Canada aims to give H1N1 flu vaccines in October Mon Jun 29, 5:41 pm ET

OTTAWA (Reuters) – Canada aims to start immunizing its population against the new H1N1 flu virus in October but has not yet decided who should be a priority for getting the shot, the country's top public health official said on Monday.We're hoping that we'll be on track for having the vaccine, start immunizing in late October so that we can complete immunizing before Christmas,Dr. David Butler-Jones, chief public health officer at the Public Health Agency of Canada, told reporters on a conference call.

There are many things that need to take place between now and then so everything still looks on track, but there's still much work to do,he said.Drug makers are gearing up to mass produce vaccines against the new virus, also known as swine flu, and governments have reserved millions of doses as the World Health Organization declared a pandemic.Yet other countries are not sure yet whether even to give the vaccine to anyone and if so, who should get it. The U.S. Centers for Disease Control and Prevention said on Friday it had not yet decided if it will recommend people get the new shots when flu season arrives in North America this fall.Butler-Jones said Canada would try to learn as much as possible about the virus's behavior before deciding how to proceed with an immunization campaign.Right now, we're looking at what's happening in the Southern Hemisphere, we're looking at what's happened in Canada and the priorities we'll develop ,he said.

We won't get the vaccine all at once and we'll be starting to immunize,he said.

The vaccines for seasonal flu will be ready earlier in the fall and some people may need to get two shots, Butler-Jones said. For the seasonal influenza vaccine, health officials normally prioritize the oldest, the youngest and the sickest. But the majority of those infected with the new virus in Canada are under the age of 20, Butler-Jones said.So far, 21 Canadians have died from the new H1N1 flu and 496 have been hospitalized with varying degrees of severity, according to data compiled by the public health agency. Media interest surrounding the issue spiked in 2002 when the Jacobs family of Boca Raton, Florida, were all implanted with a Verichip containing their personal information for health and security reasons, as well as because the son Derek fantasized about merging humans and machines. NBC News’ Today Show even broadcast live footage of the family being surgically implanted with their chips.In 2004, MSNBC reported that the Mexican attorney general and his staff of 160 people had been implanted with microchips that get them access to secure areas of their headquarters.

In August 2007, the Department of Defense announced that they were pursuing a brain-implantable biochip that will measure/relay a soldier’s vitals on the battlefield, a project said to be five years from completion.As we have previously highlighted, the promotion of microchips not just from a safety or military aspect but in the context of popular culture is starting to gain serious momentum.The most recent example comes from Yahoo Tech, which this week rehashed a 5 year old story about an implantable microchip being required to access the VIP area of a cool nightclub in Barcelona, as well as being used in place of a credit card to pay for drinks.The story emphasizes how taking the chip is used to free customers of the burdens of having to carry their purses or wallets and makes sense.

Paul has told his fellow representatives that the damages from the actions of the Fed over the decades is incalculable. For one thing, he said, It took less than two decades for the Federal Reserve to bring on the Great Depression of the 1930's.Besides that decade-long economic turmoil, he said, It has also inflated away the value of our currency by over 95 percent since its inception.It has invisibly stolen from the poor and given to the rich through this controlled inflation, and now openly stolen through recent bank bailouts. German MPs under pressure to get Lisbon law ready

EUOBSERVER / BRUSSELS - German MPs are under pressure to get an accompanying law strengthening the role of both houses of parliament in EU decision-making wrapped up before general elections at the end of September.The tight time frame follows a ruling by the country's constitutional court on Tuesday (30 June) in which it said the proposed Lisbon Treaty is in conformity with the German constitution but its ratification may only be completed once parliamentary oversight is boosted.Berlin is aiming to get the process fully wrapped up with the law in place before Ireland votes for a second time on the Lisbon Treaty, expected to be on 2 October, and before the German parliament is dissolved for the general elections on 27 September.An extraordinary session of the parliament has been called for 26 August where MPs are supposed to have the first reading of the new draft law. The second and third reading is expected to take place on 8 September while the upper house (Bundesrat) is to approve the law on 18 September.Once this step is taken, president Horst Koehler can sign the Lisbon Treaty and the deeds can be handed in to Rome, fully completing ratification.MPs, who voted overwhelmingly in support of the treaty last year, say this is a huge task for the small window of time they have.

Normally we would need half a year for such a process,the Europe expert for the centre-right CDU/CSU parties, Michael Stuebgen, said. He added that the coming weeks would be hard as a whole new law has to be written, reports the Frankfurter Allgemeine Zeitung.A law on how the parliament should be involved in EU decision making when the Lisbon Treaty is in force had already been drawn up in anticipation of the treaty coming into force. But the constitutional court said it was too weak, particularly highlighting the so-called 'passerelle' clause whereby EU leaders, when acting unanimously, can decide to move an area from unanimity to qualified majority voting. The law, drawn up by the German government, said MPs should be informed of any such move and outlines the cases in which the parliament can block the move. But the proposed law does not foresee that either the Bundestag or the Bundesrat should have a say in principle on when the passerelle clause should be used.The parliament and the German government have already in the past clashed over the EU competences of the German assembly, with Berlin reluctant to have itself tied down on EU issues by MPs.Now the parliament is set to draw up a law that would ensure that it would have to vote on any such changes through the passerelle clause.

FAZ reports that a working group on the issue is to be founded as soon as possible, and it will also involve representation from the German regions (Länder).Some MPs are less than keen to have the government involved. Parliament would rather do without help with formulation from the government,said Mr Stuebgen.We had this [help] last time round and the legal text that emerged has now blown up in our faces.The court called on the German parliament to have responsibility for integration with the assembly now to have a say over every step that goes beyond the Lisbon Treaty.A comment piece in Die Zeit newspaper notes that the court ruling was a clip around the ear for the German parliament for failing to be more active rather than a criticism of the Lisbon Treaty.

Institutional problems loom large for Swedish presidency

EUOBSERVER / BRUSSELS – Sweden takes over at the helm of the EU on Wednesday (1 July) for a six-month presidency that will for the most part be held hostage by the bloc's complicated institutional problems as well as being overshadowed by the global economic crisis.Diplomats in Brussels are looking forward to having the bloc under Stockholm's political guidance following a turbulent first half of the year under the domestically strife-ridden Czechs, but the goodwill is unlikely to make Sweden's job much easier.Brussels will be in firm wait-and-see mode as it looks ahead to the Irish referendum on the Lisbon Treaty, a new set of institutional rules that streamlines the workings of the EU institutions, removes the veto from most policy areas and gives greater say to the European parliament on law-making.Ireland is due to vote on it for a second time in early October. Opinion polls suggest it will be a Yes this time round. But until the day the Irish vote, it will remain unclear whether the EU will be plunged into political chaos by a No vote or taken over by a frenzy of horse-trading as a Yes vote opens up new posts created by the treaty.Either scenario will require great diplomacy by the Swedes to keep member states focussed on dealing with the issues of the day – such as climate change and trying to counter the global recession.In addition to waiting for the Irish result, the difficulty of Sweden's to-do list will be compounded by the fact that it is taking over at the time for the five-year changing of the guard in Brussels.This means that the European Commission, as initiator of EU laws and important partner for any presidency country, is on its way out while the fresh power currents in the European Parliament, knowledge of which is essential for any presidency will take time to become apparent.

