Jeremiah Wright's altar call one Sunday morning about 16 years ago.The politician could have ended his spiritual tale right there, at the point some people might assume his life changed, when he got saved, transformed, washed in the blood. So how did he become a churchgoer?

It began in 1985, when he came to Chicago as a $13,000-a-year community organizer, working with a number of African-American churches in the Roseland, West Pullman and Altgeld Gardens neighborhoods that were trying to deal with the devastation caused by shuttered steel plants.I started working with both the ministers and the lay people in these churches on issues like creating job-training programs, or after-school programs for youth, or making sure that city services were fairly allocated to underserved communities,he says.And it was in those places where I think what had been more of an intellectual view of religion deepened. I became much more familiar with the ongoing tradition of the historic black church and its importance in the community. And the power of that culture to give people strength in very difficult circumstances, and the power of that church to give people courage against great odds. And it moved me deeply.Obama says he reads the Bible, though not as regularly as he'd like, now that he's on the campaign trail. But he does find time to pray. It's not formal, me getting on my knees,he says.I think I have an ongoing conversation with God.... I'm constantly asking myself questions about what I'm doing, why I am doing it.The biggest challenge, I think, is always maintaining your moral compass.Friends and advisers, such as the Rev. Michael Pfleger, pastor of St. Sabina Roman Catholic Church in the Auburn- Gresham community on the South Side, who has known Obama for the better part of 20 years, help him keep that compass set, he says.I always have felt in him this consciousness that, at the end of the day, with all of us, you've got to face God,Pfleger says of Obama. Faith is key to his life, no question about it. It is central to who he is, and not just in his work in the political field, but as a man, as a black man, as a husband, as a father.... I don't think he could easily divorce his faith from who he is.Another person Obama says he seeks out for spiritual counsel is state Sen. James Meeks, who is also the pastor of Chicago's Salem Baptist Church. The day after Obama won the primary in March, he stopped by Salem for Wednesday-night Bible study.I know that he's a person of prayer, Meeks says.The night after the election, he was the hottest thing going from Galesburg to Rockford. He did all the TV shows, and all the morning news, but his last stop at night was for church. He came by to say thank you, and he came by for prayer.

Obama admits it's not easy for politicians to talk about faith.

Part of the reason I think it's always difficult for public figures to talk about this is that the nature of politics is that you want to have everybody like you and project the best possible traits onto you,he says.Oftentimes, that's by being as vague as possible, or appealing to the lowest common denominators. The more specific and detailed you are on issues as personal and fundamental as your faith, the more potentially dangerous it is.The difficult thing about any religion, including Christianity, is that at some level there is a call to evangelize and proselytize. There's the belief, certainly in some quarters, that if people haven't embraced Jesus Christ as their personal savior, they're going to hell.Obama doesn't believe he, or anyone else, will go to hell.But he's not sure if he'll be going to heaven, either.I don't presume to have knowledge of what happens after I die,he says. When I tuck in my daughters at night, and I feel like I've been a good father to them, and I see in them that I am transferring values that I got from my mother and that they're kind people and that they're honest people, and they're curious people, that's a little piece of heaven.

Proprietary Program Used To Manipulate Markets Stolen From Goldman Sachs

A Russian immigrant living in New Jersey was reportedly being held on federal charges of stealing top-secret computer trading codes from a major New York-based financial institution -- which it turns out, is none other than Goldman Sachs.Sergey Aleynikov allegedly tried to steal the secret code to unlocking Goldman Sach's automated stock and commodities trading business -- computer codes and related-trading files that help this major financial institution generate millions of dollars in profits each year.The software appears to give Goldman Sach's an advantage over its competition when it comes to rapid-fire trading of stocks and commodities. It quickly processes rapid developments in the market and uses top-secret mathematical formulas that allow Goldman Sachs to make highly-profitable automated trades. The markets have been manipulated for some time.Aleynikov, who has lived in the U.S. for 19 years, began working for Goldman Sachs in May 2007 as a computer programmer and left in early June according to the FBI.Reuters reports that Aleynikov had a LinkedIn bio that says he joined Goldman Sachs in May 2007 and that he was the vice president for equity strategy for Goldman Sachs and that he was responsbile for development of a distributed real-time co-located high-frequency trading platform, a platform that is decribed as a very low latency (microseconds) event-driven market data processing, strategy and order submission engine.

Someone Could Potentially Outswindle the Swindlers

Federal authorities believe Aleynikov may have had help. Aleynikov allegedly uploaded the stolen information to a German website that is registered to a person in London, leading to speculation that this may be a case of international espionage. It's unknown how many people, if any, accessed the software that was uploaded to the German website but it is still out there.A U.S. Attorney is quoted in Bloomberg News as saying that there is a danger that somebody who knew how to use this program could use it to manipulate markets in unfair ways and it could harm Goldman Sachs if the stolen software that is worth millions is disseminated. As noted by Ars Technica, when U.S. government prosecutors claim that the release of Goldman's program could potentially expose markets to manipulation, what they're really saying is that some unknown party could use it to out-manipulate Goldman Sachs, and possibly even do something more ambitious like frustrate Goldman's platform so that it fails while at the same time finding some way to short it. In other words, someone could potentially outswindle the swindlers.Time will tell what kind of fallout this will have for Goldman Sachs. We need to learn more about the software used by Goldman Sachs, and how it was used to manipulate the market, and if anyone was helping Aleynikov. As noted by Reuters, this case has the potential to shed a light on the inner workings of an important profit center for Goldman Sachs and other Wall Street firms. We also need to find out why the NYSE is helping keep trades made by Goldman Sachs covered up.

NYSE Changes Reporting Methodology for Goldman Sachs

Aleynikov's case could explain why the New York Stock Exchange (NYSE) decided to alter its methodology for reporting program stock trading -- a move that appears to have been intentionally designed to keep stock market manipulation perpetrated by Goldman Sachs for their own gain covered up.The new rule instituted by the NYSE removes the rule that required any company carrying out program trading -- large computer-automated trades worth more than $1 million -- to report the trades to the NYSE which made the information available to the public. The new rule makes it virtually impossible to track what's going on in the NYSE, and appears to have been designed to shield Goldman Sachs in particular.Goldman Sachs may have asked the NYSE to change its reporting methodology when it was discovered that someone might have cracked the proprietary computer codes used by Goldman Sachs to manipulate the stock market.By making sure that there is no transparency, as noted by Zero Hedge, the NYSE will be able to cover up the complete dominance that Goldman Sachs exerts over the NYSE, ending the weekly Program Trading updates disclosed every Thursday indicating that Goldman Sachs has singlehandedly captured all of NYSE's program trading. That's not good since it means that the NYSE can manipulate the data and release it however they see fit. Goldman Sachs Could Easily Manipulate the Market

Executive Order 12631 was signed on March 18, 1988 by then-President Ronald Reagan, after the biggest one-day market loss in history -- also known as Black Monday -- when the Dow Jones Industrial average dropped 508 points on October 19, 1987. Executive Order 12631 created the Plunge Protection Team, a working group that was designed to keep the markets operating in the event of a sudden plunge in stock prices.One of the ideas from the Plunge Protection Team was a circuit breaker that would put an immediate halt to trading to give investors time to calm down before liquidating their assets in the stock market. Adding more credibility to the fact that Goldman Sachs has been defrauding Americans out of billions of dollars for years -- with the help of a corrupted, bought off U.S. government -- is the fact that the permanent members of the Plunge Protection Team are Goldman Sachs alumni. Since 1988.Goldman Sachs has also profited greatly from a deal with our Federal government regarding a new program instituted by the Feds called The Supplemental Liquidity Provider Program (SLP) that supposedly provides market liquidity for selected groups of 500 different NYSE stocks per SLP participant. Any guesses on who the only active participant in the SLP program is? Yep! It's Goldman Sachs.Again, Goldman Sachs alumni are at the helm of the Plunge Protection Program,also known as the President's Working Group On Financial Markets, making it feasible that Goldman Sachs could have easily been frontrunning the rest of the market using their secret proprietary program, easily manipulating the market. Putting those in charge who are responsible for defrauding billions from Americans for the past several decades is both pointless and criminal, yet it continues unabated. The long path from Eurodollar to United Currency

