaty and when. We are very anxious for everything to be settled, both concerning the senior posts and list of commissioners which will be put forward to the European Parliament for hearings," she said.

Klaus opt-out possible

Two German MEPs specialising in constitutional affairs - Socialist MEP Jo Leinen and Christian-Democrat MEP Elmar Brok - said that the Czech opt-out request should be easy to accommodate in a political statement at the end of next week's summit. They argued that since the EU charter on human rights only applies to future community law, it should be easy to reassure Mr Klaus that the charter would not threaten historic Czech legislation.Mr Klaus had called for the opt-out on the basis that ethnic Germans expelled from the then Czechoslovakia after World War II could use the charter to claim back property.

The Czech demand has prompted a similar request from Slovakia.Neither Ms Malmstrom nor Mr Barroso made any comments on Slovakia. But Joseph Daul, the head of the centre-right European People's Party in the parliament, congratulated the Swedish presidency for making it clear to other states that Klaus type opt-outs cannot be granted to EU countries which have already completed ratification, as is the case with Slovakia.

EU firms up negotiating position ahead of climate meeting

We expect EU leaders meeting on 29 October to reach one,said the EU's environment commissioner Stavros Dimas on Wednesday.I'm sure that leaders know that delaying the figures will not make them any less,he added.

Some progress

Amongst the commitments welcomed by environmental NGOs on Wednesday, EU environment ministers agreed to support long-term CO2 emission reductions of 80-95 percent on 1990 levels by the year 2050.A number of countries had been keen to restrict the reduction to 80 percent, as reflected in the G8 communique agreed at L'Aquila, Italy, earlier this year.Fresh commitments to make emission reductions in the areas of aviation and shipping - two areas not covered by the Kyoto Protocol - were also welcomed. However the reduction targets of 10 and 20 percent, respectively, on 2005 levels by the year 2020 were seen as insufficient by environmentalists.The ministers also reaffirmed the EU goal of reducing carbon emissions by 20 percent on 1990 levels by the year 2020, or 30 percent if other developed countries make enough commitments in this area.But environmental NGO Greenpeace has said that Japanese and Norwegian CO2 commitments are already sufficient for the EU to opt for the higher target.If the EU is really committed to Copenhagen and to green investment and green jobs they should give a unilateral commitment to a 30 percent domestic emission target,Joris den Blanken, EU climate policy director for the NGO, told EUobserver. On Monday, the European Parliament's environment committee adopted a resolution which said that the EU should reduce its emissions by 40% by 2020, in order to act in line with climate science.

Emission allowances

Controversy also surrounds a potential surplus of national emission allowances – known as AAUs – set to be left over from the Kyoto Protocol's 2008-2012 commitment period.EU ministers did not agree to cancel the surpluses, which will in effect water down emission reduction targets post-2012, but they did acknowledge the allowances could provide a distorting effect in the future.A Polish proposal allowing member states to keep AAUs but restricting their sale to other countries did not find support amongst a majority of member states.The environment ministers also agreed conclusions on the safe dismantling of European ships and on the need to place eco-efficiency at the core of the EU's future economic and industrial strategy.

Ministers fail to agree on climate financing

Discord reigned supreme at a meeting of EU finance ministers in Luxembourg on Tuesday (20 October), with the most notable failure in the area of climate financing.The Swedish EU presidency had hoped to reach an agreement on individual member state contributions towards a EU pot of funding, destined to help developing countries tackle climate change.It is a disappointing outcome, that we weren't able to reach an agreement,said Swedish finance minister Anders Borg after the meeting.

Greenpeace EU climate policy director Joris den Blanken described the meeting as a fiasco, adding that the likelihood of failing to secure a global deal in Copenhagen this December to replace the Kyoto protocol was now very real.A European Commission communication last month said developing countries will need €100 billion a year by 2020 to mitigate the effects of climate change and limit their CO2 emissions, and that the EU contribution should be in the range of €2-15 billion.It also says the EU should provide €5bn-7bn of fast track funding between 2010 and 2013 to help developing countries front-load measures to tackle climate change.But member states are divided over whether national contributions should be based on ability to pay or on current emission levels, a question Poland and eight other members want resolved before the EU announces how much it will contribute to the global fund.The group of central and eastern EU countries also called for contributions to the fast-track funding to be voluntary.We had a good opportunity today,said UK chancellor of the exchequer Alistair Darling. Unfortunately, a number of countries wanted two things that the majority found unacceptable.The failure of finance ministers to reach an agreement on individual contributions means EU leaders meeting in Brussels next week will now have to turn more attention to the issue if a common negotiating position is to be reached before December's crunch meeting.

Financial regulation and tax

On the question of financial regulation, the UK held off from a final agreement on a pan-European risk board, which will now need approval at a December summit of EU leaders.The European Commission came forward with legislative proposals for the risk board and three micro-level supervisory authorities last month. Austria and Luxembourg proved to be the stick-in-the-muds over a commission-negotiated agreement with Liechtenstein on tax fraud, evasion and avoidance.It was hoped that a successful deal would lead to the opening of similar negotiations with Switzerland, Andorra, Monaco and San Marino, regarding the sharing of depositors' data with EU governments.

EUOBSERVER / BRUSSELS – Press freedom in several European countries has eroded dramatically in the past year, particularly in Slovakia, Italy and Bulgaria, according to an annual index released on Tuesday (20 October) by NGO Reporters Without Borders.Slovakia registered the biggest fall among EU member states, dropping by 37 places compared to 2008, as a result of government meddling in media activities and the adoption of a law imposing an automatic right of response in the press.The index ranks 175 countries in the world on a scale from 0 to 115.50, with 0 being the best grade - shared by Denmark, Finland, Sweden, Ireland, Estonia and Norway - and 115.50 being the worst, as registered in Eritrea. It is based on questionnaires with 40 criteria, including violence against journalists, imprisonment, physical attacks, censorship, confiscation of newspaper print runs, searches and harassment. The index also takes into account the degree of impunity enjoyed by those responsible for press freedom violations.The worst scores among EU members were given to Bulgaria (68th place), Romania (50th) and Italy (49th).The impact of organised crime and the targeting of journalists account for the falls suffered by both Bulgaria and Italy, which got the worst ranking of the EU's six original founding members,notes the report.

