Van Rompuy wants clearer hierarchy to deal with future crises
HONOR MAHONY 25.05.2010 @ 17:41 CET
EUOBSERVER / BRUSSELS - European Council President Herman Van Rompuy has said he is looking to establish a clearer hierarchy among the EU institutions and member states to make it easier to deal with any future crises in the eurozone. Mr Van Rompuy, in charge of a task-force looking into the future of economic governance in the EU, said he proposed to its opening meeting last week that informal procedures and informal co-ordination mechanisms be set up to help give some coherence within the EU structure. We are working in order to have some crisis cabinet because we are a lot of players in the field - certainly when you are in crisis - and there is not much hierarchy or organic links between the main players and the main institutions.
Really, this is a problem, he told a gathering organised by European Movement International on Tuesday (25 May).An informal structure could include the European Comission President Jose Manuel Barroso, the head of the European Central Bank Jean-Claude Trichet and Mr Van Rompuy, a source later said. The tentative proposal comes after the EU's often torturous approach to the Greek debt crisis - a protracted response that widened the problem to the eurozone and almost made it a global crisis. As market-induced panic looked set to gain a foothold, and following the intervention of US President Barack Obama, the 16-member eurozone agreed a €750 million EU/IMF package earlier this month. But it is widely agreed that this is only a stop-gap measure and that the EU's budget discipline rules need to be tightened.
Germany, angry at paying the lion's share of the Greek bail-out - a move that is extremely unpopular among ordinary Germans - is leading the calls for a rules change, including a modification of the treaty. But Mr Van Rompuy spoke out against opening a new treaty discussion, saying that there had been too much cavalry to arrive at the Treaty of Maastricht, which paved the way for the single currency, that governments should be wary of re-opening such discussions. Now that we have [the treaty], we should be cautious with it, he said, although he admitted that the Lisbon Treaty only gave limited room for manoeuvre. He is the second EU figure to speak out against treaty change after Mr Barroso forcefully rejected the idea in a newspaper interview.Defending the general response to the crisis, Mr Van Rompuy said it had shown that lessons had been learnt from 1930s.He pointed out that the recession lasted only 12 months in most EU states and that there was no real movement towards protectionism. But the Belgian politician noted that serious errors had been made in the last decade, including letting countries go unpunished for breaching the eurozone rules, ignoring the huge economic divergences between euro states and not acting even though weaker economies had been already showing balance-of-payment problems for several years.
This WEEK in the European Union
HONOR MAHONY 25.05.2010 @ 07:07 CET
EUOBSERVER / WEEKLY AGENDA (23 May - 30 May) - With the Lisbon Treaty not quite a half year in place, academics and journalists will gather in the European Parliament on Tuesday and Wednesday to assess the impact of the new rulebook.Aside from the obvious changes of a beefed up role for the EU foreign policy chief and the creation of a permanent president of the European Council to give a sense of coherency to EU leaders' regular meetings, the most substantial change has been a shift of power to the European Parliament. Gaining co-decision powers in almost all areas of EU policy, MEPs have been quick to either flex their muscles or remind member states that they could make things awkward if they wanted to. Correspondingly, there have been some quiet suggestions that the national governments who spent years negotiating the document never fully realised what they had created in terms of the new balance of power in Brussels. The two-day meeting comes as talk of treaty change is once more in the air with Germany, in particular, pushing for enhanced economic governance rules. On Wednesday, the EU commission will published its long awaited communication on how to tackle failing banks, a regular phenomenon in the wake of the global financial crisis. Internal market commissioner Michel Barnier is to suggest that a mechanism be established to both try and prevent such a fall-out in the future, or, if it should happen, to see that it is not only taxpayers who pay the brunt of the debts.
The same day will see the commission suggest the terms of reference for a future agreement with the US on data protection. The issue has been frequently contentious for Washington and Brussels as both sides squabble over where to put the marker on civil liberties (of paramount importance to the Europeans) and protecting citizens from possible future terrorist attacks.EU climate commissioner Connie Hedegaard will on Wednesday make the case for the EU to go further in its climate change commitments and pledge to reduce CO2 emissions by 30 percent over 1990 levels by 2020. Currently the EU has promised to make a 20 percent reduction by this date. Ms Hedegaard is set to argue that the EU is losing the race - and so the competitive advantage - to develop green technology, while others, such as China, forge ahead.
Mid-week will also see the annual return of the Brussels economic forum where leading politicians and policy-makers gather to discuss how to best deal with the economic and financial questions of the day. Much of the debate is to focus on the EU's flagging economy; the possible introduction of more economic governance in the eurozone and tighter financial regulation. On Friday and Saturday, Czechs head to the polls. Reuters reports that polls indicate a close contest between left- and right-leaning parties perhaps leading to an inconclusive result. A weak three-party centre-right coalition collapsed in March last year and a caretaker government has been in place ever since.

Nato chief tells EU to reach security pact with Turkey
VALENTINA POP 25.05.2010 @ 17:58 CET
EUOBSERVER / BRUSSELS – Nato chief Anders Fogh Rasmussen on Tuesday spelt out the political steps needed in order for the military alliance and the EU to overcome a political deadlock stemming from a long-standing row between Turkey and Cyprus.Mr Rasmussen argued that the EU must move to accommodate Turkish concerns and conclude an security agreement with Ankara. [EU] high representative Catherine Ashton and I have gotten off to a strong start in our co-operation and we both share the view that Nato and the EU need to talk and do more together from planning to procurement to operations, Nato chief Anders Fogh Rasmussen told reporters after co-chairing a joint session of EU and Nato ambassadors with Ms Ashton. The meeting, which was the first since Ms Ashton took office in December last year, was dedicated to the joint operations in Bosnia and Herzegovina, but also touched on broader EU-Nato relations and the changes brought about by the Lisbon Treaty, such as on how information on defence and security matters will be dealt with within EU's new diplomatic service.
Nato and EU diplomats have met informally every three months, but their gatherings have been limited to discussing the practicalities of missions such as the one in Bosnia. Any other issue touching broader inter-institutional relations would have immediately been blocked by Greece or France, who would stress that such matters needed to be discussed together with Cyprus, a member of the EU but not Nato.Mr Rasmussen said he wanted these meetings to take place on a much more regular basis, especially since the new treaty gives the EU and Ms Ashton a more robust foreign policy role.He conceded that the Turkish-Cypriot row, which has been blocking co-operation between the two institutions, is a political complication that won't be cleared overnight, but he spelled out what needed to be done on both sides for this to happen. The dispute over the northern part of Cyprus, which is still occupied by Turkish troops and whose independence is recognised only by Ankara has unsettled EU-Nato relations ever since Cyprus joined the EU in 2004. Ankara has vetoed any attempt at opening access to classified Nato documents to the Greek Cypriot authorities, while Cyprus has been blocking Turkish participation in EU defence activities.Turkey has no access to EU documents relating to military missions, as it is the only Nato member not having signed a security agreement with the 27-strong bloc, precisely because of the Cypriot issue. Additionally, joint procurement initiatives on European level that are co-ordinated by the European Defence Agency are also off-limits.
Speaking frankly, maybe a bit bluntly, the EU must move to accommodate some concerns raised by Nato allies that are not EU members. The EU should include non-EU contributors to the military decision-making process, it should conclude a security agreement with Turkey and an arrangement between Turkey and the European Defence Agency,Mr Rasmussen said. But the former Danish Prime Minister, who admitted he was no diplomat but that this allowed him to speak openly, also conceded steps needed to be taken by his own organisation. On our side, it should be accepted that Cyprus is a country that deserves a seat at the table when we are having a dialogue between the EU and Nato,he said.Just as in past meetings, Cyprus' ambassador to the EU's political and security committee was not invited at the Tuesday gathering, which is based on a series of practical arrangements called the Berlin plus agreements, allowing Nato to offer its technical support to EU-led missions, such as the one in Bosnia. In some European capitals, this bilateral row is already starting to be seen as increasingly embarrassing, especially since more and more EU countries need to slash public spending, with parallel EU and Nato programmes translating into unnecessary additional and costly expenditures.Berlin, for instance, has already been voicing its concern with Greek and Turkish authorities to stop treating each other as if they were still at war over the divided island of Cyprus and cut down their defence budgets. Greece spends more than any other EU member on its military, about €13.4 billion or 5.6 percent of GDP and has recently pledged to bring the figure down to three percent, but only if Turkey does the same.
[Comment] The Blueprint for External Action
ALAIN DELETROZ 12.05.2010 @ 09:27 CET
EUOBSERVER / COMMENT - The debate over the European External Action Service (EEAS) seems to be heating up. When Catherine Ashton discussed her last proposal on the service at the General Affairs Council last week, and obtained member states' political backing for it, there was a feeling that something weighty was on the move in Brussels. It might actually be high time for Europe to show the world it can move on from its internal petty disputes and look at the wider world out there before this very world buries Europe under another financial crisis.Even though little is known yet of the details, immediate critics in the European Parliament and among NGOs have re-iterated their call to keep the area of development outside the reach of the EEAS. Under Ashton's proposal, one could assume that the Common Foreign and Security Policy (CFSP) and most external policy instruments will fall under EEAS, that there will be a secretary general flanked by two under secretaries, and that the service will be divided in three: administration, geographic desks and operations.
But where the existing units of the pre-Lisbon Council secretariat and European Commission will fit exactly in the EEAS structure remains unclear. If the EU wants to be a credible and visible actor on the international stage, the EEAS should be designed in a way to enable the EU to have a common strategy, act quickly and show leadership in its external relations, particularly in the unstable parts of the world. Its structure, its working methods and the qualification of its personnel should be designed in a way that would enable the EU to intervene in a coherent manner throughout the so-called conflict cycle: from conflict prevention through crisis management to reconstruction and development. This would be best achieved in an integrated fashion, bringing together all the existing units and departments dealing with external policies across the EU institutions into one coherent political and operational framework.Ideally, a Directorate General for Peacebuilding and Crisis Management should be created within the service in order to ensure strategic and operational coherence across all EU external actions from short-term crisis management to long-term conflict prevention and peacebuilding. But Ms Asthon and the member states seem not to have favoured such an approach, preferring to have conflict prevention and peacebuilding treated horizontally in the geographical units of the service and crisis management under the direct responsibility of the future under secretary for operations.
The fact that both the Crisis Management, the Crisis Management and Planning Directorate (CMPD) and the Civilian Planning and Conduct Capability (CPCC) will be reporting directly to the high representative might make the strucutre difficult to manage. It might be more efficient to have these two units put under the supervision of the under secretary general for operations. The current European Commission External Relations units for security policy and crisis response and peacebuilding should also join the same cluster. The lack of civilian expertise within the existing crisis management directorate will have to be addressed, including at senior level, considering that the large majority of CSDP missions are civilian in nature. And most crucially, each geographical unit must include staff with requisite knowledge and experience in peacebuilding and conflict prevention.National sensitivities with regard to the role of the EU military personnel and its special relationship with national intelligence services will need to be taken into consideration, keeping military staff as a separate entity, not fully integrated with the rest of the operational structure.A permanent analytical and planning cell, working directly under the secretary general, should then provide the high representative and the full structure with a permanent set of political analysis of the hot spots around the globe. This cell could play the function of early warning covering more the prevention side of the conflict cycle, allowing the High Representative to see a problem coming before it turns too nasty and trigger all the diplomatic and soft power levers at her disposal to influence the situation towards a positive outcome.
If the general lines presented by Ms Ashton to the member states last week go in these directions, one can hope that the main goal set by Lisbon will have been achieved: to get a stronger and more efficient EU on the world stage, and not a weaker one.Polemics around the concrete set-up will certainly go on for a while. Some suggest development ought to be separate from the EEAS, remaining completely within the commission, lest it be politicised. But this argument holds little water: even in the pre-Lisbon set-up, development co-operation always had a political aspect. Arguing that development is an apolitical tool sounds slightly naïve.And the very idea of Lisbon is actually to put the civil servants in the EEAS in a different position. Instead of functioning as administrators in an institution with numerous impenetrable rules, they should be working for a political appointee who, together with the member states, sets political goals and makes sure the machinery behind responds. That will certainly be quite a change of culture for those coming from the commission, but it is a change that is necessary to move the EU away from its bureaucratic procrastination and, yes, into the field of politics. The polemic around development will probably not be the last faultline emerging in the coming weeks as Ashton's proposal moves forwards, and negotiations with the European Parliament continue. But one thing seems reassuring now: Ashton is showing real ambitions for the service. At the beginning of this year, some members of the European
Parliament told her they believed they had more ambitions for her than she actually displayed during her hearings. If she comes out now with a very strong EEAS proposal, let's hope that the voices of these ambitious MEPs back in January will make themselves heard now again, but this time in her favour. The world is burning and Brussels's endless petty disputes certainly contribute to sending a message that the block is actually unstable. Market doubts over eurozone justified, say bankers
ANDREW WILLIS 25.05.2010 @ 17:42 CET
EUOBSERVER / BRUSSELS - Senior European politicians and bankers exchanged sharp words on Tuesday (25 May), with European Commission President Jose Manuel Barroso calling on financial actors to stop obsessing over the region's difficulties. Speaking at a conference in Brussels organised by the commission's economic department, Mr Barroso was highly critical of investors' reactions to the eurozone's ongoing debt crisis.I now see in some market commentary what I would call an obsession with events in Europe, more precisely the euro area, to the exclusion of all else, said the Portuguese politician.A greater sense of perspective would seem warranted. The tough line on investor behaviour was echoed by Spain's finance minister, Elena Salgado, whose country currently holds the EU's rotating six-month presidency. Markets are not efficiently distinguishing the fundamentals in different states, she said. Faced with a massive sell-off of Spanish stocks and those from other peripheral euro area states earlier this month, EU leaders were forced to rapidly cobble together an unprecedented €750 billion support mechanism, together with the IMF, as contagion appeared to be spreading from Greece to the rest of the 16-member club. The drastic step was the latest in a string of European responses stemming from the global financial crisis that compelled governments across the region to pour billions into bank bail-outs and stimulus programmes last year.