History of the name and logo of the United Future World Currency, which began a number of years ago.In 1996, Sandro Sassoli had the brilliant idea that the Ecu, as the Euro was then known, was not the only opportunity for linking different countries together. Dr. Sassoli is an Italian journalist with a number of high-profile projects to his name. He worked on the ITALIA 90 World Cup campaign, promoting a range of products tied to the official mascot and logo, and inventing the Platinum Ball Trophy. As Chief of Special Programs, he developed a Year 2000 Medals project on behalf of the Italian State Mint. He was also responsible for the Gold Books program, which featured pages in real gold, and official celebrations to mark the end of the Italian Lira (The Last Day of the Lira at Rome’s Trevi fountain, and the Monument to the Lira, made by real coins).Against this professional background, Dr. Sassoli believed that another new currency could be possible in the wake of the new European single currency. Giving the new future currency the draft name Eurodollar, Dr. Sassoli believed that the Eurodollar was a natural consequence of the historical ties between Europe and the United States. A centuries-old relationship formed by common roots, views and goals and a similar melting pot of different races. An ideal Manifesto for the program, comprising 10 articles, was drafted in Brussels in 1996. This document has been modified since then, and is now definitive.

As Head of Special Projects for the Italian State Mint and Printing Bureau, in 1997-98Dr. Sassoli came up with the idea of a new project for 2000, entitled Gold for the Third Millennium – The world united by the wings of peace. The project involved the joint efforts of the Italian State Mint, the Royal Canadian Mint, the Cape Mint of South Africa, the Casa de Moneda (Mexico), and the Perth Mint Australia. This would later be considered as a prelude to the UFWC (United Future World Currency) project. A number of Eurodollar samples were created. In 2000, Dr. Sassoli registered the Eurodollar trademark and embarked upon a project for the coin. The coin design featured the DNA helix, mixing the symbols of the US Dollar and Euro. This was followed by other samples and projects over the years…This year, Dr. Sassoli asked Luc Luycx (creator of the uniform side of the Euro coin, from the Royal Belgium Mint) and Laura Cretara, chief engraver of Italian State Mint who created the “500 Lire” dual-metallic coins and the Italian side of the 1 Euro coin (Leonardo’s Vitruvian man), to begin work on a new design for an international currency program.
In addition, Dr. Sassoli asked Rome University’s Engineering Dept. to study the potential for a new coin with a high level of protection against counterfeits. In short, an intelligent coin that can communicate with mobile phones, give and receive inputs and be recognized as fake or authentic.The path we have embarked upon is long, and we have only just started. The future of this project, and its benefits, remain unpredictable.Nonetheless, there is great hope and expectation that truly, one day not too far from now, even if only partially at first, the world really can be United by a Coin.

Unity in diversity is the foundation that drives this initiative, which started up in 1996. Its aim is to bring people together and go beyond national stereotypes. The relationship between Europe and America, and between the United States and many Countries from the five continents, is based on common cultural traditions and sustained by a parallel vision of the world. It is driven by the highest concepts of brotherhood and peace. These relations are cultivated through global dynamics whose purpose is to fulfill social, political and economic objectives, in full respect of the values and national identities that found countries' respective constitutions.

ART. 3

It is therefore our wish to bring to life the project for a common currency, which has been given the provisional names, Eurodollar/Dollaeur (initially), United Money, then United Future World Currency. It would symbolize not only the economic, but also the human, social, political, and spiritual bonds between the Nations of different Continents that hold similar ideals.

ART. 4

The common currency project is a highly important step towards bringing people together. It is a means of understanding, provides reference and reinforces different identities that share principle objectives. Competition in respective markets remains free, and the basic principles of participating countries' national identities will be safeguarded.

ART. 5

We are determined to raise awareness of this project among as many people as possible in all Continents. We are focused particularly on the active involvement of young people, especially from schools. Indeed, young people represent the strongest, most concrete vehicle for spreading this initiative. They are also the potential future beneficiaries of this large step forward towards unification and the creation of a world that responds better to the requirements of the new Millennium, as it gradually breaks down social and ideological barriers.

ART. 6

Renewed cultural interest in the Economy comes as a result of shifting perceptions of currency as a whole. This follows on from the debate opened by the introduction of the Euro. Through this Project, students, including from a very young age, can become familiar with basic economic issues. The latter are increasingly important in a new society of widespread wellbeing.

ART. 7

A joint Committee will be selected. It will include experts from a wide variety of disciplines. Everyone will be free to offer their own contribution to the project. This committee will also form the Jury that selects the most interesting ideas, proposals and projects demanded by different initiatives underway.

ART. 8

There will be an information and support campaign to coordinate working groups, committees and clubs, implemented through organizations, bodies and associations. There will be a consideration period for all contributions regarding the expansion, comparison and development of: issues and technical problems; optimizing legislative instruments and procedures; and fulfilling the obligations of the new Currency.

ART. 9

Trials will be carried out at important international events, aimed at awareness, education and promotion. United Money currency (banknotes and coins) trials will be entrusted to the best international professionals and experts in the appropriate fields. Time will be set aside to explore technologically-advanced security and counterfeiting issues, which a future Currency will have to keep in check. This will involve the most prestigious and trustworthy public and private bodies, including universities and companies.

ART. 10

It will be the responsibility of the world's future citizens and the governments they put in place to make our Project a reality. This project is driven by a firm belief in the unification and co-existence of different peoples. It aims to promote an increasingly equal distribution of the planet's resources and human intellect.

AIM: This document provides a brief outline of a system that raises the security level on authenticity for all types of paper documents (e.g. banknotes, contracts, packaging. See areas of application.) and it is inserted in the UFWC program (tests of paper or precious banknotes)

TECHNOLOGY: This system is the integration of two technologies:
1. Cryptography (symmetric or asymmetric) and/or hashing.
1. Barcode.

Thanks to cryptography, even integrated with hashing techniques, the authenticity, integrity, privacy and non-disclaimer of information can be guaranteed. Such a guarantee is made possible by a security code that is associated unequivocally with the information you wish to safeguard. Said security code can take the following forms, according to the application in question: digital signature, ciphering or hashing of information, or any combination of these.The security code generated as described above is codified as a barcode in paper documents. As a result, it can be read and verified rapidly using appropriate devices with optic and/or magnetic readers.

EXAMPLE APPLICATION (Figure 1): Let’s take the example that we wish to prevent a banknote serial number being tampered with. The serial number can be signed or simply codified (given the limited length of serial numbers) using a private key belonging to the authority that has issued the banknote. The result of this operation is a security code, in the form of a barcode, that can be printed on the banknote. The security code is a key element for guaranteeing the security features that we wish to ensure. Indeed, this tool will allow us to guarantee the integrity of banknote serial numbers, in other words, they cannot be tampered with.Serial number authenticity can be verified with a simple barcode scanner and appropriate software to decode the barcode using the public key of the authority issuing the banknote. The barcode scanner, software and issuing authority’s public key can be freely distributed to those requesting them (organisations, businesses or ordinary citizens). It is important to note that this process is entirely analogous with the digital signature process.

