China Calls For International Oversight Of The US Dollar, Suggests Single Global Currency Replace It Alexander Higgins Aug 7, 2011

China is demanding international supervision over the U.S. dollar and says they are looking at the option of creating a new single global currency to replace the dollar altogether.China has published an article in its stated owned Xinhua news agency that rails against the United States for losing its AAA credit rating and has issued a series of demands to U.S. policy makers and the international community.China begins by railing against the arrogance and cynicism from some Western commentators in regard to the credit rating downgrade of U.S. debt that was issued by China’s Dagong Global credit rating agency last year and goes on to state that they have the right to demand the U.S. address its debt problem to protect the Chinese dollar. In concluding the article China is calling upon the international community to intervene with a program of international supervision over the U.S dollar while indicating they are looking at the option of creating a global currency to replace the dollar altogether.China Calls For International Supervision Over The US Dollar And New, Single Global Currency To Replace It-China Calls For International Supervision Over The US Dollar And New, Single Global Currency To Replace It
Zero Hedge reports:Gloating China Says Has Every Right To Demand US Address Its Debt Problem, Asks For New Global Reserve CurrencyChina has released a scathing op-ed in Xinhua, the official Chinese news agency, in which the authors waste no time to humiliate a debt-ridden Uncle Sam following the S&P downgrade, in the most violent surge in the recent war of words between the ascendent and descendent superpowers. Some choice selections: Dagong Global, a fledgling Chinese rating agency, degraded the U.S. treasury bonds late last year, yet its move was met then with a sense of arrogance and cynicism from some Western commentators. Now S&P has proved what its Chinese counterpart has done is nothing but telling the global investors the ugly truth, China, the largest creditor of the world’s sole superpower, has every right now to demand the United States to address its structural debt problems and ensure the safety of China’s dollar assets. It doesnt stop there,[the US] should also stop its old practice of letting its domestic electoral politics take the global economy hostage and rely on the deep pockets of major surplus countries to make up for its perennial deficits.China takes the opportunity to give the US a little lecture on a broken way of life: All Americans, both beltway politicians and those on Main Street, have to do some serious soul-searching to bring their country back from a potential financial abyss. And lastly, China once again gets back to its pissing contest about whose reserve currency is bigger: “International supervision over the issue of U.S. dollars should be introduced and a new, stable and secured global reserve currency may also be an option to avert a catastrophe caused by any single country.Just wild fun. Read the whole thing below.

From Xinhua:After historic downgrade, U.S. must address its chronic debt problems
The days when the debt-ridden Uncle Sam could leisurely squander unlimited overseas borrowing appeared to be numbered as its triple A-credit rating was slashed by Standard & Poor’s (S&P) for the first time on Friday.Though the U.S. Treasury promptly challenged the unprecedented downgrade, many outside the United States believe the credit rating cut is an overdue bill that America has to pay for its own debt addition and the short-sighted political wrangling in Washington.Dagong Global, a fledgling Chinese rating agency, degraded the U.S. treasury bonds late last year, yet its move was met then with a sense of arrogance and cynicism from some Western commentators. Now S&P has proved what its Chinese counterpart has done is nothing but telling the global investors the ugly truth.China, the largest creditor of the world’s sole superpower, has every right now to demand the United States to address its structural debt problems and ensure the safety of China’s dollar assets. To cure its addiction to debts, the United States has to reestablish the common sense principle that one should live within its means.S&P has already indicated that more credit downgrades may still follow. Thus, if no substantial cuts were made to the U.S. gigantic military expenditure and bloated social welfare costs, the downgrade would prove to be only a prelude to more devastating credit rating cuts, which will further roil the global financial markets all along the way. Moreover, the spluttering world economic recovery would be very likely to be undermined and fresh rounds of financial turmoil could come back to haunt us all.The U.S. government has to come to terms with the painful fact that the good old days when it could just borrow its way out of messes of its own making are finally gone.It should also stop its old practice of letting its domestic electoral politics take the global economy hostage and rely on the deep pockets of major surplus countries to make up for its perennial deficits.A little self-discipline would not be too uncomfortable for the United States, the world’s largest economy and issuer of international reserve currency, to bear.

