Globalists representing 60 nations will meet at the UN this coming week to push a tax on world financial transactions in the name of solving poverty and climate change, formally launching a massive program to bankrupt the middle class and enrich the coffers of global government.Spearheaded by European Union countries, the so-called innovative financing proposal envisages a tax of 0.005 percent (five cents per $1,000), which experts estimate could produce more than $30 billion a year worldwide for priority causes,reports CNS News.As Ira Stoll, editor of FutureCapitalism.com, points out, new taxes always start off small so as to not be resisted by the people forced to pay them, and are then always gradually increased.
When people suggest taxes, they always start out small, said Stoll.But once the door is opened to the idea of global taxes, you can bet they won’t end small. Never mind all the issues about whether development aid actually helps poor countries or just winds up empowering corrupt local dictators and their cronies.The call for a global transaction tax arrives in the aftermath of a leaked UN blueprint which outlined how elitists plan to re-brand global warming in an effort to dismantle the middle class by instituting a global redistribution of wealth via carbon taxes.The aim is to limit and redirect the aspirations for a better life of rising middle classes around the world, in other words to reduce the standard of living for the middle classes in Western Europe and America.However, as was uncovered during the Copenhagen summit, the program of global redistribution of wealth and transaction taxes largely centers around looting the wealth of the middle classes in richer countries and then using that money to bankroll the construction of world government. As the leaked Danish text revealed, the money generated from consumption taxes will go directly to the World Bank, not to developing countries to lower carbon emissions or alleviate poverty.
Under the terms of this proposal, poorer countries will not simply be handed the money pillaged from richer nations, instead they will be forced to accept green loans in the name of combating climate change, a policy that would land the already financially devastated third world with even more debt, payable to globalist institutions such as the IMF.Even if you accept that global institutions who have proven to be completely corrupt time and time again should be empowered to steal from the rich and give to the poor, these proposals don’t even do that. This is all about bankrolling the expansion of world government and creating a giant slush fund that will be used to coerce smaller countries into allowing themselves to be ruled and regulated by a global bureaucracy funded by increasingly destitute taxpayers in the west.We warned that globalists were embarking on a global financial transaction tax back in December when Lord Monckton obtained the draft proposals for the Copenhagen summit.As Monckton revealed at the time, the end game is to, Tax the American economy to the extent of 2 percent GDP, to impose a further tax of 2 percent on every financial transaction….and to close down effectively the economies of the west, transfer your jobs to third world countries.The tax, which was vehemently supported by President Obama in Copenhagen, will cost American families already laboring under the greatest financial collapse for generations at least $3,000 a year just for starters.There can no longer be any denial that a world government is preparing to plunder the west by enforcing a myriad of different global consumption taxes, from financial levies to a carbon tax which will do absolutely nothing to address real environmental issues and will be used solely to expand the power of the World Bank, the IMF and the United Nations.Allied to the global tax assault is the newly published IMF strategy document that calls for the implementation of a global currency, called the bancor, which will be pushed through by means of draconian regulatory measures that eviscerate sovereignty rights of nation states and hand complete economic control of the global economy over to a tiny and despotic ruling elite. 2The Federal Reserve has been a nightmare for the American people. It inflates the money supply, thereby devaluing already-existing money and placing a massive hidden tax on the people via rising prices. It also uses its monopoly power to cause interest rates to go up or down, usurping the rightful place of the market and causing massive malinvestment and generally an improper and unproductive allocation of resources.The Fed also causes the boom-and-bust cycle through its manipulations of the currency and credit supply. It serves as the government’s partner in perpetually expanding the welfare-warfare state, allowing the state to spend far more than it could ever hope to reasonably raise through direct taxation. And of course, the fact that all Federal Reserve notes enter the economy as debt with interest attached (but never created) has led to a situation where it is literally mathematically impossible to pay off the debt. In sum, the consequences of such a system have been disastrous for average Americans — hence the growing calls to audit and even end the Fed.But now, imagine such a system at the global level. And it isn’t just a mental exercise; the global central bank is already emerging. As bad as the Fed has been for America — and indeed the world — a similar system at the international level would be far worse. Disaster might even be an understatement.
International Liquidity and Inflation
One of the most serious threats posed by a global central bank and world fiat currency is the fact that it would allow the emerging planetary regime to print its own money and finance its activities independently. That means wealth could be secretly siphoned away from all of humanity to pay for armies, tax collectors, courts, bureaucracies, law enforcement, wealth redistribution, propaganda, and much more. With no limits. But to advocates of such a system, that is one of its primary benefits.A super-sovereign reserve currency not only eliminates the inherent risks of credit-based sovereign currency, but also makes it possible to manage global liquidity. A super-sovereign reserve currency managed by a global institution could be used to both create and control the global liquidity, wrote Chinese central-bank boss Zhou Xiaochuan in his public paper calling for a world currency. The centralized management of its member countries’ reserves by the Fund will be an effective measure to promote a greater role of the SDR [Special Drawing Rights, the International Monetary Fund’s first effort at a world currency] as a reserve currency.Of course, communists have always supported control of liquidity (Karl Marx was a strong advocate of central banks with a monopoly on currency and credit). But to people who care about freedom and prosperity, the communists’ support should be a huge red flag.The United Nations has also backed global currency proposals for the same reason. In a report earlier this year calling for the end of the dollar’s status as a reserve currency and a new monetary regime controlled by the International Monetary Fund, the UN’s World Economic and Social Survey for 2010 points out that, Such emissions of international liquidity could also underpin the financing of investment in long-term sustainable development. The term sustainable development — especially when used by the UN — is often used to refer to stronger central planning, population reduction, more land in government hands, and other ideas repugnant to average Americans and the U.S. Constitution. Other schemes for international liquidity could be even worse.
Hiding behind the passive voice, a separate report by the UN Conference on Trade and Development adds in the concept of wealth redistribution: It has been suggested that in order for the SDR to become the main form of international liquidity and means of reserve holding, new SDR allocations should be made according to the needs of countries.It then promotes worldwide central planning to stabilize global output growth by issuing more SDRs or retiring them as the emerging global government deems necessary. As it stands, wealth redistribution around the world is bad enough. Surrendering that power to a global institution would be a nightmare.In its report published earlier this year, the IMF also recently came out in favor of allowing it to print its own money to provide international liquidity.A global currency, bancor, issued by a global central bank would be designed as a stable store of value that is not tied exclusively to the conditions of any particular economy, the paper says. The global central bank could serve as a lender of last resort, providing needed systemic liquidity in the event of adverse shocks and more automatically than at present.In laymen’s terms, the IMF, with its power to emit liquidity out of thin air, would be empowered to bail out companies, governments, and whomever it wished. If you thought the Fed handing out trillions of dollars to the big banks and other insiders was bad, just wait until a global central bank exercises that power.
Allowing the emerging global government to supply its own money would free it from the constraints of having to raise money through national contributions or direct international taxation. But of course, printing all of this new liquidity and financing all of its ambitious projects would be inflationary by definition. And this inevitably would represent a massive problem.Even John Maynard Keynes, the original proponent of the world currency called bancor, understood the concept well. In 1919, he wrote in his book The Economic Consequences of the Peace, By a continuous process of inflation, governments can confiscate, secretly and unobserved, an important part of the wealth of their citizens.To understand the effects, one can look to history and examine examples such as what occurred in the Weimar Republic of Germany, where the money supply was inflated to such an extent, to finance government spending and war debt, that Germans actually found their money more valuable to burn as fuel than to use to purchase items. Or, in more recent years, the tragedy of hyperinflation in Zimbabwe, where inflation exceeded millions of percent per year and it could cost a person billions of dollars for a loaf of bread, provides a more current warning. Even in America — with a comparably stable currency up until now — inflation has wreaked havoc on the economy and the lives of citizens, as we have become a country where husbands and wives must both work to make ends meet. And these all happened in a world where there was still a check on unlimited inflation of fiat money — the fact that citizens could quit using it and purchase other currencies that were not losing their value as quickly. But under a global fiat monetary regime, there would be no such option.Economists who have been proven correct over the decades about the economic consequences of creating money out of thin air are already sounding the alarm. A world paper currency and world central bank would heighten the moral hazard and lead to a global inflationary regime such as we’ve never seen,noted Lew Rockwell, the chairman of the Ludwig von Mises Institute. That is, the easy money and credit would cause people to borrow and spend way beyond their means, creating an unprecedented global bubble that would at some point inevitably burst. There would be no escape from political control at that point.And the consequences would be dire. Inflation tears apart the whole fabric of stable economic relationships, explained the legendary free-market economist Henry Hazlitt. It leads men to demand totalitarian controls. It ends invariably in bitter disillusion and collapse.
Closer Integration and Total Control
Existing monetary unions are often seen as the model for a global currency by advocates of such a system. But surrendering control over money to supranational institutions has consequences, as the people of the Eurozone are discovering. For one, according to data compiled by the European Central Bank, economic growth has slowed dramatically in countries using the euro since the introduction of that single currency — a phenomenon not observed in other areas of the world.But more importantly, the goal of keeping the monetary union intact is leading to ever greater fiscal and political integration as rules are harmonized and authority continues shifting from nations toward European institutions. During the height of the crisis in Greece, other European governments were forced to bail out the Greek regime over fears that it could bring down the euro. But on top of that, Eurozone heads of state and government got together and used the crisis as an excuse for pushing deeper integration and the imposition of economic governance at the European level.We commit to promote a strong coordination of economic policies in Europe. We consider that the European Council must improve the economic governance of the European Union and we propose to increase its role in economic coordination and the definition of the European Union growth strategy,announced the euro-area heads of state and government in a statement. The current situation demonstrates the need to strengthen and complement the existing framework to ensure fiscal sustainability in the euro zone and enhance its capacity to act in times of crises.Around the same time, IMF boss Dominique Strauss-Kahn joined the calls for deeper integration in Europe, offering IMF funds with strings attached. The launching of the euro was only a first step,he explained. You can’t have a single currency without having a more coordinated economic policy. And indeed, such economic control will also lead to more political control — just as we have seen with the transformation of the European Common Market into the European Union.
Obviously, if the euro is the model for a world currency, the same phenomenon would occur at the world level. That would mean closer integration among the nations of the world, the vast majority of which are ruled by totalitarian regimes of various varieties. A world fiat currency, then, would be the surest way to accelerate the development of a true global government and the accompanying destruction of national sovereignty. But to planetary currency enthusiasts, that is a non-issue.Noting that there would be critics of the development of a world central bank, especially in America, Council on Foreign Relations insider and global fiat currency promoter Jeffrey Garten points out in an article for Newsweek, Among their many charges, critics will protest the establishment of world government. But we have a World Trade Organization with legally binding powers over trade disputes. We have a World Health Organization for communicable disease with the ability to quarantine entire countries. And a World Court functions today that has considerable legal and moral clout.Dismissing critics protesting the establishment of a world government by pointing out that it already exists in rudimentary form is hardly likely to pacify those critics.But what would a global currency really mean aside from the destruction of the dollar and the U.S. economy? A global central bank would be a disaster,financial guru Bob Chapman, editor of the International Forecaster, told The New American. It means the acceptance of world slavery.Chapman also pointed out that the present international monetary system was being deliberately destroyed precisely to bring about a global currency like the bancor. It’s just not fiscal and monetary policy. It is every facet of your life that these elitists want to control. And they’re moving rapidly toward that goal.In addition to printing money, the emerging global central bank and its affiliates are already usurping other powers traditionally exercised at the national level. In his Newsweek article, Garten calls for the new planetary central bank to be the lead regulator of all sorts of financial institutions, monitor risks, push national authorities to modify their policies,coordinate national stimulus programs, orchestrate a global-stimulus plan, force taxpayers around the world to bail out companies, and even act as a bankruptcy court. The IMF, in its own report, called for global imbalance taxes, capital controls, and a true world financial regulatory regime. A lot of that is already coming into being, but as the new monetary order develops, the agenda will only accelerate.And as if all that wasn’t bad enough, there is no accountability for this newly empowered IMF. Jim Rickards, the director of market intelligence for Omnis, explained that, while the IMF has articles of association and some governance rules, the true power structure behind it is the G20, which is completely unaccountable.
Options, Solutions
As the international monetary crisis unfolds with a collapsing dollar, there will need to be some sort of reforms. The question is which ones. Instead of currency reform coming from the marble palaces of the monetary elites, economist Lew Rockwell of the Mises Institute points out, private currencies traders the world over could, on their own, give rise to a new currency rooted in gold and traded by means of digital media.This would be far superior for numerous reasons, he argues. Under a gold standard, the physical metal is the limit and the market is the master. Under a global paper system, the paper provides no limit whatsoever and the politicians are the masters.And indeed, while the elites push their fiat world currency, entrepreneurs have already been working on making gold a sort of currency without the need for government dictates. Money was invented in pre-history by people interacting peacefully with one another to help improve their situation by trading. Money is not an invention of government,explained James Turk, founder of GoldMoney, a company holding over a billion dollars in assets that allows customers to purchase, store, and trade precious metals. There is a better solution. It was the one created by Sir Isaac Newton and given to King William III. We now call it the classical gold standard, which lasted from circa 1700 to 1914. If governments are to issue currency, it must be tied to gold. It is this link that provides essential discipline needed to rein in the aspirations of politicians to spend money, even money the government doesn’t have,he told The New American, adding that the bankers pushing for a world fiat currency will do everything they can to continue this special privilege that they have assumed for themselves.
Omnis’ Rickards also has some ideas about how America can put a freeze on the emergence of the global paper currency: cuts in taxes and spending; higher interest rates to strengthen the dollar; and, eventually, getting back on the gold standard. The U.S. is in the best position to go back to the gold standard,he explained, pointing out that, with an estimated 8,000 tons, America has more gold than any other country. The first country that goes to the gold standard will — in effect — dominate the world of finance because they will have the currency that everybody wants. ... Would you rather have a gold-backed dollar or a paper SDR? What’s missing right now, he said, is just the political will to do it.What you’re going to see over the next few years is a global struggle between the forces who want to create new forms of paper and just give it a different name and a different issuer and continue to flood the world with paper liquidity and keep the game going on the one hand, versus people who will recognize that the only true form of money is gold and will start bidding up the price of gold against the dollar, Rickards predicted.John McManus, president of The John Birch Society, has a similar view of how to rectify the current situation without moving toward an international central bank to manage a global fiat currency. If the currency is a commodity like gold or silver, it does not have to be managed. The free market place will manage it, he explains in Dollars and Sense, a short video presentation on the monetary system. Money should be a commodity valuable to all people; and there’s no management needed.It is ironic that the likely imminent collapse of the world’s current fiat reserve currency is being used as an excuse to implement a global fiat currency. But it is extremely serious. Escaping the elites’ clutches would become almost impossible as wealth is steadily transferred from humanity to the banking oligarchy and its ever-expanding global government. And so the scheme must be prevented.