NOTE: It must be stressed that this mechanism prevents tampering with serial numbers, but not banknote duplication. Should a counterfeiter produce a thousand copies of the same banknote, all with the same serial number and corresponding barcode, the system would not be able to detect the fraud.On the other hand, inserting the barcode guarantees the detection of fraud that alters the serial number but leaves the barcode intact (and vice versa). It is important to note that it is impossible to print a fake banknote with an invented barcode and serial number, since this would require the counterfeiter to have access to the private key belonging to the banknote issuing authority. This key, by definition, remains exclusive to the issuing authority.In short, this system allows us to guarantee that a serial number has not been tampered with, but not that it has not been duplicated.Nonetheless, the inclusion of the barcode automates verification of any duplicate banknotes. Indeed, once fraud has been discovered, you need only scan the given banknote barcode and consult a database of barcodes for duplicate banknotes to reveal foul play.

FIELDS OF APPLICATION: It is worth noting that a similar mechanism to that described above can be effectively used to guarantee the authenticity of information carried in: medical prescriptions; checks; ID (e.g. passport, ID card); qualification certificates (e.g. driver’s licence, certificates of legal qualification); fiscal documents (e.g. fiscal receipts, invoices); legal documents (e.g. contracts, laws, statutes); financial documents (e.g. financial statements); season tickets for events (e.g. football, concerts, museums) or transport and bus/train tickets; pharmaceutical packaging; and product packaging. From national currencies to the universal currency


Money is the only human invention capable of embodying both dreams and reality in an indissoluble bond; it is the abstract distributor of hope and a concrete means of controlling the lives of human beings and nations. From its first appearance in the Near East in the form of shiny little metal spheres, money has long been entrusted with the fates and fame of great kings, such as King Croesus (hence the saying,as rich as Croesus). The same is true of cities famous beyond the borders of the known world at that time: Athens, Corinth, and Aegina. In a world that measured time against the ancient Olympic games, the Croesus coins, Athenian Owls, Pegasus coins, and Aegean Turtles united different peoples in bonds made permanent by economic interests, often backed up by military force.This period was doomed to be short, flames that soon died out under the ashes of time. With his seemingly unstoppable army, Alexander the Great, had managed to create and implement a single monetary system in Greece, Asia Minor, Syria, Egypt, Babylonia and beyond, which was well organised into three metals (gold, silver and bronze) with coins of identical weight and type for people who were very different from one another. Yet even this dream of his floundered on the banks of the Euphrates river at the end of spring 323 BC. After Alexander’s death, the political break-up of the territories he had conquered led to the unravelling of a monetary system that had not had enough time to grow deep roots in Asia.

Events took a different turn with Rome. The unification of Roman territories, with political and administrative control of provinces in Europe, Asia and Africa, ensured that conditions were in place for Roman currency to become implemented in systematic, profound manner in every corner of the vast Empire. First there were denarii, aurei and later sestertia; these became the tangible sign of a strong, well-organised central power able to control and unify highly diverse territories, cultures, economies and social fabrics. The Legions of the Roman Republic brought the silver denarius bearing the head of the Goddess Roma to newly conquered lands. Subsequently, Roman magistrates were sent by the Roman people and Senate or Emperor (as was the case) to ensure that a well-organised society (where even old, local coins could still be used for minor daily errands) would be centered on Roman currency. This situation held strong for over seven centuries, thanks to a dynamic power that survived pressure from the Barbarians and the transfer of Imperial insignia to Constantinople in 476 AD.Indeed, the gold solidus (or Byzantine coin) – a pure metal coin created by Constantine in the early 4th century AD in order to reverse the free fall of the old, glorious yet unsalvageable denarius, continued to function as an international currency. However, the times had changed for good. It was no longer the unifying authority of a strong State that guaranteed the currency’s success; it was the faith of different peoples and market mechanisms, rather than political rule, that did so.Thus the Byzantine coin continued to perform its role along ancient Mediterranean routes, making its way through the dark Middle Ages and imitated by Goths, Lombards, Arabs and Normans alike.Meanwhile, Europe began breaking up into thousands of small territories controlled locally by castles and monasteries, until the time of Charlemagne.

Under the Carolingian Empire, the European continent returned to conditions which enabled the relaunch of a high Medieval European single currency, as we would label it today: the silver denier. Although different in weight and alloy, and tied to a pound of around 400 grams (of which it was worth 240 parts), this new currency remained based on the old Roman system of the silver denarius. However, as with the Roman denarius, the Carolingian denier was also destined to lose weight and intrinsic quality - to devalue - over time.By the era of the Italy of Communes and great maritime republics, the gold ducats of Genoa, Florence and Venice were reigning in the market places of Europe and the entire Mediterranean basin (conquering the markets of Levant). The old silver Carolingian denier had already gone down other roads, in the various districts in which it had taken root. All later attempts to revive the denier were in vain.History seemed to repeat itself. Like the ancient Greek Polis, so the Italian Communes, which were only formally tied to the Empire, in the absence of a strong centralised power, attempted to organise themselves territorially by forming monetary ties: between 1230 and 1250, Pisa, Siena, Lucca, Florence and Arezzo; and in 1254, it was the turn of Cremona, Bergamo, Brescia, Piacenza, Tortona, and Pavia. In short, the Communes sought local agreements to solve the historical problem of numerous different currencies. However, the geographical discoveries of the 15th century, influx of a large amount of precious metals to Europe, the opening of new mines, and more rational, modern exploitation of ancient metal veins, would soon lead to the radical transformation of the social and political fabric of Europe, whose financial and market centers attempted by all means possible to withstand the weight of competition that was increasingly tougher to face. To counter the lack of coins, existing credit systems were refined. Soon, bills of exchange became a safer instrument for bankers and merchants of the time.

The world had changed dramatically since the time of the ducats issued by Italian cities (Florins, Genoese and gold zecchino coins, the undisputed lords of international trade). Now, under the powerful shadow of Charles V, a new French gold currency, the écu au soleil or Sun above the crown enjoyed conditions in which to reign. Specifically, seven nations united in an agreement of sorts which led them to issue scudo coins whose weight and alloy were very similar: France, Spain, Genoa, Venice, Florence, Rome and Naples. In essence, this heralded the first single international currency of the modern age.More than two centuries later, France again gave birth to a new currency that would radically alter the monetary systems of the countries across Europe, particularly Italy, that adopted it. Named the Franco-Lira, with a centesimal subdivision, it originated during the French Revolution and was exported under Napoleon’s conquest of new lands. From 1861 on, the Lira (divided into 100 cents) became the single currency of a unified Italy. Just a few years later, at a memorable session held on 23rd December 1865 in Paris, Italy, France, Switzerland and Belgium (later joined by Greece) signed an agreement which foresaw the adoption of a single currency, based on gold and silver divisions, which could circulate freely in the signatory countries, known as the Latin Monetary Union.

