Sunday, March 02, 2008 Obama: America's first Gay President?
by Kevin McCullough

If William Jefferson Clinton was America's first black (ARAB) president, could it be that Barack Obama is positioning himself to be the nation's first gay president?

His supporters have argued vehemently for months that Barack Obama does not represent the interest of the radical homosexual activists. Chicago South-side radio talk show hosts declare with confidence that Senator Obama has said he would oppose the redefining of marriage to include unions that only the imagination could cook up. Obama has blindsided black clergy across America with the con-game that they should not worry about his views on homosexuality. He has uttered a Praise the Lord at the side of Gospel uber-star Rev. Donnie McClurkin, who himself was sexually abused by a homosexual and thusly forced to struggle with the issue in his own life at times. Obama has gone from church rally to church rally making vague references to God's power, and God's purposes - while never defining one ounce of what any of it means.Yet as someone who has followed his career since long before he was a national stage player, I have warned that his aggressive support for the radical homosexual activist agenda in America is a part of the overall picture of who he is.

In this way he may be more gay than Clinton was black - and by a wide margin at that. For all the shell game that Obama was able to juggle in the run for President to date on the issue of his real, underlying views on the radical homosexual agenda -this week he removed all doubts. In an alarmingly pointed written statement Obama signed his named to the personal promise of greater advance against the institution of marriage of any candidate to ever run for the highest office. Pointedly so he gave his full pledge to overturn, or repeal, the federal Defense of Marriage Act. I also believe that the federal government should not stand in the way of states that want to decide on their own how best to pursue equality for gay and lesbian couples — whether that means a domestic partnership, a civil union, or a civil marriage. Unlike Senator Clinton, I support the complete repeal of the Defense of Marriage Act (DOMA) – a position I have held since before arriving in the U.S. Senate. While some say we should repeal only part of the law, I believe we should get rid of that statute altogether.

This act was signed by the last liberal President in office William Jefferson Clinton. In pledging to do so Barack Obama has now staked out turf that threatens the viability of the next generation of children that could subject them to an operative norm that would contribute to the de-constructing of families as to however one could imagine in one state - and then forcing recognition of that sexual union by its neighboring state regardless of what the citizens of that state say. In pledging to overturn DOMA Obama seeks to remove state's rights, violate the principles of federalism, violate a major tenant of all traditional religious systems observed in America, and subject children to a quite non-healthy home-life. Studies of which have confirmed would have a detrimental effect on said children's scholastic, emotional, intellectual and physical health. Yet the overturning of DOMA is merely the beginning of Obama's radical homosexual activist agenda. For months supporters of Obama have written to me asking for evidence that he would do anything to advance or at the very least not stand in the way of the redefining of marriage. See at least Ted Kennedy and John McCain both made the argument in not supporting the Constitutional Amendment to Protect Marriage that it was unnecessary on the grounds that DOMA would prevent the cancerous spread of Massachusetts' Judicial Activism from roaming state to state. But for Obama this is merely too little activism, and it proceeds far too slowly for his own desire. Thus in his written statement this week he argues publicly that states should be allowed to redefine the marriage laws in their state regardless of what research norms, the will of the people, or the common sense of healthy tradition have to say about it.

In doing so Obama displays a reckless commitment to play games with the future sexual formation of families and puts himself so firmly planted in the camp of anti-biblical views of truth, sex, and family that we have never seen its comparison in all years previous. Make no mistake, committed Obama supporters share his uber-libertine leanings to homosexual behavior, and want to encourage more relaxation of traditional moral sexual barriers in society. And with academics like Dr. Judith Levine arguing in her book, and endorsed by Clinton Surgeon General Joyclin Elders, arguing that sex between adults and children is not harmful to the child - one can easily imagine what such relaxation of rules would lead to. I was the first pundit in America to predict that Barack Obama would be president in 2009. A prediction, I admitted at the time, pained me greatly. Nothing that has happened in the nomination process of either party has caused my five underlying conditions for his victory to be erased. With John McCain as the GOP nominee it appears my prediction is perfectly on track. Yet I will not allow my prediction to come true without speaking the transparent truth that Obama is not a man of traditional values, nor is he a friend to families.

He may aspire to be many things.

Hey may also aspire to be labeled America's first gay president. He would without question be more deserving than Clinton as black under even the kindest of comparisons.

Campaign Against Canada-Israel Friendship Stamp
by Hana Levi Julian MAY 20,10

Canadian postal workers were found hiding stamps issued by their own government last month that celebrated 60 years of friendship with the State of Israel.Columnist Sheila Trestan related her experience to readers of The Montreal Gazette when she tried to purchase the stamp at a local postal branch on the fourth floor of Ogilvy's department store. The woman behind the counter scowled and said she had no idea what I was talking about,Trestan wrote. The clerk then went and found a co-worker, who admitted that the stamp did indeed exist. She also added that there had been very little publicity about the stamp, and that very few people knew about their existence. We didn't want to display it in our cabinet; after all, we were concerned how people would feel about that, the woman told the writer. One week later, an article written by Arabic translator Adib Kawar appeared in the Arabic Al Jazeera news service, reporting that Canadian postal workers are protesting against the common values stamp that celebrates the relationship of Canada with the Zionist entity.Kawar alleged that a letter was sent on April 9 by postal workers union chairman Dennis Imlin to Canada's Postal Chairman of the Board, Moya Green, stating, We are worried because the board will issue this stamp with Israel on the basis of our common values while there are in Israel more than 20 racist laws against the Palestinian minority citizens regarding matters of education, work, confiscation of land and accessing public resources.

The letter allegedly went on to complain that Canada's postal system is celebrating the strong common values and interests with a state whose government has continuously failed to do works that are characterized with civility and human feelings towards Palestinians.Kawar's source for the article was an April 27 Internet post on the website of the Lebanon-based As-Safir newspaper.

Anti-Semitism in Canada: Up Sharply
Anti-Semitic incidents in Canada reached record highs in 2009, according to an annual report released by the B'nai Brith Canada organization earlier this year. The survey showed an 11.4 percent rise in the number of incidents over 2008, a figure that constituted the highest level ever reported in the 28-year history of the audit.
B'nai Brith Canada noted there has been a five-fold increase in anti-Semitic incidents in Canada over the past decade. The most recent census figures indicate that more than 750,000 Muslims now live in Canada, with some 22 percent of those residing in Quebec province, where Montreal is located. At least 61 percent live in Ontario, where the majority of the anti-Semitic incidents occurred in 2009. (IsraelNationalNews.com)

EU holds first meeting on joint economic governance(WORLD GOVERNMENT) ANDREW RETTMAN Today MAY 21,10 @ 09:28 CET

EUOBSERVER / BRUSSELS - EU finance ministers and treasury officials are gathering in Brussels on Friday (21 May) to debate tighter co-ordination of fiscal policy in the wake of the Greek debt crisis. EU Council President Herman Van Rompuy is to chair the meeting of the special task force, which will present a preliminary report in time for the regular EU summit on 17 June in a paper that may suggest changes to the EU treaty. Germany on Thursday floated a nine-point plan for the reforms, with finance minister Wolfgang Schauble saying in the preamble to his text that Berlin wants to go beyond previous ideas tabled by the European Commission on 12 May.In our view, the vast majority of these suggestions go along the right lines. However, we believe that some of the measures need to be taken further, he said. The German plan envisages a new body to rigorously examine national stability programmes, a job previously done by the European Commission. The examiner could be the European Central Bank, or a specially appointed group of independent research institutions, Berlin said.It added that national parliaments should play a key role in fiscal planning, after Austria, Sweden and the UK objected to the commission's 12 May proposal that EU governments should peer-review budgets before MPs get their say.

Countries which flout EU stability rules should in extreme cases lose EU structural fund payments and have their voting rights in the Council suspended for at least one year - a measure last imposed against Austria in 2000 when it elected an out-and-out far-right politician, the late Jorg Haider, to government.Mr Schauble's plan does not speak of Germany's previous ideas on creating a European Monetary Fund to save countries at risk of bankruptcy or of measures for insolvent states to exit the eurozone. It says instead that a procedure for orderly state insolvencies will have to be an integral part of any fixed crisis-resolution framework for the euro area.It is a very difficult question how to define insolvency for a member state of the eurozone. So far, I haven't seen any convincing model, but we need one. That is why we put it on the agenda of the task force, Mr Schauble told reporters in Berlin on Thursday. In a sign that France is happy for Germany to take the lead, President Nicolas Sarkozy buried the hatchet with German Chancellor Angela Merkel in the run-up to the task force debate. There could not be a disagreement between Germany and France on subjects of such importance,he told press after a meeting with the new British leader, David Cameron, in Paris on Thursday.I myself proposed a suspension of voting rights [for EU fiscal miscreants],he added, recounting a phone conversation with Ms Merkel. His remarks came after French finance minister Christine Lagarde had earlier attacked Germany over its surprise decision to ban naked short-selling - a form of speculative trading.

The EU last week already agreed to set up an ad hoc €750 billion bail-out fund for embattled eurozone economies covering the next three years, with the Bundestag set to vote on Germany's contribution to the mechanism on Friday. The task force measures are designed to put EU finances on a more stable footing for the long-term, amid fears that major economies such as Spain and Italy are also heading for a Greek-type catastrophe. The financial markets will be closely following what comes out of Friday's discussion, with Mr Van Rompuy set to announce results at 5pm Brussels time. The euro on Thursday continued to trade near a four year low against the dollar, as markets digested Ms Merkel's comment on Wednesday that the single currency is facing an existential crisis.

Sarkozy proposes constitutional change to limit deficits-ANDREW WILLIS AND VALENTINA POP 20.05.2010 @ 17:43 CET

EUOBSERVER / BRUSSELS - French President Nicolas Sarkozy has said the country's constitution should be amended, obliging future French governments to set out budgetary targets at the start of each new term. The centre-right leader made the announcement at a conference on deficits in Paris on Thursday (20 May), detailing plans that would see newly-installed administrations outline deficit or surplus targets for their five years in office, starting from 2012. The move bears more than a passing resemblance to an initiative carried out in Germany last September, although Berlin's changes go further by including deficit limits within the Federal Republic's constitution. As a result, German governments are now forbidden from running a deficit of more than 0.35 per cent of GDP by 2016.Berlin would like to see similar schemes adopted elsewhere in Europe, in a bid to crackdown on the high deficit and debt levels that have spooked markets and resulted in the greatest crisis in the eurozone's 11-year history. It emerged this week that German finance minister Wolfgang Schaeuble has been working on a nine-point plan for eurozone stability, including the adoption of similar constitutional budgetary brakes in other members states.

The proposals are expected to be presented at a meeting this Friday in Brussels on greater European economic co-ordination, to be chaired by European Council President Herman Van Rompuy.Observers have suggested the latest French move represents something of a trade off between French calls for the rapid establishment of a permanent eurozone crisis fund, and German desires for other countries to adopt similar debt brake laws. French officials confirmed on Thursday that discussions between the two sides on the subject have been going on for a long time, but also pointed to a working group set up by Mr Sarkozy in January to look at the country's budgetary laws. The group is headed by Michel Camdessus, a former director general of the IMF.France's deficit currently stands at 7.5 percent of GDP and is forecast to hit 8.2 percent this year. The government has told the European Commission it will bring it below three percent by 2013, the maximum threshold allowed under EU-wide rules that have been largely ignored by member states in recent years. Any constitutional change is likely to be carried out by a parliamentary vote and not by public referendum, the French officials indicated.

Europe-wide move?

Although the Austrian parliament is also set to vote on similar constitutional budgetary restrictions this week, it is unclear to what extent other countries will follow suit. Analysts warn that if handled badly, the changes could further exacerbate market fears. There are a lot of difficulties in extending the German debt brake, says Fabian Zuleeg, chief economist with the European Policy Centre, a Brussels-based think-tank. In Germany, the constitutional court will take an active role in ensuring the constitutional change is implemented. But I would expect similar moves to have much less teeth in other countries where governments have a stronger hand, and markets will be aware of this,he said. Reactions among German politicians to the French move were mixed. Finance minister Wolfgang Schaeuble said he was honoured that France was considering a similar scheme, offering to provide advice to Paris, were it to be requested. He also said constitutional budgetary limits were easier for European citizens to stomach, rather than being told that spending limits were coming from Brussels.Opposition politicians were more sceptical, however. German Green MP Kerstin Andreae said it was unclear whether the German system could be rolled out across Europe, while Social Democrat member Klaus Barthel told journalists that France's move was a mistake. It is a fiscal policy that does not correspond to economic necessities. This is why we have to try to embark on a path of consolidation in Europe where resources are generated by growth and employment,he said.