If all the advocates of a world fiat currency (a currency not backed by a precious commodity like gold) were to scream at once, workers in world capitals, business centers, colleges, and news media may be deafened. And if global financial elites have their way, America will move quickly toward accepting a planetary fiat currency issued by a world central bank.Calls for a new global monetary regime are nothing new. After World War II left the world’s financial system in disarray, political leaders and financial gurus met at Bretton Woods, New Hampshire, from July 1-22, 1944, to plan the post-war economic order. Economist John Maynard Keynes and the British government proposed the creation of a world currency called the bancor, and the U.S. government proposed a world currency to be known as unitas. But for a lot of reasons, mostly American reluctance, the schemes never took off. Instead, the Bretton Woods agreement resulted in the U.S. dollar — its value at the time tied to gold — being crowned the world reserve currency. But the dollar’s place as the unchallenged world currency began being displaced with the dollar’s decoupling from gold in 1971. A new system emerged: The dollar retained its position as the world’s reserve currency, but now it was backed not by gold, but only by trust and the fact that oil and other commodities were traded around the world in dollars. Since then, the U.S. government has been growing itself and its power through creating money via the inflationary power of the Federal Reserve, thus making the dollar increasingly less stable, prompting vigorous calls for a world currency to stabilize world financial markets. That has especially been true as markets have imploded.
Leading the Charge
Naturally, prominent globalist leaders and central bankers have been at the forefront of promoting world-currency schemes. And they are confident that the groundwork has been sufficiently laid to achieve the goal. Russian President Dmitry Medvedev has been among the most vocal supporters. At the G-8 meeting last year, he actually pulled a united future world currency coin out of his pocket bearing the words unity in diversity.Then, he explained to the audience that it means they’re getting ready. I think it’s a good sign that we understand how interdependent we are.In June of this year, he was at it again. We are making plans for the future. We are talking about creating other reserve currencies, and we are counting on other countries to understand this,Medvedev told an economic forum in St. Petersburg, Russia.At the same forum, French President Nicolas Sarkozy concurred, saying world powers should think together about a new international currency system at the upcoming G-20 summit. He also said the world’s financial system was outdated and should be replaced. We all need to think about the foundations for a new international financial system,he urged. We’ve been based on the Bretton Woods institutions of 1945, when our American friends were the only superpower. My question is: Are we still in 1945? The answer here is, no.Numerous other prominent national leaders have jumped on the international fiat-currency bandwagon as well — too many to list in a short article. But perhaps more importantly, powerful central bankers around the world are also pushing the issue. Former Fed boss and current chairman of Obama’s Economic Recovery Advisory Board Paul Volcker, for example, has long been a strong proponent of a global fiat currency and a global central bank. He is widely reported to have said, A global economy needs a global currency. And he has repeatedly called for such a system, hoping to see it emerge during his lifetime.
In China, the people’s central-bank boss Zhou Xiaochuan has also frequently called for a new reserve currency. In a 2009 report published on the central bank’s website entitled Reform the International Monetary System, Xiaochuan explained that the desirable goal of reforming the international monetary system, therefore, is to create an international reserve currency that is disconnected from individual nations and is able to remain stable in the long run, thus removing the inherent deficiencies caused by using credit-based national currencies.When asked about the communist-Chinese regime’s idea at a Council on Foreign Relations event, tax-dodging U.S. Treasury Secretary Timothy Geithner, a regular proponent of global regulation, after acknowledging that he had not read it yet, said, We’re actually quite open to that.The dollar immediately plunged. And while Geithner promptly backtracked on his statement, as the saying goes, the cat was already out of the bag.At a separate Council on Foreign Relations event earlier this year, European Central Bank boss Jean-Claude Trichet gave a speech entitled Global Governance Today. While different in important respects from calls to empower the International Monetary Fund as the world central bank, which seems to be the consensus view on how to quickly achieve a world currency, Trichet offered a vision that would ultimately lead to the same end. We need a set of rules, institutions, informal groupings and cooperation mechanisms that we call global governance,he said, praising the progress that has already been made in strengthening the mandate of existing international institutions but noting that no market can survive without a set of rules. This is particularly true at the international level.In terms of the international monetary system, he applauded the fact that central banks around the world were already able to take quick, decisive and coordinated action at short notice.But the crisis also showed that gaps in the system of global governance — in terms of both efficiency and legitimacy — have to be filled,he explained, pointing out that the process was already ongoing.
Overall, the system is moving decisively towards genuine global governance that is much more inclusive,Trichet said. The significant transformation of global governance that we are engineering today is illustrated by three examples. First, the emergence of the G20 as the prime group for global economic governance at the level of ministers, governors and heads of state or government. Second, the establishment of the Global Economy Meeting of central bank governors under the auspices of the [Bank for International Settlements (BIS)] as the prime group for the governance of central bank cooperation. And third, the extension of Financial Stability Board membership to include all the systemic emerging market economies. In other words, the BIS, the central bank of central banks (which was almost disbanded for supporting the Nazis), is becoming increasingly powerful, along with global financial regulatory institutions. And for Trichet, this is a positive development.
He added, Global governance is of the essence to improve decisively the resilience of the global financial system,and concluded by saying, The crisis has driven an historic change in the framework of global governance. In my view this transformation was overdue.And indeed, the economic crisis has given a major boost to advocates of a world financial and monetary regime.
Global Institutions
With the onset of the global financial crisis, which interestingly enough was largely brought on by an asset bubble caused via currency manipulation by the United States’ version of a central bank — the Federal Reserve — international authorities have become increasingly vocal about the supposed need for a world fiat currency controlled by a single world central bank. The United Nations and the International Monetary Fund are the most prominent among them. And both of these quasi-governmental institutions have recently issued reports blasting the dollar and calling for a world fiat currency.A new global reserve system could be created, one that no longer relies on the United States dollar as the single major reserve currency,said the UN’s World Economic and Social Survey for 2010. The dollar has proved not to be a stable store of value, which is a requisite for a stable reserve currency.The new UN report said that the IMF should be given the authority to print its own fiat currency, claiming that the new system must not be based on a single currency or even multiple national currencies but instead, should permit the emission of international liquidity — such as [Special Drawing Rights] — to create a more stable global financial system.SDRs are assets issued by the IMF with a value currently based on multiple national fiat currencies.Late last year, another UN report from a different arm of the institution offered similar analyses and suggestions. In the discussion about necessary reforms of the international monetary and financial system, the problem of the United States dollar serving as the main international reserve asset has received renewed attention, said the report, published by the UN Conference on Trade and Development. The paper also pointed to SDRs as the potential international reserve currency.Earlier in 2009, another UN panel also called for talks on setting up a new international monetary system and moving away from the dollar. And the calls are only becoming more frequent and respected as time goes on.
Then there is the International Monetary Fund, a likely candidate for the position of global central banker, which in some ways has already taken on the role. Like other figures within the organization, IMF boss Dominique Strauss-Kahn — an avowed socialist — has repeatedly called for global regulation and a world currency controlled by the Fund.One day, the fund might even be called upon to provide a globally issued reserve asset, similar to — but in important respects different from — the SDR, he explained in a speech earlier this year, saying it would be intellectually healthy to explore the creation of a new IMF-backed world reserve currency before it is needed. A few months later, he told the High-Level Conference on the International Monetary System that crisis is an opportunity and a new global currency issued by a global central bank, with robust governance and institutional features, could provide a nominal anchor and risk-free asset for the system.And it’s not just Strauss-Kahn. In a barely noticed paper published in April of this year, the Fund went even further than the UN or Strauss-Kahn. It outlined the future global fiat currency, to be run by a transformed and newly empowered IMF.The paper, published by the IMF’s Strategy, Policy, and Review Department and entitled Reserve Accumulation and International Monetary Stability,offers very specific proposals which — not surprisingly — would involve handing it massive new powers over the global economy and making the special drawing right (SDR) the principal reserve asset in the [International Monetary System].And this is merely the short-term policy; the IMF wants to go further, with the creation of a global currency called the bancor.Of course, even the IMF says its schemes will not likely come about quickly or easily. It is understood that some of the ideas discussed are unlikely to materialize in the foreseeable future absent a dramatic shift in appetite for international cooperation, it says in the report. Some analysts have suggested a war with Iran or a crash of China’s economy could trigger such a shift.
Trend Toward Monetary Unions
