President Lee Calls for Institutionalization of G-20 Summit SEPT 20,09

President Lee Myung-bak on Sunday pushed for the G-20 to take permanent leadership of the global economy, as the ongoing global financial crisis and other challenges have required the involvement of a larger number of countries, Yonhap News reported.

The South Korean leader departed for the United States later in the day to attend the third G-20 summit slated for Friday in Pittsburgh, Penn. He will attend a U.N. summit on climate change in New York before heading to the G-20 gathering. As seen in the coordinated response to the current crisis through the G-20, the positive effects of globally coordinated policy responses far outweigh unilateral actions by individual countries combined,Lee was quoted as saying in an article contributed to the G-8 Research Center of Canada's University of Toronto.The G-20 summit, consisting of 20 advanced and developing economies, took on an expanded role in the wake of the global economic debacle that started last year, replacing the leadership of the Group of Eight (G-8) advanced economies.The G-20 summit process has already shown its usefulness in effectively dealing with major global issues for speedier globally concerted actions,President Lee said.Furthermore, I would like to re-emphasize the fact that what made the current global financial and economic crisis different from the Great Depression in its severity and duration is definitely the globally concerted policy endeavors mounted, especially on the part of the G-20,Lee said.

PITTSBURGH – An anti-war group plans to set up a tent city during the Group of Twenty economic summit this week to focus attention on the plight of women and children made refugees by war.

The group, Code Pink, will be among many groups and thousands of activists aiming to use the G-20 summit to spotlight causes including the environment and social injustice.History shows protesters can successfully use media-saturated events to push their causes, such as when demonstrators at the 1988 Olympics in Seoul were credited with forcing South Korea's shift to democracy, said Mauro Guillen, a globalization expert at the University of Pennsylvania's Wharton School of Business.

They just want to attract the attention away from the official agenda and put other things on the agenda,Guillen said.Protests can also turn violent. In 1999, 50,000 protesters shut down World Trade Organization sessions in Seattle as police fired tear gas and rubber bullets. There were some 600 arrests and $3 million in property damage. At the most recent G-20 meeting, held in London in April, thousands of people protested, and one man died after a confrontation with police.Domenico Lombardi, who sits on the advisory board of the G-20 research group that provides materials to the G-20 participants — 19 world leaders and representatives of the European Union who control more than 85 percent of the world's money — said the summit is a good target for protesters.One of the most prominent issues raised by protesters involves globalization, a term that encompasses everything from technologies to economic policies that have made the world borderless and interdependent,Guillen explains.Protesters say the ill effects of globalization can be seen in developing countries disproportionately affected by fluctuating commodity prices or communities left dangling when industries move to other places, Guillen said.It's useful to think about winners and losers, and as a society, it's important to remember the losers,he said.What do you do about the people who are being left behind?

Fathali Moghaddam, a Georgetown University psychology professor whose book The New Global Insecurity comes out in January, said all issues are linked to globalization. For example, Moghaddam calls the environmental protesters green fundamentalists who believe that globalization is ruining the environment, ruining local economies, ruining local cultures and that corporate values are being put above everything else and corporate values are global.The enemy they see out there are these political leaders who they believe represent either corporate interest or imperial interest or some interest that is helping globalization,Moghaddam said.None of the summit members represents a poor country,and the issues that really affect large areas of the world are not being tackled,added Lombardi, also a senior fellow at the Brookings Institution's Global Economy and Development Program.Now that they are faced with the pleasant prospect of rebound of the global economy ... they can focus on broader issues, such as climate change, sustainable growth, food security, issues of interest to the world at-large,Lombardi said.The more organized and established protest groups have scheduled events for the week. One of the larger events, The People's March, is being organized for Friday by the Thomas Merton Center, a Pittsburgh activist group that cites peace and social justice as its objectives.I think part of this is public education and public involvement, getting the word out on the many issues that exist,spokeswoman Melissa Minnich said.The G-20 isn't simple enough that you can sum it up in one issue.Pete Shell, of the group's anti-war committee, said instead of funding wars, the U.S. ought to be investing in jobs, housing issues and alternative energy.On Wednesday, several thousand people are expected downtown for a festival and rally for clean energy jobs at the city's Point State Park. The event is organized by state Sen. Porter, a critical care nurse and mother of two who lives in the suburbs, said she became an activist after the terror attacks of Sept. 11, 2001. She had begun to question the world around her and wondered why others would cause America harm and why the U.S. declared war on Iraq.Her husband is a staunch Republican who she said doesn't agree with her activism, which she says has taken time away from her daughters, ages 12 and 16. The other night, she spent 2 1/2 hours on the phone with an attorney preparing for a federal court case on whether Code Pink could use the park. The group won.For a really long time, I wasn't conscious and I wasn't active, she said.But there's no going back. I can't imagine my life any other way.