This will affect the big legislative dossiers still waiting in pipelines that Sweden is hoping to clear under its presidency including new rules on the creation of a European supervisory body for banks.Uncertainty is also clouding the nomination of Jose Manuel Barroso for a second term in office as European Commission president. It will only become clear on 9 July whether his nomination will even be put to vote in the parliament in mid-July, with parts of the EU assembly manoeuvring to get the vote postponed until autumn.An autumn vote could result in another candidate entering the race as well as mean that Mr Barroso will continue to be in electioneering mode rather than concentrating on the job at hand. Sweden, negotiating with parliament on the issue, has already said that it is strongly opposed to any delay.These institutional and procedural issues threaten to overwhelm any real focus by Sweden on the two major tasks of its presidency – ensuring a coherent response to the current economic crisis, including keeping member states from veering into protectionism, as well as trying to persuade them to dip their hands far enough into their pockets to get ensure a meaningful international climate change deal at the Copenhagen tasks in December.In addition to known problems on the to-do list, most presidencies find themselves dealing with unplanned additions to the list, such as the Russian-Georgian war last autumn or the energy crisis at the beginning of the year.However, Swedish diplomats have a reputation for being skilled consensus makers and being a smaller member state, it is not viewed as bringing much political baggage to the negotiating table.And the country is entering the presidency with a keen sense of what is before it. Prime Minister Fredrik Reinfeldt remarked in Brussels a few weeks before beginning the job:I recently read that we are about to face a water crisis too and I thought, why not let's add that one to the list as well.

Turkey takes small step forward in EU membership talks

EUOBSERVER / BRUSSELS – Turkey took another small step in its slow EU membership negotiations on Tuesday (30 June) by getting the green light to open discussions in a new policy area.We have opened chapter 16 on taxation, an important chapter and a significant one on Turkey's path towards the European Union,Czech foreign minister Jan Kohout, for whose country it was the last day at the helm of the EU, said at a press conference in Brussels.This proves the EU's enlargement policy is on track,he added.It is the 11th of Turkey's 35-chapter accession package that has been opened to negotiations since Ankara started membership talks with the EU nearly four years ago.

It will take some time before this chapter can be closed, however, the minister warned. Turkey has only closed talks in one negotiating area so far, namely science and research.There are several benchmarks that need to be met before chapter 16 [on taxation] can be provisionally closed,notably certain taxation reform issues, Mr Kohout said.The EU also wants Turkey to ratify a customs agreement with EU member state Cyprus and open its ports to Cypriot ships.But Turkey does not recognise the Greek Cypriot government in the southern part of the divided island, while at the same time being the only country to recognise its northern Turkish Cypriot section.

Eight chapters of Turkey's EU accession package have been officially blocked since 2006 as a result of Ankara's refusal to open its ports to Cypriot ships. Cyprus is also blocking the energy chapter on this political issue,as Ankara calls it, while the European Commission considers it ready for opening and says it is up to member states to give the green light.Our primary expectation in the period ahead is to start negotiations on those chapters which are ready to be open, but have long been held up for reasons other than technical requirements,Turkish EU minister Egemen Bagis said at the joint press conference with Mr Kohout.Most amazingly at a time when Europe is having an energy crisis, [is] the fact that one small member state enjoying the Mediterranean sun, which is not affected ... can jeopardise the energy needs of 490 million Europeans by blocking this [energy] chapter, Mr Bagis went on, referring to Cyprus.He stressed that Ankara was ready to fulfil its obligations, including doing its best to help Europe solve its energy crisis,and that it expected the 27-nation bloc to do the same.Turkey is prepared to play the game by its rules, but when new rules are introduced to the game while the game is going on, this creates reaction,the minister said.Turkey has been an official EU candidate since 1999 and despite having started accession negotiations in 2005, some member states, notably France and Germany, still question its membership prospects.

TEL AVIV – The composition of Prime Minister Benjamin Netanyahu's government is under assault by the U.S. and Europe, says a top minister in the Israeli government. It seems there is a coordinated assault between the U.S. and some European countries to remove Foreign Minister Avigdor Lieberman and his party and to replace them with the Kadima party,the minister said. The minister spoke on condition his name be withheld due to possible political fallout from his comments. He said he was expressing his belief and does not have any proof of possible U.S.-European collusion to influence the composition of the Israeli government. Kadima, headed by opposition leader Tzipi Livni, is considered a centrist party politically, although in reality its politics are leftist. Kadima, which led the government until earlier this year, supports a Palestinian state and under Prime Minister Ehud Olmert engaged in negotiations with the Palestinians that reportedly included the willingness to relinquish sections of Jerusalem and 94 percent of the West Bank. Livni led all negotiations.

Kadima's policies are more aligned with the policies of the Obama administration and Europe than Netanyahu's Likud party, which states it stands against giving up Jerusalem. Likud officials also say they are against halting Jewish construction in the strategic West Bank. Currently, there is no place in the Israeli government for Kadima since all senior positions are filled.In the last few days, witnesses have reported assaults on Lieberman, whose Yisroel Beitanu party is a senior coalition partner in Netanayhu's government. Lieberman holds the foreign minister post. His politics are more aligned with Likud and at odds with the Obama administration and Europe regarding the Middle East.Yesterday, Israel's Channel Two television reported that in a meeting last week with Netanyahu, French President Nicolas Sarkozy told the Israeli leader to get rid of Lieberman.According to the report, Sarkozy said that while he usually scheduled talks with Israel's top foreign envoys on their visits to Paris, he could not bring himself to meet with Lieberman. Channel Two claimed Sarkozy's statements were accompanied by disparaging hand gestures. Sarkozy then advised Netanyahu to fire Lieberman and bring Livni back into the coalition as foreign minister, according to the report. Netanyahu reportedly told Sarkozy that Lieberman came across differently in private than his public appearances would suggest.