Monetary unions, where a collection of national governments surrender their power over money to international institutions, are popping up around the world. In recent decades, there has been a declining number of currencies as more countries abandon their own currencies to use a multinational currency, such as the euro.Africa already contains a patchwork of regional supranational currencies, including one in West Africa, another in Central Africa, and a group of countries that use the South African Rand. A plan to introduce a continental currency — sometimes referred to as the afro — controlled by the already existing African Union’s African Central Bank is set for completion in less than two decades. In Asia, calls for a regional monetary union are growing stronger. Arabian nations, through the Gulf Cooperation Council, are planning their own common currency right now.In closer proximity to the United States, a group of Caribbean nations formed the Eastern Caribbean Currency Union. All use the East Caribbean dollar. More recently, a number of leftist Latin American regimes created the SUCRE under the leadership of socialist despot Hugo Chavez. And a South American currency is currently in the works. Significant numbers of nations have also unilaterally abandoned their own currencies and switched to the dollar, such as Ecuador and El Salvador. In Europe, while not officially joining the Eurozone, numerous small countries have also switched to the euro. And this is exactly what many proponents of a global fiat currency are promoting as a means to that end. Once there are fewer currencies and the principal of supranational currency is established, such as has already occurred with the euro, it becomes easier to simply merge them.A 2007 article for the Council on Foreign Relations’ magazine Foreign Affairs entitled The End of National Currency offered some insight into the strategy being pursued. Benn Steil, the powerful group’s director of international economics, suggests a very specific proposal: Governments should replace national currencies with the dollar or the euro or, in the case of Asia, collaborate to produce a new multinational currency over a comparably large and economically diversified area.... Most of the world’s smaller and poorer countries would clearly be best off unilaterally adopting the dollar or the euro, which would enable their safe and rapid integration into global financial markets. Latin American countries should dollarize; eastern European countries and Turkey, euroize.
And that is precisely the argument of the most prominent global currency enthusiasts. Columbia economics Professor Robert Mundell, who could not be reached by press time, is one of them. He is a Nobel-prize winner, a key advisor to the communist Chinese regime, and also known as the father of the euro. And he argues that the world should move toward a new global currency system called the DEY — a basket of dollars, euros, and yen controlled and issued by a global central bank, possibly a newly empowered IMF. Eventually, the architecture would lead to a truly global fiat currency.My approach is rather to start out with arrangements for stabilizing exchange rates, and move from there to a global currency. It would start off from the situation as it is at present and gradually move it toward the desired solution. We could start off with the three big currencies in the world, the dollar, euro, and yen, and with specified weights, make a basket of them into a unit that could be called the DEY, Mundell explained in a 2005 speech called The case for a world currency.The DEY could then become the platform on which to build a global currency, which I shall call the INTOR.His basic plan for the world currency would be implemented in three stages, he said. First, stabilization of exchange rates. Next, a monetary union under the DEY consisting of most of the world’s economy. And finally, the creation of the INTOR. While Mundell acknowledged that it might be difficult, he expressed optimism about the currency’s prospects, saying, The next big crisis might be the occasion for a reconvening of a Bretton Woods type conference to establish the conditions for a new international monetary system.With the United States looking at a likely second round of economic turmoil and its dollar becoming increasingly unstable as interest payments on the national debt take up an ever larger part of all taxes collected, such a crisis is probably closer than Americans would like to imagine.
Other prominent advocates agree with the Mundell strategy for achieving a world currency managed by a global central bank. “We’ll probably get there by the merger of monetary unions,” explained Morrison Bonpasse, founder and president of the Single Global Currency Association and author of The Single Global Currency: Common Cents for the World, in an interview with The New American. “But there are several possible routes. One is to continue the current regionalization of currencies, to include North America, and creation, expansion and merger of monetary unions; and then combine those currencies into one. Another is for smaller countries to continue to ize their nations’ legal tender, as in dollarize and euroize. … Once the tipping point’ is reached where one currency supports approximately 40-50 percent of the world’s GDP, the movement will accelerate to anoint that currency as the single global currency. The organization’s target date: 2024.Clearly, the move toward regional currencies is picking up traction, especially during this decade.
Already Emerging
Some argue that the global central bank and all that it entails are already taking solid form or, worse, already here.What the IMF is doing is, they’ve positioned themselves and are actually beginning the process of issuing debt for the first time,explained James Rickards, senior managing director for market intelligence and co-head of threat finance and market intelligence at Omnis, a leading consulting firm. So what that means is the IMF is acting like a central bank because it’s leveraging its balance sheet, he told The New American, saying SDRs could replace the dollar and become the international reserve currency in two to five years. And it’s already going on. In terms of paper currency, a leveraged balance sheet, and the creation of liquidity out of thin air, the IMF is clearly the way they’re going because, as I said, they’ve already done it.... It’s not speculation, it’s actually happening,he said, noting that the shift away from dollars has already started and would accelerate.The IMF has indeed taken some extraordinary steps recently. Last year, for example, for the first time in the Fund’s history, it issued bonds denominated in SDRs. The Chinese regime promptly gobbled up $50 billion worth, with the IMF saying in a statement that the sale offers China a safe investment instrument and that it was part of a broader plan to boost the Fund’s capacity to help its membership — particularly the developing and emerging market countries — weather the global financial crisis, and facilitate an early recovery of the global economy. And of course, there’s still more.The other thing the IMF has done — not for the first time, really for the second time, but the first time in quite a large size — is to issue SDRs,explained Rickards. The IMF is issuing its own paper currency,and, like all fiat currencies, it’s backed by nothing, Rickards said. I view all of these as pilot programs. In other words, they’re kind of testing the plumbing.... Now the IMF is positioned to — in effect, and I think this is the plan — to become a global central bank which can issue its own currency called SDRs, leverage its balance sheet through borrowing, and then create assets by making loans and investing in securities, all under the auspices of the IMF executive committee, which is basically the same set of people as the G20.
At recent G20 confabs, the centralization of the world’s monetary system has indeed been a hot topic. Headlines around the world announced — boldly and with good cause — the imminent arrival of a new world order, a global currency, a world central bank, and a planetary monetary-policy regime. The early 2009 G20 declaration, for example, said, We have agreed to support a general SDR allocation which will inject $250 billion into the world economy and increase global liquidity. In simpler terms, printing international fiat money.Now, the regulatory regime is going global, too. And fast. The same G20 meeting also led to the Financial Stability Forum being transformed into the Financial Stability Board, usurping financial regulatory authority traditionally held by national central banks around the world. The new board is rapidly becoming a global financial regulator as its mandate expands to include overseeing action to address vulnerabilities in the financial system, setting guidelines, and even managing contingency planning for cross-border crisis management.
Media Support
No strategy for dramatic, unpopular change would be complete without a public media campaign. So, of course, among the prominent voices throwing their weight behind a global fiat currency and a global central bank are some of the most influential media outlets in the world. Already in 1988, The Economist wrote an article predicting a global currency within 30 years, saying, This means a big loss of economic sovereignty, but the trends that make the [new hypothetical global currency] so appealing are taking that sovereignty away in any case.A decade later, the New York Times took up the issue with a piece from prominent CFR insider and global central bank promoter Jeffrey Garten calling for a global Fed. After praising the development of various unconstitutional institutions in the United States, most notably the Federal Reserve, Garten wrote, The world needs an institution that has a hand on the economic rudder when the seas become stormy. It needs a global central bank. Ten years after that, Garten penned a piece for the Financial Times, once again advocating the establishment of a Global Monetary Authority.In a 2008 Newsweek article entitled We Need a Bank of the World,Garten claimed, The financial crisis is global, and only an international central bank can deal with it.The piece called for world leaders to begin laying the groundwork for establishing a global central bank because the Fed no longer has the capability to lead singlehandedly.The year after that article, Garten was at it again, this time in Businessweek. If critics could suspend the hyperventilating for a few minutes, they’d realize a global central bank is becoming a necessity in today’s complex, interconnected world economy,he wrote. The piece also cites Tim TurboTax Geithner, who said, We need a common global solution to these markets, not separate regional solutions.Meanwhile, the Washington Post ran a 2009 story praising the International Monetary Fund’s transformation into a bank of the world. Bowing to a new economic world order, the IMF would grant fresh powers to the likes of China, India and Brazil. It would have vastly expanded authority to act as a global banker to governments rich and poor,wrote Post staff writer Anthony Faiola. And with more flexibility to effectively print its own money, it would have the ability to inject liquidity into global markets in a way once limited to major central banks. The article also mentioned the IMF’s transformation into a veritable United Nations for the global economy” and quoted various experts praising the developments.
Even the supposedly more free-market-friendly press in the United States has also backed the scheme. World money, with a world central bank, seems a next logical step,wrote Wall Street Journal editor emeritus Robert Bartley in a 2003 opinion piece for the newspaper. A world money would be an extraordinary boon to international stability.He was writing from Mundell’s monetary conference at his castle in Italy.The world elite is on a mission. Its plan to impose a global fiat monetary regime on humanity is well under way. And if serious resistance is not mounted soon, the new world monetary order could be just around the corner.