Silvio Berlusconi's harassment of the media, mafia violence against journalists who expose its activity and a bill that would drastically curb the media's ability to publish official phone tap transcripts explain why Italy fell for the second year running.Journalists are still physically threatened in Italy and Spain, but also in EU candidate country Croatia, where the owner and marketing director of the weekly Nacional were killed by a bomb on 23 October 2008. France fell eight points because of judicial investigations, arrests of journalists, raids on media and meddling by prominent politicians, including President Nicolas Sarkozy.It is disturbing to see European democracies such as France, Italy and Slovakia fall steadily in the rankings year after year,Reporters Without Borders secretary-general Jean-Francois Julliard said.Europe should be setting an example as regards civil liberties. How can you condemn human rights violations abroad if you do not behave irreproachably at home? The index is yet another thumbs down for Italy's premier, just as the European Parliament is set to vote on Wednesday on a resolution harshly critical of Mr Berlusconi's multiple legal cases against newspapers who published articles and photos about his sex scandals.The centre-right European People's Party (EPP), currently the largest group in the EU legislature, tried to block or alter the resolution, pointing to the general situation in Europe, not just Italy. Mr Berlusconi's party is one of the largest and most influential in the EPP group, which alleged that the criticism is political and originates among the Italian leftist opposition.As of Tuesday, the draft resolution text still called on the Italian premier to withdraw the legal challenges and to address the anomaly represented by the special conflict of interests between political, economic and media power,in reference to Mr Berlusconi's extensive media company holdings. The EPP group is likely to vote against the resolution or introduce amendments pointing out to other states where media is concentrated in the hands of left-leaning political figures.

Russia worse off than Belarus

The media freedom index also notes that Russia has for the first time fallen behind Belarus, due to the continuing murders of journalists and human rights activists. Censorship and reporting taboos have also returned with increased force, while culprits have nothing to fear from the Russian courts. Reporters without Borders saw a deterioration in the press freedom situation in almost all of the former Soviet republics except Georgia (81st place) and, to a lesser extent, Belarus (151st place), whose government has initiated a cautious and so far limited improvement in its relations with the press as part of a renewed dialogue with the EU.Georgia leaped forward by 39 positions because it did not fight a war during the period covered,namely 1 September 2008 to 31 August 2009. Political tension continues to have an impact on news coverage in the Caucasus country, however.

Storm-hit Philippines faces new deadly typhoon OCT 21,09

MANILA (AFP) – The Philippines prepared for the onslaught of a powerful typhoon on Wednesday as it struggled to recover from damage left by two deadly storms in the past month, officials said.The government weather station said Typhoon Lupit's advance had slowed, and it was now likely to hit the the north on Friday, a day later than forecast.Lupit will then cross the tip of the main island of Luzon before blowing out to the South China Sea over the weekend, it said.Rescue and relief units and supplies have already been positioned in parts of the northern Philippines which are expected to feel the brunt of the typhoon.We are alerting the mayors of the towns to be affected. We are ready with a large number of relief goods which can be delivered when needed, said Grace Padaca, governor of the northern province of Isabela which is in Lupit's path.She said residents were taking all necessary precautions for such storms, remarking that we are more used to this. We take it as a matter of fact but that is not to say we do not suffer the consequences.Lupit is set to be the third major storm in less than a month to pound Luzon island and many areas remain extremely vulnerable to further bad weather with dams already overflowing and soaked soil unable to absorb more rain.Tropical storms Ketsana and Parma claimed nearly 1,000 lives and caused at least 17.7 billion pesos (381 million dollars) in damage to agriculture and infrastructure in the nation's capital, Manila, and other areas of Luzon when they hit recently.More than 216,000 people are still sheltered in makeshift evacuation centres after the two storms caused deadly landslides and massive floods, some of which have not yet receded, the civil defence office said.

LOS CABOS, Mexico – Tropical Storm Rick threatens to trigger dangerous flash floods and mud slides when it makes landfall in western Mexico after sparing Baja California's glitzy resorts a direct blow.In Sinaloa, where Rick is expected to make landfall Wednesday, authorities suspended classes for two days in cities along the state's southern coast.Gov. Jesus Aguilar asked residents in a radio message to pay close attention to civil protection advisories and said soldiers were ready to help with possible evacuations.The U.S. National Hurricane Center in Miami put Rick on a projected path south of the tip of the Baja California Peninsula overnight, on course to hit the mainland near Mazatlan on Wednesday.Forecasters said Rick could dump 3 to 6 inches (7.5 to 15 centimeters) of rain in some areas in the states of Baja California, Sinaloa and Durango and warned of possible flash floods and mud slides.Over the weekend, Rick's winds were clocked at 180 mph (290 kph) — making it the strongest hurricane in the eastern North Pacific region since 1997 — and it kicked up high waves hundreds of miles (kilometers) away that killed at least two people. But the storm spent its force far out at sea and weakened over cooler waters.

Rick's maximum sustained winds were down to 65 mph (105 kph) Tuesday night, the Hurricane Center said. It was centered about 145 miles (233 kilometers) south-southwest of Cabo San Lucas and moving to the north-northeast at 12 mph (19 kph).Los Cabos Mayor Oscar Rene Nunez said officials would close schools there and urged residents living in makeshift homes and those in flood zones to seek shelter.
Caravans of police cars, military vehicles and buses fanned out to high-risk neighborhoods in low-lying areas across Los Cabos to evacuate residents.Carlos Guevara, the Cabo San Lucas civil defense coordinator, said people became complacent as the afternoon rains dissipated and the sky began to clear.We have this storm in front of us. It has not passed,he cautioned in a meeting of government officials.

Alejandro Flores, a 28-year-old waiter, said Tuesday night that he spent the last few days piling dirt around the side of his house to guard it from floodwaters. He and his wife were preparing to leave their neighborhood, where the pitted dirt roads are commonly inundated during hurricane season.I am very afraid of the flooding, Flores said.Meanwhile, far out in the Pacific Ocean, Hurricane Neki was centered about 630 miles (1,015 kilometers) southwest of Honolulu and about 340 miles (547 kilometers) east-southeast of Johnston Island. Maximum winds were at about 75 mph (120 kph).Forecasters predicted Neki would brush by tiny Johnston Island on Wednesday.

MIAMI (AFP) – Tropical storm Rick churned slowly toward the tip of Mexico's Baja California peninsula Tuesday, after earlier being downgraded from hurricane status, US forecasters said.With weakening winds at around 65 miles (100 kilometers) per hour, the storm system was a shadow of the Category Five monster it became over the weekend, said the US National Hurricane Center.Giant waves whipped up by Rick caused one death on Sunday and forced the evacuation of some of Los Cabos' famous tourist beaches.But the Miami-based NHC said early Tuesday that Mexico's government had discontinued a hurricane watch after Rick was downgraded to a tropical storm.At 1800 GMT, Rick was 199 miles (320 kilometers) south-southwest of Cabo San Lucas and moving north near seven miles (11 kilometers) per hour, the NHC said.The center of the storm was forecast to pass near the southern tip of Baja California late Tuesday or early Wednesday, the NHC added.Rick was the seventh hurricane of the eastern north Pacific 2009 season.Baja California also was battered in early September by Hurricane Jimena, which caused floods that killed at least one person.National Hurricane Center (NHC)

GENEVA (AFP) – The UN warned on Tuesday that flash floods could hit East Africa over the coming months and deal a devastating blow to hundreds of thousands of people who are already reeling from severe drought.The UN's humanitarian coordination office predicted that the El Nino climate pattern in the Pacific basin could trigger heavy rain in the Horn of Africa after the region was hit one of the worst droughts in a decade.El Nino could create in the coming weeks and months extremely serious floods in the Horn of Africa with mudslides, destruction to crops, and illnesses linked to water, said Elisabeth Byrs, spokeswoman for the UN's Office for the Coordination of Humanitarian Affairs.The UN estimates that 750,000 people in Kenya and some 450,000 people in Somalia's Shabelle and Juba river basins could be affected, while 50,000 people in Tanzania would be at risk of a repeat of the devastating 2006-07 floods.