1,700-Year-Old Mosaic Floor to be Unveiled in Lod

(IsraelNN.com) An ancient mosaic floor featuring the flora and fauna enjoyed by the artisans nearly two millennia ago is about to be unveiled in the city of Lod. The site of the mosaic will be open to the general public from July 9 through July 11 but one can also observe the conservation work being performed on the mosaic in a live broadcast via the Israel Antiquities Authority (IAA) web site at www.antiquities.org.il.The 1,700-year-old floor, one of the most magnificent and largest mosaics ever revealed in the State of Israel, was first uncovered in the city in 1996.Amazingly well-preserved, the mosaic spans 180 square meters and is composed of colored carpets that depict in startling detail the mammals, birds, fish and a variety of flora, as well as sailing and merchant ships from the period.

It is not known what kind of building the mosaic floor graced.

The discovery was made during an excavation led by archaeologist Miriam Avissar prior to the widening of a road Rehov HeHalutz by the Lod municipality. It caused a wave of excitement in Israel, prompting an influx of 30,000 tourists who came to view the beautiful mosaic when it was first opened to the public. The mosaic was soon covered up again in order to protect it until funding was secured to pay for proper restoration and permanent exhibition of the archaeological treasure. The Leon Levy Foundation and Shelby White, chairman of the Friends of the of the Israel Antiquities Authority, has since donated the funds to enable the IAA to excavate, conserve and establish the Lod Mosaic Archaeological Center on the site.The conservation and development work are scheduled to take approximately two years. During that period, and because of the rarity and exceptional quality of the find, a section of the mosaic will be sent on exhibit to the prestigious Metropolitan Museum of Art in New York. During this time the planning and implementation work will carried out at the site in Lod, at the end of which the mosaic will be returned to its permanent home and the site will be opened to the public. How to reach the site: The mosaic is located in the eastern part of Lod, next to the entrance to the city from Ginnaton Junction. This junction is easily reached from Ben Gurion airport and from the country’s two main highways: Highway 1, which links Tel Aviv with Jerusalem, and Highway 6, which connects the north of the country with the south. The site is located between two streets: He-Halutz Street which leads to the market place and Struma Street, which leads to the city’s historic center.

Obama Increasing Aid to Jordan, Other Muslim States

(IsraelNN.com) In the latest in a recent series of increased American assistance efforts for Arab and Muslim states, U.S. President Barack Obama has allocated an additional $150 million to the Hashemite Kingdom of Jordan. The regimes leading Egypt, the Palestinian Authority, the United Arab Emirates and even Saudi Arabia have all benefited from recent American policy shifts. Jordan's Minister of Planning and International Cooperation, Suhair Al-Ali, was quoted by The Jordan Times as explaining that the kingdom receives $363 million annually from the United States in economic assistance. The allocations signed into law by Obama this week mean that Jordan will receive a total of $513 million from the U.S. in 2009. The minister told the Jordanian newspaper that the additional American aid was the result of ongoing efforts by Jordan's King Abdullah II, as well as Obama's recognition of the important role Jordan plays in the region.Egypt received $310 million in supplemental appropriations from the U.S. House of Representatives, currently controlled by Obama's Democratic party. At the same time, 2009 State Department funding for the promotion of democratic initiatives in Egypt was cut from $50 million to $20 million. In addition, the U.S. has agreed not to give any of the pro-democracy funds to organizations that are not approved by the Mubarak regime. In the year 2007, Egypt received a total of $2.4 billion. On another front, in March of this year, it was reported that the Obama administration planned to dramatically increase funding to the Palestinian Authority for security training, which is conducted by Jordanian police under the supervision of U.S. General Keith Dayton. The U.S. allocated $75 million for the PA police training in 2008, but reports indicated that the Obama administration was planning to pump up to $130 million into the program in 2009. In any event, the U.S. has already pledged $600 million in funds to the Palestinian Authority, with another $300 million for humanitarian aid to the Hamas regime in Gaza.Elsewhere in the region, the U.S. is set to help the United Arab Emirates become the first Arab nation with a developed nuclear power infrastructure. President Obama gave his official support and authorization for the $41 billion project, allowing private U.S. companies to compete for construction contracts.

In Pakistan, the U.S. president proposed $2.8 billion in aid for that nation's military, alongside civilian aid of $1.5 billion a year for the next five years. The military aid is ostensibly to allow the Pakistanis to more effectively fight jihadist and al-Qaeda terrorism emanating from the Swat Valley and along the Afghanistan-Pakistan border.The Obama administration's assistance to Arab and Muslim states extends beyond the monetary, however. According to an article in Joseph Farah's G2 Bulletin earlier this month, the American government has petitioned the U.S. Supreme Court to preserve sovereign immunity for the Kingdom of Saudi Arabia and four Saudi princes in connection with a civil case seeking compensation for victims of the massive September 11, 2001, al-Qaeda terrorist attacks on the American homeland. The claimants in the case say that there is sufficient evidence of Saudi involvement in 9/11 for the court to lift the normally applicable immunity. Meanwhile, Saudi Arabia's Foreign Minister, Prince Saud al-Faisal, told Newsweek magazine this month that the United States should cut off all aid to Israel if the Jewish State does not accept the 2002 Saudi-sponsored Arab-Israeli terms of negotiation.

He managed to dial the emergency hotline, causing his attackers to flee, not before they told him: You will leave this place dead or alive. We will destroy your livelihood until you run away. Davidian needed stitches and surgical care. The Bedouins who tried to murder him are out of jail until the case comes to court.Two weeks ago, Davidian woke up to discover that all his sheep had disappeared. Israel’s Border Police used scouts to find where the thieves, local Bedouins, had hidden them. The 30-40 complaints he has filed in the Ofakim police station over the last two years have had no deterring effect as the police simply interrogated and then released the offenders.Davidian’s story is but one example of the surrealistic conditions under which farmers in the southern Negev and northern Galilee of Israel have been trying to survive. Arab and Bedouin marauders strike again and again in their attempts to force Israeli farmers to leave their land, situated well within the pre-1967 Green Line. The beleaguered owners, whose financial losses are catastrophic, have turned to law enforcement agencies but found that police are understaffed. If a case finally gets to court, the punishments do not fit the severity of the crime. A dynamic group of young Israelis formed a group called The New Guardians and began to help distressed farmers and sheep growers. The name was chosen to bring to mind the legendary Guardian group that arose to protect Jewish settlements from Arab attacks in the pre-State period from 1909 to 1920, when the area was under Turkish rule.