Senior lobbyists profit from expanding EU

EUOBSERVER / BRUSSELS - Senior lobbyists working in Brussels can command larger salaries than the European officials they are paid to stalk, according to a new study on pay in the EU capital.The Brussels Remuneration Report, published by head-hunting firm Ellwood & Atfield (E&A) on Friday (17 September), says a managing director of one of the city's leading consultancies can be paid as much as €400,000 per annum, while European Commission President Jose Manuel Barroso is paid roughly €300,000. A secretary-general of one of the many trade associations represented in Brussels can top this €400k figure, while the head of an EU NGO office rarely gets paid more than €120,000 a year, said the report which is largely based on 200 one-to-one interviews.With up to 80 percent of legislation in certain policy areas emanating from Brussels and an expanded EU of 27 countries, most interest groups are scaling up their representation in the capital of Europe, said Ben Atfield, co-founder of E&A. This trend is leading to very attractive remuneration for senior lobbyists and communication professionals which often dwarf salaries in national capitals,he added. Mr Altfield cautioned that varying levels of taxation complicated the matter, with most single workers in Brussels being forced to pay Belgium's extremely high top income tax rate of 57 percent, once social security is taken into account. Special rules for EU officials mean some pay as little as eight percent however. Most MEPs get paid roughly €126,000 per year under the current set of rules, brought in after elections in June 2009.Prior to the new rules, MEP salaries were paid by member state administrations and varied considerably. Now they are uniform and extracted from the EU's own budget, but a small group of 30 deputies continue to operate under the previous system. MEPs who served in the previous parliament and were returned in June 2009 were offered the chance to continue their previous salary arrangements paid by member states, a parliamentary official confirmed.
The changing face of lobbying
With the smallest of changes to EU legislation potentially altering profit margins by millions of euros, it is not difficult to see why firms opt to pay Brussels-based consultancies to point them towards decision-makers. Olivier Hoedeman, a researcher with Brussels-based transparency group Corporate Europe Observatory, says tactics have evolved over the years.Generally in the 1980s and 90s, the commission was the main target, whereas the parliament was less so, he told this website. But as the parliament's power have increased under successive EU treaty changes, so has the lobbying.He adds that for a successful lobby campaign, the most important thing is to be there right from the start of a new piece of legislation. This explains why firms go to great efforts to influence the EU's collection of over 1000 expert groups. Commission units working on a new piece of legislation will frequently outsource the question to be tackled to one of these groups, which include industry officials, in order to generate ideas for their first draft.So if you can be in the group or dominate the group you have a good start, said Mr Hoedeman. National governments, represented in the Council of Ministers, are also targeted, as witnessed by Italy's successful attempts to delay the start of a free-trade agreement with South Korea following extensive lobbying from carmaker Fiat. Officials in political party offices are also increasingly been taken out for lunches and dinners around the capital as party politics grows. EU commissioners rarely used to attend party meetings, but now several will frequently turn up at the regular party gatherings on the eve of European summits. Likewise, MEPs are under increased pressure these days to vote along party lines, whereas it was remarkably absent in the past, said Mr Hoedeman.