This was the first step towards simplifying means of payment, something which could be delayed no longer in a world that was bound increasingly by common economic and trade interests.In 1871, the Confederation of Germanic States adopted the gold standard for its own monetary system. In 1873, Denmark signed a monetary agreement with Sweden which would later include Norway (in 1875). In 1892, Austria and Hungary also adopted a gold-standard monetary system.Nonetheless, this too was abandoned in the 1930’s and 1940’s by all signatory countries: France, Belgium, the Netherlands, Switzerland, Poland and Italy, known as the gold bar countries. What modern nation states required was a new platform for exchange that respected national sovereignty. For today’s Europe, this platform is the Euro. Yet global market mechanisms are knocking at the door: the boundaries that divide us today will seem too narrow for tomorrow’s generation. Old national currencies will seem a relic from the past. L'AQUILA, Italy (AFP) — Even if Russia's call for a global currency failed to gain much traction at a G8 summit, President Dmitry Medvedev took home a coin meant to symbolize that the dream may one day come true.The Russian leader proudly displayed the coin, which bears the English words United Future World Currency, to journalists after the summit wrapped up in the quake-hit Italian town of L'Aquila.Medvedev said that although the coin, which resembled a euro and featured the image of five leaves, was just a gift given to leaders it showed that people were beginning to think seriously about a new global currency.In all likelihood something similar could appear and it could be held in your hand and used as a means of payment, he told reporters.This is the international currency.Russia, along with China, has been a vocal proponent of diversifying the global currency system away from the dollar, which has dominated global finance and commerce since the end of World War II.French President Nicolas Sarkozy at the summit joined the band in favour of dumping the dollar as the international currency of reference, insisting that we cannot stick with just one single currency.

L'AQUILA, Italy (AFP) — Leaders from some of the biggest economic powers put the dollar's continuing dominance of post-war global finance into question at the G8 summit as calls grow for alternatives.At the gathering in Italy, which wraps up on Friday, French President Nicolas Sarkozy joined China and a band of mostly emerging powers in calling for an end to the dollar's reign as the international currency of reference.We cannot stick with just one single currency,the French leader said at the summit in L'Aquila, central Italy.China also used the G8 summit, which was opened up to leaders from major emerging economies, to stage a fresh attack on the dollar after repeated recent calls for the global currency system to be diversified.Speaking on the sidelines of talks between the G8 powers and major emerging economies here, a Chinese official said on Thursday that Beijing adviser Dai Bingguo had urged world leaders to improve the international monetary system.The official said China wants to enhance the reserve currency and regulating regime, maintain a relative stability of the exchange rates of the main international reserve currencies and promote a more diversified and reasonable international currency system.Backed by the world biggest economy, the dollar has enjoyed the status of international currency of choice since the end of World War II, by far the most widely used currency for foreign exchange reserves and business invoicing.

China, which has amassed the world's biggest foreign exchange reserves totalling 1.95 trillion dollars at the end of March, is growing concerned that Washington's exploding debt could threaten the stability of the dollar, and therefore its vast dollar holdings.Beijing and Moscow have repeatedly argued that the dominance of the US dollar as the world's main reserve currency and in foreign exchange is a destabilising factor in the global economy and have called for reform.Sarkozy lamented that we've still got the Bretton Woods system of 1945,referring to the historic conference in New Hampshire that laid the foundation for post-war finance centred around the dollar.Frankly, 60 years afterwards we've got to ask: shouldn't a politically multipolar world correspond to a economically multi-currency world? he said.However, his views were not shared by other rich-world leaders at the summit such as German Chancellor Angela Merkel who said that dropping the de facto dollar standard currently has no practical relevance.British Prime Minister Gordon Brown also played down the upsurge against the dollar, saying on Thursday that there had been no real discussion of the subject at the summit.In this present situation as we're trying to get out of a deep recession, I don't want to give the impression that there is some major change about to happen around the corner that suggests that the present arrangements are destabilised.Investment strategist Christopher Wood at pan-Asian merchant bank CLSA said that growing calls for currency diversification was not so far translating into acts.He said that the dollar's share of official foreign exchange holdings reached a two-year high point of 65 percent in the first quarter of this year according to recent IMF data.

Nonetheless, he predicted with time the trend would be reversed.

The end game of this financial crisis is the end of the US dollar paper standard as investors finally lose confidence in the endless proliferation of government guarantees. But the process will take some time.

L'AQUILA, Italy (Dow Jones)--French President Nicolas Sarkozy Thursday delivered an attack to the supremacy of the dollar, urging a revamp of an outdated system hinged upon the U.S. currency.Sarkozy said the current system is outdated, and a result of U.S. political and economic predominance after the end of the Second World War. His comments placed him alongside officials from a number of large developing economies, who have called for a more diverse international system that is less dominated by the dollar.Frankly, 60 years later one must ask oneself the question: shouldn't a world that is multi polar...be mirrored by a multi-polar economic system? Sarkozy said in a press conference at the end of a meeting of the Group of Eight rich countries and the Group of Five large developing economies.Even if it's a difficult subject, we'll discuss this in the coming months, he said.Earlier Thursday, Chinese State Councilor Dai Bingguo told G8 and G5 leaders that the international currency system must become more diversified, adding to calls from Indian and Russian officials last week. One needs not be an expert to understand that this is necessary for the stability of the economy,Sarkozy told reporters.The French President also said the G8 needs to be overhauled and be made more representative. Clearly, the G8 isn't representative enough to face issues as important as the response to the economic crisis,Sarkozy said. It seems unreasonable to us that the most important international issues are dealt with without Africa, Latin America and China.

Sarkozy said he presented to fellow leaders a common proposal with Brazilian President Luiz Inacio Lula da Silva to create a new G14 summit, and that the new format should be in place when France next holds the rotating presidency of the G8. Obama and Pope Benedict discussed nuclear arms control among other issues.The two men also confronted issues like abortion and stem cell research, on which Obama's stances stand in stark contrast to the Vatican. The Vatican said the conversation also dealt with the Middle East peace process, immigration, inter-cultural and inter-faith dialogue, the economic crisis, and aid for Africa and Latin America. Pope Benedict greeted Obama in the Sala dei Santi Pietor e Paolo, or The Room of Sts. Modest Results From Summit
Obama leaves the three-day G-8 summit with modest tangible results.There was no unanimity among the leaders of the Group of Eight industrialized nations about whether Iran should be further punished with tougher sanctions, and in the end the group opted for just a toughly-worded statement.Obama denied reports that he was disappointed that the leaders did not issue a stronger message on Iran's nuclear weapons programs or outline sanctions.This notion that we were trying to get sanctions or for which this was a forum in which we could get sanctions is not accurate,he said.What we wanted was exactly what we got, which is a statement of unity and strong condemnation about the appalling treatment of peaceful protestors post-election in Iran as well as some behavior that just violates basic international norms.Obama said a time frame was established and there will be an evaluation of Iran's posture toward negotiating a halt to their nuclear weapons program at the G-20 summit in Pittsburgh in September.The international community has said here's a door you can walk though which allows you to lessen tensions and more fully join the international community,the president said.If Iran chooses not to walk though that door then you have on record the G-8 to begin with, but I think potentially a lot of other countries that are going to say we need to take further steps.G-8 leaders agreed to work toward a 50 percent reduction in greenhouse gas emissions worldwide by 2050, with a global for developed countries of 80 percent, hoping to limit the rise in global temperatures to no more than 2 degrees Celsius, or 3.6 degrees Fahrenheit. Obama Finishes Trip In Ghana, First Trip To Sub-Saharan Africa As President
Ghana is the final stop on Obama's six-day trip. There, he will meet with newly-elected President John Atta Mills and deliver a speech to members of Parliament. The president and first lady will visit a hospital in Accra that focuses on maternal and child health care and, weather permitting, are scheduled to take a helicopter to tour the Cape Coast Castle, an old slave fort where hundreds of thousands of Africans were held before being put on slave ships.White House officials said the Ghana stop is meant to show that Africa is not a separate sphere but key part of the administration's overall foreign policy. The White House chose Ghana over other African nations, including Kenya, where Obama's father was from, in order to showcase a successful African democracy. Ghana has held peaceful democratic elections, including Mills' election earlier this year.Ghanaians are eagerly awaiting Obama's visit, but there is some grumbling that the trip is too short and the president is not holding a large public event in Accra, like former presidents Bill Clinton and George W. EUOBSERVER / BRUSSELS - MEPs may next week decide when they will vote on Jose Manuel Barroso's bid for a second term as European Commission president.The political leaders of the groups in the European Parliament will meet once more before the summer break to set a preliminary agenda for the September plenary session.EU member states are keen to have the vote take place as quickly as possible and have slated 15 September as a possible date, after their efforts to get a July parliament vote on Mr Barroso were thwarted by a coalition of the Socialists, Liberals, Greens and far-left.