Yoel Silberman, a combat officer, took an extended leave from the IDF to found the New Guardians group. He realized that his family, third generation farmers from Tzippori in the Galilee, were going to lose their livelihood if he didn’t take action to guard their property. During the three-year period prior to Yoel’s initiative, his father filed over 250 complaints against Arabs who cut his fences, caused tens of thousands of shekels worth of damage and threatened his life. Most of the police files were closed as being of insufficient interest to the public.One day we took our flocks out to graze on our land north of the (Jewish) Galilee town of Hoshaya, he recalls,and found that Arab flocks had broken in. We got them out, but four Israeli Arabs from the nearby village arrived and began punching us and throwing rocks. They called my father to tell him that they intend to kill me. Border Police were there, but they and their vehicle were attacked as well. The next time they cut our fence, my father went to the police while we held up their flocks. Arabs followed him into Hoshaya, beat him and stole his car right in front of the town’s offices. They were freed after several days in jail.Silberman set up a lookout post, highlighted with Israeli flags all around it, and little by little, people who identified with his idea began joining him. Two more guard posts sprang up, staffed with volunteers who kept watch 24 hours a day in other areas. The project expanded through the Galilee and is now being set up in the Negev as well, where paying protection monies or goods to avoid trouble with Bedouin neighbors is rampant. Fears about inflation and hyperinflation could create another economic downturn, bigger than the one the world went through, Hugh Hendry, chief investment officer at hedge fund Eclectica, told CNBC Tuesday.The stock markets are due for a correction after having risen dramatically this year, but this is not likely to come in the summer and another rally is possible, Hendry, who said he was remaining risk-adverse this year, told Squawk Box Europe.We have a huge intellectual conviction… that this is a more profound downturn that we're experiencing and markets will be under pressure,Hendry said.People get more get more concerned about government debt… and it sows the seeds of its own destruction, Hendry said. We're actually tightening the screw, we make monetary policy tighter and tighter.Long-term yields on government bonds have been rising, as investors fear central banks, especially in the US and the UK, will have to absorb excess liquidity from the system and raise interest rates to fend off inflation once an economic recovery takes hold.

I think this paranoia today that inflation is happening today I think it puts in place a motion for a decline in the economy,Hendry said. I think they're not printing enough money… with regards to the wealth destruction that has been happening over the past 18 months.We raised interest rates and actually we killed the golden goose, he added.

Stock Market Correction

A correction in the stock market is likely, but it will not come over the summer, and the S&P 500 index may even hit 1,000 before the downturn, according to Hendry, who admitted he is not stepping in to catch the tail of the rally.It's kind of fun watching it from the sidelines, I must say I'm not participating, he said.My flower opens in the winter, not in the summer.There is a tight correlation between the oil price and the Chinese currency, the yuan, with oil prices rising as the yuan was strengthening, Hendry said. This is because Chinese speculators had borrowed in dollars as the yuan firmed, and all that liquidity was thrown into the oil market last year.The one non-confirmation in the world is that, since July, the Chinese currency has done nothing, it was flat vis-à-vis the dollar,he added.Hendry said he still prefers conventional government bonds, and admitted they were the cause his fund was 3 to 4 percent down on the year. But, he added, government bonds were down 20percent – although he doesn't think they will end the year like this.China and other countries with a current account surplus are not as safe as they seem at first glance, because their economies are still hugely dependent on exports to the US, which is still down on its luck,he said.If that's the case, the last place you want to be is the surplus countries,Hendry said.

Canadian Mint still can't find C$18.8 million in gold Tue Jun 30, 12:28 pm ET

TORONTO (Reuters)- The Royal Canadian Mint is missing about C$18.8 million ($16.2 million) worth of gold and has not ruled out theft even as it continues to try to solve the mystery, according to an official on Tuesday.An independent review by of the Mint's records found a discrepancy of 17,500 troy ounces of gold worth about C$18.8 million at current prices between the Mint's accounting and its physical count of precious metal done at the end of 2008.The Mint refines 5.4 million troy ounces of gold a year, turning raw metal and scrap jewelry into 400-ounce bars.The Mint alerted the Royal Canadian Mounted Police about the missing gold on June 9, but the RCMP has not decided whether it would launch an investigation, a spokeswoman for the Mint said.

All possible explanations for the inventory difference need to be investigated,the Mint said on its Web site.In a joint statement Monday night, Transport Minister John Baird and Minister of State for Transport Rob Merrifield said Mint executives won't get any bonuses until the matter is resolved, according to the Globe and Mail newspaper.The Mint's still unexplained loss of precious metals is inexcusable,the ministers are quoted as saying.The mint will be accountable.(Reporting by Louise Egan and Nina Lex; Editing by Frank McGurty)

Investment Houses: Israel the Land of Economic Promise

Three international investment houses have issued a rosy forecast for the Israeli economy, which one firm says is at the beginning of a decade of constant growth following this year’s recession. The biggest question mark is inflation, which to a certain extent will depend on the topsy-turvy crude oil market.One source that is less optimistic about economic growth is the International Monetary Fund (IMF), which estimates the Israeli economy will grow by only a fraction of a percent next year. The Bank of Israel, which failed to foresee the depth of the current recession, predicts that growth will be one percent.As every unemployed Israeli knows, 2009 has been a tough year as the country suffers through a recession following five years of unprecedented growth and record low inflation that often dropped below zero. The global financial crisis that began nearly two years ago has extended to every corner of the globe.However, economic growth in Israel in 2010 is expected to outstrip that in other industrialized countries, according to Deutsche Bank. It has upped its projected rate of growth for next year in Israel from 2 percent to 2.5 percent, compared with only one percent for other advanced countries. Inflation is expected to be around 2 percent both this year and in 2010, Deutsche analysts predict.Merrill Lynch estimates that the Israeli economy will grow by a very healthy 3.5 percent annually for the next 10 years, citing local demographics, savings, human resources and more open trade regulations.

The British-based Barclays Bank’s crystal ball also is rosy, with a predicted growth of 2.9 percent next year. Similar to other investment advisers, the bank sees rising exports as a driving force behind the expected recovery.The battered high-tech industry will be one of those to enjoy resumed growth after this year's layoffs of thousands of workers in Israel.Barclays also predicts that the shekel-dollar rate will drop to NIS 3.65 to the dollar by the end of this year, 10 percent lower than the current rate. A lower rate is damaging to exporters, who receive fewer shekels for their dollars. Bank of Israel Governor Stanley Fischer last year went on a spending spree to buy dollars in order to prop up the rate, which had declined to less than NIS 3.25 to the dollar. Barclays predicts that the Bank will phase out the program to buy dollars.A return to growth also will take some of the pressure off the Finance Ministry as projected tax revenues increase and help lower the government deficit.

