Europe leaders urge bank tax to battle poverty

UNITED NATIONS (AFP) – European leaders stepped up demands for a global financial tax on Monday as they faced mounting calls for money to pay for the Millennium Goals battle to cut extreme poverty.President Nicolas Sarkozy of France and Spain's Prime Minister Jose Luis Zapatero said they would press for the new tax at international summits.The world's wealthy countries face growing pressure at the three day Millennium Development Goals (MDG) summit to contribute more to the drive to eradicate poverty and improve child and maternal health.African nations in particular are calling for more action and the West can expect little sympathy when the likes of Iran's President Mahmoud Ahmadinejad speak on Tuesday.UN Secretary General Ban Ki-moon said the struggling effort to reach eight key development goals by 2015 could still be met if world leaders provide the necessary money and political will.The aims include cutting the more than one billion people living on less than a dollar a day, reducing by two-thirds the number of children who die before the age of five, seeking fairer trade, and spreading the Internet to the world's poor.While spectacular progress has been made in some areas, most experts say none of the goals will be reached by the target date. The international financial crisis has cut off badly needed funding.

Sarkozy said: We have no right to shelter behind the economic crisis as supposed grounds for doing less.He added: Finance has globalized, so why should we not ask finance to participate in stabilizing the world by taking a tax on each financial transaction.Sarkozy vowed to press for a global tax when France is head of the Group of 20 and Group of Eight countries next year.While all developed countries are in deficit, we must find new sources of financing for the struggle against poverty, for education and for the ending of the planet's big pandemics.Sarkozy also said that France would increase its payments to the UN fund on AIDS and malaria by 60 million euros a year to 360 million euros (470 million dollars).The Spanish prime minister also took up the bank tax campaign. We must launch a tax on financial transactions to complete the MDGs and my government has promised to defend them and to put them into practice. This will be at all international meetings.In opening the summit, the UN secretary general said that world leaders must send a strong message of hope.Ban said that progress has been made since 2000 in increasing school attendance, expanding access to clean water and controlling deadly diseases.We must protect these advances, many of which are still fragile. And the clock is ticking, with much more to do.Recovery from the economic crisis should not mean a return to the flawed and unjust path that got us into trouble in the first place.UN officials estimate that at least 120 billion dollars will have to be found over the next five years to hope to meet the eight goals. Aid groups, however, say much more will be needed and have expressed doubts about the political will to meet the 2000 goals.

Politicians have also indicated some doubts.

At a meeting on the summit sidelines, Norway's Prime Minister Jens Stoltenberg said: We're on track not to reach any of the development goals. We need more finance and better strategies. If we are going to mobilize more money we have to make more sure to spend it more wisely.German Chancellor Angela Merkel also said at the meeting that not all the targets would be met in all countries by 2015.

Africa made increasingly strident criticism of wealthy nations.

Unpopular BC sales tax deal upheld by court

VANCOUVER (Reuters) – British Columbia's unpopular agreement to merge its provincial sales tax with Canada's federal goods and services tax was legal, a judge ruled on Friday.The ruling rejected claims by opponents of the harmonized sales tax (HST) that the provincial government failed to get needed legislative approval to make the surprise deal with Ottawa last year.The province merged its 7 percent provincial sales tax with the federal 5 percent tax, creating a new 12 percent HST that took effect in July and generally follows Ottawa's rules on exemptions.Supporters say the new system will keep companies competitive with rivals in other provinces, such as Ontario, that have adopted an HST with Ottawa.But opponents say it shifts more of the tax burden to consumers and small businesses, and the debate has gutted the popularity of British Columbia Premier Gordon Campbell and his center-right Liberal Party.Voters will decide whether to repeal the tax in a referendum scheduled for next year.In upholding the tax agreement's constitutionality, British Columbia Supreme Court Justice Robert Bauman said he was not passing judgment on the HST's merits.That burden of proof is for others to bear and the electorate to test, he wrote.Campbell faces a party leadership review in November. He says he plans to stay on, but there have been calls from some Liberal supporters for him to step down.

EUOBSERVER / BRUSSELS - A eurozone rescue fund set up in May at the height of the bloc's escalating fiscal crisis has received the best possible rating from the world's three leading agencies. The news on Monday (20 September) that Fitch, Moody's and Standard & Poor's have all awarded the European Financial Stability Facility (EFSF) triple-A status comes at a time of resurging doubts in a number of peripheral member states. Speaking in Tallinn, EU economy commissioner Olli Rehn said he was unconcerned by rising bond yields in Ireland, sparked by a recent report from UK bank Barclays Capital that Dublin could be forced to seek external aid. I have full confidence in Ireland and its capacity to act with determination to complete the financial repair and the necessary restructuring of the banking and financial sector, he told journalists. The Irish government has flatly denied market rumours it is set to make an application to the EFSF, blaming the rising borrowing costs on a misinterpretation of the Barclays report.Bond yields continued to rise on Monday however, with the country's central bank governor, Patrick Honohan, warning the country may not be able to meet its commitment to cut the budgetary deficit to under three percent of GDP by 2014.Some explicit reprogramming of the budgetary profile for the coming years is clearly necessary soon if debt dynamics are to be convincingly convergent, he said.The suggestion that Ireland be given more time met with a frosty reception in Brussels. This is not about sympathies, this is not about clemency, you will not find any of these terms in my speaking points, the commission's economy spokesman said at a daily news conference. This is about commitments that Ireland has taken.