Many of the MEPs in the these groups consider Mr Barroso to be too economically liberal and too inactive in the face of the global financial crisis. They argued that a July vote would not have given them enough time to thoroughly discuss his policy intentions for the second term.In order to remove a key technical argument of the anti-Barroso camp, national governments on Thursday formally nominated Mr Barroso, a Portuguese centre-right politician, to become European Commission president for a further five years.Prior to that he had only political backing from EU leaders, allowing MEPs to say they could not discuss a candidate that did not formally exist.

The socialists are key

The key question is whether the vote will take place in September or be delayed further until October, when the result of Ireland's referendum on the Lisbon Treaty is known.The position of the Socialists will be crucial at next week's meeting, with the largest group in the parliament, the centre-right EPP, in favour of a September vote.So far, the Socialists have played their cards close to their chest. At yesterday's meeting of political leaders in the parliament, only the Greens and the eurosceptic Europe of Freedom and Democracy Group mooted an October vote. The Socialists did not take the floor on the issue.An October vote would likely lessen Mr Barroso's chances of getting the post as a series of other jobs may also be up for grabs by then, depending on the Irish result. Mr Barroso's bid may get submerged by an overall deal on posts decided according to political affiliation, geography and nationality.It is also opposed by Sweden, the EU presidency country, which fears the bloc will be distracted from real policy issues as it haggles over posts, names and job descriptions.

Commissioner hearings

The parliament's political leaders also agreed to have hearings in September for all the recent new commissioners, including from Poland, Belgium and Lithuania.This will be a light procedure, a parliament official said, as the commission's term is due to end in October and is more about upholding the principle that member states cannot send commissioners to Brussels without having them scrutinised by MEPs.

Temperatures dropped to a record low in Prince Edward Island overnight Tuesday, with reports of frost throughout the province.An official record low of 3.8 C was set early Wednesday morning at Charlottetown airport.The previous record for that date was 5.1 C, set in 2005.Bob Robichaud, a meteorologist with Environment Canada, said that to his knowledge, frost has never been reported before in July in P.E.I.That 3.8 we got last night kind of sticks out as being lower than some of the other records for anytime in early July,Robichaud told CBC News on Wednesday.So we’re looking at a significant event,he said.Environment Canada has issued a frost risk warning in low-lying areas of the province for Wednesday night. The temperature is expected to dip to 4 C.The forecast for Thursday, however, calls for sunny skies and a temperature of 22 C for the province.

WASHINGTON – El Nino is back.Government scientists said Thursday that the periodic warming of water in the tropical Pacific Ocean, which can affect weather around the world, has returned.The Pacific had been in what is called a neutral state, but forecasters at the National Oceanic and Atmospheric Administration say the sea surface temperature climbed to 1.8 degrees Fahrenheit above normal along a narrow band in the eastern equatorial Pacific in June.In addition, NOAA's Climate Prediction Center said temperatures in other tropical regions are also above normal, with warmer than usual readings as much as 975 feet below the ocean surface.In general, El Nino conditions are associated with increased rainfall across the east-central and eastern Pacific and with drier than normal conditions over northern Australia, Indonesia and the Philippines.A summer El Nino can lead to wetter than normal conditions in the intermountain regions of the United States and over central Chile. In an El Nino year there tend to be more Eastern Pacific hurricanes and fewer Atlantic hurricanes.The forecasters said they expect this El Nino to continue strengthening over the next few months and to last through the winter of 2009-2010.Advanced climate science allows us to alert industries, governments and emergency managers about the weather conditions El Nino may bring so these can be factored into decision-making and ultimately protect life, property and the economy,NOAA Administrator Jane Lubchenco said in a statement.

NOAA officials noted that not all El Nino effects are negative. For example, it can suppress Atlantic hurricanes and bring needed moisture to the arid Southwest.But it can also steer damaging winter storms to California and increase storminess across the southern United States.The warming of the ocean can also lead to a reduction in the seafood catch off the West Coast, and fewer fish can also impact food sources for several types of birds and marine mammals.A recent study by researchers at Georgia Tech suggests there may actually be two forms of El Nino, depending on whether the warming is stronger in the eastern or central pacific.While the current warming seems to be strongest in the east, the more traditional form, government forecasters did not categorize it.If the Georgia Tech study is correct, this would be the type of El Nino that reduces hurricanes in the Atlantic and Caribbean. LOS ANGELES – Scientists have detected a spike in underground rumblings on a section of California's San Andreas Fault that produced a magnitude-7.8 earthquake in 1857.

What these mysterious vibrations say about future earthquakes is far from certain. But some think the deep tremors suggest underground stress may be building up faster than expected and may indicate an increased risk of a major temblor.Researchers at the University of California, Berkeley, monitored seismic activity on the fault's central section between July 2001 and February 2009 and recorded more than 2,000 tremors. The tremors lasted mere minutes to nearly half an hour.Unlike earthquakes, tremors occur deeper below the surface and the shaking lasts longer.During the study period, two strong earthquakes hit — a magnitude-6.5 in 2003 and a magnitude-6.0 a year later. Scientists noticed the frequency of the tremors doubled after the 2003 quake and jumped six-fold after 2004.Tremor episodes persist today. Though the frequency of tremors have declined since 2004, scientists are still concerned because they are still at a level that is twice as high as before the 2003 quake.The team also recorded unusually strong rumblings days before the 2004 temblor.Results of the research appear in Friday's issue of the journal Science. The work was funded by the U.S. Geological Survey and National Science Foundation.The fact that the tremors haven't gone down means the time to the next earthquake may come sooner, said Berkeley seismologist and lead researcher Robert Nadeau.Nadeau first discovered tremors deep in the San Andreas Fault in 2005. Congressman Ron Paul has vowed that he will not be stopped in his effort to audit the Federal Reserve, as he slammed Senate authorities for blocking the bill earlier this week.Appearing on Fox News’ Freedom Watch with Judge Napolitano Paul referred to Senate authorities blocking Jim DeMint’s attempt to attach the legislation, which already has 250 co-sponsors in the House, as a provision to a spending bill as a facade.The amendment was blocked by Senate authorities on Monday after they claimed that it violated rules for provisions attached to spending bills.Technicalities are always ignored for things they want – this means they don’t want it and this is their organized effort now to stop us, but we’re not going to be stopped, it’s just going to energize everybody at the grass roots,said the Congressman.Paul said that it made no sense to give the Fed more power when they had already created the bubble that led to the economic collapse in the first place. The Obama administration’s new regulatory reform plan, which will officially hand the Federal Reserve complete dictatorial control over the U.S. economy, will give the Fed the authority to regulate and shut down any company whose activity it believes could threaten the economy and the markets.