Belgium outlines ideas on EU diplomatic appointments
ANDREW RETTMAN 20.05.2010 @ 09:28 CET

EUOBSERVER / BRUSSELS - The incoming Belgian EU presidency has signaled it is ready to help EU foreign relations chief Catherine Ashton in the tricky task of allocating top jobs in the EU's diplomatic corps. With the creation of the External Action Service (EAS) plotting uncharted waters, it remains to be seen how Ms Ashton will decide who becomes her secretary general or who runs her most important foreign missions.Under post-Lisbon Treaty rules, she is to have sole legal power of appointments. Realistically speaking, it is expected that the best posts will be handed out in a classic EU back-room deal involving member states, rather than through an open competition.Wary of treading on Ms Ashton's toes, Belgium's EU ambassador, Jean De Ruyt, in an interview with EUobserver indicated that some member states need to be convinced the EAS will work well. The British and the Germans need to be reassured, otherwise they will continue to have an independent foreign policy and everything will collapse, he said.European Commission head Jose Manuel Barroso and EU Council President Herman Van Rompuy will also want to have a say, he added.

The ambassador predicted that the European Parliament will give a green light in June to launching the new institution, meaning the appointments talks could take place in July.He said the package of top posts could include the EAS secretary general; two deputy secretary generals; six director generals; a number of prestigious heads of delegation such as for New York and Beijing; the head of the Political and Security Committee; and the chairs of 20-or-so EU Council working groups handling foreign relations. The best jobs will not automatically go to the UK, Germany and France, he noted. But he added that personal merit is more important than geographic balance: You need very good people in these positions because if we do not have them then it will never work.

Mr De Ruyt declined to comment on individual names.

Speaking to other sources, EUobserver has learnt that the French ambassador to Washington, Pierre Vimont, is still favourite to become secretary general. Other names in the running for top posts include Robert Cooper, a former British diplomat who works in the EU Council; the Dutch EU ambassador, Tom de Bruijn; Polish EU affairs minister Mikolaj Dowgielewicz; Christoph Heusgen, an aide to German Chancellor Angela Merkel; and Stefano Sannino, an Italian official in the European Commission.Belgium's Mr De Ruyt aims to shift chairmanship of all EU Council working groups on foreign relations to the EAS by 2011, saying: Our ambition is to make sure that the working presidency no longer has anything to do with external relations by the end of our term.

Division of labour

In other areas, Belgium and Ms Ashton have already tidied up who is to host which summits. All bilateral EU summits with non-EU countries will take place in the EU Council's Justus Lipsius building in Brussels or in those countries' capitals. Multilateral summits will be held in the EU presidency capital, such as the EU-Asem summit in October when Belgium is to play host to leaders from over 40 Asian countries at the Belgian King's residence in Brussels. It has been planning the Asem event for over two years. Belgium will also host a Gymnich - an informal meeting of EU foreign ministers - at its Palais d'Egmont building in Brussels in September.

Meanwhile, EU foreign policy statements are to be made exclusively by Ms Ashton. We will not publish any EU communiques which bypass her office, Mr De Ruyt said. The clear chain of command should put an end to glitches seen during the current Spanish EU presidency, which has tried to rule the roost in terms of EU relations with its former colonies, and which sometimes competed with Ms Ashton in the role of EU spokesperson.

June elections

Asked if the Belgian government problem could complicate his plans, Mr De Ruyt voiced confidence that any new administration will support the presidency's efforts.
Belgium is likely to start its EU chairmanship under a caretaker government after snap elections in June. The situation means that some of its key ministers, such as veteran finance chief Didier Reynders, could be replaced by individuals from a new coalition.I cannot speak for the new government when it comes. But I am sure they will honour the appointment to Ecofin [an EU Council body dealing with financial issues] of one of the best, the ambassador said.I think the other countries trust us to take the presidency seriously.

Germany is defending EU taxpayers, minister says
VALENTINA POP 20.05.2010 @ 10:37 CET

EUOBSERVER / BERLIN – Germany's tough bargaining and reluctance in approving first the Greek, then the eurozone bail-out are helping Europe, as unconditional 'quick money' would have turned out to be even more expensive for taxpayers, according to German interior minister Thomas de Maiziere. We think that spending money too early is too expensive. The leap from individual solutions to systemic solutions – what we did during the banking crisis and now with the euro – is a very difficult decision. If you take it too soon, it's an open invitation to speculation, Mr de Maiziere told a group of journalists in Berlin on Wednesday (19 May). His arguments come amid mounting criticism both from German opposition parties and other member states at the way Germany has handled the Greek crisis and negotiations over the €750 billion rescue package for the eurozone.A close ally of Chancellor Angela Merkel and her former chief of staff, Mr de Maiziere, was sent to Brussels two weeks ago to replace finance minister Wolfgang Schauble – who was hospitalised - during the negotiations on the package. The 56-year politician went to great lengths to explain the monetary stability culture that is deeply entrenched in the German psyche – an expectation which now is extrapolated to the whole eurozone. The whole philosophy of the euro is that you don't help each other, the legal basis says clearly there should be no bail-out. Article 122 allows an exception to this, but only in the case of natural disasters, not for self-inflicted overspending.

So please have understanding for us for asking what justifies the abolition of this principle. The only reason is that the euro as a whole is in danger. But aid should be given only then when the country clearly commits to fiscal consolidation measures. This is in line with economic thinking, with the EU and German law. This is why we led such tough negotiations in all these matters.During the talks he was part of, Germany also insisted that the loan guarantees given to other euro-countries should be according to our rules and ratings, not at an EU average. We have better financing possibilities than other states, so if we give guarantees to a country, then we want that country to follow the same requirements Germany would have to meet if it were borrowing money. We don't want to turn the EU into a transfer union, he said, adding that France did not back this position and that was why the meeting went on until 2am. Mr de Maiziere, whose protestant (Huguenot) noble family fled France in the late 17th century to avoid religious persecution, insisted that the first instinct of a politician when asked for public money should be to reject it. Every day companies come to us and say the situation is serious. If we gave money to all of them, Germany and Europe would have gone bust a long time ago. The founding principle of a market economy is that companies are liable for both their profits and losses. The same goes with democratic nation states and you cannot say you are going to use the pretext of a serious situation to break that principle. That's why we don't believe that an early aid would have meant less money, especially if it was unconditional.

Franco-German relations

On the Franco-German relationship, Mr de Maiziere said it continues to be Berlin's most important link in Europe, even if it respects other countries such as Great Britain, Italy or Poland. But even if there are a great deal of preliminary talks in most policy fields, Germany also has differences with France, especially when it comes to the interests of central and eastern European states, which Berlin tends to defend more arduously than Paris, who is rather interested in the Mediterranean neighbourhood. The chancellor and French president are also each having their own special way to approach problems, depending on their personalities. The combination between quick and thorough helps Europe, in the financial crisis, G20 process, also now in the euro-crisis, Mr de Maiziere argued.Europe also had to get used to Germany defending more its national interests, which it didn't dare to do overtly in the 1990s.This political weakness of Germany was convenient for our neighbours and partly also for Germans, because they said we do not have to show that much international responsibility,he explained.

US, Britain and Germany to discuss debt crisis By MARTIN CRUTSINGER, AP Economics Writer - MAY 20,10

WASHINGTON – Treasury Secretary Timothy Geithner will confer with finance officials in Britain and Germany next week about ways to restore global confidence in the financial system. The Treasury Department announced the trip Thursday after a rough day on global financial markets. The Dow Jones industrial average fell 376 points, its biggest point drop since February 2009.In a statement, Treasury said that Geithner will meet with European officials to discuss the economic situation in the region and the measures being taken to restore global confidence and financial stability and to promote global recovery.Investors are concerned that the debt problems in countries like Greece and Portugal will spread across Europe and threaten to derail the economic recovery in the United States and elsewhere.
Geithner's trip to Europe will come after he and Secretary of State Hillary Rodham Clinton meet in Beijing for talks with Chinese officials on a range of economic and foreign policy issues. Federal Reserve Chairman Ben Bernanke is scheduled to participate in those talks, which will take place on Monday and Tuesday.Treasury said that on Wednesday Geithner would travel to London for a meeting with British Chancellor of the Exchequer George Osborne, who has just taken office in the government of new British Prime Minister David Cameron.

Geithner will then travel to Frankfurt for a meeting Wednesday evening with Jean-Claude Trichet, the head of the European Central Bank, the institution that oversees the euro, the common currency of 16 European nations. On Thursday, May 27, Geithner will meet with German Finance Minister Wolfgang Schaeuble in Berlin before returning to Washington that evening.

Euro is facing existential crisis, Merkel says VALENTINA POP
19.05.2010 @ 16:27 CET

EUOBSERVER / BERLIN – German Chancellor Angela Merkel on Wednesday (19 May) called for tougher sanctions on deficit laggards and clear procedures for state insolvency if bail-outs do not work, as she defended her country's contribution to the €750 billion rescue package in what she called an existential test for the euro.We need a comprehensive reform of the stability and growth pact, with tougher rules of the game aiming to achieve one thing in particular: that member states bear the responsibility for a solid budget management, Ms Merkel told members of the Bundestag who on Friday are to vote on Germany's €123 billion slice of the eurozone rescue package.Admitting that a decision taken in 2004 to tolerate breaches of the eurozone's rules on deficits was a big mistake, Ms Merkel vowed to push for sanctions, such as slashing EU funds and stripping voting rights, for countries who fail to get a grip on their public spending. She said her government will on Friday present a set of nine measures aimed at limiting the debt policy of eurozone countries to a task force led by EU council president Herman Van Rompuy. The current crisis facing the euro is the biggest test Europe has faced in decades. It is an existential test and it must be overcome ... if the euro fails, then Europe fails, she said to applause of her own camp. But the rhetoric was subject to loud comments and booing from leftist opposition parties.

Speaking to journalists shortly after the debate, Social Democrat MP Angelika Schwall-Dueren said Ms Merkel's behaviour as the teacher of Europe, telling other governments what to do, had little chance of success. She also criticised the government for allowing the mass-selling tabloid Bild to basically run the debate around the Greek bail-out, stirring negative sentiments among the population against the allegedly lazy Greeks.Thomas Silberhorn from Ms Merkel's CDU/CSU party argued that bail-outs should not be seen as a one-size-fits-all solution and that ultimately there should be an option to let a country default if reforms are not implemented thoroughly. We agreed to the rescue package [for Greece] because it would have been a bigger problem for the eurozone if we didn't. But if a bailout doesn't work, then it can actually become a bigger problem to keep paying and paying and getting no reforms done, he said.In yet further proof of the markets' sensitivity to German comments, the euro fell over half a US cent following Ms Merkel's speech. On Tuesday, it dropped dropped to a 4-year low of 1.21 US dollars in Asia after a German ban on short selling was introduced by the government.

Asian stock markets tumble amid Europe fears
MAY 20,10

TOKYO – Asian markets dived Friday, following a brutal day on Wall Street where stocks took their deepest tumble in more than a year. The wave of selling came amid growing fears that Europe's debt crisis could spread around the world. An unexpected increase in U.S. jobless claims added to the pessimism.Japan's Nikkei 225 stock average shed 251.66 points, or 2.5 percent, to 9,782.02, with exporters falling sharply on a strong yen.Other markets across the region fell sharply as well. Australia's S&P/ASX 200 index was down 2.3 percent at 4,217.1 and Taiwan's market shed 2.2 percent. Benchmarks in mainland China, Indonesia and Singapore also retreated.Hong Kong and South Korean stock exchanges were closed for a public holiday. Trading in Thailand has been suspended due to political turmoil.Investors fear debt problems in countries like Greece and Portugal will spill over to other countries in Europe. That could then trigger a cascade of losses for big banks and in turn halt economic recovery in the U.S. and elsewhere.A stronger yen hammered exporters in Japan, with automakers and tech shares posting big declines. Honda Motor Co. lost 3.6 percent, and Nissan Motor Co. fell 3.9 percent. The euro sank to 109.47 yen at one point overnight to hit its lowest level since late 2001.

