Bill Gates says vaccines can help reduce world population

In a recent TED conference presentation, Microsoft billionaire Bill Gates, who has donated hundreds of millions of dollars to new vaccine efforts, speaks on the issue of CO2 emissions and its effects on climate change. He presents a formula for tracking CO2 emissions as follows: CO2 = P x S x E x C.

P = People
S = Services per person
E = Energy per service
C = CO2 per energy unit

Then he adds that in order to get CO2 to zero, probably one of these numbers is going to have to get pretty close to zero.Following that, Bill Gates begins to describe how the first number — P (for People) — might be reduced. Reducing the world population through vaccines

This statement by Bill Gates was not made with any hesitation, stuttering or other indication that it might have been a mistake. It appears to have been a deliberate, calculated part of a well developed and coherent presentation.So what does it mean when Bill Gates says if we do a really great job on new vaccines… we could lower [world population] by 10 or 15 percent? Clearly, this statement implies that vaccines are a method of population reduction. So is health care, which all NaturalNews readers already know to be more of a sick care system that actually harms more people than it helps.Perhaps that’s the whole point of it. Bill Gates seems to be saying that one of the primary purposes is to reduce the global population as a mechanism by which we can reduce CO2 emissions. How can vaccines actually be used to reduce world population? Let’s conduct a mental experiment on this issue. If vaccines are to be used to reduce world population, they obviously need to be accepted by the majority of the people. Otherwise the population reduction effort wouldn’t be very effective.And in order for them to be accepted by the majority of the people, they obviously can’t just kill people outright. If everybody started dropping dead within 24 hours of receiving the flu shot, the danger of vaccines would become obvious rather quickly and the vaccines would be recalled.Thus, if vaccines are to be used as an effective population reduction effort, there are really only three ways in which they might theoretically be effective from the point of view of those who wish to reduce world population:

#1) They might kill people slowly in a way that’s unnoticeable, taking effect over perhaps 10 – 30 years by accelerating degenerative diseases.

#2) They might reduce fertility and therefore dramatically lower birth rates around the world, thereby reducing the world population over successive generations. This soft kill method might seem more acceptable to scientists who want to see the world population fall but don’t quite have the stomach to outright kill people with conventional medicine. #3) They might increase the death rate from a future pandemic. Theoretically, widespread vaccination efforts could be followed by a deliberate release of a highly virulent flu strain with a high fatality rate. This bioweapon approach could kill millions of people whose immune systems have been weakened by previous vaccine injections.This is a known side effect of some vaccines, by the way. The more people around the world are vaccinated before the release of the hard kill pandemic virus, the more powerful the effect of this approach.

The Bill and Melinda Gates Foundation.Perhaps not coincidentally, the Bill and Melinda Gates Foundation has funneled hundreds of millions of dollars into vaccine programs targeting people all over the world. One such program is researching the development of sweat-triggered vaccines that could use specially-coated nano-materials to deliver vaccines to people without using injections.More interestingly, his foundation has also invested millions in sterilization technologies that have been called a temporary castration solution. It seems that the actions of the Gates foundation are entirely consistent with the formula for CO2 reduction that Bill Gates eluded to in his TED conference speech: CO2 = P x S x E x C.By reducing birth rates (through sterilization technologies) and increasing vaccine penetration throughout the world population (by using sweat-triggered nano-vaccines), his stated goal of reducing the world population by 10 to 15 percent could be reached within just a few years.

Who will be left alive? The smart people.The interesting thing about all this is that this campaign to reduce global population through vaccines will obviously not impact people who consciously avoid vaccines. And those people, by and large, tend to be the more intelligent, capable people who actually have an improved ability to move human civilization forward with thoughtful consideration.I can only imagine that those people designing this vaccine-induced population control measure might be sitting around a table chuckling to themselves and saying, It’s only the stupid people that are going to be killed off anyway, so this is actually helping the future of humankind! Vaccines are, in effect, an evil genius kind of way to conduct an IQ test on the population at large: If you go get vaccinated every flu season, you’re not too bright and probably don’t engage the kind of strong mental faculties that humanity will no doubt need if it is to face a future where it is now all but obvious we are not alone in the universe.If humanity is to save itself from its own destruction and compete as an uplifted species in our universe, killing off the least intelligent members of society (or making them infertile) may appear to the world controllers to be a perfectly reasonable approach. As you ponder this, also consider something else: The U.S. is going broke due to sick-care costs which are rising dramatically under the new federal health care reform guidelines. Can you guess the fastest and easiest way to reduce those health care costs? If you guessed, unleash a hard-kill pandemic that takes out a significant portion of the weak or sick people then you guessed right. Sadly, killing off those most vulnerable to sickness could save the U.S. government literally billions of dollars in sick-care expenditures. Plus, it would save Social Security yet more billions by avoiding ongoing monthly payouts. (Again, I am completely against such an approach because I value human life, but I also know we live in a world where the people in charge have little or no respect for human life and will readily sacrifice human lives to achieve their aims.)

As far as Bill Gates goes, consider his statement in the context of what we’ve discussed here: The world today has 6.8 billion people… that’s headed up to about 9 billion. Will the Dollar Rebound Before Being Dissolved Into Global Currency?

Every time the dollar begins to decline, I wonder, Is this it, is this the end to the fiat dollar? The fundamentals suggest that it should be finished, but just as the world is about to declare it dead, miraculously a global storyline seems to emerge just when needed and foreign investors rush back in for safety. A clear example was the steady drumbeat of a sovereign-foreign-debt war that resulted in reports of whether the Euro would even survive, while the dollar enjoyed a triumphant ride up victory mountain.There is little hope for the dollar rebounding as the Fed’s quantitative easing not only continues, but must increase dramatically to make up ground from lost investors and higher deficits. Photo: Packmatt.Since the world declared the Euro debt crisis saved, the focus has shifted to exposing America’s deficit problems, which has led to the dollar collapsing to its 5-month low against the Euro. There seems to be a growing realization by foreign countries that a volatile dollar as the world’s reserve currency is unhealthy for their nations and the global economy as a whole — especially as it pertains to vital commodities like oil and food. This increased awareness is causing foreign governments to invest more in other currencies, gold, and even vast stretches of agricultural land — while beginning to advocate for a more stable global reserve currency.Some are defining this volatility as all out international currency wars. The Telegraph reported on Brazil’s fears of a currency war:Brazil’s finance minister Guido Mantega has complained repeatedly over the past month that his country is facing a currency war as funds flood the local bond market to take advantage of yields of 11pc, vastly higher than anything on offer in the West.

We’re in the midst of an international currency war. This threatens us because it takes away our competitiveness. Advanced countries are seeking to devalue their currencies,he said, pointing the finger at America, Europe and Japan. He is mulling moves to tax short-term debt investments.There seems to be little hope for the dollar rebounding as the Fed’s quantitative easing not only continues, but must increase dramatically to make up ground from lost investors and higher deficits. Can anything reverse the trend and boost the dollar once again? Perhaps the powers-that-be don’t want the dollar to re-strengthen, as indicated by Stephen Lewis from Monument Securities in the Telegraph article, where he said: The Fed is playing a risky game toying with more QE. There are already signs of investor flight into commodities. The danger is a repeat of the spike in 2008, which was a contributory cause of the Great Recession. Further QE at this point may prove self-defeating.