UN Western Sahara envoy in Spain as part of regional tour - Tue Jun 30, 2:23 pm ET

MADRID (AFP) – UN Western Sahara envoy Christopher Ross arrived in Madrid Tuesday on the latest leg of a regional tour which has already taken him to Morocco, Algeria and Mauritania.Ross, the UN secretary general's special envoy to the region, flew to Madrid from Rabat for a meeting late Tuesday with Spanish Foreign Minister Miguel Angel Moratinos, a ministry spokeswoman said.On Monday, he met with Morocco's Foreign Minister Taib Fassi Fihri in Rabat, and afterwards said he was optimistic about the chances for a first informal meeting between Morocco and Polisario guerrillas on the future of the disputed region.

He had arrived on Saturday in Morocco.

Ross was last in the region in February but failed to break the deadlock in currently stalled negotiations in Manhasset, New York state, where four previous rounds of talks failed to reach agreement. Both sides have agreed in principle to another round at an unspecified date.Morocco annexed the territory after the withdrawal of the region's colonial power Spain in 1975, leading to a bitter guerrilla war with the Polisario Front. It ended with a UN-brokered ceasefire in 1991.The northwest African kindgom has proposed considerable autonomy for the Western Sahara, but argues that its sovereignty is a non-negotiable historical fact. The Algerian-backed Polisario demands a referendum on self-determination, with independence as one of the options.

EU competition chief eyes RBS, Lloyds asset sale - Tue Jun 30, 4:48 pm ET

LONDON (AFP) – European regulators could compel Britain's state-controlled banks to sell chunks of their assets to comply with competition rules, the EU's top competition regulator said here Tuesday.EU Competition Commissioner Neelie Kroes singled out Royal Bank of Scotland and Lloyds Banking Group, saying they were only able to continue enjoying market-leading positions because of massive government aid.

The British government has spent billions of pounds to bail out RBS and LBG since the eruption of the global financial crisis in late 2007, in a bid to stabilise the fragile financial system.But Kroes, charged with ensuring fair competition in the 27-nation European Union, said competitors that did not receive state help would now be looking for a level playing field.The massive aid received by banks such as Lloyds and RBS allows these banks to remain leaders on markets which are concentrated, Kroes said in a speech to a British Bankers Association conference in London.Kroes cited problems with LBG's share of the retail banking market and the RBS share of the small and medium-sized enterprises (SME) and corporate banking markets.For Lloyds the problems rest with their share of the retail banking market, and with RBS it is UK SME/corporate banking markets.So the need for competitive market structures is stronger than ever; the likelihood of significant divestments by RBS and Lloyds is strong,she said.The European Commission would be working with the British government to ensure banks were viable without state support and operated with business models that reduce systemic risks, she said.She said there was a clear case for the Commission to follow its rules on state aid in respect to RBS and other rescued institutions.This means restructuring must follow rescue aid,she said.Banks cannot be rescued forever. They need to restructure to have a sustainable business without relying explicitly or implicitly on another bail-out.RBS is 70 percent owned by the British government after being ravaged by the credit crunch and its 2007 takeover of Dutch group ABN Amro at the top of the market. Last year, it recorded Britain's biggest ever corporate loss of more than 24 billion pounds.LBG, which is 43-percent owned by the government after a huge bailout, on Tuesday announced it was axing 2,100 more jobs as it sought to streamline operations and recover from the financial crisis.

The banking group has now slashed around 7,000 jobs since its creation in January, when Lloyds TSB bought rival lender HBOS in a government-brokered deal.

SINGAPORE – Oil prices rose above $70 a barrel Wednesday in Asia as a drop in U.S. crude inventories suggested demand may be picking up.Benchmark crude for August delivery rose 74 cents to $70.63 a barrel by midmorning Singapore time in electronic trading on the New York Mercantile Exchange. On Tuesday, it dipped $1.60 to settle at $69.89.U.S. inventories dropped by 6.8 million barrels last week, the American Petroleum Institute said Tuesday. Investors will be watching for inventory data from the Energy Department's Energy Information Administration on Wednesday for more signs crude demand may be growing.Analysts expect the EIA numbers to fall 2.2 million barrels, according to a survey by Platts, the energy information arm of McGraw-Hill Cos.The API numbers are reported by refiners voluntarily while the EIA figures are mandatory.Crude fell Tuesday after the New York-based Conference Board said its consumer confidence index dropped in June after gaining the last three months.You've got conflicting signals,said Mark Pervan, senior commodity strategist with ANZ Bank in Melbourne.Right now oil a very short-term news sensitive market.

The inventory data is giving people a reason to buy today.

Oil prices will likely fall between 10 percent and 15 percent during the third quarter as the global economy remains sluggish and the dollar strengthens, Pervan said. Prices will probably then rebound in the fourth quarter by about 20 percent, he said.I sense this quarter will be a breather,Pervan said.It won't be a major pullback, but it will be a pullback.Oil rose 41 percent in the second quarter and 57 percent in the first half on investor optimism that the worst of a severe U.S. recession was over. His central, and indeed his only point seems to be that because it is hot at the moment in the South East of England, this can be used to counter those who question the consensus on climate change because they cite the fact that temperatures around the world are actually decreasing.Once again using the inane and extremely derogatory term of denier for anyone who raises questions over the theory of man made global warming, Monbiot fires his way through an immature explosion of words that may as well read TOLD YOU SO, TOLD YOU SO, NAH NAH NAH NAH NAH.The fact that it is the height of Summer and this is the first time in three years that this country has seen any kind of agreeable weather, seems to be a secondary point to those like Monbiot, who would have us believe that we’re all going to keel over and die unless we start paying vast amounts of taxes to politicians and carbon trading businessmen.As several comments to Monbiot’s blog point out, the so called heatwave is confined primarily to London and the South East of England and is scheduled to last just a couple of days. After this, temperatures are due to return to the average 18 or 19 degrees celsius.