Japanese Finance Minister Naoto Kan told reporters Friday that he is closely monitoring currency markets and that excessive appreciation of the yen is undesirable, according to Kyodo news agency.Thursday in New York, the Dow Jones industrial average plummeted 3.6 percent to 10,068.01 in its biggest point drop since February 2009. The S&P 500 fell 3.9 percent to 1,071.59, and the Nasdaq composite index plunged 4.1 percent to 2,204.01.Oil prices resumed their swoon as concerns over the European economy had traders bailing out of energy commodities. Benchmark crude for July delivery was down 84 cents at $69.96 in electronic trading on the New York Mercantile Exchange. In currencies, the dollar rose to 90.06 yen from 89.06 yen late Thursday. The dollar had been trading near 92-yen levels earlier this week. The euro rose to $1.2558 from $1.2465.

Senate passes massive Wall Street regulation bill By JIM KUHNHENN, Associated Press Writer - MAY 20,10

WASHINGTON – Prodded by national anger at Wall Street, the Senate on Thursday passed the most far-reaching restraints on big banks since the Great Depression. In its broad sweep, the massive bill would touch Wall Street CEOs and first-time homebuyers, high-flying traders and small town lenders. The 59-39 vote represents an important achievement for President Barack Obama, and comes just two months after his health care overhaul became law. The bill must now be reconciled with a House version that passed in December. A key House negotiator predicted the legislation would reach Obama's desk before the Fourth of July. The legislation aims to prevent a recurrence of the near-meltdown of big Wall Street investment banks and the resulting costly bailouts. It calls for new ways to watch for risks in the financial system and makes it easier to liquidate large failing financial firms. It also writes new rules for complex securities blamed for helping precipitate the 2008 economic crisis, and it creates a new consumer protection agency. It would impose new restraints on the largest, most interconnected banks and demand proof that borrowers could pay for the simplest of mortgages. Our goal is not to punish the banks but to protect the larger economy and the American people from the kind of upheavals that we've seen in the past few years, Obama said earlier Thursday after the Senate cleared a key 60-vote hurdle blocking final action.

The financial industry, Obama said, had tried to stop the new regulations with hordes of lobbyists and millions of dollars in ads.Only two Democrats, Sens. Maria Cantwell of Washington and Russ Feingold of Wisconsin, voted against the bill. Feingold said it did not go far enough to rein in Wall Street and end a culture of too big to fail.Four Republicans — Sens. Charles Grassley of Iowa, Scott Brown of Massachusetts, and Olympia Snowe and Susan Collins of Maine — broke ranks with their party to support it.Twice the Senate had to beat back efforts by Republicans to delay the bill before achieving final passage. The decisions we've made will have an impact on the lives of Americans for decades to come, said Sen. Richard Shelby, R-Ala., who voted against the legislation. Judgment will not be rendered by self-congratulatory press releases, but, rather, by the marketplace. And the marketplace does not give credit for good intentions. While Republicans succeeded in amending the bill, they still objected to its sweep, claiming it represented an expansion of government power that would have unintended consequences.Democrats argued it was a potent response to the financial abuses, regulatory weaknesses and consumer misjudgments that plunged the nation deep into recession. To Wall Street, it says: No longer can you recklessly gamble away other people's money, said Senate Majority Leader Harry Reid, D-Nev. It says the days of too big to fail are behind us. It says to those who game the system: The game is over.As House and Senate negotiators meet to work out differences in the bills, the common ground between the two bills will likely tilt toward making the bill tougher on banks rather than weaker. If anything, the political environment has grown more populist since the House passed its bill in December.

Unemployment still hovers around 10 percent, big banks have declared significant if not record profits, and Goldman Sachs is fighting off accusations of fraud from the Securities and Exchange Commission. The end game was not without drama. Cantwell changed her vote to help move the bill along only to vote against it on final passage.Republicans, meanwhile, abandoned a highly lobbied measure that would have excluded auto dealers from rules devised by a new consumer financial protection bureau. The GOP move was tactical, designed to deny Democrats a vote on a measure that would have placed explicit restrictions on the ability of commercial banks to engage in high-risk, profit-making trades and impose conflict of interest rules on how investment banks market products to their clients. Republicans will now seek a nonbinding vote on Monday to instruct House and Senate negotiators to exclude auto dealers from consumer regulations in the final bill. The House version already carves the dealers out of consumer agency oversight. The bill's passage represented a triumph for Sen. Chris Dodd, the Connecticut Democrat who is retiring rather than face possible defeat in a re-election bid. For months, Dodd, the Banking Committee chairman, tried to forge a bipartisan agreement with Republicans. Wary Obama officials and Democrats urged him not to give too much. In the end, the talks failed. Consumer advocates, who had pressed the Senate for even more regulations, nevertheless cheered the Senate vote and hailed the bill as a tougher companion to the House version. For all its breadth, the bill stopped short of taking on the nation's giant mortgage companies, the government-affiliated Fannie Mae and Freddie Mac. Democrats feared that incorporating massive housing policy into the bill would have sunk it. The two companies lowered their standards for borrowers during the housing boom and now those high-risk loans are defaulting at a record pace, prompting a $145 billion government rescue. Perhaps what is most disappointing about the lack of attention to Fannie and Freddie is the fact that there is no end in sight,Shelby said.Losses continue to mount and taxpayer exposure is unlimited.

The Federal Reserve, once the object of scorn for failing to see the housing bubble, emerged fairly unscathed. It retained supervision over bank holding companies and state-chartered banks and would also oversee any large interconnected nonbank financial firm deemed a potential risk to the financial system. That addition, also in the House bill, aimed to prevent a company such as insurance conglomerate AIG from escaping tough regulation. In a response to a public outcry over bank bonuses and multimillion-dollar compensation packages, the legislation also gives shareholders the right to cast nonbinding votes on executive pay packages. The Fed would set standards on excessive compensation that would be deemed an unsafe and unsound practice for the bank.Associated Press writers Larry Margasak and Charles Babington contributed to this report.

Stop treating our troops like terrorists! MAY 20,10 By Laurie Roth

I have followed how our troops have been treated on the battlefield since 9/11 and been appalled as to how we treat them over and over! We might as well line them up and boil them in oil. Some in the media and congress would be happy with that. Many of the current rules of engagement for our military only end up compromising and killing our soldiers again and again.Let’s taste a few of these empowering rules. If you are fighting Islamic terrorists in Afghanistan and are charged with shooting Taliban bad guys and you come upon some, make sure they haven’t put their weapon down for even a moment. You can’t shoot them if they have. According to the Obama administration Rules of engagement, that would be rude and violate the Islamic serial killer’s rights. The sensitivity continues. If you happened to capture some terrorists don’t you dare use any harsh language or speak roughly around them. That is also against the rules. Maybe our troops could offer a Bible study to captured Islamic terrorists but of course that would be hate speech wouldn’t it?

How can we forget the absurdity when our troops in Afghanistan back in 2006 came upon a funeral with identified ‘high-level’ Taliban fighters present. They called their supervisors to ask for permission to fire and they got a big no because that was against the rules of engagement. You can’t target a cemetery. So, naturally, the Islamic serial killers, once done grieving for their fallen associate, got to run back to their hiding places, then kill more of our troops. Isn’t that special? I don’t know about you but I thought it was rather convenient for our soldiers. They could kill the terrorists at a cemetery and bury them right where they fell, but no, that would be rude. Some of this hyper sensitivity and rights given to Islamic terrorists can sadly be seen in too many cases. Just today I interviewed Neal Puckett, a top military attorney who has represented soldier after soldier, victimized by a growing wave of political correctness and sensitivity to terrorists. Will there ever be sensitivity and respect given to our military?

Let us visit this house of horrors for a moment:You all heard by now the 4 Navy SEALS arrested for allegedly beating an Islamic terrorist they had captured in Iraq. You know, that lovely guy accused of spear heading the brutal attack and murder of 4 American contractors then hanging their mutilated bodies, naked on a bridge??? Yes, that one. It is a HUGE miscarriage of justice and act of insanity in the first place that these SEALS were charged with any crime. Neal Puckett represented them and they were all acquitted and it was proven in court that no one beat up anyone. Am I the only person in America who doesn’t care if any of those troops had roughed the murderous terrorist up? They didn’t but I would have if I had captured a Ted Bundy who had just tortured and murdered part of my family. I would have invented new types of torture for him.

The Haditha nightmare

Staff Sgt. Frank D. Wuterich is the only soldier left facing a trial, now scheduled in September of 2010, out of 8 arrested regarding the now infamous Haditha case. The previous 7 soldiers were all acquitted. This whole seen of horror started with the explosion of an IUD killing some troops, then a chase of terrorists through various homes and fire fight. Sadly 24 Iraqi civilians were killed in the chase and cross fire. Almost immediately, the New York Times and Rep. John Murtha started defaming Sgt. Wuterich and other marines as vicious killers without any of their facts right. So, the accused and slandered troops faced all their court proceedings and false accusations with this horribly defaming and tilted media environment. Talk about unfair trials used for political points and fodder. That is all this was. Pray that the last brave and innocent soldier, Staff Sgt. Frank D. Wuterich is also acquitted and can get back to his life.Another case of horror is the story in Afghanistan of Capt. Roger Hill accused of terrorist detainee abuse. I remember interviewing the Captain on my show and hearing him tell the story of detaining Islamic radicals who were planning to attack his men. There was a rule that they couldn’t’ detain a prisoner for over 96 hours and Hill perceived eminent danger to his men so he did fake out pressure type interrogation to find out where and who the other Islamic infiltrators were. It was certainly rude and mean to scare the detainee into talking to save military lives. He found his military career challenged and over. Not before he went through living hell and was represented by Military attorney, Neal Puckett. Michael Behenna was sent to prison for at least 15 years because he killed an Al Qaeda member in an interrogation, where Behenna says the terrorist attacked him. Instead of naturally getting behind Amy Ranger 1st Lieutant Behenna, the politically poisoned military accused him of murder and he was sent away. Another brave soldier doing his job bites the dust.

The first of these insane, crazy making cases goes back to Lt. Col. Allen B. West who had an Islamic terrorist captured and was interrogating him. He dared to fake off a few rounds over his head to scare him into talking. He talked and his men’s lives were all spared after he revealed where all the snipers were hiding. Soldiers stayed alive and Allen’s career in the military was over. Also represented by Neal Puckett in court, Allen was a guest of mine numerous times on my national radio show, sharing the horrors of his story. He should have been promoted to General for saving lives. Who cares if he scared a terrorist? Now, he is running for congress out of Florida and my bet is we will be hearing very soon about Rep. Allen B. West. We must stop persecuting and destroying the lives of our military who are simply doing their jobs. The truth has come out about all of these accusations and court cases against our soldiers. The last case yet to finish up is with Staff Sgt. Frank D. Wuterich in September 2010. Sadly there is another criminal probe launched just this week against our soldiers in Afghanistan. Once again our soldiers are accused of being responsible for unlawful deaths of civilians. It is too soon to know if this one is true yet but I know basic math. So far, with this endless cases against our troops since 9/11, 100% OF THEM HAVE BEEN FALSE. That tells me with more than a little certainty that this latest case launched against our soldiers will also be false.

Calderon received - Brewer snubbed - America dissed By Rev. Michael Bresciani Thursday, May 20, 2010 CANADA FREE PRESS

This may perhaps be the first article I have ever written that would be insulted with more than three paragraphs and a conclusion. It may be that I should just pick the top 100 blog sites on the web and submit a one line sentence as a question for general debate. What is the question, I’m glad you asked. Put simply, the question is why hasn’t President Barack Obama sat down with Governor Brewer of Arizona and asked what he can do to help with the immigration problem in that state, instead of red carpeting Mexican President Felipe Calderon at the White House? We are grateful that the Prez didn’t bow before Calderon We are grateful that the Prez didn’t bow before Calderon, but he may as well have. Circumventing interior problems by ignoring Governor Brewer and pow-wowing with President Calderon is a snub extraordinaire. Calderon no doubt blew his dust across Arizona as he flew over the Ditat Deus state on his way back to Mexico. In one way we can say that Mr. Obama is at least being consistent: he has not solved one serious domestic problem yet. It makes us want to cry out, hey voters get out of bed and vote; we need a President who might actually like America.