The EU executive body has also been quick to deny reports in Greek media that a three-year aid package to Greece might be extended. Athens secured a loan of €110 billion from the EU and IMF on 2 May, although some question the centre-left government's ability to return to capital markets when the aid runs out. The big question is whether there will be a restructuring of Greece's debt, Carsten Brzeski, a senior economist with Dutch bank ING told this website The jury is still out, he added, indicating that the uncertainty was contributing to the country's high borrowing costs. Monday's decision to award the EFSF with the top credit rating will enable it to make raise money less expensively, should a eurozone government call for financial assistance.The €440 billion facility will operate as a special purpose vehicle, issuing bonds on the market to raise funds as necessary, backed by euro area member states.The vehicle is incorporated in Luxembourg under Luxembourgish law, with the German Debt Management Office likely to play a role in any debt issuances.A further €60 billion can be issued by the commission, backed by the EU budget, with the IMF pledging a further €250 billion as part of a shock-and-awe bailout package agreed by EU member states in the early hours of 11 May.

Ashton favours Lex building for new headquarters

EUOBSERVER / BRUSSELS - EU foreign relations chief Catherine Ashton is keen to house her new diplomatic corps in the so-called Lex building on Rue de la Loi in the EU quarter in Brussels.The change of mind comes after months of talks with Belgium's Axa insurance group on the potential lease of its Triangle building, a few hundred metres up the road from Lex on the Schuman roundabout.With two months left to go to the EEAS' grand opening, Ms Ashton has switched from the Triangle to the Lex building as her preferred new home (Photo: Sister Ray)Lex would be much cheaper than the €10-million-a-year Axa deal because the EU Council effectively owns the block and could lease it to the European External Action Service (EEAS) on sweetheart terms, a contact in the EU institutions said. Lex also has higher security specifications than the Triangle, the contact added.The current home of the European Commission's foreign relations department (Relex), the Charlemagne building on Rue de le Loi, has been discarded as an option partly for image reasons.People would see it [the EEAS] as a kind of Relex-plus. But it's a unique, stand-alone institution, the contact said.Time is ticking for Ms Ashton's self-imposed deadline to get the EEAS up and running by 1 December.The Axa negotiators received the surprise news just last Thursday (16 September) at an advanced stage in the negotiations. And it is unclear whether senior EU Council management will back the Lex idea.

Lex currently houses Council translators and lawyers. Member States would then have to give the Council an increased budget to enable it to rent accommodation for its translators. At present, the order of the day is budget cuts not increases, a source in the EU Council administration said. Our management admits that they were asked to entertain the theoretical possibility, but that they had replied in no uncertain terms that they did not want to give up the Lex building.The Brussels-based architects' firm, Jaspers-Eyers & Partners, built Lex between 2003 and 2006 for Belgian bank Dexia and the Belgian real-estate firm Immobel, which later sold the building to the EU.Covering 15 floors and 84,674 square metres, the glass-fronted structure is said to be liked by Ms Ashton for its modern, open-plan office design and conference facilities. The building also has an underground tunnel connecting it to the commission's Berlaymont headquarters across the road and the main EU Council premises, the Justus Lipsius building, next door. With senior EEAS personnel cleared to have access to documents up to EU TOP SECRET level, security is a major concern.

EUOBSERVER / BRUSSELS - The EU is hiring three junior experts to join its intelligence-sharing bureau, the Joint Situation Centre (SitCen), with the job descriptions shedding some light onto the secretive body's work.The posts - a Deployable Security Information Officer, an Open Source Intelligence Analyst and a Security Information Officer - are to be filled at the same time as the appointment of a new SitCen director. The deadline for applications closed last Friday (16 September).The job advertisements, seen by EUobserver, were circulated to EU institutions and member states' foreign ministries in recent weeks, but were not made available to the general public.The deployable officer, according to the official notice, is to travel to potential crisis or conflict areas to overtly gather political and security information to support early crisis management decisions and to supplement information and assessments from other sources.The candidate is to have a diplomatic, intelligence or media background and to have experience in information collection and evaluation in areas with a high degree of tension.The right man or woman must also be prepared to travel extensively to potential crisis areas and to do so at short notice and to be physically fit and stress-resistant. Able to withstand potentially physically and psychologically harsh working environment.