Still, this hasn’t stopped the usual suspects from crawling out of their global warming survival bunkers to grace us with their ill informed opinions and ravings:

At the end of summer last year, despite hysterical predictions that the North Pole would be free of ice for the first time in history, Arctic sea ice had actually expanded by 30 per cent, an area the size of Germany.Coinciding with expanding ice sheets, there has been no rise in sea levels for the past three years. Tropical storms and extreme weather events attributed to global warming like hurricanes and typhoons are at a record low.The United Nations’s IPCC, the heavily politicized organization that is often erroneously cited as an independent scientific body by climate change promoters, was last year caught citing fake data to make the case that global warming is accelerating, a shocking example of mass public deception.This was startling,reported the London Telegraph.Across the world there were reports of unseasonal snow and plummeting temperatures last month, from the American Great Plains to China, and from the Alps to New Zealand. China’s official news agency reported that Tibet had suffered its worst snowstorm ever. In the US, the National Oceanic and Atmospheric Administration registered 63 local snowfall records and 115 lowest-ever temperatures for the month, and ranked it as only the 70th-warmest October in 114 years.It soon came to light that the data produced by NASA to make the claim, and in particular temperature records covering large areas of Russia, was merely carried over from the previous month. NASA had used temperature records from the naturally hotter month of September and claimed they represented temperature figures for October.As David Deming points out in his excellent article today, temperature data collected by weather stations is being artificially impacted by measuring systems placed nearby to sources of heat. This is why claims that global temperatures are still rising are completely contradicted by real world evidence of falling temperatures and what some scientists are warning is the beginning of a new ice age.Why do people think the planet is warming?,writes Deming.One reason is that the temperature data from weather stations appear to be hopelessly contaminated by urban heat effects. A survey of the 1221 temperature stations in the US by meteorologist Anthony Watts and his colleagues is now more than 80 percent complete. The magnitude of putative global warming over the last 150 years is about 0.7 �C. But only 9 percent of meteorological stations in the US are likely to have temperature errors lower than 1 �C. More than two-thirds of temperature sensors used to estimate global warming are located near artificial heating sources such as air conditioning vents, asphalt paving, or buildings. These sources are likely to introduce artifacts greater than 2 �C into the temperature record.

Every year in the US, more than forty thousand people are killed in traffic accidents. But not one single person has ever been killed by global warming. The number of species that have gone extinct from global warming is exactly zero. Both the Antarctic and Greenland Ice Sheets are stable. The polar bear population is increasing. There has been no increase in infectious disease that can be attributed to climate change. Even if those Republicans had not defected, some of the 44 Democrats who voted against the bill would have changed their votes anyway to ensure the bill’s passage.

One Democrat talked to me, a friend of mine,said Paul,and I said how are you going to vote on this bill and he said I’m going to vote for the bill but then he sort of whispered and he said, but I sure hope it doesn’t pass.Asked why he was voting for a bill that he actually opposed, the Democrat responded,yeah I have to do that.I said are there any other Democrats that are going to be voting for it and they really don’t like the bill, and he said, oh yeah about 15 or 20 of them,added Paul.This underlines how Washington is completely corrupt at its core and how, even if individual members of Congress oppose a bill, they vote for it anyway just to satisfy the agenda of the elite and maintain the status quo.If the 15 or 20 Democrats who opposed the bill had actually voted against it, the bill would have failed and America would not be facing another great depression, a massive lowering of living standards, and the complete regulation of every aspect of our lives, all of which the climate bill will grease the skids for.Writing on the Campaign for Liberty website, Congressman Paul states that the climate bill will put another nail in the economy’s coffin.Paul compares the carbon trading scam, a system that is owned and will benefit to the tune of billions or even trillions of dollars long time environmental hysterics like Al Gore and Maurice Strong, to how the Catholic Church sold indulgences to sinners from the 10th century onwards.

Spain has been massively diverting capital from the private sector into politically favored environmental projects for the better part of a decade, and many in Washington apparently like what they see. However, under no circumstances should anyone serious about economic recovery emulate an economy that is now approaching 20 percent unemployment, where every green job created, eliminated 2.2 real jobs and cost around $800,000 each! The real inconvenient truth is that the cost of government regulations, taxes, fees, red tape and bureaucracy is a considerable expense that has to be considered when companies decide where to do business and how many people they can afford to hire. Increasing governmental burden directly causes capital flight and job losses, as Spain has learned. In this global economy its easy enough for businesses to relocate to countries that are more politically friendly to economic growth. If our government continues to kick the economy while its down, it will be a long time before it gets back up. In fact, jobs are much more likely to go overseas, compounding our problems.Paul concludes by pointing out that the climate bill is based around the manufactured threat of global warming and that even if one accepts the premise that CO2 emissions cause significant temperature increases, the biggest polluters, the U.S. government and specifically the U.S. military, will be exempt from most of the new EPA regulations anyway.

SAN FRANCISCO (Reuters) – California prepared on Tuesday to resort to issuing IOUs as the giant but cash-strapped U.S. state struggled to approve a new budget in time for the new fiscal year that begins on Wednesday.The IOUs, which are notes promising payment to vendors and local agencies, or shutting down some public services, are among measures that California and other states may have to rely on as they contend with staggering budget gaps caused by the U.S. recession.Several U.S. states are due to start their fiscal years on July 1 with budget talks at an impasse. California, the most populous state, is especially hard hit.The Golden State, hit by a leap in unemployment and a crash in property values, is suffering its worst tax revenue fall since the Great Depression and faces a $24.3 billion budget deficit.It's been a sort of perfect storm, of a very deep recession hitting us and exposing the weakness of depending on revenue sources sensitive to economic cycles,labor lobbyist Barry Broad said.Fixing the massive budget gap is going to require pain. That's the only way out of it,added Jack Pitney, a professor of government at Claremont McKenna College.

California Governor Arnold Schwarzenegger insists on deep spending cuts. But Democrats who run the Legislature want tax increases that Schwarzenegger and fellow Republicans oppose.

GIVING WALL STREET HEARTBURN

Budget talks have ground to a stalemate, forcing State Controller John Chiang to prepare IOUs to be mailed on Thursday.They would preserve dwindling cash for payments to schools and, just as important since California needs to sell short-term debt, for cash-flow purposes once it has a budget agreement.Chiang plans to issue $3.36 billion in IOUs in July to help California maintain $10.9 billion in normal cash payments during the month, including payments to bondholders.The general obligation bonds will be paid,Chiang told Reuters.California has never defaulted on its debt obligation and we don't plan to do so.

California's budget woes are making Wall Street nervous.

Fitch Ratings last week downgraded its rating on the state's general obligation debt and warned it may lower the rating again, citing the state's fiscal and economic stress. The agency cut California's rating by one notch to A-minus, placing it four notches above speculative, or junk status, and making it the lowest rating of any U.S. state.Standard & Poor's Ratings Services and Moody's Investors Service have also warned there may be downgrades of California's general obligation debt. Moody's has warned the state could see a multi-notch downgrade of its A2 rating. S&P rates $57 billion of the state's outstanding general obligation bonds A.

