Suspicion over the real cause of a mass die-off of birds and fish in Arkansas is running rampant after the story topped Google Trends today following our article which asked whether secret government testing was behind the carnage.Bird government testing, shot to number one on Google Trends, which ranks the most popular search queries on the web.Alex Jones’ film Endgame, which documents countless examples of biological testing and other unwitting experiments conducted by governments in pursuit of bacteriological warfare and population control, also hit number two on the search rankings.Our article was also picked up by the popular Drudge Report website as the story became the hottest topic on the Internet.

GILBERTSVILLE, Ky. — Near her car, a dead bird. A quick walk to her mailbox, another. Scattered across her front yard, a local woman discovered dozens of dead birds.I've never seen anything like it. Never, Sandy said of the discovery.Sandy, who asked we not share her last name, first noticed the birds several days ago but cleaned them up, not thinking twice.I have outdoor pets and just assumed they were bringing them from around the neighborhood.But when she noticed more birds Monday morning, she panicked, I had just seen the story on the news about the birds in Arkansas and I was scared.In fact, 3,000 blackbirds seemed to fall from the sky there- starting last Friday. Autopsies have since ruled out poisoning. One top biologist from Cornell University said the birds were ....probably asleep in a single tree when a washing machine-type thunderstorm sucked them up into the air, disoriented them, and even fatally soaked and chilled them.Sandy was not sure what had lead the birds to her yard.But, off the bat, wildlife biologist Kent Ozment said he was not too concerned.These birds are in the millions right now. Six birds out of a million really isn't that many.While he couldn't say for sure, he guessed the birds simply succumbed to the elements, Probably it was just some sort of winter stress.
While Sandy said she was releived to know it was nature-related, she still shuddered at the discovery.It's really creepy.Local 6 checked in with several other fish and wildlife outlets and even some of Sandy's neighbors. No other birds have been discovered or reported.

The dead birds have spawn an internet frenzy for Bible verses and dead birds together dealing with the world's demise. Dead birds, bible, apocalypse, second coming of Jesus Christ, Sixth Seal and dead bird revelation information has been searched for hours regarding the dead birds falling from the sky in both Arkansas and Louisanna, according to the website God Discussion. This along with dead fish by the hundreds rising on top of the water in the Arkansas River, has even non-believers…..just checking! The masses of dead birds, dead red winged black birds to be exact, falling from the skies over Beebe Arkansas on New Years Eve, along with masses of dead fish floating to the top of a river a few hundred miles away from that area, has authorities looking for a simple scientific explanation. When it looked like they had their theory of fireworks scaring the birds causing them to knock into one another and buildings, rendering the birds dead, another mass of birds fell. This time it was over Labarre Louisanna last night, proving some of the theories out there about the dead birds, highly unlikely. The two dead bird areas are about 300 miles apart, according to Fox News Live.
One theory that the authorities appear to be leaning to is the fireworks on New Years Eve scaring the birds and they ran into each other, along with buildings and houses causing their demise. Since there were no fireworks in the area where the second mass of dead birds fell last night, this would not hold water for both cases. The authorities are still leaning towards some loud noises scaring the birds and the birds ran into each other an buildings, killing the birds. The birds that were examined all had trauma to their bodies and wings, according to Fox News live.Fox News live this morning talked about the loud noise dead bird theory, with Megan Kelly having a hard time imaging that loud noises startled and killed birds in two states. There is still no explanation for the 100,000 dead fish in the Arkansas river.Fireworks have been going on for a century without this happening. The birds, that are mostly red winged black birds in Arkansas and red wing black birds along with some starlings and grackles in Louisanna.Many people are looking to the bible for verses conveying the warnings of the apocalypse with dead birds, but according to the website God Discussion, this does not seem to be mentioned. There are bible writings that are close, but not that convey the end of the world or harm coming to mankind affliated with dead birds.

Some freaky things have been going down in Arkansas lately. Just before the dawn of 2011, approximately 5,000 birds fells from the sky, and days later nearly 100,000 dead fished washed up on the shores of the Arkansas River.Although experts claim the two events are not connected, they are still trying to figure out what killed both the birds and the fish.According to scientists, fish kills occur every year, but Arkansas state spokesman Keith Stephens indicated that a disease may have been responsible for the massive numbers of dead drum fish. The fish kill only affected one species of fish, he said. If it was from a pollutant, it would have affected all of the fish, not just drum fish.The fish kill took place in Ozark, Arkansas only about 125 miles from the town of Beebe which is where nearly 5,000 blackbirds mysteriously fell from the sky just before midnight on New Year’s Eve.Biologists think the bird deaths were stress-related from either New Year’s Eve fireworks or weather conditions and are unrelated to the fish deaths.Whatever the case may be, falling birds and dead fish cannot be a good sign. A shocking report prepared for Prime Minister Putin by the Foreign Military Intelligence Directorate (GRU) states that one of the United States top experts in biological and chemical weapons was brutally murdered after he threatened to expose a U.S. Military test of poison gas that killed hundreds of thousands of animals in Arkansas this past week. According to this report, John P. Wheeler III, Special Assistant to the Secretary of the Air Force, Washington, D.C. from 2005-2008, when he became the Special Assistant to the Acting Assistant Secretary of the Air Force for Installations, Logistics and Environment, was found brutally murdered and dumped in a landfill, and as we can read as reported by the Fox News Service:Delaware Police are investigating the apparent murder of a former Bush official who also championed the fund-raising effort to build the Vietnam Veterans Memorial on the Mall in Washington, D.C. Wheeler’s body was found in Wilmington on Friday.According to police, somebody initially reported that the body was dumped out of a refuse truck, which would have been coming from Newark, onto the landfill. Newark Police spokesman Lt. Mark Farrall told Fox News that nobody had reported Wheeler missing before he was found.
The Wilmington News Journal reported that Wheeler was last seen riding an Amtrak train from Washington to Wilmington, Del., last Tuesday.Wheeler’s military career included writing one of the most important manuals on the effectiveness of biological and chemical weapons which led to his being hired in 2009 as a consultant to the Mitre Corporation, whose aviation system development department, the GRU reports, is at the forefront of creating the computer command and control systems used by the U.S. Air Force in their fleet of aerial spraying planes. These aerial spraying planes, this report continues, are based at the Little Rock Air Force Base in Arkansas that over the past few months have been involved with test dispersants of poisonous gasses in the Afghanistan War Theater using chemical weapons stocks obtained from Iraq and held at the Pine Bluff Arsenal, also located in Arkansas.
Important to note about the Pine Bluff Arsenal, which calls itself America’s Arsenal, is that it is one of the World’s most specialized munitions and chemical-biological defense products and services bases which Russia had previously accused of not fully reporting the chemical agents removed from Iraq, between 2003 and 2008, and taken to the U.S. for testing and subsequent destruction. According to this report, the U.S. relocated from Iraq to the Pine Bluff Arsenal an estimated 63,000 metric tonnes of the poisonous gas Phosgene that is described as one of the most feared chemical weapons ever used due to its ability to literally cause the lungs and respiratory system to explode. Nearly immediately after Russia accused the U.S. this past summer of not fully destroying Iraq’s Phosgene poisonous gas stockpile the Pine Bluff Arsenal began an accelerated disposal programme injecting it deep into the ground in central Arkansas, but which, unfortunately, since this past September, has caused over 500 minor earthquakes to occur raising the concerns of their local population. More frightening, however, is the claim made in this report that the Americans have also begun shipping massive quantities of Iraq’s Phosgene poisonous gas stocks to Afghanistan where when used they will be able to say they had nothing to do with it, and believe no one will be able to prove it either.Important to note about Iraq’s Phosgene poisonous gas stocks are that they are no longer able to be made by any Western country, including the United States, which makes its value as a Weapon of Mass Destruction (WMD) incalculable, especially in a war situation like Afghanistan where the enemy forces are firmly entrenched in hostile terrain.
To the direct reason for Wheeler’s murder, this report says, was this past week’s transport of Iraqi Phosgene poisonous gas aboard a U.S. Air Force KC-767 tanker aircraft from Little Rock Air Force Base enroute to Afghanistan that shortly after takeoff had a ‘critical malfunction’ of its aerial spraying computer directed command and control system over central Arkansas causing the deaths of thousands of red-wing blackbirds.According to U.S. reports an estimated 5,000 of these birds were killed outright and were quickly removed by U.S. Environmental Services workers wearing hazmat suits and gas masks. Another U.S. report states that cause of death to these thousands of birds was trauma in the breast tissue, with blood clots in the body cavity and a lot of internal bleeding which this GRU report states is consistent with Phosgene exposure.Even more chilling than this incident is this GRU report stating that it was the second accidental release of Phosgene poisonous gas in as many days, as the day before, this same U.S. Air Force KC-767 tanker aircraft also had a critical malfunction causing a release over the Arkansas River that killed over 100,000 fish.Upon Wheeler discovering what was happening with Iraq’s Phosgene poisonous gas stockpiles, this report continues, he traveled from his home in Delaware to Washington D.C. where he openly confronted and threatened to expose the Pentagon and White House Officials responsible. Being a Vietnam Veteran who was responsible for having the famous memorial to that war erected, Wheeler was more than knowledgeable about the United States massive chemical and biological attacks in that conflict and had vowed to not let it happen again.
Sadly, but all too common in the United States these days, when Wheeler threatened to go public with what was happening he was targeted for death, and as a sign to anyone else thinking of going against the regime, had his body dumped in a garbage pit for all the World to see.Today, another great American was murdered in an effort to save his country from destruction. Sadly, his death will go barely noticed; the American people seem no longer to care as they continue to seek their solace in their propaganda media lies rather than confronting the brutal truth about the monsters they have let rule over them.For hundreds of thousands of other Americans they have become so disassociated with what is happening to, and around them, they have proclaimed May 21, 2011 as the day the World will end and are giving up everything in preparing to meet their God. Is the Lord speaking to us via Ark”ansas?? I am sure you guys are aware of what has been happening in Arkansas for weeks now. They have been experiencing 100′s of minor earthquakes, recently unexpected (this time of the year) tornadoes, now thousands of red wing blackbirds falling dead from the sky and the death of thousands of one particular fish (drum) near Oz'ark', Arkansas. Are we having events as were in the times of Noah as the new testament texts prophesized? Could it be that in the times of Noah when he was building the ark and people were scoffing at him (after he told them of the coming flood) that similar signs and warnings were provided by God to those people as well—– just before the end? I believe so—It appears to me that God is fulfilling His New Testament warning that just before the end it would be as in the time of Noah. So focus on arks as in Ark-ansas and Oz-ark. Now the warnings as in 100′s of earthquakes, severe weather and a drum beat alarm of dead fish. All warning of black death coming from the sky—-as was in the time of Noah.