Though chances for a full-blown U.S. default are still slim now, the S&P downgrade serves as another warning shot about the long-term sustainability of the U.S. government finances.International supervision over the issue of U.S. dollars should be introduced and a new, stable and secured global reserve currency may also be an option to avert a catastrophe caused by any single country. For centuries, it was the exuberant energy and innovation that has sustained America’s role in the world and maintained investors’ confidence in dollar assets. But now, mounting debts and ridiculous political wrestling in Washington have damaged America’s image abroad.
All Americans, both beltway politicians and those on Main Street, have to do some serious soul-searching to bring their country back from a potential financial abyss.
The events in this video look more and more likely every day.Reuters also reported on the Xinhua article and added that China will now be forced to dump the U.S. dollar. The downgrade of U.S. credit rating is expect to take a major toll on China’s over $2 trillion in investments in the U.S. dollar. With no where else to put all of that money China will be forced to invest it into a one world currency.Reuters reports:China blasts U.S. over debt problems, calls for dollar oversight SHANGHAI | Sat Aug 6, 2011 2:35am EDT(Reuters) – China roundly condemned the United States for its debt addiction and short sighted political wrangling and said the world needed a new stable global reserve currency. In a harshly-worded commentary by the official Xinhua news agency on Saturday, China gave its first official comments on the United States losing its gilded AAA long-term credit rating from Standard & Poor’s. [...]
Chinese economists said the U.S. credit rating downgrade posed a great risk to financial markets and they expected it to prompt China, the world’s biggest holder of U.S. Treasuries, to accelerate the diversification of its holdings.[...]China will be forced to consider other investments for its reserves. U.S. Treasuries aren’t as safe anymore. There is a class of assets out there that are more risky than AAA, but less risky than AA+. China didn’t consider these investments before, but now it would be forced to do so,Li said.[...]Source: Reuters

Deaths of SEAL Team 6 Exposed Aaron Dykes & Alex Jones Infowars.com August 6, 2011

Associated Press sources are reporting a statistically impossible tragedy for U.S. forces in Afghanistan– that of the 38 NATO forces killed in a helicopter crash Friday night, more than 20 were members of SEAL Team 6, the covert unit that took credit for killing Osama bin Laden in May.Mainstream sources are seizing upon claims that the Taliban took credit for downing the helicopter, but that means nothing. Media instantly ran reports that al Qaeda was responsible for the bombing & shootings in Norway; moreover, anyone on a message board can make such claims.Instead, Alex Jones predicted shortly after the raid on bin Laden’s compound that SEALs would soon be reported dead in a helicopter crash or staged incident following multiple reports from military sources who’ve proved accurate in the past, including on-air callers, that SEALs did indeed die during the raid. Official stories admitted after-the-fact that a helicopter went down during the mission, but claimed there were no deaths of U.S. forces.Below is Alex’s report on the breaking news of SEAL Team 6′s official demise:Infowars is on the record reporting that members of Seal Team 6 died in the so called OBL raid. The government admits that a super secret helicopter did crash during the OBL raid but says no one died, our intel is different. We predicted that the spin doctors would stage a crash or when a real crash took place that they would say the SEALs died then. This is a old trick that governments all over the world have been caught pulling in the past. Some speculate that Obama had the team killed to cover up what really happened; however our intel does not point that way. The Pentagon may have blown the helicopter up on the ground on the night of the raid and we cover that in the above video. Lastly the globalist MSM is reporting that terrorist have taken credit but that is notoriously filled with disinfo, like in the Norway attack when a fake terrorist group took credit and the media ran with it.

According to the sources, military personnel internally admit to the SEAL deaths, however it was not clear whether it had been the result of an accidental crash, from a firefight with Pakistani military forces stationed only a short distance from the compound, or whether, as Pakistani eyewitnesses indicated (below), the helicopter exploded after covert forces entered.Whatever the true story, one thing is clear: dead men tell no tales. The inconvenient truth is that governments throughout history have disposed of heroes, covert troops and special forces to keep the real story from coming out. Helicopter and plane crashes have been one of the favorite methods for tying up these loose ends.Abbottabad residents told CCTV reporters they don’t believe Osama bin Laden was ever at this compund and that the operation was a hoax. Pakistan’s anti-terrorist squad also could not confirm the killing, according to reports.Pakistani eyewitnesses to the Abbottabad raid on Osama’s reputed compound reported that a U.S. helicopter exploded and that Americans died, despite the fact that mainstream media reports claimed no one died in the raid. The crash was reported but remains little explained. As Dr. Paul Craig Roberts presciently dredged up again only yesterday:In the immediate aftermath of bin Laden’s alleged murder by the SEALs, Pakistani TV interviewed the next door neighbor to bin Laden’s alleged compound. Someone supplied the video with an English translation running at the bottom of the video. According to the translation, the next door neighbor, Mr. Bashir, said that he watched the entire operation from the roof of his house. There were 3 helicopters. Only 1 landed. About a dozen men got out and entered the house. They shortly returned and boarded the helicopter. When the helicopter lifted off it exploded, killing all aboard. Mr. Bashir reports seeing bodies and pieces of bodies all over. The US government acknowledges that it lost a helicopter, but claims no one was hurt. Obviously, as there were no further landings, if everyone was killed as Mr. Bashir reports, there was no body to be dumped into the ocean.SEAL Team 6 was formally dissolved in 1987, becoming the Naval Special Warfare Development Group, with its command structure transferred to Joint Special Operations Command. The unit’s true nature and even numbers are unknown.