If history is any indicator, the only thing that may temporarily strengthen the dollar is another manufactured disaster, or global uncertainty, which may entice investors back to U.S. Treasury bonds because they’re still widely considered the safe haven investment during a crisis. The U.S. is still viewed as the world super power and most innovative economy despite its current economic woes and insurmountable debts. Therefore, during times of international crisis or collective doubt, the big institution investors tend to flock to the dollar, apparently under the assumption that America is best equipped to weather global storms.Recent news that Ireland’s sovereign debt needs a $40 billion bailout, along with the renewed austerity protests around Europe, or perhaps a major gold scandal may begin to reverse the dollar’s decline once again. However, the severely debased dollar is unlikely to rebound to previous highs given the international awareness of America’s financial problems. Understanding that the goal of the global elite is to move toward a global currency, ultimately they must kill the dollar and other major currencies.When the world has suffered enough pain from maintaining the volatile dollar as the reserve currency, they will demand, if not beg, for something more stable. The IMF is pushing to implement the Bancor, which has been introduced as the currency name for the basket of currencies called Special Drawing Rights (SDR). In America, when the dollar reaches near worthless levels, the desperate public will likely grasp at any solution. Much like during Katrina when the newly homeless were given ATM cards by the government, we may see the IMF roll out Bancor ATM cards. This will accomplish two goals of the agenda at once: a global currency that is cashless. But maybe not before one more good crisis.

It is interesting to watch Wall Street defy reality. This is a scene we’ve observed since the early 1960s, the effect of debt on the economy and the nation and in turn on its currency. The result of the profligacy over all those years is the biggest bull market in history in gold and silver. As we write gold is toying with $1,300 and silver with $21.50. Each day a new high is reached in spite of a pending options expiration and the perpetual market rigging and manipulation by the US government.

Photo: Ken Mayer.One of the things that astound us is that few professionals have seen this coming over the past 10-1/2 years, and even those that do believe do not think this is an earth-shaking event. What we are about to experience is an event that only occurs every 300 to 500 years. All we can imagine is that they have a very limited perspective of history and particularly economic and financial history.Unbeknownst to most gold and silver shares, coins and bullion have been under accumulation since 2000, by the smart money. Gold alone on a compound basis has been up just under 20% annually. It should also be noted that gold demand rose 36% in the second quarter.Several events of recent vintage have changed the atmosphere in which gold and silver reside. Six or eight months ago the major NYC banks arranged for a major rally in the dollar, which ran from 74 to 89. It is now back to 79. The problems in Greece were the catalyst, as well as other EU-euro zone member problems. This caused the euro to fall from $1.50 to $1.19. It is now at $1.35. This temporarily boosted the dollar. About 11 weeks ago we predicted a new quantitative easing program in the US and it was put into operation about a month ago. This is the way the Federal Reserve again intends to keep the US economy from collapsing. The result of this move is that again foreign central banks are moving to cheapen their currencies, because the dollar is again falling in value. That is reflected in the increasing foreign exchange dollar reserves of many countries. What they do to cheapen their currencies in US dollar terms is to print their own national currency and purchase dollars. With those dollars they buy US Treasuries or spend them. That process cheapens their currency in dollar terms. This is called intervention.

The prevailing attitude is that if a nation doesn’t cheapen its currency others will and that would leave a nation at a disadvantage in terms of trade and pricing exports. This has been going on for years and US administrations have overlooked the practice. That is because it cheapens exports into the US, holds down inflation and creates buyers for Treasury and Agency bonds and US stocks and investments. Unfortunately for the US other nations have decided US debt is so onerous that they are diversifying into other currencies, purchasing items such as commodities and in some cases buying gold. The argument against gold has been that there is no interest on the investment. They perpetually do not understand that gold has been appreciating in value for the last ten years just shy of 20% annually. Thus their argument for not owning gold is incorrect. It has cost nations dearly and will continue to do so. The real reason that they do not purchase gold is because of pressure from the US government.The most visible intervention in the currency markets was that of Japan in a desperate attempt to cheapen the value of the yen in violation of agreements with other major nations. Their manipulation into the $4 trillion Forex market was totally unsuccessful. Japan and others are faced with increases in money and credit by the Fed in its efforts to again liquefy the US economy. Any attempt to fight another $2.5 trillion by foreign nations is going to be futile. The currencies of almost every nation will rise and there is little they can do about it. The US dollar has been abandoned in an effort to save an American economy that is in serious trouble. The currency devaluations will come, but will be unsuccessful. Russia is an exception and has thus far failed to use stimulus to weaken its rouble. Every time the IMF tries to suppress gold prices with its gold sales, Russia is right there buying it up, which must infuriate the elitists in Europe and the US. Almost 2/3s of their economy’s growth loss has been due to drought and fires, but with close to $500 billion in foreign exchange, they have no trouble buying gold, which puts those reserves at close to 24 million ounces. It is an easy way to dump dollars.Over and over again we hear central banks worldwide announcing how they are going to defend their currencies in order to keep their exports inexpensive. We wonder when someone in Washington is going to catch on to what has been perpetually done to injure the US economy? Free trade, globalization, offshoring and outsourcing doesn’t work. It has cost 8 million American jobs over the past 12 years and lowered wages from $30.00 an hour to $14.00 an hour, and caused a depression. British mercantilism has never worked except for those demeaning their currencies. The only answer for America is to impose stiff tariffs on foreign goods and services and junk NAFTA, CAFTA and the WTO. Just look at what China has done as an example. The yuan is undervalued by 40% and they could care less. They keep right on devaluing their currency and then complain about the loss in the value of the dollar and US Treasuries they buy as a result of currency manipulation. If the US is ever to survive economically they have to put an end to criminal devaluations.Government goes on its merry way because they have a Federal Reserve. There will be no cutback in deficit spending.

All the government has to do is request that the Fed purchase their debt and they do so by creating money and credit out of thin air. This is monetization and it’s inflationary. This is how government pays for mandated services. The taxes for such were already extracted from the public, but unbeknownst to most of the public these funds have already been spent. This is how Social Security, Medicare and all those other bailout services are being funded. Foreigners are buying only 25% of US government debt. The slack is and has been assumed by the Fed, which the people eventually get to pay for. Today we are in a lull, a sort of magical time, when the very superstructure of the system is being destroyed, but it is not particularly noticeable. The economy, we might add, is going sideways, with the assistance of $2.5 trillion a year. That can last for several years but in the end inflation goes rampant and sometimes becomes hyperinflation as we have seen in the Weimar Republic and most recently in Zimbabwe. Inflation, as consumers can attest to, is already climbing and the roar of higher inflation is not far off. One of the events that will kick that off will be bank lending of the funds they hold, some $1.5 trillion, which presently are sterilized, but become monetized once they are lent or spent. We can assure you that day is just over the horizon. This, once raging, will cause political, social and perhaps military conflict. If you look back in history when such problems existed those in power create another war or they subject their own people. Historically this hasn’t been difficult, but today is different, because talk radio and the Internet have allowed people to know and understand what has been and will be forced upon them and by whom.