The bulk of SitCen's work is drafting security reports out of its 100-person-strong office in the EU quarter in Brussels. EU diplomats say there is no political appetite among member states to create a genuine European Intelligence Service which carries out covert operations.But SitCen officers do travel to hotspots to help EU delegations carry out research. When the earthquake struck in Haiti earlier this year, the then SitCen director, William Shapcott, personally accompanied EU foreign relations chief Catherine Ashton to the Caribbean country to seek information.The job advertisement for the new SitCen director also mentions that the candidate must be fit and ready to travel to areas of crisis.Out of the other two junior jobs up for grabs, the open source analyst is to follow up on open and confidential sources of information relating to the political and security situation in areas where the EU has launched a CSDP [Common Security and Defence Policy] mission or may be considering doing so.The new Security Information Officer will focus on Asia and will do topical Internet research in response to requests for information. Obama: Military Strike on Iran Not Ideal

US President Barack Obama said on Monday that while Iran having a nuclear weapon would be a real problem, he did not think that military action by Israel or the United States against the Islamic Republic was the ideal way to solve the crisis, according to a Reuters report.During a town-hall style meeting on CNBC, Obama said: We continue to be open to diplomatic solutions to resolve this. We don't think that a war between Israel and Iran or military options would be the ideal way to solve this problem. But we are keeping all our options on the table.Obama plans to use his address to the United Nations General Assembly on Thursday to tell Iran that the door is open to better relations with the international community, as long as it can demonstrate the peaceful intent of its nuclear program. Obama will stress during his speech that if Iran fails to meet its international obligations, the cost of its uranium enrichment program will escalate.Both the US and the UN Security Council have tightened their sanctions on Iran in recent months.

Iranian President Mahmoud Ahmadinejad has continuously verbally attacked both Israel and the US. In an interview he gave to the Al-Jazeera network several weeks ago, Ahmadinejad said that Israel is too weak to attack Iran's nuclear facilities and dismissed the possibility of a US strike on Iran's nuclear facilities, saying that America is not interested in sparking a military confrontation. There are no logical reasons for the United States to carry out such an act. Ahmadinejad has offered the US his country’s friendship, saying that the friendship of Iran is much better than its hostility.

White House deputy national security adviser Ben Rhodes told reporters on Monday that the door is open to [Iran] having a better relationship with the United States and with the international community. However, in order to walk through that door, Iran is going to have to demonstrate its commitment to show its peaceful intent around its nuclear program, and meet its obligations to the international community.
Ahmadinejad is currently in New York to take part in the General Assembly, and conducted a meeting with UN Secretary General Ban Ki-moon on Sunday. During the meeting, Ban urged the Iranian President to enter negotiations regarding its nuclear program.President Shimon Peres, who is also currently in New York, criticized Ahmedinjad after his speech to the General Assembly on Sunday. Israel FM clarifies land swap proposal

PRAGUE (AFP) – Israeli Foreign Minister Avigdor Lieberman said in Prague on Monday that his plan to push for swapping territories for people in peace talks with Palestinians was his personal view, not his government's position.On Sunday, Lieberman proposed the Palestinians should take his country's 1.3 million Arabs and let Israel keep its West Bank settlements instead of seeking a land for peace solution.I want to stress it's my personal view. It's not the official position of our government, he said on Monday after meeting his Czech counterpart Karel Schwarzenberg, whose country is one of Israel's staunchest allies.Israeli and Palestinian leaders this month renewed direct peace talks after a gap of nearly two years and have pledged to seek agreement within 12 months.The phrase land for peace refers to the concept of Israel withdrawing from the Palestinian territories it occupied in the 1967 Middle East war in return for an end to the drawn-out conflict.

Prime Minister Binyamin Netanyahu is backing a call for a national referendum on any final agreement between Israel and the Palestinian Authority regarding Judea and Samaria, according to Channel 2 news.MK Ofir Akunis (Likud), a close associate of Netanyahu's, has written up a proposed law that would require a referendum. Netanyahu reportedly saw the bill on Friday and gave it his full support.Earlier in the month Netanyahu said that he had not ruled out the possibility of a national referendum if Israel and the PA were to succeed in reaching an agreement within a year.Political analysts suggested that the law could help Netanyahu keep his coalition together by reassuring the political Right that no territories will be ceded without the people's approval.Netanyahu has met twice with PA Chairman Mahmoud Abbas and with senior United States diplomats. Talks between Netanyahu and Abbas focused on core issues such as the borders of a potential PA state in Judea and Samaria and the status of Jerusalem. Netanyahu's conditions, security and recognizing Israel as a Jewish state, were not considered core issues.Abbas has threatened to leave the talks over the resumption of construction for Jews in Judea and Samaria on September 26. He had demanded a building freeze before starting talks. Attempt Made to Reconcile Palestinian Factions

The Arab daily al-Hayat has reported that Egyptian intelligence chief Omar Suleiman met with Hamas leader Khaled Mashaal in Saudi Arabia this month. The reason for the meeting was an attempt to achieve reconciliation between the Palestinian factions.

