European Union's Lisbon Treaty fuels flames of dissent across continent
The Lisbon Treaty is expected to take a key step towards becoming law across the European Union this week when Germany's highest court rules that it is broadly compatible with the country's constitution.By Nick Meo and Patrick Hennessy

The much-anticipated judgment will mean that only three out of the EU's 27 member states will still have to complete formal ratification of the treaty - Poland, the Czech Republic and Ireland.The former two countries merely need their presidents' signatures on the legislation to finalise the process. Ireland, where voters rejected the Treaty last year, will stage a new referendum in October - with the government increasingly confident of a Yes vote this time round after the EU assured Ireland of its independence over taxation, security, defence, abortion, and workers' rights.

Politicians across Europe are now looking forward to a day when the controversial treaty gives the EU more streamlined institutions - with greater central power and, for the first time, a new President of Europe to represent all the member states around the world.In Britain, the government has refused demands for a referendum - despite a pledge in Labour's 2005 general election manifesto to hold a public vote on the Lisbon Treaty's predecessor, the European Constitutional Treaty, which collapsed after being voted down in France and the Netherlands.Recently, however, it has been the Conservatives who have faced difficulties on the treaty. Both David Cameron and William Hague, the Eurosceptic shadow foreign secretary, have publicly pledged that, even if the treaty completes its ratification process in October with an Irish Yes vote, they will not let matters rest.Kenneth Clarke, the pro-Brussels shadow business secretary, stirred up a hornets' nest by claiming that his party's settled policy was not to reopen the treaty once it became law. His comments led to Mr Cameron privately reassuring Tory backbenchers that the party was not softening its tough line on Europe, as revealed by The Sunday Telegraph last week.Internal Tory troubles over Europe were also heightened last week when the party announced details of its new allies in a new anti-federalist group in the European parliament which sees the Tories sitting alongside politicians from a range of parties - mainly from Eastern Europe - some of which have uncomfortable views on homosexual rights and immigration.

European elections 2009: Best chance for the maverick fringe?The group represents eight countries - above the seven-nation threshold required to receive funding and staffing from the parliament.The announcement was made on the same day as the election of the new Speaker of the House of Commons - attracting criticism that Mr Cameron was seeking to divert attention away from his new alliance in Strasbourg.Last week a Finnish Euro-MP pulled out of the 55-strong grouping, which includes 26 Tories and is expected to be the fourth biggest alliance in the newly elected parliament, because some of its members were too extreme.Hannu Takkula told The Sunday Telegraph that his British colleagues were not the problem and added: Some other groups have policies that are too extreme and policies that are too much against Europe.Two of the parliamentary grouping's members used to belong to the far-right League of Polish Families, which supports capital punishment, and whose youth wing has been accused of attacking gay rights marches. Another MEP in the group, from Latvia, belongs to a party which supports an annual march commemorating former Latvian members of the Waffen-SS.While the Tories ponder their uncomfortable new European bedfellows, leaders of some of Europe's separatist movements are celebrating the progress of the treaty towards full ratification. They are convinced that the more powerful the EU's own institutions become, the weaker the nation state - and the stronger the case for granting breakaway regions their independence.The European Union has always had a strong hold over regional policy - including supplying funding - and regional leaders across the continent sense a fresh shift towards breakaways. Regions will have, for example, powers to challenge decisions at the European Court of Justice for the first time, rights which have so far been the preserve of national parliaments. Some 300 different regions already have offices in Brussels.As well as these greater powers, the proliferation of even smaller states among some of the EU's newer members - including Slovakia and Slovenia - is encouraging those fighting for local independence elsewhere.

Court to rule on Lisbon Treaty


Germany's top court will on Tuesday decide whether the European Union's proposed Lisbon Treaty breaches the country's constitution. -- PHOTO: AFP BERLIN - GERMANY'S top court will on Tuesday decide whether the European Union's proposed Lisbon Treaty breaches the country's constitution and could potentially halt the landmark reform in its tracks. The Federal Constitutional Court hands down its judgement at 10am (4pm Singapore time) and a ruling against the Treaty designed to streamline decision making in the EU would come as an embarrassing setback to Chancellor Angela Merkel, who has campaigned vigorously for the reforms. Although Germany's parliament has approved the Treaty, the president, Horst Koehler, has not signed it the final step needed to complete its ratification pending the court's decision. The judges will consider complaints lodged by conservative member of parliament, Peter Gauweiler, and a group of deputies from the far left political party Die Linke. They argue that the proposed treaty calls into question the principle of democracy a cornerstone of Germany's constitution as it undermines the Bundestag, the country's parliament. In a sign that Dr Merkel is taking the case very seriously, Foreign Minister Frank-Walter Steinmeier and Interior Minister Wolfgang Schauble were despatched in February to give statements in favour of the Treaty at a court hearing.

The ministers dismissed the idea that the Treaty makes the EU less democratic. Exactly the opposite is the case: the Treaty of Lisbon expressly strengthens the democratic fundamentals of the European Union,Mr Steinmeier told the court. For his part, Mr Schauble insisted the document does not harm the sovereignty of the Federal Republic of Germany.While a rejection of the Treaty would be a surprise, several commentators have noted that, during the hearing, many of the judges on the panel expressed doubts that the proposed reforms would strengthen democracy in Germany. And the judges' ruling will be awaited with bated breath not just in Berlin but also in Brussels where the decision is seen as one of the last stumbling blocks in the long and painful ratification process of the Treaty.Ireland, which plunged the EU into crisis by rejecting Lisbon in a referendum last year, is poised to vote again in October after receiving guarantees the Treaty would not affect issues close to Irish voters, such as military neutrality and abortion.AFP

For over a year leading European politicians promised to regulate financial markets and rein in the activities of speculators in order to prevent a repetition of the international financial crisis. Now finally the mountain has moved and given birth to a mouse. The regulations agreed by the European heads of state and government at their conference a week ago in Brussels are even weaker than the noncommittal regulations adopted by the US.A European Systemic Risk Board (ESRB) is planned, that publishes warnings and recommendations, but neither makes nor enforces decisions. In addition, existing authorities and committees are to be more closely linked with one another. Responsibility for the daily business of the European and globally active banks is to remain in the hands of national supervisory authorities.The regulations for the activities of banks and hedge funds are to be intensified slightly, but in common with the US, Europe will continue to permit the reckless and obscure speculation that unleashed the worldwide financial crisis. Banks will be able to continue their trade in credit derivatives, high risk credit default swaps, and other thoroughly speculative finance packages. There will no authority to decide on precisely what sort of financial activity should be allowed. Banks may continue to outsource credit packages from their balance sheets and transfer them to tax havens, which are largely free of any oversight. This means that banks can hide away billions that do not appear in their official balance sheets. Such practices have already resulted in losses amounting to tens, or even hundreds of billions—most notably in Germany in the case of several state banks and Hypo Real Estate.There will be no real break with the partly obscure business practices of the financial institutions was the conclusion drawn by the Süddeutsche Zeitung in a commentary titled The Unbridled Monster. As a result the next crisis, the next crash is pre-programmed.At the beginning of June the German chancellor Angela Merkel had fiercely criticised the American government for pumping trillions of dollars into the US financial institutions and assisting them to re-establish their grip on financial markets prior to the imposition of new regulations for international financial markets. Now, however, it is clear that also in Europe it is financial interests and lobbies that determine the rules when it comes to their future business prospects and profits.

Above all the British government, which is anxious to preserve the status of the City of London as Europe’s biggest financial centre, was opposed to any meaningful new regulation. But the German and French governments were also unwilling to confront the financial oligarchies in their own countries. Both governments have awarded hundreds of billions in taxpayer money to help the banks out of the crisis without taking action against a single financial player responsible for the disaster. Now they regard any extensive regulation as a competitive disadvantage and are trying to solve the crisis at the expense of their rivals. The result is increasing tensions within Europe. One member of the board of the European Central Bank, Lorenzo Bini Smaghi, recently warned at a conference in Milan on the regulation of the financial markets, there is a risk the sense of urgency for reform fades away and nationalistic tendencies and institutional jealousies re-emerge.In the course of this dispute the European Union and its institutions are openly acting as the executive arm of Europe’s most powerful financial interests and in the process are making a mockery of existing democratic conventions. Both tendencies characterized the summit in Brussels. While specialists on the fifth floor of the EU council headquarters negotiated regulations for the financial markets, which will become law as early as this autumn, the heads of government were arguing two floors above over how to push ahead with the Lisbon Treaty despite the fact that it has been voted down by the Irish electorate.While hostility to the European Union on the part of the European population grows and becomes more open, EU governments seek ever more unscrupulously to enforce their will against any opposition.Only ten days before the Brussels summit the level of participation in the European election reached a historic low of just 43 percent. Anti-EU parties—mainly of a right-wing character—were able to register increased support in a number of countries. The election result was generally interpreted as a sign of broad opposition to the European Union and its pro-business orientation. However, instead of discussing the causes of this opposition and adapting to the wishes of the electorate, the heads of government spent hours debating new legal wangles to outfox voters.

The Lisbon Treaty had been worked out as a replacement for the European Constitution, which had been voted down in referenda held in France and the Netherlands. Then, to the dismay of EU politicians, the Irish electorate voted down the Lisbon Treaty one year ago. In most other countries the governments have not allowed a vote—fearful of just such rejection. However the treaty cannot become law without the agreement of all 27 EU member countries. Alongside Ireland, Poland and the Czech Republic have not ratified the treaty, and in Germany the issue is to be decided in June when the country’s Constitutional Court meets to deliver its judgement on an appeal against the treaty.In Ireland a second referendum on the Lisbon Treaty will now be held at the beginning of October. In order to prevent a second failure, the Brussels summit agreed a number of concessions aimed at appeasing in particular right-wing opponents of the EU. The summit agreed that the EU would not seek to challenge Ireland’s strict laws prohibiting abortion. Nor would it intervene in Irish tax policy (Ireland has been able to attract a number of dubious banks due to its low taxes) and would accept the neutral military status of the country.These concessions, however, are not to be written into the Lisbon Treaty because this would necessitate recommencing the entire ratification procedure—which would very likely lead to its failure. Instead the concessions are included in a supplementary protocol, the legality of which will be decided at a later point. Experts have also pointed out that the concessions are to a large extent of a symbolic nature and only affirm what is already existing law in the Union. (Neue Zürcher Zeitung)In other words, the entire exercise is a blatant maneuver aimed at duping Irish voters under conditions where no significant alteration is made to the Lisbon Treaty.A further topic to dominate the Brussels summit was the extension for a further five years of the term of office of EU Commission President José Manuel Barroso. The horse-trading over this issue is characteristic for the functioning of the European Union.Prior to the summit German Chancellor Angela Merkel and French President Nicolas Sarkozy had agreed to extend Barroso’s existing term of office, which is due to end this autumn. Behind the scenes they then succeeded in bringing all the other heads of government into line. From the communists in Cyprus to Berlusconi in Italy all 27 leaders had expressed their support for Barroso, one participant reported.What makes Barroso so attractive is his remarkable adaptability, the German FAZ newspaper notes. The former Maoist, now a leading conservative politician, is renowned for his ability to adapt to the interests of the strongest business or finance lobby.

