northeastern Japan shook buildings as far away as Tokyo on Friday and
triggered a one-meter tsunami in an area devastated by last year's
Fukushima disaster, but there were no reports of deaths or serious
damage.The quake had a preliminary magnitude of 7.3, the U.S. Geological
Survey said, and thousands of coastal residents were ordered to
evacuate to higher ground, but the tsunami warning was lifted two hours
after the tremor struck.The March 2011 earthquake and following tsunami killed nearly
20,000 people and triggered the world's worst nuclear crisis in 25 years
when the Fukushima-Daiichi nuclear plant was destroyed, leaking
radiation into the sea and air.Workers at the plant were ordered to move to safety after
Friday's quake. Tokyo Electric Power Co, the operator of the Fukushima

Tsunami warning lifted for strong Japan earthquake

TOKYO (AP) — A
strong earthquake Friday struck the same Japanese coast devastated by
last year's massive quake and tsunami, generating small waves but no
immediate reports of heavy damage. Several people along the northeastern coast were reportedly injured and buildings in Tokyo and elsewhere swayed for several minutes.The earthquake had a preliminary magnitude of 7.3 and struck in the Pacific Ocean off the coast of Miyagi prefecture at 5:18 p.m. (0818 GMT), the Japan Meteorological Agency said. The epicenter was 10 kilometers (6.2 miles) beneath the seabed and 240 kilometers (150 miles) offshore.
The area was shaken by repeated, smaller aftershocks, the agency said.After the quake, authorities issued a warning that a tsunami
potentially as high as 2 meters (2.2 yards) could hit. Sirens whooped
along the coast as people ran for higher ground.Ishinomaki, a city in Miyagi, reported a tsunami 1 meter (1 yard) high and other towns reported smaller tsunamis.About two hours after the quake struck, the tsunami warning was cancelled. The Pacific Tsunami Warning Center earlier said there was no risk of a widespread tsunami.
Aiko Hibiya, a volunteer for the recovery in Minami-Sanriku, a
coastal town devastated by last year's tsunami, said she was at a
friend's temporary housing when the quake struck."It shook for such a long time," she said.She said other volunteers who had been in coastal areas were
evacuated to a square and a parking lot as they waited for the tsunami
warning to be lifted.Japan has barely begun to rebuild from last year's magnitude-9.0
earthquake, which triggered a tsunami that swelled to 20 meters high in
some areas, ravaging dozens of coastal communities in Miyagi and
elsewhere. About 19,000 people were killed and some 325,000 people
remain displaced from their homes, living in barracks and other
temporary quarters.Miyagi prefectural police said there were no immediate reports of

NEW BATAAN, Philippines -- Rescuers were digging through mud and debris
Friday to retrieve more bodies strewn across a farming valley in the
southern Philippines by a powerful typhoon. The death toll from the
storm has surpassed 500, with more than 400 people missing.More than 310,000 people have lost their homes since Typhoon Bopha
struck Tuesday and are crowded inside evacuation centers or staying with
their relatives, relying on food and emergency supplies being rushed in
by government agencies and aid groups.
"I want to know how this tragedy happened and how to prevent a repeat,"
President Benigno Aquino III said during a visit to New Bataan town,
the ground zero of the disaster, where ferocious winds and rains lashed
the area.Officials have confirmed 252 dead in Compostela Valley, including New
Bataan, and 216 in nearby Davao Oriental province. Nearly 40 others died
elsewhere and more than 400 are still missing, about two-thirds in New
Bataan alone.Aquino told New Bataan residents gathered in the middle of toppled
coconut trees and roofless houses that he was bent on seeking answers in
order to improve their conditions and minimize casualties when natural
disasters occur. Fatal storms and typhoons blowing from the Pacific are
common in the Philippines, but most of them hit northern and central
areas, and southern Mindanao Island is usually spared."We are going to look at what really happened. There are allegations of
illegal mining, there are allegations of the force of nature," said
Interior Secretary Mar Roxas, who traveled with Aquino. "We will find
out why there are homes in these geohazard locations."The economic losses began to emerge Friday after export banana growers
reported that 14,000 hectares (34,600 acres) of export banana
plantations, equal to 18 percent of the total in Mindanao, were
destroyed. The Philippines is the world's third-largest banana producer
and exporter, supplying well-known brands such as Dole, Chiquita and Del
Monte mainly to Japan and also to South Korea, China, New Zealand and
the Middle East.Stephen Antig, executive director of the Pilipino Banana Growers and
Exporters Association, said losses have been conservatively estimated at
12 billion pesos ($300 million), including 8 billion pesos ($200
million) in damaged fruits that had been ready for harvest, and the rest
for the cost of rehabilitating farms, which will take about a year.