Hamas and Fatah, the two main Palestinian parties, have been in conflict ever since Hamas won the 2006 legislative election. The conflict escalated when Hamas violently took control over the Gaza Strip from Fatah in 2007, and has continued since. Fatah continues to rule over Judea and Samaria, but clashes between the factions have occurred in both regions. All reconciliation talks have thus far been unsuccessful.
Hamas has so far rejected a pact proposed by Egypt to end the feuding with Fatah. While Fatah, which is ruled by PA President Mahmoud Abbas, signed the pact in October of 2009, Hamas refused and demanded guarantees that it would be recognized and that no embargo would be imposed on it should it win a future election.A senior Egyptian source was quoted in al-Hayat as saying: The deadlock over the reconciliation dossier does not benefit Hamas and will reflect negatively on it as the division (between factions) persists.The source added that Gaza could become a rebellious region and that Egypt would be ready to host fresh reconciliation talks as soon as Hamas is ready to sign the pact.According to the report, Suleiman spoke with Mashaal in Mecca during his official visit to Saudi Arabia, where he met King Abdullah to brief him on the first round of peace talks.

On Sunday it was reported that the PA seeks to achieve control over crossings between Gaza and the southern Negev. PA minister Hussein A-Sheikh told the Bethlehem-based Maan news service that he was confident that the Kerem Shalom crossing in southern Gaza would be transferred to PA control within the coming weeks. The PA will use its control to open the door widely... our goal of ending the siege will be achieved,he declared.Hamas responded to A-Sheikh's statements and similar reports in the Israeli media by accusing the PA of attempting a coup. A Hamas spokesman said that PA control of Gaza crossings would prove that the PA is working with Israel to regain control of the region, he accused.As direct talks between Israel and the PA continue, the Hamas-Fatah split raises a question mark over the ability of Abbas to enforce any agreement reached with Israel. Peres criticized Iranian President Mahmoud Ahmedinjad, who spoke Sunday, after his speech. He told reporters that Ahmadinejad calls for our destruction, and supplies arms to every terrorist organization in the Middle East.Peres was snubbed by Muslim leaders on Sunday as well, when Turkish President Abdallah Gul cancelled a planned meeting with the Israeli president, ostensibly due to a busy schedule. Peres told journalists that Gul had cancelled the meeting after Peres refused to apologize for an incident in which IDF soldiers opened fire on Turkish pro-terror activists as the latter attacked them with knives and crowbars and killed nine. SAN ANTONIO – Relentless rainfall brought partly from Hurricane Karl caused widespread problems along the Texas coast on Monday, leaving at least one person missing in high floodwaters, schools closed and raw sewage gushing from an overwhelmed city sewer system.One driver in Corpus Christi dialed 911 while being swept away in a swollen creek, but the call went dead before authorities could located the caller. Near the Texas-Mexico border, emergency crews went door-to-door in some Cameron County neighborhoods flooded with 2 to 3 feet of water, asking families if they wanted help out.There were no evacuation orders Monday, but officials had helped at least 30 people to safety, Cameron County emergency management coordinator Johnny Cavazos said.You want out or you want to stay? a rescue worker with Cavazos hollered to a family.More than 7 inches of rain was reported over a 24-hour period through early Monday in Corpus Christi and the Rio Grande Valley, which is enduring yet another soaking after being lashed by Hurricane Alex and two other tropical systems.Any rain that falls now will go directly into the runoff, National Weather Service meteorologist Joel Veeneman said. There's no way for the ground to absorb anymore.Karl made landfall on Mexico's Gulf Coast on Friday, soaking Veracruz, Puebla and Tabasco states in the south-central part of the country. At least 12 people in the country have been killed.

The rainfall in Texas wasn't directly from Karl but that the storm's moisture helped make for a perfect combination, Veeneman said.Corpus Christi waded through the worst of the downpour. Even more showers were on the way, expected to continue at least through Wednesday and exacerbate flooding that had already triggered a small number of evacuations. Oso Creek was at least 8 feet above flood stage, and forecasters predicted it could reach record-breaking heights.It was in Oso Creek where the missing driver called for help after the rushing water picked up his small car, Coast Guard Lt. Mary Arvidson said. By late Monday, Arvidson said the Coast Guard had suspended their search while local crews continued looking.The missing driver was at least the second distress call for the Coast Guard since rain began pounding the Texas shoreline this weekend. Crews also rescued two boaters Sunday whose 18-foot skiff took on too much water near Port O'Connor.Nearly a dozen school districts canceled classes Monday as the rain made bus routes on flooded streets impassable, and a flash flood watch was in effect through Monday night for 11 counties off the Texas coast.Pressure from heavy rains on an aging sewer system in Corpus Christi led to another problem: more than 100,000 gallons of raw sewage that overflowed from a manhole. City officials said the heavy rain diluted the gushing sewage enough to eliminate any risk of health hazards.Some residents living near the treatment plant described it differently.This is just disgusting, homeowner Denise Bates told the Corpus Christi Caller-Times. We've actually seen feces floating by.Farther out in Nueces County, residents in the impoverished area were stranded by flooding in their slapdash communities that lack drainage and other basic infrastructure. About 60 homes in the same area were flooded after a downpour in July, said Lionel Lopez, a local advocate for the residents.Monday's flooding was three times as worse, Lopez said.People can't get out, and we can't get in to help them, he said. HAMILTON (Reuters) – Hurricane Igor barreled north on Monday on a path expected to take it near Newfoundland and energy interests off eastern Canada, after battering Bermuda with heavy winds, waves and rain that caused damage but no casualties.The Canadian Hurricane Center issued tropical storm warnings for the coast of Newfoundland, a region that is home to Canada's three major offshore oil projects.
North Atlantic Refining, operator of a 115,000 barrel-per-day oil refinery in Come-by-Chance, Newfoundland, said it was keeping a close eye on Igor.Husky Energy Inc said it was removing some staff from offshore operations in Newfoundland and Labrador but Suncor Energy Inc said it expected to continue offshore activities despite the storm's expected brush with the area on Tuesday.Exxon Mobil Corp said it did not expect its Hibernia platform in offshore Newfoundland, which was designed to withstand extreme weather, to be affected by Igor.The U.S. National Hurricane Center said the core of the large Category 1 hurricane, packing maximum sustained winds near 75 miles per hour, was about 725 miles southwest of Cape Race, Newfoundland, at 5 p.m. EDT.Overnight, Bermuda experienced several hours of lashing wind, waves and rain. Residents of the British island territory reported uprooted trees, flying debris, widespread power outages, some flooding of streets and homes, and boats torn from moorings. Bermuda has a population of more than 67,000 people.Hurricane-force winds extended about 90 miles from Igor's core. The U.S. East Coast would experience rough surf and a stiff breeze, the Miami-based hurricane center said.The hurricane was moving northeast at 28 miles per hour. It was expected to stay on that track, away from the U.S. coast, through late Tuesday.