This May 17 Navy Times article would revise the official account of events, admitting to the crash incident:Aboard two Black Hawk helicopters were 23 SEALs, an interpreter and a tracking dog named Cairo. Nineteen SEALs would enter the compound, and three of them would find bin Laden, one official said, providing the exact numbers for the first time.Aboard the Chinooks were two dozen more SEALs, as backup.
[...] The plan unraveled as the first helicopter tried to hover over the compound. The Black Hawk skittered around uncontrollably in the heat-thinned air, forcing the pilot to land. As he did, the tail and rotor got caught on one of the compound’s 12-foot walls. The pilot quickly buried the aircraft’s nose in the dirt to keep it from tipping over, and the SEALs clambered out into an outer courtyard.[...] It took approximately 15 minutes to reach bin Laden, one official said. The next 23 or so were spent blowing up the broken chopper, after rounding up nine women and 18 children to get them out of range of the blast.**NOTE TO LISTENERS: Please help us locate the previous statements from Alex, as well as callers, shortly following the May 1 OBL raid pertaining to the predictions of a coming helicopter crash or other staged event.

SEAL Unit Supposedly Responsible for Osama Hit Killed in Copter Crash Kurt Nimmo Infowars.com August 6, 2011

Soon after it was announced – without evidence – that Navy SEALs had killed Osama bin Laden, the corporate media derisively coined a new term for skeptics – deathers, a word with about as much originality as birthers and truthers.CNN said the deathers have replaced the birthers as the new conspiracy lunatics. It specifically singled out Alex Jones, who said the Osama assassination was a hoax. My friends, this is a complete and total hoax,Alex said, and then asked: Where is the body? The corporate media said his body was deep-sixed at sea. Few if any corporate media journalists (script-readers) pointed out that this explanation was a totally absurd cover story. Few dared examine why the story changed several times.Cindy Sheehan had a sharp retort to those who believe whatever the government – caught lying countless times – and its corporate media propaganda wing tell them.I am sorry, but if you believe the newest death of OBL, you’re stupid, she said.Just think to yourself — they paraded Saddam’s dead sons around to prove they were dead — why do you suppose they hastily buried this version of OBL at sea? This lying, murderous Empire can only exist with your brainwashed consent — just put your flags away and THINK! Many liberals along with dim-witted neocon lickspittles bought into the story without blinking an eye. Democrat warmongers working for the globalist George Soros at Think Progress – a propaganda spigot for pro-war establishment Democrats at the Center for American Progress – immediately seized upon skepticism of the fairy tale as evidence that conservatives who have questioned the official account are crazed conspiracy theorists (in much the same way political dissidents were considered insane by the Soviet state).

Soros’ minions singled out Andrew Breitbart and Emily Miller, a senior editor at the Washington Times, who made the unpardonable error of asking for evidence instead of accepting the fanciful story on blind faith (as both establishment Democrats and Republicans invariably do when the government offers some cockamamie official version of history).Soros’ TP bloggeristas speculate that deatherism will soon replace birtherism because, after all, the birth certificate issue was settled with the latest forged document.Recent developments will now likely make it more difficult to prove the Osama assassination is a fictional account in a long line of fictional accounts issued in the forever war against manufactured terror.Insurgents shot down a U.S. military helicopter during fighting in eastern Afghanistan, killing at least 30 Americans, most of them belonging to the same elite unit as the Navy SEALs who killed al-Qaida leader Osama bin Laden, the Associated Press reports today.
It is said none of the personnel killed in the crash were part of the team that supposedly killed Osama, who actually died in late 2001. Is it possible this is because the SEALs involved in the raid died in a crash near the house in Abboottabad’s Bilal Town where residents insist Osama did not live? The AP reports that the Taliban took down the helicopter in Afghanistan that killed 22 SEALs. It is said to be the largest loss of life in the history of SEAL Team Six, officially called the Navy Special Warfare Development Group, or DEVGRU.Since we know virtually nothing about what happens in Afghanistan – independent journalists were targeted long ago in Iraq by the Pentagon (most notably at the Sheraton and Palestine hotels in Baghdad in 2005) and their survival rate is abysmally low in all theaters of U.S. military operation – we cannot be certain who took out the helicopter in Afghanistan. Our information arrives straight from the Ministry of Truth in the Pentagon.