A partial solar eclipse will occur on Tuesday morning. The eclipse will also be seen in Israel, starting at around 9:00am local time and reaching its maximum at about 10:41am. At the peak of the eclipse, about 60 percent of the sun will be covered. It will be another 16 years before the next eclipse of this kind.A solar eclipse occurs when the moon passes between the sun and the earth and fully or partially covers the sun as viewed from a location on earth. At least two and up to five solar eclipses occur each year, of which no more than two can be total eclipses.The last total eclipse was seen on July 11, 2010, and the next one will be seen on November 13, 2012.Last January there was a partial solar eclipse during which 23 percent of the sun was covered by the moon. The next annular eclipse will occur on May 20, 2012.

The TSA has once again reverted to lies in an attempt to protect its new security theatre show control measures, claiming that recent reports of 70% security failure rates are no longer accurate.Just over a fortnight ago we reported on the revelations that TSA agents are now so busy groping and irradiating airline passengers that they are routinely missing the presence of bombs and guns in both tests and live situations.After ABC News covered the story of an Iranian/American businessman expressing his disbelief at being allowed onto a flight with a loaded handgun, it was widely reported in the media that such TSA failures were commonplace.
It was noted that screeners detect less than 30% of the knives and guns that officials try to sneak through security in tests. Failures to detect explosive material and bomb parts were also disturbingly high, according to the reports.This underscores how the newly enhanced and invasive TSA security procedures are pure theatre and actually do nothing to make anyone safer. Indeed, it may be argued that the procedures are putting fliers in more danger as screeners are spending more time groping people and ordering them through x-ray body scanners than checking for potentially dangerous items in their hand luggage.In a belated response, the now infamous TSA blogger Bob, who previously claimed that despite thousands of complaints from passengers, there was no fondling, squeezing, groping, or any sort of sexual assault taking place at airports, says that the security failure rate figures widely covered by the media are no longer relevant.
The TSA blog describes the security failure reports as all misleading and outdated, claiming that the figures cited were taken from tests carried out in 2004-2005.Not true Bob.As highlighted by The Economist’s business travel blog:The ABC News report Gulliver linked to last month didn’t rely on 2004, 2005, or 2006 numbers—it referenced a person briefed on the latest tests who said they have a failure rate of 70%.In addition, TSA head John Pistole made the following comments less than a month ago during an interview on Good Morning America:… unfortunately, [undercover testers] have been very successful over the years. And one of the findings is that we have not been thorough enough. And the concern obviously is, if that’s an Abdulmutallab — a Christmas Day bomber — who is doing it rather than an undercover agent, then that can have catastrophic results.
Of course, very few people actually know what the current rate of TSA security failures are, because the Department of Homeland Security has classified the results of the most recent random, covert red team tests, where undercover agents try to see what they can get past airport security. The reason they have done so is presumably because the results have been so shockingly and consistently bad for the past nine years.If the figures had improved significantly then you can rest assured that the TSA would be forcing them down our throats as justification for enhanced airport tyranny, rather than declaring them top secret and locking them away from public view.As The Economist’s Gulliver blog states the agency can’t have it both ways. If TSA officials are going to imply that the situation has improved since the last inspector general and GAO reports were leaked to the press, they should prove it.
However, it seems the agency would rather send out an anonymous blogger named Bob to attack anyone who points out the absurdly obvious where the TSA’s security theatrics are concerned.Once again this shows that the TSA and Homeland Security are willingly resorting to outright lies in a pathetic attempt to bolster their ailing control agenda. Leading firms seek sanctions against EU president Hungary