Some areas might see water reserves replenished by the expected torrential rains and a recovery in their parched pastures, according to OCHA.But the downpour is not expected to relieve food shortages in the region until harvests in 2010, it added.
British charity Oxfam said last month that more than 23 million people face severe hunger and destitution across East Africa because of the direct or indirect effects of the drought, which has lasted five years in some areas.

SYDNEY (AFP) – Residents were urged to leave their homes Tuesday as erratic winds brought wildfires dangerously close to hundreds of suburban properties in Australia's northeast, officials said.

Flames up to four metres (13 feet) high were rushing towards the suburbs of the city of Rockhampton, north of Brisbane, from the Mount Archer National Park, where a fire has been burning for 11 days, authorities said.Residents who plan to leave ahead of the bushfire should relocate now, the Queensland Fire and Rescue Service said.Currently, 25 fire crews and aircraft are working to contain the blaze but firefighters may not be able to protect every affected property and residents should not expect a firefighter at their door, it added.Aerial water-bombing was underway to saturate bushland behind homes in one suburb, but authorities said erratic winds were stirring sparks, smoke and ash, hampering the efforts of crews on the ground.

Residents who wished to stay and defend their homes would not be forcibly evacuated, the fire service said, adding that well-prepared and defended homes can offer safety during the fire and may be defendable.About 10 blazes are raging across the state, where fires have been burning now for more than three weeks, destroying one home. A near-total ban on lighting fires has been extended there until next Monday.In February, bushfires killed 173 people in the southeastern state of Victoria, eradicating entire towns and destroying thousands of homes in a firestorm known as Black Saturday.Fearing even worse conditions this southern hemisphere summer, authorities this month announced a new Code Red warning for catastrophic wildfires which would require residents to abandon their homes.A parching El Nino weather system was highly likely to intensify over southeastern Australia in coming months, bringing extensive drought and ideal wildfire conditions, officials have warned.

H1N1 flu strain found in Canadian turkey flock Tue Oct 20, 3:36 pm ET

WINNIPEG, Manitoba (Reuters) – Turkeys in the Canadian province of Ontario have become infected with the H1N1 flu virus, but no birds or eggs from the farm entered the food supply, provincial government officials said on Tuesday.The infection poses minimal risk to human health, Dr. Arlene King, Ontario's chief medical officer of health, said in a news conference in Toronto.However, she noted the discovery highlights the need for those who work with farm animals to be vaccinated for both seasonal flu and the pandemic H1N1 flu strain.The risk of the virus passing between people and animals is that the virus could evolve into a form against which humans have little or no immunity, King said. WASHINGTON – European astronomers have found 32 new planets outside our solar system, adding evidence to the theory that the universe has many places where life could develop. Scientists using the European Southern Observatory telescope didn't find any planets quite the size of Earth or any that seemed habitable or even unusual. But their announcement increased the number of planets discovered outside the solar system to more than 400.Six of the newly found planets are several times bigger than Earth, increasing the population of so-called super-Earths by more than 30 percent. Most planets discovered so far are far bigger, Jupiter-sized or even larger.Two of the newly discovered planets were as small as five times the size of Earth and one was up to five times larger than Jupiter.Astronomer Stephane Udry of the University of Geneva said the results support the theory that planet formation is common, especially around the most common types of stars.I'm pretty confident that there are Earth-like planets everywhere, Udry said in a Web-based news briefing from a conference in Portugal.Nature doesn't like a vacuum. The IDF and the US military will begin a major joint air defense exercise Wednesday, highlighting military ties between the two allies at a time of heightened tensions over Iran's nuclear program.The drill could have political implications for Israel's regional foes, with the exercise testing technology that could be used to defend Israel against an Iranian attack.The maneuver underlines the strong alliance between the US and Israel, despite recent spats over Israeli-Palestinian peacemaking. The exercise, codenamed Juniper Cobra 10, will test the two countries' missile defense systems and will include roughly 1,000 US military personnel and a similar number of Israeli troops, the IDF said.The US has deployed 17 warships equipped with radar systems to detect surface-to-surface missiles for the exercise. Secret Talks Progress on Illegal Iranian Nuclear Plant By Massimo Calabresi – Mon Oct 19, 4:00 pm ET

President Barack Obama has a personal stake in the outcome of Monday's meeting in Vienna between Western and Iranian nuclear experts on the future of Iran's stockpile of low-enriched uranium. That's because, Administration sources tell TIME, Obama personally weighed in three times during secret, multiparty negotiations with the Iranians over the last four months - in what has become not just a test of Iran's nuclear intentions but also a test of Obama's effort to limit Iran's nuclear ambitions through a combination of sanctions, threats and incentives.The backroom talks began in June, when Iranian officials told the International Atomic Energy Agency their country was running out of fuel for an aging research reactor built for the Shah in 1967 by American technicians. Iran sought the IAEA's help in buying more of the specially manufactured plates of enriched uranium used in the reactor to produce isotopes for cancer treatment, X-rays and insecticides. The IAEA, in turn, discussed the request with the U.S.We very quickly saw an opening here,says a senior Administration official involved in the multiparty negotiations that ensued, speaking on condition of anonymity. The U.S. realized it could arrange for the manufacture of the specialized plates from an unorthodox source: the stash of low-enriched uranium Iran has produced in violation of U.N. Security Council demands at its massive Natanz uranium-enrichment plant over the past several years. The U.S., Israel and others had estimated that the Iranian stockpile was enough - if Iran kicked out inspectors and repurposed its enrichment facilities to enrich uranium to weapons grade - to produce material for a single atom bomb. So, the idea that Iran might agree to send most of it abroad to be turned into harmless plates for the research reactor seemed an opportune way to defuse tensions.