That extra spending, combined with falling tax receipts, placed a huge strain on national coffers however, with the vast majority of the EU's 27 member states currently in breach on the union's budgetary rules, known as the Stability and Growth Pact. The rules set deficit limits at three percent of GDP and debt limits at 60 percent of GDP.The deteriorating public finances have led to growing investor caution when buying government debt, a position defended by several representatives at Tuesday's meeting. Marco Annunziata, chief economist with Italy's Unicredit bank, said irrational investor behaviour was more in evidence before the financial crisis, when the rate of interest charged to lend money to different eurozone states reduced to almost nothing, without taking the economic fundamentals in each country into account. But following the onset of the Greek government's debt crisis, investors were no longer looking at the eurozone as one risk level, said Mr Annunziata. It has created an immediate reassessment of risk, said the Italian economist, stressing this was not only among short-term traders but also large institutional investors such as pension funds. His comments were echoed by Vis Shankar, a senior executive with Standard Chartered Bank, who said Asia's more rapid recovery represented its stronger economic position.
Europe's reaction
Europe's reaction to the crisis has been a commission-driven timetable of government deficit cutting measures and calls for tougher EU-wide budgetary rules to prevent future crises materialising. The need for greater economic co-ordination in general has also been held up as an essential complement to the eurozone's monetary union, a point raised by commentators back in the 1990's prior to the single currency's birth. In an ideas paper published earlier this month, the commission suggested the idea of withholding EU funds for states that repeatedly break the region's budgetary rules, while the German government has gone further, raising the prospect of a suspension of council voting rights for ministers from over-spending states traveling to Brussels.European leaders have also tasked European Council President Herman Van Rompuy with chairing a special taskforce to look into the issue. The group will come forward with an interim report before next month's European Summit, before making its final recommendations in October. Investors warn that failure to implement meaningful reforms, including a toughening of the Stability and Growth Pact by stepping up sanctions, will merely result in ongoing market doubts.
Break-down of EU member-state climate-finance pledges revealed
LEIGH PHILLIPS 25.05.2010 @ 17:44 CET
EUOBSERVER / BRUSSELS - A detailed schedule of pledges of early EU funding for dealing with climate change in the developing world reveals that while the EU is on track to meet promises, there is a lack of co-ordination amongst member states, with countries offering what they can, without any overall strategic approach or mechanism to ensure that the funds are delivered - and only 15 member states have made any commitment at all. Some major EU countries, notably Italy, are missing from the list of countries that have given notice of their climate finance offers.A Spanish EU presidency document drawn up in February and seen by EUobserver suggests good news for the EU insofar as the figures add up to just over €7.3 billion over the next three years, slightly above the originally promised €7.2 billion. However, the document only contains information on pledges from 15 of the EU's 27 member states. It is understood that this was the total of EU commitments that had been submitted before the document was filed away.Twelve member states mostly from eastern Europe, Poland, Estonia, Bulgaria, Romania, Cyprus, Malta, Slovakia and Slovenia - but also Portugal. Greece, Luxembourg and major EU economy Italy - do not appear on the list.Figures range from a total of €30,000, or €10,000 a year from cash-strapped Latvia, to €2.349 billion from the UK, almost as much as what France and Germany combined have said they will stump up: €1,260 billion a piece.Other top-ranking donors include Sweden, on €800 million over three years, the Netherlands, on €410 million over the same period, Spain on €375 million and Denmark, who chaired the UN climate process last year, on €220 billion.
Austria has committed €120 million, Belgium €150 million, Finland €110 million and Ireland €100 million. The Czechs have said they can give €12 million, the Hungarians €6 million and the Lithuanians €3 million. However, Lithuania's commitment depends on the country's financial situation, and the UK's pledge depends on internal spending reviews. Prague's promise of funds also depends on the results of the parliamentary elections this month.
In addition, the European Commission itself has committed €150 million.
Furthermore, while most of the sums are to be in the form of grants, France, the UK and Hungary want the monies be a mix of grants and loans. France for its part would not like to see the break-down of which countries receive what amounts as it will highlight huge differences between countries and open the door to criticisms, according to the document. At last December's UN climate summit in Copenhagen, rich countries agreed to mobilise $100 billion in long-term climate financing by 2020, although the amount of new money coming from public funds would amount to between between €22 and €50 billion of this. The World Bank for its part has suggested that the cost for developing countries to deal with climate change and reduce emissions will amount to some $400 billion annually by 2020.But as a trust-building exercise before these larger sums were able to be put on-stream, they agreed to fast-track financing of $10 billion a year from 2010-2012, totalling $30 billion. The EU was to pay its ‘fair share' of this, coming to €2.4 billion a year and totalling €7.2 billion over the three-year period.

NKorea cuts ties with South, raises war rhetoric By HYUNG-JIN KIM, Associated Press Writer – Tue May 25, 3:45 pm ET
SEOUL, South Korea – Relations on the divided Korean peninsula plunged to their lowest point in a decade Tuesday when the North declared it was cutting all ties to Seoul as punishment for blaming the communists for the sinking of a South Korean warship. The announcement came a day after South Korea took steps that were seen as among the strongest it could take short of military action. Seoul said it would slash trade with the North and deny permission to its cargo ships to pass through South Korean waters. It also resumed a propaganda offensive — including blaring Western music into the North and dropping leaflets by balloon.North Korea said it was cutting all ties with the South until President Lee Myung-bak leaves office in early 2013, the official Korean Central News Agency said in a dispatch monitored in Seoul late Tuesday. The North's Committee for the Peaceful Reunification said it would expel all South Korean government officials working at a joint industrial park in the northern border town of Kaesong, and South Korean ships and airliners would be banned from passing through its territory. The North's committee said it would start all-out counterattacks against the South's psychological warfare, and called its moves the first phase of punitive measures against Seoul, suggesting more action could follow.
Earlier Tuesday, one Seoul-based monitoring agency reported that North Korea's leader ordered its 1.2 million-member military to get ready for combat. South Korean officials could not immediately confirm the report, and its military said it had no indication of unusual activity by North Korea's military. North Korea often issues fiery rhetoric and regularly vows to wage war against South Korea and the U.S.South Korea wants to bring North Korea before the U.N. Security Council over the sinking, and has U.S. support. U.S. Secretary of State Hillary Rodham Clinton was to visit South Korea on Wednesday.Clinton was in Beijing on Tuesday, wrapping up two days of intense strategic and economic talks with China, which responded coolly to U.S. appeals that it support international action against North Korea over the warship sinking. The North and South have technically remained at war since the 1950-53 Korean War ended with an armistice rather than a peace treaty.Tensions have risen since last week, when a team of international investigators concluded that a torpedo from a North Korean submarine tore apart the Cheonan warship on March 26, killing 46 South Korean sailors. The North flatly denies involvement in the sinking of the Cheonan, one of the South's worst military disasters since the Korean War, and has warned that retaliation would mean war.South Korea's Unification Ministry said it had no immediate comment on the North Korean statement on cutting ties. However, spokeswoman Lee Jong-joo that although the North was expelling eight South Korean officials from the Kaesong complex, some 800 South Korean company managers and workers will remain. Yonhap news agency said that suggested the North had no intention of completely shutting down the Kaesong park, as South Korea also decided to keep the complex intact.
The U.S. and South Korea are planning two major military exercises off the Korean peninsula in a display of force intended to deter future aggression by North Korea, the White House said. The U.S. has 28,500 troops in South Korea. In Washington, State Department spokesman P.J. Crowley said it was odd that North Korea would sever ties to the South, given the precarious state of the North Korean economy.I can't imagine a step that is less in the long-term interest of the North Korean people than cutting off further ties with South Korea, he said.U.N. Secretary-General Ban Ki-moon said Monday he expects the Security Council to take action against North Korea, but China — North Korea's main ally and a veto-wielding council member — has so far done little but urge calm. North Korea is already subject to various U.N.-backed sanctions following earlier nuclear and missile tests.Susan Rice, the U.S. ambassador to the United Nations, said Tuesday that the U.S. was waiting for Seoul to decide when and how it will bring the issue to the council. South Korea is not expected to go to the council until after visits to Seoul by Clinton on Wednesday and Chinese Prime Minister Wen Jiabao on Friday, a U.N. diplomat familiar with the issue said Tuesday, speaking on condition of anonymity because of the sensitivity of the contacts. In Beijing, Clinton said she had very productive and very detailed discussions with Chinese officials but could not say if any progress had been made in convincing the Chinese to back U.N. action. We know this is a shared responsibility, and in the days ahead we will work with the international community and our Chinese colleagues to fashion an effective, appropriate response, she told reporters. Her Chinese counterpart in the discussions merely repeated his government's standard line.Relevant parties should calmly and appropriately handle the issue and avoid escalation of the situation, Chinese State Counselor Dai Bingguo said.
As part of its propaganda offensive, South Korea's military resumed radio broadcasts airing Western music, news and comparisons between the South and North Korean political and economic situation late Monday, according to the Joint Chiefs of Staff. The military also planned to launch propaganda leaflets by balloon and other methods on Tuesday night to inform North Koreans about the ship sinking. South Korea also will install dozens of loudspeakers and towering electronic billboards along the heavily armed land border to urge communist soldiers to defect. On Tuesday, North Korean state media cited the powerful National Defense Commission as saying the North's soldiers and reservists were bracing to launch a sacred war against South Korea. The North's military also claimed Tuesday that dozens of South Korean navy ships violated the countries' disputed western sea border this month and threatened to take practical military measures in response. North Korea put its army on high alert following a November sea battle with South Korea near where the Cheonan went down in March. The Koreas also fought bloody maritime skirmishes in the disputed area in 1999 and 2002. Relations are at their lowest point since a decade ago, when South Korea began reaching out to the North with unconditional aid as part of reconciliation efforts. Lee has taken a harder line since taking office in 2008, and the South has suspended aid. Seoul-based North Korea Intellectuals Solidarity said Tuesday that North Korean leader Kim Jong Il last week ordered his military to get ready for combat. The group, citing unidentified sources in North Korea, said the order was broadcast last Thursday on speakers installed in each house and at major public sites throughout the country. Associated Press writers Sangwon Yoon in Seoul, Matthew Lee in Beijing, and Edith M. Lederer at the United Nations, and AP photographer Jin-man Lee in Seoul contributed to this report.
Time For Real Action Against North Korea
By Joseph A. Klein Tuesday, May 25, 2010 CANADA FREE PRESS
Tensions are rising in the Korean Peninsula, following confirmation by international investigators that North Korea torpedoed a South Korean ship in March, killing 46 sailors which were South Korea’s worst military fatalities since the Korean War ended in 1953. South Korean President Lee Myung-bak vowed to cut off nearly all trade with North Korea and to deny North Korean merchant ships permission to use South Korean sea lanes. South Korea also plans to broadcast propaganda messages into the North and to drop leaflets by air. The United States is planning joint military exercises with South Korea in a show of resolve.China does not want to do anything that might further inflame the situation, while its friends in North Korea are talking about going to war. As for the United Nations, Secretary General Ban Ki-moon told reporters at his monthly press conference at UN headquarters in New York that the evidence laid out in the report of the international investigators is overwhelming and deeply troubling.Ban Ki-moon expressed his grave concerns, not only on behalf of the United Nations but also personally as a South Korean citizen. I have a very strong attachment and even a sense of responsibility,he told reporters. Now, serving as Secretary-General, this is most troubling for me to see what is happening in the Korean Peninsula - that’s my motherland. The Secretary General said that the Security Council will be conferring on what appropriate measures to take against the rogue regime. What that means is anyone’s guess, since China will most likely use its veto power to make sure that North Korea gets no more than another slap on the wrist following the ineffective sanctions imposed after North Korea’s missile and nuclear arms testing.
China’s solicitude for North Korea should not be surprising, considering that China has been North Korea’s largest trading partner and supplier of assistance (through subsidized trade and direct transfers). Moreover, as pointed out by the Congressional Research Service, Beijing values North Korea as a buffer between the democratic South Korea and the U.S. forces stationed there, as a rationale to divert U.S. and Japanese resources in the Asia Pacific toward dealing with Pyongyang and less focused on the growing military might of China. For its part, the United Nations itself is still throwing North Korea a lifeline, so to speak. Irrespective of its government’s aggressive actions, humanitarian aid to North Korea will continue, promised Ban Ki-moon. He emphasized the needs of the malnourished children, calling them the leaders of our future generations. After his formal news conference was over, I approached the Secretary General and asked him what level of confidence he had that the humanitarian aid would actually reach the people in North Korea who needed it. I reminded him how previous aid projects to help the people sponsored by the United Nations Development Programme had failed. All that Ban Ki-moon could say in response was that We have to try.