Richard Russell:They call it competitive devaluations or more vulgarly beggar thy neighbor.In the new rough world of 2010, every nation wants to export. The biggest aids in exporting are (1) cheap labor, (2) access to ample raw materials, (3) a cheap, low-priced, competitive currency. China keeps its yuan on the cheap side by forcing it below the purchasing power of the dollar. Treasury Secretary Timmie Geithner and more recently, Barack Obama himself, have been badgering the Chinese to halt their manipulations and to allow the yuan to float higher. China’s answer is We can’t hear you, and when pressed further the Chinese retort, We’ll allow the yuan to float when it serves China’s purposes.In order to compete with the mighty Chinese exporting machine, the rest of the Asian nations force their currencies down. The net result is a series of competitive devaluations. The sum of the story is that every nation wants to export. and no nation wants a strong currency. So what’s the US’s answer? Our answer is that if China won’t allow the yuan to rise, then we’ll flood the market with new dollars and allow the dollar to sink. That’s the trade-off, China must allow the yuan to rise or the US will set off quantitative easing #2. The US must be competitive, even if we have to sacrifice the almighty dollar. The Chinese complain that to allow their currency to rise too far will mean millions of their factories will be forced into bankruptcy and millions of Chinese will lose their jobs. China’s reserves include a staggering $2.5 trillion in dollar-denominated US securities (mostly treasuries). If the dollar sinks, China stands to lose hundreds of billions of dollar in purchasing power. China, it seems to me, is stalling, playing for time, while it gets rid of its dollar liabilities by switching to shorter maturities, by increasing its mix of other currencies while decreasing its dollar position, and by buying gold with its dollars. Meanwhile, the Fed’s policy-makers are ready to take the big gamble with the dollar. At last Tuesday’s meeting, Fed Chairman Bernanke hinted that the Fed is ready to flood the system with additional dollars in a campaign to push longer-term interest rates lower, and to pressure the dollar to the downside. This announcement served to drive the dollar index down to its lowest level since last March.Last week the Dow rose 2.4%, S&P 2.1%, Nasdaq 3.5% and the Russell 2000 rose 3%. Cyclicals rose 1.9%; transports 1.8%; consumers 2.1%; utilities 2%; banks 0.2%; broker/dealers were unchanged; high tech rose 2.6%; semis 3.5%; Internets rose 3.9% and biotechs 1.5%. Gold bullion rose $22.00, the HUI rose 2% and the USDX rose 2.6% to 79.28.Two-year T-bills fell 2 bps to 0.43%; ten-year T-notes fell 14 bps to 2.60% and 10-year German bunds fell 8 bps to 2.34%.The Freddie Mac 30-year fixed mortgage rates were unchanged at 4.37%, the 15’s were unchanged at 3.82%, one-year ARMs rose 6 bps to 3.44% and 30-year jumbos rose 1 bps to 5.33%.Fed credit fell $2.8 billion, as Fed foreign holdings of Treasury and Agency debt rose $3.7 billion. Custody holdings for foreign central banks have increased $258 billion YTD, or by 12% annualized and YOY they are up 12.6%.Total money market funds fell $10.6 billion to $2.803 trillion. Total commercial paper jumped $27.8 billion to $1.064 trillion.Rumors persist that Bank of America just received $13 billion in emergency funds to keep the bank solvent. The word is HSBC has problems as well.

SIPC has $1.2 billion and can borrow $2.5 billion from the Treasury. This certainly is not much money for the undertaking they are involved in.

The August Chicago Fed National Activity Index fell 0.53 to after being down 0.11 in July.On Friday regulators seized three corporate credit unions and will have to repackage $50 billion in troubled assets.We have been warning you on credit unions. This is just the beginning.Regulators shut two more banks bringing the 2010 total to 127.Record-low interest rates are stoking the biggest increase in U.S. share buybacks ever. American companies announced $55.9 billion in repurchases since June, data compiled by Birinyi Associates Inc. show. That adds to $93.5 billion in the second quarter and $108.3 billion during the first three months of the year, compared with $125 billion in all of 2009. Corporations are using debt to pay for buybacks.Leveraged-loan returns rose to their highest level of the year this week as Brickman Group Holdings Inc. took advantage of investor demand and marketed a loan without financial-maintenance requirements. Investors in search of extra yield have turned to high- risk, high-return loans, driving supply to more than double this year and allowing companies to bring so-called covenant-lite deals to market. Those loans are devoid of restrictions such as a mandate on maximum leverage, or debt to earnings before interest, taxes, depreciation and amortization.Bank of America has been busted using some seriously outrageous tactics to try to collect debts so small they’re barely worth the paper they’re written on.It wasn’t until ABC News ambushed BOFA CEO Brian Moynihan Michael-Moore style outside his office that the firm finally responded by firing its debt-collection firm.Regulators announced a rescue of the nation’s so-called wholesale credit unions…Friday’s moves include the seizure of three wholesale credit unions and an unusual plan by government officials to manage $50 billion of troubled assets inherited from failed institutions. To help fund the rescue, the National Credit Union Administration plans to issue $30 billion to $35 billion in government-guaranteed bonds, backed by the shaky mortgage-related assets.

Bernanke and the NY Fed are boosting stocks ahead of the November election. If the GOP takes control of at least one chamber of Congress, Ben’s ways and means of rigging and bailing out will be audited.The Fed did a $3.89B POMO on Friday. For the week, the NY Fed monetized $11.15B of Treasuries. At 14 to 1 bank leverage, this is sizable juice. Hedge funds can employ even greater leverage.Heavy dollar inflows into Brazil could pose credit risks for the country’s banking system, Brazilian Central Bank chief Henrique Meirelles said Friday, defending his bank’s intervention measures in the foreign exchange market.Ergo, the world is accelerating its beggar they neighbor competitive currency debasement scheme instead of allowing the necessary economic and financial restructuring. Soon, more of the market will become alarmed at increasing central bank and sovereign credit risk. Then this inflate of die party will get very interesting. A Return to Beggar They Neighbor? Beggar-thy-neighbor currency devaluations proved ruinous for the global economy in the 1930s. Is the world setting off down the same slippery slope again? As in the 1930s, competitive devaluations, whether by fair means or foul, are likely to increase international tensions and risk protectionist responses. Meanwhile, they will do nothing to address the global imbalances that led to the crisis or tackle the chief problem facing the advanced economies today: lack of domestic demand in many countries.Japan Signals Determination on Yen Japanese Foreign Minister Seiji Maehara said that Japan’s government is determined to prevent further appreciation of the country’s currency and raised the possibility of further government intervention to curb the yen’s rise.