In early July, Obama traveled to Moscow, where his top nonproliferation aide, Gary Samore, floated a proposal to the Russians: If Iran would agree to export a supply of LEU to Moscow, the Russians could enrich it to the level needed to power the research reactor, and then the French, who had been brought into the discussions, could turn it into the specialized plates that are used to produce the isotopes. The plates, which Iran does not have the capacity to turn into weapons-grade uranium, would then be sent back to Tehran. The Russians immediately said, Great idea,says the senior Administration official.What followed was a careful set of high-level negotiations between Iran, the IAEA, Russia, France and the U.S. to iron out details. In mid-September, Obama called the head of the IAEA, Mohamed ElBaradei to inform him that the U.S. was willing to do the deal. ElBaradei then contacted the Iranian representative at the IAEA, who said he would have to check with his government, the senior Administration official says. Eventually the Iranians contacted ElBaradei to signal a willingness to deal. The Americans wanted to make sure the Iranians weren't going to pull a fast one and persuade the Russians to get the material for the research-reactor fuel from a source other than Iran's own stockpile. When President Obama met with Russian President Dmitri Medvedev in New York City at the U.N. General Assembly in late September, he pressed the Russian to confirm at the level of the President that this whole deal hinged on it being Iran providing the fuel,says the senior Administration official. The official says Medvedev agreed. Obama then had a further phone conversation with ElBaradei late in September to confirm the details of the deal, which was finally announced at the Oct. 1 Geneva talks between Iran and the key Western powers, Russia and China. At those talks, U.S. negotiator, William Burns, had a one-on-one conversation with his Iranian counterpart to confirm the amount of uranium involved in the deal, and they agreed to the Oct. 19 meeting to determine details of the transfer.

Despite the top-level diplomatic work, U.S. officials were not particularly optimistic ahead of Monday's meeting in Vienna. After years of failed talks they were prepared for stalling by Iran or a breakdown over details. Sunday's suicide bombing that killed some senior Revolutionary Guards officers, and which many in Tehran blame on a U.S. covert program to destabilize the regime through support for separatist groups, could cast a shadow over the nuclear talks. But both sides have reasons to seek progress: if the deal were to go forward, the U.S. would have succeeded in securing most of Iran's existing stockpile against weaponization. Iran, for its part, could see the deal as legitimizing their enrichment of uranium in violation of U.N. demands. In the best case, officials said, sealing details of the reactor agreement would raise a hope of further progress - which is more than there has been in some time.

City set for surge in finance bonuses: study OCT 21,09

LONDON (AFP) – The finance sector is set to pay out six billion pounds in bonuses this year as banks return to profit less than a year after the near collapse of the financial system, according to researchers.The Centre for Economics and Business Research (CEBR) predicted a 50 percent leap in bonuses compared to January, from four billion to six billion pounds.Banks profits have risen very sharply this year, reflecting a lack of competition in the market,said CEBR chief executive Douglas McWilliams.It is not surprising that the increase in bonuses has matched these higher levels of profitability.The CEBR said however that it would still be at least five years before bonuses in the financial sector return to their levels before the crisis erupted last year. Organization officials said that the sticker was the result of a contest it ran about a month and a half ago, which invited thousands of activists to submit sticker design ideas that would illustrate the statement that former IDF Chief of Staff Moshe Yaalon said: Each time politicians bring the bird of peace here, the IDF has to clean it up.Now, in light of the Goldstone report crisis and with pressure rising on Israel to once again engage in the peace process,Mattot Arim has announced the winning entry, which was submitted by Menachem Yerenberg of Beit Shemesh. As winner, he gets a prize of 1,800 shekels ($405).Mattot Arim said that the sticker was an appropriate reaction to the Goldstone report, since it also was a consequence of the dove of peace. The report besmirches the name of IDF soldiers, and makes it difficult for them to travel abroad. Apparently, the more we make peace,the nations like us less. We call upon the government not to take any part in the dangerous peace charade,the organization said.

Human Rights Watch Founder Denounces His Group as Anti-Israel

(IsraelNN.com) Israel received support from a most unlikely source Tuesday, with a harsh condemnation of the Human Rights Watch group by its own founder, Robert Bernstein. Writing for The New York Times, he charged the group with issuing reports on the Israeli-Arab conflict that are helping those who wish to turn Israel into a pariah state.HRW was in the forefront of accusing Israel of war crimes in the three-week Operation Cast Lead counterterrorist campaign in Gaza, and has continually condemned Israeli retaliation for the thousands of Hamas rockets and other terrorist attacks on Israel.Bernstein emphatically stated that Hamas and Hezbollah…go after Israeli citizens and use their own people as human shields,a situation that was stated as largely unproven in the recent Goldstone report for the United Nations Human Rights Council.Bernstein accused his own group’s leaders of knowing that Hamas and Hezbollah chose to wage war from densely populated areas, deliberately transforming neighborhoods into battlefields. They know that more and better arms are flowing into both Gaza and Lebanon and are poised to strike again. And they know that this militancy continues to deprive Palestinians of any chance for the peaceful and productive life they deserve.Bernstein, who was chairman of the group until he stepped aside in 1998, pointed out that HRW has condemned Israel more than any other country. Undermining the group's anti-Israeli stance, he stated that the Jewish State is home to at least 80 human rights organizations, a vibrant free press, a democratically elected government, a judiciary that frequently rules against the government, a politically active academia, multiple political parties.

Meanwhile, the Arab and Iranian regimes rule over some 350 million people, and most remain brutal, closed and autocratic, permitting little or no internal dissent. Bernstein echoed Israeli complaints that HRW has ignored the plight of [Arab] citizens who would most benefit from the kind of attention a large and well-financed international human rights organization can provide.These groups are supported by the government of Iran, which has openly declared its intention not just to destroy Israel but to murder Jews everywhere,he wrote.This incitement to genocide is a violation of the Convention on the Prevention and Punishment of the Crime of Genocide.In what was a virtual repetition of Israeli government statements from the past several years, he noted that There is a difference between wrongs committed in self-defense and those perpetrated intentionally.In Gaza and elsewhere where there is no access to the battlefield or to the military and political leaders who make strategic decisions, it is extremely difficult to make definitive judgments about war crimes. Reporting often relies on witnesses whose stories cannot be verified and who may testify for political advantage or because they fear retaliation from their own rulers.

Rabbi Medan: Moral Weakness Allows Islam to Take Over the World

Livni Meets with EU Foreign Policy Chief in Jerusalem

(IsraelNN.com) Kadima party chairwoman and former Foreign Minister Tzipi Livni met Tuesday in Jerusalem with European Union foreign policy chief Javier Solana to discuss the growing threat of Iranian nuclear power and the endorsement of the Goldstone Report on Friday by the United Nations Human Rights Council.Opposition leader Livni told Solana that the current international sanctions imposed on the Islamic Republic have not been enough to curb Iran's appetite for nuclear proficiency, and she warned that diplomatic negotiations on the matter should not be allowed to drag on.The fact that the West has not allowed Iran to acquire nuclear weapons is not sufficient, and there should be no discussions on allowing Iran to have any nuclear program at, Livni stated.Livni also told Solana that the EU should not back the Goldstone Report, which she described as a document that made terrorists look like a defensive force. Europe knows what it means for a country to have to defend its citizens,she said,and we expect it to reject the comparison between a legitimate army protecting its citizens from terror and terrorists.The current president of the EU is Swedish Foreign Minister Carl Bildt, who came out in favor of the Goldstone Report earlier in the month. VATICAN CITY – The Vatican announced Tuesday it was making it easier for Anglicans to convert to Roman Catholicism — a surprise move designed to entice traditionalists opposed to women priests, openly gay clergy and the blessing of same-sex unions.The decision, reached in secret by a small cadre of Vatican officials, was sure to add to the problems of the 77-million-strong Anglican Communion as it seeks to deal with deep doctrinal divisions that threaten a permanent schism among its faithful.The change means conservative Anglicans from around the world will be able to join the Catholic Church while retaining aspects of their Anglican liturgy and identity, including married priests. Until now, disaffected Anglicans had joined the church primarily on a case by case basis.The unity of the church does not require a uniformity that ignores cultural diversity, as the history of Christianity shows, said Cardinal William Levada, head of the Vatican's Congregation for the Doctrine of the Faith in announcing the decision.The spiritual leader of the global Anglican church, Archbishop of Canterbury Rowan Williams, was not consulted about the change and was informed only hours before the announcement. He nevertheless tried to downplay the significance and said it wasn't a Vatican commentary on Anglican problems.It has no negative impact on the relations of the communion as a whole to the Roman Catholic Church as a whole,he said in London.