The North Korean regime has a habit of raiding the UN piggybank
Unfortunately, it is a doomed effort. The North Korean regime has a habit of raiding the UN piggybank. For example, it convinced the United Nations Development Program (UNDP) to provide hard currency payments without any safeguards. Those funds ended up lining the dictator Kim Jong-Il’s pocket. At least $20 million was transferred from the UNDP directly to the North Korean regime for so-called development projects. The UNDP enabled North Korea to use UN-affiliated accounts to launder money and to import dual-use technology. As a consequence of this scandal, the UNDP had shut down its North Korea operations, but has since decided to resume them. The terrible malnutrition that Ban Ki-moon laments is a direct result of the regime’s cruel neglect and mismanagement. It lets its people suffer from severe food shortages and a near-total breakdown in the public health system while it squanders money on nuclear arms and missiles. The UN’s World Health Organization has managed to get some limited rations delivered to less than a third of the neediest people. While the World Health Organization claims it has international staff monitoring distribution of food aid, reports have surfaced that people getting food are giving it back to the government. As long as this closed regime stays in power, there is little the United Nations can do to really break through and reach the imprisoned population with humanitarian aid, even with the best of intentions. The aid will be squandered by Kim Jong-Il and his henchmen, as it has done before with development assistance. The UN is simply enabling the government to continue to survive. The back of this regime must be broken by strangling its economy and quarantining entry and exit of ships to and from North Korean ports suspected of carrying nuclear or other military equipment and materials. There is no other way to save its people.
Article Seven of the Rome Statute of the International Criminal Court defines various categories of acts that constitute crimes against humanity including murder, extermination, enslavement, deportation or forcible transfer of population, imprisonment, torture, rape, sexual slavery or enforced prostitution, persecution and enforced disappearance of persons. North Korea is guilty of virtually all of these horrendous crimes against its own people, yet nothing is being done to hold its leaders to account. Even if the International Criminal Court should take some action against the North Korean regime, it will mean nothing. Kim Jong-Il need only look at what is happening with Sudan’s Omar Hassan al-Bashir as an example. The Court issued a warrant for al-Bashir’s arrest more than a year ago on charges of war crimes and crimes against humanity in Darfur. Not only is al-Bashir still free, but he will be serving yet another term as president. Two top UN officials in Sudan are even planning to attend his inauguration ceremony! Decisive action against North Korea, beyond what the United Nations is capable of doing, is needed immediately. Will the world’s democracies finally have the courage it takes to put this aggressive dictatorship in its place once and for all? So far, it does not look promising.

ISAIAH 30:10-15
10 Which say to the seers, See not; and to the prophets, Prophesy not unto us right things, speak unto us smooth things, prophesy deceits:
11 Get you out of the way, turn aside out of the path, cause the Holy One of Israel to cease from before us.
12 Wherefore thus saith the Holy One of Israel, Because ye despise this word, and trust in oppression and perverseness, and stay thereon:
13 Therefore this iniquity shall be to you as a breach ready to fall, swelling out in a high wall, whose breaking cometh suddenly at an instant.
14 And he shall break it as the breaking of the potters’ vessel that is broken in pieces; he shall not spare: so that there shall not be found in the bursting of it a sherd to take fire from the hearth, or to take water withal out of the pit.
15 For thus saith the Lord GOD, the Holy One of Israel; In returning and rest shall ye be saved; in quietness and in confidence shall be your strength: and ye would not.
16 But ye said, No; for we will flee upon horses; therefore shall ye flee: and, We will ride upon the swift; therefore shall they that pursue you be swift.
REVELATION 11:1-2
1 And there was given me a reed like unto a rod: and the angel stood, saying, Rise, and measure the temple of God, and the altar, and them that worship therein.
2 But the court which is without the temple leave out, and measure it not; for it is given unto the Gentiles: and the holy city shall they tread under foot forty and two months.

13 Even he shall build the temple of the LORD; and he shall bear the glory, and shall sit and rule upon his throne; and he shall be a priest upon his throne: and the counsel of peace shall be between them both.
ISAIAH 60:9-10
9 Surely the isles shall wait for me, and the ships of Tarshish first, to bring thy sons from far, their silver and their gold with them, unto the name of the LORD thy God, and to the Holy One of Israel, because he hath glorified thee.
10 And the sons of strangers shall build up thy walls, and their kings shall minister unto thee: for in my wrath I smote thee, but in my favour have I had mercy on thee.
ISAIAH 2:1-5
1 The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem.
2 And it shall come to pass in the last days, that the mountain of the LORD's house shall be established in the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it.
3 And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem.
4 And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more.
5 O house of Jacob, come ye, and let us walk in the light of the LORD.
MARK 11:9-10,15-17
9 And they that went before, and they that followed, cried, saying, Hosanna; Blessed is he that cometh in the name of the Lord:
10 Blessed be the kingdom of our father David, that cometh in the name of the Lord: Hosanna in the highest.
15 And they come to Jerusalem: and Jesus went into the temple, and began to cast out them that sold and bought in the temple, and overthrew the tables of the moneychangers, and the seats of them that sold doves;
16 And would not suffer that any man should carry any vessel through the temple.
17 And he taught, saying unto them, Is it not written, My house shall be called of all nations the house of prayer? but ye have made it a den of thieves.

Excitement on Temple Mount as Rabbi Prostrates Himself
by Gil Ronen MAY 25,10
A large group of hareidi-religious Jews ascended the Temple Mount Tuesday and received friendly service from the police there – unlike the harsh police treatment that Jews typically receive on the Mount in recent years. One of the Jews was even allowed to fully prostrate himself in prayer, facing in the direction of the location of the ancient Temple – which is now occupied by a Muslim mosque.Unlike previous Jewish ascensions to the Mount in the recent past, and in contrast to this group's last ascension on Passover, in which their entry to the Mount was blocked, police on the Mount were courteous and friendly. The group was allowed in promptly upon arrival and without delays. They were gripped by excitement when one of the rabbis prostrated himself facing the presumed location of the Temple's Holy of Holies in ancient times. Police allowed this religious act as well.Jews are usually forbidden from openly praying or even mumbling prayers on the Mount, as part of an Israeli policy of complying with Muslim Wakf's demands in this matter. It is not completely clear whether the friendly police attitude Tuesday was a fluke or a sign of changing attitudes.Temple Mount activist Yosef Rabin told Arutz Sheva that the event is a significant one. There has been a long running effort to bring hareidim to the Mount and now it is starting to take root, he said.
Rabin noted that ever since the liberation of the Mount in 1967, hareidi-religious Jews have usually preferred to avoid ascending it, and that the ones who went up to the holy site were Jews of the national-religious ilk. However, he said, the image of the type of people that go to the Mount is starting to crack. It seems that everyone has followed the hareidi lead when it comes to Har HaBayit [Temple Mount], and now that hareidim are starting to go, we might start seeing a tremendous wave of all types. Most of the renowned hareidi rabbis are against going up on the mountain, as was Rav Avraham Shapira zt'l of the zionist flagship Merkaz Harav Yeshiva, for fear of treading in places that are forbidden. The group of Jews was led by Rabbi Yitzchak Brand of the city of Emanuel and Rabbi Yisrael Ariel of the Temple Institute in Jerusalem. The rabbis say they intend to bring ever-larger groups of Jews to the Mount with the purpose of eventually holding a Passover sacrifice there. In ancient times, Jews who ascended the Mount fully prostrated themselves as part of the prayers there. The regular Jewish prayer services in synagogues include several instances of bowing in the direction of the synagogue's Torah Ark, and partial prostration is carried out on some holidays.
Hitler Fashion Billboards Outrage Italians
by Tzvi Ben Gedalyahu MAY 25,10
Italians are furious over an image of a pink-clad Adolf Hitler on billboards promoting a fashion campaign in Sicily, Italy, where World War II partisans fought fascism. One giant picture of Hitler shows the architect of the plan to exterminate Jews with a heart on the same place on his arm where a swastika band was worn. The slogan on the billboard states, Change Your Style. Don't Follow Your Leader. The promotion campaign also will soon place Chinese Communist leader Mao Zedong on billboards. The advertising agency behind the campaign said the message was misunderstood and that the idea was to ridicule the Nazi dictator and not to make his war crimes seem unimportant. The intention was to incite young people to follow their own style and not to be conditioned by leaders,ad agency director Daniele Manno told Italian media
Ottavio Terranova, the leader of the local Partisans Association, stated, We do not understand how the city authorities could have allowed such a billboard to be installed. The posters are a serious offense against all those who fought fascism, and violate our democratic and constitutional principles. The partisans fought in the Italian resistance movement during the reign of Italian dictator Mussolini, who was allied with Nazi Germany. It is time to kiss off the UN By Laurie Roth May 25,10
The U.N. is mostly anti Semitic, anti American and anti Sovereignty. They are universalistic, controlling, greedy and a master at redistributing wealth. Even with the largely socialist, Islamic push, directing the focus and decisions of the UN, we still give them 3 billion a year with all the money we don’t have. Are we dummer than posts? There are numerous take over and money making schemes the UN continues to develop and build, such as the Convention on the Rights of the Child (UNCRC). Hillary and other progressives in congress have long wanted this one, which would shred parent’s rights, making them submit to UN, international protocol. Spanking would be a crime and parents would no longer be raising their kids with their own rules. We also are seeing the continued push for the Law of the Sea Treaty, where the UN would control rules on the water ways of the world. Former President Bush already placed us under the power of the UN assuming a health or flu outbreak. We saw the circus of distorted drama with the UN, through the World Health Organization, regarding the Avian flu and Swine flu. It was practically the end of the world, with emergency talks of vaccines, some forced, and fear of the virus mutating, creating a police state coming to control us……for health reasons of course. We saw the UN throw out its hands of control and greed at the Climate Summit in Copenhagen in 2009. Obama bit right in and committed many billions of dollars from the US for the mythological climate control needs of the world. Once again, our sovereignty is insulted and forced to submit, all based on mad magazine science.
The take over of America continues with the UN arms treaty.Obama and Hillary have said from 2009 onward that they intend to reverse the Bush policy regarding arms control. The U.S. is now moving forward on talks to regulate arms sales, assuming a model of consensus is allowed. If kicked in, this would regulate, manipulate and certainly control arms shipments we do abroad to countries or regions the UN calls troubled or dangerous. How long do you think it would be for the largely Islamically controlled UN would challenge the U.S. giving arms and ammunition to Israel? After all they are viewed as oppressive and troubling by the UN. How long do you think a signed gun treaty like this would transform itself into seizing and controlling US gun makers, gun show rules and gun owners? Our U.S. sovereignty is aggressively under assault by the Obama administration, this congress and the UN. What about the power of Treaties? The U.S. Constitution states in Article VI:This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.Thankfully, a President can’t just sign onto a Treaty and make it the law. 2/3 of the Senate has to sign on to this. Chillingly, our President and 66 Senators could repeal whatever part of our Constitution they feel like. Let that sink in a minute with someone like Obama in the White House. It is time to get out of the UN, save 3 billion a year, reign in our sovereignty and get our priorities straight again. No climate treaties! No gun control treaties!
No children’s rights treaties! No health and flu treaties! No control of the sea treaties!……and we have been paying them for decades to do this to us??? It is time to take our toys and go home.

Strong quake shakes south Japan; no tsunami alert
MAY 26,10
TOKYO – A strong earthquake shook southern Japan on Wednesday, but authorities said no tsunami was expected and there were no immediate reports of damage or injuries.
The Meteorological Agency said the quake registered a preliminary magnitude of 6.1, while the U.S. Geological Survey measured it at 6.4. It occurred off the coast of Minamidaito island, near Okinawa, about 1,000 miles (1,600 kilometers) southwest of Tokyo. The quake's center was about six miles (10 kilometers) below the sea surface.
The Meteorological Agency did not issue a tsunami alert.Police official Shimpachi Higashizato said there were no immediate reports of injury or damage from the quake, which struck at about 5:53 p.m., adding that he only felt minor shaking at his office in Naha on the main Okinawa island, about 230 miles (375 kilometers) west of the epicenter.I would think any damage from a quake this size is unlikely, he said.
Japan is one of the world's most earthquake-prone countries. In 1995, a magnitude-7.2quake in the western port city of Kobe killed 6,400 people.

Girl killed by tornado in Germany
Tue May 25, 9:34 am ET
BERLIN – Police say a 6-year-old girl has died of injuries sustained when a tree fell on the car she was traveling in as a rare tornado ripped through eastern Germany.Police spokesman Wolfgang Kiessling in Dresden said Tuesday the girl was taken to the hospital late Monday where she died of her injuries.Three other people in the village of Grossenhain also were injured.Firefighters and emergency assistance crews were helping to clear fallen trees from roads and railway tracks on Tuesday as residents in the state of Saxony took stock after the storm that tore roofs off houses and scattered debris. There was no estimate on the amount of damage.
Floods kill 115 in southern China
Tue May 25, 12:19 am ET
BEIJING – A torrent of floods caused by heavy storms have killed 115 people in southern China, with 21 people still missing as weather reports show rains beginning to subside.Emergency rescue teams have been dispatched across southern China to help the 685,000 people evacuated as a result of the flooding, which has caused $2.2 billion in damages, a statement on the Ministry of Civil Affairs website said. But one official said Tuesday that the worst may be over. The rain was pretty severe earlier, but now the weather is improving, said the official surnamed Chen who answered the phone at the Hunan Water Bureau information office. Like many Chinese officials he would give only his surname.China's rainy season, which began this month, follows the worst drought in a century for southern China's Yunnan, Guizhou, Guangxi regions. The drought affected 61 million people, leaving millions without drinking water and 12 million acres (about 5 million hectares) left barren since last year. The floods hit 13 provinces, including Guangdong, Sichuan and Zhejiang, and damaged more than 80,000 homes and affected more than 10 million people, said a statement posted on the State Flood Control and Disaster Relief Headquarters website.