WASHINGTON (Reuters) - U.S. President Barack Obama begins his biggest week yet on the world stage, facing pressure for results on an agenda of rekindling Middle East peace talks, tackling climate change and reshaping financial regulations.Obama's global starpower remains strong but doubts are emerging about what he can deliver in a week in which he will make his United Nations debut and host a financial summit.

The nuclear dispute with Iran and the Afghanistan war will be among the top issues as Obama begins three days of U.N. meetings on Tuesday. He will lay out his foreign policy vision in his first speech to the U.N. General Assembly on Wednesday.In the shadow of a financial meltdown that triggered fears of another Great Depression, he will lead a summit of the Group of 20 biggest economies on Thursday and Friday in Pittsburgh.Obama got a rapturous welcome overseas when he succeeded President George W. Bush eight months ago, winning plaudits for his rhetorical gifts, his multicultural background and his promise to break with Bush's unpopular go-it-alone style.He has made major strides toward keeping his pledge to restore Washington's reputation abroad, but analysts say he needs more concrete results to show for it.

Russia and China have not agreed to new sanctions on Iran, Europe will not send significantly more troops to Afghanistan and his efforts to jump-start Middle East peace appear set to yield only a three-way meeting in New York that the White House hopes will lay a foundation to resume talks in the future.At home, Obama's once sky-high approval ratings have tumbled in recent months amid a heated debate over his proposal to reform the healthcare system as well as doubts about his handling of the economy.

EUPHORIA BEGINS TO FADE

Analysts said Obama's weaker domestic popularity probably would not undercut his leadership at the United Nations and G20. But there will be less of the euphoria that marked the summits of his first months in office, including a whirlwind European tour in April where he got a rock-star reception.We are past this euphoric moment where the president is making his introduction onto the world stage,said Heather Conley, a European affairs expert at the CSIS think tank.As we transition from this great euphoria, I think we're starting to see a little bit of disquiet set in,Conley said, adding that European leaders were impatient for Obama to turn details into action on climate change and financial reform.The rancor over healthcare has left in doubt Obama's hopes of passing climate legislation before the Copenhagen global warming summit in December. The bill under consideration falls short of the robust measures Europe had hoped to see.Europeans, blaming Wall Street recklessness for the crisis that plunged the world into recession, also worry the drive to tighten U.S. financial rules may get sidelined in Congress.A fight had been looming at the G20 over bonuses for bank executives but leaders have signaled movement toward a compromise. French President Nicolas Sarkozy, who has pushed bonus caps, had threatened to walk out of the G20 over the issue but has since softened his stance.

Obama opposes caps but supports ways to recalibrate pay to remove incentives for recklessness, and the Federal Reserve is close to proposing new rules on the issue.
With the G20 set to consider ways to revive the stalled Doha round of world trade talks, Obama's decision to slap new tariffs on Chinese tires is expected to hamper his ability to lead a call against protectionism and has upset Beijing.James Lindsay, a former Clinton administration adviser, said Obama would receive a warm reception from foreign leaders but reality is setting in.Expectations for what President Obama was going to deliver were far too high,he added.The reality of the presidency is that the moment he starts to make decisions, he starts alienating people.There's always going to be disappointment because countries have read into Obama all of their hopes and dreams,said Lindsay, who is now at the Council on Foreign Relations.