EUOBSERVER / BRUSSSELS - Thirteen European companies have written a joint letter to the EU commission asking for sanctions against Hungary over a set of special taxes imposed on foreign investors. The row comes just as Budapest takes over the rotating EU presidency and comes on top of an existing controversy over its strict media law.
The five-page letter addressed to EU commission chief Jose Manuel Barroso called on Brussels to convince the Hungarian government of the importance of having stable legal conditions for investors and of making Budapest withdraw its unfair taxes, the Sunday (2 January) edition of Germany's Die Welt newspaper reported. The signatories include the heads of Germany's energy giants RWE and E.ON, Deutsche Telekom, German insurer Allianz, the Dutch ING bank, French insurance firm Axa, Czech energy company CEZ and Austria's energy champion OMV, all of which have threaten to withdraw their investments from the central European country.The letter, dated 15 December, says that Deutsche Telekom alone stands to lose up to €100 million euro as a result of recently-imposed retroactive taxes on foreign investors designed to reduce Hungary's public deficit. According to the company chiefs, the new taxes could yield €1.3 billion for cash-strapped Budapest.
Speaking to Sueddeutsche Zeitung, German economy minister Rainer Bruederle said it was fundamentally problematic for the EU internal market that an EU country should harvest funds in this way from foreign companies. Berlin has already raised these concerns with the Hungarian government and will follow this issue closely also through the EU commission, he added.If the commission decides that Hungary is in breach of EU law, it may refer the case to the European Court of Justice. Two local staff members at the UK consulate in Jerusalem have been arrested by Israeli authorities on suspicion of selling weapons to Hamas terrorists, officials reported on Monday.The BBC reported that the two men, who were maintenance workers at the consulate, were arrested over their alleged links to a plan to fire a rocket at Jerusalem's Teddy Stadium. The plan was disclosed by the Israel Security Agency on Sunday. It was also revealed that two Jerusalem Arabs were arrested after they carried out surveillance from a hill overlooking the stadium in order to find the best place to launch rockets at it.BBC said that the two UK consulate workers who were arrested had allegedly obtained weapons for the other two men who were accused of planning the attack.
I can confirm that two members of the local staff at the consulate general in Jerusalem have been arrested by Israeli authorities, a Foreign Office spokesman told AFP on Monday. We understand from reports that they have been charged with the illegal sale of weapons and we are seeking confirmation of these charges. MANILA, Philippines – Landslides and floods after days of heavy rain in the Philippines killed five children and an adult, officials said Monday. More than 1,300 townspeople have sought shelter in a gymnasium and schools after the landslide hit Sunday, Mayor Rico Rentuza said. TIJUANA, Mexico – The severed head of a young man was found hanging from a bridge in the Mexican border city of Tijuana on Monday.The Baja California state attorney general's office said the head belonged to a man between 25 and 30 years old.It had several bullet wounds and was hung using a metallic ring and a nylon rope. A threatening message was found nearby on the bridge.Hours earlier, a woman between 30 and 35 years old was found shot to death in another Tijuana neighborhood, also with a threatening message left nearby.Authorities have blamed recent cartel-style violence in Tijuana on feuding between rivals and loyalists of Teodoro El Teo Garcia Simental, an alleged drug lord arrested last January.Farther east along Mexico's border with the United States, Mexican soldiers on Monday found an unfinished tunnel under a house in the city of Nogales, across from Nogales, Arizona.The army's 45th Military Zone command said the tunnel was dug about 5 feet (1.5 meters) beneath the surface and stretched almost 100 feet (30 meters), apparently just far enough to reach U.S. territory.The command said in a statement the tunnel ended abruptly and had probably been intended to move drugs across the border.The mouth of the tunnel was found in one of the rooms of the house in Mexico, which appeared abandoned. A partial solar eclipse will occur on Tuesday morning. The eclipse will also be seen in Israel, starting at around 9:00am local time and reaching its maximum at about 10:41am. At the peak of the eclipse, about 60 percent of the sun will be covered. It will be another 16 years before the next eclipse of this kind.A solar eclipse occurs when the moon passes between the sun and the earth and fully or partially covers the sun as viewed from a location on earth. At least two and up to five solar eclipses occur each year, of which no more than two can be total eclipses.The last total eclipse was seen on July 11, 2010, and the next one will be seen on November 13, 2012.Last January there was a partial solar eclipse during which 23 percent of the sun was covered by the moon. That eclipse was an annular eclipse, which occurs when the sun and moon are exactly in line but the apparent size of the moon is smaller than that of the sun, making the sun appear as a very bright ring surrounding the outline of the Moon. The next annular eclipse will occur on May 20, 2012.
Caution should be exercised if observing the eclipse, since looking directly at the photosphere of the sun can cause permanent damage to the retina of the eye due to the intense visible and invisible radiation that the photosphere emits. This damage can result in permanent impairment of vision and even in blindness.As such, one should never stare directly at the sun, even during an eclipse, with unprotected eyes. One safe method to observe the eclipse is to reflect the image of the sun onto the side of a building using a mirror. The TSA has once again reverted to lies in an attempt to protect its new security theatre show control measures, claiming that recent reports of 70% security failure rates are no longer accurate.Just over a fortnight ago we reported on the revelations that TSA agents are now so busy groping and irradiating airline passengers that they are routinely missing the presence of bombs and guns in both tests and live situations.After ABC News covered the story of an Iranian/American businessman expressing his disbelief at being allowed onto a flight with a loaded handgun, it was widely reported in the media that such TSA failures were commonplace.
It was noted that screeners detect less than 30% of the knives and guns that officials try to sneak through security in tests. Failures to detect explosive material and bomb parts were also disturbingly high, according to the reports.This underscores how the newly enhanced and invasive TSA security procedures are pure theatre and actually do nothing to make anyone safer. Indeed, it may be argued that the procedures are putting fliers in more danger as screeners are spending more time groping people and ordering them through x-ray body scanners than checking for potentially dangerous items in their hand luggage.In a belated response, the now infamous TSA blogger Bob, who previously claimed that despite thousands of complaints from passengers, there was no fondling, squeezing, groping, or any sort of sexual assault taking place at airports, says that the security failure rate figures widely covered by the media are no longer relevant.
The TSA blog describes the security failure reports as all misleading and outdated, claiming that the figures cited were taken from tests carried out in 2004-2005.Not true Bob.As highlighted by The Economist’s business travel blog:The ABC News report Gulliver linked to last month didn’t rely on 2004, 2005, or 2006 numbers—it referenced a person briefed on the latest tests who said they have a failure rate of 70%.In addition, TSA head John Pistole made the following comments less than a month ago during an interview on Good Morning America:… unfortunately, [undercover testers] have been very successful over the years. And one of the findings is that we have not been thorough enough. And the concern obviously is, if that’s an Abdulmutallab — a Christmas Day bomber — who is doing it rather than an undercover agent, then that can have catastrophic results.
Of course, very few people actually know what the current rate of TSA security failures are, because the Department of Homeland Security has classified the results of the most recent random, covert red team tests, where undercover agents try to see what they can get past airport security. The reason they have done so is presumably because the results have been so shockingly and consistently bad for the past nine years.If the figures had improved significantly then you can rest assured that the TSA would be forcing them down our throats as justification for enhanced airport tyranny, rather than declaring them top secret and locking them away from public view.As The Economist’s Gulliver blog states the agency can’t have it both ways. If TSA officials are going to imply that the situation has improved since the last inspector general and GAO reports were leaked to the press, they should prove it.
However, it seems the agency would rather send out an anonymous blogger named Bob to attack anyone who points out the absurdly obvious where the TSA’s security theatrics are concerned.Once again this shows that the TSA and Homeland Security are willingly resorting to outright lies in a pathetic attempt to bolster their ailing control agenda. Those making official statements on behalf of the legions of strip search goon squads clearly have little regard for the safety of Americans.

U.S. Secretary of Homeland Security Janet Napolitano arrived Monday in Israel on a multi-city tour to assess security measures for U.S.-bound flights.Napolitano, who was originally scheduled to arrive Wednesday, is expected to remain several days, during which she will review security procedures at Ben-Gurion International Airport.
She traveled directly to Jerusalem to meet with President Shimon Peres at the Presidential Residence.The two discussed strengthening strategic cooperation between Israel and the U.S. in the field of Homeland Security, according to a statement from the president's office. EUOBSERVER / BRUSSELS - The Greek government plans to build a wall along its 206-km-long land border with Turkey to help keep out unwanted migrants on the model of the US' border with Mexico.Greek junior minister for citizen protection, Christos Papoutsis, a former EU commissioner for energy, made the announcement in an interview with the Athens News Agency on Friday (31 December), saying: Co-operation with other EU states is going well. Now we plan to construct a fence to deal with illegal migration.The Greek society has reached its limits in taking in illegal immigrants ... We are absolutely determined on this issue. Additionally, we want to provide a decisive blow against the migrant smuggling rings that trade in people and their hopes for a better life,he added.Mr Papoutsis compared the planned construction to the 1,050-km-long fence running through sections of Arizona, California, New Mexico and Texas on the Mexico-US border. Leading firms seek sanctions against EU president Hungary

EUOBSERVER / BRUSSSELS - Thirteen European companies have written a joint letter to the EU commission asking for sanctions against Hungary over a set of special taxes imposed on foreign investors. The row comes just as Budapest takes over the rotating EU presidency and comes on top of an existing controversy over its strict media law.
The five-page letter addressed to EU commission chief Jose Manuel Barroso called on Brussels to convince the Hungarian government of the importance of having stable legal conditions for investors and of making Budapest withdraw its unfair taxes, the Sunday (2 January) edition of Germany's Die Welt newspaper reported. The signatories include the heads of Germany's energy giants RWE and E.ON, Deutsche Telekom, German insurer Allianz, the Dutch ING bank, French insurance firm Axa, Czech energy company CEZ and Austria's energy champion OMV, all of which have threaten to withdraw their investments from the central European country.The letter, dated 15 December, says that Deutsche Telekom alone stands to lose up to €100 million euro as a result of recently-imposed retroactive taxes on foreign investors designed to reduce Hungary's public deficit. According to the company chiefs, the new taxes could yield €1.3 billion for cash-strapped Budapest.
Speaking to Sueddeutsche Zeitung, German economy minister Rainer Bruederle said it was fundamentally problematic for the EU internal market that an EU country should harvest funds in this way from foreign companies. Berlin has already raised these concerns with the Hungarian government and will follow this issue closely also through the EU commission, he added.If the commission decides that Hungary is in breach of EU law, it may refer the case to the European Court of Justice. The court has the power to oblige EU countries to change their laws and to levy fines. Two Staff Members at UK Consulate in Jerusalem Arrested

Two local staff members at the UK consulate in Jerusalem have been arrested by Israeli authorities on suspicion of selling weapons to Hamas terrorists, officials reported on Monday.The BBC reported that the two men, who were maintenance workers at the consulate, were arrested over their alleged links to a plan to fire a rocket at Jerusalem's Teddy Stadium. The plan was disclosed by the Israel Security Agency on Sunday. It was also revealed that two Jerusalem Arabs were arrested after they carried out surveillance from a hill overlooking the stadium in order to find the best place to launch rockets at it.BBC said that the two UK consulate workers who were arrested had allegedly obtained weapons for the other two men who were accused of planning the attack.
I can confirm that two members of the local staff at the consulate general in Jerusalem have been arrested by Israeli authorities, a Foreign Office spokesman told AFP on Monday. We understand from reports that they have been charged with the illegal sale of weapons and we are seeking confirmation of these charges. LAS VEGAS – Gamblers on the Las Vegas Strip awoke to snow flurries Monday morning as part of a winter storm that turned the main highway between Southern and Central California into a snowy, icy parking lot.Hundreds of motorists returning from the New Year's holiday found themselves stuck after Interstate 5 was closed for a second day over the 4,160-foot-high Tejon Pass, about 70 miles north of Los Angeles.The California Highway Patrol closed a 30-mile stretch of the freeway shortly after 12:30 p.m. Sunday because of blowing snow. Blizzard conditions eased to light snow flurries early Monday but the road remained clogged with snow and patches of ice.The Highway Patrol finally started escorting vehicles over the pass Monday afternoon in groups of about 500. Traffic was flowing normally by late afternoon as weather conditions improved.It took us two hours to go five miles, said Charlie Crandall, who was trying to return north after visiting relatives in San Diego. Landslides, floods kill 5 children in Philippines

MANILA, Philippines – Landslides and floods after days of heavy rain in the Philippines killed five children and an adult, officials said Monday. Three girls are missing.The dead included a 1-year-old baby and his 5-year-old sister who were buried by a landslide as they slept in the central Philippines' St. Bernard township.
More than 1,300 townspeople have sought shelter in a gymnasium and schools after the landslide hit Sunday, Mayor Rico Rentuza said. The town in Southern Leyte province had one of the Philippines' worst disasters in 2006 when a mudslide buried the entire village of Guinsaugon, with more than 1,000 people.The body of a 3-year-old boy, a neighbor of the siblings, was found Monday, said Angel Gaviola, the regional civil defense director. Rescuers pulled a 7-year-old survivor from the debris, but his condition was unknown Monday evening.
A 10-year-old girl and an 11-year-old boy drowned in two other flooded towns of Southern Leyte, Gaviola said.In the southern Philippines, a 60-year-old woman was killed in a landslide and three missing girls were last seen playing near a swollen river, said Senior Supt. Aaron Aquino, police chief of Compostela Valley province. The girls are between 6 and 8 years old.The woman's body was retrieved Monday after her house in the gold-mining area of Mt. Diwalwal was buried Sunday night, Aquino said.