The question raised by Calderon’s visit gives rise to a dozen other questions but if this administration has proven anything it is that; we dare not hold our breath until we get an answer. Just a few of those questions would be…Why was Israel’s Prime Minister snubbed and treated like an old rag. Have Israeli’s been storming our borders trying to get in? Hasn’t anyone seen the latest statistics? Even the Jews in New York City are leaving in unprecedented numbers for their homeland in Israel. Why have students been reprimanded for wearing Old Glory on their tee shirts?
Why have students been reprimanded for wearing Old Glory on their tee shirts? What country could these young patriots run off to? This is their homeland. Why did the President wait nine days before addressing the oil spill in the Gulf? With the spill now slithering across the barrier islands and wetlands of Louisiana does the President realize that many species of fish, birds, wildlife and insects and should we also say fishermen have lost their homeland forever? The birther question of where Obama was really born is dwarfed by the greater question of what does Mr. Obama perceive as his own homeland. After bowing to foreign leaders, apologizing for America around the world and ignoring our Governors, dissing our police and burdening future generations with the greatest debt in US history, it seems that America is not that homeland. If perception is the better part of reality, what place does this President see as his homeland? Should someone tell the President that the White House is only a temporary abode and is not really to be considered a homeland?

Long before he was elected the President claimed that he was a citizen of the world. Was that the first clue that his affections and loyalties weren’t in keeping with the rest of us who still think of America as our very own homeland? We are nearly two full years underway into the Obama administration now and Mr. Obama’s actions have certainly spoken much louder than anyone’s words, including his own.Shouldn’t the President’s claim that he is a citizen of the world be a strong impetus to hurry along the space program? If the day comes when we have to deport a citizen of the world, will we be ready to whisk them off in a rocket to some M-class planet? I have said all of that, to say this, hosting a visit with President Calderon means nothing until you have sat down with Arizona’s Governor Brewer and discussed what you can do to help with the problems of that state which we in the other 49 states hold as part and parcel with what we call our homeland. Our beloved homeland! Polls have shown that a strong 70% of Americans across all fifty states want stronger immigration laws and enforcement of those laws. While some are worrying that a few people might undergo discrimination because of Arizona’s new law, isn’t it amazing that no one seems to notice that the President has discriminated against an entire state by shunning it for a cozy time with President Calderon? If indeed wisdom is justified by her children (Mt. 11:19) then nothing at all has been justified by Mr. Calderon’s visit to the White House. In fact wisdom may have been summarily insulted.Does President Obama actually not see that by calling down Arizona and its Governor and then giving President Calderon a royal reception that he is adding to the problem? Arizona’s ancient Navajo Indians reportedly have an old adage that seems to speak directly to president Obama: You can’t wake a person who is pretending to be asleep.

The Left’s War on Free Speech By Bruce Walker Thursday, May 20, 2010 Canada Free Press

The left pretends to be the biggest champion of free speech. When the New York Times writes articles about how our government was tracking the activities of terrorists, an action which directly endangered the lives of Americans by providing intelligence information to those terrorists who are at war with us, the sanctimonious left insisted that this newspaper was simply exercising its constitutional right of free speech and free press. In 1977 and 1978, Illinois Nazis planned a march Skokie, Illinois. That predominately Jewish community was home to many Holocaust survivors. The city, noting the intentionally provocative and malicious nature of this march, adopted ordinances to prevent the march. The perennially leftist ACLU took the side of the Nazis, citing the First Amendment rights of these disruptive goons. The left at Berkeley in 1964 rallied around the Free Speech Movement, which was intended to be disruptive. By 1965, this movement had become known as the Filthy Speech Movement, because it asserted the right of students on campus to yell obscenities with impunity. The left had no problem with that at all, even when the speech inspired – almost called for – riots which destroyed property, frightened people, and produced numerous minor crimes. Hear what one of its heroes, Mario Savio, said at the time: Government insults its citizens and denies their moral responsibility when it decrees that they cannot be trust to hear opinions that might persuade them to dangerous or offensive conduct.

Throughout the 1960s and 1970s, every effort to impose restrictions upon pornography met with loud screeches of censorship by the left. Even when government funds are used to create art, like crosses in glasses of urine or nude women smearing chocolate over their bodies before audiences, the left sighs and tells Americans that this is the price of free speech.

Elena Kagan and free speech
All this devotion which the left pretends to have for free speech is just like every other profession of values by the left: it is pure fraud, smirking lies, and measured injustice. Consider the position that Elena Kagan has taken toward free speech. She wrote in 1996 that free speech could be restricted if it directly or indirectly incited people to do harm, and Kagan noted the famous example of someone yelling Fire! in a crowded theater. She equates that with the notorious hate speech invented by the left. The arguments of the left are always specious. The person yelling Fire! in a crowded theater is protected if he believes that there is fire. It is only if he lies – if he knows that there is no fire but yells “Fire!” anyway – that his speech is restricted. So-called hate speech is precisely protected because the speaker believes what he is saying. Kagan may think that he is wrong; you or I may think that he is wrong; our opinions do not matter: the expression of honest belief or opinion is absolutely protected by the First Amendment, with no exceptions at all.

The channeling of expression into politically correct ravines
What this deformed interpretation of the First Amendment means, in fact, is that Americans are forced into silence, or worse, into lying about their beliefs. The channeling of expression into politically correct ravines means that the entire purpose of the First Amendment, which is to have speak which is the product of free minds and consciences, is lost. The left displays a very curious attitude toward the rights of different sorts of speakers. Hate speech is almost always directed against the lonely individual conservative, who has no wealth or power to protect him. Conservatives have been noting for forty-one years that government licensed television network channels lie about conservatives, defame conservative leaders, and construct crude caricatures of conservatives as a group. Worse, for most of that forty-one years, the networks scrupulously avoided criticizing each other for ideological bigotry, acting like a true monopoly. The left defended the right of multi-billion dollar corporate giants to savage the lives of conservatives by malicious mendacity. The left never said a word about these mammoth business empires hurting the public. So when does the left get concerned about opinions reaching tens of millions of Americans? When someone like Rush Limbaugh takes the largely ignored and financially modest medium of A.M. talk radio and, against a torrent of abuse and many boycotts, finds a profoundly resonating voice among the conservative majority of America. Then – only then! – the ancient Fairness Doctrine rears its peculiar head. When the identical triplets of CBS, NBC, and ABC had the same news, the same entertainment slant, the same everything – which meant conservative ideas and beliefs were scrupulously purged, the left thought the Fairness Doctrine something akin to censorship. Only when the other side gets heard does the doctrine have meaning.

The left is utterly wedded to thought control
The left is utterly wedded to thought control. Like all sibling totalitarianisms, the left in America is addicted to power and repelled by truth. The creation of officially defined oppressors and officially defined victims determines who has rights and who does not. The totalitarian narcotic of Social Justice, the drug of choice for Hitler, Stalin, Father Coughlin, and Sir Oswald Moseley, dulls the people into a twilight land in which Freedom is Slavery and free speech too.

Air Force Hits Three Gaza Tunnels
Reported: 05:00 AM - May/21/10

The Air Force operated in coordination with the Shabak Israel Security Agency to hit three tunnels within a kilometer of the Gaza security fence early Friday morning in response to the firing of a Kassam rocket that hit the Ashkelon Coast region Thursday evening. Two of the tunnels were in the southern part of the Hamas-controlled area while the third was in the north. The Israel Defense Forces said the tunnels were intended for use in attacks against Israel. The military said precise hits were recorded and the airplanes returned to base safely. A statement stressed that it held Hamas responsible for what happens and what is prevented from happening in Gaza.

INN Exclusive: Dershowitz on UN Post: Fears Dual Loyalty Charges
by Hillel Fendel MAY 20,10

Leading Israel advocate and top American lawyer Prof. Alan Dershowitz says he is currently against accepting the position of Israeli Ambassador to the United Nations, but is keeping an open mind.Dershowitz spoke with Israel National News after concluding a meeting with IDF Chief of Staff Lt.-Gen. Gabi Ashkenazi on Thursday. The respected Harvard law professor has also met with Prime Minister Binyamin Netanyahu and other Israeli leaders on his current nine-day trip, and is scheduled to meet with Netanyahu yet again. The two are to discuss, once more, the prime minister’s offer to have Dershowitz serve as Israel’s ambassador to the United Nations. The truth is that nothing would give me more fulfillment and satisfaction than to fill such a position,Dershowitz said. It’s a job that people like Abba Eban, Danny Gillerman and even Netanyahu himself have filled, and I would be greatly honored. However, though I am keeping an open mind on the issue, I currently feel that I cannot take it, mainly because of the perceptions of dual loyalty that could arise. He said he would have no problem at all becoming an Israeli citizen, as he would be required to do if he were to assume the job.The problem that if an issue comes up in which the US and Israel disagree, such as Iran, I would have to come down on the side of the one who is right.Whereupon the professor was asked: If, for instance, Israel feels it has to attack Iran in a given situation, and the U.S. tells it not to, who would be right? Israel, he said. And there are of course many other issues of conflict that could arise that are not as acute… Currently, I feel that I cannot take such a position in which these conflicts could arise – but I promised Bibi that I would keep an open mind on it, at least until the end of my visit here...

Settlements: Not Illegal, but Bad
Dershowitz was asked about his opposition to the Jewish settlement enterprise in Judea and Samaria and the freeze on Jewish construction there.I did not say the settlements were illegal, he said about the 120-plus communities in which some 300,000 Jews reside.I said they are not good for Israel and that I oppose them. I think that the freeze is a good thing for Israel - though it should be accompanied by Israel’s just demands for an end to Palestinian incitement, an end to the hatred spread at mosques at Friday prayers, and an end to other PA activities such as trying to have the International Criminal Court in The Hague pursue the Goldstone Report. The Palestinians continue to violate their commitments in these areas, Dershowitz said, and they must be held to task. But even if these violations continue, it is in Israel’s interest to freeze construction – especially in places that are to be given over to the PA. But in areas such as Maaleh Adumim and Ramat Shlomo, which everyone knows will remain in Israeli hands, the freeze is more of a symbolic nature.

PA Must be Demilitarized
Dershowitz was emphatic that a future Palestinian state, if it arises, must be demilitarized. I believe that’s being taken as a given. In my meeting with [PA prime minister] Salam Fayyad, the alternative did not even come up. Asked how long the demilitarization might be expected to last, he said that Israeli deterrence would have to continue to be strong: Keep in mind, I’m not suggesting an end to [Israel’s] military occupation in the absence of real peace; there is some confusion about that. I have said that there must be border changes in keeping with UN resolution 242, and that there should be no Jewish settlements – but also that the military occupation must continue until peace is achieved.

U.S.: No Anti-Semitism, Yes Delegitimization
Asked about American Jewry, Dershowitz said there is no anti-Semitism in the United States, nor is there rising Muslim influence – and even in Europe I’m not so sure that Muslim influence is rising so strongly. But one thing there is in the U.S. is an increasing trend to de-legitimize Israel, especially on campuses, and this must be fought – and is being fought. It is not helpful to say that Obama is an enemy of Israel, Prof. Dershowitz said. I am not embarrassed to have voted for him; he is much more helpful to Israel than was Bush. He is against the settlements, but – so far – he has supported Israel’s security. While Bush loved Israel, he was not helpful to Israel, for instance, regarding Syria and [Iran/Iraq]… There might be some in Obama’s administration who don’t love Israel as much as in previous administrations, but Obama could prove to be more helpful to Israel in the long run by pressuring it to reach peace with the Palestinians and be rid of the settlements.

In my meetings with Israeli leaders, they all tell me that I should continue to support Obama, Dershowitz said. Asked if this was a matter of tactics or of real policy, he said, Both.Dershowitz described his talk with Gen. Ashkenazi as wonderful, and said,The more I meet Israeli leaders, the more my confidence in the Israeli political and military systems increase. Ashkenazi, for instance, is very concerned about Israeli lives, but also about Palestinian lives. If all generals were as humane as he is, the world would be a better place.Among the topics the two discussed were the legal and political aspects of the Goldstone Report,an issue that always comes up in my meetings with Israeli leaders. It is something that is not going away, and I very much hope the International Crimes Court does not seek to pursue the report’s anti-Israel allegations. If it does, that could be the end of the ICC – because the United States would absolutely not go along with it. I support the ICC, and I very much hope that it does not make this mistake.