Is it possible the Pentagon took out the helicopter to send a message to the SEALs, just in case some of them decide (like Pat Tillman did) to tell the truth? This theory is as plausible as the current story, especially considering the lies and deception we were fed about the wars in Iraq and Afghanistan (and Vietnam and Korea before that).Minus un-embedded journalists (professional corporate media script readers) we will probably never know for sure.We do know, however, that the Taliban were created by the CIA and Pakistan’s ISI with seed money from the Saudis. We also know that you and I – taxpayers – continue to fund the Taliban so the globalists can continue their phony war, establish bases, and run their narco business.

AHN | All Headline News | Global News-Italian authorities raid Milan offices of S&P, Moody’s August 5, 2011 05:58 am EDT

Italian authorities seized documents from the Milan offices of ratings agencies Standard & Poor’s and Moody’s Investors Service on Thursday. The seizure was part of an investigation that the two agencies were allegedly engaged in dubious movements in domestic share prices.Carlo Maria Capistro, head of the prosecutor’s office in Trani which led the raid, said the action sought to verify if the two agencies followed Italian regulations in carrying out their business.S&P and Moody’s said the probe has no basis. The raid is seen as the eurozone government’s way of getting back at ratings agencies, which recently downgraded the credit rating of Greece, Portugal and Ireland. The political angle of the Italian raid becomes apparent since Italy and Spain are said to be on the list of nations due for a downgrade. The Center for Economics and Business Research, a British think tank, forecast on Thursday that Italy would likely default on its debt, unless Rome registers an unexpected hike in its economic growth. The center estimated Italy’s debt would reach 150 percent of the country’s yearly output by 2017 from the current 128 percent if the bond yields would be above the present 6 percent and growth remains flat. However, Italian Prime Minister Silvio Berlusconi told the Parliament on Wednesday that the nation’s economy is strong and its banks are solvent. The center had a better outlook for Spain, which it said would likely avoid a default, unless Madrid would be dragged by the eurozone debt contagion.Read more: http://www.allheadlinenews.com/articles/90056267?Italian%20authorities%20raid%20Milan%20offices%20of%20S%26P%2C%20Moody%26%23146%3Bs#ixzz1ULZVzOry

US South deep in heat, storms break out Northeast
Reuters By Karen Brooks – Sat Aug 6, 6:03 pm ET

HOUSTON (Reuters) – The southern United States stood mired on Saturday in an unrelenting heat wave that promised more of the triple-digit temperatures that have roasted the region for weeks.Forecasters predicted the heat and dryness will continue in the area at least through next week, though they looked for remnants of former tropical storm Emily to bring some rain to coastal Florida on Saturday night.
Heat advisories across much of the South and Central Plains were common Saturday and cut into the Midwest. Temperatures across the Missouri Ozarks and parts of Kansas reached 100 degrees Fahrenheit, according to the National Weather Service. In the Northeast, extreme heat was easing with temperatures expected to dip into the low 70s in Trenton, New Jersey to give residents an escape from what AccuWeather.com forecasters called a heat bubble that had blistered the area in July. But in the hot, dry South, the heat raged and temperatures hit 109 degrees in places like Oklahoma City, where the weather service warned residents to take precautions when outdoors.

James Trent, 54, a self-employed service technician in Moore, Oklahoma, said oppressive heat has changed the way many Oklahomans go about the work day. His work van's air conditioner broke down a few days ago, he said.Anybody who's got to work outdoors has to start by 6 a.m., he said. Then you've got to be done by 12. Almost all outdoor work is over by noon.Danny Matthews, a truck driver, said he recently saw a dozen cattle carcasses by the highway in western Oklahoma.A rancher told him the cattle had gone so long without water that when they finally had access to it, they drank themselves to death. It's sad, Matthews said. It's real crazy. It's either sell em off, or let em die.At a national prayer rally in Houston's Reliant Stadium, temperatures outside pushed into the upper 80s by mid-morning and humidity soared -- leading rally leaders to encourage attendees who were planning to fast throughout the day to reconsider if they get too hot.Drink water, do what you need to do, don't worry about what others are doing, Luis Cataldo of the Kansas City International House of Prayer told the thousands gathered at the indoor stadium. In Dallas, temperatures topped 100 degrees for the 36th consecutive day with no relief in sight. Temperatures stood at 108 degrees in Little Rock, Arkansas, Saturday afternoon.