DODGED A BULLET

Official damage assessments were being carried out in Bermuda but the island chain, a popular tourist resort and global insurance hub, appeared to have suffered far less damage from Igor than it did from Hurricane Fabian in 2003.Public Safety Minister David Burch said Bermuda seems to have dodged a bullet in a significant way.
Fabian killed four people and caused millions of dollars of damage.There's no injuries, no major damage, Burch told the Royal Gazette newspaper. There was some minor criminal activity in the country, breaking and entering. You expect it to happen but I'm surprised that anyone in their right mind would be out in that weather.East of Igor, Tropical Storm Julia was breaking up on Monday and posed no threat to land.The hurricane center said there was a high chance of a new tropical cyclone developing west of the Cape Verde Islands in the eastern Atlantic, as the 2010 Atlantic hurricane season continued this year's active pace.In Mexico over the weekend, the remnants of Hurricane Karl dissipated over the mountains of south central Mexico, after killing at least 12 people, emergency workers said.Karl apparently spared Mexican oil operations from major damage after sweeping through the Bay of Campeche, where Mexico produces more than two-thirds of its 2.55 million barrels per day of crude output. Taiwan clear up begins after typhoon flooding

TAIPEI (AFP) – Schools and offices were closed in typhoon-hit parts of Taiwan on Monday as residents started clearing up after their homes were flooded by the storm which moved on to pummel southern China.Typhoon Fanapi, the strongest to hit the region this year with gusts of up to 220 kilometres (138 miles) per hour, made landfall on the east coast on Sunday and dumped up to 1,000 millimetres (39 inches) of rain in the south.The typhoon weakened as it swept into the southern Chinese provinces of Fujian and Guangdong Monday, but was still packing winds of 125 kilometres (75 miles) an hour, the government's flood headquarters and state media said.It is possible that Fanapi will sweep across Guangdong province and bring serious flooding and geological disasters to the region, the provincial flood headquarters warned.Local authorities ordered tens of thousands of fishermen from the two provinces to bring their boats to safe harbours.The storm was inching closer to Hong Kong, meteorologists said, and was expected to come within 100 kilometres north of the territory overnight, bringing heavy rains and strong winds.In Taiwan, television images showed the military using amphibious vehicles to rescue citizens trapped by flash flooding in Kaohsiung, the island's second-biggest city.More than 100 people were injured, with some blown over by gales, knocked from motorcycles or hit by flying debris, according to the National Fire Agency.

Some schools and offices in Kaohsiung and neighbouring areas were closed Monday as the floods gradually subsided and soldiers were deployed to help residents clear up.The typhoon left more than 70,000 homes without power and around 15,000 others without water, officials said.This was the worst flooding we've experienced in my life. It was even worse than the one caused last year by Typhoon Morakot, one man told cable news network TVBS.Morakot devastated southern Taiwan just over a year ago, leaving more than 700 people dead or missing in one of the island's worst natural disasters.Although Taiwan's Central Weather Bureau has removed the warning against the powerful storm, it warned of further downpours in the days ahead.
President Ma Ying-jeou, who was accused of responding slowly to the Morakot disaster, moved quickly to react to Fanapi and was filmed wading through knee-deep waters in the coastal town of Linpien.Flooding from Fanapi caused havoc at a petrochemical complex in the Kaohsiung area, halting production at more than 10 factories and causing an estimated two billion Taiwan dollars (63.1 million US) damage.Crop damage across the island was expected to reach more than 1.6 billion Taiwan dollars, according to the Council of Agriculture.