Analysis: For the EU, way ahead may be a three-lane highway

BRUSSELS (Reuters) - Much has been written over the past year about the risks of a two-speed Europe in which the 17 euro zone countries move ahead more rapidly than the rest of the European Union.Such a divergence,
the conventional wisdom goes, could mark the beginning of an unraveling
of nearly 60 years of post-war European integration and tear the EU apart.Yet rather than having one speed, two speeds, no speed
at all or being on the brink of shifting into reverse, the European
Union more accurately resembles a three-lane highway.And when EU leaders next meet at a summit in Brussels
on December 13-14, it is the road ahead that will be the focus of
discussions.In the slow lane, closest to the exit ramp should it choose to swerve off, is Britain, the reluctant partner of Europe for the past 40 years.As London mayor Boris Johnson, a potential future prime
minister and former Brussels journalist, reiterated this week, Britain
is in the process of reshaping its ties to Europe, with the goal being
less engagement not more.Many Britons resent what they see as interference by
the European Union in issues ranging from London's standing as a
financial center to the voting rights of prisoners.For now, Britain is headed in the same direction as
everyone else but in the months or years ahead it could well decide it
has less to gain from being in than being out.Beyond Britain, it's harder to pin down precisely which
countries are sticking to the far-right lane (or left on British
motorways), but EU diplomats asked for their views suggest at least two:
the Czech Republic and Sweden.Neither has taken the same public hard line as Britain
in the debate, but in subtler ways both have shown an increasing
discomfort with where the EU is headed as the push for deeper and more
rapid integration gains momentum.
At the end of 2011, the Czechs joined Britain in refusing to sign up to the "fiscal compact", a treaty that enforces tighter budget discipline on member states and which the other 25 EU countries have ratified.
Sweden came close to allying itself with Britain and the Czechs on the compact and is now in the same broad camp as them on another sensitive and pressing issue - banking union.The push to set up a unified banking structure across the euro zone and wider EU has prompted non-euro states to define their positions sharply. They are concerned about losing sovereignty over their banks if the European Central Bank, a euro-focused institution, is given sole charge of oversight.For different reasons Britain, Sweden, the Czech Republic and a handful of others, including Hungary and Poland, are troubled by the banking framework and find themselves at odds with what they see as a euro-centric policy drive.Such differences are visible in decisions beyond the future of economic and monetary union as well.Next week, the European Union will be awarded the Nobel Peace Prize at a ceremony in Oslo. Not only are they holding up the traffic, but they could cause an accident.After three years of the debt crisis, it's not hard to identify who they may be: Greece and Portugal for sure, and to an extent Ireland, even if it has picked up the pace.Behind them are several others that will either be bailed out soon, have asked for assistance or may have to in the months ahead, including Cyprus, Spain and Italy.The remaining 11 euro countries range from Germany, Finland, the Netherlands and Austria at one end of the speed spectrum to Estonia, Slovakia, Malta and Slovenia at the other, with France and Belgium hovering somewhere in between.

lane. It is difficult to work out which of the seven or so countries are
about to move into the fast lane, which are drifting to the slow side
and which are staying in the middle.Hungary is a case in point. It is committed to joining

frustrations with where the EU is headed, particularly when it comes to
banking union and justice issues.Poland is not so hard to read, but still in two minds
about the euro and when to adopt it. Lithuania wants to join the
currency as soon as possible, but may not be up to speed. And Denmark is
steering clear of both the euro and major parts of EU legislation, but