What More Fed Easing Means For Markets: America On Sale The Fed is going to do whatever it takes to support this market. An intriguing pick-up in Treasury settlement fails First, there’s been a relatively strong burst of settlement failures in the US Treasury repo market in the last week.
According to data compiled the New York Fed, failures to receive shot up to 87,173 versus 14,356 the previous week, while failures to deliver hit 85,827 versus 9,377 the highest since January 6, 2010 on both counts. Meanwhile something else that’s curious in the market. If you’re interested in trading the 30-year spot-future basis, there’s a potentially interesting arbitrage opportunity that’s opened up since about August. Ireland reveals massive extent of banking debt

EUOBSERVER / BRUSSELS - European Union attention swung to Ireland on Thursday (30 September) as the government revealed the full extent of the country's banking crisis, likely to result in a budget deficit of 32 percent of GDP this year.The total cost of the bailouts for Irish banks could run to €50 billion, with the lion's share of this going to the massively indebted Anglo Irish Bank, potentially needing as much as €34.3 billion and certainly no less than €29.3 billion.Anglo Irish developed to a size where its balance sheet, its annual turnover, was half the national wealth and it became in itself a systemic threat to the financial viability of the state, finance minister Brian Lenihan said on Thursday.That particular nightmare the government has had to live with, the Irish people have had to live with, and I have had to live with since September 2008. We're now bringing closure to that.Previous estimates of the total bank bail-outs had suggested they would amount to €33 billion. The new figures, revealed after it became clear that the size of the banking debts had been under-estimated, mean Ireland is on course for the largest deficit of a eurozone member since 1999, when the single currency was created. State support for the banking system accounts for roughly two thirds of the sum.Eurozone rules require that countries keep their budget deficit within three percent of GDP - something the government is maintaining it can still achieve by 2014.The government also announced that there will be no bond auctions for the remainder of this year and that it is fully funded until mid-2011.

But the sky-high budget deficit means that the population, already angered by the banks' lending carelessness during the property boom times and the resulting cuts in public spending, are to be subject to another bout of austerity measures.The new measures are to be announced in November as part of a four-year budgetary plan to enable to Dublin to keep to its 2014 commitment. Trade unions have already promised to demonstrate ahead of the budget. Last December, the government announced the toughest budget in the state's history, cutting social welfare spending, day-to-day spending and reducing infrastructure investment.The dire financial situation has seen the government's popularity plunge. A poll published by the Irish Times on Thursday gave Prime Minister Brian Cowen's centre-right Fianna Fail 24 percent, the same as the opposition Fine Gael Party. Labour, which has never had a majority in parliament, is polling at 33 percent.The EU also has its eye firmly on Ireland amid fears that Dublin may eventually have to turn to emergency aid, as Greece was forced to do earlier this year.To calm the markets, Brussels has been making supportive noises. Economic and monetary affairs commissioner Olli Rehn said: We strongly endorse finance minister Lenihan's handling of this issue, while Jean-Claude Juncker, head of the eurozone finance ministers, said he does not believe Ireland will need to tap into the EU's €440 billion rescue fund.Experts do see a difference between Ireland and Greece however.[Ireland's] figures for the first months of this year, in terms of trade, are that exports are doing well. The balance of payments is going to move into surplus and that is the really big difference with Greece, Portugal, Spain and Italy. They have to do an awful lot to get rid of their balance-of-payment deficits,John Fitzgerald, a research professor at the Economic and Social Research Institute of Ireland, told this website.

In the Irish case, we are moving into balance-of-payments surplus this year, meaning the people of Ireland will actually be repaying debt this year. The private sector will be paying more than the government is borrowing. That makes the Irish situation very different.In order to get to the 2014 target, the government has said there will be spending cuts or tax increases amounting to €7.5 billion over the next four budgets.According to Professor Fitzgerald, following Thursday's figures and based on an optimistic growth scenario, Dublin will have to find an extra billion euros on top of this. In a more pessimistic scenario, [the government] would need to do significantly more to reach the 2014 target.

EUOBSERVER / BRUSSELS - The European Commission on Thursday (30 September) said it is to take the United Kingdom to court for not fully implementing data privacy rules for online users and allowing service providers to use behavioural advertising based on the websites visited by web surfers.The legal case follows complaints from UK internet users who claim to have been spammed with ads as a result of so-called deep-packet inspections revealing the patterns of their daily online activities. Despite requests made last year by the commission, London has so far failed to amend its legislation so that it complies with EU law. Under community rules, member states need to ensure the confidentiality of the communications and related traffic data by prohibiting unlawful interception and surveillance. Also, online users need to be asked for freely given specific and informed consent before being targeted by ads. Britain also has failed to establish sanctions in case of infringements and no independent authority is in charge of supervising implementation.The current UK law authorises interception of communications not only where the persons concerned have consented to interception but also when the person intercepting the communications has reasonable grounds for believing that consent to do so has been given. British authorities are punishing only intentional interception, whereas EU law requires that members states prohibit any unlawful interception and ensure sanctions against such activity regardless of whether it was on purpose.The original case was brought after British Telecoms (BT) angered consumers by running two secret trials of deep-packet inspection technology on broadband customers, without their consent, during 2006 and 2007.This is great news: [the case] showed there are big holes in the UK privacy laws. We need an official body to deal with citizens' complaints about illegal commercial interception and enforce our legal privacy rights, Jim Killock, from the Open Rights Group, a London-based pressure group campaigning for online privacy, said in a statement.More and more technologies can break our privacy rights. UK law needs to provide real protection, he added.British authorities meanwhile expressed their disappointment over the commission's decision. EUOBSERVER / BRUSSELS - Former Polish prime minister and leader of Poland's main opposition party, Jaroslaw Kaczynski, has warned of Russia's neo-imperial foreign policy to all 738 MEPs in Brussels and to dozens of ambassadors. The message, in the form of an as-yet-unpublished opinion piece due to appear shortly in the Wall Street Journal, accuses Russia of systematically trying to re-acquire its sphere of interest at a time when the US is paying less attention to Europe. There are more signs that there is increasingly less America in Europe. This is bad for both sides. Unfortunately, this is taking place at a time when Moscow's neo-imperial foreign policy causes no objections from the major playmakers in Europe and the US.It criticises EU states for allegedly putting bilateral business interests with Russia ahead of EU values and strategic considerations. Such attempts are simply a gift to those states that do not recognise democratic values and human rights. They [Russia] may appear to be more attractive business partners but they do not adhere to the values and standards that dominate the Euro-Atlantic political sphere.It also defends the idea of national vetoes against EU policy - a tactic for which the Kaczynski-era Poland became notorious in Brussels in 2006 and 2007.Referring to Belgium and Germany, Mr Kaczynski wrote: Two out of three EU countries that use the instrument of veto most often are the A students of European integration ... This means that it is possible to love European unity and, at the same time, creatively oppose some of its aspects.The opinion piece was also mailed out to MEPs by Mr Kaczynski's Law and Justice party colleague, Ryszard Legutko, who sits with the European Conservatives and Reformists group in the EU parliament.Former Polish foreign minister Anna Fotyga also sent it to all the EU member states' embassies in Warsaw as well as to the Polish missions of the US, Canada, Israel, Switzerland, Norway, Ukraine, Belarus, Moldova, Azerbaijan, Georgia and Armenia.

Russia’s envoy to the United Nations, Vitaly Churkin, says unilateral sanctions against Iran over Tehran’s nuclear program runs contrary to international law.All members of the international community must act in solidarity and on the basis of mutual responsibility, Churkin told the UN General Assembly on Wednesday.He added that unilateral sanctions against Iran undermine the very foundation of further joint efforts to resolve the Islamic Republic’s nuclear issue.We must put an end to this practice that runs counter to international law and is negatively politically charged, the Russian envoy said.After US-engineered UN sanctions were imposed against Iran in June, the United States and the European Union followed suit, imposing their own unilateral sanctions.While the US possesses and has used nuclear weapons in the past, Washington, in a politically-motivated move, in early September, imposed additional sanctions against Iran, which does not possess nuclear weapons nor does it seek to develop such weapons.