Former Israeli Prime Minister Ehud Olmert revealed on Sunday that when he was serving as Prime Minister, he had reached an agreement with the United States and then President George W. Bush, in which the US agreed to absorb 100,000 Palestinian Arab refugees. Olmert added that at the same time he struck a deal with Palestinian Authority President Mahmoud Abbas that Israel would absorb only a small number of refugees.Speaking at a conference by the Geneva Initiative, Olmert said: The numbers discussed were below 20,000, but this would require an end to the conflict and a Palestinian announcement that they would not make any more demands. If we had reached an agreement, it would have changed the map of the world and the entire Middle East. We are not to blame. Among other things, Wiesel spoke of the Ground Zero mosque planned for downtown Manhattan.Wiesel suggested that the mosque and Muslim community center, which is to be built a short distance from the site of the World Trade Center terrorist attack, be made into an interfaith project.I would speak to the imam and tell him, Look, I don't doubt that your intentions are good. Nevertheless, you've divided the community. Why not unite it? Wiesel said. He added that someone from his foundation had been sent to speak to the imam, Feisal Abdul Rauf, and get his opinion.Rauf spoke to ABC last week and said that if he had realized how controversial the Islamic center project would become, he would not have proposed it. Hamas appears to be developing a phobia of Israel's security forces, and is worried that Israeli intelligence operatives are attempting to collect intelligence on it through the telephone system, after issuing earlier warnings regarding the Facebook internet social network.A Hamas website is currently running a warning to the Arab public regarding phone calls from Israeli intelligence officers pretending to be working for the Palestinian Authority phone company.According to the report, the caller presents the name and ID number of the owner of the telephone line, and asks the owner to verify that the details are accurate. He then asks several questions about the number of people in the family, inquires who lives in the house and where the house is located.The Hamas report instructs Arab readers to immediately hang up the phone when they receive such a call.Several months ago, a Hamas spokesman in Gaza warned residents against the dangers of using the Facebook social network. The main danger, he said, was activity by the Israeli Mossad, which uses such websites to collect intelligence on residents, blackmail them and cause them to collaborate with it.The Hamas government told its residents said it had arrested an Israeli espionage network that used social networking websites to recruit informants. The Israeli operatives, Hamas said, collect information about people through the social networks, then crosscheck it with other information in their possession, and use what they learn to pressure these people.The IDF has also expressed concern over Facebook, warning its soldiers not to post sensitive information on the site. One concern is that terrorists could befriend soldiers on Facebook under a false identity and arrange meetings or persuade them to reveal classified information. SIRAJGANJ, Sep 17 (IRIN) - As late monsoon rains continue to swell Bangladeshi rivers, floodwaters have forced more than 140,000 people to flee their homes and destroyed some 40,000 hectares of farmland, officials say. There is knee-deep water in my house. The hearth is full with floodwater. My family did not receive any relief till this morning. My husband, two children and I are surviving on puffed rice that a neighbour gave us two days ago,said Momota Begum of Decreer Char village in central Faridpur District.There is no drinking water. No latrines around here. People are defecating indiscriminately on the slopes of the embankment.Government officials say floodwaters have heavily eroded riverbanks and devoured some 80 villages since 9 September, most of them by the Brahmaputra river in the northwest.
According to the country’s Flood Forecasting and Warning Centre (FFWC), although the situation in the northwest is expected to stabilize soon, officials predict it will deteriorate in the northeast over the weekend. As of 16 September, the government had distributed 1,135 tons of rice, US$27,000 in cash relief, and $34,150 in house building grants to affected people in 10 districts, Minister of Food and Disaster Management Abdur Razzaque told IRIN. More relief is in the pipeline. We will do everything that we can to help those who have lost or left their homes due to the floods,Razzaque said.
Loss of homes, food, livelihoods
Government officials and media reports have given a breakdown of people stranded and farmland destroyed as follows:
- In four northeastern districts of Sylhet, Sunamganj, Moulvi Bazar and Hobiganj, 40,000 hectares of crops have been damaged, local media report.
- According to the Water Development Board (WDB), floods have washed away a large segment of a flood protection levee on the western bank of the Brahmaputra, forcing nearly 35,000 people in 60 villages from their homes in west-central Sirajganj District. Rice, lentils, vegetables and other cash crops on 2,660 hectares of land in Shahzadpur sub-district of Sirajganj have been destroyed, said Abdul Zaher Ali, deputy director of the Department of Agricultural Extension.
- In Sherpur District, 1,280 hectares of crops have been destroyed in 30 villages, and nearly 60,000 people are either stranded in their homes or have been forced to flee to higher ground, local officials said.
- In addition to the above, more than 48,000 people from some 100 river islands have abandoned their houses to seek shelter on flood protection embankments on the banks of the Brahmaputra in Kurigram, Gaibandha, Bogra, Sirajganj, Sherpur and Jamalpur districts.
Yusuf Mia and his seven children are among the many residents who have taken refuge on the embankments. I used to work in a brick kiln that has been drenched by the floods. I lost my house to the river. I have no job. I don’t know how to collect food for my kids, Mia said.We are living a subhuman life, said Golapi Banu of Nijkornibari Village in Sariakandi sub-district of Bogra. She is among some 4,000 people from three villages in Sariakandi stranded on the embankments.
Powerful typhoon heads for China after lashing Taiwan

TAIPEI (AFP) – Typhoon Fanapi churned towards mainland China on Sunday after pounding Taiwan with fierce winds and torrential rains, leaving dozens of people hurt, sparking landslides and gridlocking traffic.Chinese authorities upgraded their warning level to the second highest, the official Xinhua news agency said, as the mainland braced for Fanapi, which was expected to hit coastal areas of Guangdong and Fujian provinces Monday.Packing gusts of up to 155 kilometres (97 miles) an hour, it was moving west towards China at 20 kilometres an hour, and as of 1315 GMT its centre was in the Taiwan Strait, the Central Weather Bureau said.Typhoon Fanapi, which made landfall near Taiwan's east coast city of Hualien Sunday morning, caused 66 injuries on the island, with some people blown over by gales, knocked from motorcycles or hit by flying debris.Television footage from Hualien showed lines of fallen trees, several houses with their roofs ripped off and an upturned lorry.
Over the past three hours, the winds have slightly slowed after the typhoon was hampered by the high mountains, an official with the bureau said.The weather bureau warned that the storm might bring more torrential rain and had already set off dozens of landslides.People should take precautions against possible flash flooding and avoid low-lying areas, Hsieh said.The weather bureau said the typhoon dumped more than 1,000 millimetres (40 inches) of rain in the south of the island, prompting the military to send soldiers equipped with amphibious vehicles.Memories are still raw in Taiwan of the onslaught of Typhoon Morakot in 2009, which left more than 700 people dead or missing in one of the island's worst natural disasters.
President Ma Ying-jeou and his administration came in for criticism after Morakot for reacting too late.Authorities appear determined to take a more proactive approach this time, with Ma presiding over a video conference with local officials Sunday, urging measures to prevent major damage from the typhoon, whose name means small atoll islands in Micronesian.High-speed rail services were interrupted and partially resumed, while all domestic and five international flights were called off. HAMILTON (Reuters) – Hurricane Igor pounded Bermuda with ferocious winds, waves and rain on Sunday, toppling trees and power lines as the Atlantic island chain felt the force of one of the worst storms ever to affect it.The U.S. National Hurricane Center said Igor, packing top winds of 80 mph, was closing in on the small British overseas territory, a popular tourist destination and wealthy global insurance center located more than 600 miles east of the U.S. East Coast.At 5 p.m. EDT (2100 GMT), Igor was about 85 miles southwest of Bermuda, moving north at 15 miles per hour.The Miami-based center called Igor very large, with hurricane-force winds extending out about 90 miles from its core, and radar images showed its swirling shape dwarfing the 21 square-mile (54 square km) island group.Driving winds bent trees, felling many, and whipped up dangerous debris as surf battered the shoreline. Power lines were also knocked out, interrupting service to nearly 16,000 customers -- nearly half of the territory's electricity users -- according to the local power utility Belco.The hurricane's core would pass near Bermuda, to the west, later on Sunday, forecasters said, adding hurricane conditions would continue overnight.
Bermuda Premier Ewart Brown had warned residents to brace for one of the worst hurricanes to ever threaten our shores, but there were no immediate reports of casualties.The rain is coming in sideways, basically it is very rough. The airport was also closed.The British Royal Navy's destroyer HMS Manchester was on standby with a helicopter.It's a ghost town out there, said vacationer Tipper Raven of London, referring to the capital Hamilton.The Bermuda government has warned residents to prepare for an impact similar to that of Hurricane Fabian in 2003, which killed four people and caused millions of dollars of damage.Hurricane expert Jeff Masters of private U.S. forecaster Weather Underground said Igor had lost some of its original power due to the collapse of its eyewall -- a hurricane's most damaging inner zone -- earlier on Sunday. HAMILTON, Bermuda – Fierce waves pounded Bermuda's shores and strained yacht moorings late Sunday as winds tore at trees and signs while a weakened Hurricane Igor passed just west of the wealthy British enclave.Bermudians stayed battened down in their homes in a pelting rain to wait out Igor, which was barely a Category 1 hurricane. Its sustained winds were clocked at 75 mph (120 kph) as Igor neared the island, although a gust of 93 mph was reported, the U.S. National Hurricane Center in Miami said.The wind whipsawed trees and power poles, knocking out electricity in many parts of the island. But there were no early reports of major damage.We're certainly getting our money's worth in drama, lawyer James Dodi said while standing outside a hotel in downtown Hamilton watching Igor's winds whip through palm trees and howl around buildings.Dodi, 43, a native of Toronto who moved from Canada six years ago, left his Hamilton home and took refuge at the hotel, where he hoped the power would hold out through the storm.Some storm-seasoned islanders ventured outside during the day to gawk as the hurricane force winds that hit by midday drove 15-foot (5-meter) surf onto shore or to triple-tie the moorings of their boats even as the government warned people to stay indoors.
Flooding was reported in low-lying areas, while streets in downtown Hamilton, the capital, were covered in several inches of water and littered with tree branches and other debris.Igor's eye passed about 40 miles west of Bermuda before midnight, the U.S. hurricane center said. But even the near-miss was a problem, since hurricane-force winds extended up to 90 miles (150 kilometers) from the eye.The storm was expected to veer northeast — away from the United States — after passing Bermuda. He had hoped to watch Sunday football but the cable television at their hotel in downtown Hamilton lost its signal.Bermuda's power utility reported that roughly 19,500 customers were without electricity by Sunday evening on the British territory of 68,000 inhabitants.Jah Simmons, 25, and Gregory Wilson, 36, headed into downtown Hamilton after their homes lost power.Both said they were relieved that the storm was not stronger. Now and again we get bursts of wild wind which sends the rain in all directions, Dyer wrote in an e-mail to an AP reporter. We have heard several rolls of thunder which are becoming more frequent.Premier Ewart Brown said islanders "have been forced to recognize that the ocean is not so vast and Bermuda not so unique as to be separated from the awesome power of nature.Hotel cancellations were reported across Bermuda, popular with tourists for its pink sand beaches and with businesspeople as an offshore financial haven. But some islanders checked into resorts to ride out the storm. At the Fairmont Hamilton Princess hotel near the capital's downtown, about half of the 410 rooms were occupied, said Jonathan Crellin, the hotel's general manager.
The hotel is locked down tight and ready to take Igor when he arrives in full, Crellin said from the hotel, which like most buildings in the territory is built of solid concrete.High surf kicked up by the storm has already swept two people out to sea in Puerto Rico and the U.S. Virgin Islands, far to the south.Forecasters said the storm could drop 6 to 9 inches (15 to 23 centimeters) of rain over Bermuda and cause significant coastal flooding.Officials said schools would be closed Monday and Tuesday, and a local newspaper canceled its Monday edition.Bermuda's building codes specify that homes must be built with walls at least eight inches thick, and be able to withstand 150 mph (241 kph) gusts and sustained winds of 110 mph (177 kph). TEL AVIV, Israel – Israel's former premier gave his most detailed description yet of his 2008 peace offer to the Palestinians, saying in a lecture Sunday that if the current talks are to succeed, the agreement would have to resemble the plan the Palestinians turned down two years ago.The Palestinians deemed Ehud Olmert's offer insufficient at the time, but wanted the more hawkish premier who replaced him, Benjamin Netanyahu, to use it as a starting point for negotiations. Instead, Netanyahu has taken it off the table.Also Sunday, Israeli Foreign Minister Avigdor Lieberman proposed trading sections of Israel where its Arab citizens live for West Bank Jewish settlements as part of any peace deal.Olmert's statements in Tel Aviv were part of a rare political speech for the former prime minister, who resigned last year under a wave of corruption charges.In his September 2008 plan, Olmert said he proposed a Palestinian state on more than 90 percent of the West Bank, with land swaps to make up for any land Israel annexed. In past interviews, he has said the Palestinians were offered close to 94 percent of the territory.The West Bank and Gaza were to be linked through Israeli territory, and the Palestinians were to have a capital in the Arab neighborhoods of east Jerusalem. Doomsday shelters making a comeback