Severed head hung from bridge in Tijuana, Mexico

TIJUANA, Mexico – The severed head of a young man was found hanging from a bridge in the Mexican border city of Tijuana on Monday.The Baja California state attorney general's office said the head belonged to a man between 25 and 30 years old.It had several bullet wounds and was hung using a metallic ring and a nylon rope. A threatening message was found nearby on the bridge.Hours earlier, a woman between 30 and 35 years old was found shot to death in another Tijuana neighborhood, also with a threatening message left nearby.Authorities have blamed recent cartel-style violence in Tijuana on feuding between rivals and loyalists of Teodoro El Teo Garcia Simental, an alleged drug lord arrested last January.Farther east along Mexico's border with the United States, Mexican soldiers on Monday found an unfinished tunnel under a house in the city of Nogales, across from Nogales, Arizona.The army's 45th Military Zone command said the tunnel was dug about 5 feet (1.5 meters) beneath the surface and stretched almost 100 feet (30 meters), apparently just far enough to reach U.S. territory.The command said in a statement the tunnel ended abruptly and had probably been intended to move drugs across the border.The mouth of the tunnel was found in one of the rooms of the house in Mexico, which appeared abandoned. Nogales is located in northern Sonora state, and on Monday unidentified gunmen shot to death the state's interim prison director, Erasto Ortiz Valencia, outside his home.State prosecutors' spokesman Jose Larrinaga said Ortiz Valencia died of three bullet wounds. He had been in office only 10 days when he died; his predecessor was fired after he was linked to the escape of a murder suspect.The assistant police chief of the city of Empalme, near the coastal city of Guaymas, was also shot to death Monday by a gunmen who fired an assault rifle from an SUV.In the Pacific coast state of Guerrero, police reported Monday that two boys ages 14 and 17 were shot to death in the remote mountain town of Alcozahuca, near the Oaxaca state line.The assailants fled after killing the boys with assault rifles late Sunday. While there was no immediate evidence the killings were drug-related, Mexican cartels have been recruiting youths as young as 14.Also in Guerrero, police in the resort of Acapulco reported Monday they had found the bound bodies of four young men dumped on a main boulevard.The men had been killed with guns and knives and were found blindfolded and their hands or feet tied. In the video you are about to see, George Soros talks about the creation of a New World Order, he discusses the need for a managed decline of the U.S. dollar and he talks at length of the global need for a true world currency. So just who is George Soros? Well, he is a billionaire philanthropist who came to be known as the Man Who Broke the Bank of England when he raked in a staggering one billion dollars during the 1992 Black Wednesday currency crisis. These days Soros is most famous for being perhaps the most politically active (at least openly) billionaire in the world. His Open Society Institute is in more than 60 countries and it spends approximately $600 million a year promoting the ideals that Soros wants promoted. Soros and his pet organizations have played a key role in quite a few “revolutions” around the globe over the last several decades, but these days the main goal of George Soros is to bring political change to the United States.So exactly what is it that George Soros is trying to accomplish? Well, in a nutshell, what he wants is a Big Brother-style one world government based on extreme European-style socialism, strict population control and the radical green agenda. It would be a world where the state tightly regulates everything that we do for the greater benefit of the environment and of society as a whole.
However, Soros is not the mastermind of the New World Order that some have tried to make him out to be. The truth is that to those in the international banking elite, Soros is considered to be something of a black sheep and an outsider. Much of what Soros is trying to accomplish lines up with the goals of the international banking elite, but what they don’t like is that Soros won’t stop publicly talking about a global currency and a New World Order. Of course the international banking elite very much want a global currency and a New World Order, but what they don’t need is a squeaky wheel like Soros running around drawing unneeded attention to those goals.
Also, Soros does not seem to understand that both sides of the political spectrum in the United States are deeply influenced by the international banking elite. Sadly, the truth is that the same handful of elitist organizations has dominated the cabinets of every single president that we have had since World War II. If you doubt this, just check out how many members of each presidential administration over the last 40 years have belonged to either the Council on Foreign Relations, the Trilateral Commission or the Bilderberg Group. If you have never looked into this before, you will be absolutely shocked. No matter what president we elect, it is always the exact same organizations that always dominate their cabinets.But Soros still seems very much trapped within the left/right paradigm and he seems absolutely obsessed with destroying the Republican Party. For example, Soros spent an insane amount of money attempting to defeat George W. Bush back in 2004. According to the Center for Responsive Politics, George Soros donated $23,581,000 during that election cycle to political organizations that were trying to keep Bush from being reelected.Soros has also been a tremendous backer of Barack Obama, although lately Soros seems a bit disenchanted with him. Through organizations such as the Center for American Progress and MoveOn.org, Soros is constantly trying to influence the state of American politics.So what is George Soros thinking about these days? Did you noticed how uncomfortable Soros was when he was saying the term New World Order? The truth is that he knows exactly what that phrase means. He knows that it is a phrase that he probably shouldn’t say and that will get a lot of attention.
But he said it anyway.Soros also seemed a bit uncomfortable as he discussed an orderly decline of the U.S. dollar.Soros has been saying the the U.S. dollar needs to go down for quite a while now, and he speaks of the coming fall of the dollar as if it is inevitable.The only thing that Soros seems to fear is that the managed decline of the dollar could get out of hand and could lead to global financial chaos.
Soros even had the gall to say that having the dollar be the reserve currency of the world is not in our national interest and that a move to a global currency is a healthy, if painful, adjustment that we are just going to have to endure for the greater good of the world economy.But shouldn’t the American people have something to say about all of this? Perhaps the American people do not want a managed decline of the U.S. dollar.Perhaps the American people do not want any part of a new global currency.Perhaps the American people do not want any part of a New World Order.
But to men like George Soros, it doesn’t really matter what the little people think. In the world that Soros lives in, those with overwhelming amounts of money and power know what is best for the rest of us, and if the little people don’t seem to want to go along initially then public opinion can be bought if you just spend enough money.The sad truth is that we already live in a global economy. Just go into just about any store across the United States and start picking up products to see where they were made. Very few of the things we buy are still made in the United States.Today, labor is a global commodity. American workers must now directly compete for jobs with those making slave labor wages in China and India. The fact that millions of U.S. jobs are being offshored and outsourced does not bother advocates of globalism at all because it is supposedly a beneficial thing for the overall global economy.And most Americans have little to no idea just how much influence international organizations such as the United Nations, the World Bank, the IMF and the WTO have over our daily lives.The truth is that we already live in a world that has been deeply, deeply integrated. As this continues, at some point it will only seem natural for America to agree to a true global currency and full global political integration.Let us hope that day never arrives. Or at least let us hope that the American people wake up enough to not just go passively into a New World Order.A global economy is bad for America and a global government would be really bad for America.But perhaps you disagree. THIRTY years from now, Americans, Japanese, Europeans, and people in many other rich countries, and some relatively poor ones will probably be paying for their shopping with the same currency. Prices will be quoted not in dollars, yen or D-marks but in, let's say, the phoenix. The phoenix will be favoured by companies and shoppers because it will be more convenient than today's national currencies, which by then will seem a quaint cause of much disruption to economic life in the last twentieth century. At the beginning of 1988 this appears an outlandish prediction. Proposals for eventual monetary union proliferated five and ten years ago, but they hardly envisaged the setbacks of 1987. The governments of the big economies tried to move an inch or two towards a more managed system of exchange rates - a logical preliminary, it might seem, to radical monetary reform. For lack of co-operation in their underlying economic policies they bungled it horribly, and provoked the rise in interest rates that brought on the stock market crash of October. These events have chastened exchange-rate reformers. The market crash taught them that the pretence of policy co-operation can be worse than nothing, and that until real co-operation is feasible (i.e., until governments surrender some economic sovereignty) further attempts to peg currencies will flounder.
But in spite of all the trouble governments have in reaching and (harder still) sticking to international agreements about macroeconomic policy, the conviction is growing that exchange rates cannot be left to themselves. Remember that the Louvre accord and its predecessor, the Plaza agreement of September 1985, were emergency measures to deal with a crisis of currency instability. Between 1983 and 1985 the dollar rose by 34% against the currencies of America's trading partners; since then it has fallen by 42%. Such changes have skewed the pattern of international comparative advantage more drastically in four years than underlying economic forces might do in a whole generation. In the past few days the world's main central banks, fearing another dollar collapse, have again jointly intervened in the currency markets (see page 62).(Pg 62 is an advertisment, para 4 says pg 66 j's edit ) Market-loving ministers such as Britain's Mr. Nigel Lawson have been converted to the cause of exchange-rate stability. Japanese officials take seriously he idea of EMS-like schemes for the main industrial economies. Regardless of the Louvre's embarrassing failure, the conviction remains that something must be done about exchange rates.
Something will be, almost certainly in the course of 1988. And not long after the next currency agreement is signed it will go the same way as the last one. It will collapse. Governments are far from ready to subordinate their domestic objectives to the goal of international stability. Several more big exchange-rate upsets, a few more stockmarket crashes and probably a slump or two will be needed before politicians are willing to face squarely up to that choice. This points to a muddled sequence of emergency followed by a patch-up followed by emergency, stretching out far beyond 2018 - except for two things. As time passes, the damage caused by currency instability is gradually going to mount; and the very tends that will make it mount are making the utopia of monetary union feasible.
The new world economy
The biggest change in the world economy since the early 1970's is that flows of money have replaced trade in goods as the force that drives exchange rates. as a result of the relentless integration of the world's financial markets, differences in national economic policies can disturb interest rates (or expectations of future interest rates) only slightly, yet still call forth huge transfers of financial assets from one country to another. These transfers swamp the flow of trade revenues in their effect on the demand and supply for different currencies, and hence in their effect on exchange rates. As telecommunications technology continues to advance, these transactions will be cheaper and faster still. With unco-ordinated economic policies, currencies can get only more volatile. Alongside that trend is another - of ever-expanding opportunities for international trade. This too is the gift of advancing technology. Falling transport costs will make it easier for countries thousands of miles apart to compete in each others' markets. The law of one price (that a good should cost the same everywhere, once prices are converted into a single currency) will increasingly assert itself. Politicians permitting, national economies will follow their financial markets - becoming ever more open to the outside world. This will apply to labour as much as to goods, partly thorough migration but also through technology's ability to separate the worker form the point at which he delivers his labour. Indian computer operators will be processing New Yorkers' paychecks. In all these ways national economic boundaries are slowly dissolving. As the trend continues, the appeal of a currency union across at least the main industrial countries will seem irresistible to everybody except foreign-exchange traders and governments. In the phoenix zone, economic adjustment to shifts in relative prices would happen smoothly and automatically, rather as it does today between different regions within large economies (a brief on pages 74-75 explains how .)(This is incorrect, the hard copy says pg 70-71, see hard copy pdf attachment)
The absence of all currency risk would spur trade, investment and employment. The phoenix zone would impose tight constraints on national governments. There would be no such thing, for instance, as a national monetary policy. The world phoenix supply would be fixed by a new central bank, descended perhaps from the IMF. The world inflation rate - and hence, within narrow margins, each national inflation rate- would be in its charge. Each country could use taxes and public spending to offset temporary falls in demand, but it would have to borrow rather than print money to finance its budget deficit. With no recourse to the inflation tax, governments and their creditors would be forced to judge their borrowing and lending plans more carefully than they do today. This means a big loss of economic sovereignty, but the trends that make the phoenix so appealing are taking that sovereignty away in any case. Even in a world of more-or-less floating exchange rates, individual governments have seen their policy independence checked by an unfriendly outside world. As the next century approaches, the natural forces that are pushing the world towards economic integration will offer governments a broad choice. They can go with the flow, or they can build barricades. Preparing the way for the phoenix will mean fewer pretended agreements on policy and more real ones. It will mean allowing and then actively promoting the private-sector use of an international money alongside existing national monies. That would let people vote with their wallets for the eventual move to full currency union. The phoenix would probably start as a cocktail of national currencies, just as the Special Drawing Right is today. In time, though, its value against national currencies would cease to matter, because people would choose it for its convenience and the stability of its purchasing power. The alternative - to preserve policymaking autonomy- would involve a new proliferation of truly draconian controls on trade and capital flows. This course offers governments a splendid time. They could manage exchange-rate movements, deploy monetary and fiscal policy without inhibition, and tackle the resulting bursts of inflation with prices and incomes polices. It is a growth-crippling prospect. Pencil in the phoenix for around 2018, and welcome it when it comes.