Jerusalem, Gush Etzion and Beit El
At a small gathering in Jerusalem on Tuesday, Prof. Dershowitz said that though he is against the Jewish settlement enterprise in Judea and Samaria, he does not view the Gush Etzion bloc as a candidate for losing Israeli sovereignty. Nor does he support the division of Jerusalem: After the Jerusalem Day celebration at Yeshivat Merkaz HaRav [at which Netanyahu spoke, after having arrived there with Dershowitz, who sat on the dais], a Haaretz reporter called me up and thanked me. I asked him why, and he said that I had apparently influenced Netanyahu not to say anything - for the first time at such an event - in favor of an undivided Jerusalem. I replied that not only do I not have any influence over Netanyahu, but I also do not support dividing Jerusalem! Exuding warmth and friendliness at the gathering, even as he expressed opinions with which most of the participants did not agree, he even expressed willingness to visit Beit El – one of the communities whose existence he opposes. Probably not this time around, but hopefully on my next trip, he said.

Jerusalem Neighborhoods: Old and New
by Hillel Fendel MAY 21,10

Ramat Shlomo, in the news because of Israel's now-suspended plans to expand it, is one of several new neighborhoods in the historic Jewish capital. Though international elements speak glibly of Arab east Jerusalem, close to a quarter of a million Jews live in the parts of Jerusalem liberated by Israel during the Six Day War of 1967.Jerusalem was named Israel's capital, as it had been during King David's time, after the War of Independence in 1948-9. During and prior to the war, there had been talk of internationalizing the Old City and environs, but the plan was never implemented due to opposition from both the Jewish and Arab parties.Alongside Israel's capital in the western half of the city was eastern Jerusalem, annexed by Jordan in 1950; a wall and barbed wire divided the city in two. By 1967, the population of Jewish Jerusalem had grown to 260,000. Among its most famous neighborhoods were then Me’ah She’arim, Rehavia, Emek Refaim/German Colony, Geulah, Givat Sha’ul, Beit HaKerem, Kiryat Moshe and Talpiyot. Other notable neighborhoods include Ein Kerem, Katamon, Yemin Moshe, Nahlaot, Romema and Machaneh Yehuda, and the newer Har Nof and Bayit V’gan.

The Six Day War in 1967 marked Israel's successful military response to the deployment of several Arab national military forces threatening to drive the Jews into the sea.” The war saw the Old City of Jerusalem come under Jewish control for the first time since the destruction of the Second Temple 1,900 years before. Together with the Old City, Israel regained all of the area west of the Jordan River, known as Judea and Samaria.Israel then expanded the borders of its historic capital, and built in its old-new areas the following neighborhoods:

-Ramat Eshkol (the first to be built), French Hill, and Sanhedria Murchevet, all not far from the center of town;
-Ramot (population: approximately 40,000), Ramat Shlomo (18,000), N’vei Yaakov (a recreation of the neighborhood that existed there before 1948; 20,000 people), Pisgat Ze’ev (42,000), and the Atarot industrial zone in the north;
-Gilo (population: 40,000), East Talpiyot (15,000), and Har Homa (11,000) in the southeast;
-Mt. Scopus, Mt. of Olives, and, most recently, Nof Tzion to the east.

Within 13 years after the Six Day War, the population of Jerusalem had increased by well over 55%, growing to nearly 410,000. It continued growing at a fast clip: In 1990, there were over 524,000 people, and 657,000 in the year 2000. The current population is close to 780,000.The newly-approved 1,600 units to be built in Ramat Shlomo are slated to fill some of the area between Ramat Shlomo and Ramat Eshkol/Sanhedria.

Several tornadoes reported across Oklahoma By KEN MILLER, Associated Press Writer – Thu May 20, 12:39 am ET

OKLAHOMA CITY – Authorities in Oklahoma say several homes and businesses have been damaged by tornadoes.Few injuries were reported from Wednesday's storms. Officials say two truck drivers were taken to hospitals their semitrailers toppled. Their injuries weren't considered life-threatening.In Stillwater in northern Oklahoma, emergency management official Rob Hill says two mobile homes and a barn were destroyed and several houses and businesses damaged. No injures were reported. The National Weather Service also says tornadoes damaged some buildings in Murray County in southern Oklahoma. The weather service also received reports of a series of brief, small tornadoes in southwest Kansas. The service says they aren't related to the super-cell tornado outbreak in Oklahoma.

Forecasters: 2-3 hurricanes in Central Pacific By AUDREY McAVOY, Associated Press Writer – Wed May 19, 8:26 pm ET

HONOLULU – Weather forecasters said Wednesday that a below-average total of two to three hurricanes are likely to pass through Central Pacific waters this year as ocean surface temperatures cool. But only one hurricane needs to hit land to cause damage, said Jim Weyman, director of the Central Pacific Hurricane Center. That's the one we need to prepare for.Last year was an El Nino year, when warmer-than-average ocean surface temperatures generated an above-average number of seven tropical cyclones in the Central Pacific, which includes the Hawaiian island chain.

None of the storms made landfall last year. One, Hurricane Neki, passed near French Frigate Shoals in the sparsely populated Northwestern Hawaiian Islands after it weakened to a tropical storm. This year, Weyman said forecasters expect surface temperatures to return to normal or for La Nina conditions to form. Those conditions generate cooler-than-normal ocean surface temperatures.

The region sees about four to five hurricanes during an average year.An exercise conducted last year predicted a Category 4 hurricane making landfall at Kapolei would shut down Oahu's power grid for 30 days, flood a freeway running through the middle of Honolulu and heavily damage 70 percent of the island's homes.A Hawaii hurricane response plan obtained by the group Public Employees for Environmental Responsibility, or PEER, predicted that a Category 4 hurricane coming ashore in southern Oahu would trigger flooding that would generate more than 200,000 tons of debris in Pearl Harbor and Waikiki.A Category 4 hurricane is a storm with sustained winds over 130 mph.Gov. Linda Lingle urged residents to prepare ahead of time because the government won't be able to help everyone in the immediate aftermath of a major storm. She said officials would have to focus their response on those needing the most help — such as those in hospitals — and therefore, residents would have to care for themselves. The burden is on you for your own family, Lingle said. You need to spend as much time and effort protecting your family, your children, as you do in their day-to-day life.Ed Teixeira, vice director of state Civil Defense, urged families and businesses to put together an emergency supply kit with enough food, water and prescription medicines to last three to seven days. They should also find the location of their neighborhood's public emergency shelter. He urged people to study their homes and surroundings so they'll know what outdoor furniture they'll need to tie down or what trees they'll need to trim to prepare. You just got to have a plan. When a storm picks up and comes close — we'll be luckily if we have two to three days,to get ready, Teixeira said. There's so much to do.Online:Hawaii State Civil Defense: http://www.scd.state.hi.us/

Cyclone Laila hits SE India, 15 die By Omer Farooq, Associated Press Writer – Thu May 20, 10:38 am ET

HYDERABAD, India – A powerful cyclone slammed into southeastern India on Thursday, toppling power lines and plunging a large swath of coastal Andhra Pradesh state into darkness after heavy rains and earlier strong winds claimed at least 15 lives.State welfare agencies evacuated more than 50,000 people from low-lying villages as the region braced for its worst storm in 14 years. The cyclone, packing strong winds of 60 miles (100 kilometers) per hour and heavy rain, hit the coastal town of Bapatla, about 250 miles (400 kilometers) southeast of Hyderabad, the state capital. Waves as high as 9 feet (3 meters) lashed the coast.Even before the cyclone hit, some parts of the state had received up to 1 foot (32 centimeters) of rain. Officials said at least 15 people have died in the past 24 hours, and at least 55 fishermen were reported missing although authorities had ordered fishing vessels to stay in port.We are making all-out efforts to prevent the loss of human lives and to minimize damage to public and private property, Andhra Pradesh Chief Minister K. Rosaiah said.

Strong winds uprooted trees, power lines and billboards, blocking roads in many places. Nearly a dozen towns and more than 1,400 villages in six districts were hit by power outages, state officials said.More than 10,000 people died when Andhra Pradesh was struck by its worst cyclone in 1977.In northern India, a powerful thunderstorm Thursday caused 10 deaths. Six died when their village homes collapsed near the town of Allahabad in Uttar Pradesh state, officials said.

Stocks dive, Dow off 376 on world economic worries By TIM PARADIS and STEVENSON JACOBS, AP Business Writers – Thu May 20, 6:44 pm ET

NEW YORK – Stocks took their deepest plunge in more than a year Thursday as fears grew that Europe's debt crisis could spread around the world and undermine the U.S. economic recovery. The possibility has been brewing for weeks, but analysts said some investors are just waking up to it.The Dow Jones industrial average fell 376 points, its biggest point drop since February 2009. All the major indexes were down well over 3 percent and are now showing losses for 2010. Interest rates fell sharply in the Treasury market as investors once again sought the safety of U.S. government debt. The number of people applying for unemployment benefits last week rose unexpectedly and the Greek government's response to its debt crisis sparked new protests in Athens, but analysts said neither event appeared to set off Thursday's selling. They said more investors seemed to be grasping the possibility that the U.S. recovery could be in jeopardy, and that many were realizing that the stock market's big rebound since March 2009 may not have been justified. The economic recovery story has started to look like a mirage, said Tom Samuels, manager of the Palantir Fund in Houston. If that's correct, stock prices are well ahead of economic reality.Investors are concerned that the debt problems in countries like Greece and Portugal will spill over to other countries in Europe, cause a cascade of losses for big banks and in turn halt economic recovery in the U.S. and elsewhere.

It's starting to look like one of these tragic stories were one person falls through the ice, then everyone else rushes in to help and ends up drowning, independent market analyst Edward Yardeni said. They're also worried that China might take steps that will limit its economic growth, which would also affect the U.S. recovery. Analysts said the market is vulnerable to rumors about any of the major economies right now.The Standard & Poor's 500 was down almost 12 percent from its closing high for the year, which was reached April 23. Most analysts consider a drop of more than 10 percent from a recent high to be a correction. This is the market's first correction since stock indexes hit a 12-year low in March last year. The fact it has occurred in just 19 trading days shows how anxious traders are right now.The Chicago Board Options Exchange's Volatility Index — known as the market's fear gauge — leaped almost 30 percent to its highest level since March 2009. The increase in the VIX signals that traders are bracing for more drops in the market. The VIX closed at 45.79, nearly three times its 2010 low of 15.73, reached April 20. But it's about half of the record high of 89 it reached in October 2008 at the height of the financial crisis.Analysts said traders were retreating from any investment thought to be too dangerous to own right now. That has meant heavy selling in stocks, commodities and troubled currencies like the euro.Investors appear increasingly convinced that European countries will need to adopt stringent spending cuts to pay down their heavy debt loads, Yardeni said. Such cuts would likely lead to long economic slumps for those countries, a prospect that investors may now be accepting as reality as they sell stocks and the euro, the currency shared by 16 European nations, he said.

The euro, a key indicator of confidence in Europe's economy, managed to rise to $1.2491 in late afternoon trading, a day after hitting $1.2146, a four-year low. The euro began the year at $1.4325.The drop in the euro is the initial phase of a long-term, multiyear economic decline in Europe,Yardeni said.It shows a declining confidence in the workability of the EU (European Union) monetary union, and that's why their stock markets are down. The Dow has fallen 1,137 points, or 10.2 percent, since hitting its 2010 high April 26. It has fallen by at least 100 points in nine of the 19 trading days since its peak. The Dow fell 376.36, or 3.6 percent, to 10,068.01. The S&P 500 fell 43.46, or 3.9 percent, to 1,071.59. The drop was the worst for the Dow since February 2009, and the S&P's worst since April 2009.All of the 30 Dow stocks fell, while 497 of the 500 S&P stocks closed lower. The Nasdaq composite index fell 94.36, or 4.1 percent, to 2,204.01, its largest percentage drop since February. At the New York Stock Exchange, only 153 stocks rose compared with 2,994 that fell. Volume came to a heavy 2.1 billion shares.