The extreme weather conditions continued to fuel wildfires throughout the South. Thirteen new fires broke out in Texas on Friday, lighting up the sky between Austin and Houston and diverting traffic off major state highways. In central Texas, a relatively small fire in Bastrop County that had burned 850 acres threatened some 40 homes and was about 45 percent contained, forestry officials said. Two Black Hawk helicopters and an air attack plane were sent to that fire on Saturday, officials said.In neighboring Arkansas, the forestry commission declared extreme fire dangers in 25 counties Saturday as heat, high winds and low humidity created a perfect brew for wildfires. Some 52 of 75 Arkansas counties are under burn bans. The Arkansas Forest Commission had a single engine air tanker on standby Saturday and another flying in on Sunday. Two National Guard helicopters also helped to contain wildfires.

Crews suppressed 92 Arkansas wildfires that burned 1,160 acres in just the first five days of August, compared with a 10-year average for the whole month of 158 wildfires and 1,433 acres, commission spokesman Christina Fowler told Reuters.A single engine air tanker crashed on Friday in Hot Springs, Arkansas, after leaving the local airport to make a water drop on a wildfire in western Arkansas. The pilot was treated and released from a local hospital.Scattered thunderstorms were expected from Northeastern states through the Ohio valley and Tennessee Valley, said John Racy, a lead forecaster at the National Weather Service's Storm Prediction Center. Parts of western New England down to the mid-Atlantic area will also be affected, Racy said.Severe storms were also possible in Minnesota and Wisconsin and to the south in parts of Nebraska and Kansas. Scattered storms could bring heavy rain, hail and damaging winds, according to the weather service.Bands of severe storms will bear down on the Midwest through tonight, threatening to cause damage, sporadic power outages and flash flooding, AccuWeather.com forecaster Brian Edwards predicted.

Finance leaders urgently discuss market stability
AP By MARI YAMAGUCHI, Associated Press – AUG 7,11

TOKYO – The world's leading economies on Sunday urgently discussed the stability of financial markets after a historic U.S. credit downgrade rattled investors already worried about European debt crises.Deputies from the Group of 20 advanced and emerging economies talked by telephone Sunday about proposals to minimize market shocks, South Korea's central bank said. And the financial ministers from the Group of Seven economies planned talks before Asian markets open Monday. The countries are concerned Standard & Poor's downgrade of the U.S. credit rating late Friday will shake global markets. In a sign of the fallout, Middle East markets tumbled Sunday on the first day of business after the downgrade.Kyodo News agency reported Sunday that G-7 deputy finance ministers had agreed on a conference call among the higher-level ministers, who are likely to discuss the U.S. downgrade as well as the eurozone sovereign debt concerns.Japan's Senior Vice Finance Minister Fumihiko Igarashi hinted Sunday that Tokyo would intervene again in the currency market if excessive fluctuations continue. It acted Thursday to weaken the yen and protect Japan's recovery from an earthquake and tsunami in March. It's not over yet. We will act again if we see speculative moves, Igarashi said on a talk show Sunday on public broadcaster NHK, referring to a possibility for more rounds of yen-selling intervention. The Bank of Korea, South Korea's central bank, said in a statement Sunday that deputy officials from the Group of 20 advanced and emerging economies talked by phone and that G-20 officials plan to continue to strengthen policy coordination to pursue a common response. South Korea is a G-20 member. The statement, issued after a meeting of South Korean finance officials, also said the S&P downgrade had not changed South Korea's confidence regarding U.S. Treasurys.

China, the largest foreign holder of U.S. debt, has yet to comment on the downgrade.
However, in an editorial Sunday, the ruling Communist Party's flagship People's Daily newspaper called it a warning bell for countries like China whose economies are heavily reliant on exports.Regardless of whether they are Asian countries that export manufactured goods or Latin America, the Middle East and Russia that rely on exports of natural resources, all now face the threat of seeing their holdings of U.S. debt decline in value and deteriorate in liquidity, the paper said.Credit rating agency S&P said it would strip the U.S. of its sterling AAA credit rating for the first time and move it down one notch, to AA+.Our initial sense is that the S&P decision will do nothing to calm jangled nerves at the beginning of the week, Russell Jones, of Australia's Westpac Institutional Bank, wrote in a report Sunday. Treasury yields are initially likely to move higher, perhaps sharply so, and risk assets will also suffer further losses.Still, he added that Treasury weakness was unlikely to last long for various factors, including that the U.S. still retains its top credit rating with Moody's Investors Service and Fitch Ratings.Middle East markets, open Sunday through Thursday, were the first to react to the downgrade. Dubai's main market index briefly fell more than 5 percent in early trading, and other Gulf markets also opened sharply lower.Israel's Tel Aviv Stock Exchange delayed the start of the week's first session after pre-market trade showed the benchmark index dropping more than 6 percent because of concerns over the U.S. debt rating cut. Exchange spokeswoman Idit Yaaron said the start was pushed back by 45 minutes so market players will have time to react logically and not under pressure.