The FAZ describes his boundless opportunism as follows: Under his direction the commission was the engine of the Single Market in the days when liberalization was still the rage in Europe. Later, when glottalization began to show its less attractive side he discovered social legislation, even though the EU only has a limited competency to intervene on such issues. Then when the job was to save banks and support automobile companies in the financial crisis, the officials of his commission did not want to look like spoilsports.The extension of Barroso’s term of office has run into difficulties because the European parliament is also demanding a say. Both the chairman of the social-democratic parliamentary group, Martin Schulz, and the chairman of the Green parliamentary group, Daniel Cohn Bendit, have expressed their opposition to any premature nomination of Barroso. They want to shift the decision to the autumn when the Lisbon Treaty is expected to come into force. Then the European parliament has a right to participate in the nomination of the commission president and not just vote on the candidate. In fact neither the Social Democrats nor the Greens have any genuine objections to Barroso.The opposition to Mr Barroso appears driven to a large extent by a desire to extract concessions from him when he considers appointments to his new Commission and draws up the policy programme for his second term, was the comment by the British Financial Times. Most of us grew familiar with Ron Paul in late 2007 and early ’08. He campaigned on a platform of smaller government; specifically by means of eradicating the Fed and the Internal Revenue Service…a platform that turned out to be just a few months early.But our Resident Offshore Expert – Former Congressman Bob Bauman – knew Ron from their days together in the House. As you might expect, Bob says the soft-spoken doctor is a kind man…one who definitely talks the talk in addition to walking the walk.And beyond that, Ron’s surely no average politician.No, he actually serves a practical purpose within his community…imagine that. He’s a doctor. An obstetrician, which has proven to be a bit of a roadblock for his less useful competition…I had real difficulty down in Brazoria County, where he practiced, because he’d delivered half the babies in the county. There were only two obstetricians in the county, and the other one was his partner.That was a competitor – Gammage – talking about one of Paul’s first campaigns that came in the wake of the Watergate scandal. It should’ve been a pushover for the Democrats. In hindsight, Gammage realized that he underestimated the grass roots pull that Ron Paul had amongst his constituents.Since then, Ron’s been an established fringe voice in Congress. His message, steeped in fiscal common sense and Austrian school economics, has grown more popular over the years, culminating in his run at the 2008 primaries.

But Ron was still too much of a dark horse.

And the Republican Party couldn’t decide whether they wanted the guy from New York that cheated on his wife…or the guy from Arizona that got engaged to his current wife while married to his previous wife. Decisions, decisions.

HR 1966 has cleared the House and now faces the Senate as S.909, the Matthew Shepard Hate Crimes Prevention Act (officially, the Local Law Enforcement Hate Crimes Prevention Act). The bill is expected to sail through the Senate as it did in the House. It will provide federal assistance to the states, local jurisdictions, and Indian tribes to prosecute hate crimes, and for other purposes.It creates special protective status based on race, color, religion, national origin, gender, sexual orientation, gender identity, and disability.Kansas Rep. Todd Tiahrt compared the bill to Orwell’s Animal Farm and said it would damage free speech. S.909 is a direct violation of the First Amendment. It allows the federal government to prosecute people involved in hate speech transmitted over television, radio, and the internet. The House version of the bill states:Whoever transmits in interstate or foreign commerce [radio, TV, internet] any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both. (HR 1966, SEC 3, Sec. 881a)In other words, if a talk show host engages in hostile speech against a person or persons of the above mentioned federally protected group that talk show host will face federal prosecution and the prospect of a two year prison term.

According to Alan Potash, director of the Anti-Defamation League for the Plains States, freedom of speech does not extend to racist groups.The ADL played an instrumental role in passing the Hate Crimes Prevention Act.ADL has long been in the forefront of national and state efforts to deter and counteract hate-motivated criminal activity. Hate crime statutes are necessary because the failure to recognize and effectively address this unique type of crime could cause an isolated incident to explode into widespread community tension,the ADL website states.In the wake of a series of crimes the corporate media and the ADL have linked to white supremacists (the killing of police officers in Pittsburgh and the attack by James von Brunn on the Holocaust museum in Washington), the ADL and its partners on the so-called left have engaged in an orchestrated campaign to demonize groups and individuals that are not racist or separatist.The Department of Homeland Security drafted a template for this persecution with its report on rightwing extremism.The DHS and police agencies around the country have linked pro-life, states’ rights and anti-illegal immigration activism and support for the Second Amendment to racist thought crime as defined by the ADL and the Southern Poverty Law Center.

During a speech delivered at the Anti-Defamation League National Leadership Conference in Washington, DHS secretary Janet Napolitano admitted the agency enjoys a special relationship with the ADL. Napolitano said the ADL and DHS have had some good partnerships and said the agency has placed its employees in the ADL’s advanced training school to educate us on the tactics used by extremists and terrorists.After the white supremacist Richard Poplawski allegedly killed three police officers in Pittsburgh, the ADL attempted to link radio talk show host Alex Jones to the crime. One of Poplawski’s favorite places for such conspiracy theories was the Web site of the right-wing conspiracy radio talk show host Alex Jones. Poplawski visited the site, Infowars, frequently, shared links to it with others, and sometimes even posted to it,the ADL wrote in an article on Poplawski.California Democrat Rep. Linda Sánchez introduced the Megan Meier Cyberbullying Prevention Act in April, a bill so egregious it earned the title the Censorship Act of 2009.On May 6, Sánchez wrote for the Huffington Post:The Supreme Court recognizes that in some instances words can be harmful. For example, you cannot falsely yell FIRE in a crowded theater. If you say it even once you can be held liable. Yet, you can repeatedly emotionally abuse someone with words, pictures, and false impressions online and get away scot-free.

Sánchez’s bill contains the following language:

Whoever transmits in interstate or foreign commerce any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both…As law professor and blogger Eugene Volokh noted on April 30, the bill will allow the government to go after bloggers and internet journalists engaged in speech that may result in emotional distress.The ADL is also involved in making sure the Megan Meier Cyberbullying Prevention Act is passed and used against its enemies.Whether cyberbullying is related to identity-based group membership, however, or more universal characteristics such as appearance or social status, online social cruelty can produce devastating consequences for the targets and may be a precursor to more destructive behavior, including involvement in hate groups and bias-related violence, the ADL writes on its website.HR 1966, S.909, the Megan Meier Cyberbullying Prevention Act and other such legislation will be used to shut down, prosecute, imprison, and thus silence the opposition. HR 1966 covers television and radio, while the Megan Meier Cyberbullying Prevention Act addresses the internet.The DHS — at the behest of the ADL — has accomplished its essential work of demonizing constitutionalists and patriot groups and individuals as domestic terrorists. Corporate media propaganda continues to deliver the message that opposition to illegal immigration, abortion, and support for the Constitution and the Bill of Rights is extremism that will result in the murder of late term abortion doctors, police officers, and security guards.

NEW YORK – Several hundred spectators crowded Monday into a courtroom in Manhattan to witness the sentencing of Bernard Madoff for a multibillion-dollar fraud scheme that wiped out fortunes, ruined charities and foundations and pushed some investors to commit suicide.Dozens of victims of a fraud that lasted decades lined up outside the New York courthouse along with scores of journalists in the hours before the sentencing. They were led into a large ceremonial courtroom in the hour before the sentencing was scheduled to start.The 71-year-old Madoff was likely to be sentenced to 12 years to 150 years in prison. His lawyer insists 12 years in prison is enough. In bankruptcy filings, Trustee Irving Picard say family members used customers accounts as though they were their own,putting Madoff's maid, boat captain and house-sitter in Florida on the company payroll and paying nearly $1 million in fees at high-end golf clubs on Long Island and in Florida. Picard has sought to reclaim ill-gotten gains by freezing Madoff's business bank accounts and selling legitimate portions of his firm. (Its season tickets for the Mets went for $38,100.) He's also sued big money managers and investors for billions of dollars, claiming they were Madoff cronies who also cashed in on the fraud.The defendants include leading philanthropists Stanley Chais and Jeffry Picower — from whom Picard is seeking at least $5.1 billion alleged to have come out of victims' pockets — and hedge fund manager J. Ezra Merkin. All have denied any wrongdoing.

The basic truth that served as the foundation for the mountain of lies known as vaccinations was the observation that mammals who recover from infection with microorganisms acquire natural immunity from further infections. Whenever T cells (the little packman cells which kill viruses, bacteria, and cancer cells, thus conferring cellular immunity) and B cells (antibody producing cells which confer humoral immunity) are activated by various substances foreign to the body called antigens, some of the T and B cells become memory cells. Thus, the next time the individual meets up with that same antigen, the immune system can be quickly triggered to demolish it. This is the process known as immunity.