The Framers of the Constitution, a nuisance regretted by most modern presidents, gave the legislative branch — another indignity inflicted on presidents, as they see it — an important role in making foreign policy. The Framers did so by, among other provisions, requiring the consent of two-thirds of the Senate (today, 67 votes) to treaties. The Framers’ wisdom is confirmed by Barack Obama’s impatience with senators reluctant to ratify, during Congress’s lame-duck session, the New START treaty pertaining to Russia’s nuclear weapons.The administration’s ardor for ratification is understandable, as is Russia’s. The president needs a success somewhere; Russia needs psychotherapy. It longs to be treated as what it no longer is, a superpower, and it likes the treaty’s asymmetries.It is more reasonable to worry about the security of Russia’s weapons than about their numbers. New START, however, pertains primarily to the numbers. It requires the reduction of strategic weapons and launchers. Concerning the former, Russia’s economic anemia is already forcing it into arms reductions. Concerning the latter, Russia already is below the levels the treaty would impose on America.
Deeply informed and rationally skeptical, Sen. Jon Kyl (R-Ariz.) is arguing from the position of increased strength created on Nov. 2: Come January, there will be six more Republican senators. He implicitly — and lucidly — treats Russia itself as of secondary importance in the treaty. He is using his enhanced leverage primarily to increase the administration’s commitment to modernization of the U.S. nuclear arsenal: All nuclear weapons decay, and no U.S. weapon has been tested since 1992.The administration contends that even delaying ratification will reduce Russia’s helpfulness regarding Iran’s nuclear weapons program. This suggests, strangely, that Russia has been significantly helpful. And it assumes, implausibly, that Russia’s interest in preventing neighboring Iran from having nuclear weapons is less than its interest in modifying the strategic arms balance with an America that is no longer a strategic adversary.The administration says ratification is urgent to reinstall verification. But when the previous treaty expired last December, Obama and Russian President Dmitry Medvedev said they would continue in the spirit of the expired treaty. If verification is suddenly increasingly important, is Russia decreasingly trustworthy? When nations are enemies, they use arms negotiations less to mutually limit arms than to channel arms competition in strategically advantageous directions. So real arms control is impossible until it is unimportant. Until, that is, dangers disappear. So, ratification of New START is possible. But to call it urgent is silly; to call it advisable would be premature, pending completion of the Senate’s advise-and-consent role, which should include clarifying stipulations in any ratifying resolution.
At Russia’s insistence, the treaty contains language that some Republicans think does — and the Obama administration insists does not — couple limits on offensive and defensive systems. If it does, Republicans should oppose New START; if the language is, as the administration says, without force, it should be deleted.The impertinence of mere senators modifying their handiwork will scandalize the Cold War arms control clerisy, who are still with us. These custodians of humanity’s salvation, these speakers of an argot (SLBMs, ICBMs, MIRVs, etc.) more arcane to the laity than Latin was to 14th-century peasants, are marvelously unimpressed by the events of 1991. If, when the Soviet Union disappeared, Russia had disintegrated until only the Moscow metropolitan area remained, the clerisy would be earnestly negotiating arms agreements with that city’s police force.In this era of astonishing emerging markets such as China, India and Brazil, Russia is a perverse miracle of arrested development.
America’s domestic policy is bedeviled by reactionary liberalism, whose adherents resist any diminution of any entitlement. Barack Obama’s tumble into a time warp — his overinvestment in an arms agreement with the emaciated Russian bear — proves that reactionary liberalism does not end at the water’s edge.