NEW YORK – The dollar traded in a tight range Monday against the euro and yen ahead of a key meeting of Federal Reserve policymakers that could have broad implications for the dollar's value.The Fed committee meets Tuesday and the dollar often reacts sharply to any policy changes on interest rates or revisions in the Fed's outlook for the economy.In late afternoon trading in New York, the euro rose to $1.3062 from $1.3043 late Friday. The dollar edged lower to 85.77 yen from 85.79 yen.If the central bank on Tuesday signals that it will start buying up Treasurys to help support the economy, the dollar could tumble broadly, MF Global analyst Jessica Hoversen said.Such a move by the Fed would likely drive interest rates lower, which tends to weigh on the dollar.Most analysts do not expect the central bank to announce the start of such a program Tuesday, however. Federal Reserve Chairman Ben Bernanke had said late last month that the economy would have to decline significantly to prod the Fed into further action.Worries that the Fed will do more to bring down rates have already driven the dollar down by more than 2 percent since late August against a group of six actively traded currencies.Last week, concerns about weak U.S. growth and expectations of a move by the Fed helped drive the dollar to a 15-year low of 82.88 yen, just before the Bank of Japan intervened in currency markets to weaken the yen. UNITED NATIONS – A planned meeting between Israeli President Shimon Peres and his Turkish counterpart was scrapped because of the Israeli leader's refusal to apologize for the deadly commando raid on a Turkish-led flotilla that tried to breach Israel's blockade of the Gaza Strip, Israeli officials said Monday.In the latest bid to repair Israel's relations with its only Muslim ally in the region, Peres told reporters he had agreed to join Turkish President Abdullah Gul at the Clinton Global Initiative in New York, then accepted Gul's invitation to meet on the sidelines. But Israeli officials said Gul then set unacceptable conditions for the meeting.Gul on Monday denied that any such meeting had ever been planned. That is not true, the Turkish president told The Associated Press. There was never a meeting scheduled between us.A report by Turkey's state-run Anatolia news agency quoted Gul as telling reporters in New York on Sunday that he would not meet with Peres because of a scheduling problem. Some reports had suggested that the two men would meet in a sign of a thaw in strained relations between the two formerly close allies.Relations between the two countries have been deteriorating and hit a low point after the May raid in which nine people, including eight Turks and a Turkish-American, were killed when Israeli commandos boarded a Turkish ferry that was part of the aid flotilla heading to Gaza. Turkey has demanded that an Israeli apology for the raid and compensation for the victims' families.

Peres told reporters that he found Turkey's conditions for a meeting with Gul to be unacceptable.I got some conditions which made this meeting in my judgment not a positive one, Peres told reporters as the U.N. JERUSALEM – With crisis looming for recently restarted Mideast peace talks, Israel's deputy prime minister on Monday urged the Palestinians to relax their demand that a freeze on new Jewish settlement construction be extended past its planned weekend expiration. Palestinian officials quickly rejected the idea, leaving a deadlock in place.In order to succeed in these negotiations both parties need to understand that (neither side) can come out of them with all that they wanted, said Dan Meridor, describing the dispute as an indicator of Palestinian good faith on broader issues. The first test for spirit of compromise on both sides is this issue of moratorium. If they say no compromise it's a bad sign.Palestinian President Mahmoud Abbas and other top officials have repeatedly said that if Israel resumes settlement construction in the West Bank they will walk away from the talks, which resumed this month under U.S. aegis. Responding to Meridor's comments, Palestinian spokesman Husam Zomlot said that position remained unchanged.Flexibility and creativity do not apply on illegality, he told The Associated Press. If we are unable — and with us the entire world — to persuade Israel to only freeze its illegal settlement expansion, how do we embark on a process that should discuss the dismantling of settlements and the ending of the occupation? Prime Minister Benjamin Netanyahu on Monday called on the Palestinians not to impose conditions for the talks.I want to give these talks a chance to succeed. And I very much hope that President Abbas will have the same attitude, he told a group of American Jewish leaders. I expect him to sit down with me even when we disagree, and to work with me through those disagreements in a sincere effort to forge a historic compromise, which I believe is possible.Speaking with foreign correspondents, Meridor said that if the current negotiations on a final peace settlement broke down, there was an alternative: a bottom-up approach in which the existing Palestinian Authority — ruling a collection of autonomous zones established in the 1990s throughout the West Bank — could be extended in various ways, with other authorities, jurisdictions and powers.

The Palestinians oppose anything less than a full settlement, concerned that a partial deal that eases pressure on Israel would perpetuate a situation that falls far short of their expectations — for example, by not including a sharing of Jerusalem, the city both sides want for a capital.Meridor noted that the Palestinians rejected a far-reaching 2008 offer from Netanyahu's more dovish predecessor, Ehud Olmert.On Sunday, Olmert gave his most detailed description yet of that peace offer, saying he proposed a Palestinian state on more than 90 percent of the West Bank, with land swaps to make up for any land Israel annexed. The West Bank and Gaza — now ruled by the Islamist Hamas movement, which opposes the peace talks — were to be linked with a passage through Israeli territory.Olmert said the Palestinians were to have a capital in the Arab neighborhoods of east Jerusalem, and the coveted Old City, with its holy sites, was to be governed jointly by Israel, the Palestinians, Jordan, Saudi Arabia and the United States. He also said Israel would have recognized the suffering of Palestinian refugees who lost their homes in the fighting around Israel's creation and would have agreed to repatriate a small number.