Asked what the powers that be were afraid of should the Fed be audited, Paul listed a number of issues that would be brought to light with increased transparency.I think the biggest thing is the cronyism, who got the benefits, who really got some of these Federal Reserve funds as well as TARP funds, and I don’t think they want people to know about it,said Paul, adding, I’d like to know what they’re doing internationally, what kind of agreements they have with international banks, with other governments, and also what they do in the gold market – how they manipulate the value of the dollar by manipulating gold prices.As we have previously highlighted, the Fed has refused to disclose where trillions in bailout funds have gone despite a lawsuit filed by Bloomberg.Paul explained that nobody knows exactly what would be uncovered but that was the whole point of having an audit in the first place.The Congressman concluded that the Washington elite would do everything in their power to dig their heels in and prevent the bill from passing, because it represents the first major step in abolishing the Federal Reserve altogether.When we discover what’s really going on, I think the American people are going to demand the next step, they’re going to demand honest money – it’s happened many times in history,added Paul.

Obama Administration Resumes Funding of China’s Eugenics Programs

After the Bush administration in 2001 decided to cut US government funding for the United Nations Population Fund’s China program, the Obama administration is now planning to fill the pockets of the United Nations Population Fund with fresh federal funds once again. Even though recent investigations exposed the UNFPA’s intimate involvement in China’s coercive birth control policies, the new administration apparently cares not, as it allocated $50 million to the eugenicists.The Obama administration has demonstrated an alarming ideological bent in favour of groups like the UNFPA and Planned Parenthood.Only days after his inauguration, President Barack Obama announced he would resume funding for the UNFPA and its family planning activities in China and elsewhere around the globe. State Department spokesman Robert Wood explained the allocation with the following argumentation:The United States is a global leader in promoting voluntary family planning and the health of vulnerable women and children in the developing world.As it turns out, the concept of voluntarism is not easily reconcilable with the Chinese government’s aim of reducing its population. On July 7th, LifeSiteNews.Com reported that UNFPA’s claim that it played a catalytic role in introducing a voluntary reproductive health approach in China is patently false. Steven Mosher, president of the Population Research Institute, explained the policies by the Chinese government- partially funded by the UNFPA:Women continue to be arrested for the crime of being pregnant. They continue to be forcibly aborted. Minorities continue to be targeted. The handicapped are forbidden children. These violations of human rights are occurring right under the UNFPA‘s nose. It is ludicrous to suggest that the UN population controllers do not know about them.These facts are in stark contrast with the claims of the United Nations population control arm, who back in 2001 maintained that reproductive health programs are fully voluntary.The Population Research Institute however travelled to China’s provinces and counties where the UN Population people are active. What they witnessed is heart rendering:

In every village in one UNFPA county, billboard propaganda urges women to help the economy by complying with family planning policies. PRI interviewed dozens of other women and men, all of whom confirmed- without exception- that voluntarism is non-existent in this county where UNFPA operates.Even today, the website of the UNFPA uses the argument of the economic crisis to convince people to cut down on the number of children:In the context of the financial crisis, when resources are limited, investing in family planning is even more attractive – because it is a cost-effective intervention with both short term and long term impact.Based on firsthand observations by the Population Research Institute, to say that the situation is dire would be an understatement:Only about five miles from an UNFPA office- in a county where UNFPA claims that women are free to determine the timing and spacing of their pregnancies- PRI interviewed a young woman who reported that she came under severe pressure to have an abortion. (…) To avoid a forced abortion, this woman fled to a neighbouring town where she went into hiding (…). Unable to locate her, family planning officials attempted to force the woman out of hiding and into an abortion by arresting the woman’s mother, father, brother, sister, and mother- and brother-in-law. They were held in jail for four months. (…) While her relatives were being held in jail, to further increase the pressure on her to have an abortion, their homes were partly destroyed. The attack occurred on April 5, 2000, on the occasion of a major Chinese festival, Qingming. Family planning crews armed with jackhammers attacked this woman’s house, and her brother- and father-in-law’s homes, hammering great holes in the floors, walls, ceilings and roofs of these homes. In addition, they ransacked the homes.UNFPA’s response? In their Draft country programme document for China in 2005, the organisation states that UNFPA will continue to use the results of the systematic monitoring, evaluation and research of its operational project sites to work with key partners to facilitate and advocate programme changes.
Furthermore, the draft explains that: UNFPA and the Government will build on previous experiences in the area of reproductive health in China, including those of partners such as the World Health Organisation, the Japan International Cooperation Agency (JICA), the Australian Agency for International Development (AusAID) and The Ford Foundation.Who could these family planning crews be exactly, as described by the Population Research Institute as thugs looking for pregnant women to intimidate? The UNFPA states that: The UNFPA country office consists of a representative, two national programme officers, two junior professional officers, and national programme and support staff. National project personnel may be recruited to strengthen programme implementation.Reproductive health: the ultimate euphemism. Just like ‘family planning’ (who will do the planning) and cost-effective intervention. These are cold words from cold organisations dedicated to reducing the world’s population, the sooner the better.Documenting these atrocities in great detail within a 2001 report by the Population Research Institute forced the Bush administration to withdraw their support and funding for the UNFPA indefinitely. Despite the alarming reports however, the current administration has shaken the money tree once again, providing the UNFPA with the necessary funding to continue their dubious undertakings in the People’s Republic of China. Stanley Lawson, president of the Harrisburg Chapter of the NAACP, urged Pennsylvania Gov. Ed Rendell deploy the National Guard for at least one month and enforce a curfew after more than a dozen shootings rocked the city, according to the Patriot News.Many of the shots were fired during daylight hours, and one man was killed at a busy intersection in the middle of the afternoon June 24. The Guard is for floods and natural disasters. I don't know any more of a natural disaster than of our young people being killed,he said at a June meeting at Capitol Presbyterian Church.It's time for some real action,he said.Right now the important thing is to stop this madness.We're beyond what the Harrisburg police department can do. WASHINGTON – A form of ebola virus has been detected in pigs for the first time, raising concerns it could mutate and threaten humans, scientists report.Reston ebolavirus has only been seen in monkeys and humans previously and, unlike other types of ebola, it is not known to cause illness in people.The discovery of REBOV in pigs in the Philippines is reported in Friday's edition of the journal Science.

Geithner says derivatives blindsided the gov't By ANNE FLAHERTY, Associated Press Writer JULY 10,09

WASHINGTON – The huge amount of money tied up in complex derivative transactions helped cripple the economy, Treasury Secretary Timothy Geithner told lawmakers Friday as he laid out a case for greater government control over a generally unregulated sector of the financial markets.Establishing a comprehensive framework of oversight is crucial,Geithner said in his opening remarks to a joint hearing by the House agriculture and financial services committees.Despite apprehension among Republicans, the effort to add government restrictions to these more freewheeling financial instruments has gained support within the Democratic-controlled Congress.Clearly, we're going to be significantly expanding regulation of derivatives, said Rep. Barney Frank, the chairman of the Financial Services Committee.Derivatives are financial instruments whose value derives from something else, such as a mortgage-backed security or a commodity like oil. The allure of the over-the-counter derivative, as opposed to those swapped on exchanges, is that it can be individually negotiated and tailored to meet the specific needs of the buyer.Geithner said the ease with which derivatives were bought and sold in an era of easy credit encouraged financial institutions and investors to take on too much risk. At the same time, government regulators weren't given the proper tools to mitigate those risks and protect the American consumer, he said.The complexity of the instruments overwhelmed the checks and balances of risk management and supervision,he said.The administration's proposal, part of a broader overhaul package, has run up against much of the financial industry, which says it would raise costs and squash innovation.