U.S. markets and others reopen Monday but have had rough patches recently. The Dow Jones industrial average dropped 512 points Thursday, its worst performance since the financial crisis of 2008, and regained only a fraction of that drop Friday.
Japan's Nikkei index lost ground in the past week due to debt crisis developments.
Both Italian Premier Silvio Berlusconi and EU Monetary Affairs Commissioner Olli Rehn on Friday called for coordination between G-7 countries, saying the crisis has to be tackled on a global level. The G-7 includes Britain, Canada, France, Germany, Italy, the U.S. and Japan, while the G-20 includes those countries and others with large and emerging economies. Many economists see the world's big central banks as the last line of defense at this moment in the crisis, after policymakers in Europe and the U.S. have failed to agree on the kind of shock-and-awe moves that many investors demand. In the eurozone, the summer recess of national parliaments is delaying the implementation of crucial changes to the currency union's bailout fund that could help save Italy and Spain from expensive bailouts. Many investors have also been calling on the U.S. Federal Reserve to start pumping money into the American economy again to help underpin the slowing economic recovery.Associated Press writers Kelly Olsen in Seoul, South Korea, and Christopher Bodeen in Beijing contributed to this report.

HONG KONG (Reuters) – The U.S. dollar may weaken and Treasury yields rise when Asian markets reopen on Monday, though any selling in response to ratings agency S&P's downgrade of the United States is likely to be tempered by the escalating crisis in the euro zone. The S&P cut in the U.S. long-term credit rating by a notch to AA-plus is an unprecedented blow and results from concerns about the nation's budget deficits and climbing debt burden. It called the outlook negative, signaling another downgrade is possible in the next 12 to 18 months. The initial reaction will be a high degree of uncertainty and thus volatility since investors will not know where to turn for safety, said Mark Mobius, executive chairman of Templeton Emerging Markets group, in an email to Reuters.During the sub-prime crisis safety was in U.S. Dollars and U.S. Treasuries. Now that anchor to the global community is deteriorating, added Mobius, whose unit oversees $50 billion in emerging market assets.Fears of a slide back into recession for the world's biggest economy prompted a global sell-off that wiped $2.5 trillion off company values over the past week, with consumer discretionary shares of firms dependent on external demand likely to be singled out for more punishment. The fall in global share prices, as measured by the MSCI All-country World Index, was the biggest weekly decline since early October 2008, according to Thomson Reuters Datastream.Market players warned the U.S. downgrade was likely to exacerbate a sharp contraction in risk appetite, and could see investors shift to the low-yielding Japanese yen and the Swiss Franc, despite market interventions from their respective authorities to weaken the currencies last week.

But they said fears that Europe's debt crisis could engulf core economies Spain and Italy, where sovereign debt yields have soared to 14-year highs, meant investors may still seek a safe-haven in the dollar, despite the U.S. woes.Goldman Sachs strategists said there was a one-in-three probability of a U.S. recession due to the worsening European crisis, the possible failure to extend payroll tax cuts and elevated levels of joblessness, despite a slight dip in the U.S. unemployment rate in July.Simply put, market sentiment appears acutely vulnerable given the build-up of concern on a sharper U.S. slowdown and speculation on the appropriate policy response and lingering fears stemming from the sovereign debt crisis in Europe, Citigroup strategists said in a note. The benchmark MSCI all-country world stocks index fell to its lowest level since September 2010 last week, and has slumped more than 12 percent since late July. The benchmark MSCI index of Asia Pacific ex-Japan stocks fell 8.7 percent last week.Meanwhile, global leaders scrambled to discuss the U.S. sovereign rating downgrade and Europe's debt woes, and may issue a statement after a conference call, a Japanese government source said on Sunday.Yields on benchmark U.S. ten-year treasury notes rebounded smartly to 2.56 percent on Friday but were not far away from a record low of near two percent hit during the throes of the global financial crisis. In a sign of how nervous investors have become, data from Lipper showed investors pulled nearly $66 billion from money market funds in the week ended August 3, the second-largest weekly net outflow on record. The record outflow was seen during the week ended September 17, 2008.(This story corrects the reference to payroll tax cuts in paragraph 9)