Although Netanyahu is widely seen as unlikely to repeat such an offer, he did part ways with his longtime ideology by formally accepting the idea of a Palestinian state soon after taking office in 2009; in November of that year, under intense U.S. pressure, he also halted most settlement construction, saying he would keep the measure in place for 10 months, a period that expires Sunday.Under the so-called moratorium, Israel refrained from new housing starts in the settlements, but several thousand units already being built were allowed to continue. While the measure does not apply to Jewish neighborhoods in east Jerusalem, where the Palestinians want to locate their capital, there has been a de facto halt to new construction there as well.The Palestinians want the moratorium to stay in place and the United States has urged Israel to comply, at least for a period. But members of Netanyahu's Likud Party and key partners in his government oppose this, meaning the premier would likely face coalition trouble if he gave in.Meridor said he had proposed that Israel resume building in only those parts of the West Bank that might remain in Israeli hands under a future deal — excluding, for example, most settlements deep inside the territory.In New York, the European Union's foreign policy chief Catherine Ashton urged Israel to extend the moratorium.There is a need to extend the moratorium on settlements and, along with everybody else, the EU has called for Israel to do that in order that the talks can continue, Ashton told reporters after meeting Monday with U.S. Secretary of State Hillary Rodham Clinton. And I hope that they will be able to do that very soon.On Tuesday, Clinton and Ashcroft will be taking part in a meeting of the Quartet of Mideast peacemakers — the EU, U.S., U.N. and Russia — on the sidelines of the U.N. General Assembly. In a reflection of the potential for a showdown, right-wing lawmakers announced they would be holding a celebration on Sunday in the West Bank settlement of Revava. Danny Danon, a deputy speaker of Israel's parliament from Netanyahu's Likud party, issued a statement saying that thousands of Likud supporters would rally at the site and bulldozers and cement trucks (would) begin work on a new neighborhood. When asked, Israeli spokesman Mark Regev had no comment on the Danon initiative.

The system would be run by the same organization, Her Majesty’s Revenue and Customs (HMRC), that has become notorious for its botched handling of data and incorrect tax calculations which have forced people to spend months and even years trying to claim back unfairly claimed money seized by the taxman.But this story is about far more than the threat of mere bureaucracy or bumbling incompetence – this is about the system exploiting the economic crisis it caused as a pretext to completely dominate and control our lives.This is about the state handing itself the power to arbitrarily raise taxes to any level it desires and then automatically seizing the money with no chance of redress or petition on behalf of the taxpayer.Allied to the proposal will be a new program that will force middle-class families to take government lie detector tests, which are notoriously unreliable and inadmissible in court, as part of intrusive tax investigations into their financial affairs.Prime Minister David Cameron and his side-kick Nick Clegg’s promise to deconstruct the Big Brother state in Britain has proven to be completely fraudulent. - Government plans to dictate what kind of household appliances people are allowed to own and what kind of light bulbs we can use.

- Fees and restrictions on garage sales and any kind of independent, local community-driven economic activity.

- Legislation aimed at preventing people from sharing, trading, or selling homegrown food, as part of a total Homeland Security takeover of all U.S. food and U.S. farms.

Every new assault the state launches against us is focused around increasing our dependence on Big Brother and making us destitute and unable to survive without welfare.

People in the United Kingdom and the United States need to understand that their governments are malevolent and that their primary purpose is to obliterate the middle class by forcing them to become dependent on the state. A Finnish environmentalist guru has gone further than any other global warming alarmist in openly calling for fascism as a necessary step to save the planet from ecological destruction, demanding that climate change deniers be re-educated in eco-gulags and that the vast majority of humans be killed with the rest enslaved and controlled by a green police state, with people forcibly sterilized, cars confiscated and travel restricted to members of the elite.Philosopher Pentti Linkola has built an enthusiastic following of self-described eco-fascists receptive to his message that the state should enact draconian measures of discipline, prohibition, enforcement and oppression in order to make people comply with environmental dictates.Linkola’s barbaric and dictatorial philosophy has remained relatively obscure but is now gaining traction as the mask of environmentalism is lifted to unveil its true nature – a justification for 21st century tyranny on a grand scale, characterized by eugenics, sterilization, gulags, police states, and total government control over every aspect of our existence.Linkola’s doctrine is more extreme, repulsive, and threatening to liberty than anything carried out by history’s worst dictators, Hitler, Stalin and Mao – combined. Indeed, Linkola laments that such monsters didn’t go far enough in wiping out many more millions of people.