The decision could undermine decades of talks between the Vatican and Anglican leaders over how they could possibly reunite. Although Levada insisted such discussions remain a priority, the Vatican move could be taken as a signal that the ultimate goal of ecumenical talks is to convert Anglicans to Catholicism.Still, the decision confirmed Pope Benedict XVI's design of creating a unified, tradition-minded Catholic Church — a goal he outlined at the start of his pontificate and has been steadily implementing ever since.This drive also involved a recent move to rehabilitate four excommunicated ultra-conservative bishops, including one who denied the full extent of the Holocaust, in a bid to bring their faithful back under the Vatican's wing.Levada made the announcement hours after briefing Williams and Catholic bishops in London about the decision. Notably, no one from the Vatican's ecumenical office on relations with Anglicans attended; Levada said he had invited representatives but they said they were all away from Rome.Austen Ivereigh, a former adviser to the Catholic archbishop of Westminster, called the Vatican announcement historic because it allowed for the gradual absorption into the Catholic Church of huge numbers of Anglicans,who are conservative in their theology and liturgy.

Until now, Anglicans had been allowed to join the church primarily on an individual basis. With the new provision, groups of Anglicans from around the world will be able to join new parishes headed by former Anglican prelates, who will provide spiritual guidance to Anglicans who wish to be Catholic. Called personal ordinariates, they will be established within local Catholic dioceses.The new provision also allows married Anglican priests and even seminarians to become ordained Catholic priests — much the same way that Eastern rite priests who are in communion with Rome are allowed to be married. However, married Anglicans cannot become Catholic bishops.A model for the future exists in the United States, where a handful of such parishes function — including three in Texas — thanks to a 1980 Vatican decision to accommodate Episcopal faithful and priests who wanted to convert. These parishes use a Vatican-approved Book of Divine Worship, based on the Book of Common Prayer, that includes Catholic and Anglican rituals, said Monsignor William Stetson, who manages the initiative.The new entity is also modeled on Catholic military ordinariates, special units of the church established in most countries to provide spiritual care for members of the armed forces and their dependents.In addition, within the Catholic Church there are ancient communities in the Middle East and others in Eastern Europe that follow different rites and allow married priests while remaining loyal to the pope.The new model doesn't create a new rite, but rather an Anglicanized liturgy within the Latin rite.Levada said Tuesday's announcement was in response to many requests that have come to the Vatican over the years from Anglicans disillusioned with the progressive bent of the Anglican Communion. Some have already left and consider themselves Catholic but have not found an official home in the 1.1-billion strong Catholic Church. Levada declined to give exact figures, though he said 30 to 40 bishops had been in touch, accounting for a few hundred would-be converts.

One group, known as the Traditional Anglican Communion, has publicly stated its desire to join the Catholic Church. The group, which split from the Anglican Communion in 1990, says it has 400,000 members in 41 countries, although only about half are regular churchgoers. This is a moment of grace, perhaps even a moment of history, not because the past is undone but because the past is transformed," the group's leader, Archbishop John Hepworth said in a statement welcoming the Vatican decision. Anglicans split with Rome in 1534 when English King Henry VIII was refused a marriage annulment.Since then, the Anglican Communion, which includes the Episcopalian Church in the United States, has fashioned itself as a kind of big tent of fellowship with a wide variety of worship styles and theological outlooks that include Anglo-Catholics.It's not known how many Anglicans consider themselves Anglo-Catholic. However, the biggest impact of the Vatican announcement is likely to be felt in England, where the Church of England has been involved in a bitter battle over whether female priests can become bishops. British Anglicans opposed to the ordination of women simply leave and join the Catholic Church. The announcement is likely to have far less impact in the U.S., where many Anglo-Catholics left the Episcopal Church more than a decade ago. More recently, four theologically conservative Episcopal dioceses and dozens of individual parishes broke away and formed a rival church in North America.Still, no one expects a sudden mass exodus out of the Anglican Communion because of the Vatican announcement.We're not talking floodgates,said Paul Handley, editor of the Church Times a London-based weekly that covers Anglican affairs.There are a significant number of people who remain loyal Anglicans who will be seriously (tried) by this, he said, adding that they may want to remain part of the Church of England but will feel increasingly exposed if their friends start disappearing to Rome.

If Not for the Bankers We Would Have Suffered a Second Depression

This is basically what Christina Romer, chair of the Council of Economic Advisers, said yesterday. If not for decisive action to shore up financial institutions and stimulate the economy we would be in the Second Great Depression.Obama’s economic team consists mostly of Goldman Sachs and Federal Reserve cronies. Christina Romer is seated second from the left.This is more green shoots pie-in-the-sky propaganda. The federal government did not stimulate the economy. It hocked the future of our children and grand children. It piled trillions of dollars of debt on future generations.It didn’t shore up financial institutions. It gave trillions away to the bankers who used the money to buy smaller institutions and lavish their employees with fantastic bonuses. Recall the snake oil salesmen telling us forking over trillions to the bankers would result in the banks giving loans to Main Street again. It was reported on October 20 that the banksters cut small business lending by $8 billion.As trends researcher Gerald Celente notes, the bankster bailout is the Mother of All Bubbles, and when it explodes… it will signal the end to the boom/bust cycle that has characterized economic activity throughout the developed world.The American Recovery and Reinvestment Act of 2009 was sold like snake oil back in February. Administration economists cited Keynesian models that predicted that the $787 billion stimulus package would increase GDP by enough to create 3.6 million jobs. The Keynesians believe that if the government spends trillions of dollars borrowed from bankers who create it out of thin air this will expand the GDP through some kind of voodoo.