China's huge land mass means severe storms can cause floods in one region, while other parts of the country can experience drought.

BP still deciding whether to pump mud to stop oil By GREG BLUESTEIN and MIKE BAKER, Associated Press Writer - MAY 26,10
COVINGTON, La. – BP was still running tests and expected to decide Wednesday morning if it will go ahead with an effort to choke off its oil gusher at the bottom of the Gulf of Mexico by force-feeding it heavy drilling mud and cement, Chief Executive Tony Hayward said.Hayward told NBC's Today show that if he gives the green light, he expected the top kill procedure to happen Wednesday. The top kill involves pumping enough mud into the gusher to overcome the flow of the well, which has leaked millions of gallons of oil into the water since an April 20 rig explosion. Engineers then plan to follow it up with cement that the company hopes will permanently seal the well.I have to say that it will be a day or two before we can have certainty that it's worked. Hayward said on NBC. He said pressure tests ahead of the procedure continued through the night and he would review the results before deciding whether to go ahead. The top kill has been successful in aboveground wells but has never been tried a mile beneath the sea. Hayward earlier pegged its chances of success in this case at 60 percent to 70 percent. It is the company's latest effort to stem the spill and comes as politicians and Gulf residents are losing patience with the company over several failed attempts to stop the leak.
At least 7 million gallons of crude have spilled into the sea, fouling Louisiana's marshes, coating birds and other wildlife and threatening livelihoods from fishing and tourism. We want what everybody wants — to stop the flow at the source as quickly as possible, said BP PLC spokesman John Curry. We understand the frustration and we just want to bring this to closure.BP said those who want can watch the procedure online. Live video of the leak has been available for the past few days, and BP said that it will continue throughout the procedure. The attempt comes as more hearings this week focused on what led to the April 20 explosion aboard the Deepwater Horizon that killed 11 workers and triggered the catastrophe.Senior managers from Transocean Ltd., which owned the rig, were complaining that day that BP was taking shortcuts by replacing heavy drilling fluid with seawater in the well, according to sworn testimony by Truitt Crawford, a rig roustabout. BP was leasing the rig and is responsible for stopping the leak and the cleanup. The seawater was being used in preparation for dropping a final blob of cement into the well as a temporary plug for the pipe. Workers had finished pumping the cement into the exploratory well to bolster and seal it against leaks until a later production phase.
Crawford said seawater would provide less weight to contain surging pressure from the ocean depths. His testimony was expected to be part of a hearing in New Orleans. A BP spokesman declined to comment on what he said.Dozens of worker statements obtained by The Associated Press describe the hours and minutes before the sudden, violent blowout and many said they were concerned about the pressure coming from below. And tests within an hour of the blast indicted the pressure was building, according to a congressional memo about new warning signs that a BP investigation indicated. The buildup was an indicator of a very large abnormality, in the well, BP's investigator indicated.Still, the rig team was satisfied that another test was successful and resumed adding the seawater, said the memo by U.S. Reps. Henry Waxman and Bart Stupak to members of the Committee on Energy and Commerce, which is investigating what went wrong. There were other warning signs of problems included an unexpected loss of fluid from a pipe known as a riser five hours before the explosion, which could have indicated a leak in the blowout preventer, the memo said. The blowout preventer is designed to shut down the well in case of an emergency. BP has cited its failure as a contributor to the blast.Plugging the leak, however, was expected to be the focus Wednesday 50 miles off the Louisiana coast.
If all goes as planned, engineers will pump fluid twice as dense as water from two barges into two 3-inch-wide lines that will feed it into the blowout preventer. Crews plan to pump it in at a rate of 1,680 to 2,100 gallons per minute in hopes of counteracting the upward pressure of the oil gushing to the surface. They stockpiled some 50,000 barrels of the heavy mud, a manufactured substance that resembles clay.
Bob Bea, an engineering professor at the University of California at Berkeley, said the procedure carries a high risk of failure because of the velocity at which the oil may be spewing. I certainly pray that it works, because if it doesn't there's this long waiting time before BP can dig relief wells that would cut off the flow, Bea told the AP. Wells said it could take anywhere from a few hours to two days to determine whether the top kill is working. President Barack Obama could get the results in person. He prepared to head to the Gulf on Friday to review efforts to halt the contaminating crude that scientists said seems to be growing significantly darker, from what they can see in the underwater video. It suggests that heavier, more-polluting oil is spewing out. Ahead of his trip, Obama planned to address an Interior Department review of offshore drilling that's expected to recommend tougher safety protocols and inspections for the industry, according to an administration official. The official spoke on condition of anonymity ahead of the public release Thursday of the findings of the 30-day review Obama ordered after the spill. A new report from the Interior Department's acting inspector general alleged that drilling regulators have been so close to oil and gas companies they've been accepting gifts including hunting and fishing trips and even negotiating to go work for them. The Interior Department's acting inspector general, Mary Kendall, said her report began as a routine investigation. Unfortunately, given the events of April 20 of this year, this report had become anything but routine, and I feel compelled to release it now,she said. Her biggest concern is the ease with which minerals agency employees move between industry and government, Kendall said. While no specifics were included in the report, we discovered that the individuals involved in the fraternizing and gift exchange — both government and industry — have often known one another since childhood,Kendall said. Associated Press writers Mike Kunzelman in New Orleans, Jeff Donn in Boston, Ben Evans, Ben Feller, Fred Frommer and Erica Werner in Washington, and Holbrook Mohr in Jackson, Miss., contributed to this story.
5 weeks of gushing oil: Top kill plug readied By MATTHEW DALY, Associated Press Writer - MAY 25,10
WASHINGTON – Marking five disastrous weeks, BP readied yet another attempt to slow the oil gushing into the Gulf on Tuesday as a federal report alleged drilling regulators have been so close to oil and gas companies they've been accepting gifts and even negotiating to go work for them.President Barack Obama prepared to head to the Gulf on Friday to review efforts to halt the millions of gallons of contaminating crude, while scientists said underwater video of the leak showed the plume growing significantly darker, suggesting heavier, more-polluting oil is spewing out.BP's next effort to stop the damaged oil well, perhaps Wednesday, will be to force-feed heavy drilling mud and cement into the well to plug it up. The tactic, called a top kill, has never been tried a mile beneath the sea, and company executives estimate its chances of success at 60 to 70 percent. Also on Tuesday, in Jackson, Miss., 11 men who died in the April 20 rig explosion were honored at a somber memorial service with tributes from country music stars and drilling company executives. This is the one of the most difficult days for many of us here. But for the families of our 11 lost colleagues, this is just another of many difficult days, said Steven Newman, CEO of Transocean Ltd., the Swiss-based owner of the Deepwater Horizon rig.In Washington, Interior Secretary Ken Salazar said he has been laboring to root out problems at the agency that regulates offshore drilling. And the Justice Department said it will take all appropriate steps to ensure that those responsible for the disastrous blowout and oil spill are held accountable. On Capitol Hill, lawmakers continued feuding over a law that caps oil spill liability at $75 million for economic damages beyond direct cleanup costs. Democrats have tried to pass a bill raising the limit to $10 billion but have been blocked by Republicans.
A new report from the Interior Department's acting inspector general found that an inspector for the Minerals Management Service, which oversees drilling, admitted using crystal methamphetamine and said he might have been under the influence of the drug at work. The report cited a variety of violations of federal regulations and ethics rules at the agency's Louisiana office. Previous inspector general investigations have focused on inappropriate behavior by the royalty-collection staff in the agency's Denver office. The report adds to the climate of frustration and criticism facing the Obama administration, although it covers actions before the spill. Millions of gallons of oil are gushing into the Gulf, endangering wildlife and the livelihoods of fishermen, as scrutiny intensifies on a lax regulatory climate. In a letter to Sen. Barbara Boxer, D-Calif., Assistant Attorney General Ronald Weich said he could not confirm or deny a criminal investigation was under way, but he said a team of investigators has been in the Gulf for three weeks. Justice lawyers have been meeting state officials and federal prosecutors to assure a coordinated effort, Weich said. The Interior Department's acting inspector general, Mary Kendall, said her report began as a routine investigation.Unfortunately, given the events of April 20 of this year, this report had become anything but routine, and I feel compelled to release it now, she said. Her biggest concern is the ease with which minerals agency employees move between industry and government, Kendall said. While no specifics were included in the report, we discovered that the individuals involved in the fraternizing and gift exchange — both government and industry — have often known one another since childhood, Kendall said.
Relationships took precedence over their jobs, Kendall said. The report follows a 2008 report by then-Inspector General Earl Devaney that decried a culture of ethical failure and conflicts of interest at the minerals agency, which is part of the Interior Department.Salazar called the latest report deeply disturbing and said it highlights the need for changes he has proposed, including a plan to abolish the minerals agency and replace it with three new entities. The report is further evidence of the cozy relationship between some elements of MMS and the oil and gas industry, Salazar said. Several employees cited in the report have resigned, were fired or were referred for prosecution, he said, and actions may be taken against others as warranted. The report covers activities between 2000 and 2008. Salazar said he has asked Kendall to expand her investigation to look into agency actions since he took office in January 2009. Members of Congress and President Obama have criticized what they call the cozy relationship between regulators and oil companies and have vowed to reform MMS, which both regulates the industry and collects billions in royalties from it. The report said that employees from the Lake Charles, La., MMS office had repeatedly accepted gifts, including hunting and fishing trips from the Island Operating Company, an oil and gas company working on oil platforms regulated by the Interior Department. Taking such gifts appears to have been a generally accepted practice, the report said. Two employees at the Lake Charles office admitted using illegal drugs, and many inspectors had e-mails that contained inappropriate humor and pornography on their government computers, the report said.
Kendall recommended a series of steps to improve ethical standards, including a two-year waiting period for agency employees to join the oil or gas industry. One MMS inspector conducted four inspections of Island Operating platforms while negotiating and later accepting employment with the company, the report said.A spokeswoman for Island Operating Company could not be reached for comment. The Louisiana-based company says on it website that it has an impeccable safety record and cites Safety Awards for Excellence from the MMS in 1999 and 2002. The company was a finalist in other years.Island knows how to get the job done safely and compliantly, the website says. Sen. Dianne Feinstein, D-Calif., called the report yet another black eye for the Minerals Management Service. Once again, MMS employees have been found culpable of performing shoddy oversight of offshore drilling. The report reveals an overly cozy culture between MMS regulators and the oil industry.Feinstein, who chairs a Senate Appropriations subcommittee that oversees the Interior Department, said she will hold a hearing next month on Salazar's plan to restructure the agency. The oil industry and its allies say a higher liability limit would make it difficult for them to get insured and would especially hinder smaller independent drillers. But Democrats said such companies should be capable of paying for whatever damages they cause or taxpayers will get stuck with the tab. An independent is not a mom and pop. We are talking about major size corporations, said Sen. Bill Nelson, D-Fla.If they cause the damage, why should they not be responsible? Associated Press Writers Ben Evans and Ben Feller in Washington, Holbrook Mohr in Jackson, Miss., and Greg Bluestein in Covington, La., contributed to this story. 51 And shall cut him asunder, and appoint him his portion with the hypocrites: there shall be weeping and gnashing of teeth.
Last chance to resolve nuclear crisis: Iran by Hiedeh Farmani - MAY 26,10
TEHRAN (AFP) – Iran's hardline president Mahmoud Ahmadinejad urged the United States and Russia Wednesday to back a nuclear fuel deal, warning it would be the last opportunity to resolve the atomic standoff. The Tehran declaration (on a fuel swap) is the best opportunity. We took an important step and said something very important. There are no excuses left, Ahmadinejad said in a televised speech, addressing US and Russian leaders. The Iranian president said the deal provided an historic opportunity to his US counterpart Barack Obama who began his presidency with a pledge to extend an olive branch to Tehran.US President Barack Obama should bear in mind that if he does not use this opportunity, Iranians are unlikely to give him a new chance, he said, as world powers mulled new sanctions against Iran despite the fuel deal brokered by Brazil and Turkey earlier this month. There are people in the world and in America who insist on pitting Mr Obama against Iranians and push him to the point of no return and force him to do something which will forever block the path of friendship with Iranians, he said.Western governments have been dismissive of the fuel deal, arguing that the international community needs to keep up the pressure on Tehran to heed UN Security Council demands over its nuclear programme.
Ahmadinejad lashed out at Russian President Dmitry Medvedev over Moscow's position on the nuclear issue, accusing Iran's longtime trade partner of siding with those who have been our enemy for 30 years. We hope Russian officials will pay attention, make amends and not let Iranians put them in the line of their historic enemies, Ahmadinejad said.Despite strong energy and defence ties with Iran, Russia has backed a new sanctions drive at the UN Security Council which has issued repeated ultimatums for Iran to freeze uranium enrichment.Iran is already under three sets of UN sanctions over its refusal to suspend the sensitive process, which lies at the centre of Western fears that the programme is cover for a drive for a nuclear weapon.
Iran denies any such ambition insisting the programme is for power generation and medical purposes only.On Monday, Iran formally notified the International Atomic Energy Agency of its agreement to the nuclear fuel swap deal, under which it would ship some low enriched uranium to Turkey in return for higher grade fuel for a Tehran research reactor.US Secretary of State Hillary Clinton said Iran's letter to the UN watchdog had a number of deficiencies. The agreement... between Iran, Brazil and Turkey only occurred because the Security Council was on the brink of publicly releasing the text of the resolution we've been negotiating for many weeks, Clinton said on Tuesday.Washington has forged a compromise on a new draft sanctions resolution at the Security Council which it says has the support of all five veto-wielding permanent members including China, a close ally and energy partner of Iran.