This truth gave birth to a beLIEf that if a foreign antigen was injected into an individual, that individual would then become immune to a future infection. This beLIEf, (you see the lie in the middle), was given the name, vaccinations. What the promoters of vaccination failed to realize is that the respiratory tract of ALL mammals (since animals are just as devastated by these inoculations with disease as are humans) contain secretory IgA (an antibody which initiates the natural God given immune response) within the respiratory tract mucosa. Bypassing this mucosal aspect of the immune system by directly injecting organisms into the bloodstream leads to a corruption in the immune system itself. As a result, the pathogenic viruses or bacteria cannot be eliminated by the immune system and remain in the body, where they will further grow and/or mutate as the individual is exposed to ever more antigens and toxins in the environment which continue to assault the immune system.The mechanism by which the immune system is corrupted can best be realized when you understand that the two poles of the immune system (the cellular and humoral mechanisms) have a reciprocal relationship. Thus, when one is stimulated, the other is inhibited. Since vaccines activate the B cells to secrete antibody, the T cells are subsequently suppressed. This suppression of the cell mediated response is a key factor in the development of cancer and life threatening infections. In fact, the prevention of a disease via vaccination is, in reality, an inability to expel organisms due to the suppression of the cell-mediated response. Thus, rather than preventing disease; they actually prevent the disease from ever being resolved. The organisms continue circulating through the body, mutating and transforming into other organisms (as demonstrated by the work of Professor Antoine Bechamp), depending on the acidity and toxicity of the internal terrain of the body. Note that Bechamp proved that Louis Pasteur’s germ theory of disease was incorrect due to this ability of organisms to transform and mutate based on the body’s internal terrain (as Pasteur admitted on his deathbed). Thus, treatment of infection with antibiotics as well as prevention of disease with vaccines are both just examples of cutting off the branches of dis-ease, when the root of the cause is a toxic internal environment. However, since Pasteur’s germ theory was conducive to the profits of the burgeoning pharmaceutical companies who only manage dis-ease, no mention of the work of Professor Bechamp has been made in medical school curricula.To make matters worse than the suppression of cellular immunity which occurs when vaccines are injected, adjuvants (which are substances added to vaccines to enhance the antibody response) can actually lead to serious side effects themselves. Adjuvants include oil emulsions, mineral compounds (which may contain the heavy metal aluminum), bacterial products, liposomes (which allow delayed release of substances), and squalene. The side effects of adjuvants themselves include hyperactivity of B cells leading to pathologic levels of antibody production, as well as allergic reaction to the adjuvants themselves (as demonstrated in Gulf War I soldiers injected with vaccines containing the adjuvant squalene, to which antibodies were found in many soldiers). Note that the pathologically elevated hyperactivity of antibody production caused by adjuvants also results in a distraction from the other antigens that the immune system encounters naturally, which must be addressed to maintain health.This hyperactivity of the humoral (antibody producing) pole of the immune system is, in this author’s opinion, the sole cause of all autoimmune diseases. The only thing which determines which autoimmune disease you develop is which tissues in your body are attacked by auto-antibodies. If the inside lining of the gastrointestinal tract (the mucosa) is attacked by auto-antibodies you develop leaky gut syndrome (which leads to food allergies when partially digested food particles are released into the bloodstream, are recognized as antigens foreign to the body, and elicit an antibody response against those food particles that becomes heightened every time that same food is eaten and released into the bloodstream partially digested again). Crohn’s disease and colitis are also caused by auto-antibody attack on the mucosa of the GI tract itself. If the islet (insulin producing) cells of the pancreas are attacked by auto-antibodies, you develop insulin dependent (juvenile) diabetes. If the respiratory mucosa is attacked by auto-antibodies, you develop leaky lung syndrome where, just as with leaky gut, antigens recognized as foreign to the body which are inhaled are able to traverse the lining of the respiratory tract, causing the creation of antibodies against those antigens (usually dust, mold, pet or pollen antigens). When these substances are inhaled again, the allergic response producing constriction of the bronchioles is called asthma. If the components of the articular surface of the joints are attacked by auto-antibodies, you develop rheumatoid (or juvenile) arthritis. If the skin is attacked, you develop leaky skin syndrome, where contact antigens which could not otherwise traverse the skin are allowed in, leading to skin allergies to contact antigens. Additionally, depending on which level of the skin is attacked by auto-antibodies, (i.e., the epidermis or dermis), you develop eczema, psoriasis or scleroderma. If the kidney tissue is attacked by auto-antibodies, you develop one of the many types of nephritis, depending on which component of renal tissue is attacked (for example, with glomerulonephritis, the basement membrane of the glomerular apparatus within the kidney (which filters blood to form urine) is attacked by auto-antibodies, thus allowing protein to escape from the serum into the urine). If you develop auto-antibodies against thyroid gland tissue, you develop Grave’s disease. If you develop auto-antibodies against the tissue of the thymus gland (which is crucial in T cell production and function), you develop myasthenia gravis. If you develop auto-antibodies against the very DNA in the nucleus of all cells, you develop systemic Lupus (thus, the potential autoimmune potential of DNA vaccines being developed now is self evident; worse yet, DNA components from these vaccines can be incorporated into your DNA, leading to actual genetic changes which could cause extinction of all (vaccinated) life on the Earth). And on, and on, and on.

The brain and spinal cord can also be attacked with auto-antibodies (which this author refers to as vaccine induced encephalitis), leading to a variety of neurological diseases. The most severe of these, leading to death, are sudden infant death syndrome (SIDS) and most cases of shaken baby syndrome. If components of the myelin sheath (the insulating covering of nerve fibers which allows proper nerve conduction) or the actual neurofilaments themselves are attacked by auto-antibodies, the resultant condition is determined solely by the location of the damage done. Such neurological conditions include but are not limited to minimal brain dysfunction, ADD/ADHD, learning disabilities, mental retardation, criminal behavior, the spectrum of pervasive developmental disorders (including autism), multiple sclerosis, Parkinson’s, Lou Gehrig’s disease, Guillen Barre,, seizure disorders, etc., etc. etc. (Please note that other toxins are also sometimes involved, such as: aspartame, Lymes and mercury in cases of MS; aspartame in seizures; or pesticides in cases of Parkinson’s). Thus, when detoxing to reverse these diseases, these other substances must also be detoxed to obtain a full recovery. However, the corruption of the immune system caused by the injection of vaccines is a key component in these disease states leading to immune malfunction, and is the reason why an autistic child may also have leaky gut or eczema, etc. Note that myelin production, for the most part, does not begin until after birth. Most myelin is apparently laid down by age 5 years and usually completed by age 10 years, judging by the level of success at various ages in reversing autistic and other neurological VIDS symptoms that this author has observed in hundreds of children by detoxing the viruses with homeopathic nosodes, and repairing the immune corruption by simultaneous administration of bovine colostrum (i.e., after 10 years of age, the ability to stop and repair auto-antibody induced damage in the myelin sheath and neurofilaments themselves is dramatically decreased).

Thus, the hyperactivity of the humoral arm of the immune system in autoimmune disease is caused by adjuvants added just for that purpose. However, the autoimmunity itself (i.e., antibody against self) has several mechanisms, including the following:

1. The antigens present in the culture media itself cannot be completely filtered and separated from the organisms cultured thereon. Thus, any antibodies formed against antigens from the culture cells themselves (for example myelin basic protein from chick embryos or the 13 vaccines which now contain aborted fetal cells) can cross-react to form an autoimmune reaction against the myelin basic protein in your myelin sheath, etc.

2. Molecular mimicry is due to similarity of proteins contained in organisms and mammals. (For example, the measles virus is made up of proteins similar to myelin basic protein; thus, antibodies formed against the measles virus antigens subsequently also cause an auto-antibody attack against myelin basic protein in the myelin sheath due to cross reactivity of these antibodies).

3. intentional inclusion of antigens in vaccines to cause formation of antibodies that attack specific hormones or races (for example, experiments done on women of childbearing age in the Philippines and probably other locations where HCG (human chorionic gonadotropin, the hormone produced when women first become pregnant) placed into vaccines given these women resulted in antibodies against the HCG hormone, and subsequent spontaneous abortion thus occurred when the women became pregnant. It is also this author’s hypothesis that the epidemic of vitiligo in people of color (hypo pigmentation of skin caused by auto-antibody attack on melanocytes (melanin producing cells) in skin) is also occurring due to intentional inclusion of melanin in vaccines given to people of color.

In addition to the above phenomena which lead to simultaneous depression of cellular immune function and hyperactivity of humoral immune function, vaccines also contain other toxic substances which can cause serious side effects themselves. The following ingredients are actually listed on the CDC website with this introductory statement: Many things in today’s world, including food and medicines, have chemicals added to them to prevent the growth of germs and reduce spoilage.Translation: you,re already toxic, so what’s the big deal with adding more poison? This author’s answer to that question is that any immunotoxin can end up being the straw that breaks the immune system’s back in that individual, leading to dis-ease. This is where genetics is key; i.e., not that what disease you develop is actually caused by some gene in most cases; but rather that your genes determine the strength of your immune system (i.e., how many assaults your immune system can take before it reaches critical mass, and you develop a dis-ease).Some additional ingredients in vaccines (as listed by the CDC on their website) include antibiotics, aluminum gels, formaldehyde, monosodium glutamate (MSG), egg protein, and sulfites. Thus, we have antibiotics (which you could be allergic to); aluminum (highly involved in causing Alzheimer’s disease); formaldehyde (a toxic carcinogenic substance used to pickle dead people); MSG ( a potent excitotoxin which, like aspartame, can cause seizures, brain tumors, etc.); egg protein (to which you could have a life threatening anaphylactic reaction); and sulfites (another toxin which we are advised not to consume much of orally, but in vaccines, it is injected directly into the blood stream). Is this not a veritable witch’s brew of chemicals, organisms, and animal or human (aborted fetus) body parts? Note in this list that they do not mention the ethyl-mercury containing preservative thimerosol, which has been the only dangerous substance in vaccines to receive mainstream media attention (albeit most of that being disinformation) after the explosion in the rate of occurrence of autism in the last generation became self-evident proof that vaccines are the causative factor. For, although the scientists working for the medical mafia continue to use statistics to twist and spin their data to make us beLIEve that vaccines are not the cause, too many thousands of parents have watched their children enter the downward spiral into autism after their children received the vaccine which was the straw that broke the back of their child’s immune system. No matter what the white coats tell these parents; they know the truth! Mercury (also in dental amalgam fillings) is a highly toxic heavy metal, has been documented to cause cancer, and can be absorbed through the digestive track, skin, and respiratory track. Mercury is 1,000 times more toxic than lead, and is second only to uranium as the most toxic metal. If children receive all recommended vaccines, they will receive 2,370 times the allowable safe limit for mercury in the first two years of life (as if there is such a thing as a safe amount of a toxic poison). Yet, even after Congressional hearings instigated by Congressman Dan Burton (whose own grandchild became autistic after receiving vaccines) resulted in the FDA requesting (not ordering) vaccine manufacturers to remove this toxic heavy metal from their products, mercury is still present in many vaccines.