Some lawmakers and federal regulators say they are skeptical, too.

My fear is that the administration is going down the path of shifting risk not to the investors and the dealers, but ultimately to the taxpayers,said Rep. Spencer Bachus of Alabama, the top Republican on the Financial Services committee.Under the administration's broader plan, which requires Congress' blessing, the Federal Reserve would be put in charge of keeping large, influential institutions in check. A new consumer protection agency also would be created.Additionally, Obama wants to regulate for the first time derivatives that are being privately traded over the counter,or away from an exchange.The influence that derivatives can have on the financial sector was most evident when American International Group Inc. sold so-called credit-default swaps to protect investors against potential losses on mortgage-backed securities. When the housing market collapsed, AIG was unable to make good on its promises and took a $182 billion government bailout to keep from collapsing.But Geithner said many investors used the instruments to evade regulation, exploit regulatory loopholes or minimize taxes.Over-the-counter derivatives grew explosively in the past decade, with the face value of outstanding transactions rising sixfold to almost $700 trillion in 2008, he added.

Rich leaders pledge money while EU looks to cut aid budget

EUOBSERVER / BRUSSELS – Leaders from the Group of Eight industrialised countries agreed to donate $20 billion (€14.3bn) to developing countries on Friday (10 July), $5billion (€3.6bn) more than was originally anticipated. The money will fund a three-year initiative to help poorer countries develop their agriculture.We believe that the purpose of aid must be to create the conditions where it's no longer needed, to help people become self-sufficient,said US president Barack Obama after the meeting.

European commission president Jose Manuel Barroso called the decision a clear commitment to food security.The G8 countries are Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States, with Spain also attending this time round.The EU institutions are represented by the European commission president and the leader of the member state that holds the EU's six-month rotating presidency.Many development NGOs issued a guarded welcome to the news.The G8 and other leaders upped their game today by committing $20 billion for agriculture assistance. Much of this funding is recycled, but the new money makes a downpayment on eliminating hunger,Oxfam's senior policy advisor Gawain Kripke said in a statement.
With a billion people facing hunger, more new money is still needed,he added.

Controversial claw-backs

Hours earlier on Friday, a meeting of EU finance ministers in Brussels decided to cut roughly €80 million in external aid from a draft EU 2010 budget that was proposed by the European commission in April.The total budget cuts - that cannot be formally approved until the end of this year - exceed €600 million, as member state governments become increasingly concerned over rising budget deficits. Another controversial area where member states are seeking to claw back money is the growth and employment measures budgetary category, with €100million of cuts proposed. If agreed, the cuts will reduce the amount of money member states have to pay into the EU's budget for 2010.We feel it sends a negative message in the priority areas of growth and jobs and in the EU's role on the international stage, particularly during an economic crisis,the European commission's spokeswoman for the EU budget, Cristina Arigho, told EUobserver.She added that the decision to cut all the payment for the emergency aid reserve: only reduces our capacity to react quickly if a crisis situation appears.

Commission to win out?

The commission administers the EU's budget, with the vast majority on money going towards development projects in the bloc's poorer regions and agriculture.Mr Hans Li Dblad, state secretary at the Swedish finance ministry, told journalists after the meeting of finance ministers that he was happy with the outcome, saying it struck: a balance between targeted cuts in some areas and financing political priorities.
However commission officials are confident the final budget for 2010 will be close to their original proposal, as has been the case in previous years despite member state attempts to cut back spending.In a sign of the low importance finance ministers attached to Friday's meeting, less than half decided to turn up, with the lack of a quorum leaving agriculture ministers to sign-off on the conclusions next week. The 2010 budget – likely to be in the region of €140 billion - will be the first time that member states which joined the union in 2004 or later will receive over 50 percent of the EU's cohesion and structural funds.This year the twelve relative newcomers will receive 50 percent of the funds, rising to 52 percent next year.

EU authorities more than doubled their seizure of fake products smuggled into the 27-strong bloc at its external borders last year, with pirate CDs, cigarettes and clothes, mainly from China, dominating the list.According to statistics published by the European Commission on Thursday (9 July), national customs officers are increasingly recognizing and detaining counterfeit products, in co-operation with industry.In 2008, some 178 million items were seized compared to 79 million in 2007, up 125 percent. There was a 13 percent increase in products registered as breaking intellectual property rights - over 49,000 cases compared to 43,000 in 2007. European producers themselves filed some 13,000 applications to request customs interventions, this way enforcing 80 percent of all investigations.The pirate list has been for years dominated by the same kinds of products and last year's figures confirmed the existing trends : DVDs and CDs were the most prevalent fake goods, with 79 million disks detained, 44 percent of all items, followed by cigarettes (23%) and clothing (10%).Meanwhile, the highest increases in terms of actual cases of IPR infringement were registered with toys (up 136%), electrical equipment (58%), medicines (57%) and personal care products (42%).Geographically, over half of the fake goods confiscated at EU borders came from China. The European Commission said that a significant part of the confiscated products was potentially dangerous for European consumers.While most fake medicines came from India, Indonesia was the biggest source of forged food and drink products and the United Arab Emirates was the key point of origin for counterfeit cigarettes.

Reporting from Washington and L'Aquila, Italy -- Addressing leaders of the world's most important economies early Thursday, President Obama wasted no time in proclaiming a new day for U.S. policy on climate change.I know that in the past, the United States has sometimes fallen short of meeting our responsibilities, he said.So let me be clear: Those days are over.But by the end of the day, when the Group of 8 summit in L'Aquila, Italy, wrapped up its deliberations on climate, Obama found himself stymied by many of the same roadblocks that plagued previous efforts to tackle global warming.Leaders of the most developed nations again declined to commit themselves to any specific actions now or in the immediate future to curb the greenhouse gas emissions that contribute to global warming -- actions that would require increasing energy prices, raising taxes or imposing other unpopular economic measures on their people.Instead, they embraced the high-sounding goal of reducing their own emissions by 80% and worldwide emissions by 50% by 2050 -- without pledging to take any specific steps to get there. China, India and other major developing countries, which pressed for action in the next decade by the G-8 countries, reacted by rejecting the package.And a side meeting Obama convened Thursday to bring together the nations most responsible for greenhouse emissions ended with only general pronouncements, and no firm financial commitments, to work against warming and share emissions-curbing technologies in the future.Paying the economic and political costs for effective action against climate change has always been a problem. But it was especially difficult this time because of the global recession, even with a popular new leader such as Obama seeking to forge ahead.

There's always a high expectation for what the U.S. can deliver, and higher expectations for Obama, because he's Obama,said Jake Schmidt, international climate policy director for the Natural Resources Defense Council.Those are difficult expectations to meet.Schmidt and other activists said that Obama, by bringing the United States to the table on global warming after what they called foot-dragging by the Bush administration, has given new steam to negotiations that will culminate at a United Nations climate conference in Copenhagen in December.The Italy talks represented small but important progress in the debate, they said.The environmental group Greenpeace, by contrast, derided the package as a missed opportunity for more aggressive emissions reductions and a failure of leadership by Obama and the G-8.