I’ll gladly pay you Tuesday for a hamburger today,promised J. Wellington Wimpy, the cartoon friend of Popeye. It’s the same with the Keynesians. They want a stimulus hamburger today and promise to pay it for it down the road. If you consider the interest the bankers will tack on, it is going to be an awful expensive hamburger. Future generations will have to pay off the stimulus loan and its interest through higher taxation.Of course, considering the way things are going, there may not be much left for future generations. It is entirely possible they will be in the same situation as the serfs of medieval Europe – or worse.It is absurd to think the government can create jobs through debt spending. Most confiscated tax dollars do not go toward job creation. A large chunk of the money is spent to pay off loans made by the bankers to the government in the past — money spent on highly profitable wars engineered by the bankers and spent on dead-end social programs that ultimately wreck society, corporate welfare, and handing out billions every year to foreign countries that consider us their personal piggy bank.Most of the money is chewed up by the Pentagon, squandered on a global war against manufactured enemies, and pumped into Medicare and Medicaid. It is also dumped into the Great Ponzi Scheme known as Social Security. It’s a Ponzi scheme because most people paying into it now will not see a dime.In fiscal year 2009, the government will spend $383 billion on interest payments to the holders of the national debt, that is to say the bankers. The interest payment was $153 billion in 2008. You can see where this is going.

Meanwhile, the Obama administration tells us everything is coming up roses. Romer said the stimulus program has boosted the gross domestic product by roughly 2 to 3 percentage points in both the second and third quarters. Also, it created or saved about 1 million jobs.Keep in mind the GDP figure was pulled out of a hat by government bean counters. Other economists have figured the increase in government spending would add less than a percentage point. Robert Barro of Harvard predicted the impact would not be significantly different from zero.In fact, the Obama stimulus has so far created about 30,000 jobs, not a million. If you break that down, it turns out to be around $533,000 for each job. That’s more than five times the projection of the president’s own Council of Economic Advisers — headed up by Romer — which estimated in May that every $92,136 in government spending would create one job for one year.Not that it matters. According to research done by ProPublica, we may never know if the massive transfer of wealth from future generations created jobs.If Obama and the Democrats pass a cap and trade bill — and it looks like they will — the government will be in the business of destroying jobs, not creating them at the tune of a half million bucks per job.The Heritage Foundation’s Center for Data Analysis used an econometric model of the U.S. economy to measure the projected impact of the Waxman-Markey cap and trade bill and found that by 2035, it would destroy 844,000 jobs on average, with peak years seeing unemployment rise by over 1,900,000 jobs. It would also jack up electricity rates 90 percent after adjusting for inflation and raise gasoline prices by 55 percent. Cap and trade will reduce the GDP by $7.4 trillion and increase inflation-adjusted federal debt by 29 percent, or $33,400 additional federal debt per person, again after adjusting for inflation.Do you get the funny feeling this is all about an astronomical debt owed to bankers and the engineered destruction of what was once the most productive nation on earth?

According to Lord Monckton this treaty will subjugate America to Communist rule and will transfer American wealth to third world countries.While Monckton is a hero for promoting truth about MMGW, and claims to have been involved in the funding of a lawsuit against showing Al Gore’s “An Inconvenient Truth” movie to British school children that resulted in a mandatory disclaimer of the movie when shown, Monckton has misunderstood a few facts about the Copenhagen Treaty.Watch the 4 minute video:
Firstly, he has understated the necessity of getting into action now. The ’sleeping giant’ of the American masses must awaken now! (See the action list below). He also failed to mention in this clip that this IS Agenda 21 Sustainable Development being imposed in real time.

Secondly, he blames the proposed Communist One World Government upon those who piled over the Berlin Wall, when, in fact, the culpability lies squarely in the lap of the usual suspects- the bankers: this is a UN inspired treaty and the global warming lies are based on the UN’s IPCC corrupt science (remember that the Rockefellers fund and design most UN programs). The United Nations Educational, Scientific and Cultural Organization (UNESCO) has a hand in accrediting schools; it’s now wonder that many well educated attorneys misinterpret the Constitution (3). Mario Monti to draw up single market report

EUOBSERVER / BRUSSELS – Former commissioner Mario Monti has been asked by the current EU executive to draw up a new report on how the EU should re-launch its single market.In a letter to Mr Monti, made public on Tuesday evening (20 October), commission president Jose Manuel Barroso says the report should address the growing tide of economic nationalism and outline measures to complete the EU's currently patchy single market.However the new initiative does not mirror the high-level group method recently used to come up with proposals on financial regulation, and no deadline has been set for the document's hand-in. Economic nationalism

Analysts are divided as to how badly the EU's single market has suffered from the financial and economic crisis. With national banks on the edge of collapse late last year, member state government's independently announced deposit guarantee schemes and billion-euro recapitalization plans.Clearly state aid in the financial sector was needed, because there was a real risk of major problems, not only for individual firms but for the financial sector and the European economy as a whole, senior fellow at the Brussels-based Bruegel think tank, Andre Sapir, told EUobserver.By updating its state aid guidelines at the time, the EU hoped to prevent new internal market distortions and is now currently examining a number of government aid measures to the financial sector suspected of being greater than actually needed.

I think the sequencing of this was perfectly correct,says Mr Sapir.However, protectionist alarm bells started to ring when a number of governments then turned to bailout their creaking car sectors whose overcapacity was already visible before the crisis. French President Nicolas Sarkozy famously announced in February that national car manufacturers receiving money from a proposed €6 billion aid package should relocate production plants back to France, sparking fury in other member states.In the end, Mr Sarkozy rowed back on the controversial measures and his aid plan was approved by the European Commission.These are issues that affect us all ... and we must make sure that there is a level playing field where EU competition law applies,German chancellor Angela Merkel said at the time.

Overcapacity

But the Chancellor now finds herself at the center of the latest state aid controversy, with several EU governments concerned about possible strings attached to German aid promises to the chief Opel buyout contender, Magna.German aid, they fear, will come on condition that job cuts are made disproportionately in Opel plants outside the EU's largest economy. We will have to examine the exact terms and conditions attached to the aid once those terms and conditions have been finalized, the Commission's competition spokesman Jonathan Todd said on Tuesday.We are still awaiting information from the German authorities about the final outcome of the financial package, he added.But while emergency state aid was justified in the financial sector and competition commissioner Neelie Kroes appears to be taking a tough stance regarding automobiles, the debate now needs to move on, says Mr Sapir.

One should draw some lessons from what Europe did 20 years ago in the steel sector. We need a plan on how we are going to handle this over capacity and not get into the dangerous disputes between countries seeking to outbid one another on state aid, he says.This has been the sad element of the Opel case,he adds, an indication of the difficult issues Mr Monti must tackle when drawing up his report.

Asia markets fall after weak US housing figures OCT 21,09

BANGKOK – Asian stock markets faltered Wednesday as weak U.S. housing starts tempered optimism about better-than-expected corporate earnings.The region's modest fall followed losses on Wall Street after the Commerce Department said applications for home building permits fell in September by the largest amount in five months.