Although the symptoms of mercury poisoning are identical to the symptoms of autism, it should be noted that most children who descend into the hellish state known as autism do so after the MMR vaccine. The MMR vaccine is one of the few vaccines that do not contain mercury. Thus, it is self-evident that the removal of mercury will not make vaccines safe. (This is why the mercury is the only thing being addressed at all; because when the people reading this paper realize that the very mechanism by which vaccines corrupt the immune system means that NO vaccine is safe and effective; there will be an evolution of consciousness where the structure of lies telling us vaccines are safe and effective disintegrates.) In the autistic community, this will lead to an exodus from the multiple autism groups saying it is all about the mercury or worse yet, that autism genes are inherited, to the only group which has their focus on the actual problem. This group is named TAAP (the Autism Autoimmunity Project at www.taap.info/), and is led by April Oakes. In this author’s opinion, it will be TAAP in alliance with the vaccine damaged soldiers and vets of the American Gulf War Veterans Association at www.agwva.org led by Peter Kawaja which, working together, will stop this holocaust on humanity called VIDS. The good news is that these VIDS can be reversed using natural remedies contained in the Hippocrates Protocol (www.drcarley.com). This surgical strike detoxification approach which has the potential to reverse ALL of the aforementioned conditions under the VIDS umbrella as long as detoxification is started early enough (before age 10 for neurological VIDS) will be the one truth put on top of the mountain of lies (that vaccines are safe and effective) that will cause the entire mountain of vaccine lies to crumble. Combined with a massive outpouring of public support to these two organizations, the root of the tree of vaccine evil will be exposed. Thus, the holocaust on humanity (where instead of people being put in concentration camps, the concentration camps are being put into the people) will finally be put to an end.Unfortunately, we can no longer pretend that this epidemic of VIDS is merely a mistake made by good intentioned, albeit misguided mad scientists. Because it’s even worse than the above, folkswe are talking TREASON and CRIMES AGAINST HUMANITY, PETS, and even PLANTS, (which are also being genetically modified to create vaccines). The evidence for this is as follows:As concern for population growth started to grow and the final plans to bring in the New World Order were put in place, this lie called vaccines was transformed into pure evil, as it was realized that such delivery systems could be used to intentionally cause disease, which is now being done under the US Code, Title 50, Chapter 32, § 1520 and 1524. This law has been in place since the 1960’s, and it was last modified in April of 2000. The only stipulation made for experimentation on human subjects is that local civilian officials be notified 30 days before the experiment is started. Section 1524 adds that the Secretary of Defense may enter into agreements with the Secretary of Health and Human Services to provide support for vaccination programs through use of excess peacetime biological weapons (i.e., weapons of mass destruction). In April 2000, § 1520 (a) was passed to put alleged restrictions on the use of human subjects for testing of chemical or biological agents after a caller on C Span mentioned this law in 1999, which revealed this treasonous law to a huge audience of listeners (including this author, who has been including it in lectures and written materials since that call came into Washington Journal). However, the exceptions written to Title 50, chapter 32 under § 1520 subsection (b) in the 2000 law passed by our aiders and abettors of treason in Congress not only loophole back in a test carried out for any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity; but add that such biological and chemical warfare agents can now be also used for any law enforcement purpose, including any purpose related to riot control (just in case those C Span listeners should actually get off the couch at the horror of what the traitors in Washington, D.C. are doing to God’s people). Subsection (c) of this law now mandates that informed consent be required. In reality, not a single vaccine has ever been tested for its long term side effects (including carcinogenic potential). Additionally, the intentional introduction of stealth viruses, (including man-made viruses that cause cancer, mycoplasma and the HIV virus), antigens which target certain races, (and surely a microchip in the future) into vaccines makes it self evident that informed consent is impossible, as it would initiate impeachment proceedings and war crimes trials against every public servant involved in perpetrating these crimes against the American people, in violation of the Nuremberg Code (which was written after the end of WW II to prevent the barbaric experiments that occurred in the Nazi concentration camps) .What most people don’t know is that the top level mad scientists from Nazi Germany were actually brought to the United States through Operation Paperclip, and have been continuing their work to this day in places like Brookhaven labs, Cold Spring Harbor and Plum Island in this author’s backyard on Long Island. But hang on to your hat, because it only gets worse.The most heinous, bone chilling and evil piece of this puzzle has been revealed to the world by an American hero named Peter Kawaja, who worked in the late 1980’s as a security and counter terrorism expert for the United States government (a service for which he has been rewarded with the murder of his wife, torching of his home, issuance of a war crimes subpoena to (they thought) confiscate all his evidence, illegal IRS liens on all subsequent income, and multiple attempts on his own life, all funded by YOUR tax dollars). ATLANTA – A potential fall swine flu immunization campaign may involve an unprecedented 600 million doses of vaccine, though officials said Friday they haven't figured out how to administer so many doses or accurately track side effects if a seasonal vaccine is given simultaneously.The swine flu campaign could far eclipse the roughly 115 million doses of seasonal flu vaccine distributed each year, officials said at a national vaccine advisory committee meeting.No final decision has been made about whether a swine flu vaccination campaign will take place or whether all Americans would get immunizations. Health officials said that a swine flu vaccination campaign could be only a few months away, and that as many as 60 million doses could be ready by September. The timing depends on how fast a vaccine can be produced and tested, however.However, health officials are clearly getting ready for a massive vaccination effort, and worry that illnesses could continue or even accelerate in the fall or winter. Preparation discussions dominated a three-day meeting in Atlanta of the Advisory Committee on Immunization Practices, a panel that guides U.S. vaccination policy.The virus already has caused at least 27,000 illnesses and 127 deaths in this country. Twelve states are seeing widespread cases, and about 6,000 cases were reported in the past week — more than in any other week since swine flu first appeared in late April.Those are just reported cases. More than a million U.S. infections probably have occurred, said Dr. Anne Schuchat of the U.S. Centers for Disease Control and Prevention.This new infectious disease is not going away,said Schuchat, director of the CDC's National Center for Immunization and Respiratory Diseases.

A new, small CDC study found the virus can cause more serious disease than seasonal flu in ferrets, which have a similar respiratory system to humans. But it does not seem to spread as easily, at least through the droplets that infected ferrets sneeze or cough into the air, said Dr. Nancy Cox, a CDC flu scientist.However, officials are still worried about the seasonal flu, which causes an estimated 200,000 hospitalizations and 36,000 deaths each year.Five flu vaccine manufacturers are producing 120 million doses for the 2009-2010 flu season, with a third of that available by Sept. 1 and most of the rest shipped by Nov. 1, CDC officials said. Federal officials are working to ensure a swine flu campaign doesn't force the manufacturers to scale back production of the seasonal vaccine.The swine flu campaign could be a huge undertaking, involving as many as 600 million doses. Although about 300 million people live in the U.S., health officials anticipate children and perhaps adults under age 50 may need two doses each.However, the logistics of such a campaign are still being worked out. The CDC relies on one company to distribute 80 million publicly financed vaccine doses for children. That company, McKesson Specialty, still has not said whether it could handle distributing as many as 600 million doses of swine flu vaccines to clinics and doctors around the country, said Dr. Jeanne Santoli, who oversees vaccine purchase and distribution for the CDC.Officials said they'll probably need to recruit physicians who don't usually give flu shots because local health departments have cut more than 10,000 jobs. Tracking side effects could also be tricky.Problems don't always show up in early studies. And if the vaccine is given at the same time as the seasonal flu shots, it could be difficult to figure out which vaccine is causing problems.

That happened in 1976, when officials vaccinated 40 million Americans in anticipation of a new strain of swine flu. But the pandemic never materialized, and at least 500 people who got the shots came down with a paralyzing condition called Guillain-Barre Syndrome. It's still unknown what caused the condition.Some health officials said they'd rather start a swine flu vaccine campaign a few months after the seasonal shots to simplify side-effect monitoring. But they may not have a choice, said Cox, the CDC flu scientist.Swine flu and seasonal flu have been circulating together, with new data from Australia — which is experiencing its annual flu season — indicating that flu cases there are 60 percent swine and 40 percent seasonal.There are too many complexities to say what will be done in the fall, Cox said. U.S. beef recall expanded, 18 illnesses suspected JUNE 28,09

CHICAGO (Reuters) – A Colorado meat company is expanding a recall of beef due to possible contamination by E.coli O157:H7 bacteria after an investigation found 18 illnesses may be linked to the meat, the company and the U.S. Agriculture Department said on Sunday.Greeley, Colorado-based JBS-Swift Beef Co is voluntarily expanding its June 24 recall to include about 380,000 lbs of assorted beef products, for a total recall of about 421,000 lbs, USDA and the company said.The affected beef was produced on April 21 and was distributed nationally and internationally.The contamination may have come from further processing by other companies,Chandler Keys, JBS spokesman, said on Sunday.USDA said the recalled products are typically used for steaks and roasts rather than ground beef. However, it said some of the beef may have been processed into ground products by other companies.It is unlikely the recall will be expanded further, and JBS will be contacting customers that received the beef to learn how the product was distributed, said Keys.The contamination was investigated by USDA's Food Safety and Inspection Service in cooperation with the Centers for Disease Control and Prevention.E.coli O157:H7 is a potentially deadly bacteria that can cause bloody diarrhea, dehydration, and, in severe cases, kidney failure. JERUSALEM (Reuters) – Israel's Defense Ministry said Monday it had approved construction of 50 new homes at a West Bank settlement as part of a plan for 1,450 housing units, an expansion that defies a U.S. call for a settlement freeze.News of the planned building work emerged hours before Defense Minister Ehud Barak was due to travel to the United States for talks aimed at narrowing a rift with Washington over the settlement issue.He will meet President Barack Obama's Middle East envoy, George Mitchell.An affidavit submitted by the Defense Ministry to the Supreme Court outlined plans to relocate settlers from Migron, an outpost built in the West Bank without Israeli government permission, to the settlement of Adam, north of Jerusalem.

According to the document, a response to a court case brought by the Israeli anti-settlement group Peace Now, a master plan for Adam calls for construction of 1,450 homes there.But the ministry said it had given the go-ahead for the construction of only 50 of the dwellings and any additional units would require its separate approval.

Peace Now said some 2,500 settlement homes are currently under construction in the West Bank. Obama has pressed Israel to halt settlement activity as part of a bid to revive peace talks under which the Palestinians would gain statehood.Some 500,000 Israelis live in the West Bank and Arab East Jerusalem, territory Israel captured in a 1967 war. Palestinians say settlements, deemed illegal by the World Court, could deny them a viable and contiguous state.

JERUSALEM – New details emerged Sunday about Israeli plans to expand Jewish settler enclaves, as Israeli Defense Minister Ehud Barak prepared to head to Washington to ease friction with the Obama administration over settlement construction.The Yediot Ahronot newspaper reported that Barak will propose freezing new construction for three months while allowing the completion of late-stage projects. Barak, who leaves for Washington on Monday, later released a statement saying that proposal had not been finalized.The Obama administration has delivered an unequivocal message on settlement construction: It must stop, without exception, because the U.S. feels it hurts Israeli-Palestinian peacemaking and Obama's efforts to mend fences with the Arab world.Israeli Prime Minister Benjamin Netanyahu postponed his own meeting with Washington's top Mideast envoy last week to give his emissaries more time to try to bridge the gaps.Netanyahu recently yielded to U.S. pressure to endorse Palestinian statehood, albeit with tough conditions, but he has stood firm on resisting a settlement freeze.Hard-line parties in his coalition support settlement activity and could crumble if he makes concessions his governing partners oppose.Barak's Labor Party is the moderate wing of the government, with longtime support of a Palestinian state and significant withdrawals in the West Bank. However, Labor has also backed continued settlement building.