In a televised press conference on Wednesday, Iranian Foreign Minister Manouchehr Mottaki branded Clinton's comments faulty and propagandist, insisting the Tehran accord will benefit all sides. The IAEA has yet to comment on the deal but specialists have said the accord has a key technical flaw as it fails to allocate enough time to make the fuel.According to a text of the joint declaration carried by Tehran media, Iran expects to receive the 20-percent enriched uranium for reactor fuel within a year of depositing its low-enriched uranium in Turkey. Iran's archfoe Israel, which is the Middle East's sole if undeclared nuclear power, has accused Tehran of trickery in the deal in a bid to ward off international sanctions. Shortly after signing the accord, Iran vowed to press on with the higher level 20-percent enrichment which it started in February despite international concern.
Hezbollah says it will hit Israel ships in new war By ZEINA KARAM, Associated Press Writer - MAY 25,10
BEIRUT – The leader of Lebanon's Hezbollah group warned Tuesday that his fighters would attack Israeli ships in the Mediterranean if the Jewish state imposes a sea blockade on Lebanon in any future war.Hassan Nasrallah said his Iranian-backed group is now capable of destroying any military or commercial ships heading to Israeli ports.Hezbollah and Israel fought a 34-day war in 2006 during which Israel imposed a sea and air embargo on Lebanon, saying it needed to prevent the guerrillas from being resupplied with weapons.Nasrallah said Tuesday that Hezbollah now had the capability to inflict as much harm on Israel as it did in Lebanon during the 2006 war.In any future war, if you blockade our coasts and ports, all the military, civil and commercial ships heading to ports in occupied Palestine along the Mediterranean will come under Hezbollah rocket attack, Nasrallah said.Addressing supporters through a video link at a huge rally south of Beirut, Nasrallah repeated past threats that his group would rocket Tel Aviv airport and other strategic targets if Israel's military strikes Lebanese infrastructure as it did in 2006.He added: We are capable of targeting, striking and destroying your ships as they head to any port on the coast of occupied Palestine from north to south. When the world sees how these ships will be destroyed in the regional waters of occupied Palestine, nobody will dare go there anymore, Nasrallah added.
During the 2006 fighting, Hezbollah slammed about 4,000 rockets into Israel, while Israel bombed the group's strongholds in Lebanon's south and east as well as its headquarters in the suburb of Dahiyeh south of the capital Beirut. The war killed around 1,200 people in Lebanon and 160 in Israel.Israel also accused Hezbollah of firing an anti-ship cruise missile that hit an Israeli warship in the war, killing four servicemen. The ship's missile detection and deflection system was not on during the attack, apparently because the sailors did not anticipate Hezbollah had such capability. The ship — one of the most technologically advanced in the Israeli fleet at the time — boasted an array of high-tech missiles and a system for electronically jamming incoming missiles and other threats.Nasrallah stressed his group did not want a new war but warned Israel it would incur heavy losses in case it starts a new conflict. The rally held Tuesday marks 10 years since Israeli troops withdrew from a border strip in south Lebanon, ending a 22-year military presence there. The anniversary coincides with rising tensions in the region over Israeli claims that Hezbollah has acquired Scud missiles from Syria and Iran. Syria has denied supplying the group with weapons, and Nasrallah refused to confirm or deny those claims.
PM: Iran-Brazil-Turkey Uranium Deal is an Act of Deception
by Gil Ronen MAY 25,10
Prime Minister Binyamin Netanyahu broke his silence Tuesday regarding Iran's enriched uranium deal with Turkey, calling it an act of deception. Until this statement, the Israeli government had offered no official comment on the deal, apparently preferring to let other countries react to it first.Iran announced last week it would ship its nuclear reactors’ low-grade uranium to Turkey, which in return will give Tehran fuel rods of medium-enriched uranium for a medical research reactor. The deal was also signed by Brazil.Speaking before the Knesset plenum in a special session convened at the request of 40 Knesset members, Netanyahu said: This is transparently an Iranian act of deception that is meant to divert international opinion from the sanctions against Iran in the [United Nations] Security Council.
The deal between Iran, Turkey and Brazil is a bogus suggestion, he said, because it leaves Iran with enough uranium to manufacture nuclear weapons. It is commendable that the United States has decided to move forward in pushing through sanctions, said the Israeli head of state. This is an important move in a symbolic sense, but it is clear to us that these sanctions will not stop Iran. Harsher sanctions will make clearer the determination to prevent Iran's arming with nuclear weapons, but it is not certain that even they will stop it.Regarding indirect negotiations with the Palestinian Authority, which began recently and are to last four months, Netanyahu said: The primary and most important principle, which I am glad that the United States adopted and made clear to the Palestinian Authority, is that there are no preconditions. This should not prevent the discussions from taking place. The second principle that we and the United States agree about – and I would like to hope that the Palestinians understand this too – is that the proximity talks are the initial stage and a short corridor to direct talks.(IsraelNationalNews.com)

Britain bans doctor who linked autism to vaccine By MARIA CHENG, AP Medical Writer – Mon May 24, 9:30 pm ET
LONDON – The doctor whose research linking autism and the vaccine for measles, mumps and rubella influenced millions of parents to refuse the shot for their children was banned Monday from practicing medicine in his native Britain.Dr. Andrew Wakefield's 1998 study was discredited — but vaccination rates have never fully recovered and he continues to enjoy a vocal following, helped in the U.S. by endorsements from celebrities like Jim Carrey and Jenny McCarthy.Wakefield was the first researcher to publish a peer-reviewed study suggesting a connection between autism and the vaccine for measles, mumps and rubella. Legions of parents abandoned the vaccine, leading to a resurgence of measles in Western countries where it had been mostly stamped out. There are outbreaks across Europe every year and sporadic outbreaks in the U.S.That is Andrew Wakefield's legacy, said Paul Offit, chief of infectious diseases at the Children's Hospital of Philadelphia. The hospitalizations and deaths of children from measles who could have easily avoided the disease.Wakefield's discredited theories had a tremendous impact in the U.S., Offit said, adding: He gave heft to the notion that vaccines in general cause autism. In Britain, Wakefield's research led to a huge decline in the number of children receiving the MMR vaccine: from 95 percent in 1995 — enough to prevent measles outbreaks — to 50 percent in parts of London in the early 2000s. Rates have begun to recover, though not enough to prevent outbreaks. In 2006, a 13-year-old boy became the first person to die from measles in Britain in 14 years.
The false suggestion of a link between autism and the MMR vaccine has done untold damage to the UK vaccination program, said Terence Stephenson, president of the Royal College of Paediatrics and Child Health. Overwhelming scientific evidence shows that it is safe.On Monday, Britain's General Medical Council, which licenses and oversees doctors, found Wakefield guilty of serious professional misconduct and stripped him of the right to practice medicine in the U.K. Wakefield said he plans to appeal the ruling, which takes effect within 28 days. The council was acting on a finding in January that Wakefield and two other doctors showed a callous disregard for the children in their study, published in 1998 in the medical journal Lancet. The medical body said Wakefield took blood samples from children at his son's birthday party, paying them 5 pounds (about $7.20) each and later joked about the incident. The study has since been widely rejected. From 1998-2004, studies in journals including the Lancet, the New England Journal of Medicine, Pediatrics and BMJ published papers showing no link between autism and the measles vaccine.
Wakefield moved to the U.S. in 2004 and set up an autism research center in Austin, Texas, where he gained a wide following despite being unlicensed as a doctor there and facing skepticism from the medical community. He quit earlier this year.Offit said he doubted Britain's decision to strip the 53-year-old Wakefield of his medical license would convince many parents that vaccines are safe. He's become almost like a Christ-like figure and it doesn't matter that science has proven him wrong, Offit said.He is a hero for parents who think no one else is listening to them.Wakefield told The Associated Press Monday's decision was a sad day for British medicine. None of this alters the fact that vaccines can cause autism, he said. These parents are not going away; the children are not going to go away and I most certainly am not going away, he said on NBC's Today Show.Wakefield claimed the U.S. government has been settling cases of vaccine-induced autism since 1991.However, two rulings by a special branch of the U.S. Court of Federal Claims in March and last year found no link between vaccines and autism. More than 5,500 claims have been filed by families seeking compensation for children they claim were hurt by the vaccine.
Wakefield has won support from parents suspicious of vaccines, including Hollywood celebrities. McCarthy, who has an autistic son, issued a statement in February with then boyfriend Carrey asserting Wakefield was being vilified through a well-orchestrated smear campaign. It is our most sincere belief that Dr. Wakefield and parents of children with autism around the world are being subjected to a remarkable media campaign engineered by vaccine manufacturers, the actors said. McCarthy, whose best-seller Louder Than Words details her search for treatments for her son Evan, wrote the foreword for a new book by Wakefield about autism and vaccines. In Monday's ruling, the medical council said Wakefield abused his position as a doctor and brought the medical profession into disrepute. At the time of his study, Wakefield was working as a gastroenterologist at London's Royal Free Hospital and did not have approval for the research. The study suggested autistic children had a bowel disease and raised the possibility of a link between autism and vaccines. He had also been paid to advise lawyers representing parents who believed their children had been hurt by the MMR vaccine. Ten of the study's authors later renounced its conclusions and it was retracted by the Lancet in February. At least a dozen British medical associations, including the Royal College of Physicians, the Medical Research Council and the Wellcome Trust have issued statements verifying the safety of the measles, mumps and rubella vaccine. This verdict is not about (the measles) vaccine, said Adam Finn, a professor of pediatrics at the University of Bristol Medical School. We all now know that the vaccine is remarkably safe and enormously effective... We badly need to put this right for the sake of our own children and children worldwide.Associated Press Writer Kelley Shannon contributed to this report from Austin, Texas. U.S. Postal Service Expands Construction Of Secret Rooms - Military source fears criminal investigative units will be used as black sites for detainment of Americans in the event of a national emergency and a declaration of martial law

We have received documents from a military source indicating that U.S. Postal Service facilities across the country are expanding the construction of secretive criminal investigation rooms, which some fear will be used to detain American citizens in the event of a national emergency, bioterror attack or pandemic. The documents (PDF) show architectural floor plans for criminal investigation rooms that would be housed within existing U.S. Postal Service buildings. The blueprints show secret rooms within post offices where, the source claims, families will be separated in the event of martial law being declared. The United States Postal Service undoubtedly uses such criminal investigative units to conduct investigations into mail fraud through its federal enforcement arm, the United States Postal Inspection Service, but as with many things of this nature, everything serves a dual purpose. The fact that such rooms are being constructed inside post offices is verified. We discovered this web page which talks about how an architecture firm called IPG Architects constructed a Criminal Investigative Office within the Macon Post Office in Macon, Georgia. The new documents describe similar rooms being constructed in Lake Forest, Illinois and Gurnee, Illinois. The tone of the article that accompanies the documents is not for the faint-hearted, but the threat of the federal government seizing post offices and using them as detainment facilities is very real.Under the terms of the December 2001 Model State Emergency Health Powers Act, of which the majority of states have now passed similar versions, the government has the power to seize control of all public and private property.
Critics savaged the MSEHPA as an unprecedented assault on the constitutional rights of the American people, that, according to the Association of American Physicians and Surgeons claimed, could turn governors into dictators. The act included draconian and sweeping language giving the government almost limitless power in responding to a declared national health emergency, such as a bioterrorist attack or an epidemic.
Under the act, the government ascribes itself the power take over any public facility, including post offices. In addition, a recent executive order signed by President Barack Obama hands the US Post Office a key role in dealing with the aftermath of a bioterrorist attack, according to an AFP report. The executive order directs the Post Office to work with government agencies and local law enforcement to oversee medical countermeasures. The US Health and Human Services Secretary Kathleen Sebelius and Homeland Security Secretary Janet Napolitano were instructed to work with the post office to develop a dispensing model for US cities to respond to a large-scale biological attack, with anthrax as the primary threat consideration, states the report. We have also previously received documents indicating that post offices would be used as detainment facilities in the event of a national emergency or a red alert being declared. If all this sounds hard to believe, just remember that the same was said when we reported on how the federal government was recruiting religious leaders to pacify the public in the event of martial law being declared under the banner of the clergy response team program. The existence of the program was confirmed by news channel KSLA after first being brought to our attention by concerned pastors who were approached to partake in the initiative by the government.
Whether the Post Office’s role in a martial law scenario will also include providing quarantine and detainment facilities remains to be seen, but the documents provided to us do indicate that the construction of criminal investigation units within Post Office buildings is being expanded nationwide.Click here for the full PDF of the floor plans showing how criminal investigation offices are being built inside U.S. post offices nationwide, as well as the accompanying article

Government needs BP technology to kill oil spill By Sarah Irwin - MAY 25,10
VENICE, Louisiana (Reuters) – The government needs BP's deepwater technology to try to shut off the gushing seabed Gulf of Mexico oil well but has brought its own experts into the battle to contain the catastrophic spill, a White House official said on Tuesday.Carol Browner, adviser on Energy and Climate Change to President Barack Obama, said the administration was bringing all its resources to bear to the marathon effort to halt what is threatening to be the worst ever U.S. oil spill.