Bank of America Corp. had the biggest percentage drop in the Dow. It fell $3.25, or 6.3 percent, to $15.28. Sears Holdings Corp. had the worst percentage drop in the S&P 500, falling $10.86, or 10.9 percent, to $88.70 after reporting first-quarter earnings. The dour market got some confirmation from a Federal Reserve official that Europe's problems could be a potentially serious setback. Fed Gov. Daniel Tarullo said that if the debt crisis curbed lending and the flow of credit globally, that would endanger both the U.S. and global recoveries. Although we view such a development as unlikely, the swoon in global financial markets earlier this month suggests it is not out of the question, he said in prepared remarks. A private research group, meanwhile, reported an unexpected drop in its index of leading economic indicators, a sign that growth could slow this summer. The Conference Board's index of future economic activity slipped in April for the first drop since the stock market's bottom last year. As investors pulled out of stocks and other risky investments like commodities, they moved into safer investments such as U.S. Treasurys. The yield on the benchmark 10-year Treasury note, which moves opposite its price, fell to 3.22 percent from 3.37 percent late Wednesday. Commodities prices fell as investors speculated that a weak world economy would curtail demand for raw materials. Crude oil fell $1.86 to $68.91 per barrel on the New York Mercantile Exchange. Traders were trying to anticipate the scenarios that could occur as Europe struggles to contain its debt problems. There's a question out there now that potentially we could be talking about a collapse of the eurozone or countries breaking away from the euro, said Tim Quinlan, an economist at Wells Fargo & Co. As recently as four months ago, that wasn't even considered to be a possibility, he said. Such a stark change in views has unnerved investors, but analysts said they weren't seeing signs that fear is sweeping the market. These are not panic losses," said Todd Colvin, a vice president at MF Global Inc. in Chicago. These guys are taking some profits off the table and taking some capital where they know it will be safe. And where's that? That's cash or even Treasurys.High unemployment remains one of the biggest obstacles to a sustained recovery in the U.S., and concerns about it grew when the Labor Department said new claims for unemployment benefits rose by 25,000 to 471,000, their largest amount in three months. That came as an unpleasant surprise to investors who were expecting a slight drop. The latest report snapped a streak of four straight weekly drops and questioned the strength of the job market.

Greek workers, meanwhile, again took to the streets protesting recently approved budget cuts that were necessary for the country to receive a bailout. Greece was able to repay debt that came due Wednesday only because it had access to a rescue package from the European Union and International Monetary Fund. In overseas stock trading, Britain's FTSE 100 fell 1.6, Germany's DAX index dropped 2 percent, and France's CAC-40 lost 2.3 percent.

Some oil spill events from Thursday, May 20, 2010 By Associated Press– Thu May 20, 6:46 pm ET

A summary of events on Thursday, May 20, Day 30 of the Gulf of Mexico oil spill that began with the April 20 explosion and fire on the drilling rig Deepwater Horizon, owned by Transocean Ltd. and leased by BP PLC, which is in charge of cleanup and containment. The blast killed 11 workers. Since then, oil has been pouring into the Gulf from a blown-out undersea well at a rate of at least 210,000 gallons per day.

HOW MUCH: BP

BP conceded Thursday that more oil than it estimated is gushing into the Gulf of Mexico as heavy crude washed into Louisiana's wetlands for the first time. Mark Proegler, a spokesman for oil giant BP PLC, said a mile-long tube inserted into a leaking pipe over the weekend is capturing 210,000 gallons a day — previously estimated as the total gushing into the sea — but some is still escaping. He would not say how much. Several professors who have watched video of the leak have said they believe the amount spewing out is much higher than official estimates.

HOW MUCH: FEDS

A federal agency says a task force of scientists is working around the clock to get a better idea how much oil is gushing from the blown-out well in the Gulf of Mexico. National Oceanic and Atmospheric Administration chief Jane Lubchenco would not give a new estimate of how much oil the scientists think is leaking. Lubchenco says it took so long for the government to turn its attention to the flow rate because better video from underwater was needed and the priority was stopping the flow of oil.

OBAMA

The White House is asking BP PLC to publicly disclose more information about the Gulf oil spill including measurements of the size of the leak 5,000 feet under the sea and air quality. White House Press Secretary Robert Gibbs said Thursday that the White House is writing to BP asking the company to put that information on its website and be more transparent about its response.

WHERE IT'S GOING: MARSHES

Heavy, sticky oil was starting to clog Louisiana marshes, while another edge of the partly submerged crude reached a powerful current that could take it to Florida and beyond. Small amounts of light oil have washed up in delicate coastal areas of Louisiana over the past several weeks, but nothing like the brown ooze from the spill that started coating marsh grasses and hanging in the shallow water of a wetland Wednesday. The wetlands at the mouth of the Mississippi are home to rare birds, mammals and a wide variety of marine life.

WHERE IT'S GOING: FLORIDA?

The National Oceanic and Atmospheric Administration said Wednesday that a small portion of the slick had entered the so-called loop current, a stream of faster moving water that circulates around the Gulf before bending around Florida and up the Atlantic coast. Its arrival may portend a wider environmental catastrophe affecting the Florida Keys and tourist-dotted beaches along the state's east coast. Florida's state meteorologist said it will be at least another seven days before the oil reaches waters west of the Florida Keys. The loop moves based on shifting winds and other environmental factors, so oil may be in the current one day and out the next. And the slick itself has defied scientists' efforts to track it and predict its path.

DISPERSANT

The Environmental Protection Agency directed oil giant BP to use a less toxic form of chemical dispersant to break up the oil spill in the Gulf of Mexico. Two Obama administration officials confirmed the order Thursday. Some lawmakers and environmental groups have criticized use of the dispersants, which are being shot thousands of feet beneath the sea to break apart the oil and keep it from reaching the surface.

COAST GUARD

Coast Guard Commandant Thad Allen will continue to manage the government's response to the oil spill after stepping down from his post later this month as the Coast Guard's leader. Homeland Security Secretary Janet Napolitano said Thursday that Allen has agreed to stay on as the national incident commander. Commandants are appointed for four-year terms; Allen was appointed May 25, 2006. Allen said that the change would allow him to focus entirely on the spill response.

DEAD PELICAN

Managers of a renowned bird sanctuary in the Gulf of Mexico say they have found their first dead pelican. Breton National Wildlife Refuge, about eight miles from the Louisiana coast, had been fortunate so far in avoiding the worst of the Gulf of Mexico oil spill. On Thursday morning, workers found a young brown pelican on a sand spit with its neck and one wing matted in oil. Refuge biologist James Harris says the pelican was likely killed by the oil.

TOP KILL

BP PLC was marshaling equipment and conducting tests Thursday for a new effort to choke off the oil's flow. Crews hoped that by Sunday they can start the top kill, which involves pumping heavy mud into the crippled equipment on top of the well, then permanently sealing it with cement. The procedure has been used before to halt gushing oil above ground, but it has never been used 5,000 feet below the surface. Scientists and engineers have spent much of the last week preparing for the complex operation and taking measurements to make sure that the mission doesn't backfire.

REGULATION

The U.S. government is not alone in ceding responsibility to the oil industry for the design of key safety features on offshore rigs. Across the globe, industry-driven regulation is the norm, not the exception — and critics are calling for a re-examination of a system that puts crucial safety decisions into the hands of corporations motivated by profit. An Associated Press investigation shows other nations harvesting oil and gas from offshore fields, including Britain, Norway, Australia and Canada, have moved in the same direction: Governments set the general safety standards that must be met, but leave it to rig operators to work out the details.

LIVE VIDEO

A live video feed shows the oil gushing from the blown-out well in the Gulf of Mexico. Congressman Ed Markey of Massachusetts pushed BP PLC to make the video public. It's at http://globalwarming.house.gov/spillcam.

CLIMBING BP HQ

Greenpeace activists scaled BP's London headquarters Thursday to hang a flag accusing the oil company of polluting the environment. The group said the action was prompted by the Gulf oil spill and a controversial project in Canada. It takes some cheek to go and use a sunflower logo when your business is dirty oil, Greenpeace activist Ben Stewart said. BP spokesman Robert Wine called the action a very calm and genteel protest, and said no employees had been prevented from getting to work.

Syrupy oil washes into La. marshes for first time By KEVIN McGILL, Associated Press Writer - MAY 20,10

GRAND ISLE, La. – The spectacle many had feared for a month finally began unfolding as gooey, rust-colored oil washed into the marshes at the mouth of the Mississippi for the first time, stoking public anger and frustration with both BP and the government. The sense of gloom deepened as BP conceded what some scientists have been saying for weeks: that the oil leak at the bottom of the Gulf of Mexico is bigger than the company previously estimated.Up to now, only tar balls and a sheen of oil had come ashore. But on Wednesday, chocolate brown and vivid orange globs, sheets and ribbons of foul-smelling oil the consistency of latex paint began coating the reeds and grasses of Louisiana's wetlands, home to rare birds, mammals and a rich variety of marine life. There were no immediate reports of any mass die-offs of wildlife or large numbers of creatures wriggling in oil, as seen after the Exxon Valdez disaster, but that was the fear.Billy Nungesser, president of Louisiana's Plaquemines Parish, toured the oil-fouled marshes Wednesday and said: Had you fallen off that boat yesterday and come up breathing that stuff, you probably wouldn't be here.A live video feed of the underwater gusher, posted online Thursday after lawmakers exerted pressure on BP, is sure to fuel the anger.

It shows what appears to be a large plume of oil and gas still spewing into the water next to the stopper-and-tube combination that BP inserted to carry some of the crude to the surface. The House committee website where the video was posted promptly crashed because so many people were trying to view it.These videos stand as a scalding, blistering indictment of BP's inattention to the scope and size of the greatest environmental catastrophe in the history of the United States, said Rep. Edward J. Markey, D-Mass.At least 6 million gallons have gushed into the Gulf — more than half the amount the Exxon Valdez tanker spilled in Alaska in 1989 — since the Deepwater Horizon drilling platform exploded 50 miles off the coast April 20. Eleven workers were killed. The slow-motion disaster could become far wider. Government scientists said a small portion of the slick had entered the so-called loop current, a stream of fast-moving water that could carry the mess into the Florida Keys and up the state's Atlantic Coast, damaging coral reefs and fouling beaches. It's anger that the people who are supposed to be driving the ship don't have any idea what's going on, E.J. Boles, a musician from Big Pine Key, Fla., said of both BP and the government. Why wouldn't they have any contingency plan? I'm not a genius, and even I would have thought of that.BP spokesman Mark Proegler told The Associated Press that the mile-long tube inserted into the leaking well pipe over the weekend is capturing 210,000 gallons of oil a day — the total amount the company and the Coast Guard had estimated was gushing into the sea — but that some is still escaping. He would not say how much. The National Oceanic and Atmospheric Administration said an interagency team using ships and planes is working on a new estimate of how much oil is gushing from the well. Agency officials would not speculate on how big the leak might be.

Washington, meanwhile, turned up the pressure on BP.The Obama administration asked the company to be more open with the public by sharing such information as measurements of the leak and the trajectory of the spill. BP has been accused of covering up the magnitude of the disaster. Also, the Environmental Protection Agency directed BP to employ a less toxic form of the chemical dispersants it has been using to break up the oil and keep it from reaching the surface.BP is marshaling equipment for an attempt as early as Sunday at a top kill, which involves pumping heavy mud into the top of the blown-out well to try to plug the gusher. A top kill has been used before above ground, but like other methods BP is exploring, it has never been attempted 5,000 feet underwater. If it doesn't work, the backup plans include a junk shot — shooting golf balls, shredded tires, knotted rope and other material into the well to clog it up. But Chris Roberts, a member of Louisiana's Jefferson Parish Council, complained bitterly: We don't have time for BP to use the Gulf of Mexico as an experiment.BP officials have said repeatedly that no one could have predicted or prepared for such a disaster. But some lawmakers and others aren't buying it. Commercial fisherman Pete Gerica of New Orleans, a member of the Louisiana Seafood Promotion and Marketing Board, said the oil industry needed to have a better tool box. As for the government, he said, The watchdog people failed us miserably. In Washington, environmental groups urged the government to take greater control of the situation from BP. The Gulf of Mexico is a crime scene, said Larry Schweiger, president of the National Wildlife Federation, and the perpetrator cannot be left in charge of assessing the damage.Associated Press writers Mike Kunzelman, Kevin McGill, Greg Bluestein and Janet McConnaughey in Louisiana, Ben Evans in Washington, Holbrook Mohr in Mississippi, and Tamara Lush and Matt Sedensky in Florida contributed to this report. 12 For all that do these things are an abomination unto the LORD: and because of these abominations the LORD thy God doth drive them out from before thee.