One EMP burst and the world goes dark

The sky erupts. Cities darken, food spoils and homes fall silent. Civilization collapses.End-of-the-world novel? A video game? Or could such a scenario loom in America's future? There is talk of catastrophe ahead, depending on whom you believe, because of the threat of an electromagnetic pulse triggered by either a supersized solar storm or terrorist A-bomb, both capable of disabling the electric grid that powers modern life.
Electromagnetic pulses (EMP) are oversized outbursts of atmospheric electricity. Whether powered by geomagnetic storms or by nuclear blasts, their resultant intense magnetic fields can induce ground currents strong enough to burn out power lines and electrical equipment across state lines.The threat has even become political fodder, drawing warnings from former House speaker Newt Gingrich, a likely presidential contender.We are not today hardened against this, he told a Heritage Foundation audience last year. It is an enormous catastrophic threat.Meanwhile, in Congress, a Grid Act bill aimed at the threat awaits Senate action, having passed in the House of Representatives.Fear is evident. With the sun's 11-year solar cycle ramping up for its stormy maximum in 2012, and nuclear concerns swirling about Iran and North Korea, a drumbeat of reports and blue-ribbon panels center on electromagnetic pulse scenarios.We're taking this seriously, says Ed Legge of the Edison Electric Institute in Washington, which represents utilities. He points to a North American Electric Reliability Corp. (NERC) report in June, conducted with the Energy Department, that found pulse threats to the grid may be much greater than anticipated.There are some important reasons for concern,says physicist Yousaf Butt of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass. But there is also a lot of fluff.
At risk are the more than 200,000 miles of high-voltage transmission lines that cross North America, supplying 1,800 utilities the power for TVs, lights, refrigerators and air conditioners in homes, and for the businesses, hospitals and police stations that take care of us all.The electric grid's vulnerability to cyber and to other attacks is one of the single greatest threats to our national security, Rep. Ed Markey, D-Mass., said in June as he introduced the bill to the House of Representatives.Markey and others point to the August 2003 blackout that struck states from Michigan to Massachusetts, and southeastern Canada, as a sign of the grid's vulnerability. Triggered by high-voltage lines stretched by heat until they sagged onto overgrown tree branches, the two-day blackout shut down 100 power plants, cut juice to about 55 million people and cost $6 billion, says the 2004 U.S.-Canada Power System Outage Task Force.Despite the costs, most of them from lost work, a National Center for Environmental Health report in 2005 found minimal death or injuries tied directly to the 2003 blackout — a few people died in carbon monoxide poisonings as a result of generators running in their homes or from fires started from candles. But the effects were pervasive: Television and radio stations went off the air in Detroit, traffic lights and train lines stopped running in New York, turning Manhattan into the world's largest pedestrian mall, and water had to be boiled after water mains lost pressure in Cleveland.
Simple physics, big worry
The electromagnetic pulse threat is a function of simple physics: Electromagnetic pulses and geomagnetic storms can alter Earth's magnetic field. Changing magnetic fields in the atmosphere, in turn, can trigger surging currents in power lines.It is a well-understood phenomenon, says Butt, who this year reviewed geomagnetic and nuke blast worries in The Space Review.
Two historic incidents often figure in the discussion:
• On July 9, 1962, the Atomic Energy Commission and the Defense Atomic Support Agency detonated the Starfish Prime, a 1.4-megaton H-bomb test at an altitude of 250 miles, some 900 miles southwest of Hawaii over the Pacific Ocean. The pulse shorted out streetlights in Oahu.
• On March 9, 1989, the sun spat a million-mile-wide blast of high-temperature charged solar gas straight at the Earth. The coronal mass ejection struck the planet three days later, triggering a geomagnetic storm that made the northern lights visible in Texas. The storm also induced currents in Quebec's power grid that knocked out power for 6 million people in Canada and the USA for at least nine hours.
A lot of the questions are what steps does it make sense to take,Legge says. We could effectively gold-plate every component in the system, but the cost would mean that people can't afford the rates that would result to pay for it.The high-altitude nuclear-weapon-generated electromagnetic pulse is one of a small number of threats that has the potential to hold our society seriously at risk,concluded a 2008 EMP Commission report headed by William Graham, a former science adviser to President Reagan.
The terror effect
In the nuclear scenario, the detonation of an atomic bomb anywhere from 25 to 500 miles high electrifies, or ionizes, the atmosphere about 25 miles up, triggering a series of electromagnetic pulses. The pulse's reach varies with the size of the bomb, the height of its blast and design.Gingrich last year cited the EMP Commission report in warning, One weapon of this kind that went off over Omaha would eliminate most of the electrical production in the United States.
But some take issue with that.
You would really need something the size of a Soviet H-bomb to have effects that cross many states, Butt says. The massive Starfish Prime blast, he notes, was at least 70 times more powerful than the atomic bomb detonated over Hiroshima in 1945, and it may have blown out streetlights but it left the grid in Hawaii intact.One complication for rogue nations or terrorists contemplating a high-altitude nuclear blast is that such an attack requires a missile to take the weapon at least 25 miles high to trigger the electromagnetic pulse. For nations, such a launch would invite massive nuclear retaliation from the USA's current stockpile of 5,000 warheads, many of them riding in submarines far from any pulse effects.Any nation giving a terror group an atomic weapon and missile would face retaliation, Butt and others note, as nuclear forensics capabilities at the U.S. national labs would quickly trace the origins of the bomb, Butt says. It would be suicide.
Super solar storm
On the solar front, the big fear is a solar super storm, a large, fast, coronal mass ejection with a magnetic field that lines up with an orientation perfectly opposite the Earth's own magnetic field, says solar physicist Bruce Tsurutani of NASA's Jet Propulsion Laboratory in Pasadena, Calif.Tsuritani and other solar physicists view such an event as inevitable in the next 10 to 100 years.It has to be the perfect storm,Tsuratani says.We are almost guaranteed a very large solar storm at some point, but we are talking about a risk over decades, Butt says. Three power grids gird the continental U.S. — one crossing 39 Eastern states, one for 11 Western states and one for Texas.
Solutions?
In June, national security analyst Steven Aftergood of the Federation of American Scientists described congressional debate over power-grid security as a somewhat jarring mix of prudent anticipation and extravagant doomsday warnings.Although the physics underlying the geomagnetic and nuclear pulses are fundamentally the same, they have different solutions. A geomagnetic storm essentially produces a long-building surge dangerous to power lines and large transformers. A nuclear blast produces three waves of pulses.Limiting the risk from the geomagnetic-storm-type threat involves stockpiling large transformers and installing dampers, essentially lightning rods, to dump surges into the ground from the grid. Even if such steps cost billions, the numbers come out looking reasonable compared with the $119 billion that a 2005 Electric Power Research Institute report estimated was the total nationwide cost of normal blackouts every year.EMP is one of a small number of threats that can hold our society at risk of catastrophic consequences, Graham testified to a congressional committee last year, endorsing such mitigation steps.
Stephen Younger, former head of the Defense Threat Reduction Agency, last year argued against the catastrophic scenarios in his book, The Bomb, suggesting the effects of a pulse would be more random, temporary and limited than Graham and others suggest.The June NERC report essentially calls for more study of the problem, warning of excessive costs to harden too much equipment against the nuclear risk. If there are nuclear bombs exploding, we have lots of really, really big problems besides the power grid,Legge says.