RAMALLAH, West Bank – A U.S. emissary racing against the clock to salvage Mideast peace negotiations scheduled another quick round of meetings with Israeli and Palestinian leaders after talks Thursday with Palestinian President Mahmoud Abbas ended inconclusively.Abbas and Israeli Prime Minister Benjamin Netanyahu are deadlocked over Israeli settlement construction. Earlier this week, Netanyahu refused to extend a 10-month-old moratorium on new housing construction in West Bank settlements. Abbas has warned he'll quit U.S.-sponsored peace talks unless the moratorium is extended.Abbas' final decision is expected Wednesday, when Arab League foreign ministers meet in Cairo. The U.S. is preceding that meeting with diplomatic efforts toward Arab governments, State Department spokesman P.J. Crowley told reporters in Washington Thursday.We're talking to other governments in the region about how to support the leaders as they work through these difficult issues and make difficult decisions in the coming days, Crowley aid.We're doing everything we can to keep this moving forward.Underscoring the sense of urgency, Europe's top diplomat, Catherine Ashton, rushed to the region for talks with Abbas and Netanyahu on Thursday and Friday.And in what could be seen as encouragement and cover for the talks to proceed, Saudi Foreign Minister Saud al-Faisal said in a statement Wednesday that the moment of truth had arrived for those seeking to resolve the conflict and that the consequences of failure this time are too catastrophic to imagine.

The Palestinians argue that there is no point negotiating as long as settlements gobble up land they want for a future state. Various compromises have been considered, including limiting new construction to major settlement blocs, but Shaath said only a full settlement freeze would suffice.
The Arab League meeting was initially scheduled for Monday, but was put off until Wednesday. RAMALLAH, Palestinian Territories (AFP) – US envoy George Mitchell held crucial talks with Palestinian leader Mahmud Abbas on Thursday and pledged to maintain intensive efforts to salvage peace talks with Israel.Keeping up the pressure, EU foreign policy chief Catherine Ashton was also in the region and met Abbas ahead of meetings on Friday with Israeli Prime Minister Benjamin Netanyahu.Speaking to reporters after two hours of talks with Abbas at his West Bank headquarters, Mitchell did not disclose details of their conversation, but said he would meet the Palestinian president again on Friday.We are determined to continue our efforts to find common ground between the parties to enable the direct negotiations to continue, Mitchell said. We will continue our efforts intensively in the coming days.
Abbas spokesman Nabil Abu Rudeina reiterated after the Mitchell meeting: We will not negotiate without a complete freeze on settlements activity.Mitchell hopes to persuade Abbas to stick with the negotiations despite Israel's refusal, so far, to extend restrictions on Jewish settlement building in the occupied West Bank.Ashton, who also met Abbas in Ramallah, is set to meet Palestinian prime minister Salam Fayyad on Friday before talks with Netanyahu and Israeli Defence Minister Ehud Barak, an EU official said.Ashton made no statement after meeting Abbas, whose spokesman said she supported the Palestinian position on the settlements freeze during their meeting.In a statement before her visit, she said: As I have said, the EU regrets the Israeli decision not to extend the moratorium on settlements.The US and EU diplomats are seeking to stave off a breakdown of negotiations, which only restarted this month.

Israel's Y-net news website said senior Obama adviser Dennis Ross had told key senators the president wanted two months more of a freeze.In Washington, the White House denied Obama had sent Netanyahu a letter outlining inducements.The denial came after a US analyst with ties to Ross posted an online article detailing inducements Obama purportedly offered Netanyahu in return for a two-month extension of the moratorium.No letter was sent to Prime Minister Netanyahu. Netanyahu was criticized by the Left after a report Wednesday according to which he had rejected a promise of U.S. support in exchange for continuing the freeze on construction for Judea and Samaria Jews. Washington insider David Makovsky had claimed that the U.S. sent Israel a letter offering, among other things, to sell some of its most sophisticated weapons to Israel if it would freeze construction for two more months.The letter also allegedly offered a U.S. veto on an Arab League attempt to get the United Nations to vote, without waiting for Israel and the PA to reach an agreement, for the creation of an Arab state, to be named Palestine, in Judea, Samaria and Gaza. In addition, Obama was said to have committed not to ask for an additional construction freeze when the two months were over.On Thursday night, White House officials denied the report. No letter was sent to the Prime Minister,they stated.The officials went on to say that they are not going to comment on sensitive diplomatic matters, and did not confirm or deny that the U.S. may make future promises in exchange for a construction freeze.Chairman Yaakov Katz (Ketzaleh) of the National Union party criticized Yitzchak Molcho, a senior advisor to Prime Minister Binyamin Netanyahu, Thursday evening for his reported role in the affair. MK Katz warned, The offer of advisor Molcho is like the advice of Achitofel, which will bring about the downfall of Netanyahu for the same reason he fell a decade ago.Achitofel was a wise man of the time of King David who gave the king bad advice with disastrous results. The expression advice of Achitofel is an Israeli idiom alluding to suggestions for actions which sound sensible but are fraught with disaster.

Ten months ago, Israel offered a one-time temporary construction freeze under which the hundreds of thousands of Jews living in Judea and Samaria would be prohibited to build in any way, including adding on to existing homes, building much needed classrooms or beginning construction on approved building projects. The offer was meant to bring the Palestinian Authority to the negotiating table.The PA initially refused to negotiate despite the freeze, but agreed to start talks in the ninth month, so as to use the continuation of the freeze as a condition for continuing talks. Simchat Torah ended Thursday evening in the Land of Israel but tens of thousands of Jews will be dancing with the Torah scrolls in the Second Hakafot (Hakafot Shniyot), in a tradition that is meant to show identification with the Jews who live abroad, for whom Simchat Torah only began Thursday evening. The plus in the land of Israel is that the holiday is over and musical bands can accompany the dancers. In Jerusalem, the official Second Hakafot were scheduled to begin at 8:00 PM in Gan HaPaamon's basketball courts. Second Hakafot will also be held in Nazareth, Akko and Yafo, with police approval and security arrangements, as well as in many towns, synagogues, and neighborhoods all over the country.Shmini Atzeret falls on the eighth day of Sukkot but is considered a holiday unto itself, and is specified in the Bible. The holiday is an extension of Sukkot, signifying G-d and the Jewish people's desire to extend the holiday.Simchat Torah is the celebration marking the annual completion of the Torah, which is read in weekly portions on Sabbaths. This holiday is not mentioned in the Bible but was established by the Jewish Sages at a later period. The two holidays occur on the same day in the Land of Israel, but for Jews living outside the land of the forefathers, Simchat Torah is held on the day after Shmini Atzeret. Razed but Not Abandoned: Hakafot at Homesh