BREAKTHROUGHS UNLIKELY ON MIDEAST

Obama is to sit down on Tuesday with Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas but no breakthroughs are expected.Obama's agenda in New York includes one-on-one talks with Russian President Dmitry Medvedev, Chinese President Hu Jintao and new Japanese Prime Minister Yukio Hatoyama.A top focus at the United Nations will be preparations for talks planned for October 1 between Iran and other world powers, including the United States.Obama vowed during his campaign to pursue broader engagement abroad, including with Tehran, but unrest in Iran after its disputed June election has complicated that pledge.Obama has sought Russian and Chinese support for ratcheting up pressure on Iran over its nuclear enrichment program.In a move Obama insisted was not aimed at placating Russia, he has said he will shelve a Bush-era missile defense plan for Eastern Europe and replace it with a new version. Obama has faced criticism at home from Republicans who accuse him of weakening Western security and making a concession to Russia.Obama on Thursday will become the first U.S. president to chair a U.N. World leaders should make rebalancing the world economy the priority for next week's Group of 20 summit in Pittsburgh, says the head of the International Monetary Fund.In an interview with the Financial Times, Dominique Strauss-Kahn urged the G20 leading industrialised and developing nations to provide the political leadership that had been missing in past efforts to reduce economic imbalances while supporting global growth.We need to have rebalancing of growth and increase in consumption in the emerging markets to have enough growth in the short term,he said.We also need to define what the long-term growth model will be.Mr Strauss-Kahn's comments endorse a US-led push to make more balanced global growth - less reliant on debt-fuelled consumption by US consumers - a key theme of the Pittsburgh summit.The IMF chief said his organisation had been stressing the need to rebalance the global economy for some time.Multilateral consultations have been held on this topic with conclusions accepted on all sides and nothing happened,he said.We need the G20 to put some steam behind this. The G20 can provide the political leadership while the IMF can provide expertise and capacity. The IMF or World Bank is unable to do this alone.G20 officials have discussed a peer-review process by which they would hold each other account-able for implementing policies that move in this direction.

The US drive is backed by most European nations, but China appears wary that such a process could be used to put pressure on it to reduce its trade surplus and revalue its currency.What they need to do is to try to define together what is the realistic path of adjustment,said Mr Strauss-Kahn.He said that global imbalances - big differences in national savings, consumption and investment rates reflected in large trade deficits and surpluses - were bad and can be causes of disruptions. There was no reason why we would want a situation in the long term in which there are countries with large surpluses and countries with large deficits,he added.In the short term, the crisis had resulted in some narrowing of imbalances, with China boosting domestic demand through loans and government spending at a time when there has been a striking increase in US household savings.But Mr Strauss-Kahn pointed out that higher US savings meant that US consumption would no longer drive global activity.The question is what will be the global growth engine? There is no easy answer.The US consumer will consume less; Chinese consumers, Indian consumers, Brazilian consumers will probably consume more. But will the second group offset the first one? The International Monetary Fund has approved a sale of 403 metric tonnes of gold reserves, in a move likely to raise $13bn (£8bn) of cash to replenish its coffers for lending to low-income countries hit by the global economic downturn.The sale amounts to roughly an eighth of the institution's stockpile of the precious metal and comes as gold prices hit record highs, boosted by investors seeking safety away from volatile stockmarkets.Dominque Strauss-Kahn, the IMF's managing director, said sales would be conducted in a responsible and transparent manner that avoids disruption to the gold market. Speaking after a meeting of the IMF's executive committee, he said the initiative would put the financing of the IMF on a sound long-term footing and enable us to step up much needed concessional lending to the poorest countries.Among those pushing for the IMF to raise funds was Gordon Brown, who urged his counterparts to agree a sale at a meeting of G20 countries in London in April.Charities have also been pressing for a sale of gold. A coalition including Oxfam and the campaigner Bob Geldof has been urging the IMF to raise as much as $5bn.

Possible buyers for some of the gold include China, Russia and India, which are keen to reduce their holdings of US dollars, wary of the size of America's burgeoning budget deficit. A portion of the gold is likely to be auctioned on the open market.
The price of gold has topped $1,012 a troy ounce in recent months, slipping by $3.10 yesterday to $1,009.20. A single troy ounce is roughly 31.1 grams.The last time the IMF sold a significant quantity of gold was in 2000, when the 186-nation Washington-based institution was prompted to raised funds by economic crises in Brazil and Mexico.A portion of the proceeds from the gold sale will go towards establishing a permanent endowment for the IMF – a project which has raised opposition among conservative critics who view it as a way for the IMF to guarantee its existence.

Skip to next paragraph BERLIN (Reuters) - The Group of 20 economic powers must produce concrete results at a summit next week that go beyond the agreements they reached at a meeting in April, German Chancellor Angela Merkel said on Friday.The Pittsburgh G20 summit, the third since the demise of Lehman Brothers a year ago which raised fears of another Great Depression, is set to focus on tougher financial regulation and what comes next, now that there are tentative signs of recovery.It is very important that we get concrete results that go well beyond what was agreed in London,Merkel told a news conference in Berlin.The G20 agreed in London to extend regulation and oversight to all systemically important financial institutions, instruments and markets and Merkel wants world leaders to agree a regime to give this pledge substance.A new framework for financial market regulation should be in place by the middle of next year, she said, pressing Germany's drive for tighter regulation to rein in the unbridled capitalism it blames for the global crisis.