Barak confirmed last week that he retroactively legalized 60 apartments built without government approval on Givat Habraicha, a hilltop about 500 yards from the authorized settlement of Talmon.The construction was legalized nine months ago, before Netanyahu took power in late March, he said. But the plans to expand the outpost received a boost in April when public comment on them was solicited, a formal step in the planning process.These homes are to be the nucleus of a neighborhood of 300 apartments that will in effect connect Givat Habraicha to Talmon, where some 2,500 settlers live. Settlers began building settlement outposts in the early 1990s, in an effort to expand Jewish presence on territory the Palestinians claim for part of a future state. They had no government sanction, but former Cabinet ministers, settler leaders and lawmakers have all confirmed the squatter camps went up with the full knowledge of the state.Many are small, flimsy encampments, but others, like Givat Habraicha, are permanent structures built near government-sanctioned settlements, in effect extending their reach.The U.S. and others view their removal as a first step toward a broader rollback of settlement expansion in the West Bank.

JERUSALEM – Police turned water cannons on a raucous demonstration by Ultra-Orthodox Jews Saturday, the second consecutive day of protests over the opening of a city parking lot on the Jewish Sabbath when religious Jews are forbidden to drive.

Thousands of Ultra-Orthodox protesters were on the streets throughout the city Saturday, Jerusalem Police Spokesman Shmuel Ben-Ruby said. Police said they made 24 arrests and one 6-year-old boy was slightly hurt by a stone thrown by protesters. Four officers were lightly hurt as well.In a major standoff near City Hall, several hundred Orthodox protesters in traditional black suits hurled rocks, garbage and glass bottles at police for several hours. Police broke into the crowd frequently and arrested people they described as instigators, many of them minors. Several of the arrested youths held their traditional black hats in front of TV cameras and prayed aloud as they were dragged to police cars.At sunset Friday, thousands of ultra-Orthodox protesters flooded Bar Ilan street, a deeply religious part of town, screaming Shabbes,the Yiddish word for Sabbath, and pushing police and news photographers back several blocks before retreating.The demonstrators surrounded police cars, hitting and kicking them. One police car was forced to drive in reverse through the crowd at about 25 mph (40 kph). Religious Jews believe driving violates the biblical command to rest on the Sabbath.

Police made no arrests Friday night, spokesman Micky Rosenfeld said.

Police used water cannons to subdue ultra-Orthodox rioters three weeks ago when Jerusalem Mayor Nir Barkat first opened the city parking lot on Saturdays. The parking lot was kept closed during the intervening two weeks.The mayor opened the parking lot on the request of police who said illegal parking in the nearby Old City was blocking emergency vehicles, Barkat Spokesman Stephan Miller said. He said the mayor tried to appease ultra-Orthodox concerns by not charging for parking and hiring non-Jews to administer the lot.About 1,000 secular Jews held a counter protest at City Hall on Saturday. Some held placards that read: No Religious Coercion and Jerusalem is for everybody.Knesset member Nitzan Horowitz of the liberal Meretz party told reporters at the secular protest: The struggle for the parking lot is just a symbol for the bigger battle of Jerusalem as a free city and of Israel as a free country.

PARIS – World oil demand is likely to grow by an average of 0.6 percent annually over the 2008-2014 period, the International Energy Agency forecast Monday, revising its mid-term expectations downward amid the global recession.The Paris-based IEA, which advises oil-consuming countries, said oil demand would reach 89 million barrels a day by 2014 under the International Monetary Fund's current forecast of a return to 5 percent annual economic growth by 2012.In 2009, however, oil demand is set to drop for a second-straight year, the first time oil demand has fallen for two consecutive years since 1982-1983.The IEA said the recessionary impact, combined with signs of a structural shift to less intensive long-term oil use, were behind its cut of at least 3 million barrels a day to its oil demand forecasts for the coming five years.Growth in oil demand is expected to come mainly from developing countries in Asia and the Middle East, the IEA said. If the trend continues, demand outside the 30-member Organization for Economic Cooperation and Development will outstrip that within the OECD by 2014, the IEA said.The IEA made Monday's forecast in its medium-term oil market outlook report. It said that under a lower GDP scenario, oil demand would contract by 0.2 percent annually on average to 84.9 million barrels a day.The lower growth forecast assumes any rebound in the global economy will be slower and attain lower trend growth than the IMF projection,the IEA said.The use of two growth scenarios acknowledges the widespread uncertainty over the recovery path likely to emerge from the worst global economic recession in half a century,the IEA said.A year ago, the IEA said the world's estimated daily oil needs would rise to 94.14 million barrels in 2013. That, too, was a downgrade to its previous year's medium-term estimate and was due to skyrocketing oil prices.

Prices later plunged and are today about half what they were a year ago.

Oil prices hovered above $69 a barrel Monday in Asia as traders look to macroeconomic indicators this week for signs of improvement in the U.S. economy. Benchmark crude for August delivery rose 23 cents to $69.39 a barrel by midday European time in electronic trading on the New York Mercantile Exchange.

A combination of interesting mainstream and alternative media reports reveal compelling links between president Obama and a privately owned carbon trading group, which also has direct ties with elitist groups such as the Club of Rome and the Trilateral Commission.Judi McLeod’s excellent article for Canada Free Press, which she expanded from a Fox News piece, highlights how years before he became president, Obama helped directly fund a carbon trading exchange that will likely play a critical role in the proposed cap-and-trade carbon reduction program.The charity was the Joyce Foundation on whose board of directors Obama served and which gave nearly $1.1 million in two separate grants that were instrumental in developing and launching the privately-owned Chicago Climate Exchange, which now calls itself North America’s only cap and trade system for all six greenhouse gases, with global affiliates and projects worldwide.Essentially Obama helped fund the profiteers of the carbon taxation program that he is now seeking to steer through Congress.McLeod also notes that The Chicago Climate Exchange (CCX) has direct ties to both Al Gore and Maurice Strong, two figures intimately involved with a long standing movement to use the theory of man made global warming as a mechanism for profit and social engineering.

Gore’s investment company, Generation Investment Management, which sells carbon offset opportunities, is the largest shareholder of CCX.While Maurice Strong, who is regularly credited as founding father of the modern environmental movement, serves on the board of directors of CCX. Strong was a leading initiate of the Earth Summit in the early 90s, where the theory of global warming caused by CO2 generated by human activity was most notably advanced.While McLeod’s article highlights the cronyism and corporate dealings behind this set up, we should also add the fact that both Gore and Strong come from a stable of elite groups that have long sought to use the environmental movement to advance their agendas.Strong, who was groomed by David Rockefeller to eventually serve as Director of the Rockefeller Foundation, is also a member of the Bilderberg Group, the Trilateral Commission, the Council on Foreign Relations and the Club of Rome.Gore too comes from the Club of Rome clique.

Lets take a look at the connections these groups have to the environmental movement.

In 1990, writes veteran reporter Jim Tucker, the Bilderbergers adopted climate change as the preferred model to impose global government and reintroduce serfdom. Like the Trilateral Commission, the Bilderberg Group discovered the issue of environmental deterioration. Bilderbergers embraced a report from the Trilateral Commission that year on the environment, because the potential profit in cleaning up the mess would be immense.The following year, the Club of Rome think tank published The First Global Revolution, a book suggesting a draconian neo-Malthusianism approach will solve the world’s problems, in fact a problem the global elite has with humanity.In searching for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill,the book states.All these dangers are caused by human intervention,and thus the real enemy, then, is humanity itself.Richard Haass, the current president of the Council on Foreign Relations, expanded on this topic in his article, State sovereignty must be altered in globalized era. According to Haass, a system of world government must be created and sovereignty eliminated in order to fight global warming and terrorism, both invented as the Club of Rome suggested.Some governments are prepared to give up elements of sovereignty to address the threat of global climate change,writes Haass.The goal should be to redefine sovereignty for the era of globalization, to find a balance between a world of fully sovereign states and an international system of either world government or anarchy.In the past, the Club of Rome has resorted to deceptive tactics in order to support their plans. In 1972, the Club of Rome, along with an MIT team released a report called Limits to growth. The report stated that we were to reach an environmental holocaust by the year 2000 due to overpopulation and other environmental problems. Support for their conclusions was gathered by results from a computer model. Aurelio Peccei, one of the founders of the Club of Rome, later confessed that the computer program had been written to give the desired results.As we reported two years ago, During the secretive Trilateral Commission group meeting in March 2007, elitists gathered to formulate policy on how best they could exploit global warming fearmongering to ratchet up taxes and control over how westerners live their lives.Why is this so concerning? Italy approves fresh multi-billion-euro stimulus plan

Italian ministers approved a new stimulus package on Friday (26 June) - reported to be in the region of €4.5 billion – as the government attempts to stave off a further slide in economic activity this year. Measures under the new plan - whose total size has yet to be finalised - include tax incentives for businesses that re-invest profits in new machinery and refrain from cutting workers. The government also intends to reduce costs for gas utilities in order that savings can be passed onto consumers.The new stimulus comes as forecasters predict the Italian economy will contract by a greater margin than initially anticipated this year. Earlier this month, the Paris-based Organisation for Economic Co-operation and Development cut its growth forecast for Italy for 2009 to a contraction of 5.3 percent, a significant deterioration from a March forecast of a 4.3 percent contraction.Italian industry minister Claudio Scajola said in a statement after the cabinet meeting that the government had decided to intensify actions against the crisis.As EU member states announced initial stimulus plans last winter to tackle the crisis, the Italian government faced criticism over the modest size of its proposed package. The country's prime minister, Silvio Berlusconi, outlined a stimulus package totalling €80billion last November, but critics pointed to the fact that only €5 billion consisted of new funding.High national debt levels and rising budget deficits have constrained the Italian government's ability to roll out greater spending packages.The OECD predicts the country's debt as a percent of GDP will come close to 120 percent in 2010, with the budget deficit set to reach 6 percent.

Second French stimulus?

In France, Prime Minister François Fillon insisted on Sunday that funds collected through the issuance of a new national savings bond would not be used to finance day-to-day costs but would instead go to specific sectors that would drive financial and social benefits in the future.These included spending to safeguard the country's environment, universities and industrial competitiveness, said Mr Fillon.But he insisted the spending of funds gathered from the new bond issuance plan – announced by President Nicolas Sarkozy in a speech to the French parliament last week – did not constitute a second stimulus plan.[The fund] will serve to outline our vision for France, that is to say, a post-financial crisis France,he said after a government meeting in the premier's head office.The government will launch a consultation period this week on the setting up of the new bond scheme to raise extra funds, expected to last several months before it is finally put into place next year. A recent poll by market research company Opinion Way showed 56 percent of the French population oppose the government's bond plan and that 82 percent do not intend to subscribe to it.