Five years and two months after the Israeli government razed Homesh as part of the Disengagement, activists celebrated Simchat Torah at the site and went on to dance the Second Hakafot there. Homesh was one of four communities in northern Samaria that were bulldozed in 2005 at the same time that Israel evicted all Jews from Gaza and demolished Gush Katif. The Homesh activists held prayers, festive meals and danced with Torah scrolls on Simchat Torah. They were joined by yeshiva students who have been studying at Homesh for the past two years, and by other guests from all over the country.Border Police raided Homesh before the holiday but could not find the activists, who had found hiding places among the rocks ahead of time. The security forces left the scene shortly before the holiday began.It felt uplifting, said one of the guests immediately after the holiday. There was great holiday joy in the air and excitement about the right to dance the Hakafot at the very place where a very grave and criminal deportation occurred. Simchat Torah in a place like Homesh gives us renewed energy and forces for the next year.On Thursday evening, the Second Hakafot were held at the Homesh and Sa-Nur Deportees' Neighborhood at the community of Shavei Shomron. The children of the deportee families danced with little Torah scrolls facing the mountain on which Homesh once stood.Holding Simchat Torah at Homesh is the most symbolic thing,the Homesh First organization stated. The forces that destroyed Sa-Nur and Homesh wanted one central thing : to crush religious Zionism, which is the power of Torah and love of Israel joined together.We are confident that by the next winter, the political establishment, which already overwhelmingly admits that the deportation was a bad mistake, will correct that mistake and formally reestablish the razed communities – beginning with Homesh, Sa-Nur, Ganim and Kadim, and then, with G-d's help, the communities of Gush Katif, the organization continued.The Disengagement was designed as a gesture of appeasement to Israel's enemies in the hope that it would bring about peace. White House chief of staff Rahm Emanuel is almost certain to resign Friday morning and White House staffer Pete Rouse is the likely interim replacement. Rouse was Obama’s chief of staff when he served in the Senate. Emanuel is expected to run for mayor of Chicago, Illinois. He already has a campaign manager and will reportedly begin his campaign for Chicago mayor by meeting with voters there on Monday.The Associated Press quoted two people familiar with [Emanuel's] plans, who spoke on condition of anonymity. Emanuel was a Congressman from Illinois before becoming Mr. Obama's chief of staff at the White House.Emanuel's relationship with Israel has been rocky, and many Israelis believe he was a driving force behind various attempts by the White House to humiliate Prime Minister Binyamin Netanyahu and to pressure Israel inordinately on matters regarding the negotiations with the Palestinian Authority. According to some reports, Netanyahu once called Emanuel a self hating Jew, but the prime minister has denied saying this.Emanuel is Jewish. OAXACA, Mexico – A rain-soaked hillside crumbled and crushed an elderly couple in their home Thursday, and rescuers found more bodies buried by earlier landslides, raising the death toll from a series of slides in southern Mexico to at least 32.In the worst disaster, a mudslide surged into a community in Chiapas state Wednesday, killing 16 people and injuring 13, while another avalanche claimed three lives in the nearby town of Angel Albino Corzo, federal officials said.Heavy rains have beleaguered much of Mexico's south for weeks.Another landslide Thursday morning in the town of Villa Hidalgo Yalalag in Oaxaca state buried an 80-year-old man and his 68-year-old wife, said Mayor Onesimo Cuevas.He said relatives and neighbors recovered the bodies themselves after the slide, which came when a rain-drenched hillside collapsed on their home.The couple's death came two days after a huge mudslide roared down a hill another Oaxaca town, touching off a scare that hundreds of people might have been lost. KINGSTON, Jamaica – Searchers scoured muddy river banks and debris-clogged gullies for more victims of Tropical Storm Nicole on Thursday as the confirmed death toll in Jamaica from floods and mudslides rose to five.Rain continued to fall on the capital, Kingston, and emergency workers were trying to locate at least 14 more missing people, about half of whom were believed to have been swept away in landslides that roared through a shantytown. Officials warned the death toll was certain to rise as they rushed to confirm several reports of storm fatalities.The numbers will be going up, I'm sure, said Richard Thompson, the deputy director-general of Jamaica's disaster management office who put the death toll at five.The latest death toll included two construction workers who died early Thursday when a shack in an upscale neighborhood in the hills above Kingston collapsed in a landslide triggered by rains on saturated ground, Thompson said. The laborers were sleeping in the shack to save money while working on a client's house.Also killed was 5-year-old Tashanna Wallace, who was crushed in a bed when a snapped tree branch broke through the wooden house where she lived with her grandmother in St. Catherine parish.She never leave me. RALEIGH, N.C. – A massive rainstorm drenched the East Coast from the Carolinas to Maine on Thursday, causing at least five deaths, flooding roads and washing away months of dry weather.The worst of the rain fell in North Carolina, where Jacksonville picked up 12 inches — nearly a quarter of its typical annual rainfall — in the six hours. Four people, including two children, were killed when the sport utility vehicle they were traveling in skidded off a rain-slicked highway and tumbled into a ditch filled with water, North Carolina troopers said. A fifth victim likely drowned when his pickup veered off the road and into a river that was raging because of the rain.The rain was part of a system moving ahead of the remnants of Tropical Storm Nicole, which dissipated over the Straits of Florida on Wednesday. Much of the Mid-Atlantic and Northeast were starting to move into a drought after the dry summer, and the fall storm provided several inches of much-needed rain.In Walpole, N.H., Erin Bickford said the deluge was a welcome sight for her eight acres of vegetables. She said she hoped the moisture also would recharge wells that went dry in the town.We had almost no rain at all. Often, we could see it raining across the river, but it didn't come here. It was just dust. Even if it did rain, it would be a tiny bit, maybe half an inch,she said.North Carolina Highway Patrol Trooper Gary Edwards said troopers initially reported five people were killed in the crash because two children, 3-year-old twins, did not have a pulse when emergency workers arrived on scene. The winds also were churning up big waves that were eating away at a living shoreline of rocks, sand and grasses built this year on the western shore of the Chesapeake Bay in Maryland, said Bob Gilbert from his waterfront home in Churchton, about 10 miles south of Annapolis.There's not a boat in sight, Gilbert said. The waves are really choppy and nasty-looking.The rain caused several other wrecks Thursday, including a crash between two transit buses in Maryland that left 26 people hurt.Standing waters and fallen limbs on tracks slowed several Amtrak trains, while some Northeast airports reported flight delays of up to three hours. The U.S. Geological Survey said a 7.2 magnitude quake off Papua province, centered just 7 miles (12 kilometers) beneath the ocean floor, struck less than a minute after a 6.6 temblor in the same location.Several strong aftershocks followed.The quakes rocked the nearby islands of Tual and Dodo at around 2 a.m. local time as people were sleeping, police said, adding there were no immediate reports of injuries or damage.The region on Indonesia's easternmost edge is remote and sparsely populated.Located 1,800 miles (2,900 kilometers) from the capital, Jakarta, the epicenter was closer to the northern Australian city of Darwin, which sits some 560 miles (900 kilometers) to the south.The Indonesian meteorological and geophysics agency issued a tsunami warning, but lifted it 90 minutes later after the threat had passed, said Fauzi, who heads the agency.Indonesia straddles a series of fault lines that make the vast island nation prone to volcanic and seismic activity.A giant quake off the country on Dec. 26, 2004, triggered the Indian Ocean tsunami that killed 230,000 people, half of them in Indonesia's westernmost province of Aceh.