In the video you are about to see, George Soros talks about the creation of a New World Order, he discusses the need for a managed decline of the U.S. dollar and he talks at length of the global need for a true world currency. So just who is George Soros? Well, he is a billionaire philanthropist who came to be known as the Man Who Broke the Bank of England when he raked in a staggering one billion dollars during the 1992 Black Wednesday currency crisis. These days Soros is most famous for being perhaps the most politically active (at least openly) billionaire in the world. His Open Society Institute is in more than 60 countries and it spends approximately $600 million a year promoting the ideals that Soros wants promoted. Soros and his pet organizations have played a key role in quite a few “revolutions” around the globe over the last several decades, but these days the main goal of George Soros is to bring political change to the United States.So exactly what is it that George Soros is trying to accomplish? Well, in a nutshell, what he wants is a Big Brother-style one world government based on extreme European-style socialism, strict population control and the radical green agenda. It would be a world where the state tightly regulates everything that we do for the greater benefit of the environment and of society as a whole.
However, Soros is not the mastermind of the New World Order that some have tried to make him out to be. The truth is that to those in the international banking elite, Soros is considered to be something of a black sheep and an outsider. Much of what Soros is trying to accomplish lines up with the goals of the international banking elite, but what they don’t like is that Soros won’t stop publicly talking about a global currency and a New World Order. Of course the international banking elite very much want a global currency and a New World Order, but what they don’t need is a squeaky wheel like Soros running around drawing unneeded attention to those goals.
Also, Soros does not seem to understand that both sides of the political spectrum in the United States are deeply influenced by the international banking elite. Sadly, the truth is that the same handful of elitist organizations has dominated the cabinets of every single president that we have had since World War II. If you doubt this, just check out how many members of each presidential administration over the last 40 years have belonged to either the Council on Foreign Relations, the Trilateral Commission or the Bilderberg Group. If you have never looked into this before, you will be absolutely shocked. No matter what president we elect, it is always the exact same organizations that always dominate their cabinets.But Soros still seems very much trapped within the left/right paradigm and he seems absolutely obsessed with destroying the Republican Party. For example, Soros spent an insane amount of money attempting to defeat George W. Bush back in 2004. According to the Center for Responsive Politics, George Soros donated $23,581,000 during that election cycle to political organizations that were trying to keep Bush from being reelected.Soros has also been a tremendous backer of Barack Obama, although lately Soros seems a bit disenchanted with him. Through organizations such as the Center for American Progress and MoveOn.org, Soros is constantly trying to influence the state of American politics.So what is George Soros thinking about these days? Did you noticed how uncomfortable Soros was when he was saying the term New World Order? The truth is that he knows exactly what that phrase means. He knows that it is a phrase that he probably shouldn’t say and that will get a lot of attention.
But he said it anyway.Soros also seemed a bit uncomfortable as he discussed an orderly decline of the U.S. dollar.Soros has been saying the the U.S. dollar needs to go down for quite a while now, and he speaks of the coming fall of the dollar as if it is inevitable.The only thing that Soros seems to fear is that the managed decline of the dollar could get out of hand and could lead to global financial chaos.
Soros even had the gall to say that having the dollar be the reserve currency of the world is not in our national interest and that a move to a global currency is a healthy, if painful, adjustment that we are just going to have to endure for the greater good of the world economy.But shouldn’t the American people have something to say about all of this? Perhaps the American people do not want a managed decline of the U.S. dollar.Perhaps the American people do not want any part of a new global currency.Perhaps the American people do not want any part of a New World Order.
But to men like George Soros, it doesn’t really matter what the little people think. In the world that Soros lives in, those with overwhelming amounts of money and power know what is best for the rest of us, and if the little people don’t seem to want to go along initially then public opinion can be bought if you just spend enough money.The sad truth is that we already live in a global economy. Just go into just about any store across the United States and start picking up products to see where they were made. Very few of the things we buy are still made in the United States.Today, labor is a global commodity. American workers must now directly compete for jobs with those making slave labor wages in China and India. The fact that millions of U.S. jobs are being offshored and outsourced does not bother advocates of globalism at all because it is supposedly a beneficial thing for the overall global economy.And most Americans have little to no idea just how much influence international organizations such as the United Nations, the World Bank, the IMF and the WTO have over our daily lives.The truth is that we already live in a world that has been deeply, deeply integrated. As this continues, at some point it will only seem natural for America to agree to a true global currency and full global political integration.Let us hope that day never arrives. Or at least let us hope that the American people wake up enough to not just go passively into a New World Order.A global economy is bad for America and a global government would be really bad for America.But perhaps you disagree. THIRTY years from now, Americans, Japanese, Europeans, and people in many other rich countries, and some relatively poor ones will probably be paying for their shopping with the same currency. Prices will be quoted not in dollars, yen or D-marks but in, let's say, the phoenix. The phoenix will be favoured by companies and shoppers because it will be more convenient than today's national currencies, which by then will seem a quaint cause of much disruption to economic life in the last twentieth century. At the beginning of 1988 this appears an outlandish prediction. Proposals for eventual monetary union proliferated five and ten years ago, but they hardly envisaged the setbacks of 1987. The governments of the big economies tried to move an inch or two towards a more managed system of exchange rates - a logical preliminary, it might seem, to radical monetary reform. For lack of co-operation in their underlying economic policies they bungled it horribly, and provoked the rise in interest rates that brought on the stock market crash of October. These events have chastened exchange-rate reformers. The market crash taught them that the pretence of policy co-operation can be worse than nothing, and that until real co-operation is feasible (i.e., until governments surrender some economic sovereignty) further attempts to peg currencies will flounder.
But in spite of all the trouble governments have in reaching and (harder still) sticking to international agreements about macroeconomic policy, the conviction is growing that exchange rates cannot be left to themselves. Remember that the Louvre accord and its predecessor, the Plaza agreement of September 1985, were emergency measures to deal with a crisis of currency instability. Between 1983 and 1985 the dollar rose by 34% against the currencies of America's trading partners; since then it has fallen by 42%. Such changes have skewed the pattern of international comparative advantage more drastically in four years than underlying economic forces might do in a whole generation. In the past few days the world's main central banks, fearing another dollar collapse, have again jointly intervened in the currency markets (see page 62).(Pg 62 is an advertisment, para 4 says pg 66 j's edit ) Market-loving ministers such as Britain's Mr. Nigel Lawson have been converted to the cause of exchange-rate stability. Japanese officials take seriously he idea of EMS-like schemes for the main industrial economies. Regardless of the Louvre's embarrassing failure, the conviction remains that something must be done about exchange rates.
Something will be, almost certainly in the course of 1988. And not long after the next currency agreement is signed it will go the same way as the last one. It will collapse. Governments are far from ready to subordinate their domestic objectives to the goal of international stability. Several more big exchange-rate upsets, a few more stockmarket crashes and probably a slump or two will be needed before politicians are willing to face squarely up to that choice. This points to a muddled sequence of emergency followed by a patch-up followed by emergency, stretching out far beyond 2018 - except for two things. As time passes, the damage caused by currency instability is gradually going to mount; and the very tends that will make it mount are making the utopia of monetary union feasible.
The new world economy
The biggest change in the world economy since the early 1970's is that flows of money have replaced trade in goods as the force that drives exchange rates. as a result of the relentless integration of the world's financial markets, differences in national economic policies can disturb interest rates (or expectations of future interest rates) only slightly, yet still call forth huge transfers of financial assets from one country to another. These transfers swamp the flow of trade revenues in their effect on the demand and supply for different currencies, and hence in their effect on exchange rates. As telecommunications technology continues to advance, these transactions will be cheaper and faster still. With unco-ordinated economic policies, currencies can get only more volatile. Alongside that trend is another - of ever-expanding opportunities for international trade. This too is the gift of advancing technology. Falling transport costs will make it easier for countries thousands of miles apart to compete in each others' markets. The law of one price (that a good should cost the same everywhere, once prices are converted into a single currency) will increasingly assert itself. Politicians permitting, national economies will follow their financial markets - becoming ever more open to the outside world. This will apply to labour as much as to goods, partly thorough migration but also through technology's ability to separate the worker form the point at which he delivers his labour. Indian computer operators will be processing New Yorkers' paychecks. In all these ways national economic boundaries are slowly dissolving. As the trend continues, the appeal of a currency union across at least the main industrial countries will seem irresistible to everybody except foreign-exchange traders and governments. In the phoenix zone, economic adjustment to shifts in relative prices would happen smoothly and automatically, rather as it does today between different regions within large economies (a brief on pages 74-75 explains how .)(This is incorrect, the hard copy says pg 70-71, see hard copy pdf attachment)
The absence of all currency risk would spur trade, investment and employment. The phoenix zone would impose tight constraints on national governments. There would be no such thing, for instance, as a national monetary policy. The world phoenix supply would be fixed by a new central bank, descended perhaps from the IMF. The world inflation rate - and hence, within narrow margins, each national inflation rate- would be in its charge. Each country could use taxes and public spending to offset temporary falls in demand, but it would have to borrow rather than print money to finance its budget deficit. With no recourse to the inflation tax, governments and their creditors would be forced to judge their borrowing and lending plans more carefully than they do today. This means a big loss of economic sovereignty, but the trends that make the phoenix so appealing are taking that sovereignty away in any case. Even in a world of more-or-less floating exchange rates, individual governments have seen their policy independence checked by an unfriendly outside world. As the next century approaches, the natural forces that are pushing the world towards economic integration will offer governments a broad choice. They can go with the flow, or they can build barricades. Preparing the way for the phoenix will mean fewer pretended agreements on policy and more real ones. It will mean allowing and then actively promoting the private-sector use of an international money alongside existing national monies. That would let people vote with their wallets for the eventual move to full currency union. The phoenix would probably start as a cocktail of national currencies, just as the Special Drawing Right is today. In time, though, its value against national currencies would cease to matter, because people would choose it for its convenience and the stability of its purchasing power. The alternative - to preserve policymaking autonomy- would involve a new proliferation of truly draconian controls on trade and capital flows. This course offers governments a splendid time. They could manage exchange-rate movements, deploy monetary and fiscal policy without inhibition, and tackle the resulting bursts of inflation with prices and incomes polices. It is a growth-crippling prospect. Pencil in the phoenix for around 2018, and welcome it when it comes.