Draghi seeks to allay German concerns on banking union

Mario Draghi on Thursday (6 December) sought to downplay a clash of
views with the German government over the scope of a new banking
supervisor by suggesting a bigger role for national supervisors when it
comes to small regional banks.Setting up the new supervisor for all 6,000 banks in the eurozone is
"crucial" to boost market confidence at a time when eurozone recession
is now projected to last well into 2013, Draghi said during a press
conference following the monthly meeting of the ECB governing council.Worsening prospects for the eurozone economy are "mainly related to
uncertainties about the resolution of sovereign debt and governance
issues in the euro area," he said.With the ECB still acting as an intermediary between eurozone banks
reluctant to lend to each other, Draghi insisted that "a single
supervisory mechanism is one of the main building blocks" in
re-integrating the banking system.EU leaders in June had pledged to agree by the end of the year on the
setting up of this supervisory body within the ECB. But Germany has
since put the brakes on, with other countries in the more hawkish north -
Finland and the Netherlands - also insisting that "quality must come
before speed."Earlier this week, talks between finance ministers broke down as
Germany continued to oppose a scheme that would put all banks - large
and small - under the ECB supervision.According to German finance minister Wolfgang Schaeuble, the
Frankfurt-based central bank could never be able to muster such a
gigantic task.His views overlap with those of German regional banks, some of which also experienced problems in the 2008 financial crisis."We want a supervisory body that is effective, quick and efficient.
That can only happen if the supervisor is close to the banks and knows
their business, Georg Fahrenschon, head of the German regional savings
banks association, told this website."So for us it is logical that big banks are controlled at European
level and for regional banks, that are close to people and the real
economy, the responsibility lies with the national supervisor," he
added.Asked whether he does not see that other banks would take this as a
precedent to elude eurozone supervision, Fahrenschon said the answer
should not be a "mammoth" authority, but rather improving the
performance of national authorities.But Draghi suggested that while the ultimate responsibility would be
held by the ECB, "in practice there will not be much difference" from
what the Germans are asking for."The ECB supervisor won't be able to supervise 6,000 banks directly.
As the size of a bank and its systemic significance decreases, so will
decrease the supervision at central level and increase at national
level."He also downplayed the failure to reach a deal earlier this week."We have to look at these discussions in perspective: before the
summer there was not even an idea about how this supervisor may look
like. The discussion has really just started. I am confident we will
reach an agreement, the benefits of having a single supervisory
mechanism are not disputed."
Commission - EU must combat 1 trillion euro tax dodging

BRUSSELS - EU countries must apply
common tax rules to combat tax havens and loopholes allowing businesses
to avoid corporation tax, according to new proposals released on
Thursday (6 December) by the European Commission.The Commission estimates that around 1 trillion euros is lost each
year to tax evasion and avoidance in the EU, The situation is
particularly acute at a time when governments across Europe are
implementing austerity budgets and attempting to increase taxes to plug
budget deficits and rebuild public finances.Launching the proposals, the EU Tax commissioner Algirdas Semeta said
tax evasion was "a scandalous loss of much-needed revenue" and "a
threat to fair taxation"."In a single market, within a globalised economy, national mismatches
and loopholes become the playthings of those that seek to escape
taxation", he added.The EU has a limited role in tax policy which is currently limited to
co-ordination of rules on VAT and provisions on administrative
co-operation between countries.The commission paper comes against the backdrop of revelations that a
number of leading high-street firms, including Starbucks and Amazon,
have exploited national tax systems to minimise their liabilities. There
was public outcry when it was revealed that coffee-giant Starbucks had
paid just €11 million in UK corporation tax over 14 years and nothing
since 2009 despite racking up over one billion in sales. The controversy
led to Starbucks promising on Thursday (6 December) that it would pay
€25 million in corporation tax in 2013 and 2014.
Indeed, the Commission recommendation on 'Aggressive tax planning' comments that existing single market rules allow businesses to "structure arrangements with such jurisdictions via the member state with the weakest response….this does not only erode member states' tax bases but also endangers fair competitive conditions for business."The commission calls on EU countries to include a clause in Double Tax Conventions (DTCs) agreed with other countries , as well as for an EU-wide rule on tax abuse. It also encourages member states to identify tax havens and place them on national 'blacklists', while detailing measures to persuade them to apply EU law.Meanwhile, the EU executive also calls for an end to "harmful tax competition" between EU countries. In 2011 the commission tabled legislation for a common corporate tax base in a bid to stop countries competing to offer the lowest tax rates.The two recommendations are not legally binding on governments but Commissioner Semeta has indicated that he would table "legislative proposals for action" if member states fail to act.Ten EU countries, including Italy, have already received instructions from the EU executive to improve tax compliance as part of their national economic reform programmes in the 2012 European economic semester.