APIA, Samoa (AFP) – Samoa on Wednesday marked the first anniversary of a tsunami that killed 143 people, as a fresh earthquake heightened painful memories of the Pacific nation's worst natural disaster.Dawn vigils were held across the country for victims of the tsunami, which also claimed 34 lives in American Samoa and nine in Tonga.In a freak seismic catastrophe, three quakes in rapid succession measuring magnitude 7.8 to 8.1 unleashed waves as high as 15 metres (50 feet) that flattened villages and tourist resorts.Head of state Tui Atua Tupua Tamasese Efi he was still haunted by the images that confronted him when he visited the disaster zone with Prime Minister Tu'u'u Anasi'i Leota.The anguish and raw pain we witnessed when dead or dying bodies were recovered from thickets, bush or trees, sent our emotions awry and our tears flowing freely, he said in a televised national address.The tsunami swept through more than just the physical life of Samoa. In Tonga the anniversary was commemorated with church services and a day of fasting and in American Samoa, the the tsunami's anniversary was declared a public holiday. American Samoa?s Governor Togiola Tulafono told a memorial service that the anniversary would help provide closure for relatives of the dead.

On Thursday, a court came up with a compromise: Split it.Both sides said they would appeal, and the muted reaction to the potentially explosive verdict generated hopes that the increasingly confident country, with its growing regional clout and skyrocketing economy, has moved beyond its divisive history.(This) shows that we have become a mature nation, said Kamal Farooqui, a member of the Muslim Personal Law Board.In advance of the ruling, the government sent hundreds of thousands of police into the streets, arrested more than 10,000 people to keep them from inciting violence, and pushed another 100,000 to sign affidavits saying they would not cause trouble.The dispute over the religious site in the city of Ayodhya, 350 miles (550 kilometers) east of New Delhi, has been one of the country's most contentious issues.Hindus argued that the Babri Mosque erected there by Muslims in 1528 stood on the site of the birthplace of the Hindu god Rama, and they filed suit in 1950.In 1992, while the legal case lingered, tens of thousands of Hindu extremists ripped apart the mosque with spades, crowbars and their bare hands as security forces watched. A small tented shrine to Rama now stands on the site.

The demolition sparked nationwide riots that killed 2,000 people and shook the foundations of India's claim to be a multiethnic, secular democracy.The High Court in the state of Uttar Pradesh ruled that the 64-acre (25-hectare) site should be split, one-third to the Muslim community and the rest to two Hindu groups.The Hindus will keep the area where the mosque once stood because the court determined it was the birthplace of Rama and archaeological evidence showed a temple had predated the mosque, according to the judgment.Hindus want to build an enormous temple to Rama on the site, while Muslims want to rebuild the mosque. The ruling will likely force both groups to scale down those plans.The court said the status quo should be maintained at the site for three months.It's not a victory or defeat for any party. Stuxnet file hints at Israeli link: NY Times

WASHINGTON (AFP) – The Stuxnet worm attacking computers in Iran includes a reference to the Book of Esther, the Old Testament story in which the Jews pre-empt a Persian plot to destroy them, and is a possible clue of Israeli involvement, The New York Times reported on Thursday.A file inside the Stuxnet code is named Myrtus, an allusion to the Hebrew word for Esther, and is a possible Israeli calling card or, perhaps, a red herring designed to throw investigators off the track, the Times said.

According to security software experts and analysts, Stuxnet may have been designed to target Iran's nuclear facilities and suspicions have fallen on Israel and the United States.Iran said this week that Stuxnet is mutating and wreaking havoc on computerised industrial equipment there but denied the Islamic republic's first nuclear plant at Bushehr was among the facilities penetrated.Stuxnet specifically attacks Siemens supervisory control and data acquisition, or SCADA, systems commonly used to manage water supplies, oil rigs, power plants and other industrial facilities.The self-replicating malware has also been found lurking on Siemens systems in India, Indonesia and Pakistan, but the heaviest infiltration appears to be in Iran, according to researchers.No one has claimed credit for Stuxnet and a top US cybersecurity official said last week that the United States does not know who is behind it or its purpose.The Times noted that there is no consensus among security experts about who may be behind Stuxnet but said there are many reasons to suspect Israel's involvement.Israel has poured huge resources into Unit 8200, its secretive cyberwar operation, and Stuxnet may be a clear warning in a mounting technological and psychological battle with Iran over its nuclear program, the newspaper said.The Times said Ralph Langner, a German computer security consultant, was the first to note that Myrtus is an allusion to the Hebrew word for Esther.

Shai Blitzblau, head of the computer warfare laboratory at Maglan, an Israeli company specializing in information security, told the Times he was convinced that Israel had nothing to do with Stuxnet.We did a complete simulation of it and we sliced the code to its deepest level, he said. We have studied its protocols and functionality. Our two main suspects for this are high-level industrial espionage against Siemens and a kind of academic experiment.

Brazil, China, EU press US to step up in Doha negotiations

GENEVA (AFP) – Brazil, China and the EU pressed the United States Wednesday to show greater engagement in WTO talks on a global free trade deal amid concerns the world's biggest economy is failing in its leading role.Many members have taken note that, in the Doha Round negotiations, particularly over the past two years, the US seems to have stepped back from its due leadership role, said Chinese ambassador Sun Zhenyu, during a review of Washington's trade policies at the World Trade Organization.While the United States is asking developing countries to make more offers to clinch a deal, it has failed to indicate how it might improve its own offer on issues of concern to developing countries, said Sun, echoing concerns from Brazil.The European Union also urged the United States to step up on the issue, including by making a further contribution of its own in the negotiations and by being realistic in what it seeks from others.The US has been at the forefront of those who have recognised the value of an open, rules-based international trading order, said John Clarke, who heads the EU delegation in Geneva.Recently, however, we see some signs that this commitment and willingness to lead by example may be dwindling. This is of great concern, he told the WTO meeting.Beyond the Doha talks, Washington also came under fire over various trade policies, with China especially critical of its handling of the economy and the dollar.We are very much concerned about how the US would take practical and responsible measures to prevent the dollar glut and maintain the stability of the currency, Sun said.Washington's agriculture policies were another sore point, with the WTO secretariat calling for cuts in farm subsidies, saying that support for the agriculture sector was so considerable that it could affect market prices.

In a report on Washington's policies since 2007, the trade body said that while promoting its exports, the United States should also reduce distorting measures ... including ... support for agriculture.The WTO noted that support under the multi-billion-dollar 2008 Farm Act is mostly linked to prices and or production.Thanks to this support,producers of cereals, oilseeds, and cotton are effectively insulated from market prices while sugar and dairy have market price support programmes,the WTO said.The large size of the agriculture sector means that the absolute amount of support is considerable, varies from one year to another depending on prices, and can affect world prices,it added.Brazil also hit out against US farm policies.

Agriculture accounts for only 0.8 percent of US (economic output) and it employs just 1.4 percent of its labour force, noted Roberto Azevedo, Brazil's envoy to the WTO.Nevertheless, this sector displays a considerable arsenal of trade-restrictive and distorting measures.Azevedo pointed out that most of the subsidies are concentrated on crops such as cotton soybeans and rice.When prices drop, those subsidies will be in place again precisely at the moment when they will provoke the largest distortions and most damage to producers elsewhere, he charged. Washington's farm subsidies are a key sticking point holding up long-stalled Doha negotiations for a new global free trade deal.