That is a discouraging signal for future construction in the world's largest economy and diluted the enthusiasm generated by a string of improved quarterly earnings from U.S. corporate heavyweights.A fall in oil prices from a year high hit Tuesday and drops in other commodities as the dollar steadied also weighed on Asian markets.Japan's market bucked the trend with the benchmark Nikkei 225 stock average recouping early losses to rise 10.96 points, or 0.1 percent, to 10,347.80.Hong Kong's Hang Seng dropped 31.38, or 0.1 percent, at 22,353.58 and South Korea's Kospi retreated 0.5 percent to 1,651.95.Elsewhere, Australia's index slipped 0.1 percent, Singapore's market was down 0.5 percent and China's Shanghai benchmark fell 0.2 percent.

In the U.S. on Tuesday the Dow fell 50.71, or 0.5 percent, to 10,041.48.

The broader Standard & Poor's 500 index fell 6.85, or 0.6 percent, to 1,091.06. The index, the basis of many mutual funds, is up 61.3 percent from a 12-year low in early March.Stock futures pointed to another weak session for Wall Street on Wednesday. The contract slid 84 cents to settle at $79.12 on Tuesday.The November contract expired Tuesday, ending down 52 cents at $79.09.Crude surmounted $80 a barrel early on Tuesday, capping a two-week rally, before sliding on investor concern sluggish U.S. crude demand may not justify further gains.U.S. oil inventories rose last week, the American Petroleum Institute said late Tuesday. Crude stocks increased 3.8 million barrels while analysts had expected a rise of 2.2 million barrels, according to a survey by Platts, the energy information arm of McGraw-Hill Cos.The Energy Information Administration is scheduled to release its supply data later Wednesday.Crude traders are also looking at signs of a possible uneven economic recovery in the U.S. The Commerce Department said Tuesday that applications for home building permits fell in September by the largest amount in five months.

The U.S. dollar, which helped fuel gains in commodities by weakening over the last month, has steadied this week.In other Nymex trading, heating oil fell 1.11 cents to $2.04 a gallon. Companies that ship coal, chemicals, soft drinks and purses to emerging markets like India and China appear to be snapping out of the recession faster than those that are closely tied to the U.S. and Europe.Earnings reports out Tuesday show that sales in emerging markets are providing a glimmer of hope for both the companies and their investors. In more developed parts of the world, companies still have to rely on cost-cutting to muddle through.Caterpillar Inc., which makes heavy equipment, raised its earnings forecast for the year because of performance in Asia, its best-performing region. Deliveries of its products in China were higher than they had ever been for the third quarter.Other companies, including drugmaker Pfizer and handbag maker Coach, say sales are picking up in Asia, and they're rushing to add salespeople and open new stores.Asian economies are stronger now because they adopted fiscal stimulus plans right away when their economies started to weaken, said Jay Bryson, global economist at Wells Fargo Securities.Their economies also didn't have as much debt to unwind as the U.S., and now that lending has rebounded, they're poised to grow, he said.They took a hit when global trade just plunged last year, but once trade finance started to flow again, these guys were quick to recoup, he said.

John Lipsky, first deputy managing director of the International Monetary Fund, said in a speech Tuesday that Asia is set to emerge from the global slump first, even though it was among the hardest-hit because of its focus on high-tech and manufacturing.Manufacturers, who typically export a big portion of their goods, are also benefiting from a falling U.S. dollar, which makes overseas sales more valuable, said Stephen Stanley, chief U.S. economist at RBS.The dollar gained strength starting last year, which hurt companies with sales overseas because those sales translated to fewer dollars. But the U.S. currency has weakened recently.It makes it much easier if you're an exporter because the revenues you're pulling in from overseas are worth more in dollars, and (that) makes it easier to compete on a price basis,he said.Of course, companies everywhere are still struggling with the effects of the recession. Asia managed to be Caterpillar's best-performing region with a sales decline of 26 percent.Evidence of renewed strength in Asia was everywhere in corporate earnings reports:

-Pfizer Inc., the world's biggest drugmaker, said sales rose 9 percent in China, India and other emerging markets, excluding exchange rates. The company has been adding salespeople in China and boosting advertising there.
-DuPont Co., which makes chemical products found in everything from toys to cars and houses, said sales in China rose 7 percent during the quarter. They fell 18 percent in the U.S., Europe, Africa and the Middle East.We've got important opportunities to penetrate that market even further,DuPont Chief Financial Officer Jeffrey Keefer said of China.
-Coal miner Peabody Energy Corp. said China's imports of coal used for steelmaking this year through August were 10 times last year's pace. India has said it may face coal shortages of 200 million tons per year by 2014, meaning it will have to import more, too.Meanwhile, U.S. power fueled by coal has dipped 10 percent this year to date, according to Peabody, which fuels about one-tenth of the country's electricity generation.

It's not just the big manufactured goods, but the smaller ones, too. Coach Inc. reported sales of its luxury handbags rose in double digits at its Chinese stores open at least a year. That compares with a drop of 1.1 percent in the U.S. The company plans to open 15 new locations in China this year, up from four last year. In North America, it plans 10 new stores, half as many as Coach opened each of the past two years. And soft-drink sales may be fizzling in the U.S., but they're soaring overseas for Coca-Cola Co., which plans a $2 billion investment, along with its bottlers, in China in the next three years.The world's largest beverage maker said Tuesday that sales outside its home turf helped profits inch higher in the third quarter. LUXEMBOURG (Reuters) – Talks on a new U.N. climate deal stumbled on Tuesday when European Union finance ministers failed to agree funds for poor countries and India reiterated demands for aid to help curb its emissions.An impasse among finance ministers from the 27-nation EU means the issue of EU aid to developing countries - a sticking point in talks on a U.N. pact to fight global warming due in December - will be passed on to an EU summit on Oct. 29 and 30.It is a disappointing outcome, Swedish Finance Minister Anders Borg, whose country holds the 27-country bloc's presidency until the end of the year, told reporters after talks failed in Luxembourg.Nine of Europe's poorer countries, led by Poland, demanded their own economic circumstances be taken into account before the EU agrees up to 15 billion euros ($22.5 billion) in financial aid for developing nations.Developing countries say they cannot cut emissions and adapt to changing temperatures without help from industrialised nations, which grew rich by powering their industries with hydrocarbons and polluting the atmosphere.Earlier, India's Environment Minister Jairam Ramesh rejected an Indian newspaper report that he was willing to drop a long-standing demand for foreign aid and technology as the price for accepting international curbs on India's rising emissions.

Dropping such a link would have been a big concession for the Dec. 7-18 U.N. climate conference in Copenhagen. India is the fourth biggest emitter behind China, the United States and Russia.Ramesh said in a statement India would agree to international monitoring of emissions only when such actions are enabled and supported by international finance and technology.The 190-nation U.N. talks are bogged down over how to share out greenhouse gas curbs between rich and poor nations as part of an assault meant to avert ever more heat waves, rising sea levels, floods and more powerful storms.