People anxious to see Egypt recover from two years of turbulence fear bad blood could persist and squash hopes for cooperation needed to help Mursi rule smoothly and deliver much-needed reforms.
"If they succeed in the referendum, they will see that as a step forward, but not without cost," said a Western diplomat.Though Mursi won international praise for mediating a truce in Gaza, the violence on his own streets worries the West and particularly the United States, which has given Cairo billions of dollars in military and other aid since Egypt made peace with Israel in 1979. U.S. President Barack Obama told Mursi on Thursday of his "deep concern" about casualties during protests.A victim of the polarization could be the Brotherhood's plans to forge electoral alliances with liberals in forthcoming parliamentary polls. The head of the Brotherhood's Freedom and Justice Party told Reuters this week he saw such alliances as preferable to an ideological tie-up with other Islamists.The divisions are now playing out in the streets. Seven people were killed and hundreds wounded this week in clashes between Islamists and their rivals. A call by Mursi for dialogue was rebuffed by activists who are to protest again on Friday."We said that this state of polarization, if it was not dealt with properly, would reach this point, and it has," said Ayman Al-Sayyad, who quit his post as a Mursi adviser on Wednesday following an eruption of violence."This was the scene that we were trying to avoid," he added in an interview with al-Hayat television.The inclusive image Mursi had tried to build around his administration was one of the first victims of the crisis that mushroomed following a November 22 decree that expanded his powers and protected his decisions from judicial review.

UN Secretary-General Ban Ki-moon
has renewed a call on Syria not to use chemical weapons, saying their
use would amount to an “outrageous crime in the name of humanity.”Syria has been careful not to confirm that it
has chemical weapons, but the regime insists it would never use them
against the Syrian people.
Ban on Friday also called for an end to the
violence to allow a “political dialogue” and urged the UN Security
Council to “stand united and act decisively” to end the crisis.Ban spoke to reporters after a visit to
refugee camps in Jordan and Turkey for Syrians and appealed for more aid
to help the hundreds of thousands who have fled the violence.“I call on the international community and
particularly the countries of the region to provide on (an) urgent basis
humanitarian assistance,” he said at the Zaatari camp in Jordan.
Approximately 250,000 Syrian refugees have sought safety in Jordan since
the civil war began 21 months ago.“We cannot close our eyes while people are
suffering and dying. We have to help them,” Ban entreated. “The United
Nations is working hard to alleviate the suffering of Syrians inside and
outside their country.”
“(The) UN appeal for humanitarian assistance
has been only half funded. We have witnessed a tripling in the number of
refugees,” and “any serious escalation in Syria would lead to a
dramatic increase” in the number of those who fled Syria.The Syrian civil war has left more than 42,000
people dead since its inception in March 2011, according to opposition
group the Syrian Observatory for Human Rights. Eighty-three were killed

As fears grow that Syrian
President Bashar Assad may use chemical weapons in a desperate move to
quell a 22-month uprising, members of the opposition claimed Friday that
the regime is already using internationally-banned chemical agents in
the war.The Local Coordination Committees, an opposition group active inside Syria, reported that on Thursday the military “threw toxic gases” in Daraya, southwest of Damascus, and attacked the towns of Mohasan and Buomar with phosphorus bombs.A senior opposition member told told A-Sharq Al-Awsat, a Saudi-owned daily with close ties to the Syrian opposition, that Assad cut internet and mobile communications to Syria last week
in order to prepare and transport chemical weapons for use in Damascus,
expecting a crucial battle with the Free Syrian Army in the capital.‘I do not think [Assad] is
suicidal or about to pursue a “Samson option,” as some have suggested,’
says Joshua Landis, director of the Center for Middle East Studies at
the University of Oklahoma and an expert on Syria.He eventually did not use the weapons when the
opposition decided to attack Damascus airport rather than the city
itself. However, the regime’s use of cluster bombs and exploding barrels
has been well-documented by international human rights groups.Despite reports, Joshua Landis, director of
the Center for Middle East Studies at the University of Oklahoma and an
expert on Syria, said Assad was unlikely to fully utilize his chemical
weapons capabilities at this time.“He must know that as soon as he uses them, he
will have written his death warrant,” Landis told The Times of Israel.