Jason Hodge, father of four children from Barstow, Calif., says he's not paranoid but he is concerned, and that's why he bought space in what might be labeled a doomsday shelter.Hodge bought into the first of a proposed nationwide group of 20 fortified, underground shelters — the Vivos shelter network — that are intended to protect those inside for up to a year from catastrophes such as a nuclear attack, killer asteroids or tsunamis, according to the project's developers.It's an investment in life, says Hodge, a Teamsters union representative. I want to make sure I have a place I can take me and my family if that worst-case scenario were to happen.There are signs that underground shelters, almost-forgotten relics of the Cold War era, are making a comeback.The Vivos network, which offers partial ownerships similar to a timeshare in underground shelter communities, is one of several ventures touting escape from a surface-level calamity.Radius Engineering in Terrell, Texas, has built underground shelters for more than three decades, and business has never been better, says Walton McCarthy, company president.The company sells fiberglass shelters that can accommodate 10 to 2,000 adults to live underground for one to five years with power, food, water and filtered air, McCarthy says.The shelters range from $400,000 to a $41 million facility Radius built and installed underground that is suitable for 750 people, McCarthy says. He declined to disclose the client or location of the shelter.
We've doubled sales every year for five years, he says.Other shelter manufacturers include Hardened Structures of Colorado and Utah Shelter Systems, which also report increased sales.The shelters have their critics. Ken Rose, a history professor at California State University-Chico and author of One Nation Underground: The Fallout Shelter in American Culture, says underground shelters were a bad idea a half-century ago and they're a bad idea now.A terrorist with a nuke in a suitcase pales in comparison to what the Cold War had to offer in the 1950s and '60s, which was the potential annihilation of the human race, he says.Steve Davis, president of Maryland-based All Hands Global Emergency Management Consulting, also is skeptical.All Hands has helped more than 100 public and private sector clients with emergency management and homeland security services, according to its website.The types of cataclysms envisioned by some shelter manufacturers are highly unlikely compared to what we know is going to happen, Davis says.We know there is going to be a major earthquake someday on the West Coast. We know a hurricane is going to hit Florida, the Gulf Coast, the East Coast, he says. We support reasonable preparedness. We don't think it's necessary to burrow into the desert.The Vivos network is the idea of Del Mar, Calif., developer Robert Vicino.
Vicino, who launched the Vivos project last December, says he seeks buyers willing to pay $50,000 for adults and $25,000 for children.The company is starting with a 13,000-square-foot refurbished underground shelter formerly operated by the U.S. government at an undisclosed location near Barstow, Calif., that will have room for 134 people, he says.Vicino puts the average cost for a shelter at $10 million.Vivos plans for facilities as large as 100,000 square feet, says real estate broker Dan Hotes of Seattle, who over the past four years has collaborated with Vicino on a project involving partial ownership of high-priced luxury homes and is now involved with Vivos.Catastrophe shelters today may appeal to those who seek to bring order to a world full of risk and uncertainty, says Alexander Riley, an associate professor of sociology at Bucknell University in Lewisburg, Pa.They're saying, I can control everything,Riley says. With the right amount of rational planning, I can even survive an asteroid hitting the Earth that causes a dust cloud like the kind we believe wiped the dinosaurs out.The Vivos website features a clock counting down to Dec. 21, 2012, the date when the ancient Mayan Long Count calendar marks the end of a 5,126-year era, at which time some people expect an unknown apocalypse.Vicino, whose terravivos.com website lists 11 global catastrophes ranging from nuclear war to solar flares to comets, bristles at the notion he's profiting from people's fears.

It is the ultimate bunker portfolio.
Amid the market tumult, a handful of stocks have seen their share prices ratchet up to record highs in recent weeks. And many of them are connected by a curious, if disconcerting, thread: Between them, they provide an investor with essentials for any respectable fallout shelter—makers of bottled water, canned goods, dehydrated broth, gas masks and auxiliary generators.Spam, check. Hard hat, check. Record highs for the makers of such fallout-shelter mainstays, check.A portfolio of the 18 companies that reached their peaks in the past month would be up about 24% this year, compared with the broader market's 4.5% decline, a sign some investors may be taking the prospects of financial Armageddon more seriously than one might think.
Hormel Foods Inc., the 120-year-old producer of that dugout staple, Spam, is up 12% this year, and hit an all-time high of $43.95 in recent weeks. The company's stable of long-life provisions, from instant packets of dehydrated broth to wrapped sausages, are critical for weathering even the most prolonged storm.Bottled-drink maker Dr Pepper Snapple Group Inc., whose brands include DejaBlue purified drinking water, has soared 32% this year. The company also makes Schweppes ginger ale, great for any gnawing queasiness.Also in the bunker club, Cummins Inc. The maker of a wide range of auxiliary power generators in addition to truck engines is up 66% this year. Shares of the Columbus, Ind., manufacturer hit a record $81.83 last Wednesday.
Hard hats and gas masks? Airgas Inc. makes both. Shares of the Radnor, Pa.-based company, which spiked in February after a hostile bid from rival Air Products & Chemicals Inc., has since added to those gains, hitting its best-ever close, at $66.72, on Friday. If it's the end of the world, what do you buy? Canned foods, guns and the generators, said Keith Springer, president of Capital Financial Advisory Services.There are a huge number of people who feel this is the end of the world.