Sudan to make foreign currency available ahead of referendum

KHARTOUM (AFP) – Sudan's central bank said on Thursday it will inject foreign currency into the market to face a rise in the US dollar fed by concerns over January's referendum in the south on possible independence.As of Sunday we will increase the amount of foreign currency in banks, central bank governor Saber Mohammed Hassan told reporters.The central bank, which has limited foreign currency reserves, had recently announced a series of measures to confront trading on the black market.The Sudanese pound was trading at 2.50 against the dollar on Thursday while it fetched 3.20 dollars on the black market.Hassan said the dollar had gained 15 percent in a week because of unfounded information concerning the referendum on self-determination in south Sudan and the effect it will have on the economy.It is true that a partition will have consequences but it is not impossible to face up to it, he added.The referendum on possible independence was a key provision of the 2005 peace deal that ended 22 years of war between the north and the south in which some two million people died.Many fear that it could lead to lead to the partition of Sudan, Africa's largest nation.

Global tax forum urges more transparency

SINGAPORE (AFP) – A forum set up to tackle tax fraud and bank secrecy, blamed in part for the global financial meltdown, said countries were taking their commitments seriously but urged greater transparency.The forum, giving its initial report card on eight countries, highlighted the need to maintain good accounting records, but voiced concern at the difficulty in securing information on nominees and trusts.

Around 200 delegates to the Global Forum on Transparency and Exchange of Information for Tax Purposes took part in two days of talks in Singapore, an Asian banking centre that has vowed to tackle cross-border tax cheats.There clearly is an issue... about the availability of ownership information, in particular, in the case of trusts, in the case of nominees, said Pascal Saint-Amans, who heads the secretariat for the meeting.Is the information on the person hiding behind the nominee available? Not always and that's a source of concern,said Saint-Amans, who is in charge of tax supervision for the Organisation for Economic Cooperation and Development.In the aftermath of the global financial crisis, the OECD is leading a drive for transparency and accountability to ensure that huge sums of money cannot be moved around the world without record or checks.Delegates at the closed-door meeting which ended Thursday endorsed the first phase of a peer review process on eight jurisdictions, namely Bermuda, Botswana, Cayman Islands, Jamaica, India, Monaco, Panama and Qatar.The review examined the legal and regulatory frameworks in place to ensure transparency and exchange of information for tax purposes, and a second will be carried out later to study their actual implementation.Botswana and Panama were the only two jurisdictions among the eight judged ineligible to move to the second review until they complete the requirements in the first phase, according to a statement issued after the meeting.

These reports show that this is not just a numbers game, it is about having in place a legal and regulatory framework which enables an effective exchange of information.
Jeffrey Owens, director at the Centre for Tax Policy and Administration at the OECD which sponsors the forum, said the meeting also discussed how developing countries can benefit from the tax exchange information regime.He said the OECD will work with developing countries on how they can protect the confidentiality of tax information provided and ensure that they are used solely to ferret out tax cheats from their countries.

Canada to chair meeting of G7 finmins, bankers

OTTAWA (Reuters) – Canada will chair a meeting of finance ministers and central bankers from the Group of Seven major industrialized nations in Washington next month, Finance Minister Jim Flaherty said on Wednesday.The International Monetary Fund meets in Washington on October 8-9 and the G7, which Canada chairs, will meet on the sidelines of that gathering. The G7 session is expected to be informal, with no final communique.Flaherty strongly suggested the G7 meeting would tackle the question of global currencies, in particular widespread unhappiness at what many see as China's policy of keeping the yuan artificially weak.I have been speaking with some of our colleagues in the G7 as we prepare for meetings next week in Washington. We will have a G7 meeting there of finance ministers and central bankers which I will chair, he told reporters.Currency issues are major issues in the world. They distort trading relationships ... We believe that currencies, including the Asian currencies, including the Chinese currency, need to be more flexible so that our trading relationships are more rational, Flaherty said.The Group of 20 major economies is now the main global economic forum. Is the world heading into a dangerous storm of trade reprisals and economic sanctions? Individually, such actions often seem worthy. The US House, for instance, passed a bill today that would make it easier for the Commerce Department to penalize China for manipulating its currency rate – an unfair way to favor Chinese exporters.But Beijing appeared to anticipate that move this week by slapping high tariffs on imports of American poultry.Two weeks ago, Japan helped its ailing exporters by intervening in currency markets – for the first time in six years – to devalue the yen. Many Latin American and Asian nations have also artificially altered their currency rates to create export-related jobs.But taken together, such actions amount to a global currency war, warns Brazilian Finance Minister Guido Mantega. Too many nations are competing with devaluations to create a trade advantage but causing damage to the market-based system of world trade.The United States, meanwhile, has led many nations to tighten sanctions on Iran and North Korea for their nuclear programs. But then, in a similar political move that sent shivers around Asia and into the Pentagon, China last week halted exports of rare earth minerals to Japanese high-tech industries in a dispute with Japan over a set of small islands. One Japanese official called China’s action a surprise attack, a phrase often used by the US for the 1941 Japanese bombing of Pearl Harbor.What made China’s retaliation so troubling is that it controls 97 percent of the world’s production of these 17 exotic metallic elements, such as dysprosium. They contain unusual properties that are critical for making computers, TVs, smart bombs, fighter jets, battery-driven cars, wind turbines, and many other advanced products.

Over the past five years, Beijing has begun to slowly restrict rare-earth exports in order to force foreign manufacturers to set up industries in China, such as electric-car factories, even as the world’s appetite for these elements has grown.Using trade as a tool or weapon can easily get out of hand, especially if a country like China has little regard for maintaining the system that governs the global economy or seeks strong leverage over other nations’ strategic industries and defenses. As former Chinese leader Jiang Zemin once said, China must use its advantage in rare-earth resources to create economic superiority.In October, the Pentagon plans to issue a report on how the US should respond to Chinese control of the rare-earth market. While China commands nearly all of the world’s production, it has only about 57 percent of global reserves. The US used to be self-sufficient in rare-earth production. But it gave up production in 2002 when a Colorado company, Molycorp Minerals, was closed down because of cheaper exports from China. The company hopes to reopen in 2012 – if investors can be found. The process of extraction is costly, dirty, and dangerous.One idea is for the US to set up a stockpile of rare-earth elements. But a report in April by the US General Accountability Office said it may take 15 years for America to revive its industry and avoid vulnerability to China’s mercantile and manipulative use of these exports. In Japan, officials want to devise alternatives to rare-earth minerals so the country can never again be held hostage to Chinese demands.The threat of reciprocity always hangs over any nation’s trade sanctions. History shows that sanctions can sometimes lead to war, as happened in 1941 when the US stopped vital exports of oil to Imperial Japan for its occupation of China.Sanctions have a mixed record in changing the course of world affairs. Sometimes they work, as they did in forcing an end to white rule in South Africa, to Vietnam’s occupation of Cambodia, and to Libya’s drive to build weapons of mass destruction. Often they don’t work, as was the case with sanctions on Saddam Hussein’s Iraq or military-controlled Burma (Myanmar).China went a step too far with its rare-earth squeeze on Japan. Many nations noted it. The global economy needs safeguarding – even if China has yet to understand that.