A MUDDLE IN THE MIDWEST

As California officials readied their IOUs, Ohio Governor Ted Strickland on Tuesday signed a seven-day interim spending plan that buys lawmakers more time to craft a two-year budget.It is troubling that Senate Republicans are still refusing to say what they would do to fill the budget gap. Because of this, I have no other option but to sign a temporary budget that only delays the inevitable hard choices before us, Strickland, a Democrat, said in a statement.Meanwhile, Indiana appeared to be on course to avert a government shutdown at midnight. A vote on a compromise budget was heading for a vote on Tuesday, according to John Schorg, a spokesman for Democrats who control the House.Republican Governor Mitch Daniels has said safety services, such as state police and prisons, will continue to operate should there be a shutdown, while other services would stop.Illinois lawmakers could send Governor Pat Quinn legislation to sell $2.23 billion of shorter-term general obligation bonds to ease spending cuts in a budget they passed late last month. Proceeds from the bonds would fund part of a fiscal 2010 pension payment, freeing up money in the budget. But Quinn, who has claimed the Legislature's budget has a $9.2 billion shortfall, appeared to be holding out for a balanced spending plan to avoid drastic cuts in social services spending. He has been pushing for an income tax increase.

NEW YORK (Reuters) – General Motors Corp's chief executive told a U.S. bankruptcy court on Tuesday that the sale of GM's main assets to government-backed New GM must win court approval in order for the automaker to survive.Fritz Henderson told the court that if the sale is not approved by July 10 and GM loses access to government funding, the company would be forced to liquidate. He testified on the first day of a hearing at which the automaker is seeking court approval for the sale just 30 days after filing for Chapter 11.Business is doing better at GM, Henderson said, as customers, suppliers, workers and others anticipate the completion of a successful deal. He added that the automaker had originally hoped to repay its loans to the government and restructure outside of bankruptcy.Henderson said during questioning that while sales in June were not as bad as expected, they were still down. We do not expect to make money in June of 2009,he said.Part of the reason business is better is the success of Chrysler's asset sale out of bankruptcy, Henderson said.The 363 transaction with Chrysler did go relatively quickly. It provided some buyers assurance that this can go relatively quickly,he said.GM competitor Chrysler filed for bankruptcy on April 30 and completed a sale of its main assets a few weeks ago.

Henderson also discussed the departure of former GM CEO Rick Wagoner, saying that Wagoner told him that he had been asked to step down by Steve Rattner, head of the Obama administration's autos task force.The GM sale hearing, before Judge Robert Gerber, is expected to continue for at least two days, as the company faces objections and questions from its creditors committee, a group of dissenting bondholders, those with liability and asbestos claims against the company, as well as unions and dealerships.If the deal is approved, GM will be able to sell its best assets, including Chevrolet and Cadillac, under Section 363 of the bankruptcy code to a New GM while the U.S. Treasury would provide billions of dollars in financing.

Evercore managing director J. Stephen Worth said during testimony that his firm valued New GM at $38 billion to $48 billion in an analysis the financial firm prepared for the GM board of directors. That is substantially larger than the market capitalization of Ford which is near $18.3 billion. Ford is the only U.S. automaker to have avoided bankruptcy,GM's old assets would remain behind in bankruptcy court to be liquidated. Testimony also addressed whether Old GM will have enough cash to cover the liabilities it will retain, such as the $530 million in environmental claims.

During the hearing, Albert Koch, an AlixPartners executive who will be CEO of Old GM, said he estimates the company needs $1.25 billion to wind down. He does not expect to present a liquidation plan until early 2010.

LIKELY WIN FOR U.S. AUTOS TASK FORCE

A successful sale would mark the second big victory for the Obama administration's autos task force, which earlier this month also helped broker the sale of Chrysler LLC to a group led by Italy's Fiat SpA. The U.S. Supreme Court cleared the way for that deal to go through on June 9.Outside the Manhattan courthouse, about 75 IEU-CWA union-affiliated protesters carried placards and chanted Save our benefits.Henderson said during questioning by GM's lawyer that the company spends $26 million per month to pay benefits to members of the IEU and other so-called splinter unions. He said there are about 150 active employees with these union groups.The IUE-CWA, the Industrial Division of the Communications Workers of America, has objected to the proposed Section 363 sale saying it would strip GM of the resources needed to pay the health care and other benefits promised IUE-CWA retirees. The union has estimated that its claims against GM will top $5 billion, the vast majority of which are the benefits owed to retirees.No competing bidders have emerged as an alternative to the U.S. government's $60 billion financing for GM, including a proposed equity investment of $50 billion that would give the U.S. Treasury a 60 percent ownership stake.Under the plan, the United Auto Workers union would gain a 17.5 percent stake in New GM, the Canadian government would own about 12 percent, and GM bondholders are expected to get about 10 percent.GM has said more than 50 percent of its bondholders support the deal, but a group of small bondholders mounted a challenge to the sale in court on Tuesday. The dissenting bondholders have suggested that rather than complete the sale, GM should pursue a speedy traditional reorganization plan where creditors would be able to vote on the outcome.Several other individual bondholders have filed objections to the sale, along with the state of Texas which contends the sale illegally challenges state laws on dealerships, and a group representing about 300 Americans with lawsuits against GM for alleged product defects. GM, however, resolved a key objection from nine state attorneys general over the weekend, saying New GM would accept liability for future product defects. SIRTE, Libya (AFP) – Iran's hardline President Mahmoud Ahmadinejad is expected in Libya to address an African summit, eclipsing the meeting's agenda despite a slate of conflicts demanding attention.The three-day summit's official aim of helping African farmers has been completely obscured by Tehran's announcement of Ahmadinejad's visit, at the invitation of Libyan leader and African Union chief Moamer Kadhafi.Iran's top electoral body on Tuesday confirmed Ahmadinejad's re-election, despite claims of fraud that sparked street protests that shook the foundations of the Islamic regime.