We don't see where this economy is going, and some of the potential outcomes are frightening.Many of the star performers are steady dividend stocks: At least half of the companies on the list have increased their dividends this year, including Cummins, Dr Pepper Snapple and Airgas. Hormel notched up its 44th consecutive year of dividend increases and raised its earnings guidance three times this year, as growing sales of its packaged foods allow the Austin, Minn., company to grow despite economic turmoil.Ventas Inc., a health-care real-estate investment trust, touts itself as all a conservative investor could ask for: reliable and growing cash flows,strong liquidity and limited debt,a safe cash dividend with a long history of dividend growth, all in a defensive business that hits the sweet spot at the intersection of health care and senior housing. Ventas is up 16% this year and hit its record high of $52.41 earlier this month.
J.M. Smucker Co., the maker of jams, jellies and peanut butter, hit an all-time peak of $63.68 in late July after posting its ninth consecutive quarter of better-than expected earnings amid a boom in eat-at-home families. Consumers are relying more on basic pantry items including coffee, peanut butter and jelly and home-baked items and our brands play a lead role in all of those categories, the Orrville, Ohio, company said.Ball Corp., a maker of metal cans and packaging, hit its high earlier this month after notching record second-quarter earnings. The Broomfield, Colo.-based company, which is up 9% this year, recently increased its plans for stock buybacks.Baby-food maker Mead Johnson Nutrition Co.—an essential part of any family-friendly bunker portfolio—is up 20% this year and hit its high of $54.55 in late July.Big Macs aren't on offer to anyone holed up underground, but McDonald's Corp. finished regular trading Friday at a record $73.99, thanks to its big presence in faster-growing countries outside the U.S. and, no doubt, man's basic need for burgers during any economic cycle.

JERUSALEM – Israel's prime minister said Sunday that he failed to block Russian plans to sell Syria anti-ship cruise missiles that his country fears could fall into the hands of Hezbollah guerrillas.Syria is a key backer of the Lebanese Hezbollah, which has used Russian-made weapons against Israel in the past, including anti-tank missiles that were one of the militant group's most effective weapons during the monthlong war with Israel in 2006.Prime Minister Benjamin Netanyahu warned the deal to sell Syria P-800 missiles would be very problematic for the Jewish state.We have been aware of this deal for some time, and there were discussions with the Russians at every level, Netanyahu told a closed meeting of Cabinet ministers from his Likud Party. His comments were confirmed by a meeting participant, who spoke on condition of anonymity because the meeting was closed.A string of Israeli leaders raised concerns about the deal, most recently Defense Minister Ehud Barak during a trip to Moscow earlier this month. Israeli defense officials, speaking on condition of anonymity because they were discussing a sensitive diplomatic matter, said Barak was told the sale would go through.Russia's defense minister, Anatoly Serdyukov, announced in Washington last week that his government would go ahead with the deal, signed in 2007. Both Israel and the U.S. had voiced objections.The issue of selling the missiles to Syria was raised during the talks with U.S. Defense Secretary Robert Gates, Serdyukov told the state news agency RIA Novosti. Undoubtedly, it would be fulfilled by the Russian side.It was not immediately clear when the weapons would be transferred.
The agency said the P-800s have a range of 200 miles (300 kilometers), carry a 440-pound (200-kilogram) warhead and cruise just yards above the surface, making them difficult to detect and intercept.Israeli officials say they are deeply concerned about the transfer of sophisticated weapons to Syria, which supports Hezbollah in Lebanon and Hamas militants in the Gaza Strip.Israel has said Hezbollah used Russian-made weapons obtained from Syria during the 2006 war, in which some 120 Israeli soldiers were killed.After the fighting, which ended in a stalemate, an Israeli delegation went to Moscow to complain about Hezbollah's use of Russian-made anti-tank missiles. The Israelis brought what they said was conclusive evidence, such as serial numbers, to prove the weapons were Russian.At the time, Russia said that any of its weapons obtained by Hezbollah came from third countries, not Russia or Syria.

DAMASCUS, Syria – Iran's president said Saturday that Middle Eastern countries will disrupt American and Israeli plans to change the political geography of the region, appearing to brush aside U.S. efforts to forge a regional peace deal between Israel and its neighbors.Mahmoud Ahmadinejad made the comments during a brief stop in Syria, a key all in Tehran's confrontation with the West, where he held talks with his Syrian counterpart, Bashar Assad.The meeting comes two days after Assad sat down with the Obama administration's special Middle East envoy, George Mitchell, in Damascus to discuss starting separate Syria-Israel peace talks.The back-to-back trips underscored the battle for influence in Syria between Washington and Tehran. Seeking to isolate Iran, President Barack Obama has tried - unsuccessfully, so far - to pry Damascus away from its alliance with Tehran.Speaking in Damascus, Ahmadinejad appeared to dismiss U.S. efforts to forge a peace agreement between Israel and the Palestinians and a wider deal with its neighbors. He said countries in the Middle East will disrupt U.S. and Israeli plans, but did not elaborate.Those who want to change the political geography of the region must know that they will have no place in the future of the region, Ahmadinejad was quoted as saying by Iran's state-run news agency IRNA.The waves of free nations to join this resistance is spreading every day, he said.

NEW YORK – Iranian President Mahmoud Ahmadinejad said Sunday that the future belongs to Iran, and challenged the United States to accept that his country has a major role in the world.The comments came in an hourlong interview with The Associated Press on the first day of his visit to the United States to attend the annual general assembly of the United Nations this week.He insisted that his government does not want an atomic bomb — something he has said in the past — and that Iran is only seeking peace and a nuclear-weapons-free world. He repeatedly sidestepped questions on when Iran would resume talks on its disputed nuclear program, and he said anti-nuclear sanctions against his government would have no effect.Appearing calm and self-assured on his seventh trip to the United States, the Iranian president showed every sign of being in command of himself and prepared to deflect questions about his government's harsh suppression of opposition forces after last year's disputed election that returned him to a second term.The United States' administrations ... must recognize that Iran is a big power, he said. Having said that, we consider ourselves to be a human force and a cultural power and hence a friend of other nations. We have never sought to dominate others or to violate the rights of any other country.Those who insist on having hostilities with us, kill and destroy the option of friendship with us in the future, which is unfortunate because it is clear the future belongs to Iran and that enmities will be fruitless.
Over the years, Ahmadinejad has become more articulate and polished. He wore a gray pinstriped suit and a pinstriped white shirt, open with no tie, for the interview, conducted in an East Side hotel not far from the United Nations.A few blocks away, dozens of protesters demonstrated with tape across their mouths to symbolize what they consider to be the oppressive nature of the Iranian government. The nonprofit Israeli education group, Stand With Us, organized the rally, one of many expected outside the United Nations and elsewhere in the city before Ahmadinejad leaves Friday.In the interview in a room crowded with aides, bodyguards and Iranian journalists, the Iranian leader projected an air of innocence, saying his country's quest to process ever greater amounts of uranium is reasonable for its expanding civilian power program, omitting that the watchdog United Nations agency involved has found Iran keeping secrets from its investigators on several occasions, including secret research sites.He also did not acknowledge that the leaders of the political opposition in Iran have been harassed and that government opponents risk violence and arrest if they try to assemble. He did allow that there have been some judicial mistakes.Ahmadinejad argued that the opposition Green Movement, which has largely been forced underground, continues to enjoys rights in Iran but said that in the end it must respect majority rule. He also disavowed any knowledge of the fate of a retired FBI employee who vanished inside Iran in 2007, saying the trail will be followed up by a joint U.S.-Iranian committee.Government opponents have their activities that are ongoing and they also express their views publicly. They have several parties, as well as several newspapers, and many newspapers and publications. And so there are really no restrictions of such nature,the president said.
He did not mention that many newspapers have been closed down and that prominent opposition figures were put in prison and then tried after tens of thousands of Iranians took to the streets claiming that the election that put him back in power in 2010 was fraudulent and stolen.The public appearances of his rivals Mir Houssein Mousavi and Mehdi Karroubi have been severely restricted and their offices recently were raided by police.Ahmadinejad said Iran is more free than some other countries.I believe that when we discuss the subject of freedoms and liberty it has to be done on a comparative basis and to keep in mind that democracy at the end of the day means the rule of the majority, so the minority cannot rule.He added: In Iran I think nobody loses their job because of making a statement that reflects their opinion. ... From this point of view, conditions in Iran are far better than in many other places in the world.Ahmadinejad asserted that international nuclear regulators had never found proof that Iran is pursuing an atomic bomb.We are not afraid of nuclear weapons. The point is that if we had in fact wanted to build a nuclear bomb, we are brave enough to say that we want it. But we never do that. We are saying that the arsenal of nuclear bombs (worldwide) have to be destroyed as well, he said. The U.S. accuses Iran of hiding plans to build a nuclear bomb; Iran denies that and says it's working only toward building nuclear power plants.Ahmadinejad took no personal responsibility for the fate of the three American hikers who were taken prisoner along the border with Iraq more than a year ago — treating it as a strictly legal affair.