Obama convened the 17-nation climate meeting at a giant circular table, inviting fellow leaders to speak openly about their hopes and concerns. Several acknowledged the new leadership from the U.S., administration officials said.The discussions yielded a consensus declaration that the world should try to limit warming to 2 degrees Celsius (3.6 degrees Fahrenheit) above preindustrial temperatures, a level scientists say would minimize the dangers of the most catastrophic warming effects.

During the climate talks, Obama aides said, some developing nations asked why they should sacrifice when other countries have caused more of the damage. L'AQUILA, Italy — President Obama hopes to win billions of dollars in agricultural assistance for developing nations Friday as he leaves an international summit that failed to make major progress on climate change.His next stops: a meeting with Pope Benedict XVI and his first visit as president to sub-Saharan Africa. While the U.S. commitment of more than $3 billion represents double a pledge he made in London earlier this year, it was unclear Thursday whether other major industrial nations in the Group of Eight would be offering additional aid or reiterating old promises. As a result, some advocates for aid to poor countries withheld praise.Obama will take his fight for agricultural aid to the Vatican on Friday and on to Ghana that night, where he will speak about revamping the billions of dollars the West sends to impoverished African nations. The president wants to place more emphasis on helping those countries help themselves through agriculture, technology and improved access to world markets.

Obama previewed his speech in an interview with AllAfrica.com, a news media website. I'm a big believer that Africans are responsible for Africa. I think part of what's hampered advancement in Africa is that for many years we've made excuses,he said, blaming corruption, racism and colonialism. I'm not a believer in excuses.The exact amount of the summit's aid pledges wasn't made public Thursday, but advocates at Oxfam International and ONE, two anti-poverty groups, said it would be about $15 billion.It may end up being something similar to that,National Security Council spokesman Denis McDonough said.On Thursday, the G-8 concluded discussions on climate change with an announcement from Obama and Australian Prime Minister Kevin Rudd of a new institute to research how to capture and store carbon emissions that are heating the globe. The dispute has implications for how Obama will steer about $25 billion in aid U.S. taxpayers send to the developing world each year, said Noam Unger, director of the Foreign Assistance Reform project at the Brookings Institution. Obama wants to increase that to $50 billion.Obama hasn't renounced all foreign aid, but in the AllAfrica.com interview, he echoed skeptics when he said that African governments must reduce corruption and improve the business climate. He also said he wants to fix a system in which Western consultants and administrative costs end up gobbling huge percentages.Obama said he was going to Ghana because he wants to highlight its success. The World Bank lists Ghana as one of the best-run countries in Africa.Obama noted that his father's native land, Kenya, had a higher economic output than South Korea when Barack Obama Sr. left for the USA in the early '60s. Kenya remains one of the world's poorest countries, while South Korea is the 32nd richest, measured by income per person.Development experts are heartened by Obama's fluency on the issue, but they are frustrated that, six months into his term, he has yet to fill foreign aid leadership posts at the State Department or the U.S. Agency for International Development (USAID).

The international fund was created in the 1970s after a drought led to widespread famine in sub-Saharan Africa. Since then, it has invested $11 billion and other relief agencies have come up with an additional $17 billion, Nwanze said. L'AQUILA, Italy (Reuters) – Africa takes center stage at the Group of Eight summit on Friday, with wealthy nations eager to reassure critics they will honor past aid pledges and approve a new $15 billion agriculture program.After two days of talks focused on the economic crisis, trade and global warming, the final day of the G8 gathering in Italy will concentrate on the problems facing the world's poorest nations.Development of Africa has become an important item on G8 agendas following promises by world leaders at Gleneagles in 2005 to increase annual aid levels by $50 billion by 2010, half of which was meant to go to African countries.However, aid organizations say some capitals have gone back on their word, especially this year's G8 host Italy, and African heads of state said they would voice their concerns.The key message for us is to ask the G8 to live up to their commitments,Ethiopian Prime Minister Meles Zenawi told Reuters this week before flying to Italy for the half-day meeting.The l'Aquila summit has produced chequered results, making only limited progress in crucial climate talks following the refusal by major developing nations to sign up to the goal of halving world greenhouse gas emissions by 2050.There is a bit of frustration because one would like to convince everyone about everything and obtain all the results straight way, but things are progressing,French President Nicolas Sarkozy told reporters on Thursday night.

SINGAPORE – Oil prices hovered just above $60 a barrel Friday in Asia as investors braced for a slew of company earnings reports next week that will provide clues on the strength of crude demand.Benchmark crude for August delivery was down 9 cents at $60.32 a barrel by midday Singapore time in electronic trading on the New York Mercantile Exchange. On Thursday, the contract rose 27 cents to settle at $60.41.Oil has bobbed near $60 a barrel the last two days after dropping from an eight-month intraday high of $73.38 on June 30 on investor concern that a rally since March wasn't justified by weak global crude demand.All the focus in on demand,said Christoffer Moltke-Leth, head of sales trading for Saxo Capital Markets in Singapore.The second quarter earnings season is going to be very important for crude.
If we see disappointments there, people will say we've gone too far, too fast.
Aluminum maker Alcoa Inc., the first Dow Jones industrial average component to release earnings, reported a narrower-than-expected loss.Results over the next few weeks from multinational mass market retailers — such as Colgate Palmolive, PepsiCo, and Johnson & Johnson — will help investors better gauge the strength of the global economy.These companies have a good feel for how demand is around the world,Moltke-Leth said.What they say is going to be important for the near-term outlook for oil.In other Nymex trading, gasoline for August delivery fell 1.13 cents to $1.65 a gallon and heating oil was steady at $1.53. Senior Democrat senators said on Wednesday they would change a provision that imposes carbon taxes on imports following warnings that the clause in the House’s cap-and-trade bill could spark a global trade war.The House’s bill contained tough provisions to impose carbon tariffs, aimed at protecting American companies’ competitiveness against imports from countries without equivalent carbon emission controls to those in the US. Senator John Kerry, who is helping to write the senate’s version of the bill, said in a hearing on the issue on Wednesday: We have already come to the conclusion in working on the Senate bill that we’re going to try and change that provision . . . we haven’t landed yet completely on where we come out.Max Baucus, the Democrat senator who chairs the senate finance committee, said any provisions that provoke retaliation from our trading partners will only hurt the same industries we’re trying to help, adding that he was confident we can craft legislation that strikes the right balance.Differences in the two versions of the bill will eventually have to be reconciled before passing into law. President Barack Obama has warned the House’s carbon tariffs plan could send the wrong signal to trading partners. India called the measures pernicious while China said they would violate World Trade Organisation principles and amounted to trade protectionism in the disguise of environmental protection.A recent report from the WTO said that such border tax adjustments could in theory be made consistent with WTO rules, but trade lawyers stress that crafting such laws is likely to be very difficult in practice.

Gary Horlick, a prominent trade attorney in Washington, told the Senate committee on Wednesday that border measures were likely to pose daunting practical problems and retribution against US exports from its trading partners on other environmental grounds.If we re-interpret WTO rules to allow trade barriers based on how things are made, we open up a can of worms and might permit other countries to block our biotech exports, including major items such as corn, soybeans, and other crops,he said.Mr Horlick said that other means of levelling the playing field, such as financial compensation or giving away permits to US companies, were much less likely to invite legal challenge in the WTO. But they could still be regarded as unfair subsidies if they distorted trade, he said.Lawyers stress the difficulty of working out the carbon content of imports to the US – particularly those that have been through multiple countries in a global supply chain – and then calculating the cost added by different carbon control regimes compared with the US system.Despite support from some trade lawyers, the likely legal position of carbon border taxes in the WTO remains murky.