Under Linkola’s proposal to save earth from man-made climate change, only a few million people would work as farmers and fishermen, without modern conveniences such as the automobile. This system would be enforced by the creation of a Green Police who would abandon the syrup of ethics that governs human behavior to completely dominate the population.Linkola calls for forced abortions, while also adding that another world war would be a happy occasion for the planet because it would eradicate tens of millions of people. The environmentalist believes that only jackbooted tyranny can help to save mother earth from the worst ideologies in the world which he defines as growth and freedom.Any dictatorship would be better than modern democracy, he writes.There cannot be so incompetent dictator, that he would show more stupidity than a majority of the people. Best dictatorship would be one where lots of heads would roll and government would prevent any economical growth.

Those who refuse to be enslaved by Linkola’s new eco-tyranny would be abducted and sent to the mountains for re-education in eco-gulags, according to the environmentalist, who says that the only solution lies in a centralised government and the tireless control of citizens.As part of his eco-fascist hell, Linkola calls for ‘killing defectives’ by means of sterilization, licenses for births, tight regulation of electricity, forcing humans to eat rats, the confiscation of private cars, travel to be restricted to members of the elite only, and businesses to be terminated as the economy is entirely handed over to the control of the state.The heart of Linkola’s dark philosophy revolves around the need to slaughter masses of humans. If there were a button I could press, I would sacrifice myself without hesitating if it meant millions of people would die, he writes.Who misses all those who died in the Second World War? Who misses the twenty million executed by Stalin? Who misses Hitler’s six million Jews? asks Linkola.It is impossible to accurately explain and quantify the sheer level of depravity exhibited within Linkola’s belief system. Lovelock told the Guardian earlier this year that democracy must be put on hold to combat global warming and that a few people with authority should be allowed to run the planet.This sentiment was echoed by author and environmentalist Keith Farnish, who in a recent book called for acts of sabotage and environmental terrorism in blowing up dams and demolishing cities in order to return the planet to the agrarian age. Prominent NASA global warming alarmist and Al Gore ally Dr. James Hansen endorsed Farnish’s book.Linkola concurs with Farnish and Hansen, writing, Everything we have developed over the last 100 years should be destroyed.Another prominent figure in the climate change debate who exemplifies the violent and death-obsessed belief system of the movement is Dr. Eric R. Pianka, an American biologist based at the University of Texas in Austin. During a speech to the Texas Academy of Science in March 2006, Pianka advocated the need to exterminate 90% of the world’s population through the airborne ebola virus. The reaction from scores of top scientists and professors in attendance was not one of shock or revulsion – they stood and applauded Pianka’s call for mass genocide.

The current White House science czar John P. Holdren also advocates the most obscenely dictatorial, eco-fascist, and inhumane practices in the name of environmentalism. In his 1977 Ecoscience textbook, Holdren calls for a planetary regime to carry out forced abortions and mandatory sterilization procedures, as well as drugging the water supply, in an effort to cull the human surplus.Linkola has outstripped even notorious murder mastermind Charles Manson in his hatred for the human race. During prison interviews, Manson routinely spoke of his belief that around 50 million humans should be slaughtered for the good of the planet, whereas Linkola and his fans simply believe that humanity should cease to exist in its entirety. A fan site dedicated to Linkola includes links to his articles which have headlines like Extinguish Humans, Save the World.Like Manson, Linkola has become a respected environmentalist guru for a new cult of believers who feel that governments and global institutions are not being ruthless enough in enforcing overdue measures to save the Earth from ecological destruction.Linkola has built an environmentalist following by calling for an authoritarian, ecological regime that ruthlessly suppresses consumers, writes the Guardian’s Micah White, adding that Linkola has opened the way for a wave of fascist environmentalists who reject democratic freedom.Another Finnish environmentalist writer, Martin Kreiggeist, hails Linkola’s call for eco-gulags and oppression as a solution, calling for people to take up the axes in pursuit of killing off the third world. Kreiggeist wants fellow eco-fascists to act on Linkola’s call for mass murder in order to solve overpopulation.Linkola himself openly calls for violence to further the cause of eco-fascism. A minority can never have any other effective means to influence the course of matters but through the use of violence, he writes.

While governments around the world continue to harass innocent citizens and define peaceful political action as domestic terrorism, people like Linkola, Pianka and others, along with their growing legion of followers, are left alone despite their open call for violence and genocide.Given the fact that cult followers of these extremist fringe environmentalists, people like Discovery Channel building gunman James Jay Lee, are now starting to act out on their guru’s doctrines with violence, it’s high time that radical global warming alarmists who are calling for mass murder and fascism be investigated by the relevant authorities as potential terrorists.
However, it’s a forlorn hope when one understands that Linkola’s tyrannical and abhorrent belief system is merely an extension of the eugenicist doctrines being promoted by some of the most powerful people on the planet who, backed by an equally enthusiastic establishment media, are now brazenly dispensing with tip-toe tyranny and are openly calling for mass death and dictatorship under the guise of stopping climate change.The establishment points fingers all day long at all manner of political groups to smear them as a threat, while monsters like Linkola and Pianka who advocate the most dangerous and obscene ideas imaginable are lauded and afforded respect by their peers and their growing band of lunatic followers, who are all too eager to act out on the barbarian solutions that are being encouraged in the name of environmentalism.