Asked about retired FBI employee Robert Levinson, who disappeared during a trip to Iran in 2007, Ahmadinejad hinted that his government considers that Levinson had been on some mission when he vanished.Of course if it becomes clear what his goal was, or if he was indeed on a mission, then perhaps specific assistance can be given, the Iranian leader said. For example, if he had plans to visit with a group or an individual or go to another country, he would be easier to trace in that instance.Levinson was last seen on Iran's Kish island in March 2007 where he had gone to seek information on cigarette smuggling for a client of his security firm. He had been an FBI agent in New York and Florida before retiring in 1998. He has not been seen since. Iran says it has no information on him. Overall, Ahmadinejad said that Iran's course is set and the rest of the world needs to accept it.Another round of international pressure in the form of sanctions would only be futile, he said. Report: Protest in Turkey over Quran desecration

ANKARA, Turkey – A news report says thousands of people have protested incidents of Quran desecration in the United States.Private NTV television said the protesters have burned U.S. and Israeli flags in the mainly Kurdish city of Diyarbakir on Sunday. Some 200 people staged a similar protest in Istanbul.A pastor in Florida called off plans to burn copies of the Quran on Sept. 11, but a man burned pages from the holy book outside a planned mosque near New York's ground zero last weekend. A burnt Quran was also found at the entrance of a mosque in Knoxville, Tennessee.Muslims consider the Quran to be sacred, and any show of disrespect is deeply offensive.
Fed holds key for stocks to break range

NEW YORK (Reuters) – If the Federal Reserve's view of the economy brightens by just a glimmer this week, it could push the stock market above its four-month trading range.The S&P 500 closed the week at the higher end of that range, just below 1,130. Some chartists see a break above it as presaging a test of the year's highs.But options trading suggests some see 1,130 as the market's ceiling and are protecting their portfolios against a decline.Other investors see the Federal Open Market Committee policy meeting on Tuesday as the turning point that stocks have been searching for to break out of the range with conviction.Going up to the close on Tuesday, we could see a little bit of enthusiasm, and perhaps it could be the catalyst that could push us above 1,130 on the S&P, said Brian Jacobsen, chief portfolio strategist at Wells Fargo Funds Management in Menomonee Falls, Wisconsin.
In late August, Fed Chairman Ben Bernanke said he would need to see a significant deterioration in economic conditions before easing monetary conditions further. Recent data, including a stronger-than-expected reading on private-sector jobs growth, could prevent further action from the Fed.If the Fed does move, people wouldn't interpret it as a bad sign (for the economy) but as the Fed being vigilant in trying to keep this recovery going, Jacobsen said.Most analysts do not see the Fed moving in that direction immediately, but Jacobsen said any signal will be welcome.It could be the impetus that's needed to push people out of bonds and into stocks, finally, he said.
ALL EYES ON TECHNICALS
Even with stocks losing a bit of momentum as some technical indicators suggest, the S&P 500 seems poised to move above 1,130. Some chartists see breaking that level as a harbinger of future gains, with overhead resistance not seen until 1,173 and then at the year's high near 1,220.Having pierced 1,130 three times in the last three months, the level is garnering attention even from investors who are more focused on fundamentals than technical analysis.Whenever economic uncertainty bubbles up, that's when technicals take over in terms of what market participants look for, said Wasif Latif, vice president of equity investments at USAA in San Antonio, Texas.A lot of people have been looking at 1,130 and we look at it as a component because other people are acting on it.For the week, the Dow Jones industrial average (.DJI) gained 1.4 percent, while the Standard & Poor's 500 Index (.SPX) advanced 1.5 percent and the Nasdaq Composite Index (.IXIC) jumped 3.3 percent.
OPTION TRADERS HEDGING BETS
The CBOE Volatility index, or VIX (VIX.N), continued to show high volume as investors were bracing for volatility.After VIX September options expired on Wednesday, I expected that index options activity to drop, said Randy Frederick, director of trading and derivatives at the Schwab Center for Financial Research in Austin, Texas. But on the day, there was actually a big volume on puts and calls, suggesting that as soon as September contracts expired, they replaced the VIX contracts again for protection.A large put spread was made on the S&P 500 index (.SPX) that suggested a substantial move lower in the short term, according to Chris McKhann, an analyst at optionMonster.com.
HOUSING DATA ALL WEEK LONG
In terms of economic data, this week's schedule has nearly a daily dose of housing indicators. From the housing market index on Monday to housing starts on Tuesday, followed by existing home sales on Thursday and new home sales on Friday, investors will get a clearer picture of a key sector that must improve before the economic recovery can really kick in. EU, IMF assure investors on Greek aid: source

ATHENS (Reuters) – Greece's international lenders assured investors this week that they would not abandon Athens at the end of a 3-year bailout plan if it fulfilled tough reforms but failed to regain market trust, a source told Reuters on Sunday.The EU and the IMF saved Greece from bankruptcy in May by granting it a three-year bailout worth 110 billion euros ($143.5 billion) in return for tough austerity cuts.
EU, IMF and ECB officials accompanied Finance Minister George Papaconstantinou on a two-day roadshow in London, Paris and Frankfurt this week to meet investors and persuade them of Greece's commitment to meet debt reduction targets.A source close to the roadshow said that when asked what would happen after 3 years if Greece fully met EU/IMF demands to slash its deficit but failed to convince markets, the international officials told investors: In that situation we would not walk away from Greece, we would not abandon them.Leaks about the roadshow have prompted the Greek press to speculate over a possible extension of the support program. BNP Paribas wrote in a note that the international officials had suggested during a presentation in London that this was a possibility if Athens met the terms of the bailout.The source close to the roadshow said the officials did not mention any extension of the program or any new program.We believe Greece will meet the targets and the markets will be convinced, but if markets were to remain unconvinced ... we would have to see what would be the proper solution, the source quoted officials as telling investors.
Liberal newspaper Ta Nea wrote this weekend, without naming sources, that the European Commission was examining the possibility of extending the support program until 2020 because of concerns that markets may still not be willing to lend to Greece at reasonable rates even if it enacts the required reforms.The spread between Greece's 10-year government bonds and benchmark German Bund stood at over 900 basis points on Friday, near the peak seen during the height of the euro zone sovereign debt crisis in early May.Under the terms of the bailout Greece must narrow its budget shortfall from 13.6 percent of gross domestic product last year to 8.1 percent this year, 4.9 percent in 2013 and 2.6 percent in 2014.An IMF spokesperson said on Friday: As the recent review confirmed, the current program is on track. The well is dead. Finally.A permanent cement plug sealed BP's well nearly 2.5 miles below the sea floor in the Gulf of Mexico, five agonizing months after an explosion sank a drilling rig and led to the worst offshore oil spill in U.S. history.Retired Coast Guard Adm. Thad Allen, the federal government's point man on the disaster, said Sunday BP's well is effectively dead and posed no further threat to the Gulf. Allen said a pressure test to ensure the cement plug would hold was completed at 5:54a.m. CDT.The gusher was contained in mid-July after a temporary cap was successfully fitted atop the well. Mud and cement were later pushed down through the top of the well, allowing the cap to be removed.But the well could not be declared dead until a relief well was drilled so that the ruptured well could be sealed from the bottom, ensuring it never causes a problem again. The relief well intersected the blown-out well Thursday, and crews started pumping in the cement on Friday.
The April 20 blast killed 11 workers, and 206 million gallons of oil spewed.
The disaster caused an environmental and economic nightmare for people who live, work and play along hundreds of miles of Gulf shoreline from Florida to Texas. It also spurred civil and criminal investigations, cost gaffe-prone BP chief Tony Hayward his job, and brought increased governmental scrutiny of the oil and gas industry, including a costly moratorium on deepwater offshore drilling that is still in place.Gulf residents will be feeling the pain for years to come. There is still plenty of oil in the water, and some continues to wash up on shore. Many people are still struggling to make ends meet with some waters still closed to fishing. Shrimpers who are allowed to fish are finding it difficult to sell their catch because of the perception — largely from people outside the region — that the seafood is not safe to eat. Tourism along the Gulf has taken a hit.The disaster also has taken a toll on the once mighty oil giant BP PLC. The British company's stock price took a nosedive after the explosion, though it has recovered somewhat. Its image as a steward of the environment was stained and its stated commitment to safety was challenged. Owners of BP-branded gas stations in the U.S. were hit with lost sales, as customers protested at the pump.And on the financial side: BP has already shelled out $9.5 billion in cleanup costs, and the company has promised to set aside another $20 billion for a victims compensation fund. The company could face tens of billions of dollars more in government fines and legal costs from hundreds of pending lawsuits.BP took some of the blame for the Gulf oil disaster in an internal report issued earlier this month, acknowledging among other things that its workers misinterpreted a key pressure test of the well. But in a possible preview of its legal strategy, it also pointed the finger at its partners on the doomed rig.BP was a majority owner of the well that blew out, and it was leasing the rig that exploded from owner Transocean Ltd.