World leaders are especially sensitive to the fact that many voters believe big bonuses led to excessive risk-taking in the banking sector and helped trigger the crisis.A deal on curbing bankers' bonus is of particular interest to Merkel, who is seeking re-election in a vote on September 27, just after she returns from Pittsburgh.European Union leaders agreed on Thursday to seek curbs on bankers' bonuses at the summit and said they wanted evidence the recession is over before they stop spending to prop up their economies.EU Monetary Affairs chief Joaquin Almunia said it is likely the G20 will agree to set limits on bankers' bonuses.It is possible to fix limits, conditions...I think this is the most likely outcome of the G20 meeting next week,he told Spain's Cadena Ser radio.Almunia also said a so-called "Tobin tax" on world financial transactions is an excellent idea but needs work before it could be put into practice.Merkel said late on Thursday the possibility of a global tax on financial market deals had been discussed by EU leaders at a meeting in Brussels, adding that the idea was brought up by Germany and Austria with support from Britain and France.German Finance Minister Peer Steinbrueck said on Friday he would press the G20 to examine the idea at the Pittsburgh summit but that he did not see a consensus on the issue.

The G20 leaders are also set to discuss how the world can stop the global imbalances that have plagued the world economy for so many years reappearing when recovery finally comes.Policymakers are trying to work out where economic growth can come from if the U.S. consumer is no longer able to drive prosperity and are looking for ways to ensure surplus countries boost their own demand and deficit countries save more.But they are also conscious that the crisis may have actually made it harder to persuade surplus countries not to build up large currency reserves to protect themselves against future credit crunches.

British Prime Minister Gordon Brown said the International Monetary Fund could help.

If the virus takes hold in the poorest nations, millions could die and the economies of fragile countries could be destroyed.Health ministers around the globe were sent the warning on Thursday in a report on the costs of averting a humanitarian disaster in the next few months. It comes as officials inside the World Health Organisation, the UN's public health body, said they feared they would not be able to raise half that amount because of the global downturn.

There needs to be recognition that the whole world is affected by this pandemic and the chain is only as strong as its weakest link. We have seen how H1N1 has taken hold in richer nations and in the southern hemisphere. It was commissioned in July after Ban ki-moon, the UN's secretary general, expressed concern that the H1NI virus could have a severe impact on the world's poorest countries.It paints a disastrous picture for the world's most vulnerable people unless there is immediate action.There is a window in which it will be possible to help poor countries get as ready as they can for H1N1 and that window is closing rapidly,it says.Countries where health services are overburdened by diseases, such as HIV/Aids, tuberculosis and malaria, will have great difficulty managing the surge of cases. And if the electricity and water sectors are not able to maintain services, this will have serious implications for the ability of the health sector to function.If suppliers of fuel, food, telecommunications, finance or transport services have not developed plans as to how they would continue to deliver their services, the consequences could be significantly intensified,it adds.

The 47-page report provides a detailed breakdown of the basic needs of 75 vulnerable countries with the weakest capacity to withstand an escalation of the virus. Six countries from Latin America, including Cuba and Bolivia, 21 countries from Asia and the Pacific such as North Korea and Bangladesh, and 40 countries from Africa such as Congo and Eritrea are included in the survey.UN officials say in the report that £700m should be spent on antiviral drugs and vaccines to protect health care workers and other essential personnel as well as cover those suffering from severe illness. They have identified 85 countries that do not have the ability to access vaccines from any other source and intend to cover 5-10% of each population.A further £147m should be put aside to organise vaccine campaigns, improve communications, monitor levels of illness and improve laboratory capacity in 61 countries, the report claims. The remainder should be used to pay for the WHO and other UN-related organisations to help in these countries as well as an emergency fund for additional antiviral medicines, it argues.The UN's efforts were boosted last week when nine countries, including Britain and the US, pledged to give the equivalent of a 10% share of their swine flu vaccine supply to help fight the deadly virus's global spread. In Britain, Douglas Alexander, the development secretary, pledged to give £23m.Some officials within WHO believe, however, that this will not be enough. One said that richer countries were reluctant to pay out all of the money that was needed.The downturn means that governments countries are reluctant to give,he said.

If we are not careful, the virus could destroy a burgeoning economy or democracy.The UN's request for the money comes as the virus begins to establish itself in some of the world's most vulnerable countries. On Wednesday, health officials told one website that the African continent had recorded 8,187 confirmed cases of swine flu and 41 deaths.Swine flu was declared a pandemic in June and has since been identified in 180 countries. Pandemic experts believe that the western world, including Britain, is facing a second wave of the virus.