Pagan altar unearthed at building site in Israel
Thu May 20, 2:27 pm ET

JERUSALEM – Israeli archaeologists say workers have uncovered an ancient pagan altar while clearing ground for construction of a hotly disputed hospital emergency room.

They say the discovery proves an ancient cemetery at the site that has been at the center of protests by ultra-Orthodox Jews does not contain the graves of Jews.

Protesters claim an emergency room extension at Barzilai Hospital in the city of Ashkelon is being built on an ancient Jewish cemetery. They demonstrated there when officials began removing graves this week, and rioting erupted in ultra-Orthodox areas of Jerusalem. The Israel Antiquities Authority said Thursday the discovery of the 2,000-year-old incense altar, along with the nature of the graves, shows the cemetery was pagan.

Oil falls to near $70 on mounting euro-zone woes By Florence Tan - MAY 20,10

SINGAPORE (Reuters) – U.S. oil prices dropped to near $70 on Friday, after falling the previous day for a seventh time in eight sessions, on unabated fears that Europe's debt crisis could hurt global economic growth and slow energy demand.Global stocks and commodities sold off on Thursday as investors exited risky assets and rushed into safe-havens of the U.S. dollar, strengthening its value.U.S. crude for July delivery fell 65 cents to $70.15 a barrel by 0303 GMT. On Thursday, trade for the June contract saw the largest intraday move of around $7 since the end of 2008, tumbling nearly 3 percent on its expiration.London Brent crude slid 74 cents to $71.10 a barrel.People are not looking at fundamentals. It's a kind of panic on the dollar rally, said Clarence Chu, trader at Hudson Capital.

A stronger dollar makes oil more expensive for holders of other currencies. In general the outlook is negative for Europe, Chu said. It's hard for the EU to bail everyone out.A clash between France and Germany over a unilateral German ban on some speculative trades on Wednesday and fears that Germany may yet force out weaker euro zone members rattled markets around the world. It's like the U.N., you can't get anything concrete done. The only thing keeping them on the same page is to prevent a total collapse of the euro, Chu said. The market will be watching for the German parliamentary vote on the country's contribution to the European Union/International Monetary Fund support package later on Friday, he said.Oil came under further pressure after industry data provider Genscape said on late Thursday that crude stored at the delivery hub in Cushing, Oklahoma, rose 500,000 barrels in the week to May 18.However, prices may gain some support later on Friday as China is due to release details of its April oil demand.Initial data has shown that China, the world's second-largest oil consumer, posted record rates both in refinery output and crude imports last month, following seven months of double-digit growth in apparent oil demand.(Editing by Clarence Fernandez)

South Korea vows prudent response to ship sinking By Jack Kim - MAY 21,10

SEOUL (Reuters) – South Korea's President Lee Myung-bak held a rare emergency National Security Council meeting on Friday and said Seoul would be prudent in responding to North Korea's military provocation in sinking one of its naval ships.

South Korea said on Thursday it had overwhelming evidence that a North Korean submarine had entered its waters in March and attacked the Cheonan corvette, killing 46 sailors.North Korea on Friday kept up its defiant response to the accusation, saying the peninsula was heading toward war and it was ready to tear up all agreements with the South. It was a military provocation and violation of the U.N. Charter and the truce agreement, Lee, whose 2- years in office have seen relations with the North turn increasingly frosty, said in a statement released by the presidential Blue House.Since this case is very serious and has a grave importance, we cannot afford to have a slightest mistake and will be very prudent in all response measures we take.Yonhap News also reported South Korea and the United States were considering upgrading the alert status on North Korea as tensions build.

From this time on, we will regard the situation as a phase of war and will be responding resolutely to all problems in North-South relations, the North's Committee for the Peaceful Reunification of the Fatherland said in a statement. If the South puppet group comes out with response and retaliation, we will respond strongly with ruthless punishment including the total shutdown of North-South ties, abrogation of the North-South agreement on non-aggression and abolition of all North-South cooperation projects.Seoul has previously made clear that it had no plans for a retaliatory strike, wary of the impact of a military conflict that would certainly hurt efforts to consolidate a recovery in Asia's fourth largest economy.Fear of escalating tension weighed on South Korean financial markets on Thursday, already worried that investors jumpy about global financial concerns may pull out their money. The South Korean won suffered its biggest daily fall against the dollar in 10 months. Stocks closed at their lowest in almost three months. South Korean financial markets were closed for a public holiday on Friday.Instead of military action, South Korea has indicated that it would press the international community to take action, probably imposing more sanctions against the North. There is little else it can do. Economic relations have come to a near standstill since Lee became president apart from a joint factory park just inside impoverished North Korea, which now has to rely almost entirely on China, its only major ally.

FREQUENT THREATS

North Korea has frequently threatened to attack Seoul but analysts say that in the face of a much better equipped South Korean army, backed by some 28,000 U.S. troops on the peninsula, any major confrontation would be suicidal for the Pyongyang leadership. But there are some analysts who warn that the more the North's now frail leader Kim Jong-il, trying to secure the succession for one of his sons, is pushed into a corner the greater the risk of clashes.China has so far maintained its support of the North and said it would make its own assessment of the investigation into the sinking of the Cheonan.North Korea said it would send its own investigators to the South to look into the incident. But Yonhap news agency quoted a South Korean defense ministry source as saying it had no intention of allowing such a delegation.

Mindful of the tension on the Korean peninsula, U.S. Defense Secretary Robert Gates and spokesmen for the White House and the U.S. State Department chose their words carefully in their responses to the report. Clearly this was a serious provocation by North Korea and there will definitely be consequences because of what North Korea has done, said State Department spokesman P.J. Crowley. Gates said the United States was consulting with South Korea, which would decide what action to take. U.S. President Barack Obama's administration was talking to South Korea's neighbors and the U.N. Security Council on what to do next, White House spokesman Robert Gibbs said. Japan said it would be difficult to resume nuclear disarmament talks between five regional powers and the North, and said Washington shared its view that such negotiations, aimed at aiding Pyongyang in return for a promise to drop its nuclear arms, were unthinkable.(Additional reporting by Rhee So-eui; Editing by Jonathan Thatcher and Alex Richardson)

South Korea holds emergency security meeting By JEAN H. LEE, Associated Press Writer - MAY 20,10

SEOUL, South Korea – South Korea's president convened an emergency national security meeting Friday, a day after an official report concluded that North Korea was responsible for the deadly sinking of a naval patrol ship.North Korea, for its part, spoke of war for a second straight day, while U.S. Secretary of State Hillary Rodham Clinton was on the way to the region and tensions on the Korean peninsula were expected to dominate her agenda.South Korea accused North Korea on Thursday of sinking the patrol ship Cheonan with a torpedo in late March in what was the deadliest attack on the South since the Korean War ended in 1953.President Lee Myung-bak convened a meeting of his National Security Council, said Nam Ki-myung, an assistant in the press office at the presidential Blue House, though she had no details as the meeting was under way.The council consists of the prime minister, the foreign and defense ministers, the minister in charge of unification with North Korea and the chief of the National Intelligence Service.Lee vowed Thursday to take resolute countermeasures against the North over the sinking. He was expected to give an address to the nation in coming days.North Korea, which has denied any role in the sinking, said Friday it will regard the present situation as the phase of war and decisively handle all matters arising in inter-Korean relations to cope with it.

The remarks were included in a statement by the Committee for the Peaceful Reunification of Korea, which is in charge of inter-Korean affairs and carried on the Korean Central News Agency. The statement followed one by the country's military on Thursday that any retaliation over the sinking would mean all-out war.Meanwhile, Clinton, the top U.S. diplomat, was scheduled to begin a three-nation tour of the region with a visit to Japan later Friday. Besides Tokyo, she will visit China and South Korea.Japan criticized the North on Thursday over the sinking, but China, Pyongyang's key ally, refrained from doing so, instead calling on all parties to stay calm and exercise restraint.Just hours before she departed, the White House called the ship sinking an act of aggression. In a statement, officials called it a challenge to international peace and security and ... a violation of the Armistice Agreement that ended the Korean War.Separately, the U.N. Command's Military Armistice Commission will soon launch an investigation into whether the North has violated the 1953 armistice, South Korea's Yonhap news agency reported Friday, citing an unnamed government source.Should the findings prove true, the commission will suggest holding military talks with the North and strongly protest the violation, the report said. The 1950-53 Korean War ended in a truce, rather than a peace treaty. The land border is the world's most heavily armed and the western sea border has been the site of several deadly naval clashes since 1999. The United States stations 28,500 troops in the South. An international team of civilian and military investigators declared Thursday in that a North Korean submarine fired a homing torpedo at the Cheonan on March 26, ripping the 1,200-ton ship in two.Fifty-eight sailors were rescued, but 46 died - South Korea's worst military disaster since a truce ended the three-year Korean War in 1953.

Torpedo fragments found on the seabed perfectly match the schematics of a North Korean-made torpedo Pyongyang has tried to sell abroad, chief investigator Yoon Duk-yong said. A serial number on one piece is consistent with markings from a North Korean torpedo that Seoul obtained years earlier, he said. The evidence points overwhelmingly to the conclusion that the torpedo was fired by a North Korean submarine, he said. There is no other plausible explanation.North Korean naval spokesman Col. Pak In Ho told broadcaster APTN in an exclusive interview in Pyongyang that the evidence was faked. It remains unclear what steps South Korea will pursue against the North. Options include taking the issue to the U.N. Security Council, where North Korea has been previously sanctioned over nuclear and missile tests. Military retaliation, however, is seen as too dangerous and not a serious option given the vulnerability of South Korea's capital, Seoul, and its 10 million some residents to North Korean artillery located just across the border. U.S. troops in and around South Korea remained on the same level of alert, said Adm. Mike Mullen, chairman of the Joint Chiefs of Staff. Carl Baker, an expert on Korean military relations at the Pacific Forum CSIS think-tank in Honolulu, said that military retaliation was not in the cards. I think that we need to be strategic about it in the sense that you can't just go back and do something as retaliation because that just sort of feeds the cycle and so that's not going to be useful, he said. And I think all indications in the South Korean military is that they recognize that.Associated Press writers Kelly Olsen, Sangwon Yoon and Hyung-jin Kim in Seoul, Jay Alabaster in Tokyo, Chi-Chi Zhang in Beijing, Anne Flaherty and Matthew Lee in Washington, and Edith M. Lederer at the United Nations contributed to this report.

DICK MORRIS-This truly creates a global economic system. From now on, don’t look to Washington for the rule making, look to Brussels.

EPHESIANS 6:10-13
10 Finally, my brethren, be strong in the Lord, and in the power of his might.
11 Put on the whole armour of God, that ye may be able to stand against the wiles of the devil.
12 For we wrestle not against flesh and blood, but against principalities,(DEMONIC ANGELS IN HIGH PLACES) against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.(SPIRTIUAL DEMONIC PERSONS)
13 Wherefore take unto you the whole armour of God, that ye may be able to withstand in the evil day, and having done all, to stand.

LUKE 4:5-7(BECAUSE SATAN OFFERS WORLD POWER, WORLD ORDERERS HAVE ACCEPTED SATANS GIFT)
5 And the devil, taking him (JESUS) up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time.
6 And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it.
7 If thou therefore wilt worship me, all shall be thine.

DANIEL 7:23-25
23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
24 And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
25 And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.

DANIEL 12:4,1
4 But thou, O Daniel, shut up the words, and seal the book, even to the time of the end: many shall run to and fro, and knowledge shall be increased.
1 And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that shall be found written in the book.

REVELATION 13:1-3,7,8,12,16-18
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
16 And he causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.

REVELATION 17:3,7,9-10,12,18
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

Protesters take aim at Canada G20, G8 summits
Thu May 20, 6:24 pm ET

TORONTO (Reuters) – Canadians got a taste this week of how far activists might go to protest against next month's G20 summit in Toronto, with the firebombing of a local bank branch in the nation's capital.Police are still investigating the attack on a Royal Bank of Canada branch in Ottawa, which may have been the work of an anarchist group protesting against the June G8 and G20 gatherings.A special task force in charge of security for the international summits is monitoring the investigation into Tuesday's early morning fire, which caused an estimated C$500,000 in damages and left the bank's glass storefront broken and blackened. We are certainly monitoring the situation to see if there's any kind of potential threat for the G8 or G20, said Julie Morel, a spokeswoman for the special task force, which is made up from the Royal Canadian Mounted Police, Toronto Police Service and other security and law enforcement partners. The Integrated Security Unit is monitoring any potential threat to the G8 and G20 summit and of course we are prepared to deal with any possible threats.