World Bank to Fund Dead Sea-Red Sea Canal Test Project

The World Bank has agreed to fund a pilot program of what could turn out to be one of the most ambitious water projects in the world – the Dead Sea Canal Project, which would see the construction of waterworks 112 miles in length, connecting the Red Sea and Dead Sea. The project would help replenish the Dead Sea, which is in danger of major ecological damage, according to many scientists, as well as provide a new source of fresh water for the region, with large desalination plants treating water that would be provided for Israel, Jordan and the Palestinian Authority.The deal for the pilot project, which would see the construction of a pipeline between the two bodies of water, was closed Friday between Regional Development Minister Silvan Shalom and World Bank President Robert Zoellick. The pipeline, to be built by 2011, will function as a study to decide the feasibility of the project. Besides helping to replenish the Dead Sea, the project could also ease energy costs for participants. The Dead Sea, the lowest spot on earth, is 400 meters below the Red Sea, and the drop in altitude as the water flows could be used to generate hydroelectric power. The water would then be treated in a companion desalination plant, making it fit for agricultural or industrial use and easing the strain on fresh water resources in the region.Eventually, the full project could see as much as 1.8 billion cubic meters of water pumped through the system. One billion cubic meters would be pumped into the Dead Sea, and the rest would be treated at a desalination plant, to be split between Israel, Jordan and the PA. The project has been much discussed for decades – it was first proposed by the British in the 1880s, according to historians.

According to the World Bank, the desalination plant attached to the project would be the biggest in the world, with a final bill of around $7 billion. The pilot project, which the World Bank has agreed to fund, will cost around $15 million. Shalom is working on developing funding for the full project, from both the World Bank and countries around the world. Speaking to reporters, Shalom said that the initial funding was a dramatic, important move that can lead to a breakthrough. This project has been delayed for years. We see it as a staple for financial peace.

He said the U.N. must become a Noah’s Ark to save humanity.

D’Escoto is the same U.N. figure who recently dismissed the Iranian president’s threat to wipe Israel off the map by saying, Words don’t kill.But words do mean something, and D’Escoto masked his call for global socialism in fancy and flowery words and phrases. He made it clear with his talk of protecting Mother Earth that environmentalism would be the ticket to the creation of the new international socialist order. D’Escoto declared that We still need to recognize that the globalized means of production, in their industrial voracity, have in large measure devastated the Earth and thus have also damaged the common good of Earth and humanity. We must urgently seek other paths that are more humane and more favorable towards life: the paths of justice and solidarity which lead to peace and happiness.

Capitalism cannot be reformed, he said, adding that controls and corrections of the existing model, while undoubtedly necessary, are insufficient in the medium and long term. Their inherent ability to address the global crisis has proven to be weak. Stopping at controls and corrections of the model would demonstrate a cruel lack of social sensitivity, imagination and commitment to the establishment of a just and lasting peace. Egotism and greed cannot be corrected. They must be replaced by solidarity, which obviously implies radical change. If what we really want is a stable and lasting peace, it must be absolutely clear that we must go beyond controls and corrections of the existing model to create something that strives towards a new paradigm of social coexistence.The solution, he went on, involves the affirmation of a global ethic for safeguarding the common good of the Earth and humanity.He explained,We will start with the assumption that the community of peoples is simultaneously a community of common goods. The theme of a new international socialist order was predictably echoed by Rodrigo Malmierca Diaz of Communist Cuba, who said that the U.N. conference must define the mandates, duties, governance structure, and management procedures of the new international monetary and financial institutions that are supposed to come into being. For that purpose, an ad hoc trialogue should be developed with the power generating companies and consumers.Furthermore, in line of reducting the impact of fossil fuels, we must promote the use of technologies of capture and geological storage of carbon, in order to withdraw from the atmosphere most of the emissions from industry and the electricity generation. Additionally, the industrial CO2 emissions auctions are urged to become more expensive, with a gradual appreciation of them.The EU directive above mentioned, should be enforced as national law in all EU countries, within the next 18 months following the adoption. And we must not be prisoners of the past,the president said in his weekly radio and Internet address.Don't believe the misinformation out there that suggests there is somehow a contradiction between investing in clean energy and economic growth. It's just not true.The legislation, which the House narrowly approved Friday night, would place the first national limits on emissions of greenhouse gases from major sources — such as power plants, factories and oil refineries — to reduce the gases linked to global climate change. It would also start moving the U.S. away from fossil fuels and toward cleaner power sources, such as geothermal, wind, solar and more nuclear generators.The potential impact on people's daily lives is great. If the proposal, which faces an uncertain fate in the Senate, were to become law, it could make it more expensive for people to heat, cool and light their homes; mean more smaller, fuel efficient and hybrid electric cars; and create more green jobs, or environmentally friendly ones. Windmills and solar panels might replace smokestacks.

The complex bill, would require the U.S. to reduce carbon dioxide and other greenhouse gas emissions by 17 percent from 2005 levels by 2020 and by 83 percent by midcentury.Opponents complain about the costs and say some industries will simply move their operations and jobs out of the U.S. to countries that don't control greenhouse-gas emissions.House Democratic leaders said the bill helped accomplish one of Obama's campaign promises and would make the U.S. a leader in international efforts to address climate change when negotiations take place in Denmark this year.

Using thuggish tactics such as switching bill numbers & phone numbers to DC representatives and of course, good old fashion disinofo bombs got the job done. Cap and trade sets a limit on the amount of greenhouse gases that a factory, business, utility, or other energy producer is allowed to emit The goal of the Waxman- Markey bill is to cut CO2 emissions by 17 percent by 2020.Most energy producers and manufactures will be severely affected by these caps, bu the increase cost will be passed onto their customers through higher prices. Companies will purchase permits that will allow them to exceed the cap These permits will be issued by our gangster government, and then be auctioned off to the same companies participating in the cap-and trade system. The theory is to create a free market for carbon permits where the price is set by those being forced to participate in the new system.

Consumers will be affected the most by this these new caps on energy. Douglas Elmendorf, the director of the Commission Budget Office testified before the Committee on Finance in May. He says a cap-and trade system would be devastating to the working poor. According to Elmendorf, the cost to for an average American household would be $1,600 a year, with low-income households carrying a heavier burden because they spend more of their income on energy than higher-income households.Remaining scraps from revenue created by the auctioning off of carbon permits will go to the families with lower incomes such as a whopping $161 per year tax credit for single persons and $359 for 5-person families. Here’s the rub. According to Elmendorf,such price increases would be essential to the success of a cap-and-trade program because they would be the most important mechanism through which businesses and households were encouraged to make investments and behavioral changes that reduced CO2.The federal government will have an annual allowance of almost a trillion dollars worth of grants/ bribe money to use as they seem fit.. Much like the mafia acting as a middleman between people and businesses, the EPA will create a list of companies who are trade sensitive or rely on imports.With General Electric’s smart grid technology in place, energy companies along with their customers will have no other choice but to convert to the communist style system of rationing vital utilities. What smart grid visionaries foresee are home thermostats and appliances that adjust automatically depending on the cost of power.The availability of $4.5 billion in federal economic recovery money for smart grid technology gives incentives for companies to convert over to the new digitalized grid.

Energy Secretary Steven Chu says, If you want to create mischief one very good way to create a great deal of mischief is to actually bring down a smart grid system. This system has to be incredibly secure.Is the average consumer willing to pay the upfront costs of a new system and then respond appropriately to price signals? Or will people view a utility’s ability to reach inside a home to turn down a thermostat as Orwellian? Sen. Lisa Murkowski, R-Alaska, said at a recent hearing on smart grid.
Lastly, there is the option for companies to avoid a cap on their CO2 emissions by offsetting them. Green jobs will include heavily fluoridated drones enforcing new EPA laws/codes. Besides, the amount of jobs that will be lost due to companies either moving offshore orgoing bankrupt will certainly be higher than the millions created by our fuhrer. With the hookers in Washington granting dictatorial powers to the Federal Reserve last week, it seems as though HR 2998 is part a two prong attack. Misguided government policies have already dealt vicious body blows to our economy, but that hasn’t stopped politicians this week from launching two new kicks to the groin: a national health insurance plan and a carbon emissions regulation system called cap and trade.Even if these plans could achieve their desired ends, which is highly unlikely, I would have hoped Washington would refrain from throwing more monkey wrenches into the economy until it shows some signs of resurgence. The last thing we need right now is to further encumber our economy with higher taxes and additional regulations.The meteoric rise in health care costs, which has become an unending nightmare for U.S. businesses and consumers, is not an accident. This painful condition has arisen from excess government involvement in the system, tax provisions that encourage the over-utilization of health insurance, and government support of an out-of-control malpractice industry. Rather than allowing more bad policy to drive health care costs further upward, we should be looking at ways to allow market forces to rein them back in.If left alone, the free market drives quality up and costs down. Government programs produce the opposite result. Despite the president’s claim that a federal plan will bring costs down, there is no historical precedent for such faith.Simply providing more widespread health insurance, as the Obama plan offers, is not a solution. In fact, it will aggravate the problem. Since consumers no longer pay for routine medical expenses out of pocket, comprehensive health insurance creates a moral hazard for both patients and doctors. To maximize the value of the health insurance benefit,most workers opt for low deductibles and co-pays. Therefore, doctors learn that their patients are not concerned with the cost of care, and so they are free to bill insurance companies at the maximum allowable rates.Given our current tax code, the simplest way to bring down medical costs would be to fully tax health care benefits as wages and simultaneously increase the personal deduction by an amount significant enough to neutralize the effect of the tax increase. This would do two things. First, the uninsured would get a huge pay increase, enabling them to buy reasonably priced catastrophic policies. Second, those currently insured could opt out of expensive employer-provided plans, trading premiums for extra wages, then buy a more economical plan. The savings would go right into their pockets.The bottom line is that aggregate medical costs will never come down unless services are rationed more wisely. Rather than being used as a pre-payment plan for routine care, insurance should only cover unpredictable, catastrophic costs.