EUOBSERVER / BRUSSELS - Stock markets plunged on Thursday (4 August) to levels last seen in 2008 at the height of the financial crisis, amid worsening concerns about the US economy and Europe's capacity to overcome their debt problems.Wall Street recorded its worst day since December 2008, with the Dow Jones index closing down by 4.3 percent. Markets in London, Frankfurt and Milan fell by 3 to 5 percent. The drops came after the European Central Bank started buying government bonds from Portugal and Ireland. The move did little to allay fears that the debt crisis could engulf the core eurozone, however.German chancellor Angela Merkel, French President Nicolas Sarkozy and Spanish Prime Minister Jose Luis Rodriguez Zapatero have also announced a snap teleconference on Friday.Italy and Spain's bond yields passed the six-percent threshold this week, meaning that their debt is considered unsustainable in the long run. Madrid on Thursday decided to suspend a bond sale planned for 18 August, even though it claimed this has nothing to do with current market turbulence.

EU monetary affairs commissioner Olli Rehn is set to speak to journalists on Friday "on current developments in the eurozone." Both his superior, commission chief Jose Manuel Barroso, and the ECB have warned that governments and the European Parliament are moving too slow to stem the crisis after a deal struck in July allowing the eurozone's bailout fund (EFSF) to do more to pre-empt contagion. In a letter sent to eurozone leaders, Barroso said the measures agreed on 21 July are not having their intended effect on the markets and urged a rapid reassessment of the EFSF.Neither the German chancellor nor the Dutch finance minister thanked him for the letter, saying it is unnecessary to re-open the discussion on topping up the bailout fund. The size of the mechanism - €440 billion - is deemed insufficient if it Italy or Spain need help. The ECB's intervention on the bonds market on Thursday did not live up to market expectations because the purchase was limited to Portuguese and Irish bonds, not Italian or Spanish ones.In a sign that concerns are not limited to the Mediterranean area, British regulators are now pushing UK banks to make public their exposure to troubled eurozone countries, including Belgium. In addition, concerns are mounting in the US that Congress may after next year's elections begin to unpick the 11th hour debt ceiling deal struck last week.

Brussels: Loose talk, fear and greed to blame for crisis ANDREW RETTMAN 05.08.2011 @ 15:34 CET

EUOBSERVER / BRUSSELS - EU economic affairs commissioner Olli Rehn has blamed the escalation of the euro crisis on superficial market forces and lack of verbal discipline. The Finnish commissioner broke his holiday on Friday (5 August) to give a snap press briefing in the EU capital in order to soothe fears that Italy or Spain might go bust.He said both countries have sound economies and financial reform programmes but the EU's inability to communicate the merit of new bailout measures agreed in July is a major factor behind lack of market confidence in the eurozone. We all in Europe will have to ensure rigour in our communications and sufficient verbal discipline so that we ensure our joint message will be listened to and understood in the way we want it to be understood, Rehn noted. If you look at so-called market forces, or market players and perceptions, what they are after - they are after making money and that is driven by fear and greed. He added in his portrait of market psychology that investors were clearly unrealistic in expecting the technically complex July bailout deal to be implemented overnight. He also tried to dispel the idea that EU officials and member state governments were lax in heading off for their vacations before agreeing the details of the bailout package and seeing it ratified by the 17 eurozone countries. My services are working night and day to put flesh on the bones of the 21 July agreement, the commissioner said.Rehn's press briefing is the fourth attempt this week by senior EU personalities to calm bond markets.A letter by commission chief Jose Manuel Barroso published on Thursday saying "all elements" of the July bailout deal could still change contributed to a massive drop in world stock markets. An op-ed by EU council chief Herman Van Rompuy on Monday went down badly when he said he was astonished by the surge in Italian and Spanish bond rates - a statement taken by analysts to mean that he simply failed to see it coming. For their part, German and Greek leaders have in recent weeks publicly blamed each other's countries for the euro mess, while Italy's leader rubbished his own finance minister.