Ahmadinejad has lashed western countries for their reaction to the crackdown on the protests, and Iran has detained four British embassy staff in Tehran accused of stoking the unrest.His Libyan trip has created a diplomatic dilemma for some delegations here, with western nations debating how to react to his speech.Italian Prime Minister Silvio Berlusconi, another of Kadhafi's invited guests, was still expected to attend although just Monday he said rich nations could consider sanctions on Iran when the Group of Eight meets in Italy next week.Even before news of Ahmadinejad's visit, the summit had come under enormous pressure from Kadhafi to accept his vision for a greatly empowered AU executive, despite opposition from key countries like South Africa, the region's economic powerhouse.Kadhafi wants to bring all the African Union's existing organs under a single federal authority, part his broader campaign for a United States of Africa.I will defend this idea in the forthcoming summit, during my presidency of the AU,he insisted at a preliminary meeting Tuesday.Many countries, especially in eastern and southern Africa, favour a more gradual approach to integration and resent Kadhafi's pressure to create a more powerful AU Authority during the summit.The heads of state have agreed on the long-term objective of creating a United States of Africa,the top AU official Jean Ping told AFP.Debate has run for three years on the pace of the reforms. The island's ousted president Marc Ravalomanana is in Sirte to press the leaders for tougher action to return him to power after the opposition leader toppled him with the army's blessing in March.The African Union is also under pressure to drop its resistance to the international war crimes warrant for Sudanese President Omar al-Beshir, who will also be attending.The International Criminal Court (ICC) has issued an arrest warrant for Beshir on war crimes and crimes against humanity in his country's Darfur region, but Beshir has been travelling to countries without treaty obligations to the court to rally support for a suspension of the warrant.

WASHINGTON — The Obama administration on Tuesday slapped financial sanctions on two North Korean firms, including one based in Iran , as part of a crackdown on North Korea's ballistic missile and nuclear weapons programs following a May nuclear test blast and a series of provocative missile launches.The action also might've been aimed at further restricting Iran's access to hard currency in the wake of the Iranian regime's violent repression of nationwide protests over hard-line President Mahmoud Ahmadinejad's disputed June 12 re-election.This is clearly an action that affects Iran as well, but (administration officials) don't want to do something overly provocative given the domestic situation in Iran right now, said Michael Jacobson , a senior researcher at the Washington Institute for Near East Policy and a former top Treasury Department adviser on combating terror financing.Jacobson said the blacklisting of the Iran -based North Korean front company and a Pyongyang nuclear-related company underscored President Barack Obama's determination to use a 2005 Bush administration executive order on targeted sanctions to strangle the North Korean and Iranian missile and nuclear programs.It is very much an indication that targeted financial measures are going to be part of the Obama administration's approach,he said.It was the first time that the Obama administration has used the Bush executive order against North Korea , and the third time against companies tied to Iran's missile program.We have, I think, been fairly explicit with the North Koreans about what . . . we expect them to live up to, said White House Press Secretary Robert Gibbs .And I think today's action demonstrates the seriousness of what we intend to do to address it.The U.S. action was announced as the administration sent Philip Goldstein , a U.S. envoy charged with coordinating U.N. measures banning North Korea from selling arms and nuclear-related materials, for talks in China on implementing the measures.

China is North Korea's main trading partner.

The U.N. Security Council approved the measures after North Korea detonated an underground nuclear test blast on May 25 , its second since October 2006 , and conducted a series of ballistic missile launches.The U.S. actions against Hong Kong Electronics , the North Korean front company based on Iran's Kish Island , and the Namchongang Trading Corp. , of Pyongyang , freezes any of their assets in U.S. banks and prohibits U.S. citizens from doing business with them.However, the sanctions are also aimed at discouraging other nations' banks and companies from doing business with the firms or risk being targeted by the U.S. government themselves.A Treasury Department statement said it was targeting Hong Kong Electronics for transferring millions of dollars on behalf of Tanchon, a North Korean bank, and the Korean Mining Development Trading Corp.,the isolated Stalinist country's main arms exporter.

Tanchon, Treasury said, has played a central role in financing sales of ballistic missiles for the mining company, including to an Iranian organization responsible for developing liquid-fueled missiles that is has been sanctioned both by the United States and the United Nations .Since 2005, the North Korean bank has also maintained an active relationship with various branches of Iran's Bank Sepah, which has also been sanctioned along with other major Iranian banks, Treasury said.North Korea uses front companies like Hong Kong Electronics and a range of other deceptive practices to obscure the true nature of its financial dealings, making it nearly impossible for responsible banks and governments to distinguish legitimate from illegitimate North Korean transactions,said Treasury Undersecretary Stuart Levey in the statement.The State Department , meanwhile, said that sanctions were being imposed on Namchongang Trading Corp. for purchasing nuclear-related equipment suitable for enriching uranium since the late 1990s.The Bush administration expanded the use of sanctions as a lever to achieve U.S. policy goals, employing them against targets ranging from Mexican and Colombian drug cartels to repressive regimes like North Korea , Iran and Myanmar.The expanded sanctions became controversial when they were used against banks in former Soviet republics and the Chinese island of Macau .In those cases, the Treasury Department cited provisions of the USA Patriot Act that give the accused virtually no due process rights and are based on secret information that the accused can never see or contest.

N.Korean ship tracked by U.S. Navy reverses course JUNE 30,09

WASHINGTON (Reuters) – A North Korean ship suspected of carrying weapons has reversed course after being tracked by the U.S. Navy under a new U.N. monitoring program, a U.S. official said on Tuesday.The official, speaking on condition of anonymity, confirmed the Kang Nam was heading back in the direction of North Korea after turning around within the last few days.We've no idea where it's going, the official said. The U.S. didn't do anything to make it turn around.

It's pretty much on a reciprocal track,the official added.

South Korean media reports have said the ship, a known North Korean weapons trader, was probably heading for Myanmar, while other media outlets have named Singapore as a possible destination. Singapore's government has said it will take action if the ship tries to dock with a cargo of weapons.North Korea has defied the international community with a series of nuclear and missile tests, raising fears of a spread of nuclear weapons to countries such as Iran.U.S. officials have not said why the Navy is monitoring the Kang Nam but the New York Times reported on Tuesday some senior members of the Obama administration are wondering whether they are being manipulated by North Korean leader Kim Jong-il.The whole thing just doesn't add up, the newspaper quoted one senior administration official as saying.My worry is that we make a big demand about seeing the cargo, and then there's a tense standoff, and when it's all over we discover that old man Kim set us up to look like George Bush searching for nonexistent (weapons of mass destruction).The Kang Nam is the first North Korean ship monitored under a U.N. security resolution that bars Pyongyang from exporting weapons including missile parts and nuclear materials.The ship, which left North Korea in mid-June, has been tracked by several U.S. Navy vessels over the course of its journey and now was being monitored by a U.S. Navy destroyer, the official said.Speaking before news of the ship's reversal, the chief of U.S. Naval Operations, Admiral Gary Roughead, said he thought the U.N. resolution had increased pressure on Pyongyang and was proving to be an effective tool against proliferation.It gets pretty lonely out there when you have only so much water and only so much gas,Roughead said, referring to a ship with no safe harbor.(Additional reporting by Andrew Gray and Andrea Shalal-Esa; Writing by Joanne Allen; Editing by John O'Callaghan)