As a comparison, homeowners often carry fire insurance, but seldom maintenance insurance. You buy fire insurance to guard against a catastrophic loss, which is a low probability but high cost event. As a result, fire insurance is relatively affordable, since premiums paid by all those homeowners whose houses do not burn down more than pay for the losses on those few whose houses do.On the other hand, no one carries home maintenance insurance to pay for a clogged drain or broken garage door. If insurance paid for the plumber visit every time a toilet overflowed, we would now have a plumbing crisis, and Congress would be looking to rein in runaway plumbing bills with national plumbing insurance.In his press conference, President Obama claimed that government insurance would not drive private providers out of business. This is absurd. As the government provider will not have to produce a profit or accurately account for its contingent liabilities, it will provide insurance on an actuarially unsound basis. With taxpayer subsidies, the government provider can run losses indefinitely. If private insurers did this, they would either be shut down or go bankrupt. Therefore, the cost of government-provided health insurance will not be confined to the premiums paid, but will include the taxpayers’ bill to continually bail out the government provider.When Medicare was first proposed back in 1966, it cost $3 billion per year, and the projection was for inflation-adjusted annual costs to rise to $12 billion by 1990. The actual cost in 1990 was $107 billion, and the 2009estimate is a staggering $408 billion! So much for government estimates on health care.As if this were not bad enough, today the House votes on cap and trade legislation. Disguised as an environmental bill, this proposal would merely be another gigantic tax. The lion’s share of the new revenue is already committed to politically connected special interests that will reap windfalls at everyone else’s expense. To make matters worse, the bill before Congress amounts to a blank slate, with the EPA empowered to draft the details in any manner they see fit. If Congress is going to shoot the economy in the knee, they should at least be required to pull the trigger themselves.Cap and trade will do nothing to reduce pollution, yet it will drive up production costs throughout the economy – rendering us even less globally competitive that we are today. In addition to the huge cost of paying the tax, its enforcement involves the creation of an entire new bureaucracy, the costs of which will be borne by American consumers in the form of higher prices.Years of reckless borrowing and spending have left us in a gigantic hole. Getting out of it requires that we make the most effective use of all available resources. We need labor and capital to operate as efficiently as possible so we can save and produce our way back to prosperity. Unfortunately, national health insurance and cap and trade are two steps in the wrong direction. Rather than getting us out of this hole, they will merely cave in the walls around us.

India is planning to provide its 1.1 billion-plus citizens with ID cards.
Entrepreneur, Nandan Nilekani has been chosen to lead the ambitious project which will be the second largest citizens' database in a democracy, with China being the biggest.The government believes the scheme, which will be finalised over three years, will aid the delivery of vital social services to the poorest people who often lack sufficient identification papers. It also sees the scheme as a way to tackle increasing amounts of identity fraud and theft and, at a time of increased concern over the threat of militant violence, to boost national security and help police and law officials.Like Britain's £5billion ID cards plan, due to roll out in 2011/12, India's scheme is not without controversy.

Observers have raised questions including how the cards will actually improve the delivery of services and also concerns that the scheme could be disruptive.In an interview in The Independent today associate fellow of the Asia programme at Chatham House, Charu Lata Hogg, said:It cannot be denied that the system of proving identity in India is complicated and confusing.But a system of national ID cards can technically introduce a new route to citizenship.This could be used as a security measure by the government which leaves migrant workers, refugees and other stateless people in India in limbo without access to public services, employment and basic welfare.

CORFU, Greece, June 28 (Reuters) - Greek Foreign Minister Dora Bakoyanni will visit Ankara in an effort to mend relations with Turkey, soured recently by Turkish jets flying over populated Aegean islands, diplomats said on Sunday.Bakoyanni met Turkish counterpart Ahmet Davutoglu for the first time on the sidelines of an informal meeting of OSCE foreign ministers on the island of Corfu this weekend, and they discussed issues dividing the two NATO allies.He repeated the invitation to Ankara and she accepted,a Greek diplomat said on condition of anonymity.No date has been set yet.Long at odds over the divided island of Cyprus, Greek and Turkey came to the brink of war as recently as 1996 over a deserted Aegean islet, but tensions have since eased.Greek Prime Minister Costas Karamanlis' visit to Ankara in January 2008, the last major official trip on either side, was seen as crowning 10 years of warming relations. France's new Europe minister U-turns over Turkey's EU bid

PARIS - France’s new minister for Europe, who has previously said he wanted Turkey to join the EU, said Wednesday he would carry out his governments policy of keeping Ankara out of the bloc.There is one government policy, there are not two, and it is the governments policy that I will carry out,said Pierre Lellouche, who was appointed in a reshuffle of President Nicolas Sarkozy’s government.Lellouche was previously France's envoy for Afghanistan and Pakistan and is known for his pro-US stance.

Turkey reacted enthusiastically to his nomination.

RUSSIA STANDS FIRM ON GEORGIA

CORFU, Greece (Reuters) – The West told Russia on Sunday that its proposal for a pan-Europe security pact must not undermine NATO or a continental security and human rights group.Greek Foreign Minister Dora Bakoyanni, after a meeting of foreign ministers of the 56-nation Organization for Security and Cooperation in Europe, said discussion of Moscow's proposal had been frank diplomatic shorthand for sharp disagreement.We don't need a new structure. We have many at our disposal U.N., EU, OSCE, Council of Europe. We have the principles, we have the structures, let's strengthen them,French Foreign Minister Bernard Kouchner told reporters.The ministerial meeting of the OSCE grouping European nations, the United States and Canada, took place against a backdrop of tension between the West and Russia over Georgia.Moscow, for its part, is concerned at NATO expansion, possibly into former Soviet territory and U.S. plans for a missile shield in central Europe.Russia sent troops into Georgia, a NATO partner country, last August to prevent Tbilisi retaking a rebel region. Though the U.S.-led alliance and Russia on Saturday agreed to restore formal ties frozen after the five-day war, suspicions linger.Russian President Dmitry Medvedev has said Cold War-era institutions like NATO are unable to ease friction in a multipolar world. Medvedev's proposed Treaty on European Security would grant equal status to participating countries, rule out military alliances adopting policies detrimental to the security of the other parties, and deny any country or alliance the right to maintain peace and stability on the continent.European Union officials said after the meeting on Corfu that delegates agreed to weigh new pan-European security scenarios, but that nothing could replace NATO or the OSCE.Bakoyanni, whose country currently holds the chair of the OSCE, said work would continue to find new ways of meeting European security challenges. Progress would be reviewed at an OSCE summit in Athens in December, she said.

STALEMATE OVER GEORGIA

There was no progress to break a deadlock over OSCE peace monitors in Georgia. JENIN, West Bank – In the live-fire exercise, everything was carefully choreographed —Palestinian commandos, faces blackened, stormed a hide-out in an abandoned building, wounded one gunman and arrested a second.But is this corps, American-trained and steadily growing, ready for the real thing? President Barack Obama's hopes for a Middle East peace breakthrough may rest heavily on that question.The force being shaped for the West Bank is supposed to underpin the Palestinian government of Western-backed President Mahmoud Abbas against violent challenges by Hamas, other extremists and criminal gangs, while convincing Israel that having a Palestinian state for a neighbor will pose no threat.Israel says the force is improving but isn't yet ready to assume sole security control in West Bank towns. The Palestinians say their forces are doing a good job, but that Israel is hiding behind vague security arguments to avoid pulling back its own troops, while continuing to carry out its own raids in the West Bank.The Associated Press, granted rare access to the recruits in the northern West Bank town of Jenin, heard complaints that they are restricted to islands of limited authority in the Israeli-controlled territory, can't make a move without Israel's permission, are outgunned by Hamas, and lack riot and protective gear because of Israeli import restrictions.Distrust runs both ways. Palestinian suspicions are sharpened by continued Israeli settlement expansion in areas they want for their state. Israel's concerns are weighted by memories of a previous Palestinian security force, some of whose members ended up turning their guns against Israeli targets during the Palestinian uprising that broke out in 2000.

However on Thursday, Israel announced it was easing its grip to allow the forces to operate round the clock in four West Bank towns, but added that Israeli forces would continue to operate in the West Bank to thwart terrorist operations.At the same time, Hamas' dislike of the new force was evident in a statement from Khaled Mashaal, its exiled leader, appealing to Obama to remove Lt. Gen. Keith Dayton, the U.S. security coordinator in the region, under whose auspices the force is being trained. Mashaal claimed Dayton was building an oppressive authority over the heads of our people.The new forces are being trained in neighboring Jordan. Since 2008, four battalions totaling 2,100 men have deployed in the West Bank, the most recent this month, and another three battalions are to be added, bringing the total to around 3,600.They have had their first real test in recent weeks, twice clashing with Hamas gunmen in the town of Qalqiliya. Five Hamas fighters and four members of the security forces were killed.The West Bank's various security forces already number some 24,000 Palestinians including police. These forces were troubled in the past by corruption, overlapping mandates, poor training and damaging Israeli raids, and in recent years there have been repeated attempts to reform them.

The new force is different, says Dayton.

What we have created are new men,he told a Washington think tank last month.For the first time, I think it's fair to say that the Palestinian security forces feel they are on a winning team.Brig. Gen. Michael Herzog, a senior aide to Israeli Defense Minister Ehud Barak, told the same forum that the new forces, most of them drawn straight from high school, are doing a good job. It's not quite that they can assume full security responsibility, but we are on the right way, he said.And for the first time, I see some sense of professional pride there that we've never seen in these forces.Dayton calls them a gendarmerie, a definition that would sidestep any argument with Israeli Prime Minister Benjamin Netanyahu, who wants the future Palestinian state to be demilitarized.Such a state is supposed to include the Gaza Strip, but that union has been cast into doubt since Abbas lost Gaza to a Hamas takeover two years ago. Hamas also has a strong West Bank presence, and Abbas has been cracking down, arresting hundreds of its activists, drying up their funding and shutting down their institutions.In Jenin, members of the third U.S.-trained battalion seemed to have a clear sense of purpose, saying their mission was to help build a Palestinian state and fight outlaws.None referred to Hamas by name.Yet they expressed frustration about the lack of protective vests, helmets, rubber bullets and smoke bombs. We don't want promises. We want something tangible,said Mahmoud Khateeb, deputy commander of the third battalion that completed training in Jordan in January and deployed in Jenin and other northern towns — Tulkarem, Qalqiliya and Nablus. In the live-fire exercise, 15 of Khateeb's commandos, along with members of other security branches, surrounded an abandoned two-story building on a hill just outside Jenin, with the mission to overpower two gunmen inside.Israel was notified since the drill involved live fire, and pilotless Israeli aircraft hovered above. At their barracks in Jenin, the troops from the third battalion live at least 14 to a trailer packed with bunk beds. Ahmed Salahat, 20, rested on a bed after the drill. Asked how he felt about having Hamas for an enemy, said he felt the Islamic militants have no compunction about firing on fellow Palestinians.