Syria owns one of the largest stockpiles of chemical weapons in the
world, intended originally as a strategic deterrent against Israel.Captain Abdul Salam Abdul Razaq, who defected
from Syria’s chemical warfare unit, told A-Sharq Al-Awsat that sarin and
mustard gas are the two nerve agents primarily used by the Syrian army
in combat.
He said that since the colorless, odorless
sarin gas evaporates within half an hour, the Syrian army uses it
“before entering any area.” Abdul Razaq also pleaded for
international assistance in taking control of chemical weapon sites,
which he claimed defectors have accurate intelligence about.On Thursday, Syrian deputy foreign minister
Faysal Mekdad said that “if Syria owned chemical weapons, it would not
use them against its people,” adding that the entire issue was invented
by the West as a pretext to invade the country.

Medvedev's standing has declined sharply since he and
Putin announced in September last year that Putin planned to return to
the presidency, ending speculation that Medvedev would stay on.A think tank, the Institute of Globalisation Problems,
said in a report this week that Medvedev was likely to survive as
premier only until March or April because of battles behind the scenes
between rival interest groups.Other political experts say Putin is more likely to
keep Medvedev in place at least until there is an economic slowdown or
another crisis that requires a high-profile scapegoat.Medvedev ignored the rumors in Friday's interview,
during which he was asked about drunk driving and a possible ban on

Two IDF soldiers and a border
policeman were injured lightly on Friday afternoon when a group of about
40 Palestinian protesters threw stones in their direction in the
northern West Bank town of Kafr Qaddum.
One of the injured Israelis was taken to Beilinson hospital in Petah Tikva for treatment of a broken hand.
IDF and border patrol forces dispersed the protesters with stun grenades.Earlier Friday, Palestinians threw stones at
several Israeli vehicles traveling on Route 60, the West Bank’s main
artery, and some 200 protesters gathered and hurled stones at IDF forces
southwest of Bethlehem.One woman suffered a light head injury when a
stone thrown at her vehicle shattered a window, sending shards flying.
Damage was caused to five other vehicles in the area.On Thursday, a group of IDF soldiers on patrol in Hebron clashed with some 250 Palestinians after trying to arrest a Palestinian policeman in Hebron.One soldier was punched in the face by a
Palestinian policeman in the divided city. Over 20 Palestinians were
injured in the clashes.
The incident reportedly started when the
soldiers attempted to arrest a Palestinian policeman. Other policemen