I was recently being interviewed by a major U.S. news network when the reporter interviewing me came up with this humdinger: There are no adjuvants being used in the swine flu vaccines, he said! I assured him that adjuvants were, indeed, a crucial part of the vaccine recipe, and they were being widely used by drug companies to stretch the vaccine supply. It’s no secret. But he insisted he had been directly told by a drug company rep that no adjuvants were being used at all. And he believed them! So everything being published by this large news network about swine flu vaccines now assumes there are no adjuvants in the vaccines at all.

Lie #2 – The swine flu is more dangerous than seasonal flu

This lie is finally starting to unravel. I admit that in the early days of this pandemic, even I was concerned this could be a global killer. But after observing the very mild impact the virus was having on people in the real world, it became obvious that this was a mild flu, no more dangerous than a seasonal flu.The MSM, however, continues to promote H1N1 swine flu as being super dangerous, driving fear into the minds of people and encouraging them to rush out and get a vaccine shot for a flu that’s really no more likely to kill them than the regular winter sniffles. Sure, the virus could still mutate into something far worse, but if it does that, the current vaccine could be rendered obsolete anyway!

Lie #3 – Vaccines protect you from swine flu

This is the biggest lie of all, and the media pushes it hard. Getting a vaccine, they insist, will protect you from the swine flu. But it’s just flat-out false. When the swine flu vaccines were first being announced several months ago, they were described as being made with attenuated live virus.This was directly mentioned in CDC documents, among other places.This term apparently freaked out the American news consumer, and it has since been all but erased from any discussion about vaccines. Now, journalists will actually argue with you and insist the vaccines contain no attenuated live viruses whatsoever.Except they’re wrong. The vaccines are, indeed, made with attenuated live viruses. That’s how you make a vaccine: You take live viruses, then you weaken them (attenuate) and inject them into people.

Lie #8 – Wash, wash, wash your hands (to avoid exposure)

This idea of washing your hands a hundred times a day is all based on the assumption that you can avoid exposure to the swine flu virus. But that’s impractical. The virus is now so widespread that virtually everyone is certain to be exposed to it through the air if not other means. This whole idea of avoiding exposure to the swine flu virus is nonsense. The conversation should shift to ways to survive exposure via a healthy immune system.Of course, hand washing is a very good idea in a hospital setting. Lie #9 – Children are more vulnerable to swine flu than adults
This is just a flat-out lie, but it makes for good vaccine sales. Vaccines are right now being targeted primarily to schoolchildren.

The mainstream media absolutely refuses to print just about any story that talks about using vitamin D, anti-viral herbs or natural remedies to protect yourself from swine flu. In the MSM, there are two options and only two: Vaccines and Tamiflu. That’s it. No other options exist in their fictional reality.Why is the mainstream media so afraid to print the truth these days? Why can’t reporting on swine flu see the light of day… literally, with a mention of sunlight and vitamin D? An underground malware and hacking forum got a taste of its own medicine when it was itself hacked by a digital vigilante.A post from F-Secure says the underground pakbugs.com forum drew malicious hackers who bought and sold malware, stolen credit card numbers and the like. That is, until someone going by Catch Them broke into the site and gathered the full list of registered users, including their forum passwords and e-mail addresses, which the vigilante then posted to the Full Disclosure security mailing list. The F-Secure post includes screen shots of the pakbugs site and the users list.F-Secure says the site has been going up and down since the event, and it's not responding when I check it (from a Linux test machine, probably not a good idea to visit underground hacking sites using your Windows desktop). MOSCOW – Russian President Dmitry Medvedev says Israeli officials have assured him that they are not planning a military strike on Iran. In an interview with CNN television broadcast Sunday, Medvedev also confirmed that Israeli Prime Minister Benjamin Netanyahu made a secret visit to Moscow this month that included a meeting with the Russian president.In a transcript of the interview released by the Kremlin, Medvedev hedges on the question of whether Russia would support Iran if it were attacked by Israel.Although Russia has no defense agreement with Iran this does not mean we would like to be or will be indifferent to such an occurrence. This is the worst thing that can be imagined,Medvedev said of a potential Israeli strike.What would happen after that? Humanitarian disaster, a vast number of refugees, Iran's wish to take revenge — and not only upon Israel, to be honest, but upon other countries as well.But my Israeli colleagues told me they were not planning to act in this way, and I trust them,Medvedev said.It was not clear whether those referred to included Netanyahu.