Browner told TV networks that top scientists called in by the government were working with BP's experts on the next bid, scheduled to start early Wednesday, to cap the mile- deep undersea well. This will be an attempted top kill -- the pumping of heavy drilling fluids into the well to try to halt its pressurized flow, after which cement can be injected in.We all want this to work ... we want this thing shut down, Browner told CNN.Obama faces a backlash of public anger and frustration over the leaking well, which BP engineers and government officials have failed to control so far.Shares in BP fell 4 percent on Tuesday, mirroring a fall for European oil and gas stocks and a drop in the FTSE 100 index of British blue-chips.The disaster has wiped around 25 percent, almost $50 billion, off the company's market value since the April 20 rig explosion that triggered the oil spill and unleashed an environmental and economic calamity on the U.S. Gulf Coast.Addressing the debate over whether the federal government should take over the oil spill response operation from BP, Browner said the British-based energy giant had the technical resources for the job, such as undersea robots needed to operate at great depths, where humans cannot work.Obviously, we need the BP technology, but we are not relying on them ... we have our own minds in there, she said.Besides the top-kill option, BP said on Tuesday it was preparing another control method, a lower marine riser package cap containment option, to try to capture and siphon off the oil flowing from the ruptured well. But analysts were unimpressed by BP's announcement it had lined up another device -- to be ready by the end of the month. This morning they just published their options. People are just waiting for some firm action and it just keeps disappointing really on that front, Charles Stanley analyst Tony Shepard said.
WE ARE ABANDONED
Washington piled pressure on BP on Monday to clean up the massive environmental mess and one official said fines would be imposed on the energy giant for the spreading oil spill.BP executives have warned there is no certainty the containment efforts will succeed, because they have never been attempted at the depths where the well is located. If the short-term efforts fail, it will take BP several months to drill a relief well to stop the leak.BP said it had begun sharing its review of the causes of the oil spill with the U.S. government. U.S. legal experts say it is only a matter of time before the Obama administration begins a criminal investigation.
Relatives of the 11 workers who died in the rig explosion that sank the Deepwater Horizon rig will hold a private service in Jackson, Mississippi on Tuesday. Three of President Barack Obama's Cabinet secretaries visited the Gulf coast on Monday to survey what could eclipse the 1989 Exxon Valdez spill off Alaska as the worst U.S. oil spill. Heavy oil is washing into fragile marshlands and wildlife refuges in Louisiana and threatening the livelihoods of Gulf Coast residents. Three weeks already I am not working. I lost a job. Six people working for me -- they do not have jobs. My family and kids are in college, so we don't know what to do in the future. We feel like we are abandoned. BP don't do enough for us in these problems," said Louisiana oyster fisherman Nikola Zarak. More than 300 seabirds have been found dead and the spewing oil is now invading vulnerable marshes and endangering sea turtles, dolphins and whales. U.S. Interior Secretary Ken Salazar has said the government could push BP aside and federalize the cleanup effort if it did not do enough to stop the leak.
POLITICAL HOT POTATO
But Coast Guard Admiral Thad Allen, the administration's response chief for the disaster, said the government has little choice but to continue relying on BP to seal the well. To push BP out of the way would raise the question of replace them with what? Allen said on Monday. BP was exhausting every technical means possible to meet its legal responsibility to contain the oil, he said. The oil spill is a political hot potato for the Obama administration before a November election that is widely expected to erode Democrats' control of the U.S. Congress. Analysts warn that voters may punish Democrats regardless of who is ultimately deemed responsible for the mess. Louisiana Governor Bobby Jindal, who has been critical of the federal government's response, again called for more equipment, especially booms, to help stop the oil from making landfall. He said 70 miles of his state's coastline had been affected by the oil spill. A report on the disaster that will influence whether the Interior Department resumes issuing offshore drilling permits will be sent to Obama on Thursday, the White House said. BP said the spill had cost it $760 million so far. It pledged up to $500 million toward studying its impact. Democrat desperation evident in Rand Paul attack By Philip V. Brennan Monday, May 24, 2010
If any proof that Democrat’s panic and desperation over the prospects of losing their control over Capitol Hill this coming November is required, you need only look at their reaction to Dr. Rand Paul’s landslide victory in the Kentucky primary election. Seen as a harbinger of things to come, Dr. Paul’s crushing defeat of a more or less moderate Republican opponent showed the power of the nation’s discontent with the current state of the Union under the confused leadership of Barack Obama and his feckless administration. The impression created by Dr. Paul’s triumph was the realization that the Tea Party is what it claims to be, a widespread movement not only vehemently opposed to the works and pomps of the Obama presidency but one determined to use its hefty clout at the polls. It demonstrated that clout in the Kentucky primary by defeating the GOP establishment and choosing a candidate who embraced their philosophy of a limited federal government as defined in the U.S. Constitution. One needs to be blind to fail to see what is at work here. The likes of the Rand Paul movement scares the daylights out of the national Democratic establishment and they are determined to strangle it in its Kentucky crib before it can grow into a national nightmare that strips them of control of the United States Congress this year, and of the presidency two years hence.
This is standard practice for the liberal-dominated national Democratic party. Any Republican, such as former Alaska Governor Sarah Palin, or in this instance, Rand Paul, who appears to excite the electorate, must be dealt with harshly and with immediacy - a simple matter for a party that all but owns the national media lock, stock and barrel. In his New York Times column, the ever-so-dainty former drama critic, Frank Rich, had the shakes over Dr. Paul’s landslide victory and the outrage of the Tea Partiers which seems to scare the pants off him.Wrote Rich, If the Democrats can’t muster their own compelling response to the populist rage out there, Randslide may reside in our political vocabulary long after Arlen Specter is leaving Jeopardy contestants stumped. He’s right. And that’s why we see the onslaught against the Kentucky eye surgeon - an onslaught based on a deliberate mis-characterization of Dr. Paul’s discomfort with one aspect of the 1964 Civil Rights law - one that he fully supports (but was unable to when it was enacted, he being a mere two-year-old at the time.)He got mousetrapped by MSNBC’s Rachel Maddow when he mentioned that he doubted the constitutionality of government telling businesses who they must accept as customers. Wham- there he goes opposing the 1964 Civil Rights law. He’s a racist!
The drumbeat begins. Dr. Paul becomes the target of choice among the Democratic Left (is there a Democratic right? If so it’s an underground movement -deeply underground.)According to Sarah Palin, Dr. Paul’s predecessor as the Democrat’s designated enemy of Democracy and the people Seeing kind of that libertarian streak of his—that is what we need to balance out the leftist liberal overreach of government that’s in power right now Rand’s gonna be great, plus on social issues, right there, he’s got some great positions. That’s why the Democrats insist Dr. Paul has got to go. And that’s why they are picking him as their main target. If they get their way, when the voters see a Republican candidate, they’ll only see the image they created of Rand Paul.
Lord Monckton wins global warming debate at Oxford Union
Anthony Watts Watts Up With That? May 25, 2010
I’m waiting for actual photos of the event from the official photographer, but for now I’ll make do with what can be found on the Internet. For those who don’t know, the Oxford Union is the top of the food chain for scholarly debate. This is a significant win.Founded in 1823 at the University of Oxford, but maintaining a separate charter from the University, The Oxford Union is host to some of the most skillful debates in the world. Many eminent scholars and personalities have come and either debated or delivered speeches in the chamber. Monckton was invited as part of the formal Thursday debate.
It is described as follows:The Union is the world’s most prestigious debating society, with an unparalleled reputation for bringing international guests and speakers to Oxford. It has been established for 182 years, aiming to promote debate and discussion not just in Oxford University, but across the globe.
Source: SPPI Army of Light and Truth 135, Forces of Darkness 110
For what is believed to be the first time ever in England, an audience of university undergraduates has decisively rejected the notion that global warming is or could become a global crisis. The only previous defeat for climate extremism among an undergraduate audience was at St. Andrew’s University, Scotland, in the spring of 2009, when the climate extremists were defeated by three votes.Last week, members of the historic Oxford Union Society, the world’s premier debating society, carried the motion That this House would put economic growth before combating climate change by 135 votes to 110. The debate was sponsored by the Science and Public Policy Institute, Washington DC.Serious observers are interpreting this shock result as a sign that students are now impatiently rejecting the relentless extremist propaganda taught under the guise of compulsory environmental-studies classes in British schools, confirming opinion-poll findings that the voters are no longer frightened by global warming scare stories, if they ever were. When the Union’s president, Laura Winwood, announced the result in the Victorian-Gothich Gladstone Room, three peers cheered with the undergraduates, and one peer drowned his sorrows in beer.Lord Lawson of Blaby, Margaret Thatcher’s former finance minister, opened the case for the proposition by saying that the economic proposals put forward by the UN’s climate panel and its supporters did not add up. It would be better to wait and see whether the scientists had gotten it right. It was not sensible to make expensive spending commitments, particularly at a time of great economic hardship, when the effectiveness of the spending was gravely in doubt and when it might do more harm than good.
At one point, Lord Lawson was interrupted by a US student, who demanded to know what was his connection with the Science and Public Policy Institute, and what were the Institute’s sources of funding. Lord Lawson was cheered when he said he neither knew nor cared who funded the Institute.Ms. Zara McGlone, Secretary of the Oxford Union, opposed the motion, saying that greenhouse gases had an effect [they do, but it is very small]; that the precautionary principle required immediate action, just in case and regardless of expense [but one must also bear in mind the cost of the precautions themselves, which can and often do easily exceed the cost of inaction]; that Bangladesh was sinking beneath the waves [a recent study by Prof. Niklas Moerner shows that sea level in Bangladesh has actually fallen]; that the majority of scientists believed global warming was a problem [she offered no evidence for this]; and that irreversible natural destruction would occur if we did nothing [but she did not offer any evidence].Mr. James Delingpole, a blogger for the leading British conservative national newspaper The Daily Telegraph, seconded the proposition, saying that – politically speaking – the climate extremists had long since lost the argument. The general public simply did not buy the scare stories any more. The endless tales of Biblical disasters peddled by the alarmist faction were an unwelcome and now fortunately failed recrudescence of dull, gray Puritanism. Instead of hand-wringing and bed-wetting, we should celebrate the considerable achievements of the human race and start having fun.Lord Whitty, a Labor peer from the trades union movement and, until recently, Labor’s Environment Minister in the Upper House, said that the world’s oil supplies were rapidly running out [in fact, record new finds have been made in the past five years]; that we needed to change our definition of economic growth to take into account the value lost when we damaged the environment [it is artificial accounting of this kind that has left Britain as bankrupt as Greece after 13 years of Labor government]; that green jobs created by governments would help to end unemployment [but Milton Friedman won his Nobel Prize for economics by demonstrating that every artificial job created at taxpayers’ expense destroys two real jobs in the wealth-producing private sector]; that humans were the cause of most of the past century’s warming [there is no evidence for that: the case is built on speculation by programmers of computer models]; that temperature today was at its highest in at least 40 million years [in fact, it was higher than today by at least 12.5 F° for most of the past 550 million years]; and that 95% of scientists believed our influence on the climate was catastrophic [no one has asked them].
Lord Monckton repeatedly interrupted Lord Whitty to ask him to give a reference in the scientific literature for his suggestion that 95% of scientists believed our influence on the climate was catastrophic. Lord Whitty was unable to provide the source for his figure, but said that everyone knew it was true. Under further pressure from Lord Monckton, Lord Whitty conceded that the figure should perhaps be 92%. Lord Monckton asked: And your reference is? Lord Whitty was unable to reply. Hon. Members began to join in, jeering Your reference? Your reference? Lord Whitty sat down looking baffled.Lord Leach of Fairford, whom Margaret Thatcher appointed a Life Peer for his educational work, spoke third for the proposition. He said that we no longer knew whether or not there had been much global warming over the 20th century, because the Climategate emails had exposed the terrestrial temperature records as defective. In any event, he said, throwing good money after bad on various alternative-energy boondoggles was unlikely to prove profitable in the long term and would ultimately do harm.Mr. Rajesh Makwana, executive director of Share The World’s Resources, speaking third for the opposition, said that climate change was manmade [but he did not produce any evidence for that assertion]; that CO2 emissions were growing at 3% a year [but it is concentrations, not emissions, that may in theory affect climate, and concentrations are rising at a harmless 0.5% a year]; that the UN’s climate panel had forecast a 7 F° global warming for the 21st century [it’s gotten off to a bad start, with a cooling of 0.2 F° so far]; and that the consequences of global warming would be dire [yet, in the audience, sat Mr. Klaus-Martin Schulte, whose landmark paper of 2008 had established that not one of 539 scientific papers on global climate change provided any evidence whatsoever that global warming would be catastrophic].
Lord Monckton, a former science advisor to Margaret Thatcher during her years as Prime Minister of the UK, concluded the case for the proposition. He drew immediate laughter and cheers when he described himself as Christopher Walter, Third Viscount Monckton of Brenchley, scholar, philanthropist, wit, man about town, and former chairman of the Wines and Spirits Committee of this honourable Society. At that point his cummerbund came undone. He held it up to the audience and said, “If I asked this House how long this cummerbund is, you might telephone around all the manufacturers and ask them how many cummerbunds they made, and how long each type of cummerbund was, and put the data into a computer model run by a zitty teenager eating too many doughnuts, and the computer would make an expensive guess. Or you could take a tape-measure and – glaring at the opposition across the despatch-box – measure it![cheers].Lord Monckton said that real-world measurements, as opposed to models, showed that the warming effect of CO2 was a tiny fraction of the estimates peddled by the UN’s climate panel. He said that he would take his lead from Lord Lawson, however, in concentrating on the economics rather than the science. He glared at the opposition again and demanded whether, since they had declared themselves to be so worried about global warming, they would care to tell him – to two places of decimals and one standard deviation – the UN’s central estimate of the global warming that might result from a doubling of atmospheric CO2 concentration. The opposition were unable to reply. Lord Monckton told them the answer was 3.26 plus or minus 0.69 Kelvin or Celsius degrees. An Hon. Member interrupted: And your reference is? Lord Monckton replied: IPCC, 2007, chapter 10, box 10.2.[cheers]. He concluded that shutting down the entire global economy for a whole year, with all the death, destruction, disaster, disease and distress that that would cause, would forestall just 4.7 ln(390/388) = 0.024 Kelvin or Celsius degrees of global warming, so that total economic shutdown for 41 years would prevent just 1 K of warming. Adaptation as and if necessary would be orders of magnitude cheaper and more cost-effective.