CAIRO (Reuters) - The crisis unleashed by President Mohamed Mursi's bid to wrap up Egypt's
transition on his own terms has eroded his nation's faith in their
nascent democracy and will complicate the already unenviable task of
government.His effort to drive through a constitution against the
wishes of major sections of society, including a Christian minority, has
damaged prospects for building consensus needed to tackle challenges
ahead, such as fixing a broken economy.Having promised to be a president for all, Mursi stands accused of putting the interests of his group, the Muslim Brotherhood, ahead of others who say their aspirations are not reflected in the draft to be put to a December 15 referendum.On the other side, suspicions harbored by Islamists
towards their secular-minded opponents have only deepened as a result
of the turmoil ignited by Mursi's effort to fast-track the final stage
of the transition from Hosni Mubarak's rule.
With the more extreme among them opposed to the very
notion of democracy, the Islamists say their rivals are not respecting
the rules of the game that put them in the driving seat by winning free
and fair elections.People anxious to see Egypt recover from two years of turbulence fear bad blood could persist and squash hopes for cooperation needed to help Mursi rule smoothly and deliver much-needed reforms.
"If they succeed in the referendum, they will see that as a step forward, but not without cost," said a Western diplomat.Though Mursi won international praise for mediating a truce in Gaza, the violence on his own streets worries the West and particularly the United States, which has given Cairo billions of dollars in military and other aid since Egypt made peace with Israel in 1979. U.S. President Barack Obama told Mursi on Thursday of his "deep concern" about casualties during protests.A victim of the polarization could be the Brotherhood's plans to forge electoral alliances with liberals in forthcoming parliamentary polls. The head of the Brotherhood's Freedom and Justice Party told Reuters this week he saw such alliances as preferable to an ideological tie-up with other Islamists.The divisions are now playing out in the streets. Seven people were killed and hundreds wounded this week in clashes between Islamists and their rivals. A call by Mursi for dialogue was rebuffed by activists who are to protest again on Friday."We said that this state of polarization, if it was not dealt with properly, would reach this point, and it has," said Ayman Al-Sayyad, who quit his post as a Mursi adviser on Wednesday following an eruption of violence."This was the scene that we were trying to avoid," he added in an interview with al-Hayat television.The inclusive image Mursi had tried to build around his administration was one of the first victims of the crisis that mushroomed following a November 22 decree that expanded his powers and protected his decisions from judicial review.
RESIGNATIONS
A Christian and a woman were among the first to resign from his staff, as surprised by the decree as most Egyptians. Despite an early bout of violence, Mursi showed no sign of wavering and appeared to brush off his critics."I see things more than they do," he told Time.With speculation swirling around how he took the decision, Egyptians long suspicious of the Brotherhood have concluded Mursi is running the country at the group's command.In response, the Islamists complain that many of Mursi's attempts at outreach were rebuffed early on. Their view of the opposition has grown dimmer through the crisis. Brotherhood members have started to dismiss opponents as "feloul", meaning "remnants" - a pejorative implying loyalty to Mubarak.
"The really unfortunate side effect of the last two weeks is the political atmosphere has become really toxic. I fear that could endure long past the current crisis," said Elijah Zarwan, a fellow with the European Council on Foreign Relations."The next government is going to have to move very quickly to address many problems and it will need cooperation. In the current atmosphere, it is hard to imagine others cooperating."Such cooperation will be at a premium for introducing policies aimed at reining in a crushing budget deficit and staving off a balance of payments crisis. Egypt's economy has lost $70 billion to $80 billion of economic output since Mubarak was ousted, in one economist's estimate.Top of the economic to-do list are measures to cut back on fuel subsidies - one of the biggest drains on state finances. Tweaks to such support are bound to be unpopular in a nation where both rich and poor have grown used to cheap petrol."He has inherited an economy that is weak and needs serious surgery, so he is going to have to make controversial decisions over the next year or so," said Simon Kitchen, strategist at EFG-Hermes, an Egyptian investment bank."Ideally you want to do that in an environment where you have some sort of political consensus," he said.
"THEY BURNED THEIR BRIDGES"
Some subsidy reform and other steps to cut waste are part of a program agreed in principle with the International Monetary Fund for $4.8 billion loan designed to support the budget.The IMF board meets on December 19 to discuss approval of the loan, which would be seen by investors as a seal of approval for the government's reform program.Besides the economy, Mursi needs wider backing to tackle other problems including a judiciary which his opponents agree needs overhaul. But even when he sacked the unpopular, Mubarak-era prosecutor general, Mursi was criticized for showing an autocratic streak in the way he went about it.In the new system of government outlined in the draft constitution, Egypt's next parliament will have a say over the shape of government. A parliamentary election would go ahead some two months later if the constitution is approved in the referendum.With that in mind, the Freedom and Justice Party is already eyeing alliances to fight the parliamentary election.FJP leader Saad al-Katatni said in an interview his preference was for an alliance with liberals, not the hardline Islamists whose backing has helped Mursi through the crisis. "Our preferred option is that the alliance not be ideological so that we don't have a split in the nation," he said.The Brotherhood had kept the nascent hardline Salafi parties at arm's length as they emerged after Mubarak's political demise. That trend has gradually been reversed as the Brotherhood has looked to fellow Islamists for support."They burned their bridges with the secular camp and relied heavily on the Salafi camp. We don't feel that is where they naturally want to be right now," said the Western diplomat, speaking on condition of anonymity.Sentiment from liberal parties suggests the Brotherhood will struggle to convince liberals that it is a trustworthy partner."I don't think the man realizes the degree of rebellion and rage the people have," said Ahmed Said, head of the liberal Free Egyptians Party, referring to Mursi. Hamas leader ends long exile, visits Gaza Strip