CARBON CURBS

In Washington, Energy Secretary Steven Chu said the United States should focus on reducing its own emissions before outlining how it might place carbon tariffs on energy-intensive goods from developing countries such as China and India.We don't need to go there at this moment, Chu told the Reuters Washington Summit. Carbon tariffs were featured in the climate bill the House of Representatives narrowly passed in June but are bitterly opposed by developing countries.In the debate on aid, the EU's executive, the European Commission, suggested last month the bloc provide up to 15 billion euros ($22.46 billion) a year by 2020 to break the impasse.

In business, Toyota Motor Corp said it would step up a push for gasoline-electric hybrid cars. The world's largest automaker said it aimed to sell 36,000 of its new Sai hybrid in Japan a year, taking another step towards its goal of selling 1 million hybrid vehicles a year worldwide soon after 2010.Honda's Chief Executive Takanobu Ito, who had previously acknowledged Honda might need pure electric cars to meet tough regulations in California, told an industry seminar he would consider launching electric cars for Europe, Japan and other markets as well.There is no change to my view that hydrogen fuel-cell cars will in the end be proven the best, Ito said.(But) electric vehicles will also be a core option for cars in the future.

WASHINGTON – A government watchdog said the $700 billion bailout for the financial industry played a major role in rescuing the economy over the last year but also engendered anger and distrust among Americans because of secrecy and confusion about the way the program was handled.The mixed and blunt assessment by Neil Barofsky, the special inspector general in charge of oversight for the bailout fund, appears in a quarterly report scheduled for release Wednesday. Barofsky said the Troubled Asset Relief Program has come at great cost to taxpayers, to the integrity of the financial system and to the public's perception of the federal government.Despite the aspects of TARP that could reasonably be viewed as a substantial success,he wrote,Treasury's actions in this regard have contributed to damage the credibility of the program and of the government itself, and the anger, cynicism and distrust created must be chalked up as one of the substantial, albeit unnecessary, costs of TARP.Barofsky said public suspicion was fed by Treasury's decision not to require banks to report how they used their rescue money and its less-than-accurate statements describing the financial condition of nine large banks that benefited from large infusions of aid. The TARP program began under the administration of President George W. Bush and has expanded under President Barack Obama.The program has come under criticism in Congress from across the political spectrum. Liberals maintain the program needs to shift its focus from big financial firms to small businesses and homeowners. Conservatives insist the program has been an unnecessary intrusion into the financial sector and should end swiftly.

On Wednesday, Obama is expected to announce a new TARP program to assist community banks. The American Bankers' Association has asked for $5 billion in rescue-fund money to help small banks extend more loans.In his report, Barofsky credited the Federal Reserve and the Treasury Department for adopting some of his accountability recommendations over the past several months. But he said several of his agency's proposals for greater transparency have gone unheeded.The report describes a patchwork of initiatives carried out under the TARP umbrella — some designed to assist the biggest of Wall Street institutions, others to bail out the struggling auto industry and yet others to help homeowners struggling to stave off foreclosure.

Even within those programs, Barofsky found inconsistent attempts to hold recipients of the bailout accountable to taxpayers.For instance, General Motors, which received $50 billion in government assistance, has an internal guideline that generally prohibits employees from flying in private jets for business travel. Bank of America, which received $25 billion, has the opposite policy, encouraging senior management to use corporate aircraft for safety and efficiency purposes,the report states.Bank of America, which reported losses of more than $2.2 billion in the third quarter, had nebulous guidelines for luxury expenses.Reasonable expenditures occur when the costs of entertainment or events do not exceed the expected benefit to the corporation,according to the company's four-page policy.Chrysler's policy, on the other hand, runs for 15 pages and lists specific prohibited expenses, including spa services, country club dues, tuxedos and shoe shines.Overall, Barofsky said the cost of preventing a financial collapse fell into three categories:Taxpayers: The government has spent more than $454 billion through TARP programs. Forty-seven TARP recipients have paid back nearly $73 billion. That means more than $317 billion remains available. The program is set to end Dec. 31, but the administration could seek an extension until next October. Despite the repayments several of the program are not expected to yield returns to the taxpayer, including a $50 billion mortgage modification plan and some of the money injected into auto companies.

The integrity of the industry: Many firms considered too big to fail last year, and thus in need of government assistance, are even bigger now. Absent meaningful regulatory reform, TARP runs the risk of merely reanimating markets that had collapsed under the weight of reckless behavior,the report sates.

The credibility of the government: Barofsky wrote that public antipathy for the bailout is fueled by the lack of transparency in the program.Over the course of the year, Barofsky has called on the Treasury Department to seek more information from banks on how they use their taxpayer assistance.

IMF cautions Asia against ending stimulus measures by P. Parameswaran – OCT 21,09

WASHINGTON (AFP) – The International Monetary Fund has cautioned Asian economies against prematurely withdrawing fiscal stimulus measures, saying the current fragile global recovery may stall.Some Asian nations -- particularly advanced and export-dependent economies that have experienced a relatively large cyclical weakening of their fiscal positions -- plan to withdraw stimulus next year amid recovery signs, the Washington-based IMF said.However, these plans should proceed cautiously until the recovery seems assured, deputy IMF managing director John Lipsky warned.He asked them to enhance fiscal credibility by announcing concrete medium-term consolidation plans.Such plans will be particularly relevant for those countries starting from relatively high debt levels, including Japan, India, and Malaysia, he said.It was also applicable to those facing looming age-related fiscal pressures, such as Japan and the newly industrialized economies of South Korea, Singapore, Hong Kong, and Taiwan, he said.But even for the average Asian country, without fiscal adjustment, debt-to-GDP ratios are projected to remain above pre-crisis levels through 2014, he said at a Federal Reserve Bank of San Francisco conference in Santa Barbara, California.

The debt-to-GDP ratio is a measure of a country's federal debt in relation to its gross domestic product, a basic measure of its economic performance.Lipsky said the principal near-term risk was the global recovery could stall.This could occur if private demand does not pick up and replace the policy stimulus and inventory re-stocking that have recently been the key drivers of growth.Policy support therefore should remain in place until a durable recovery is secured.Although Asia was not directly exposed to financial assets at the epicenter of the global crisis last year, the region was severely affected by the sharp downturn in the United States and Europe.Trade fell, capital flowed out of the region, and trade finance stalled.

Asia is set to emerge from the downturn both sooner and stronger than any other region, and some have argued that the region's remarkable recovery reflects a decoupling from the rest of the world, Lipsky said.However, the rebound so far reflects largely a return towards normalcy of trade and finance flows following their abrupt collapse at the end of 2008,he said.In fact, those economies with some of the largest initial contractions were South Korea, Singapore and Hong Kong, with large shares of high tech and other manufacturing trade with advanced economies, he said.And, just as the US downturn triggered an outsized fall in Asia?s GDP because international trade and finance froze, the normalization process is generating a rapid and strong Asian upturn,he added.The IMF's most recent World Economic Outlook forecasts global economic contraction of about one percent this year and expansion of around three percent next year. At the same time, Asia is expected to grow by 2.75 percent this year and by 5.75 percent in 2010.