Mr. Mike Mason, founder and managing director of Climate Care, concluded for the opposition. He said that the proposition were peculiar people, and that Lord Monckton was more peculiar than most, in that he was not a real Lord. Lord Monckton, on a point of order, told Mr. Mason that the proposition had avoided personalities and that if Mr. Mason were unable to argue other than ad hominem he should get out. [cheers] Mr. Mason then said that we had to prepare for climate risks [yes, in both directions, towards cooler as well as warmer]; and that there was a scientific consensus [but he offered no evidence for the existence of any such consensus, still less for the notion that science is done by consensus].The President thanked the speakers and expressed the Society’s gratitude to the Science and Public Policy Institute for sponsoring the debate. Hon. Members filed out of the Debating Chamber, built to resemble the interior of the House of Commons, and passed either side of the brass division-pole at the main door – Ayes to the right 135, Noes to the left 110. Motion carried.

Stocks plummet on economic worries By Stephen Bernard, Ap Business Writer – MAY 25,10
NEW YORK – The Dow Jones industrials plunged below 10,000 Tuesday as investors worried about a global economic slowdown and tensions between North and South Korea turned away from stocks. The Dow fell 248.79, or 2.5 percent, to 9,817.78. It closed at 10,066 on Monday and has fallen 1,388 points, or more than 12 percent, from its recent high of 11,205, reached April 26.With investors exiting stocks, oil and the euro, U.S. Treasury prices again surged. The perceived safety of U.S. government bonds pushed yields and interest rates lower. The benchmark 10-year note's yield fell to its lowest level since April 2009.
World stock markets were also sharply lower.A disappointing report on U.S. home prices added to the market's dark mood. The Standard & Poor's/Case-Shiller 20-city home price index fell 0.5 percent in March from February, a sign that the housing market remains weak even as mortgage rates are near historic lows. There are concerns that last month's expiration of the government's home buyer tax credit will hurt sales in the coming months.Market participants feel like they're walking on eggshells, said Oliver Pursche, executive vice president at Gary Goldberg Financial Services in Suffern, N.Y. Every small piece of potentially bad news is being exaggerated and mentally being fast-forwarded to the worst-case scenario.European Union leaders warned Tuesday that the continent's economy would stagnate unless governments make major reforms to promote growth. The problem is, though, that large debts in some countries make it difficult to implement stimulus measures to rally economies. The euro approached a four-year low, which it set last week. The euro dropped to $1.2218, bringing it within a penny of the low of $1.2146 it touched last week.Traders have been rapidly selling the euro in recent weeks because of uneasiness over whether steep budget cuts in countries like Greece, Spain and Portugal will drag down an economic recovery on the continent. Italy was set to become the latest European nation to announce spending cuts to reduce its deficit.
Markets were also hurt by reports that North Korean leader Kim Jong Il ordered his military to combat alert because of rising tensions on the Korean peninsula. Major indexes in Japan and Hong Kong fell more than 3 percent. The Standard & Poor's 500 index fell 26.76, or 2.5 percent, to 1,046.89, while the Nasdaq composite index dropped 60.86, or 2.8 percent, to 2,152.69.The yield on the benchmark 10-year Treasury note, which moves opposite its price, fell to 3.12 percent from 3.20 percent late Monday. It fell as low as 3.07 percent, its lowest level since April 2009.The yield on the 30-year bond briefly fell below 4 percent for the first time since October, before rising slightly. It is down to 4.01 percent from 4.08 percent late Monday.Britain's FTSE 100 dropped 2.8 percent, Germany's DAX index tumbled 2.8 percent, and France's CAC-40 plummeted 3.7 percent. Japan's Nikkei stock average fell 3.1 percent.Tuesday's sell-off follows a sharp, late-session drop Monday. The Dow lost 80 points in the last 15 minutes of trading Monday to close down nearly 127.
Investors were also concerned about a bill in Congress that will overhaul financial regulation. The Senate and House are reconciling their separate versions of the proposed reform. Investors shrugged off a better-than-expected report on existing home sales from April. Such upbeat economic reports had helped push stocks consistently higher earlier in the year. Oil fell $2.59 to $67.62 a barrel on the New York Mercantile Exchange.
IMF calls for radical cuts in Spain
ANDREW WILLIS MAY 25,10 Today @ 09:16 CET
The International Monetary Fund has issued blunt warnings to Spain, calling on Madrid to implement harsh cuts and transform the country's labour market and pensions system, while also stressing the need for consolidation in the domestic banking sector. The requested changes, contained in an interim IMF report published on Monday (24 May), are designed to help employers by reducing severance payments, make it harder for unions to fight dismissals and encourage wage flexibility. The Washington-based lender also urged the Spanish Socialist government to increase the retirement age to 67.Spain's economy needs far-reaching and comprehensive reforms, said the IMF report. The challenges are severe: a dysfunctional labour market, the deflating property bubble, a large fiscal deficit, heavy private sector and external indebtedness, anaemic productivity growth, weak competitiveness, and a banking sector with pockets of weakness.Additional economic reforms are likely to add to growing tensions between Madrid and trade unions however, after the government last week passed a €15 billion package of austerity measures in a bid to reduce the country's budgetary deficit which currently stands at 11 percent of GDP.The report comes after Spanish authorities were forced to rescue regional lender Cajasur over the weekend. Spain's extensive network of savings banks has been hit by the collapse of the country's once-buoyant housing market, with the IMF urging consolidation and new legislation to reduce political influence in the lenders. Spain also suffers from an unemployment rate of over 20 percent, roughly twice the EU average.
The labour market is not working, said the IMF report, attacking union protections. Unemployment is structurally high and excessively cyclical ... The wage bargaining system, which hamstrings wage and firms' flexibility, is ill-suited to membership of a currency union.Sluggish growth is likely to prove an additional headache for Madrid, with the IMF report forecasting a 0.4 percent contraction this year, followed by a 0.9 percent expansion in 2011, half the predicted level for the EU as a whole.
Tensions
The Spanish government moved quickly to limit political damage from the report on Monday, issuing a quick response saying it largely agreed with the IMF's assessment.
The main opposition centre-right Popular Party has been highly critical of the administration's handling of the financial crisis, while last week's austerity measures, which include a five percent cut to public sector salaries, have induced the wrath of trade unions which are now threatening a general strike. The unpopular spending cuts are part of a deal brokered between EU leaders earlier this month that saw the bloc agree a massive financial rescue mechanism over concerns Greece's debt crisis could spread to other fiscally vulnerable eurozone states such as Spain.
Officials quashed rumours last week that the Spanish government was considering an application to the €750 billion package, which includes €440 in bilateral loan guarantees, €60 billion in money raised by the European Commission and €250 from the IMF.
Barroso says German calls for treaty change are naive
HONOR MAHONY Today MAY 25,10 @ 09:14 CET
European Commission President Jose Manuel Barroso has said Germany's plans to try to change the treaty to enhance economic governance in the eurozone are naive and accused Berlin of showing a lack of leadership throughout the current eurozone crisis. In an interview published in Tuesday's (25 May) edition of the Frankfurter Allgemeine Zeitung, Mr Barroso said that it would not be possible to make changes to the treaty in order to only to tighten eurozone rules.Other member states would want to see modifications in other areas too, he indicated. It would also be naive to think one can reform the treaty only in areas Germany considers important, said the Portuguese politician. The message is a clear rebuke to German Chancellor Angela Merkel, who alone has been pushing the idea that treaty change is needed to bring budget discipline to the eurozone, rocked in recent months first by the extent of Greece's debt problems and then by the lack of automatic governance rules to deal with the crisis. We will not propose treaty modifications even though we are open to good ideas, said Mr Barroso.Speaking about Ms Merkel's key ideas of strengthening the enforcement of EU budget rules using harsher penalties, Mr Barroso said member states were already considering linking the doling out of EU funds to budget discipline. But he questioned the legal validity of the German idea to punish serial violators of the rules by removing their voting rights. There are already procedures by which states with excessive deficits do not vote. Under constitutional law it would be nearly impossible to do more, in my view,he said.
Lack of leadership
Mr Barroso, who previously has been accused of not being outspoken enough when it comes to large member states, was also unusually frank in his overall assessment of Germany's role in dealing with the Greek crisis. He accused politicians across the spectrum of the EU's largest member state of not making the case for helping Greece and spelling out the benefits of eurozone membership.Germany was until now a big winner from the euro. I find that more politicians in Germany should make that clear.
Referring to the German trade surplus of €134 billion, the commission president asked: Does the German public know that nearly 86 percent of these 134 billion, i.e., 115 billion, comes from trade in the EU? Mr Barroso also accused Berlin of giving the impression at the beginning of the crisis that it did not want to help out Greece at all.His blunt words follow months of turmoil in the eurozone as it waited for Germany, traditionally the EU's paymaster, to take the lead on how to deal with Athens.Amid growing criticism, Ms Merkel held out for Athens to impose tougher austerity measures while the markets sensed their was no conviction behind a series of political commitments to come to Greece's rescue. The chancellor, for her part, had to contend with a German public extremely hostile to the idea of helping Greece. While Ms Merkel insisted she had to wait until the eurozone was threatened as a way of making sure Germany's contribution to the €750 billion EU/IMF rescue package (€148 billion) would not be challenged in the constitutional court, the tabloid papers appeared to lead the debate with lurid anti-Greek headlines.Germany's parliament last week agreed the country's share of the bill, but in return, Ms Merkel wants to make sure that such a situation is never allowed to happen again, prompting her talk of modifying the treaty.
Georgia sceptical Russia can be friend of Eastern Partnership
VALENTINA POP Today MAY 25,10 @ 09:28 CET
EUOBSERVER / BRUSSELS – Georgia will not oppose Russia's participation on a case-by-case basis in EU's Eastern Partnership with six former Soviet republics, Georgian deputy prime minister Georgi Baramidze told this website, but is sceptical about Moscow's willingness to be friends with these countries. If Russia or any other country can bring any real added value, we won't be against, but we certainly want to see if Russia really wants to be a friend, as it is still occupying parts of Georgia and ignoring the ceasefire agreement [after the 2008 Russian-Georgian war], Mr Baramidze said on Tuesday (25 May) in a telephone interview. The Georgian official took part on Monday in an Eastern Partnership meeting hosted by Polish foreign minister Radek Sikorski in the Baltic Sea port of Sopot.Mr Sikorski told reporters after the meeting that his country has proposed the creation of a group of friends for the Eastern Partnership, which could include Russia, as well as other countries, such as Norway, Canada, the United States or Japan.Launched in May 2009, the Eastern Partnership involves Ukraine, Moldova, Belarus, Armenia, Azerbaijan and Georgia and aims at gradually working towards liberalisation of EU visa regimes, the creation of a free-trade zone as well as using EU funds for various projects in the region.
Mr Baramidze said several ministers from the region expressed doubts about the idea of having Russia join EU's special partnership programmes with the six ex-Soviet countries and that the final agreement was not to name any particular country, but instead to leave the door open to those who want to be real friends and contribute financially to the scheme.Poland's offer comes a week ahead of a key EU-Russia summit in Rostov on Don, where Moscow is expected to be offered the perspective of a visa-free regime with the EU, despite concerns raised by Warsaw and Baltic and Nordic capitals. As the move requires only a qualified majority of member states, and most EU countries, notably Germany and France, are in favour, Moscow is expected to get the green light for a visa-free framework. If the EU wants to give Russia a visa-free roadmap, it should do the same with the countries of the Eastern Partnership. We are not less prepared, we have biometric passports, we signed re-admission agreements with the EU, co-operation with Europol works well, Mr Baramidze said.
Were Russia to gain visa-free travel ahead of Georgia, it would create a clear discrimination within Georgia, he argued. The inhabitants of the regions of Abkhazia and South Ossetia, who have been illegally passportised by Moscow would be better off than the Georgian passport holders, he said.Georgia has only recently signed a visa-facilitation agreement with the EU, meaning visas can be acquired cheaper and faster by its citizens – something that Russian passport holders had already in place in 2008, when the two countries fought a brief war.Ukraine and Moldova are hoping to be given a roadmap for visa-free travel by the end of this year. EU enlargement and neighbourhood policy commissioner Stefan Fuele, present at the Sopot meeting, said that Ukraine could have its plan on the table at our accession council in mid-June,two weeks after the Russia summit. This is not an easy task because this is a technically demanding and politically very sensitive at the same time, Mr Fuele said.