GAZA (Reuters) - Hamas leader Khaled Meshaal ended decades of exile from Palestinian land on Friday with a triumphal first ever visit to the Gaza Strip that underscored the Islamist group's growing confidence following its latest conflict with Israel.After passing through the Egyptian border crossing,
Meshaal knelt and touched the ground with his forehead, offering up a
prayer of thanks. He was then greeted in the warm December sun by dozens
of officials from an array of competing factions.Meshaal will spend barely 48 hours in the coastal
enclave and attend a mass rally on Saturday that has been billed as both
a commemoration of the 25th anniversary of the founding of Hamas and a
"victory" celebration following the November fighting.
Israel rejects Hamas's assertion that it won the conflict, which killed some 170 Palestinians and six Israelis.
Speaking to reporters, Meshaal said his arrival in Gaza was like a rebirth that followed on from his natural birth in the nearby West Bank in 1956 and a second that was his narrow escape from an Israeli assassination squad in 1997."I pray to God that my fourth birth will come the day we liberate Palestine," he said, clearly moved by his reception, with uniformed police breaking ranks to try and kiss his hand."Today is Gaza. Tomorrow will be Ramallah and after that Jerusalem then Haifa and Jaffa," he said. Ramallah is in the West Bank, while the latter cities, which have large Arab populations, are in modern-day Israel.Later on Friday, he is expected to visit the home of Hamas founder Sheikh Ahmed Yassin, who was assassinated by Israel in 2004, as well as that of Ahmed Al-Jaabari, the group's military commander, who was killed in a similar air strike last month.Hamas denied seeking guarantees via Egyptian contacts with Israel that Meshaal would not be targeted for assassination in Gaza. There was massive security for his arrival, with gun-toting, black-masked guards from the Hamas military wing patrolling the streets in open-topped trucks and motorbikes.
Meshaal, 56, had been widely understood not to have set foot in the Palestinian territories since he left his native West Bank with his family aged 11. However in his speech he indicated he had returned for a visit as a teenager in 1975.Hamas has ruled the tiny Gaza Strip and its 1.7 million population since 2007, when it won a brief civil war with its secular rivals Fatah, which still controls the occupied West Bank. Israel had pulled troops and settlers from Gaza in 2005.The Palestinian movement's founding charter calls for the destruction of Israel but its leaders have at times indicated a willingness to negotiate a prolonged truce in return for a withdrawal to the lines established ahead of the 1967 war, when Israel seized East Jerusalem, Gaza and the West Bank.Hamas continues to say that it will not recognize the Jewish state officially, and it is viewed as a terrorist group by Israel, the United States and most Western governments.
LEAVING SYRIA
Meshaal ran Hamas from exile in Syria from 2004 until January this year when he quit Damascus because of Iranian-backed President Bashar al-Assad's war against Sunni Muslim rebels, whose religion and politics are closer to those of the Palestinians. He now divides his time between Qatar and Cairo.His abrupt departure from Syria initially weakened his position within Hamas: ties with Damascus and Tehran had made him important, but with those links damaged or broken, rivals based within Gaza had started to assert their authority.However, he regained the initiative in last month's rocket war with Israel, working closely with Egypt to secure the truce, and although he says he plans to stand down soon, few in the Gaza Strip expect him to follow through on that pledge.The highlight of his visit will be an open-air rally on Saturday, which Hamas will use to proclaim victory in its eight-day battle, which ended with the Egyptian-brokered ceasefire.
Gaza City has been festooned with green Hamas flags and a stage set up, complete with a huge model of the makeshift M75 rocket, fired at both Tel Aviv and Jerusalem last month.Israeli media have barely mentioned Meshaal's return. There was massive security for his arrival, with gun-toting, black-masked guards from the Hamas military wing patrolling the streets in open-topped trucks and motorbikes.
Meshaal, 56, had been widely understood not to have set foot in the Palestinian territories since he left his native West Bank with his family aged 11. However in his speech he indicated he had returned for a visit as a teenager in 1975.Hamas has ruled the tiny Gaza Strip and its 1.7 million population since 2007, when it won a brief civil war with its secular rivals Fatah, which still controls the occupied West Bank. the past week, prompting predictions among Western opponents of Assad that an endgame is approaching in a 20-month-old conflict that has killed 40,000 people."Events on the ground in Syria are accelerating, and we see that in many different ways," U.S. Secretary of State Hillary Clinton said before talks on Thursday with Foreign Minister Sergei Lavrov of Russia, which has backed Assad."The pressure against the regime in and around Damascus seems to be increasing," Clinton said in Dublin.Syria's government says that is not the case, and that
the army is driving rebels back from positions in the suburbs and
outskirts of Damascus where they have tried to concentrate their
offensive.Many who have followed the events on the ground say talk of an endgame is overblown or premature."I think it's unreasonable to expect that the battle is
in its last stages right now," said Rami Abdelrahman of the Syrian

The United States and its NATO allies have issued coordinated warnings in recent days to Assad not to use chemical weapons. United Nations Secretary-General Ban Ki-Moon also urged Assad not to use poison gas."I think there is no question that we remain very concerned, very concerned that as the opposition advances, in particular on Damascus, that the regime might well consider the use of chemical weapons," U.S. Defense Secretary Leon Panetta said.Syria has not signed an international chemical weapons treaty banning poison gas, but has repeatedly said that it would never use such weapons on its own people.Assad's government said the warnings about chemical arms were aimed at whipping up an excuse for military intervention.NATO decided this week to send U.S., German and Dutch batteries of air-defense missiles to the Turkish border, meaning hundreds of American and European troops will deploy to Syria's frontier for the first time since the war began.The United States is in no hurry to get into another Middle Eastern war. If it appeared that chemical weapons were about to be used by Assad, or seized by an extreme Islamist faction among the rebel forces, it could be driven to take action.But some analysts say there is no long-range plan.