Finance ministers and central bank governors from the Group of 20 major economies will meet from June 26 through June 27 in Toronto, where national and local police will cordon off the downtown financial district as a security measure.Prior to that, Canada will host the G8 summit of industrialized countries in Huntsville, Ontario, a small town 205 km (130 miles) north of Toronto.Protesters have planned demonstrations against both summits, starting on June 21, and ranging from marches to all-night street parties. In June we will be on the streets and we will shut them down and show them our power, Farrah Miranda, leading a group called No One is Illegal, said at a media briefing in Toronto on Thursday. The struggle will continue in June on the streets of Toronto.Nine groups held the briefing under the banner of the G8/G20 Toronto Community Mobilization Network, which is co-ordinating the protest efforts.Activists say they have no plans for violent protests, but they do plan to make as much noise as they can and have been canvassing Toronto's marginalized neighborhoods for months to join in demands for social justice for a variety of groups. The group declined comment on the Ottawa firebomb attack, which damaged the bank property but caused no injuries.

Thankfully no staff or clients were harmed in this incident, Royal Bank said in a statement. We are not going to comment on the group that has claimed responsibility or respond to the inflammatory statements of those who use violence to communicate their views.A group calling itself FFFC-Ottawa, claimed responsibility for the attack in an online video, saying it struck at Royal Bank because it was a major sponsor of the 2010 Winter Olympics in Vancouver. The group said it would be at the G8 and G20 summits.

Police could not confirm the identity of the attackers.Protesters are expected to target big corporations during the June demonstrations, with the Royal Bank possibly coming under fire as Canada's largest lender and as a top banker to the oil sands, an industry criticized by environmentalists as a major source of pollution and greenhouse gases.(Reporting by Pav Jordan; editing by Rob Wilson)

15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.

19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

US envoy ends round of Israeli-Palestinian talks By MARK LAVIE, Associated Press Writer – Thu May 20, 12:22 pm ET

JERUSALEM – Israel considered goodwill gestures toward the Palestinians Thursday, as President Barack Obama's Mideast envoy wound up a second round of indirect Mideast peace talks.U.S. Embassy spokesman Kurt Hoyer said envoy George Mitchell left after meeting Israeli Prime Minister Benjamin Netanyahu Thursday. Hoyer gave no details of their talks, and there were no outward signs of progress.A statement from Netanyahu's office said they discussed the possibility of gestures toward the Palestinians. No details were given. In the past, Israel has taken down some West Bank roadblocks as a sign of goodwill. The statement said Israel expects that during the talks, the Palestinians will refrain from political activity against Israel, citing as an example the unsuccessful campaign to prevent Israel's acceptance into the Organization for Economic Cooperation and Development, a prestigious world economic body.Israel was voted into the OECD last week despite stiff Palestinian objections because of Israel's policies in the West Bank and Gaza Strip. The statement from Netanyahu's office said another part of the meeting was devoted to water issues, with experts from both sides taking part. The whole region is suffering from a long-term water shortage because of lack of rainfall. The statement said Israel believes regional cooperation is needed to confront the water issue.

Mitchell met Palestinian President Mahmoud Abbas earlier this week. Palestinians complained about statements by some Israeli Cabinet ministers about plans to continue construction in West Bank settlements and Jewish neighborhoods in east Jerusalem, which Palestinians claim as the capital of their future state. The indirect talks are set to continue for four months. All sides say they hope the talks will lead to direct negotiations, but the Palestinians have refused to sit down with Netanyahu unless he orders a total freeze in settlement construction. The sides have expressed support for dealing with core issues like borders, refugees, settlements and Jerusalem in the indirect talks, but there is no sign that these issues have come up or that progress has been made in the first two rounds. Mitchell inaugurated the indirect talks earlier this month. No date was announced for the next round of talks, in which Mitchell shuttles between Netanyahu's office in Jerusalem and Abbas' headquarters in Ramallah, a trip of about 10 miles (15 kilometers).

NUCLEAR WEAPONS WILL BE USED.

ISAIAH 66:15-18
15 For, behold, the LORD will come with fire, and with his chariots like a whirlwind, to render his anger with fury, and his rebuke with flames of fire.
16 For by fire and by his sword will the LORD plead with all flesh: and the slain of the LORD shall be many.
17 They that sanctify themselves, and purify themselves in the gardens behind one tree in the midst, eating swine's flesh, and the abomination, and the mouse, shall be consumed together, saith the LORD.
18 For I know their works and their thoughts: it shall come, that I will gather all nations and tongues; and they shall come, and see my glory.

9 Behold, the day of the LORD cometh, cruel both with wrath and fierce anger, to lay the land desolate: and he shall destroy the sinners thereof out of it.
10 For the stars of heaven and the constellations thereof shall not give their light: the sun shall be darkened in his going forth, and the moon shall not cause her light to shine.
11 And I will punish the world for their evil, and the wicked for their iniquity; and I will cause the arrogancy of the proud to cease, and will lay low the haughtiness of the terrible.
12 I will make a man more precious than fine gold; even a man than the golden wedge of Ophir.
13 Therefore I will shake the heavens, and the earth shall remove out of her place, in the wrath of the LORD of hosts, and in the day of his fierce anger.

ISAIAH 24:17-23 KJV
17 Fear, and the pit, and the snare, are upon thee, O inhabitant of the earth.
18 And it shall come to pass, that he who fleeth from the noise of the fear shall fall into the pit; and he that cometh up out of the midst of the pit shall be taken in the snare: for the windows from on high are open, and the foundations of the earth do shake.
19 The earth is utterly broken down, the earth is clean dissolved, the earth is moved exceedingly.
20 The earth shall reel to and fro like a drunkard, and shall be removed like a cottage; and the transgression thereof shall be heavy upon it; and it shall fall, and not rise again.
21 And it shall come to pass in that day, that the LORD shall punish the host of the high ones that are on high, and the kings of the earth upon the earth.
22 And they shall be gathered together, as prisoners are gathered in the pit, and shall be shut up in the prison, and after many days shall they be visited.

ZECHARIAH 14:12-13
12 And this shall be the plague wherewith the LORD will smite all the people that have fought against Jerusalem; Their flesh shall consume away while they stand upon their feet, and their eyes shall consume away in their holes, and their tongue shall consume away in their mouth.
13 And it shall come to pass in that day, that a great tumult from the LORD shall be among them; and they shall lay hold every one on the hand of his neighbour, and his hand shall rise up against the hand of his neighbour.

EZEKIEL 20:47
47 And say to the forest of the south, Hear the word of the LORD; Thus saith the Lord GOD; Behold, I will kindle a fire in thee, and it shall devour every green tree in thee, and every dry tree: the flaming flame shall not be quenched, and all faces from the south to the north shall be burned therein.

REVELATION 9:18
18 By these three was the third part of men killed, by the fire, and by the smoke, and by the brimstone, which issued out of their mouths.

HALF OF EARTHS POPULATION DIE DURING THE 7 YR TRIBULATION.(THESE VERSES ARE JUDGEMENT SCRIPTURES NOT RAPTURE SCRIPTURES)

LUKE 17:34-37
34 I tell you, in that night there shall be two men in one bed; the one shall be taken, and the other shall be left.
35 Two women shall be grinding together; the one shall be taken, and the other left.
36 Two men shall be in the field; the one shall be taken, and the other left.
37 And they answered and said unto him, Where, Lord? And he said unto them, Wheresoever the body is, thither will the eagles be gathered together.(Christians have new bodies, this is the people against Jerusalem during the 7 yr treaty)(Christians bodies are not being eaten by the birds).

MATTHEW 24:37-51
37 But as the days of Noe were, so shall also the coming of the Son of man be.
38 For as in the days that were before the flood they were eating and drinking, marrying and giving in marriage, until the day that Noe entered into the ark,
39 And knew not until the flood came, and took them all away; so shall also the coming of the Son of man be.
40 Then shall two be in the field; the one shall be taken, and the other left.
41 Two women shall be grinding at the mill; the one shall be taken, and the other left.
42 Watch therefore: for ye know not what hour your Lord doth come.
43 But know this, that if the goodman of the house had known in what watch the thief would come, he would have watched, and would not have suffered his house to be broken up.
44 Therefore be ye also ready: for in such an hour as ye think not the Son of man cometh.
45 Who then is a faithful and wise servant, whom his lord hath made ruler over his household, to give them meat in due season?
46 Blessed is that servant, whom his lord when he cometh shall find so doing.
47 Verily I say unto you, That he shall make him ruler over all his goods.
48 But and if that evil servant shall say in his heart, My lord delayeth his coming;
49 And shall begin to smite his fellowservants, and to eat and drink with the drunken;
50 The lord of that servant shall come in a day when he looketh not for him, and in an hour that he is not aware of,
51 And shall cut him asunder, and appoint him his portion with the hypocrites: there shall be weeping and gnashing of teeth.

US agrees to announce missile launches By GEORGE JAHN, Associated Press Writer – Thu May 20, 4:31 pm ET

VIENNA – The United States has agreed to notify other nations before it launches most ballistic missile tests or satellites, in a measure that builds on a landmark arms agreement with Russia and is meant to encourage Moscow to reciprocate. The American decision was contained in a confidential note made available Thursday to The Associated Press and confirmed by three diplomats familiar with the issue. The move is less far-reaching — or binding — than the treaty signed last month by the U.S. and Russian presidents that outlines cuts in both nations' massive nuclear arsenals. But it is significant in reflecting Washington's determination to build on the success of that agreement. For years, Russia voluntarily provided such pre-notifications regarding the launch of ballistic missile tests or satellites. But it stopped doing that two years ago, complaining that the U.S. and other nations were not following suit. One senior diplomat familiar with the issue said that Moscow is now expected to resume its reporting. That would add to the confidence building that received a huge push with last month's signing of the nuclear arms agreement.

The United States ... will provide pre-launch notification of commercial and National Aeronautics and Space Administration (NASA) space launches as well as the majority of intercontinental ballistic and submarine-launched ballistic missile launches, said the note forwarded to HCOC, an organization overseeing efforts to curb the spread of such weapons. The wording indicated that not all missile tests would be subject to pre-notification, but it was not clear from the note what would be exempt.

The U.S. decision was conveyed to the other 129 HCOC member states on May 7, judging from the date on a cover letter accompanying the American note and signed by Austria's Foreign Ministry, which administers the Vienna-based Hague Code of Conduct against Ballistic Missile Proliferation. The U.S. initiative comes as Washington presses the U.S. Senate to ratify the arms reduction treaty signed April 9 in Prague with Russia, arguing the passage is vital to U.S. efforts to persuade other countries not to build atomic weapons. If ratified, the New START pact would limit each country's stockpile of nuclear warheads to 1,550, down from the current level of 2,200 — bringing the arsenals to a level last seen in the 1950s. The treaty would remain in effect for 10 years.HCOC members plan to meet at the end of this month and the beginning of June, and the senior diplomat — who, like his colleagues, agreed to discuss the confidential issue in exchange for anonymity — said the Americans were expected to expand on their pre-notification plans then. But his two counterparts said Washington already was acting on its commitment, with the U.S. administration informing the HCOC of NASA plans to launch Atlantis from Kennedy Space Center before the May 14 liftoff of the space shuttle. In suspending its pre-launch notifications, the Russian Foreign Ministry had complained about many signatories of the code "chronically" failed to fulfill their obligations. It said the U.S. was not serving notices on launches of its ballistic missile tests — projectiles launched to drop on their targets from high altitudes — and about half of the signatories fail to submit annual declarations about their missile activities.Four nuclear weapons states that adhere to the Nonproliferation Treaty — the U.S., Russia, Britain and France — are HCOC members. But China, the fifth, has not joined, nor have NCOC outsiders India and Pakistan, which both posses ballistic missile capabilities.Other non members are North Korea — which has tested nuclear arms — and Iran, which the West fears is trying to develop a nuclear arms program. Both are believed to be working on long-range ballistic missiles capabilities.Associated Press writer Vladimir Isachenkov contributed to this report from Moscow.