Opinion.GEORGE WILL: Obama’s time-warp focus on the new START treaty

The Framers of the Constitution, a nuisance regretted by most modern presidents, gave the legislative branch — another indignity inflicted on presidents, as they see it — an important role in making foreign policy. The Framers did so by, among other provisions, requiring the consent of two-thirds of the Senate (today, 67 votes) to treaties. The Framers’ wisdom is confirmed by Barack Obama’s impatience with senators reluctant to ratify, during Congress’s lame-duck session, the New START treaty pertaining to Russia’s nuclear weapons.The administration’s ardor for ratification is understandable, as is Russia’s. The president needs a success somewhere; Russia needs psychotherapy. It longs to be treated as what it no longer is, a superpower, and it likes the treaty’s asymmetries.It is more reasonable to worry about the security of Russia’s weapons than about their numbers. New START, however, pertains primarily to the numbers. It requires the reduction of strategic weapons and launchers. Concerning the former, Russia’s economic anemia is already forcing it into arms reductions. Concerning the latter, Russia already is below the levels the treaty would impose on America.
Deeply informed and rationally skeptical, Sen. Jon Kyl (R-Ariz.) is arguing from the position of increased strength created on Nov. 2: Come January, there will be six more Republican senators. He implicitly — and lucidly — treats Russia itself as of secondary importance in the treaty. He is using his enhanced leverage primarily to increase the administration’s commitment to modernization of the U.S. nuclear arsenal: All nuclear weapons decay, and no U.S. weapon has been tested since 1992.The administration contends that even delaying ratification will reduce Russia’s helpfulness regarding Iran’s nuclear weapons program. This suggests, strangely, that Russia has been significantly helpful. And it assumes, implausibly, that Russia’s interest in preventing neighboring Iran from having nuclear weapons is less than its interest in modifying the strategic arms balance with an America that is no longer a strategic adversary.The administration says ratification is urgent to reinstall verification. But when the previous treaty expired last December, Obama and Russian President Dmitry Medvedev said they would continue in the spirit of the expired treaty. If verification is suddenly increasingly important, is Russia decreasingly trustworthy? When nations are enemies, they use arms negotiations less to mutually limit arms than to channel arms competition in strategically advantageous directions. So real arms control is impossible until it is unimportant. Until, that is, dangers disappear. So, ratification of New START is possible. But to call it urgent is silly; to call it advisable would be premature, pending completion of the Senate’s advise-and-consent role, which should include clarifying stipulations in any ratifying resolution.
At Russia’s insistence, the treaty contains language that some Republicans think does — and the Obama administration insists does not — couple limits on offensive and defensive systems. If it does, Republicans should oppose New START; if the language is, as the administration says, without force, it should be deleted.The impertinence of mere senators modifying their handiwork will scandalize the Cold War arms control clerisy, who are still with us. These custodians of humanity’s salvation, these speakers of an argot (SLBMs, ICBMs, MIRVs, etc.) more arcane to the laity than Latin was to 14th-century peasants, are marvelously unimpressed by the events of 1991. If, when the Soviet Union disappeared, Russia had disintegrated until only the Moscow metropolitan area remained, the clerisy would be earnestly negotiating arms agreements with that city’s police force.In this era of astonishing emerging markets such as China, India and Brazil, Russia is a perverse miracle of arrested development.
America’s domestic policy is bedeviled by reactionary liberalism, whose adherents resist any diminution of any entitlement. Barack Obama’s tumble into a time warp — his overinvestment in an arms agreement with the emaciated Russian bear — proves that reactionary liberalism does not end at the water’s edge.

One EMP burst and the world goes dark

The sky erupts. Cities darken, food spoils and homes fall silent. Civilization collapses.End-of-the-world novel? A video game? Or could such a scenario loom in America's future? There is talk of catastrophe ahead, depending on whom you believe, because of the threat of an electromagnetic pulse triggered by either a supersized solar storm or terrorist A-bomb, both capable of disabling the electric grid that powers modern life.
Electromagnetic pulses (EMP) are oversized outbursts of atmospheric electricity. Whether powered by geomagnetic storms or by nuclear blasts, their resultant intense magnetic fields can induce ground currents strong enough to burn out power lines and electrical equipment across state lines.The threat has even become political fodder, drawing warnings from former House speaker Newt Gingrich, a likely presidential contender.We are not today hardened against this, he told a Heritage Foundation audience last year. It is an enormous catastrophic threat.Meanwhile, in Congress, a Grid Act bill aimed at the threat awaits Senate action, having passed in the House of Representatives.Fear is evident. With the sun's 11-year solar cycle ramping up for its stormy maximum in 2012, and nuclear concerns swirling about Iran and North Korea, a drumbeat of reports and blue-ribbon panels center on electromagnetic pulse scenarios.We're taking this seriously, says Ed Legge of the Edison Electric Institute in Washington, which represents utilities. He points to a North American Electric Reliability Corp. (NERC) report in June, conducted with the Energy Department, that found pulse threats to the grid may be much greater than anticipated.There are some important reasons for concern,says physicist Yousaf Butt of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Mass. But there is also a lot of fluff.
At risk are the more than 200,000 miles of high-voltage transmission lines that cross North America, supplying 1,800 utilities the power for TVs, lights, refrigerators and air conditioners in homes, and for the businesses, hospitals and police stations that take care of us all.The electric grid's vulnerability to cyber and to other attacks is one of the single greatest threats to our national security, Rep. Ed Markey, D-Mass., said in June as he introduced the bill to the House of Representatives.Markey and others point to the August 2003 blackout that struck states from Michigan to Massachusetts, and southeastern Canada, as a sign of the grid's vulnerability. Triggered by high-voltage lines stretched by heat until they sagged onto overgrown tree branches, the two-day blackout shut down 100 power plants, cut juice to about 55 million people and cost $6 billion, says the 2004 U.S.-Canada Power System Outage Task Force.Despite the costs, most of them from lost work, a National Center for Environmental Health report in 2005 found minimal death or injuries tied directly to the 2003 blackout — a few people died in carbon monoxide poisonings as a result of generators running in their homes or from fires started from candles. But the effects were pervasive: Television and radio stations went off the air in Detroit, traffic lights and train lines stopped running in New York, turning Manhattan into the world's largest pedestrian mall, and water had to be boiled after water mains lost pressure in Cleveland.
Simple physics, big worry
The electromagnetic pulse threat is a function of simple physics: Electromagnetic pulses and geomagnetic storms can alter Earth's magnetic field. Changing magnetic fields in the atmosphere, in turn, can trigger surging currents in power lines.It is a well-understood phenomenon, says Butt, who this year reviewed geomagnetic and nuke blast worries in The Space Review.
Two historic incidents often figure in the discussion:
• On July 9, 1962, the Atomic Energy Commission and the Defense Atomic Support Agency detonated the Starfish Prime, a 1.4-megaton H-bomb test at an altitude of 250 miles, some 900 miles southwest of Hawaii over the Pacific Ocean. The pulse shorted out streetlights in Oahu.
• On March 9, 1989, the sun spat a million-mile-wide blast of high-temperature charged solar gas straight at the Earth. The coronal mass ejection struck the planet three days later, triggering a geomagnetic storm that made the northern lights visible in Texas. The storm also induced currents in Quebec's power grid that knocked out power for 6 million people in Canada and the USA for at least nine hours.
A lot of the questions are what steps does it make sense to take,Legge says. We could effectively gold-plate every component in the system, but the cost would mean that people can't afford the rates that would result to pay for it.The high-altitude nuclear-weapon-generated electromagnetic pulse is one of a small number of threats that has the potential to hold our society seriously at risk,concluded a 2008 EMP Commission report headed by William Graham, a former science adviser to President Reagan.
The terror effect
In the nuclear scenario, the detonation of an atomic bomb anywhere from 25 to 500 miles high electrifies, or ionizes, the atmosphere about 25 miles up, triggering a series of electromagnetic pulses. The pulse's reach varies with the size of the bomb, the height of its blast and design.Gingrich last year cited the EMP Commission report in warning, One weapon of this kind that went off over Omaha would eliminate most of the electrical production in the United States.
But some take issue with that.
You would really need something the size of a Soviet H-bomb to have effects that cross many states, Butt says. The massive Starfish Prime blast, he notes, was at least 70 times more powerful than the atomic bomb detonated over Hiroshima in 1945, and it may have blown out streetlights but it left the grid in Hawaii intact.One complication for rogue nations or terrorists contemplating a high-altitude nuclear blast is that such an attack requires a missile to take the weapon at least 25 miles high to trigger the electromagnetic pulse. For nations, such a launch would invite massive nuclear retaliation from the USA's current stockpile of 5,000 warheads, many of them riding in submarines far from any pulse effects.Any nation giving a terror group an atomic weapon and missile would face retaliation, Butt and others note, as nuclear forensics capabilities at the U.S. national labs would quickly trace the origins of the bomb, Butt says. It would be suicide.
Super solar storm
On the solar front, the big fear is a solar super storm, a large, fast, coronal mass ejection with a magnetic field that lines up with an orientation perfectly opposite the Earth's own magnetic field, says solar physicist Bruce Tsurutani of NASA's Jet Propulsion Laboratory in Pasadena, Calif.Tsuritani and other solar physicists view such an event as inevitable in the next 10 to 100 years.It has to be the perfect storm,Tsuratani says.We are almost guaranteed a very large solar storm at some point, but we are talking about a risk over decades, Butt says. Three power grids gird the continental U.S. — one crossing 39 Eastern states, one for 11 Western states and one for Texas.
Solutions?
In June, national security analyst Steven Aftergood of the Federation of American Scientists described congressional debate over power-grid security as a somewhat jarring mix of prudent anticipation and extravagant doomsday warnings.Although the physics underlying the geomagnetic and nuclear pulses are fundamentally the same, they have different solutions. A geomagnetic storm essentially produces a long-building surge dangerous to power lines and large transformers. A nuclear blast produces three waves of pulses.Limiting the risk from the geomagnetic-storm-type threat involves stockpiling large transformers and installing dampers, essentially lightning rods, to dump surges into the ground from the grid. Even if such steps cost billions, the numbers come out looking reasonable compared with the $119 billion that a 2005 Electric Power Research Institute report estimated was the total nationwide cost of normal blackouts every year.EMP is one of a small number of threats that can hold our society at risk of catastrophic consequences, Graham testified to a congressional committee last year, endorsing such mitigation steps.
Stephen Younger, former head of the Defense Threat Reduction Agency, last year argued against the catastrophic scenarios in his book, The Bomb, suggesting the effects of a pulse would be more random, temporary and limited than Graham and others suggest.The June NERC report essentially calls for more study of the problem, warning of excessive costs to harden too much equipment against the nuclear risk. If there are nuclear bombs exploding, we have lots of really, really big problems besides the power grid,Legge says.