Marijuana goes legal in Washington state amid mixed messages

SEATTLE (Reuters) - Hundreds of marijuana enthusiasts huddled near Seattle's famed Space Needle tower on Thursday night with pipes, bongs and hand-rolled joints to celebrate Washington's new status as the first state in the nation to legalize pot for adult recreational use.The public gathering at the downtown Seattle Center,
like a smaller turnout at a nearby spot hours earlier, defied a key
provision of the state's landmark marijuana law, which allows possession
of small amounts of cannabis but forbids users from lighting up outside
the privacy of their homes.Police kept their distance from both gatherings, underscoring mixed law enforcement messages about the new statute, known by its ballot designation as Initiative 502. The measure took effect on Thursday.Seattle's
city attorney issued a stern warning on Wednesday that public pot
puffing would not be tolerated and that violators faced citations with
$100 fines.But the Seattle Police Department
said its officers had been directed to limit any enforcement actions
related to Initiative 502 to verbal warnings only, at least for now.The new law, passed by voters last month in a move that
could set the state up for a showdown with the federal government,
removes criminal sanctions for anyone 21 or older possessing 1 ounce
(28.5 grams) or less of pot for personal use.Colorado voters likewise chose to legalize pot for
personal recreational use, but that measure is not due to take effect
until next month. Both states are among 18 that have already removed
criminal sanctions for medical use of marijuana.The Washington law
also legalizes possession of up to 16 ounces (0.45 kg) of solid
cannabis-infused goods - such as brownies - and up to 72 ounces (2.4 kg)
of weed in liquid form.But driving under the influence of cannabis or imbibing
in public places where the consumption of alcohol is already banned

The new law ultimately will permit cannabis to be
legally sold and taxed at state-licensed stores in a system to be
modeled after those in many states for alcohol sales. The state Liquor
Control Board, along with agriculture and public health officials, have
until next December to set up such a system.For now, it remains a crime to sell, cultivate or even
share one's own stash, even though the law allows individuals to
purchase a limited amount for personal possession.Ironically, the first known court challenge of the law came from a medical marijuana patient
in Olympia, who filed suit last week seeking to block enforcement of a
new standard for marijuana impairment while driving, similar to the
blood-alcohol standard for drunken driving.
The plaintiff, Arthur West, says the new legal limit - 5
nanograms per milliliter of blood of THC, pot's active ingredient -
would unfairly subject him to prosecution for a THC level at which he
routinely drives without impairment. A hearing on his request for an
injunction was set for Friday.Little if any of the law's fine points seemed to matter
to the mellow group of about 300 people - from college-age tokers to
middle-aged Baby Boomers - who assembled at the Seattle Center fountain,

Courthouse at 5 a.m., and by the time the Auditor's Office opened its

"This is just huge."As they waited, couples chatted cheerfully, hugged and even broke out in an impromptu version of the 1964 pop hit "Chapel of Love." The opening lyrics - "Goin' to the chapel and we're gonna get married " - echoed through the courthouse rotunda.
Sudden Valley couple Jeanne Fondrie and Kate Miller had been singing the song all morning before getting in line at about 7 a.m. The couple, who have been together for 27 years, will get married Wednesday, Dec. 12, along with two other couples at a friend's house."We would never have thought that this would happen in our lifetime," Miller said. "The changes in the last couple years have been so fast and so amazing."Many of the couples were excited that, not only will they get to marry, but the majority of people in Washington support their right to do so."It's a chance to be just like everyone else," said Bellingham resident Michael Butler, who was getting a license to marry Jonathan Holbert. "What's really nice about this is that our fellow Washingtonians voted for this. That makes me so proud to say I'm a Washingtonian."The couple is still in the process of planning a small ceremony, but one thing was certain: after being together for more than 12 years, they wanted to get their license as soon as possible."We've waited long enough," Holbert said.