The Qalqiliya shootouts were the first deadly confrontations in the two-year crackdown on Hamas, and they shook up the men. Salahat said he's now more concerned about his safety.Col. Rade Asedeh, the Jenin district commander, said his troops are only permitted to carry pistols and Russian-made Kalashnikov assault rifles, while Hamas fighters have American-made M16s, grenades, explosives and other weapons. Some of his men use M16s seized from Hamas. Asedeh said protective vests, helmets and rubber bullets paid for by donor countries lie in storage in Egypt and Jordan, waiting for Israeli import permission. Also, 50 Russian-made armored personnel carriers, which he said were badly needed, have not been allowed in. The pistols and assault rifles come from members of the older Palestinian security agencies.

Dayton, whose team includes British, Canadian and Turkish officers, noted in his Washington speech that the U.S. only gives the force non-lethal equipment. We don't provide anything to the Palestinians unless it has been thoroughly coordinated with the state of Israel and they agree to it,he said. Sometimes this process drives me crazy — I had a lot more hair when I started — but nevertheless, we make it work.The Israeli military said the vast majority of equipment requests are approved, security considerations permitting. It would not elaborate. Since the Hamas takeover of Gaza, Abbas has been trying to assert more security control in West Bank towns, and Jenin has been held up as a success story. Once a militant stronghold, the town was now deemed safe enough for a visit last year by Condoleezza Rice, then U.S. secretary of state.But Asedeh, the Jenin commander, said he still has to coordinate with Israel if his forces want to travel beyond the town's limits to any of its 86 surrounding villages. He also said Israeli troops routinely enter Jenin for arrest raids. The purpose of these raids, said Saeb Erekat, a Palestinian negotiator, is to undermine the credibility of our security forces and their ability to function, to avoid withdrawing from Palestinian cities.Dayton, however, said Israeli generals seem eager to see his force take over. He said they have been asking him How many more of these new Palestinians can you generate, and how quickly? Because they are our way to leave the West Bank.Michael Oren, the new Israeli ambassador to the U.S., said based on past experience, Israel has to move cautiously. So by re-creating a Palestinian police force — training it along American methods, providing it with weaponry — we are taking a risk,Oren said. SEOUL, South Korea – After repudiating negotiations on dismantling its plutonium-based nuclear program, North Korea admitted this month to having an even more worrying way to make bombs.Following nearly seven years of adamant denials, North Korea announced it can enrich uranium — a simpler method of building nuclear weapons than reprocessing plutonium. Uranium can be enriched in relatively inconspicuous factories that can better evade spy-satellite detection, and uranium bombs may work without test explosions.The admission — made in a threatening response to a June 12 U.N. Security Council resolution punishing Pyongyang for an underground plutonium bomb test last month — poses a new challenge to the U.S., China, South Korea, Russia and Japan as they seek to stem the reclusive country's atomic ambitions.Since 2003, they have focused on persuading the North to disable a nuclear reactor north of Pyongyang, where the communist regime had been laboriously extracting plutonium, not a naturally occurring material, from spent fuel rods.Natural uranium, on the other hand, is readily available. North Korea has said it has an estimated 26 million tons of natural uranium deposits, of which about four million tons can be economically extracted. The Washington-based Federation of American Scientists also said an estimated 4 million tons is high-quality uranium ore.That doesn't mean North Korea can make a uranium bomb overnight. The uranium must be highly enriched first, and making enough for a bomb requires operating 1,000 to 3,000 centrifuges for a year, said Lee Choon-geun, an expert at South Korea's state-funded Science and Technology Policy Institute.

But its recent announcement suggests the country has begun heading in that direction.

And once the weapons-grade enriched uranium is in hand, it is "significantly easier" to build a bomb from it than from plutonium, said Ivan Oelrich, vice president of the Federation of American Scientists.Uranium also can be enriched in a facility like an ordinary factory and doesn't release much heat compared with the plutonium-producing reactor at Yongbyon, north of Pyongyang. That makes it difficult for spy satellites to detect, according to South Korea's Institute of Nuclear Nonproliferation and Control.And testing is not as essential for bombs built from uranium as for plutonium bombs. The North has conducted two nuclear tests of plutonium-made bombs, in 2006 and in May, which drew international condemnation and garnered U.N. sanctions.Daniel Pinkston, a Seoul-based analyst for the International Crisis Group think tank, noted that the United States' first uranium bomb wasn't tested until it was dropped on Japan in August 1945.In contrast,a plutonium bomb generally is more sophisticated and needs to be tested before it can be used with confidence,he said.Little concrete information is available about North Korea's uranium program and how far they've come in developing it. Oelrich estimated it is in its infancy.One senior South Korean official said he suspects the North has already embarked on uranium enrichment with the ultimate purpose of building bombs. He spoke on condition of anonymity, citing the sensitivity of the issue.I don't believe they have a commercial-scale plant up and running, and it will take them some time,Pinkston said.However, they could cooperate with Iran and reduce the time required to build and operate a large-scale facility since Iran has made significant progress and is already operating a large facility.North Korea and Iran are believed to be trading information about nuclear and missile technology, making proliferation a key concern.The more fissionable materials they have ... the more dangerous is the situation,said James Kelly, a former assistant U.S. secretary of state who confronted North Korean officials about uranium enrichment during a 2002 visit to Pyongyang.North Korea claimed earlier this month it was compelled to go nuclear because of hostility from Washington.

It has become an absolutely impossible option for the DPRK to even think about giving up its nuclear weapons,the Foreign Ministry said in a statement carried by state media, using the initials for the country's official name, the Democratic People's Republic of Korea. The statement did not make clear whether the regime has secretly built up the program over the past seven years that it has denied its existence — or started it recently. The process of uranium enrichment will be commenced,the June 13 statement said.Pursuant to the decision to build its own light-water reactor, enough success has been made in developing uranium enrichment technology to provide nuclear fuel to allow the experimental procedure.Building a light-water reactor, ostensibly for civilian energy purposes, would give the North Koreans a premise for enriching uranium. Uranium enriched to low levels is used in power reactors; left spinning, centrifuges will enrich uranium to the high levels needed for bombs.

Suspicions about a North Korean uranium enrichment program date back years.

North Korea worked with A.Q. Khan, creator of Pakistan's atomic bomb, to obtain the centrifuges needed for uranium enrichment before his operation was disrupted in 2003, former Pakistani President Pervez Musharraf said. He wrote in his 2006 memoir that Khan transferred nearly two dozen centrifuges — the main equipment used for uranium enrichment — to North Korea, as well as nearly 18 tons of materials, including centrifuges, components and drawings, to Iran and Libya. Khan also provided North Korea with a flow meter, some special oils for centrifuges, and coaching on centrifuge technology, including visits to top-secret centrifuge plants,Musharraf wrote in In the Line of Fire.In addition, North Korea bought 150 tons of aluminum tubes from Russia, another material used to build the centrifuges required to enrich uranium, said Lee, of the Science and Technology Policy Institute. In 2007, then-U.S. nuclear envoy Christopher Hill said Washington knew Pyongyang had purchased equipment only used for uranium enrichment.The future of nuclear disarmament negotiations with North Korea — known as the six-party talks and involving the two Koreas, the U.S., Russia, China and Japan — remained unclear weeks after North Korea abandoned the process and vowed to restart its plutonium reprocessing plant.The decision to reveal its capability to enrich uranium now is most certainly tied to the succession campaign believed under way in North Korea, said Cheong Seong-chang, a senior analyst at Sejong Institute security think tank.The country is in the middle of a 150-day battle to build up the country's economy; many see it as a political campaign for Kim Jong Un, the 26-year-old reportedly slated to succeed his father, 67-year-old leader Kim Jong Il. Uranium enrichment can be used as a propaganda campaign to show Kim Jong Un's boldness as well as the North's determination not to buckle under pressure and solve its energy shortages, Cheong said.

WASHINGTON – The U.S. ambassador to the United Nations says the U.S. is keeping close tabs on a suspected North Korea arms ship.An American destroyer has been tracking the North Korean freighter sailing off China's coast, possibly on its way to Myanmar.

Ambassador Susan Rice says the U.S. is pursuing and following the ship's progress closely. But she is not saying what the U.S. actually might do on the high seas — such as whether to contact and request inspection.It is the first ship to be monitored under a U.N. resolution that bans North Korea from selling a range of arms and weapons-related materiel. The resolution allows other countries to request boarding and inspection of such ships, but the ships don't have to give permission.

SEOUL, South Korea – North Korea threatened Saturday to shoot down any Japanese planes that enter its airspace, accusing Tokyo of spying near one of its missile launch sites.The North has designated a no-sail zone off its eastern coast from June 25 to July 10 for military drills, raising concerns that it might test-fire short- or mid-range missiles in the coming days, in violation of a U.N. resolution.North Korea's air force said Japan's E-767 surveillance aircraft conducted aerial espionage near the Musudan-ri missile site on its northeast coast Wednesday and Thursday.The military will not tolerate even a bit the aerial espionage by the warmongers of the Japanese aggression forces but mercilessly shoot down any plane intruding into the territorial air of the (North) even 0.001 mm,the air force said in a statement carried by the country's official Korean Central News Agency.An official from Japan's Defense Ministry said the country's planes regularly gather information on North Korea but declined to comment on the types of planes used or the locations monitored. He spoke on condition of anonymity, citing government policy.The threat against alleged Japanese aerial espionage is rare, though the North has regularly complained of U.S. spy missions in its airspace.Japan is very sensitive to North Korea's missile programs, as its islands lie within easy range. In 1998, a North Korean missile flew over Japan's main island. Tokyo has since spent billions of dollars on developing a missile shield with the United States and has launched a series of spy satellites primarily to watch developments in North Korea.But in April, another rocket flew over Japan's main island, drawing a strong protest from Tokyo. Pyongyang claims it put a satellite into orbit, while the U.S. and its allies say it was really a test of the country's long-range missile technology.The launch was one of a series of missile tests in recent months, and the communist regime further raised tensions by conducting a second underground nuclear test in May. Its actions have drawn harsh international condemnation and new U.N. sanctions.

Also Saturday, North Korea accused South Korea of planning to participate in U.S.-led cyber warfare exercises, calling it an intolerable provocation.North Korea is fully ready for any form of high-tech war,said the Committee for the Peaceful Reunification of Korea, which handles relations with South Korea, according to KCNA.The U.S. leads Cyber Storm exercises to test its defenses against computer hackers and invites officials from other countries to participate, but a South Korean Defense Ministry official said he had no information on the exercises. Calls to South Korea's spy agency seeking comment went unanswered on Saturday.