S.Korea urges China to help punish N.Korea by Jun Kwanwoo MAY 25,10
SEOUL (AFP) – South Korea pressed China Tuesday to support international efforts to punish North Korea for sinking a South Korean warship, as Pyongyang issued threats of war over Seoul's reprisals.Financial markets across Asia responded nervously to the escalating crisis, with one unconfirmed report from a group of North Korean defectors claiming that the communist state had placed its armed forces on combat alert.China seemed to understand the seriousness of the situation, a South Korean foreign ministry official said after senior Chinese official Wu Dawei held talks in Seoul with Foreign Minister Yu Myung-Hwan.Yu is mounting an intensive diplomatic drive to secure international support in the crisis. But unlike numerous other nations, China has declined so far publicly to blame its ally for the sinking and called anew for dialogue.South Korean President Lee Myung-Bak Monday announced a package of reprisals after international investigators reported that a North Korean submarine torpedoed the Cheonan on March 26 with the loss of 46 lives.Lee cut trade and other exchanges and barred the North's merchant ships from using his country's sea lanes. He also said Seoul would refer the sinking to the United Nations Security Council.China -- which could veto any council move for new sanctions -- is also under pressure from US Secretary of State Hillary Clinton, currently visiting Beijing, to get tougher with the North.
Its foreign ministry Tuesday repeated calls for restraint.Spokeswoman Jiang Yu said peace and stability on the Korean peninsula and in the region was in the interest of all parties, and China would not tolerate any actions that would disturb that peace.
We sincerely hope that all parties concerned stay calm and exercise restraint to properly handle relevant issues in order to avoid an escalation of the situation, Jiang told reporters. We believe dialogue is better than confrontation. In Seoul, Foreign Minister Yu told Wu the sinking should be dealt with very seriously in the context of regional peace.Wu, Beijing's special representative for Korean affairs, said he had closely reviewed the investigators' report, according to the ministry official quoted by Yonhap news agency. The United States strongly backed Seoul's punitive measures and announced it would soon hold anti-submarine and other naval exercises with it.The North says the South has faked evidence of its involvement in the Cheonan's sinking as part of a plot to ignite conflict. It has threatened all-out war in response to any punitive moves, a threat it repeated Tuesday. It is our firm stance that we will counteract with many strong measures including immediate all-out war for any kind of revenge or sanctioning (by South Korea), Pyongyang's official news agency said in a commentary.
The Seoul-based defector group, North Korea Intellectual Solidarity, said the combat alert order was issued by leader Kim Jong-Il the day the multinational investigation team reported on Thursday.South Korea's National Intelligence Service said it was checking the report, which helped push the won down almost three percent against the dollar. The Seoul stock market fell 2.75 percent, and share prices across Asia suffered. The impoverished North has its own economic problems. The trade ban will cost it hundreds of millions of dollars a year, according to a Seoul research group, which noted that the North had a 333 million dollar surplus in purely commercial trade with its neighbour last year. As part of its punitive measures, South Korea Tuesday started installing loudspeakers along the tense border with the North in preparation for resuming propaganda broadcasts after a lapse of six years. The North's military has threatened to open fire on the speakers. Seoul was set to repeat its appeal for Beijing's backing when Chinese Premier Wen Jiabao arrives Friday for talks. Wen is expected to hold a bilateral meeting with Lee before a three-way weekend summit between the two leaders and Japanese Prime Minister Yukio Hatoyama in South Korea's Jeju island.
Seoul resumes psychological warfare with Pyongyang By HYUNG-JIN KIM, Associated Press Writer - MAY 25,2010
SEOUL, South Korea – Tensions on the Korean peninsula soared Tuesday as South Korea resumed propaganda broadcasts into North Korea in retaliation for the deadly sinking of a warship, while the North's leader reportedly has ordered troops ready for combat. The South's restarting of psychological warfare operations was among measures it announced Monday, along with slashing trade, to punish Pyongyang for the March torpedo strike that sank a navy warship and killed 46 sailors. The U.S. has thrown its full support behind South Korea's moves to retaliate, which also include bringing North Korea before the U.N. Security Council. China — North Korea's main ally and aid provider and a veto-weilding member of the Security Council — has so far done little but urge calm on all sides.U.S. Secretary of State Hillary Rodham Clinton was in Beijing conferring with officials on a coordinated response. China's top nuclear envoy, meanwhile, huddled with South Korean officials in Seoul.South Korea's military resumed radio broadcasts airing Western music, news and comparisons between the South and North Korean political and economic situations late Monday, according to the Joint Chiefs of Staff. The military also planned to launch propaganda leaflets Tuesday to inform North Koreans about the ship sinking.
In coming weeks, South Korea also will install dozens of propaganda loudspeakers and towering electronic billboards along the heavily armed land border between the two Koreas to send messages enticing communist soldiers to defect to the South. The action, which ends a six-year suspension, is expected to draw an angry response from North Korea. The country's military already warned Monday it would fire at any propaganda facilities installed in the Demilitarized Zone.A North Korean monitoring group said Tuesday that North Korean leader Kim Jong Il last week ordered his 1.2 million-member military to get ready for combat, shortly after South Korea officially blamed his regime for the March 26 sinking of its warship Cheonan.
Seoul-based North Korea Intellectuals Solidarity, citing unidentified sources in North Korea, said in a report that the order was read by Gen. O Kuk Ryol, a Kim confidant, and broadcast on loudspeakers throughout the country Thursday, hours after the multinational report blaming Pyongyang was issued in Seoul.South Korean officials and other North Korea monitoring groups could not immediately confirm the report. The Defense Ministry and the Joint Chiefs of Staff said they have not obtained any signs suggesting unusual activity by North Korea's military.Park Sang-hak, a North Korean defector who has led a civilian leaflet campaign against Pyongyang, said his sources in North Korea told him earlier Tuesday that they haven't heard about such a broadcast. Park also noted that Kim's messages are usually reported by state media such as the main Rodong Sinmum newspaper before being broadcast through loudspeakers.North Korea has steadfastly denied any role in the ship's sinking, although international investigators concluded last week that a torpedo from one of its submarines tore apart the Cheonan in South Korea's worst military disaster since the 1950-53 Korean War.South Korean President Lee Myung-bak said in a nationally televised speech Monday that it was another example of incessant provocation by North Korea, including a 1987 bombing of a South Korean airliner that claimed 115 lives.North Korea will pay a price corresponding to its provocative acts, Lee said in a solemn speech at the War Memorial.
The two Koreas are still technically at war because their 1950-53 conflict ended with an armistice, not a peace treaty. The truce prohibits South Korea from waging a unilateral military attack, so Seoul sought to strike at Pyongyang's faltering economy.Despite their rivalry, South Korea has been Pyongyang's No. 2 trading partner with $1.68 billion in trade in 2009, or about 33 percent of the North's total, according to the Korea Trade-Investment Promotion Agency.South Korea said it will stop buying shellfish, seafood products, sand and other products and deny permission to North Korean cargo ships to pass through South Korean waters. Those measures will cost North Korea about $200 million a year, said Lim Eul-chul, a North Korea expert at South Korea's Kyungnam University.President Barack Obama's administration endorsed Lee's demand that North Korea both apologize for the attack, punish those responsible and cease such provocations. U.N. Secretary-General Ban Ki-moon said Monday he expects the Security Council to take action against North Korea, calling the evidence that the North was responsible overwhelming and deeply troubling. The U.S. and South Korea are planning two major military exercises off the Korean Peninsula in a display of force intended to deter future aggression by North Korea, the White House said. The U.S. has 28,500 troops in South Korea — a major sore point for the North — as well as 47,000 troops in Japan. The spike in tensions was a concern for South Koreans preparing to cross into North Korea on Tuesday to work at a joint factory zone. We are so worried, not only me but others who work with me are all in the same situation, said Oh Mun-sik, a South Korean businessman who works at the Kaesong Industrial Complex. We do not know what to expect in the future.Associated Press writers Jean H. Lee, Sangwon Yoon and Kelly Olsen in Seoul, APTN camerman Johnson Lai in Paju, South Korea, John Heilprin at the United Nations, Matthew Lee in Beijing, and Ron Powers and Julie Pace in Washington contributed to this report.
Praying for a Moderate Terrorist By Daniel Greenfield Tuesday, May 25, 2010 CANADA FREE PRESS
The Obama Administration may have abandoned the space program and the search for life on other planets, but it is determinedly searching for moderate Islamic terrorists all across this planet. So far it has tried to identify Moderate Taliban (these would be Taliban who only chop off your feet, not your head) and Moderate Hizbullah (who only support bombing Ashkelon but not Haifa). It has yet to get around to trying to locate any Moderate Al Queda, but we have to assume that’s next on their shopping list.If the same people running foreign policy in the US and Europe had been in charge in 1941, when Rudolf Hess, the third in the line of succession after Hitler and Goring, flew to the UK with a peace offer—Hess would have been wined and dined, and the Allies would have prematurely aborted the war in joy at having finally discovered a Moderate Nazi.Instead Churchill churlishly had Hess thrown into the Tower of London, where he stayed until Germany was defeated and he could be put on trial at Nuremberg.Of course if we overlay the present on the past, it’s easy enough to imagine the ACLU rushing to offer pro bono legal counsel to Rudolf Hess, the New York Times running a series of stories planted by PR companies working for Nazi Germany detailing his plight in the Tower, and demanding that he be given his day in court, and George Clooney making a movie in which he plays Hess’ lawyer. Of course all this actually did happen. Except Hess was named Hamdan, and he was Osama bin Laden’s bodyguard and chauffeur. And yes George Clooney will play his lawyer.
The difference is that by 1941 there were a shortage of people who still had a weakness for Nazis. Years of brutal war had changed that. And today there is still no shortage of those in the media, Hollywood and of course holding down the polished wooden desks at the State Department and the Foreign Office who have a weakness for Islamic terrorists. And that weakness is a prerequisite for the pursuit of the moderate Islamic terrorist. To understand why that’s so, let’s examine the logic behind the Great Moderate Terrorist Caper. What is a moderate Islamic terrorist? Boiled down to basics, it’s a terrorist who’s willing to sit down and negotiate with us. Which means that the only difference between an Extremist and a Moderate is that the extremist wants to cut our head off without talking to us, while the moderate wants to tell us exactly why he wants to cut our head off, and how many heads we can give him to satisfy his bloodlust.Let’s take at Hamas and Fatah in Israel. Both are terrorist groups with social welfare arms for their followers. Both teach children that becoming a suicide bomber will get them into paradise. Both are covered with the blood of the people they murdered. Both oppress even their own people, and murder anyone who crosses them. But the State Department insists that Fatah is a peace partner and Hamas is a terrorist group. What’s the difference between them? Hamas refuses to negotiate any kind of peace plan. Fatah is willing to negotiate a peace plan in bad faith. That is why Fatah gets billions of dollars from the US, and Hamas has to make do with whatever Mahmoud Ahmadinejad, George Galloway, Cindy Sheehan and the good people at Code Pink can smuggle to them.
Naturally the Obama Administration has also been in the market for Moderate Hamas terrorists to negotiate with, but despite Robert Malley’s best efforts, none have yet turned up. Even the prospects for a Moderate Taliban don’t look good. That may be because our only criteria for Moderate Taliban is not based on their respect for human rights or not murdering our soldiers—but on their willingness to sit down at a table with us and accept our concessions. Now think about the national self-image of the people who think this way and you’ll see the source of their weakness.Churchill wasn’t interested in what Hess had to say, because he knew that England was in the right, and Nazi Germany was in the wrong. Obama and his people are deeply interested in what the Taliban and Hezbollah have to say because they’re not sure of any such thing at all. Their mindset is still stuck in 1933. They’re still busy apologizing for everything America did wrong—to people who think nothing of murdering their own daughters over a text phone message. It’s as if Chamberlain were still in power in 1941 and was busy apologizing for causing Germany’s economic problems, while London was burning around him.Chamberlain was unfit to govern because he did not see his nation as good, and Nazi Germany as evil. By contrast Churchill was fit to take his place because he saw it exactly that way. Obama and those who work for him not only don’t share Churchill’s view, they don’t even share Chamberlain’s. They don’t merely suffer from moral equivalence, they actually believe that our enemies have a just grievance against us, while we are experiencing blowback from our foreign policy—and need to shut up about it and make our peace with the terrorists. And people who see it this way, whether it’s Barack Hussein Obama or Nick Clegg or Jean-Marie Le Pen or Rand Paul, are completely unfit to govern in wartime. That is the heart of the weakness that we have been talking about. A corruption of the spirit.
A moderate Islamic terrorist is most in demand by people who are looking to surrender
In the logic of appeasement, all Islamic terrorists have a valid grievance against us. They engage in violence against us because of their grievance. If we can only meet with those moderate terrorists who are willing to listen to us, and work with them to resolve that grievance, the extreme terrorists who refuse to listen to us will be marginalized, and peace will prevail. Call it madness or treason, this is exactly what they believe. And work to implement. There are numerous examples to show that this doesn’t work. If nothing else, seventeen bloody years in Israel have demonstrated that. But the Obama Administration is determined to follow its sympathies, which are ever hostile to America and its interests, and friendly to those who would destroy us. And so they go on praying for a moderate terrorist. A terrorist who will put on a suit and tie, shake their hands for the camera, accept their concessions and usher in a reign of hell on earth. What kind of people pray for a moderate terrorist? The kind who let a mosque be built within sight of Ground Zero. Whose preferred form of American history is a list of wrongs that we committed against everyone. Who believe in a reverse form of American exceptionalism, that we are exceptionally bad, exceptionally evil and an exceptionally awful country. Who have a context for everything our enemies do to us, and none for what we do in our own defense. The kind who in not so many words, believe the terrorists have a point and that we need to work it out with them.A moderate Islamic terrorist is most in demand by people who are looking to surrender. They just wish there was someone reasonable around for them to surrender to.