Rehn declined to specify which communications gaffes he was referring to, but he defended the Barroso letter. President Barroso's first and foremost objective with this letter was to speed up the implementation of the agreement of the 21st of July, he said.He promised that in future he will only communicate when there is something to communicate in terms of concrete developments on the July deal implementation. But his own speech on Friday did not report anything new.Rehn added that the EU risks damaging its own credibility if MEPs and EU capitals fail to quickly pass the so-called Six-pack of new laws on joint economic governance. In an echo of the recent US stand-off between the Democratic and Republican parties on borrowing capacity, the EU parliament and EU countries are delaying the bill due to an inter-institutional dispute over voting rights.Frankly, no one will understand if adoption of this package is further held up by disagreement on this,Rehn said. With some 80 percent of EU staff currently on holiday, commission sources told EUobserver there is no plan for the two sides to meet before the end of the summer break.

Syrian tanks storm eastern city, defying U.N. appeal
Reuters By Khaled Yacoub Oweis and Suleiman al-Khalidi – AUG 7,11

AMMAN (Reuters) – Syrian troops killed 20 people in a tank assault on the eastern city of Deir al-Zor on Sunday, an activist group said, despite a direct U.N. appeal to President Bashar al-Assad to stop using military force against civilians. The assault on Deir al-Zor, capital of a restive oil-producing province, began exactly a week after Assad sent the army to seize control of the city of Hama, a focal point of nearly five months of protest against his autocratic rule. The Syrian Revolution Coordinating Union said most casualties in Sunday's attack on Deir al-Zor were in al-Joura district in the west of the city.A resident told Reuters: Early this morning columns of army tanks and bulldozers, under cover of heavy rounds of gunfire, stormed into the western and northern entrances of the city and dismantled barricades set up by residents.A dozen tanks are taking position in the main square in Jubaila market in the northern sector of Deir al-Zor, the resident, who gave his name as Abu Bakr, said by telephone.Syria has barred most independent media since the start of the uprising against Assad, making it hard to verify accounts from residents, activists and authorities. The military assault on Deir al-Zor, about 400 km (250 miles) north-east of Damascus, was launched a day after U.N. Secretary General Ban Ki-moon told Assad he was alarmed by the escalating violence and demanded he rein in the army.In a phone conversation with President Assad...the Secretary General expressed his strong concern and that of the international community at the mounting violence and death toll in Syria over the past days, the U.N. press office said.Ban urged the president to stop the use of military force against civilians immediately,it added.Residents of Deir al-Zor, situated on the Euphrates river in a province bordering Iraq's Sunni heartland, had been bracing for an assault on their city.

A video posted on the Internet last week showed a tribal meeting discussing preparations for armed resistance to any military move against them.Several hours after the tanks moved in, explosions could be heard during telephone calls to residents in al-Joura.Abu Bakr, from the Jubaila area which has seen some of the largest anti-Assad demonstrations in recent weeks, said mosque loudspeakers were blaring Allahu Akbar (God is greatest).

TURKISH MESSAGE

Turkish Prime Minister Tayyip Erdogan, who built close ties with Assad before the uprising, said on Saturday his foreign minister would visit Damascus on Tuesday to deliver a message to Syria. Turkey has grown increasingly critical of Assad and a senior minister last week called the attack on Hama an atrocity.Tanks and armored vehicles deployed throughout Hama on Saturday, a resident said, after a week-long assault which one activist group said had killed 300 civilians.Assad's father, Hafez al-Assad, crushed an armed Islamist uprising in Hama nearly 30 years ago, killing many thousands of people and razing parts of the city's old quarter.Syrian authorities blame the violence on gunmen and religious extremists they say have killed 500 police and soldiers since March. They say the army swept into Hama to confront armed terrorist groups attacking civilians and sabotaging property, and that 20 soldiers have been killed.Hama stands as a symbol of defiance to the Assad family due to the 1982 uprising and because, until Bashar al-Assad sent in the tanks to crush the latest protests, it was the scene of some of the biggest demonstrations against his rule, with more than 100,000 gathering on Fridays to chant for his overthrow. In their first public comments about the bloodshed, Gulf Arab States expressed the greatest concern and regret on Saturday over the increasing violence and excessive use of force in Syria, but did not directly criticize Assad.Seeking to contain their own domestic dissent, and wary of any turmoil on their northern flank, the wealthy oil exporting Gulf states had previously kept silent on Syria.A statement by the six-nation Gulf Cooperation Council called for an immediate end to violent actions and any armed activity, an end to the spilling of blood, recourse to wisdom, and carrying out serious, necessary reforms.Rights groups say Syrian security forces have killed at least 1,600 civilians since the start of the protests, inspired by Arab uprisings which overthrew leaders in Egypt and Tunisia.
